Spain may speed up EU 'banking union'

BRUSSELS - The US has joined ranks with
EU officials exploring ways to pump eurozone money directly into
Spain's troubled banks instead of having to further burden the state
budget."We were talking about the possibility that the banks, not only
Spain's but also in other countries who need it, could access funds
directly without intervention from the governments and without
conditions," said Spanish deputy PM Soraya Saenz de Santamaria after
meeting US finance minister Timothy Geithner in Washington on Thursday
(31 May).
"The treasury secretary indicated that we are working in the same
direction and that we must find a solution for the banks," she added.Meanwhile, an International Monetary Fund official at a conference in
Brussels on Thursday also pressed for "decisive steps" in what is now
generically being called a "banking union.""Such steps would involve providing banking support from a common
resource pool independent from national sources, sooner rather than
later," IMF deputy chief Nemat Shafik said, a month before an EU summit
where leaders are set to discuss the way forward for the eurozone,
including the possibility of a banking union.European Central Bank (ECB) chief Mario Draghi, one of the architects
of the eurozone plan, on Thursday told EU parliamentarians in Brussels
that the euro set-up in its current form was "unsustainable."
"The next step ... is to clarify what is the vision a certain number
of years from now. The sooner this is specified, the better it is."In Draghi's view, a banking union would need to be supervised
centrally, guarantee deposits for the banks' customers and set up a
joint bail-out fund banks would contribute to.Draghi also criticised the handling of Bankia, a major Spanish bank
bailed-out by the state, whose total bill is still unclear after having
been revised several times."There is a first assessment, then a second, a third, a fourth,”
Draghi said. "This is the worst possible way of doing things. Everyone
ends up doing the right thing, but at the highest cost."A similar sense of urgency in reforming the eurozone architecture was
given by Italy's central bank governor, Ignazio Visco, who that same
day in Rome said: "There are now growing doubts among international
investors about governments' cohesion in guiding the reform of European
governance and even their ability to ensure the survival of the single
currency."Italy, as well as Spain, has seen its borrowing costs rise not only
due to national economic problems, but also due to market fears that
Greece may leave the eurozone.Italian Prime Minister Mario Monti on Thursday urged Germany to
reconsider its opposition to having common defences in order to shield
Italy and Spain from contagion, while EU economics commissioner Olli
Rehn called for "a much upgraded common capacity to contain common
contagion."
Germany's fears of increased inflation were undermined by the latest
eurozone statistics, which showed that inflation decreased to 2.4
percent in May from 2.6 percent in April on average in the euro area.
In Germany, inflation fell even more - to 1.9 percent in May compared
to 2.1 percent the month before. The ECB's target is to keep inflation
around 2 percent.
Call to scrap yearly statement on EU budget

BRUSSELS - The EU should scrap the
annual Declaration of Assurance (DAS) on the EU's accounts prepared by
the Court of Auditors, (ECA) says its former president Jan Karlsson.Karlsson was speaking on Wednesday (30 May) during a public hearing
organised by the parliament's budgetary control committee, responsible
for overseeing the work of the Luxembourg-based Court of Auditors.President of the court between 1999 and 2001, Karlsson claimed that
the exercise, which has seen the audits for the last 17 years fail to
give the EU's accounts a clean bill of health, is "misunderstood" by the
public who "perceived the exercise as an investigation into corruption
in the European institutions."Jules Muis, a former chief internal auditor of the European
Commission, agreed the annual exercise should be scrapped in favour of
an audit every five years."The time has come for parliament to initiate an EU
inter-institutional debate to reconsider the rationale of the DAS and at
least to take the annual mandatory DAS out of the ECA's mandates;
possibly to replace it with a once every five years requirement," he
told MEPs.Muis added that the mandate of the court should be overhauled,
calling for it to move from being "an almost exclusive auditing and
accounting agency into a broader accountability agency" acting more as
an independent accountability body.
The European Commission says that most irregularities in EU spending
are committed at national level. Around 80 percent of EU budget spending
is distributed by national governments.Currently only four member states use a "national management
declaration" which certifies that the accounts have been accurately
verified, with governments blocking attempts to make it mandatory.Earlier this month MEPs signed off the accounts of the European
Commission and most EU agencies for 2010 although it refused to approve
accounts prepared by the Council, the member states' secretariat.MEPs also raised concerns about the accountability of the raft of new
financial instruments being formulated by the commission and other
institutions in response to the financial crisis, particularly the new
EU bail-out fund, the European Stability Mechanism, which comes into
force in July.The current fund, the European Financial Stability Facility, was set
up on an inter-governmental basis domiciled in Luxembourg with no
parliamentary oversight, and MEPs are keen to ensure that the ESM treaty
includes provisions for external audits.Vitor Caldeira, Court of Auditors' chief, agreed that "adequate
management reporting on risks and performance of such financial
instruments will be key to maintaining transparency and accountability."MEPs are also drawing up a report on the future role of the Court and
its appointment procedures. Muis and Karlsson argue that ECA members
should be selected on professional grounds, abolishing the one-country
one-member requirement.
However, reforms to the court's governance structure require the unanimous support of the 27 EU governments.
Irish head to polls on fiscal treaty

BRUSSELS - Irish voters are heading to
the polls on Thursday (31 May) to decide on the budget-balancing fiscal
discipline treaty, amid a stark warning by Prime Minister Enda Kenny
that to reject the document would see the country's borrowing costs
soar.Unlike Ireland's numerous previous referendums on other EU treaties,
the outcome will not determine whether the document comes into force.
This will happen if 12 of the 17 eurozone countries ratify it.But this fact has not removed the heat from the domestic debate.The Yes camp, including the government, point out that a rejection
would mean that Ireland will not have access to the permanent eurozone
bail-out fund, the European Stability Mechanism (ESM).They also say that when Ireland returns to the markets late next
year, its borrowing costs are likely to be high if the treaty has been
turned down."Countries that ratify this have access to the ESM, countries that
don't, won't and the difference between 3 percent and 7 percent, or even
8 percent or 9 percent, is enormous in the context of availability of
funding, were that ever to be necessary," Prime Minister Enda Kenny said
on Wednesday (30 May).
The No side argue that this is scare-mongering and the country could,
if necessary resort to funding from the International Monetary Fund
(IMF). Their main argument is that the treaty will condemn Ireland to
continued austerity."Don't be fooled. Be wise. Join with the millions across Europe who
are demanding an end to austerity," said Gerry Adams, the leader of Sinn
Fein party, for which support has just hit a record 24 percent.The Yes side has been in the lead since campaigning began. The latest
poll suggested 53 percent in favour to 47 percent against. But the
government is nervous about the mood of the austerity-weary public.
Irish citizens have been subjected to large public spending cuts as well
as tax hikes since the country received an €85 billion EU-IMF bail-out
in 2010.The 11-page treaty, pushed by Germany as a way of ensuring more
fiscal discipline in fellow EU member states, says signatories must keep
their budgets balanced or in surplus. The annual structural budget
deficit should be kept to 0.5 percent of GDP.
It also imposes strict monitoring and automatic correction mechanisms
- such as raising taxes - to ensure deficit targets are kept.Some of the Irish debate has centred on the fact that a structural
deficit and how it is measured is not defined in the treaty, with
critics saying this means it is not clear what the country is signing
itself up to.Advocates of a Yes say the fiscal compact is necessary both to ensure
the country's stability and to counteract years of imprudent spending
by former governments.Polling stations open at 7am local time on Thursday and close at 10pm
with around 3.1 million people eligible to vote. Results are due late
on Friday.

Lukashenko trying to outwit EU and Russia

BRUSSELS - Selling arms firms from
yourself to yourself, labelling petrol as solvents then petrol again -
Belarusian President Alexander Lukashenko is trying to make a living
despite being squeezed by the EU and Russia.Lawyers in the European External Action Service are scratching their
heads at what to do about Belarusian oligarch Vladimir Peftiev's latest
bid to avoid EU sanctions.Peftiev - Lukashenko's friend and alleged bag-man - is on an EU
blacklist along with one of his firms, Beltekh Holding, which owns arms
trader Beltechexport. But this week he sold his controlling stake in the
holding firm to one Dmitry Gurinovich.Beltekh Holding says Gurinovich is an alumnus of the Russian
Presidential Academy of National Economy and Public Administration and
part of the Russian presidential personnel reserve - a pool of people
qualified for work in the Russian leader's chancellery.He does not show up in the published lists of either body, however.An EU diplomat told this website he is in fact a former "advisor or
aide of Peftiev or maybe he still is." He added that the sale is an
attempt to evade EU sanctions: "Formally, if the company does not belong
to the sanctioned person any more, it should be delisted."A contact in the Berlin-based NGO, the German Marshall Fund, said the
transaction means "Peftiev actually sold the company from itself to
itself."The sale is his latest attempt to beat the EU ban: Peftiev and three
of his firms, including Beltechexport, have four ongoing lawsuits at the
European Court of Justice disputing EU claims that they feed
Lukashenko.Another Lukashenko-linked oligarch, Yuriy Chizh, earlier this year
got one of his companies, Belneftegaz, off the EU blacklist after Latvia
intervened on his side.According to Belarusian Tribunal, an NGO based in The Hague,
Belneftegaz is part of a family of firms involved in a Russian oil scam
worth $880 million a year.Belarus imports Russian oil at domestic Russian prices. But if it
wants to refine it and sell it to Europe it has to pay Russia a duty of
between $300 and $500 a ton, depending on the type of oil product
involved. The arrangement does not stretch to solvents and thinners made
using the oil, however.
The NGO says Belneftegaz exports petrol labelled as solvent to
Estonia, Latvia, Lithuania and the Netherlands, where it is bought by
offshore companies linked to the Belarusian regime, re-labelled as
petrol, then sold again to EU companies.When Russian President Vladimir Putin visited Lukashenko on Thursday
(31 May) in his first post-inauguration foreign trip, he told media:
"The very fact of my first foreign visit to brotherly Belarus certainly
reflects the special nature of our relations."A joint statement by the two men said: "Russia and Belarus will
co-ordinate efforts to counter attempts to interfere in the internal
affairs of [Belarus] and to apply pressure through the introduction of
restrictive measures or sanctions."But in reality, Putin's embrace is more dangerous to Lukashenko than the EU's rebuff.The Kremlin has in recent years put pressure on Belarus to fully
implement a state union with Russia which would reduce it to a de facto
Russian province and make Lukashenko one of Putin's regional governors.Meanwhile, Kremlin loans to Minsk have seen it take control of
Belarus' main strategic asset - the gas transit pipelines of Belarusian
firm Beltransgaz, which ship Russian gas to Poland and Germany - in
return.The Belarusian Tribunal noted that "Russian authorities [are]
perfectly aware" of the solvent scam "but for some unknown reason have
ignored it. It is possible the fact of oil smuggling could be used by
the Kremlin against Lukashenko in future."
Syria on brink of sectarian civil war, West says

(Reuters) - Syria is nearing full-blown sectarian civil war that would
be catastrophic for the entire Middle East, Western nations said on
Thursday, urging Russia to end its support for President Bashar al-Assad
and put pressure on him to stop the bloodshed.With anti-Assad rebels urging international envoy Kofi Annan
to declare his peace plan dead, freeing them from any commitment to the
tattered truce, U.S. Secretary of State Hillary Clinton said the
prospect of spiraling violence presented "terrible" danger.
"A civil war in a country that would be driven by sectarian
divides ... could then morph into a proxy war in the region because,
remember, you have Iran deeply embedded in Syria," Clinton said during a
trip to Copenhagen where she urged Moscow to increase pressure on
Assad.Russia, like China, has vetoed two Security Council
resolutions calling for tougher action against Damascus, while stressing
hopes that Annan's plan can spur a political solution. Washington
called a reported shipment of Russian arms to Syria "reprehensible"
although not illegal."The Russians keep telling us they want to do everything they
can to avoid a civil war because they believe that the violence would be
catastrophic," Clinton said."I think they are in effect propping up the regime at a time when we should be working on a political transition."British Foreign Secretary William Hague said Syria was moving
towards "all-out civil war or a state of collapse". The European Union
was drafting new sanctions against Syria, he added, calling on other
nations to pressure Assad.A bloody crackdown on what began 14 months ago as a peaceful
mass uprising has increasingly turned it into an armed conflict between
heavily armed forces representing an establishment dominated by Assad's
Alawite minority, an offshoot of Shi'ite Islam, and rebel forces drawn
largely from the Sunni majority.Damascus says the rebels are backed by Sunni-ruled Gulf Arab
states fearful of the growing influence of Syria's main ally in the
region, Shi'ite Iran.
HOULA MASSACRE
U.N. Secretary-General Ban Ki-moon warned that another
massacre like Friday's killing of 108 men, women and children in the
western Houla region could pitch Syria into a devastating civil war
"from which the country would never recover".The United Nations has said the army and pro-Assad gunmen were
probably responsible for the Houla killings, but Syria said on Thursday
that a preliminary investigation had shown that anti-government armed
groups carried out the killings with the aim of encouraging foreign
military intervention.Washington's U.N. ambassador, Susan Rice, said Syria's version
of what had happened in Houla was "another blatant lie". The massacre
led a range of Western countries to expel senior Syrian diplomats and to
press Russia and China to allow tougher action by the U.N. Security
Council.
Syria's main rebel commander, Colonel Riad al-Asaad, urged Annan to declare that his peace plan had failed."There is no deadline, but we want Kofi Annan to issue a
declaration announcing the failure of this plan so that we would be free
to carry out any military operation against the regime," Turkey-based
Asaad told Al Jazeera television, contradicting rebels inside Syria who
issued a 48-hour ultimatum on Wednesday for Assad to abide by Annan's
plan.Annan's spokesman said it was not for the peace envoy to declare defeat.
"The Annan plan does not belong to Kofi Annan. It belongs to
the parties that have accepted it and the international community that
has endorsed it," Ahmad Fawzi told Reuters."So a failure of the Annan plan would be the failure of the
international community to solve this peacefully ... If anyone has a
better plan, they should come up with it."The United Nations says Assad's forces have killed more than
9,000 people since the start of the uprising. Syria blames Islamist
militants for the violence and says 2,600 soldiers and police have been
killed.Rebel leader Asaad said his fighters had so far honored
Annan's plan. But activists have reported frequent attacks by militants
and army defectors on government forces since the April 12 ceasefire
agreement.
BODIES FOUND
The Syrian Observatory for Human Rights, a British-based
network that collates reports of violence in Syria, said 11 bodies had
been found outside the town of al-Qusair - killings that a Syrian
television station blamed on "terrorist groups".At least one person was killed and dozens were wounded in
artillery and rocket bombardment in the Houla region on Thursday
following rebel attacks on soldiers and pro-Assad 'shabbiha' militiamen,
opposition activists said.Russian President Vladimir Putin flies to Berlin and Paris on
Friday for talks that European leaders may hope to use to lean on him to
loosen Moscow's strategic links to Assad.
Russia has sought to justify its weapons deliveries to Syria,
saying government forces need to defend themselves against rebels
receiving arms from abroad. Damascus says Qatar, Saudi Arabia and Libya
are among the countries helping the rebels.The United States and the EU have suggested a U.N. arms
embargo, but that would need the consent of Russia and China, which have
so far resisted tougher action at the Security Council.China said it still had faith in the Annan plan, despite the "pain and sadness over what happened in Houla"."Annan's efforts are facing difficulties but no one can deny
that they are making progress in some respects," Foreign Minister Yang
Jiechi said."We knew from the beginning that his path would not be strewn with flowers."Annan met Jordan's King Abdullah in Amman to discuss the
regional impact of the Syrian crisis, before flying to Lebanon where he
met President Michel Suleiman, telling his interlocutors he had urged
Assad to "take bold steps now to end the violence" and implement the

Najib Mikati visited Turkey for talks with his Turkish counterpart
Tayyip Erdogan on the fate of a dozen Shi'ite pilgrims taken hostage
last week in northern Syria, shortly after crossing the border from

hostages were in good health and suggested that some had participated in
fighting the rebellion.They demanded an apology from Hezbollah chief Sayyed Hassan

Buildings at Iran site "razed": think-tank

VIENNA (Reuters) - A U.S. think-tank has published
satellite images which it says underscore suspicions that
Iran
is trying to destroy evidence of possible nuclear weapons-related
research at a site that U.N. inspectors have not been allowed to visit.The Institute for Science and International Security
(ISIS) posted the pictures on its website hours after the U.N. nuclear
watchdog showed diplomats similar images that western envoys said
indicated a clean-up at the Parchin military facility.Parchin, which Iran says is a conventional military
complex, southeast of Tehran, is at the centre of western allegations
that Iran has conducted experiments - possibly a decade ago - that could
help develop atom bombs. Iran denies any such ambition.The new satellite images appear to back western
suspicions that Iran is cleaning the site of any incriminating evidence,
such as traces of uranium or other materials, before possibly allowing
the International Atomic Energy Agency (IAEA) to go there.
Western diplomats who attended Wednesday's closed-door briefing by the
IAEA in Vienna told Reuters that two small buildings at
Parchin
had been removed, and ISIS said its pictures from May 25, published on
http://isis-online.org, showed that they "have been completely razed"."Iran is worried that the agency might find something
there. Otherwise it wouldn't be going through the sanitization process,"
a senior western official said.The pictures have been published after inconclusive
talks last week between Tehran and six world powers that aim to end a
nuclear standoff in which the West has intensified sanctions on Iran,
and Israel and the United States have threatened military strikes to
stop the Islamic Republic getting the bomb.The IAEA has repeatedly asked Iran for access to
Parchin. Last week, a senior Iranian official was quoted as saying the
IAEA had not yet given good enough reasons to visit the site.
NOISE AND ALLEGATIONS
Iran says its nuclear activities are for electricity
production and medical applications and has so far refused to let
inspectors visit Parchin, saying there must first be a broader agreement
setting out how the IAEA's probe will progress.IAEA Director General Yukiya Amano said after visiting
Tehran last week that he expected soon to secure a framework deal to
unblock the agency's investigation.But the western official said Iran had not engaged with the U.N. agency to finalize the deal since Amano's visit."I'm not optimistic that Iran is going to provide that cooperation," the official said.Iran's IAEA envoy, Ali Asghar Soltanieh, dismissed
western suspicions of clean-up efforts at Parchin, telling reporters
after the May 30 briefing at IAEA headquarters that "this kind of noise
and allegations are baseless".ISIS, which publishes research about nuclear
proliferation, said the satellite images showed tracks "made by heavy
machinery used in the demolition process."The two buildings which now appear to have been
dismantled - near the main structure that is of interest to the IAEA -
were intact as recently as early April, it said."Heavy machinery tracks and extensive evidence of earth
displacement is also visible throughout the interior as well as the
exterior of the site's perimeter," ISIS said."The newest image raises concerns that Iran is
attempting to raze the site prior to allowing an IAEA visit," it said.
"SANITISATION"
Last week, the IAEA said in a report that satellite
images showed "extensive activities" at the facility that could hamper
its investigation.Western diplomats said this was an allusion to
suspected "sanitization" at Parchin that only started after the IAEA
made its request for access to the site.Another Iranian site, Lavizan-Shian, was completely
razed in late 2003 and early 2004. Western diplomats said at the time
that they suspected Iran was conducting undeclared nuclear activities at
Lavizan and was determined to cover them up.Iran has dismissed charges aired about Parchin as "childish" and "ridiculous".An IAEA report last November said Iran had built a
large containment vessel in 2000 at Parchin in which to conduct tests
that the U.N. agency said were "strong indicators of possible (nuclear)
weapon development."It said a building was constructed around a large
cylindrical object, a vessel designed to contain the detonation of up to
70 kg (150 lb) of high explosives. Diplomatic sources say the suspected
tests likely took place about a decade ago.
Palestinian, Israeli killed in shootout near Gaza

JERUSALEM (AP) — An Israeli soldier and a Palestinian militant died in a shootout between the militant and Israeli troops near the border with the Gaza Strip early Friday, the military said.The exchange of fire began after the militant crossed the fence separating the Hamas-run coastal strip and southern Israel.
The
border has been mostly calm since the last escalation in March but
shootouts such as Friday's and other violent incidents always raise
concerns of a new flare-up between
Israel and Gaza.Residents
of southern Gaza said they heard gunfire in the early morning hours and
described hearing Israeli helicopters circling in the air. They also
said tank shells were fired into Gaza that set fire to their fields.An Israeli security official said air and ground forces were firing warning shots toward open areas in
southern Gaza. He spoke on condition of anonymity because he was not authorized to release details of
military operations.Israeli media reported that troops were searching the area near the border for other militants who may have crossed over.
Israel's
border with Gaza has been relatively quiet since a 2009 war with the
militant Hamas group, which rules the coastal strip.Still, there
have been some flare-ups between militants and Israeli soldiers guarding
the border. Israel's military also launches airstrikes in response to
rocket fire by militants.The last round of violence in March took place after Israel killed a militant leader, setting off rocket barrages from

Huge NM wildfire grows to nearly 300 square miles

N.M. (AP) — A giant wildfire in the Gila National Forest that is
already New Mexico's largest ever has grown to nearly 300 square miles.Fire
officials said Thursday that the erratic blaze grew overnight to more
than 190,000 acres and is spreading in all directions, as officials in
the western U.S. prepare for what will likely be a busy wildfire season.A
dry climate is expected to prolong drought conditions across the Great
Basin and central Rockies. Experts say dangerous fire conditions will

Estes says more than 1,200 firefighters are at the massive blaze near

Tornado from remnants of Beryl destroy homes in NC

CHARLESTON, S.C. (AP) — The remnants of Tropical Storm Beryl spun off a tornado that destroyed three homes and damaged dozens of others near the North Carolina coast Wednesday as the system sped toward the Atlantic, authorities said.Between
40 and 50 homes were damaged near Peletier in the western part of
Carteret County, said county Emergency Services Director Jo Ann Smith. She said there were no reports of injuries.Many homes suffered only minor damage, but three were destroyed when the winds came through shortly before noon, she said.The National Weather Service in Morehead City confirmed Wednesday that a strong EF1 tornado with maximum winds of 110 mph caused the damage.The remnants of the storm were skimming the North Carolina coast and prompting flood watches in eastern North Carolina. Beryl was expected to gain strength even as it loses its tropical characteristics.Heavy rains from the storm caused some scattered street and lowland flooding near Wilmington,
N.C., as the system approached. Loris., S.C., near the border of the
two Carolinas, received more than 3 inches of rain, and radar showed
heavy showers along the Interstate 95 corridor in the two states.The
National Hurricane Center in Miami said late Wednesday that Beryl was
downgraded to a post-tropical storm and its center was located 40 miles
(65 kilometers) west-southwest of Cape Hatteras, N.C., and was moving
northeast at 21 mph (33 kph).The hurricane center warned some
additional strengthening was expected over the next couple of days. No
coastal tropical cyclone watches or warnings were in effect Wednesday
night, forecasters said.
Reid Hawkins, a meteorologist with the
National Weather Service in Wilmington, said rain, not wind, was the
concern with the system — and the rain would be welcome. He said
Wilmington has received only about 75 percent of its normal rainfall
this year.Beryl came ashore near Jacksonville, Fla., just after midnight on Memorial Day as a tropical storm with 70 mph (113 kph) winds. It dumped 10 inches of rain in some areas of north Florida.It struck Cumberland Island National Seashore
off the Georgia coast. The island, part of the National Park Service,
will remain closed to visitors until the weekend to give rangers time to
clean up.
Fred Boyles, the island's superintendent, said
Wednesday that downed trees and other debris still need to be cleared
before Cumberland re-opens Saturday. Rangers evacuated the federally
protected wilderness area reachable only by boat last Sunday, well ahead
of the tropical storm's landfall.The island off Georgia's southeast corner gets about 43,500 visitors each year.Beryl is the second named tropical system of the 2012 Atlantic Hurricane season, which doesn't officially begin until Friday.
