Report: Danger Lurks in a PA State

If – as many expect – the United Nations General Assembly votes to recognize a Palestinian state in Judea, Samaria, and Jerusalem at its meeting next September, the IDF and the government will have to take a more aggressive tack to defend Jews living in Judea and Samaria.A study undertaken by IDF Reserve Major Moshe Hisdai examined the defense, military, and legal implications of UN recognition of a PA state – and concluded that the army, government and residents have to be ready in advance. This is not an apocalyptic scenario, but we must rid ourselves of the viewpoint that such radical scenarios are far-fetched, Hisdai said in an interview with Arutz 7. The mindset that we are well-defended is a false one.Hisdai, a well-known defense official who conducted numerous investigations of defensive systems and set up a special missions unit in Judea and Samaria, cites in his study sources as divergent as President Shimon Peres and Finance Minister Yuval Steinitz – individuals between whom the political gap is wide. Apparently the defensive gap is not.In a study done in 1998, entitled “When the Palestinian Army Invades the Center of the Country,Steinitz slams the idea of allowing free access to Judea and Samaria for PA troops. Such access would inevitably encourage a regional war, and the 25,000 or so PA troops that might invade the center of the country could be enough to turn tide of the battle against Israel, enabling the enemy to take over large parts of the country.
Hisdai cites another study by Reserve Colonel Moshe Hager, head of the country's pre-army academies, who wrote that Defense Minister Ehud Barak's plan to allow large numbers of PA troops into Judea and Samaria could endanger the existence of the state. In the event of a regional war, Judea and Samaria will remain without supervision, as IDF troops try to repel the invasion. It will be impossible to prevent thousands of terrorists from invading Jewish communities in Judea and Samaria. Such a scenario could lead to a massacre of Jews, a one-on-one fight where Arabs have the advantage, attacking isolated and exposed Jews,Hager wrote.Even Shimon Peres, the architect of Oslo, realizes the folly of allowing large numbers of PA troops into Judea and Samaria. Peres, in two of his books – including 1993's New Middle East – writes that tens of thousands of PA troops in Judea and Samaria would be in a perfect position to invade Israel. In fact, the PA's irregular army,which could be beefed up quickly and easily, would be an invaluable addition to the Arab armies that would fight against Israel.Hisdai's study includes other expert opinions, from a wide range of Israeli security experts, that all say the same thing – Israel , including the Jewish communities in Judea and Samaria, would be in mortal danger if the PA had the opportunity to spread its troops throughout a PA state that could become a reality just a few months from now. And if such a declaration is made, the PA troops, according to international law, would be within their rights to enter Jewish communities in Judea and Samaria and wreak havoc on the lives of residents.Hisdai's study was prompted by the murders of the Fogel family in Itamar last month. The real lesson of the Fogel murders is that we must think about what the scenario would have been like if this had been an all-out attack, instead of a home invasion and murder by two individuals.
The study's bottom line is that the IDF and the government must be much more serious in how their conception of defense in Judea and Samaria in the wake of the potential political developments. I have been speaking to all sorts of groups, both right and left, in recent weeks,Hisdai says.And interestingly, the moderate left and the right all agree: There is no Palestinian partner, and no one to negotiate with on the two-state solution. PA Carries out Ahmadinejad’s Threat and Wipes Israel Off Map

The Palestinian Authority has carried out Iranian President Mahmoud Ahmadinejad’s threat to wipe Israel off the map and literally has done so by displaying maps of Palestine covering all of Israel at the same time its leaders talk about two states for two people.PA Chairman Mahmoud Abbas, head of the Fatah movement that controls the PA in Judea and Samaria, has in effect established a one-state solution in Fatah offices and in Palestinian Authority schools and offices.The Palestinian Media Watch (PMW) has documented that professional unions and private PA groups display maps showing a rifle and a quill over Palestine, from the Lebanese border in the north to Eilat in the south and from the Mediterranean Sea to the Jordan River.The maps have been circulated at the same time Abbas campaigns for international recognition of the Palestinian Authority based on the borders of Israel as they existed between 1949 and 1967, during which time Jordan was mandated by the United Nations to rule part of Judea and Samaria but then overtook and occupied the entire region, including large swaths of Jerusalem, after the War of Independence in 1948.
Jordan surrendered the areas in the Six-Day War in 1967, and Egypt and Syria did the same in Gaza and the Golan Heights respectively.The maps declare Abbas’ intentions of making the 1967 borders the temporary outline of a would-be Palestinian Authority country, even though – as PMW noted – U.S. President Barack Obama has criticized such maps as a security threat to Israel, in the same category as the threat from terrorist groups who want to destroy Israel.I will never compromise when it comes to Israel's security, he told the American Israel Public Affairs Committee (AIPAC) in 2008. Not when there are still voices that deny the Holocaust. Not when there are terrorist groups and political leaders committed to Israel's destruction. EUOBSERVER / BRUSSELS - EU countries and the US have circulated a draft UN Security Council (UNSC) press statement on Syria, described by diplomats as a first step toward imposing sanctions. The development mirrors last month's build-up to action on Libya.A source in the UNSC told this website that the draft statement contains language: condemning violence, calling for restraint, supporting the UN secretary general in calling for an independent investigation into the killings, mentioning the repeal of the emergency law and adoption of other supposedly pro-reform measures, but obviously saying these must be enacted in deed as well as in word, and noting Syria's wider significance in terms of wider security issues in the region.
The contact added that there is no inevitable move from that [the UNSC statement] toward sanctions, but it is a necessary first step as in the case of Libya - first you had a press statement, then a resolution, then another resolution.The draft statement has been put forward jointly by the EU's four UNSC members - France, Germany, Portugal and the UK. The US has been consulted and is supportive,the source noted.
Russia has said it will respond in the next few hours. The prompt Russian reaction is being seen by the EU as a sign that Moscow backs making a statement in principle but aims to negotiate the wording. China is keeping quiet but is expected to take a joint position with Russia.A UNSC press statement has less force than a resolution but is adopted by the same procedure, giving China and Russia a veto. No formal UN debate has been tabled on Syria, with the discussions taking place through informal channels. VILONIA, Ark. – A day after a series of powerful storms in Arkansas killed 10 people in flooding and a tornado that twisted a tractor-trailer like a wrung dish rag, residents in several states braced Tuesday for a second straight night of violent weather as forecasters again called for twisters to hammer the region.The National Weather Service issued a high risk warning for severe weather in a stretch extending from northeast of Memphis to just northeast of Dallas and covering a large swath of Arkansas. It last issued such a warning on April 16, when dozens of tornadoes hit North Carolina and killed 21 people. Fourteen tornado warnings had been issued in Arkansas by 6 p.m. Tuesday, although there was no confirmation that any funnel clouds touched the ground.The latest round of storms began as communities in much of the region struggled with flooding and damage from earlier twisters. In Arkansas, a tornado smashed Vilonia, just north of Little Rock, on Monday night, ripping the roof off the grocery store, flattening homes and tossing vehicles into the air.
An early warning may have saved Lisa Watson's life in that case. She packed up her three children and was speeding away from the Black Oak Ranch subdivision in Vilonia when she looked to her left and saw the twister approach. Two of her neighbors died in their mobile homes, and a visiting couple who took shelter in a metal shipping container where the husband stored tools died when the container was blown at least 150 feet into a creek.Jimmy Talley said his brother, David, told his mother that he and his wife, Katherine, were leaving the mobile home they'd been staying in because they thought the container would be safe.He said I love you, Mom,and that's the last that anybody heard from him, Jimmy Talley said.The tornado also reduced the mobile home the couple had been staying in to a pile of boards and belongings. Pictures Watson took when she returned home showed a collection of demolished mobile homes, including what looked like a pile of insulation that she said had been a trailer.Faulkner County Judge Preston Scroggin said the tornado tore through an area 3 miles wide and 15 miles long, and he thought more people might have died if the residents hadn't been receiving warnings about a possible outbreak of tornadoes since the weekend and the local weather office hadn't issued a warning almost 45 minutes before the twister hit Vilonia.
Pat Fulmer saw the warning on television and took shelter in a safe room. But as the minutes passed, she thought it might be a false alarm. The area had already received warnings for two other rotating storms that didn't result in touchdowns, she said.
It was about to the point that we thought they were crying, Wolf, Fulmer said. Then as the tornado approached about 7:30 p.m., she began receiving calls and text messages telling her it was coming.Vilonia Mayor James Firestone said cleanup and recover work began immediately.We had people lined up with chainsaws at city hall ready to go to work, he said. U.S. may see several hurricane landfalls in 2011: WSI

MIAMI (Reuters) – The 2011 Atlantic hurricane season will be active with the energy-rich U.S. Gulf Coast facing a significant threat of a hurricane landfall, a leading private weather forecaster predicted on Tuesday.The forecast by Weather Services International follows one of the busiest seasons on record last year that saw intense levels of storm and hurricane activity but no direct hit on the U.S. coastline.WSI slightly lowered its December forecast, calling for 15 named storms and eight hurricanes. Four are expected to strengthen into major hurricanes of Category 3 or higher on the five-step Saffir-Simpson intensity scale, it said.While we expect less overall activity this year, we do expect a much more impactful season along the U.S. coastline,WSI's chief meteorologist Todd Crawford said in a statement.
Other private forecasters have made similar predictions for the 2011 season set to begin June 1 and run through November 30.The La Nina phenomenon, which fosters hurricane formation, is weakening faster than expected and prompted WSI to lower its prediction, Crawford said.The 2010 season spawned 19 named storms, tying for the third most active season with 1887 and 1995, according to the U.S. National Hurricane Center. Twelve storms grew into hurricanes last year, making it the second-highest season tied with the year 1969.
NO LANDFALLS SINCE 2008
The U.S. coastline has been spared a direct hit since 2008. Last year, Hurricane Earl, which grew into a Category 4 hurricane, came the closest by approaching to about 100 miles off North Carolina and southern New England in September.Our recent good fortune in avoiding landfalling hurricanes is not likely to last, Crawford said.
Projection models, he said, showed the western states on the U.S. coast of the Gulf of Mexico, where major oil and gas installations are located, facing sharply increased chances of a landfall this year.Crawford predicted two or three hurricanes could come ashore.The U.S. has not had a three-year stretch without a hurricane landfall since the 1860s, he added.A change in weather conditions is also increasing chances of an hurricane making impact on the U.S. coastline, according to Crawford.

Major forest fire breaks out in Switzerland

GENEVA – Police say almost 300 firefighters and the army are battling strong headwinds and dry conditions to extinguish a huge forest fire in southern Switzerland.Firefighters aided by helicopters struggled to contain the blaze Tuesday night after it broke out at an auto repair shop on the outskirts of Visp and quickly advanced on forestland in the Swiss canton (state) of Valais.The exact cause of the fire remains unknown. Authorities warned residents to remain inside their homes.

COMMENTARY | Despite the fact President Barack Obama participated in an Easter Egg roll Monday as well as church services Sunday, he has once again come under fire by right wingers, this time over trivial matters regarding the religious holiday: The White House never released a proclamation about Easter, and even conservative TV hacks like Sean Hannity whined about it Monday night with his Great American Panel.
Seeing the president and first lady participate with thousands of children for the annual Easter Egg Roll on the White House South Lawn, progressives, who are cognizant of how much the right wing loathes Obama, must have wondered what grounds they would find to accuse the president over this time. Like how he and Michelle read the story Chicka Chicka Boom Boom or the Get Up and Go theme promoting anti-obesity? Given the White House had issued releases on Muslim holidays and Earth Day, conservatives have found yet another Obama conspiracy to gripe about, along with his birth certificate, the issue that current leader in the Republican pre-primary polls Donald Trump has been browbeating for his own ego.A lot of people don't know when certain Muslim holidays take place, as well as Earth Day. So why get on the White House and Obama for letting the public know that the executive branch of government is aware of the holidays of other religions that aren't practiced by the majority of Americans? It's not like Obama or his family are seen regularly attending mosques.
What the Obama bashers fail to realize is that actions speak louder than words. Obama and his family attended services at a Washington Baptist church and continued the Easter tradition with kids Monday. Furthermore, virtually every American knows that Easter weekend took place this past weekend, so why necessarily make a proclamation about it? What, does Michele Bachmann or Sarah Palin need White House reminders about holidays since their awareness about other things is questionable, i.e., the Minnesota congresswoman's lack of U.S. history knowledge and the former Alaska governor needing hand crib notes to get by? Being against a president over his policies is one thing, but being petty over everything Obama says and does reflects the mean-spiritedness of many in the conservative movement.

Enormous statue of powerful pharaoh unearthed

CAIRO – Archaeologists unearthed one of the largest statues found to date of a powerful ancient Egyptian pharaoh at his mortuary temple in the southern city of Luxor, the country's antiquities authority announced Tuesday.The 13 meter (42 foot) tall statue of Amenhotep III was one of a pair that flanked the northern entrance to the grand funerary temple on the west bank of the Nile that is currently the focus of a major excavation.The statue consists of seven large quartzite blocks and still lacks a head and was actually first discovered in the 1928 and then rehidden, according to the press release from the country's antiquities authority. Archaeologists expect to find its twin in the next digging season.Excavation supervisor Abdel-Ghaffar Wagdi said two other statues were also unearthed, one of the god Thoth with a baboon's head and a six foot (1.85 meter) tall one of the lion-headed goddess Sekhmet.
Archaeologists working on the temple over the past few years have issued a flood of announcements about new discoveries of statues. The 3,400-year-old temple is one of the largest on the west bank of the Nile in Luxor, where the powerful pharaohs of Egypt's New Kingdom built their tombs.Amenhotep III, who was the grandfather of the famed boy-pharaoh Tutankhamun, ruled in the 14th century B.C. at the height of Egypt's New Kingdom and presided over a vast empire stretching from Nubia in the south to Syria in the north.The pharaoh's temple was largely destroyed, possibly by floods, and little remains of its walls. It was also devastated by an earthquake in 27 B.C. Accident Data Recorders (ADR'S) described as black boxes for vehicles, are becoming more prevalent in passenger vehicles, and will arguably become a vehicle manufacturers must have accessory for new vehicles of the future.Black boxes primarily consist of acceleration sensors, global positioning satellite (GPS) receiver modules, camera modules, image processing integrated circuits and storage devices.ADR's record images in much the same way as flight recorders record data in an aircraft, and as a result, they and are being increasingly utilized for their role as a third eye witness in traffic accidents. Attached to the inside of the windshield, the device shoots video whenever the vehicle sustains a jolt above a predetermined level, the video image immediately before and after the accident is recorded. Drive recorders have primarily been used in the taxi industry to analyse accidents, though they are also becoming increasingly adopted in industrial fleets and in private cars.
Some Drive recorders record both forward and rear facing video immediately before, and after an accident, or the sudden accelerations or decelerations that could have led to one. Equipping vehicles with such a black box provides advantages, namely
(1) Faster insurance claims processing
(2) Monitored driving habits providing safety and perhaps even fuel expenditure savings
(3) Accumulation of data for the development of next-generation safety systems.

Of these, faster post accident insurance claims processing is an immediate result of just installing the recorder. Equipping a car with a drive recorder would provide the insurance companies with significant benefits including fewer excess insurance payouts and lower personnel and court expenses during negotiations and settlements. The reduced expenses generated could be utilized by the insurers to provide discounts on insurance premium payments for vehicles fitted with drive recorders. Ultimately, and with development, drive recorder data could also be used to introduce new insurance rate schedules based on the actual driving performance of drivers to be insured.Taxi and parcel delivery companies expend considerable effort on handling accidents, and independent third eye data that determines who is at fault, as well as the conditions at the accident scene, can sometimes end up being presented in court. With a drive recorder, a more objective judgment can be made, utilizing recorded imagery rather than the somewhat vague recollections of the involved parties.Taxi Companies in Japan equip their fleets of taxis with these black boxes, because they can be checked immediately after an accident, eliminating arguments with the other driver about whether a signal was red or green. This would not only reduce the number of accidents, but also improve fuel economy. The Japanese experience highlights about a 10% difference in fuel expense depending on whether a vehicle is driven with frequent and heavy acceleration or deceleration, or not. A drive recorder could thus have a significant effect on fuel costs.With all these benefits, it seems likely that drive recorders will be adopted as the norm in commercial vehicles. It is also likely that these devices may grow in popularity in the passenger car market, and demand for black boxes in passenger cars is quite high. Many individuals, such as people who have caused past accidents, particularly involving personal injury, and those who have been subjected to costly legal disputes, or people who just require objective judgments for the sake of their conscience, will find the drive recorder evidence essential.The reduced administrative claims costs generated could be utilized by the insurance firms to provide discounts on insurance premium payments for those individuals who fit drive recorders and pool their data with a view towards reduced insurance premiums.
Vehicle design already reflects the manufacturers concerns for preventative accident technology, and the drive recorder can play a big part there, too. BEIJING — The European Commission is looking in to the efficacy of fitting black-box recorders into motorists’ cars.The study, entitled Project Veronica, is looking at whether installing Event Data Recorders into cars would be useful to authorities and companies such as insurance firms in determining what exactly occurs in the moments leading up to and the moments immediately following road traffic accidents. The EDRs would be capable of tracking a driver’s every move and this has made the project unpopular with civil rights groups. Although information gathered by the EDR such as when brakes are applied, when the horn is used and when the indicators were turned on could all be useful in determining who is at fault during a crash, some say that the technology could be used to keep a constant eye on a drivers every move.The 2.4 million pound study was commissioned by the European commission’s transport arm and taken three years to complete. Researchers believe the technology will improve safety if its recommendations of fitting the devices into all cars are carried out. According to the research drivers with black boxes were 10 percent less likely to be involved in a fatal accident, and their repair bills fell by as much as 25 percent. Ralf Schmidt-Cotta, director of the study, which is being carried out at the German car-parts group Continental, said,The technology is like an independent, neutral witness. For police and insurance companies, it will be invaluable. It will also revolutionise road safety because of the psychological impact of having the boxes installed. Toronto key to majority for Canada's Conservatives

BRAMPTON, Ontario (Reuters) – The Toronto region is where the 2011 federal election will probably be decided as the Conservatives hunt for the extra seats they need to turn their minority government into a safe majority one.In the city of Toronto, which has a reputation for being a fortress for the opposition Liberals, the Conservatives have the aging populations of affluent electoral districts in their sights, with a special nod to Jewish voters who like the government's pro-Israel stance.And in the suburbs, where visible minorities now make up a rising share of voters, they are targeting the ethnic vote.Their objective is to position themselves as the natural governing party for the 21st century in Canada, said Christian Leuprecht, an associate professor of politics at Queen's University in Kingston, Ontario.That clearly means making inroads with those population groups that are growing rapidly.The Conservatives, in power since 2006, are using their record on the economy and family-centric traditional values to appeal to voters in the suburbs of Canada's largest city, home to 10 of the tightest races for the May 2 election.
Three of the hottest ridings, or electoral districts, are in Brampton, just northwest of Toronto, where half the residents are immigrants, and one in three is from South Asia. Buoyed by an immigrant vote that has traditionally backed them, the Liberals won here in the last election, but only just.Now, the immigrant vote isn't necessarily Liberal.Brampton's population has risen more than four-fold since the 1970s, transforming a once picturesque town into a suburban sprawl of townhouses and strip malls. Sikh men in turbans chat on street corners, while children play road hockey in front of cookie-cutter homes.Brampton is a microcosm about how this country has changed,Leuprecht said.If you can make inroads in this sort of a riding, I think you're also sending a signal that you're keeping up with the times.The province of Ontario, of which Toronto is capital, has a third of the seats in Parliament. That makes it the key electoral battleground for the Conservatives, who are targeting voters in traditional Liberal strongholds, while defending their position against the left-leaning New Democratic Party, which has soared in the polls in the last two weeks of the campaign.The Conservatives hold 143 seats in Parliament and need 12 more for a majority. They won minority governments in the 2006 and 2008 elections.They realized that if they focused on these ridings and work hard, they can win it,said Rajinder Saini, a Punjabi-language radio host and an influential voice within that community.If they go to Conservatives, I will not be surprised.

The party may also have an opportunity to break the strong Liberal position within Toronto itself, notably in the diverse riding of Eglinton-Lawrence, where the population has Jewish, Italian and Filipino roots.Here, the Conservatives are benefiting from their clear message as a defender of Israel and the threat of another near-term election if no party wins an outright majority in this one.In the last election, Conservative candidate Joe Oliver narrowed the gap against the Liberal incumbent -- who has held the seat since 1988 -- from 23 percent to 4.7 percent.Now, it's closer, Oliver told Reuters.This still remains an uphill fight but the messages that we're talking about are resonating.But Tariq Amin-Khan, an associate professor of politics at Ryerson University in Toronto, said that the Conservative strategy of targeting voters based on race or ethnic origin could backfire. Busby: Fukushima Explosion Was Nuclear Kurt Nimmo

British scientist Christopher Busby, a researcher on the negative health effects of ionizing radiation, told Russia Today that one of the explosions at the crippled Fukushima nuclear plant in Japan was a nuclear explosion, not a hydrogen explosion as widely reported in the media.Busby said the explosion at Chernobyl in 1986 was also a nuclear explosion. The Chernobyl nuclear accident dispersed large quantities of radioactive fuel and core materials into the atmosphere. Busby told RT the crisis at Fukushima is far worse than Chernobyl.He said the explosion did not originate in the reactor core, but the tanks where spent plutonium MOX fuel rods are stored. MOX fuel contains plutonium blended with natural uranium, reprocessed uranium, or depleted uranium. The explosion vaporized the plutonium rods and ejected a large amount of radiation into the atmosphere.Takeshi Tokuda, a member of the Lower House of the Japanese Diet, also believes the first explosion at Fukushima was nuclear. Tokuda talked with a doctor Oikawa of the Minami Soma City General Hospital.
Oikawa told the government representative that materials ejected from the plant after the explosion registered high radiation levels.When the hospital checked the radiation level on the people who escaped from around the nuke plant after the explosion, there were more than 10 people whose radiation level exceeded 100,000 cpm [counts per minute], beyond what could be measured by the geiger counter the hospital had, Tokuda wrote.100,000 cpm is the new level that the Japanese government set that requires decontamination. Before the Fukushima accident, the level was 6,000cpm.The EPA has attempted to downplay the fact that plutonium is now bombarding the United States and much of the Northern Hemisphere. According to Lucas Hixton Whitefield, an EPA RADNet report shows increased levels of plutonium in the atmosphere. Whitefield found information on the plutonium in a RADnet dataset.

Netanyahu Denies Report He Caved In on Temple Mount

The Prime Minister's Office issued a statement Tuesday bluntly denying a report that Binyamin Netanyahu intends to cave in to extreme Arab demands over Jerusalem and demographics.A Kuwaiti newspaper, Al Jarida, reported that Netanyahu will present a diplomatic plan next month that includes Israeli acquiescence to a preliminary Palestinian with eastern Jerusalem as its capital. The paper also claimed that Netanyahu agreed to hand over the Temple Mount and other holy places to international sovereignty.Netanyahu also supposedly consented to let Arab refugees into Israel, in accordance with a plan to annihilate the Jewish state demographically, known as the right of return.Al Jarida said that these concessions were detailed by Israeli delegate Attorney Yitzchak Molcho in a secret meeting with Palestinian Authority negotiator Saeb Erikat, ahead of Netanyahu's upcoming major policy speeches in Washington.There was never any secret meeting between Attorney Yitzchak Molcho and Saeb Erikat,the PMO said, "and therefore it is also clear that the alleged contents of the meeting have no basis in reality.The Kuwaiti newspaper claimed that the United Nations, United States and Russia were involved in the plan to turn over the holy sites to international hands. We cannot give up these places, he said.The former head of Israel's National Security Council and of the IDF's Central Command expressed his conviction that the IDF would apprehend the Palestinian Authority policemen who murdered Ben Yosef Livnat at Joseph's Tomb. This Passover we made two Passover sacrifices, Daniel Viflic who was murdered by rocket fire from the Hamas terrorists in Gaza as well as Ben Yosef Livnat.In referring to the opinion that neither side was innocent in the shooting at Joseph's Tomb, Dayan replied, There are those who make light of the matter and even call this an incident rather than a terrorist attack. So apparently Hebrew is a beautiful language but this was a terrorist attack. Policemen fired on Jewish worshipers, and this is murder. True, they did not coordinate their entry but here we are talking about the eve of a holiday.In his opinion, the IDF occasionally forgets its proper role. Our job is not to make explanations for the Palestinians but to apprehend those responsible. There must be an exhaustive investigation; one should punish those responsible. It's clear to everyone that the Palestinian police are going to do nothing, especially in light of the fact that we are even providing them with excuses. One must not rely on them. When I was the head of Central Command after the events of the Western Wall Tunnel [1996] we drew up a blacklist of all Palestinian policemen that we suspected of involvement in the terrorist attacks, we went over the list, we arrested those whom we had to and we eliminated those whom we had to.
Dayan concludes that the current situation at Joseph's tomb is insufferable. Following the events that led to the killing of [the Druze Army soldier] Madhat Yusuf at Joseph's Tomb [in October 2000, upon the outbreak of the Second Intifada, aka The Oslo War] the Tomb has been burnt; a mosque was built there, and then the tomb was again repaired. It's legitimate to debate whether to station troops there or not but it's not legitimate that [the PA] won't allow Jews to pray there. It's necessary that people should arrive at Joseph's Tomb every day as well as to the Peace on Israel Synagogue in Jericho. Of course one has to coordinate, but one must again open up these places, otherwise we are de facto giving up on them.To my sorrow the media, that does not always remember all the details, sets the agenda. They deal all the time, and justifiably so, with Gilad Shalit, but don't recall those who were killed in that incident [a reference to two soldiers from Shalit's crew who were killed simultaneously with his abduction, ed.]. Also, in the Joseph's Tomb attack they mention that Ben Yoseph Livnat was murdered, but it's necessary to mention also all those who were wounded and are fighting for their lives. The leaders of France and Italy are meeting in Rome today (26 April) to discuss measures to tighten EU border controls amid rising tensions over how to deal with the thousands of migrants fleeing revolutions in north Africa.French President Nicolas Sarkozy and his Italian counterpart Silvio Berlusconi are expected to use this 29th bilateral summit to call for a partial reintroduction of border controls, a move that would undermine one of the most significant integration steps of the European Union.Europe is not the free movement of illegal immigrants, Laurent Wauquiez, French European affairs minister told Journal du Dimanche. France wants to study the possibility of restoring border controls if there is a major influx at the gates of the Union,he said.Referring to the EU's agreement on abolishing internal borders, Italian Foreign Minister Franco Frattini told daily Il Sole 24 Ore: All treaties inevitably grow old. The Berlin wall of North Africa has come down and the context in which these treaties and I think also the Lisbon treaty, were written has changed radically.
The Franco-Italian meeting comes as the influx of some 25,000 Africans over recent weeks has exposed the fragility of Europe's approach to dealing with immigration. Italy, as the landing country for the vast majority of the immigrants, has complained bitterly about the what it is says is a lack of solidarity in dealing with the migrants from the rest of the EU.With its complaints falling on deaf ears, it then infuriated fellow member states - particularly France - by granting Tunisians six-month resident permits allowing them to travel freely within the countries belonging to the Schengen Zone. Many Tunisians, often French-speakers, started to make their way to France, prompting Paris to search trains coming from Italy. Under EU rules, residency permits - Italy has so far granted around 8000 - can only be granted if the person has the means to support themselves.Although France has said it does not want to suspend the Schengen Agreement but just review it, the mere fact that it is being discussed at all is of significant symbolic importance.The 1995 agreement, allowing passport-free travel in 25 European countries and affecting 400 millions citizens, is seen as one of the deepest integration moves in the EU's history, breaking the down national borders and resting on trust between member states.However, the highly visible migration from Africa in recent weeks - where migrants often reach the tiny and ill-equipped Italian island of Lampedusa first - has seen member states defend the domestic line rather than one of EU solidarity.
It also comes amid internal political pressure as national politicians take a hard line on immigration, taking on board some of the policies of rising populist and anti-immigration parties. Iranian Nuclear Program Hit By Second Cyber Missile Virus

Iranian civil defense commander Gholamreza Jalali said Monday the Islamic Republic's nuclear program has fallen prey to a computer virus called Stars, Reuters reports.
The Stars virus is the second in the cyber war against Iran's bid for nuclear capability, following after the much-reported Stuxnet virus,Jalalai said the introduction of the new virus is being investigated while admitting Stuxnet still posed a risk. We should know that fighting the Stuxnet virus does not mean the threat has been completely tackled, because viruses have a certain life span and they might continue their activities in another way,Jalali said.The revelation that Stuxnet is still hampering Iran's nuclear program runs counter to previous claims by Iranian officials that the destructive virus had been dealt with and buttresses Saudi concerns that Iran's intention to activate the Bushehr plant in May could lead to a second Fukushima.Saudi concerns were based on reports attributed to a Russian engineer working at the site that metal shards were found in the coolant intakes for the reactor.Iranian officials blamed Israel and the United States -- which believe Iran is seeking nuclear weapons -- for the Stuxnet virus, which some expert shave described as the first guided cyber missile, aimed at Iran's atomic program.

CHERNOBYL, Ukraine (Reuters) – Russian President Dmitry Medvedev on Tuesday called on the world community to tighten safety rules at nuclear plants and tell the truth when there were accidents like those at Chernobyl and Fukushima.Medvedev spoke alongside Ukrainian President Viktor Yanukovich at a solemn ceremony marking the 25th anniversary of the world's worst nuclear accident at Chernobyl in Ukraine when a reactor exploded, sending radiation billowing across Europe.The ceremony, at which the two leaders paid homage to the clean-up workers and victims of the 1986 accident, took on added significance amid efforts by Japan to control the crisis at its Fukushima plant, damaged by an earthquake and tsunami.A jarring note came from Belarussian President Alexander Lukashenko whose country suffered as badly as Ukraine from the Chernobyl disaster.Touring border areas in his own country affected by the Chernobyl accident, Lukashenko described Yanukovich as a lousy leader for leaving him out of Chernobyl anniversary events at the behest of European Union leaders.The crisis at Fukushima and what happened at Chernobyl 25 years ago meant new rules had to be developed on the peaceful use of nuclear energy and safety, Medvedev said.Today, I sent proposals to (world) leaders ... aimed at guaranteeing the necessary development of nuclear energy in the world while preventing at the same time catastrophic global consequences,the Russian leader said.

The blast sent radiation billowing across Europe.A total of 31 people died immediately but many more died of radiation-related sicknesses such as cancer, many of them in what is today Belarus.Tens of thousands were evacuated, never to return, from Prypyat, the town closest to the site which then had a population of 50,000.
550 MILLION EUROS PLEDGED
Last week the world community, spurred by the nuclear crisis in Japan, pledged 550 million euros ($780 million) to help build a new containment shell over the stricken reactor at the Chernobyl site to replace a makeshift one that has begun to leak radiation.Chernobyl was a challenge of planetary dimensions. The answer to this challenge can be provided only by the world community,Yanukovich said. In Chernobyl, he thanked Medvedev for Russia's donation of 45 million euros ($65.38 million).
Tuesday's anniversary saw anti-nuclear protests in several European countries. About 120,000 people took part in anti-nuclear rallies across Germany on Monday, the largest Easter Monday protests in many years, ahead of the anniversary.There were 80 rallies across Germany, the largest outside the Grohnde nuclear reactor, one of 17 plants in Germany, where 20,000 took part. Syria a Bigger Headache for Turkey than Libya

Kol Yisrael has just reported that a Turkish citizen was shot in the head crossing into Jordan from Syria. As it is Assad's security forces who hold the weapons, the incident may force Ankara's hand.The Turkish opposition has begun to make hay over the issue by accusing the ruling AKP – Justice and Development Party – of employing a double standard in terms of Syria. A column in the Turkish newspaper Hurriyet complained that the government, which is eager to bash Israel on every occasion over Gaza, has very little to say in the face of the images of brutality coming out of Syria and Libya. In the meantime, no one in the party is openly accusing Gaddafi or Assad of murdering their citizens…. those pro-AKP organizations are quick to gather outside the Israeli embassy in protest [but] are not to be seen outside the Libyan or Syrian embassies.How could a Muslim party ignore the fate of the Muslims in these countries, questioned the columnist. He also predicted that the insurgents would remember Turkey's cowardly stance when they came to power.We also saw how the opponents of Gaddafi, who we believe will be successful in the end, turned against Turkey. The same thing could easily happen in Syria if the AKP government continues to go softy softly on Assad.
Syria is more of an issue for Turkey than Libya because of the common border. Turkey fears that the current crackdown could stimulate tides of Syrian refugees crossing the border with Turkey. The Turkish Foreign Ministry is already running through scenarios. A destabilized Syria would also exacerbate Turkey's Kurdish problem.The United States has been in close contact with the Turks and is playing good cop bad cop with Ankara. Officer Obama has been the good cop calling Turkish Premier Erdoganto express appreciation for Turkey's ongoing humanitarian efforts in Libya and its participation in the NATO No-Fly Zone and Arms Embargo operations.The bad cop was being played by David S. Cohen, Acting Undersecretary for Terrorism and Financial Intelligence in the Treasury Department, who is visiting Ankara this week to emphasize the requirement that Turkey comply with the sanctions against Iran and Libya.Cohen will warn the Turks that if they trade with Iran and Gaddafi's Libya, they will find the U.S. financial system barred to them. EUOBSERVER / PARIS - Between 300 and 500 European soldiers of fortune, including EU nationals, are working for Colonel Gaddafi in Libya, a leading criminologist has said.The European mercenaries are mostly specialists in heavy weapons, helicopter technology and tactics and command fees of several thousand US dollars a day. The majority come from Belarus, Serbia and Ukraine. There is a significant amount of Polish helicopter experts. Belgian, British, French and Greek nationals are also involved.The Europeans come on top of much larger numbers of hired fighters from the Central African Republic, Chad, Niger, Mali and Somalia, who are paid up to $2,000 a day. The men come and go via the 15-or-so still-operational military airports in southern Libya.Gaddafi's official army has just 25,000 or so soldiers left due to desertions. But his sons also command three units of well-equipped militia, numbering between 35,000 and 50,000 men in total.The information comes from Michel Koutouzis, a Greek expert on organised crime, whose French-registered company, Lotophages Consulting, does research on security issues for the EU institutions, the UN and the French government, and who spent February and March travelling in north Africa.In Libyan society, there is a taboo against killing people from your own tribal group. This is one reason why Gaddafi needs foreign fighters, Koutouzis told this website.
A contact linked to the rebel authorities, the Transitional National Council in Benghazi, told EUobserver that Algerian, Russian and Syrian serving military officers have also been helping Gaddafi.They began coming after the first US bombardment. Gaddafi changed his tactics - he brought in hundreds of four-by-four trucks from Algeria and stopped relying on tanks,the source said.The Algerians and the Syrians are worried that Libya could set a bad example.He added that Gaddafi uses mercenaries because he does not trust Libyans.There have been almost constant coups against him over the past 40 years. His personal bodyguard are all foreigners. Tornado, floods kill 7 in central US: officials

WASHINGTON (AFP) – Severe storms that ripped through the central US left at least seven people dead in the state of Arkansas, officials said Tuesday, as flash flood warnings prompted mass evacuations in neighboring Missouri.Strong storm winds and torrential downpours have slammed a swath of central US states in recent weeks, leaving river levels precariously high.Authorities Tuesday had begun evacuating 1,000 people along the swollen Black River near the Missouri town of Poplar Bluff, home to some 17,000 people.The National Weather Service (NWS) issued a flash flood warning for three counties in the southwest of the state.The levee along the Black River from Poplar Bluff... remains compromised in several locations,the NWS warned in an advisory.The river is near its crest... which is maximizing the potential of an eventual failure of the levee system.Flash flood warnings were also issued by the NWS in Arkansas, as a tornado that slammed the central town of Vilonia late Monday that has claimed the lives of four people, Arkansas Department of Emergency Management spokeswoman Renee Presslar confirmed to AFP.Search and rescue crews were assessing the damage to the town ahead of fresh storms expected to reach the region later in the day.
Three other people were killed when their vehicles were swept from the road in severe flooding in the state's northwest, Presslar added.Arkansas Governor Mike Beebe declared a state of emergency for his state late Monday night in response to the severe storms and flooding that have impacted Arkansas,also warning that there is also a strong possibility of additional severe storms Tuesday afternoon and evening.
Police: Levee protecting Mo. town holds overnight

POPLAR BLUFF, Mo. – A levee protecting a southeast Missouri town from major flooding held up overnight, although the swollen river pouring over in several spots is threatening to burst through the structure and has already forced the evacuation of about 1,000 area homes, a police official said.Poplar Bluff deputy police chief Jeff Rolland said early Tuesday that the Black River overran the levee in about 30 locations between Poplar Bluff and the nearby town of Qulin.How that hasn't broken through yet, it's a miracle,Rolland said.Tuesday brought the promise of more showers and thunderstorms to the area, where river swollen rivers are threatening towns in a vast swath of the nation's midsection.Crews rescued 59 people in 1 1/2 hours late Monday after water spilled over the dam and inundated a section of Poplar Bluff, a town of 17,000 residents that is 130 miles south of St. Louis.Some 1,000 homes have been evacuated in the area, but in the worst case scenario, a levee breach would force the evacuation of some 6,000 homes from Poplar Bluff to Qulin and destroy or severely damage 500 homes in Poplar bluff and its outskirts, Rolland said. Already, 23 small businesses in the area's flood plain have taken on water, he said.
The hotels in town filled up quickly, and 300 people took shelter at the Black River Coliseum, the 500-seat concert venue in town, Rolland said. No deaths or serious injuries have been reported.Families forced to flee their homes Monday watched as murky floodwater began creeping into their yards and homes. If the levee were to give way, many of those homes would be left uninhabitable. Sandbagging wasn't an option — the river, spurred on by 10 inches or more of rain since last week, simply rose too quickly.By the time we realized what was happening it was too dangerous to sandbag, Butler County Presiding Commissioner Ed Strenfel said.Severe storms that began early last week have hammered the nation's midsection without letup. Again Monday, powerful storms ravaged Missouri, Arkansas, Kentucky, Texas, Tennessee and other states. Rebuilding Japan's disaster-hit towns may take a decade

Gasoline rises to $3.87 per gallon

NEW YORK – Gas pump prices continue to climb, hitting $3.87 per gallon on Tuesday, though experts say the national average should fall eventually as Americans drive less.Retail gasoline prices have increased for 35 straight days, adding 32.2 cents per gallon since March 22. They're above $4 per gallon in California, New York, Michigan, Illinois, Connecticut, Washington D.C., Alaska and Hawaii.Pump prices, which have followed oil higher this year, got another boost on Tuesday after three Texas refineries lost power. Authorities said they're still looking for the cause of the outage at the Valero, BP and Marathon Oil refineries in Texas City. A Dow Chemical plant also lost power.Gasoline futures increased 2 cents to $3.3003 per gallon in morning trading on the New York Mercantile Exchange.Oil analyst Tom Kloza said the shutdowns may have halted 300,000 barrels of daily gasoline production. It'll take time to get those refineries back in order Kloza said. Refineries are finicky. It's not like turning the lights back on.Kloza thinks gas will start to fall eventually as more consumers drive less and demand falls. But the news will probably get worse before it gets better. He expects pump prices will soon hit a national average of $4 per gallon.MasterCard SpendingPulse has reported that motorists have cut back on gasoline purchases for seven straight weeks. Another SpendingPulse survey is expected Tuesday.
Meanwhile, benchmark crude for June delivery was little changed. It lost 16 cents at $112.12 per barrel on the Nymex.Investors are waiting to hear what the Federal Reserve will have to say about the nation's economy and interest rates. NEW YORK – Real estate mogul Donald Trump suggested in an interview Monday that President Barack Obama had been a poor student who did not deserve to be admitted to the Ivy League universities he attended. Trump, who is mulling a bid for the Republican presidential nomination, offered no proof for his claim but said he would continue to press the matter as he has the legitimacy of the president's birth certificate.I heard he was a terrible student, terrible. BRAMPTON, Ontario (Reuters) – The Toronto region is where the 2011 federal election will probably be decided as the Conservatives hunt for the extra seats they need to turn their minority government into a safe majority one.In the city of Toronto, which has a reputation for being a fortress for the opposition Liberals, the Conservatives have the aging populations of affluent electoral districts in their sights, with a special nod to Jewish voters who like the government's pro-Israel stance.And in the suburbs, where visible minorities now make up a rising share of voters, they are targeting the ethnic vote.Their objective is to position themselves as the natural governing party for the 21st century in Canada, said Christian Leuprecht, an associate professor of politics at Queen's University in Kingston, Ontario.That clearly means making inroads with those population groups that are growing rapidly.The Conservatives, in power since 2006, are using their record on the economy and family-centric traditional values to appeal to voters in the suburbs of Canada's largest city, home to 10 of the tightest races for the May 2 election.
Three of the hottest ridings, or electoral districts, are in Brampton, just northwest of Toronto, where half the residents are immigrants, and one in three is from South Asia. Busby: Fukushima Explosion Was Nuclear Kurt Nimmo

British scientist Christopher Busby, a researcher on the negative health effects of ionizing radiation, told Russia Today that one of the explosions at the crippled Fukushima nuclear plant in Japan was a nuclear explosion, not a hydrogen explosion as widely reported in the media.Busby said the explosion at Chernobyl in 1986 was also a nuclear explosion. The Chernobyl nuclear accident dispersed large quantities of radioactive fuel and core materials into the atmosphere. Busby told RT the crisis at Fukushima is far worse than Chernobyl.He said the explosion did not originate in the reactor core, but the tanks where spent plutonium MOX fuel rods are stored. MOX fuel contains plutonium blended with natural uranium, reprocessed uranium, or depleted uranium. The explosion vaporized the plutonium rods and ejected a large amount of radiation into the atmosphere.Takeshi Tokuda, a member of the Lower House of the Japanese Diet, also believes the first explosion at Fukushima was nuclear. Tokuda talked with a doctor Oikawa of the Minami Soma City General Hospital.
Oikawa told the government representative that materials ejected from the plant after the explosion registered high radiation levels.When the hospital checked the radiation level on the people who escaped from around the nuke plant after the explosion, there were more than 10 people whose radiation level exceeded 100,000 cpm [counts per minute], beyond what could be measured by the geiger counter the hospital had, Tokuda wrote.100,000 cpm is the new level that the Japanese government set that requires decontamination. Before the Fukushima accident, the level was 6,000cpm.The EPA has attempted to downplay the fact that plutonium is now bombarding the United States and much of the Northern Hemisphere. According to Lucas Hixton Whitefield, an EPA RADNet report shows increased levels of plutonium in the atmosphere. Whitefield found information on the plutonium in a RADnet dataset.

Netanyahu Denies Report He Caved In on Temple Mount

So apparently Hebrew is a beautiful language but this was a terrorist attack. Policemen fired on Jewish worshipers, and this is murder. True, they did not coordinate their entry but here we are talking about the eve of a holiday.In his opinion, the IDF occasionally forgets its proper role. Our job is not to make explanations for the Palestinians but to apprehend those responsible. There must be an exhaustive investigation; one should punish those responsible. It's clear to everyone that the Palestinian police are going to do nothing, especially in light of the fact that we are even providing them with excuses. One must not rely on them. Dayan concludes that the current situation at Joseph's tomb is insufferable. It's legitimate to debate whether to station troops there or not but it's not legitimate that [the PA] won't allow Jews to pray there. It's necessary that people should arrive at Joseph's Tomb every day as well as to the Peace on Israel Synagogue in Jericho. Of course one has to coordinate, but one must again open up these places, otherwise we are de facto giving up on them.To my sorrow the media, that does not always remember all the details, sets the agenda. Berlusconi and Sarkozy to seek tightening of EU border controls

The leaders of France and Italy are meeting in Rome today (26 April) to discuss measures to tighten EU border controls amid rising tensions over how to deal with the thousands of migrants fleeing revolutions in north Africa.French President Nicolas Sarkozy and his Italian counterpart Silvio Berlusconi are expected to use this 29th bilateral summit to call for a partial reintroduction of border controls, a move that would undermine one of the most significant integration steps of the European Union.Europe is not the free movement of illegal immigrants, Laurent Wauquiez, French European affairs minister told Journal du Dimanche. France wants to study the possibility of restoring border controls if there is a major influx at the gates of the Union,he said.Referring to the EU's agreement on abolishing internal borders, Italian Foreign Minister Franco Frattini told daily Il Sole 24 Ore: All treaties inevitably grow old. The Berlin wall of North Africa has come down and the context in which these treaties and I think also the Lisbon treaty, were written has changed radically.
The Franco-Italian meeting comes as the influx of some 25,000 Africans over recent weeks has exposed the fragility of Europe's approach to dealing with immigration. Italy, as the landing country for the vast majority of the immigrants, has complained bitterly about the what it is says is a lack of solidarity in dealing with the migrants from the rest of the EU.With its complaints falling on deaf ears, it then infuriated fellow member states - particularly France - by granting Tunisians six-month resident permits allowing them to travel freely within the countries belonging to the Schengen Zone. Many Tunisians, often French-speakers, started to make their way to France, prompting Paris to search trains coming from Italy. Under EU rules, residency permits - Italy has so far granted around 8000 - can only be granted if the person has the means to support themselves.Although France has said it does not want to suspend the Schengen Agreement but just review it, the mere fact that it is being discussed at all is of significant symbolic importance.The 1995 agreement, allowing passport-free travel in 25 European countries and affecting 400 millions citizens, is seen as one of the deepest integration moves in the EU's history, breaking the down national borders and resting on trust between member states.However, the highly visible migration from Africa in recent weeks - where migrants often reach the tiny and ill-equipped Italian island of Lampedusa first - has seen member states defend the domestic line rather than one of EU solidarity.
It also comes amid internal political pressure as national politicians take a hard line on immigration, taking on board some of the policies of rising populist and anti-immigration parties. Sarkozy himself, facing election next year, is under pressure from an increasingly popular far-right National Front party while Berlusconi's government is dependent on the strongly anti-immigrant Lega Nord.Any Franco-Italian agreement reached on Tuesday would have to be agreed by the rest of the EU, with interior ministers meeting on 12 May to discuss immigration.

Iranian Nuclear Program Hit By Second Cyber Missile Virus

Iranian civil defense commander Gholamreza Jalali said Monday the Islamic Republic's nuclear program has fallen prey to a computer virus called Stars, Reuters reports.
The Stars virus is the second in the cyber war against Iran's bid for nuclear capability, following after the much-reported Stuxnet virus,Jalalai said the introduction of the new virus is being investigated while admitting Stuxnet still posed a risk. We should know that fighting the Stuxnet virus does not mean the threat has been completely tackled, because viruses have a certain life span and they might continue their activities in another way,Jalali said.The revelation that Stuxnet is still hampering Iran's nuclear program runs counter to previous claims by Iranian officials that the destructive virus had been dealt with and buttresses Saudi concerns that Iran's intention to activate the Bushehr plant in May could lead to a second Fukushima.Saudi concerns were based on reports attributed to a Russian engineer working at the site that metal shards were found in the coolant intakes for the reactor.Iranian officials blamed Israel and the United States -- which believe Iran is seeking nuclear weapons -- for the Stuxnet virus, which some expert shave described as the first guided cyber missile, aimed at Iran's atomic program.

Kremlin chief wants new nuclear rules post-Chernobyl

CHERNOBYL, Ukraine (Reuters) – Russian President Dmitry Medvedev on Tuesday called on the world community to tighten safety rules at nuclear plants and tell the truth when there were accidents like those at Chernobyl and Fukushima.Medvedev spoke alongside Ukrainian President Viktor Yanukovich at a solemn ceremony marking the 25th anniversary of the world's worst nuclear accident at Chernobyl in Ukraine when a reactor exploded, sending radiation billowing across Europe.The ceremony, at which the two leaders paid homage to the clean-up workers and victims of the 1986 accident, took on added significance amid efforts by Japan to control the crisis at its Fukushima plant, damaged by an earthquake and tsunami.A jarring note came from Belarussian President Alexander Lukashenko whose country suffered as badly as Ukraine from the Chernobyl disaster.Touring border areas in his own country affected by the Chernobyl accident, Lukashenko described Yanukovich as a lousy leader for leaving him out of Chernobyl anniversary events at the behest of European Union leaders.The crisis at Fukushima and what happened at Chernobyl 25 years ago meant new rules had to be developed on the peaceful use of nuclear energy and safety, Medvedev said.Today, I sent proposals to (world) leaders ... aimed at guaranteeing the necessary development of nuclear energy in the world while preventing at the same time catastrophic global consequences,the Russian leader said.

It must be acknowledged that the (Soviet) state did not always behave correctly, he said.In order for such tragedies never to be repeated we must all be honest, we must provide absolutely exact information about what is going on ..., he said.His words amounted to an acknowledgement of wrong-doing by Moscow since the Soviet Union, of which Ukraine was then a part, delayed announcement of the full scale of the Chernobyl accident for some days.But they could equally be taken as veiled criticism of Japan's handling of the crisis at the Fukushima Daiichi plant which was hit by a March 11 earthquake followed by a tsunami.On April 26 1986, the No. 4 reactor at the Chernobyl plant exploded and caught fire after a safety test experiment went badly wrong. The blast sent radiation billowing across Europe.A total of 31 people died immediately but many more died of radiation-related sicknesses such as cancer, many of them in what is today Belarus.Tens of thousands were evacuated, never to return, from Prypyat, the town closest to the site which then had a population of 50,000.
550 MILLION EUROS PLEDGED
Last week the world community, spurred by the nuclear crisis in Japan, pledged 550 million euros ($780 million) to help build a new containment shell over the stricken reactor at the Chernobyl site to replace a makeshift one that has begun to leak radiation.Chernobyl was a challenge of planetary dimensions. The answer to this challenge can be provided only by the world community,Yanukovich said. In Chernobyl, he thanked Medvedev for Russia's donation of 45 million euros ($65.38 million).
Tuesday's anniversary saw anti-nuclear protests in several European countries. About 120,000 people took part in anti-nuclear rallies across Germany on Monday, the largest Easter Monday protests in many years, ahead of the anniversary.There were 80 rallies across Germany, the largest outside the Grohnde nuclear reactor, one of 17 plants in Germany, where 20,000 took part. Syria a Bigger Headache for Turkey than Libya

Kol Yisrael has just reported that a Turkish citizen was shot in the head crossing into Jordan from Syria. As it is Assad's security forces who hold the weapons, the incident may force Ankara's hand.The Turkish opposition has begun to make hay over the issue by accusing the ruling AKP – Justice and Development Party – of employing a double standard in terms of Syria. A column in the Turkish newspaper Hurriyet complained that the government, which is eager to bash Israel on every occasion over Gaza, has very little to say in the face of the images of brutality coming out of Syria and Libya. In the meantime, no one in the party is openly accusing Gaddafi or Assad of murdering their citizens…. those pro-AKP organizations are quick to gather outside the Israeli embassy in protest [but] are not to be seen outside the Libyan or Syrian embassies.How could a Muslim party ignore the fate of the Muslims in these countries, questioned the columnist. He also predicted that the insurgents would remember Turkey's cowardly stance when they came to power.We also saw how the opponents of Gaddafi, who we believe will be successful in the end, turned against Turkey. The same thing could easily happen in Syria if the AKP government continues to go softy softly on Assad.
Syria is more of an issue for Turkey than Libya because of the common border. Turkey fears that the current crackdown could stimulate tides of Syrian refugees crossing the border with Turkey. The Turkish Foreign Ministry is already running through scenarios. A destabilized Syria would also exacerbate Turkey's Kurdish problem.The United States has been in close contact with the Turks and is playing good cop bad cop with Ankara. Officer Obama has been the good cop calling Turkish Premier Erdoganto express appreciation for Turkey's ongoing humanitarian efforts in Libya and its participation in the NATO No-Fly Zone and Arms Embargo operations.The bad cop was being played by David S. Cohen, Acting Undersecretary for Terrorism and Financial Intelligence in the Treasury Department, who is visiting Ankara this week to emphasize the requirement that Turkey comply with the sanctions against Iran and Libya.Cohen will warn the Turks that if they trade with Iran and Gaddafi's Libya, they will find the U.S. financial system barred to them. European mercenaries fighting for Gaddafi, expert says

EUOBSERVER / PARIS - Between 300 and 500 European soldiers of fortune, including EU nationals, are working for Colonel Gaddafi in Libya, a leading criminologist has said.The European mercenaries are mostly specialists in heavy weapons, helicopter technology and tactics and command fees of several thousand US dollars a day. The majority come from Belarus, Serbia and Ukraine. There is a significant amount of Polish helicopter experts. Belgian, British, French and Greek nationals are also involved.The Europeans come on top of much larger numbers of hired fighters from the Central African Republic, Chad, Niger, Mali and Somalia, who are paid up to $2,000 a day. The men come and go via the 15-or-so still-operational military airports in southern Libya.Gaddafi's official army has just 25,000 or so soldiers left due to desertions. But his sons also command three units of well-equipped militia, numbering between 35,000 and 50,000 men in total.The information comes from Michel Koutouzis, a Greek expert on organised crime, whose French-registered company, Lotophages Consulting, does research on security issues for the EU institutions, the UN and the French government, and who spent February and March travelling in north Africa.In Libyan society, there is a taboo against killing people from your own tribal group. This is one reason why Gaddafi needs foreign fighters, Koutouzis told this website.
A contact linked to the rebel authorities, the Transitional National Council in Benghazi, told EUobserver that Algerian, Russian and Syrian serving military officers have also been helping Gaddafi.They began coming after the first US bombardment. Gaddafi changed his tactics - he brought in hundreds of four-by-four trucks from Algeria and stopped relying on tanks,the source said.The Algerians and the Syrians are worried that Libya could set a bad example.He added that Gaddafi uses mercenaries because he does not trust Libyans.There have been almost constant coups against him over the past 40 years. His personal bodyguard are all foreigners. In terms of his inner circle, the loyalists who really believe in him, it's about 10 people, and one of them [foreign minister Moussa Koussa] has defected.For its part, Human Rights Watch, which has three people on the front lines in Libya, cast doubt on the reports.The group's Peter Bouckaert referred to sources in South African mercenary circles, saying they have not heard of any Europeans, South Africans or Zimbabweans going to fight for Gaddafi ... these networks are in touch with each other, so they would have heard.He added that rebels tend to treat any sub-Saharan Africans they come across as mercenaries but that most of them are migrant workers. Tornado, floods kill 7 in central US: officials

WASHINGTON (AFP) – Severe storms that ripped through the central US left at least seven people dead in the state of Arkansas, officials said Tuesday, as flash flood warnings prompted mass evacuations in neighboring Missouri.Strong storm winds and torrential downpours have slammed a swath of central US states in recent weeks, leaving river levels precariously high.Authorities Tuesday had begun evacuating 1,000 people along the swollen Black River near the Missouri town of Poplar Bluff, home to some 17,000 people.The National Weather Service (NWS) issued a flash flood warning for three counties in the southwest of the state.The levee along the Black River from Poplar Bluff... remains compromised in several locations,the NWS warned in an advisory.The river is near its crest... which is maximizing the potential of an eventual failure of the levee system.Flash flood warnings were also issued by the NWS in Arkansas, as a tornado that slammed the central town of Vilonia late Monday that has claimed the lives of four people, Arkansas Department of Emergency Management spokeswoman Renee Presslar confirmed to AFP.Search and rescue crews were assessing the damage to the town ahead of fresh storms expected to reach the region later in the day.
Three other people were killed when their vehicles were swept from the road in severe flooding in the state's northwest, Presslar added.Arkansas Governor Mike Beebe declared a state of emergency for his state late Monday night in response to the severe storms and flooding that have impacted Arkansas,also warning that there is also a strong possibility of additional severe storms Tuesday afternoon and evening.
Police: Levee protecting Mo. town holds overnight

POPLAR BLUFF, Mo. – A levee protecting a southeast Missouri town from major flooding held up overnight, although the swollen river pouring over in several spots is threatening to burst through the structure and has already forced the evacuation of about 1,000 area homes, a police official said.Poplar Bluff deputy police chief Jeff Rolland said early Tuesday that the Black River overran the levee in about 30 locations between Poplar Bluff and the nearby town of Qulin.How that hasn't broken through yet, it's a miracle,Rolland said.Tuesday brought the promise of more showers and thunderstorms to the area, where river swollen rivers are threatening towns in a vast swath of the nation's midsection.Crews rescued 59 people in 1 1/2 hours late Monday after water spilled over the dam and inundated a section of Poplar Bluff, a town of 17,000 residents that is 130 miles south of St. Louis.Some 1,000 homes have been evacuated in the area, but in the worst case scenario, a levee breach would force the evacuation of some 6,000 homes from Poplar Bluff to Qulin and destroy or severely damage 500 homes in Poplar bluff and its outskirts, Rolland said. Already, 23 small businesses in the area's flood plain have taken on water, he said.
The hotels in town filled up quickly, and 300 people took shelter at the Black River Coliseum, the 500-seat concert venue in town, Rolland said. No deaths or serious injuries have been reported.Families forced to flee their homes Monday watched as murky floodwater began creeping into their yards and homes. If the levee were to give way, many of those homes would be left uninhabitable. Sandbagging wasn't an option — the river, spurred on by 10 inches or more of rain since last week, simply rose too quickly.By the time we realized what was happening it was too dangerous to sandbag, Butler County Presiding Commissioner Ed Strenfel said.Severe storms that began early last week have hammered the nation's midsection without letup. Again Monday, powerful storms ravaged Missouri, Arkansas, Kentucky, Texas, Tennessee and other states. Authorities said at least seven people were killed in Arkansas — three of them when floodwaters swept two vehicles off of roadways and four when a likely twister tore through the small town of Vilonia.The storm system was expected to move into Illinois and Wisconsin on Tuesday, said Greg Carbin, a meteorologist with the Storm Prediction Center in Norman, Okla. At the same time, a second storm system was expected to start along the same path, bringing several more days of rain, he said.
Governors in Arkansas and Kentucky declared states of emergency. In Kentucky, record flooding is expected over the next few days, partly because of a double-whammy — both the Ohio and Mississippi rivers significantly above flood stage. Several dozen residents were evacuated from the area of Cairo, Ill., where the rivers converge.The U.S. Army Corps of Engineers was considering the extraordinary step of intentionally breaching the Birds Point levee in southeast Missouri, just downriver of the confluence, in a bid to reduce the amount of water moving down the Mississippi. The move would soak 130,000 acres of farmland, and Missouri Gov. Jay Nixon objected to the idea. A decision was expected Tuesday.Missouri was still cleaning up from tornado damage in the St. Louis area — 2,700 buildings, including Lambert Airport, were damaged in the Friday night twister — when spring flooding went from bad to far worse Monday.A dam in St. Francois County was in jeopardy of bursting, with a few dozen homes potentially in harm's way. Levees were stressed along the Mississippi River in Pike and Lincoln counties, north of St. Louis.But by far the biggest concern was Poplar Bluff. The Missouri National Guard sent 200 guardsmen and rescue equipment to the area. Several people had to be rescued by boat, including some who don't live in the flood plain, as heavy rain flooded several streets Monday night.
Police officers spent Monday going door-to-door in the southwest part of town, telling residents to get out. Not everyone did.Along one road near the levee, children played knee-deep in water. Adults gathered on the porches, seemingly enjoying nature's show. I'm not worried. This is my favorite time of the year,20-year-old Brandon Andrews said, pledging to ride out the flood in his trailer home, even as water lapped against its sides. He didn't have a boat and the water was already too high to drive through, but Andrews said he had been to the store and stocked up on hot dogs, chili and necessities.Police Chief Danny Whiteley was hoping the water would recede soon enough that flooding would mostly be limited to basements. Rebuilding Japan's disaster-hit towns may take a decade

TOKYO (Reuters) – The reconstruction of Japanese towns and cities devastated by a deadly earthquake and tsunami last month could take a decade, an advisory panel to the government tasked with coming up with a blueprint for rebuilding said on Tuesday.
The March 11 earthquake and tsunami, which left a large swathe of Japan's northeast in ruins, killed at least 13,000 people, forced about 130,000 into shelters and is estimated to have caused $300 billion worth of damage.The first three years would be needed for tasks like rebuilding roads and constructing temporary housing, said Jun Iio of Japan's Reconstruction Design Council, formed after the quake to advise the government's rebuilding efforts.Iio, a political science professor, told a news conference that another four years may be necessary to rebuild towns, and it could take even longer to achieve full recovery.We have to bear in mind that the area afflicted by the disaster is much larger than Kobe, Iio said, referring to the Japanese city ravaged by a powerful earthquake in 1995.
The council, comprising scholars, local governors, business executives and even a Buddhist priest, have also said the challenges of rebuilding after the March disaster have been made greater by a crisis at a tsunami-stricken nuclear power plant.Tens of thousands of residents around the Fukushima Daiichi plant have been ordered to evacuate after the tsunami knocked out the plant's cooling functions, leading to leaks in radiation in the world's biggest nuclear disaster since Chernobyl in 1986.The government's ratings are down as evacuees complain about the slow pace of temporary housing availability, while farmers and fishermen affected by radiation leaks from the Fukushima plant are clamoring for a compensation plan from the government and the plant's operator, Tokyo Electric Power Co.Hundreds of farmers, wearing green scarves and accompanied by two cows, protested at the headquarters of Tokyo Electric on Tuesday, waving lettuces and cabbages into the air and shouting Pay compensation! and Give us back our homeland! WASHINGTON (Reuters) – The Federal Reserve kicked off a two-day meeting on Tuesday that is expected to conclude with a signal that it is in no hurry to scale back its massive support for the economic recovery.The U.S. central bank, which began meeting at 10:30 a.m., is expected to use a post-meeting statement to confirm that it will complete its $600 billion bond-buying program by the end of June and renew its commitment to maintain rock-bottom borrowing costs for an extended period.The statement is expected at 12:30 p.m. on Wednesday.Following the announcement, Fed Chairman Ben Bernanke will hold the first-ever regularly scheduled news conference by a Fed chief. The news conference, which starts at 2:15 p.m. (1815 GMT) and is expected to last about 45 minutes, will be broadcast live. Bernanke will open with a brief statement and then take questions.In another new development aimed at improving public understanding of the Fed's policies, policy-makers will issue their quarterly forecasts for growth, employment, and inflation as the news conference begins. Gasoline rises to $3.87 per gallon

NEW YORK – Gas pump prices continue to climb, hitting $3.87 per gallon on Tuesday, though experts say the national average should fall eventually as Americans drive less.Retail gasoline prices have increased for 35 straight days, adding 32.2 cents per gallon since March 22. They're above $4 per gallon in California, New York, Michigan, Illinois, Connecticut, Washington D.C., Alaska and Hawaii.Pump prices, which have followed oil higher this year, got another boost on Tuesday after three Texas refineries lost power. Authorities said they're still looking for the cause of the outage at the Valero, BP and Marathon Oil refineries in Texas City. A Dow Chemical plant also lost power.Gasoline futures increased 2 cents to $3.3003 per gallon in morning trading on the New York Mercantile Exchange.Oil analyst Tom Kloza said the shutdowns may have halted 300,000 barrels of daily gasoline production. It'll take time to get those refineries back in order Kloza said. Refineries are finicky. It's not like turning the lights back on.Kloza thinks gas will start to fall eventually as more consumers drive less and demand falls. But the news will probably get worse before it gets better. He expects pump prices will soon hit a national average of $4 per gallon.MasterCard SpendingPulse has reported that motorists have cut back on gasoline purchases for seven straight weeks. Another SpendingPulse survey is expected Tuesday.
Meanwhile, benchmark crude for June delivery was little changed. It lost 16 cents at $112.12 per barrel on the Nymex.Investors are waiting to hear what the Federal Reserve will have to say about the nation's economy and interest rates. The Fed meets Tuesday and Wednesday. The expectation is that the central bank will keep interest rates where they are now, near zero.In other Nymex trading for May contracts, heating oil gained 2.23 cents at $3.2212 per gallon and natural gas lost 3.5 cents to $4.354 per 1,000 cubic feet.In London, Brent crude rose 24 cents to $123.90 per barrel on the ICE Futures exchange.

Trump: Obama wasn't qualified for Ivy League

NEW YORK – Real estate mogul Donald Trump suggested in an interview Monday that President Barack Obama had been a poor student who did not deserve to be admitted to the Ivy League universities he attended. Trump, who is mulling a bid for the Republican presidential nomination, offered no proof for his claim but said he would continue to press the matter as he has the legitimacy of the president's birth certificate.I heard he was a terrible student, terrible. How does a bad student go to Columbia and then to Harvard? Trump said in an interview with The Associated Press. I'm thinking about it, I'm certainly looking into it. Let him show his records.Obama graduated from Columbia University in New York in 1983 with a degree in political science after transferring from Occidental College in California. He went on to Harvard Law School, where he graduated magna cum laude 1991 and was the first black president of the Harvard Law Review.Obama's 2008 campaign did not release his college transcripts, and in his best-selling memoir, Dreams From My Father,Obama indicated he hadn't always been an academic star. Trump told the AP that Obama's refusal to release his college grades were part of a pattern of concealing information about himself.I have friends who have smart sons with great marks, great boards, great everything and they can't get into Harvard, Trump said. We don't know a thing about this guy. There are a lot of questions that are unanswered about our president.Katie Hogan, a spokeswoman for Obama's re-election campaign, declined to comment.
Trump, a wealthy businessman and reality TV host, has risen to the top of many polls in part by his outspoken call for Obama to release his long form birth certificate. The state of Hawaii has released a certificate of live birth indicating Obama was born there on August 4, 1961, but that has not quelled critics who believe Obama was born outside the United States and is therefore not qualified to be president.The so-called birther controversy has dominated the early stage of the 2012 GOP nominating contest, with Trump leading the charge.I have more people that are excited about the fact that I reinvigorated this whole issue,Trump said, adding the last guy (Obama) wants to run against is Donald Trump.Trump is scheduled to travel to the early primary states of New Hampshire and Nevada this week and said he will make a final decision about a presidential bid by June.

WASHINGTON — Republicans may be ready for a fling with Donald Trump, but a USA TODAY/Gallup Poll shows they have reservations about installing him in the White House.The real estate developer and reality TV star, who scores at the top in polls of the GOP field these days, falls to fourth when Republicans are asked to rate who among the contenders would be a good or great president in office.Fifty percent of Americans, including 31% of Republicans, say Trump would make a poor or terrible president.Trump is filling a huge void in the Republican Party right now, and he’s gathering a protest vote: protest against the way Washington works; protest with the establishment Republicans,says Scott Reed, manager for Bob Dole’s 1996 presidential campaign.The jury is still out whether Trump can translate that into a real candidacy for president.His possible bid faces broad resistance: 63% of Americans, including 46% of Republicans, say they definitely will not vote for Trump for president. In comparison, 46% of Americans say they definitely will not vote for President Obama — significantly lower but itself a hurdle to winning the 2012 election.Though Trump initially got attention by expressing doubts whether Obama was born in the USA, that issue is not driving his support. Among those who say they definitely or might vote for Trump, only about a third question whether the president was born in the USA.Support from the birthers is stronger for Sarah Palin, Mike Huckabee and Mitt Romney. GENEVA – Officials at the world's biggest particle physics lab are playing down claims of a major discovery after a leaked internal memo sparked excitement among science enthusiasts that the elusive Higgs-boson God particle has been found.A spokesman for the European Organization for Nuclear Research, or CERN, says the observation by scientists working at the $10-billion Large Hadron Collider is probably nothing.The brief note published anonymously on a Columbia University physics blog last week claims unexpected measurements from high-energy particle collisions mark the first definitive observation of physics beyond the standard model.CERN spokesman James Gillies says such results show up frequently but can often be dismissed after further scrutiny.
