Israel will make 'dramatic decisions' for peace, negotiator says

(Reuters) - U.S.-brokered peace talks between Israel and the Palestinians will result in dramatic Israeli decisions, the chief Israeli negotiator predicted on Tuesday.Tzipi Livni coupled her forecast with acknowledgement that at least one partner in Israel's right-wing coalition opposed the goal set by the United States, which is brokering the talks, to create a Palestinian state alongside a secure Israel.Livni, speaking on Israel Radio, said "there will be dramatic decisions" by Israel at the end, and negotiators had agreed not to disclose details about their deliberations in order to build trust."We are arguing, but we are arguing inside the room," she said.Israeli and Palestinian sources said the negotiating teams planned to convene for a third round of talks, in Jerusalem, on Tuesday.The negotiations were renewed last month, in Washington, after a three-year standoff over Israeli settlement expansion in the West Bank and East Jerusalem, areas captured in the 1967 Middle East war and which Palestinians seek for a state along with the Gaza Strip.A second round of talks was held at an undisclosed location in Jerusalem on August 14, despite Palestinian consternation over Israel's approval in the run-up to the meeting of plans for 3,100 new homes for settlers.Israel has rejected criticism of its construction plans, saying the new homes would be erected in settlements within blocs it intends to keep in any future peace deal. Most countries view all settlements Israel has built on occupied land as illegal.No details were given after last week's session on the subject matter, widely believed to have focused on setting an agenda for discussing core issues such as borders, security and the future of settlements, Jerusalem and Palestinian refugees."It is no secret that there is at least one party (in the Israeli government) that sees negotiations as wrong, that opposes two states for two peoples," Livni said, referring to the pro-settler Jewish Home faction.She called on the main opposition Labor Party to "lend its support now" to the government's efforts, suggesting such political backing could help achieve a land-for-peace deal.In a one-line response to Livni's reference to his party's opposition to a two-state solution of the Israeli-Palestinian conflict, Jewish Home's leader, Naftali Bennett, wrote on his Facebook page: "Get over it."

The Israeli and Palestinian negotiating teams met Tuesday evening for their third round of peace talks since direct negotiations resumed last month after a three-year hiatus.Palestinian President Mahmoud Abbas, speaking to a delegation from Israel's Jewish-Arab Hadash party earlier Tuesday, said that the Palestinians were embarking on the negotiations seriously and that if Israel kept an honest position it would be possible to reach an agreement.Hadash chairman MK Mohammed Barakeh, who led the Israeli delegation on Tuesday to Ramallah, told Haaretz that despite the low expectations on both sides, the Palestinian president stressed his intention to see the process through to the end. Abbas also told the delegation that progress was made during talks held in the past and that he therefore believes it’s possible to find solutions to all the core issues.
“I know how to read the political map in Israel, and this time, Prime Minister [Benjamin] Netanyahu can’t claim he doesn’t have a majority to pass an agreement in the Knesset,” Barakeh quoted Abbas as saying. “The agreement will pass this Knesset by a huge majority if Netanyahu wants it to.”Abbas also told Barakeh that recent events in the Middle East ought to increase both sides’ motivation to make progress in the talks, because an Israeli-Palestinian peace agreement is one of the keys to regional stability.U.S. Secretary of State John Kerry hosted the two sides in Washington to officially kick off the negotiations last month, after spending months engaging in shuttle diplomacy between the two sides before they agreed to return to the table ending a three-year freeze in negotiations.Special U.S. envoy Martin Indyk was expected to join the talks in Jerusalem on Tuesday evening. The second round of talks, which lasted five hours, was held just between the Israeli and Palestinian negotiators without American presence.That meeting dealt mainly with technical matters such as how the talks should be conducted and what order issues should be discussed. At that session, Israel resubmitted its “21 Points” document, first presented in Amman two years ago. That document contains the main issues that Israel wants discussed during the talks, but does not specify its position on the matters.Six of these are considered core issues: borders, security, Jerusalem, refugees, settlements and water. Others are derivatives of the core issues, such as control of airspace, recognition of Israel as a Jewish state, and the demand that any agreement end the conflict and all mutual claims.Meanwhile, in an interview with Israel Radio on Tuesday morning, Tzipi Livni told Israeli Radio that Jerusalem would have to make some "dramatic decisions" to reach a final peace agreement that will end the conflict with the Palestinians. refused to comment on talks, saying that holding negotiations far from the media is meant to build trust between the two sides. But she predicted there would be "dramatic decisions in the end," and lamented the lack of support from hardline elements in the coalition.Livni also told Israel Radio that hawkish parties in the coalition were making the talks more difficult because of their opposition to establishment of a Palestinian state, the centerpiece of any peace deal."It is no secret that in this coalition there is at least one party ... who objects to the idea of two states for two peoples, which is something I support with all my heart," Livni said, referring to but not naming Economy Minister Naftali Bennett's Habayit Hayehudi party. "It is definitely very problematic in regard to the negotiations," she said.Habayit Hayehudi, the coalition's third largest, is allied with the settler movement and objects to conceding territory to the Palestinians.Livni also berated the dovish Labor party for declining the prime minister's offer to join the coalition after elections early this year. She said their refusal paved the way for the current hawkish coalition. She said it would be easier if there was "a more solid majority in the government to the [peace] process and decisions."Livni and the prime minister’s representative, attorney Isaac Molho, are heading the Israeli negotiating team, while the Palestinian side is being led by Erekat and Mohammad Shtayyeh.

EU leaders issue anti-Israel directive aimed at dividing Jerusalem & forcing Jews out of Biblical heartland.

According to Bible prophecy, leaders in Europe will seek to impose a dangerous, ill-considered, unworkable “peace treaty” on Israel in the last days. It may be too soon to say we are there yet, but there is no question European leaders are turning increasingly anti-Israel and seeking to impose a final status agreement on the Jewish and Palestinian people.Here is the latest example: On the eve of new Israeli-Palestinian peace talks, the European Union has made a sweeping and highly aggressive move to use its legal and financial muscle to force Israel to divide its capital city of Jerusalem and  abandon all of its activities in the Biblical heartland of Judea and Samaria, commonly known these days as the “West Bank” of the Jordan River.Specifically, the EU barring all of its 28 member countries from doing any business or any other activity with any Israeli company, NGO, college, school or other entity that operate in East Jerusalem or the West Bank. There is grave concern among Israelis that this could effectively become a boycott or a full embargo against any Israeli company that is based in “Israel-proper” but has a factory or offices or affiliates that operate in East Jerusalem and the West Bank. If so, this could have a devastating financial consequence given the level of business Israel currently does with Europe. Understandably, therefore, Israeli Prime Minister Benjamin Netanyahu and other senior officials are speaking out strongly against this “foreign dictate.” 

THE EU DIRECTIVE
“A dramatic new directive published by the European Union bars its 28 members from all cooperation with Israeli entities in the West Bank and East Jerusalem,” reports the Times of Israel. “The directive, sent out on June 30 and set to take effect on Friday, extends to ‘all funding, cooperation, and the granting of scholarships, research grants and prizes’ to Israeli entities in East Jerusalem and the West Bank….It also requires that any contracts between EU member countries and Israel henceforth include a clause stating that East Jerusalem and the West Bank are not part of the State of Israel.”“Sandra de Waele, the deputy EU ambassador to Israel, said the measure was designed to ensure that EU financial support ‘not benefit [Israeli] entities’ beyond the Green Line, because it was the EU’s position that such entities were illegal,” the Times reported. “She said there had been concern that these entities had indeed been benefiting from EU funds. She stressed that the directive would not affect private businesses. A senior Israeli official told Haaretz that the ruling was an ‘earthquake’ which unprecedentedly turns ‘understandings and quiet agreements that the Union does not work beyond the Green Line’ into ‘formal, binding policy….’”“The European Union has been reported to be mulling sanctions against Israel’s occupation of the West Bank and East Jerusalem for some time, with new rules for labeling products produced over the Green Line on the table,” the Times noted. “The directive, to be in effect until 2020, is designed in part to stave-off a general boycott of Israel and to ensure that Israel’s participation in EU projects is ‘not put in question,’ the EU told Haaretz. Reportedly, the clause is already affecting negotiations over a proposed Israeli-EU youth project.”

NETANYAHU SPEAKS OUT
“As prime minister, I won’t allow hundreds of thousands of Israelis living in the West Bank, Golan Heights, and in Jerusalem — our united capital — to be harmed,” Netanyahu said, according to a separate article by the Times of Israel. “I expect those who really want peace and regional stability to deal with this matter [of West Bank settlements] after they solve more pressing problems in the region like the Syrian civil war and Iran’s race to get a nuclear weapon….We will not accept any foreign dictates about our borders. This matter will only be determined through direct negotiation between the [two] sides” of the Israeli-Palestinian conflict.

EU DIRECTIVE’S FLAWED LEGAL BASIS
“This unprecedented and hostile EU fixation with Israel and its settlements, to the almost total exclusion of the other pressing issues in the Middle East, Europe, and throughout the world, is based on a series of long-standing and deliberately misleading and flawed legal and political assumptions regarding the illegality of Israel’s settlements and the status of the pre-1967 armistice lines as Israel’s border,” notes Ambassador Alan Baker, former legal advisor to the Israeli Foreign Ministry and Israeli ambassador to Canada, in an analysis for the Jerusalem Center for Public Affairs.“These assumptions are all the more misleading and misguided in that they totally negate or deliberately flout the historic and legal rights granted by the international community, including Europe, to Israel and the Jewish people in a series of international agreements and commitments,” Baker argues. “The assumptions totally ignore the indigenous rights of the Jewish people in the area, as protected by international declarations. Similarly, they negate the very positions supported by the European states that endorsed UN Security Council Resolution 242 from 1967 calling for ‘secure and recognized boundaries,’ and negate the EU’s own commitments as signatory and witness to the Oslo Accords, to honour the content of those accords, and not to predetermine and undermine specific negotiating issues including the final status of the territories, borders, settlements, Jerusalem, and other issues. As such, the present EU policy, including the commission notice, specifically undermines the negotiating process by taking sides, and by pre-determining the negotiating issues of settlements, Jerusalem and borders. As such, this fixation prejudices and obviates any claim by the EU to impartiality, and precludes the EU from performing any function within the negotiating process.”

FINAL THOUGHTS
It is one thing to defend the right of the Palestinian people to have full autonomy and govern their own daily affairs. I wholeheartedly support and defend that right, as well. But the EU is trying to impose a final agreement on Israel and the Jewish people in defiance of international law and their own previously stated policies. The EU move is wrong-headed, reveals Europe’s increasingly anti-Israel attitude, and should make Israeli leaders wary about any EU involvement in the peace process.

New directives prohibit Israeli companies located beyond the 1967 lines from receiving prizes, grants, or financing

GUIDELINES
on the eligibility of Israeli entities and their activities in the territories occupied by Israel since June 1967 for grants, prizes and financial instruments funded by the EU from 2014 onwards.

Section A. GENERAL ISSUES
1. These guidelines set out the conditions under which the Commission will implement key requirements for the award of EU support to Israeli entities or to their activities in the territories occupied by Israel since June 1967. Their aim is to ensure the respect of EU positions and commitments in conformity with international law on the non-recognition by the EU of Israel’s sovereignty over the territories occupied by Israel since June 1967. These guidelines are without prejudice to other requirements established by EU legislation.
2. The territories occupied by Israel since June 1967 comprise the Golan Heights, the Gaza Strip and the West Bank, including East Jerusalem.
3. The EU does not recognise Israel’s sovereignty over any of the territories referred to in point 2 and does not consider them to be part of Israel’s territory, irrespective of their legal status under domestic Israeli law. The EU has made it clear that it will not recognise any changes to pre-1967 borders, other than those agreed by the parties to the Middle East Peace Process (MEPP). The EU’s Foreign Affairs Council has underlined the importance of limiting the application of agreements with Israel to the territory of Israel as recognised by the EU.
4. These guidelines do not cover EU support in the form of grants, prizes or financial instruments awarded to Palestinian entities or to their activities in the territories referred to in point 2, nor any eligibility conditions set up for this purpose. In particular, they do not
cover any agreements between the EU, on the one hand, and the Palestinian Liberation Organisation or the Palestinian Authority, on the other hand.

Section B. SCOPE OF APPLICATION
5. These guidelines apply to EU support in the form of grants, prizes or financial instruments within the meaning of Titles VI, VII and VIII of the Financial Regulation which may be awarded to Israeli entities or to their activities in the territories occupied by Israel since June
1967. Their application is without prejudice to specific eligibility conditions which may be laid down in the relevant basic act.
6. These guidelines apply:
(a) for grants – to all applicants and beneficiaries, irrespective of their role (sole beneficiary, coordinator or co-beneficiary). This includes entities participating in the action on a no-cost basis and affiliated entities within the meaning of Article 122(2) of the Financial Regulation. This does not include contractors or sub-contractors selected by grant
beneficiaries in conformity with procurement rules. As regards third parties referred to in Article 137 of the Financial Regulation, in the cases where the costs of financial support to such third parties are eligible under a call for proposals the authorising officer responsible may, where appropriate, specify in the call for proposals and in the grant agreements or decisions that the eligibility criteria set out in these guidelines also apply to the persons that may receive financial support by the beneficiaries.
(b) for prizes – to all participants and winners in contests;
(c) for financial instruments – to dedicated investment vehicles, financial intermediaries and sub-intermediaries and to final recipients.
7. These guidelines apply to grants, prizes and financial instruments managed, as the case may be, by the Commission, by executive agencies (direct management) or by bodies entrusted with budget implementation tasks in accordance with Article 58(1)(c) of the Financial Regulation (indirect management).
8. These guidelines apply to grants, prizes and financial instruments funded from appropriations of the 2014 financial year and subsequent years and authorised by financing decisions adopted after the adoption of the guidelines.

Section C. CONDITIONS OF ELIGIBILITY OF ISRAELI ENTITIES
9. As regards the place of establishment of Israeli entities:
(a) In the case of grants and prizes, only Israeli entities having their place of establishment within Israel’s pre-1967 borders will be considered eligible.
(b) In the case of financial instruments, only Israeli entities having their place of establishment within Israel’s pre-1967 borders will be considered eligible as final recipients.
10. The place of establishment is understood to be the legal address where the entity is registered, as confirmed by a precise postal address corresponding to a concrete physical location. The use of a post office box is not allowed.
11. The requirements set out in section C:
(a) apply to the following types of legal persons: Israeli regional or local authorities and other public bodies, public or private companies or corporations and other private legal persons, including non-governmental not-for-profit organisations;
(b) do not apply to Israeli public authorities at national level (ministries and government agencies or authorities);
(c) do not apply to natural persons.

Section D. CONDITIONS OF ELIGIBILITY OF ACTIVITIES IN THE
TERRITORIES OCCUPIED BY ISRAEL
12. As regards the activities/operations of Israeli entities:
(a) In the case of grants and prizes, the activities of Israeli entities carried out in the framework of EU-funded grants and prizes will be considered eligible if they do not take place in the territories referred to in point 2, either partially or entirely.
(b) In the case of financial instruments, Israeli entities will be considered eligible as final recipients if they do not operate in the territories referred to in point 2, either in the framework of EU-funded financial instruments or otherwise.
13. Any activity or part thereof included in an application for an EU grant or prize which does not meet the requirements set out in point 12(a) will be considered as ineligible and will not be considered as part of the application for the purpose of its further evaluation.
14. The requirements set out in section D:
(a) apply to activities under point 12 carried out by the following types of legal persons: Israeli regional or local authorities and other public bodies, public or private companies or corporations and other private legal persons, including non-governmental not-for-profit
organisations;
(b) apply also to activities under point 12 carried out by Israeli public authorities at national level (ministries and government agencies or authorities);
(c) do not apply to activities under point 12 carried out by natural persons.
15. Notwithstanding points 12-14 above, the requirements set out in section D do not apply to activities which, although carried out in the territories referred to in point 2, aim at benefiting protected persons under the terms of international humanitarian law who live in these territories and/or at promoting the Middle East peace process in line with EU policy.

Section E. IMPLEMENTATION ARRANGEMENTS
16. Each Israeli entity referred to in points 11(a)&(b) and 14(a)&(b), which applies for an EU grant, prize or financial instrument, shall submit a declaration on honour as follows:
(a) In the case of grants and prizes, the declaration will state that the application of the Israeli entity is in accordance with the requirements under points 9(a) and 12(a) of these guidelines, while also taking into account the applicability of point 15 thereof. For grants,
this declaration will be drafted in accordance with Article 131(3) of the Financial Regulation.
(b) In the case of financial instruments, the declaration will state that the application of the Israeli entity as a final recipient is in accordance with the requirements under points 9(b) and 12(b) of these guidelines.
17. The declarations under point 16 are without prejudice to any other supporting documents required in the calls for proposals, rules of contests or calls for the selection of financial intermediaries or dedicated investment vehicles. They will be included in the package of
application documents for each concerned call for proposals, rules of contests and call for the selection of financial intermediaries or dedicated investment vehicles. Their text will be adapted to the requirements relevant for each EU grant, prize or financial instrument.
18. The submission of a declaration under point 16 that contains incorrect information may be considered as a case of misrepresentation or a serious irregularity and may lead:
(a) for grants – to the measures set out in Article 131(5) and 135 of the Financial Regulation,
(b) for prizes – to the measures set out in Article 212(1)(viii) of the Rules of Application of the Financial Regulation10 and,
(c) for financial instruments – to the measures set out in Article 221(3) of the Rules of Application of the Financial Regulation.
19. The Commission will implement these guidelines in their entirety, and in a clear and accessible manner. It will notably announce the eligibility conditions set out in Sections C and D in the work programmes11 and/or financing decisions, calls for proposals, rules of
contests and calls for the selection of financial intermediaries or dedicated investment vehicles.
20. The Commission will ensure that the work programmes and calls for proposals, rules of contests and calls for the selection of financial intermediaries or dedicated investment vehicles published by the bodies entrusted with budget implementation tasks under indirect
management contain the eligibility conditions set out in Sections C and D.
21. In order to clearly articulate EU commitments under international law, taking into account relevant EU policies and positions, the Commission will also endeavour to have the content of these guidelines reflected in international agreements or protocols thereto or Memoranda of Understanding with Israeli counterparts or with other parties.
22. The award of EU support to Israeli entities or to their activities in the form of grants, prizes or financial instruments requires engagement with Israeli entities referred to in points 11 and 14, for example, by organising meetings, visits or events. Such engagement will not take place in the territories referred to in point 2, unless it is related to the activities referred to in point 15.

Although the Pope Emeritus lives a cloistered life, he does very occasionally accept highly private visits in the Mater Ecclesiae monastery in the Vatican which is his current residence.During these meetings, the former Pope does not comment, reveal secrets or make any statements that may weigh on the new pontificate as “the words that were said by the other Pope.” He is as discreet as he has always been. At most, all he does is observe the wonders that the Holy Spirit is doing through his successor, or he talks about himself and about how his decision to resign was the result of divine inspiration.When asked why he stepped down from the Throne of Peter, the Pope Emeritus said “God told me to.” Ratzinger then apparently added that there was no apparition or any phenomenon of this kind. It was a “mystical experience”. The Lord planted the seed of an “absolute desire” in his heart “to remain alone with him, secluded in prayer." According to the source, this mystical experience has lasted throughout all of these past months, increasing his longing for a unique and direct relationship with the Lord. The more the ope Emeritus observes the "charisma" of his successor, Pope Francis, the more he realizes that his decision to resign the papacy was "the will of God," Zenit reports.So it seems that not only is Ratzinger more convinced than ever about the prudence of his decision which sparked controversy among his closest collaborators, but he is also happy with his successor's achievements so far. In a previous interview with a German academic, Benedict XVI spoke about how he and Francis were in tune in theological terms. It is also worth noting that Francis never misses a chance to publicly praise his predecessor, whose advice he treasures.And here are the bounderies of the land that Israel will inherit either through war or peace or God in the future. Those who dream of a Third Vatican Council

Former Franciscan Leonardo Boff has asked for another Council to be held. But many have been hoping for a new ecumenical Council since 1977

Andrea Tornielli vatican city The former Franciscan Friar, Leonardo Boff, the leading representative of the Liberation Theology movement – or what remains of it – is simply the latest in the list of individuals who have asked for a Third Vatican Council to be held. He made this request in an article published in Brazilian daily, Jornal do Brasil, on the occasion of the 50th anniversary of John XXIII’s death: “The categories set out in the Second Vatican Council no longer adequately represent today’s reality.”According to Boff, there needs to be a new Council that represents all Christianity and it should “identify the ways in which we can work together to create new awareness regarding respect, worship and care for all ecosystems.”Interestingly, people have been pondering on a Vatican III for 36 whole years. The idea sprang up for the first time in the summer of 1977, at a meeting of theologians from Concilium magazine held at the University of Notre Dame in the U.S. Swiss theologian Hans Küng, the Dutchman Edward Schillebeeckx and Italian theologians Giuseppe Alberigo and Rosino Gibellini were among those present. The meeting between theologians and Liberation theologians set the goals for the future Council: that a Pope would resign at the age of 75; that the Synod of Bishops would no longer act as an advisory but a deliberative body; that priestly celibacy would be abolished and that women would enjoy equality in Church life, including the right to be ordained priests.But it would be wrong to assume that the proposal is only made now and again by liberals who are intent on speeding up reforms. Surprisingly, in the early 90s, some conservative circles faithful to Wojtyla threw the idea on the table. The English historian Paul Johnson suggested a new Council should be held, in an article published by American monthly, Catholic World Report. Italian philosopher, Rocco Buttiglione, a friend and collaborator of John Paul II echoed this idea in an interview in which he mentioned the preparation of “material for another great Council.” Another figure who was keen on the idea was ultra-conservative Austrian  bishop, Kurt Krenn. In terms of the aims of a potential Third Vatican Council, the dream nurtured by Wojtyla’s most orthodox supporters was the complete opposite to that described by Küng in 1977.The intention was to hold a restorative council that put liberals and rebels back in line and stop the attempts being made by some Episcopal Conferences to gain further poker. Basically, advocates of Vatican III believed that despite John Paul II’s attempt to introduce change, the Catholic Church was still going through a phase of laxity and doctrinal chaos. But the aspirations of conservative Conciliarists were met with a cool response from the Vatican. Cardinal Joseph Ratzinger branded the idea as “completely premature”.The then Prefect of the former Holy Office and Pope-to-be, dashed all expectations in an interview given in 1992: “I don’t think it’s the right time. It would be completely premature to hold a Third Vatican Council because it is always a big commitment which puts normal daily Church life on hold for a while. And this cannot happen too often. When St. Basil was invited to take part in another Council of Constantinople, he said: “No I won’t go to another one, because all these Councils do is create confusion.”Cardinal Carlo Maria Martini (August 31st will mark a year since his death) mentioned it again at a Synod in 1999, this time from a reformist point of view. The Archbishop of Milan presented his request as a “dream”, saying he hoped “bishops could come together and hold a broad discussion that will help resolve” some doctrinal and disciplinary issues in the Church. Martini asked for “a more collegial, all-encompassing and authoritative instrument” that would involve “all bishops”. He hoped that “that sense of communion and collegiality experienced by their predecessors in Vatican II” could be repeated.An opportunity to deal with issues such as the lack of priests, the position of women in the Church, the ministries, sexuality, the discipline of marriage, penitence  and ecumenical relations, with complete freedom. Martini’s suggestion did not materialise, partly because a year prior to this, when the Consistory was held in February 1998, John Paul II had  said that “the midsummer of Vatican II is yet to come.”Cardinal Martini’s proposal came six years before Benedict XVI was elected Pope and before his speech to the Roman Curia in December 2005, when the new Pope said that the correct interpretation of Vatican II is “reform through continuity” and not “division”. Benedict XVI criticised liberal interpretations which claimed certain things were said during the Council when these were not in fact said. But he also hoped to soften the Lefebvrians’ reading of the Council in view of a reconciliation with the Society of St. Pius X.But the debate which followed ended up accentuating divisions. And so today, Boff’s proposal of  a Third Vatican Council to go beyond what was outlined during Vatican II clashes with groups that claim the Second Vatican Council is incompatible with Catholic tradition. Meanwhile, announcements, controversies and vetoes aside, there are still documents presented at Vatican II – here it is worth remembering that the documents produced during the Council received almost unanimous approval – that have not yet been officially implemented. An example is the Apostolicam actuositatem decree on the role of the laity. This remains a thorny issue in a time of revived clericalism. And Pope Francis sees clericalism as a one of the major problems of the Church today.

Muslims are “our brothers” and Christians must cultivate “mutual respect” with them. These were the words of Pope Francis yesterday during the Angelus, a message which could signal a turnaround in the relationship between the Catholic Church and Islam. This changing tide can even be seen in the words used in addressing Muslims. This is the first Pope to have referred to Muslims in such direct and explicit terms as “our brothers”. This would have been practically unthinkable even up until the recent past.During the Angelus, the pontiff made reference to the message sent to Muslims to mark the end of Ramadan and the Eid al-Fitr feast, which was published on 2 August, which he asked to sign personally “as an expression of my esteem for and friendship with all Muslims”. This was another example of a break with tradition, since the yearly message is normally sent out by the Pontifical Council for Inter-religious Dialogue.As well as focusing on the topic of fostering “mutual respect” between Christians and Muslims through the education of young people, the Pope also used the document as a reminder as to why he chose his papal name, Francis, telling us that this choice was inspired by “a very famous saint who deeply loved God and every human being, so much so that he was called ‘universal brother’”. Bergoglio’s attitude encourages to overcome any type of misunderstanding between religions, using forms of expression and behaviour which show genuine “brotherhood”, especially since there has been no lack of incidences of misunderstanding over the last few years.During his trip to Lampedusa on 8 July, the pontiff caused a great impact when, during the Mass, he addressed the “dear Muslim immigrants who are starting their Ramadan fast this evening, wishing you an abundant spiritual harvest”. This manner of sending out wishes to other believers, that they grow in their faith, was hitherto completely unheard of for a head of the Catholic Church. This is a sign of utmost respect.The Pope then went on to say to the Muslim immigrants, “the Church is close to you in your search for a more dignified life for you and your families”. During the Angelus, Francis underscored the need for Christians and Muslims “to strive to promote mutual respect”, referring back to the contents of the message sent out to Muslims for the feast of Eid al-Fitr, the celebration that brings Ramadan to a close. It is indeed worthy of note that the Pope decided to place added emphasis on this point when speaking to the members of the faithful gathered together at the Angelus.As expressed in the words of Hamza Piccardo, one of the founders of UCOII (Union of Italian Islamic Communities), the pontiff’s message was welcomed with immense pleasure and gratitude. This can be read in the letter of response sent out by UCOII.

If the US is unable to halt Israeli construction on war-won lands, deemed illegal by most of the international community, the Palestinians may have to seek redress elsewhere, said Hanan Ashrawi, a senior official in the Palestine Liberation Organization.“We are saying very clearly that if Israel does not stop, then we have to move,” Ashrawi said during a tour of Israeli neighborhoods in east Jerusalem where hundreds of new apartments are planned.Ashrawi said she was expressing the official Palestinian position, though it was not clear if her warning was a sign of frustration or actual intent. Palestinian Authority President Mahmoud Abbas might be reluctant to disrupt recently relaunched negotiations with such a step, for fear of incurring US anger.
Last year, Abbas won broad-based UN General Assembly recognition of a nonmember observer state of Palestine in the West Bank, Gaza Strip and east Jerusalem, lands Israel captured in 1967. Israel fears further UN recognition of the Palestinians will deepen its international isolation.An official in Prime Minister Benjamin Netanyahu’s office said the Palestinians had promised to suspend their UN campaign during the negotiations, which are envisioned to last up to nine months. If they break that promise, they would violate one of the commitments that helped restart talks after a five-year freeze, said the official, who spoke on condition of anonymity in line with briefing regulations.Ashrawi acknowledged that US Secretary of State John Kerry had asked the Palestinians not to join UN agencies or turn to the International Criminal Court during the negotiations. The Palestinians have threatened to pursue war crimes charges over Israeli settlement building in the court if peace efforts fail.Ashrawi said Abbas linked the suspension of the UN campaign to Israel’s promise to release 104 long-held Palestinian prisoners, not to the talks. So far, Israel has freed 26 prisoners and the rest are expected to be freed in three more stages in coming months.Abbas had resumed talks with Israel only reluctantly, under US pressure. He had sought an Israeli settlement freeze or Netanyahu’s recognition of the 1967 lines as a starting point for border talks. The Palestinians want a state in the war-won lands, where Israel has built dozens of settlements that are now home to more than half a million Israelis.
In the end, Netanyahu agreed to neither demand, and Abbas was left with the promised prisoner releases and Kerry’s assurance that the US considers the 1967 frontier as the baseline.Palestinian officials have said Abbas was given US assurances that Israeli settlement building would be reined in. However, since the start of talks Israel made several announcements on promoting plans for close to 3,100 settlement apartments, including hundreds in east Jerusalem, the Palestinians’ hoped-for capital.Ashrawi on Wednesday took reporters on a tour of Jerusalem’s southern edge where Israel has built thousands of apartments. Israel’s construction plans in the area threaten to cut off the city from the southern West Bank and render a contiguous Palestinian state impossible, she claimed.Israel is “deliberately destroying the chances of success for these talks” by accelerating settlement activity, Ashrawi added.Israel has defended the recent construction announcements by saying it is only building in areas it expects to keep in any future peace deal.

The Palestinian Authority threatened Wednesday to sue Israel through international bodies if it continues expanding Jewish communities in Judea, Samaria and Jerusalem, warning that they would put an end to talks unless building in Jewish areas came to a halt."These are not just dots on a map," PLO (Palestinian Liberation Organization) executive committee member Hanan Ashrawi said of more than 2,000 new Jewish homes which were approved for construction ahead of a resumption of peace negotiations late last month.  
"These are willful and destructive measures to prevent the creation of a Palestinian state," she claimed.
"If Israel carries out these plans... we will be forced to (have) recourse to international judicial processes through international institutions," she told reporters near the Jewish neighbourhood of Gilo, south of Jerusalem, where many of the new units are to be built.Ashrawi made her claims despite the announcement by US Secretary of State John Kerry - who has been the main force behind the restarted negotiations - that both he and PA Chairman Mahmoud Abbas had been made aware of the building plans prior to the resumption of talks, and that they were being built in areas that would not effect what he termed "the peace map."The housing units in question were being built in areas that the PA has previously agreed would remain Israeli in any future "peace deal."
New round of talks
Israeli and Palestinian Authority negotiators held a new round of peace talks in Jerusalem on Tuesday, their second since the resumption of direct negotiations in Washington late last month which ended a nearly three-year gap. But accoring to Ashrawi, "There has been no breakthrough and no agreement. Discussions have not been on specifics."Details of the discussions have not been revealed at the request of US mediators, who asked last week for a strict news blackout.  Ashrawi warned that Israeli building plans would cause the PA to torpedo peace efforts."We are not prepared to make the same mistakes and to have talks for their own sake as Israel continues... unilateral measures" she said, and urged the United States to follow the example of the EU in opposing Jewish life in Judea and Samaria. Last month the EU published a set of guidelines effectively boycotting Jewish-owned businesses in Judea, Samaria, the Golan Heights and parts of Jerusalem."The EU guidelines are just the beginning of holding Israel accountable," Ashrawi said, calling on "all other countries to persist in holding Israel and the settlers accountable."  In the last significant attempt to bypass negotiations and gain recognition unilaterally, the Palestinian Authority successfully lobbied for upgraded status at the UN in November, with an overwhelming majority of countries voting in favour of their becoming a "non-member observer state."  The US and Israel voted against the motion.
US "guaranteed" PA preconditions
This latest threat of unilateral action by the PA is being seen by analysts as an illustration of its leadership's confidence in its position in negotiations.In an interview with the Nazareth-based Arabic language A-Shams radio station on Tuesday, the PA's chief negotiator Saeb Erakat revealed that his side's main preconditions had been assured by the US from the very beginning. According to Erakat, the PA received a letter of assurance to this effect from the United States.Erekat said in the interview that the U.S. had assured the PA in writing that talks would recognize the pre-1967 armistice lines as the basis of a Palestinian state, would deal with all core issues (Jerusalem, refugees, borders, security and water), would take place within six  to nine months and would not allow for any interim solutions before a final status agreement is signed.Israel has already released 104 terrorists in a concession to the PA, but rejected the other two preconditions. Israeli officials have claimed that Abbas had agreed to drop most of his preconditions before this round of talks began - but Erakat's claims suggest his side's confidence that, sooner or later, Israel will be forced to adopt them anyway.Erekat also told the radio station that the European Union’s new guidelines which boycott Israeli entities operating beyond the Green Line were engineered by the EU as part of a deal reached with Europe so that the PA would resume negotiations.He said that the PA was currently talking with Latin American countries, China, Russia, Japan and the African Union to adopt similar sanctions toward Jewish communities in Judea and Samaria.“This is an accomplishment,” he told A-Shams. “We would not have returned to the table without a written document confirming these points.”Israeli Prime Minister Benjamin Netanyahu on Friday played down the issue of construction in Jewish communities in Judea and Samaria, pointing out that the Arab-Israeli conflict predates the liberation of those areas by Israel in 1967."The root cause (of the conflict) was and remains the persistent refusal to recognize the Jewish state in any boundary," he said.  "It doesn't have to do with the settlements - that's an issue that has to be resolved - but this is not the reason that we have a continual conflict."

World urges UN to investigate Syria chemical attack

Opposition group says 1,300 people killed, though others cite lower numbers; regime denies reports

The UK, France and the Arab League said they would formally urge UN inspectors currently in Syria to investigate allegations that the Syrian army used chemical weapons on civilians outside Damascus on Wednesday morning.French President Francois Hollande, speaking at a regular cabinet meeting, said the latest allegations “require verification and confirmation” and that he would ask the UN to go to the site “to shed full light” on the situation, government spokeswoman Najat Vallaud-Belkacem said.Amid conflicting reports of casualties, the Local Coordination Committees, Syria’s main opposition group in exile, put the number of dead at 1,300. The group said it was basing its claim on accounts and photographs by activists on the ground.Britain’s Foreign Secretary William Hague said the UK planned to ask the United Nations Security Council to discuss the chemical weapon attack claims. The UN inspectors should be given access to the site, he said, and if the claims were verified, it “would be a shocking escalation of the use of chemical weapons in Syria. We are determined the people responsible will one day be held to account.”The Arab League also urged the UN officials currently in Syria to “immediately” travel to the attack site and conduct an investigation.However, Swedish chemical weapons expert Ake Sellstrom, who leads the UN team in Syria, said that Syria would need to agree to such an inspection and that a formal request would have to come from a member state and go through UN channels.Syrian activists close to the country’s opposition claimed hundreds of people were killed in the devastating “poison gas” attack by regime forces outside Damascus on Wednesday morning.There were several differing reports on the numbers of dead. A Free Syrian Army source told Al Arabiya the death toll stood at 1,188, while the Local Coordination Committees said some 785 people were killed. A nurse at an emergency clinic in Douma told Reuters the death toll was at 213, and the head of the Britain-based Syrian Observatory for Human Rights said 40 were confirmed dead and the death toll could reach over 200.Groups quoted activists as saying that regime forces fired “rockets with poisonous gas heads” in the attack.The Syrian Observatory said the shelling was intense and hit the eastern suburbs of Zamalka, Arbeen and Ein Tarma. Activists told Reuters that Jobar was also targeted. The areas are largely held by rebel forces.The intensive bombardment as well as the sound of fighter jets could be heard by residents of the Syrian capital throughout the night and early Wednesday, and gray smoke hung over towns in the eastern suburbs.Rami Abdul-Rahman, the Syrian Observatory chief, said the activists in the area said “poisonous gas” was fired in rockets as well as from the air. He added that regime forces were on a wide offensive on the eastern and western rebel-held suburbs of Damascus.Mohammed Saeed, an activist in the area, told The Associated Press via Skype that hundreds of dead and injured people were rushed to six makeshift hospitals in the eastern suburbs of Damascus.“This is a massacre by chemical weapons,” said Saeed. “The visit by the UN team is a joke … Bashar is using the weapons and telling the world that he does not care.”The use of a chemical agent could not be immediately verified. The government denied it had used chemical weapons, according to a report in the state-run SANA news agency.An activist group in the town of Arbeen east of Damascus posted on its Facebook page pictures purporting to show rows of Syrian children, wrapped in white death shrouds, and others, with chests bared. There appeared to be very little signs of blood or physical wounds on the bodies.The photos distributed by activists to support their claims were consistent with AP reporting of shelling in the area, though it was not known if the victims died from a poisonous gas attack.In the hours after the attack dozens of videos were posted to YouTube showing reported victims of the attack, including children. Some videos showed dozens of bodies while others showed doctors and others struggling to treat people having seizures. The veracity of the videos could not be immediately verified.The Syrian Observatory called upon the UN team in Syria and all international organizations “to visit the stricken areas and to guarantee that medical and relief supplies reach the people as soon as possible.” It also called for an investigation into the attack.The 20-member UN team arrived in Damascus on Sunday to investigate three sites where chemical weapons attacks allegedly occurred: the village of Khan al-Assal just west of the embattled northern city of Aleppo and two other locations being kept secret for security reasons.The mandate for the planned probe was limited: The team would report on whether chemical weapons were used, and if so which ones, but it would not determine the responsibility for an attack. This has led some commentators to question the value of the investigation.Syria is said to have one of the world’s largest stockpiles of chemical weapons, including mustard gas and the nerve agent sarin, though it has never admitted possessing such weapons.Diplomats and chemical weapons experts have raised doubts about whether the experts will find anything since the alleged incidents took place months ago.
The Syrian government initially asked the UN to investigate an alleged chemical weapons attack on March 19 in Khan al Assal, which was captured by the rebels last month. The government and rebels blame each other for the purported attack which killed at least 30 people.Britain, France and the US followed with allegations of chemical weapons use in Homs, Damascus and elsewhere. UN Mideast envoy Robert Serry told the Security Council last month that the UN has received 13 reports of alleged chemical weapons use in Syria.

German neo-Nazis have protested against a new political refugee centre in Berlin, seeking to stoke anti-foreigner sentiment a month before elections and sparking large counter-demonstrations.  The far-right National Democratic Party of Germany (NPD) tried to drum up anti-foreigner feelings at a rally near the asylum seekers' center, a former school set amid drab tower blocks in the city's east.In angry scenes overnight, more than 500 anti-fascist protesters confronted the about 40 anti-immigration activists, who eventually left in a street tram under police protection.  Hundreds of riot police separated the groups. One officer was injured by a bottle thrown in his face. In total 25 people were arrested, one for making an illegal straight-armed Hitler salute.  Stuck in the middle have been about 80 political asylum seekers, among them seven children, mostly from war-torn Afghanistan and Syria as well as Serbia - the first of about 200 people expected at the center.Around their temporary new home, where they arrived Monday, they have faced signs saying "No to the home" and "Have a nice flight home". Reports said some refugees had already left in fear.  
The racist sentiment was widely condemned by politicians.
"It is unbearable how right-wing demagogues are trying to sow fear," said Berlin's Mayor Klaus Wowereit. "Berlin is a city that is open to the world, and that's why we must allow no space for xenophobia."
Immigration has not been a major theme in the campaign ahead of the September 22 election, and no far-right party has ever crossed the five-percent hurdle for entry into the national parliament. But Interior Minister Hans-Peter Friedrich warned that, despite rising numbers of asylum seekers, "these people in need must not be exploited by right-wing extremists for their propaganda of hatred". Amid the Syrian war and other conflicts, the number of asylum seekers in Germany has risen to 52,754 people so far this year - 90 percent more than in the same period last year. Meanwhile, most of the refugees hunkered down inside the former Max Reinhardt high school, named after an Austrian-born Jewish theater director who fled Nazi Germany to the United States.  One man who briefly looked out the door Wednesday was Winnie, 20, a former shopkeeper from Afghanistan who fled with his wife and child. He said that as a Hindu he faced persecution by the Islamist Taliban and that he had paid people-smugglers $15,000 to organise a 25-day escape journey to Germany.Baffled by the confrontations outside, he said "We don't know who is friendly to us and who is not".He added that nonetheless, "I feel safe. More than in Afghanistan." A few blocks away, the anti-Islam group Pro Deutschland took the opportunity to launch their election campaign. About a dozen party members were shielded by police as 100 counter-demonstrators sought to drown them out with boos and whistles.The party's leader Manfred Rouhs, 47, charged that 90 percent of political asylum seekers in Germany turn out to be "economic refugees", and that political refugees should first seek help closer to home.  
Outside the refugee centre, meanwhile, anti-fascist protesters had set up a vigil in a tent, playing music and putting up signs that said "Nobody is Illegal" and "Refugees welcome".One activist, Florian Klein, a 25-year-old student, said that neo-Nazis had in recent weeks sought to stoke neighbourhood sentiment by spreading "fear, lies and prejudice".  "With the vigil, we want to tell the asylum-seekers, 'you are not alone, you are welcome'," he said.  "To the racists and neo-Nazis ... we want to show the red card, we want to push back."  After the dark era of Nazi Germany, he said: "We know what persecution means. If, 80 years later, there are conflicts in other countries, and other people need refuge, we must help them." Some neighbors made a point of welcoming the refugees, among them a young family who dropped off a bag of toys from their two-year-old daughter Jasmin.  "These people really have absolutely nothing," said Cindy Laqua, 29. "And the children have the very least to do with the whole situation."Her partner, Omar El Aoud, said the events of the past few days were "disappointing", adding: "How can you blame the people who are inside here?"

Egypt: Court Orders Release of Former President Mubarak

An Egyptian court has ordered the release of the country's former president Hosni Mubarak.
Mubarak was ousted in a popular uprising in 2011, and was eventually tried and sentenced to life in jail for his role in the killing of protesters during the uprising against his rule. That ruling was overturned on appeal, and the 85 year-old Mubarak is now awaiting a retrial.Contrary to earlier reports, the decision does not means Mubarak could leave prison today. The former president will remain in jail for 48 hours, pending an appeal by the prosecution.Mubarak's continued detention following his successful appeal was of dubious legality, as the prosecution has postponed bringing Mubarak to a retrial as it attempts to gather evidence, and last winter an Egyptian court ruled that he could be released until that case was ready.However, the court decided to keep Mubarak in prison after a new indictment was filed against him on corruption charges last April. Those charges have been dismissed, and as a result Mubarak is set to be released, a-Dib said.
Mubarak is being held in a prison south of Cairo, ironically in a facility in which members of the Muslim Brotherhood who were officials in the government of Mohammed Morsi – Mubarak's replacement – are also being held. Morsi himself is not being held at the facility, however.His release is likely to further ratchet-up tensions between the interim, military-run government, and its Muslim Brotherhood opponents, who have been engaged in a violent struggle over the ouster of Mubarak's successor - the Brotherhood-backed Mohammed Morsi - by the army.The court's decision will be seen as a result of pressure by the military, which previously backed Mubarak and which is now attempting to reassert its control over Egyptian politics.

Last night a sinkhole opened beneath a central Florida resort, collapsing one three-story building and pulling another slowly into the ground.
An estimated 35 guests escaped unharmed as the 50-foot (15-meter) wide, 15-foot (4.5-meter) deep crater broke glass, snuffed lights, and shook the ground at the Summer Bay Resort in Clermont, about ten miles west of Walt Disney World.It's the second time this year a major sinkhole has roiled the region. In late February a mouth 20 feet (6 meters) wide swallowed 37-year-old Jeff Bush as he slept in Seffner, Florida, inhaling his entire bedroom. Five others in the house escaped without injury, including Jeremy Bush, who tried in vain to save his brother.That tragedy left the community shaken and full of questions. To find out more about how and why sinkholes happen, National Geographic sat down earlier this year with Randall Orndorff of the U.S. Geological Survey.

What is a sinkhole?
A sinkhole is basically any collapsed or bowl-shaped feature that's formed when a void under the ground creates a depression into which everything around it drains. (Gallery: Sinkholes from around the world.)

How many types of sinkholes are there?
There are two basic kinds. One is called a cover-subsidence sinkhole. You find these in places like the Shenandoah Valley, or in sandier soils where you've got a void underground. As the soil above transports itself into that cave in the rock, the ground slowly subsides. So it's not catastrophic. It subsides over time. It could be over years; it could be over hundreds of thousands of years.The other kind is what we call a cover-collapse sinkhole. This is the one that makes the news. It tends to occur in clay, because clay holds soil together like glue. As with cover subsidence, soil is leaching into a cave below, but it creates a void in the soil that moves upward. You can't see it on the surface. Then, all of a sudden, the bridge over top of that void can't hold anymore and it collapses—just like we saw in Florida last week.

Do any human activities induce sinkholes?
Sure. Sometimes in karst areas [irregular landscapes formed when soluble rocks like limestone dissolve], when you drill a well—looking for water or for mining purposes—as you're pulling water out of the ground, you're lowering the groundwater table. That creates almost a toilet-flushing effect. You're lowering that groundwater level, and the soil that was sitting above just falls out. That's one way.We also induce sinkholes when we start putting up parking lots and buildings and changing what we call the hydrologic regime. Instead of the water naturally soaking into the ground, it's now running off and being concentrated—being put into the ground at one point. (See "Guatemala Sinkholes Created by Humans, Not Nature.")

Which states, areas, or regions are most vulnerable?
Well, if you're talking about limestone, you're talking about the eastern U.S. Obviously we start out with Florida; almost the entire state can be classified as karst, which means it has the potential for sinkholes.
But then you look at other limestone terrain. So the Great Valley, from Pennsylvania—even eastern New York—all the way down through Tennessee to Alabama is an area that's quite prone. So are the Ozarks of Missouri. And Indiana, and the southeastern corner of Minnesota.Basically from Oklahoma east is where the rainfall averages about 30 inches per year. And that tends to be a dividing line for limestone. But in the arid environments to the West—like the Black Hills of South Dakota and Wyoming, areas in New Mexico, parts of Oklahoma—you have gypsum, which is another soluble rock. It's a tough rock and fine when it's dry, but it tends to dissolve quite rapidly if a lot of rain runs through it real fast.And then there's salt, which we've dealt with in Daisetta [a town in east Texas that sits on a salt dome and was the site of a 600-foot-wide, 150-foot-deep sinkhole in 2008]. There was a similar situation last summer in Bayou Corne, in Louisiana—a salt dome that collapsed. And we all know that when you put salt in a glass and you put water in it, the salt disappears because it's soluble.

What about other countries?
Mexico and Belize is a karst area. So are parts of Italy. The term "karst" actually comes from a Slovenian [word and region] called Kras, and that whole area of old Yugoslavia—Slovenia, Croatia—is a major sinkhole zone. Huge areas of China are too. And also Russia. Basically it's all over the world. I'm part of a group that's thinking about putting together a karst map of the world. (Pictures: Sinkhole swallows truck in Beijing.)

What are the warning signs of a sinkhole? Is there any way to prevent one from occurring?
Sometimes there may not be any warning signs. But sometimes there are. Keep your eyes open for fresh cracks in the foundations of houses and buildings. Or if suddenly a door frame is skewed and your door doesn't shut the way it used to. Anytime you see something like that inside the building itself, that can be a warning sign.Outside around the house or building, on the ground surface, you might start seeing cracks in the ground or little depressions. The soil basically pipes down into that cave. And if there's a small area that starts that way, that may be the beginning of a collapse. Or a tree will all of a sudden start leaning. Don't go right up to it, but see if the tree is leaning because the root system is gone or because the ground around it is subsiding.As far as prevention, if you're lucky enough to see that there's a void beneath a structure, there has been limited success digging out all the soil and getting down to the bedrock, then grouting it with concrete and putting in a lot of bric-a-brac—large pieces of rock, then smaller pieces on that—to try to mitigate it. But if it's under a building [as was the case in Florida last week), then I don't think you'll have much luck.

What is the biggest sinkhole on record? The deadliest? The costliest in terms of property or infrastructure damage?
As far as collapses, loss of life has tended to be minimal, thank goodness. That's because sinkholes are localized. A lot of the fatal ones I've seen have happened on highways, where people were driving down the road and drove right into them. A lot of people who have died in sinkholes were just standing right there when [the collapse occurred].The one in Guatemala in 2010—that was just an incredible, incredible hole that looked like it was bottomless. To [geologists], that one is probably one of the more spectacular. Of course, that wasn't in a karst area. That was because a big sewage line, or a big storm drain, was buried quite deeply.Probably the most spectacular one in the U.S. was the one in Winter Park, Florida, in 1981, where the Porsches [at a local dealership] fell into it and it took up a whole city block. When we scientists talk about spectacular sinkholes, that one usually tops the list. And the Daisetta one in Texas, because that was one of the first ones caught on video—you could watch it happen.

What happens after a sinkhole is done collapsing?
Generally, if you don't do anything with it, the hole will plug itself with soil. But then it's a natural drain, so as it rains water flows into it, and it becomes a natural inlet into the groundwater. Sometimes it'll become what we call an "open throat," where you can see the rock at the bottom, which can be an entrance into the cave system. Depending on the depth of the water table, it can also fill up with water. And then you have yourself a pond.

Is the frequency of sinkholes increasing these days?
The answer is we don't know, because we just don't have enough data. Sinkholes aren't widespread events like hurricanes or earthquakes. They're very localized. A lot of karst areas are agricultural, because they tend to have very good farming soil. And sinkholes happen all the time in farmers' fields.But there's no national or international sinkhole database. Still, as our population grows and we develop more areas that are susceptible, we seem to be seeing more sinkholes—and more stories about humans being impacted by them.

Several concerned motorists have called the City of Montreal's 311 hotline, worried about a sinkhole at the corner of St. Denis and Roy Streets that appears to be getting deeper daily.

Sinkholes may be as old as the earth itself, but the increase in sinkhole activity is new. The rush to reason why has put scientists, engineers and real estate developers at odds.Some geological experts believe the sinkhole activity is increasing because developers are pumping more water out of the ground for new projects or for agricultural use. While acid in the water itself is what causes the limestone under much of Florida to dissipate and create the holes, the water also acts as a support. Add water from heavy rains on the top soil, and you've got a bigger problem.It is even beginning to weigh on the recovering real estate market in Florida.

CNBC's Diana Olick has the latest on the 100 foot sinkhole in Florida swallowing up a building at a resort just outside of Disney World."As builders are forced to go farther and farther out of cities in search of developable land, compromises such as building on less than ideal sites have to be made to deliver competitively priced properties," said Peter Zalewski, an expert in Florida real estate development. "We think this factor is only going to contribute to the sinkhole problem in the future on the Florida peninsula. At the end of the day, technology can only serve as a stopgap against Mother Nature."Unlike hurricanes, noted Zalewski, one can neither predict a sinkhole disaster nor really prepare for it. While developers do have to do some drilling in order to comply with building codes, it is impossible to know if a sinkhole will develop even a year or two after the structure is completed.At least with rising tides, property owners can opt to buy on higher ground some distance from the coast," said Zalewski. "As Florida's population grows and development continues, we expect sinkholes to become a bigger and bigger issue for homeowners with no clear solution in place."

Florida law requires insurers to cover "catastrophic ground collapse," and many homeowners buy additional riders to cover more minor damage.
"The number of insurance claims for sinkhole damage has increased significantly over the last several years. According to Office of Insurance Regulation, total reported claims in Florida increased from 2,360 in 2006 to 3,135 in 2010, according to information from the website of Citizens Property Insurance Corp. "The Florida Insurance Commissioner has identified sinkhole claims as a major cost-driver and expressed concern that these claims could threaten the solvency of Florida's property insurance market."Sinkhole insurance can run anywhere from around $200 to $2,000 depending on where a home is located. The Tampa Bay area is considered "Sinkhole Alley," but some have referred to Florida as the "Swiss Cheese State."In 2012, Citizens collected $56.7 million in sinkhole premiums, but estimates sinkhole losses for 2012 totaling $18.7 million, according to its website."Mother Earth controls this," said Paul Caldwell, president and general manager of the Summer Bay resort where Sunday's collapse occurred. He said its developer does not build in "dense" areas. "We test as we develop."

Still, one third of the sinkhole activity recorded since 1960 occurred in the last 13 years; half of that happened in the last three years."In the last probably five or six years, yeah, there's been a boom in more sinkholes being tested, confirmed," said Frank Vitale of L.R.E. Ground Services, a sinkhole remediation company in business for the past 25 years. He said his company has done over 4,500 jobs, large and small.

"There's definitely more work in the last five years," he said. "It could be a lot of different things. It could be the aquifer. It could be settlement issues, clay issues, buried debris. There's a million factors that can play into it, and that's why it's really important for an engineer to come in and assess the problem."

Quebec government plans to ban religious symbols in public buildings

MONTREAL - Quebec residents who cover their faces for religious reasons will soon find it more difficult to receive social services in the province.QMI Agency has learned the Parti Quebecois government plans to amend the Quebec charter of rights and freedoms and ban most religious signs and symbols from public institutions such as daycare centres, public schools, hospitals, clinics, and other government buildings.
Visible crosses, yarmulkes, hijabs, niqabs, burkas and turbans would all be banned.According to sources close to the government, all health workers, public school teachers and public daycare workers would have to leave their religious symbols at home when they go to work.Students who study at public schools and people who receive care in Quebec's public health system wouldn't face the same strict rules as educators or health professionals, but wouldn't be permitted to cover their faces.Certain establishments will be allowed exemptions under the new law, such as Montreal's Jewish General Hospital and some unnamed higher education institutions. These exemptions will have to be renewed every five years. The private education system in the province won't be affected.The government has no intention of removing symbols of Quebec's Judeo-Christian heritage. For example, sources tell QMI Agency that the crosses at the National Assembly and at the top of Montreal's Mount Royal will stay in place.
