Now US Puppet Regime in Iraq is Calling for a Regime Change in Syria

It’s one thing when imperial bureaucrats in Washington call for regime change, but it’s quite another thing when the rallying cry is coming from US-installed puppet regime.In this case, we’re talking about the now fully domesticated US-puppet government of Nuri Kamal al-Maliki in Iraq, who is now calling for a regime change in its neighboring embattled country Syria. You would think that of all people, the Iraqis would not want to wish a US-sponsored sectarian free-for-all on their worst enemy, or neighbor. But think again.In terms of Washington’s ambitions for a full spectrum domination of the Middle East grand chessboard, Syria occupies the prime location, sharing borders with Iraq, Lebanon, Jordan, Turkey, and of course, the most important fence in the yard- Israel. But out of all these surrounding territories, the border it shares with the US-occupied Iraq is the only border that offers Washington direct access to Syria.As for maintaining the illusion of international diplomacy and utilizing the UN, Washington will certainly need to exploit any political cover it can gain from its compliant, well-trained and well paid puppets in Baghdad.Syria is being set up to fail, and there are many reasons for this. Syria constitutes one of the last(if not the last) independent secular states in the entire Arab world. Politically, it’s dominated by the Baath party and the Baath organizational structure, and it remains fiercely independent, anti-Imperialist and populist. But most of all, it is on Washington’s chopping block because it is closely allied with Iran, and it naturally supports the 70 year struggle of the Palestinian people against Israeli occupation.
So it is not surprising at all that presently, Syria is preparing to resist the impending globalist takeover of their country at the hands of the US-NATO and Israeli coalition.For years, Syria has made serious efforts to cooperate with Washington regarding the Iraqi border, particularly in terms of halting the operations of terrorists, their arms and finance, and on intelligence sharing. But recently Syria has run into a diplomatic stone wall with Washington and London, and it is now an open secret that Washington and the global elite establishment would like to see Syria fall, as the next domino to make way for their complete restructuring of the Middle Eastern region.Only last month, the elite globalist think tank, The Council on Foreign Relation (CFR) announced its desire for regime change in Syria, a call which will in turn, be loyally heeded by Washington’s imperial bureaucratic elite, presently led by Secretary of State Hillary Clinton. A clearer indication you will not get as to plans that have already been drawn up to both bring down, and later restructure that country.The formula which has worked so well already in Libya, will most likely also be deployed against Syria, whereby the US-NATO alliance and its agencies will trigger internal social chaos, and any reaction by the Syrian government against this will be used to discredit the Syrian government of Bashar Al Assad and make way for a laundry list of UN-related interventions.This process is already underway, as Michel Chossudovsky has reported:Since the middle of March 2011, Islamist armed groups covertly supported by Western and Israeli intelligence have conducted terrorist attacks on government buildings and acts of arson.Amply documented, trained gunmen and snipers have targeted the police, the armed forces as well as unarmed civilians.The objective of this armed insurrection is to trigger the response of the police and armed forces, including the deployment of tanks and armored vehicles with a view to eventually justifying a humanitarian military intervention, under NATO’s responsibility to protect mandate.So it’s no surprise to hear the war drum now beating out of Baghdad, whose country will most certainly become a major staging ground when US-NATO military hostilities eventually begin against Syria.
A recent New York Times report has confirmed this, with Maliki’s adviser, Ali al-Moussawi stating yesterday, We believe that the Syrian people should have more freedom and have the right to experience democracy. Al-Moussawi added, We are against the one-party rule and the dictatorship that hasn’t allowed for the freedom of expression.A moral crusade no less. So now the puppet regime in Iraq is in lock-step with the CFR and Washington.On the other side of the coin is Iran. Recently Iran had asked Syria’s leader Assad to support Mr. Maliki for another term as prime minister, and so relations between Iraq and Syria have been healthy. But that looks to be a thing of the past as the US-NATO timetable for the region is requiring thing to move along.
The New York Times report also mentioned a key point which should give clarity to any doubters of the US-NATO actual intentions in Syria, stating:Mr. Moussawi said Tuesday that the Iraqi government was concerned that if Mr. Assad’s government collapses, violence will spill over the border and further destabilize Iraq, which is still dealing with violent attacks nearly every day.The key word there is destabilization, and that is exactly what the master planners have in mind in the coming months and years. The process begins with the decapitation of Syria, followed by destabilization.Only through a policy of destabilization and sectarian strife can the US and its allies maintain any form of long-term military presence and full-spectrum domination over the entire region, also enabling it to continue to launder hundreds of billions of US greenbacks overseas, an effort which is helping to prop up the value of America’s flagging currency.If you have any doubts to the power and effectiveness of this policy, just ask the puppet government in Baghdad.
High Time To Repatriate Offshore Trillions For Taxation

One of the greatest detriments to job creation in the US is the overseas income deferral law. This unbelievable gift to transnational corporations is at the heart of free trade, globalization, offshoring and outsourcing.Presently these corporations are sitting on $2.2 trillion in untaxed profits, which is costing the American taxpayer almost $800 billion in lost tax revenue if like in 2006 they are allowed to bring the funds back at 5-1/4% taxation. Those conglomerates want to bring those funds back into the US tax free, which means $1 trillion in lost taxes, taking advantage of the current financial situation in the US. Five years ago Congress passed legislation allowing $350 billion to be returned to the US at 5-1/4% taxation, not the normal 35%, because these corporations said they would use the funds to create jobs. Very few jobs were created and a large part of the funds were used to purchase company stock, which rose in value, allowing the officers of these corporations to sell stock from options and make billions of dollars in profit for themselves. These are the same corporations that have been responsible for the loss of 11.7 million jobs, the loss of good paying jobs 450,000 American companies and the loss of hundreds of billions of dollars in tax revenue. These corporations are responsible for the heart of American manufacturing being ripped out of America. It over time has spread as well into service and professional industries.There was a secret meeting on December 24, 2010 with the president in the White House where these pressured Congress and the White House to exempt overseas corporate profits from taxation. It is our opinion that a continuation of such a policy would deprive the US of badly needed taxation. A cessation of present policy would as well help to stem the flow of jobs out of the country. This change would stop the flow of businesses leaving the US and would cause some companies to return to the US.This policy in place is known as territorial taxation. US companies would be taxed only by the country where the funds are earned. Currently, offshore, almost all these companies are headquartered in tax havens, such as the Cayman Islands, which have no corporate taxation. Presently they put off taxation indefinitely. This law is unbelievable abusive to the American people and should be repealed forcing these entities to return all funds to the US for taxation. That would totally fund stimulus 3.
The present administration is in the back pocket of these conglomerates and the present president is supposedly considering a limited version of such taxation. The plan is currently a secret. The multinationals want to delay any kind of legislation indefinitely. These companies are pushing for general tax reform that might not come for years. The current enabling group, also known as the Super Committee, or the Super Congress, won’t act on it until they have cut the budget deficit and butchered Social Security and Medicare.
Today we see a stampede of American corporations moving offshore to take advantage of current law. They hope that even if the system is changed that they will get a better tax deal than they have now. As you can see they could care less about being good American corporate citizens, or good fellow Americans. Not only do these malefactors avoid taxation, but also they are responsible for worsening unemployment. Allowing such a travesty to continue is certainly un-American and detrimental to the future of America.In coming full circle on the issue it would be most easily be settled by having these transnational conglomerates pay the same taxes, as domestic corporations and to re-impose tariffs on goods and services, a system that worked for the US for 210 years and created a level playing field. What we have experienced is absurd and is a travesty that is destroying America as we have known it.We see no light at the end of the tunnel. All we get is lies and platitudes and more misdirection and propaganda. The beginning of the beginning of the end of the US and world banking system began three years ago. It was deliberate and presently the timetable is being stretched out, because of the many flaws in their original plans. In the European Union the failures were: failure to get a Constitution in place prior to the euro, the imposition in the Maastricht Treaty of public debt not to exceed 3% of GDP, which was obviously unattainable and one interest rate fits all. We pointed out these shortcomings 13 years ago, but as usual no one was listening. You are all familiar with the historical events that have taken place in the US. The myriad secret and public bailouts, much of which have yet to be disclosed, although the GAO has another report coming in December. Then there was two years ago the beginning of official criminal bookkeeping when the government, the BIS and the FASB approved corporations using two sets of books. If you were to do that you would go to jail. As you can see there are no rules anymore and within that legal structure there are two sets of rules. One for the insiders and one for us.
Conditions being what they are it is no surprise that gold and silver are moving higher in spite of market manipulation by the US government and others. The failure of all currencies vs. gold and silver continue in an orgy of debasement, except for the volatility caused by market manipulation the prices still move higher. Those who in the past have procrastinated have paid a dear price and have not protected their wealth. It is still not too late to join in with the world most sophisticated investors. We are in phase 2 of 4 or 5 stages of one of the greatest bull markets in history.This past week in Warsaw, Poland we were treated to another bailout via loans and swaps. We know the swaps were for $500 billion. We are waiting for the details on the loans, which are supposed to be for 45 days. Europe has a dollar shortage because investors have been pulling their deposits out of European banks. We are sure more information will be forthcoming. Just prior and during this episode world stock markets were again run up as gold was hit for $135, and silver for $3.00. The manipulation by corporatist fascist governments continues. The powers that be have probably bought time through the end of the year, unless the German Bundestag votes against more loans for Greece and others. This latest act of desperation does not solve the situation; it only buys time. In the meantime austerity is hard to come by in countries where it is needed. The population is fighting back and will continue to do so indefinitely. The reaction varies from country, but it isn’t going to go away. Greece is a good example with demonstrations everyday in protest of austerity measure, increased taxes, lower wages and the sale of their country out from under them to bankers and others. The system in Europe, the US and UK is not going to improve anytime soon and gold and silver will continue to rise in price. For the past 20 years in varying degrees the ability of these nations to recover is questionable. Their industrial bases have been shipped to the second and third worlds and that asset stripping continues apace. Hurt the most is the US followed by the UK and then Europe. Most of this capacity has been shipped to Asia and a lesser part to Latin America. This shift or stripping has crippled the ability of these nations in trouble to pay back debt or to recover. What you are witnessing is an exercise in desperation and futility. It is not possible that they can recover without tariffs on goods and services.As a result of European banking problems and forced de-leveraging the players found that the rally provided by the bank bailout by the Fed, BofE, BofJ and the SNB was a shock to those on the short side of the market. Albeit temporary contracts expired and losses had to be taken. Even those short gold and silver shares were surprised as they rallied strongly from a long oversold position. Government continues to spend billions to knock down gold, silver and the shares as soon as pressure is exhausted these irrespective of what government does investments come roaring back, thus, one should expect irrespective of what government does that these investments are in a new mode of resilience that cannot easily be dispelled. The pros know all these market mini-rallies are the result of government policies of flooding money and credit into the system, or by direct intervention. Those who have figured out what government is doing are making a fortune. Those who do not get it are paying the price. The next thing to pay attention to is the plight of sovereign nations and their debt. Yes, banks are in liquidity shortage in Europe and so are countries. That was three years ago but the plight of countries is far worse in Europe this time. They have gotten a temporary reprieve, but this does not solve the problem.
All it takes is common sense to realize financial and economic things are going to get worse. All central banks are doing is continually debasing their currencies. That does not solve the problems, leads to higher inflation and higher gold and silver prices. We got involved in gold and silver in 1959, because we could see by what the Fed and government were doing that the monetary system that holds the western world together was being broken. This meant that eventually gold and silver would have to move higher. We were correct and it has moved higher over the years. In fact, the battle has become acrimonious within countries as bailouts become larger and more numerous. Deficits are never reduced; they are just increased. Some believe gold and silver are over priced. This is the same group that said the same things about silver when it was at lower prices, as well as gold. Politicians, Wall Street and banking thought that debt extension of $16.7 trillion would carry them through the next election. They were wrong and we believe it won’t carry them through the next election. They were wrong and we believe they will need $1 to $2 trillion more before November 2012. In Europe a number of failures are just over the horizon. There is no letup in the accumulation of debt in the US, UK and Europe. The sectors are enraptured with the creation of money and credit to solve their ills. This is the only avenue left open and they fully admit it. None of the governments understand that if you have austerity an economy cannot grow. Sooner or later the world’s stock markets will fall. What will they do then? Can they have zero interest rates indefinitely? We do not think so. The real estate market is nowhere near recovery. We have banks being accused of fraud; that is novel. The crooks usually get away with it.Whether you like it or not gold will soon be over $2,000. Banks are very short both gold and silver, and are in danger of insolvency once gold and silver rise higher. Three weeks ago gold and silver shares finally came under accumulation by institutions and we see that continuing simply because the shares have been oversold for so long. We expect these shares to return to their former status, not at 20 or 30 times earnings, but at 150 times earnings.That will happen in time. One of the really compelling conditions is the commercial net short position in silver that continues to increase. Since early July some 2-1/2 months ago the cash market in silver has been up about $8.00 or almost 24%. During that period commercial traders have increased their net contracts by some 18,000, obviously in an effort to protect previous short positions. That is about a 62% increase. At sometime in the future they have to cover and that is not going to be easy or painless. If the recent past is any example short covering will come with higher prices. As you can see there is still a titanic struggle in motion in particularly the silver market, which we see being resolved to the upside. Not only the status of monetary metals aid silver and gold, but this is the inflation factor caused by the massive usage of money and credit and also the fiscal and monetary turmoil in the US, UK and Europe. In Europe it has been two years and the Greek bailout situation has not been solved, nor has the financial aid needed to assist the other five borderline bankrupts. Later next week the German Bundestag will decide whether there will be any more bailouts, which the German voters are strongly against. A pro bailout vote by Congress could lead to demonstrations, rioting and perhaps more. In the more than 55 years we have known the German people we have never seen them more incensed. As you can see the prices in gold and silver have a lot going for them and that is why they will move higher, sweeping all opposition aside. This has been our contention since June 2000 and it will continue to be so.

Following is a text of US President Obama's speech to the United Nations General Assembly on Wednesday, as released by the White House.Mr. President, Mr. Secretary-General, fellow delegates, ladies and gentlemen: I would like to talk to you about a subject that is at the heart of the United Nations - the pursuit of peace in an imperfect world.War and conflict have been with us since the beginning of civilization. But in the first part of the 20th century, the advance of modern weaponry led to death on a staggering scale. It was this killing that compelled the founders of this body to build an institution that was focused not just on ending one war, but on averting others; a union of sovereign states that would seek to prevent conflict, while also addressing its causes.No American did more to pursue this objective than President Franklin Roosevelt. He knew that a victory in war was not enough. As he said at one of the very first meetings on the founding of the United Nations, We have got to make, not merely a peace, but a peace that will last.
The men and women who built this institution understood that peace is more than the absence of war. A lasting peace - for nations and individuals - depends upon a sense of justice and opportunity; of dignity and freedom. It depends upon struggle and sacrifice; on compromise, and a sense of common humanity.One delegate to the San Francisco Conference that led to the creation of United Nations put it well - Many people,she said, have talked as if all we had to do to get peace was...to say loudly and frequently that we loved peace and hated war. Now we have learned that no matter how much we love peace and hate war, we cannot avoid having war brought upon us if there are convulsions in other parts of the world.The fact is, peace is hard, but our people demand it. Over nearly seven decades, even as the United Nations helped avert a third World War, we still live in a world scarred by conflict and plagued by poverty. Even as we proclaim our love for peace and hatred of war, there are convulsions in our world that endanger us all.I took office at a time of two wars for the United States. Moreover, the violent extremists who drew us into war in the first place - Osama bin Laden, and his al Qaeda organization - remained at large. Today, we have set a new direction.
At the end of this year, America's military operation in Iraq will be over. We will have a normal relationship with a sovereign nation that is a member of the community of nations. That equal partnership will be strengthened by our support for Iraq - for its government and Security Forces; for its people and their aspirations. As we end the war in Iraq, the United States and our coalition partners have begun a transition in Afghanistan. Between now and 2014, an increasingly capable Afghan government and Security Forces will step forward to take responsibility for the future of their country. As they do, we are drawing down our own forces, while building an enduring partnership with the Afghan people.So let there be no doubt: the tide of war is receding. When I took office, roughly 180,000 Americans were serving in Iraq and Afghanistan. By the end of this year, that number will be cut in half, and it will continue to decline. This is critical to the sovereignty of Iraq and Afghanistan, and to the strength of the United States as we build our nation at home.Moreover, we are poised to end these wars from a position of strength. Ten years ago, there was an open wound of twisted steel and broken hearts in this city. Today, as a new tower rising at Ground Zero symbolizes New York's renewal, al Qaeda is under more pressure than ever before. Its leadership has been degraded. And Osama bin Laden, a man who murdered thousands of people from dozens of countries, will never endanger the peace of the world again.Yes, this has been a difficult decade. The UN's Founding Charter calls upon us, to unite our strength to maintain international peace and security. And Article 1 of this General Assembly's Universal Declaration of Human Rights reminds us that, All human beings are born free and equal in dignity and rights.' Those bedrock beliefs - in the responsibility of states, and the rights of men and women - must be our guide.
In that effort, we have reason to hope. This year has been a time of transformation. More nations have stepped forward to maintain international peace and security. And more individuals are claiming their universal right to live in freedom and dignity.One year ago, when we met here in New York, the prospect of a successful referendum in South Sudan was in doubt. But the international community overcame old divisions to support the agreement that had been negotiated to give South Sudan self-determination. And last summer, as a new flag went up in Juba, former soldiers laid down their arms; men and women wept with joy; and children finally knew the promise of looking to a future that they will shape.One year ago, the people of Cote D'Ivoire approached a landmark election. And when the incumbent lost, and refused to respect the results, the world refused to look the other way. UN peacekeepers were harassed, but did not leave their posts. The Security Council, led by the United States, Nigeria, and France, came together to support the will of the people. And Cote D'Ivoire is now governed by the man who was elected to lead.
One year ago, the hopes of the people of Tunisia were suppressed. But they chose the dignity of peaceful protest over the rule of an iron fist. A vendor lit a spark that took his own life, but ignited a movement. In the face of a crackdown, students spelled out the word freedom. The balance of fear shifted from the ruler to those that he ruled. Now the people of Tunisia are preparing for elections that will move them one step closer to the democracy they deserve. One year ago, Egypt had known one President for nearly thirty years. But for 18 days, the eyes of the world were on Tahrir Square, where Egyptians from all walks of life - men and women; young and old; Muslim and Christian - demanded their universal rights. We saw in those protesters the moral force of non-violence that has lit the world from Delhi to Warsaw; from Selma to South Africa - and we knew that change had come to Egypt and to the Arab World.
One year ago, the people of Libya were ruled by the world's longest serving dictator. But faced with bullets and bombs and a dictator who threatened to hunt them down like rats, they showed relentless bravery. We will never forget the words of the Libyan who stood up in those early days of revolution and said, Our words are free now. It's a feeling you can't explain.Day after day, in the face of bullets and bombs, the Libyan people refused to give back that freedom. And when they were threatened by the kind of mass atrocity that often went unchallenged in the last century, the United Nations lived up to its charter. The Security Council authorized all necessary measures to prevent a massacre. The Arab League called for this effort, and Arab nations joined a NATO-led coalition that halted Qadhafi's forces in their tracks.In the months that followed, the will of the coalition proved unbreakable, and the will of the Libyan people could not be denied. Forty-two years of tyranny was ended in six months. From Tripoli to Misratah to Benghazi - today, Libya is free. Yesterday, the leaders of a new Libya took their rightful place beside us, and this week, the United States is reopening our Embassy in Tripoli. This is how the international community is supposed to work - nations standing together for the sake of peace and security; individuals claiming their rights. Now, all of us have a responsibility to support the new Libyan government as they confront the challenge of turning this moment of promise into a just and lasting peace for all Libyans.So it has been a remarkable year. The Qadhafi regime is over. Gbagbo, Ben Ali, and Mubarak are no longer in power. Osama bin Laden is gone, and the idea that change could only come through violence has been buried with him. Something is happening in our world. The way things have been is not the way they will be. The humiliating grip of corruption and tyranny is being pried open. Technology is putting power in the hands of the people. The youth are delivering a powerful rebuke to dictatorship, and rejecting the lie that some races, religions and ethnicities do not desire democracy. The promise written down on paper - all human beings are born free and equal in dignity and rights - is closer at hand.
But let us remember: peace is hard. Progress can be reversed. Prosperity comes slowly. Societies can split apart. The measure of our success must be whether people can live in sustained freedom, dignity, and security. And the United Nations and its member states must do their part to support those basic aspirations.In Iran, we have seen a government that refuses to recognize the rights of its own people. And as we meet here today, men, women and children are being tortured, detained and murdered by the Syrian regime. Thousands have been killed, many during the holy time of Ramadan. Thousands more have poured across Syria's borders. The Syrian people have shown dignity and courage in their pursuit of justice - protesting peacefully, standing silently in the streets, dying for the same values that this institution is supposed to stand for. The question for us is clear: Will we stand with the Syrian people, or with their oppressors? Already, the United States has imposed strong sanctions on Syria's leaders. We have supported a transfer of power that is responsive to the Syrian people. Many of our allies have joined us in this effort. But for the sake of Syria - and the peace and security of the world - we must speak with one voice. There is no excuse for inaction. Now is the time for the United Nations Security Council to sanction the Syrian regime, and to stand with the Syrian people.Throughout the region, we will have to respond to the calls for change. In Yemen, men, women and children gather by the thousands in towns and city squares every day with the hope that their determination and spilled blood will prevail over a corrupt system. America supports their aspirations. We must work with Yemen's neighbors and our partners around the world to seek a path that allows for a peaceful transition of power from President Saleh, and a movement to free and fair elections as soon as possible.
In Bahrain, steps have been taken toward reform and accountability, but more are required. America is a close friend of Bahrain, and we will continue to call on the government and the main opposition bloc - the Wifaq - to pursue a meaningful dialogue that brings peaceful change that is responsive to the people. And we believe the patriotism that binds Bahrainis together must be more powerful than the sectarian forces that would tear them apart.Each nation must chart its own course to fulfill the aspirations of its people, and America does not expect to agree with every party or person who expresses themselves politically. But we will always stand up for the universal rights that were embraced by this Assembly. Those rights depend upon elections that are free and fair; governance that is transparent and accountable; respect for the rights of women and minorities; and justice that is equal and fair. That is what our people deserve. Those are elements of a peace that lasts.Moreover, the United States will continue to support those nations that transition to democracy - with greater trade and investment, so that freedom is followed by opportunity. We will pursue a deeper engagement with governments, but also civil society - students and entrepreneurs; political parties and the press. We have banned those who abuse human rights from travelling to our country, and sanctioned those who trample on human rights abroad. And we will always serve as a voice for those who have been silenced.Now I know that for many in this hall, one issue stands as a test for these principles - and for American foreign policy: the conflict between the Israelis and Palestinians.One year ago, I stood at this podium and called for an independent Palestine. I believed then - and I believe now - that the Palestinian people deserve a state of their own. But what I also said is that genuine peace can only be realized between Israelis and Palestinians themselves. One year later, despite extensive efforts by America and others, the parties have not bridged their differences. Faced with this stalemate, I put forward a new basis for negotiations in May. That basis is clear, and well known to all of us here. Israelis must know that any agreement provides assurances for their security. Palestinians deserve to know the territorial basis of their state.I know that many are frustrated by the lack of progress. So am I. But the question isn't the goal we seek - the question is how to reach it. And I am convinced that there is no short cut to the end of a conflict that has endured for decades. Peace will not come through statements and resolutions at the UN - if it were that easy, it would have been accomplished by now. Ultimately, it is Israelis and Palestinians who must live side by side. Ultimately, it is Israelis and Palestinians - not us - who must reach agreement on the issues that divide them: on borders and security; on refugees and Jerusalem.
Peace depends upon compromise among peoples who must live together long after our speeches are over, and our votes have been counted. That is the lesson of Northern Ireland, where ancient antagonists bridged their differences. That is the lesson of Sudan, where a negotiated settlement led to an independent state. And that is the path to a Palestinian state. We seek a future where Palestinians live in a sovereign state of their own, with no limit to what they can achieve. There is no question that the Palestinians have seen that vision delayed for too long. And it is precisely because we believe so strongly in the aspirations of the Palestinian people that America has invested so much time and effort in the building of a Palestinian state, and the negotiations that can achieve one.America's commitment to Israel's security is unshakeable, and our friendship with Israel is deep and enduring. And so we believe that any lasting peace must acknowledge the very real security concerns that Israel faces every single day. Let's be honest: Israel is surrounded by neighbors that have waged repeated wars against it. Israel's citizens have been killed by rockets fired at their houses and suicide bombs on their buses. Israel's children come of age knowing that throughout the region, other children are taught to hate them. Israel, a small country of less than eight million people, looks out at a world where leaders of much larger nations threaten to wipe it off of the map. The Jewish people carry the burden of centuries of exile, persecution, and the fresh memory of knowing that six million people were killed simply because of who they were.These facts cannot be denied. The Jewish people have forged a successful state in their historic homeland. Israel deserves recognition. It deserves normal relations with its neighbors. And friends of the Palestinians do them no favors by ignoring this truth, just as friends of Israel must recognize the need to pursue a two state solution with a secure Israel next to an independent Palestine.
That truth - that each side has legitimate aspirations - is what makes peace so hard. And the deadlock will only be broken when each side learns to stand in each other's shoes. That's what we should be encouraging. This body - founded, as it was, out of the ashes of war and genocide; dedicated, as it is, to the dignity of every person - must recognize the reality that is lived by boththe Palestinians and the Israelis. The measure of our actions must always be whether they advance the right of Israeli and Palestinian children to live in peace and security, with dignity and opportunity. We will only succeed in that effort if we can encourage the parties to sit down together, to listen to each other, and to understand each other's hopes and fears. That is the project to which America is committed. And that is what the United Nations should be focused on in the weeks and months to come.Now, even as we confront these challenges of conflict and revolution, we must also recognize once more that peace is not just the absence of war. True peace depends upon creating the opportunity that makes life worth living. And to do that, we must confront the common enemies of human beings: nuclear weapons and poverty; ignorance and disease. These forces corrode the possibility of lasting peace, and together we are called upon to confront them.To lift the specter of mass destruction, we must come together to pursue the peace and security of a world without nuclear weapons. Over the last two years, we have begun to walk down that path. Since our Nuclear Security Summit in Washington, nearly 50 nations have taken steps to secure nuclear materials from terrorists and smugglers. Next March, a Summit in Seoul will advance our efforts to lock down all of them. The New START Treaty between the United States and Russia will cut our deployed arsenals to the lowest level in a half century, and our nations are pursuing talks on how to achieve deeper reductions. America will continue to work for a ban on the testing of nuclear weapons, and the production of fissile material needed to make them.As we meet our obligations, we have strengthened the treaties and institutions that help stop the spread of these weapons. To do so, we must continue to hold accountable those nations that flout them. The Iranian government cannot demonstrate that its program is peaceful, has not met its obligations, and rejected offers that would provide it with peaceful nuclear power. North Korea has yet to take concrete steps toward abandoning its weapons, and continues belligerent actions against the South. There is a future of greater opportunity for the people of these nations if their governments meet their obligations. But if they continue down a path that is outside international law, they must be met with greater pressure and isolation. That is what our commitment to peace demands.
To bring prosperity to our people, we must promote the growth that creates opportunity. In this effort, let us not forget that we have made enormous progress over the last several decades. Closed societies gave way to open markets. Innovation and entrepreneurship has transformed the way we live and the things that we can do. Emerging economies from Asia to the Americas have lifted hundreds of millions from poverty. Yet three years ago, we confronted the worst financial crisis in eight decades. That crisis proved a fact that has become clearer with each passing year - our fate is interconnected; in a global economy, nations will rise, or fall, together. Today, we confront the challenges that have followed that crisis. Recovery is fragile. Markets are volatile. Too many people are out of work. Too many others are struggling to get by. We acted together to avert a Depression in 2009. We must take urgent and coordinated action once more. Here in the United States, I have announced a plan to put Americans back to work and jumpstart our economy, and committed to substantially reduce our deficit over time. We stand with our European allies as they reshape their institutions and address their own fiscal challenge. For other countries, leaders face a different challenge as they shift their economies towards more self-reliance, boosting domestic demand while slowing inflation. So we will work with emerging economies that have rebounded strongly, so that rising standards of living create new markets that promote global growth. That is what our commitment to prosperity demands.To combat the poverty that punishes our children, we must act on the belief that freedom from want is a basic human right. The United States has made it a focus of our engagement abroad to help people to feed themselves. And today, as drought and conflict have brought famine to the Horn of Africa, our conscience calls on us to act. Together, we must continue to provide assistance, and support organizations that can reach those in need. And together, we must insist on unrestricted humanitarian access so that we can save the lives of thousands of men, women and children. Our common humanity is at stake. Let us show that the life of a child in Somalia is as precious as any other. That is what our commitment to our fellow human beings demands.To stop disease that spreads across borders, we must strengthen our systems of public health. We will continue the fight against HIV/AIDS, tuberculosis and malaria. We will focus on the health of mothers and children. And we must come together to prevent, detect, and fight every kind of biological danger - whether it is a pandemic like H1N1, a terrorist threat, or a treatable disease. This week, America signed an agreement with the World Health Organization to affirm our commitment to meet this challenge.Today, I urge all nations to join us in meeting the WHO's goal of making sure all nations have core capacities to address public health emergencies in place by 2012. That is what our commitment to the health of our people demands.
To preserve our planet, we must not put off the action that a changing climate demands. We must tap the power of science to save those resources that are scarce. Together, we must continue our work to build on the progress made in Copenhagen and Cancun, so that all of the major economies here today follow through on the commitments that were made. Together, we must work to transform the energy that powers are economies, and support others as they move down that path. That is what our commitment to the next generation demands.And to make sure our societies reach their potential, we must allow our citizens to reach theirs. No country can afford the cancer of corruption. Together, we must harness the power of open societies and open economies. That is why we have partnered with countries from across the globe to launch a new partnership on Open Government that helps ensure accountability and empower their citizens. No country should deny people their rights because of who they love, which is why we must stand up for the rights of gays and lesbians everywhere. And no country can realize its potential if half its population cannot reach theirs. This week, the United States signed a new Declaration on Women's Participation. Next year, we should each announce the steps we are taking to break down economic and political barriers that stand in the way of women and girls. That is what our commitment to human progress demands.I know that there is no straight line to progress, no single path to success. We come from different cultures, and carry with us different histories. But let us never forget that even as we gather here as heads of different governments, we represent citizens who share the same basic aspirations - to live with dignity and freedom; to get an education and pursue opportunity; to love our families and our God. To live in the kind of peace that makes life worth living.It is the nature of our imperfect world that we are forced to learn this lesson over and over again. Conflict and repression will endure so long as some people refuse to do unto others as we would have them do unto us. Yet that is precisely why we have built institutions like this that bind our fates together - because those who came before us believed that peace is preferable to war; freedom is preferable to suppression; and prosperity is preferable to poverty. That is the message that comes not from capitals, but from citizens.When the corner-stone of this very building was put in place, President Truman came here to New York and said, The United Nations is essentially an expression of the moral nature of man's aspirations. As we live in a world that is changing at a breathtaking pace, that is a lesson that we must never forget.Peace is hard, but we know that it is possible. Together, let us resolve to see that it is defined by our hopes and not our fears. Together, let us work to make, not merely a peace, but a peace that will last. Thank you.

Palestinian Authority representatives in the United Nations are handing out maps of Palestine that show it in place of all of Israel, including Tel Aviv, reports David Bedein of the Israel Resource Review. Bedein, who is currently in the United States, told Arutz Sheva: They do not want a Palestinian state, but all of Palestine. The maps they hand out in their offices include all of Palestine. They erase Israel completely in their maps.Mahmoud Abbas is being disingenuous about his future plans, opined Bedein. He wants the Palestinians to supplant Israel. He disseminates lies, as if he just wants Judea and Samaria. But this is really not the position of the PLO. Unfortunately, even the Yesha Council [an umbrella group for Jewish local leadership in Judea and Samaria – Ed.] does not stress the fact that he wants all of Palestine.Bedein expressed his sorrow over the fact that Israel supports continued US and European assistance to the PA educational system even though it continues to call for Israel's destruction. The state of Israel continues to side with a continuation of US funding for the UNRWA education system without attaching any conditions, that it cease calling for the destruction of Israel in its schoolbooks.

US President Barack Obama's speech at the United Nations was eagerly awaited in Israel and the Middle East region.For Israel, the speech marked an improvement over the previous two addresses at the United Nations by Barack Obama.If in previous addresses, Obama had given the impression that Israel arose as a result of the Holocaust, this time around he referred to Israel as the historic homeland of the Jews.In another portion of his address, he referred to a Jewish history marked by exile and persecution. Exile means that you are banished from your home (if he meant the Jews leaving Spain, he would have used the word expulsion) again emphasizing that the Jews are far from strangers to the Land of Israel, something that the Arabs choose to deny.The other improvement was procedural. An Arab-Israeli peace, like the peace in Sudan and the peace in Northern Ireland, argued Obama, can only be the product of a negotiated solution. It cannot be imposed from without.
All in all, Prime Minister Binyamin Netanyahu and Foreign Minister Avigdor Liberman had reasons to be pleased with the address.Obama endorsed the Arab Spring unstintingly, although there were nuances. The peaceful revolutions in Tunisia and Egypt were welcomed, as was the ejection of the Libyan despot Qaddafi. Bahrain, on Saudi Arabia's doorstep, was a matter for reforms and dialogue rather than revolution.The brunt of Obama's criticism fell upon Syria. The references to Iran were remarkably low-key, a sentence on democracy and another on nuclear proliferation. No mention was made of sanctions. This might signal that something is in the works. Iran has just announced that it is releasing two American hikers who have been imprisoned for two years after straying into Iran and being charged with espionage.The speech was not only targeted at foreign leaders and audiences, but also to a US domestic audience and particularly Obama's electoral base.Obama effectively announced that during the second term he would be Obama, the peace president. Regrettably, he intimated, the United States had been drawn into war by Osama bin Laden and Al Qaeda, but now the United States was on its way out of Iraq and Afghanistan, having liquidated Osama bin Laden and brought Al-Qaeda to its knees.

They were brought to the 17th precinct in Midtown Manhattan were they were booked on charges of disorderly conduct.Pointing to the UN building looming in the background, Rabbi Weiss told the demonstrators, who gathered in the heavy rain, Today we are sitting in the street to tell this den of evil that they will be responsible for the violence that will, G-d forbid, take place in Israel as a result of this move to legitimize a state that clearly does not want peace. If the New York City police really got it, they wouldn't be arresting us who represent the Jewish voice of consciousness and those who speak truth to power, but they'd be arresting Iranian president Mahmoud Ahmadinejad who is guilty of murdering countless numbers of his own people and who threatens genocide against the Jewish state.
Glenn Richter, a former leader of the Student Struggle for Soviet Jewry organization and a leading spokesman for Jewish causes, declared, There can be no business as usual at the United Nations while it continues to demonize and delegitimize Israel, endorse a unilateral Palestinian declaration of statehood, and welcome the evil Mahmoud Ahmadinejad.Also attending the rally was Rabbi Joseph Potasnik, executive director of New York Board of Rabbis, who said, Given the choice between being part of an immoral majority or moral minority, I'd rather be part of the minority than the majority which meets in the UN and makes Israel too often the guilty party. There's a Yiddish saying which translates, fear G-d, not people. We're here because of what people may sometimes do to us, and that's why we have to be so vocal.Saying that she was mortified by the abject silence of the Jewish establishment organizations in lieu of the impending UN vote to create a Palestinian state predicated on a terrorist doctrine, Freedman said before being arrested, Incomprehensibly, the major Jewish organizations have chosen to stay away from the battle. Is it spinelessness or mindlessness? Turning her attention to the existential threat that a Palestinian state would present for Israel, she added that PA Chairman Mahmoud Abbas unilateral efforts to have a PA state declared at the UN are reprehensible and incredibly dangerous for Israel.Iran's Ahmadinejad should not be permitted into this country, not in New York City and certainly not in our streets, restaurants, and universities, while he is threatening the western world with nuclear war, she added. The Durban III denunciations of Israel should not be tolerated. The entire purpose of the United Nations has been turned upside down.

Prime Minister Binyamin Netanyahu met with Canadian Prime Minister Stephen Harper in New York on Wednesday and thanked him for his country’s support of Israel.The two met in the UN after Harper met senior business leaders at the New York Stock Exchange, The Canadian Press reported.Harper, a longtime supporter of Israel, told journalists before the meeting he was going to talk with Netanyahu about the terrific Canada-Israel relationship in areas such as the economy, culture, and some of the great challenges now being debated at the UN, referring to the Palestinian Authority’s unilateral statehood bid.I would be remiss, without delving too much into what is going on here, to say we all do look forward to the day when the two sides are at the bargaining table and making the tough decisions that are necessary to have two peaceful and secure democratic states, Harper was quoted by CP as saying.
Netanyahu responded by saying that Israel knows that nobody wants Middle East peace more than our friends in Canada and our friend, the prime minister.He added that Israel and Canada have the same heart, the same values. And that I say with great appreciation — for your stance, for your conviction, for your friendship.Netanyahu said, I share, too, your desire to resume direct negotiations for peace and get on with it. Because the only way we can finish peace negotiations is by beginning peace negotiations. And I know that we'll have your support in our quest for peace and security.On Tuesday before he left for New York, Harper clarified that Canada will staunchly back Israel against the Palestinian Authority’s attempt for unilateral statehood recognition.We view this unilateral action on behalf of the Palestinian Authority to be not helpful,” Harper said, adding: No unilateral actions like this are helpful in terms of establishing a long-run peace in the Middle East. Canada views the action as very regrettable and we will be opposing it at the United Nations.Canada’s Foreign Affairs Minister, John Baird, also stated Canada’s opposition to the unilateral plan.

As the Palestinian UN Statehood stunt goes on, and yes it is simply a public relations stunt since a General Assembly recommendation is not legally binding, Israel is pleading with PA leaders via numerous channels to abandon their bid and return to negotiations immediately.Prime Minister Netanyahu called on PA head Mahmoud Abbas to enter into negotiations without preconditions, and to remain there until it is finished. Israeli diplomatic officials traipsed the globe on a PR mission of their own encouraging the Western and development countries to vote against a UN resolution on Statehood.The hope is that Israel will, if the vote occurs, at least say that mostly the 3rd world countries along with obvious Muslim and Arab nations voted for the measure.But what is Israel really saying? Israel is not saying to the (so-called) Palestinians we don’t want to give you a State, but we are saying that we would rather you achieve statehood on our terms through negotiations.Perhaps our government is hopeful that through negotiations a Palestinian state will be more acceptable to the Israeli public with all the major settlement blocs to remain part of Israel along with a Palestinian public acknowledgment that Israel is the State of the Jewish people? Since the current text submitted to the UN has all of the Land Israel regained in 1967 as part of a Palestinian State, negotiations and their results might be a way to lessen the blow.
The problem is that the Palestinian leadership has never been willing to accept any of the settlements including the major blocs as ever being part of Israel. But when they do it, as is now the case, that seems to be fair play in their minds.As an aside, I don’t think the Palestinians complained so much when Israel took a major unilateral step in 2005 by pulling all of its soldiers and civilians out of Gaza. That unilateral move, ridding Gaza of its Jews, was an exception to the rule in their minds.But let’s not forget that this isn’t the first time Palestine approached the UN seeking recognition. In 1988 the PLO was designated as Palestine within the UN system. Yasser Arafat of course was present and addressed the General Assembly with his gun holster attached.And now 23 later that entity under the PA is seeking to become a full State member. Whether the General Assembly approves the vote (and it will) or not, and whether it’s via the UN or through negotiations, what makes the most sense is for Israel to take the issue of Palestinian Statehood off the agenda entirely.

They can enlighten or confuse us.Despite what the western mainstream media say, Muslim terrorists are not merely militants.An armed terrorist is not an activist.Contrary to myth, an Israeli settler is not a colonizer—although many Muslims, who have settled in Europe and who have created hostile, violent, and separatist enclaves, (no go zones), are essentially colonizing Europe in order to establish a European Caliphate.Europe is gone. My Muslim and ex-Muslim dissident friends agree that the UK, France, Austria, Belgium, Germany, Holland, Sweden, and Switzerland—are gone, all gone.America and Canada are still standing—as is Israel. However, Muslim-majority countries are themselves increasingly the victims of Islamist takeovers that are far bloodier than what is happening in the West. All across the Muslim world, women have disappeared from view, their faces and bodies increasingly covered. They are wearing the totalitarian Islamist flag totally or partially on their faces, heads, shoulders, arms, and bodies.However, Americans and Europeans have been trained, madrassa style, to believe that terrorism is not really a major threat, that it has nothing to do with Muslims, Islam, Islamism, or the Qu’ran or a Palestinian State—but even if it does, we have only ourselves to blame for having colonized and occupied Muslim holy lands.

This assessment is hotly denied because, if one actually believes it, one understands that we may be facing a one hundred year religious war, with Palestinian statehood a step towards it.Just as Westerners are being indoctrinated in our secular madrassas, wave upon wave of Muslim children and young adults are being taught in religious madrassas that Allah wants Muslims to become terrorists in order to murder infidels, that if they happen to kill other Muslims by accident, it does not matter.A recent documentary on HBO, (of all places), depicts bloody and merciless Islamic suicide bombings in Muslim-majority countries (Jordan, Indonesia, Iraq, Pakistan); we see footage that is rarely shown in the politically correct mainstream American media. The film, Killing in the Name Of is about a religious Muslim crusader, Jordanian Ashraf Al-Khaled, whose Amman wedding had been blown to bits by Muslim terrorists who were tied to Al Qaeda.Thereafter, Ashraf launches a one-man crusade to talk to Muslim terrorists and to the next generation of terrorists about Islam as a peaceful, not a violent religion. He opposes the use of Islam to teach hate and violence. Ashraf talks on camera with the terrorists who carried out the Bali bombing and with young boys in an Indonesian madrassa. He also interviews an Indonesian Muslim recruiter, (Zaid), who assures him that he can prepare someone to commit a suicide operation in one month.
Ashraf was mainly concerned about the high Muslim-on-Muslim, not the high Muslim-on-infidel casualty count. Zaid found Ashraf, misguided, short-sighted, too soft, even narrow. Zaid explained that even though so many Muslims are being killed by Muslim terrorists that the (Bali) hotel was targeted because Jews and Crusaders would be nearby.The Bali terrorists, who had already served their sentences, regretted nothing. They have dedicated their lives to a Higher Cause, that of terrorizing and subduing infidels in order to establish a global caliphate. They say so themselves. The twelve to fourteen year old Indonesian madrassa boys are completely brainwashed, hardened, and view Ashraf as a fool or some kind of idiot. Murdering, maiming, and doing so in Allah’s name, is the only thing that gives their lives any meaning.I don’t know how many Americans watched this program nor do I know if they drew the same conclusions that I drew. I must note that the film’s title stops short of telling us in whose name these terrorists kill. It is Allah, of course, but perhaps this simple truth might be seen as Islamophobic, or racist, and racially insensitive.In my view, words matter, both what is said, and what is left unsaid.Clearly, the Islamic jihadic threat to civilians the world over is huge. Israelis, and now Americans, understand the dangers of asymmetrical warfare, the hidden propaganda costs of being forced to fight armed terrorists dressed in civilian clothing, who hide behind civilians, in hospitals, ambulances, mosques, and churches, who are not necessarily state actors, who slip in and out of other people’s countries, who cry that their rights to national recognition are being abrogated, and who are being increasingly joined by home-grown and radicalized third and fourth generation Western terrorists.They increasingly have access to biological and nuclear weapons.These are among the charmers who have consistently lied to the media and who were glamorized there, described as freedom fighters with a just cause, and not as dangerous death-eaters who live to hate and kill.
As I’ve said, words matter. How we name reality matters. To date, both American and European universities and the mainstream media have refused to use the word Muslim when they talk about militants, or terrorists. If pressed, the media will describe Muslims as persecuted and oppressed, not only in Muslim majority countries but in the West as well.On college campuses, all over America, 9/11 was dedicated not to mourning or heroizing the victims of 9/11 but to trying to understand Muslims and Arabs. The focus was on how they have been wronged, and what more America can do to set this right. The German government plans to set up a special committee in the Bundestag to fast-track euro-related decisions, as the legislature will be given a veto right on every future bail-out following a ruling by the country's constitutional court.The draft bill, finalised on Tuesday (20 September), is aimed at securing a majority of MPs in a key vote on 29 September authorising the eurozone's bail-out fund, the European Financial Stability Fund, to buy state bonds and to pre-emptively inject cash in troubled countries.Constitutional judges in Karlsruhe earlier this month had ruled that neither the government nor institutions such as the EFSF may commit money without approval from a committee of the Bundestag.Under the legislative proposal, a new sub-committee of the parliament's budgetary group will be empowered to give its assent in situations where extreme speed is required.The number of MPs in this committee will be able to take the necessary decisions quickly and confidentially and should be kept as small as possible, the draft reads, according to AFP. All parties, including the opposition, will be represented however.The special committee will rule on urgent matters such as stand-by loans, bank recapitalisation and bonds purchases on the markets.
Big decisions, such as the approval of a fresh bail-out for a eurozone country, would require the consent of the entire Bundestag. If the legislature vetoes it, the German representative to the EFSF will have to vote No and thus block the release of fresh financial aid. The draft specifically forbids the German representative to abstain in votes in the EFSF board, Reuters reports.The bill also increases the German participation in the EFSF, with loan guarantees corresponding to €211 billion, up from the current €123 billion.Despite a threatened rebellion from coalition backbenchers, Chancellor Angela Merkel is likely to see the bill pass through on 29 September, as the Social-Democratic and Green opposition parties have indicated they would vote in favour of the EFSF reform.We have a majority of 80 percent in the Bundestag, finance minister Wolfgang Schauble told the Berliner Zeitung.
Slovenia: EU bail-out ratification in danger

Slovenian MPs can still vote on the second Greek bail-out and beefed-up euro rescue fund, the EFSF, despite the fall of the government, but getting them to vote Yes could be a problem.Barbara Reflak, foreign policy advisor to centre-left caretaker prime minister Borut Pahor, who was defenestrated in a no-confidence vote on Tuesday, told EUobserver on Wednesday (21 September) that parliament will still vote on the measures as planned on 27 September.She added that a positive result is far from a safe bet, however.When the finance committee met yesterday [to vote on the measures], it was very tight. They got through by seven votes pro and six against ... We already had a minority government and the whole opposition is against it, she said.Noting that Slovenia is cutting pensions in its own austerity plan, she went on: It's very hard for MPs and ordinary people to understand why we have to make cuts in our own budget and on the other hand we are giving a second bail-out to Greece. And we keep reading in the papers that they don't conform to [austerity] programmes.The government says we need a stable eurozone and that this is in Slovenia's interest. That's our message, but it's a difficult one to promote right now. It [the vote] could be a problem.The latest scare for markets watching whether the EU will get its act together on the financial crisis comes after Pahor lost the confidence vote by 51 to 36 over pensions reforms and corruption allegations.The development immediately saw Slovenian bonds become more pricey compared to German ones and the country's stock exchange, the Sbitop, drop almost one percent.
The likely new leader, who could take over in snap elections in December, centre-right politician Janez Jansa, has in the past said the Greek bail-out isn't fair because Greek workers earn more than Slovenian ones.Slovenia - together with Austria, Finland, Malta and the Netherlands - is also seeking Greek collateral for any fresh loans, further complicating the ratification process, which requires all 17 eurozone members to pass the measures before they enter into life.The Slovenian scare comes on top of problems in Austria, where the parliament's finance committee has delayed the EU bail-out bill, and Slovakia, where a junior coalition partner has come out against it.

It seems these days as if ghosts and wild monsters are roaming down our halls, and crashing everything of value onto the pavement. It is one Obama and progressive hit after another, while the Rules for Radicals confusion and chaos wagons circle the people so fast that no one knows which disaster and lie to focus on. As we roam to and fro just trying to survive our dizziness, a herd of progressive stampeding elephants charge through the room. Not enough of us notice the elephants and the bigger, bloody carnage. Open your eyes America and hold on to something so you won’t fall. Our country is counting on your clarity, courage and focus between now and 2012. More and more of us are finally coming awake and realizing what and who was voted into the White House, and it ain’t good.Many liberal Jew and Independent voters have jumped ship, but now, more and more Democrats are running away in desperation, seeing the endless failures. Where will they go? Unemployment is at an all time high, the housing market is as bad as the Great Depression, no jobs at all were created in August and it only gets worse. Now we see more of the same absurdity with the Jobs bill. Obama wants to tax more people and redistribute more wealth. He just wants to raise another 500 billion in taxes. Screw those pesky job providers and achievers who make over $200,000 a year.
Also, warm and fuzzy as it sounds, Obama is also demanding $1.5 trillion in new taxes. The sound bite teleprompter wisdom of this one is that this will start to reduce our deficit. Naturally, however, this would be a miracle since he continues to print more money and spend way beyond our means. With the Obama model we will never get out of debt, only create more debt, lower our credit rating, crush the value of our dollar and destroy what is left of our economy. Everything is going as he planned……except for the Tea Party, its growth and the fighting, American people. He indeed has awakened the sleeping Giant.A little clue for Obama: Even though the Tea party and her patriots are called racists, terrorists, anti American black killers we are marching even stronger and coming right at you and your progressive whores.
Back to the progressive’s growing desperation
Recently, the liberal poster child, Democratic consultant, James Carville gave a bold word of advice to Obama: Panic. This is the same Democrat who predicted in 2009 that Obama and the Democrats would control things for another 40 years. My, how quickly things can change. Polls are not looking good these days for Obama. A recent CBS poll states Obama’s approval rating has sunk to 39% while a Gallup poll has him down from 49% to 45%. The bottom line is his trained flock of devout supporters are scared, desperate and many leaving. We just saw Obama also suffer two defeats in Congressional elections. He had a major defeat in Nevada but then the mother load and shock to the world. Republican Bob Turner, defeated the Democrat candidate 54%-46% in New York’s 9th District. This was a Democrat stronghold that hadn’t had a Republican win in over my life time and I have been alive more than 45 years. Don’t ask how many more.Even the Chicago Tribune editor is urging Obama to withdraw from the 2012 race due to all the failures, current bad spending decisions and two lost elections. He states that even if Obama were to win, most likely with a conservative House and probably a conservative Senate, it will be a stalemate and waste of time.
Some are trying to encourage various Democrats to run against Obama in the primaries to put pressure on his democrat message. No one is going to beat Obama in the primaries. He will be the one going against the GOP and various others. The question is will America show up at the polls, already knowing there will be huge voter fraud? Like never before we must clear away the political cob webs and distortion. Another TSA agent has been arrested and accused of rape.Clifton Lyles, who worked at the Nashville International Airport, was arrested earlier this week in Rutherford County, Tennessee, and charged with statutory rape. His bond was set at $10,000, according to NewsChannel 5 WTVF-TV in Nashville.Earlier this month, a TSA employee was arrested in Nevada and charged with six counts of lewdness with a child.In March of 2010, a TSA worker was arrested in Massachusetts and charged with statutory rape, enticement of a child and indecent assault and battery on a person 14 or older, a Boston news station reported.The agency has weathered a number of criminal accusations since its inception in late 2001 following the September 11 attacks.In February, the TSA admitted in federal court that a supervisor and two TSA agents were arrested and charged with stealing thousands of dollars in cash from the luggage of travelers. Another employee was arrested and fired for assaulting a co-worker in a dispute over a parking space.Several days before the TSA admission of guilt, a TSA security officer at Newark Liberty International Airport pleaded guilty to accepting bribes and kickbacks from a colleague who regularly stole money from passengers during security screenings, Reuters reported.Passenger theft by TSA employees is a nationwide problem, writes Howard Portnoy. According to TSA records, press reports, and court documents, around 500 TSA officers have been fired or suspended for stealing from passenger luggage.Airports in New York City harbor the most flagrant offenders, according to Portnoy, but virtually no city in the nation is safe from the TSA’s sticky fingers.Violence is also a problem. Michele Bachmann, who assailed the president from the Midwest.Perry's chief rival for the nomination, former Massachusetts Gov. NEW YORK – The U.S. and its allies changed tactics Tuesday on how to avert a crisis over a Palestinian statehood bid, as the White House announced that President Barack Obama would meet Palestinian leader Mahmoud Abbas. At the same time, U.S. officials conceded they could not stop Abbas from officially launching his case for the Security Council's approval of the statehood effort.But they hoped to contain the fallout by urging Abbas not to push for an actual vote in the Council, where the U.S. has promised a veto, to give international peacemakers time to produce a statement that would be the basis for resumed Israeli-Palestinian negotiations.
Obama is expected to make a pro forma request to Abbas when they meet Wednesday not to proceed with his initial plan, but also make the case for the Palestinian leader to essentially drop the move for statehood recognition after delivering his letter of intent to the U.N., expected Friday.The president will be able to say very directly why we believe that action at the United Nations is not the way to achieve a Palestinian state, said Ben Rhodes, the White House deputy national security adviser. He noted that Abbas has indicated his intent to go the Security Council, but said Obama has made it clear that we do not believe that that will lead to a Palestinian state, that we oppose such efforts.Obama will also meet with Israeli Prime Minister Benjamin Netanyahu on Wednesday.The new approach would see the quartet of Mideast peace mediators — the U.S., European Union, United Nations and Russia — issue a statement addressing both Palestinian and Israeli concerns and setting a timetable for a return to the long-stalled peace talks, officials said.

European officials, supported by the United States, were presenting the contours of a compromise agreement to the Israeli and Palestinian governments, and asking for tough concessions from each. Officials said several extremely challenging hurdles were leading to some pessimism as to whether mediators would be able to bring Israel and the Palestinians back to the negotiating table, with both sides being pressed to accept positions they've long deemed anathema to their visions of a two-state peace pact.The difficult diplomacy reflected in some ways the intractability of a dispute that has foiled would-be peacemakers for decades, even though none of the actual elements of a final agreement was being discussed.Quartet envoys met for a third straight day in New York to come up with a formula that would lead to direct Israeli-Palestinian negotiations. The goal is to reach a comprehensive agreement that would address this week's three major issues, officials said.The Palestinians would be allowed to deliver their letter of request Friday to the United Nations, but the Palestinians would not act on it for a year or would withdraw it at a later point. General Assembly, where they have overwhelming support, but would have to seek instead some form of intermediate upgrade that would stop short of a full recognition of statehood.And the quartet, with Israel and the Palestinians' advance approval, would give the two sides a year to reach a framework agreement, based on Obama's vision of borders fashioned from Israel's pre-1967 boundary, with agreed land swaps. The statement would also endorse the idea of two states for two peoples, Jewish and Palestinian, which would be a slightly amended version of Israel's demand for recognition specifically as a Jewish state.So far, neither side seemed willing to make such a dramatic concession, officials said. There was also some disagreement among the quartet with Russia expressing its displeasure with a number of EU and U.S. supported ideas, they said. And they cautioned that the agreement could cause the same conundrum at next year's U.N. Athens denies referendum on euro membership

Greece has denied reports out of Athens on Tuesday that the country’s prime minister is planning a referendum on euro membership.The government flatly denies a euro referendum is under consideration (Images_of_Money)Greek government spokesman Ilias Mosialos said in a statement that Prime Minister George Papandreou is not considering holding a referendum on whether his nation should exit the euro common currency, denying a report in the Kathimerini newspaper.There are no thoughts whatsoever on this, he said. It's a no-go area for us. We are members of the euro and this is not going to be put to a referendum.The European Commission for its part refused to comment on the idea.According to a Greek government source, the news is the result of confusion with a referendum on structural adjustment that was announced at the beginning of the summer.A plebiscite was announced in June on reforms of the state. This is not something new and it is not on this particular issue, said the source.That is categorically excluded.The bill on the plebiscite was presented to parliament on Monday.Also on Tuesday, Fitch, the credit ratings agency, said that Greece will likely default on its debts but will not leave the eurozone.
Separately, finance minister Evangelos Venizelos is set to reconvene talks via conference call this evening with senior troika officials. A conference call on Monday night ended inconclusively.Greek officials for their part say that they expect a solution to be reached this evening.They are going to agree to a rough plan. They are now touching up the details, said one contact.While the full scale of the number of public sector redundancies has been between 20,000 and 100,000 posts, the source put the expected figure now at around 50,000, but over a horizon of three years rather than immediately.An EU official meanwhile said that the two sides are not negotiating. Instead, the troika heads of mission are assessing whether Greece is ready to meet the targets imposed by international lenders.Reaching a deal is not the point. A resumption of the troika mission will take place when enough elements are there for them to do it, said the official.It's not a matter of negotiations, but assessment whether they are meeting the targets.The Brussels source appeared more pessimistic on whether a breakthrough was achievable Tuesday night, saying that an agreement was not necessarily required ahead of a semi-annual meeting of the International Monetary Fund and senior global finance officials in Washington this weekend.In the US capital, EU economy commissioner Olli Rehn is to meet with his US counterpart, Timothy Geithner, as well as US Federal Reserve chief Ben Bernanke, and the head of the IMF, Christine Lagarde.

WASHINGTON (Reuters) – Europe needs to get its act together and deal with its worsening sovereign debt crisis, the International Monetary Fund said on Tuesday, warning of the risk of severe repercussions for global growth.The IMF said both Europe's debt woes and a painfully slow U.S. recovery could undermine global expansion, and it warned that without action those economies could tip back into recession.The top economist at the global lender, however, singled out Europe as "a major source of worry" as he released the IMF's latest World Economic Outlook report.

Europe must get its act together, he added.Investors have questioned Europe's ability to come up with a convincing solution to its festering sovereign debt crisis, which has rattled confidence and roiled financial markets.The Fund cut its 2011 and 2012 global growth forecast to 4 percent, shaving projections for almost every region of the world and saying risks remained tilted to the downside. Just three months ago it had projected an expansion of 4.3 percent for 2011 and 4.5 percent for 2012.Finance officials from around the world, who gather in Washington later this week for semiannual meetings of the IMF and World Bank, appear to have no clear road map for how to deal with high debt levels and a fragile global recovery.The IMF's message to European leaders was that they should do whatever it takes to preserve confidence in national policies and the euro, and it urged the European Central Bank to lower interest rates if risks to growth persisted.Standard & Poor's on Monday downgraded its ratings on Italy by one notch and kept its outlook on negative in mounting pressure to cut its debt. Senior IMF economist Jorg Decressin told reporters Greece's debt problems were eminently manageable and its government was fully committed to staying in the euro zone.More broadly, he said it was a crazy proposition to even talk about a possible break up of the 17-nation currency bloc because European leaders were fully committed to making the euro area work.Carlo Cotarrelli, the director of the IMF's Fiscal Affairs Department, said there was a political will in Europe to support crisis-hit countries, but that policymakers had failed to properly communicate their strategy.He said the cacophony of voices from different euro zone states had confused markets with mixed messages.
WEAK AND BUMPY RECOVERY
The IMF warned that uncertain politics in the United States could threaten recovery there if needed actions to bolster growth in the near-term were not taken.It said a failure by Europe and the United States to act forcefully would undermine financial markets, which would lead to a sharp decline in world trade and capital flows and drag down growth in emerging and developing economies.The fund cut its growth forecast for the euro zone by nearly half a percentage point to 1.6 percent in 2011 and said growth would likely register just 1.1 percent next year.It cautioned that hasty budget cuts in the United States could further weaken growth, and said the U.S. Federal Reserve should stand ready to ease monetary policy further. The Fed meets on Tuesday and Wednesday and is widely expected to take fresh actions to bolster the U.S. recovery.The IMF shaved its forecasts for U.S. growth to 1.5 percent for 2011 and 1.8 percent for 2012, down from June projection of 2.5 percent and 2.7 percent, respectively.Japan's economy was forecast to shrink 0.5 percent this year, not quite as severely as previously thought, but to grow just 2.3 percent in 2012. In June, the IMF said Japan would likely grow 2.9 percent next year.The IMF also said prospects for emerging market economies were growing more uncertain, although growth would likely remain fairly strong at about 6.4 percent this year, slowing to 6.1 percent in 2012.Signs of overheating still warranted close attention in emerging market economies, it cautioned. WASHINGTON (Reuters) – Europe will come under heavy pressure this week to stem its deepening debt crisis but talks among the self-proclaimed guardians of global finance are unlikely to yield bold action.Spreading fears about a Greek debt default and contagion to larger economies in the euro zone have raised alarm in the United States and among emerging market heavyweights about the risk of a potentially major shock to an ailing global economy.At talks among the Group of 2O major economies and at the International Monetary Fund in Washington, the United States and big emerging economies such as China, Brazil and India are likely to join the IMF and call on Europe to be more decisive.But with U.S. political leaders divided on how to fix their own economic problems and no sign of consensus among the so-called BRICS emerging economies on how to help, the chances of a new approach to righting the global economy look slim.The G20, all it can do is to provide some peer pressure on the Europeans, to sensitize the Europeans to the huge scope for spillover that the euro crisis is already having, said Domenico Lombardi, a former IMF official and a senior fellow at the Brookings Institution in Washington.We should not expect any type of international response along the lines we saw at the height of the financial crisis.
EUROPE FOCUSES ON FISCAL CONSOLIDATION
The meeting is the third gathering of finance chiefs in three weeks, after G7 and EU ministers made little headway in tackling the crisis during each of the last two weekends.Underscoring the gravity of the situation, U.S. Treasury Secretary Timothy Geithner attended both. He was received coolly by EU officials meeting in Poland, when, according to participants, he urged wealthier states -- in particular Germany -- to do more to support growth and suggested leveraging euro-zone bailout funds to give them more clout.European ministers continue to say that belt-tightening remains their priority. German officials on Tuesday said they will stress the need to cut deficits at this week's talks.The EU intends to shift the spotlight elsewhere. It will call on China to boost domestic demand and the United States and Japan to tackle their public deficits, according to a document obtained by Reuters.This would help rebalance global growth, the EU said -- a key agenda item for the G20 since it emerged as the premier economic policy forum during the 2007-2009 financial crisis.
Canadian Finance Minister Jim Flaherty on Tuesday expressed frustration at Europe's slow pace in dealing with the crisis and called on officials to ensure European banks are adequately capitalized.There's risk and there's increased risk the longer this matter is delayed. We've been talking about Greece since January 2010 and the euro zone has not yet brought the matter to a conclusion, Flaherty told reporters in Ottawa.He said Canada had fiscal room to maneuver, but would open its coffers for new stimulus only if hit by an external shock.Ministers will have little time at the G20 meeting to make their points as the agenda is largely devoted to development issues, with just a dinner on Thursday earmarked for discussion of threats to the global economy.The only G20 statement is expected to come on Friday after a meeting on climate change, sustainable agriculture and infrastructure financing in developing economies.It would be unjust to say that the G20 did not reach agreement on the euro zone crisis at this meeting, because that is not the point, said a source from G20 host France.Talks about the euro crisis are expected to spill over into the weekend's meetings of the IMF and the World Bank.

Brussels to beef up EU criminal policy

The European Commission on Tuesday said it is considering how to set up an EU criminal policy, with clear definitions on what is an EU crime and the minimum punishment to be applied across all member states.It wants to put an end to criminals seeking out member states with the most lenient punishments for pan-European crimes such as human trafficking, money laundering, counterfeit and corruption.The EU executive is tip-toeing into this legal and political minefield by way of a thought paper or communication penned by its justice commissioner Viviane Reding.Europeans expect the EU to help fight crime, says the commissioner who is using the EU's new rule book, the Lisbon Treaty, to harmonise sanctions for certain crimes, an issue that until now has been treated haphazardly and defined by European case law.In her paper, Reding indicates that EU laws governing a whole range of areas could require criminal sanctions to make sure they are properly enforced. They include environmental protection, financial services regulation, data protection, fish conservation, road safety and protection of EU money.Financial markets abuse - high in policy-makers minds since the onset of the global financial crisis three years ago - gets a special mention in the paper, with the commission keen to crack down on crimes such as insider trading.Where member states' sanction in these areas do not yield the desired result, the Union may set rules on how to ensure implementation possibly including the requirement for criminal sanctions for breaches of EU law, says the paper.
The commission's hand in this area was first strengthened by a landmark ruling in 2005 which backed Brussels' attempt to force member states to treat a series of environmentally-damaging activities as criminal offences.The Lisbon Treaty, in place for almost two years, explicitly allows the EU to adopt minimum rules on criminal law.The paper illustrates how the commission will seek to use its new powers, saying that criminal law will remain a measure of last resort and criminal sanctions will only be used for particularly serious offences.The commission also says that it will work closely with national parliaments, who be responsible for bringing any criminal sanctions law into the domestic lawbooks.There can't be EU laws that actually go against an individual, it has to be through a national law, said Reding's spokesperson.Reding herself has already recognised the possible political hurdles ahead. Criminal law is an area where decisions need to be made about what is a crime and how we punish it. These are decisions that go to the heart of national sovereignty,she said in a speech last year.
What is a crime?
Political problems aside, there are also purely practical ones. Member states often do not agree on what is a crime, let alone how it should be punished.If you look at conflicts of interest, the definition of it may be completely different depending on the country, said Reding's spokesperson. So in one country it might be completely appropriate that a politician has a company and it benefits from public procurement whereas in another country, this would completely against the law.Any proposals put forward by commission suggesting a punishment for a certain crime would have to be approved by the parliament and member states - with the latter having a special treaty-inscribed emergency brake that they can use if they feel a proposal is going too far.Some politicians have already expressed opposition to the idea.Defining what constitutes a crime and what penalties should apply is a fundamental issue of statehood.We have a process of implementing and enforcing EU policy: through national governments,said British Conservative MEP Sajjad Karim, member of the European Parliament's anti-federalist European Conservatives and Reformists group.

KANSAS CITY, Mo (Reuters) – The deadly May 22 tornado in Joplin, Missouri caught many residents unprepared, partly because warnings issued that day were met with complacency and confusion, a federal report said on Tuesday.The vast majority of Joplin residents did not immediately take protective action upon receiving a first indication of risk, regardless of the source of the warning, a 40-page study by the National Oceanic and Atmospheric Administration said.The EF-5 tornado, which hit shortly after 5:30 p.m. on a Sunday, killed 162 people and destroyed some 9,000 homes and other buildings as it tore through central Joplin.Joplin officials sounded a series of sirens for about 20 minutes as a severe storm system moved in from the west. Meanwhile, the National Weather Service issued tornado warnings, broadcast over the radio, television and other media.In Joplin, like some other cities, sirens are sounded when a tornado or storms with winds of 75 miles per hour are expected, the report said. They are not necessarily associated directly with a weather service warning, it said.In interviews with nearly 100 survivors of the tornado, NOAA officials found that the perceived frequency of warning sirens that night and in previous storms caused people to become desensitized or complacent to sirens and to not take shelter.
Instead, the majority of Joplin residents did not take protective action until processing additional credible confirmation of the threat, the report said. For example, people would see the darkening sky or turn on a television or radio to confirm the urgency of the situation.The report recommends the weather service work with other agencies to develop a more effective warning system that coordinates sirens with other warning methods. The system should be easily understood by the public, the report recommends.For instance, a non-routine warning is recommended to prompt people to take immediate, life-saving action when tornado or extremely severe weather is imminent.The report recommends that current GPS technology and NOAA Weather Alerts be better employed.While the weather enterprise was generally successful in communicating the Joplin tornado threat in a timely manner, current communication and delivery mechanisms are not seamless and are somewhat antiquated, the report said.NOAA said it was unclear how many lives could have been saved on May 22 if more people heeded warnings and took shelter more quickly. AP: BP oil not degrading on Gulf floor, study says

BIRMINGHAM, Ala. – Tar balls washed onto Gulf of Mexico beaches by Tropical Storm Lee earlier this month show that oil left over from last year's BP spill isn't breaking down as quickly as some scientists thought it would, university researchers said Tuesday.Auburn University experts who studied tar samples at the request of coastal leaders said the latest wave of gooey orbs and chunks appeared relatively fresh, smelled strongly and were hardly changed chemically from the weathered oil that collected on Gulf beaches during the spill.The study concluded that mats of oil — not weathered tar, which is harder and contains fewer hydrocarbons — are still submerged on the seabed and could pose a long-term risk to coastal ecosystems.
BP didn't immediately comment on the study, but the company added cleanup crews and extended their hours after large patches of tar balls polluted the white sand at Gulf Shores and Orange Beach starting around Sept. 6. Tar balls also washed ashore in Pensacola, Fla., which is to the east and was farther from the storm's path.
Marine scientist George Crozier said the findings make sense because submerged oil degrades slowly due to the relatively low amount of oxygen in the Gulf's sandy bottom.It weathered to some extent after it moved from southern Louisiana to Alabama ... but not much has happened to it since then,said Crozier, longtime director of the state sea laboratory at Dauphin Island.Crozier said remnants of the spill are economically toxic for tourism, but he doubts there is much of an environmental threat. The oil lingering on the seabed is of a consistency and chemical composition somewhere between crude oil and tar, he said.The company refused a request by the city of Gulf Shores to expand the latest cleanup efforts to include heavy machinery.
Auburn analyzed tar balls dredged up by Lee at the request of the city of Orange Beach with outside funding from the city, the National Science Foundation and the Marine Environmental Sciences Consortium. The study wasn't reviewed by outside scientists before its release.

Another TSA agent has been arrested and accused of rape.Clifton Lyles, who worked at the Nashville International Airport, was arrested earlier this week in Rutherford County, Tennessee, and charged with statutory rape. His bond was set at $10,000, according to NewsChannel 5 WTVF-TV in Nashville.Earlier this month, a TSA employee was arrested in Nevada and charged with six counts of lewdness with a child.In March of 2010, a TSA worker was arrested in Massachusetts and charged with statutory rape, enticement of a child and indecent assault and battery on a person 14 or older, a Boston news station reported.The agency has weathered a number of criminal accusations since its inception in late 2001 following the September 11 attacks.In February, the TSA admitted in federal court that a supervisor and two TSA agents were arrested and charged with stealing thousands of dollars in cash from the luggage of travelers. Another employee was arrested and fired for assaulting a co-worker in a dispute over a parking space.Several days before the TSA admission of guilt, a TSA security officer at Newark Liberty International Airport pleaded guilty to accepting bribes and kickbacks from a colleague who regularly stole money from passengers during security screenings, Reuters reported.Passenger theft by TSA employees is a nationwide problem, writes Howard Portnoy. According to TSA records, press reports, and court documents, around 500 TSA officers have been fired or suspended for stealing from passenger luggage.Airports in New York City harbor the most flagrant offenders, according to Portnoy, but virtually no city in the nation is safe from the TSA’s sticky fingers.Violence is also a problem. As the Palestinians edged closer to seeking statehood recognition from the United Nations, Israeli Prime Minister Benjamin Netanyahu called for Abbas to meet with him in New York. Michele Bachmann, who assailed the president from the Midwest.Perry's chief rival for the nomination, former Massachusetts Gov. NEW YORK – The U.S. and its allies changed tactics Tuesday on how to avert a crisis over a Palestinian statehood bid, as the White House announced that President Barack Obama would meet Palestinian leader Mahmoud Abbas. At the same time, U.S. officials conceded they could not stop Abbas from officially launching his case for the Security Council's approval of the statehood effort.But they hoped to contain the fallout by urging Abbas not to push for an actual vote in the Council, where the U.S. has promised a veto, to give international peacemakers time to produce a statement that would be the basis for resumed Israeli-Palestinian negotiations.
Obama is expected to make a pro forma request to Abbas when they meet Wednesday not to proceed with his initial plan, but also make the case for the Palestinian leader to essentially drop the move for statehood recognition after delivering his letter of intent to the U.N., expected Friday.The president will be able to say very directly why we believe that action at the United Nations is not the way to achieve a Palestinian state, said Ben Rhodes, the White House deputy national security adviser. Athens denies referendum on euro membership

Greece has denied reports out of Athens on Tuesday that the country’s prime minister is planning a referendum on euro membership.The government flatly denies a euro referendum is under consideration (Images_of_Money)Greek government spokesman Ilias Mosialos said in a statement that Prime Minister George Papandreou is not considering holding a referendum on whether his nation should exit the euro common currency, denying a report in the Kathimerini newspaper.There are no thoughts whatsoever on this, he said. It's a no-go area for us. We are members of the euro and this is not going to be put to a referendum.The European Commission for its part refused to comment on the idea.According to a Greek government source, the news is the result of confusion with a referendum on structural adjustment that was announced at the beginning of the summer.A plebiscite was announced in June on reforms of the state. This is not something new and it is not on this particular issue, said the source.That is categorically excluded.The bill on the plebiscite was presented to parliament on Monday.Also on Tuesday, Fitch, the credit ratings agency, said that Greece will likely default on its debts but will not leave the eurozone.
Separately, finance minister Evangelos Venizelos is set to reconvene talks via conference call this evening with senior troika officials. A conference call on Monday night ended inconclusively.Greek officials for their part say that they expect a solution to be reached this evening.They are going to agree to a rough plan. They are now touching up the details, said one contact.While the full scale of the number of public sector redundancies has been between 20,000 and 100,000 posts, the source put the expected figure now at around 50,000, but over a horizon of three years rather than immediately.An EU official meanwhile said that the two sides are not negotiating. Instead, the troika heads of mission are assessing whether Greece is ready to meet the targets imposed by international lenders.Reaching a deal is not the point. A resumption of the troika mission will take place when enough elements are there for them to do it, said the official.It's not a matter of negotiations, but assessment whether they are meeting the targets.The Brussels source appeared more pessimistic on whether a breakthrough was achievable Tuesday night, saying that an agreement was not necessarily required ahead of a semi-annual meeting of the International Monetary Fund and senior global finance officials in Washington this weekend.In the US capital, EU economy commissioner Olli Rehn is to meet with his US counterpart, Timothy Geithner, as well as US Federal Reserve chief Ben Bernanke, and the head of the IMF, Christine Lagarde.

WASHINGTON (Reuters) – Europe needs to get its act together and deal with its worsening sovereign debt crisis, the International Monetary Fund said on Tuesday, warning of the risk of severe repercussions for global growth.The IMF said both Europe's debt woes and a painfully slow U.S. recovery could undermine global expansion, and it warned that without action those economies could tip back into recession.The top economist at the global lender, however, singled out Europe as "a major source of worry" as he released the IMF's latest World Economic Outlook report.

Europe must get its act together, he added.Investors have questioned Europe's ability to come up with a convincing solution to its festering sovereign debt crisis, which has rattled confidence and roiled financial markets.The Fund cut its 2011 and 2012 global growth forecast to 4 percent, shaving projections for almost every region of the world and saying risks remained tilted to the downside. Just three months ago it had projected an expansion of 4.3 percent for 2011 and 4.5 percent for 2012.Finance officials from around the world, who gather in Washington later this week for semiannual meetings of the IMF and World Bank, appear to have no clear road map for how to deal with high debt levels and a fragile global recovery.The IMF's message to European leaders was that they should do whatever it takes to preserve confidence in national policies and the euro, and it urged the European Central Bank to lower interest rates if risks to growth persisted.Standard & Poor's on Monday downgraded its ratings on Italy by one notch and kept its outlook on negative in mounting pressure to cut its debt. Senior IMF economist Jorg Decressin told reporters Greece's debt problems were eminently manageable and its government was fully committed to staying in the euro zone.More broadly, he said it was a crazy proposition to even talk about a possible break up of the 17-nation currency bloc because European leaders were fully committed to making the euro area work.Carlo Cotarrelli, the director of the IMF's Fiscal Affairs Department, said there was a political will in Europe to support crisis-hit countries, but that policymakers had failed to properly communicate their strategy.He said the cacophony of voices from different euro zone states had confused markets with mixed messages.
WEAK AND BUMPY RECOVERY
The IMF warned that uncertain politics in the United States could threaten recovery there if needed actions to bolster growth in the near-term were not taken.It said a failure by Europe and the United States to act forcefully would undermine financial markets, which would lead to a sharp decline in world trade and capital flows and drag down growth in emerging and developing economies.The fund cut its growth forecast for the euro zone by nearly half a percentage point to 1.6 percent in 2011 and said growth would likely register just 1.1 percent next year.It cautioned that hasty budget cuts in the United States could further weaken growth, and said the U.S. Federal Reserve should stand ready to ease monetary policy further. The Fed meets on Tuesday and Wednesday and is widely expected to take fresh actions to bolster the U.S. recovery.The IMF shaved its forecasts for U.S. growth to 1.5 percent for 2011 and 1.8 percent for 2012, down from June projection of 2.5 percent and 2.7 percent, respectively.Japan's economy was forecast to shrink 0.5 percent this year, not quite as severely as previously thought, but to grow just 2.3 percent in 2012. In June, the IMF said Japan would likely grow 2.9 percent next year.The IMF also said prospects for emerging market economies were growing more uncertain, although growth would likely remain fairly strong at about 6.4 percent this year, slowing to 6.1 percent in 2012.Signs of overheating still warranted close attention in emerging market economies, it cautioned. WASHINGTON (Reuters) – Europe will come under heavy pressure this week to stem its deepening debt crisis but talks among the self-proclaimed guardians of global finance are unlikely to yield bold action.Spreading fears about a Greek debt default and contagion to larger economies in the euro zone have raised alarm in the United States and among emerging market heavyweights about the risk of a potentially major shock to an ailing global economy.At talks among the Group of 2O major economies and at the International Monetary Fund in Washington, the United States and big emerging economies such as China, Brazil and India are likely to join the IMF and call on Europe to be more decisive.But with U.S. political leaders divided on how to fix their own economic problems and no sign of consensus among the so-called BRICS emerging economies on how to help, the chances of a new approach to righting the global economy look slim.The G20, all it can do is to provide some peer pressure on the Europeans, to sensitize the Europeans to the huge scope for spillover that the euro crisis is already having, said Domenico Lombardi, a former IMF official and a senior fellow at the Brookings Institution in Washington.We should not expect any type of international response along the lines we saw at the height of the financial crisis.
EUROPE FOCUSES ON FISCAL CONSOLIDATION
The meeting is the third gathering of finance chiefs in three weeks, after G7 and EU ministers made little headway in tackling the crisis during each of the last two weekends.Underscoring the gravity of the situation, U.S. Treasury Secretary Timothy Geithner attended both. He was received coolly by EU officials meeting in Poland, when, according to participants, he urged wealthier states -- in particular Germany -- to do more to support growth and suggested leveraging euro-zone bailout funds to give them more clout.European ministers continue to say that belt-tightening remains their priority. German officials on Tuesday said they will stress the need to cut deficits at this week's talks.The EU intends to shift the spotlight elsewhere. It will call on China to boost domestic demand and the United States and Japan to tackle their public deficits, according to a document obtained by Reuters.This would help rebalance global growth, the EU said -- a key agenda item for the G20 since it emerged as the premier economic policy forum during the 2007-2009 financial crisis.
Canadian Finance Minister Jim Flaherty on Tuesday expressed frustration at Europe's slow pace in dealing with the crisis and called on officials to ensure European banks are adequately capitalized.There's risk and there's increased risk the longer this matter is delayed. We've been talking about Greece since January 2010 and the euro zone has not yet brought the matter to a conclusion, Flaherty told reporters in Ottawa.He said Canada had fiscal room to maneuver, but would open its coffers for new stimulus only if hit by an external shock.Ministers will have little time at the G20 meeting to make their points as the agenda is largely devoted to development issues, with just a dinner on Thursday earmarked for discussion of threats to the global economy.The only G20 statement is expected to come on Friday after a meeting on climate change, sustainable agriculture and infrastructure financing in developing economies.It would be unjust to say that the G20 did not reach agreement on the euro zone crisis at this meeting, because that is not the point, said a source from G20 host France.Talks about the euro crisis are expected to spill over into the weekend's meetings of the IMF and the World Bank.

Brussels to beef up EU criminal policy

The European Commission on Tuesday said it is considering how to set up an EU criminal policy, with clear definitions on what is an EU crime and the minimum punishment to be applied across all member states.It wants to put an end to criminals seeking out member states with the most lenient punishments for pan-European crimes such as human trafficking, money laundering, counterfeit and corruption.The EU executive is tip-toeing into this legal and political minefield by way of a thought paper or communication penned by its justice commissioner Viviane Reding.Europeans expect the EU to help fight crime, says the commissioner who is using the EU's new rule book, the Lisbon Treaty, to harmonise sanctions for certain crimes, an issue that until now has been treated haphazardly and defined by European case law.In her paper, Reding indicates that EU laws governing a whole range of areas could require criminal sanctions to make sure they are properly enforced. They include environmental protection, financial services regulation, data protection, fish conservation, road safety and protection of EU money.Financial markets abuse - high in policy-makers minds since the onset of the global financial crisis three years ago - gets a special mention in the paper, with the commission keen to crack down on crimes such as insider trading.Where member states' sanction in these areas do not yield the desired result, the Union may set rules on how to ensure implementation possibly including the requirement for criminal sanctions for breaches of EU law, says the paper.
The commission's hand in this area was first strengthened by a landmark ruling in 2005 which backed Brussels' attempt to force member states to treat a series of environmentally-damaging activities as criminal offences.The Lisbon Treaty, in place for almost two years, explicitly allows the EU to adopt minimum rules on criminal law.The paper illustrates how the commission will seek to use its new powers, saying that criminal law will remain a measure of last resort and criminal sanctions will only be used for particularly serious offences.The commission also says that it will work closely with national parliaments, who be responsible for bringing any criminal sanctions law into the domestic lawbooks.There can't be EU laws that actually go against an individual, it has to be through a national law, said Reding's spokesperson.Reding herself has already recognised the possible political hurdles ahead. Criminal law is an area where decisions need to be made about what is a crime and how we punish it. These are decisions that go to the heart of national sovereignty,she said in a speech last year.
What is a crime?
Political problems aside, there are also purely practical ones. Member states often do not agree on what is a crime, let alone how it should be punished.If you look at conflicts of interest, the definition of it may be completely different depending on the country, said Reding's spokesperson. So in one country it might be completely appropriate that a politician has a company and it benefits from public procurement whereas in another country, this would completely against the law.Any proposals put forward by commission suggesting a punishment for a certain crime would have to be approved by the parliament and member states - with the latter having a special treaty-inscribed emergency brake that they can use if they feel a proposal is going too far.Some politicians have already expressed opposition to the idea.Defining what constitutes a crime and what penalties should apply is a fundamental issue of statehood.We have a process of implementing and enforcing EU policy: through national governments,said British Conservative MEP Sajjad Karim, member of the European Parliament's anti-federalist European Conservatives and Reformists group.

KANSAS CITY, Mo (Reuters) – The deadly May 22 tornado in Joplin, Missouri caught many residents unprepared, partly because warnings issued that day were met with complacency and confusion, a federal report said on Tuesday.The vast majority of Joplin residents did not immediately take protective action upon receiving a first indication of risk, regardless of the source of the warning, a 40-page study by the National Oceanic and Atmospheric Administration said.The EF-5 tornado, which hit shortly after 5:30 p.m. on a Sunday, killed 162 people and destroyed some 9,000 homes and other buildings as it tore through central Joplin.Joplin officials sounded a series of sirens for about 20 minutes as a severe storm system moved in from the west. Meanwhile, the National Weather Service issued tornado warnings, broadcast over the radio, television and other media.In Joplin, like some other cities, sirens are sounded when a tornado or storms with winds of 75 miles per hour are expected, the report said. They are not necessarily associated directly with a weather service warning, it said.In interviews with nearly 100 survivors of the tornado, NOAA officials found that the perceived frequency of warning sirens that night and in previous storms caused people to become desensitized or complacent to sirens and to not take shelter.
Instead, the majority of Joplin residents did not take protective action until processing additional credible confirmation of the threat, the report said. For example, people would see the darkening sky or turn on a television or radio to confirm the urgency of the situation.The report recommends the weather service work with other agencies to develop a more effective warning system that coordinates sirens with other warning methods. The system should be easily understood by the public, the report recommends.For instance, a non-routine warning is recommended to prompt people to take immediate, life-saving action when tornado or extremely severe weather is imminent.The report recommends that current GPS technology and NOAA Weather Alerts be better employed.While the weather enterprise was generally successful in communicating the Joplin tornado threat in a timely manner, current communication and delivery mechanisms are not seamless and are somewhat antiquated, the report said.NOAA said it was unclear how many lives could have been saved on May 22 if more people heeded warnings and took shelter more quickly. AP: BP oil not degrading on Gulf floor, study says

BIRMINGHAM, Ala. – Tar balls washed onto Gulf of Mexico beaches by Tropical Storm Lee earlier this month show that oil left over from last year's BP spill isn't breaking down as quickly as some scientists thought it would, university researchers said Tuesday.Auburn University experts who studied tar samples at the request of coastal leaders said the latest wave of gooey orbs and chunks appeared relatively fresh, smelled strongly and were hardly changed chemically from the weathered oil that collected on Gulf beaches during the spill.The study concluded that mats of oil — not weathered tar, which is harder and contains fewer hydrocarbons — are still submerged on the seabed and could pose a long-term risk to coastal ecosystems.
BP didn't immediately comment on the study, but the company added cleanup crews and extended their hours after large patches of tar balls polluted the white sand at Gulf Shores and Orange Beach starting around Sept. 6. Tar balls also washed ashore in Pensacola, Fla., which is to the east and was farther from the storm's path.
Marine scientist George Crozier said the findings make sense because submerged oil degrades slowly due to the relatively low amount of oxygen in the Gulf's sandy bottom.It weathered to some extent after it moved from southern Louisiana to Alabama ... but not much has happened to it since then,said Crozier, longtime director of the state sea laboratory at Dauphin Island.Crozier said remnants of the spill are economically toxic for tourism, but he doubts there is much of an environmental threat. The oil lingering on the seabed is of a consistency and chemical composition somewhere between crude oil and tar, he said.The company refused a request by the city of Gulf Shores to expand the latest cleanup efforts to include heavy machinery.
Auburn analyzed tar balls dredged up by Lee at the request of the city of Orange Beach with outside funding from the city, the National Science Foundation and the Marine Environmental Sciences Consortium. The study wasn't reviewed by outside scientists before its release.
