Op-Ed: My Brother Doesn't Know Who the Fogel's Were

The moral lesson of the Fogel massacre is one of silence.

The two killers entered the home while the family was sleeping. They slit the throat of the father, then they shot the mother and children. This horrible fate was shared by two families: the Clutters in Kansas, 1959, and the Fogels in Itamar, 2011.But whle the first family has been immortalized by Truman Capote's masterpiece “In Cold Blood”, the Fogels have become invisible. It is true that people from all over Israel, not just Samaria,  came two days ago to mourn that wonderful family, but the moral lesson of that massacre is one of silence. Nobody in the West today knows the story of the Fogel's from Itamar, of the father, mother and three babies slaughtered during the night. It seems that the Fogels didn’t deserve a Truman Capote. The West has decided that terrorism against Israel is a depersonalized violence that meritrs minor media coverage. This is true for the twenty teenagers who were blown up by a suicide bomber outside a disco in Tel Aviv, for the soldiers who made a wrong turn and were lynched in Ramallah, for the brave rabbi who died trying to save the Torah scrolls at Joseph’s Tomb, for the security personnel who were ambushed while trying to protect those walking home from Shabbat prayers at the Tomb of the Patriarchs in Hevron, for the kindergarten teacher killed when a minibus was attacked by Palestinian gunmen.Those slain by Arab terror are the victims of Israel's "domination of a foreign country".Before anything else, the Holocaust was an ontological attack against the Jewish name. In 1938, the Nazi official Hermann Göring ordered that “Israel” be added to the name on identification cards for Jewish males, and “Sarah” for females.The Jews were taken by the millions to anonymous, desolate places, where all of their luggage, letters, and photographs of loved ones were taken away. Then they were separated from their mothers, sisters, children, wives. They were stripped naked, and their documents, their names, were thrown into the fire. Finally, they were pushed into a hallway with a low, heavy ceiling. And they were gassed like insects.The nowhere-land of the Holocaust was the engine of extermination for six million European Jews.Ilamic terrorism and denial of the Holocaust, which spread through the world like wildfire after September 11, 2001, feed on this annihilation of the Jewish victim.

Does the West know that in 1988 Tirza Porat was killed near Elon Moreh? Tirza was the first Israeli civilian to die in the first Intifada and she was a schoolchild. The Western press blamed her for not staying away “from restive Palestinian villages”. Not a word of condemnation of Arab leaders for wantonly encouraging 5-year-olds to join mobs throwing stones and Molotov cocktail, but they condemned Tirza for being victimized. Does the West know that in 2001 Shalhevet Pas was shot to death by Arab sniper who had aimed from his window in Hebron? Does the West know that Hila, Hadar, Roni and Merav Hatuel were slaughtered with their pregnant mother, Tali, on the road to Gush Katif? Does the West know that Rachel Shabo from Itamar was butchered with three of her children, Avishai, Zvika, and Neria? Does the West know that 5-year-old Danielle Shefi was killed in  her bed in Adora, her mom looking on in horror as her daughter’s blood spilled out across the covers? The Los Angeles Times chose to place the pictures of Danielle and her Winnie the Pooh bear on Page A14. They should have been on the front page. This little Jewish girl was not killed in a military action. She was executed by an Arab who looked at her tiny being and shot her dead. Like the Clutters in Kansas. Does the West know that Yehuda Shoham was struck in the head by a rock while his parents were driving home to Shiloh? Does the West know that Rami Haba, an 8-year-old Jewish boy, was killed in a cave in 1987 near Elon Moreh? A bloodied rock found next to the body was used to crush the boy's skull. Rami had big glasses and an innocent face. Does the West know that Shaked Avraham, a seven-month-old baby from Negohot, was killed by a terrorist who had penetrated the community enclosure while the inhabitants were celebrating Rosh Hashanna, the Jewish New Year? Does the West know that Shaked had just started walking? Terrorism is the loss of the human visage, the destruction of the moral person, the will to annihilate humanity, the end of a name. The dreadful “V” of terrorism’s victory is impressed in the folds of these Israeli souls. If you search for something left of your son and find it under the head of the suicide bomber, what type of reaction will occur in a brittle human heart? We can touch Israel’s martyrdom in the homes of survivors. An invincible people confesses its bewilderment, while the world deepens their wounds. What happened in a small village like Itamar was certainly less spectacular than the tons of metal and ashes in Manhattan on 9/11. But I do really believe that the majestic horror of 9/11 can be matched by the lone deaths of the three little Fogels.This week many in Israel will remind one another of the beautiful lives of that family, but I feel only sadness. Not only because evil exists. Not only because three children in Itamar met it in cold blood during the night, but also because the world digested their death so easily.Because it is as if these little victims never really existed.Because every time death knocked at the Jews' door, the black hole of perdition swallowed up another name without leaving any trace. Because when Jewish names are forgotten, again, it means the “civilized world” is reconciling itself again to the prospect of a new Shoah. My brother knows who the Clutters were. But he doesn't know who the Fogels were.

Pressure mounts on Israel over Palestinian prisoner fast

RAMALLAH, West Bank (Reuters) - Hundreds of Palestinian prisoners in Israeli jails declared a one-day fast on Tuesday in solidarity with four inmates whose hunger strike has fuelled anti-Israel protests in the occupied West Bank.Samer al-Issawi, one of the four Palestinians who have been on hunger strike, has been refusing food, intermittently, for more than 200 days. His family says his health has deteriorated sharply.
The prisoners' campaign for better conditions and against detention without trial has touched off violent protests over the past several weeks outside an Israeli military prison and in West Bank towns.In the Gaza Strip, the Islamic Jihad group said a truce with Israel that ended eight days of fighting in November could unravel if any hunger striker died.The Palestinian Prisoners Club, which looks after the welfare of inmates and their families, said 800 prisoners were taking part in the day-long fast.Issawi was among 1,027 jailed Palestinians freed by Israel in 2011 in exchange for Gilad Shalit, a soldier who was abducted on the Gaza border by Hamas, the Islamist militant group that now rules the enclave.Issawi and Ayman Sharawneh, who has also been on hunger strike, are among 14 Palestinians who have been re-arrested by Israel since being released in the Shalit trade.Ofir Gendelman, a spokesman for Israeli Prime Minister Benjamin Netanyahu, wrote on Twitter that Issawi and Sharawneh were detained "because they violated the terms of the Shalit deal by returning to illegal activities which pose a threat".
INTERNATIONAL CONCERN
Palestinian negotiator Saeb Erekat said he had been in contact with Israel and urged it to release the men. He said Egypt, which helped mediate the Shalit prisoner swap and also negotiated an end to a Palestinian mass hunger strike in Israeli jails last year, was trying to end the new protest.Israel has defused previous long-term hunger strikes among the some 4,700 Palestinians in its jails by agreeing to release individuals or deporting them to Gaza - a prospect rejected by the four protesters, who hail from Jerusalem and the West Bank.
The Quartet of Middle East negotiators - the United States, Russia, the United Nations and European Union - have expressed concern at the hunger strike.In a statement on Monday, France's Foreign Ministry urged Israel "to be sensitive to the risk of a tragic outcome and to take appropriate measures as a matter of urgency".The statement said "administrative detention must remain an exceptional measure of limited duration and be carried out with due regard for fundamental safeguards".Israel holds some Palestinians in "administrative detention" based on evidence presented in a closed military court. It says the practice pre-empts militant attacks against it while keeping its counter-intelligence sources and tactics secret.
There were some 178 administrative detainees in Israeli jails in January, down from a high of just over 300 around the time of another Palestinian hunger strike campaign last spring, according to Palestinian rights group Addameer."The battle waged by me and by my heroic colleagues ... is everyone's battle, the battle of the Palestinian people against the occupation and its prisons," Issawi said in a message conveyed to the Palestinian Ministry of Prisoners last week.(Additional reporting by Nidal al-Mughrabi in Gaza and Ali Sawafta in Ramallah; Editing by Alison Williams)

Raytheon says aces missile-detection tests in U.S

WASHINGTON (Reuters) - A Raytheon Co system built into big blimp-like balloons has demonstrated capabilities that could make it easier to detect and track certain enemy ballistic missiles, the company and the U.S. Army's manager of the program said.System tests in December at White Sands Missile Range, New Mexico, successfully tracked four targets mimicking tactical ballistic missiles in "high-threat" regions, Raytheon is set to announce on Tuesday.The hardware is known as Joint Land Attack Cruise Missile Defense Elevated Netted Sensor System, or JLENS. It includes a targeting radar and a wide-area surveillance radar with a 360-degree look-around capability that can reach out to 340 miles.Each radar system flies as high as 10,000 feet with a separate, 74-meter-long aerostat capable of operating aloft for up to 30 days while tethered to mobile moorings.The bulbous, blimp-like aerostats work in pairs officially estimated to cost about $450 million - though Raytheon has said it can lop a third off of that price.
The December 6-7 tests met all primary and secondary goals, including "launch point estimation, ballistic tracking and discrimination performance," Raytheon, the world's biggest missile-maker, said in a draft press release.The missiles were tracked during their so-called boost phase, it said, including two that were "ripple-fired" one after the other.JLENS' "proven capabilities" provide another tool that could help protect U.S. and partner forces from "the growing ballistic missile threat" and other threats, Dean Barten, who manages the program for the Army, said in the release. Barten's statement was confirmed to Reuters by an Army spokesman.The army is preparing one of its two existing JLENS systems, formally known as an orbit, for a three-year exercise that will tie it into a high-tech shield designed to protect the Washington D.C. area from air attack.The second existing JLENS system could be sent overseas sooner. Russian scientists recover meteor fragments

MOSCOW (AP) — Scientists have found more than 50 tiny fragments of a meteor that exploded over Russia's Ural Mountains, and preliminary tests are turning up information about its contents.However, local residents seem more interested in the black market value of the fragments. As they search for their own pieces of the meteor, sales offers already are filling the Internet, and police are warning all purchasers to prepare for possible fraud.The meteor — which injured nearly 1,500 people and caused widespread property damage in Chelyabinsk city on Friday — was the largest recorded space rock to hit Earth in more than a century. Health officials said 46 of the injured remain hospitalized.Viktor Grokhovsky, who led the expedition from Urals Federal University, said Monday that 53 fragments of the meteor have been plucked from the ice-covered Chebarkul Lake. He said they are less than a centimeter (half an inch) in size, about 10 percent iron, and belong to the chondrite type, the most common variation of meteorites found on Earth.
Friday's meteor left a six-meter-wide (20-foot-wide) hole in the ice covering the lake. Divers inspecting it have found nothing at the bottom, but Grokhovsky said a fragment as large as 50-60 centimeters (20-24 inches) could eventually be found there.Meanwhile, workers in the city remained busy replacing acres of windows shattered by a powerful shockwave caused by the meteor's strike, which NASA said released 500 kilotons of energy, the power equivalent to more than 30 Hiroshima bombs.The local governor estimated the damage at 1 billion rubles ($33 million) and said he hopes the federal government will provide at least half that amount.Lidiya Rykhlova, head of the astronomy department at the Moscow-based Institute for Space Research, said experts have drafted a program that envisages building new powerful telescopes, including space-based ones, to warn against potentially dangerous asteroids, comets and other threats. Iran taps North Korean-educated man for top post

TEHRAN, Iran (AP) — President Mahmoud Ahmadinejad has nominated a North Korean-educated former Iranian military official for a key post in his government.The official IRNA news agency says Mohammad Hasan Nami has been named as the proposed Minister of Communications and Information Technology to parliament, and will now face a vote of confidence he is likely to pass.Nami holds a doctorate degree in state management from Kim Il-Sung University in Pyongyang, North Korea. He is also a former deputy defense minister and Iran's ex-deputy Joint Chiefs of Staff of the Army.IRNA's Monday report says Nami is fluent in English and is the man behind an Iranian national intranet project.

MEPs attack 'carpet seller' budget deal

BRUSSELS - The European Parliament's biggest political faction, the centre-right EPP, Monday denounced the proposed €960 billion EU budget in the clearest sign yet that MEPs may reject the recent deal struck by leaders.At a specially-convened meeting of MEPs on Monday (18 February), Joseph Daul, a French deputy who has led the EPP group since 2007, accused EU leaders of behaving like "carpet salesmen."
Speaking of a "dialogue of the deaf", Daul said member states had ignored the EU assembly throughout negotiations on the budget for 2014-2020.Sixteen of the EU's 27 heads of government, including Germany's Angela Merkel, the bloc's most powerful politician, as well as European Council President Herman van Rompuy, sit in Daul's EPP family. With a delegation boasting 270 MEPs, the EPP is comfortably the largest group in the Parliament.Addressing deputies, van Rompuy defended the deal. "Together we reached an agreement and it was a good deal for Europe as a whole," he said."Belts are being tightened across Europe and the EU could not be an exception," he added, noting that some countries had wanted even further cuts of up to €40 billion."More Europe does not necessarily mean more money," he concluded.The leaders of the Socialist, Liberal and Green groups also lined up to attack the agreement.Aside from finding it too small, they also pointed to the €51.5 billion gap between commitments and expected payments. Deputies claim that the funding gap breaches Article 323 of the EU treaty, which forbids the bloc from running a budget deficit.
Liberal leader Guy Verhofstadt described the budget as a "copy and paste" job from the current 2007-2013 budget accord. "Last time we needed 41 rebates and exceptions, now we need 53 rebates, exceptions, derogations, earmarks to buy the support of the member states," he said.Following over 24 hours of painstaking talks, leaders agreed to a deal consisting of €959.9 billion in commitments and €908.4 billion in payments.The spending package represents a 3 per cent cut on the current 7-year budget, while the commitments figure translates as precisely 1 percent of the EU's gross national income.Deputies are likely to vote on the governments' deal during the next Strasbourg plenary session in March, and are set do so by secret ballot. Under the parliament's rules, a secret ballot is triggered if 151 of the MEPs request it.
Observers believe that a secret vote would limit the capacity of national governments to put pressure on their MEPs. The European Parliament must approve any budget deal with an absolute majority of MEPs.
The threat to hold a secret vote was denounced by British conservative Martin Callanan who stated that it would make the assembly a "laughing stock". EU launches military training mission in Mali

BRUSSELS (AP) — Less than a year after Mali's military was heavily criticized for seizing power in a coup, it will now start receiving advice from European experts on how to maintain control of its vast territory.
On Monday, the European Union officially launched a training mission to the African nation. Its goal is to make the disparaged Malian army good enough to patrol the whole country, including its huge northern region, where French and African troops are fighting to unseat Islamist rebels who used the coup's chaos to grab control there.The mission will "support stability in Mali and the Sahel, both now and in the future. Respect for human rights and the protection of civilians will be an important part of the training program," said EU foreign policy chief Catherine Ashton.Critics have accused the new Malian military government of being undemocratic and abusive. Still, the European Union ministers felt they has no choice but to offer support and oversight because of fears that — if left alone — northern Mali could turn into a new Afghanistan, with Islamist groups given free rein to hatch deadly plots carried out around the world.
The 27-nation bloc was so eager to help that it sent the first 70 advisers to Mali 10 days ago so they could hit the ground running when the decision was made. More EU military experts will begin arriving in Bamako, Mali's capital, next month and the training will begin in April.The decision by the bloc's 27 foreign ministers who were meeting in Brussels authorizes the deployment of about 500 people to Mali for 15 months at an estimated cost of €12.3 million ($16.4 million).About 20 EU countries will participate in the mission, which officials say will not be involved in any combat.The Sahel is the semiarid area of North Africa south of the Sahara Desert. The region shared by several countries, often poorly policed and home to organizations that claim affiliation with the al-Qaida terrorist group.Some of those groups have imposed a harsh version of Islamic law, executing violators and performing punitive amputations on thieves.Greatly concerned, international officials, including those in the EU, have turned to the enemy of those militants — Mali's military government in Bamako, a former pariah.That military's record over the past year has drawn little praise. Syrian rebels push offensive for major airport

BEIRUT (AP) — Syrian rebels captured a government checkpoint on the main road to the country's second-largest airport Monday as opposition fighters pressed their campaign to capture the strategic facility in the northern city of Aleppo, activists said.The rebels launched a major attack on the airport and the adjacent Nairab military airfield last week, and have since overrun the main army base protecting the area. Control of the airport would provide a significant boost for the opposition, and mark a strategic shift in the country's 23-month civil war.The fighting has been raging for weeks, but it was only in early February after the rebels captured the strategic Aleppo neighborhood of Sheik Said near the airport, which has been shut down because of the violence, that the offensive gained momentum.The Britain-based Syrian Observatory for Human Rights and the Aleppo Media Center reported that rebels captured the main fuel station on the Nairab base. The Observatory said there were several regime casualties and five rebels, including foreign fighters, killed before rebels withdrew from the station a few hours later.The fight for the international airport in Aleppo, Syria's largest city and commercial hub, highlights the importance that both sides in the conflict place on controlling strategic assets that could provide an edge in the larger fight for the country.Last week, rebels seized a hydroelectric dam and a major oil field, cutting off President Bashar Assad's regime from key resources necessary for its long-term survival. Rebels also seized an air defense base and fought near two other army installations in Syria's north.Aleppo's airport is crucial in the broader fight for the city itself. Rebels launched an offensive on Aleppo in July, and quickly seized several neighborhoods. Since then, the fighting has settled into a bloody stalemate that has destroyed entire districts, killed thousands and forced thousands more to flee their homes.Determined to hang onto the city, Assad's regime has thrown troops and resources into the fight. But his army has faced difficulties in sending reinforcements to Aleppo since October, when rebels captured the strategic town of Maaret al-Numan, about 80 kilometers (50 miles) southwest of Aleppo. Maaret al-Numan is on the highway that links Damascus with Aleppo.The regime has not been able to fly supplies since the Aleppo airport closed weeks ago due to the fighting.Rami Abdul-Rahman, who heads the Observatory, said over the past two weeks large army reinforcements were able to reach the town of Safira, near the city of Aleppo, after securing a desert road that links the central province of Hama with northern Syria.He said the reinforcements, including dozens of vehicles and thousands of troops, have not been able to reach Aleppo because of heavy fighting in the town of Tal Aran between the city's international airport and Safira.Safira is home to military production facilities that rebels have been trying to capture in recent past weeks with no luck."The regime is doing all it can to open a road to Aleppo," Abdul-Rahman said.Abdul-Rahman, whose group relies on a network of activists around the country, said as the army convoys pushed north, more than 200 members of al-Qaida-linked Jabhat al-Nusra were killed over the past two weeks in clashes with the reinforcements. The Obama administration designated Jabhat al-Nusra a terrorist organization in December.Also Monday, European Union foreign ministers said they are keeping the current sanctions against Syria in place for three months, blocking a push by some to ease restrictions so some countries could arm the rebels.An EU official said before the meeting in Brussels that Britain was pushing to ease the embargo, but several foreign ministers from other countries said they opposed the move.
Since the opposition began taking up arms against Assad's forces in late 2011, it has pleaded for military aid, calling it the only way to turn the tide against Assad's forces.The U.S. and other countries have resisted such a move, saying there is no way to control how the arms are used, especially with Islamic radicals rising in the rebel ranks.Bolstering those concerns, a U.N.-appointed panel said Monday that the civil war is becoming more sectarian and that both sides are becoming increasingly radicalized.The panel's 131-page report, released Monday, said regime forces and affiliated militias committed crimes against humanity such as murder, torture and rape. It said anti-government armed groups have committed war crimes, including murder, torture and hostage-taking, but said these did not reach the "intensity and scale" of the government's violations.It said the only way to end Syria's crisis is a political solution between the two sides.Also Monday, the Lebanese militant group Hezbollah announced that one of its fighters had been killed while doing "his jihadist duty." It gave no further details on his death.The announcement followed reports from Syrian activists and a Lebanese official near the Syrian border that at least two Hezbollah fighters had been killed in sectarian clashes near the Syrian town of Qusair on Saturday.Hezbollah declined to comment on the clashes, and it could not be confirmed that the fighter buried Monday was killed in Syria.The Observatory and the Local Coordination Committees activist group also said government forces were shelling southern neighborhoods of the capital, Damascus, mostly around the rebel-held Palestinian refugee camp of Yarmouk. There has been intense fighting in recent weeks in southern and northeastern districts of the capital.A Syrian official said three mortars had fallen on the Qassaa neighborhood, a Christian area in central Damascus. Egypt court rejects election law, may delay poll

CAIRO (Reuters) - Egypt's constitutional court rejected five articles of a draft election law on Monday and sent the text back to the country's temporary legislature for redrafting in a ruling that may delay a parliamentary poll due in April."The court has returned the draft parliamentary electoral law to the Shura Council after making five observations on five articles which it found unconstitutional," a statement said.
The court said the election law was technically flawed and contradicted articles in the new constitution which the Shura council members themselves had drawn up.The five articles the court highlighted involved limits on lawmakers' political affiliations, the ability of lawmakers to change their status from professionals to peasants, provisions for Egyptians to vote abroad and the division of constituencies.The statement said the technical problems pertained to "the wording of the law" and "contradictions within the law"."The report by the constitutional court on the electoral law reveals the level of professional weakness of the Shura council and the haste in which the new constitution was drawn up," said politician and former member of parliament Mostafa Naggar.The liberal Wafd Party said "the Muslim Brotherhood has violated the constitution it drew up" and the Social Democratic Party hailed the constitutional court's statement.A source in President Mohamed Mursi's office said before the decision that if the court found fault with the law, it could delay its passage, and hence the election, by a couple of weeks, but probably not months.Mursi had been expected to promulgate the electoral law by February 25 and set a date two months later for voting, probably in more than one stage for different regions because of a shortage of judicial poll supervisors.The constitutional court, made up partly of judges from ousted former President Hosni Mubarak's era, has intervened repeatedly in the transition, dissolving the Islamist-dominated parliament elected after the 2011 pro-democracy uprising.

Time to refer Syrian war crimes to ICC, U.N. inquiry says

GENEVA (Reuters) - United Nations investigators said on Monday that Syrian leaders they had identified as suspected war criminals should face the International Criminal Court (ICC).The investigators urged the U.N. Security Council to "act urgently to ensure accountability" for violations, including murder and torture, committed by both sides in a conflict that has killed an estimated 70,000 people since a revolt against President Bashar al-Assad began in March, 2011."Now really it's time...We have a permanent court, the International Criminal Court, who would be ready to take this case," Carla del Ponte, a former ICC chief prosecutor who joined the U.N. team in September, told a news briefing in Geneva.The inquiry, led by Brazilian Paulo Pinheiro, is tracing the chain of command to establish criminal responsibility and build a case for eventual prosecution."Of course we were able to identify high-level perpetrators," del Ponte said, adding that these were people "in command responsibility...deciding, organizing, planning and aiding and abetting the commission of crimes".She said it was urgent for the Hague-based war crimes tribunal to take up cases of "very high officials", but did not identify them, in line with the inquiry's practice."We have crimes committed against children, rape and sexual violence. We have grave concerns. That is also one reason why an international body of justice must act because it is terrible."Del Ponte, who brought former Yugoslav President Slobodan Milosevic to the ICC on war crimes charges, said the ICC prosecutor would need to deepen the investigation on Syria before an indictment could be prepared.Pinheiro, noting that only the Security Council could refer Syria's case to the ICC, said: "We are in very close dialogue with all the five permanent members and with all the members of the Security Council, but we don't have the key that will open the path to cooperation inside the Security Council."Karen Koning AbuZayd, an American member of the U.N. team, told Reuters it had information pointing to "people who have given instructions and are responsible for government policy, people who are in the leadership of the military, for example".
The inquiry's third list of suspects, building on lists drawn up in the past year, remains secret. It will be entrusted to U.N. High Commissioner for Human Rights, Navi Pillay, upon expiry of its mandate at the end of March, the report said.Pillay, a former ICC judge, said on Saturday Assad should be probed for war crimes, and called for outside action on Syria, including possible military intervention.Pinheiro said the investigators would not speak publicly about "numbers, names or levels" of suspects, adding that it was vital to pursue accountability for international crimes "to counter the pervasive sense of impunity" in Syria.
SEVEN MASSACRES IDENTIFIED
The investigators' latest report, covering the six months to mid-January, was based on 445 interviews conducted abroad with victims and witnesses, as they have not been allowed into Syria."We identified seven massacres during the period, five on the government side, two on the armed opponents side. We need to enter the sites to be able to confirm elements of proof that we have," del Ponte said."For example, in the attack on the university of Aleppo, there is information that it came from the government side and from the rebel side. If we had been able to enter and examine the site and carry out a scientific investigation, we would have a definitive answer," she said.The U.N. report said the ICC was the appropriate institution for the fight against impunity in Syria. "As an established, broadly supported structure, it could immediately initiate investigations against authors of serious crimes in Syria."Government forces have carried out shelling and air strikes across Syria including Aleppo, Damascus, Deraa, Homs and Idlib, the 131-page report said, citing corroborating satellite images."In some incidents, such as in the assault on Harak, indiscriminate shelling was followed by ground operations during which government forces perpetrated mass killing," it said, referring to a town in the southern province of Deraa where residents told them that 500 civilians were killed in August."Government forces and affiliated militias have committed extra-judicial executions, breaching international human rights law. This conduct also constitutes the war crime of murder. Where murder was committed as part of a widespread or systematic attack against a civilian population, with knowledge of that attack, it is a crime against humanity," the U.N. report said.Those forces have targeted bakery queues and funeral processions to spread "terror among the civilian population".Rebels fighting to topple Assad have also committed war crimes including murder, torture, hostage-taking and using children under age 15 in hostilities, the U.N. report said."They continue to endanger the civilian population by positioning military objectives inside civilian areas" and rebel snipers had caused "considerable civilian casualties", it said."The violations and abuses committed by anti-government armed groups did not, however, reach the intensity and scale of those committed by government forces and affiliated militia."(Reporting by Stephanie Nebehay; Editing by Alistair Lyon)

Syrian rocket attack on Aleppo kills 20: activists

AMMAN (Reuters) - A Syrian army rocket attack on a rebel-held district in the city of Aleppo killed at least 20 people and another 25 were missing, opposition activists said on Tuesday.The missile was identified from its remains as a Scud-type rocket that government forces have increasingly used in areas under opposition control in the province of Aleppo and in the province of Deir a-Zor to the east, they said.
"The rocket brought down three adjacent buildings in Jabal Badro district. The bodies are being dug up gradually. Some, including children, have died in hospitals," Mohammad Nour said by phone from Aleppo. He said testimony from survivors indicated that 25 people were still under the rubble.Video footage showed dozens of people scouring the site for missing victims and inspecting the damage. A body was being pulled from under a collapsed concrete structure. At a nearby hospital, a baby said to have been dug out from under the wreckage was shown dying in the hands of doctors.Abdeljabbar al-Akeidi, head of the rebel Aleppo Military Council in Syria's largest city and erstwhile commercial hub, was shown in video footage inspecting the scene.Syrian opposition fighters have captured several army bases in Aleppo in the last two months, depriving the army of secure sites from which troops have been firing artillery at rebel-held districts of the city and surrounding rural areas.Rocket salvoes over the last week have hit the towns of Tel Rifaat and Dar Izza in rural Aleppo, as well the eastern towns of Albu Kamal and Mou Hassan near the border with Iraq.Abu Mujahed of the Sham News Network opposition group in Aleppo said that although rebels were present in Jabal Badro, the area on the city's eastern edge had little strategic value."Jabal Badro has been with the opposition for months and life was normal in the district. North Korea threatens "final destruction" of South Korea

GENEVA (Reuters) - North Korea threatened South Korea with "final destruction" during a debate at the U.N Conference on Disarmament on Tuesday, saying it could take "second and third steps" after a nuclear test last week."As the saying goes, a new-born puppy knows no fear of a tiger. South Korea's erratic behavior would only herald its final destruction," North Korean diplomat Jon Yong Ryong told the meeting.
Without specifically referring to the nuclear test, Jon said North Korea had recently taken a "resolute step for self-defence", which he described as "strong counter-actions to a foreign aggressor"."If the U.S. takes a hostile approach toward the DPRK to the last, rendering the situation complicated, it (North Korea) will be left with no option but to take the second and third stronger steps in succession," he added, without elaborating.His comments drew immediate criticism from other nations, including South Korea and Britain, whose ambassador Joanne Adamson said such language was "completely inappropriate" and the discussion with North Korea was heading in the wrong direction."It cannot be allowed that we have expressions which refer to the possible destruction of U.N. member states," she said.U.S. Ambassador Laura Kennedy said she found North Korea's statement profoundly disturbing."I also was particularly struck by the phrase 'heralding the destruction of the Republic of Korea' and find that language incredibly inconsistent with the goals and objectives that this body is intended to pursue," she said.(Reporting by Tom Miles; Editing by Alistair Lyon)

US security firm alleges massive Chinese hacking

BEIJING (AP) — Cyberattacks that stole massive amounts of information from military contractors, energy companies and other key industries in the U.S. and elsewhere have been traced to the doorstep of a Chinese military unit, a U.S. security firm alleged Tuesday.China's Foreign Ministry dismissed the report as "groundless," and the Defense Ministry denied any involvement in hacking attacks.China has frequently been accused of hacking, but the report by Virginia-based Mandiant Corp. contains some of the most extensive and detailed accusations to date linking its military to a wave of cyberspying against U.S. and other foreign companies and government agencies.Mandiant said it traced the hacking back to a neighborhood in the outskirts of Shanghai that includes a drab, white 12-story office building run by "Unit 61398" of the People's Liberation Army.The unit "has systematically stolen hundreds of terabytes of data from at least 141 organizations," Mandiant wrote. By comparison, the U.S. Library of Congress 2006-2010 Twitter archive of about 170 billion tweets totals 133.2 terabytes."From our observations, it is one of the most prolific cyberespionage groups in terms of the sheer quantity of information stolen," the company said. It added that the unit has been in operation since at least 2006.Mandiant said it decided that revealing the results of its investigation was worth the risk of the hackers changing their tactics and becoming even more difficult to trace."It is time to acknowledge the threat is originating in China, and we wanted to do our part to arm and prepare security professionals to combat that threat effectively," it said.In a statement faxed to The Associated Press, the Defense Ministry firmly rejected any involvement in hacking, saying Chinese law forbids all activities harming Internet security."The Chinese government has always firmly combated such activities and the Chinese military has never supported any form of hacking activity," the ministry said. "Statements to the effect that the Chinese military takes part in Internet attacks are unprofessional and are not in accordance with the facts."Chinese Foreign Ministry spokesman Hong Lei did not directly address the claims, but when questioned on the report Tuesday, he said he doubted the evidence would withstand scrutiny."To make groundless accusations based on some rough material is neither responsible nor professional," Hong told reporters at a regularly scheduled news conference.Reiterating a standard China government response on hacking claims, Hong said China itself is a major victim of such crimes, including attacks originating in the United States."As of now, the cyberattacks and cybercrimes China has suffered are rising rapidly every year," Hong said.Mandiant's methodology used in the investigation was sound, said Massimo Cotrozzi, managing director of KCS Group, a London-based international cyber investigation consulting firm that was not involved in Mandiant's research."No one as yet has provided the world conclusive evidence of a link between the Chinese military and the attacks. This report is the nearest thing to conclusive evidence that I have seen," Cotrozzi said.Mandiant said its findings led it to alter the conclusion of a 2010 report it wrote on Chinese hacking, in which it said it was not possible to determine the extent of government knowledge of such activities."The details we have analyzed during hundreds of investigations convince us that the groups conducting these activities are based primarily in China and that the Chinese government is aware of them," the company said in a summary of its latest report.It said the hacking was traced to the 2nd Bureau of the People's Liberation Army General Staff's 3rd Department, most commonly known as unit 61398, in the Shanghai suburbs.News of the report spread Tuesday on the Chinese Internet, with many commentators calling it an excuse for the U.S. to impose greater restrictions to contain China's growing technological prowess.Graham Cluley, a British cybersecurity expert who was not involved in Mandiant's research, said people in the computer industry believe China's government is behind such attacks but have been unable to confirm the source."None of us would be very surprised or be uncomfortable saying we strongly suspect the Chinese authorities are involved in spying this way," said Cluley, a senior technology consultant for security firm Sophos in Britain."I think we are seeing a steady escalation" of sophistication in hacking, Cluley said. "This is really the new era of cybercrime. Report: Livni Will be Justice Minister

Prime Minister Binyamin Netanyahu, frustrated with the Bayit Yehudi and Yesh Atid parties, has reportedly once again turned to Hatnua chairwoman Tzipi Livni. Reports several weeks ago indicated that the two had been holding talks.Channel 10 News reported on Sunday that Livni’s party is probably the closest to joining Netanyahu’s coalition. The report indicated that Livni is in constant touch with the Likud Beytenu’s number 2, Avigdor Lieberman, and that understandings between the two parties are beginning to emerge.The report indicated that under the agreements reached, Livni will be appointed Justice Minister, a position she held during the government of former Prime Minister Ariel Sharon.She is also expected to be part of a small group of senior ministers where she will be allowed to play an influential role in the talks between Israel and the Palestinian Authority, reported Channel 10.Livni, whose newly formed party achieved just six seats in the election, has conditioned her entering the coalition on the resumption of peace negotiations with the PA. Netanyahu has repeatedly mentioned his intention to restart negotiations.Netanyahu’s turning to Livni is another direct result of his frustration over his failure to reach coalition agreements with the Bayit Yehudi and Yesh Atid, which have reportedly made a deal to enter the coalition together or not at all, in an apparent attempt by both parties to guarantee a coalition ally with similar goals.Sources in the Likud have questioned the motivation behind the deal, suggesting that Yesh Atid’s platform differs from Bayit Yehudi’s on key issues.Lapid, who insists on implementing a program that would see yeshiva students being drafted into the army, has imposed almost impossible preconditions on entering the government.On Thursday it was reported that Lapid is steadfast in his position against joining a coalition that includes Shas and United Torah Judaism, the Sephardic and Ashkenazi hareidi parties.In addition to talking to Livni, Netanyahu has also not yet given up on the possibility of the Labor party joining the coalition as well, Likud sources told Channel 10.The sources quoted Netanyahu as having said during a party meeting on Sunday morning that “everything is open and we are examining all the options” regarding the Labor party.Netanyahu has met with Labor chairwoman Shelly Yechimovich several times, the last time being on Friday, but Yechimovich has continuously insisted that she will not join a Netanyahu-led government because of his socio-economic policies.

With impending trips to the region by US President Barack Obama and Secretary of State John Kerry, the Palestinian Authority announced Sunday that two high-ranking officials would fly to Washington to update the administration about the PA’s stance regarding negotiations with Israel.Top Palestinian negotiator Saeb Erekat and Mohammed Eshtaya, a member of the PA’s negotiating team, will meet with Kerry, who took office earlier this month, and present him with the Palestinian conditions to resume negotiations with Israel: an end to construction in Jewish settlements, and the release of Palestinian prisoners from Israeli jails.Obama is scheduled to arrive in Israel on March 20 for a three-day work trip, during which he will meet with Prime Minister Benjamin Netanyahu and PA President Mahmoud Abbas to discuss regional matters, including stopping Iran’s nuclear program, the stalled peace process, and the situation in Syria.Earlier in February, Netanyahu’s special envoy to negotiations with the Palestinians, Yitzhak Molcho, and National Security Adviser Yaakov Amidror flew to Washington and met with administration officials to lay the groundwork for the trip. The world was stunned this week by Pope Benedict XVI's abrupt announcement that he is stepping down from the papacy on February 28. It has been 600 years since a pope has left office alive. Traditionally, he dies at his post.Pope Benedict cited failing strength as his reason for resigning. He said that the duties of the highest office in the Roman Catholic church demand strength of mind and body. Apparently he feels that both of these are rapidly declining in him..Of course, the pope's surprising announcement has enormous repercussions. Not only has it set in motion the top-secret, mysterious, and rigidly ceremonial machinery for choosing his successor, but it may set the stage for a struggle over the future direction of the Roman church.

Further, it may signal the start of the countdown to the end of the Church Age. Why do I say that? As you know, I believe and preach that there are no prophecies left to be fulfilled before Jesus Christ returns for His bride in the Rapture of the Church. There is nothing to prevent Him from calling us up to be with Him before I finish writing these words, or before you can read them. So why do I say Benedict's resignation may signal a countdown? Simply because an "extra-Biblical" prediction by a Catholic bishop almost nine centuries ago implied that the next pope will the last before the Roman Catholic church is destroyed. I call this an extra-Biblical prophecy because it is not included in the canon of scripture and I do not believe or suggest that it rises to the level of true Biblical prophecy. But that doesn't make it any less interesting. And it may further serve to impress upon us the lateness of the hour in which we live. I have discussed these predictions three times in the last four years. This week, I'm going to play for you a short clip from November, 2011, to acquaint you with "The Prophecy of the Popes." Here's how I described it then:

Almost 900 years ago, Pope Innocent II summoned Malachy O'Morgair, the Bishop of Armagh, in what is now Northern Ireland, to come to Rome. While there, this Bishop purportedly experienced a vision in which he saw the popes from that time until the end of the Roman Catholic church. He recorded his impression of each of the remaining 112 popes in a series of cryptic phrases.Today, Saint Malachy's vision is called "The Prophecy of the Popes." Written in 1139, it was rediscovered in the Vatican's archives in 1590, and first published in 1595.I do not believe Saint Malachy's predictions rise to the level of the Bible's prophecies in either their detail or accuracy. However, his predictions have been remarkable in their own way and bear relevance to the times in which we live.You see, Saint Malachy's prophecy seems to predict that the current pope, Benedict XVI, will be the next to last pope of the Roman church. After him will come a pope called Petrus Romanus, or Peter the Roman. Malachy appears to indicate that he will be the one who cooperates with the Antichrist, then will be turned upon and destroyed by the leader of the confederacy that rises out of the old Roman Empire.When you consider the fact that Benedict XVI is almost 86 and in declining health, the world might not have to wait very long to learn if Saint Malachy's final prediction comes true.
Obviously, when I wrote that description in 2011, I didn't consider the fact that Benedict might choose to step down rather than die in office. This week's announcement further heightens the intrigue surrounding Saint Malachy's predictions and the uncertainty facing the leadership of the Roman church. This week, I'm also going to discuss the role I see for the pope in the Bible's prophecies regarding the end-times. I believe he will be a major player in the rise of the Antichrist, a player whom the prophet says will meet a disastrous end. The question now is: Will the next pope -- who will be chosen in the coming few weeks -- be that man? Conclave's rituals, oaths and secrecy explained

VATICAN CITY (AP) — It's a ritual as rich in tradition and symbolism as the Catholic Church can muster: secret oaths, hypnotic Gregorian chants, scarlet-decked cardinals filing through the Sistine Chapel — all while the public outside in St. Peter's Square watches for white smoke or black to learn if it has a new pope.
Much of the ritual's current incarnation is the work of Archbishop Piero Marini.The Vatican's master of liturgical celebrations for two decades under Pope John Paul II, Marini organized the funeral rites for the late pontiff and the conclave that elected Pope Benedict XVI. He was by Cardinal Joseph Ratzinger's side minutes after the election when the new pope uttered the words "I accept" — officially launching his papacy on April 19, 2005."I still remember, with some emotion, the silence that there was — the participation of the cardinals," Marini recalled in an interview in his Vatican offices. "It was an event that had been prepared with great care."Next month's conclave to elect the 266th leader of the world's billion Catholics will have all the grand trappings of papal elections past — with the added twist that this time around the current pope is still alive.Benedict's resignation, the first papal abdication in 600 years, has caused chaos in the Vatican: Nobody knows for sure what he'll be called much less what he'll wear after Feb. 28. But one thing is clear: The rules and rituals to elect his successor will follow Marini's "bible" of how to run a conclave — a dense tome of footnoted decrees, floor-plans, directions and photos. The book will serve as a guide when 117 cardinals gather in the Sistine Chapel to elect Benedict's successor.The Vatican said Saturday that the Holy See in the coming days or weeks would publish an update to the main apostolic constitution that guides the papal transition with some ceremonial tweaks, perhaps taking into account the influence of Benedict's more tradition-minded master of liturgical ceremonies who replaced Marini in 2007. But the fundamentals will likely remain.The conclave begins with the cardinals in their red cassocks filing into the Sistine Chapel, chanting the monophonic Litany of Saints followed by another sacred song, Veni, Creator Spiritus, imploring the intervention of the saints and Holy Spirit as they take their places before Michelangelo's "Last Judgment."
The cardinals place their hand on the Gospel and promise to observe absolute secrecy both during and after the conclave, and to "never lend support or favor to any interference, opposition or any other form of intervention ... in the election of the Roman Pontiff."While the Vatican is notoriously obsessed with secrecy, there are actually good historical reasons why conclave proceedings are kept quiet and why cardinals promise to vote independently, said Monsignor Robert Wister, professor of church history at Seton Hall University in New Jersey.Up until the early 20th century, papal elections could be vetoed by the kings of France, Spain or the Holy Roman Emperor, Wister noted. The power was rarely invoked but was used in the 1903 conclave to replace Pope Leo XII. Leo's No. 2, the Vatican's secretary of state, was in the lead when his election was blocked by Austrian Emperor Francis Joseph.The eventual winner, Giuseppe Melchiorre Sarto, took the name Pius X — and promptly abolished the veto power. Still, the memory of outside intervention has continued to weigh over the College of Cardinals, leading them to be sequestered until they have a pope.Now they have a Vatican hotel to stay in while not voting, but are forbidden from having any contact with the outside world: no phones, no newspapers, no tweeting."There is that fear," Wister said. "Going back previous centuries, kings did interfere, sometimes with an army."Secrecy under penalty of excommunication also ensures that the winner doesn't know who among his cardinals voted against him — an important element going forward to keep the church's top leadership unified."It's not the Renaissance where he'd be poisoned, but it's a matter of human respect," Wister said.Once the final oath is taken, the master of liturgical ceremonies gives the order "Extra omnes" (everyone out) and all those not taking part in the conclave leave the frescoed walls of the chapel.An elderly cardinal, over age 80 and thus ineligible to participate, remains and reads a meditation about the qualities a pope should have and the challenges facing the church, after which he and the master of ceremonies leave the cardinals to begin voting.
On Day 1, only one round of balloting is taken; after that cardinals cast two votes in the morning, two in the afternoon until they have a victor. A two-thirds majority is necessary.Each cardinal writes his choice on a paper inscribed with the words "Eligo in summen pontificem," or "I elect as Supreme Pontiff." They approach the altar one by one and say: "I call as my witness, Christ the Lord who will be my judge, that my vote is given to the one who, before God, I think should be elected."The folded ballot is placed on a round plate and slid into an oval urn. After the votes are counted and the outcomes announced, the papers are bound together with a needle and thread, each ballot pierced through the word "Eligo." Then they are burned with a chemical to send black smoke (meaning no) or white (meaning yes) out of the Sistine Chapel's chimney.
On April 19, 2005, a stunned Ratzinger accepted the charge and was brought into a side room to change into the white vestments of the papacy. Off came the scarlet cassock; underneath was the simpler black clerical garb of a cardinal."Naturally the pope couldn't change completely at that moment, so he went out with those black sleeves — we could see his sweater!" Marini recalled. "But even that was a human gesture of how he was dressed as a cardinal."Marini accompanied Ratzinger out onto the loggia of the basilica overlooking St. Peter's Square where a cardinal announced "Habemus Papam" (We have a pope) to the thousands of people below. The cardinal announced Ratzinger's name in Latin, and then Benedict uttered his first public words as pope, saying he was but a "simple, humble worker in the vineyard of the Lord."
Marini noted that that first encounter of the new pope with his flock traces its history to the ancient tradition that the bishop of Rome is elected by the people."This appearance by the pope on the balcony, the applause and cheers of joy that erupt when he comes out," he said, "in some way represents the Roman people accepting their pope."It's one of the potent symbols of a tradition-drenched conclave."A religion relies on its customs and practices," said Monsignor Kevin Irwin, former dean of theology at Catholic University of America and professor of liturgy. Twelve to watch as cardinals gather in Rome

VATICAN CITY (CNS) -- Wherever journalists and bookmakers may be getting the names on their lists of top candidates for the next pope, it's not from the cardinals who will actually vote in the election. Both custom and canon law forbid the cardinals to discuss the matter in such detail with outsiders.

Moreover, the true "papabili" -- literally, pope-ables -- are likely to emerge only after all the worlds' cardinals -- not just the 117 who will be under 80 and eligible to vote -- begin meeting at the Vatican in the coming days.

One thing is already clear, however: because of their experience and the esteem they enjoy among their peers, certain cardinals are likely to serve as trusted advisers to the rest in the discussions and election.

Here, in alphabetical order, are 12 cardinals expected to have a major voice in the deliberations:

-- Conventional wisdom has long held that the cardinals will never elect an American pope, lest the leadership of the church appear to be linked with the United States' economic and geopolitical dominance. But the extroverted and jocular Cardinal Timothy M. Dolan, 63, charmed and impressed many in the College of Cardinals in February 2012 when he delivered the main presentation at a meeting Pope Benedict XVI had called to discuss the new evangelization. The pope himself praised the New York archbishop's presentation on how to revive the faith in increasingly secular societies as "enthusiastic, joyful and profound."

-- Although not a familiar name in the press, Hungarian Cardinal Peter Erdo of Esztergom-Budapest, 60, is a major figure among his peers in Europe, the church's traditional heartland and the region of more than half the cardinal electors. He was elected to a second five-year term as president of the Council of European Episcopal Conferences in 2011.

-- Canadian Cardinal Marc Ouellet, 68, is a member of the Society of St. Sulpice, whose members are, strictly speaking, diocesan priests but which is normally considered a religious order. Hence he is one of only 19 members of religious orders among the cardinal electors, who are overwhelmingly diocesan clergy. He is prefect of the Congregation for Bishops, which coordinates the nomination of bishops in Latin-rite dioceses around the world, so his work has brought him into frequent contact with most of his fellow cardinal-electors. As president of the Pontifical Commission for Latin America, he is well acquainted with one of the church's largest and fastest-growing regions. The former archbishop of Quebec, who taught at the John Paul II Institute at Rome's Pontifical Lateran University, is also a well-respected theologian.

-- Italian Cardinal Gianfranco Ravasi, 70, president of the Pontifical Council for Culture, was the prelate chosen by Pope Benedict to lead his 2013 Lenten retreat, which will make him a prominent voice at the Vatican in the run-up to the election. The cardinal, a scholar with little direct pastoral experience, has been leading the universal church's efforts to develop a non-confrontational dialogue with non-believers, trying to make Christianity intelligible to the modern mind and build a reason-based consensus on key moral issues.

As the church in Austria has struggled with declining attendance and calls for change in some of its most basic disciplines, Cardinal Schonborn's response has received increasing attention, with some praising his prudence and pastoral sensitivity, and others calling for more decisive action.

-- Italian Cardinal Angelo Scola, 71, is the archbishop of Milan, the archdiocese led by both Popes Pius XI and Paul VI when they were elected. He previously served as patriarch of Venice, once the see of Blessed John XXIII. He aroused controversy in 2011 with a proposal for a "world central bank" to regulate the global financial industry, and then in October 2012 when he showed bishops at the Vatican a video warning about the growth of Muslim populations in Europe.

VATICAN CITY—Pope Benedict XVI began a week-long spiritual retreat out of the public eye on Monday ahead of his resignation, with the cardinal leading the prayers saying he hoped they would be an “oasis”.The pope will remain in the Vatican with some of his closest aides for the traditional pre-Easter retreat and will only take a short break each day to meet with his secretary Georg Gaenswein to deal with urgent Church matters.He will be praying together with the Roman Curia — effectively the government of the Catholic Church — in a private chapel in his residence.The Vatican’s culture minister, Cardinal Gianfranco Ravasi — seen as a possible long-shot candidate for the papacy — has been selected to lead the retreat this year and has written 17 spiritual “meditations” for the week.“After the storm, my task will be to create a moment of oasis,” Ravasi said in an interview with Vatican radio before the beginning of the retreat.“The pope wanted it himself and he did not cancel. This moment of silence, this white space, really has the sense of passing to the new horizon towards which the pope is moving and in which we too will have to live,” he added.After the retreat, the outgoing pope will receive Italian President Giorgio Napolitano on February 23, celebrate his final Sunday prayer on February 24, and hold a last audience before tens of thousands of faithful on February 27.Benedict will formally step down as pope on February 28 at 1900 GMT.
Vatican radio has said it will be making available one of Ravasi’s prayers per day as a podcast so that Catholic faithful can pray along with the pope.In the first prayer late on Sunday, extracts of which were broadcast by the Vatican, Ravasi compared the pope to the Biblical figure of Moses who prayed for the Israelites on a mountain while battles raged in the valley below.“This image represents the main function, your function, for the Church, that is of intercession,” Ravasi said.“We will remain in the valley… where there is dust, where there is fear, terror, nightmares but also hope, where you have been for these past eight years with us,” he said.“From now on, however, we will know that on the mountain there is your intercession for us,” he added.Ravasi said the spiritual retreat would “liberate the soul from the dust of things, from the mud of sin, from the sand of banality, from the nettles of chatter which, especially in these days, are constantly in our ears.”

The conclave to choose Pope Benedict's successor could start earlier than expected, giving the Roman Catholic Church a new leader by mid March, the Vatican said on Saturday.Less than two weeks away from a historic papal resignation, the Vatican also stressed again that the pope was not abandoning the Church in times of difficulties and urged the faithful to trust in God and in the next pope.Five days after Benedict announced his resignation in Latin to a small group of cardinals, the Vatican was still in a state of spiritual and bureaucratic shock, groping for ways to deal with a situation without precedent for at least six centuries.
Some 117 cardinals under the age of 80 will be eligible to enter the secretive conclave to elect Benedict's successor. Church rules say the conclave has to start between 15 to 20 days after the papacy becomes vacant, which it will on Feb. 28.

The Vatican has been at pains to stress that the pope was leaving exclusively because of diminishing spiritual and physical forces and that the pontiff was certain it was the right thing to do and would not hurt the Church.
"Benedict is not abandoning us in times of difficulty," Lombardi said in his weekly editorial for Vatican Radio. "With confidence, he is inviting the Church to trust in the Spirit and in a new successor of St. Peter."
Deteriorating Health
Benedict's papacy was rocked by crises over sex abuse of children by priests in Europe and the U.S., most of which preceded his time in office but came to light during it.His reign also saw Muslim anger after he compared Islam to violence. Jews were upset over his rehabilitation of a Holocaust denier. During a scandal over the Church's business dealings, his butler was convicted of leaking his private papers.Meanwhile, new details emerged on Saturday about the state of Benedict's health in the months before his shock decision.
Peter Seewald, a German journalist who wrote a book with the pope in 2010 in which Benedict first floated the possibility of resigning, visited him again about 10 weeks ago and asked what else could be expected from his papacy.According to excepts published in the German magazine Focus, the pope answered: "From me? Not much from me. I'm an old man and the strength is ebbing. I think what I've done is enough."
Asked if he was considering resigning, the pope said: "That depends on how much my physical strength will force me to that."Seewald said he was alarmed about the pope's health."His hearing had deteriorated. He couldn't see with his left eye. His body had become so thin that the tailors had difficulty in keeping up with newly fitted clothes. ... I'd never seen him so exhausted-looking, so worn down."Keeping to his schedule, Benedict met a group of Italian bishops and Guatemala's president on Saturday morning and in the afternoon was receiving caretaker Italian Prime Minister Mario Monti in a farewell audience.Monti, a devout Catholic, is leading a centrist coalition in next week's elections but the Vatican says the farewell meeting has nothing to do with the vote.On Sunday, the pope will hold his customary noon blessing from his window overlooking St Peter's Square before going into a previously scheduled, week-long Lenten spiritual retreat. He will emerge from that on Feb. 23.He will then say one more Sunday noon prayer on Feb. 24, hold a final general audience on Feb. 27. The next day he will take a helicopter to the papal summer retreat at Castel Gandolfo, south of Rome, flying into the history books.Vatican officials said he would stay there for the two months or so needed to restore the convent inside the Vatican where he will live out his remaining years.

Israel will maintain close tabs on its border with Syria and only let people to cross in "exceptional circumstances," Prime Minister Binyamin Netanyahu said Sunday.The comments were made a day after seven Syrians who were wounded in the ongoing Syrian civil war were let in to Israel and were taken to the Ziv Hospital in Tzfat to receive medical treatment."We will continue to watch over the border and prevent anyone from crossing it and entering Israel, except in a few isolated and exceptional circumstances -- each of which will be weighed on its own merit," Netanyahu told his outgoing cabinet during its weekly meeting.
One of the seven wounded Syrians was in critical condition while the other six were moderately wounded, a spokesman for the Ziv Hospital told AFP on Sunday, saying all of them had been operated on.Neither the IDF nor the hospital would provide details on the nature of the injuries, or whether they were members of the Syrian military or the opposition forces.Netanyahu said the tensions along Israel's frontier with Syria would be a key element of his talks with U.S. President Barack Obama when he makes his first visit to Israel as president next month.Top Defense Ministry official Amos Gilad indicated on Sunday that the seven Syrians “asked for humanitarian aid and Israel extended its assistance.”Syrian activists have confirmed clashes in the Quneitra region, situated on the ceasefire line between Israel and Syria, in the Golan Heights. Syrian opposition sources said rebels captured a military police position at Han Arnabeh, located northeast of Quneitra, not far from the Israeli border.The ongoing civil war in Syria has spilled over several times into Israel from the Golan Heights. The incidents have included mortar shells landing in the religious Zionist town of Alonei Habashan, which is less than a kilometer from the border, as well as IDF vehicles being hit by bullets fired from Syrian territory into Israel during the fighting between the sides.As a result of the spillover, the IDF changed the rules of engagement along the Syrian border.Jewish Home MK Yoni Chetboun said on Sunday that Israel cannot, and must not, be the “shelter of last resort for the suffering masses of the Middle East.”In a letter to the Knesset’s Foreign Affairs and Defense Committee, MK Chetboun wrote, “Humanitarian aid is important, but Israel is not and cannot be the shelter for all those suffering in this region.”
While Vice Prime Minister Moshe Ya'alon said that the incident was not a precedent, and that Israel had no plans to intervene in any way in the conflict in Syria, Chetboun wrote that when word gets out of the incident, Israel shouldn't be surprised if it is inundated with requests by tens of thousands of refugees for assistance. Based on Israel's experience at the southern border – with infiltration by African refugees finally under control after much effort – a policy must be developed for refugees on the northern border, whom he believes will try to enter Israel.

Iran confiscates Buddha statues from shops

TEHRAN, Iran (AP) — Buddha statues have joined Barbie dolls and characters from "The Simpsons" TV cartoon as banned items in the conservative Muslim nation.Authorities are confiscating Buddha statues from shops in the Iranian capital, Tehran, to stop the promotion of Buddhism in the country, according to a report Sunday in the independent Arman daily.Iran has long fought against items, such as Barbie toys, to defuse Western influence, but this appears to be the first time that Iranian authorities are showing an opposition to symbols from the East.The newspaper quoted Saeed Jaberi Ansari, an official for the protection of Iran's cultural heritage, as calling the Buddha statues symbols of "cultural invasion." He said authorities will not permit a specific belief to be promoted through such items. Ansari did not say how many Buddhas had been seized, but that the "cleansing" would continue.Some Iranians buy Buddha's statues to decorate their homes and cars. Most are made in China and come from Iranian free-trade zones in the Persian Gulf."As I understand, none of customers cared about Buddhism, they only bought it for decoration," said Reza Sanaei, a shopkeeper who sells the statues.A customer, Marjan Arbabi, said she personally did not like the statues. "But my parents have set of five Buddah's statues at their home simply because they think the statues are beautiful," she said.Under the constitution, Christian and Jewish beliefs as well as Zoroastrianism are recognized beside Islam, the official religion of the country.
