Terrified patients fled from a hospital in western Uganda as soon as news broke that a mysterious illness that killed at least 14 people in the region was Ebola, one of the world's most virulent diseases.Ignatius Besisira, an MP for Buyaga East County in the Kibaale district, said people had at first believed the unexplained deaths were related to witchcraft. "Immediately, when there was confirmation that it was Ebola … patients ran out of Kagadi hospital (where some of the victims had died)," he told the Guardian. "Even the medical officers are very, very frightened," he said.Government officials and a World Health Organisation representative confirmed the Ebola outbreak at a news conference in Kampala on Saturday. "Laboratory investigations done at the Uganda Virus Research Institute ... have confirmed that the strange disease reported in Kibaale is indeed Ebola haemorrhagic fever," they said in a joint statement.Health officials said at least 20 people had been infected and of those 14 had died.There is no treatment or vaccine against Ebola, which is transmitted by close personal contact and, depending on the strain, can kill up to 90% of those who contract the virus.It has a devastating history in Uganda, where in 2000, at least 425 people were infected, of whom more than half died. Ebola was previously reported in the country in May last year, when it killed a 12-year-old girl.During an outbreak in 2007, which claimed at least 37 lives, President Yoweri Museveni advised people not to shake hands and public gatherings were also discouraged.One of those who succumbed to the outbreak in Kibaale was a clinical officer, Besisira said. The other fatalities came from a single household in Nyamarunda subdistrict, he added.Joaquim Saweka, WHO's representative in Uganda, said the suspected infections emerged in the region in early July but the confirmation came only on Friday.
The Ugandan government said a national emergency taskforce had been set up and urged the population to remain calm. The government, WHO and the US Centres for Disease Control have sent experts to Kibaale to tackle the outbreak.Besisira said officials in Kibaale had released radio broadcasts outlining precautionary measures on Saturday. "We have assured (the people) that we have a very strong team … who are making sure the disease is controlled … I am very confident we can contain it," he added.Besisira had not heard of people moving out of the region, but the Daily Nation newspaper in neighbouring Kenya said on Sunday that people were leaving the area around Kagadi town, where the disease first appeared."We have to move to safer places because we can easily get infected by this disease here," the paper quoted a resident, Omuhereza Kugonza, as saying.The WHO describes Ebola as "a viral haemorrhagic fever and one of the most virulent diseases known to humankind". It says the disease was identified in 1976 in a western equatorial province of Sudan and a nearby region of Zaire (now Democratic Republic of the Congo). It takes its name from a river in the DRC.Kibaale is near Uganda's border with the DRC.Ebola is transmitted by direct contact with the body fluids and tissues of infected persons. It can also be transmitted by handling sick or dead infected wild animals, such as chimpanzees, gorillas, monkeys, forest antelope and fruit bats.
Symptoms include sudden fever, intense weakness, muscle pain, headache and sore throat, followed by vomiting, diarrhoea, rashes, impaired kidney and liver function and bleeding.

China-EU trade war looms over solar energy industry

BRUSSELS - China and the EU are facing a trade war after a group of European solar panel producers this week lodged an anti-dumping complaint, sparking immediate threats of retaliation.

(Photo: TREC-UK)The complaint comes from Germany's SolarWorld and a newly formed coalition of some 25 companies, according to spokesperson Milan Nitzschke, most of whom choose to remain anonymous "for fear of repression."
The companies accuse China of giving out “immense subsidies”, Nitzschke said, helping its own industry to gain market share in Europe by selling its products at artificially low prices - a practice known as dumping and illegal under international trade law.Citing Goldman Sachs, they say China’s share of the EU market for crystalline solar modules has increased from 63 percent in 2009 to 80 percent in 2011. Ten years ago, that number was close to zero.“China is not competing,” Nitzschke told EUobserver. “It is breaking the rules.”

An eye for an eye

It did not take long before warnings came from the East of swift retaliation.China’s four major solar panel producers issued a statement denying the allegations and urging the government to take the “necessary measures to protect our ... interests”.State-run news agency Xinhua, for its part, on Friday (27 July) left little doubt over what those measures may consist of.It cited Meng Xiangan, a high official charged with renewable energy, as having said that if the EU decides to start investigations, “China will likely initiate anti-dumping and anti-subsidy probes on EU-imported [products]”.It also cited the country’s ministry of commerce as having said that any “protectionist measures will harm the European solar industry”.
If deemed viable, the complaint may lead to import tariffs on solar panels from China. In May in the US, such action was already taken. In response, China last week launched investigations into possible dumping from the US and South-Korea.“There is nothing else China can do if the EU follows the precedent of the US and imposes duties on Chinese solar products,” Li Junfeng, another high official, was quoted as having said.

Keeping the lid on

Meanwhile, the European Commission is doing its utmost to keep things quiet.It now has six weeks to decide on the way forward: to proceed with investigations or not. Until then, it refuses to comment or even to confirm the existence of the complaint.Yet one spokesperson, Joe Hennon, on Thursday during the executive’s daily press briefing said it had not yet received an official complaint.His comment was later removed, however, from the commission’s website.“It was asked for,” said an official from the commission’s audiovisual services who did not want to be named.

US 'extreme drought' zones triple in size


The drought in America's breadbasket is intensifying at an unprecedented rate, experts warned, driving concern food prices could soar if crops in the world's key producer are decimated.The US Drought Monitor reported a nearly threefold increase in areas of extreme drought over the past week in the nine Midwestern states where three quarters of the country's corn and soybean crops are produced."That expansion of D3 or extreme conditions intensified quite rapidly and we went from 11.9 percent to 28.9 percent in just one week," Brian Fuchs, a climatologist and Drought Monitor author, told AFP."For myself, studying drought, that's rapid. We've seen a lot of things developing with this drought that were unprecedented, especially the speed."Almost two thirds of the continental United States are now suffering drought conditions, the largest area recorded since the Drought Monitor project started in 1999."If you are following the grain prices here in the US, they are reflecting the anticipated shortages with a price increase," Fuchs said."In turn, you're going to see those price increases trickle into the other areas that use those grain crops: cattle feed, ethanol production and then food stuffs."In some rural areas, municipal water suppliers are talking about mandatory restrictions because they have seen such a dramatic drop in the water table that they fear being unable to fulfill deliveries to customers, Fuchs said."Things have really developed over the last two months and conditions have worsened just that quick and that is really unprecedented," he added."Definitely exports are going to suffer because there is going to be less available and the markets are already reflecting that."It's anticipated that this drought is going to persist through the next couple of months at least and conditions are not overly favorable to see any widespread improvement."President Barack Obama's administration has opened up protected US land to help farmers and ranchers hit by the drought and encouraged crop insurance companies to forgo charging interest for a month.Officials have said the drought will drive up food prices since 78 percent of US corn and 11 percent of soybean crops have been hit and the United States is the world's biggest producer of those crops.The current drought has been compared to a 1988 crisis that cut production by 20 percent and cost the economy tens of billions of dollars.The US Department of Agriculture issued retail price forecasts Wednesday for 2013 and they already showed an impact from the drought, with consumers expected to pay between three and four percent more for their groceries."The 2013 numbers reflect higher-than-average inflation which is partly a function of the drought and the higher crop prices," said Ephraim Leibtag of the USDA's Economic Research Service."The drought effects are starting now at the farm and agricultural level."Those things take two to 12 months to work through the system. So you'll see some effects as early as the fall (autumn) in terms of the grocery stores and restaurants, certainly later in the year and into 2013."The full impact of the drought on food prices won't be known for months.
"It's too early to tell as we don't know how much of the crop is going to be lost and how much higher corn and soybean prices will go," Leibtag said."We are not forecasting major impacts on retail food at this point. If the drought gets worse or corn and soybean prices rise even more, that would start to have a bigger impact."
Even before the last week, farmers were telling AFP they may have to cut their losses -- chopping down fields of half-mature, earless corn to feed the stalks to cattle.Weather forecasters predicted no respite.

Two dead, over 130,000 without power after fierce U.S. storms


ELMIRA, New York (Reuters) - Violent thunderstorms barreled through the Ohio Valley and mid-Atlantic regions of the eastern United States late on Thursday, killing two people and cutting power to more than 130,000 homes and businesses in New York, Ohio and Pennsylvania.The storms spawned at least one tornado, which touched down in Elmira, New York, toppling trees and ripping off rooftops, the National Weather Service said.Officials in Pennsylvania and New York reported two storm-related deaths.A woman camping in Genesee, Pennsylvania, near the New York state line, took refuge from the storm in her car. She was killed when a tree fell on the car, said Potter County emergency services director John Hetrick.
New York City police said a 61-year-old man in Brooklyn's Cobble Hill neighborhood was killed when scaffolding at a church collapsed on him as the storm passed through near 8 p.m.He was identified as Richard Schwartz, a longtime assistant attorney general in New York who was at the forefront of investigations involving such high profile targets as Microsoft and the National Football League."It's possible lightning struck the top of the roof, causing some bricks to fall on top of the scaffolding," said a police spokesman.The storms forced the cancellation of over 900 flights on Thursday, according to FlightAware, a Texas-based company that tracks the status of flights. The highest number of cancellations was at LaGuardia Airport in New York.The one reported tornado hit Elmira's east side hardest. In one four-block neighborhood, most homes had trees toppled on them, street signs were bent and tree trunks had debris wrapped around them. Several cars were crushed by downed trees.One two-story brick building had most of its second story torn off in the storm, and most power remained out for the city's 29,000 residents on Friday morning.Meteorologists said 70-mile-per-hour (113-kph) winds were reported in parts of Ohio, Kentucky, Pennsylvania and Oklahoma.As the storms sent black, menacing clouds across cities and open country, hail ranging from dime- to quarter-sized fell in some areas of Pennsylvania, AccuWeather.com said.

After the battle, despair grips Damascus

DAMASCUS (Reuters) - In the once bustling shopping district of Hamra Street in the heart of Damascus, three men - all made homeless by fighting which raged in the city for two weeks - sit outside their empty shops on a deserted pavement.Residents of the eastern and southern suburbs of the Syrian capital, which have been hardest hit by President Bashar al-Assad's fierce counter-offensive against rebel forces, they have sought shelter with family in central Damascus."Can you believe that all three of us here have fled our homes? All of us are from destroyed homes. Living with relatives in the centre of town," said Ahmed, a shop owner from Douma, an opposition suburb to the east of the capital.They have joined many thousands who have retreated inwards to relative safety, leaving the city shrunken and surrounded by a still smoldering war zone.
But even central Damascus has been shattered by the violence. Shops open only between 9 am and 3 pm, food prices have soared and no one dares walk outside after dusk, even in the holy month of Ramadan when streets are normally packed late into the night with people celebrating after a day of fasting."There are no customers and I sent my employees home. I cannot afford to pay them. I cannot afford to pay the installments on my home. I am bankrupt," said Ahmed who, like others interviewed for this article, declined to give his full name.The men, from the southern suburb of Sayida Zeinab and Hajar al-Aswad - hit by rockets and heavy machine gun fire from helicopter gunships - said they initially had little sympathy with the uprising against 42 years of Assad family rule, inspired by revolts across the Arab world last year.
"To begin with I was with the regime, for sure," said Ahmed. "But now, no, the regime must go. Take what they want with them, but they must go."Mohammad blamed the 46-year-old president, who has vowed to defeat what he says is foreign-backed terrorist violence, for the increasing despair in Damascus."Can anyone stand by him now? I don't believe it. We're all refugees. We have no houses, no money. Our bosses don't pay us. This must end."

Restaurants in the centre of Damascus, which would normally be packed at dusk as Muslims break their daily Ramadan fast, say they have been empty for days."From the first day of Ramadan till today, not one customer has stepped into this restaurant," said Mohammad, who works at a restaurant in the 29th of May street, a few blocks north of the old city. "I can't get to work or deliver my goods, not that there is much business anyway ... I haven't brought a penny home in three months," said Bassam, a honey producer who fled his home in Douma with his family to stay with relatives in central Abu Roumaneh."No one is buying, no one is selling. The Syrian pound is weak ... And prices of everything have sky rocketed,' said Marwan, an agricultural products supplier.Fears over a prolonged blockade and food and petrol shortages saw a spike in the price of foodstuffs of up to 150 percent last week with three-hour queues forming at gas stations until a convoy of tankers on Sunday brought more petrol.In Midan, the first district of the capital to be retaken by Assad's forces eight days ago, the wreckage of burned-out cars, destroyed buildings and bullet-ridden walls and windows bore witness to indiscriminate destruction."I came back on Monday and found my home turned inside out. luckily I had taken my gold and money with me but the army took my son's clothes, my perfume bottles and other items," said Huda, a resident of Damascus' traditional heartland."Please tell the world to cut China and Russia off and to get us a no-fly zone," another Midan resident said, reflecting the anger of Assad's opponents towards Beijing and Moscow for blocking Western-backed United Nations resolutions over Syria."I swear that if it wasn't for my family I would be out there fighting with the Free Syrian Army."
WARY OF REBELS
Not everyone is rooting for the rebels. Aside from staunchly pro-Assad loyalists, there is an increasing number of people who oppose the president but are wary of the FSA."Neither side is a very attractive option for Syria ... The regime is a beast but the FSA, the Salafists and the international agenda are going to destroy the country," said Housam, a local resident.That despair is echoed in the Shaalan vegetable market, where shoppers and shopkeepers alike see little chance of escaping the spiral of violence and economic collapse.One woman shopping at the market said she had only started leaving her home in the last two days, in daylight."Life has become one big problem. Syrians are killing Syrians. Everyone in my street in Mezze fled," said another woman driving to Shaalan. "The country is being destroyed."Like his customers, a shopkeeper bemoaned the high prices."I'm just like them - I can only get food and vegetables and fruit if I pay double. And it only gets here with difficulty. None of us can bear it," he said."The solution is in the hands of the regime. Romney voices aggressive stance toward Iran

JERUSALEM (AP) — Mitt Romney would respect an Israeli decision to make a unilateral military strike against Iran aimed at preventing Tehran from obtaining nuclear capability, a top foreign policy adviser said Sunday as he outlined the aggressive posture the Republican presidential candidate will take toward Iran in a speech in Israel later in the day.Romney has said he has a "zero tolerance" policy toward Iran obtaining the capability to build a nuclear weapon."If Israel has to take action on its own, in order to stop Iran from developing the capability, the governor would respect that decision," foreign policy adviser Dan Senor told reporters ahead of the speech, planned for late Sunday near Jerusalem's Old City.Senor said Romney is careful to note the governor believes preventing nuclear "capability" — not just a nuclear weapon — is critical.He later clarified his comments in a written statement, saying: "Gov. Romney believes we should employ any and all measures to dissuade the Iranian regime from its nuclear course, and it is his fervent hope that diplomatic and economic measures will do so. In the final analysis, of course, no option should be excluded."Democratic U.S. President Barack Obama has also affirmed the right of Israel to defend itself, but in contrast to Romney, Obama has warned of the consequences of an Israeli strike on Iran."Already, there is too much loose talk of war," Obama told the American Israel Public Affairs Committee in March. N. Korea vows tough action against US

Arms treaty must wait after UN agreement fails

UNITED NATIONS (AP) — A U.N. treaty to regulate the multibillion-dollar global arms trade will have to wait after member states failed to an reach agreement, and some diplomats and supporters blamed the United States for the unraveling of the monthlong negotiating conference.Hopes had been raised that agreement could be reached on a revised treaty text that closed some major loopholes by Friday's deadline for action. But the U.S. announced Friday morning that it needed more time to consider the proposed treaty — and Russia and China then also asked for more time."This was stunning cowardice by the Obama administration, which at the last minute did an about-face and scuttled progress toward a global arms treaty, just as it reached the finish line," said Suzanne Nossel, executive director of Amnesty International USA. "It's a staggering abdication of leadership by the world's largest exporter of conventional weapons to pull the plug on the talks just as they were nearing an historic breakthrough."A Western diplomat, speaking on condition of anonymity because of the sensitivity of the issue, also blamed the U.S., saying "they derailed the process," adding that nothing will happen to revive negotiations until after the U.S. presidential election in November.
Chief U.S. negotiator Thomas Countryman refused to talk to several dozen reporters when the meeting broke up.U.S. State Department spokeswoman Victoria Nuland said in a statement Friday evening that the U.S. supports a second round of negotiations next year."While we sought to conclude the month's negotiations with a treaty, more time is a reasonable request for such a complex and critical issue," the satement said.The draft treaty would require all countries to establish national regulations to control the transfer of conventional arms and to regulate arms brokers. It would prohibit states that ratify the treaty from transferring conventional weapons if they would violate arms embargoes or if they would promote acts of genocide, crimes against humanity or war crimes.In considering whether to authorize the export of arms, the draft says a country must evaluate whether the weapon would be used to violate international human rights or humanitarian laws or be used by terrorists, organized crime or for corrupt practices.Many countries, including the U.S., control arms exports but there has never been an international treaty regulating the estimated $60 billion global arms trade. For more than a decade, activists and some governments have been pushing for international rules to try to keep illicit weapons out of the hands of terrorists, insurgent fighters and organized crime.U.N. Secretary-General Ban Ki-moon said he was "disappointed" with the failure to reach agreement on a treaty text , which he described as "a setback." He said he remained committed to working with member states to puruse a "robust" treaty on controlling the conventional arms trade."A strong treaty would rid the world of the appalling human cost of the poorly regulated international arms trade," Ban said in a statement released late Friday in London where he was attending the opening ceremony of the Olympic Games.The U.N. General Assembly voted in December 2006 to work toward a treaty regulating the growing arms trade, with the U.S. casting a "no" vote. In October 2009, the Obama administration reversed the Bush administration's position and supported an assembly resolution to hold four preparatory meetings and a four-week U.N. conference in 2012 to draft an arms trade treaty.The United States insisted that a treaty had to be approved by the consensus of all 193 U.N. member states.Ambassador Roberto Garcia Moritan, the conference chairman, said treaty supporters knew "this was going to be difficult to achieve."He said negotiations failed because some delegations didn't like the draft though "the overwhelming majority in the room did." He added that some countries from the beginning of negotiations had "different views" on a treaty, including Syria, Iran and North Korea.Amnesty's Nossel accused the U.S. of raising eleventh-hour issues "and wanting more time to consult with itself," which stopped the momentum toward agreement.Despite the failure to reach agreement, Moritan predicted that "we certainly are going to have a treaty in 2012."He said there are several options for moving forward in the General Assembly which will be considered over the summer, before the world body's new session begins in September.Ambassador Jean-Hugues Simon-Michel, who led the French delegation, called Friday's result "the worst-case scenario."
"I'm disappointed but not discouraged," he said. "The ball is now in the court of the General Assembly but the risk is that countries may want to start negotiations from scratch."Daryl Kimball, executive director of the Arms Control Association, said the General Assembly needs to decide whether to move forward with the treaty text that was close to adoption or reopen old issues."What we have now is an uncertain outcome that leaves in doubt the support of the major arms exporters and importers, including the U.S. and Russia, and that needs to be overcome," he said. "This is a delicate moment and it's going to require real leadership on the part of key states including the European countries, Washington and others."The powerful National Rifle Association in the U.S. has portrayed the treaty as a surrender of gun ownership rights enshrined in the U.S. Constitution. The politically controversial issue has re-emerged since last week's shooting at a Colorado cinema that killed 12 people.But the draft treaty reaffirms "the sovereign right and responsibility of any state to regulate and control transfers of conventional arms that take place exclusively within its territory, pursuant to its own legal or constitutional systems." And it states clearly that the treaty's aim is to establish the highest standards "for regulating, or improving the regulation of the international trade in conventional arms" — not domestic trade.On Thursday, a bipartisan group of 51 senators threatened to oppose the treaty if it falls short in protecting Americans' constitutional right to bear arms. In a letter to President Barack Obama and Secretary of State Hillary Rodham Clinton, the senators expressed serious concerns with the draft treaty that has circulated at the United Nations, saying that it signals an expansion of gun control that would be unacceptable.During negotiations, the United States objected to any requirement to report on exports of ammunition, and that remains out of the latest draft. It does call for every country to regulate the export of ammunition.Britain has taken the lead in pushing for a treaty.Ahead of Friday's meeting, Britain's Deputy Prime Minister Nick Clegg discussed treaty prospects with U.N. Secretary-General Ban Ki-moon in London and both urged the treaty's adoption."Global rules govern the sale of everything from bananas to endangered species to weapons of mass destruction, but not guns or grenades," Clegg said. "This anomaly causes untold suffering in conflicts around the world. 1,000 people are killed daily by small arms wielded by terrorists, insurgents and criminal gangs."The secretary-general said he was disappointed at the failure to agree on a treaty, calling it "a setback." But Ban said he was encouraged that states have agreed to continue pursuing a treaty and pledged his "robust" support.At the end of the negotiating session, Mexico read a joint statement from more than 90 countries saying they "are determined to secure an Arms Trade Treaty as soon as possible."

The Old City formed a made-for-television backdrop behind Romney, while some of his campaign donors listened in the audience.Romney's declaration that Jerusalem is Israel's capital was matter-of-fact and in keeping with claims made by Israeli governments for decades, even though the United States, like other nations, maintains its embassy in Tel Aviv.He did not say if he would order the embassy moved if he wins the White House, but strongly suggested so in a CNN interview."My understanding is the policy of our nation has been a desire to move our embassy ultimately to the capital (Jerusalem)," he said, adding, "I would only want to do so and to select the timing in accordance with the government of Israel."His remarks on the subject during his speech drew a standing ovation from his audience, which included Sheldon Adelson, the American businessman who has said he will donate millions to help elect Romney to the White House.Romney's embrace of Israel was on display throughout the day when he met with Prime Minister Benyamin Netanyahu and other leaders. Magnitude 6.0 quake hits off Mexico's Pacific coast

MEXICO CITY (Reuters) - A 6.0 magnitude earthquake struck off Mexico's Pacific coast on Sunday, the U.S. Geological Survey said, but there were no reports of damage.The quake was centered about 18 miles southwest of Suchiate in the southern state of Chiapas, close to the border with Guatemala. Magnitude 6.6 quake hits off Papua New Guinea coast: USGS

(Reuters) - A magnitude 6.6 quake struck off the coast of Papua New Guinea early on Sunday local time, the U.S. Geological Survey said.The strong quake was centered 81 miles east-southeast of Rabaul, New Britain, at a depth of 43.5 miles, the USGS said.The quake was not expected to generate a tsunami, according to the Pacific Tsunami Warning Center.(Editing by Peter Cooney)

On June 29, 2012, the US Senate unanimously passed by voice vote Resolution 2165 reaffirming the US commitment to Israel's security as a Jewish State and calling on the President and the US government to ensure that Israel is provided with all military capabilities it needs in order to adequately protect itself.  Resolution 2165 also urges expanded military and civilian cooperation between the two countries.
The resolution, which will now be considered by the US House of Representatives before being passed onto the President for his signature, was initiated by Senator Barbara Boxer [D-CA] and had 71 co-sponsors from both parties.

AN ACT

To enhance strategic cooperation between the United States and Israel, and for other purposes.
    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ‘United States-Israel Enhanced Security Cooperation Act of 2012’.

SEC. 2. FINDINGS.

    Congress makes the following findings:
      (1) Since 1948, United States Presidents and both houses of Congress, on a bipartisan basis and supported by the American people, have repeatedly reaffirmed the special bond between the United States and Israel, based on shared values and shared interests.
      (2) The Middle East is undergoing rapid change, bringing with it hope for an expansion of democracy but also great challenges to the national security of the United States and our allies in the region, particularly to our most important ally in the region, Israel.
      (3) The Government of the Islamic Republic of Iran is continuing its decades-long pattern of seeking to foment instability and promote extremism in the Middle East, particularly in this time of dramatic political transition.
      (4) At the same time, the Government of the Islamic Republic of Iran continues to enrich uranium in defiance of multiple United Nations Security Council resolutions.
      (5) A nuclear-weapons capable Iran would fundamentally threaten vital United States interests, encourage regional nuclear proliferation, further empower Iran, the world’s leading state sponsor of terror, and pose a serious and destabilizing threat to Israel and the region.
      (6) Over the past several years, with the assistance of the Governments of the Islamic Republic of Iran and Syria, Hizbollah and Hamas have increased their stockpile of rockets, with more than 60,000 now ready to be fired at Israel. The Government of the Islamic Republic of Iran continues to add to its arsenal of ballistic missiles and cruise missiles, which threaten Iran’s neighbors, Israel, and United States Armed Forces in the region.
      (7) As a result, Israel is facing a fundamentally altered strategic environment.
      (8) Pursuant to chapter 5 of title 1 of the Emergency Wartime Supplemental Appropriations Act, 2003 (Public Law 108-11; 117 Stat. 576), the authority to make available loan guarantees to Israel is currently set to expire on September 30, 2012.

SEC. 3. STATEMENT OF POLICY.

    It is the policy of the United States:
      (1) To reaffirm our unwavering commitment to the security of the State of Israel as a Jewish state. As President Barack Obama stated on December 16, 2011, ‘America’s commitment and my commitment to Israel and Israel’s security is unshakeable.’ And as President George W. Bush stated before the Israeli Knesset on May 15, 2008, on the 60th anniversary of the founding of the State of Israel, ‘The alliance between our governments is unbreakable, yet the source of our friendship runs deeper than any treaty.’.
      (2) To help the Government of Israel preserve its qualitative military edge amid rapid and uncertain regional political transformation.
      (3) To veto any one-sided anti-Israel resolutions at the United Nations Security Council.
      (4) To support Israel’s inherent right to self-defense.
      (5) To pursue avenues to expand cooperation with the Government of Israel both in defense and across the spectrum of civilian sectors, including high technology, agriculture, medicine, health, pharmaceuticals, and energy.
      (6) To assist the Government of Israel with its ongoing efforts to forge a peaceful, negotiated settlement of the Israeli-Palestinian conflict that results in two states living side-by-side in peace and security, and to encourage Israel’s neighbors to recognize Israel’s right to exist as a Jewish state.
      (7) To encourage further development of advanced technology programs between the United States and Israel given current trends and instability in the region.

SEC. 4. UNITED STATES ACTIONS TO ASSIST IN THE DEFENSE OF ISRAEL AND PROTECT UNITED STATES INTERESTS.

    It is the sense of Congress that the United States Government should take the following actions to assist in the defense of Israel:
      (1) Seek to enhance the capabilities of the Governments of the United States and Israel to address emerging common threats, increase security cooperation, and expand joint military exercises.
      (2) Provide the Government of Israel such support as may be necessary to increase development and production of joint missile defense systems, particularly such systems that defend against the urgent threat posed to Israel and United States forces in the region.
      (3) Provide the Government of Israel assistance specifically for the production and procurement of the Iron Dome defense system for purposes of intercepting short-range missiles, rockets, and projectiles launched against Israel.
      (4) Provide the Government of Israel defense articles and defense services through such mechanisms as appropriate, to include air refueling tankers, missile defense capabilities, and specialized munitions.
      (5) Provide the Government of Israel additional excess defense articles, as appropriate, in the wake of the withdrawal of United States forces from Iraq.
      (6) Examine ways to strengthen existing and ongoing efforts, including the Gaza Counter Arms Smuggling Initiative, aimed at preventing weapons smuggling into Gaza pursuant to the 2009 agreement following the Israeli withdrawal from Gaza, as well as measures to protect against weapons smuggling and terrorist threats from the Sinai Peninsula.
      (7) Offer the Air Force of Israel additional training and exercise opportunities in the United States to compensate for Israel’s limited air space.
      (8) Work to encourage an expanded role for Israel with the North Atlantic Treaty Organization (NATO), including an enhanced presence at NATO headquarters and exercises.
      (9) Expand already-close intelligence cooperation, including satellite intelligence, with Israel.

SEC. 5. ADDITIONAL STEPS TO DEFEND ISRAEL AND PROTECT AMERICAN INTERESTS.

    (a) Extension of War Reserves Stockpile Authority-
      (1) DEPARTMENT OF DEFENSE APPROPRIATIONS ACT, 2005- Section 12001(d) of the Department of Defense Appropriations Act, 2005 (Public Law 108-287; 118 Stat. 1011) is amended by striking ‘more than 8 years after’ and inserting ‘more than 10 years after’.
      (2) FOREIGN ASSISTANCE ACT OF 1961- Section 514(b)(2)(A) of the Foreign Assistance Act of 1961 (22 U.S.C. 2321h(b)(2)(A)) is amended by striking ‘fiscal years 2011 and 2012’ and inserting ‘fiscal years 2013 and 2014’.
    (b) Extension of Loan Guarantees to Israel- Chapter 5 of title I of the Emergency Wartime Supplemental Appropriations Act, 2003 (Public Law 108-11; 117 Stat. 576) is amended under the heading ‘Loan Guarantees to Israel’--
      (1) in the matter preceding the first proviso, by striking ‘September 30, 2011’ and inserting ‘September 30, 2015’; and
      (2) in the second proviso, by striking ‘September 30, 2011’ and inserting ‘September 30, 2015’.

SEC. 6. REPORTS REQUIRED.

    (a) Report on Israel’s Qualitative Military Edge (QME)-
      (1) IN GENERAL- Not later than 180 days after the date of the enactment of this Act, the President shall submit to the Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives a report on the status of Israel’s qualitative military edge in light of current trends and instability in the region.
      (2) SUBSTITUTION FOR QUADRENNIAL REPORT- If submitted within one year of the date that the first quadrennial report required by section 201(c)(2) of the Naval Vessel Transfer Act of 2008 (Public Law 110-429; 22 U.S.C. 2776 note) is due to be submitted, the report required by paragraph (1) may substitute for such quadrennial report.
    (b) Reports on Other Matters- Not later than 180 days after the date of the enactment of this Act, the President shall submit to the appropriate congressional committees a report on each of the following matters:
      (1) Taking into account the Government of Israel’s urgent requirement for F-35 aircraft, actions to improve the process relating to its purchase of F-35 aircraft, particularly with respect to cost efficiency and timely delivery.
      (2) Efforts to expand cooperation between the United States and Israel in homeland security, counter-terrorism, maritime security, energy, cyber-security, and other related areas.
      (3) Actions to integrate Israel into the defense of the Eastern Mediterranean.

SEC. 7. DEFINITIONS.

    In this Act:
      (1) APPROPRIATE CONGRESSIONAL COMMITTEES- The term ‘appropriate congressional committees’ means--
        (A) the Committee on Appropriations, the Committee on Armed Services, the Committee on Foreign Relations, and the Select Committee on Intelligence of the Senate; and
        (B) the Committee on Appropriations, the Committee on Armed Services, the Committee on Foreign Affairs, and the Permanent Select Committee on Intelligence of the House of Representatives.
      (2) QUALITATIVE MILITARY EDGE- The term ‘qualitative military edge’ has the meaning given the term in section 36(h)(2) of the Arms Export Control Act (22 U.S.C. 2776(h)(2)).

Romney: Deeply moving to be in Jerusalem, Israel's capital

US Republican presidential candidate stresses shared values between US, Israel in J'lem foreign policy speech; says diplomatic distance between Israel and US emboldens the Jewish state's adversaries.

US Republican presidential candidate Mitt Romney delivered a foreign policy speech in Jerusalem on Sunday, saying it was a deeply moving experience to be in Jerusalem, "the capital of Israel."
Romney stated that not only did Israel and the US hold shared interests, the two countries hold "shared values," despite the 5000 miles between them.

Addressing Iran, Romney said that the US has a "solemn duty" not to let Iran's leaders act on their malevolent intentions toward Israel. He stated that history teaches that when despotic regimes secure weapons, peace gives way to violence.
Romney added that while he hopes diplomatic measures and economic sanctions will stop Iran's nuclear drive, no option should be excluded to stop a nuclear Iran.
Romney called Israel's security a "vital national interest" of the US. "Israel must defend itself and it is right for us to stand with you," said Romney.
In what appeared to be veiled criticism of US President Barack Obama, Romney said that standing by Israel meant more than just providing military aid. He said that the diplomatic distance between the US and Israel serves to embolden Israel's enemies.
Following the Olympic Committee's decision not to hold a minute of silence to remember the 11 Israeli victims of the 1972 Munich Olympics terror attack,  Romney made a point  to honor the victims, which was met by applause from the audience.
The Republican candidate praised Israel, the "start-up nation," for its "cutting-edge technology," thriving economy, democratic values and freedom of press.
"I love this country, I love America, I love the friendship we have," Romney stated as he concluded his speech.

Boston Bruins goaltender Tim Thomas made another political statement on his Facebook page on Thursday, supporting American sandwich chain Chick-fil-A.The chain's owner Dan Cathy, has drawn plenty of backlash for funding organizations fighting same-sex marriage and was recently quoted saying he supported, "the biblical definition of the family unit.""I stand with Chick-fil-A," wrote Thomas on his Facebook account."Chick-fil-A is privately owned by the Cathy family. The company president, Dan Cathy, drew the wrath of gay rights advocates and supporters when he made recent statements that some have alleged are anti-gay. Cathy told Baptist Press that the company was unapologetically in favor of traditional marriage. 'Guilty as charged,' he said. 'We are very much supportive of the family - the biblical definition of the family unit. We are a family-owned business, a family-led business, and we are married to our first wives. We give God thanks for that.' In a separate interview on the Ken Coleman Show - Cathy suggested that the nation could face God's wrath over the redefinition of marriage. I think we are inviting God's judgment on our nation when we shake our fist at him and say, 'We know better than you as to what constitutes a marriage,' Cathy said. 'I pray God's mercy on our generation that has such a prideful, arrogant attitude to think that we would have the audacity to try to redefine what marriage is all about.'"It's not the first time that Thomas has gone under the spotlight for making political statements. He was at the centre of controversy this past winter when he opted not to appear at the Bruins' White House visit hosted by U.S. president Barack Obama.Thomas later explained his actions on his Facebook page and cancelled any media scrums if a question was asked regarding the incident.

Thomas, who already announced that he's taking a year off from playing hockey, has one year left on his current contract with the Bruins, which carries a $5 million cap hit for the 2012-13 season.The 38-year-old went 35-19-1 with a 2.36 goals-against average and a .920 save percentage this past season. In the playoffs, he had a 2.14 GAA and a .923 save percentage. Boston lost in seven games to Washington in the first round.Thomas won the 2009 and 2011 Vezina Trophy, and has a 196-121-45 record and 2.48 GAA in 378 career games with the Bruins. In 50 postseason games, he holds a 29-21 mark with a 2.07 GAA. He also won the 2011 Conn Smythe Trophy after leading Boston to its first Stanley Cup title since 1972.
Thomas's statement comes just months after teammate Zdeno Chara recorded a PSA for the You Can Play project and after Shawn Thornton said he would support a gay teammate."He isn't playing next year, which means he's not my teammate," a Bruins player who wished to be anonymous told WEEI.com. SINCE THE 2012 OLYMPIC COMMITTEE  WOULD NOT HAVE A MINUTE OF SILENCE FOR THE LOST 11 ISRAELIS 40 YEARS AGO AT THE 1972 OLYMPICS.I WILL.I CRYED AS I WATCHED THE 2012 ISRAELIS WALKING WITH THEIR FLAG PROUDLY.THINKING AND I PRAYED THAT GOD WOULD PROTECT THESE ISRAELIS AND SAD THAT THE CTV'S HOST WISHES WOULD NOT COME TRUE THAT A MINUTE OF SILENCE SHOULD HAVE BEEN DONE FOR THE LOST ISRAELIS IN 1972,40 YEARS AFTER THE KILLINGS.EVEN THE CTV HOST BRIAN WILLIAMS WANTED A MINUTE OF SILENCE.I WISH THEY WOULD HAVE HAD A MINUTE OF SILENCE ALSO.SO LETS ALL REMEMBER THE PRECIOUS ISRAELIS THAT WERE MURDERED BY THE PALESTINIAN TERRORISTS IN 1972.

Olympics-Israeli minister says to stand up for Munich dead

Livnat, Israel's most senior politician at the ceremony, said she would stand for a symbolic minute's silence as International Olympic Committee (IOC) President Jacques Rogge speaks during the opening of the Games, Israeli media reported. (Reuters) - Israel's sports minister, Limor Livnat, said she would mark the memory of the 11 Israelis killed by Palestinian gunmen at the 1972 Munich Olympics during a key moment of the London Games opening ceremony on Friday.Senior international figures including U.S. President Barack Obama and Secretary of State Hillary Clinton have called for a tribute to the 11 men who were killed in a standoff in Munich with Palestinian Black September gunmen.Family members of the athletes, coaches and officials who were killed, have tried for four decades to persuade the IOC to organise an official commemoration.Rogge led a surprise tribute in the athletes village in London on Monday but that low-key event failed to satisfy the victims' relatives and Olympic organisers rejected calls to hold a minute's silence during the opening ceremony.At the official send-off for the Israeli delegation in Jerusalem earlier this month, Livnat criticised compatriot and IOC member Alex Gilady for failing to support a call to commemorate the 11 men.She said Gilady had told her that he would not support a move that could jeopardise the unity of the Olympic movement and "he would not give (Israel's) enemies an excuse to boycott the Olympic Games".Israeli Prime Minister Benjamin Netanyahu, who met the Olympic delegation later, said the events of Munich had damaged the Olympic ethos."(Gilady is) the only Israeli in the IOC, the one who should be at the forefront of the Israeli struggle to commemorate the 11 at the opening ceremony, the Israeli whom the whole of Israeli society expects to represent the bereaved families that asks that its sons be recognised," Livnat said at the time."I think that after 40 years, the time has come to stand for a moment of silence ... this is our demand of the IOC," Netanyahu added.The IOC told Reuters that Rogge was expected to attend a commemorative event organised by the Israeli Olympic Committee during the second week of the Games, on Aug. 6 (Editing by Alison Williams)

Sydney - Jewish leaders observe a minute’s silence at 11am to remember the eleven Israeli athletes and coaches killed in Munich on 5 September 1972.The one minute’s silence was held at Benefactors Hall, Darlinghurst in Sydney. Vic Alhadeff, CEO of the NSW Jewish Board of Deputies, spoke in some detail about the Munich massacre and how the event unfolded. He spoke about the campaign to call for a minute’s silence at the opening ceremony of the 2012 Olympic Games. He deplored the consistent refusal of International Olympic Committee (IOC) President Jacques Rogge to heed these calls and his decision to hold a low-key memorial ceremony away from the public eye. Vic Alhadeff then read out the names of those who had been killed, before those present, numbering just fewer than fifty held a minute’s silence. More images of the event can be seen here. London 2012 Olympics The Telegraph reports that British Prime Minister, David Cameron, has refused to back calls for a minutes silence to remember the eleven Israelis murdered by Palestinian group Black September at the Munich Olympic Games, forty years ago. He considered planned memorial events to be the proper way to remember what had happened. Ankie Spinker and Illana Romano, whose husbands were amongst those killed in the attack handed a petition to IOC President Jacques Rogge, on 24 July, containing more than 105,000 signatures in support of a minute’s silence.
