Why is it when the rich super class speaks about class warfare, the downtrodden applaud? When billionaire Warren Buffett said, There’s class warfare all right, but it’s my class, the rich class, that’s making war, and we’re winning, the struggling middle class treated him like one of them, as if he’s on their side.More recently, billionaire investor George Soros warned of a coming class war in the U.S. as reported by the Daily Beast, where he proudly points out that his prediction of riots in the streets has already begun.With the Occupy movement’s beginnings having ties to funding by Soros, many believe him to be stoking this so-called class warfare. Although Soros denies directly funding the movement’s beginnings, his vast philanthropic contributions have far-reaching tentacles into many revolutions around the globe.Even if we are to naively take Soros’ word that he was not involved in spurring these global revolutions, despite the evidence to the contrary, he clearly promotes the idea of class warfare with the political left cheering him as a crusader for good.
Conveniently, the Occupy movement has adopted the catchy but brainless us versus the 1% mantra as the rallying call for everyone in the 99% to blame their problems on the so-called rich 1%. It sounds a lot like stoking class warfare to me.However, in order to instigate warfare there must be a crisis to cause enough pain to force people to arms, and the sides of good and evil must be defined. Soros does just that in the Daily Beast article where he says people have reason to be frustrated and angry at the cost of bailing out the financial system, and that the world faces one of the most dangerous periods of modern history—a period of evil.Of course, those statements are hard to argue with and calling the ruling class evil will resonate with the masses. But again, Soros is clearly in the ruling class 1%, so why would he, like Buffett, pretend they’re outsiders while stoking hatred toward themselves? It seems they are using the crisis and class warfare paradigm to move the masses to support what the global elite have been striving for all along: less competition and more consolidation of power.In the crisis period, the impossible becomes possible.And by impossible he explains the Occupy movement has put on the agenda issues that the institutional left has failed to put on the agenda for a quarter of a century.To further explain the nature of unintended evil in the financial markets, Soros is quoted as saying in the same Daily Beast article Unrestrained competition can drive people into actions that they would otherwise regret.
To many people, this echoes John D. Rockefeller’s infamous quote Competition is a sin.Rockefeller ran the monopoly oil company Standard Oil, which still exists to this day but goes by different names:- Standard Oil of New Jersey became Esso, later to be renamed Exxon – which became a key part of ExxonMobil, currently the most profitable company in the world — earning 30 billion, 460 million dollars.
- Standard Oil of California became Chevron – currently the third most profitable company in the world at 19 billion, 24 million dollars per year.
- Continental Oil Company became Conoco, now a part of ConocoPhillips – currently the sixteenth most profitable company in the world at 11 billion, 358 million dollars.
- BP Amoco is a conglomerate of several Standard Oil splinter companies. Yahoo Finance currently lists BP Amoco’s gross profit at 16 billion, 28 million dollars.

Competition has been replaced by the appearance of competition. And this includes the apparent differences between Soros and Buffett on the left versus the Koch brothers on the right. Those stuck in the left-right paradigm love to hate them, while they all seek to eliminate genuine competition hidden behind their respective brands of ideology.Additionally, Soros promotes a single European Treasury with the authority to impose and collect taxes from all member nations as the solution to the Eurozone crisis. In America, he agrees with Buffett that the rich should pay more in taxes to strengthen the institution of government, as if it hasn’t given enough power to itself despite its failings.Furthermore, the notion that taxing the rich will solve any of America’s or Europe’s financial problems may be the biggest false paradigm of all. America officially has a national debt of around $15 Trillion with another $26 Trillion in financial bailout costs and double that amount in upcoming liabilities. There is literally not enough wealth in the world to fix that problem.
What’s more, the real elite will never have to pay taxes as they move their money globally and play on loopholes within the borders. Anyone remember General Electric paying no taxes on $14.2 billion in profits; in fact they got a $3.2 billion tax credit from Americans? Need I say more about the silliness of this ever working in the current political environment? So what does Soros say will be the next immediate battle of this rising class war? As anger rises, riots on the streets of American cities are inevitable. Yes, yes, yes, he (Soros) says, almost gleefully. The response to the unrest could be more damaging than the violence itself.It will be an excuse for cracking down and using strong-arm tactics to maintain law and order, which, carried to an extreme, could bring about a repressive political system, a society where individual liberty is much more constrained, which would be a break with the tradition of the United States.As he says gleefully.Still want class warfare? Despite areas of difference and rivalries between Moscow and Tehran, ties between the two countries, based on common interests, have developed significantly.Both Russia and Iran are both major energy exporters, they have deeply seated interests in the South Caucasus. They are both firmly opposed to NATO’s missile shield, with a view to preventing the U.S. and E.U. from controlling the energy corridors around the Caspian Sea Basin.Moscow and Tehran’s bilateral ties are also part of a broader and overlapping alliance involving Armenia, Tajikistan, Belarus, Syria, and Venezuela. Yet, above all things, both republics are also two of Washington’s main geo-strategic targets.
The Eurasian Triple Alliance: The Strategic Importance of Iran for Russia and China
China, the Russian Federation, and Iran are widely considered to be allies and partners. Together the Russian Federation, the People’s Republic of China, and the Islamic Republic of Iran form a strategic barrier directed against U.S. expansionism. The three countries form a triple alliance, which constitutes the core of a Eurasian coalition directed against U.S. encroachment into Eurasia and its quest for global hegemony.While China confronts U.S. encroachment in East Asia and the Pacific, Iran and Russia respectively confront the U.S. led coalition in Southwest Asia and Eastern Europe. All three countries are threatened in Central Asia and are wary of the U.S. and NATO military presence in Afghanistan.Iran can be characterized as a geo-strategic pivot. The geo-political equation in Eurasia very much hinges on the structure of Iran’s political alliances. Were Iran to become an ally of the United States, this would seriously hamper or even destabilize Russia and China. This also pertains to Iran’s ethno-cultural, linguistic, economic, religious, and geo-political links to the Caucasus and Central Asia.
Moreover, were the structure of political alliances to shift in favor of the U.S., Iran could also become the greatest conduit for U.S. influence and expansion in the Caucasus and Central Asia. This has to do with the fact that Iran is the gateway to Russia’s soft southern underbelly (or Near Abroad) in the Caucasus and Central Asia.
In such a scenario, Russia as an energy corridor would be weakened as Washington would unlock Iran’s potential as a primary energy corridor for the Caspian Sea Basin, implying de facto U.S. geopolitical control over Iranian pipeline routes. In this regard, part of Russia’s success as an energy transit route has been due to U.S. efforts to weaken Iran by preventing energy from transiting through Iranian territory.If Iran were to change camps and enter the U.S. sphere of influence, China’s economy and national security would also be held hostage on two counts. Chinese energy security would be threatened directly because Iranian energy reserves would no longer be secure and would be subject to U.S. geo-political interests. Additionally, Central Asia could also re-orient its orbit should Washington open a direct and enforced conduit from the open seas via Iran. Thus, both Russia and China want a strategic alliance with Iran as a means of screening them from the geo-political encroachment of the United States. Fortress Eurasia would be left exposed without Iran. This is why neither Russia nor China could ever accept a war against Iran. Should Washington transform Iran into a client then Russia and China would be under threat.Misreading the Support of China and Russia for U.N. Security Council Sanctions
There is a major misreading of past Russian and Chinese support of U.N. sanctions against Iran. Even though Beijing and Moscow allowed U.N. Security Council sanctions to be passed against their Iranian ally, they did it for strategic reasons, namely with a view to keeping Iran out of Washington’s orbit.In reality, the United States would much rather co-opt Tehran as a satellite or junior partner than take the unnecessary risk and gamble of an all-out war with the Iranians. What Russian and Chinese support for past sanctions did was to allow for the development of a wider rift between Tehran and Washington. In this regard, realpolitik is at work. As American-Iranian tensions broaden, Iranian relations with Russia and China become closer and Iran becomes more and more entrenched in its relationship with Moscow and Beijing.Russia and China, however, would never support crippling sanctions or any form of economic embargo that would threaten Iranian national security. This is why both China and Russia have refused to be coerced by Washington into joining its new 2012 unilateral sanctions. The Russians have also warned the European Union to stop being Washington’s pawns, because they are hurting themselves by playing along with the schemes of the United States. In this regard Russia commented on the impractical and virtually unworkable E.U. plans for an oil embargo against Iran. Tehran has also made similar warnings and has dismissed the E.U. oil embargo as a psychological tactic that is bound to fail.
Russo-Iranian Security Cooperation and Strategic Coordination
In August 2011, the head of the Supreme National Security Council of Iran, Secretary-General Saaed (Said) Jalili, and the head of the National Security Council of the Russian Federation, Secretary Nikolai Platonovich Patrushev met in Tehran to discuss the Iranian nuclear energy program as well as bilateral cooperation. Russia wanted to help Iran rebuff the new wave of accusations by Washington directed against Iran. Soon after Patrushev and his Russian team arrived in Tehran, the Iranian Foreign Minister, Ali Akbar Salehi, flew to Moscow. Both Jalili and Patrushev met again in September 2011, but this time in Russia. Jalili went to Moscow first and then crossed the Urals to the Russian city of Yekaterinburg.The Iran-Russia Yekaterinburg meeting took place on the sidelines of an international security summit. Moreover, at this venue, it was announced that the highest bodies of national security in Moscow and Tehran would henceforth coordinate by holding regular meetings. A protocol between the two countries was was signed at Yekaterinburg.During this important gathering, both Jalili and Patrushev held meetings with their Chinese counterpart, Meng Jianzhu. As a result of these meetings, a similar process of bilateral consultation between the national security councils of Iran and China was established. Moreover, the parties also discussed the formation of a supranational security council within the Shanghai Cooperation Council to confront threats directed against Beijing, Tehran, Moscow and their Eurasian allies. Also in September 2011, Dmitry Rogozin, the Russian envoy to NATO, announced that he would be visiting Tehran in the near future to discuss the NATO missile shield project, which both the Moscow and Tehran oppose.Reports claiming that Russia, Iran, and China were planning on creating a joint missile shield started to surface. Rogozin, who had warned in August 2011 that Syria and Yemen would be attacked as stepping stones in the broader confrontation directed against Tehran, responded by publicly refuting the reports pertaining to the establishment of a joint Sino-Russo-Iranian missile shield project.
The following month, in October 2011, Russia and Iran announced that they would be expanding ties in all fields. Soon after, in November 2011, Iran and Russia signed a strategic cooperation and partnership agreement between their highest security bodies covering economics, politics, security, and intelligence. This was a long anticipated document on which both Russia and Iran had been working on. The agreement was signed in Moscow by the Deputy Secretary-General of the Supreme Security Council of Iran, Ali Bagheri (Baqeri), and the Under-Secretary of the National Security Council of Russia, Yevgeny Lukyanov.In November 2011, the head of the Committee for International Affairs in the Russian Duma, Konstantin Kosachev, also announced that Russia must do everything it can to prevent an attack on neighbouring Iran. Russian National Security and Iranian National Security are Attached
On January 12, 2012, Nikolai Patrushev told Interfax he feared that a major war was imminent and that Tel Aviv was pushing the U.S. to attack Iran. He dismissed the claims that Iran was secretly manufacturing nuclear weapons and said that for years the world had continuously heard that Iran would have an atomic bomb by next week ad nauseum. His comments were followed by a dire warning from Dmitry Rogozin.On January 13, 2012, Rogozin, who had been appointed deputy prime minister, declared that any attempted military intervention against Iran would be a threat to Russia’s national security. In other words, an attack on Tehran is an attack on Moscow. In 2007, Vladimir Putin essentially mentioned the same thing when he was in Tehran for a Caspian Sea summit, which resulted in George W. Bush Jr. warning that World War III could erupt over Iran. Rogozin’s statement is merely a declaration of what has been the position of Russia all along: should Iran fall, Russia would be in danger.Iran is a target of U.S. hostility not just for its vast energy reserves and natural resources, but because of major geo-strategic considerations that make it a strategic springboard against Russia and China. The roads to Moscow and Beijing also go through Tehran, just as the road to Tehran goes through Damascus, Baghdad, and Beirut. Nor does the U.S. want to merely control Iranian oil and natural gas for consumption or economic reasons. Washington wants to put a muzzle around China by controlling Chinese energy security and wants Iranian energy exports to be traded in U.S. dollars to insure the continued use of the U.S. dollar in international transactions.Moreover, Iran has been making agreements with several trade partners, including China and India, whereby business transactions will not be conducted in euros or U.S. dollars. In January 2012, both Russia and Iran replaced the U.S. dollar with their national currencies, respectively the Russian rouble and the Iranian rial, in their bilateral trade. This was an economic and financial blow to the United States.
Syria and the National Security Concerns of Iran and Russia
Russia and China with Iran are all staunchly supporting Syria. The diplomatic and economic siege against Syria is tied to the geo-political stakes to control Eurasia. The instability in Syria is tied to the objective of combating Iran and ultimately turning it into a U.S. partner against Russia and China.The cancelled or delayed deployment of thousands of U.S. troops to Israel for Austere Challenge 2012 was tied to ratcheting up the pressure against Syria. On the basis of a Voice of Russia report, segments of the Russian media erroneously reported that Austere Challenge 2012 was going to be held in the Persian Gulf, which was mistakenly picked up by news outlets in other parts of the world. This helped highlight the Iranian link at the expense of the Syrian and Lebanese links. The deployment of U.S. troops was aimed predominately at Syria as a means of isolating and combating Iran. The cancelled or delayed Israeli-U.S. missile exercises most probably envisaged preparations for missile and rocket attacks not only from Iran, but also from Syria, Lebanon, and the Palestinian Territories.Aside from its naval ports in Syria, Russia does not want to see Syria used to re-route the energy corridors in the Caspian Basin and the Mediterranean Basin. If Syria were to fall, these routes would be re-synchronized to reflect a new geo-political reality. At the expense of Iran, energy from the Persian Gulf could also be re-routed to the Mediterranean through both Lebanon and Syria.

Those who breach user data can be fined up to 2 percent of their annual global turnover.The BBC reported that the new rules include a right to be forgotten and will require that data breaches must be reported as soon as possible.Many of the rules emphasize data portability and accessibility, trying to ensure that users have more control over their own information. They also require that companies with 250 or more employees appoint a data officer.Facebook’s Sandberg warns about strict privacy rules: Ahead of the European Commission’s release of its privacy rules, Facebook chief operating officer Sheryl Sandberg warned that strict privacy rules could hurt innovation.In a speech at the Digital Life Design conference in Munich, Sandberg said that the U.S. and Europe need to have the right regulatory environment — a regulatory environment that promotes innovation and economic growth,the New York Times reported.Google’s privacy changes: Google announced Tuesday that it plans to follow the activities of users across nearly all of its ubiquitous sites, including YouTube, Gmail and its leading search engine, The Washington Post reported.

In the first full fiscal quarter the company faced without its late co-founder, Steve Jobs, Apple posted a quarterly revenue of $46.33 billion and announced it had sold 37 million iPhones and 15 million iPads. Analysts had predicted iPhone sales of around 30 million and iPad sales at a more conservative 13 million.

Google’s announcement that it is sharing more user data across its services has already raised the hackles of privacy advocates, technology writers and caught the attention of at least one national data-protection agency.On Tuesday, the search giant announced that it was placing 60 of its Web services under a unified privacy policy that would allow the company to share data between any of those services. (Google Books, Google Wallet and Google Chrome are excluded due to different regulatory and technical issues.) Any user with a Google account — used to sign in to services such as Gmail, YouTube and personalized search — must agree to the policy. Users who don’t want to have their data shared have the option to close their accounts with Google.
FAQ: What exactly are the changes Google is making and how will they affect me?
Some praised the company for being so open about the changes, including European Commissioner for Justice Vivian Reding. Reding, vice president of the EC, is the continent’s leading advocate for laws on Internet privacy and data protection, and said Google’s move was a step in the right direction.Google was quick. Even before the Commission decided on the new European law, Google made the first step in the direction of new privacy rules. I can only applaud the direction, she said in a statement.But not having the right to choose what information is shared between services is the source of a great deal of criticism. In remarks to The Washington Post’s Cecilia Kang, Rep. Ed Markey (D-Mass.) said that he thinks it is imperative that users have control over what information they want to have shared between the services Google offers.Others saw the decision as a sign that there’s been a shift in the company culture at Google. Danny Sullivan, a technology blogger and expert in search, said that the change is just a logical step in Google’s move toward becoming a Web portal.
“It’s similar to how you sign up for Facebook, rather than individual products within Facebook,” he said.
That change, however, isn’t sitting well with parts of the Web community. Google competitors such as Twitter had already pointed out that Google’s integration of information from its social networking site, Google+, into its search results was a sign that the company was moving away from neutral search. These changes appear to take that shift even further. Search engine blogger Danny Sullivan said that Gizmodo’s Mat Honan took the bull by the horns, churning out a piece Thursday night headlined, Google’s Broken promise: The End of Don’t Be Evil.Google built its reputation, and its multibillion-dollar business, on the promise of its don’t be evil’ philosophy,Honan wrote. And now it’s pulling the stakes out, collapsing it. It gives you a few weeks to pull your data out, using its data-liberation service, but if you want to use Google services, you have to agree to these rules.At least one regulatory body, Ireland’s data-protection agency, has said it will be looking into the implications of the changes now that they are launched to users,Bloomberg reported. BRUSSELS - EU finance ministers have overcome Finnish objections to a permanent bail-out fund for the eurozone, access to which will be made conditional on signing a new treaty on fiscal discipline.We were able to agree on a text of the revised treaty concerning the European Stability Mechanism,Chair of the meeting Luxembourg Prime Minister Jean-Claude Juncker told a press conference late Monday night (23 January).The revised text provides for the ESM, the permanent bail-out fund for the eurozone, to be advanced by one year and to come into being on 1 July.The breakthrough came after Finland agreed to lift its objection concerning an emergency voting procedure which Helsinki says favours big countries such as Germany and France. The provision - allowing countries representing 85 percent of the fund's capital to take decisions instead of unanimity among the eurozone 17 - will only apply to authorise ESM loans from existing funds, the Finnish finance ministry said in a statement.The ESM agreement will also allow for the creation of an emergency reserve fund when a majority decision is taken, the ministry said.Meanwhile, access to ESM money will be made conditional on countries signing up to a new intergovernmental treaty on fiscal discipline requiring binding legislation on governments to implement a balanced budget rule.
There is a clear link in the recitals of the ESM treaty between the fiscal compact treaty and the ESM,Juncker said.Germany pushed for the fiscal discipline pact in return for agreeing that the fund comes into being one year earlier and that it possibly gets more firepower than its current €500 billion.Today we reinforced both pillars - solidarity through the ESM and fiscal discipline through the fiscal treaty,French finance minister Francois Baroin told journalists after the meeting. He conceded that there is no support in parliament for the legal changes needed to transpose the balanced budget rule into French law before the April presidential elections, however.A deal on the final wording of the fiscal treaty has not been achieved yet. Participation of non-euro leaders in eurozone summits remains an open issue that will have to be agreed by EU leaders when they meet on 30 January, he added.
Greece still far from second bail-out
As for Greece - which had been hoping to get some positive signs about its second, €130 billion bail-out - ministers made it clear that no assistance can be granted unless more reforms are undertaken and until talks with bankers on voluntary debt restructuring conclude.It is obvious the Greek programme is off track. Action has to be taken before we can seriously envisage a new programme,Juncker said.The government of Lucas Papademos has been struggling to liberalise the labour market and go after tax offenders. According to the Greek finance ministry, 4,151 citizens owe €14.9 billion to the state – more than the €14.5 billion bond repayment Athens has to make in March.In another pre-condition for the second, badly-needed bail-out, Greecec has to agree on a 50 percent debt cut with existing bondholders. But the bondholder talks, which should have been wrapped up by Monday, are still ongoing.
Juncker told journalists that ministers asked Greece not to agree on an interest rate above 3.5 percent for the new bonds that will be issued once banks agree to take a 50 percent loss on old ones. Investors from the Institute of International Finance negotiating in Athens have so far pressed for an interest rate above four percent.Meanwhile, state prosecutors in Athens have launched an investigation into allegations that the country's statistical office, Elstat, in 2009 rigged the state deficit figures so as to be able to convince the EU and the International Monteray Fund it needed a bail-out.The head of Elstat, Andreas Georgiou, told Dutch media his office was under pressure from the government, but claims he resisted and that the final figures were accurate.
New cloud strategy to reform EU online market

BRUSSELS - Digital agenda commissioner Neelie Kroes has promised to present a European cloud strategy this summer, as part of a plan to reform the online market in the EU.Speaking at a meeting of the IP Forum in the European Parliament on Tuesday (24th January), she said that a harmonised EU digital market would offer creators the opportunity to make a decent living from their art and consumers, and offer an open place for innovation.She cited the iPhone application Angry Birds, created by Finnish video game developer Rovio Mobile, as an example of how cloud technologies could generate huge revenues, noting that its $100 million turnover was enough to fund The King's Speech [a successful film] eight times over.The market for cloud, or Internet, computing in which software and information is available on demand, has surged in recent years. The US market was worth an estimated $68 billion in 2011, while the European market is growing by 20 percent a year according to French marketing company Nexima.Kroes also told the audience that she would present legislation on collective rights management licensing and multi-sector licensing, which would radically change the way royalties are sold, alongside a paper on 'Connected TV' looking at ways to bring together television on demand and gaming to European consumers. She noted that within the next two or three years 90 percent of TVs will be connected to the Internet.She added that most Europeans were already regularly watching television on demand.
The IP Forum event, hosted by French centre-right MEP Marielle Gallo, focused on the online distribution of audiovisual and music works in the EU. Gallo said that a common but flexible legal framework was needed to contribute to a true pan-European demand for online content, complaining about what she described as a fragmentation of the digital content market in Europe.Speaking about huge potential revenues, she noted that 170 million song titles had been downloaded legally in the first six months of 2011. According to the 2011 annual digital music report published by the International Federation for the Phonographic Industry (IFPI), 3.6 billion downloads were purchased around the world in 2011, an increase of 17 percent.Meanwhile, fellow French centre-right MEP Jean-Marie Cavada on Monday (23 January) opened the parliament's debate on a discussion paper by the European Commission on the online distribution of audiovisual works.Cavada promised that his report, which is non-legislative, would focus on authorship rights and how to ensure equal treatment for authors between digital and non-digital content.

BRUSSELS - Jacques Santer - a ghost from the most ignominious time in the European Commission's history - was on Monday (23 January) evening appointed to head fund-raising for the EU's new bail-out fund.A former Luxembourg prime minister, Jacques Santer gained notoriety for presiding over a weak commission, which resigned en masse in 1999 amid allegations of corruption.An independent panel at the time noted that it is difficult to find anyone who has even the slightest sense of responsibility in his institution.Fellow Luxembourger Jean-Claude Juncker, who chaired the meeting of finance ministers which announced the decision, said that Santer had served both Europe and his country the best way possible.Santer's job will be to head up a Special Purpose Investment Vehicle (Spiv), designed to boost the firepower of the EU €440 billion temporary bail-out fund, the EFSF, in case big economies like Italy or Spain go down the path of Greece.The Spiv is to sell debt to private firms and sovereign wealth funds and the proceeds are to be funnelled to struggling EU countries.The whole set-up already has an image problem - EU efforts to get countries like Brazil and China on board have attracted little interest.
But Juncker on Monday dismissed the idea that Santer's background will make matters worse, asking journalists to revisit the notes [they] may have about Santer's work as commission president.For his part, economic affairs commissioner Olli Rehn ventured a soccer-based joke.If you refer to the fall of the Santer commission in March 1999, I can take full responsibility for that. I was then head of cabinet for [Finnish] commissioner Liikkanen and I recall that in September 1998 the cabinets dared to beat the journalists in the final of the commission football tournament. Three to One. The journalists never forgave us and that led to the fall of the Santer commission in the winter of 1998/1999. I take full responsibility for this, he said.The Santer appointment is already proving to be a gift to EU critics.Putting Jacques Santer in charge of fundraising is like putting Dracula in charge of the blood bank,British Conservative MEP Martin Callanan said in an emailed statement.The Santer affair was prompted by a commission whistleblower who sent a report to MEPs.
A so-called Committee of Independent Experts later questioned the general culture in the commission. It doled out the harshest criticism on science commissioner Edith Cresson, a French woman who hired her dentist as an advisor. The dentist earned over €100,000 for two years' work during which he produced 24 pages of notes deemed to be of no value.Santer's refusal to take responsibility and to resign along with Cresson escalated the crisis, ending in the mass resignation of all 20 commissioners - also including Italy's current leader Mario Monti - shortly afterward.

U.S., Arab states press Russia on Syria

A top American Middle East diplomat visited Moscow Tuesday as part of an international effort to get Russia to support a UN Security Council resolution demanding an end to the violence in Syria, which has killed well over 5,000 people since last spring.Assistant Secretary of State for Near East Affairs Jeff Feltman was in Moscow as part of an increasingly frantic international effort to intervene in the troubled Middle Eastern country, American officials said.Issue number one on [Feltman's] agenda there is Syria and our interest in being able to move forward in the UN Security Council and talking about how the situation looks after the Arab League report over the weekend, State Department spokeswoman Victoria Nuland told journalists at a press briefing Monday.Feltman's trip came as five Persian Gulf states on Tuesday joined Saudi Arabia in announcing they are withdrawing from a month-old Arab League monitoring mission to Syria because of the observers' inability to curb Bashar al-Assad's brutal crackdown, and instead are turning their hopes for intervention to the United Nations.The Syrian regime did not implement the Arab plan under existing Arab pressure, so there was no other way except to approach the Security Council,one Arab League ambassador told Reuters, speaking anonymously to explain the decision to withdraw some 55 members of the 165-member Arab League team.
Turkish Prime Minister Recep Tayyip Erdogan was also due to fly to Moscow Wednesday to urge Russia not to veto a UN Security Council Syria resolution, Turkey's Today Zaman reported Mahir Zeynalov reported.American officials are also expected to ask Moscow about media reports that it has inked a deal to sell combat jets to the Assad regime, the State Department said.Obviously, if [the media reports are] accurate, it would be quite concerning, Nuland said Tuesday.But as we've been saying for months, our firm belief is that any country that is still trading in weapons and armaments with Syria really needs to think twice, because they are on the wrong side of history and those weapons can be used against innocents, and have been.Over the weekend, the State Department said it is considering closing the U.S. embassy in Syria due to continued security concerns, but it had not yet decided whether to do so. On Monday, it again issued a warning urging American citizens to leave Syria.
EU sanctions on Iran peppered with exemptions

BRUSSELS - New sanctions on Iran could prove hard to enforce after EU countries peppered them with derogations to help Greece find alternate suppliers, to protect trade in non-oil sectors and to give Tehran-based embassies access to cash.Details of the measures - designed to stop an alleged nuclear weapons programme - came out in the bloc's Official Journal on Tuesday (24 January).The sanctions ban buying or shipping of crude oil, petrol and petro-chemical products, as well as supply of financial services, insurance, equipment and training for Iranian energy companies or the buying of new shares in energy firms.They blacklist the central bank of Iran, the state-owned Bank Tejarat and 10 shipping firms said to be involved in nuclear procurment or the illegal arms trade - Tidewater, Turbine Engineering Manufacturing, Sad Export Import Company, Rosmachin, Behnam Sahriyari Trading Company, Darya Delalan Sefid Khazar Shipping Company, the Dubai-based Oasis Freight Agency, the Germany-based Hanseatic Trade Trust & Shipping and the Malta-registered BIIS Maritime.They prohibit EU-Iran trade in precious metals and diamonds and supply of newly-made Iranian banknotes and coinage to the central bank. They also say junior members of the Revolutionary Guard corps can in future be targeted, adding three more names to the existing, hundreds-long register.The EU's legal text allows several temporary and more permanent exemptions, however.
The oil and petroleum ban will not affect existing contracts until 1 July. Contracts on petro-chemcial products are allowed to run until 1 May. Thunderstorms pound Texas; tornado threat looms

SAN ANTONIO (Reuters) - Thunderstorms pounded the San Antonio area with drenching rains and destructive winds early Wednesday as Texas braced for possible flooding and the threat of isolated tornados throughout the morning.Some three inches of rain drenched San Antonio by early morning and Austin took more than 4 inches, according to AccuWeather.com.Although most of the region is still gripped in severe drought and very much needs the rain,too much, too fast was menacing, AccuWeather.com said.
The storms knocked out power for tens of thousands and closed dozens of flooded streets in San Antonio.Forecasts called for powerful thunderstorms to push eastward into Louisiana.Flash flood warnings were issued early for areas surrounding San Antonio and Austin while a tornado watch was in effect through the morning for parts of south central and southeast Texas.The National Weather Service issued a tornado watch for parts of Louisiana through the afternoon.The severe weather in Texas follows damaging storms and tornadoes that swept through Arkansas and Alabama earlier in the week.CPS Energy, the South Texas electric utility, reported more than 30,000 customers without power as wind snapped electric power lines and knocked out traffic signals during the morning rush hour.Lightning hit an apartment complex on the city's north side as storms blew through early on Wednesday, sparking a fire that forced people into the driving rain and destroyed four apartments, fire officials said.There were no reports of injuries.(Additional reporting by Lauren Keiper; Editing by Daniel Trotta)

Landslide hits Papua New Guinea, deaths reported

PORT MORESBY, Papua New Guinea (AP) — A landslide struck villages in mountainous central Papua New Guinea, and local media reported Wednesday that 40 bodies have been recovered and 20 people are still missing.The South Pacific island nation's National Disaster Center director Martin Mosi said several villages are close to where the landslide occurred near the town of Mendi early Tuesday and that fatalities are likely but unconfirmed.Three National Disaster Center officials were headed to Mendi on Wednesday, where they will be flown by helicopter to join police at the disaster site.Most likely lives have been lost. We cannot tell how many, Mosi said.Local lawmaker Francis Potape told Radio Australia's indigenous language service that the landslide completely covered two villages while people slept.There are people buried underneath and a number of them are, from what I have heard, children,The National newspaper reported Potape as saying.The Post Courier newspaper reported that Prime Minister Peter O'Neill would fly to the state later Wednesday.
Local media reports that the destruction extended more than one mile (2 kilometers), leaving roads to villages cut off.

Biggest solar storm since 2005 hits Earth

WASHINGTON: A potent solar flare has unleashed the biggest radiation storm since 2005 and could disrupt some satellite communications in the polar regions, US space weather monitors say.The event started late on Sunday with a moderate-sized solar flare that erupted right near the centre of the Sun, said Doug Biesecker, a physicist with the National Oceanic and Atmospheric Administration Space Weather Prediction Centre.The flare itself was nothing spectacular, but it sent off a very fast coronal mass ejection travelling four million miles per hour [6.4 million kilometres per hour], he said on Monday in the US.

NASA's Space Weather Services estimated that it traveled at over 630 miles per second and reached the Earth on January 21, when strong geomagnetic storms and aurora were observed.A rush of radiation in the form of solar protons already has begun bombarding the Earth and is likely to continue through Wednesday.The radiation storm is the largest of its kind since 2005 but still ranks only a three on the scale of one to five, enough to be considered strong but not severe, he added.NOAA said on its website the S3 ranking means it could, e.g., cause isolated reboots of computers onboard Earth-orbiting satellites and interfere with polar radio communications.Biesecker said that when it comes to radiation storms, the polar regions are affected most. WASHINGTON (AP) — The sun is bombarding Earth with radiation from the biggest solar storm in more than six years with more to come from the fast-moving eruption.The solar flare occurred at about 11 p.m. EST Sunday and will hit Earth with three different effects at three different times. The biggest issue is radiation, according to the National Oceanic and Atmospheric Administration's Space Weather Prediction Center in Colorado.The radiation is mostly a concern for satellite disruptions and astronauts in space. It can cause communication problems for polar-traveling airplanes, said space weather center physicist Doug Biesecker.Radiation from Sunday's flare arrived at Earth an hour later and will likely continue through Wednesday. Levels are considered strong but other storms have been more severe. There are two higher levels of radiation on NOAA's storm scale — severe and extreme — Biesecker said. Still, this storm is the strongest for radiation since May 2005.
The radiation — in the form of protons — came flying out of the sun at 93 million miles per hour.The whole volume of space between here and Jupiter is just filled with protons and you just don't get rid of them like that, Biesecker said. That's why the effects will stick around for a couple days.NASA's flight surgeons and solar experts examined the solar flare's expected effects and decided that the six astronauts on the International Space Station do not have to do anything to protect themselves from the radiation, spokesman Rob Navias said.A solar eruption is followed by a one-two-three punch, said Antti Pulkkinen, a physicist at NASA's Goddard Space Flight Center in Maryland and Catholic University.First comes electromagnetic radiation, followed by radiation in the form of protons.Then, finally the coronal mass ejection — that's the plasma from the sun itself — hits. Usually that travels at about 1 or 2 million miles per hour, but this storm is particularly speedy and is shooting out at 4 million miles per hour, Biesecker said.

WASHINGTON: A potent solar flare has unleashed the biggest radiation storm since 2005 and could disrupt some satellite communications in the polar regions, US space weather monitors say.The event started late on Sunday with a moderate-sized solar flare that erupted right near the centre of the Sun, said Doug Biesecker, a physicist with the National Oceanic and Atmospheric Administration Space Weather Prediction Centre.The flare itself was nothing spectacular, but it sent off a very fast coronal mass ejection travelling four million miles per hour [6.4 million kilometres per hour], he said on Monday in the US.

It also blacklisted the Iranian central bank and banned trade in gold and diamonds.The time-lag is designed to help Greece, Italy and Spain sign new oil contracts with Saudi Arabia and the United Arab Emirates. In other softeners, the oil ban could be scrapped in a review in May and Iran's central bank will be allowed to facilitate trade in other areas, such as food and textiles.Two Iranian MPs the same day repeated the country's threats to block the Strait of Hormuz - a conduit for Saudi oil - in return, creating a major energy crisis. [It] would definitely be closed if the sale of Iranian oil is violated in any way,Mohammad Ismail Kowsari told the Associated Press.Iran has three attack submarines, a fleet of mine-laying mini-submarines and batteries of anti-ship missiles in the area.Nothing happened in the Arabian Gulf immediately after the EU announcement, however. BRUSSELS - Racist mobs in Greece and Hungary, mistreatment of Roma, Arab migrants and Muslim terrorist suspects and a feeble reaction by EU institutions point to a worrying right-wing shift inside the European Union, according to US-based NGO Human Rights Watch.The most shocking racist attack in Europe last year saw Norwegian Anders Breivik kill 77 people in what he called a campaign to stop the continent being taken over by Islam.In less-well documented incidents, a far-right mob in Greece in May stormed a Pakistani suburb hospitalising 25 people, some with stab wounds. In April in Hungary, the Red Cross evacuated 277 Roma because right-wing vigilantes held military-type drills beside their homes.The Human Rights Watch report pulls no punches in linking the extreme cases to bad leadership by EU governments.It said the Breivik attack [echoed] what has increasingly become mainstream debate in Europe and highlighted the dangers of unchecked intolerance in countries such as France, which banned the Muslim veil, and the Netherlands, whose courts gave far-right politician Geert Wilders special latitude to voice anti-Islamic ideas.The report named and shamed nine EU member states - France, Germany, Greece, Hungary, Italy, the Netherlands, Poland, Spain and the UK - as displaying a swing toward right-wing politics on issues ranging from asylum seekers to gay rights.France and Italy continued to expel Roma in a campaign of discriminatory targeting accompanied by racist and xenophobic political discourse.
Greece and Italy failed on several counts in their reaction to the sharp increase in mostly African and Arab migrants.Greece is still holding migrants and asylum seekers, including women and families with children ... in inhumane conditions and has done little to clear a backlog of 38,000 asylum appeals. It also highlighted the way France, Germany, Spain and the UK hold mostly Muslim terrorist suspects without trial, deny them normal access to lawyers and send or try to send them back to countries where they risk torture.It accused the EU institutions of not doing enough to stop the trend.The European Commission failed to pursue vigorously its duty to enforce fundamental rights, dropping proceedings against Hungary over its media law and France over Roma expulsions, and suspending proceedings against Greece on its dysfunctional asylum and migration system despite continuing problems, it said.Unless the commission finds more courage, the downward slide on rights inside the EU looks set to continue,the NGO's Benjamin Ward added in a statement.The net result of human rights developments in Europe causes great concern ... Without concerted government action, the next generation of Europeans may see human rights as an optional extra rather than a core value.

BRUSSELS - Two issues are to extend discussions on the new fiscal treaty beyond the finance ministers' meeting on Monday (23 January): financial sanctions and the participation of non-euro members in eurozone summits, the Danish economy minister told this website.We support the participation of non-euro countries in the eurozone summits. It is one of the questions that will be worked on in the last week before the meeting of heads of state on 30 January,said Margrethe Vestager, who chairs the meeting of 27 finance ministers on behalf of the Danish EU presidency.The issue has become a make-or-break deal for Poland, whose prime minister has threatened not to sign up to the new inter-governmental treaty on fiscal discipline unless the so-called outs are allowed to attend the eurozone summits. In the latest text, a concession has been made allowing leaders from these countries to be invited in order to discuss specific issues concerning the implementation of this treaty,when appropriate and at least once a year.But Vestager remains sceptical this wording will be enough. It is a sensitive question, if countries that are now outside the euro but may become part of the eurozone in the years to come, it's in their obvious interest to participate in meetings where these issues will be discussed,she said.
Poland is not the only country to make this claim, she noted, just the most vocal ambassador.We have stated the same in the negotiations, Vestager said, even though her country, unlike the other eight 'outs' that have signed up to the fiscal treaty, is under no legal obligation to join the euro.The other thorny issue likely to remain unsettled before the EU leaders' meeting next Monday is the controversial idea of having the European Court of Justice impose fines of up to 0.1 percent of a country's gross domestic product if it doesn't properly apply the so-called balanced budget rule into national law, prohibiting a structural deficit of more than 0.5 percent of GDP.In the latest draft, this fine would be transferred directly to the European Stability Mechanism, the eurozone's permanent bail-out fund to be created this summer.This is a proposal on which there is no consensus yet. From a strictly Danish point of view, it's hard to see your fines going to the ESM, which is a eurozone fine-box. In that respect, there is a special Danish issue, but I think this will be debated in the days to come, not only tonight,Vestager said.To the Danish Liberal, the mere fact that leaders from 26 EU countries - except Britain - have agreed to enshrine the balanced budget rule in their binding national legislation is enough of a token of appreciation that they are committed to this new approach in public finances.

The EU budget commissioner Janusz Lewandowski sent a letter to all respective EU chiefs stating that they should make all possible efforts towards limiting expenditure in preparing their own estimates for the draft budget 2013.Among the letter's recipients was EU foreign affairs chief Catherine Ashton of the European External Action Service (EEAS). When it was launched in December 2010, the diplomatic service quickly buckled under considerable budgetary constraints.The original budget of the EEAS in year one was insufficient to meet the running costs, EEAS spokesperson Michael Mann wrote this website in an email. The EEAS had to increase its budget by €26.9 million for 2012 to help pay staff and run its daily operational activities.For its part, the commission intends to reduce its staff by 1 percent in 2013 with an estimated saving of around €20 million.It is of the utmost importance to continue to demonstrate that the EU institutions are acting responsibly in the current climate of austerity,the commissioner told reporters on Monday (23 January). Lewandowski had made a similar statement in February last year urging the EU institutions to cut IT, publication and travel among other costs.
The commission froze its expenditure increases in 2011 and aims to do same for the 2012, while other institutions either increased or even dropped their own expenditure budgets.Indeed, the European Council went from €563 million in 2011 to €538 million for this year. The European Parliament, on the other hand, increased its budget expenditure from €1.68 billion to €1.72 billion due in part to translation costs and the addition of Croatia as a new member state.The EEAS, however, represents a tiny fraction of the overall EU budget but is mandated to set EU foreign policy through joint-missions with non-EU states and its 136 over-sea delegations.Understaffed and widely criticized for failing to achieve EU foreign policy coherence, the service even struggled to fill vacant positions amid reports that around 60 had quit only months into their contracts.I would not want to be dragged into extrapolating on the possible consequences of what possible measures some institutions might take. It is for each of them to decide how best to show the message to the EU taxpayers that the EU institutions do not act in a business as usual way, that they voluntarily show savings as is the case in many member states, responded Lewandowski’s spokesperson in an email when asked if the announcement was a veiled slight at the increased expenditure budgets of the European Parliament and the EEAS.In 2011, the EEAS pocketed €464 million and divided the budget between its headquarters in Brussels and its numerous delegations. The EEAS also managed € 253 million on behalf of the commission for administrative expenses linked to commission staff in delegations.We are aiming to make the EEAS as cost-efficient as possible. We have made efficiency gains from the merging of the services, and are currently doing a review of mission expenditure for our delegations,wrote the EEAS spokesperson adding that the service is making every effort to maximise efficiency.
Around six percent of the EU’s total €129 billion is spent on EU institutional administrative matters. The council, the commission, and the European parliament eat up the greatest share of the expenditure budgets.The remaining 94 percent of the EU total budget is spent on EU citizens, farmers, businesses, regions and cities.
Deal sought on delayed EU derivatives law

BRUSSELS - Finance ministers meeting in Brussels on Tuesday (24 January) may agree on a compromise deal put forward by the Danish EU presidency on a delayed EU bill regulating trading in derivatives, the sticking point being how much power to give to the responsible new EU authority.The draft law was initially tabled by the European Commission in 2010, two years after the collapse of Lehman Brothers and the bail-out of AIG - financial institutions which had been at the forefront of derivatives trading, essentially guaranteeing bets on mortgages and loans that went bust once the housing bubble in the US burst.Once agreed by member states and the European Parliament, the law would make direct trading in derivatives more transparent and traceable, as it would require databases registering every such transaction to be set up in clearing houses that ensure their validity.MEPs are pushing for the newly appointed EU body, the Paris-based European Securities and Markets Authority (Esma), to have a key role in the process.London, home to 75 percent of the European derivatives market, has so far opposed Esma being given too many powers, especially when it comes to authorising or rejecting the establishment of clearing houses in a member state - something currently being approved by national authorities.At a meeting in October, British finance minister George Osborne obtained a concession virtually making it impossible for other countries or Esma to block the establishment of clearing houses in a member state - by requiring unanimity among all except the host country.
Germany, where most of the second type of derivatives - traded through the stock exchange - are taking place, had initially teamed up with Britain but has meanwhile changed course and is pushing for Esma to get a bigger mediation role.According to a Danish compromise text, seen by EUobserver, the unanimity minus one rule has been kept, but a second option is foreseen so that when a three-quarters majority of states have a negative opinion, they can refer the matter to Esma.That decision shall state in writing the full and detailed reasons why the concerned members of the college consider that the requirements of this Regulation or other parts of EU law are not met. In that case the competent authority of the member state where the CCP is established shall defer its decision on the authorisation and await any decision that Esma may take,the text reads.A meeting scheduled Monday with MEPs dealing with this file has been postponed until the following Monday, pending an agreement among finance ministers.As for clearing houses themselves, no common position has agreed either. Strong storms hit Alabama, kill two

BIRMINGHAM, Alabama (Reuters) - Search and rescue team combed through debris in Alabama after powerful thunderstorms pummeled the state early on Monday, killing at least two people and leaving heavy damage just hours after tornadoes struck portions of Arkansas.Alabama Governor Robert Bentley declared a state of emergency after the predawn storms hit the Birmingham area, with the towns of Center Point and Trussville just to the northeast of the city hit particularly hard.Two people were confirmed dead, according to Pat Curry, Jefferson County's chief deputy coroner; one in Clay, a city of roughly 10,000 people, and another in the western part of the county.Earlier, an emergency management official had reported three deaths.We have major, major damage, said Bob Ammons, a Jefferson County Emergency Management Agency (EMA) official, referring to Center Point, Trussville and some unincorporated areas of the county.About 100 people were treated for injuries, said Jefferson County EMA spokesman Mark Kelly.Last April, massive tornadoes tore through Alabama killing more than 240 people, including 64 in the Jefferson and Tuscaloosa areas.On Monday, in St. Clair County, Alabama, spokeswoman Katie Reese said a local fire department estimated some 36 homes had been damaged, and some of them destroyed.The possibility for sporadic thunderstorms in the region lingered, according to AccuWeather.com senior meteorologist Henry Margusity, but overall the severe weather was calming down.
THOUSANDS WITHOUT POWER
Clean-up and recovery efforts were under way across Alabama on Monday afternoon.
Food safety inspectors had been dispatched to assess damage and power outages at retail food establishments, state officials said, adding that any compromised products would be taken off shelves.Search and rescue efforts were ongoing, according to Matt Angelo of the Center Point fire department. No injuries could be confirmed.A preliminary report from the weather service's storm prediction center indicated a radio station in Clanton, Alabama was destroyed and a 302-foot (92-meter) transmission tower toppled due to the severe weather.A tornado is suspected, but not yet confirmed, in the radio station destruction, according to the National Weather Service.In Tennessee, the worst storm damage was in the middle of the state, with downed trees and power lines. In western Tennessee, structural damage resulted from winds whipping up to 65 mph, meteorologists said.

TEHRAN/BRUSSELS (Reuters) - Iran accused Europeans on Monday of waging psychological warfare after the EU banned imports of Iranian oil, and President Barack Obama said Washington would impose more sanctions to address the serious threat presented by Iran's nuclear program.The Islamic Republic, which denies trying to build a nuclear bomb, scoffed at efforts to choke its oil exports, as Asia lines up to buy what Europe scorns.Some Iranians also renewed threats to stop Arab oil from leaving the Gulf and warned they might strike U.S. targets worldwide if Washington used force to break any Iranian blockade of a strategically vital shipping route.Yet in three decades of confrontation between Tehran and the West, bellicose rhetoric and the undependable armory of sanctions have become so familiar that the benchmark Brent crude oil price edged only 0.8 percent higher, and some of that was due to unrelated currency factors.If any disruption happens regarding the sale of Iranian oil, the Strait of Hormuz will definitely be closed,Mohammad Kossari, deputy head of parliament's foreign affairs and national security committee, told Fars news agency a day after U.S., French and British warships sailed back into the Gulf.

CALLS FOR TALKS
Germany, France and Britain used the EU sanctions as a cue for a joint call to Tehran to renew long-suspended negotiations on its nuclear program. Russia, like China a powerful critic of the Western approach, said talks might soon be on the cards.Iran, however, said new sanctions made that less likely. It is a view shared by some in the West who caution that such tactics risk hardening Iranian support for a nuclear program that also seems to be subject to a covert war of sabotage and assassinations widely blamed on Israeli and Western agents.The European Union embargo will not take full effect until July 1 because the foreign ministers who agreed the anticipated ban on imports of Iranian crude at a meeting in Brussels were anxious not to penalize the ailing economies of Greece, Italy and others to whom Iran is a major oil supplier. The strategy will be reviewed in May to see if it should go ahead.Curbing Iran's oil exports is a double-edged sword, as Tehran's own response to the embargo clearly showed.Loss of revenue is painful for a clerical establishment that faces an awkward electoral test at a time of galloping inflation which is hurting ordinary people. But since Iran's Western-allied Arab neighbors are struggling to raise their own output to compensate, the curbs on Tehran's exports have driven up oil prices and raised costs for recession-hit Western industries.
A member of Iran's influential Assembly of Experts, former Intelligence Minister Ali Fallahian, said Tehran should respond to the delayed-action EU sanctions by stopping sales to the bloc immediately, denying the Europeans time to arrange alternative supplies and damaging their economies with higher oil prices.The best way is to stop exporting oil ourselves before the end of this six months and before the implementation of the plan,the semi-official Fars news agency quoted him as saying.

The oil ministry has from long ago thought about it and has come up with measures to deal with any challenges,it said, according to IRNA.Mehmanparast said:The European countries and those who are under American pressure, should think about their own interests. Any country that deprives itself from Iran's energy market, will soon see that it has been replaced by others.China, Iran's biggest customer, has resisted U.S. pressure to cut back its oil imports, as have other Asian economies to varying degrees. India's oil minister said on Monday sanctions were forcing Iran to sell more cheaply and that India planned to take full advantage of that to buy as much as it could.The EU measures include an immediate ban on all new contracts to import, purchase or transport Iranian crude and petroleum products. However, EU countries with existing contracts can honor them up to July 1.EU officials said they also agreed to freeze the assets of Iran's central bank and ban trade in gold and other precious metals with the bank and state bodies.EU foreign policy chief Catherine Ashton said: I want the pressure of these sanctions to result in negotiations.I want to see Iran come back to the table and either pick up all the ideas that we left on the table ... last year ... or to come forward with its own ideas.Iran has said it is willing to hold talks with Western powers, though there have been mixed signals on whether conditions imposed by both sides make new negotiations likely.

A security guard who works at the Shuafat checkpoint told Arutz Sheva Sunday that attacks like the one thwarted earlier in the day at Kalandiya are becoming more and more frequent. The Intifada is back, he said.The guard – who requested anonymity, and will be referred to by the pseudonym Yisrael – was witness to a similar attack 20 days ago at the Shuafat checkpoint in northern Jerusalem. In that event, an Arab woman with Israeli citizenship brazenly refused the guards' instructions to proceed through the pedestrian lane. She got close to the guards and said, in Hebrew, that she refuses to pass through that lane.A guard walked up to her and she then tried to pull out a knife and stab him. He saw that she was about to attack him and was able to overpower her.A Border Policeman was stabbed in the neck at the same checkpoint on Saturday and suffered light injuries.Yisrael said that the events at the checkpoints are all connected, and that Israeli forces are not equipped to handle the new wave of violence. The danger is always present, he said, and one never knows where the next attack will come from. An Arab worker who is upset about something that happened to him during the day can take out his frustration in an attack on soldiers, he said: We trust them daily, and one day they can stab us in the back.The guards have the authority to arrest suspects, added Yisrael, but this authority is only partial and requires the presence of a police officer. In addition – the guards are not equipped with nonlethal weapons like electric shockers, pepper spray and the like. Poor conditions also make the guards less alert: not enough food, a shortage of personnel and lack of air conditioning are all problems that could lead to a tragedy, he explained.

BRUSSELS - EU foreign ministers have set the clock ticking on an Iran oil embargo in six months time despite fresh threats it will retaliate with naval action.Ministers in Brussels on Monday (23 January) agreed the Union will from 1 July no longer buy Iranian oil or petroleum products - worth about 20 percent of its exports - in order to stop an alleged nuclear weapons programme. It also blacklisted the Iranian central bank and banned trade in gold and diamonds.The time-lag is designed to help Greece, Italy and Spain sign new oil contracts with Saudi Arabia and the United Arab Emirates. In other softeners, the oil ban could be scrapped in a review in May and Iran's central bank will be allowed to facilitate trade in other areas, such as food and textiles.Two Iranian MPs the same day repeated the country's threats to block the Strait of Hormuz - a conduit for Saudi oil - in return, creating a major energy crisis. [It] would definitely be closed if the sale of Iranian oil is violated in any way,Mohammad Ismail Kowsari told the Associated Press.Iran has three attack submarines, a fleet of mine-laying mini-submarines and batteries of anti-ship missiles in the area.Nothing happened in the Arabian Gulf immediately after the EU announcement, however. Oil markets also stayed calm, with prices going up by just $1-or-so per barrel.The US and EU member states' navies have overwhelming force in the Bahrain-stationed Combined Maritime Forces fleet. BRUSSELS - Racist mobs in Greece and Hungary, mistreatment of Roma, Arab migrants and Muslim terrorist suspects and a feeble reaction by EU institutions point to a worrying right-wing shift inside the European Union, according to US-based NGO Human Rights Watch.The most shocking racist attack in Europe last year saw Norwegian Anders Breivik kill 77 people in what he called a campaign to stop the continent being taken over by Islam.In less-well documented incidents, a far-right mob in Greece in May stormed a Pakistani suburb hospitalising 25 people, some with stab wounds. In April in Hungary, the Red Cross evacuated 277 Roma because right-wing vigilantes held military-type drills beside their homes.The Human Rights Watch report pulls no punches in linking the extreme cases to bad leadership by EU governments.It said the Breivik attack [echoed] what has increasingly become mainstream debate in Europe and highlighted the dangers of unchecked intolerance in countries such as France, which banned the Muslim veil, and the Netherlands, whose courts gave far-right politician Geert Wilders special latitude to voice anti-Islamic ideas.The report named and shamed nine EU member states - France, Germany, Greece, Hungary, Italy, the Netherlands, Poland, Spain and the UK - as displaying a swing toward right-wing politics on issues ranging from asylum seekers to gay rights.France and Italy continued to expel Roma in a campaign of discriminatory targeting accompanied by racist and xenophobic political discourse.
Greece and Italy failed on several counts in their reaction to the sharp increase in mostly African and Arab migrants.Greece is still holding migrants and asylum seekers, including women and families with children ... in inhumane conditions and has done little to clear a backlog of 38,000 asylum appeals. It also highlighted the way France, Germany, Spain and the UK hold mostly Muslim terrorist suspects without trial, deny them normal access to lawyers and send or try to send them back to countries where they risk torture.It accused the EU institutions of not doing enough to stop the trend.The European Commission failed to pursue vigorously its duty to enforce fundamental rights, dropping proceedings against Hungary over its media law and France over Roma expulsions, and suspending proceedings against Greece on its dysfunctional asylum and migration system despite continuing problems, it said.Unless the commission finds more courage, the downward slide on rights inside the EU looks set to continue,the NGO's Benjamin Ward added in a statement.The net result of human rights developments in Europe causes great concern ... Without concerted government action, the next generation of Europeans may see human rights as an optional extra rather than a core value.

BRUSSELS - Two issues are to extend discussions on the new fiscal treaty beyond the finance ministers' meeting on Monday (23 January): financial sanctions and the participation of non-euro members in eurozone summits, the Danish economy minister told this website.We support the participation of non-euro countries in the eurozone summits. It is one of the questions that will be worked on in the last week before the meeting of heads of state on 30 January,said Margrethe Vestager, who chairs the meeting of 27 finance ministers on behalf of the Danish EU presidency.The issue has become a make-or-break deal for Poland, whose prime minister has threatened not to sign up to the new inter-governmental treaty on fiscal discipline unless the so-called outs are allowed to attend the eurozone summits. In the latest text, a concession has been made allowing leaders from these countries to be invited in order to discuss specific issues concerning the implementation of this treaty,when appropriate and at least once a year.But Vestager remains sceptical this wording will be enough. It is a sensitive question, if countries that are now outside the euro but may become part of the eurozone in the years to come, it's in their obvious interest to participate in meetings where these issues will be discussed,she said.
Poland is not the only country to make this claim, she noted, just the most vocal ambassador.We have stated the same in the negotiations, Vestager said, even though her country, unlike the other eight 'outs' that have signed up to the fiscal treaty, is under no legal obligation to join the euro.The other thorny issue likely to remain unsettled before the EU leaders' meeting next Monday is the controversial idea of having the European Court of Justice impose fines of up to 0.1 percent of a country's gross domestic product if it doesn't properly apply the so-called balanced budget rule into national law, prohibiting a structural deficit of more than 0.5 percent of GDP.In the latest draft, this fine would be transferred directly to the European Stability Mechanism, the eurozone's permanent bail-out fund to be created this summer.This is a proposal on which there is no consensus yet. From a strictly Danish point of view, it's hard to see your fines going to the ESM, which is a eurozone fine-box. In that respect, there is a special Danish issue, but I think this will be debated in the days to come, not only tonight,Vestager said.To the Danish Liberal, the mere fact that leaders from 26 EU countries - except Britain - have agreed to enshrine the balanced budget rule in their binding national legislation is enough of a token of appreciation that they are committed to this new approach in public finances.
The fiscally disciplined Scandinavian country supports this new treaty - essentially a German pre-condition for future eurozone bail-outs - as a measure to boost market confidence in the soundness of state budgets.We need not only the markets, but also businesses and citizens to trust our fiscal policies. That is our most important thing. It's one of the Danish EU presidency's high priorities to make sure that the implementation of the economic reform is going well and remains very focused,she said.

The EU budget commissioner Janusz Lewandowski sent a letter to all respective EU chiefs stating that they should make all possible efforts towards limiting expenditure in preparing their own estimates for the draft budget 2013.Among the letter's recipients was EU foreign affairs chief Catherine Ashton of the European External Action Service (EEAS). When it was launched in December 2010, the diplomatic service quickly buckled under considerable budgetary constraints.The original budget of the EEAS in year one was insufficient to meet the running costs, EEAS spokesperson Michael Mann wrote this website in an email. The EEAS had to increase its budget by €26.9 million for 2012 to help pay staff and run its daily operational activities.For its part, the commission intends to reduce its staff by 1 percent in 2013 with an estimated saving of around €20 million.It is of the utmost importance to continue to demonstrate that the EU institutions are acting responsibly in the current climate of austerity,the commissioner told reporters on Monday (23 January). Lewandowski had made a similar statement in February last year urging the EU institutions to cut IT, publication and travel among other costs.

BRUSSELS - Finance ministers meeting in Brussels on Tuesday (24 January) may agree on a compromise deal put forward by the Danish EU presidency on a delayed EU bill regulating trading in derivatives, the sticking point being how much power to give to the responsible new EU authority.The draft law was initially tabled by the European Commission in 2010, two years after the collapse of Lehman Brothers and the bail-out of AIG - financial institutions which had been at the forefront of derivatives trading, essentially guaranteeing bets on mortgages and loans that went bust once the housing bubble in the US burst.Once agreed by member states and the European Parliament, the law would make direct trading in derivatives more transparent and traceable, as it would require databases registering every such transaction to be set up in clearing houses that ensure their validity.MEPs are pushing for the newly appointed EU body, the Paris-based European Securities and Markets Authority (Esma), to have a key role in the process.London, home to 75 percent of the European derivatives market, has so far opposed Esma being given too many powers, especially when it comes to authorising or rejecting the establishment of clearing houses in a member state - something currently being approved by national authorities.At a meeting in October, British finance minister George Osborne obtained a concession virtually making it impossible for other countries or Esma to block the establishment of clearing houses in a member state - by requiring unanimity among all except the host country.
Germany, where most of the second type of derivatives - traded through the stock exchange - are taking place, had initially teamed up with Britain but has meanwhile changed course and is pushing for Esma to get a bigger mediation role.According to a Danish compromise text, seen by EUobserver, the unanimity minus one rule has been kept, but a second option is foreseen so that when a three-quarters majority of states have a negative opinion, they can refer the matter to Esma.That decision shall state in writing the full and detailed reasons why the concerned members of the college consider that the requirements of this Regulation or other parts of EU law are not met. In that case the competent authority of the member state where the CCP is established shall defer its decision on the authorisation and await any decision that Esma may take,the text reads.A meeting scheduled Monday with MEPs dealing with this file has been postponed until the following Monday, pending an agreement among finance ministers.As for clearing houses themselves, no common position has agreed either. Strong storms hit Alabama, kill two

BIRMINGHAM, Alabama (Reuters) - Search and rescue team combed through debris in Alabama after powerful thunderstorms pummeled the state early on Monday, killing at least two people and leaving heavy damage just hours after tornadoes struck portions of Arkansas.Alabama Governor Robert Bentley declared a state of emergency after the predawn storms hit the Birmingham area, with the towns of Center Point and Trussville just to the northeast of the city hit particularly hard.Two people were confirmed dead, according to Pat Curry, Jefferson County's chief deputy coroner; one in Clay, a city of roughly 10,000 people, and another in the western part of the county.Earlier, an emergency management official had reported three deaths.We have major, major damage, said Bob Ammons, a Jefferson County Emergency Management Agency (EMA) official, referring to Center Point, Trussville and some unincorporated areas of the county.About 100 people were treated for injuries, said Jefferson County EMA spokesman Mark Kelly.Last April, massive tornadoes tore through Alabama killing more than 240 people, including 64 in the Jefferson and Tuscaloosa areas.On Monday, in St. Clair County, Alabama, spokeswoman Katie Reese said a local fire department estimated some 36 homes had been damaged, and some of them destroyed.The possibility for sporadic thunderstorms in the region lingered, according to AccuWeather.com senior meteorologist Henry Margusity, but overall the severe weather was calming down.

Clean-up and recovery efforts were under way across Alabama on Monday afternoon.

TEHRAN/BRUSSELS (Reuters) - Iran accused Europeans on Monday of waging psychological warfare after the EU banned imports of Iranian oil, and President Barack Obama said Washington would impose more sanctions to address the serious threat presented by Iran's nuclear program.The Islamic Republic, which denies trying to build a nuclear bomb, scoffed at efforts to choke its oil exports, as Asia lines up to buy what Europe scorns.Some Iranians also renewed threats to stop Arab oil from leaving the Gulf and warned they might strike U.S. targets worldwide if Washington used force to break any Iranian blockade of a strategically vital shipping route.Yet in three decades of confrontation between Tehran and the West, bellicose rhetoric and the undependable armory of sanctions have become so familiar that the benchmark Brent crude oil price edged only 0.8 percent higher, and some of that was due to unrelated currency factors.If any disruption happens regarding the sale of Iranian oil, the Strait of Hormuz will definitely be closed,Mohammad Kossari, deputy head of parliament's foreign affairs and national security committee, told Fars news agency a day after U.S., French and British warships sailed back into the Gulf.

CALLS FOR TALKS
Germany, France and Britain used the EU sanctions as a cue for a joint call to Tehran to renew long-suspended negotiations on its nuclear program. Russia, like China a powerful critic of the Western approach, said talks might soon be on the cards.Iran, however, said new sanctions made that less likely. It is a view shared by some in the West who caution that such tactics risk hardening Iranian support for a nuclear program that also seems to be subject to a covert war of sabotage and assassinations widely blamed on Israeli and Western agents.The European Union embargo will not take full effect until July 1 because the foreign ministers who agreed the anticipated ban on imports of Iranian crude at a meeting in Brussels were anxious not to penalize the ailing economies of Greece, Italy and others to whom Iran is a major oil supplier. The strategy will be reviewed in May to see if it should go ahead.Curbing Iran's oil exports is a double-edged sword, as Tehran's own response to the embargo clearly showed.Loss of revenue is painful for a clerical establishment that faces an awkward electoral test at a time of galloping inflation which is hurting ordinary people. But since Iran's Western-allied Arab neighbors are struggling to raise their own output to compensate, the curbs on Tehran's exports have driven up oil prices and raised costs for recession-hit Western industries.
A member of Iran's influential Assembly of Experts, former Intelligence Minister Ali Fallahian, said Tehran should respond to the delayed-action EU sanctions by stopping sales to the bloc immediately, denying the Europeans time to arrange alternative supplies and damaging their economies with higher oil prices.The best way is to stop exporting oil ourselves before the end of this six months and before the implementation of the plan,the semi-official Fars news agency quoted him as saying.

Imposing economic sanctions is illogical and unfair but will not stop our nation from obtaining its rights.Deputy Foreign Minister Abbas Araqchi told the official IRNA news agency that the more sanctions were imposed on Tehran the more obstacles there will be to solve the issue.Iran's Oil Ministry issued a statement saying the sanctions did not come as a shock. The oil ministry has from long ago thought about it and has come up with measures to deal with any challenges,it said, according to IRNA.Mehmanparast said:The European countries and those who are under American pressure, should think about their own interests. Any country that deprives itself from Iran's energy market, will soon see that it has been replaced by others.China, Iran's biggest customer, has resisted U.S. pressure to cut back its oil imports, as have other Asian economies to varying degrees. India's oil minister said on Monday sanctions were forcing Iran to sell more cheaply and that India planned to take full advantage of that to buy as much as it could.The EU measures include an immediate ban on all new contracts to import, purchase or transport Iranian crude and petroleum products. However, EU countries with existing contracts can honor them up to July 1.EU officials said they also agreed to freeze the assets of Iran's central bank and ban trade in gold and other precious metals with the bank and state bodies.EU foreign policy chief Catherine Ashton said: I want the pressure of these sanctions to result in negotiations.I want to see Iran come back to the table and either pick up all the ideas that we left on the table ... last year ... or to come forward with its own ideas.Iran has said it is willing to hold talks with Western powers, though there have been mixed signals on whether conditions imposed by both sides make new negotiations likely.
IAEA INSPECTORS VISIT

Tehran is banned by international treaty from developing nuclear weaponry.The Agency team is going to Iran in a constructive spirit, and we trust that Iran will work with us in that same spirit,IAEA chief Yukiya Amano said in a statement announcing the January 29-31 visit.Iran, whose regional policies face a setback from the difficulties of its Arab ally, Syrian President Bashar al-Assad, has powerful defenders in the form of Russia, which has built Iran a reactor, and China. Both permanent U.N. Security Council members argue that Western sanctions are counter-productive.Russian Foreign Minister Sergei Lavrov, classifying the EU embargo among aggravating factors, said Moscow believed there was a good chance that talks between six global powers and Iran could resume soon and that Russia would try to steer both Iran and the West away from further confrontation.His ministry issued an official statement expressing regret and alarm: What is happening here is open pressure and diktat, an attempt to punish Iran for its intractable behavior.This is a deeply mistaken approach, as we have told our European partners more than once. Under such pressure Iran will not agree to any concessions or any changes in its policy.But that argument cuts no ice with the U.S. administration, for which Iran - and Israel's stated willingness to consider unilateral military action against it - is a major challenge as Obama campaigns for re-election against Republican opponents who say he has been too soft on Tehran.

Earthquake shakes northern Dominican Republic

SANTO DOMINGO, Dominican Republic (AP) — A moderate earthquake struck Monday in the northern Dominican Republic but there were no reports of damage or injuries.The U.S. Geological Survey says the earthquake had a preliminary magnitude of 5.1. The epicenter was in the coastal town of Rio San Juan, about 155 miles (250 kilometers) north of the capital and 22 miles (35 kilometers) northeast of San Francisco de Macoris.A seismology institute at the Autonomous University of Santo Domingo said its equipment recorded a magnitude of 5.4.Juan Manuel Mendez, director of the country's Emergency Operations Center, said emergency workers had fanned out in communities along the northern coast to check for damage or injuries but had so far found none.Tremors were felt as far away as Cap Haitien in northern Haiti and along the west coast of Puerto Rico.

A security guard who works at the Shuafat checkpoint told Arutz Sheva Sunday that attacks like the one thwarted earlier in the day at Kalandiya are becoming more and more frequent. The Intifada is back, he said.The guard – who requested anonymity, and will be referred to by the pseudonym Yisrael – was witness to a similar attack 20 days ago at the Shuafat checkpoint in northern Jerusalem. In that event, an Arab woman with Israeli citizenship brazenly refused the guards' instructions to proceed through the pedestrian lane. She got close to the guards and said, in Hebrew, that she refuses to pass through that lane.A guard walked up to her and she then tried to pull out a knife and stab him. He saw that she was about to attack him and was able to overpower her.A Border Policeman was stabbed in the neck at the same checkpoint on Saturday and suffered light injuries.Yisrael said that the events at the checkpoints are all connected, and that Israeli forces are not equipped to handle the new wave of violence. The danger is always present, he said, and one never knows where the next attack will come from. An Arab worker who is upset about something that happened to him during the day can take out his frustration in an attack on soldiers, he said: We trust them daily, and one day they can stab us in the back.The guards have the authority to arrest suspects, added Yisrael, but this authority is only partial and requires the presence of a police officer. In addition – the guards are not equipped with nonlethal weapons like electric shockers, pepper spray and the like. Poor conditions also make the guards less alert: not enough food, a shortage of personnel and lack of air conditioning are all problems that could lead to a tragedy, he explained.
