ADR's or Black Boxes for Vehicles: Ever needed an eye witness to an accident? It's your word against theirs! By Trackeye Pty Ltd March 26, 2009

Accident Data Recorders (ADR'S) described as black boxes for vehicles, are becoming more prevalent in passenger vehicles, and will arguably become a vehicle manufacturers must have accessory for new vehicles of the future.Black boxes primarily consist of acceleration sensors, global positioning satellite (GPS) receiver modules, camera modules, image processing integrated circuits and storage devices.ADR's record images in much the same way as flight recorders record data in an aircraft, and as a result, they and are being increasingly utilized for their role as a third eye witness in traffic accidents. Attached to the inside of the windshield, the device shoots video whenever the vehicle sustains a jolt above a predetermined level, the video image immediately before and after the accident is recorded. Drive recorders have primarily been used in the taxi industry to analyse accidents, though they are also becoming increasingly adopted in industrial fleets and in private cars.

Some Drive recorders record both forward and rear facing video immediately before, and after an accident, or the sudden accelerations or decelerations that could have led to one. Equipping vehicles with such a black box provides advantages, namely

(1) Faster insurance claims processing
(2) Monitored driving habits providing safety and perhaps even fuel expenditure savings
(3) Accumulation of data for the development of next-generation safety systems.
(4) reduced number of accidents,

Of these, faster post accident insurance claims processing is an immediate result of just installing the recorder. Equipping a car with a drive recorder would provide the insurance companies with significant benefits including fewer excess insurance payouts and lower personnel and court expenses during negotiations and settlements. The reduced expenses generated could be utilized by the insurers to provide discounts on insurance premium payments for vehicles fitted with drive recorders. Ultimately, and with development, drive recorder data could also be used to introduce new insurance rate schedules based on the actual driving performance of drivers to be insured.Taxi and parcel delivery companies expend considerable effort on handling accidents, and independent third eye data that determines who is at fault, as well as the conditions at the accident scene, can sometimes end up being presented in court. With a drive recorder, a more objective judgment can be made, utilizing recorded imagery rather than the somewhat vague recollections of the involved parties.Taxi Companies in Japan equip their fleets of taxis with these black boxes, because they can be checked immediately after an accident, eliminating arguments with the other driver about whether a signal was red or green. Driver braking and acceleration/deceleration characteristics can be quantified to form comparisons with other drivers to promote a better awareness of driving behaviour and help to reduce abrupt starts and stops. This would not only reduce the number of accidents, but also improve fuel economy. The Japanese experience highlights about a 10% difference in fuel expense depending on whether a vehicle is driven with frequent and heavy acceleration or deceleration, or not. A drive recorder could thus have a significant effect on fuel costs.With all these benefits, it seems likely that drive recorders will be adopted as the norm in commercial vehicles. It is also likely that these devices may grow in popularity in the passenger car market, and demand for black boxes in passenger cars is quite high. Many individuals, such as people who have caused past accidents, particularly involving personal injury, and those who have been subjected to costly legal disputes, or people who just require objective judgments for the sake of their conscience, will find the drive recorder evidence essential.The reduced administrative claims costs generated could be utilized by the insurance firms to provide discounts on insurance premium payments for those individuals who fit drive recorders and pool their data with a view towards reduced insurance premiums.

Vehicle design already reflects the manufacturers concerns for preventative accident technology, and the drive recorder can play a big part there, too. One key role is collecting data on situations that almost resulted in accidents. The drive recorder can record these alarming events, such as when a driver slams on the brakes. Until now, development of vehicular safety equipment has emphasized protecting the passengers and driver in an accident, such as through airbags and collapsing car bodies. Already the thrust of development seems to be shifting toward a competition in preventive safety: avoiding accidents entirely.Accumulated drive recorder data in the future will make it possible to identify previously unknown factors in accidents, For the automobile manufacturers, drive recorder data is rapidly becoming indispensable for the development of next-generation safety systems, and that means it is possible that the manufacturers might be willing to bear part of the cost for the safety systems, including the drive recorder, in return for stored data. If a manufacturer sells a car equipped with a drive recorder, for example, it will recommend an insurance company which offers reduced premiums for cars with drive recorders. When airbags and anti-lock braking systems (ABS) were first introduced in the 1990s as optional extras, they each ran around Yen100, 000, but the automobile manufacturers began strategically equipping new models with them in recognition of the high safety effectiveness they provided. Today, airbags and ABS are found as standard equipment in all new cars. The same phenomenon could well occur with drive recorders, too.

EU urges use of tracking boxes for motorists

BEIJING — The European Commission is looking in to the efficacy of fitting black-box recorders into motorists’ cars.The study, entitled Project Veronica, is looking at whether installing Event Data Recorders into cars would be useful to authorities and companies such as insurance firms in determining what exactly occurs in the moments leading up to and the moments immediately following road traffic accidents. The EDRs would be capable of tracking a driver’s every move and this has made the project unpopular with civil rights groups. Although information gathered by the EDR such as when brakes are applied, when the horn is used and when the indicators were turned on could all be useful in determining who is at fault during a crash, some say that the technology could be used to keep a constant eye on a drivers every move.The 2.4 million pound study was commissioned by the European commission’s transport arm and taken three years to complete. Researchers believe the technology will improve safety if its recommendations of fitting the devices into all cars are carried out. According to the research drivers with black boxes were 10 percent less likely to be involved in a fatal accident, and their repair bills fell by as much as 25 percent. Ralf Schmidt-Cotta, director of the study, which is being carried out at the German car-parts group Continental, said,The technology is like an independent, neutral witness. For police and insurance companies, it will be invaluable. It will also revolutionise road safety because of the psychological impact of having the boxes installed. Drivers know they cannot get away with simple excuses after an accident because their movements are recorded. They therefore drive more carefully.

But a spokesman for Privacy International, Simon Davies warned that the black-boxes, similar to the devices used in aircraft, could be used alongside other technology to keep people under constant surveillance. But authors of the report say that Project Veronica addresses these concerns and points out that any data collected would be of little use other than in helping to explain what goes on in the lead up to an accident. They will only store data recorded 30 seconds prior to a crash and 15 seconds afterwards. The boxes will also alert emergency services to an accident. The project goes on to point out that the main reason for installing the EDRs was to make drivers more responsible, speed up court hearings and give a better insight into the causes of traffic accidents.In Britain, the boxes are installed as standard in many emergency vehicles. When London’s Metropolitan police put them in 3,500 of their cars in 1999 there was a 2 million pound reduction in accident costs in 18 months. In the United States black-boxes became widespread after manufacturers agreed to adopt them on a voluntary basis. They are now standard in more than two-thirds of new vehicles. However, motoring groups and the British government are concerned about their use in the European Union. The Department for Transport said it had concerns about privacy and legal issues, while a spokesman for the AA [Automobile Association] warned that making black-boxes mandatory would be impractical.

Are you riding on a black box?

When a plane crashes, one of the first things that investigators do is to try to find the flight data recorder or black box. It allows investigators to determine what may have gone wrong and caused the crash. Black boxes in cars can function in about the same way.In the United States, there are approximately 190 million drivers. If you are driving a car manufactured by GM or Saturn, you could be carrying around an event data recorder (EDR) and not even know it. The EDR senses various conditions in and around the vehicle and that can then be obtained by various individuals for various purposes.

EDRs record the following data:

Vehicle speed (five seconds before impact)
Engine speed (five seconds before impact)
Brake status (five seconds before impact)
Throttle position (five seconds before impact)
State of driver's seat belt switch (On/Off)
Passenger's airbag (On/Off)
IR Warning Lamp status (On/Off)
Time from vehicle impact to airbag deployment
Ignition cycle count at event time
Ignition cycle count at investigation
Maximum velocity for near-deployment event
Velocity vs. time for frontal airbag deployment event
Time from vehicle impact to time of maximum velocity
Time between near-deploy and deploy event (if within five seconds)

Using this data, insurance agents and police officers can reconstruct the events leading up to a crash. Black boxes have been in all GM cars since 1999 and in many other makes and models since 1996. (See below to see if your car comes standard with one.)EDRs were originally intended to record what caused air bags to open. The data that triggers the air bag often tells the story of what happened in the seconds before a crash.An even more advanced version of the EDR is being tested by Ford in police cars. This model sends data to 911 dispatchers in the event of a crash. It even allows dispatchers to talk to the occupants of the vehicle after the crash and relay the exact location of and number of passengers in the car.

Privacy concerns

Since these new black boxes are networked to the dispatchers, privacy issues rise even as automotive executives tout the safety improvements afforded by the device. The big issue: tracking. Who monitors the data sent from each car? David Sobel from the Electronic Privacy Information Center (EPIC) says he fears citizens will lose control of that data. The bottom line is, the user, in this case the driver, really needs to be in control of what kind of information is collected, how long it's maintained, and who is going to have access to it,he said.Judy Bridgeman-Veal, a spokeswoman for the Ford Motor Company, disputes Sobel's concerns.This is not a constant monitoring system,she said.Unless there is an accident, there will not be any tracking.What we wonder is how these cars begin tracking what happened to the car before the accident if they don’t start tracking until after the accident! Even though auto companies insist privacy will be protected, there are currently no standards in place. For more on EDRs, the National Highway Traffic Safety Administration has a comprehensive guide on its website.One chief concern is what if the information in the black box isn't accurate. How would you know? If the radio in the car breaks, a light doesn't go on, or the engine starts making loud noises, you know immediately. If the black box starts misreporting your speed, or doesn't record the fact that you hit the brake, the experts' reliance is placed on faulty information.

The Value of Information

Another big concern is that there is no way in which you can tell if an automobile manufacturer started recording other data like where you go and what you do. Though there is no information that this is happening now, adding GPS tracking would be quite simple.Though this may sound a little paranoid, there is a very high dollar marketing value to determining information about where certain people go and what they do. Simply adding an inexpensive global positioning device would track everywhere you went and this data could be made available to anyone willing to pay the price for it. You may not have any secrets but do you really want your whereabouts being made available to mega-marketing companies?

Toronto key to majority for Canada's Conservatives

BRAMPTON, Ontario (Reuters) – The Toronto region is where the 2011 federal election will probably be decided as the Conservatives hunt for the extra seats they need to turn their minority government into a safe majority one.In the city of Toronto, which has a reputation for being a fortress for the opposition Liberals, the Conservatives have the aging populations of affluent electoral districts in their sights, with a special nod to Jewish voters who like the government's pro-Israel stance.And in the suburbs, where visible minorities now make up a rising share of voters, they are targeting the ethnic vote.Their objective is to position themselves as the natural governing party for the 21st century in Canada, said Christian Leuprecht, an associate professor of politics at Queen's University in Kingston, Ontario.That clearly means making inroads with those population groups that are growing rapidly.The Conservatives, in power since 2006, are using their record on the economy and family-centric traditional values to appeal to voters in the suburbs of Canada's largest city, home to 10 of the tightest races for the May 2 election.

Three of the hottest ridings, or electoral districts, are in Brampton, just northwest of Toronto, where half the residents are immigrants, and one in three is from South Asia. Buoyed by an immigrant vote that has traditionally backed them, the Liberals won here in the last election, but only just.Now, the immigrant vote isn't necessarily Liberal.Brampton's population has risen more than four-fold since the 1970s, transforming a once picturesque town into a suburban sprawl of townhouses and strip malls. Sikh men in turbans chat on street corners, while children play road hockey in front of cookie-cutter homes.Brampton is a microcosm about how this country has changed,Leuprecht said.If you can make inroads in this sort of a riding, I think you're also sending a signal that you're keeping up with the times.The province of Ontario, of which Toronto is capital, has a third of the seats in Parliament. That makes it the key electoral battleground for the Conservatives, who are targeting voters in traditional Liberal strongholds, while defending their position against the left-leaning New Democratic Party, which has soared in the polls in the last two weeks of the campaign.The Conservatives hold 143 seats in Parliament and need 12 more for a majority. They won minority governments in the 2006 and 2008 elections.They realized that if they focused on these ridings and work hard, they can win it,said Rajinder Saini, a Punjabi-language radio host and an influential voice within that community.If they go to Conservatives, I will not be surprised.

THE TORONTO FORTRESS

The party may also have an opportunity to break the strong Liberal position within Toronto itself, notably in the diverse riding of Eglinton-Lawrence, where the population has Jewish, Italian and Filipino roots.Here, the Conservatives are benefiting from their clear message as a defender of Israel and the threat of another near-term election if no party wins an outright majority in this one.In the last election, Conservative candidate Joe Oliver narrowed the gap against the Liberal incumbent -- who has held the seat since 1988 -- from 23 percent to 4.7 percent.Now, it's closer, Oliver told Reuters.This still remains an uphill fight but the messages that we're talking about are resonating.But Tariq Amin-Khan, an associate professor of politics at Ryerson University in Toronto, said that the Conservative strategy of targeting voters based on race or ethnic origin could backfire. This targeting of the ethnic vote has really angered quite a few people within the broader South Asian community who see themselves as people who are just being exploited to gain votes,he said.Amin-Khan said a well-publicized gaffe in which a Conservative campaign worker asked community members to wear ethnic costumes for a photo opportunity with Prime Minister Stephen Harper, and the accidental release of documents that characterized certain ridings as very ethnic, may have hurt the Conservatives with some voters.They would like their voices heard, and they would also not like to be treated as ethnics,said Amin-Khan.In other words they want to be part of the Canadian mosaic.(Reporting by Julie Gordon and Claire Sibonney; editing by Janet Guttsman and Peter Galloway)

Busby: Fukushima Explosion Was Nuclear Kurt Nimmo

British scientist Christopher Busby, a researcher on the negative health effects of ionizing radiation, told Russia Today that one of the explosions at the crippled Fukushima nuclear plant in Japan was a nuclear explosion, not a hydrogen explosion as widely reported in the media.Busby said the explosion at Chernobyl in 1986 was also a nuclear explosion. The Chernobyl nuclear accident dispersed large quantities of radioactive fuel and core materials into the atmosphere. Busby told RT the crisis at Fukushima is far worse than Chernobyl.He said the explosion did not originate in the reactor core, but the tanks where spent plutonium MOX fuel rods are stored. MOX fuel contains plutonium blended with natural uranium, reprocessed uranium, or depleted uranium. The explosion vaporized the plutonium rods and ejected a large amount of radiation into the atmosphere.Takeshi Tokuda, a member of the Lower House of the Japanese Diet, also believes the first explosion at Fukushima was nuclear. Tokuda talked with a doctor Oikawa of the Minami Soma City General Hospital.

Oikawa told the government representative that materials ejected from the plant after the explosion registered high radiation levels.When the hospital checked the radiation level on the people who escaped from around the nuke plant after the explosion, there were more than 10 people whose radiation level exceeded 100,000 cpm [counts per minute], beyond what could be measured by the geiger counter the hospital had, Tokuda wrote.100,000 cpm is the new level that the Japanese government set that requires decontamination. Before the Fukushima accident, the level was 6,000cpm.The EPA has attempted to downplay the fact that plutonium is now bombarding the United States and much of the Northern Hemisphere. According to Lucas Hixton Whitefield, an EPA RADNet report shows increased levels of plutonium in the atmosphere. Whitefield found information on the plutonium in a RADnet dataset.

Netanyahu Denies Report He Caved In on Temple Mount

The Prime Minister's Office issued a statement Tuesday bluntly denying a report that Binyamin Netanyahu intends to cave in to extreme Arab demands over Jerusalem and demographics.A Kuwaiti newspaper, Al Jarida, reported that Netanyahu will present a diplomatic plan next month that includes Israeli acquiescence to a preliminary Palestinian with eastern Jerusalem as its capital. Our job is not to make explanations for the Palestinians but to apprehend those responsible. There must be an exhaustive investigation; one should punish those responsible. It's clear to everyone that the Palestinian police are going to do nothing, especially in light of the fact that we are even providing them with excuses. One must not rely on them. When I was the head of Central Command after the events of the Western Wall Tunnel [1996] we drew up a blacklist of all Palestinian policemen that we suspected of involvement in the terrorist attacks, we went over the list, we arrested those whom we had to and we eliminated those whom we had to.

Dayan concludes that the current situation at Joseph's tomb is insufferable. Following the events that led to the killing of [the Druze Army soldier] Madhat Yusuf at Joseph's Tomb [in October 2000, upon the outbreak of the Second Intifada, aka The Oslo War] the Tomb has been burnt; a mosque was built there, and then the tomb was again repaired. It's legitimate to debate whether to station troops there or not but it's not legitimate that [the PA] won't allow Jews to pray there. It's necessary that people should arrive at Joseph's Tomb every day as well as to the Peace on Israel Synagogue in Jericho. Of course one has to coordinate, but one must again open up these places, otherwise we are de facto giving up on them.To my sorrow the media, that does not always remember all the details, sets the agenda. They deal all the time, and justifiably so, with Gilad Shalit, but don't recall those who were killed in that incident [a reference to two soldiers from Shalit's crew who were killed simultaneously with his abduction, ed.]. Also, in the Joseph's Tomb attack they mention that Ben Yoseph Livnat was murdered, but it's necessary to mention also all those who were wounded and are fighting for their lives. The leaders of France and Italy are meeting in Rome today (26 April) to discuss measures to tighten EU border controls amid rising tensions over how to deal with the thousands of migrants fleeing revolutions in north Africa.French President Nicolas Sarkozy and his Italian counterpart Silvio Berlusconi are expected to use this 29th bilateral summit to call for a partial reintroduction of border controls, a move that would undermine one of the most significant integration steps of the European Union.Europe is not the free movement of illegal immigrants, Laurent Wauquiez, French European affairs minister told Journal du Dimanche. France wants to study the possibility of restoring border controls if there is a major influx at the gates of the Union,he said.Referring to the EU's agreement on abolishing internal borders, Italian Foreign Minister Franco Frattini told daily Il Sole 24 Ore: All treaties inevitably grow old. The Berlin wall of North Africa has come down and the context in which these treaties and I think also the Lisbon treaty, were written has changed radically.

The Franco-Italian meeting comes as the influx of some 25,000 Africans over recent weeks has exposed the fragility of Europe's approach to dealing with immigration. Italy, as the landing country for the vast majority of the immigrants, has complained bitterly about the what it is says is a lack of solidarity in dealing with the migrants from the rest of the EU.With its complaints falling on deaf ears, it then infuriated fellow member states - particularly France - by granting Tunisians six-month resident permits allowing them to travel freely within the countries belonging to the Schengen Zone. Many Tunisians, often French-speakers, started to make their way to France, prompting Paris to search trains coming from Italy. Under EU rules, residency permits - Italy has so far granted around 8000 - can only be granted if the person has the means to support themselves.Although France has said it does not want to suspend the Schengen Agreement but just review it, the mere fact that it is being discussed at all is of significant symbolic importance.The 1995 agreement, allowing passport-free travel in 25 European countries and affecting 400 millions citizens, is seen as one of the deepest integration moves in the EU's history, breaking the down national borders and resting on trust between member states.However, the highly visible migration from Africa in recent weeks - where migrants often reach the tiny and ill-equipped Italian island of Lampedusa first - has seen member states defend the domestic line rather than one of EU solidarity.

It also comes amid internal political pressure as national politicians take a hard line on immigration, taking on board some of the policies of rising populist and anti-immigration parties. Iranian Nuclear Program Hit By Second Cyber Missile Virus

Iranian civil defense commander Gholamreza Jalali said Monday the Islamic Republic's nuclear program has fallen prey to a computer virus called Stars, Reuters reports.
The Stars virus is the second in the cyber war against Iran's bid for nuclear capability, following after the much-reported Stuxnet virus,Jalalai said the introduction of the new virus is being investigated while admitting Stuxnet still posed a risk. We should know that fighting the Stuxnet virus does not mean the threat has been completely tackled, because viruses have a certain life span and they might continue their activities in another way,Jalali said.The revelation that Stuxnet is still hampering Iran's nuclear program runs counter to previous claims by Iranian officials that the destructive virus had been dealt with and buttresses Saudi concerns that Iran's intention to activate the Bushehr plant in May could lead to a second Fukushima.Saudi concerns were based on reports attributed to a Russian engineer working at the site that metal shards were found in the coolant intakes for the reactor.Iranian officials blamed Israel and the United States -- which believe Iran is seeking nuclear weapons -- for the Stuxnet virus, which some expert shave described as the first guided cyber missile, aimed at Iran's atomic program.

Kremlin chief wants new nuclear rules post-Chernobyl

CHERNOBYL, Ukraine (Reuters) – Russian President Dmitry Medvedev on Tuesday called on the world community to tighten safety rules at nuclear plants and tell the truth when there were accidents like those at Chernobyl and Fukushima.Medvedev spoke alongside Ukrainian President Viktor Yanukovich at a solemn ceremony marking the 25th anniversary of the world's worst nuclear accident at Chernobyl in Ukraine when a reactor exploded, sending radiation billowing across Europe.The ceremony, at which the two leaders paid homage to the clean-up workers and victims of the 1986 accident, took on added significance amid efforts by Japan to control the crisis at its Fukushima plant, damaged by an earthquake and tsunami.A jarring note came from Belarussian President Alexander Lukashenko whose country suffered as badly as Ukraine from the Chernobyl disaster.Touring border areas in his own country affected by the Chernobyl accident, Lukashenko described Yanukovich as a lousy leader for leaving him out of Chernobyl anniversary events at the behest of European Union leaders.The crisis at Fukushima and what happened at Chernobyl 25 years ago meant new rules had to be developed on the peaceful use of nuclear energy and safety, Medvedev said.Today, I sent proposals to (world) leaders ... aimed at guaranteeing the necessary development of nuclear energy in the world while preventing at the same time catastrophic global consequences,the Russian leader said.

But Medvedev, who may run for a second term in the Kremlin in an election next March, also put the emphasis on the need for governments to come clean in the event of a nuclear accident.The duty of a state is to tell the truth to its people. It must be acknowledged that the (Soviet) state did not always behave correctly, he said.In order for such tragedies never to be repeated we must all be honest, we must provide absolutely exact information about what is going on ..., he said.His words amounted to an acknowledgement of wrong-doing by Moscow since the Soviet Union, of which Ukraine was then a part, delayed announcement of the full scale of the Chernobyl accident for some days.But they could equally be taken as veiled criticism of Japan's handling of the crisis at the Fukushima Daiichi plant which was hit by a March 11 earthquake followed by a tsunami.On April 26 1986, the No. 4 reactor at the Chernobyl plant exploded and caught fire after a safety test experiment went badly wrong. The blast sent radiation billowing across Europe.A total of 31 people died immediately but many more died of radiation-related sicknesses such as cancer, many of them in what is today Belarus.Tens of thousands were evacuated, never to return, from Prypyat, the town closest to the site which then had a population of 50,000.

550 MILLION EUROS PLEDGED

Last week the world community, spurred by the nuclear crisis in Japan, pledged 550 million euros ($780 million) to help build a new containment shell over the stricken reactor at the Chernobyl site to replace a makeshift one that has begun to leak radiation.Chernobyl was a challenge of planetary dimensions. The answer to this challenge can be provided only by the world community,Yanukovich said. In Chernobyl, he thanked Medvedev for Russia's donation of 45 million euros ($65.38 million).
Tuesday's anniversary saw anti-nuclear protests in several European countries. About 120,000 people took part in anti-nuclear rallies across Germany on Monday, the largest Easter Monday protests in many years, ahead of the anniversary.There were 80 rallies across Germany, the largest outside the Grohnde nuclear reactor, one of 17 plants in Germany, where 20,000 took part. Syria a Bigger Headache for Turkey than Libya

Kol Yisrael has just reported that a Turkish citizen was shot in the head crossing into Jordan from Syria. As it is Assad's security forces who hold the weapons, the incident may force Ankara's hand.The Turkish opposition has begun to make hay over the issue by accusing the ruling AKP – Justice and Development Party – of employing a double standard in terms of Syria. A column in the Turkish newspaper Hurriyet complained that the government, which is eager to bash Israel on every occasion over Gaza, has very little to say in the face of the images of brutality coming out of Syria and Libya. In the meantime, no one in the party is openly accusing Gaddafi or Assad of murdering their citizens…. those pro-AKP organizations are quick to gather outside the Israeli embassy in protest [but] are not to be seen outside the Libyan or Syrian embassies.How could a Muslim party ignore the fate of the Muslims in these countries, questioned the columnist. He also predicted that the insurgents would remember Turkey's cowardly stance when they came to power.We also saw how the opponents of Gaddafi, who we believe will be successful in the end, turned against Turkey. The same thing could easily happen in Syria if the AKP government continues to go softy softly on Assad.

Syria is more of an issue for Turkey than Libya because of the common border. Turkey fears that the current crackdown could stimulate tides of Syrian refugees crossing the border with Turkey. The Turkish Foreign Ministry is already running through scenarios. A destabilized Syria would also exacerbate Turkey's Kurdish problem.The United States has been in close contact with the Turks and is playing good cop bad cop with Ankara. Officer Obama has been the good cop calling Turkish Premier Erdoganto express appreciation for Turkey's ongoing humanitarian efforts in Libya and its participation in the NATO No-Fly Zone and Arms Embargo operations.The bad cop was being played by David S. Cohen, Acting Undersecretary for Terrorism and Financial Intelligence in the Treasury Department, who is visiting Ankara this week to emphasize the requirement that Turkey comply with the sanctions against Iran and Libya.Cohen will warn the Turks that if they trade with Iran and Gaddafi's Libya, they will find the U.S. financial system barred to them. Police: Levee protecting Mo. town holds overnight

POPLAR BLUFF, Mo. – A levee protecting a southeast Missouri town from major flooding held up overnight, although the swollen river pouring over in several spots is threatening to burst through the structure and has already forced the evacuation of about 1,000 area homes, a police official said.Poplar Bluff deputy police chief Jeff Rolland said early Tuesday that the Black River overran the levee in about 30 locations between Poplar Bluff and the nearby town of Qulin.How that hasn't broken through yet, it's a miracle,Rolland said.Tuesday brought the promise of more showers and thunderstorms to the area, where river swollen rivers are threatening towns in a vast swath of the nation's midsection.Crews rescued 59 people in 1 1/2 hours late Monday after water spilled over the dam and inundated a section of Poplar Bluff, a town of 17,000 residents that is 130 miles south of St. Louis.Some 1,000 homes have been evacuated in the area, but in the worst case scenario, a levee breach would force the evacuation of some 6,000 homes from Poplar Bluff to Qulin and destroy or severely damage 500 homes in Poplar bluff and its outskirts, Rolland said. Already, 23 small businesses in the area's flood plain have taken on water, he said.

The hotels in town filled up quickly, and 300 people took shelter at the Black River Coliseum, the 500-seat concert venue in town, Rolland said. No deaths or serious injuries have been reported.Families forced to flee their homes Monday watched as murky floodwater began creeping into their yards and homes. If the levee were to give way, many of those homes would be left uninhabitable. Sandbagging wasn't an option — the river, spurred on by 10 inches or more of rain since last week, simply rose too quickly.By the time we realized what was happening it was too dangerous to sandbag, Butler County Presiding Commissioner Ed Strenfel said.Severe storms that began early last week have hammered the nation's midsection without letup. Rebuilding Japan's disaster-hit towns may take a decade

TOKYO (Reuters) – The reconstruction of Japanese towns and cities devastated by a deadly earthquake and tsunami last month could take a decade, an advisory panel to the government tasked with coming up with a blueprint for rebuilding said on Tuesday.
The March 11 earthquake and tsunami, which left a large swathe of Japan's northeast in ruins, killed at least 13,000 people, forced about 130,000 into shelters and is estimated to have caused $300 billion worth of damage.The first three years would be needed for tasks like rebuilding roads and constructing temporary housing, said Jun Iio of Japan's Reconstruction Design Council, formed after the quake to advise the government's rebuilding efforts.Iio, a political science professor, told a news conference that another four years may be necessary to rebuild towns, and it could take even longer to achieve full recovery.We have to bear in mind that the area afflicted by the disaster is much larger than Kobe, Iio said, referring to the Japanese city ravaged by a powerful earthquake in 1995.

The council, comprising scholars, local governors, business executives and even a Buddhist priest, have also said the challenges of rebuilding after the March disaster have been made greater by a crisis at a tsunami-stricken nuclear power plant.Tens of thousands of residents around the Fukushima Daiichi plant have been ordered to evacuate after the tsunami knocked out the plant's cooling functions, leading to leaks in radiation in the world's biggest nuclear disaster since Chernobyl in 1986.The government's ratings are down as evacuees complain about the slow pace of temporary housing availability, while farmers and fishermen affected by radiation leaks from the Fukushima plant are clamoring for a compensation plan from the government and the plant's operator, Tokyo Electric Power Co.Hundreds of farmers, wearing green scarves and accompanied by two cows, protested at the headquarters of Tokyo Electric on Tuesday, waving lettuces and cabbages into the air and shouting Pay compensation! and Give us back our homeland! WASHINGTON (Reuters) – The Federal Reserve kicked off a two-day meeting on Tuesday that is expected to conclude with a signal that it is in no hurry to scale back its massive support for the economic recovery.The U.S. central bank, which began meeting at 10:30 a.m., is expected to use a post-meeting statement to confirm that it will complete its $600 billion bond-buying program by the end of June and renew its commitment to maintain rock-bottom borrowing costs for an extended period.The statement is expected at 12:30 p.m. on Wednesday.Following the announcement, Fed Chairman Ben Bernanke will hold the first-ever regularly scheduled news conference by a Fed chief. The news conference, which starts at 2:15 p.m. (1815 GMT) and is expected to last about 45 minutes, will be broadcast live. Bernanke will open with a brief statement and then take questions.In another new development aimed at improving public understanding of the Fed's policies, policy-makers will issue their quarterly forecasts for growth, employment, and inflation as the news conference begins. Gasoline rises to $3.87 per gallon

NEW YORK – Gas pump prices continue to climb, hitting $3.87 per gallon on Tuesday, though experts say the national average should fall eventually as Americans drive less.Retail gasoline prices have increased for 35 straight days, adding 32.2 cents per gallon since March 22. They're above $4 per gallon in California, New York, Michigan, Illinois, Connecticut, Washington D.C., Alaska and Hawaii.Pump prices, which have followed oil higher this year, got another boost on Tuesday after three Texas refineries lost power. Authorities said they're still looking for the cause of the outage at the Valero, BP and Marathon Oil refineries in Texas City. A Dow Chemical plant also lost power.Gasoline futures increased 2 cents to $3.3003 per gallon in morning trading on the New York Mercantile Exchange.Oil analyst Tom Kloza said the shutdowns may have halted 300,000 barrels of daily gasoline production. It'll take time to get those refineries back in order Kloza said. Refineries are finicky. It's not like turning the lights back on.Kloza thinks gas will start to fall eventually as more consumers drive less and demand falls. But the news will probably get worse before it gets better. He expects pump prices will soon hit a national average of $4 per gallon.MasterCard SpendingPulse has reported that motorists have cut back on gasoline purchases for seven straight weeks. Another SpendingPulse survey is expected Tuesday.

Meanwhile, benchmark crude for June delivery was little changed. It lost 16 cents at $112.12 per barrel on the Nymex.Investors are waiting to hear what the Federal Reserve will have to say about the nation's economy and interest rates. The Fed meets Tuesday and Wednesday. The expectation is that the central bank will keep interest rates where they are now, near zero.In other Nymex trading for May contracts, heating oil gained 2.23 cents at $3.2212 per gallon and natural gas lost 3.5 cents to $4.354 per 1,000 cubic feet.In London, Brent crude rose 24 cents to $123.90 per barrel on the ICE Futures exchange.

NEW YORK – Real estate mogul Donald Trump suggested in an interview Monday that President Barack Obama had been a poor student who did not deserve to be admitted to the Ivy League universities he attended. Trump, who is mulling a bid for the Republican presidential nomination, offered no proof for his claim but said he would continue to press the matter as he has the legitimacy of the president's birth certificate.I heard he was a terrible student, terrible. How does a bad student go to Columbia and then to Harvard? Trump said in an interview with The Associated Press. I'm thinking about it, I'm certainly looking into it. Let him show his records.Obama graduated from Columbia University in New York in 1983 with a degree in political science after transferring from Occidental College in California. He went on to Harvard Law School, where he graduated magna cum laude 1991 and was the first black president of the Harvard Law Review.Obama's 2008 campaign did not release his college transcripts, and in his best-selling memoir, Dreams From My Father,Obama indicated he hadn't always been an academic star. Trump told the AP that Obama's refusal to release his college grades were part of a pattern of concealing information about himself.I have friends who have smart sons with great marks, great boards, great everything and they can't get into Harvard, Trump said. Automatic GPS on your cellphone

Sprint is offering the U.S.'s first cellphone equipped for GPS-enhanced services today, making it the only company to meet the FCC's mobile phone location detection deadline–and only partially at that. Sprint will sell the Samsung SPH-N300 phone for US$149.99 (though it's not on the Sprint phones Web page yet), and it comes with the GPS (Global Positioning System) location functionality mandated by the Federal Communications Commission.Because cellphone calls to 911 (estimated at around 140,000 per year) do not give the 911 operator location information, the FCC mandated that wireless companies be able to locate 67 percent of callers to 911 within 50 meters that elect the handset solution while those using network technology must be able to locate the caller within 100 meters. Wireless companies must also have one-quarter of the new cellphones they offer equipped to provide that location information by the end of the year, and all new cellphones so equipped by the end of next year.

Verizon, Cingular, AT&T, and other major carriers all requested delays and have nothing to offer at this point–the FCC will review those requests in the next few days. Sprint also filed a delay request because it is only offering the location service in Rhode Island, and not until next month. Sprint confidently predicts its lead in GPS-enhanced services will be maintained, however, and plans to roll the service out to other locations soon, along with location-based commercial services for cellphone customers, like driving directions, traffic services and entertainment information.For more information, please see the Reuters item. While I understand the FCC's decision to require automatic location information for 911 calls, I am not happy about wireless carriers and the government being able to pinpoint me whenever I use my cellphone. I guess it's possible that the automatic GPS feed could be blocked when you're not calling 911, but I would be very surprised if that's going to be the case. Basically, we're just going to have to trust our wireless carriers not to watch where we're making calls from. Here's a related news item from August warning of the slippery slope from having that information available for emergency purposes to constant location monitoring every time you use the phone. Yes, the obvious answer is that if you're worried about the privacy infringement you should just do without the cellphone's convenience, but I guess that's not a good enough answer for me–I want to be able to enjoy technology's benefits without having to worry about another piece of my life being recorded on a mainframe somewhere. Ah, the burdens of modernity. In the long run, I guess most people won't let the tracking capabilities bother them (as I won't if I really want a cellphone), but it's important to be aware of them.As for the fact that none of the major wireless carriers are ready for this FCC mandate (Sprint's compliance is only minimal, and it's weird that the phone still isn't showing up on the website, nor at Samsung Electronics' site), I have a feeling there won't be any penalties imposed. If it were just one or two companies that weren't ready it would be a different story, but the fact that none of the big folks had the phones or the infrastructure in place means that the October 1 deadline was unrealistic, whether that's because the phonemakers couldn't get the right chips or whether the big companies didn't take the deadline seriously.

When British programmers Alasdair Allan and Pete Warden took the stage at the Where 2.0 conference to unveil their work on iPhone location tracking, it was clear they had some big news on their hands. The duo outlined what they called the discovery that your iPhone and 3G iPad [are] regularly recording the position of your device into a hidden file.Their findings started a firestorm of media coverage.But as the details came to light, one researcher was left scratching his head—because he'd already made the same discovery last year.Alex Levinson, 21, works at the Rochester Institute of Technology in western New York, and he has been studying forensic computing and working with Katana Forensics, which makes tools for interrogating iOS devices.In a post on his blog, he explains that the existence of the location database—which tracks the cellphone towers your phone has connected to—has been public in security circles for some time.While it's not widely known, that's not the same as not being known at all.In fact, he has written and presented several papers on the subject and even contributed a chapter on the location data in a book that covers forensic analysis of the iPhone.(One blogger reviewing the book in January mentioned the cell-tower data and says, more and more you realize how much information Apple's mobile devices could contain and how valuable this could be for your investigation.)

Ignoring the Obvious
In his post, Levinson takes issue with the claim of discovery.In fact, he told me by e-mail that Allan and Warden had apparently missed a whole area of existing research conducted by forensic analysts.It was a shock to me when this came out labeled as a discovery,he explains. I watched the video, and they don't appear to be interested in the forensic side of this, which is honestly where the research lies.Part of it seems to be a failure of researchers across different disciplines to plug into each others' work. As Levinson put it, They basically built a bridge without turning to the civil engineers—I'm not the only one familiar with this stuff.Bad communication among researchers, however, isn't the only culprit. Levinson adds that the press missed the story first time around and now seems more focused on the horror of data storage than the reality (for example, there's no evidence, at least at the moment, that the data are sent back to Apple).I do blame the press somewhat for sensationalizing [this] without recourse, he says.I e-mailed 20 of the top media outlets [that] covered this, linking them to my side—none of them replied, except a famous blogger who cursed me.Sometimes this is the case with research, and just because it's not new to you, doesn't mean it's not news. Sometimes the people credited with breakthroughs are the ones who have been able to communicate their ideas to the right people. And clearly Allan and Warden's presentation is having a lot of impact, not least because they have released the tools to make the data obvious to users.

Just an Internal Log?
The truth is, there may be more important things to consider than the issue of who discovered what. Levinson's revelations are more important than that, because he explains that the location data are already being put to use. In his blog post he says (my emphasis):This hidden file is nether new nor secret. It's just moved. Location services have been available to the Apple device for some time. Understand what this file is—log generated by the various radios and sensors located within the device. This file is utilized by several operations on the device that actually are what make this device pretty smart.Through my work with various law enforcement agencies, we've used h-cells.plist on devices older than iOS 4 to harvest geolocational evidence from iOS devices.That's very interesting. It's not that people in some circles already knew about the location data; in fact, the data are actively being used by law enforcement agencies as part of their investigations. Levinson declined to divulge the names of those agencies but told me he had worked with multiple state and federal agencies both in the U.S. and internationally.So when Allan and Warden say, Don't panic … there's no immediate harm that would seem to come from the availability of this data,you have to ask whether that's the case. No court orders are needed to track your location history via an iPhone, since the devices are relatively open. All the investigator needs is the device itself.

The controversy generated as a result of computer researchers discovering a hidden file that allows Apple to track the location of iPhone and iPad users has been treated as a shocking revelation by the media, and yet since October 2001, the FCC has mandated that all wireless carriers track the location of their users down to within 50 feet.Stunned iPhone and iPad owners have only just found out that all of their movements are tracked and stored in a hidden iOS file which gets synced to their PC every time they connect the phone, reports Gadgets and Gizmos. The name of the file is Consolidated.db and it uses the Apple devices’ GPS function to record your location and the time you were there.The secret file was found by computer experts and made public at the recent Web 2.0 conference in San Francisco.The Wall Street Journal expanded on the revelations surrounding Apple on Friday by reporting that Google’s Android smart phones also, Regularly transmit their locations back to…Google, according to data and documents analyzed by The Wall Street Journal—intensifying concerns over privacy and the widening trade in personal data.

Technology writers are seemingly baffled as to why top smart phone producers like Apple and Google are tracking the movements of their users, while lawmakers have also begun asking questions of Apple CEO Steve Jobs.A bizarre initial reaction to the story from some quarters of the media and industry centered around the suggestion that the hidden file was actually a bug which Apple should be looking to fix,a theory dismissed almost instantly after it was confirmed other smart phone manufacturers were also tracking their users and that such efforts were clearly intentional, as the database is being restored across backups, and even device migrations.Indeed, as much as a year ago Apple admitted to the fact that it intermittently collects location data, including GPS coordinates, of many iPhone users and nearby Wi-Fi networks and transmits that data to itself every 12 hours, according to a letter the company sent to U.S. Reps. Edward Markey (D-Mass.) and Joe Barton (R-Texas),reports the WSJ.Google’s HTC Android phones collect location data every few minutes and transmit that information directly to Google several times an hour, including the unique phone identifier, meaning that Google can keep tabs on the movement of a known individual almost constantly. Since people now ubiquitously carry their cellphones everywhere they go, this is akin to having a tracking microchip implanted in your forehead.However, far from being a recent phenomenon, as the media would have us believe, tracking of individuals via their cellphones has been going on for almost ten years at least.Under the 1996 Telecommunications Act, the FCC mandated that by October 1, 2001 a quarter of all new cellphones be equipped with GPS functionality that would allow authorities to track the location of users. In their eyes, the choice between sacrificing their privacy and sacrificing their precious apps is an easy one to make. Privacy can’t book a table at a restaurant in a few taps of a finger, nor can it tell you the weather forecast or where the nearest ATM is located.If the debate had been allowed to run its course in 2001, when cellphone tracking was first being adopted, the outcome may have been different. But since cellphone companies have been tracking their users for the best part of a decade, in line with government mandates, the recent controversy is merely part of the acclimatization process to achieve calm subservience and acceptance of the fact that true privacy is dead, and as Henry Blodget explains, Apple’s omnipresent brainwashing campaign has helped keep the outrage to a minimum.

By doing so, Apple made it possible for anyone who gets ahold of your iPhone or Mac (or any other device synced with either) to figure out exactly where you were when.That is absolutely outrageous.If any other company had done this, America’s privacy zealots would be demanding the CEO’s resignation. There would be threats. There would be lawsuits. There would, at the very least, be incessant demands for the company to acknowledge the behavior, explain it, and apologize for it.And yet, because the company is Apple, there have been none of those things.

Instead, Apple fans like John Gruber have suggested that the secret feature is a bug.And there have been mainstream media stories suggesting that it must be some kind of mistake.Bug? Mistake? Apple built a system into your iPhone that secretly tracks and records everywhere you go. This system records your exact location and the exact time you were there–down to the second.Anyone who gets ahold of your phone or computer can tell exactly where you were when: Police, people suing you, your husband/wife, your employer, private investigators, the government–anyone. And Apple didn’t tell you that! Please explain, with a straight face, how that could possibly be a bug or mistake.And let’s say hypothetically that it actually was a mistake. That Apple didn’t mean to build that system that tracks and records everywhere you go and then keep it a secret. Let’s say, hypothetically, that it was some rogue Apple engineer who built that system into iOS without telling his or her superiors and that Apple has only recently discovered it.Well, then, Apple should already have come forward, apologized profusely, explained that the engineer has now been summarily dismissed, and offered a software update that eliminates the tracking system forever.Has Apple done that? Heck no! Apple hasn’t even acknowledged the problem, let alone apologize for it or do something about it.This alone should make clear to everyone that it wasn’t a mistake.Again: Your Apple iPhone has been secretly tracking and recording everywhere you go for the past several years.If that news doesn’t outrage you and make you furious at Apple–both for doing it in the first place and then for not acknowledging that they’re doing it and explaining why–there’s only one explanation for why it doesn’t.Apple has so mesmerized you that you live in the reality distortion field.

The question is why?

The company has remained silent after researchers Alasdair Allan and Pete Warden revealed this Wednesday that the iPhone was storing logs of users' geographic coordinates in a hidden file. We're not sure why Apple is gathering this data, but it's clearly intentional, as the database is being restored across backups, and even device migrations,the security experts wrote in their blogs.While Apple has since remained tight-lipped on the matter, not responding to any media-inquires, another privacy snafu last year gives insight into what the company is doing with the information.In June 2010, Congressmen Edward J. Markey, D-Mass., and Joe Barton, R-Texas wrote a letter to Apple CEO Steve Jobs inquiring about Apple's privacy policy and location-based services.In response the company's general counsel Bruce Sewall wrote a letter explaining its practice, and shedding light on the rationale the company uses to monitor users.To provide the high quality products and services that its customers demand, Apple must have access to the comprehensive location-based information,Sewall told Congress in the letter.After emphasizing Apple's commitment to users' privacy, Sewall said that to provide these location-based services, Apple, its partners and licensees, may collect, use and share customers' precise location data, including GPS information, nearby cell towers and neighboring Wi-Fi networks.

While the security researchers Allan and Warden did not confirm whether the devices were actively sending data back to Apple, Sewall said that it was within Apple's right to do so.By using any location-based services on your iPhone, you agree and consent to Apple's and its partners' and licensees' transmission, collection, maintenance, processing and use of your location data to provide such products and services,Sewall's letter reads, citing Apple's End User Agreement.But he added that the information is collected anonymously and the devices give users controls for disabling the features.In addition to giving Apple customers the ability to turn off all location features with one on/off toggle switch, Apple requires applications to get explicit customer approval when it asks for location information for the first time.Apple also stores the location information in a database only accessibly to Apple, the letter says. Your next cell phone may be able to tell your mobile carrier--and possibly others--exactly where you are and where you've been. Starting in October, new cell phones will contain Global Positioning System units for use with location services offering emergency help, traffic and shopping aids, and more. But the questions of what such services do with the data they gather on you and who can access it raise a host of privacy concerns that are far from resolved.

Cell phone tracking was propelled by the Federal Communications Commission, which adopted enhanced 911 rules to cover wireless services. For E911's first phase, cellular carriers must be able to pinpoint, to the nearest cell tower, the location of someone calling 911. For Phase II, carriers must be able to pinpoint a 911 caller's location to within 50 to 300 meters.FCC requirements mandate that the first phones equipped with Phase II capabilities appear this October; nearly all cell phones are supposed to comply by 2005. Thus far, Sprint PCS is the only major carrier that claims to be on schedule to ship some location-enabled phones this fall.Naturally, vendors want to take advantage of the mandated location features to offer you something beyond emergency help--and more targeted than the info on nearby ATMs and movies you can already get. All major carriers have plans, but none have released specifics. As a result, various issues--costs, exactly how the services will work, and whether your location will be broadcast the moment you turn your phone on (a battery drain) or only on request--remain unresolved.

Advertisers are eager to use location services to alert you when you pass near a store that might be of interest. Such services are likely in some form, but carriers are proceeding cautiously. They're aware you may not want to see ads for McDonalds every time you pass by the golden arches. Carriers don't want to annoy users because it's so easy to switch providers, says Allen Nogee, a senior analyst at Cahners In-Stat Group.The GPS units required for location services should add less than $50 to phone costs according to Cahners In-Stat. Carriers may cover costs or pass them on as part of fee-based service plans. You'll probably have to buy a new phone to get the services, but companies such as Airbiquity are designing batteries containing built-in GPS units you could add to certain existing phones.

Eye On You
As cell phones with tracking abilities come to market, myriad privacy concerns loom.
For example, should government agencies, including law enforcement, have unfettered access to your GPS data? If your provider--or any third-party company it contracts with--stores your location info, government agents could access it fairly easily.
Also, will you soon have to contend with mega-marketing databases that keep tabs on where and how often you shop, and with cell phone spam? Letting consumers opt out is one answer to these concerns. The Wireless Communications and Public Safety Act of 1999 states that without express prior authorization, a user shall not be considered to have approved access to location information from commercial mobile services. A bill now in a House of Representatives subcommittee would go further, explicitly requiring customer consent to the provision of wireless call location information. A similar new bill in the Senate would require providers to notify users when the service tracks them, and prohibit providers from disclosing or selling data without getting customer consent.The Cellular Telecommunications & Internet Association, which represents handset makers and carriers, has also acted. It petitioned the FCC to set up common rules for carriers governing how to notify users and obtain consent for location services, as well as to establish privacy and security standards for user data. CTIA also asked the FCC to allow a safe harbor for those following FCC rules.Carriers have an economic incentive to protect your privacy, but location technology providers that some carriers use may not, Nogee warns.As services roll out, both consumers and providers will start working through these thorny issues. Still to be determined: whether users bite and are willing to pay at all.
