Americans have a right to know whether or not the occupant of the White House is a criminal.The political elite and the state-run media do not want anyone to talk about it. They say that there are more important issues to discuss than if Barack Hussein Obama has committed felonies before and after arriving in the Oval Office.
The conspiracy of silence by the political elite and the associated news blackout can only be explained by complicity in a cover-up of possible criminal acts. If there is another explanation, I would like to know it.It is clear that Obama is not, according to the Constitution, eligible to be President of the United States because he is not a natural born citizen.There is also evidence that he may have committed fraud regarding his birth documents, Social Security number, his Selective Service registration and his real estate transactions in Chicago.I am a scientist by training and temperament. I do not adhere to conspiracy theories. In my opinion, it is no longer just a theory. There is sufficient evidence to warrant an official investigation.

The continuous stonewalling by both parties’ elite is clearly directed toward preventing such an investigation because it would divulge that our government is riddled with corruption and operates solely to benefit the political royalty.The intentional silence of the state-run media is to protect Obama and the far left-wing agenda he represents.It seems that they have both decided to follow the advice of Adolf Hitler: The great masses of the people…will more easily fall victims to a big lie than to a small one.Obama’s guru, the neo-Marxist Saul Alinsky, wrote in his book Rules for Radicals:Ridicule is man’s most potent weapon. It is almost impossible to counteract ridicule. Also it infuriates the opposition, which then reacts to your advantage.Obama’s 2012 presidential campaign has started selling Made in the USA T-shirts showing images of both Obama and the long-form birth certificate.

It is both clever and revealing. Obama often laughs off questions about his eligibility, but with obvious nervous laughter. Ask any police officer. It is a verbal clue of deception, a clear indicator of stress or fear.It is not, however, a comedy, but a tragedy. The United States is no longer what John Adams described as a government of laws and not of men. It has become the opposite.The government has violated its oath to defend the Constitution, interfered with the rule of law and scorned citizen attempts to petition for the redress of grievances.As Abraham Lincoln noted, the American people are the rightful masters of both Congress and the courts, not to overthrow the Constitution but to overthrow the men who pervert the Constitution.We are experiencing, in real-time, the destruction of the Constitution and a flagrant disregard for the rule of law by elected officials and government bureaucrats, who are deliberately hiding the truth from the American people.We must overthrow those responsible. Israel Expects Obama to Take Back 1967 Lines Demand

Prime Minister Binyamin Netanyahu was quick on the draw Thursday in voicing clear displeasure with President Barack Obama’s mideast policy speech.Israel appreciates President Obama’s commitment to peace,the response began, curtly.Israel believes that for peace to endure between Israelis and Palestinians, the viability of a Palestinian state cannot come at the expense of the viability of the one and only Jewish state.That is why Prime Minister Netanyahu expects to hear a reaffirmation from President Obama of U.S. commitments made to Israel in 2004, which were overwhelmingly supported by both Houses of Congress.Among other things,Netanyahu reminded Obama,those commitments relate to Israel not having to withdraw to the 1967 lines which are both indefensible and which would leave major Israeli population centers in Judea and Samaria beyond those lines.Those commitments also ensure Israel’s well-being as a Jewish state by making clear that Palestinian refugees will settle in a future Palestinian state rather than in Israel.

Without a solution to the Palestinian refugee problem outside the borders of Israel, no territorial concession will bring peace.Equally, the Palestinians, and not just the United States, must recognize Israel as the nation state of the Jewish people, and any peace agreement with them must end all claims against Israel.Prime Minister Netanyahu will make clear that the defense of Israel requires an Israeli military presence along the Jordan River.Prime Minister Netanyahu will also express his disappointment over the Palestinian Authority’s decision to embrace Hamas, a terror organization committed to Israel’s destruction, as well as over Mahmoud Abbas’s recently expressed views which grossly distort history and make clear that Abbas seeks a Palestinian state in order to continue the conflict with Israel rather than end it.(IsraelNationalNews.com)

GOP Slams Obama on Israel

Members of the U.S. Republican party, some of them presidential hopefuls, on Thursday criticized President Barack Obama’s speech on the Middle East and accused him of betraying Israel.President Obama has thrown Israel under the bus, Former Massachusetts governor and potential 2012 presidential candidate Mitt Romney said in a statement quoted on Politico.com.He has disrespected Israel and undermined its ability to negotiate peace. He has also violated a first principle of American foreign policy, which is to stand firm by our friends.Romney, who is well acquainted with Prime Minister Binyamin Netanyahu, visited Israel in January.Minnesota House member Michele Bachmann also responded to the presidential speech, saying on her Twitter account that Obama had betrayed our friend and ally Israel. Obama’s call for 1967 borders will cause chaos, division & more aggression in Middle East and put Israel at further risk.Minnesota governor Tim Pawlenty, also a potential Republican candidate for the presidency, called Obama’s call for Israel return to the so-called 1967 borders – the 1949 Armistice Lines which are considered indefensible by defense experts – a mistaken a very dangerous demand.In a statement quoted in Politico, Pawlenty said that the city of Jerusalem must never be re-divided. To send a signal to the Palestinians that America will increase its demands on our ally Israel, on the heels of the Palestinian Authority’s agreement with the Hamas terrorist organization, is a disaster waiting to happen. At this time of upheaval in the Middle East, it's never been more important for America to stand strong for Israel and for a united Jerusalem.

Florida Republican Allen West also blasted Obama’s speech in a statement he released and which was quoted by Newsmax:Today’s endorsement by President Barack Obama of the creation of a Hamas-led Palestinian state based on the pre-1967 borders, signals the most egregious foreign policy decision his administration has made to date, and could be the beginning of the end as we know it for the Jewish state,said West.The pre-1967 borders endorsed by President Obama would deny millions of the world’s Jews access to their holiest site and force Israel to return the strategically important Golan Heights to Syria, a known state-sponsor of terrorism, he added and emphasized that there has always been a Nation of Israel and Jerusalem has been and must always be recognized as its rightful capital.West also said that the Hamas-run Palestinian state envisioned by President Obama would be devastating to Israel and the world’s 13.3 million Jews. It would be a Pavlovian style reward to a declared Islamic terrorist organization, and an unacceptable policy initiative. Yaakov David Ha'ivri, Director of the Shomron Liaison Office, responded Thursday to US president Barack Obama's mideast policy speech, saying Obama's definition of of a Jewish homeland is preposterous.We welcome President Obama's strong statements on the requirement of the Jewish State's security, Ha'ivri said in a statement.But categorically reject his call for dialogue with the internationally recognized terror organization Hamas.Unfortunately, President Obama and the majority of the citizens of Israel are speaking different languages. The president agreed that the Jews should have a state in their historical homeland, but his definition of homeland is preposterous. The historical land of the Jewish people are the very areas which he supports giving to the local branch of the Muslim Brotherhood; the ideological grandfather of Osama bin Laden and al-Qaeda, Ha'Ivri said of Obama's call to a full and phased withwrawal by Israel to 1967 lines.These two statements by the president do not jibe. It is impossible for Israel to live securely in its homeland if it is required to give away its homeland to the affiliate organization whose leader the US president just signed the assassination order for. Jerusalem, Judea and Samaria (the West Bank) are non-negotiable and any further discussion of compromising Israeli sovereignty in them will be unequivocally rejected,Ha'Ivri said.

Only an empowered and secure Israel will bring peace to the region. Nationalist Israeli lawmakers were taken aback by US President Barack Obama's new chapter in American diplomacy outlined Thursday during his much expected Mideast policy address at the State Department.Obama ambushed Netanyahu, who had outlined Israel's conditions for peace earlier this week, and demanded a full and phased withdrawal by Israel from occupied lands citing the 1967 border. Before his address, Obama had assured Israeli officials he would not address specifics of the Arab-Israeli conflict.President Barack Hussein Obama adopted the phased plan of Yasser Arafat, MK Danny Danon (Likud) told Israel National News - noting Arafat's plan was not for peace, but for the gradual destruction of Israel, piece by piece.

He is demanding [of] Netanyahu a withdrawal from all of Judea and Samaria without even ending the conflict. He left the Prime Minister only one option, which is to tell him to forget about it,Danon said.Danon also lauded Prime Minister Netanyahu's strong response to Obama's position, which included the demand that the US honor commitments made to the Jewish state in 2004 by former President George W. Bush.I commend the prime minister for issuing a clear response that this policy is unacceptable, Danon said.Aryeh Eldad (National Union) said Obama's position was nothing knew – and definitively insane.I wonder why all the pundits were so excited about Obama saying 1967 borders as if he invented something knew. We tend to forget these were the Clinton guidelines, that Barak negotiated with Arafat based on them. Prodding Israel, Obama embraces Palestine borders

WASHINGTON – Exasperated by stalled Middle East peace talks in a season of tumultuous change, President Barack Obama jolted close ally Israel Thursday by embracing the Palestinians' terms for drawing the borders of their new nation next door. Prime Minister Benjamin Netanyahu of Israel rejected the idea as indefensible on the eve of his vital White House meeting with Obama.The U.S. president said that an independent Palestine should be based on 1967 borders — before the Six Day War in which Israel occupied East Jerusalem, the West Bank and Gaza — as adjusted by possible land swaps agreed upon by both sides. He said Israel can never live in true peace as a Jewish state if it insists on permanent occupation.Obama's effort to salvage a peace effort that is in shambles was a major change in tactics for a president running out of patience and reasons to be subtle. The Israeli-Palestinian stalemate has remained immune to the popular uprisings and historic drives for freedom that have swept much of the region.He pushed both sides to accept his starting point — borders for Palestine, security for Israel — and get back to solving a deadlock that has grinded on and on and on.In a sweeping review of recent uprisings and authoritarian crackdowns across the Arab world, Obama was also unsparing in his words for the Palestinian leadership, repudiating its pursuit of unilateral statehood through the United Nations and questioning its alliance with a Hamas faction bent on Israel's destruction.

More broadly, before a polite diplomatic audience at the State Department, Obama sought to clarify the U.S. role toward a part of the world undergoing a transformation. He implored the American people to see that it is worth devoting U.S. might and money to help stabilize a dangerous region and help people fighting for freedom.There must be no doubt that the United States of America welcomes change that advances self-determination and opportunity, the president said. Yes, there will be perils that accompany this moment of promise. But after decades of accepting the world as it is in the region, we have a chance to pursue the world as it should be.It was Obama's explicit endorsement of the 1967 borders that changed the dynamic.
The U.S., the international community and even past Israeli governments have endorsed the idea of an agreement based on the 1967 lines, but Obama's new emphasis was a clear prodding for Israel to act.The way Obama put it means the U.S. now accepts 1967 lines, with land swaps, as the basis for the borders of a Palestinian state — and not just that such a result would be the desired outcome of negotiations, as had been the U.S. stand.The United States insists, too, that Israel end up with a safe, secure state without fear of attack from Palestinians.In a cool statement released late Thursday in Jerusalem, Netanyahu rejected a full withdrawal from the West Bank, saying the 1967 lines would leave major Jewish settlements outside Israel. It was unclear whether Obama's stand would be enough to persuade the Palestinians to drop their push for U.N. recognition of their statehood.

In the run-up to the president's speech, the White House had sought to downplay the role of the Mideast peace standoff in his address, emphasizing instead other elements such as his proposed financial support for Egypt and Tunisia, two nations that have risen up and embraced democracy. But the address only served to underscore how central the Israeli-Palestinian conflict is to the stability of the whole region and the political interests of the United StatesObama sought to give perspective to a five-month period in which thousands have died in protests for human rights, two countries' leaders have been toppled, others are teetering, the U.S. has been drawn into an armed conflict in Libya and America has launched a stunning, successful mission to find and kill Osama bin Laden in Pakistan. The president tried to minimize bin Laden's reach even in death, saying his al-Qaida vision of destruction had already been deemed a dead end by those wanting a better life.Moving country by country, Obama offered his toughest words yet for Syrian President Bashar Assad, in whom the U.S. has lost hope as a reformer given his government's bloody crackdown on dissidents. Obama did not call for Assad to step down but did accuse him of murdering his people. The Syrian people have shown their courage in demanding a transition, Obama said.President Assad now has a choice: He can lead that transition or get out of the way.One 24-year-old Syrian said the U.S. president was too late.It's too bad hundreds of people died before he made the speech, said Mustafa, who fled the coastal town of Banias, which has seen some of the biggest protests in recent weeks, and who did not give his surname for fear of reprisals.I think it's too late for Assad to lead a peaceful transition to democracy after all that happened.In seizing his own Mideast moment, Obama offered a speech that was in some ways notable for what he did not mention.While critical of autocracy throughout the Mideast, he failed to mention the region's largest, richest and arguably most repressive nation, U.S. ally Saudi Arabia. Nor did he mention Jordan, a staunch U.S. ally that has a peace deal with Israel. Also left out was the United Arab Emirates, the wealthy, pro-American collection of mini-states on the Persian Gulf.

On the Israeli-Palestinian peace process, he raised the question of Hamas but did not seek to answer it. A proposed unity Palestinian government would pair the Fatah-dominated administration in the West Bank and the Gaza-run Hamas, which is considered a terrorist organization by the U.S. and seeks to destroy Israel.How can one negotiate with a party that has shown itself unwilling to recognize your right to exist? Obama asked.In the weeks and months to come, Palestinian leaders will have to provide a credible answer to that question.Obama also conceded that borders were just a start. Israel captured the West Bank, east Jerusalem and Gaza Strip in the fighting, and the Palestinians claim those areas for their state.Palestinian President Mahmoud Abbas planned to convene a meeting with senior officials as soon as possible to decide on the next steps, said Palestinian negotiator Saeb Erekat.

Abbas is determined to give President Obama's effort and that of the international community the chance they deserve, Erekat said.The U.S., the international community and even past Israeli governments have endorsed a settlement based on the 1967 lines, but Obama was far more explicit than in the past. His position appeared to put him at odds with Israeli Prime Minister Benjamin Netanyahu, who has not accepted the concept.Reacting to Obama's speech, Benjamin Netanyahu rejected a full withdrawal from the West Bank, saying the 1967 lines were indefensible and would leave major Jewish settlements outside Israel. Netanyahu rejects any pullout from east Jerusalem.Netanyahu heads to the White House on Friday and said he would seek clarifications.Behind the rhetoric, though, was the possibility of finding common ground. Obama said he would support agreed-upon territorial swaps between the Israel and the Palestinians, leaving the door open for Israel to retain major West Bank settlements, where the vast majority of its nearly 300,000 Jewish settlers live.

Netanyahu said he would urge Obama to endorse a 2004 American commitment, made by then President George W. Bush, to Israel. In a letter at the time, Bush said a full withdrawal to the 1967 lines was unrealistic and a future peace agreement would have to recognize new realities on the ground.Israelis have interpreted Bush's commitment as U.S. support for retaining the major settlement blocs. Earlier this week, Netanyahu said Israel would have to retain the blocs as part of any future peace agreement.But Netanyahu also wants to keep other parts of the West Bank, including a strategic section of land along the Jordanian border that he believes is vital to Israel's security. The Palestinians oppose any Israeli presence in their future state.Netanyahu said he would reiterate his security demands at Friday's meeting.
Netanyahu said he plans to raise other demands: Palestinian recognition of Israel as the Jewish homeland, guarantees that Palestinian refugees be resettled outside of Israel and condemnation of an emerging Palestinian government that is to include the anti-Israel Hamas militant group.With peacemaking stalled for months, the Palestinians have said they will ask the United Nations to recognize their independence in September, with or without a peace deal.In his speech, Obama rejected the U.N. push. Symbolic actions to isolate Israel at the United Nations in September won't create an independent state, Obama said.It was not immediately clear whether Obama's statement on the 1967 borders as the basis for negotiations — something the Palestinians have long sought — would be sufficient to persuade the Palestinians to drop their quest for U.N. recognition.

Former U.S. Democratic Congressman Robert Wexler, president of the S. Daniel Abraham Center for Middle East Peace in Washington, said the speech had created a moment of truth for the Israeli and Palestinian leaders.No longer in earnest can President Abbas seek a United Nations resolution and say he's serious about the creation of a Palestinian state. And likewise, Prime Minister Netanyahu must determine whether he is willing to negotiate based on the 1967 lines with agreed-upon territorial swaps, he said.

JERUSALEM (AFP) – Israel on Thursday rejected President Barack Obama's call for a peace deal based the 1967 borders, as the Palestinians said their leadership would hold a meeting to discuss the US leader's policy speech.Obama's address, billed as an announcement of reoriented US policy in the Middle East after a slew of regional uprisings, focused heavily on the stalled talks between Israel and the Palestinians.

He called for a negotiated solution based on the borders that existed before the 1967 Six Day War, but also warned the Palestinians that a bid for UN recognition of a unilateral proclamation of statehood would not work.The borders of Israel and Palestine should be based on the 1967 lines with mutually agreed swaps, so that secure and recognized borders are established for both states, said Obama.The Palestinian people must have the right to govern themselves, and reach their full potential, in a sovereign and contiguous state.Israeli Prime Minister Benjamin Netanyahu, due to fly to Washington just hours after Obama's speech, immediately called on the White House to guarantee Israel would not have to withdraw to the 1967 lines.He urged Obama to commit to the assurances laid out in 2004 by then president George W. Bush, who said new realities on the ground, meant a full and complete return to the 1967 borders was unrealistic.Prime Minister Netanyahu expects to hear a reaffirmation from President Obama of US commitments made to Israel in 2004, which were overwhelmingly supported by both houses of Congress, Netanyahu's statement said.

As Obama's speech began, an Israeli government committee announced approval for only 1,500 new homes in a settlement neighbourhood in annexed east Jerusalem, a non-governmental group told AFP.The decision authorised construction of 620 homes in the settlement neighbourhood of Pisgat Zeev, and another 900 in a second settlement neighbourhood, Har Homa, said the Ir Amim organisation, which calls for Palestinians and Israelis to share Jerusalem.Israeli lobby group Peace Now deplored the timing and content of the interior ministry's decision.The prime minister is sacrificing relations with the US for the sake of his loyalty to settlers, it said in a statement.This is not just miserable timing but a miserable policy which endangers Israel's standing in the world.Netanyahu's decision to discuss Har Homa and Pisgat Zeev today is a clear message to the Americans about Israel's real policy which refuses to even discuss (sharing) Jerusalem, Hagit Ofran, of Peace Now's Settlement Watch unit, told AFP.

Obama wants Israel locked in a 1967 cage

The shame, betrayal and void of leadership continues with Obama endorsing the Palestinian state with borders brought back to 1967. President Obama said in his recent Middle East and North African speech that we have to think differently regarding our dealings with the Muslims, thus Obama standing solidly for the Palestinian’s demands to have the 1967 borders observed.Fatah and Hamas, two radical Muslim terrorist organizations have now merged, turning the constant shotgun of threats against Israel into a pointed double barrel shotgun aimed at their heads. Obama and the UN might as well be loading the shells.So, what is the big deal about 1967 and why does Israel have to give the land back before that war? It is most clear and plain to see. Israel saw aggressive changes in behavior, by Egypt and Syria signaling that war was immanent. First they saw on May 16, 1967, Nasser removed the international buffer that had exsisted between Israel and Egypt since 1957, the UNEF – United Nations Emergency Forces. Then Egypt blockaded all goods coming into Israel through the Tiran Straits. Syria joined the party by creating all kinds of clashes at the border along the Golan Heights. They put their troops on ready as well.

President Johnson at the time played the political game hoping Israel would not attack and waterways and shipping could be re opened through diplomatic means. Egypt and Syria were obviously organizing and positioning for attack, pulling troops out, and stopping goods from being shipped. What was Israel supposed to do ask them if they wanted to have a Bible Study? It was against this obvious set up for war against Israel that Israel attacked. They captured the Sinai Peninsula, Gaza Strip, West Bank and Golan Heights from Syria. Everything was finished in less then a month. Nassar called for the total destruction of Israel, spewing slaughter Israel rhetoric everywhere in the Middle East and media.To the Islamic world who had attacked Israel many times before 1967, this war was just another bold shame against Islam that must be avenged. After all, Israel had stolen Islamic land. Since this war, which Israel had really no choice but to start and finish, Israel has received non stop attacks from all kinds of Islamic groups surrounding them. Now you know as the great Paul Harvey would have said,The rest of the story.

What other wars should be undone because group A doesn’t like the land group B got during a conflict? Is Texas and Southern California going back to Mexico even though we paid for it and won the war? For that matter, it was most rude and treasonous to the British to make this country the US and separate from British rule. Shall we be British subjects again? It is beyond dangerous, shameful and almost unforgivable that America would stand with Palestine, Hamas and Fatah against our best alley in the Middle East who simply wants to live in peace. It is already wrong that Israel has allowed any territories or land to be manipulated back into the hands of the Palestinians and Hamas. Now the UN vote is coming in just a few months to vote Palestine in as a state, that Obama formally backs. Israel must stand her ground and not give away so much as a simple glass of water or, not even to President Obama or any other pressure group. This choice by Obama to back Palestine and the UN push against Israel is stupid, evil, Un American, traitorous, disloyal, two faced, cowardly and WRONG.It is time to run Obama out of the White House in 2012. Maybe I will be the one to do it.

Two top Fed officials say easy money still needed

CHICAGO (Reuters) – The U.S. labor market is improving, but not at a fast enough pace to require the Federal Reserve to reverse its super-easy money any time soon, two top Fed officials said on Thursday.The economy has a considerable way to go before it meets the Fed's dual mandate of full employment and price stability, New York Federal Reserve Bank President William Dudley said.While rising headline inflation figures are troublesome, Dudley told students in New Paltz, New York, overreacting by raising interest rates would risk bad consequences for economic activity and employment.Chicago Fed President Charles Evans, who, like Dudley, is known for his dovish views on fighting inflation, echoed that sentiment in Chicago, telling a business group that still-high unemployment is keeping inflation under wraps.Moderate economic growth will trim the unemployment rate, which was 9 percent in April, only slowly, Evans said. Inflation will crest this year at between 2 percent and 2.5 percent before returning to below the Fed's informal 2 percent target, he said.New information, such as stronger-than-expected GDP growth or evidence that wage pressures are boosting inflation, could force the Fed to reassess its policy, Evans said.Contemplating such adjustments in advance will help prepare us for the eventual time when a change in the stance of monetary policy will be necessary, he said.Despite recent improvements to the outlook, we are not yet at that point.The Fed has kept interest rates near zero since December 2008. By June, it will have bought $2.3 trillion in long-term securities to bolster the recovery by pushing borrowing rates still lower.

Dudley and Evans, both considered among the Fed's strongest doves, said recent soft economic data is unlikely to persist, as is a recent commodity-price-driven increase in inflation.They are both voters this year on the Fed's policy-setting committee, and their views mirror those of Chairman Ben Bernanke, who shortly after the Fed's last policy-setting meeting in April signaled he was in no hurry to tighten policy.
Evans did suggest the central bank may signal a change of heart later this year.
Asked whether the Fed could by year's end start letting maturing securities roll off its balance sheet, Evans said it will be a point of discussion.Any decision will depend on the pace of economic growth and the inflation outlook, he said, and doing so would only be a first step in the tightening process.It is not one that demands action within a timeframe after that, but I think once that begins, markets will start to wonder about what we are doing.Other Fed officials, such as Minneapolis Fed President Narayana Kocherlakota, have made the case that interest rates should rise by year's end, given improvements in employment and inflation compared with last year.

That view appears to be in the minority.

Dallas Fed President Richard Fisher, one of the Fed's most strident inflation hawks, said on Thursday he was still not sure when might be the right time to begin pulling back on the stimulus.High gasoline prices are dampening U.S. economic growth, he said, adding,(The economy) is gathering steam, but robust is not a word I would use.
But Fisher, speaking in the Texas border town of McAllen, did indicate he already felt the central bank should not do any more (to stimulate the economy) and indeed, had gone a bit too far.We've gone from too little liquidity to too much, Fisher said.

Bank of Canada warns pension funds of risky buys

VANCOUVER (Reuters) – The Bank of Canada warned on Thursday that Canadian pension funds and insurance companies could be tempted to invest in risky assets in order to fulfill expectations of obtaining decent returns.Timothy Lane, deputy governor at the central bank, said institutional investors are often expected or required to deliver a target rate of return.In an environment where interest rates are still at extraordinarily low levels following the global financial crisis, the only way to achieve certain targets is by taking on extra risk, which can be rewarded by higher yields, Lane said in a speech in Vancouver, British Columbia, to an audience of professionals in the pension industry.This is a particular instance of the search for yield that often accompanies a long period of very low interest rates, he said.

It may be associated with excessive credit creation and undue risk-taking as investors seek higher returns, leading to the underpricing of risk and unsustainable increases in asset prices, he said.Lane said new risks to the financial system were emerging as a result of a two-speed global economic recovery in which emerging markets are growing robustly and starting to raise interest rates to cool their economies while growth in advanced economies remains sluggish and rates still very low.In addition, sovereign debt problems could indirectly threaten Canadian banks even though direct exposure to peripheral European countries is small. Debt problems elsewhere could hit Canada through higher funding costs and a decline in asset price valuations.Canadian banks emerged from the global crisis unscathed and without need of bailouts. But policymakers say it's too early to declare victory.The Canadian central bank is busy developing new tools and models for assessing these emerging risks and Lane urged increased vigilance by policymakers elsewhere as well.The influence of sustained low interest rates in major advanced economies on risk-taking behavior is a powerful dynamic that bears watching, he said.Lane made no reference to current monetary policy in his speech. EUOBSERVER / BRUSSELS - Brazil, China, Russia and Turkey have indicated they want their people to run for the top job at the International Monetary Fund (IMF) despite EU claims to exclusive ownership.Speaking to EUobserver in Brussels on Thursday (19 May), Turkey's ambassador to the EU, Selim Kuneralp, said leading EU countries are bound to honour an agreement at the G20 in London in 2009 to appoint the next IMF chief on pure merit.He said the G20 promise came because the balance of power on the world stage is changing.The EU has a very heavy weight and so has the US. But emerging economies have increasing weight. This is precisely why this language was put in the G20 conclusions, he said.I was a sherpa for the prime minister for three G20 summits, so you can take my word for it: the feeling of a desire for change among the emerging economies is evident and obvious. People do not want to continue with this sharing of posts between the US and Europe.Kuneralp is a personal friend of Turkish economist Kemal Dervis, a leading contender for the IMF job.I don't know if he is interested. But he was a minister in charge of the economy at a time when Turkey was undergoing a major crisis and with IMF help he managed to turn things around, so he has a lot of experience, the diplomat noted.Russian finance minister Alexei Kudrin backed Kazakhstan central bank chief Grigory Marchenko for the post. A comprehensive selection should be held without defining the region from which the new IMF head should come. This means that he will take part in a selection on a level playing field,he said at a summit in Minsk on Thursday.

Brazil and China also said the IMF competition should be a free-for-all.Brazilian finance minister Guido Mantega wrote in an open letter to the G20 that: "We're beyond the point now where it is remotely appropriate to reserve this important position for a European citizen. But it has also quietly floated senior economist Montek Singh Ahluwali as a contender.British betting ship William Hill on Thursday afternoon put French finance minister Christine Lagarde odds-on to win, followed by Dervis and Ahluwalia. The list of top 16 contained just four EU names.EU institutions and personalities the same day staked the EU's claim to the prize.A spokeswoman for the European Commission said the chair should go to an EU candidate because EU countries in total are the biggest contributors to the multi-billion IMF kitty. Economy commissioner Olli Rehn while at a business conference noted: It is a merit if the person to be chosen for this task has knowledge of the European economy.German Chancellor Angela Merkel used the logic the EU should get the job because three EU members are currently being rescued by the IMF.In the current situation, when we have considerable problems with the euro, and the IMF is very heavily involved in this, this points to the fact that it is possible to put forward a European candidate and we should promote this within the community of states,she told press.

For his part, Turkey's Kuneralp rejected the argument.In the past, many beneficiaries of IMF programmes were emerging economies, including my own, he said. I don't see that [German] logic, because it did not apply to emerging economies.The IMF race began when Frenchman Dominic Strauss-Kahn resigned after his arrest on sex assault charges this week. The EU and the US have traditionally shared the IMF and World Bank posts in a carve-up dating back to World War II.

EUOBSERVER / BRUSSELS - An end to the current uncertainty surrounding the future leadership of the International Monetary Fund must be found as soon as possible, European Commission President Jose Manuel Barroso has said.Speaking at the European Business Summit in Brussels on Wednesday (18 May), the commission chief added that European and American officials have traditionally run the Bretton Woods institutions in a successful manner, with no need to give emerging powers a look-in at the present juncture.In terms of leadership we don't like deadlock, so I think it will be important as soon as possible to have this matter solved, Barroso told delegates, four days after US police boarded an Air France jet at Kennedy International Airport and hauled IMF managing director Dominique Strauss-Kahn into custody.The Frenchman, widely tipped to be the Socialist contender in next year's presidential elections, is alleged to have sexually attacked a housekeeper at a Manhattan hotel just hours earlier.My opinion is that if there is a problem with the current leadership then we should find a replacement, Barroso said.I think that it is reasonable ... an instititution like the IMF cannot be without a leader.Luxembourg's prime minister, Jean-Claude Juncker, on Monday said discussions on who should replace his long-time friend at the IMF were "indecent" at this early stage.But a trio of evolving EU-IMF bail-outs for eurozone peripheral states Greece, Ireland and Portugal have resulted in calls for a quick solution to be found, with Europe keen to maintain its authority over the international lender currently propping up several members states.I think it should be a European, Barroso said of a future IMF leader, citing Europe as the biggest stakeholder, the biggest contributor to the organisation.

Despite criticism over the IMF's failure to spot the beginnings of the sub-prime mortgage crisis in the US, the Portuguese politician also said he felt the Washington-based fund and its sister organisation, the World Bank, had been carrying out successful work.Top posts in the two organisations have traditionally been shared between Europe and the US.If they [Europe and US] are doing a good job why should we replace them. WASHINGTON – The United States balked Thursday at immediately backing a European to lead the International Monetary Fund, saying only that it wanted an open and prompt succession.The resignation of Frenchman Dominique Strauss-Kahn has set off a scramble to find a new leader for the powerful organization, which directs billions of dollars to troubled nations to stabilize the global economy.Europe staked its traditional claim to the post and many officials are lining up behind French Finance Minister Christine Lagarde. But China, Brazil and other developing nations are trying to open up the selection process at the institution that represents 187 member countries.Italian Prime Minister Silvio Berlusconi on Thursday endorsed Lagarde for the job, saying she would make a great choice. German Chancellor Angela Merkel and French President Nicolas Sarkozy both said a European should get the job, though neither formally endorsed Lagarde.The United States, which has the largest share of votes for a single country, declined to publicly weigh in.We haven't taken a position on any candidate, said Lael Brainard, U.S. Treasury undersecretary for international affairs. What is important at this juncture is that we move quickly to an open process.Brainard's comments and a similarly ambiguous statement issued by U.S. Treasury Secretary Timothy Geithner leave open the possibility that the U.S. could support a candidate from either group. Earthquake hits western Turkey; 2 dead

ANKARA, Turkey – A 5.9-magnitude earthquake rocked western Turkey on Thursday, shattering windows, damaging old buildings in one town and killing two people, authorities said.The Istanbul-based Kandilli Observatory said the quake in Kutahya province occurred at 23:15 p.m. (2015 GMT) and was centered in the town of Simav.
Gov. Kenan Ciftci of Kutahya province told TV24 that one person died in Simav after jumping out of window in panic. Ciftci, however, said there was no reports of serious damage. An elderly woman also died of an heart attack in another town, NTV television said.

About two-dozen people have been injured, mostly suffering from injuries from broken glass or jumping off of balconies, according to TV news reports.The quake was followed by about 50 aftershocks, the strongest with a preliminary magnitude of 4.6 shook Kutahya, said Mustafa Erdik, head of the Kandilli Observatory. He warned of more aftershocks in the coming days.Most of the town of Simav was without electricity and telephone lines were down, reports said. At least one empty building collapsed in Simav and some other old buildings were also slightly damaged, said the Anatolia news agency.Idris Bal, a lawmaker who was in Kutahya, said he experienced the quake at the fifth floor of an apartment building.It was so strong that we could not even move in the first few seconds, Bal told NTV television.People are waiting in their cars now.The quake was felt as far as the Aegean city of Izmir, northwestern city of Bursa, Istanbul and the city of Edirne, close to the Greek and Bulgarian borders.Earthquakes are frequent in Turkey, which is crossed by fault lines.In March 2010, a 6.0-magnitude quake knocked down houses in five villages in eastern Turkey, killing 51 people. The 2011 Atlantic hurricane season, which begins June 1, looks to be another above-average year, federal forecasters say, adding that residents along the Gulf and East Coast should make sure now that they know what to do if ordered to evacuate.In an outlook released May 19, forecasters at the National Oceanic and Atmospheric Administration's Climate Prediction Center are calling for a 70 percent chance of 12 to 18 storms with tropical-storm-force winds or higher.Of these storms, which would receive names ranging from Arlene to Sean, six to 10 are expected to grow into hurricanes. Three to six of these are likely to become major hurricanes, with winds in excess of 111 miles an hour.The outlook brackets a similar forecast from Colorado State University's Tropical Meteorology Project.In April, the most recent outlook, Philip Klotzbach and William Gray, who pioneered seasonal hurricane forecasts for the Atlantic, called for 16 named storms, of which nine are expected to become hurricanes. Of those nine, five are expected to become major hurricanes.In a typical season, the Atlantic basin might see 11 named storms, six hurricanes, and two major hurricanes.

Last year, conditions in the Atlantic and Caribbean spawned 19 named storms, the third-highest number on record, according to Jane Lubchenco, who heads NOAA. Twelve of those storms became hurricanes, the second-highest number of hurricane ever recorded in one season.The US was lucky last year, she said during a May 19 press briefing. Considering the number and severity of the storms, the US emerged with remarkably little damage.Hurricane Earl, which for a time strengthened to a category 4 storm, the second-highest category, flirted with the US East Coast from North Carolina up to Maine. Hurricane Bonnie spun close to the ongoing efforts to control the Deepwater Horizon blowout, in the Gulf of Mexico near Louisiana.But in the end, the US Gulf and East Coasts were spared significant damage from a named storm – unlike countries in the Caribbean and along the East Coast of Mexico and Central America.We cannot count on having the same luck this year, Dr. Lubchenco added.

Several broad factors are contributing to the amped-up outlooks, researchers and forecasters say.Surface waters in the tropical Atlantic, where many storms form, remain warmer than normal for this time of year – about 2 degrees Fahrenheit above normal now, compared with 4 degrees F. above normal last year. Storms grow and feed on those warm waters.In addition, the 2011 season falls within an active phase of a broader, multi-decade cycle of heavier and lighter hurricane activity.And the Atlantic is still under the influence of the long arm of a waning La Niña, part of a cycle that includes El Niño.This El Niño/Southern Oscillation is manifest in seesaw patterns in atmospheric pressure and ocean temperatures across the tropical Pacific. These changes affect broader atmospheric circulation patterns, in ways that favor hurricane formation during La Niña episodes.NOAA's seasonal outlook says nothing about whether or how many hurricanes will make landfall – an aspect of hurricane forecasting that, for the most part, is still a gleam in the eye of researchers.Hence the importance of everyone living in low-lying areas along the Atlantic or Gulf Coasts being ready to leave, to avoid the flooding a hurricane's storm surge can bring.It takes only one hurricane to wreak devastation, Lubchenco said.Individual preparedness is critical, emergency managers say. For people who physically and financially can prepare, following through on those preparations when needed frees up limited resources to focus on people who can't help themselves. And those preparations – which include keeping important financial documents in a family's go kit – can smooth the recovery process.

Unfortunately, people can experience hurricane amnesia, adds Craig Fugate, who heads the Federal Emergency Management Agency (FEMA) in Washington. He is referring to the long time spans that can elapse between landfalling hurricanes in any one location, and the tendency of people to forget how serious the storms can be.The amnesia problem is especially acute along the Northeast coast, he suggests, because relatively few hurricanes have made landfall there over the past few decades.In other cases, he continues, people will say they've experienced a hurricane and say that the experience wasn't too bad, when they actually have experienced only a hurricane's outer, tropical-storm-force winds.If you live along the Gulf Coast, if you live along the Atlantic Coast, you have your notice – it's going to be an above average season,he says.And it starts June 1.

WASHINGTON (Reuters) – The 2011 Atlantic hurricane season will be "above normal", spawning six to 10 hurricanes of which around half could become major, the government's weather agency forecast on Thursday.However, as the 2010 season showed -- it was very active but the U.S. coastline escaped a hit -- a high frequency of storms does not always translate into more destructive landfalls.In its first forecast for the season that begins on June 1, the National Oceanic and Atmospheric Administration (NOAA) anticipated 12 to 18 named storms, a somewhat lower level of activity than the 2010 Atlantic hurricane season.Six to 10 of those storms were seen developing into hurricanes, of which three to six could become major at Category 3 or above, with winds of more than 110 miles per hour (177 km per hour), the agency said.NOAA's forecast team is calling for an above-normal season this year, NOAA Administrator Jane Lubchenco told a news conference outside the agency's Satellite Operations Facility.But she added NOAA's forecasting capacity could not yet pinpoint where or when a hurricane would hit: This hurricane outlook does not make any predictions about landfall, either place or timing.

NOAA's 2011 outlook mirrored earlier predictions from private forecasters calling for an active hurricane season this year.The hurricane season officially starts on June 1 and typically peaks between late August and mid-October. An average Atlantic hurricane season brings 11 tropical storms with six hurricanes, including two major hurricanes, NOAA said.The 2010 season produced 19 named storms, tying for the third most active season with 1887 and 1995, according to the U.S. National Hurricane Center. Twelve storms grew into hurricanes, tying with 1969 for the second most active season in that category.The activity last year was in line with NOAA's spring 2010 forecast that called for 14 to 23 named storms, with eight to 14 developing into hurricanes.But no hurricane made U.S. landfall last year. This year we are unlikely to see a repeat of last year, where there were a total of 19 named storms ... Despite this tropical onslaught, most of the tropical storms and all of the hurricanes last year fortunately avoided U.S. coastlines, Lubchenco said.We cannot count on having the same luck this year,she said.

Lubchenco said the La Nina weather phenomenon, whose conditions generally contribute to storm development in the Atlantic-Caribbean basin, was weakening but its influence should continue at least into the early summer.La Nina, which continues to weaken in the equatorial Pacific Ocean, is expected to dissipate later this month or in June, but its impacts such as reduced wind shear are expected to continue into the hurricane season, NOAA's forecast said.Wind shear, the shifting of winds at various levels in the atmosphere, impedes the formation of hurricanes.Forecasts are being closely watched by energy analysts and oil producers this year with oil prices holding over $100 a barrel and consumers paying more than $4 a gallon at the pump.If a hurricane approaches U.S. offshore energy installations in the Gulf of Mexico, a major storm can pose a threat to about one-quarter of U.S. oil production and about 10 percent of natural gas output.NOAA had accurately predicted that last year would be the busiest since the record-shattering 2005 season, when Hurricane Katrina killed more than a thousand people and wreaked havoc with energy production in the Gulf of Mexico.But neither NOAA nor any private forecaster foresaw that the successive 2010 storms would entirely miss the U.S. coast. In the U.S., under the Obama-Holder Justice Department, which can be considered a policy extension and acceleration of the former administration and Department of Justice policies in many ways, it is certain that “something really wrong is going on here.Many might recall the scene in the 1979 hit movie And Justice For All when star Al Pacino, cast as lawyer Arthur Kirkland, delivered his opening statement to the jury in the packed courtroom of Judge Francis Rayford, played by actor Jack Warden. Sick of the injustice system that would allow a guilty man to go free and innocent men jailed, Pacino stated about his own client,That man is guilty! That man, there, that man is a slime! he is a slime! If he’s allowed to go free, then something really wrong is going on here! At that point, Judge Rayford angrily slammed his gavel and retorted Mr. Kirkland you are out of order! Attorney Kirkland then responded with a full throttle meltdown, shouting You’re out of order! You’re out of order! The whole trial is out of order! They’re out of order! [...] It’s just a show! It’s a show! As he was being dragged from the courtroom by bailiffs, Kirkland (Pacino) added Hold it! Hold it! I just completed my opening statement!

Something really wrong is going on here.Consider the following two unrelated cases, one involving a Marine who served two tours of duty in Iraq and was shot dead in his Tucson, Arizona home by a Pima County SWAT team, and the other involving the raid on a Florida mosque where three Muslims were arrested on suspicion of providing aid to the Taliban. I don’t believe there can be two more different approaches than represented by these two cases. One case involves a U.S. Marine veteran, the other a mosque whose leaders are under indictment for providing aid to the Taliban.In the case of at Jose Guerena, the Marine who served two tours of duty in Iraq, a Pima County, Arizona SWAT team were serving a narcotics conspiracy warrant at his home earlier this month. Guerena, who had been sleeping just two hours after working his shift at a local mine, was awakened y screams from his wife when she observed an unidentified man with a gun outside of their home. She grabbed her baby and hid in a closet as Guerena grabbed a rifle and proceeded to investigate. He was shot dead inside the sanctity of his own home, in the U.S. and not by some sniper in Iraq. In total, seventy-one rounds were fired at Guerena.To make matters worse – much worse, medical treatment was withheld by the SWAT team, according to his widow and verified by police and medical logs. At this point, it would appear that Guerena was startled awake and thinking he was protecting his family from a possible home invasion, stumbled onto a police raid. He never had a chance.As a result of the lax border security at the hands of DHS Secretary Janet Napolitano, there has been a sharp rise in home invasions in Tucson over the last few years. Of course, one would not know that by the cocky football spiking Obama from his recent speech in El Paso, where he mocked and ridiculed anyone who dared to question the state of U.S.-Mexico border insecurity.

Now, consider the raid on a south Florida Mosque at about 6:00 a.m. Saturday by dozens of heavily armed federal agents. They pounded on the door of the Masjid Jamaat Al-Mumineen mosque in Miami-Dade county, armed with warrants for Muslims who are suspected of a long-running conspiracy to murder, maim and kidnap people overseas in support of the Taliban. As morning prayers were in progress inside the mosque, the armed agents respectfully waited until the prayers ended, and then entered the mosque only after removing their footwear.The raid at the mosque resulted in three arrests: Imam Hafiz Muhammed Sher Ali Khan and his two sons, Izhar Khan and Irfan Khan. Irfan Khan was arrested in Los Angeles.Additionally, three others named in the indictment are currently at large in Pakistan. They are identified as Ali Rehman (a/k/a Faisal Ali Rehman), Amina Khan (a/k/a Amina Bibi), the daughter of Hafiz Khan, and her son, Alam Zeb, who is also Khan’s grandson.Yes, something really wrong is going on here.

On April 27, with great fanfare, Obama finally released his birth certificate after years of stonewalling, spending a fortune on attorneys to block its release and defend against dozens of lawsuits brought by citizens wanting to see it, claiming he had already released it and ridiculing everybody who said he had not released it.Yet a stunning Gallup Poll taken more than a week later (May 5-8) shows more than half of all Americans remain unconvinced Obama was born in the U.S.Perhaps that's because, while the establishment press continues to ridicule birthers as conspiracy nuts, the White House's April 27 document release has generated vexing new questions and outright contradictions regarding the president's birth certificate.For instance, two weeks before Obama finally released his long-form birth certificate, Hawaii's former Health Department chief Chiyome Fukino – the one official who claimed to have examined Obama's original birth document under lock and key in Hawaii – was interviewed by NBC News' national investigative correspondent Michael Isikoff, who reported that Fukino told him she had seen the original birth certificate and that it was half typed and half handwritten.However, the document released by the White House was entirely typed. Only the signatures and two dates at the very bottom were handwritten. Netanyahu: Blocs Are Defined by Context

On the eve of his departure to the United States where he will meet with President Barak Obama and address the Congress, Prime Minister Netanyahu promised to not exceed the Likud principles for a peace accord with the Palestinian Authority and assured nationalist MKs his use of the term settlement blocs did not expressely exclude settlements outside the major blocs.In his Monday speech to the Knesset Netanyahu said settlement blocs would remain under Israeli control, which created a stir and led some to raise questions about the future status of the Jordan Valley, which Netanyahu had previously said Israel must retain for security purposes, and settlements not in the major blocs.Netanyahu met with ministers and Knesset members from Likud, saying the word blocs means different things in different contexts.

Netanyahu's reassurances Wednesday were consistent with comments made immediately after his speech Monday night when Likud MK Tzipi Hotovely approached Netanyahu and said, The rule that you set implies the exception to the rule, meaning that his insistence on retaining the settlement blocs means that the other towns are expendable.Netanyahu responded, That is not the intention.Netanyahu, who implied a willingness to cede some settlements outside the major settlement blocs under an agreement with the PA, clarified the purpose of his speech in the Knesset, one week before he addresses Congress in Washington, was not to make specific decisions about individual settlements, but to to formulate a broad national consensus on the blocs.

What I said is that everything is based on the conditions: Recognition of Israel, a united Jerusalem, and no right of return. 2-The treaty must be an end to the conflict.
3-The Arab refugee problem must be solved outside of Israel’s borders.
4-A PA state must be demilitarized and a peace treaty must safeguard Israel’s security.
5-The settlement blocs will remain within the state of Israel and Jerusalem will remain its united capital.

Hamas, expected to become the majority party in the next PA elections, has said it will never negotiate Israel – or recognize Israel's right to exist.Also today, Palestinian Chairman Mahmoud Abbas hosted a confab with an American delegation seeking clarification on the political realities of the Fatah-Hamas reconciliation, saying he was ready to talk to Israel on the condition it renew its building freeze in Judea, Samaria, and eastern Jerusalem.Abbas refused to come to the table during the 10 month freeze Israel agreed to in order to bring him to the table previously.

Even George Washington was considered a terrorist, Menachem Begin and Yitzhak Shamir, as well, he said.Arabi, scheduled to become secretary-general of the Arab League in July, said Hamas would agree to negotiate with Israel, despite the fact that some of the organization's members called for violence against the Jewish State.Hamas co-founder Mahmoud al-Zahar said Wednesday he rejected peace talks with Israel and that Hamas would not allow Palestinian Authority Chairman Mahmoud Abbas to pursue them. Last week al-Zahar said any peace agreement with Israel would be a prelude to war.

Jordan Valley Chief Unfazed by PM's Speech

The head of the Jordan Valley local authority, David Elhayani, says he is not worried by the speech Prime Minister Binyamin Netanyahu delivered in the Knesset Tuesday. In the speech, Netanyahu said that any peace treaty with the Arabs would have to allow the IDF to maintain a long-term military presence along the Jordan River. Coupled with the term painful concessions - a euphemism for withdrawal from land and the tearing down of Jewish communities - the speech was seen by some as an indication that Netanyahu would tear down Jewish communities along the Jordan.
Speaking with Arutz Sheva's Hebrew-language service, Elhayani made it clear he does not share this view. A continued IDF presence along the Jordan does not mean there will not be Jewish communities there as well, he said. I trust that the Prime Minister knows how important the Jordan Valley is to the State of Israel. Eighty-four percent of Israeli Jews want continued Israel sovereignty in the Jordan Valley.Elhayani hinted that Netanyahu speaks differently in face-to-face meetings, and explained that the Prime Minister chose his words carefully because of the public nature of the speech. When the Prime Minister spoke of a military presence, he was just being responsible. After all, I know the true opinion of the Prime Minister and of ministers who support a continued presence along the Jordan Valley. PA Chairman Mahmoud Abbas responded by demanding sovereignty of the area, along with all of Judera and Samaria.In remarks that may have been a warm-up for his expected new policy statement on PA demands, the Prime Minister told reporters, Our security border is here on the Jordan and our defense line begins here. If that line is breached they will be able to infiltrate terrorists, rockets and missiles all the way to Tel Aviv, Jerusalem, Haifa, Be'er Sheva and throughout the country.There is no alternative to the IDF's line of defense. Therefore, in any future situation, and I say in any future arrangement as well, the IDF must stay here, i.e. along the Jordan River. This is the State of Israel's insurance policy. If this was true before the major unrest now shaking the Middle East and the entire region, it is doubly true today. The IDF must remain along the Jordan River.The Israeli part of the Jordan Valley is a long and narrow strip of land that is bordered by the Jordan River on the east, with Jordan on its other bank, and by a range of hills on the west, running from the Lebanese border in the north to the eastern hills of Samaria and the Judean Hills in the south.Its sparse population, relatively flat terrain and proximity to Jordan make it strategic territory. Before the 1967 Six Day War, terrorists from Jordan staged hundreds of attacks, hiding in the adjoining hills and caves that Israeli reservists called the Land of the Chase [after terrorists, ed.]. The IDF would regularly sand the dirt roads along the Jordan River to enable it to trace terrorist tracks, before the area was restored to Israel in the war.

Citing the Muslim uprisings in Arab countries, the Prime Minister said, “We live in a world that is undergoing a very major shake-up. I want to begin by thanking Hillary Clinton, who has traveled so much these last six months that she is approaching a new landmark -- one million frequent flyer miles. (Laughter.) I count on Hillary every single day, and I believe that she will go down as one of the finest Secretaries of State in our nation’s history.The State Department is a fitting venue to mark a new chapter in American diplomacy. For six months, we have witnessed an extraordinary change taking place in the Middle East and North Africa. Square by square, town by town, country by country, the people have risen up to demand their basic human rights. Two leaders have stepped aside. More may follow. And though these countries may be a great distance from our shores, we know that our own future is bound to this region by the forces of economics and security, by history and by faith.Today, I want to talk about this change -- the forces that are driving it and how we can respond in a way that advances our values and strengthens our security.Now, already, we’ve done much to shift our foreign policy following a decade defined by two costly conflicts. After years of war in Iraq, we’ve removed 100,000 American troops and ended our combat mission there. Bin Laden was no martyr. He was a mass murderer who offered a message of hate –- an insistence that Muslims had to take up arms against the West, and that violence against men, women and children was the only path to change. He rejected democracy and individual rights for Muslims in favor of violent extremism; his agenda focused on what he could destroy -– not what he could build.Bin Laden and his murderous vision won some adherents. But even before his death, al Qaeda was losing its struggle for relevance, as the overwhelming majority of people saw that the slaughter of innocents did not answer their cries for a better life. By the time we found bin Laden, al Qaeda’s agenda had come to be seen by the vast majority of the region as a dead end, and the people of the Middle East and North Africa had taken their future into their own hands.That story of self-determination began six months ago in Tunisia. On December 17th, a young vendor named Mohammed Bouazizi was devastated when a police officer confiscated his cart. This was not unique. It’s the same kind of humiliation that takes place every day in many parts of the world -– the relentless tyranny of governments that deny their citizens dignity. Only this time, something different happened. After local officials refused to hear his complaints, this young man, who had never been particularly active in politics, went to the headquarters of the provincial government, doused himself in fuel, and lit himself on fire.There are times in the course of history when the actions of ordinary citizens spark movements for change because they speak to a longing for freedom that has been building up for years. In America, think of the defiance of those patriots in Boston who refused to pay taxes to a King, or the dignity of Rosa Parks as she sat courageously in her seat. So it was in Tunisia, as that vendor’s act of desperation tapped into the frustration felt throughout the country. Hundreds of protesters took to the streets, then thousands. And in the face of batons and sometimes bullets, they refused to go home –- day after day, week after week -- until a dictator of more than two decades finally left power.

The story of this revolution, and the ones that followed, should not have come as a surprise. The nations of the Middle East and North Africa won their independence long ago, but in too many places their people did not. In too many countries, power has been concentrated in the hands of a few. In too many countries, a citizen like that young vendor had nowhere to turn -– no honest judiciary to hear his case; no independent media to give him voice; no credible political party to represent his views; no free and fair election where he could choose his leader.And this lack of self-determination –- the chance to make your life what you will –- has applied to the region’s economy as well. Yes, some nations are blessed with wealth in oil and gas, and that has led to pockets of prosperity. But in a global economy based on knowledge, based on innovation, no development strategy can be based solely upon what comes out of the ground. Nor can people reach their potential when you cannot start a business without paying a bribe.In the face of these challenges, too many leaders in the region tried to direct their people’s grievances elsewhere. The West was blamed as the source of all ills, a half-century after the end of colonialism. Antagonism toward Israel became the only acceptable outlet for political expression. Divisions of tribe, ethnicity and religious sect were manipulated as a means of holding on to power, or taking it away from somebody else.But the events of the past six months show us that strategies of repression and strategies of diversion will not work anymore. Satellite television and the Internet provide a window into the wider world -– a world of astonishing progress in places like India and Indonesia and Brazil. Cell phones and social networks allow young people to connect and organize like never before. And so a new generation has emerged. And their voices tell us that change cannot be denied.In Cairo, we heard the voice of the young mother who said, It’s like I can finally breathe fresh air for the first time.In Sanaa, we heard the students who chanted, The night must come to an end.

In Benghazi, we heard the engineer who said, Our words are free now. It’s a feeling you can’t explain.In Damascus, we heard the young man who said, After the first yelling, the first shout, you feel dignity.Those shouts of human dignity are being heard across the region. And through the moral force of nonviolence, the people of the region have achieved more change in six months than terrorists have accomplished in decades.Of course, change of this magnitude does not come easily. In our day and age -– a time of 24-hour news cycles and constant communication –- people expect the transformation of the region to be resolved in a matter of weeks. But it will be years before this story reaches its end. Along the way, there will be good days and there will bad days. In some places, change will be swift; in others, gradual. And as we’ve already seen, calls for change may give way, in some cases, to fierce contests for power.The question before us is what role America will play as this story unfolds. For decades, the United States has pursued a set of core interests in the region: countering terrorism and stopping the spread of nuclear weapons; securing the free flow of commerce and safe-guarding the security of the region; standing up for Israel’s security and pursuing Arab-Israeli peace.We will continue to do these things, with the firm belief that America’s interests are not hostile to people’s hopes; they’re essential to them. We believe that no one benefits from a nuclear arms race in the region, or al Qaeda’s brutal attacks. We believe people everywhere would see their economies crippled by a cut-off in energy supplies. As we did in the Gulf War, we will not tolerate aggression across borders, and we will keep our commitments to friends and partners.Yet we must acknowledge that a strategy based solely upon the narrow pursuit of these interests will not fill an empty stomach or allow someone to speak their mind. Moreover, failure to speak to the broader aspirations of ordinary people will only feed the suspicion that has festered for years that the United States pursues our interests at their expense. Given that this mistrust runs both ways –- as Americans have been seared by hostage-taking and violent rhetoric and terrorist attacks that have killed thousands of our citizens -– a failure to change our approach threatens a deepening spiral of division between the United States and the Arab world.

And that’s why, two years ago in Cairo, I began to broaden our engagement based upon mutual interests and mutual respect. I believed then -– and I believe now -– that we have a stake not just in the stability of nations, but in the self-determination of individuals. The status quo is not sustainable. Societies held together by fear and repression may offer the illusion of stability for a time, but they are built upon fault lines that will eventually tear asunder.So we face a historic opportunity. We have the chance to show that America values the dignity of the street vendor in Tunisia more than the raw power of the dictator. There must be no doubt that the United States of America welcomes change that advances self-determination and opportunity. Yes, there will be perils that accompany this moment of promise. But after decades of accepting the world as it is in the region, we have a chance to pursue the world as it should be.Of course, as we do, we must proceed with a sense of humility. It’s not America that put people into the streets of Tunis or Cairo -– it was the people themselves who launched these movements, and it’s the people themselves that must ultimately determine their outcome. Not every country will follow our particular form of representative democracy, and there will be times when our short-term interests don’t align perfectly with our long-term vision for the region. But we can, and we will, speak out for a set of core principles –- principles that have guided our response to the events over the past six months:The United States opposes the use of violence and repression against the people of the region. (Applause.)

The United States supports a set of universal rights. And these rights include free speech, the freedom of peaceful assembly, the freedom of religion, equality for men and women under the rule of law, and the right to choose your own leaders -– whether you live in Baghdad or Damascus, Sanaa or Tehran.And we support political and economic reform in the Middle East and North Africa that can meet the legitimate aspirations of ordinary people throughout the region.Our support for these principles is not a secondary interest. Today I want to make it clear that it is a top priority that must be translated into concrete actions, and supported by all of the diplomatic, economic and strategic tools at our disposal.Let me be specific. First, it will be the policy of the United States to promote reform across the region, and to support transitions to democracy. That effort begins in Egypt and Tunisia, where the stakes are high -– as Tunisia was at the vanguard of this democratic wave, and Egypt is both a longstanding partner and the Arab world’s largest nation. Both nations can set a strong example through free and fair elections, a vibrant civil society, accountable and effective democratic institutions, and responsible regional leadership. But our support must also extend to nations where transitions have yet to take place.Unfortunately, in too many countries, calls for change have thus far been answered by violence. The most extreme example is Libya, where Muammar Qaddafi launched a war against his own people, promising to hunt them down like rats. As I said when the United States joined an international coalition to intervene, we cannot prevent every injustice perpetrated by a regime against its people, and we have learned from our experience in Iraq just how costly and difficult it is to try to impose regime change by force -– no matter how well-intentioned it may be.But in Libya, we saw the prospect of imminent massacre, we had a mandate for action, and heard the Libyan people’s call for help. Had we not acted along with our NATO allies and regional coalition partners, thousands would have been killed. The message would have been clear: Keep power by killing as many people as it takes. Now, time is working against Qaddafi. He does not have control over his country. The opposition has organized a legitimate and credible Interim Council. And when Qaddafi inevitably leaves or is forced from power, decades of provocation will come to an end, and the transition to a democratic Libya can proceed.

While Libya has faced violence on the greatest scale, it’s not the only place where leaders have turned to repression to remain in power. Most recently, the Syrian regime has chosen the path of murder and the mass arrests of its citizens. The United States has condemned these actions, and working with the international community we have stepped up our sanctions on the Syrian regime –- including sanctions announced yesterday on President Assad and those around him.The Syrian people have shown their courage in demanding a transition to democracy. President Assad now has a choice: He can lead that transition, or get out of the way. The Syrian government must stop shooting demonstrators and allow peaceful protests. It must release political prisoners and stop unjust arrests. It must allow human rights monitors to have access to cities like Dara’a; and start a serious dialogue to advance a democratic transition. Otherwise, President Assad and his regime will continue to be challenged from within and will continue to be isolated abroad.So far, Syria has followed its Iranian ally, seeking assistance from Tehran in the tactics of suppression. And this speaks to the hypocrisy of the Iranian regime, which says it stand for the rights of protesters abroad, yet represses its own people at home. Let’s remember that the first peaceful protests in the region were in the streets of Tehran, where the government brutalized women and men, and threw innocent people into jail. We still hear the chants echo from the rooftops of Tehran. The image of a young woman dying in the streets is still seared in our memory. And we will continue to insist that the Iranian people deserve their universal rights, and a government that does not smother their aspirations.Now, our opposition to Iran’s intolerance and Iran’s repressive measures, as well as its illicit nuclear program and its support of terror, is well known. But if America is to be credible, we must acknowledge that at times our friends in the region have not all reacted to the demands for consistent change -- with change that’s consistent with the principles that I’ve outlined today. That’s true in Yemen, where President Saleh needs to follow through on his commitment to transfer power. And that’s true today in Bahrain.

Bahrain is a longstanding partner, and we are committed to its security. We recognize that Iran has tried to take advantage of the turmoil there, and that the Bahraini government has a legitimate interest in the rule of law. Nevertheless, we have insisted both publicly and privately that mass arrests and brute force are at odds with the universal rights of Bahrain’s citizens, and we will -- and such steps will not make legitimate calls for reform go away. The only way forward is for the government and opposition to engage in a dialogue, and you can’t have a real dialogue when parts of the peaceful opposition are in jail. (Applause.) The government must create the conditions for dialogue, and the opposition must participate to forge a just future for all Bahrainis.Indeed, one of the broader lessons to be drawn from this period is that sectarian divides need not lead to conflict. In Iraq, we see the promise of a multiethnic, multisectarian democracy. The Iraqi people have rejected the perils of political violence in favor of a democratic process, even as they’ve taken full responsibility for their own security. Of course, like all new democracies, they will face setbacks. But Iraq is poised to play a key role in the region if it continues its peaceful progress. And as they do, we will be proud to stand with them as a steadfast partner.So in the months ahead, America must use all our influence to encourage reform in the region. Even as we acknowledge that each country is different, we need to speak honestly about the principles that we believe in, with friend and foe alike. Our message is simple: If you take the risks that reform entails, you will have the full support of the United States. We must also build on our efforts to broaden our engagement beyond elites, so that we reach the people who will shape the future -– particularly young people. We will continue to make good on the commitments that I made in Cairo -– to build networks of entrepreneurs and expand exchanges in education, to foster cooperation in science and technology, and combat disease. Across the region, we intend to provide assistance to civil society, including those that may not be officially sanctioned, and who speak uncomfortable truths. And we will use the technology to connect with -– and listen to –- the voices of the people.

For the fact is, real reform does not come at the ballot box alone. Through our efforts we must support those basic rights to speak your mind and access information. We will support open access to the Internet, and the right of journalists to be heard -– whether it’s a big news organization or a lone blogger. In the 21st century, information is power, the truth cannot be hidden, and the legitimacy of governments will ultimately depend on active and informed citizens.Such open discourse is important even if what is said does not square with our worldview. Let me be clear, America respects the right of all peaceful and law-abiding voices to be heard, even if we disagree with them. And sometimes we profoundly disagree with them.We look forward to working with all who embrace genuine and inclusive democracy. What we will oppose is an attempt by any group to restrict the rights of others, and to hold power through coercion and not consent. Because democracy depends not only on elections, but also strong and accountable institutions, and the respect for the rights of minorities.Such tolerance is particularly important when it comes to religion. In Tahrir Square, we heard Egyptians from all walks of life chant, Muslims, Christians, we are one. America will work to see that this spirit prevails -– that all faiths are respected, and that bridges are built among them. In a region that was the birthplace of three world religions, intolerance can lead only to suffering and stagnation. And for this season of change to succeed, Coptic Christians must have the right to worship freely in Cairo, just as Shia must never have their mosques destroyed in Bahrain.

What is true for religious minorities is also true when it comes to the rights of women. History shows that countries are more prosperous and more peaceful when women are empowered. And that’s why we will continue to insist that universal rights apply to women as well as men -– by focusing assistance on child and maternal health; by helping women to teach, or start a business; by standing up for the right of women to have their voices heard, and to run for office. The region will never reach its full potential when more than half of its population is prevented from achieving their full potential. (Applause.)Now, even as we promote political reform, even as we promote human rights in the region, our efforts can’t stop there. So the second way that we must support positive change in the region is through our efforts to advance economic development for nations that are transitioning to democracy. After all, politics alone has not put protesters into the streets. The tipping point for so many people is the more constant concern of putting food on the table and providing for a family. Too many people in the region wake up with few expectations other than making it through the day, perhaps hoping that their luck will change. Throughout the region, many young people have a solid education, but closed economies leave them unable to find a job. Entrepreneurs are brimming with ideas, but corruption leaves them unable to profit from those ideas.

The greatest untapped resource in the Middle East and North Africa is the talent of its people. In the recent protests, we see that talent on display, as people harness technology to move the world. It’s no coincidence that one of the leaders of Tahrir Square was an executive for Google. That energy now needs to be channeled, in country after country, so that economic growth can solidify the accomplishments of the street. For just as democratic revolutions can be triggered by a lack of individual opportunity, successful democratic transitions depend upon an expansion of growth and broad-based prosperity.So, drawing from what we’ve learned around the world, we think it’s important to focus on trade, not just aid; on investment, not just assistance. The goal must be a model in which protectionism gives way to openness, the reigns of commerce pass from the few to the many, and the economy generates jobs for the young. America’s support for democracy will therefore be based on ensuring financial stability, promoting reform, and integrating competitive markets with each other and the global economy. And we’re going to start with Tunisia and Egypt.First, we’ve asked the World Bank and the International Monetary Fund to present a plan at next week’s G8 summit for what needs to be done to stabilize and modernize the economies of Tunisia and Egypt. Together, we must help them recover from the disruptions of their democratic upheaval, and support the governments that will be elected later this year. And we are urging other countries to help Egypt and Tunisia meet its near-term financial needs.Second, we do not want a democratic Egypt to be saddled by the debts of its past. So we will relieve a democratic Egypt of up to $1 billion in debt, and work with our Egyptian partners to invest these resources to foster growth and entrepreneurship. We will help Egypt regain access to markets by guaranteeing $1 billion in borrowing that is needed to finance infrastructure and job creation. And we will help newly democratic governments recover assets that were stolen.Third, we’re working with Congress to create Enterprise Funds to invest in Tunisia and Egypt. And these will be modeled on funds that supported the transitions in Eastern Europe after the fall of the Berlin Wall. OPIC will soon launch a $2 billion facility to support private investment across the region. And we will work with the allies to refocus the European Bank for Reconstruction and Development so that it provides the same support for democratic transitions and economic modernization in the Middle East and North Africa as it has in Europe.

Fourth, the United States will launch a comprehensive Trade and Investment Partnership Initiative in the Middle East and North Africa. If you take out oil exports, this entire region of over 400 million people exports roughly the same amount as Switzerland. So we will work with the EU to facilitate more trade within the region, build on existing agreements to promote integration with U.S. and European markets, and open the door for those countries who adopt high standards of reform and trade liberalization to construct a regional trade arrangement. And just as EU membership served as an incentive for reform in Europe, so should the vision of a modern and prosperous economy create a powerful force for reform in the Middle East and North Africa.Prosperity also requires tearing down walls that stand in the way of progress -– the corruption of elites who steal from their people; the red tape that stops an idea from becoming a business; the patronage that distributes wealth based on tribe or sect. We will help governments meet international obligations, and invest efforts at anti-corruption -- by working with parliamentarians who are developing reforms, and activists who use technology to increase transparency and hold government accountable. Politics and human rights; economic reform.Let me conclude by talking about another cornerstone of our approach to the region, and that relates to the pursuit of peace.For decades, the conflict between Israelis and Arabs has cast a shadow over the region. For Israelis, it has meant living with the fear that their children could be blown up on a bus or by rockets fired at their homes, as well as the pain of knowing that other children in the region are taught to hate them. For Palestinians, it has meant suffering the humiliation of occupation, and never living in a nation of their own. Moreover, this conflict has come with a larger cost to the Middle East, as it impedes partnerships that could bring greater security and prosperity and empowerment to ordinary people.For over two years, my administration has worked with the parties and the international community to end this conflict, building on decades of work by previous administrations. Yet expectations have gone unmet. Israeli settlement activity continues. Palestinians have walked away from talks. The world looks at a conflict that has grinded on and on and on, and sees nothing but stalemate. Indeed, there are those who argue that with all the change and uncertainty in the region, it is simply not possible to move forward now.I disagree. At a time when the people of the Middle East and North Africa are casting off the burdens of the past, the drive for a lasting peace that ends the conflict and resolves all claims is more urgent than ever. That’s certainly true for the two parties involved.

For the Palestinians, efforts to delegitimize Israel will end in failure. Symbolic actions to isolate Israel at the United Nations in September won’t create an independent state. Palestinian leaders will not achieve peace or prosperity if Hamas insists on a path of terror and rejection. And Palestinians will never realize their independence by denying the right of Israel to exist.As for Israel, our friendship is rooted deeply in a shared history and shared values. Our commitment to Israel’s security is unshakeable. And we will stand against attempts to single it out for criticism in international forums. But precisely because of our friendship, it’s important that we tell the truth: The status quo is unsustainable, and Israel too must act boldly to advance a lasting peace.The fact is, a growing number of Palestinians live west of the Jordan River. Technology will make it harder for Israel to defend itself. A region undergoing profound change will lead to populism in which millions of people -– not just one or two leaders -- must believe peace is possible. The international community is tired of an endless process that never produces an outcome. The dream of a Jewish and democratic state cannot be fulfilled with permanent occupation.Now, ultimately, it is up to the Israelis and Palestinians to take action. No peace can be imposed upon them -- not by the United States; not by anybody else. But endless delay won’t make the problem go away. What America and the international community can do is to state frankly what everyone knows -- a lasting peace will involve two states for two peoples: Israel as a Jewish state and the homeland for the Jewish people, and the state of Palestine as the homeland for the Palestinian people, each state enjoying self-determination, mutual recognition, and peace.So while the core issues of the conflict must be negotiated, the basis of those negotiations is clear: a viable Palestine, a secure Israel. The United States believes that negotiations should result in two states, with permanent Palestinian borders with Israel, Jordan, and Egypt, and permanent Israeli borders with Palestine. We believe the borders of Israel and Palestine should be based on the 1967 lines with mutually agreed swaps, so that secure and recognized borders are established for both states. The Palestinian people must have the right to govern themselves, and reach their full potential, in a sovereign and contiguous state.

As for security, every state has the right to self-defense, and Israel must be able to defend itself -– by itself -– against any threat. Provisions must also be robust enough to prevent a resurgence of terrorism, to stop the infiltration of weapons, and to provide effective border security. The full and phased withdrawal of Israeli military forces should be coordinated with the assumption of Palestinian security responsibility in a sovereign, non-militarized state. And the duration of this transition period must be agreed, and the effectiveness of security arrangements must be demonstrated.These principles provide a foundation for negotiations. Palestinians should know the territorial outlines of their state; Israelis should know that their basic security concerns will be met. I’m aware that these steps alone will not resolve the conflict, because two wrenching and emotional issues will remain: the future of Jerusalem, and the fate of Palestinian refugees. But moving forward now on the basis of territory and security provides a foundation to resolve those two issues in a way that is just and fair, and that respects the rights and aspirations of both Israelis and Palestinians. Now, let me say this: Recognizing that negotiations need to begin with the issues of territory and security does not mean that it will be easy to come back to the table. In particular, the recent announcement of an agreement between Fatah and Hamas raises profound and legitimate questions for Israel: How can one negotiate with a party that has shown itself unwilling to recognize your right to exist? And in the weeks and months to come, Palestinian leaders will have to provide a credible answer to that question. Meanwhile, the United States, our Quartet partners, and the Arab states will need to continue every effort to get beyond the current impasse.I recognize how hard this will be. Suspicion and hostility has been passed on for generations, and at times it has hardened. But I’m convinced that the majority of Israelis and Palestinians would rather look to the future than be trapped in the past. We see that spirit in the Israeli father whose son was killed by Hamas, who helped start an organization that brought together Israelis and Palestinians who had lost loved ones. That father said, I gradually realized that the only hope for progress was to recognize the face of the conflict. We see it in the actions of a Palestinian who lost three daughters to Israeli shells in Gaza.I have the right to feel angry, he said.So many people were expecting me to hate. My answer to them is I shall not hate. Let us hope,he said,for tomorrow.That is the choice that must be made -– not simply in the Israeli-Palestinian conflict, but across the entire region -– a choice between hate and hope; between the shackles of the past and the promise of the future. It’s a choice that must be made by leaders and by the people, and it’s a choice that will define the future of a region that served as the cradle of civilization and a crucible of strife.

For all the challenges that lie ahead, we see many reasons to be hopeful. In Egypt, we see it in the efforts of young people who led protests. In Syria, we see it in the courage of those who brave bullets while chanting, peaceful, peaceful. In Benghazi, a city threatened with destruction, we see it in the courthouse square where people gather to celebrate the freedoms that they had never known. Across the region, those rights that we take for granted are being claimed with joy by those who are prying lose the grip of an iron fist.For the American people, the scenes of upheaval in the region may be unsettling, but the forces driving it are not unfamiliar. Our own nation was founded through a rebellion against an empire. Our people fought a painful Civil War that extended freedom and dignity to those who were enslaved. And I would not be standing here today unless past generations turned to the moral force of nonviolence as a way to perfect our union –- organizing, marching, protesting peacefully together to make real those words that declared our nation: We hold these truths to be self-evident, that all men are created equal.Those words must guide our response to the change that is transforming the Middle East and North Africa -– words which tell us that repression will fail, and that tyrants will fall, and that every man and woman is endowed with certain inalienable rights. It will not be easy. There’s no straight line to progress, and hardship always accompanies a season of hope. But the United States of America was founded on the belief that people should govern themselves. And now we cannot hesitate to stand squarely on the side of those who are reaching for their rights, knowing that their success will bring about a world that is more peaceful, more stable, and more just.Thank you very much, everybody.
