New Jersey Contracted RFID Evacuee Tracking Tech Just Days Before Sandy Formed

Presciently, the State of New Jersey announced a 5-year contract for RFID tracking technology used to assist in evacuation by identifying and monitoring the location of evacuees and emergency assets during hurricanes or other disasters just four days before Hurricane Sandy began to form.
A press release was published October 18, 2012 announcing that Radiant RFID, based in Austin, Texas, would provide the New Jersey Office of Homeland Security and Preparedness (OHSP) with the RFID technology it has already used during disasters in Texas and other locales, as during 2008′s Hurricane Gustav. From the press release:
Radiant RFID will provide the New Jersey Office of Homeland Security and Preparedness (OHSP) with an RFID-based managed evacuation solution that tracks evacuees, pets, emergency transport vehicles and commodities deployed at state shelters in preparation for and in the event of a hurricane, natural disaster or other incident to assist in reunification of families.
Hurricane Sandy formed just four days later, October 22, making for notable timing as New England hasn’t been hard hit by a hurricane since 1938. Who could have seen the devastation to New York, New Jersey and other parts of the East Coast coming when that area hadn’t been hit by a major hurricane for some 70 years?Though New Jersey has not mandated evacuation at this point in time, and may not, parts of Jersey Shore have already been placed under martial law.FEMA, under Homeland Security, proved unable to even supply enough water to victims of Hurricane Sandy, despite days to plan ahead with the storm’s accurately projected course. Yet the same agencies that brought us post-disaster catastrophes like Katrina (where affected populations where treated as occupied enemies) have asked the population to accept and embrace dangerous technologies ripe for abuse. Members of Congress and others have already requested more than $12 billion in new FEMA funding to provide for recovery from Hurricane Sandy, while the agency’s true legacy lies in hampering and blocking the response by local, state and private/community efforts.Radiant RFID claims its technology encompasses 18% of the U.S. population. “Along with the 8.8 million residents of New Jersey, Radiant RFID’s solution covers the State of Texas, State of South Carolina, and City of Boston,” the press release states.The tracking scheme registers evacuees, their pets and other displaced persons with wristbands containing RFID chips that are registered with each individual. Radiant RFID boasts that their technology helps families to be reunited more quickly, but it also allows FEMA, Homeland Security, and other bloated, big government agencies to once again gain more power from crisis – at the cost of civil liberties and security.The same technology that critics fear amounts to a Mark of the Beast system remains in the hands of agencies that have set up internment camps that have been readied for political dissidents and other “potential domestic terrorists.”Homeland Security / FEMA’s overall inept but seemingly well-meaning response to natural disasters serves as a mask to distract the public from admitted continuity of government plans to circumvent the constitutional form of government under a significant enough national crisis. Many sources indicate that a large scale economic collapse, and the ensuing unrest, would readily fit that bill and RFID tracking technology would serve to control those populations.

Reding: Governments should have no veto on taxation

BERLIN - Member states should take decisions by majority voting, including in sensitive areas like taxation, instead of having a veto right capable of blocking attempts to harmonise rules across the EU, justice commissioner Viviane Reding has said."The veto right in the EU council has to be scrapped. Qualified majority voting should be extended to more policy areas, for instance taxation," Reding said during a debate with citizens in Berlin on Saturday (10 November).During a press conference later, she admitted that her idea - which would require a change to the EU treaty - would be highly controversial for member states like Britain and Ireland, but also for her home country, Luxembourg."But the veto right is a matter of principle. I believe a big family can make it only if it pulls together and seeks common decisions. If 26 want something and the 27th blocks, it is not right," she said.Renowned for her blunt statements and for not shying away from conflicts with EU leaders, Reding is one of the names floated for the presidency of the EU commission, when it comes up for grabs in 2014.Several participants in the "citizens dialogue" believed the centre-right politician could be right for the job. A member of the German Social-Democrats, who requested not to be named, said "I would vote for her if Martin Schulz doesn't get the job."Schulz is currently head of the European Parliament and widely believed to be the Socialist candidate for the commission job.The commission chief is usually appointed from the political family that wins the most seats in the European Parliament, but it has to be part of a larger deal as other top EU jobs will also be for grabs in 2014: the head of the EU council, the bloc's top diplomat and the Nato chief. Prime Minister Benjamin Netanyahu on Monday started taking steps to shore up international support for a possible military ground operation into Gaza that would aim to quell the ongoing rocket fire from the strip.
“He wants to make sure that the international community will understand the reasons if Israel is forced to act,” a government official said Monday ahead of Netanyahu’s meeting with more than 50 ambassadors.
The rocket fire continued for a third day Monday, albeit initially at a slower pace; as of early Monday afternoon, some 150 rockets and mortar shells had hit Israel since Saturday. Twenty-six people were treated for shock after a direct hit on a home in Netivot on Monday morning.The government official, who spoke on the condition of anonymity, neither denied nor confirmed reports that Israel was planning a ground invasion into Gaza. “Different options are being looked at,” he told The Times of Israel. “It’s more than possible that there will be a need to reassert Israeli deterrence,” the official said.Netanyahu plans to tell the ambassadors that “no country in the world would tolerate the current situation, in which dozens of rockets and missiles are continuously being fired at our civilian population,” the official added.Education Minister Gideon Sa’ar said Sunday that an extensive ground operation for Gaza was being planned.Meanwhile, European Union foreign policy chief Catherine Ashton said she condemned the firing of rockets and mortars into Israel and called on both sides “to refrain from exacerbating the situation.”“Further regrettable loss of life and injury must be avoided. I support the mediation efforts by Egypt and reiterate that there is no place for violence in the Middle East. It is only through resumed negotiations that the legitimate aspirations of both Palestinians and Israelis will be met, through a two-state solution,” Ashton said in a statement.During Sunday’s weekly cabinet meeting, Netanyahu said Israel was prepared to “intensify” its response to the ongoing rocket fire. “The IDF is operating, and will operate, aggressively against the terrorist organizations in the Gaza Strip, which are taking heavy blows from the IDF. The world needs to understand that Israel will not sit idly by in the face of attempts to attack us. We are prepared to intensify the responseDefense Minister Ehud Barak said Israel would not hesitate to reenter Gaza: “If we are forced to go back into Gaza in order to deal Hamas a [serious] blow and restore security for all of Israel’s citizens, then we will not hesitate to do so.”

IDF artillery units fired warning shots into Syria on Monday for the second day in a row in response to a mortar bomb that landed in Israeli territory at midday.The mortar bomb rocked the border area near Tel Hazeka in the Golan Heights. There were no reports of injuries or damage on either side.On Sunday the Israel Defense Forces fired a warning shot at Syrian forces after a mortar bomb exploded near an IDF position in the same area.The mortar fire from Syria is apparently errant shells rather than deliberate attacks.
The exchanges of fire, which have so far caused no injuries, are the first between the two countries since the end of the 1973 Yom Kippur War.Mordechai said that Israeli security forces targeted a mortar squad operating near the Syrian army position that had apparently fired into the Golan, and that the IDF estimated there were no casualties on the Syrian side.“We have no interest in getting in between the rebels and the Syrian army, but rather to defend the Golan Heights from stray fire,” IDF spokesman Brig. Gen. Yoav Mordechai said on Sunday.In addition, Israel conveyed a message to Syria that it would respond to any further spillover of fighting into Israel with return fire, Israel Radio reported.Israel also filed an official complaint with the UN observer forces stationed along the demilitarized zone between Israel and Syria, and warned against further fire from inside Syria.UN Secretary-General Ban Ki-moon confirmed in a statement from his New York office that the shelling was reported in the UN-monitored zone between Israel and Syria, but that no injuries to civilians or UN personnel were reported.Ban called “for the utmost restraint” and urged Syria and Israel to uphold their ceasefire agreement and halt any exchange of fire.On Sunday morning, Prime Minister Benjamin Netanyahu said Israel was “closely monitoring what is happening on our border with Syria and… we are ready for any development.”Last week, three mortar shells from Syria fell in and around Moshav Alonei Habashan in the Golan, but caused no damage or injuries.The IDF has been kept on high alert since November 3, when three Syrian tanks strayed into the demilitarized zone separating the two borders, leading Israel to lodge an official complaint with UN peacekeepers stationed in the DMZ.
Israel has long feared Syrian conflict spillover into the Golan. Last Monday, an army jeep was hit by a stray bullet from Syrian territory, just days after top IDF brass toured the region.In September a number of mortar shells fired by regime forces landed in the north of the Golan Heights, and in another incident Syrian soldiers entered the DMZ.

Israel conducted an air defense drill on Monday, simulating a possible attack on the country by Syrian and Iranian long-range missiles.The exercise, overseen by Defense Minister Ehud Barak and performed in conjunction with the United States, saw the successful test launch of four Patriot missiles from central Israel into the Mediterranean sea.About 2,500 American troops, and an equal number of IDF personnel, took part in the drill.“It is, first of all, an expression of the deep cooperation between our two countries,” Barak said of the launch. The defense minister explained that the exercise was designed to test older systems of missile defense and ensure that they work in conjunction with “the most modern,” the Iron Dome.“Iron Dome is repeatedly intercepting missiles aimed at our communities,” Barak added, speaking about the dramatic escalation of rocket attacks from Gaza since Saturday, in which the Iron Dome system has been deployed to intercept a series of missiles heading for population centers in Beersheba, Ashkelon and other southern areas.“These are very important days, both for advancing our collaboration [with the US] on missile defense, and for our ongoing response to Hamas and the terror organizations in Gaza — which may intensify and expand.”

Threat-focused Iran launches 'biggest ever' air drills

DUBAI (Reuters) - Iran launched military drills across half the country on Monday, warning it would act against aggressors less than a week after Washington accused Iranian warplanes of firing on a U.S. drone.
The maneuvers will take place this week across 850,000 square kilometers (330,000 square miles) of Iran's northeast, east, and southeast regions, Iranian media reported.Some 8,000 elite and regular army troops will participate, backed by bombers and fighter planes, while missile, artillery and surveillance systems will be tested, various media said.Played out against a backdrop of high tension between the United States and Iran over Tehran's nuclear program, the 'Velayat-4' maneuvers will involve the biggest air drills the country has ever held, Iran's English-language Press TV reported."These drills convey a message of peace and security to regional countries," Shahrokh Shahram, the spokesman for the exercises, told the broadcaster on Monday. "At the same time they send out a strong warning to those threatening Iran."Last week, the U.S. Pentagon said Iranian planes opened fire on an unarmed U.S. drone over international waters on November 1.Iran said it had repelled "an enemy's unmanned aircraft" violating its airspace.Washington, the EU and other bodies have imposed sanctions on Iran's oil trade to press it to halt nuclear research the West fears is aimed at developing the capability to build a nuclear bomb. Iran denies the charge, saying its nuclear work is purely for peaceful purposes.Both the United States and Israel have not ruled out military action against Iran, if diplomacy fails to resolve the row.
FORWARD PLANNING
Although the Iranian air drills come just days after the Pentagon's announcement, the exercises appear to have been planned well in advance.In September Farzad Esmaili, commander of the army's air defense force, told the Iranian Students' News Agency (ISNA) that Iran was planning a large-scale air drill in coming months.Various radar and other fixed, tactical and airborne surveillance systems would participate, Esmaili told state news agency IRNA on Thursday.The exercise will also test bombers, refueling planes and unmanned aircraft, Esmaili said.ISNA said on Monday that F-4, F-5, F-7, and F-14 fighters would participate.Shahram told IRNA on Sunday the drills would also focus on improving coordination between Iran's military and the elite Islamic Revolutionary Guard Corps.On Sunday, Revolutionary Guards commander Amir Ali Hajizadeh said Iran believed the U.S. drone was gathering intelligence on oil tankers off its shores, according to the Mehr news agency.Mohammad Ali Jafari, commander of the Guards, said his forces had acted well in repelling the drone."If such intrusions take place in the future, we will protect our airspace," Jafari said on Sunday, according to Press TV.Iranian officials have threatened to strike U.S. military bases in the region and target Israel if the country is attacked.Iran has carried out a number of military simulations this year, including the "Great Prophet 7" missile exercises in July.In August, Iran announced that it had tested a short-range missile with a new guidance system capable of striking land and sea targets.(Reporting By Yeganeh Torbati; Editing by John Stonestreet)

Syrian jet bombs near Turkish border, 6 dead

CEYLANPINAR, Turkey (AP) — A Syrian fighter jet bombed a rebel-held area near the Turkish border on Monday, killing at least six people and wounding a dozen others, an official said. One rocket-propelled grenade landed in Turkey,An Associated Press journalist saw the plane bomb an area around the Syrian border town of Ras al-Ayn three times. A Turkish official said one bomb hit a suspected Syrian rebel target about 50 or 60 meters (yards) away from the border with Turkey. Last week Syrian rebels overran three security compounds there and wrestled control of the town, located in Syria's predominantly Kurdish, oil-producing northeastern province of al-Hasaka.Turkish ambulances ferried 18 wounded Syrians across the border Monday to a hospital in the southeastern Turkish town of Ceylanpinar, a local official said, adding that six of the wounded died. He spoke on condition of anonymity because he was not authorized to speak to reporters. He said the death toll from the attack was expected to rise.Hours later, a Syrian helicopter was seen flying over Ras al-Ayn, prompting rebels to fire on it with machine guns. The helicopter returned fire but it was not clear if there were any casualties.The violence in Syria has killed more than 36,000 people since an uprising against President Bashar Assad's regime began in March 2011. Hundreds of thousands have fled the fighting into neighboring Turkey, Jordan, Lebanon and Iraq.A surge of 11,000 more Syrians escaped into Turkey on Friday following the fighting at Ras al-Ayn.Earlier Monday, a rocket-propelled grenade round landed on an empty field near Ceylanpinar. No one was injured, the official said. Turkey has been responding with fire to shells and mortars fired from Syria that land on its territory, but there was no immediate Turkish retaliation, according to the official.The force of aerial bombing shattered windows in Ceylanpinar, the official said, and several people were injured from broken glass and shrapnel. The private Dogan news agency said a Turkish border soldier was also hurt.Two ambulances were seen arriving at the hospital with two wounded Syrians, one bloodied and his bare torso peppered with shrapnel. The other had a foot injury. The adage “when it rains it pours” holds for three things: iodized salt, rain, and, on Sunday at least, rockets on the south of Israel.The barrage of over 110 projectiles falling on the country’s southern environs, courtesy of Gazan terrorists, makes the lion’s share of all four front pages of Israel’s major Hebrew-language dailies.
Yedioth Ahronoth skips the news and focuses on a wide range of opinions on life in the south and what to do about it. Ariella Rangel-Hoffman, bringing up the left flank, says Israel needs to atone for its sins against Gaza, such as the blockade it maintains on the Palestinian enclave, if it wants to stop the rockets. “The answer to the question of what we do now starts with the question what we did yesterday, even if it wasn’t all in our hands.”On the other end of the spectrum, retired Brig. Gen. Ron Pocker says we should blast Gaza back to the Neolithic age with a strong strike against the Strip’s infrastructure and weapons-making and -shooting capabilities. “Only a surgical, daring, decisive strike will bring a solution to our situation,” he writes.
In between, the paper gathers the opinions of Israel’s top leaders (elections, elections) about what to do, though the triumvirate of Prime Minister Benjamin Netanyahu, Defense Minister Ehud Barak and Foreign Minister Avigdor Liberman, who have the real power, are left out. The opinions range from Meretz’s call for a diplomatic ceasefire to the Jewish Home party’s demand that Israel act to make sure the Gazans know that shooting rockets is not option. Kadima’s Shaul Mofaz says Israel should reinstate the policy of targeted assassinations against Hamas leaders, and he’s not alone.Haaretz top headline reports Israel is discussing bringing the policy back into use. The story is a bit more down to earth, with the assassination option revealed to be only the likeliest possibility while Netanyahu is under increasing pressure to act: “The more intensely the southern residents protest what they see as the government’s abandonment of their security, the more seriously he will have to consider taking tougher measures, with a resumption of targeted killings the most likely possibility.”Both Maariv and Israel Hayom balance the Gaza rockets with Israel’s firing of a warning shot into Syria Sunday after three mortars landed in the Golan last week. Israel Hayom’s front page has side-by-side pictures of damage in Sderot and a rocket in the Golan. Focusing on the human aspect of the pounding the south is taking, southern resident and mother of four Meirav Cohen writes that she is fed up with living under fear of rocket attack.“We feel ostracized by everyone, like appendages to the State of Israel and not an integral part of it. Our lives are managed under the provisions of the army,” she writes. “We do not see on the horizon any action that will put an end to the firing. Everyone is already used to the idea that shooting at us is fine, because we can absorb it. What will be when they fire on Tel Aviv? Unfortunately, only when serious blood is spilled will they hit Gaza hard. We can only ask: Where is the IDF’s famous deterrence?”Maariv reports that the IDF is in fact gearing up to sharpen its response on both Syria and Gaza. The paper says that the IDF brass does not want a wide ground operation along the lines of 2008-9’s three-week Cast Lead invasion, but is still looking to hit them harder than the current order of rocket-response-rocket-response.The paper’s Shalom Yerushalmi notes that there is a direct line that can be drawn between the escalation in the north and south and the coming elections, which had looked to give candidates wielding strong socioeconomic platforms an edge. “It’s wrong to let these events completely dominate the agenda. Things happened here in the last two years. Hundreds of thousands of people took to the streets because of the socioeconomic situation, panels were formed, social bills came up and were shot down in the Knesset, the national conversation changed.… Many times, too many times, we determined our fate in elections by wars, operations and or terror attacks.”

Rockets weren’t the only news on the agenda. Israel Hayom has a handy tip for medical marijuana users who want to go for a ride while toking up: Don’t. A user of medicinal pot was arrested (and soon released) after police found 15 grams of green on him while he was riding his moped in Tel Aviv. According to the story, the law prohibits driving after taking a drug, except for drugs deemed safe by the Health Ministry. And it seems the ministry hasn’t yet made that call on medical cannabis.Grandparents skyping with their grandkids is nothing new, but Maariv reports that at Hadassah Ein Kerem, newborn babies are being made able to “skype” with their mothers via a new system that hooks the two up via video and microphone while they’re not in the same room. The program is mostly being used by mothers who underwent caesarean section and are not strong enough to journey to the nursery to see the baby after surgery. “We mostly get babies after caesarean births, and most of them need to rest under supervision for a long time,” the nurse who started the project says. “They want to feel the baby, talk with them, feel how it is to be a mom. At the beginning, we would just take a cellphone picture of the baby, but that was not enough, so thus was born the video talk idea.”

Yedioth’s op-ed section features Guy Bachur using the fable of the frogs to warn off the hurry toward a Palestinian state. Just like the smart frog warned that though a deep hole might look nice now, it will be impossible to leave when the going gets tough, so he says, Israeli leaders need to realize that a Palestinian state might not always look like the great idea it seems like now: “In the wake of the creation of a Palestinian state, in a short time, hundreds of thousands of Palestinians could flow into it, including the Mideast’s most dangerous elements: militant Salafists and jihadi organizations.”In Haaretz, Aluf Benn takes Labor Head Shelly Yachimovich and Yesh Atid chief Yair Lapid to task for shifting to the right, which he says is laying the groundwork for them to join Netanyahu in an upcoming government: “Shelly and Yair will be Bibi’s poodles, and they are planning a new soft campaign against the prime minister. You don’t want to spill bad blood when tomorrow you’ll be begging for a senior portfolio in the government. Thus they aren’t talking about saving democracy, respecting minority rights, or the dangers of galloping to war.”

RAMALLAH, West Bank — A spokesman for Palestinian President Mahmoud Abbas says the Palestinians will proceed with asking the UN General Assembly to recognize a Palestinian state, despite a personal call from US President Barack Obama to abandon the bid.Nabil Abu Rudeineh said Abbas had a long phone conversation with Obama Sunday evening.According to Rudeineh, the US president “expresses his opposition to this step,” but Abbas replied that he would carry on.In Washington, the White House press office said that Obama “reiterated the United States’ opposition to unilateral efforts at the United Nations.”
Obama also “reaffirmed his commitment to Middle East peace and his strong support for direct negotiations between Israel and the Palestinians” for a peace accord, the White House said.The US and Israel have opposed upgrading the Palestinian status at the world body to nonmember observer state.The two countries say a Palestinian state can be established only through negotiations. Israeli-Palestinian talks broke down four years ago, and the Palestinians refuse to renew them until Israel agrees to halt all settlement construction, which Jerusalem has refused to do.Earlier Sunday, Abbas reiterated his intention to proceed with a UN bid in November.“Some powers are trying to tell us that the two-state solution doesn’t come from the UN but through negotiations,” Abbas said Sunday, speaking at a memorial ceremony for former Palestinian leader Yasser Arafat. “Negotiations are crucial. New euro notes to show tragic princess

BRUSSELS - In Greek mythology, the Phoenician princess Europa was abducted and raped by the king of the gods, Zeus.But her image will from next year replace pictures of windows and doors on euro banknotes as a security and deocrative feature."Portraits have long been used in banknotes around the world and research has shown that people tend to remember faces. Is there any better figure than Europa to serve as the new face of the euro?" the chief of the European Central Bank, Mario Draghi, said on Thursday (8 November) according to Bloomberg.She will first appear on the €5 bank note in May, with other notes introduced in ascending order in the next few years.Europa's face will appear as a watermark and as a hologram. Until now, euro notes carry pictures of windows and doors in various architectural styles in a bid to symbolise openness without offedning any national sensibilities.The new notes will also carry an emerald-coloured number.The first series of banknotes will circulate alongside the old ones. But he old notes, first introduced 10 years ago, will eventually cease to be legal tender."The date when this occurs will be announced well in advance," the ECB said.The old notes will retain their face value and will be exchangeable at any national central bank in the eurozone even when they are no longer valid as tender in shops.Meanwhile, counterfeiting euro notes has kept international law enforcement authorities busy.
In April, an international police sting in Bogota, Colombia dismantled a counterfeit print shop and depot manufacturing €50 and €100 bills.Europol, the EU’s police agency based in the Hague, said authorities seized over €19 million in counterfeit money in Columbia alone since 2006.

ECB Announces New Euro Banknotes Using Greek Myth for Security

European Central Bank President Mario Draghi announced a new series of euro banknotes that use an image from Greek mythology to improve security.The banknotes featuring Europa, the Phoenician princess abducted by Zeus who gave the continent its name, will be introduced gradually over several years, starting with a five- euro ($6.37) bill in May 2013, Draghi said in Frankfurt today. Europa will appear in the watermark and hologram on the notes.Central banks typically redesign their banknotes on a regular basis to improve security and prevent counterfeiting. Europa will replace architectural images in the watermark. Military expert Paula Broadwell, who was allegedly improperly involved with resigned CIA Director Gen. David Petraeus, confirmed in October that the CIA annex in Benghazi asked for reinforcements when the consulate came under attack September 11. She also acknowledged that "there was a failure in the system."
Broadwell was speaking at her alma mater, the University of Denver, on October 26. Her lecture, which is on YouTube under the title "Alumni Symposium 2012 Paula Broadwell," now has added value, because based on the recent disclosures, it can now be assumed that she indeed knew exactly what it was that Petraeus knew about the attack.Broadwell confirmed the reports on Fox News that the CIA annex asked for a special unit, the Commander in Chief's In Extremis Force, to come and assist it. She also said that the force could indeed have reinforced the consulate, and that Petraeus knew all of this, but was not allowed to talk to the press because of his position in the CIA."The challenge has been the fog of war, and the greater challenge is that it's political hunting season, and so this whole thing has been turned into a very political sort of arena, if you will," she said. "The fact that came out today is that the ground forces there at the CIA annex, which is different from the consulate, were requesting reinforcements."They were requesting the – it's called the C-in-C's In Extremis Force – a group of Delta Force operators, our very, most talented guys we have in the military. They could have come and reinforced the consulate and the CIA annex. Now, I don't know if a lot of you have heard this but the CIA annex had actually taken a couple of Libyan militia members prisoner, and they think that the attack on the consulate was an attempt to get these prisoners back. It's still being vetted."The challenging thing for Gen. Petraeus is that in his new position, he's not allowed to communicate with the press. So he's known all of this – they had correspondence with the CIA station chief in Libya, within 24 hours they kind of knew what was happening."Broadwell did give some support to the administration, however, for its initial version of events, which tied the consulate attack to protests in the Muslim world."If you remember at the time, the Muslim video, the Mohammed video that came out, the demonstrations that were going on in Cairo, there were demonstrations in 22 other countries around the world, tens of thousands of people, and our government was very concerned that this was going to become a nightmare for us," she said."So you can understand if you put yourselves in his shoes or Secretary Clinton's shoes or the President's shoes, that we thought it was tied somehow to the demonstrations in Cairo. And it's true that we have signal intelligence that shows the militia members in Libya were watching the demonstration in Cairo, and it did sort of galvanize their effort. So we'll find out the facts soon enough."As a former intel officer it's frustrating to me because it reveals our sources and methods, I don't think the public necessarily needs to know all of that. It is a tragedy that we lost an ambassador and two other government officials, and something, there was a failure in the system because there was additional security requested, but it's frustrating to see the sort of political aspect of what's going on with this whole investigation."

Small earthquake strikes eastern Kentucky: USGS

(Reuters) - A light 4.3 magnitude earthquake rattled southeastern Kentucky on Saturday at 12:08 p.m. ET, the U.S. Geological Survey reported.The quake, at a shallow depth of 0.7 mile, was in the Appalachian Mountains near the Virginia border, and centered in the rural town of Blackey, the agency said.USGS initially reported the quake as 5.3 magnitude. Strong quake in central Myanmar kills at least six

YANGON (Reuters) - An earthquake struck central Myanmar on Sunday near its second-biggest city, Mandalay, killing at least six people, with the death toll likely to rise as part of an unfinished bridge fell into the Irrawaddy River and several workers were missing.The earthquake, put at magnitude 6.8 by the local meteorological service, struck around 60 km (37 miles) northwest of Mandalay near the town of Shwebo at 7:41 a.m. (0111 GMT), and was quite shallow at around 10 km (6 miles) deep.A police officer in Shwebo said two people had died and 20 had been injured in nearby Kyauk Myaung."A house collapsed in Kyauk Myaung. The Radana Thinga Bridge, still under construction, over the river was badly damaged. A huge steel beam fell into the river and five workers went missing," he told Reuters.State television, the usual mouthpiece for government statements in Myanmar along with state-run newspapers, said 15 people from the bridge construction site were missing.It gave no death toll but said a number of religious buildings and pagodas had been destroyed or damaged.Media in Myanmar reported minor damage in several places around Mandalay, including Amarapura, a town popular with tourists because of its monasteries and the longest teak bridge in the world. Pagodas had been damaged there, media said.One local source who declined to be named said at least 10 people were trapped in a gold mine in the Singgu area, where there are many small-scale mines.A police officer in Singgu Township opposite Kyauk Myaung on the east side of the Irrawaddy told Reuters that four people had died there and another nine were injured in the earthquake.

Palestinian media reported that Islamic Jihad’s military wing, the al-Quds Brigades, claimed responsibility for the majority of the rockets fired at southern Israel, while the Abu Ali Mustafa Brigade of the Popular Front for the Liberation of Palestine, and various other factions, claimed responsibility for the remainder of the attacks.Hamas said it had ordered its facilities evacuated in anticipation of air strikes.The dramatic escalation came after an anti-tank missile fired from the Gaza Strip struck and penetrated an Israeli army jeep patrolling some 200 meters inside the Israeli border with Gaza and injured four soldiers on Saturday evening.
Retaliatory strikes by the IDF against terrorists in the Gaza Strip left four Palestinians killed and roughly 30 wounded.

Ashraf al-Kidra, a Gaza health ministry spokesman, said all four Palestinians killed were civilians between the ages of 16 and 18 and that among the wounded were some children.In a text message to reporters, Hamas spokesman Fawzi Barhoum threatened to respond.“Targeting civilians is a dangerous escalation that cannot be tolerated. Israeli leaders have concluded that conventional air strikes would be insufficient in curbing Iran’s nuclear program, leaving only a deployment of either tactical nuclear weapons or ground forces, according to a report in the British Sunday Times.Western “defense experts” quoted by the report pointed at the Iranian Fordo facility, which is located deep underground near the city of Qom, as a site that was immune to conventional air strikes.“The only way to finish off Iran’s nuclear program is by using the nuclear option,” said IDF Chief of General Staff Dan Halutz, the only named source quoted by the report. “But I hope Bibi [Prime Minister Benjamin Netanyahu] is not mad enough to think about it.”According to foreign reports, Israel is in possession of a significant arsenal of nuclear weapons, including tactical weapons such as neutron bombs, along with long-range Jericho missiles to deliver them.Israel also possesses GBU-28 bunker-buster bombs that could be deployed by the Israel Air Force’s F-16 bombers. However, according to assessments, these bombs would not prove sufficient to penetrate the Fordo facility.

Israel drawn into Syria fighting for first time

JERUSALEM (AP) — Israel was drawn into the Syrian civil war for the first time on Sunday, firing warning shots into the neighboring country after a stray mortar shell fired from Syrian territory hit an Israeli military post.The Israeli military said the mortar fire caused no injuries or damage at the post in the Golan Heights, which Israel captured from Syria in the 1967 Mideast war and then annexed. But in recent weeks, incidents of errant fire from Syria have multiplied, leading Israel to warn that it holds Syria responsible for fire on Israeli-held territory."A short while ago, a mortar shell targeted an IDF (Israel Defense Forces) post in the Golan Heights," said army spokeswoman Lt. Col. Avital Leibovich. "We answered with a warning shot toward Syrian areas. We understand this was a mistake and was not meant to target Israel and then that is why we fired a warning shot in retaliation."The Israeli military also said it has filed a complaint through United Nations forces operating in the area, stating that "fire emanating from Syria into Israel will not be tolerated and shall be responded to with severity."Israel and Syria are bitter foes who have fought several wars, but their shared border has been mostly quiet since a 1974 cease-fire. Israel fires warning shots at Syria over Golan shelling

JERUSALEM (Reuters) - Israeli forces fired into Syria on Sunday in what the military called a warning, after stray munitions from fighting between Syrian troops and rebels hit the Israeli-occupied Golan Heights.
The incident, described by Israel Radio as the first direct engagement of the Syrian military on the Golan since the countries' 1973 war, highlighted international fears that Syria's civil war could ignite wider regional conflict.An Israeli security source said the military fired in the direction of a Syrian army mortar crew that had launched a shell which overshot the Golan disengagement fence on Sunday, exploding near a Jewish settlement without causing casualties.In a statement, the Israeli military said soldiers had "fired warning shots towards Syrian areas"."The IDF (Israel Defence Force) has filed a complaint through the UN forces operating in the area, stating that fire emanating from Syria into Israel will not be tolerated and shall be responded to with severity," the statement said.There was no immediate comment from the 1,000-man United Nations Disengagement Observer Force which patrols the area.Spillover violence this month from Syria onto the Golan has jangled the nerves of Israelis worried that the once-quiet front will add to threats facing the Jewish state from Islamic militants in neighboring Lebanon, Gaza and Egypt's Sinai.There have been similar worries in Turkey, Jordan and Lebanon about incidents on their own borders with Syria, where forces loyal to President Bashar al-Assad have been battling rebels for 19 months.

Interviewed by Israel's Army Radio earlier on Sunday, Defence Minister Ehud Barak was asked about public warnings he and another senior official issued to Assad last week to rein in Syrian sweeps against rebels near the Golan."The message has certainly been relayed. To tell you confidently that no shell will fall? I cannot. If a shell falls, we will respond," Barak said, without elaborating.Prime Minister Benjamin Netanyahu, also speaking before Sunday's mortar strike on the Golan, told his cabinet that Israel was "closely following what is happening on our border with Syria .. and (is) prepared for any development".Israel captured the Golan in the 1967 Middle East war and annexed the strategic plateau in 1981, a move not recognized internationally. In all past peace talks with Israel, Syria has insisted on the Golan's return.The two countries signed a disengagement agreement in 1974, a year after another Arab-Israeli conflict, and though they are still technically at war the Golan had been mostly quiet since.Another Syrian mortar bomb, one of a salvo, struck a Golan settlement on Thursday but did not explode. Separately, Israel complained to the United Nations this month after three Syrian tanks entered the Golan demilitarized zone, and said one of its army jeeps had been hit by Syrian gunfire. New York readies for Veterans Day as region struggles

(Reuters) - New York City was preparing to stage its first major event since cancelling its annual marathon as thousands of victims of Superstorm Sandy continued to struggle with power outages, gasoline shortages and freezing weather conditions.Sunday's annual Veterans Day Parade is expected to attract crowds of over 600,000 people to central Manhattan and will be a test for a city still struggling to clean up after one of the worst natural disasters in the region's history.Thousands were in temporary shelters, and in New Jersey a tent city on the edge of Monmouth Park racetrack was home to hundreds. Authorities in the region said they did not have access to enough alternative housing or hotel rooms for all those who have been displaced.There were still over a quarter of a million customers without power nearly two weeks after the storm. As of Saturday, 66,000 of those were on Long Island, where residents hit hard by the storm protested outside the headquarters of the Long Island Power Authority in Hicksville.New Yorkers also faced their second day of gasoline rationing under a system in which cars with odd- and even-numbered license plates can fill up only on alternate days.Electric utilities have drawn withering criticism for their failure to quickly restore power throughout the region. For many, no electricity means no heat, hot water or hot meals."It's been terrible," said Diane Uhlfelder, a former New York City police officer at the protest in Hicksville, where a local police officer estimated about 300 hundred gathered outside LIPA headquarters."The cold is the worst," she said. "It's been hell."Sandy smashed into the East Coast on October 29, killing at least 120 people and causing an estimated $50 billion in damages and economic losses. It destroyed homes along the New Jersey Shore and around New York City, cut off electricity for millions of people and knocked out much of the public transportation system.Newly re-elected President Barack Obama is to visit hard-hit areas of New York City on Thursday. Obama put off an earlier visit at the request of Mayor Michael Bloomberg, who feared it could hinder relief efforts.Back outside LIPA headquarters in Hicksville, two 13-year-old girls held white cardboard signs decrying LIPA's slow response. One, in pink magic marker, read: "LIPA Stinks!" The other read: "Lame, Inept, Pitiful, Awful."As a LIPA truck drove by, the unsmiling driver gripped the wheel with his left hand and raised his right hand to give the girls the finger.
FREE FUEL
Early on Saturday in Far Rockaway, a coastal area of New York City devastated by the storm surge, more than 500 people lined up with empty fuel cans. Word had spread Friday night that a tanker truck carrying 8,000 gallons of free gasoline was to arrive around 10 a.m.The fuel was delivered under the auspices of the Fuel Relief Fund and funded by an anonymous donor, according to two police officers on the scene.More than a quarter of the gas stations in the New York metropolitan area did not have fuel available for sale on Friday, the same number as on Thursday, the U.S. Energy Information Administration said.At the Inwood refinery in southern Queens, a line of more than a dozen tanker trucks stretched from the refinery entrance. Some drivers slept while they waited.Seven tanker drivers, most of whom serve independent gas stations throughout Long Island and New York City, said the average wait in recent days to fill up their tankers was about 3 hours, and then another 90 minutes once they reached the pumps."We're now lucky if we can get two runs in a day," said Parkash Ram, 54, of Queens, who works for a trucking company that supplies independent gas stations on Long Island.But there were signs fuel lines were starting to ease up. There were no gasoline lines reported at most gas stations in New Jersey as well in some places in Long Island.
COMMUNITIES ISOLATED
Bloomberg announced a day of service on Saturday and hundreds of volunteers helped stricken areas of the city.On Staten Island, the New York City borough hit hardest by the storm, the sense of total material loss has settled in and residents were preparing their homes for demolition.On Saturday, Yevgeniya Maltseva, 63, a Staten Island homeowner and medical office staffer was staying warm burning all five elements on her stove."We don't have any info at all. Con Edison (the electric utility company) is not even picking up the phone," she said.On Sunday, Homeland Security Secretary Janet Napolitano will visit Staten Island. Homes along the island's south-eastern flank took the full brunt of the Atlantic storm surge.Subway services to coastal areas were slowly being restored. Service to Coney Island resumed on Friday, but there was still no service to Far Rockaway. Widespread delays were reported on New Jersey commuter trains.Many communities remain isolated. At a supermarket parking lot on East Park Avenue in Long Beach late Saturday afternoon, hundreds of weary residents were met with trucks carrying donated food and water, clean-up supplies and piles of clothes."Out here, time doesn't mean anything anymore," said Miles Rose, 58, an IT consultant from Long Beach. "You live by the sun, and when it goes down, the day is over and you go to bed. That's how we live now."In New York's Broad Channel community, there was a boat in the middle of a road with a sign that read: "Broad Channel - the forgotten town."On Saturday, New York Governor Andrew Cuomo extended the deadline to February for New Yorkers who lost their income due to the storm to apply for federal assistance.A boat belonging to Staten Island-based actor Clem Caserta called the "Jimmy Whispers" after a character Caserta played in Robert de Niro's debut film "A Bronx Tale" was washed up in Harbortown, 20 miles south of Newark, New Jersey.Sandy ripped some 300 feet of floating dock off its moorings on the Staten Island side of the Arthur Kill waterway, and pushed it about half a mile across the water along with a half dozen fishing boats.There were 289,239 customers without power on Saturday in the states struck by Sandy, a drop of 144,901 from Friday, the U.S. Energy Department said. As post-Sandy power outages dwindle, LIPA rage lingers

NEW YORK (Reuters) - The number of households and businesses still without power in the Eastern United States nearly two weeks after Superstorm Sandy hit fell below 300,000 on Saturday, with nearly half of those on New York's Long Island, government data showed.The Long Island Power Authority, or LIPA, which has come under growing criticism over its response to Sandy, still had 130,000 customers without power, half of those in Nassau County and over 30,000 on the Rockaway Peninsula, according to LIPA figures. That's down from 207,000 customers on Friday.In total, 145,000 customers across the affected area had their power restored over the past day, the Department of Energy said, leaving 289,239 without power in New York, New Jersey and West Virginia by Saturday morning.Some 8.5 million people across nearly two dozen East Coast states lost power after Sandy delivered an unprecedented blow to the New York City area. Another 150,000 were cut off when a Nor'easter blew through a week later.Other utilities were also hard hit but have recovered more quickly. New Jersey's Public Service Enterprise Group (PSE&G), which had peak outages of some 1.7 million, had restored power to all but 23,000 of them by Saturday morning, most of those related to the Nor'easter, PSEG said.Consolidated Edison, which serves New York City and Westchester County, had only 15,000 customers without power, down from over 1 million, according to its website.Almost all of state-owned LIPA's 1.1 million customers lost power in Sandy; still more were knocked out by the Nor'easter that came a week later. It now has 14,000 people, including 8,200 utility workers and tree-trimmers, working in its area.The utility has been among the slowest to recover, making it a target of fierce criticism from both local residents and state politicians. Governor Andrew Cuomo said on Thursday that LIPA had "failed the consumers," and has threatened to replace the group's management.
At LIPA's headquarters in Hicksville on Saturday, residents vented their anger and frustration at a peaceful protest of a few hundred people. Two 13-year-old girls held up white cardboard signs decrying LIPA's slow response. One, in pink letters, read: "LIPA Stinks!"One of the girls' mother, former NYPD cop Diane Uhlfelder, said her family has been without power for 12 days."It's been terrible,'' she said. Every night "... we wake up in the middle of the night and it's freezing. My sister's asthma has been acting up because of the cold."John Michno, 36, of Westbury, who is unemployed, said he lost power the Monday night of the storm, got it back last Monday, and then lost it again on Thursday."It's maddening," he said. "It's so cold in my house it's been very difficult to sleep. Homeowners return to storm devastation on N.J. island

(Reuters) - Homeowners return to an 18-mile (30-km) barrier island off New Jersey's Atlantic coast on Saturday, giving some of them their first view of the devastation wrought by Superstorm Sandy.Long Beach Island, an enclave of mostly affluent vacation homes, took a direct hit from Sandy, with some homes washed full of sand and seawater and others completely destroyed.The island, with some 10,000 year-round residents and perhaps 10 times that number in the summer, has been closed to residents except for brief visits to retrieve belongings.Sandy smashed into the U.S. East Coast on October 29, killing at least 120 people and causing an estimated $50 billion in damage or economic losses. It destroyed homes along the New Jersey Shore and around New York City, cut off electricity for millions of people and knocked out much of the public transportation system.Days later, protesters were demonstrating in the streets because they were still without power, gasoline rationing was in effect, and commuters struggled all week to get in and out of New York City.Authorities warned that for coastal communities where thousands of homes were washed away, flooded, or burned to the ground, full recovery would take a long time."This is not going to be a short journey," New York Governor Andrew Cuomo said at a news conference on Friday.And New Jersey Governor Chris Christie, who toured the Jersey Shore on Friday, said that many popular vacation spots will not be fully rebuilt by next summer. "This is our Katrina," he declared, referring to the hurricane that washed out New Orleans in 2005.As homeowners were to return to Long Beach Island on Saturday, an emergency website operated by towns on the island warned that some areas were still without sewer, water and electric service and the entire island is without gas. SECOND DAY OF RATIONING
New Yorkers faced their second day of gasoline rationing on Saturday. Under the system, which was introduced in New Jersey last week, cars with odd- and even-numbered license plates can fill up only on alternate days.Some 28 percent of gas stations in the New York metropolitan area did not have fuel available for sale on Friday, the same level as on Thursday, the U.S. Energy Information Administration said.On Friday, protesters took to the streets in Oceanside, a community on Long Island, to protest that they were still without power. "Where is LIPA? Where is LIPA?" they chanted. LIPA is the Long Island Power Authority, a state-owned utility.Some 434,000 homes and businesses in the Northeast lacked power as of Friday afternoon, down from 696,000 the previous day, the Energy Department said.Mayor Michael Bloomberg said New York City would work with federal authorities to provide electricians, plumbers and carpenters to help fix the worst-hit homes. Displaced New York legal groups struggle to offer storm relief

NEW YORK (Reuters) - As thousands of New Yorkers struggle to recover from Superstorm Sandy, three major legal aid providers seeking to help victims have been hampered by their own storm-related damage.
Legal Services NYC, the New York Legal Assistance Group and the Legal Aid Society were shut out of their downtown offices when Sandy struck last week and have been operating out of satellite offices or space borrowed from other non-profit groups and large law firms.The organizations provide a variety of civil legal services to low-income residents, ranging from obtaining orders of protection for domestic violence victims to drafting living wills and appointing healthcare proxies.Legal Services lost power at two of its downtown locations, including the central office on Worth Street, where its telephone network and email and data servers are located.The approximately 75 staff members affected by the outage were able to relocate to Legal Service's Harlem location, travel to outreach clinics and assemble disaster relief manuals for volunteer attorneys.But the entire organization was without access to phone, email or electronic records for three days, said Raun Rasmussen, Legal Services' executive director. Those challenges were compounded by limited transportation and access to documents, which made it difficult to coordinate court appearances and contact some clients, Rasmussen said.The headquarters of New York Legal Assistance Group, at 7 Hanover Square, were flooded in the storm and will be closed for about six weeks, according to the group's president and attorney-in-charge, Yishoel Schulman.The organization's 200 lawyers have scattered to spaces in 11 law firms across the city, and the executive staff is using the United Jewish Appeal Federation offices as a base, Schulman said.
DIFFICULTIES PERSIST
NYLAG lawyers and paralegals have been offering legal services via a citywide hotline and through Federal Emergency Management Agency centers around the city, said Schulman, who estimates his employees have counseled over 1,000 people since Sandy hit."I don't think in my career I've ever experienced such an intense, immediate need for free legal assistance," he said.Yet communications difficulties persist. Without phones and Internet, the organization has found it difficult to publicize its services, including its Mobile Legal Help Center, a van equipped with private meeting spaces that travels the five boroughs, Schulman said.
Legal Aid has faced similar challenges. The organization, part of a nationwide network, had to redeploy a third of its 1,700 lawyers after its downtown headquarters were flooded and three additional lower Manhattan offices lost power, said Attorney-in-Chief Steven Banks.The group continues to have intermittent phone and Internet access, Banks said, and employees are working out of Legal Aid's other 21 offices in the city.Since Wednesday of last week, the organization has been representing clients in courts in all five boroughs, Banks said. Its staff has traveled to New York City Housing Authority developments in Far Rockaway in Queens, Coney Island and Red Hook in Brooklyn and to various neighborhoods in Staten Island.The staff has handled applications for emergency food stamps, disaster unemployment assistance and FEMA aid, in addition to helping residents who needed food, hot water and electricity.
