Kerry: Obama won’t push peace deal during Israel visit

President wants to hear out sides, not impose new approaches, during upcoming ‘listening tour’ in the region, US secretary of state says

US President Barack Obama will not present a new peace initiative when he visits Israel and the Palestinian territories next month, and instead is coming “to listen,” Secretary of State John Kerry said Tuesday,
Obama is scheduled to arrive in Israel March 20.Kerry, who is in the midst of his first foreign trip since taking office and is expected to accompany the president during his visit to Israel, was speaking to a group of students in Germany.“We’re not going to go and sort of plunk a plan down and tell everybody what they have to do,” Reuters quoted Kerry as saying. “I want to consult and the president wants to listen.”The US is taking a talk-, listen- and think-before-acting approach to the Israeli-Palestinian conflict, Kerry said, noting that the president would decide how to move forward with the two sides only after returning from the region.
“We really hope everybody will step back a little and try to find a way to proceed very calmly and very thoughtfully in these next days [and] leave the opportunities for peaceful resolution open,” Kerry said.

Israel, US successfully test anti-missile system

JERUSALEM (AP) — Israel and the U.S. on Monday carried out a successful test of the next-generation Arrow 3 missile defense system, for the first time sending an interceptor into outer space, where it could destroy missiles fired from Iran.The Arrow 3 is part of a multilayered system that Israel is developing to protect against a range of missile threats, from short-range rockets in the Gaza Strip and Lebanon to medium and longer-range missiles in the hands of Syria and Iran. The Arrow system is being developed to protect against sophisticated Iranian-made Shahab ballistic missiles.Israel's Defense Ministry said it was the first flight test of the Arrow 3 interceptor. It was conducted at an Israeli test range over the Mediterranean Sea. The system is about three years away from becoming operational."The Arrow 3 interceptor was successfully launched and flew an exo-atmospheric trajectory through space, in accordance with the test plan," it said in a statement. "The successful test is a major milestone in the development of the Arrow 3 weapon system and provides further confidence in future Israeli defense capabilities to defeat the developing ballistic missile threat."Iran's Shahab ballistic missile can carry a nuclear warhead and has a range of 2,000 kilometers (1,250 miles), putting Israel and parts of Europe within range. With Iran suspected by the international community of trying to develop a nuclear weapon, the success of the Arrow is considered critical for Israel.
Israel considers a nuclear-armed Iran to be an existential threat, citing Iranian calls for Israel's destruction, its support for anti-Israel militant groups and its missile and nuclear technology. Tehran says its nuclear program is peaceful, a claim that Israel and many Western countries reject.Prime Minister Benjamin Netanyahu said the test shows Israel's technological capabilities as well as its close cooperation with the U.S. "Israel's hand is always extended for peace, but we are always prepared for other options as well," Netanyahu said after a meeting with Mideast envoy Tony Blair Monday afternoon.A senior Defense Ministry official said the test was conducted "100 percent successfully.""This is the first time the interceptor with all of its equipment took off and flew, achieved its velocity and did the maneuver in space," he said, speaking on condition of anonymity under ministry regulations. "The Iranian missiles are a main factor to why this system was developed," he said, but he stressed that the test was not connected to a specific regional development.
The Arrow 3 is being developed by state-run Israel Aerospace Industries in conjunction with American aviation giant Boeing Co.The Arrow 3, expected to be operational around 2016, would give Israel an additional layer of defense by targeting incoming missiles far closer to their time of launch. The Arrow 2 system, which intercepts targets inside the atmosphere, is already operational.Last year, Israel also successfully tested a system designed to intercept missiles with ranges of up to 300 kilometers (180 miles). That system, called "David's Sling" and "Magic Wand," is expected to be operational next year.
Israel has also developed a system for intercepting short-range rockets. The "Iron Dome" successfully shot down hundreds of rockets fired from the Gaza Strip during eight days of fighting in November.

Rocket explodes in Israel, first attack from Gaza since November truce

JERUSALEM (Reuters) - A rocket fired from Gaza exploded in Israel on Tuesday, the first such attack since a November truce, and a militant group said it launched the strike to retaliate for the death of a Palestinian in an Israeli jail.Al-Aqsa Martyrs Brigades, a militant group in Palestinian President Mahmoud Abbas's West Bank-based Fatah movement, called the rocket a "first response" to inmate Arafat Jaradat's death in disputed circumstances on Saturday."We must resist our enemy by all available means," the group said in a statement emailed to reporters. "We stress our commitment to armed struggle against the Zionist enemy."Hamas, the Islamist group that controls the Gaza Strip, said it was investigating the attack, which caused no casualties and followed a surge in West Bank protests since Jaradat's death and intermittent hunger strikes by four other prisoners.The rocket hit a road near the southern city of Ashkelon, police said. Israel responded by closing the Kerem Shalom border crossing through which produce and other goods are moved into the Gaza Strip, but it took no immediate military action.The rocket was the first to hit Israel since a November 21 truce brokered by Egypt that ended eight days of cross-border air strikes and missile attacks in which 175 Palestinians and six Israelis were killed.In addition to the fire from Gaza, a surge of unrest in the occupied West Bank has raised fears in Israel of a new Palestinian Intifada, or uprising.
Abbas accused Israel of inciting the unrest but urged calm."We did not want things to go as far as they have. We do not want tension or any escalation," Abbas said in the West Bank, in his second appeal in as many days to tamp down the violence.
TORTURE ALLEGATIONS
On Monday, thousands of Palestinians in the West Bank turned out for the funeral of Jaradat, 30, who died a week after his arrest for throwing stones at Israeli vehicles.Palestinian officials said he had died after being tortured in prison. But Israel said an autopsy carried out in the presence of a Palestinian coroner was inconclusive.In confrontations after the emotive funeral, Israeli police shot and wounded five Palestinian youths in Bethlehem and outside a West Bank prison, leaving a 15-year-old boy with a critical head injury, Israeli and Palestinian medics said.An Israeli military spokeswoman, commenting on the incident, said troops had opened fire at Palestinians who threw homemade hand grenades at a Jewish holy site called Rachel's Tomb.Before the rocket attack from Gaza, media reports said Israeli officials had hoped the Palestinian protests were winding down.Palestinian frustration has also been fuelled by Israel's expansion of Jewish settlements in territory captured in a 1967 war and deadlocked diplomacy for a peace agreement since 2010.The U.S. State Department said American diplomats have contacted Israeli and Palestinian leaders to appeal for calm.The United Nations coordinator for the Middle East peace process, Robert Serry, called Tuesday's rocket fire "totally unacceptable" and urged an investigation into Jaradat's death.

The United States on Monday urged both Israelis and Palestinian Authority Arabs to exercise restraint as tensions were mounting over the death of a PA Arab terrorist in an Israeli prison.State Department spokesman Patrick Ventrell made the appeal as Arabs continued to riot and clash with security forces throughout Judea and Samaria over the death of Arafat Jaradat, who died on Saturday at the Meggido Prison."We call on Israelis and Palestinians to exercise maximum restraint as the situation in [Judea and Samaria] remains tense," Ventrell told reporters at a news briefing, noting Washington was conveying the message directly to both sides."All parties should seriously consider the consequences of their actions, particularly at this very difficult moment," he added. "We urge both Palestinians and Israelis, not only to refrain from provocative actions that could destabilize conditions on the ground, but to consider positive steps to reestablish trust and de- escalate the current tensions."Jaradat was detained on February 18 and died five days later. An autopsy conducted on his body on Sunday found that it is impossible to determine the exact cause of the heart failure that led to his death.The PA’s minister of prisoners, Issa Qaraqaa, nevertheless took advantage of the non-conclusive report to blame Israel for torturing Jaradat to death, citing the preliminary findings of the joint autopsy which reported bruises on Jaradat's body, muscle damage and broken ribs. The autopsy report said that these were a result of intense resuscitation efforts."We understand that the Israeli government is looking carefully into the circumstances of Mr. Jaradat's death," Ventrell said. "We expect all parties to consider the results of the autopsy calmly, and without inflammatory rhetoric."
The United Nations, meanwhile, called on Monday for an independent inquiry into Jaradat’s death, warning that mounting tensions risk an eruption of violence in the region.UN Middle East peace envoy Robert Serry made the call in a statement after talks with PA prime minister Salam Fayyad.“The United Nations expects the autopsy to be followed by an independent and transparent investigation into the circumstances of Mr. Jaradat's death, the results of which should be made public as soon as possible,” said Serry.

Group: Syrian missiles kill at least 141 in Aleppo

BEIRUT (AP) — At least 141 people, half of them children, were killed when the Syrian military fired at least four missiles into the northern province of Aleppo last week, Human Rights Watch said Tuesday.
The international rights group said the strikes hit residential areas and called them an "escalation of unlawful attacks against Syria's civilian population." The statement from the New York-based group followed a visit to the area by a HRW researcher.Aleppo, Syria's largest city, has been the scene of some of the heaviest fighting of the civil war pitting President Bashar Assad's regime against rebels bent on ousting him.
Rebels quickly seized several neighborhoods in an offensive on the city in July, but the government still controls some districts and the battle has developed into a bloody stalemate, with heavy street fighting that has ruined neighborhoods and forced thousands to flee.A Human Rights Watch researcher who visited Aleppo last week to inspect the targeted sites, said up to 20 buildings were destroyed in each area hit by a missile. There were no signs of any military targets in the residential districts, located in rebel-held parts of Aleppo and its northern countryside, said Ole Solvang, the HRW's researcher."Just when you think things can't get any worse, the Syrian government finds ways to escalate its killing tactics," Solvang said.
Human rights watch said 71 children were among the 141 people killed in the four missile strikes on three opposition-controlled neighborhoods in eastern Aleppo. It listed the names of the targeted neighborhoods as Jabal Badro, Tariq al-Bab and Ard al-Hamra. The fourth strike documented by the group was in Tel Rifat, north of Aleppo."The extent of the damage from a single strike, the lack of (military) aircraft in the area at the time, and reports of ballistic missiles being launched from a military base near Damascus overwhelmingly suggest that government forces struck these areas with ballistic missiles," the report said.Syrian anti-regime activists first reported the attacks last week, saying they involved ground-to-ground missiles, and killed dozens of people. The reports could not be independently confirmed because Syrian authorities severely restrict access to media.Human Rights Watch said it compiled a list of those killed in the missile strikes from cemetery burial records, interviews with relatives and neighbors, and information from the Aleppo Media Center and the Violations Documentation Center, a network of local activists.The rebels control large swaths of land in northeastern Syria. In recent weeks, Assad's regime has lost control of several sites with key infrastructure in that part of the country, including a hydroelectric dam, a major oil field and two army bases along the road linking Aleppo with the airport to its east.A key focus for the rebels in the Aleppo area is to capture the city's international airport, which the opposition fighters have been attacking for weeks.
Opposition forces have also been hitting the heart of Damascus with occasional mortars shells or bombings, posing a stiff challenge to the regime in its seat of power.U.S. and NATO officials have previously said that Syria has a significant ballistic missile capability and is believed to have a few hundred missiles with a range of some 700 kilometers (440 miles) that could hit targets deep inside Turkey, a NATO member and one of the harshest critics of the Assad regime.NATO has in recent weeks deployed Patriot missile systems along Turkey's border with Syria.The missile attacks have outraged the leaders of the exiled opposition who have accused their Western backers of indifference to the suffering of the Syrian people.

Germany ready to re-start EU-Turkey talks

BRUSSELS - German Chancellor Angela Merkel has backed France on re-starting EU accession talks with Turkey.Speaking in a regular, weekly podcast on Saturday (23 February), before going on a two-day visit to Turkey on Sunday, she said: "I think a long negotiating path lies ahead of us. Although I am sceptical, I agreed with the continuation of membership discussions. Texas Panhandle blizzard dumps record snow on Amarillo

























AMARILLO — The blizzard that hammered the nation’s midsection broke a 120-year-old record in Amarillo for one-day snowfall in February with 19.1 inches.National Weather Service meteorologist Krissy Scotten in Amarillo says the snowfall total Monday bested a record set Feb. 16, 1893, when 19 inches fell.
She says the city’s snowfall was the second-most in a 24-hour period, just behind the 19.3 inches that fell March 25, 1934. The storm that moved across the Texas Panhandle also was the third all-time snow event. The most snow in one event was 20.6 inches that fell March 25 and 26, 1934.Scotten says Amarillo normally receives 17.8 inches of snow for the winter.Roadways across the region remained icy and snow-packed early Tuesday, but temperatures warming into the mid-30s throughout the day were expected to improve conditions. The Texas Department of Transportation said early Tuesday that part of Interstate 40 east of Amarillo and near the border with Oklahoma remained closed Tuesday, and stretches of Highway 87 in the Dalhart and Dumas areas were also closed.City offices in Amarillo were closed Tuesday. A spokesman says Rick Husband Amarillo International Airport isn’t operating flights until runways could be cleared by likely midday Tuesday.The Amarillo Independent School District canceled classes Tuesday.

NASA sees Cyclone Rusty threatening Western Australia

Tropical Cyclone Rusty formed on Feb. 24 and has already caused warnings up for the residents of northwestern West Australia, including Port Hedland. NASA's Terra satellite saw that outer bands of this quick-forming tropical cyclone were already affecting land.
The Australian Bureau of Meteorology (ABOM) has posted cyclone warnings and a yellow and blue alert for Western Australia as Rusty approaches for a landfall. A Cyclone Warning is in effect from Broome to Mardie, and adjacent inland areas of the Pilbara, including Marble Bar, Nullagine and Millstream. A Cyclone Watch is in effect for adjacent inland areas of the Pilbara including Tom Price, Newman and Telfer.
A Yellow Alert is in effect for communities between Wallal and Whim Creek, including Pardoo, De Grey and Port Hedland. ABOM has also issued a Blue Alert for communities between Broome and Wallal including Broome and Bidyadanga, between Whim Creek and Mardie, including Karratha and extending to adjacent inland areas including Marble Bar, Nullagine and Millstream.
On Sunday, Feb. 24, soon after Rusty formed warnings were already being posted. At 1200 UTC (7 a.m. EST) on Feb. 24, Rusty's maximum sustained winds had quickly climbed to near 60 knots (69 mph/111 kph). Rusty's center was located near 17.7 south and 118.3 east, about 160 nautical miles from Port Hedland, Australia and was slowly moving to the south-southwest
Microwave satellite data on Feb. 24 showed that Rusty was consolidating rapidly and had already developed a 20-nautical mile wide eye despite being a tropical storm.

On Feb. 25 at 0215 UTC (9:15 p.m. EST, Feb. 24) the Moderate Resolution Imaging Spectroradiometer (MODIS) instrument aboard NASA's Terra satellite captured a visible image of Cyclone Rusty closing in on the northwestern coast of Western Australia. Rusty's outer band of thunderstorms stretched from Broome to Port Hedland. Satellite data showed that the bands of thunderstorms have intensified and are wrapping more tightly into the low level circulation canter than they did 24 hours prior.
On Feb. 25 at 0900 UTC (4 a.m. EST/ 5 p.m. local time WST), Cyclone Rusty's maximum sustained winds were near 65 knots (74.8 mph/120.4 kph). Rusty was located near 18.4 south latitude and 119.0 east longitude and moving to the southeast at 5 knots (5.7 mph/9.2 kph). At 1500 UTC (10 a.m. EST/11:00 p.m. WST local time) Tropical Cyclone Rusty was estimated to be 210 kilometers north northeast of Port Hedland, according to the Australian Bureau of Meteorology. Forecasters at the Joint Typhoon Warning Center caution that Rusty is expected to intensify quickly over the next day because of warm waters and low wind shear.
Rusty is a large tropical cyclone and its slow movement is likely to result in higher than usual rainfall in the Pilbara and western Kimberley coasts. Because of the storm's slow track, heavy rainfall and flooding are likely over the next couple of days. Very rough surf, high waves and coastal erosion are also likely as Rusty slowly heads for landfall. CLEVELAND, Ohio--Thousands of dead fish were found Sunday floating in the Cuyahoga River and lining the river banks between Heritage Park and Merwin Avenue in the Flats.

Red bruise-like marks appeared on some of the fish, which varied in size.
"I've seen large clumps of them floating down the river for the last three days," said T.J. Towner, who works in the area.
The cause of the fish kill was not immediately known, but a spokeswoman for the Northeast Ohio Regional Sewer District noted that fish kills of Gizzard Shad are common this time of year.
The species of fish go into thermal shock when they suddenly go from cold to warm water -- extreme temperature fluctuations that can be caused by changes in the weather, or warm effluent being released into the river or both.
"It's naturally occurring at this time of year," said the sewer district's Jean Chapman. "But we won't know for sure until someone looks at it."
Officials with the state Environmental Protection Agency and the Department of Natural Resources were notified of the fish kill but could not be reached for comment Sunday.

Gov: 6 underground Hanford nuclear tanks leaking

YAKIMA, Wash. (AP) — Six underground tanks that hold a brew of radioactive and toxic waste at the nation's most contaminated nuclear site are leaking, federal and state officials said Friday.Washington Gov. Jay Inslee said the leaking material poses no immediate risk to public safety or the environment because it would take a while — perhaps years — to reach groundwater.But the leaking tanks raise new concerns about delays for emptying them and strike another blow to federal efforts to clean up south-central Washington's Hanford nuclear reservation, where successes often are overshadowed by delays, budget overruns and technological challenges.Department of Energy spokeswoman Lindsey Geisler said there was no immediate health risk and said federal officials would work with Washington state to address the matter.
State officials just last week announced that one of Hanford's 177 underground tanks was leaking 150 to 300 gallons a year, posing a risk to groundwater and rivers. So far, nearby monitoring wells haven't detected higher radioactivity levels.Inslee traveled to Washington, D.C., this week to discuss the problem with federal officials. He said Friday that he learned in meetings that six tanks are leaking waste."We received very disturbing news today," the governor said. "I think that we are going to have a course of new action and that will be vigorously pursued in the next several weeks."The federal government built the Hanford facility at the height of World War II as part of the Manhattan Project to build the atomic bomb. The remote site produced plutonium for the bomb dropped on Nagasaki, Japan, and continued supporting the nation's nuclear weapons arsenal for years.Today, it is the most contaminated nuclear site in the country, still surrounded by sagebrush but with Washington's Tri-Cities of Richland, Kennewick and Pasco several miles downriver.
Hanford's tanks hold some 53 million gallons of highly radioactive waste — enough to fill dozens of Olympic-size swimming pools — and many of those tanks are known to have leaked in the past. An estimated 1 million gallons of radioactive liquid already leaked there.The tanks also are long past their intended 20-year life span — raising concerns that even more tanks could be leaking — though they were believed to have been stabilized in 2005.Inslee said the falling waste levels in the six tanks were missed because only a narrow band of measurements was evaluated, rather than a wider band that would have shown the levels changing over time."It's like if you're trying to determine if climate change is happening, only looking at the data for today," he said. "Perhaps human error, the protocol did not call for it. But that's not the most important thing at the moment. The important thing now is to find and address the leakers."
There are legal, moral and ethical considerations to cleaning up the Hanford site at the national level, Inslee said, adding that he will continue to insist that the Energy Department completely clean up the site.
He also stressed the state would impose a "zero-tolerance" policy on radioactive waste leaking into the soil.
Cleanup is expected to last decades and cost billions of dollars.The federal government already spends $2 billion each year on Hanford cleanup — one-third of its entire budget for nuclear cleanup nationally. The Energy Department has said it expects funding levels to remain the same for the foreseeable future, but a new Energy Department report released this week includes annual budgets of as much as $3.5 billion during some years of the cleanup effort.Much of that money goes toward construction of a plant to convert the underground waste into glasslike logs for safe, secure storage. The plant, last estimated at more than $12.3 billion, is billions of dollars over budget and behind schedule. It isn't expected to being operating until at least 2019.Given those delays, the federal government will have to show that there is adequate storage for the waste in the meantime, Inslee said."We are not convinced of this," he said. "There will be a robust exchange of information in the coming weeks to get to the bottom of this."Inslee and Oregon Gov. John Kitzhaber have championed building additional tanks to ensure safe storage of the waste until the plant is completed. Sen. Ron Wyden, D-Ore., said earlier this week that he shares their concerns about the integrity of the tanks but he wants more scientific information to determine it's the correct way to spend scarce money.Tom Carpenter of Hanford Challenge, a Hanford watchdog group, said Friday it's disappointing that the Energy Department is not further along on the waste treatment plant and that there aren't new tanks to transfer waste into."None of these tanks would be acceptable for use today. They are all beyond their design life. None of them should be in service," he said. Pope changes Church law; allows cardinals to start conclave early

Conclave can begin before March 15th, but this very much depends on the Congregation of Cardinals, electors and non electors, who will only be convoked to their first meeting as of March 1st.And individual cardinals can decide not to participate in conclave on health grounds or for other serious reasons, but must communicate their non-participation to the Holy See.Moreover, anyone involved in the Conclave, from ushers to technicians and secretaries, will be bound to an oath of secrecy. Should they, directly or indirectly, receive information regarding the papal election and reveal this to anyone outside of conclave, they will incur excommunication latae sententiae, as opposed to the former ‘severe penalties’ to have been decided by the future Pope.Titled entitled "Normas nonnullas” the document introduces "some changes" to the legislation Universi Dominici Gregis, but reaffirms that the starting date of the conclave is a decision the rests solely with the General Congregation. In subsequent rounds of voting, "only the two names which in the previous rounds had the highest number of votes will be considered, and the provision of a two third majority of the Cardinals present and voting for a valid election will remain”. Pope Benedict XVI has given the college of cardinals authority to change the date of the upcoming conclave to elect his successor, the Vatican announced today.


The Pope has signed a Motu propio on the issue, setting aside parts of a previous mandate from Pope John Paul II governing the working of a conclave, said Jesuit Fr. Federico Lombardi, the Vatican spokesperson, at a press conference.With a potential date for the concave now in the cardinals' hands, it is unknown when they will choose to meet to elect Benedict's successor.Lombardi said the earliest a date for the conclave might be known is March 1, when the cardinals will first meet following Benedict's resignation."The Holy Father has decided that the acts of this investigation, known only to himself, remain solely at the disposition of the new pope," said Lombardi.According to John Paul II's 1996 constitution Universi Dominici gregis, the earliest the cardinals could have met to elect Benedict's successor was March 15. Some have raised the question of whether, given the difference in this case that the sitting pope has decided to resign, the cardinals could elect Benedict's successor more quickly.At the press conference, Vatican officials said the Pope had not ordered the cardinals to change the date, but merely given them the power to do so. Cardinal Francis Arinze, who was present when Pope Benedict announced his resignation, says “. I was reassured by his courage and by the knowledge that the Church lives because Christ lives, and I was therefore strengthened in my faith”

gerard o'connell rome The Nigerian Cardinal, Francis Arinze, who once headed the Vatican offices for dialogue with the other religions, and for Divine Worship, was present in the Hall of the Consistory (Sala del Consistoro) when Pope Benedict made his historic announcement on February 11.  In this interview with me, he talks about his own reaction and that of the other cardinals to that news.
 
Q.  You were one of some 40 cardinals present when the Pope read his letter of resignation on February 11.  Can you describe what happened?
 
A. It was like thunder, the announcement came without advance warning. It came at the end of the ceremony for voting for canonization. We were expecting to receive the Holy Father’s blessing, but he told us to sit down as he had something important to say.  Then he began reading a text in Latin.When he had read a few sentences I began to suspect where he was going, because he started by telling us that after having repeatedly examined his conscience before God, he had come to the certainty that due to advanced age he no longer had the strength of mind and body to answer the demands of the Petrine Ministry.  Especially in the last few months, he said his strengths had deteriorated to such an extent that he recognized he was no longer able to adequately fulfill the papal ministry.Once he said that it was clear to everyone that he was going to resign.  He announced that he would no longer continue as bishop of Rome and Successor of St Peter from eight o’clock in the evening of February 28.
 
Q. What was the reaction of the cardinals when he finished reading?

A. Silence!  We cardinals looked at each other.   We didn’t have words to say. We were still digesting the import of what he had said when, as if to save us from that embarrassing moment, Cardinal Angelo Sodano, the Dean of the College of Cardinals, stood up and spoke.  Obviously, he had been tipped off in advance because he had written what he was going to say.He expressed the incredulity of all present, and the sense of feeling lost. He said the Holy Father’s words conveyed yet again his great love for the Church. He summed up the feelings of everyone when he said, “We are closer than ever to you in these days” and “will remain close to you.”
 
Q.   After Cardinal Sodano’s speech, the Holy Father imparted his blessing and left. What happened then?
 
A. After Pope Benedict left the hall with his assistants, all the cardinals stayed on. Nobody told us to stay, we just stayed.  We gathered in little groups, each one asking the other, “What do you make of all this?”  How?  When?  We were there for quite some time.  Then we began to walk away, slowly, each one reflecting, not saying much.I was still trying to digest the meaning of all that as I went down in the lift to the Belvedere, and then walked back to my residence. It was clear to me that the Pope had taken that decision over a long period, he hadn’t rushed it.  He’s not a person who rushes things.  It was also clear that he took a courageous decision, because something like this has not happened in the Church for about 600 years.  It was clear too that he loves the Church.  He didn’t put himself at the centre; he was only concerned with what is good for the Church.  That was his only preoccupation; he was not concerned about his personal convenience, nor the honor or praise that he gets as pope.So I said to myself, the Pope is teaching us all something very important by this act. One of the titles of the Pope is “Servant of the servants of God”. We come and go. Any of us can go, only Christ does not go.  Without Christ the Church loses its foundation, its direction, its harmony.  Popes come and go, bishops come and go, and so do politicians.  The Pope is teaching us all that the most important consideration for anyone in public office is not ‘Do I like this seat?’  No! The most important consideration is this: Does the community I serve profit by my service?
 
Q.  Were you shocked at his announcement?

A.  Yes.  I was shocked, and surprised.  But very soon with shock came a type of calm because of his love for the Church and because of the good effects his action can have.   So I was not so shocked that I went away with low spirits.  No! I didn’t go away confused or depressed. I was reassured by his courage and by the knowledge that the Church lives because Christ lives, and I was therefore strengthened in my faith.
In the Credo we confess our faith in the Father, Son and Holy Spirit, but also in the One, Holy, Catholic and Apostolic Church.  For some people there’s no problem in believing in God, but they are shaken by the Church when they see the elements in the Church: the Divine elements, sure, but the human elements that can fall short. If you can have faith in the Church all the time, whether you like the bishop or not, whether you like the parish priest or not, but if you love the Church and have enough faith in Christ – this is what is important in our Catholic faith.  The Pope by his decision is teaching us all that. 
 
Q.   Do you think his resignation changes the papacy in some way?

A.  It doesn’t change the nature of the papacy, but it can help us in reflecting on the faith, and how we look at the pope. It can also help any of us who is in a position of authority to ask ourselves some questions, because sometimes an objective assessment could lead a person in a position of authority to conclude that it may be better that somebody else should take up this office and that I should step aside for the sake of the community which I serve.  That is the lesson the Pope is teaching us.
 
 
Q.   The Anglican Archbishop Rowan Williams said that Pope Benedict has demystified the papacy by his decision to resign.
 
A.  He’s right. You know there’s always a danger of personality cult, because some people believe that the person who is in authority now is the best person ever in that position.  They think there’s nothing to be changed in anything this person in authority decides, even though some decisions may be administrative not dogmatic, and there can be different opinions.  So I think each of us should be humble, beginning with the person in the authority, and extending also to those who have to obey authority.
 
Q.  Do you think there are too many expectations of the Pope today, in terms of audiences, travel and so on?
 
A.  I think the Pope must be allowed a little more time to breathe.  He must be allowed a little more time to do his thinking and reflection.  We must not expect him to meet all the groups that think the Pope should meet them. I don’t deny the comfort people get in meeting the pope but we have only one Pope at a time and there are some two billion Catholics in the world.On the other hand, I think it is very good that the Pope travels.  When he travels, as Paul VI, John Paul II and Benedict XVI did, he strengthens the local Church and gives the Church visibility in the world.  If the Pope is able to travel, I would be in favor of him continuing to do so.  But every Pope cannot be as physically strong as John Paul II, so there must be allowance for different styles, different approaches, and we mustn’t force every pope to do exactly what his predecessor did.
 
Q.  What is the legacy that Benedict XVI leaves the Church?

A.  Pope Benedict will be remembered for his teaching, both what he has said and what he wrote. His talks at the Wednesday audiences alone are a gold mine, so too are his homilies, and his biography of Jesus. The future generations may even appreciate him more, as his teachings become better known.  His liturgical celebrations too are a lesson for us all.
 
Q.  Is there something else that stands out?

A.   His love for the Church, in which he does want himself to be prominent, but only Christ. He reminds us of that central truth that Christ is at the centre; and that we preach not ourselves, but Christ and Him crucified.

VATICAN CITY (AP) — Pope Benedict XVI gave his pontificate's final Sunday blessing from his studio window to the cheers of tens of thousands of people packing St. Peter's Square, but sought to reassure the faithful that he wasn't abandoning the church by retiring to spend his final years in prayer.The 85-year-old Benedict is stepping down on Thursday evening, the first pope to do so in 600 years, after saying he no longer has the mental or physical strength to lead the world's 1.2 billion Catholics.But while he has lately looked tired and frail, the crowd filling the cobblestone square seemed to energize him, and he spoke in a clear, strong voice, repeatedly thanking the faithful for their closeness and affection as they interrupted him, again and again, with applause and cheers. Police estimated some 100,000 people turned out.Benedict told the crowd that God is calling him to dedicate himself "even more to prayer and meditation," which he will do in a secluded monastery being renovated for him on the grounds behind Vatican City's ancient walls."But this doesn't mean abandoning the church," he said, as many in the crowd looked sad at his departure from regular view. "On the contrary, if God asks me, this is because I can continue to serve it (the church) with the same dedication and the same love which I have tried to do so until now, but in a way more suitable to my age and to my strength."The phrase "tried to" was the pope's adlibbed addition to his prepared text.Benedict has one more public appearance, a Wednesday general audience in St. Peter's Square.Benedict smiled at the crowd after an aide parted the white curtain at his window, telling the people, "thank you for your affection."
Heavy rain had been forecast for Rome, and some drizzle dampened the square earlier in the morning. But when Benedict appeared, to the peal of church bells as the clock struck noon, blue sky crept through the clouds."We thank God for the sun he has given us," the pope said, sounding cheerful.As cheers continued in the crowd, the pontiff simply turned away from the window and stepped back down into apartment, which he will leave on Thursday, taking a helicopter to the Vatican summer residence in the hills outside Rome while he waits for the monastery to be ready.A child in the crowd held up a sign on a yellow placard, written in Italian, "You are not alone, I'm with you." Other admirers held homemade signs, saying "Grazie."No date has yet been set for the start of the conclave of cardinals, who will vote in secret to elect Benedict's successor.
One Italian in the crowd seemed to be doing a little campaigning, hoisting a sign which mentioned the name of two Italian cardinals considered by observers to be potential contenders in the selection of the next pontiff.
Flags in the crowd represented many nations, with a large number from Brazil.The cardinals in the conclave will have to decide whether it's time to look outside of Europe for a pope.

Vatican scandals cloud pope's final days

Pope Benedict XVI has given his pontificate's final blessing from his Vatican window to tens of thousands of people gathered at St Peter's Square amid growing controversies swirling around his departure.
Benedict told the crowd that God is calling him to dedicate himself "even more to prayer and meditation'', which he will do in a secluded monastery being renovated for him on the grounds behind Vatican City's ancient walls.

On the same day that the pontiff delivered his address, the UK's Observer newspaper reported that three priests and a former cleric had accused the senior leader of the Catholic church in Britain of committing inappropriate behaviour against them.
Cardinal Keith O'Brien allegedly made the physical advances as far back as three decades ago.
The allegations against O'Brien come as Roger Mahony, another cardinal, was urged not to take part in the selection of Benedict's successor after being accused of being complicit in protecting abusive priests while he was head of Los Angeles archdiocese, the largest in the US.
O'Brien and Mahony are among the 116 cardinals eligible to vote for the next leader of the 1.1 billion Catholics around the world, once Benedict resigns on February 28.
The Observer reported that the four accusers filed their complaints before Vatican ambassador Antonio Mennini.
In one instance, one of the complainants alleged that O'Brien made the advances after a late-night drinking session.
A spokesman of the cardinal said the allegations have been contested, according to the report.
Rumour mill
Ever since the pope's resignation, the Vatican has been busy fending off a torrent of negative reports.
Italy's Panorama news weekly and the Repubblica daily said a report by a committee of cardinals into the leaking of confidential papal papers last year, known as "Vatileaks". had uncovered allegations of intrigue, corruption and blackmail inside the Vatican's bureaucracy.
The Vatican's Secretariat of State, effectively the government of the Catholic church, took the unusual step on Saturday of issuing a formal statement condemning "completely false news stories".
Benedict's decision to quit shocked the world, bringing his pontificate to an abrupt end after eight years dominated by the scandal of abuses by priests and his efforts to counter rising secularism in the West.
He will be only the second pope to resign of his own free will in the church's 2,000-year history, and the first to do so since the Middle Ages.
Security is being arranged for the pope's final general audience in St Peter's on Wednesday, with city officials expecting about 200,000 people to attend.
