Israel could destroy Iran’s electric network with a specially designed electromagnetic bomb in the event of a military conflict between the countries, The Sunday Times reported on Sunday.An electromagnetic bomb of this sort would be detonated above the ground, creating an electromagnetic pulse that would “disrupt all the technological devices working on the ground,” an American expert was quoted as saying to the London paper.The use of the new technology by Israel was brought up in discussions regarding a possible attack on Tehran’s nuclear facilities, the report claimed. Such a move would send Iran “back to the stone age,” the British paper said.This kind of bomb would operate based on the nonlethal technology of gamma rays, the report explained. The outburst of energy would “fry” electric devices and currents around the source of the explosion.

But the YouTube video recently posted by Uriminzokkiri, North Korea's official website, quickly takes a more sinister turn as the man's dream continues into the realms of Stalinist fantasy.Within seconds he is aboard a space shuttle, launched into orbit by the same type of rocket the North successfully launched in December. The shuttle orbits Earth, at one point passing over a jubilant and reunified Korean peninsula, before the focus switches to an unidentified city draped in the Stars and Stripes.What appear to be missiles rain down on the city, setting fire to high-rise buildings in scenes reminiscent of the 9/11 terrorist attacks on New York."Somewhere in the United States, black clouds of smoke are billowing," the Korean-language caption says. “The period of the Zionists is over,” Iranian President Mahmoud Ahmadinejad said on Monday, in his latest attack on Israel.Speaking to the Beirut-based Al Mayadeen television network, which is affiliated with the Hizbullah terror group, Ahmadinejad said, “They (the Zionists) should give their place to others.”He added, “I hope to pray in Jerusalem after its full liberation. Gaza is my stop before Jerusalem. If they let me, I will visit Gaza.”The Iranian president claimed that the alleged Israeli attack last week in Syria was proof of Israel's "weakness" and that Syria was unable to retaliate due to the ongoing conflict.“We were hoping for different circumstances in Syria, that way it could have defended itself," Ahmadinejad told Al Mayadeen.
The Iranian president also said that "war is not a solution" in Syria and called on the government in Damascus and the opposition to engage in talks.Asked if Syrian President Bashar al-Assad should quit, Ahmadinejad replied, "I think it is up to the Syrian people to determine who should stay and who should go."
Ahmadinejad, who is due to visit Egypt this week and meet President Mohammed Morsi, was asked in the interview about talks with Egypt regarding the Palestinian Authority Arabs, to which he replied, “If we agree on the liberation of Palestine, it will undoubtedly happen.”"Egypt and Iran can change the equation in favor of the Palestinian people. We want the hopes and aspirations of the Palestinian people to be fulfilled,” he said. “We support the Palestinian people whatever it takes.”"We do not differentiate between groups and interact with everyone," Ahmadinejad said, referring to the ongoing infighting between rival groups Fatah and Hamas. "Assistance to Palestine is one of the main strategies of the Islamic revolution. How can we help and assist? The Palestinian people will determine that.”The latest anti-Israel remarks by the Iranian president come a week after he called on all Muslims to mobilize their resources to uproot Zionism.He made the remarks in his speech to the 26th international conference on Islamic Unity, saying that the prime goal of the Muslims should be terminating the issue of Zionism.“Under the circumstances that the corrupt, uncultured and murderous Zionists are occupying and killing oppressed people, we should not sit idly by,” Ahmadinejad said.

A Turkish politician has accused Israel and Turkey of collaborating with one another to allow Israel to carry out an alleged attack on Syrian territory last week.A report Monday in the official Syrian SANA news agency quoted the Vice Chairman of the Turkish Labor Party, Bulent Esinoglu, as having said that the government of the Justice and Development Party (JDP) led by Prime Minister Recep Tayyip Erdogan cooperated with Israel in its attack in Damascus last Wednesday.The Syrian news agency quoted an article published on the Turkish Ulusal Bakis website, in which Esinoglu pointed out that a visit by U.S. and German senators with Turkish President Abdullah Gul before the alleged Israeli attack indicates that the Turkish Government was aware of the attack in advance.The senators, noted Esinoglu, headed to Israel after their visit in Turkey, also an indication that the attack was planned by both countries, according to him.
Esinoglu blamed Turkish Foreign Minister Ahmet Davutoglu of turning a blind eye to what happened and working to mislead the public opinion, SANA reported.Statements from Turkish officials have indicated the opposite, however. On Saturday, Davutoglu attacked the Syrian government for failing to respond to the Israeli airstrike, claiming that the Syrian stance raises suspicions that there is a secret deal between the two countries.“Why has the Syrian army, which has been attacking its own people with warplanes and tanks for 22 months, not responded to this Israeli operation?” Davutoglu was quoted as having asked when speaking to a group of journalists.“Why doesn't [Bashar al-Assad] throw a stone at the Israeli planes while they fly over his palace and insult his nation's honor? Why doesn't he do anything against Israel while he drops bombs on the innocent people of his country? Is there a secret agreement between Israel and Assad?” he added.On Sunday, Erdogan also lashed out at Israel over the attack, accusing the Jewish State of waging "state terrorism"."Those who have been treating Israel like a spoilt child should expect anything from them, at any time," Erdogan said."As I say time and again, Israel has a mentality of waging state terrorism. Right now, there is no telling what it might do and where it might do it," he told reporters."We cannot regard a violation of air space as acceptable. What Israel does is completely against international law... it is beyond condemnation," Erdogan said.Just several months ago, the Turkish army attacked several targets in Syria after a mortar shell fired from Syria exploded on Turkish territory and killed five people.The Turkish parliament later authorized cross-border military action into Syria, if deemed necessary by the government.
Last Wednesday's air strike, allegedly carried out by Israel, targeted surface-to-air missiles and an adjacent military complex believed to house chemical agents, according to a U.S. official, who spoke on condition of anonymity.Israel has not commented on the attack, and has not officially confirmed its involvement, although Defense Minister Ehud Barak earlier Sunday hinted at the possibility that Israel did carry out the attack.

Iran’s nuclear standoff reaching tipping point

Ahead of another round of talks, neither Tehran nor world powers show any sign of backing down

VIENNA (AP) — Judging by its expanding nuclear program, harsh sanctions against Iran have done little but impose hardship on its people, while diplomacy has also failed to slow the Islamic Republic’s atomic progress. And while more talks are planned for later this month, there is a growing sense that the nuclear standoff between Iran and the international community is reaching a tipping point.Iran can theoretically back down. But because it insists that all of its nuclear work is peaceful and protected by international law it is unlikely to go further than repeating its top leader’s religious edicts against nuclear weapons in pushing for an end to sanctions. That in turn will lead to another negotiating failure — and mounting pressure for military intervention to prevent Tehran from becoming a threshold nuclear weapons power.Each side wants what the other is bringing to the table at the planned Feb. 25 talks in Kazakhstan. The problem is that both want the other to blink first.For the P5 +1 — the five permanent U.N. Security Council members plus Germany — the onus is on Iran. They want Tehran to stop enriching uranium to 20 percent — a grade that is only a technical step away from the level used to arm nuclear warheads. Then, they want it to transfer its 20-percent stockpile out of the country. They also demand that Iran shut down Fordo — the bomb-resistant underground bunker where Iran is enriching uranium to 20 percent. Only then are they ready to discuss sanctions relief on Iranian oil and financial transactions.But Iran insists it is enriching only to make reactor fuel and for scientific and medical programs — a right that all nations have. It denies any interest in nuclear weapons, considers Security Council demands that it stop enrichment invalid, and U.N. and other sanctions illegal. Tehran wants a promise that non-U.N. sanctions at least will be lifted if it makes even the smallest commitments on uranium enrichment.Demands and counter-demands have shifted since the talks began in 2003 between Iran and Britain, France and Germany, later expanded to include the United States, Russia and China. But one constant remains: failure not only to reach a breakthrough but even to make substantive progress.Neither side is known to be bringing new proposals beyond what was in play the last time they met, in June in Moscow. Success seems even more elusive thanks to Iran’s recent announcement that it would speed up the pace of its uranium enrichment, and with planned new U.S. sanctions to take effect Wednesday.“The situation has changed for the worse for both sides since last summer,” says Mark Fitzpatrick, a non-proliferation expert and former senior official at the U.S. State Department. With further enriching, Iran already has enough material for several nuclear weapons, and Fitzpatrick says that since the Moscow talks, Iran has produced enough additional low-enriched uranium to produce an additional weapon with further enrichment. As for Tehran, “the sanctions bite has gotten worse” since the two sides last met.

Even ahead of the new U.S. penalties, Iran’s revenues from oil and gas exports are now down by 45 percent from normal levels. That, and severe restrictions on its ability to access international banking networks led the rial, Iran’s currency, to lose 45 percent of its value last year. Over three years, it is 350 percent down.

But Iran shows no sign of budging, and Israel’s threat to hit Tehran’s nuclear targets if negotiations fail stands, as does the possibility that such a move would draw the United States into the conflict. Iran could enrich uranium to arm one weapon within half a year even though analysts say it would take years longer for it to actually create a full working nuclear weapon.That is a longer time line than Israel accepts. But independently of Israel, President Barack Obama may not have more than a year or two to decide whether Iran has embarked on making nuclear weapons or whether it has only reached the ability to do so. If it’s the latter, he has to judge whether Iran is content to stay on the nuclear threshold and if America can tolerate that status.

For diplomacy to succeed, “both sides need to move with greater urgency and flexibility toward a lasting solution,” says Daryl Kimball, executive director of the Arms Control Association. “Iran apparently does not yet have the necessary ingredients for an effective nuclear arsenal, but its capabilities are improving. ”

An Iran with the capability to make the bomb might choose not to do so. Iran could be shaping its nuclear ambitions after Japan, which has the full scope of nuclear technology — including the presumed ability to produce warhead-grade material — but has stopped short of actually producing a weapon. It creates, in effect, a de facto nuclear power with all the parts but just not pieced together.In that light, Supreme Leader Ayatollah Ali Khamenei’s recent repetition of his fatwa, a proclamation that nuclear weapons are banned by Islam, could be another way of stating Iran’s nuclear goals — ready to assemble weapons but doing so only if threatened.Israeli Prime Minister Benjamin Netanyahu has vowed that he would not allow the Islamic Republic to reach that level of weapons capability. But he is unlikely to attack without U.S. military backing — and he and Obama may have different interpretations of when such action may be needed.“Our policy toward Iran’s nuclear program has been defined by Obama’s red lines, not Netanyahu’s, meaning that the U.S. isn’t likely to use military force unless and until it’s clear that Iran is taking active steps to weaponize its program,” says Karim Sadjadpour, an Iran specialist at the Carnegie Endowment for International Peace.

Iran’s Ahmadinejad to visit Egypt this week

Trip is first jaunt to Cairo by any Iranian leader in decades; president says he will visit Jerusalem once it is liberated

Egypt’s foreign minister says Iran’s President Mahmoud Ahmadinejad will visit Cairo this week, marking the first visit to Egypt by an Iranian leader in decades.Even so, Mohammed Kamel Amr described Ahmadinejad’s visit as routine, since he will be attending a summit of the Organization of Islamic Conference in Cairo.Iran and Egypt, both regional heavyweights, once had strong ties. Diplomatic relations deteriorated after the 1979 Islamic Revolution in Iran and Egypt’s peace treaty with Israel. Relations remained cold until Egypt’s 2011 uprising.Officials in Cairo did not say Monday whether the Iranian leader would meet Egyptian President Mohammed Morsi during his visit. Morsi is from the fundamentalist Muslim Brotherhood.

According to Reuters, Ahmedinejad, who rules as part of a Shiite theocracy, will meet with a top Sunni Muslim cleric at al-Azhar University as part of his trip.Speaking to Iran’s Al Meyadeen TV Monday night, the Iranian leader said he would also visit Jerusalem to pray there, once it is completely liberated, Israel’s Channel 10 news reported. Ahmadinejad said he also hoped to visit the Gaza Strip.He also said Israel’s recent air strike on Syria was a sign of weakness, saying that if there will be a war, Iran will support Damascus.Iran is seen as one of Syria’s staunchest backers, though it reportedly refused to retaliate against Israel for a reported strike against military targets in Syria last week.Iranian officials have threatened to hit back at Israel for the strike, which Israel has not admitted to, and to back up Syria in any confrontation with the West.Though Egypt and Iran are not especially friendly, Ahmadinejad’s trip to Egypt could signal a thaw in relations.Egypt does not have an embassy in Tehran, and bilateral relations were severed in 1980 following the Islamic revolution and Egypt’s signing of the Camp David Accords with Israel.However, there have been signs of closer ties since deposed Egyptian leader Hosni Mubarak’s rule gave way to a more Islamist government in Cairo in 2011.In 2012, Iran dispatched its first diplomat to the Egyptian capital in three decades. That summer, Morsi traveled to Tehran to deliver an address to a major meeting of the UN’s Non-Aligned Movement, though he ruffled some feathers by criticizing Syria. Memo sets rationale to kill Qaida-linked citizens

WASHINGTON (AP) — An internal Justice Department memo says it is legal for the government to kill U.S. citizens abroad if it believes they are senior al-Qaida leaders continually engaged in operations aimed at killing Americans.The document provides a legal rationale behind the Obama administration's use of drone strikes against al-Qaida suspects.The 16-page document says it is lawful to target al-Qaida linked U.S. citizens if they pose an "imminent" threat of violent attack against Americans, and that delaying action against such people would create an unacceptably high risk. Such circumstances may necessitate expanding the concept of imminent threat, the memo says."The threat posed by al-Qaida and its associated forces demands a broader concept of imminence in judging when a person continually planning terror attacks presents an imminent threat," the document added.A September 2011 drone strike in Yemen killed Anwar al-Awlaki and Samir Khan, both U.S. citizens.The memo does not require the U.S. to have information about a specific imminent attack against the U.S. But it does require that capture of a terrorist suspect not be feasible and that any such lethal operation by the United States targeting a person comply with fundamental law-of-war principles."A decision maker determining whether an al-Qaida operational leader presents an imminent threat of violent attack against the United States must take into account that certain members of Al-Qaida ... are continually plotting attacks against the United States" and that "al-Qaida would engage in such attacks regularly to the extent it were able to do so," says the document, which was reported by NBC.The document also says that a decision maker must take into account that "the U.S. government may not be aware of all al-Qaida plots as they are developing and thus cannot be confident that none is about to occur; and that ... the nation may have a limited window of opportunity within which to strike in a manner that both has a high likelihood of success and reduces the probability of American casualties."With this understanding, the document added, a high-level official could conclude, for example, that an individual poses an imminent threat of violent attack against the United States where he is an operational leader of al-Qaida or an associated force and is personally and continually involved in planning terrorist attacks against the United States.The American Civil Liberties Union said the document is "profoundly disturbing.""It's hard to believe that it was produced in a democracy built on a system of checks and balances," the ACLU said.The document says that the use of lethal force would not violate the Fourth Amendment of the Constitution when a targeted person is an operational leader of an enemy force and an informed, high-level government official has determined that he poses an imminent threat of violent attack against the U.S.The document said the courts have no role to play in the matter."Under the circumstances described in this paper, there exists no appropriate judicial forum to evaluate these constitutional considerations. It is well established that 'matters intimately related to foreign policy, and national security are rarely proper subjects for judicial intervention,'" the white paper said.

A historical agreement has been signed between Israel and the Vatican, ending a 20 year dispute. Israel has granted the pope an official seat in the room where the Last Supper is believed to have taken place, on Mount Zion in Jerusalem.

Israel did not give up its control over the room, as the Vatican had demanded, but Israel did decide to allow Vatican representatives a special modicum of control over the site.

An additional caveat of the agreement is a tax exemption that Israel will grant to all of the Vatican's institutions in Israel.

Deputy Foreign Minister Danny Ayalon and Monsignor Ettore Balestrero, Undersecretary of the Holy See for the Relations with States, sealed the deal on Tuesday. It will be signed in June at the Vatican.

On Tuesday, Ayalon said that this is a historic achievement and a symbol that will encourage tourism.

BOLOGNA - When the UN appointed Romano Prodi as its special envoy to Sahel in October last year, the hot, dusty Republic of Mali in south-west Sahara was rarely in the news.But a severe crisis was already brewing, with thousands of heavily-armed jihadists and separatists creating new strongholds in the north of the vast country."When I discussed the situation with [UN secretary general] Ban Ki-moon - it was very clear that this was the flash-point. He asked me to take an interest in this area because the situation was worsening day by day," Prodi told EUobserver in an interview last week.He said he was as surprised as anybody when the situation escalated into open war overnight, however.The former president of the European Commission was in Mali on 10 January when rebel forces surged toward the capital and France reacted by launching air strikes in the start of a large-scale campaign."I was in Bamako. I was talking with the [Malian] leaders, both with the military chief and the President of the republic and the Prime Minister. At 1pm, in the first meeting, it was a normal meeting in which everybody was saying the situation was quiet, preparing the future, talking about elections, talking about governance ... Then I met the President of the republic at 4.30pm and I found myself in an unbelievable situation. His diplomatic advisor took me into a corner and said: 'Look. You know what happened in the last two hours? Our army fell into complete disarray, so there will be a French reaction as an absolutely immediate consequence'," Prodi recalled.
"Three hours later the [French] decision was taken and I don't think anybody [at UN-level or EU-level] was consulted," he added.He said it is unclear why the rebels suddenly moved south."Probably because they found some unity after months of division. Probably because they did not foresee such a reaction. But I can testify that everybody was taken by surprise. On the military side in Mali, they were just resting and talking quietly and drinking tea," he noted.He also said the French action had unanimous UN backing despite its unilateral nature.In December, the UN Security Council adopted a resolution to send an African-led mission of 3,300 soldiers to Mali to spearhead the fight against rebels.But Prodi said France took on the job due to the scarcity of local resources."These [Mali's neighbours] are the poorest countries in the world. If you look at the list of countries, you find that almost all of them are among the last 10 [in terms of global wealth rankings]. So, look, their theoretical engagement is very strong, but they need help," he noted.He said the Mali conflict has implications far beyond the "borderless" state."There are no borders. The weapons fly around. They went from Libya to Mali. The refugees did not only go to the southern part of Mali, they went to all the countries round about. And this is why Ban Ki-Moon didn't ask me to deal with Mali, he asked me to deal with Sahel," Prodi noted.Looking back to the UN discussion, he said the strength of the international consensus is "unique.""There was no such agreement on Iraq. There was no agreement on Afghanistan or on Syria. But in this case, there was a unique agreement. Do we want north Africa to become a terrorist-controlled area or do we want to co-operate in order to prepare for future development and to avoid leaving this as an empty space?" Prodi noted."This is my job now, to try to create that [development]," he added.
Since leaving his post as European Commission chief in 2005, the twice Italian prime minister has devoted a lot of time to Africa.In his home town of Bologna in north Italy, Prodi in 2012 set up the Foundation of World Wide Co-operation, an NGO which promotes joint EU-US-Asian work on peace and good governance in troubled regions."I start from the point that everybody is frightened by terrorism, everybody thinks that to have an empty space in this area [north Africa] would be a tragedy for all of us. And I try to exploit this fear for the good ... to try to establish a forum where everybody comes on board. Is it a dream? Well, maybe. If the Germans pay for a hospital, they will put the German flag on it. This way there would be competition, quick action and a clear idea of the engagement," he explained.Looking back to his experience of EU foreign policy in his time as EU commission chief, Prodi said the Union's current accord on what to do about Sahel is unprecedented.
"I can say it’s a miracle that all the 27 member states agree. I never before found such a level of agreement. This is different from Libya. This is different from any other case we had before," he noted.He urged the EU to look beyond its immediate action of sending a military training force to Mali later this month, however.
"I do hope that the same interest will be given for the future development of Sahel," he said.

France and Germany cast doubt on EU budget deal

BERLIN - The leaders of France and Germany have downplayed expectations that a deal will be reached this week on the EU budget for 2014-2020."We will do everything to find an agreement at the next summit, but conditions are not there yet," French President Francois Hollande told reporters on Sunday (3 February) alongside Italian Prime Minister Mario Monti.Monti, who visited Paris after a stop in Berlin earlier in the week, repeated his calls for a "fairer" deal, as his country is paying more into the common pot without having rebates like other big donors such as the UK or Germany.Hollande's pessimism came just one day after German Chancellor Angela Merkel also cast doubt whether the bloc's 27 leaders will be able to agree on the €1 trillion budget on Thursday and Friday."We can not say yet if the talks will be successful, I only know they will be very difficult. But they are worth the effort," Merkel said in her weekly address.She explained that the EU budget was important in order to make national budgets and recovery programmes more predictable.
A first attempt to reach a deal failed in November as the group of those advocating for cuts - including Germany - and the ones wanting more money were too far apart."We will do everything to reach a deal. Germany has of course its own interests, as the largest contributor, we want to see the funds used in a way that improves the competitiveness and performance of the EU. The measure for this competitiveness should be the best ones, because we need to keep up with others in the global world," Merkel said."Many think the EU is an expensive thing. Report: Region's Armies All on High Alert

The armies of Syria, Lebanon and Jordan are all on high alert, a report in a Lebanese newspaper said Sunday. The report in Ad-Diar said that the alerts were due to Israel's attack on a Syrian missile transport and, according to Syrian claims, an attack on a sensitive Syrian military installation.The report said that the Syrian army has instructed its units to break up into smaller groups, “similar to what Hizbullah has done in south Lebanon.” The strategy is designed to protect troops in the wake of another possible Israeli attack, the report said.The report added that Syrian troops had joined Hizbullah terrorists in several areas of south Lebanon. According to the report, the Syrian and Hizbullah forces were stationed very close to the Israeli border, in the area of Har Dov (also known as “Sheba Farms”). The Lebanese and Jordanian armies are also on high alert over the possibility of a clash between Israel and Syria in the area. Unconfirmed Lebanese reports said that Israeli warplanes had been seen over Lebanon earlier Sunday.Syria has threatened to retaliate against Israel for the attack. Israel has not commented on the attack, and has not officially confirmed its involvement, although Defense Minister Ehud Barak earlier Sunday hinted at the possibility that Israel did carry out the attack.

Israel intends to declare a buffer zone inside the Syrian border to prevent terrorists from getting too close to its territory when the embattled Damascus regime topples, security sources quoted by the AFP news agency said on Sunday."There's a plan in the military's northern command for the 'day after' according to which, when Bashar Assad is no longer president of Syria, there's a fear that terror elements will try to approach the fence," the sources told AFP. "So they want to create some sort of buffer zone within Syrian territory, and let everyone know. This is to prevent a situation where terror reaches the fence without us being able to prevent it, by allowing us to see it," the sources explained."This will be a buffer zone belonging to Syria. We are not invading Syrian land," the sources said, stressing these were initial plans, and not providing specifics on how deep into Syrian territory the buffer zone would go.An IDF spokesperson would not comment on the plans, but said that the new security fence along the border with Syria was almost completed.In May 2011, Israeli troops opened fire on Palestinian demonstrators from Syria after hundreds breached the old security fence and entered Israel, in an attempted invasion of Israel. IDF troops opened fire to scatter the group, but a number were able to infiltrate Israel.Israel had a buffer zone on its Lebanese border from 1885-2000, from the end of the First Lebanon War. A small contingent of IDF units were left to patrol that Security Zone in order to prevent infiltration into Northern Israel, and to provide a deterrent force against any attempt by Palestinian or other militia groups to fire longer range weapons into Israel proper.

"Just like it regretted all its wars... the Zionist entity will regret its aggression against Syria," said National Security Council head Said Jalili, a day after Israel implicitly confirmed it staged an air strike near Damascus last week.Any actions Iran decides to attempt against Israel are more likely to be carried out indirectly, through terrorists, than through direct military action.Iran is intensifying a campaign to destabilize the Middle East by smuggling anti-aircraft weapons to militant allies through its international paramilitary force, according to Leon Panetta, the outgoing US defense secretary.Panetta told The Wall Street Journal Saturday that Tehran's export of so-called "manpads" -- anti-aircraft missiles that can be carried by a single person – represents a dangerous escalation.Yemen intercepted a boat carrying the weapons on January 23, with assistance from the US, which had evidence that the missiles were supplied by Iran's Islamic Revolutionary Guard Corps. Obama approves Israeli action after Iran ducks out of nuclear diplomacy

The air raid over the Jamraya military complex near Damascus Wednesday, Jan. 30, attributed to Israel by Western sources was Israeli’s first assault on the Syrian-Hizballah military compact forged between Bashar Assad and Hassan Nasrallah.
That was the real strategic import of the operation, which took place with the approval of US President Barack Obama, debkafile’s military sources report.
In every other respect, it was a surgical strike on a well-defined target, comparable to Israel’s attack in September 2007 on the nuclear reactor North Korea was building at El Kabir in northern Syria. The object then was to sever the Syrian-Iranian-North Korean nuclear link before it took physical shape and began turning out plutonium for Iran’s nuclear program.
After its destruction, Tehran and Pyongyang decided to cut Syria out of their nuclear plans because its proximity to Israel made any nuclear site an easy mark.
The overriding importance of the attack on the Syrian military compound therefore lies in its three objectives:
1.  The Jamraya complex was selected because it serves the shared military agendas of Syria, Hizballah and Iran.
The bombers struck three targets: a Syrian chemical weapons store and laboratories; a depot holding the sophisticated weapons Iran had sent Hizballah in the last two years - some of which, like the SA-17 anti-aircraft missiles, are termed “game changers” in a potential clash with Israel; and a large fleet of trucks standing by to ferry the munitions across the border into Lebanon.
Israeli threats to destroy the weapons had so far prevented their transfer.
In a separate building at Jamraya, Hizballah forces learned how to use the new Iranian hardware and maintained a team of drivers ready to move the arsenal over to Lebanon. This building was not attacked.
2.  The air strike was a move toward disrupting the cooperative military efforts of all three allies in Syria and Lebanon;
3.   Israel took its first step into the Syrian conflict.
As we first reported in the latest DEBKA-Net-Weekly out Friday, the operation went forward with a green light from President Obama, after he was briefed on the plan by AMAN (Israeli Military Intelligence) commander, Maj. Gen. Aviv Kochavi at the White House on Jan. 22.
Our sources also reported that another Israeli emissary, National Security Adviser Yakov Amidror, visited Moscow at the same time to warn Russian leaders of the coming attack in Syria.
While Russian officials voiced objections to Israeli attacking Syria, they also apparently omitted to forewarn President Assad of what was coming and he was taken by surprise. After the raid, President Vladimir Putin advised the Syrian ruler to refrain from exacerbating the military situation with Israel.
The reported Israeli strike on Jamraya had two key consequences of future relevance:
a)  President Obama’s consent for Israel and its armed forces IDF to be the first pro-Western power to intervene in the Syrian war, after keeping them out of involvement in the Arab Revolt raging around its borders for two years:
b)  Officials in Tehran publicly warned last week that an attack on Syria would be deemed an attack on Iran, a message no doubt underlined through diplomatic channels to Washington.  Nonetheless, after holding the Israeli government back for years from striking Iran’s nuclear sites, Obama approved an attack with the potential for widening into a major Israeli-Iranian military clash.
While the importance of keeping sophisticated missiles and poison gas out of Hizballah hands cannot be overrated, debkafile’s sources in Washington and Tehran reveal that what really pushed  the US president into his change of face was Iran’s withdrawal from the secret talks he set much store by for a diplomatic resolution of the Iranian nuclear issue.
Three further changes of major strategic importance occurred this week.
Tehran informed the International Atomic Energy Agency in Vienna that new, high-speed IR2m centrifuges were being installed in Natanz to expand the 20-percent uranium enrichment taking place at the Fordo underground facility.
The Iranian letter was posted to the IAEA the day after the two Israeli emissaries visited Washington and Moscow.
The diplomatic channel to Tehran was symbolically shut down in Washington last week by the resignation of Gary Samore, President Obama’s Coordinator for Weapons of Mass Destruction, Counter-Terrorism and Arms Control.
debkafile discloses that Samore was lead negotiator in the failed nuclear talks with Iran. His exit means that he sees no way of curbing Iran’s race for a nuclear weapon. He has taken up an appointment as Executive Director of Research in the Harvard Kennedy School’s Belfer Center.
US Vice President Joe Biden provided the third key development. Asked Saturday, Feb. 2, in Munich when Washington might hold direct talks with Tehran, he replied dismissively: “When the Iranian leadership, the supreme leader, is serious.”
Biden spoke for the Obama administration when he suggested that Khamenei has not been serious to date.
All three events contributed to the US president’s decision to let Israel have a go at the Syrian military complex, thereby broadcasting a signal to Tehran that, in the absence of serious negotiations, Washington is ready to expand its efforts for breaking up the Iran-Syrian Hizballah axis, using the IDF as its hammer.

A top Lebanese official has warned that its military will "pursue" anyone who attacks it, after two troops were killed in a clash with Islamists in the country's east."Any hand that aggresses against the army will be cut off," army commander Jean Kahwaji told newspaper Al-Safir on Monday."We will pursue the attackers wherever they are, and whatever party they are loyal to," Kahwaji added.The army chief said on Sunday that Friday's attack on an army patrol in the east Lebanon area of Arsal, near the Syrian border, was "premeditated" and that the soldiers were killed in a "barbaric way"."Methods were used that are against our Christian and Muslim beliefs," he said of the attack, in which two Lebanese soldiers, one a captain, were killed.Security officials have identified the attackers as Islamic terrorists.A local official told AFP the soldiers were killed using axes and their corpses mutilated, adding that they had likely been tortured before their deaths.Following the attack, the army launched an extensive security operation in the area.Kahwaji praised the army on Sunday for "standing in the face of plans for our country to be consumed by regional chaos", AFP reported.Lebanon has suffered a spillover of Syria's raging war, which, according to the UN, has left 60,000 people dead in nearly two years.Northern and eastern Lebanon have been hit by frequent cross-border shellings and clashes, while the Syrian regime has told Lebanon to better control its porous border to prevent the smuggling of fighters and arms.According to Al-Safir newspaper, Friday's ambush "is an indicator of the risk posed by (Islamist) cells that have been created on the frontline due to the Syrian crisis".
Lebanon, which was dominated politically and militarily by Syria for nearly 30 years, is sharply divided over the Syrian revolt, which erupted in March 2011.Shiite movement Hizbullah and its allies back the regime of President Bashar al-Assad, while the Sunni-led Future movement and its allies support the revolt.

Egypt opposition in muddle over call to oust Mursi

CAIRO (Reuters) - Egypt's main opposition alliance has got itself into a muddle by appearing to endorse a call for the overthrow of Islamist President Mohamed Mursi, then backing away."The NSF will fully align to the demands of the Egyptian people calling to topple the regime of tyranny and domination of the Muslim Brotherhood," a statement by the National Salvation Front issued late on Saturday said.After a week of violence between protesters and the security forces in which 59 people have died, it called for Mursi, his interior minister and "all his partners in those crimes" to be investigated and put on trial for "killings, torture and illegal detentions"."The NSF supports all forms of peaceful protest to achieve these demands, and calls for the Egyptians to rally peacefully in all the streets of Egypt in defense of Egyptian dignity."The Front includes liberal politicians such as former U.N. nuclear watchdog Mohamed ElBaradei and former Arab League chief Amr Moussa, who last week signed a statement mediated by the country's leading Muslim scholar renouncing violence and calling for a national dialogue.However, the NSF's spokesman, Khaled Daoud, said on Monday the coalition of liberal, social democratic and leftist parties was not demanding the removal of Egypt's first democratically elected president just seven months after he took office."We are not calling for the overthrow of President Mohamed Mursi right now. We believe he is elected but that doesn't give him the right to change all the rules of the game," Daoud told Reuters.Ahmed Kamal, a spokesman for Moussa's Congress Party, said the wording had been chosen carefully to warn against "any violent practices and new dictatorship" without questioning Mursi's democratic legitimacy.The NSF said it would not engage in dialogue until what it called the bloodbath had stopped, those responsible were tried, and the opposition's previously stated demands were met.Those demands include forming a national unity government, which Mursi has rejected before parliamentary elections due in April, and revising a controversial Islamist-leaning constitution adopted last December.

He later reversed his statement and told a public prosecutor that riot police were responsible for the attack.Another activist picked up by police in Cairo's central Tahrir Square on January 25 and later taken unconscious to a hospital died of his wounds on Monday, prompting fresh accusations of police brutality by human rights groups.Mohamed el-Gendi, 23, was a member of the Popular Current party. North Korea didn't elaborate, but Kim's guidelines likely refer to a nuclear test and suggest that Pyongyang appears to have completed formal procedural steps and is preparing to conduct a nuclear test soon, according to South Korean analyst Hong Hyun-ik."We assess that North Korea has almost finished preparations for conducting a nuclear test anytime and all that's left is North Korea making a political decision" to do so, South Korean Defense Ministry spokesman Kim Min-seok told reporters Monday.The spokesman said he couldn't disclose further details because they would involve confidential intelligence affairs. Recent satellite photos showed North Korea may have been sealing the tunnel into a mountainside where a nuclear device could be exploded.On Monday, the South Korean and U.S. militaries kicked off three days of exercises off the Korean Peninsula's east coast that involve live-fire exercises, naval maneuvers and submarine detection drills.
South Korea's Joint Chiefs of Staff said the maneuvers are part of regular joint military training that the allies had scheduled before the latest nuclear tensions began. But the training, which involves a nuclear-powered American submarine, could still send a warning against possible North Korean provocation, a South Korean military official said, requesting anonymity because of department rules.Later Monday, Pyongyang's state media said the drills showed that the U.S. and South Korea have been plotting to attack North Korea and increased the danger of a war on the divided peninsula."The dark cloud of war is approaching to the Korean Peninsula," North Korea's official Uriminzokkiri website said in a commentary. "Our patience has the limit."

North Korea said similar things when South Korea and the U.S. conducted previous drills; the allies have repeatedly said they have no intention of attacking the North.North Korea says U.S. hostility and the threat of American troops in South Korea are important reasons behind its nuclear drive. The U.S. stations about 28,500 troops in South Korea, a legacy of the 1950-53 Korean War, which ended with an armistice, not a peace treaty.North Korea also has denounced sanctions over its rocket launches, saying it has the sovereign right to launch rockets to send satellites into orbit under a space development program.North Korea's two previous nuclear tests are believed to have been explosions of plutonium devices, but experts say the North may use highly enriched uranium for its upcoming test. That is a worry to Washington and others because North Korea has plenty of uranium ore, and because uranium enrichment facilities are easier to hide than plutonium facilities are.Diplomats are meeting to find ways to persuade North Korea to scrap its nuclear test plans. New U.S. Secretary of State John Kerry and his South Korean counterpart Kim Sung-hwan held a telephone conversation Sunday night and agreed to sternly deal with any possible nuclear provocation by North Korea, Seoul's Foreign Ministry said in a statement.The chief nuclear envoys of South Korea and China met in Beijing on Monday and agreed that they would closely coordinate on ways to stop North Korea from conducting a nuclear test, according to Seoul's Foreign Ministry. China is North Korea's main ally and aid benefactor.China has refused to say whether it was sending an envoy to North Korea or whether Pyongyang has informed Beijing about its plans for a nuclear test. China's Foreign Ministry on Monday reiterated Beijing's opposition to a test, though it did not mention North Korea by name."We call on all sides, under the current circumstances, to avoid taking measures which will heighten regional tensions.
