Egypt's Mubarak Reported Clinically Dead

Former Egyptian president Hosni Mubarak, the man long seen as the symbol of stability in the Middle East but who was ousted in a popular uprising, has been declared clinically dead after suffering a stroke in prison. He was 84. Egypt's state news agency announced that his doctors declared his clincially dead late Tuesday.
Mubarak ruled Egypt for almost 30 years until he was swept from power in an 18-day wave of mass protests in February 2011.The son of a justice ministry official, he rose through the ranks of the Egyptian Air Force, eventually becoming commander and deputy defense minister.Mubarak was named President Anwar Sadat's deputy in 1975 and was at his side when Sadat was assassinated in October 1981 by Islamist militants.The autocratic leader then assumed the presidency and retained power by positioning himself as a trusted Western ally who honored the 1979 peace treaty with Israel despite fierce opposition throughout most of the Middle East.At home, he ruled with an iron fist, imposing Egypt’s infamous emergency law, which gave Mubarak and his security forces sweeping powers to crack down on dissent and curb basic freedoms.The reviled measures - including the use of torture - remained in effect for 31 years, until Egyptian military rulers revoked them in May, 2012. Rights activists hailed the law's expiration as a historic milestone and among the most important dividends of last year’s popular revolt.When Islamist extremists killed hundreds of Egyptian policemen, soldiers and civilians and dozens of foreign tourists in a violent campaign in the 1990s, Mubarak cracked down.The authoritarian president had long fought to suppress the Muslim Brotherhood - the Arab world's largest transnational Islamist movement, which originated in Egypt. In doing so, he also marginalized moderate Islamists, alienating their supporters. Many accused him of corruption.

For three decades, Mubarak presided over an uneasy period of enforced stability and economic development. Every six years, he staged rigged elections to maintain power.After intense international pressure, Mubarak allowed the formation of opposition parties in 2005, but that year's vote was marred by heavy irregularities.In January 2011, mass protests against his government erupted in Cairo and other Egyptian cities. On February 1, the aging leader announced he would not seek re-election in a vote scheduled for September. He also promised constitutional reform.But Egyptians demanded more radical change in the wake of the Arab Spring movement beginning to sweep the region. On February 11, Vice President Omar Suleiman announced Mubarak was stepping down and the military's supreme council would run the country. The defiant leader and his family fled to their Red Sea resort home.Mubarak was later arrested and tried over the deaths of anti-government protesters. On June 2, he was found guilty of complicity for failing to prevent the killing of hundreds who had revolted against him. He was sentenced to life in prison along with his former interior minister, Habib Al-Adly.Corruption charges against Mubarak and his two sons, Gamal and Alaa, were dropped.Mubarak's health had deteriorated sharply since his sentencing and officials said he resisted for hours leaving the helicopter that had flown him to Cario's Tora prison.

EGYPT'S Muslim Brotherhood has claimed victory for their candidate Mohammed Mursi in the country's key presidential vote, the first after a 2011 uprising that overthrew ex-leader Hosni Mubarak. 

''Doctor Mohammed Mursi is the first Egyptian president of the republic elected by the people,'' read a tweet from the official Twitter account of the Freedom and Justice Party, the Brotherhood's political arm.
The declaration was based on returns the Brotherhood reported from 95 per cent of the more than 13,000 polling stations nationwide. The returns showed Mr Mursi with 52 per cent of the vote, his opponent former prime minister Ahmed Shafiq with 48 per cent. A million votes separated the two, which a Brotherhood spokesman said the remaining votes could not overcome the difference for Mr Shafiq.
The figures were from results announced by election officials at individual counting centers, where each campaign has representatives who compile the numbers and make them public before the formal announcement. The Brotherhood's early, partial counts proved generally accurate in last month's first round vote.The final official result is to be announced by Thursday.As vote counting began, the ruling military issued an interim constitution that handed themselves the lion's share of power over the new president, enshrining their hold on the state and sharpening the possibility of confrontation with the Muslim Brotherhood.
With parliament dissolved and martial law effectively in force, the generals made themselves the country's legislators, gave themselves control over the budget and will determine who writes the permanent constitution that will define the country's future.That could set Egypt on the path of continued turmoil, particularly if conservative Islamist Mohammed Morsi of the Muslim Brotherhood emerges the victor in the presidential run-off against Ahmad Shafiq, Mubarak's former prime minister.Already, the Muslim Brotherhood was warning that they would launch protests if Mr Shafiq is declared the winner. After polls closed on Sunday night after two days of voting, the Brotherhood claimed an early lead in the hand counting, though it narrowed as more results rolled in. After midnight, Mr Morsi led at 55 per cent to Mr Shafiq's 45 per cent of the votes from just under half of the country's more than 13,000 polling stations, according to the Brotherhood.The figures were based on results announced by election officials at individual counting centers, where each campaign has representatives who compile the numbers and make them public before the formal declaration. The early, partial counts proved generally accurate in the first round of the election last month, which narrowed the field down from 13 candidates to two."If it happens that they announce he (Shafiq) is the winner, then there is forgery," said Brotherhood spokesman Murad Mohammed Ali. "We got rid of one devil and got 19," said Mohammed Kanouna, referring to Mubarak and the members of the military council as he voted for Morsi after night fell in Cairo's Dar el-Salam slum. "We have to let them know there is a will of the people above their will."The Brotherhood seemed to lay the groundwork for a confrontation with the military over its power grab. It rejected last week's order by the Supreme Constitutional Court dissolving parliament, where they were the largest party, as a "coup against the entire democratic process." It also rejected the military's right to declare an interim constitution and vowed that an assembly created by parliament last week before its dissolution will write the new charter, not one picked by the generals.However, the Brotherhood has reached accommodations with the generals at times over the past 16 months since Mubarak's fall, as it struck deals with Mubarak's regime itself.It also has no power to force recognition of the parliament-created constituent assembly, which already seems discounted after parliament's dissolution and is likely to be formally disbanded by a pending court ruling. Lawmakers are literally locked out of parliament, which is ringed by troops.The race has been deeply polarising. Critics of Mr Shafiq, an admirer and longtime friend of Mubarak, see him as an extension of the old regime that millions sought to uproot when they staged a stunning uprising that toppled the man who ruled Egypt for three decades.Mr Morsi's opponents, in turn, fear that if he wins, the Brotherhood will take over the nation and turn it into an Islamic state, curbing freedoms and consigning minority Christians and women to second-class citizens.While each has a core of strong supporters - each got about a quarter of the vote in the first round voting among 13 candidates last month - others saw the choice as a bitter one. The prospect that the generals will still hold most power even after their nominal handover of authority to civilians by July 1 has deepened the gloom, leaving some feeling the vote was essentially meaningless."Things have not changed at all. It is as if the revolution never happened," Ayat Maher, a 28-year-old mother of three, said as she waited for her husband to vote in Cairo's central Abdeen district. She said she voted for Mr Morsi, but did not think there was much hope for him. "The same people are running the country. The same oppression and the same sense of enslavement. They still hold the keys to everything."The winner will be officially announced on Thursday. But the result could be known by as early as Monday, based on the results from individual counting stations.Security was tight in Cairo, with heavier-than-usual army and police presence and army helicopters flying low over the sprawling city of some 18 million people.Turnout seemed tepid in most places over the two days of voting. A figure significantly lower than the first round's 46 per cent would be a sign of widespread discontent with the choice and doubts over the vote's legitimacy. There were no figures yet from the current voting.Just before the election, the Supreme Council of the Armed Forces, which has ruled since Mubarak's fall, slapped de facto martial law on the country, giving military police and intelligence agents the right to arrest civilians for a host of suspected crimes, some as secondary as obstructing traffic. Then came the high court ruling dissolving parliament.Now, whoever wins, the military council will hold powers that can all but paralyze the president if it chooses under the interim constitutional declaration issued on Sunday just after polls closed.According to a copy of the document obtained by The Associated Press, the generals would be the nation's legislators and control the budget. They also will name the 100-member panel tasked with drafting a new constitution, thus ensuring the new charter would guarantee them a say in key policies like defense and national security as well as shield their vast economic empire from civilian scrutiny.The president will be able to appoint a Cabinet and approve or reject laws.Under the document, new parliament elections will not be held until a new constitution is approved, meaning an election in December at the earliest. In the constitution-writing process, the military can object over any articles and the Supreme Constitutional Court - which is made up of Mubarak-era appointees - will have final say over any disputes.The generals, mostly in their 60s and 70s, owe their ranks to the patronage of Mubarak and are led by Field Marshal Hussein Tantawi, the ousted leader's defense minister of 20 years. All along, activists from the pro-democracy youth groups that engineered the anti-Mubarak uprising questioned the generals' will to hand over power, arguing that after 60 years of direct or behind-the-scenes domination, the military was unlikely to voluntarily relinquish its perks.Earlier, the Brotherhood's speaker of parliament Saad el-Katatni met with the deputy head of the military council, Chief of Staff Gen. Sami Anan and told him the group does not recognise the dissolution of parliament, according to a Brotherhood statement that pointedly referred to Mr el-Katatni by his title.Mr el-Katatni insisted the military could not issue an interim constitution and that the constituent assembly formed last week would meet in the "coming hours" to go ahead with its work in writing the permanent charter.Few voters displayed an air of celebration visible in previous post-Mubarak elections.
"It's a farce. I crossed out the names of the two candidates on my ballot paper and wrote 'the revolution continues'," said architect Ahmed Saad el-Deen in Cairo's Sayedah Zeinab district.
"I can't vote for the one who killed my brother or the second one who danced on his dead body," he said, alluding to Shafiq's alleged role in the killing of protesters during last year's uprising and claims by revolutionaries that Morsi's Brotherhood rode the uprising to realise its own political goals.AP

Hot, dry weather still stressing Nebraska crops

OMAHA, Neb. (AP) -- Parts of southern Nebraska have received some much-needed rain, but northern and western parts of state remain hot and dry, which is putting stress on crops and pastures.
The U.S. Department of Agriculture says in Monday's weekly report that 62 percent of the corn is in good to excellent condition. That's below the average of 78 percent.Sixty-one-percent of the soybean crop is rated good to excellent, also below the average of 78 percent.South central, east central and southeast Nebraska got 1 to 3 inches of last week. Little or no rain was recorded elsewhere. The USDA says 63 percent of Nebraska's topsoil and 65 percent of the subsoil are dry.The wheat harvest continues across southern Nebraska. Alfalfa and pastures are showing little growth in many areas.

Israel aircraft strike Gaza in response to rockets

JERUSALEM (AP) — Gaza Strip militants barraged southern Israel with rocket fire on Wednesday and Israel retaliated with multiple airstrikes, as a brief cease-fire crumbled shortly after it took effect.

The recent flare in violence is the most serious in months, drawing in militants from Gaza's ruling Hamas group after a months-long lull and threatening a longer informal cease-fire that has largely held since Israel and Gaza gunmen warred more than three years ago. Although neither side seems interesting in seeing the violence spiral into all-out war, clashes could easily escalate if casualties multiply.Six Palestinians, including at least four militants, were killed this week in airstrikes, and several Israelis have been wounded by rocket fire.
The Israeli military said 12 rockets were fired by late morning and that Israeli aircraft struck seven targets, shattering a truce the Islamic Jihad militant group had said would go into effect at midnight Tuesday. There were no reports of casualties on either side from the Tuesday morning attacks.More than 50 rockets have hit Israel since Tuesday, by the military's count. The violence has aggravated jitters caused by a deadly attack launched from Egypt's Sinai Peninsula on Monday and rocket fire at southern Israel over the weekend believed to have come from that same area.

A powerful typhoon made landfall Tuesday for the first time this year in southern Wakayama Prefecture, western Japan, the Japan Meteorological Agency said, with evacuation orders issued for more than 150,000 people in central, eastern and northeastern Japan.The typhoon made landfall just after 5 p.m. in southern Wakayama, moved offshore and then made landfall again in eastern Aichi Prefecture. It is expected to head northeast across eastern and northern Japan, the agency said, warning of heavy rain and strong winds across a wide area through Wednesday.The typhoon brought torrential rainfall of over 100 millimeters per hour to central Japan and around Tokyo.A total of 49,594 households comprising 123,085 people in Toyohashi, Aichi, were requested to evacuate as the water levels of the city's Umeda, Sana and Yagyu rivers rose.

In Miyagi Prefecture in the northeast, hit by the March 2011 earthquake and tsunami, the city of Ishinomaki issued an evacuation order for 4,309 households comprising 10,359 people and the city of Kesennuma issued an order for 2,202 households comprising 5,258.Evacuation orders were also issued in Odawara in Kanagawa Prefecture, southwest of Tokyo, for around 4,700 households comprising 11,800 people.

As of 10 p.m. Tuesday, Typhoon Guchol, with an atmospheric pressure of 970 hectopascals at its center, was located around 30 kilometers south of Suwa, Nagano Prefecture, traveling northeast at a speed of 70 kilometers per hour with a maximum wind velocity of 162 kph around its center, the agency said.Thirteen people sustained injuries due to the typhoon in the Kinki region in western Japan, over 70 houses in Himeji in Hyogo Prefecture were flooded, while blackouts affected over 10,000 homes in Mie, Nara, Wakayama, Osaka, Hyogo, Okayama and Shimane prefectures.Transportation was disrupted, with over 450 domestic flights canceled and some bullet train services on the Tokaido Shinkansen Line suspended. BRUSSELS - The EU is not prepared to take economic lessons from its G20 partners, the president of the European Commission said Monday (18 June) amid international fears the eurozone crisis could put the global economy back into recession."Frankly we are not coming here to take lessons on democracy or on how to handle the economy," said Jose Manuel Barroso ahead of a G20 meeting in Mexico, where the eurozone crisis was expected to play a central part in discussions.With Washington in particular making increasingly pointed comments about how the 17-nation club is tackling its two-year-long debt crisis, Barroso noted that the US is the original source of problem."The crisis did not originate in Europe ... this crisis was originated in North America. And many [in] our financial sector were contaminated by unorthodox practices from some sectors of the financial market."He added that this is why he expected the G20 - a gathering of the world's major economies - to "speak very clearly in favour" of the approach the EU is taking.Barroso also hit back at the barely-concealed exasperation at how slowly the eurozone takes decisions, with the crisis having moved from the relatively small economies of Greece, Ireland and Portugal to threatening Spain and Italy."In Europe we are open democracies. Not all members of the G20 are open democracies. We are certainly not coming here to receive lessons."He was backed up, with milder words, by Herman Van Rompuy, President of the European Council."We are correcting our internal balances and a lot of other countries have to correct their huge external imbalances," said Van Rompuy. Negotiators have agreed a text to be approved by world leaders meeting this week in Rio to consider the worsening state of the global environment.The Rio+20 gathering comes 20 years after the Earth Summit, also held in the Brazilian city.It was called with the aim of putting humanity on a more sustainable pathway, including alleviating poverty.Sources say discussions on the text have sparked heated debate on a number of issues.The text calls for "urgent action" on unsustainable production and consumption, but it gives no detail, or a timetable, on how this can be achieved, and no clear direction as to how the world economy can be put on a greener path.It does however reaffirm many past commitments, such as phasing out "harmful and inefficient" fossil fuel subsidies.Environmental groups have been quick off the mark to criticise the text which they regard as lacking any meaningful substance.Friends of the Earth's director of policy and campaigns, Craig Bennett, in Rio, said: "This damp squib of a draft negotiating text makes it clear the Rio talks lack the firepower needed to solve the global emergency we're facing."Developed countries have repeatedly failed to live safely within our planet's limits - now they must wake up to the fact that until we fix our broken economic system we're just papering over the ever-widening cracks."More than 100 world leaders are expected in Rio from Wednesday to attend the summit.They include new French President Francois Hollande, but not US President Barack Obama, or British Prime Minister David Cameron and German Chancellor Angela Merkel, who are all sending ministers in their places.

BRUSSELS - German and EU officials said on Monday (18 June) that there can be no softer deadlines on the Greek bail-out programme until a new government is in place.Meanwhile, the Greek election outcome has done little to alleviate Spain's woes - the eurozone's bigger worry.The narrow victory of the pro-bail-out New Democracy party in Greece and the likelihood it can form a coalition government with its former Social-Democrat (Pasok) rival is "good news for the euro, for the eurozone and for Europe," German government spokesman Georg Streiter said on Monday in Berlin.He backtracked on statements made on Sunday by German foreign minister Guido Westerwelle, who said that some extension of deadlines in the Greek programme could be envisaged."It's decisive now for the troika to be convinced that Greece will stick to its agreements and fully implement the agreed reforms. Now is not the time for any kind of discounts to Greece," Streiter said.Westerwelle, who comes from a different party than Merkel, spoke again on Monday on German public radio, saying that his earlier remarks referred only to the "time lost" through election campaigning."We are willing to talk about the time frame, since you can't ignore the weeks that have been lost, and we also don't want the people to suffer who now have a very harsh life through many reforms being neglected in the past," he said.But the finance ministry - a domain of Merkel's party - said through a spokeswoman that an upcoming €31.3 billion bail-out payment would only be disbursed when a stable government is in place and when the "troika" of international lenders finds that the reforms are on track.
EU officials privately acknowledge that even though the Greek programme may see some flexibility on one or two measures, the very precondition for any negotiation with the troika is for a government with strong parliamentary support to be in place in Athens.EU commission chief Jose Manuel Barroso and EU Council chairman, Herman Van Rompuy on Sunday night also said in a joint statement that: "We are hopeful that the election results will allow a government to be formed quickly."The message seems to have reached New Democracy leader Antonis Samaras, who on Monday kicked off coalition talks, saying it is "imperative" to form a coalition by the end of the day.The Conservative leader, who last year dragged his heels on talks on the second bail-out and only reluctantly signed up to the attached reform programme, also said there should be amendments to the conditions of the EU-IMF bail-out deal "so the Greek people can escape from today's torturous reality."A frail government under constant pressure from a strong anti-bail-out opposition led by 37-year old Alexis Tsipras, whose Syriza party came second in the elections, is likely to emerge from the talks, continuing the uncertainty about Greece's future in the eurozone, Fitch ratings agency warned on Monday.While the immediate risk of a Greek exit has been averted, the agency said that "the crisis in Greece and the eurozone remains intense."With worsening recession, tough budget cuts and massive outflows of capital from Greece, Fitch estimates that further funds may be needed for the struggling country.It also called on EU leaders to come up with a "credible road map that would complete monetary union with much greater fiscal and financial integration" so as to alleviate market pressure on other euro-countries, a reference to Spain, where borrowing costs remained above seven percent on Monday - a threshold considered to be bail-out territory.

More evacuations as winds fuel Colorado wildfire

DENVER (AP) — More residents were out of their homes Monday as fire crews face another day of powerful winds fueling a wildfire that has charred more than 87 square miles of forested mountains in northern Colorado.The fire danger was high across much of the Rocky Mountain region because of hot, dry weather and expected gusty winds.Firefighters at the High Park fire west of Fort Collins dealt with 30 mph winds and gusts of up to 50 mph Sunday. Some rain moved through Saturday evening, but it wasn't enough to quell the fire."The problem is that when you have a fire like this, even if it rains it evaporates before it hits the ground," said Larimer County sheriff's spokeswoman Julie Berney.Despite the winds, fire officials said crews Sunday were able to maintain most existing fire lines, with the fire chewing through about 1,000 more acres.About 1,750 personnel were working on the fire, which was sparked by lightning and was 45 percent contained.The fire has destroyed at least 181 homes, the most in state history. It surpassed the Fourmile Canyon wildfire that destroyed 169 homes near Boulder two years ago.Incident commander Bill Hahnenberg said he was pleased with the firefighters' progress."A scenario could be we'll lose some line, and then we just go after it the next day and the next day," he said.Two waves of evacuation notices were sent to an unknown number of residents Sunday afternoon and night.Also Sunday, a fire erupted in the foothills west of Colorado Springs, prompting the evacuation of an unknown number of homes as well as some cabins, a Boy Scout camp and a recreation area near the Elevenmile Canyon Reservoir, which provides water to the Denver area. — Nevada: Crews are fighting a 22,000-acre fire north of Ely, Nev., that has burned a mobile home. The person living there was evacuated and no injuries have been reported in the North Schell Fire that's burning steep, rugged terrain on the east side of the Schell Mountain Range, authorities said.
— New Mexico: A wildfire in southern New Mexico has destroyed 242 homes and businesses, and firefighters were working to increase containment and keeping an eye out for possible lightning. The roughly 60-square-mile Little Bear Fire in Ruidoso is 60 percent contained.
— Arizona: Firefighters are focusing on protecting electrical transmission lines near a 3,100-acre blaze on the Tonto National Forest in northern Arizona. Officials said hot weather and steep slopes remain a concern, and firefighters are on the alert for thunderstorms and possible lightning strikes. The fire is 15 percent contained.

Syria, Iran, Russia and China Reportedly Plan War Game

Media outlets in Iran are reporting that Iran plans to participate in a war game with Russia, China and Syria in the near future and preparations will be carried out in the next few days.

Iran held high visibility war games when it appeared the U.S would attack earlier this year.

Syria’s Arabic language ShamLife website added that the preparations are progressing at an “accelerated pace” and will likely occur within a month. ShamLife reported that 90,000 troops from the four countries will participate in the exercise along with 400 aircraft, 1,000 tanks and a large number of rockets. Syria will test its air and coastal defenses during the exercise.Iran’s Fars New Agency also quoted “informed sources” as stating the exercise will include ground troops and joint air and naval forces. It said Russian nuclear submarines are prepared to sail to Syria and participate.ShamLife said that China had gained permission to move twelve ships loaded with military equipment through the Suez Canal. The ships will reach the Syrian ports of Tartus and Latakia within two weeks, the website said.Fars said no official word has come from the governments allegedly involved in the war game.Over the weekend, Infowars.com reported that the Russian General Staff had announced it will send warships from the Black Sea Fleet to the Syrian coast to protect the Russian logistics base in Tartus.On Tuesday, the Russian news source RIA Novosti said a Russian amphibious landing ship, the Caesar Kunikov, departed the Black Sea port of Sevastopol on Tuesday for what a Black Sea Fleet officer explained was a routine exercise.On Monday, the Black Fleet command dismissed reports that the Russians would send arms to Syria aboard a large amphibious ship.

Seven killed on Israel's Egypt and Gaza borders

JERUSALEM (Reuters) - Militants who crossed into Israel from Egypt's Sinai Desert fired on Israelis building a barrier on the border on Monday, killing one worker, before soldiers shot dead two of the attackers, Israel's military said.Israel later launched air strikes killing four Palestinians in the Gaza Strip, including two militants from the Islamic Jihad group on a motorcycle. Two other militants were killed while trying to fire a rocket, Israel said.The Sinai attack, launched soon after the Muslim Brotherhood declared victory in Egypt's presidential election, raised Israeli concerns about lawlessness in the area since the fall of president Hosni Mubarak last year."We can see a disturbing deterioration in Egypt's control of the Sinai's security," Israeli Defense Minister Ehud Barak said, commenting on the attack."We are waiting for the election results. 13 rockets from Gaza in recent hours; Hamas claims launches

Palestinian terrorists in the Gaza Strip fired 13 rockets into Israeli territory on Tuesday afternoon, with Hamas claiming responsibility for at least 10 launches in the past 24 hours. The IDF said aircraft carried out a targeted strike against the launching squad responsible for the latest barrage. At least one person was critically injured in that strike and at least four have been killed in the past 24 hours, according to Palestinian reports.

Including the latest rockets, which landed in open fields in the Eshkol Regional Council, Palestinian terrorists have fired 19 rockets into Israel since Monday. There were no injuries or damage reported in any of the attacks.

Earlier, Hamas claimed responsibility for at least some of the rocket fire, claiming that it was responding to the killing of Palestinians in recent days. The IAF killed at least four Palestinian terrorists in the last 24 hours, at least two of whom were members of the Islamic Jihad terrorist group. Some Palestinian reports said a total of six have been killed.
In a statement released by Hamas's armed wing, the Izzaddin al-Kassam Brigades, the group said that it fired three mortars aimed at an IDF base in Zikim. It later claimed responsibility for 10 launches.

The announcement marks a significant departure from the Islamist group's previous position. In recent rounds of violence along the Gaza border, Hamas has refrained from launching rockets and mortar shells itself while allowing other Palestinian terror groups to do so.

Early Tuesday morning, the IAF struck a terrorist cell that was in the process of planting an explosive device near the border of the central Gaza Strip, confirming a direct hit. Two Palestinians, both believe to be Islamic Jihad operatives, were killed.
On Monday, a terror cell operating from Sinai crossed into Israel, killing a construction worker near the border fence. A force from the Golani Brigade immediately arrived at the scene, killing two terrorists in the ensuing gunfight.
Hours after the attack, an IAF aircraft targeted a motorbike in Gaza, killing two Islamic Jihad men who were part of a terror cell responsible for recent shooting attacks along the border.

LOS CABOS, Mexico/BEIRUT (Reuters) - U.S. President Barack Obama and Russian President Vladimir Putin agreed on Monday that the violence in Syria must stop but gave no sign of agreeing on how to do it even as Syrian security forces pounded opposition areas across the country.Intense artillery fire was reported in Douma, a town 15 km (9 miles) outside the Syrian capital Damascus that for weeks has been under the partial control of rebels who have joined the 15-month-old revolt against President Bashar al-Assad.
At least 79 people were killed in violence that has escalated since international observers suspended their mission, activists said.A Russian naval source said Moscow was preparing to send marines to Syria in the event it needed to protect personnel and remove equipment from its naval facility in Syria's Mediterranean port of Tartous, according to the Interfax news agency.Russia is one of the Syrian government's staunchest backers.International efforts to halt the violence are deadlocked because Russia and China, which wield vetoes in the U.N. Security Council, have blocked tougher action against Assad. They say the solution must come through political dialogue, an approach most of the Syrian opposition rejects.Obama and Putin held two hours of talks - longer than originally planned - at a Group of 20 summit in Mexico after a week of Cold War-style recriminations between U.S. and Russian diplomats over Syria. Putin frowned and Obama wore a sober expression during remarks to reporters after the meeting."We agreed that we need to see a cessation of the violence, that a political process has to be created to prevent civil war," Obama told reporters.
"From my point of view, we have found many common points on this issue" of Syria, Putin said, adding the two sides would continue discussions.Obama said they pledged to "work with other international actors," including U.N./Arab League envoy Kofi Annan, to find a resolution.Obama initiated a handshake for the cameras while the two remained seated. At the end of their statements, as reporters were being ushered out, both sat glumly watching but made no move to re-engage with each other. It was the first Obama-Putin meeting since 2009.Obama and Western allies want Russia to stop shielding Assad from further Security Council sanctions aimed at forcing him from power. Putin is suspicious of U.S. motives especially after the NATO-assisted ouster of Libyan leader Muammar Gaddafi last year, and has offered little signs of softening his stance.
'NO APPETITE'
Though the United States has shown no appetite for a new Libya-style intervention, Russia is reluctant to abandon Syria, a longtime arms customer, and risk losing its last firm foothold in the Middle East, including access to a warm-water navy base.Russia supports Assad's argument that foreign-backed terrorists are behind the unrest. Russia has repeatedly urged Western and Arab countries, who mostly back the rebels, to rein in their support in order to stem the violence.International outrage over Syria has grown in recent weeks after two reported massacres in which almost 200 civilians were killed, most of them from the Sunni Muslim majority that has led the revolt. Assad comes from Syria's Alawite minority, an offshoot of Shi'ite Islam that has mostly backed the president.Heavier fighting and apparent sectarian killings have led many, including the head of U.N. peacekeeping forces, to brand the violence a civil war.The British-based Syrian Observatory for Human Rights, which has a network of activists across Syria, said 51 civilians and rebel fighters had been killed on Monday, seven of them in Douma. It said 28 members of the security forces were also killed in clashes with rebels in Deir al-Zor, Damascus and Deraa."We can't even accurately count the dead because we have so many injured people to treat, there's no time to think about anything else," said an activist in Douma who called himself Ziad."The army attacks all the time. They have tanks, missiles, mortars, and artillery. Even helicopters have fired on us. People can't escape because the army is surrounding the town."
Assad's forces have in recent weeks used not only artillery but also helicopter gunships against rebels in civilian areas.The head of the U.N. observation mission in Syria, General Robert Mood, is to brief the U.N. Security Council in New York on Tuesday, three days after his mission was suspended due to security concerns.Mood said on Sunday he was worried about civilians trapped in the central city of Homs, epicenter of the revolt against Assad, whose residents say they have been pummeled by mortar and rocket fire almost every day since early June.French Foreign Ministry spokesman Bernard Valero said the "relentless repression of the regime, and in particular in the city of Homs" meant it was more necessary than ever for the United Nations to enforce Annan's failing peace plan.France has called on the United Nations to invoke Chapter VII, which can authorize the use of force, to enforce the plan, under which the Syrian army was to withdraw heavy weapons from towns and cities and both sides were to cease fighting in April.In Geneva, U.N. Iran nuclear talks "intense" but no breakthrough

MOSCOW (Reuters) - Iran had "intense and tough" talks on Monday with the six world powers concerned about its nuclear program, but there was no clear progress towards ending a decade-long dispute which risks sparking a new Middle East war.A spokesman for the head of the delegation talking to Iran held out hope for a result on the second, final day of talks."We had an intense and tough exchange of views," said European Union foreign policy head Catherine Ashton's spokesman Michael Mann. "We agreed to reflect overnight on each others' positions."The Moscow talks follow two rounds of negotiations since diplomacy resumed in April after a 15-month hiatus during which the West cranked up sanctions pressure and Israel repeated its threat to bomb Iranian nuclear sites if diplomacy failed to stop Tehran getting the bomb.
During five hours in a Moscow hotel, Iran - which says its nuclear activities are entirely peaceful - insisted on an easing of sanctions and an acknowledgment of its right to enrich uranium, Western diplomats said, conditions that the United States and EU are unlikely to accept."We haven't reached an agreement but it is more complex than that. We haven't got to the end the conversation," said one western diplomat present at the talks in the Russian capital.A series of U.N. Security Council resolutions since 2006 have demanded Iran suspend all its enrichment-related activities due to concerns about the nature of the nuclear program.
Rather than halt enrichment - a process which refines uranium for use as fuel or, if done to a much higher level, nuclear bomb material - Iran has increased its activities.
"A BOMB OR TO BOMB"
New U.S. and EU sanctions come into force in two weeks, Israel has threatened to bomb Iran if no solution to the dispute is found and oil markets are nervous over the prospect of intensifying regional tensions.
"The main stumbling block is that the sides' positions are rather difficult and tough to reconcile," Sergei Ryabkov, a Russian deputy foreign minister and negotiator, told reporters.Experts said a breakthrough was unlikely, with the six powers - the United States, China, Russia, France, Britain and Germany - wary of making concessions that would let Tehran to draw out the talks and gain the time needed to develop a nuclear weapons capability.An Iranian diplomat said: "Up to now the environment is not positive at all."
An EU embargo on Iranian oil takes full effect on July 1 and new U.S. financial sanctions some days before that. Iran's crude oil exports have fallen by some 40 percent this year, according to the International Energy Agency.Further adding to the pressure, Israel - widely believed to be the only nuclear armed country in the Middle East - has said time is running out for any effective air strikes to stop Iran getting the bomb.
Vice Prime Minister Moshe Yaalon said on Sunday Israel "could find itself facing the dilemma of 'a bomb, or to bomb'.""Should that be the choice, then bombing (Iran) is preferable to a bomb (in Iran's hands)," he said. "I hope we do not face that dilemma."
ONE POSITIVE
Western diplomats said one positive sign to emerge from Monday's talks, which included a PowerPoint presentation by Iranian negotiators, was that Tehran was at least willing to discuss their most pressing concern: higher-grade uranium.In early 2010, Iran announced it had started enriching uranium to 20 percent purity, a level much higher than what is needed for power generation and seen by some experts as a dangerous step towards being able to make bomb material."They were very overt, more than they have ever been, in talking about 20 percent (fissile purity uranium) in a detailed and frank way," one Western diplomat said.In Iran, President Mahmoud Ahmadinejad said Tehran would be prepared to stop enriching uranium to a higher level if the six powers agreed to supply the fuel it needs for a Tehran reactor making medical isotopes."From the beginning the Islamic Republic has stated that if European countries provided 20 percent enriched fuel for Iran, it would not enrich to this level," Ahmadinejad said in comments published on the presidential website.But it is not clear how much influence Ahmadinejad has over the negotiations and whether his remarks reflect Tehran's position. The president, who stands down at elections next year, has fallen out of favor with Supreme Leader Ayatollah Ali Khamenei, the man who has the ultimate decision-making power over the strategic nuclear program.The six powers want a substantive response to their offer of fuel supplies for Tehran's research reactor and relief in sanctions on the sale of commercial aircraft parts to Iran.At the last talks, in Baghdad in May, they asked Tehran in return to stop producing higher-grade uranium, ship any stockpile out of the country and close down an underground enrichment facility, Fordow.
Mistrust of Iran remains high. The International Atomic Energy Agency failed to persuade Iran, in talks this month, to let it inspect the Parchin military site where it suspects nuclear bomb-related research took place.
