An ex-CIA agent and counter-intelligence expert has revealed in a special report that Barack Obama has quietly appointed members of the Muslim Brotherhood to key posts within the Administration. Dr. Clare Lopez, professor at the Centre for Counterintelligence and Security Studies, wrote a policy paper in December of 2009 which details the systematic appointment of Sharia-friendly advocates within the State Department and other government agencies.For example, the Tehran-born Dr. Vali Nasr was appointed to co-direct Obama foreign policy toward Afghanistan and Pakistan. Former Saudi Arabian supplicant Charles Freeman was appointed by Obama to chair the Administration's National Intelligence Council, but withdrew his name when it was revealed he issued a 2-page screed in which he postulated a conspiracy theory claiming he had been 'victimized' by American supporters of Israel. In addition, John Limbert was appointed to direct U.S. policy toward the Islamist regime in Iran. Limbert, who was taken hostage during the Iranian upheaval of the late 70s-early 80s, is an Iranian sympathizer who advocates negotiation with one of the most brutal dictatorships in the world.A video of Lopez's assessment of Islamist influence in the Obama Administration can be found in the top left column.While it is true that some of the initial appointees have departed from the Administration, the fix was already in. Why is this relevant to 2011?
Events which are currently unfolding in the Middle East are a consequence of the behind-the-scenes work of Islamic advocates within the Administration.According to reports issued by NewsRealBlog, RedState, and LaborUnionReport, secret documents released by Wikileaks indicate that the United States government has been in the process of planning social and political upheaval in the Middle East for at least 2 years--beginning during the waning days of the Bush Administration and continuing under Obama. The goal was to push moderate Muslim dictators out the door in countries such as Egypt, while advocating so-called 'democracy' which would then insure the rise of Muslim Brotherhood-supported Islamists to fill the power-gap.
How would such a grand scheme be accomplished?
The reports expose a consortium of Leftwing organizations, Islamic groups, labor unions, and Obama-friendly corporations which would organize and fund a 'youth movement' in certain areas around the Middle East which would then take to the streets in protest against current governments.Some of the corporations involved are Google, YouTube, MSNBC, Facebook, National Geographic, M-TV, and Pepsi. In addition, the U.S. State Department, Columbia Law School, and various Islamic extremist groups such as the Muslim Brotherhood, CAIR, and others are central to the plot.The goal is to set in motion a domino effect, hoping that regime-change in Eqypt would spread to other nations in the Middle East, and eventually destabilize Europe, and ultimately, the United States.No sooner had Mubarak been ousted in Eqypt than demands were issued for war with Israel. Egypt's government and Constitution were abolished by the military. The Camp David Accords, which has kept peace between Egypt and Israel since the 1970s, was discarded.Then, Libyan dictator Muammar Qaddafi issued a call to the Muslim world to wage war with Israel. There is upheaval in Jordon and Lebannon as well--Israel's closest neighbors.And while the Obama Administration rushed to jump out in front of the uprising in Egypt to praise its so-called push for democracy, a similar uprising this week in Iran has been met with deafening silence.
Why?
Perhaps some basic facts will provide clues.Obama's top national security advisor declared that the Muslim Brotherhood is a 'secular' organization, non-extremist, and dedicated to peace.Obama himself, in an interview with Fox News' Bill O'Reilly, refused to refer to the Brotherhood as an Islamic extremist organization, in spite of the fact that the group's own charter, and recent statements made by its leadership, indicate exactly that.And a Muslim board member of CPAC, of all things, declared in a news conference that there is no Muslim Brotherhood in the United States, despite the fact that the group issued a document in 1991 indicating its North American objectives.At the very least it is clear that things are not as they seem on the surface in Eqypt, Iran, nor within the Obama Administration and the American Muslim community. And, due to the fact that the mainstream media merely parrots the official Administration propaganda, the American people are being bamboozled.

MEP: Swift secrecy may hamper new data deals with US

EUOBSERVER / BRUSSELS – The secrecy in transposing an agreement allowing US investigators to access EU banking data for anti-terrorism purposes has irked MEPs who warn the European Commission and member states they may block other transatlantic data deals.Last year, the so-called Swift agreement was the cause celebre that made the European Parliament for the first time show up on the Obama administration's radar screen. After they vetoed the deal, in February 2010, MEPs managed to win a number of concessions, including as a specially appointed EU person to oversee the transfer of banking data and a role for the bloc's police co-operation agency, Europol, in approving demands for data.But more than half a year after the new deal came into force, MEPs are increasingly worried that the agreement is being circumvented and that any request for information is being stonewalled by EU institutions behind a standard top secret answer.A meeting behind closed doors at the end of January with Europol director Rob Wainwright failed to give satisfactory answers to MEPs dealing with the dossier, not even to a question requesting a rough estimate of the volume of data being handed to the US.None of us understood why that meeting was in camera [held behind closed doors]. It could have very well been public, as there was no information at all communicated to us, recalled Dutch Liberal MEP Sophie in't Veld.Seeing it as a symptom of a widespread culture of secrecy and reluctance to be held accountable, Ms in 't Veld pointed to the fact that the Swift agreement was an attempt to legalise something that was illegal in the first place.The history of the agreement dates back to 2006, when a story published by the New York Times revealed that the US government had been running a covert programme – the Terrorism Finance Tracking Program (TFTP) – set up in the aftermath of the terrorist attacks on Washington and New York, in 2001.
The programme consisted in monitoring financial transactions enabled by the Belgium-based Society for Worldwide Interbank Financial Telecommunication (Swift) – an inter-bank communications company used in over 80 percent of international transactions.
Data continued to flow and the EU subsequently tried to legalise the process. With the entry into force of the Lisbon Treaty, the European Parliament was granted a veto right over such deals, which it used, in February 2010.Ms in 't Veld has meanwhile filed a series of questions with the European Commission regarding the programme, after it emerged that several requests for information by the German data protection authority and by German MPs were dodged by both Europol and the commission itself.On of the Dutch MEP's questions asks: What does the European Commission think of the classification top secret of all documents relating to the Swift agreement? Others refer to the amount of data transferred so far, the number of requests made by the US and rejected or accepted by Europol and to the actual activity of the EU supervisor sitting in Washington to oversee the compliance of the agreement.There are more agreements coming up which need our consent. Not answering questions and dodging information requests is certainly not fostering mutual trust among EU institutions, said the Dutch politician, who is tasked with formulating the European Parliament's position on another data sharing agreement with the US concerning air passengers' private data.Noting that the European Parliament only gave its consent reluctantly to the deal, Ms in 't Veld argues that if the agreement proves to have too many loopholes in order to escape public scrutiny, this will have an impact on all the other pending agreements.
MEPs will want to secure every comma and every dot, if they cannot ensure that Europol and the European Commission have the same understanding of transparency and accountability as we do, she said.An internal document written by the German delegation in Brussels and published by the UK-based civil liberties watchdog, Statewatch, earlier this month warned that Berlin is deeply concerned about the commission and Europol repeatedly sidestepping questions or not answering them at all.This policy will raise further questions and add to growing scepticism, the German government warned, in reference to several replies given by the two EU institutions in which they claim not to have the authority to interpret the agreement and give a clear-cut answer.The commission, which negotiated on behalf of the European Union, is essential for interpreting the agreement because it is the only one who knows the motivation and attitudes of the contracting partner, Berlin argued, stressing that the current attitude may hamper the establishment of an EU system of analysing banking data on the search for terrorism leads.German media is also keeping a close watch on how the Swift deal is put in practice. Earlier this month, a query ran by the German daily Financial Times Deutschland and an independent Austrian MEP, Martin Ehrenhauser, revealed that a technical loophole allows the US authorities to access even intra-EU banking transactions, which should in theory be excluded from the agreement.According to the investigation, Swiftnet Fin, an older system which is to be phased out by 2013 and that still allows for some 200 million transactions a month in the east African region, is not covered by the agreement.As for Germany's data protection authority, it will continue to monitor with criticism the implementation of the agreement, Juliane Heinrich, the institution's spokeswoman told this website.A review of the first six months of the Swift agreement is due to be finalised by the commission next month.

The US and a number of European countries, including Britain and Germany, have already flown military aircraft into the Libyan desert to help with evacuation efforts, with Mr Cameron unveiling that one of the C-130 Hercules planes suffered minor damage from small arms fire after a rescue operation.As Russia and China seem unwilling to back the idea of a no-fly zone in the UN Security Council, the US and its European allies may go for a Nato decision instead, as was the case during the war in Yugoslavia, a spokesman for the US State Department suggested.The issue of a no-fly zone is something that is under active consideration. A defiant Colonel Gaddafi on Monday told the BBC he is still loved by his people and denied any protests are taking place in Tripoli.His view is strongly contradicted by independent reports, with the UN estimating that several thousand people have been killed in Tripoli and that the security situation in and around the Libyan capital has made it too dangerous for international aid agencies to assess the need for medicine, food and other supplies there.The major concerns are Tripoli and the west where access is extremely difficult because of the security situation, Valerie Amos, the UN humanitarian chief, told Al Jazeera on Monday.As of Monday, an estimated 61,000 had fled into Egypt, 1,000 to Niger and 40,000 to Tunisia, according to the UN, which said there was concern about water and sanitation for the refugees.Fewer than a couple of hundred Europeans are estimated to be in Libya still and awaiting evacuation in the coming days.

Mr Van Rompuy's spokesman, Dirk De Backer told EUobserver on Monday that the summit proposal is under discussion.A spokesman for EU foreign affairs chief Catherine Ashton, Darren Ennis, said [she] would support the idea and it is her view that if such a summit were to happen, it should happen sooner rather than later.EU diplomatic sources said that French President Nicolas Sarkozy floated the idea at the weekend and that Italy, Spain and the UK are on board. Germany is opposed to the move, while many smaller EU countries, such as Sweden, are not being kept in the loop.An EU official noted it takes at least three days to organise such an event and that other EU summits are already planned for 11 and 24 March. EU leaders from the centre-right and centre-left political families have also tabled pre-summit summits on economic governance in Helsinki and Athens on Friday. Who wants another summit? What would this [the Libya event] be about anyway? an EU diplomat said.Under the Lisbon Treaty, Mr Van Rompuy is supposed to be in charge of calling special summits and Ms Ashton is supposed to lead the way on EU foreign policy. The two spokesmen underlined that if the summit takes place, it would not be a case of France calling the shots.The final decision is to be taken by the president, Mr De Backer said. The organisation of EU summits is of course a matter for President Van Rompuy, Mr Ennis noted.The summit discussion comes amid an EU decision on Monday to top up UN sanctions against the Gaddafi regime.The UN security council on Saturday imposed a travel ban on Moammar Gaddafi and 15 members of his family and top cadre. It also imposed an asset freeze on the colonel and five associates.
The EU on Monday added 10 more names to the travel ban and 20 to the asset freeze. The list of extra EU names is to be made public later in the week.The joint EU-UN names include seven of Gaddafi's sons, his daughter, his top bodyguard, his defence minister and his head of military intelligence.As is normal with EU sanctions, the people on the travel ban will still be able to enter the Union for urgent medical treatment or if an exemption would further the objectives of peace and national reconciliation.In an interesting detail - given that Gaddafi's fortune is being counted in the order of tens of billions of euros - the asset freeze decision shall not apply to the addition to frozen accounts of ... interest or other earnings due on those accounts.It is unclear how the sanctions could affect EU companies, such as Italy's Juventus football club or UniCredit bank, in which Libya holds large stakes.
The UN and EU sanctions also include a ban on sales and shipments of arms and non-lethal riot-control equipment to Libya.Swedish arms-control NGO Sipri on Monday published an alert saying that there have been suspicious flights in and out of Libya in the build-up to the eruption of violence on 15 February.

Europe was not vocal enough in defending human rights and local democratic forces in the region.Too many of us fell prey to the assumption that authoritarian regimes were a guarantee of stability in the region, continued Mr Fuele, the former Czech diplomat now in charge of EU enlargement and neighbourhood policy.In a particularly blunt comment, he said that Europe should be standing with pro-democracy demonstrators and not dictators who are killing their citizens.The crowds in the streets of Tunis, Cairo and elsewhere have been fighting in the name of our shared values. It is with them, and for them, that we must work today - not with dictators who are, as we speak, spilling the blood of their own people with utter disregard for human life.He said that Europe must react to developments in its southern neighbourhood the way that it did to similar uprisings against a different series of regimes in its eastern neighbourhood two decades ago: Europe must and will rise to the challenge of supporting democratic transition in north Africa, as it did after the revolutions in Eastern Europe in 1989.He added that concerns over increased migration, access to oil or the an increased visibilty of Islamists should not prevent Europe from supporting democracy in the region.
Yes, there may be rising irregular migration flows originating from Tunisia, Libya and, to some extent, from Egypt. Yes, there will be a certain political vacuum in the newly democratising countries, including an increased visibility of Islamist parties and, at least in some of them, a worry that they may not want to play by the rules of democracy. Yes, there may be rising oil prices, lost investments and business. Yes, there may be potential civil war and instability in Libya.We know that the forces of change that have been unleashed will not produce stable political systems overnight. Yet, we must weather these risks without losing sight of our long-term common objective: a democratic, stable, prosperous and peaceful north Africa.Mr Fuele said that the commission was now ready with a new approach that would match the level of ambition that the parliament has consistently called for.He announced that European Commission President Jose Manuel Barroso has asked all the different commission departments to identify what initiatives in their own areas can contribute to what he called the new southern Mediterranean.Mr Fuele and EU foreign policy chief Catherine Ashton will also issue a policy paper proposal on the subject on 16 March, which will then be considered by EU premiers and presidents at the spring European Council.He signalled a fresh approach to the thorny question of migration from the region, saying that while the EU should continue to ask north African states to prevent irregular migration and co-operate on the return of refugees, he said the bloc should be more ambitious and floated the idea of legalised temporary or circular migration for workers.
He went on to say that Tunisia had made a request along these lines and that making it easier for workers to enter Europe on a legal basis was more desirable than having to deal with sudden mass exoduses.It is preferable to manage this type of migration rather than the humanitarian crises stemming from uncontrolled migration.
However, with an eye to member states that take a hardline perspective on immigration, he said he will need the help of the European Parliament if such strategies were to be embraced.This is another issue on which we will need the full support of this house, he said.
North-south pact
It is the first time an EU-level leader has offered an apology for the strategy. Catherine Ashton, the bloc's foreign policy supremo, has kept silent on the question of support for north African regimes. Carl Bildt, Sweden's foreign minister, came close to making a similar assessment in January shortly after the Tunisian revolution when he wrote on his blog: In the case of Tunisia, it is quite obvious that [European co-operation with north African states] failed.In retrospect, it is reasonable to ask whether we have been sufficiently robust in the requirements of respect also for democratic rights in Tunisia.Finland's foreign policy chief, Alexander Stubb has also made critical remarks.On Monday, Germany's foreign minister, Guido Westerwelle, also called for a new ‘north-south' pact between Europe and north Africa, echoing Mr Fuele's sentiment, if not quite so bluntly.First, it is being refuted more and more that, Islam, democracy and progress do not contradict themselves, and second, it is not via an autocratic government, but only by a stable society do we guarantee a stable country, he said, according to FT Deutchland.France for its part has been repeatedly bludgeoned by commentators over the last two months as papers almost on a weekly basis have revealed fresh embarrassing ties between the French political class on both sides of the ideological spectrum and north African regimes.In an attempt to staunch the bad press, France has been at the forefront of calls for stronger EU action over Libya. On Monday, Paris sent two planes to Benghazi, the eastern region of the country Prime Minister Francois Fillon is now describing as liberated territory.
Announcing the move, he added: And you will have seen that France was in the forefront of the decisions taken to sanction Colonel Gaddafi,We were the ones who called on the European Council to adopt a joint position on this matter.However, unlike in Algeria, Tunisia and Egypt, Paris has never had strong ties with the administration in Tripoli.One EU diplomat last week explained how it is that more northerly countries within the Council have tended to be more critical of support for southern despots: The further you are away from immigrants landing on your beaches, the more morally pure you can allow yourself to be.

With Russia's $650 billion rearmament plan, the bear sharpens its teeth

Moscow – The graying bear is getting a make-over. Russia's military is launching its biggest rearmament effort since Soviet times, including a $650 billion program to procure 1,000 new helicopters, 600 combat planes, 100 warships, and 8 nuclear-powered ballistic missile submarines.Analysts say Russia, while already the world's fifth-largest military spender, needs strong conventional forces to reduce its overreliance on its aging Soviet-era nuclear missile deterrent. Valentin Rudenko, director of the independent Interfax-Military News Agency, says it could create a whole new ballgame.For about two decades we've had no real modernization, at least not like what's being proposed now, he says. Russia will finally have a modern, top-level armed forces that are capable of protecting the country.
Deputy Defense Minister Vladimir Popovkin last week announced the unprecedented new outlays, which will see a massive re-equipping of Russia's strategic nuclear deterrent as well as its conventional forces. The Defense Ministry today said the modernization drive will begin this year with the deployment of new generations of air defense and antimissile weapons by Russian ground forces.The impressive shopping spree comes on the heels of a painful military reform that severely downsized Russia's conscript Army, eliminating 9 out of 10 Soviet-era units and cutting 200,000 officers. The goal now, experts say, is to equip Russia's new lean-and-mean, largely professional armed forces to face 21st-century threats. These are mainly considered to be regional conflicts such as the brief 2008 Russo-Georgian war, which highlighted military shortcomings.Skepticism over spendingMuch of the new spending will go toward revamping Russia's naval forces, which are slated to receive new submarines, 35 naval corvettes, 15 frigates, and 4 Mistral-type helicopter-transporting amphibious assault ships. Two of the $750 million Mistrals will be purchased from France, and two are to be constructed in Russian shipyards.Some experts are deeply skeptical of the expenditures – especially the expensive purchase of Mistral helicopter carriers, which are designed to project power around the globe rather than fight the defensive and local wars that Russian military doctrine declares as the country's main priority.It's hard to see what our Navy needs these Mistral money pits for, says Viktor Baranets, a former defense ministry spokesman who's now military correspondent for the Moscow daily Komsomolskaya Pravda. He says they may be prestigious, but they require a huge amount of protection. At any time, half the Russian Navy may be employed just escorting these ships around the world.
The new submarines will be designed to deploy a brand-new long-range nuclear missile, the Bulava, which has failed half of its flight tests so far. Defense ministers can make promises, but no designer or engineer can promise that the Bulava will be operational in time, says Mr. Baranets.Uncertainty over new stealth fighterExperts point out that most of the new weaponry to be procured is actually based on old, Soviet-era designs, including the Mi-28 helicopter gunship, the Mi-26 transport helicopter, and the Sukhoi Su-35 multirole fighter plane.These are all designs from the late Soviet period, and not really new at all, says Alexander Golts, military expert with the online newsmagazine Yezhednevny Zhurnal. The lack of fresh designs shows the underlying weakness of our military-industrial complex.The only truly new weapons being rolled out, says Mr. Golts, are the trouble-plagued Bulava missile and the much-hyped fifth-generation fighter plane that Russia is reportedly developing with India.We don't know enough about this Russian fifth-generation fighter to tell whether it is the real thing – a futuristic stealth fighter comparable to the US Air Force's F-22 and F-35 warplanes – or if it's just a jumped-up version of something old, says Golts.Critics say that despite the huge sums of money slated to be injected into the rearmament program, it is far short of the amounts needed to revive Russia's moribund military-industrial complex, which has lost the vast network of subcontractors that existed in Soviet times.This is not the first time the Kremlin has talked about military modernization, says Golts. But all previous programs have failed.
Gaddafi deploys forces as world raises Libya pressure

TRIPOLI (Reuters) – Libyan leader Muammar Gaddafi dispatched forces to a western border area on Tuesday in defiance of Western military and economic pressure, stirring fears that the bloodiest Arab revolt may grow more violent.As the West weighed military options, suspicions grew that the veteran leader, in power for 41 years, did not grasp the strength of the forces now gathering against him.In Moscow, a Kremlin source suggested Gaddafi should step down, calling him a living political corpse who has no place in the modern civilized world, Interfax news agency reported.But Gaddafi appeared oblivious to outside pressure.All my people love me. They would die to protect me, he told the U.S. ABC network and the BBC on Monday, dismissing the significance of a rebellion against his 41-year rule that has ended his control over much of eastern Libya.Barely 12 hours after the United States said it was moving warships and air forces closer to the north African oil exporting country, Libyan forces re-asserted their presence at the remote Dehiba southern border crossing on Tuesday, decorating the border post with green Libyan flags.
Reporters on the Tunisian side saw Libyan army vehicles, and soldiers armed with Kalashnikov rifles. The previous day, there was no Libyan security presence at the border crossing. Dehiba is about 60 km (40 miles) from the town of Nalut.In another part of the west, residents said pro-Gaddafi forces deployed to reassert control of Nalut, about 60 km from the Tunisian border in western Libya, to ensure it did not fall into the hands of anti-Gaddafi protesters.Around the Libyan capital there were queues outside bread shops on Tuesday morning. Some residents said many bread shops were limiting the number of loaves customers could buy, forcing people to visit several to get needed supplies.The situation is nervous, said Salah, a 35-year-old doctor at one bread shop where about 15 people were queuing outside.Of course I am worried. My family is afraid. They are waiting at home. We have been hearing gun-fire.But the people are together. I hope the situation calms down. I am 35 and this is the first time I saw something like this in Libya. It is very scary.A resident in the rebel-held town of Zawiyah, 50 km west of Tripoli, told Reuters by telephone that there had been a low-key skirmish with pro-Gaddafi forces on the outskirts of the town overnight but that the situation was now calm.
Our guys opened fire at a checkpoint. They (pro-Gaddafi forces) ran away. We have their anti-aircraft gun and many Kalashnikovs, which they left. Three soldiers died on their side, said the resident, who did not want to be identified.The United States said on Monday it was moving ships and planes closer to the country and British Prime Minister David Cameron said his government would work to prepare a no-fly zone to protect the Libyan people.Russian Foreign Minister Sergei Lavrov called on world powers to fully implement the U.N. Security Council resolution on Libya. The text, adopted on Saturday, includes a freeze on Muammar Gaddafi's assets, travel ban and referring his regime's brutal crackdown to the International Criminal Court.
Injecting a note of caution into Western military thinking, France said humanitarian aid must be the priority in Libya rather than military action to oust Gaddafi.The French government has sent two airplanes with medical equipment and staff to the Libyan city of Benghazi, now in the hands of anti-Gaddafi rebels, and more planes are to follow, government spokesman Francois Baroin said.
GADDAFI SCOFFS AT REVOLT
Despite his continued hold on Tripoli, his last remaining stronghold and home to more than 1.5 million people, Gaddafi's power to influence events in his vast desert country has shrunk dramatically in the past two weeks.Numerous tribal leaders, officials, military officers and army units have defected to the rebels, taking with them swathes of the country of six million including the energy-producing east. Sanctions will squeeze his access to funds.Some analysts doubted that Gaddafi would launch a widescale military offensive to regain captured territory given the outside pressure. They interpreted his threats as political maneuvering.Gaddafi is finished if he does it (military attack) and finished if he doesn't. In both cases he is very vulnerable, said UK-based Libyan activist and editor Ashour Shamis. He is losing out sections of Libya very very fast. He has no influence except in Tripoli and even there very small areas are under his control.In another potential blow to Gaddafi, Libya's National Oil Corporation said Libya's oil output had halved because of the departure of oil workers, although installations were undamaged and NOC was still overseeing Libya's oil production and exports.Regional experts expect rebels eventually to take the capital and kill or capture Gaddafi.
But in his interview at a restaurant on Tripoli's Mediterranean coast, Gaddafi, 68, looked relaxed and laughed at times as he scoffed at the uprising.He denied using his air force to attack protesters but said planes had bombed military sites and ammunition depots. He also denied there had been demonstrations and said young people were given drugs by al Qaeda and therefore took to the streets. Libyan forces had orders not to fire back at them, he said.Some see Gaddafi's many media appearances as an astute attempt to use Western satellite television channels to remind a global audience he remains in charge and thereby undermine any notion that his authority is ebbing.There's a battle going on for the narrative, said Shashank Joshi, an analyst at Britain's Royal United Services Institute.A statement by a group of anti-government clerics called the Free Ulema of Libya urged international satellite television companies to stop providing the bandwidth capacity that allowed Libyan television to broadcast Gaddafi's comments globally.Gaddafi, his sons, and associates have been directly ordering killings on Libyan television channels, they said.U.S. ambassador to the United Nations Susan Rice called Gaddafi's comments to the ABC and BBC delusional.

Oman army tries to disperse protests, wounds one

SOHAR, Oman (Reuters) – Omani troops fired into the air near a northern port on Tuesday to clear a fourth day of protests by Omanis demanding jobs and political reforms, wounding one person in the town of Sohar, witnesses said.We were about 200 to 300 people on the road. The army started shooting in the air, one protester in Sohar said, declining to be named. Many people ran. The man who was shot came to calm the army down.The crowd dispersed before regrouping again near the port, the witnesses said, and the troops pulled back.The unrest in Sohar, Oman's main industrial center, was a rare outbreak of discontent in the normally calm Gulf state ruled by Sultan Qaboos bin Said for four decades, and follows a wave of pro-democracy protests across the Arab world.The sultan, trying to calm tensions, on Sunday promised 50,000 jobs, unemployment benefits of $390 a month and to study widening the power of a quasi-parliamentary advisory council.
In Sohar after the confrontation, traffic flowed freely into the port, which exports 160,000 barrels per day of refined oil products, despite the presence of around 150 protesters. Protesters had blocked the entrance to the port on Monday.Omani troops had been deployed in the city beforehand but until Tuesday had refrained from intervening to stop protests.At the nearby Globe Roundabout, center of the Sohar protests that have drawn up to 2,000 people, five armored vehicles watched the square but no protesters could be seen.As many as six people were killed in Sohar on Sunday when police opened fire on stone-throwing demonstrators after failing to disperse them with batons and tear gas. A doctor and nurses at a state hospital said six people died but the health minister put the toll at one.The U.S. State Department said on Monday, the same day Sohar protests spread to the capital Muscat, that Washington was encouraging restraint and dialogue in Oman.
MODEST REFORMS
Sultan Qaboos, who exercises absolute power in a country where political parties are banned, gave more independence to the public prosecutor on Tuesday and ordered the creation of an independent consumer protection watchdog to monitor prices.The steps were the latest in a series of modest moves by Oman and came after Sultan Qaboos reshuffled his cabinet on Saturday, a week after a small protest in the capital Muscat gave the first hint that Arab discontent could reach the state.We see the two royal decrees as part of the new reforms ... SANAA/ADEN (Reuters) – Tens of thousands of protesters flooded Yemen's streets Tuesday, dedicating a fresh Day of Rage to the 24 people killed in demonstrations demanding an end to the president's three-decade rule.President Ali Abdullah Saleh, a U.S. ally against al Qaeda's Yemen-based wing, has failed to quell two months of protests in a country where half its 23 million people own guns, 40 percent live on $2 a day or less and a third face chronic hunger.Protesters are also angry at widespread corruption. Yemeni university graduates struggle to get jobs without connections and youth unemployment is high.Yemen is also riven with regional strife, with Shi'ite rebels in the north and separatists in the south demanding fairer political participation.Saleh has been meeting with tribal and regional military leaders to rally support, but with oil and water resources drying up, his cash-strapped government is no longer able to pay off allies to keep the peace.Saleh offered talks to form a unity government Monday. But the opposition swiftly rebuffed the offer, saying it was standing with protesters demanding he step aside.In a meeting with religious leaders, also Monday, Saleh warned that those behind the protests were dividing the country.They would not be able to rule for even one week, he said, quoted by state media. Most deaths since January were in the southern port city of Aden, where protesters and police have clashed regularly. Opposition to the 68-year old leader gained steam under students and activist leaders inspired by successful uprisings in Egypt and Tunisia.Victory is coming and it is near, Hassan Zaid, an opposition leader, shouted to protesters in Sanaa. We have one goal and one demand and that is the quick end of the regime.A top religious leader in Taiz, 200 km (125 miles) south of Sanaa, said he would join around 10,000 protesters who have been camped out in a central square for weeks.
DOCTOR KIDNAPPED, UNREST HIGH
Tribesmen kidnapped an Uzbek doctor working in the province of Shabwa, an area of central Yemen where both separatists and al Qaeda militants are active, late Monday.
Abdulhamid Jun was taken to the neighboring southern Abyan province, where an air strike against al Qaeda suspects in December 2009 killed dozens of people in the town of al-Maajala. They took him to pressure the government to hold the people behind the air strike accountable, a tribesman in Shabwa told Reuters. The people are upset with the government for not dealing with this issue.Jun was taken to a mountainous part of Abyan, where al Qaeda operatives are believed to be hiding and where several air raids have been conducted against suspected militant bases.Yemen security forces have also come under attack in recent days. Two soldiers and an intelligence officer have been killed and at least 11 soldiers wounded. GAZA CITY, Gaza Strip – The mass demonstrations sweeping the Middle East are touching the Palestinian territories, where West Bank and Gaza Strip activists are trying to organize their own Facebook revolutions.The Palestinian activists are inspired by the calls for democracy that toppled autocratic leaders in Egypt and Tunisia and threaten longtime rulers in Libya and Bahrain.In recent weeks, activists using Facebook have brought hundreds of people onto streets of the West Bank, waving Palestinian flags and calling for change. Smaller gatherings have taken place in Gaza. The protesters hope to stage a massive demonstration in both areas on March 15.
Whether they can succeed is far from certain because of the unique situation of the Palestinians. In contrast to countries where crowds have rallied against a single, despised leader, the Palestinians face a series of intertwined problems, making it harder to rally around a common cause.Palestinians seek an independent state in the West Bank and Gaza, areas wedged on different sides of Israel and ruled by rival governments. The Western-backed Palestinian Authority governs in the West Bank, where Israel's military still retains overall control. The militant Islamic group Hamas has ruled Gaza since 2007.The Palestinian split has crippled efforts to negotiate an independent state from Israel. Repeated efforts to reconcile, including a Palestinian Authority proposal to hold new elections, have foundered.The Facebook activists have divisions of their own. Some want the rival Palestinian governments to reconcile. Others demand they resign. Still others want to demonstrate against Israel's occupation.Activist Hasan Farahat, 22, said there was enough common ground. Everybody is sick of the situation. We want work, we want the right to speak freely. We want freedom, he said.The governments see even the smallest demonstrations as a challenge to their rule.On Monday, Hamas moved swiftly to break up a small demonstration in Gaza City where people called for Palestinian reconciliation. Hamas police arrested a protest organizer, seizing a tape from a German TV crew showing a security official slapping the man.
In previous protest attempts, Hamas security arrested activists and seized their phones and computers, according to the Gaza-based Palestinian Center for Human Rights.The West Bank has seen about a dozen demonstrations, including two in Ramallah, where some 2,000 Palestinians demanded reconciliation. Others urged leaders to revoke interim peace agreements with Israel.Palestinian Authority security forces initially broke up protests by beating participants. CARACAS, Venezuela – Venezuelan President Hugo Chavez said Monday that he won't condemn Libyan leader Moammar Gadhafi and he warned that the United States is preparing an invasion of the North African country to seize control of its oil reserves.We must be prudent. We know what our political line is: We don't support invasions, or massacres, or anything like that no matter who does it. A campaign of lies is being spun together regarding Libya, said Chavez, in a televised speech to a crowd of graduates who had just received diplomas from state universities.I'm not going to condemn him (Gadhafi), he said. I'd be a coward to condemn someone who has been my friend.The U.S. government is behind the campaign to remove Gadhafi, he added.The United States has already said it's ready to invade Libya, don't you see? And almost all the countries of Europe are condemning Libya ... What do they want. They are rubbing their hands together. Oil is what's important to them, he said.
Chavez noted that numerous countries have condemned Gadhafi for cracking down on Libyans who have risen up against him.Maybe they have information that we don't have, he said.Chavez slammed the United States for moving naval and air forces closer to Libya amid active international discussions about imposing a no-fly zone over the country.The U.S. has a regular military presence in the Mediterranean Sea, two aircraft carriers in the Persian Gulf area and a wide range of surveillance equipment available for use in the region. Without specific information about what assets were being moved and where, it was impossible to tell whether the U.S. moves were intended as a military threat or were simply a symbolic show of force.A flight ban seemed unlikely in the short term. ISLAMABAD – Pakistan hiked oil prices by 9.9 percent Tuesday, a move that threatens the stability of the fragile, U.S.-allied civilian government at a time of economic turmoil in the impoverished country.Jawad Nasim, a spokesman for the country's oil regulator, said the decision was forced by international oil market price increases — spurred by uprisings in Libya and other North African and the Middle Eastern countries. The price of a gallon of gas went from roughly $3.28 per gallon (72.96 rupees per liter) to $3.59 per gallon (80.19 rupees per liter.)But the increase drew criticism from opposition parties and even some members of Pakistan's governing coalition, and a group representing public transportation workers in Karachi, the country's largest city, threatened to go on strike.Several lawmakers from both sides also walked out of the National Assembly Tuesday to protest the price hike. Siddiqul Farooq, a spokesman for the main opposition Pakistan Muslim League-N party, said the government should cut its budget instead of transferring the burden to already overburdened masses.
Haider Abbas Rizvi, a senior member of the Muttahida Qaumi Movement, which is part of the governing coalition, said the price increase was unacceptable considering Pakistanis are already struggling with double-digit inflation and chronic power shortages.The MQM briefly left the governing coalition in January when the government tried to increase fuel prices, and Rizvi hinted that the party may again defect to the opposition unless the ruling Pakistan People's Party reverses its decision in three days.The ruling party backed off on that earlier increase to keep the MQM on board and save its majority in parliament, upsetting the United States and international lenders whose billions are keeping Pakistan's economy afloat. The International Monetary Fund has provided Pakistan with more than $7 billion in loans to salvage its economy, but it has demanded the government take at times difficult steps to reform its economy.Those proposed economic reforms, notably a revised general sales tax, are unpopular. Lukewarm response to Barroso-Van-Rompuy economic plan

EUOBSERVER / BRUSSELS - New proposals on joint economic governance put forward by European Commission President Jose Manuel Barroso and EU Council chief Herman Van Rompuy on Monday (28 February) have failed to overcome resistance from some member states. Monday's debate in Brussels was just a step forward, but things for some are still not satisfactory. There was something like a wait-and-see attitude a diplomat from one northern European country said. There definitely wasn't a breakthrough, but it also wasn't a flop either.The Barroso-Van-Rompuy blueprint is designed to overcome resistance to an earlier Franco-German Competitiveness Pact by tweaking some of its proposals. Under the Barroso-Van-Rompuy version, enforcement of competitiveness will be overseen by the European Commission rather than the member states themselves.The Barroso-Van-Rompuy plan does contain a requirement that German-style debt brakes be implemented across the eurozone, however. Resistance to this element comes from those who do not want to open the Pandora's Box of constitutional amendments this could entail.Opposition to the Franco-German pact also revolved around the proposal that countries that maintain inflation-indexed wage systems abandon this practice. Belgium and Luxembourg in particular were resistant. Under a compromise in the new rules, these systems can remain, but in such circumstances governments would be required to develop other ways to reduce wages. A monitoring system would also be introduced, keeping an eye on wage and productivity levels in the different states and a mechanism for their reduction should they become a threat to competitiveness.Even after the presentation of the new compromise, the issue of wage moderation remains tricky according to another EU diplomat.
The key is that the precise policy mix [on wages] remains in the realm of the member states, the source said, meaning that it would be up to the national capital how to implement the wider goal of lower wages rather than an EU-level constructed mechanism.The proposals, according to EU sources, also include a system for monitoring the cost of state pension systems, a mechanism that could result in retirement age increases.One diplomat said that the purpose of Monday's meeting of high-level bureaucrats, or sherpas was only intended for Mr Van Rompuy and Mr Barroso to get a first reaction to their suggestions.The proposals will now be re-drafted ... It's already an old document, the contact added.
Brussels flexible on bail-outs
In separate developments on Monday, EU economic affairs chief Olli Rehn said following the election of a new government in Ireland there may be an option to re-negotiate the interest rate the government is to pay on the recent EU-IMF bail-out.
I expect this issue of pricing policy will be looked at from the comprehensive strategy of the European Union. We expect that this issue will be looked at from the overall European perspective of safe-guarding financial stability in the euro area and ensuring debt-sustainability of all its members, he said.His spokesman, Amadeu Altafaj, clarified to EUobserver that this flexibility also covers the interest rate paid by fellow bailed-out state Greece.The pricing of the aid is open. Any way we can reinforce Ireland's fiscal sustainability makes sense. This goes for Greece as well, taking into account equal treatment for all member states, he explained.He said however that eurozone member states, including Germany, and not the commission, will have the final say: There is a margin for discussions, but it is up to eurozone member states themselves on the question of interest rates, and provided the countries continue to fulfill existing conditions.
Brussels to the left: You signed up to austerity too
As key figures on the left in Europe, including within the commission itself, have begun to issue their misgivings over the path of austerity chosen by the EU as a response to the crisis, the commission warned social democrats that throughout the crisis, they have also backed this process.Last week, Greece's EU commissioner, Maria Damanaki, publicly distanced herself from EU austerity, saying it is leading to social degradation. Former commission president Jacques Delors, a French Socialist, has also called the commission's recent Annual Growth Survey, a first step in the EU's new system of oversight of and intervention in national budgets, as The most reactionary document ever produced by the commission.Mark Gray, a spokesman for commission President Jose Manuel Barroso, told EUobserver that his employer did not see Ms Damanaki's comments: as quite so outlandish as they've been reported.It's her personal opinion, not that of the college. Commissioners are entitled to their views. But they unanimously signed up to this, he added. At the same time, we don't see it that way. We don't see any contradiction between fiscal consolidation and creating growth and jobs.I have no idea why Delors is saying this, he went on.The Annual Growth Survey was unanimously approved by all commissioners. It was also been unanimously endorsed by the European Council, representing governments of all political stripes around Europe.

EU ministers blow cold on tougher energy efficiency targets

EUOBSERVER / BRUSSELS – EU energy ministers faced criticism on Monday (28 February) over a decision to ease up on tougher EU energy efficiency targets, even as turmoil in Libya kept oil prices hovering around the $100-a-barrel mark. Speaking at a hearing in the European Parliament on the same day, EU climate commissioner Connie Hedegaard added to pressure saying an EU pledge to cut carbon emissions by 20 percent over the next decade lacked sufficient ambition.Instead a 25 percent cut, based on 1990 levels, was needed if the EU was to meet a longer-term 2050 goal in a cost-effective manner, said the Danish politician, pre-empting the main message of the commission's 2050 roadmap to be published next week. A draft of the text, seen by this website, suggests the extra five percent in emissions savings can be achieved if EU member states simply comply with a non-binding EU pledge to boost energy efficiency by 20 percent over the next decade.But EU energy ministers showed little taste for tougher rules in this area on Monday, despite a series of reports showing member states are behind schedule.The setting of any additional targets is not justified at present, said the meeting's final conclusions. The implementation of the EU energy efficiency target will be reviewed by 2013 and further measures considered if necessary.Green MEPs slammed the decision not to push harder right away. Energy ministers clearly have their heads in the sand as regards the looming oil crisis, said the group's energy spokesman Claude Turmes.
Friends of the Earth energy campaigner Brook Riley was equally critical. National figures already make it clear that the EU will not meet the 2020 energy efficiency target. This waiting game is condemning Europeans to pay higher energy bills.EU national governments have been reluctant to accept binding EU energy efficiency targets however until a common methodology to measure gains in efficiency is agreed.
Over lunch ministers discussed the rising oil prices in recent days due to fighting in Libya, adopting a list of sanctions against the the country's autocratic leader Colonel Muammar Gaddafi who has ruled the north African state for over 40 years. Oil and gas exports were left off the list however, a decision supported by EU energy commissioner Guenther Oettinger.There is reason to believe most of the oil and gas fields are no longer under Gaddafi's control, Mr Oettinger told journalists. Rabbi to Netanyahu: We Are Not the Enemy

Rabbi Chaim Druckman, a leading figure in the religious-Zionist world, has voiced his disapproval of police and army violence at Gilad Farm in Samaria. He sent a letter to Prime Minister Binyamin Netanyahu deploring the government's approach to the issue.If homes must be demolished, it should be done with coordination and dialogue, not as a battle. Residents of Judea and Samaria are not the enemy, he said.
Rabbi Druckman noted that during the eviction at Gilad Farm police made no effort to respect residents' religious views by assigning female officers to deal with women in cases where physical contact was used. Even during the expulsion from Gush Katif and in Amona, security forces made an effort to avoid this type of harsh blow to the sensitivities and religious modesty of local residents, he said.In response, Natan Eshel of the Prime Minister's Office told Rabbi Druckman's aide, Efraim Meir, that Netanyahu held a meeting Monday to discuss the violence at Gilad Farm. US Jews Bring Purim Cheer to IDF Soldiers

As the holiday of Purim approaches, the Zionist Organization of America's Brooklyn branch is gearing up to bring Purim cheer to Israel for the eleventh year. The group plans to distribute thousands of mishloach manot packages to IDF soldiers.Last year the group sent almost 6,000 gift packages to soldiers, and another 500 to children in southern Israel. This year's gift packages for soldiers will include something new: special water backpacks known in Israel as shlukerim that help keep water cool in the field while giving soldiers added mobility.In addition, ZOA will be hosting a free concert for soldiers. The concert is to take place in the Samaria city of Ariel, which was the target of a cultural boycott earlier in the year.We come to thank the IDF soldiers because they are guarding the country not only for the country itself, which is in itself a tremendous achievement, but also for Jews all over the world, explained project organizer Rubin Margules, head of the Brooklyn branch of ZOA.This year, as before, many ZOA members will be delivering the gifts in person. Fallout over Monday's violence against residents of the Gilad Farm in Samaria continued Tuesday. A member of the Likud Central Committee warned Prime Minister Binyamin Netanyahu that he is at risk of losing support from his own party.In a letter to Likud MKs, committee member Meir Goldmintz said, Today, Defense Minister Ehud Barak crossed an unthinkable red line: firing rubber bullets at Jews. This is a significant escalation in the war against settlers that he began when he was appointed to the position.The serious nature of this act aside, he is doing this in our name, in the name of the Likud government. The time has come to put an end to this! Barak leads a party with just five seats that has been given an unprecedented four ministries, even though Netanyahu would maintain a majority coalition without Barak, Goldmintz pointed out. We cannot continue this way! he said.Tell the Prime Minister: Choose either Barak, or us. We will not allow the Likud government to be used by Barak as his base from which to attack settlers, he said in an appeal to the MKs.
Soldier Announces Plans to Go AWOL
One of the homes destroyed in Gilad Farm belonged to the family of Shimon Weizman, a soldier in the IDF. Weizman held a news conference Monday evening and announced that he will not be returning to duty.I fought to enlist in the IDF, to defend the people of Israel, to devote myself to the country, he said. During my service, the IDF sent forces to destroy my home and shoot my friends. Until the ruins are rebuilt, I do not plan to return to the army.Weizman, who serves in the Kfir anti-terror brigade, could face prison time for his refusal to return.An IDF spokesman said in response, The IDF does not choose its missions. Rivers rise in Ohio, but no more rain forecast

FINDLAY, Ohio – A town in northwest Ohio was under water Tuesday morning as rivers continued to rise around the state and in parts of the Midwest and New York, a day after storms and tornadoes damaged buildings and homes in Ohio, Indiana, Illinois and Kentucky.The main street in the northwest Ohio city of Findlay was under three feet of water Tuesday morning, and flooding from an ice-jammed creek forced about 200people from their homes in a western New York hamlet located where the waterway flows into Lake Erie.Rivers were rising but no rain was forecast for those areas on Tuesday.Three tornadoes touched down in Indiana on Monday. A tornado destroyed three homes in Kentucky's Henry County, northeast of Louisville. A tornado tore its way across a 2.4-mile path in Ohio's Fairfield County, east of Columbus, on Monday. It destroyed barns and a cinder block grain silo, ripped the roof off a modular home, tossed around metal grain bins and uprooted trees.And six people were treated at a hospital in Maryville, Ill., where the storm tore off part of the roof at a church.
In New York, residents were evacuated Monday as the Cattaraugus Creek flooded the lakeshore community of Sunset Bay, a cluster of seasonal and year-round homes in the town of Hanover, 27 miles southwest of Buffalo.Some of those displaced stayed at a shelter set up at a local church.The creek is flood-prone where it empties into the lake, but officials said this week's flooding is the worst in several years.A mix of melting snow and heavy rain threatened flooding in all 88 of Ohio's counties, the National Weather Service said. Findlay's residents know all too well what to do when faced with the threat of high waters.Warren Krout lost just about everything inside his pawn shop when floodwaters swamped his store nearly four years ago. With the river rising again, he had help this time.University of Findlay football players lugged mattresses, an air hockey table and reclining chairs to the second floor of Krout's store. Stack it as tight as you possibly can, he told the young men.What they couldn't carry was put up on concrete blocks or left to chance.Some of this stuff is just going to have to go down the river, Krout said Monday.Sandbags were stacked throughout downtown as forecasts called for the Blanchard River to rise 6.5 feet above flood level. That's just a foot lower than the catastrophic August 2007 flood that swamped the town, 45 miles south of Toledo, and caused millions of dollars in damage.
The Blanchard River in Findlay was more than 5 feet above what's considered flood level Tuesday morning. The National Weather Service expected the river to crest later in the day at 6 feet above the flood stage.Hancock County emergency director Garry Valentine said 13 people were rescued from their homes and taken to an emergency shelter Monday night.We anticipate a flood every time it rains, Krout said.
Parts of Ohio and Indiana received up to 3 inches of rain and some hail overnight Sunday. Crews in boats rescued nearly 30 people, including a group trapped in a mobile home park in western Ohio, said Mike Robbins, Mercer County's emergency management director.Elsewhere, a tornado hit Celestine, Ind., a town of about 250, and damaged two homes and a double-wide trailer, the weather service said. A tornado that touched down near the small town of Ingalls, northeast of Indianapolis, damaged two homes, barns and a trailer.Inside Krout's store Monday, the football players lifted display cases on to stacks of concrete blocks.I'm sweating like I'm coming out of a workout, said Richard Sumlin, a third-year student who helped pile sandbags during the last big flood in 2008.City leaders said some houses will be in danger and drivers will find it difficult to cross town if floodwaters reach the levels predicted.If the predictions hold true, we'll be OK, said appliance store owner Jack Bindel. But another foot could make a big difference.Photos of past floods, including the 2007 deluge that ruined everything in his basement, decorate the wall behind his desk.People who live here understand it's going to flood,Bindel said.
Severe storms hit the mid-Atlantic and South

WASHINGTON (Reuters) -- A severe weather front was bringing high winds, lightning, hail, flooding and a few tornadoes to the Southeast and mid-Atlantic on Monday, forecasters said.The storm ran through the Mississippi and Ohio valleys overnight, causing flooding that will continue to swell Midwestern waterways throughout the week as the one to three inches of heavy rain meets with quickly melting snow, according to accuweather.com.The main threat to lives and property from this severe weather outbreak will be from flash flooding and straight-line wind gusts, AccuWeather's senior Meteorologist Sosnowski said on the website.Although there are only a few tornadoes predicted, Sosnowski warned that these winds can still damage roofs, break windows, down trees and power lines and pose danger to aircraft attempting to land or take off.The National Weather Service said severe storms that produced several tornadoes and well over 100 reports of damaging winds and hail across the Central U.S. on Sunday were moving east.That meant moderate risk of severe thunderstorms over parts of Tennessee, northern Alabama and Georgia and far western North Carolina, the Service said on its site.
Three tornadoes, accompanied by heavy wind and rain, lashed the St. Louis metropolitan area late Sunday, leaving thousands without power, authorities said Monday.The National Weather Service said winds reached 70 mph in the city at around midnight.The storm initially knocked out power to about 43,000 customers and by late morning on Monday 22,000 homes were still without electric service, power officials said. Police closed several streets in the area due to downed utility poles and dangling power lines.Northern Mississippi was expected to be under a tornado watch until late Monday afternoon. The Delta region of the state along the Mississippi River could get golf ball- size hail, according to the Storm Prediction Center.
Schools in Benton and Montgomery Counties in Tennessee opened a couple of hours late on Monday morning because the storm was expected to hit during the morning commute.
The system is coming as a cold front moves through the state. While it was 70 degrees early on Monday, temperatures are expected to get down to the low 30s at night. NEW YORK – Google has tweaked the formulas steering its Internet search engine to take the rubbish out of its results. The overhaul is designed to lower the rankings of what Google deems low-quality sites.That could be a veiled reference to such sites as Demand Media's eHow.com, which critics call online content farms — that is, sites producing cheap, abundant, mostly useless content that ranks high in search results.Sites that produce original content or information that Google considers valuable are supposed to rank higher under the new system.The change announced late Thursday affects about 12 percent, or nearly one in every eight, search requests in the U.S. Google Inc. said the new ranking rules eventually will be introduced in other parts of the world, too. The company tweaks its search algorithms, or formulas, hundreds of times a year, but most of the changes are so subtle that few people notice them. This latest change will be more difficult to miss, according to Google engineers.
Google depends on the high-quality content created by wonderful websites around the world, and we do have a responsibility to encourage a healthy web ecosystem, Google fellow Amit Singhal and principal engineer Matt Cutts wrote in a blog post. Therefore, it is important for high-quality sites to be rewarded, and that's exactly what this change does.Google makes significant adjustments to its search formula on the same scale as the latest change four or five times a year, Singhal said in a statement Friday.What makes the new revisions so notable is that Google spent about a year trying to come up with a way to judge the quality of the content posted on the site.That focus could hurt Demand Media, which depends on search engines for about 41 percent of the traffic to its websites, with most of those referrals coming from Google, according to documents filed last month after the company completed an initial public offering of stock.Demand Media, based in Santa Monica, assigns roughly 13,000 freelance writers to produce stories about frequently searched topics and then sells ads alongside the content at its own websites, including eHow.com and Livestrong.com, and about 375 Internet other destinations operated by its partners. Articles range from the likes of How to Tie Shoelaces to How to Bake a Potato and more.Many of the ads appearing alongside those articles are sold by Google, which accounts for about one-fourth of Demand Media's revenue of $253 million last year.

Oil spike may split Fed and ECB

WASHINGTON (Reuters) – The Federal Reserve and European Central Bank may go their separate ways if Middle East unrest provokes a sustained, inflationary oil price spike.Crude prices creeping back into the triple digits have sparked concern about slower economic growth and will no doubt reignite two long-running monetary policy debates:Should central banks have a single inflation-fighting mandate, as the ECB does, or dual goals of price stability and full employment, like the Fed? Should policymakers focus on headline inflation rates or strip out volatile food and energy prices? Fed Chairman Ben Bernanke can expect questions on both topics when he delivers his twice-yearly testimony to Congress on Tuesday and Wednesday.A day later, the ECB holds its policy-setting meeting and will have to judge whether oil prices pose an immediate threat when year-over-year inflation is already above its target. Economists widely expect the ECB to hold rates steady, but they will be hanging on President Jean-Claude Trichet's every word for clues on whether he is leaning toward a hike soon.
Nigel Gault, chief U.S. economist with IHS Global Insight in Lexington, Massachusetts, said persistently high oil prices would curb consumer spending and drive up the still-lofty jobless rate -- which would make the Fed less inclined to raise interest rates.The inflation-phobic European Central Bank might react differently, which may explain why the euro has been rising in recent days, Gault said.Indeed, back in mid-2008, when oil prices briefly approached $150 a barrel, the ECB raised rates while the Fed held steady.
DUAL MANDATE
In his testimony, Bernanke will probably give Congress an economic assessment that sticks closely to his recent comments that the recovery is strengthening but still not enough to bring about a significant improvement in the job market.He may also repeat a warning he gave earlier in February that sharp cuts in government spending now could harm the recovery. Republicans in Congress have pressed for deep cuts while Democrats want to keep spending at current levels.If the parties cannot agree on a spending bill by Friday, the federal government will run out of money for nonessential operations and be forced to close.Between the spending debate and oil prices, lawmakers will have no shortage of controversial topics for Bernanke. Pricey oil will draw questions on whether the Fed has overstimulated the economy and planted the seeds of runaway inflation.Bernanke was already under pressure from some in Congress who want to restrict the Fed to a single mandate of price stability. Bernanke has said in the past that the Fed was not seeking any change in its mandate but would honor any decision Congress made.He will be able to point to recent data showing inflation remains unusually low, even with volatile food and oil prices included. Figures on Monday are expected to show tame inflation for January, as measured by the PCE Price Index, a gauge the Fed watches closely.Euro zone inflation data, also due on Monday, may tell a slightly different story. Economists are expecting a headline reading of 2.4 percent year-on-year, somewhat hotter than ECB officials would like. But core inflation, excluding food and energy, is expected to be up a modest 1.2 percent.
Trichet said in January that core inflation was not necessarily a good predictor for future headline inflation, a comment that led many investors to think an ECB rate hike might come sooner than anticipated. Perhaps the most important U.S. data point -- employment -- is due on Friday, too late to bolster Bernanke's argument that the economy still has significant slack and is no imminent danger of overheating.
Economists polled by Reuters expected Friday's report to show a net 175,000 jobs created in February. But they expect the unemployment rate to inch up to 9.1 percent as some discouraged workers resume the job search. For the Fed to start hiking rates, particularly this year, we would need to see a much more rapid decline in unemployment accompanied by rising core inflation, said Paul Ashworth, chief U.S. economist at Capital Economics in Toronto.The bottom line is that we simply don't see that happening.(Additional reporting by Mark Felsenthal; Editing by Dan Grebler)
Shares dip as emerging Asia outflows may persist

SINGAPORE (Reuters) – Asian shares on Monday slipped back toward a three-month low hit last week, with emerging Asian equities seen likely to keep lagging developed markets as investors fret about risks from inflation.London crude prices rose by more than $2 to $114.37 a barrel and MSCI's index of Asia-Pacific shares fell 0.3 percent to 460.31 (.MIAPJ0000PUS), as the worsening situation in Libya stirred renewed worry about disruptions to oil production.The recent unrest in the Middle East, which pushed London crude prices to their highest level since August 2008 of $119.79 last week, has exacerbated worries about inflationary pressures in emerging Asian economies.Market players said emerging Asian stock markets may continue to underperform compared to developed markets such as Japan and the United States.
There are strong concerns about inflation based on excessive liquidity and emerging markets have been hurt more by this, said Mitsushige Akino, chief fund manager at Ichiyoshi Investment Management in Tokyo.Developed countries...are not raising interest rates while emerging markets are in the midst of doing so. That is negative for (emerging market) equities and that trend will probably still continue, Akino added.Underscoring the recent trend, MSCI's index of Japanese shares has risen 4.3 percent (.MIJP00000PJP) so far in 2011 while its Indonesian index has shed 7.7 perce(.MIID00000PID).MSCI's index of Asia-Pacific shares outside fell to as low as 454.70 last Thursday, its lowest level since December 1.Part of that divergence likely reflects position unwinding, said Adrian Foster, head of financial markets research with Rabobank International in Hong Kong.Late last year, massive liquidity driven rallies in global equity markets helped give a boost to emerging market shares, Foster said.That largely explains why (emerging) equity markets this year have been quite weak. Just the unwinding of these... particularly in India and also in Indonesia, Foster added.A growing aversion to risky assets in the week to February 23 fueled the biggest flows to global bond funds in more than three months, and turned more investors away from emerging market stocks, according to fund tracker EPFR Global.With more than $20 billion leaving emerging market stock funds since mid-January, it is the longest period of outflows since the financial crisis deepened in September 2008.
DOLLAR FINDS FOOTING
The dollar found a steadier footing, having rebounded after hitting a record low against the Swiss franc on Friday, but the mood remained cautious given tensions in Libya and fears of contagion.The dollar last stood at 0.9270 francs, down 0.2 percent on the day but above a record low of 0.9229 hit against the safe haven Swiss currency on trading platform EBS on Friday.The euro dipped 0.1 percent against the dollar to $1.3744, but the single currency was seen staying in favor ahead of a European Central Bank meeting this week.With rising commodity prices, the ECB will likely continue its tough talk on inflation, increasing the probability of early ECB tightening, BNP Paribas analysts wrote in a note. Traders said the euro ran into some profit-taking as did the Australian dollar, which fell 0.3 percent to $1.0143.
Elsewhere, benchmark 10-year U.S. Treasuries rose 6/32 in price to yield 3.394 percent, while gold edged up 0.3 percent to $1,413.10. Oil up over $114 as supply woes persist after Libya cuts exports

SINGAPORE (Reuters) – Brent crude rose more than $2 a barrel to a high of $114.50 on Monday as concern persisted about security of supply from the Middle East and North Africa even after top exporter Saudi Arabia boosted supply to meet the shortfall caused by a cut in exports from Libya.Violent revolt in Libya has shut down as much as three-quarters of its output, according to some estimates. As protests have intensified and spread through the Arab world, investors fear any impact on output from Saudi Arabia.Brent crude was up $1.79 113.92 a barrel by 12:35 a.m. ET. U.S. crude rose $1.45 at $99.33 a barrel.Both benchmarks posted their highest weekly close in 2-1/2 years last week.There is the continued threat that conflicts will spread in the region that produces a large amount of oil in the world, said Ben Westmore, a commodities economist at the National Australia Bank.There's been a bit of a contagion already, he said.The impact on oil supply would be severe if conflict were to spread to Iran, Kuwait and especially to Saudi Arabia, he said.Saudi Arabia is the only producer with significant spare capacity that can be quickly started to deal with supply outages. Without access to that oil the world has little slack in the global supply system to deal with disruption.The kingdom is using that capacity to plug the Libyan deficit and has boosted output to a level exceeding 9 million bpd, a senior industry source familiar with Saudi production told Reuters. That would be the highest since Saudi pumped around 8.3 million bpd in January, according to a Reuters survey, although some estimates are higher and one consultant pegged output last month 8.9 million bpd.
In Libya, armed rebels prepared for a counter-attack as the country's leader Muammar Gaddafi defied calls to quit in the hardest-fought of the Arab world's wave of uprisings so far.On Sunday, police crushed protest in non-OPEC oil exporter Oman following a wave of pro-democracy protests across the Arab world.Oman is the ninth largest producer in the Middle East and North Africa, just after Libya, with a production of 865,000 bpd, according to JPMorgan.The market is definitely bracing for the worst as it remained unclear when the situation in Libya would stabilize, Westmore said.JPMorgan increased late on Friday its 2011 Brent oil forecast to $108 a barrel, up from the previous $95, on tighter supply after Libyan output losses.
It also raised its 2011 average forecast for WTI crude by 3.2 percent to $96 a barrel.The new 2011 price forecast maps a projected outcome within a range of scenarios that could encompass the oil market over the next 12 months - ranging from a rapid normalization of geopolitical risk to the loss of output in a major oil producer, JPMorgan said in a report on Friday.Following spikes in oil prices last week, the International Energy Agency has called on OPEC to draw on excess oil production capacity if required while adding that it is also ready to release emergency stocks when necessary.But the response time meant that extra supplies would lag disruption, prompting volatility and near-term price spikes, Westmore said. Iran's Oil Minister urged Saudi Arabia on Sunday to refrain from taking a hasty decision on increasing its oil production after the popular uprising in Libya, the official IRNA news agency reported.Traders were looking ahead to manufacturing data to be released from the United States and China on Tuesday, Westmore said.

Hill collapse in Bolivian capital ruins 400 homes

LA PAZ, Bolivia – Heavy rains caused a hilltop to collapse in a poor neighborhood of the Bolivian capital Sunday, cracking roads, destroying at least 400 homes and burying people's belongings under mud and debris.There were no fatalities but significant damage from the landslide in the barrio of Callapa, La Paz Mayor Luis Revilla said.Edwin Herrera, a city government spokesman, called Sunday's slide the worst that La Paz has ever seen — and he said the earth was still moving downhill.
So far we are talking about 5,000 (people) affected, but the slide is affecting neighborhoods in lower areas, he said.Residents began evacuating late Saturday when the hill, saturated after prolonged rains, began sliding and cracks appeared in streets and home.My neighbors were running around and told me to get out, said Maria Elena Siles, the mother of three adolescent children. I looked out the window and there were no more homes to the left or the right of mine.Siles was able to flee before the hill collapsed entirely early Sunday.By day, amid a persistent drizzle, some residents scrambled over the unstable terrain to try to rescue furniture and other possessions from the muck.But continued earth movements brought down more homes, and police cordoned off the area, saying it was too dangerous.
Siles' home was one of those destroyed.I lost everything, she said.They won't let us go back in for fear of more slides.Meanwhile, crews with heavy equipment were trying to keep the earth from backing up a river channel.Defense Minister Ruben Saavedra said soldiers were mobilized to aid evacuation and recovery efforts.A hilltop cemetery was split in two when an enormous crack opened in the ground.Heavy rains are blamed for 44 deaths around the country in recent weeks.The 400 homes were wiped out over an area covering 200 to 250 acres (80 to 100 hectares), Herrera said.Slides are common in La Paz, perched at about 11,900 feet (3,640 meters) above sea level and surrounded by hills covered with poor communities. Another collapse a little over a week ago destroyed 20 homes.
San Francisco hill regions get dusting of snow

SAN FRANCISCO – Hilly areas of San Francisco got a rare light dusting of snow, the National Weather Service said Saturday.Snow fell briefly late Friday and early Saturday on the city's Twin Peaks neighborhood and some other areas with higher elevations, meteorologist Mark Strobin said.A little bit up in the hills, Strobin told The Associated Press. It snowed down to about 400 feet.But there was only rain downtown and in other other areas of the near sea level city, and the snow that did fall disappeared rapidly.The city last saw snow on the ground in 1976, when an inch fell.Strobin said the higher regions might have had snow dustings since that measureable snow fell 35 years ago. He said it was still too early to tell how this event will be recorded.Strobin, who is based in Monterey, Calif., said that city also got a rare dusting of snow.The storm system moving across Northern California responsible for San Francisco's snow also dumped more than 2 feet of snow in the Sierra Nevada mountains.Just the idea of possible snow had the tech-savvy city looking skyward with anticipation.One blogger posted a pretend ski map, noting possible beginner, intermediate and expert runs in the city's hilly Bernal Heights neighborhood. A newly created website — isitsnowinginsfyet.com — gives a simple answer for anyone who is wondering.
The San Francisco Chronicle posted old photos of snow from 1882, 1951, 1964 and other rare instances of city snowfall — including one photo from the 1976 storm that shows gleeful school kids throwing snowballs.On Friday, the storm prompted San Francisco Mayor Ed Lee to take precautionary measures. He urged residents to watch out for icy road conditions, and, if possible, avoid driving during the storm's peak. The city's public works department was planning to offer free sandbags and emergency crews were on stand-by.For snow to fall and accumulate in San Francisco, temperatures must drop to 36 degrees, precipitation must be falling and the ground must be chilled for several days beforehand, said Steve Anderson, also a National Weather Service forecaster.Though it rarely gets that cold in San Francisco, where the surrounding bay and Pacific Ocean generally keeps temperatures moderate, temperatures in San Francisco were expected to drop into the 30s overnight, according to the National Weather Service.

Quake hits southern Chile, a year after huge one

SANTIAGO/WASHINGTON (Reuters) – A strong quake of 6.0 magnitude struck on Sunday about 23 miles south of Concepcion, Chile, at a depth of 10.4 miles, according to the U.S. Geological Survey.Chile's state emergency office Onemi said there were no reports of damages or injuries and no risk of a tsunami. A spokeswoman said there were partial power cuts in the area, however.One year ago today, February 27, Chile was hit with a massive, 8.8-magnitude quake and subsequent tsunami that killed more than 500 people and caused some $30 billion in damage.The worst-hit region was in the south, near Concepcion.(Reporting by Fabian Cambero; Writing by Hilary Burke, editing by Philip Barbara)
NZ buildings' quake safety questioned as burials start

CHRISTCHURCH (Reuters) – New Zealand authorities said on Monday they were investigating reports that buildings damaged by a quake in Christchurch last year were allowed to remain in use, compromising their ability to withstand last week's tremor that killed at least 148 people.Separately, Prime Minister John Key said the overall cost of the February 22 and the September 4 quakes combined would be about NZ$20 billion ($15 billion), with the second, more destructive, earthquake costing about three-quarters of the total.Japanese media have pressed the mayor of Christchurch on the safety inspection and standards after last September's quake at the Canterbury Television Building, which housed a language school and was where nearly half the confirmed dead were killed.We want to give you all of the information that we have about those buildings, mayor Bob Parker told reporters on Monday during one of his twice-daily briefings.Had I received any information about the integrity of those buildings being in any way compromised as a result of the events of September 4 last year? No.The bodies of dozens of students from Japan, China, the Philippines and Taiwan are still in the ruins of the six-storey building, whose floors pancaked on top of each other in last Tuesday's 6.3 magnitude quake.
The questions came as the first funeral of a victim, a five month infant boy, took place. Only eight bodies have been released because of the need to accurately identify the dead.Parker said building owners were responsible for ensuring adequate inspection and repair of buildings damaged by last year's 7.1 tremor.The condition of the CTV building had been raised by a student from India, who spoke to Reuters while awaiting news of a friend trapped inside.How was this allowed to happen? SEOUL, South Korea – South Korean and U.S. troops began annual military drills Monday that rival North Korea warned could trigger a nuclear war on the divided peninsula.Despite North Korean threats to retaliate, South Korea and the United States went ahead with the drills, which are the allies' first major combined military exercises since the North shelled a front-line South Korean island in November, killing four people.That barrage came eight months after 46 sailors were killed when a South Korean warship was sunk, an attack that a Seoul-led international investigation blamed on a North Korean torpedo; Pyongyang denies involvement. South Korean and U.S. officials have repeatedly said the drills are purely defensive.
Denouncing these kinds of drills as an aggression and provocation won't be a help to South-North Korea relations at all, South Korean Unification Ministry spokesman Chun Hae-sung told reporters Monday.A South Korean military official said there have been no suspicious activities by the North's military. In setback, Iran to unload fuel from nuclear plant

TEHRAN, Iran – In a major setback to Iran's nuclear program, technicians will have to unload fuel from the country's first atomic power plant because of an unspecified safety concern, a senior government official said.The vague explanation raised questions about whether the mysterious computer worm known as Stuxnet might have caused more damage at the Bushehr plant than previously acknowledged. Other explanations are possible for unloading the fuel rods from the reactor core of the newly completed plant, including routine technical difficulties.While the exact reason behind the fuel's removal is unclear, the admission is seen as a major embarrassment for Tehran because it has touted Bushehr — Iran's first atomic power plant — as its showcase nuclear facility and sees it as a source of national pride. When the Islamic Republic began loading the fuel just four months ago, Iranian officials celebrated the achievement.Iran's envoy to the U.N. nuclear monitoring agency in Vienna said that Russia, which provided the fuel and helped construct the Bushehr plant, had demanded the fuel be taken out.Upon a demand from Russia, which is responsible for completing the Bushehr nuclear power plant, fuel assemblies from the core of the reactor will be unloaded for a period of time to carry out tests and take technical measurements, the semiofficial ISNA news agency quoted Ali Asghar Soltanieh as saying. After the tests are conducted, (the fuel) will be placed in the core of the reactor once again.
Iran always gives priority to the safety of the plant based on highest global standards, Soltanieh added.Calls to the Russian nuclear agency Rosatom for comment were not answered Saturday afternoon.The spokesman of the Atomic Energy Organization of Iran said the fuel unloading was nothing unusual.It's a kind of technical inspection and to obtain confidence about the safety of the reactor, Hamid Khadem Qaemi told the official IRNA news agency. He accused foreign media of blowing the issue out of proportion.The Bushehr plant is not among the aspects of Iran's nuclear program that are of top concern to the international community and is not directly subject to sanctions. It has international approval and is supervised by the U.N.'s nuclear monitoring agency, the International Atomic Energy Agency.In a report released Friday about Iran's nuclear program, the IAEA said that Tehran informed the agency on Wednesday that it would have to unload the fuel rods. The agency said it and Tehran have agreed on the necessary safeguards measures.A senior international official familiar with Iran's nuclear program said the IAEA had no further details. He said unloading and reloading fuel assemblies is not unusual before any reactor startup. The official asked for anonymity because his information was confidential.
Soltanieh and other officials have not specified why the fuel had to be unloaded, but Iranian officials denied any link to the Stuxnet computer virus.Stuxnet has had no effect on the control systems at the Bushehr nuclear power plant, Nasser Rastkhah, a senior official in charge of nuclear security, told the official IRNA news agency.Foreign intelligence reports have said the control systems at Bushehr were penetrated by the malware — malicious software designed to infiltrate computer systems — but Iran has all along maintained that Stuxnet was only found on several laptops belonging to plant employees and didn't affect the facility's control systems.Some computer experts believe Stuxnet was the work of Israel or the United States, two nations convinced that Iran wants to turn nuclear fuel into weapons-grade uranium.The Islamic Republic is reluctant to acknowledge setbacks to its nuclear activities, which it says are aimed at generating energy but are under U.N. sanctions because of concerns they could be channeled toward making weapons. Only after outside revelations that its enrichment program was temporarily disrupted late last year by Stuxnet did Iranian officials acknowledge the incident.The startup of the Bushehr power plant, a project completed with Russian help but beset by years of delays, would deliver Iran the central stated goal of its atomic work — the generation of nuclear power.
But the inauguration of the facility has been delayed for years. Iran said when it began inserting the fuel rods in October that the 1,000-megawatt light-water reactor would begin pumping electricity to Iranian cities by December. But it pushed back the timing to February, citing a small leak and other unspecified reasons. The Bushehr plant itself is not among the West's main worries because safeguards are in place to ensure that the spent fuel will be returned to Russia and cannot be diverted to weapons making.The United States and some of its allies believe the Bushehr plant is part of a civil energy program that Iran is using as cover for a covert program to develop a nuclear weapons capability. Iran denies the accusation.
The Bushehr project dates back to 1974, when Iran's U.S.-backed Shah Mohammed Reza Pahlavi contracted with the German company Siemens to build the reactor. Gaddafi unflinching as rebel city fears counter-attack

TRIPOLI (Reuters) – Rebels awaited a counter-attack by Muammar Gaddafi's forces on Monday, after the Libyan leader defied calls for him to quit in the hardest-fought of the Arab world's wave of uprisings.Rebels holding Zawiyah, only 50 km (30 miles) west of Tripoli, said about 2,000 troops loyal to Gaddafi had surrounded the city.We will do our best to fight them off. They will attack soon, said a former police major who switched sides and joined the rebellion.If we are fighting for freedom, we are ready to die for it.Residents even in parts of the capital Tripoli have thrown up barricades against government forces. A general in the east of the country, where Gaddafi's power has evaporated, told Reuters his forces were ready to help rebels in the west.Our brothers in Tripoli say: We are fine so far, we do not need help. If they ask for help we are ready to move, said General Ahmed el-Gatrani, one of most senior figures in the mutinous army in Benghazi.Analysts say they expect rebels to eventually take the capital and kill or capture Gaddafi, but add that he has the firepower to foment chaos or civil war -- a prospect he and his sons have warned of.

European powers said it was time for Gaddafi to stand down and Secretary of State Hillary Clinton said the United States was reaching out to opposition groups.

From Misrata, a city 200 km (120 miles) east of Tripoli, residents said by phone a thrust by forces loyal to Gaddafi, operating from the airport, had been rebuffed with bloodshed.But Libyan exile groups said later aircraft were firing on the city's radio station.In the eastern city of Benghazi, opponents of the 68-year-old leader said they had formed a National Libyan Council to be the face of the revolution, but it was unclear who they represented.They said they wanted no foreign intervention and had not made contact with foreign governments. Tunisian prime minister resigns amid protests

TUNIS (Reuters) – Tunisian Prime Minister Mohamed Ghannouchi resigned Sunday after violent protests over his ties to the North African state's toppled former leader, triggering street celebrations in central Tunis.Analysts said the move could add legitimacy to an election to replace President Zine al-Abidine Ben Ali, ousted on January 14, but could also encourage further opposition demands.Police fired shots in the air and used tear gas to disperse hundreds of youths breaking shop windows in a commercial district of Tunis shortly after the announcement, while thousands gathered near parliament to celebrate.We're very happy, but it is not enough, said one of the cheering crowd, who identified himself as Ahmed. We want to see nothing more of this government.Critics have accused Ghannouchi of being too close to former ruler Ben Ali, toppled after a series of protests that sent shockwaves across the rest of North Africa and the Arab world and encouraged a similar uprising in Egypt.
He was replaced by Beji Caid Sebsi, a former foreign minister under independence President Habib Bourguiba, according to an announcement by interim President Fouad Mebazza.My resignation will provide a better atmosphere for the new era, Ghannouchi said, adding he wanted to prevent more deaths. RISK OF BACKFIRE
Analysts said Ghannouchi's resignation had the potential to ease street tensions, but may also backfire.The hope is that, with this concession, street protests will calm down and this will allow the government to get to the task of preparing elections, said Kamran Bokhari of political risk consultancy Stratfor.But the risk is that it will embolden the opposition forces to demand more concessions.A Reuters witness said Tunisian soldiers had barricaded a commercial district of Tunis where youths were breaking windows and throwing stones. They fired tear gas and rounds in the air to disperse them. There was no sign of any wounded.An official at Tunisia's powerful umbrella union UGTT, which has been demanding labor reforms since Ben Ali's removal, said Ghannouchi's resignation was a step in the right direction.A spokesman for Tunisia's main Islamist group, Ennahda, said the move could pave the way to broader participation in the interim government. Yemeni TV quoted him as telling army commanders that the armed forces will not hesitate to defend the security of the nation as well as the unity, freedom and democracy.We will fight to the last drop in our blood, he said.
Saleh's government had been weak even before the protests erupted. He was faced with growing al-Qaida activity and a separatist movement in the south. At the start of the protest wave, Saleh offered not to seek re-election in 2013, but was rebuffed by demonstrators.

NEW YORK – Google has tweaked the formulas steering its Internet search engine to take the rubbish out of its results. The overhaul is designed to lower the rankings of what Google deems low-quality sites.That could be a veiled reference to such sites as Demand Media's eHow.com, which critics call online content farms — that is, sites producing cheap, abundant, mostly useless content that ranks high in search results.Sites that produce original content or information that Google considers valuable are supposed to rank higher under the new system.The change announced late Thursday affects about 12 percent, or nearly one in every eight, search requests in the U.S. Google Inc. said the new ranking rules eventually will be introduced in other parts of the world, too. The company tweaks its search algorithms, or formulas, hundreds of times a year, but most of the changes are so subtle that few people notice them. This latest change will be more difficult to miss, according to Google engineers.
Google depends on the high-quality content created by wonderful websites around the world, and we do have a responsibility to encourage a healthy web ecosystem, Google fellow Amit Singhal and principal engineer Matt Cutts wrote in a blog post. Therefore, it is important for high-quality sites to be rewarded, and that's exactly what this change does.Google makes significant adjustments to its search formula on the same scale as the latest change four or five times a year, Singhal said in a statement Friday.What makes the new revisions so notable is that Google spent about a year trying to come up with a way to judge the quality of the content posted on the site.That focus could hurt Demand Media, which depends on search engines for about 41 percent of the traffic to its websites, with most of those referrals coming from Google, according to documents filed last month after the company completed an initial public offering of stock.Demand Media, based in Santa Monica, assigns roughly 13,000 freelance writers to produce stories about frequently searched topics and then sells ads alongside the content at its own websites, including eHow.com and Livestrong.com, and about 375 Internet other destinations operated by its partners. Articles range from the likes of How to Tie Shoelaces to How to Bake a Potato and more.Many of the ads appearing alongside those articles are sold by Google, which accounts for about one-fourth of Demand Media's revenue of $253 million last year.

Oil spike may split Fed and ECB

WASHINGTON (Reuters) – The Federal Reserve and European Central Bank may go their separate ways if Middle East unrest provokes a sustained, inflationary oil price spike.Crude prices creeping back into the triple digits have sparked concern about slower economic growth and will no doubt reignite two long-running monetary policy debates:Should central banks have a single inflation-fighting mandate, as the ECB does, or dual goals of price stability and full employment, like the Fed? Should policymakers focus on headline inflation rates or strip out volatile food and energy prices? Fed Chairman Ben Bernanke can expect questions on both topics when he delivers his twice-yearly testimony to Congress on Tuesday and Wednesday.A day later, the ECB holds its policy-setting meeting and will have to judge whether oil prices pose an immediate threat when year-over-year inflation is already above its target. Economists widely expect the ECB to hold rates steady, but they will be hanging on President Jean-Claude Trichet's every word for clues on whether he is leaning toward a hike soon.
Nigel Gault, chief U.S. economist with IHS Global Insight in Lexington, Massachusetts, said persistently high oil prices would curb consumer spending and drive up the still-lofty jobless rate -- which would make the Fed less inclined to raise interest rates.The inflation-phobic European Central Bank might react differently, which may explain why the euro has been rising in recent days, Gault said.Indeed, back in mid-2008, when oil prices briefly approached $150 a barrel, the ECB raised rates while the Fed held steady.
DUAL MANDATE
In his testimony, Bernanke will probably give Congress an economic assessment that sticks closely to his recent comments that the recovery is strengthening but still not enough to bring about a significant improvement in the job market.He may also repeat a warning he gave earlier in February that sharp cuts in government spending now could harm the recovery. Republicans in Congress have pressed for deep cuts while Democrats want to keep spending at current levels.If the parties cannot agree on a spending bill by Friday, the federal government will run out of money for nonessential operations and be forced to close.Between the spending debate and oil prices, lawmakers will have no shortage of controversial topics for Bernanke. Pricey oil will draw questions on whether the Fed has overstimulated the economy and planted the seeds of runaway inflation.Bernanke was already under pressure from some in Congress who want to restrict the Fed to a single mandate of price stability. Bernanke has said in the past that the Fed was not seeking any change in its mandate but would honor any decision Congress made.He will be able to point to recent data showing inflation remains unusually low, even with volatile food and oil prices included. Figures on Monday are expected to show tame inflation for January, as measured by the PCE Price Index, a gauge the Fed watches closely.Euro zone inflation data, also due on Monday, may tell a slightly different story. Economists are expecting a headline reading of 2.4 percent year-on-year, somewhat hotter than ECB officials would like. But core inflation, excluding food and energy, is expected to be up a modest 1.2 percent.
Trichet said in January that core inflation was not necessarily a good predictor for future headline inflation, a comment that led many investors to think an ECB rate hike might come sooner than anticipated. Perhaps the most important U.S. data point -- employment -- is due on Friday, too late to bolster Bernanke's argument that the economy still has significant slack and is no imminent danger of overheating.
Economists polled by Reuters expected Friday's report to show a net 175,000 jobs created in February. But they expect the unemployment rate to inch up to 9.1 percent as some discouraged workers resume the job search. SINGAPORE (Reuters) – Asian shares on Monday slipped back toward a three-month low hit last week, with emerging Asian equities seen likely to keep lagging developed markets as investors fret about risks from inflation.London crude prices rose by more than $2 to $114.37 a barrel and MSCI's index of Asia-Pacific shares fell 0.3 percent to 460.31 (.MIAPJ0000PUS), as the worsening situation in Libya stirred renewed worry about disruptions to oil production.The recent unrest in the Middle East, which pushed London crude prices to their highest level since August 2008 of $119.79 last week, has exacerbated worries about inflationary pressures in emerging Asian economies.Market players said emerging Asian stock markets may continue to underperform compared to developed markets such as Japan and the United States.
There are strong concerns about inflation based on excessive liquidity and emerging markets have been hurt more by this, said Mitsushige Akino, chief fund manager at Ichiyoshi Investment Management in Tokyo.Developed countries...are not raising interest rates while emerging markets are in the midst of doing so. That is negative for (emerging market) equities and that trend will probably still continue, Akino added.Underscoring the recent trend, MSCI's index of Japanese shares has risen 4.3 percent (.MIJP00000PJP) so far in 2011 while its Indonesian index has shed 7.7 perce(.MIID00000PID).MSCI's index of Asia-Pacific shares outside fell to as low as 454.70 last Thursday, its lowest level since December 1.Part of that divergence likely reflects position unwinding, said Adrian Foster, head of financial markets research with Rabobank International in Hong Kong.Late last year, massive liquidity driven rallies in global equity markets helped give a boost to emerging market shares, Foster said.That largely explains why (emerging) equity markets this year have been quite weak. DOLLAR FINDS FOOTING
The dollar found a steadier footing, having rebounded after hitting a record low against the Swiss franc on Friday, but the mood remained cautious given tensions in Libya and fears of contagion.The dollar last stood at 0.9270 francs, down 0.2 percent on the day but above a record low of 0.9229 hit against the safe haven Swiss currency on trading platform EBS on Friday.The euro dipped 0.1 percent against the dollar to $1.3744, but the single currency was seen staying in favor ahead of a European Central Bank meeting this week.With rising commodity prices, the ECB will likely continue its tough talk on inflation, increasing the probability of early ECB tightening, BNP Paribas analysts wrote in a note. Traders said the euro ran into some profit-taking as did the Australian dollar, which fell 0.3 percent to $1.0143.
Elsewhere, benchmark 10-year U.S. Treasuries rose 6/32 in price to yield 3.394 percent, while gold edged up 0.3 percent to $1,413.10. Oil up over $114 as supply woes persist after Libya cuts exports

SINGAPORE (Reuters) – Brent crude rose more than $2 a barrel to a high of $114.50 on Monday as concern persisted about security of supply from the Middle East and North Africa even after top exporter Saudi Arabia boosted supply to meet the shortfall caused by a cut in exports from Libya.Violent revolt in Libya has shut down as much as three-quarters of its output, according to some estimates. As protests have intensified and spread through the Arab world, investors fear any impact on output from Saudi Arabia.Brent crude was up $1.79 113.92 a barrel by 12:35 a.m. ET. U.S. crude rose $1.45 at $99.33 a barrel.Both benchmarks posted their highest weekly close in 2-1/2 years last week.There is the continued threat that conflicts will spread in the region that produces a large amount of oil in the world, said Ben Westmore, a commodities economist at the National Australia Bank.There's been a bit of a contagion already, he said.The impact on oil supply would be severe if conflict were to spread to Iran, Kuwait and especially to Saudi Arabia, he said.Saudi Arabia is the only producer with significant spare capacity that can be quickly started to deal with supply outages. Without access to that oil the world has little slack in the global supply system to deal with disruption.The kingdom is using that capacity to plug the Libyan deficit and has boosted output to a level exceeding 9 million bpd, a senior industry source familiar with Saudi production told Reuters. That would be the highest since Saudi pumped around 8.3 million bpd in January, according to a Reuters survey, although some estimates are higher and one consultant pegged output last month 8.9 million bpd.
In Libya, armed rebels prepared for a counter-attack as the country's leader Muammar Gaddafi defied calls to quit in the hardest-fought of the Arab world's wave of uprisings so far.On Sunday, police crushed protest in non-OPEC oil exporter Oman following a wave of pro-democracy protests across the Arab world.Oman is the ninth largest producer in the Middle East and North Africa, just after Libya, with a production of 865,000 bpd, according to JPMorgan.The market is definitely bracing for the worst as it remained unclear when the situation in Libya would stabilize, Westmore said.JPMorgan increased late on Friday its 2011 Brent oil forecast to $108 a barrel, up from the previous $95, on tighter supply after Libyan output losses.
It also raised its 2011 average forecast for WTI crude by 3.2 percent to $96 a barrel.The new 2011 price forecast maps a projected outcome within a range of scenarios that could encompass the oil market over the next 12 months - ranging from a rapid normalization of geopolitical risk to the loss of output in a major oil producer, JPMorgan said in a report on Friday.Following spikes in oil prices last week, the International Energy Agency has called on OPEC to draw on excess oil production capacity if required while adding that it is also ready to release emergency stocks when necessary.But the response time meant that extra supplies would lag disruption, prompting volatility and near-term price spikes, Westmore said. Iran's Oil Minister urged Saudi Arabia on Sunday to refrain from taking a hasty decision on increasing its oil production after the popular uprising in Libya, the official IRNA news agency reported.Traders were looking ahead to manufacturing data to be released from the United States and China on Tuesday, Westmore said.

LA PAZ, Bolivia – Heavy rains caused a hilltop to collapse in a poor neighborhood of the Bolivian capital Sunday, cracking roads, destroying at least 400 homes and burying people's belongings under mud and debris.There were no fatalities but significant damage from the landslide in the barrio of Callapa, La Paz Mayor Luis Revilla said.Edwin Herrera, a city government spokesman, called Sunday's slide the worst that La Paz has ever seen — and he said the earth was still moving downhill.
So far we are talking about 5,000 (people) affected, but the slide is affecting neighborhoods in lower areas, he said.Residents began evacuating late Saturday when the hill, saturated after prolonged rains, began sliding and cracks appeared in streets and home.My neighbors were running around and told me to get out, said Maria Elena Siles, the mother of three adolescent children. I looked out the window and there were no more homes to the left or the right of mine.Siles was able to flee before the hill collapsed entirely early Sunday.By day, amid a persistent drizzle, some residents scrambled over the unstable terrain to try to rescue furniture and other possessions from the muck.But continued earth movements brought down more homes, and police cordoned off the area, saying it was too dangerous.

San Francisco hill regions get dusting of snow

SAN FRANCISCO – Hilly areas of San Francisco got a rare light dusting of snow, the National Weather Service said Saturday.Snow fell briefly late Friday and early Saturday on the city's Twin Peaks neighborhood and some other areas with higher elevations, meteorologist Mark Strobin said.A little bit up in the hills, Strobin told The Associated Press. It snowed down to about 400 feet.But there was only rain downtown and in other other areas of the near sea level city, and the snow that did fall disappeared rapidly.The city last saw snow on the ground in 1976, when an inch fell.Strobin said the higher regions might have had snow dustings since that measureable snow fell 35 years ago. He said it was still too early to tell how this event will be recorded.Strobin, who is based in Monterey, Calif., said that city also got a rare dusting of snow.The storm system moving across Northern California responsible for San Francisco's snow also dumped more than 2 feet of snow in the Sierra Nevada mountains.Just the idea of possible snow had the tech-savvy city looking skyward with anticipation.One blogger posted a pretend ski map, noting possible beginner, intermediate and expert runs in the city's hilly Bernal Heights neighborhood. The San Francisco Chronicle posted old photos of snow from 1882, 1951, 1964 and other rare instances of city snowfall — including one photo from the 1976 storm that shows gleeful school kids throwing snowballs.On Friday, the storm prompted San Francisco Mayor Ed Lee to take precautionary measures. He urged residents to watch out for icy road conditions, and, if possible, avoid driving during the storm's peak. Quake hits southern Chile, a year after huge one

NZ buildings' quake safety questioned as burials start

CHRISTCHURCH (Reuters) – New Zealand authorities said on Monday they were investigating reports that buildings damaged by a quake in Christchurch last year were allowed to remain in use, compromising their ability to withstand last week's tremor that killed at least 148 people.Separately, Prime Minister John Key said the overall cost of the February 22 and the September 4 quakes combined would be about NZ$20 billion ($15 billion), with the second, more destructive, earthquake costing about three-quarters of the total.Japanese media have pressed the mayor of Christchurch on the safety inspection and standards after last September's quake at the Canterbury Television Building, which housed a language school and was where nearly half the confirmed dead were killed.We want to give you all of the information that we have about those buildings, mayor Bob Parker told reporters on Monday during one of his twice-daily briefings.Had I received any information about the integrity of those buildings being in any way compromised as a result of the events of September 4 last year? No.The bodies of dozens of students from Japan, China, the Philippines and Taiwan are still in the ruins of the six-storey building, whose floors pancaked on top of each other in last Tuesday's 6.3 magnitude quake.
The questions came as the first funeral of a victim, a five month infant boy, took place. SEOUL, South Korea – South Korean and U.S. troops began annual military drills Monday that rival North Korea warned could trigger a nuclear war on the divided peninsula.Despite North Korean threats to retaliate, South Korea and the United States went ahead with the drills, which are the allies' first major combined military exercises since the North shelled a front-line South Korean island in November, killing four people.That barrage came eight months after 46 sailors were killed when a South Korean warship was sunk, an attack that a Seoul-led international investigation blamed on a North Korean torpedo; Pyongyang denies involvement. Animosity over the bloodshed drove ties between the Koreas to one of their lowest levels in decades.About 12,800 U.S. troops and some 200,000 South Korean soldiers and reservists are to participate in the drills, which are aimed at defending South Korea and responding to any attack.The main part of the drills, which will involve computer war games and live-firing exercises, will last 11 days, while some field training will continue until late April, according to the South Korea-U.S. joint forces command in Seoul.The drills are planned months in advance, and they are not connected to any current world events, the joint command said in a statement.
Hours after the exercises started, North Korea warned of a nuclear war on the peninsula.It's an anti-national scheme aimed at prolonging the stage of confrontation and tension to realize a plot to start a northward invasion, the North's main Rodong Sinmun newspaper said in a commentary carried by the official Korean Central News Agency. The danger of a nuclear war on the Korean peninsula is deepening.On Sunday, the North said that if provoked, its military would turn Seoul into a sea of flames and start a full-scale war with merciless counterattacks.
South Korean and U.S. officials have repeatedly said the drills are purely defensive.
Denouncing these kinds of drills as an aggression and provocation won't be a help to South-North Korea relations at all, South Korean Unification Ministry spokesman Chun Hae-sung told reporters Monday.A South Korean military official said there have been no suspicious activities by the North's military. The official spoke on condition of anonymity, citing office rules.Also Monday, about 20 anti-war activists rallied near a joint forces command near Seoul, urging South Korea and the United States to immediately halt the drills and resume talks with North Korea. In setback, Iran to unload fuel from nuclear plant

TEHRAN, Iran – In a major setback to Iran's nuclear program, technicians will have to unload fuel from the country's first atomic power plant because of an unspecified safety concern, a senior government official said.The vague explanation raised questions about whether the mysterious computer worm known as Stuxnet might have caused more damage at the Bushehr plant than previously acknowledged. Other explanations are possible for unloading the fuel rods from the reactor core of the newly completed plant, including routine technical difficulties.While the exact reason behind the fuel's removal is unclear, the admission is seen as a major embarrassment for Tehran because it has touted Bushehr — Iran's first atomic power plant — as its showcase nuclear facility and sees it as a source of national pride. When the Islamic Republic began loading the fuel just four months ago, Iranian officials celebrated the achievement.Iran's envoy to the U.N. nuclear monitoring agency in Vienna said that Russia, which provided the fuel and helped construct the Bushehr plant, had demanded the fuel be taken out.Upon a demand from Russia, which is responsible for completing the Bushehr nuclear power plant, fuel assemblies from the core of the reactor will be unloaded for a period of time to carry out tests and take technical measurements, the semiofficial ISNA news agency quoted Ali Asghar Soltanieh as saying. After the tests are conducted, (the fuel) will be placed in the core of the reactor once again.
Iran always gives priority to the safety of the plant based on highest global standards, Soltanieh added.Calls to the Russian nuclear agency Rosatom for comment were not answered Saturday afternoon.The spokesman of the Atomic Energy Organization of Iran said the fuel unloading was nothing unusual.It's a kind of technical inspection and to obtain confidence about the safety of the reactor, Hamid Khadem Qaemi told the official IRNA news agency. He accused foreign media of blowing the issue out of proportion.The Bushehr plant is not among the aspects of Iran's nuclear program that are of top concern to the international community and is not directly subject to sanctions. It has international approval and is supervised by the U.N.'s nuclear monitoring agency, the International Atomic Energy Agency.In a report released Friday about Iran's nuclear program, the IAEA said that Tehran informed the agency on Wednesday that it would have to unload the fuel rods. The agency said it and Tehran have agreed on the necessary safeguards measures.A senior international official familiar with Iran's nuclear program said the IAEA had no further details. He said unloading and reloading fuel assemblies is not unusual before any reactor startup. The official asked for anonymity because his information was confidential.
Soltanieh and other officials have not specified why the fuel had to be unloaded, but Iranian officials denied any link to the Stuxnet computer virus.Stuxnet has had no effect on the control systems at the Bushehr nuclear power plant, Nasser Rastkhah, a senior official in charge of nuclear security, told the official IRNA news agency.Foreign intelligence reports have said the control systems at Bushehr were penetrated by the malware — malicious software designed to infiltrate computer systems — but Iran has all along maintained that Stuxnet was only found on several laptops belonging to plant employees and didn't affect the facility's control systems.Some computer experts believe Stuxnet was the work of Israel or the United States, two nations convinced that Iran wants to turn nuclear fuel into weapons-grade uranium.The Islamic Republic is reluctant to acknowledge setbacks to its nuclear activities, which it says are aimed at generating energy but are under U.N. sanctions because of concerns they could be channeled toward making weapons. Only after outside revelations that its enrichment program was temporarily disrupted late last year by Stuxnet did Iranian officials acknowledge the incident.The startup of the Bushehr power plant, a project completed with Russian help but beset by years of delays, would deliver Iran the central stated goal of its atomic work — the generation of nuclear power.
But the inauguration of the facility has been delayed for years. Iran said when it began inserting the fuel rods in October that the 1,000-megawatt light-water reactor would begin pumping electricity to Iranian cities by December. But it pushed back the timing to February, citing a small leak and other unspecified reasons. The Bushehr plant itself is not among the West's main worries because safeguards are in place to ensure that the spent fuel will be returned to Russia and cannot be diverted to weapons making.The United States and some of its allies believe the Bushehr plant is part of a civil energy program that Iran is using as cover for a covert program to develop a nuclear weapons capability. Iran denies the accusation.
The Bushehr project dates back to 1974, when Iran's U.S.-backed Shah Mohammed Reza Pahlavi contracted with the German company Siemens to build the reactor. Gaddafi unflinching as rebel city fears counter-attack

TRIPOLI (Reuters) – Rebels awaited a counter-attack by Muammar Gaddafi's forces on Monday, after the Libyan leader defied calls for him to quit in the hardest-fought of the Arab world's wave of uprisings.Rebels holding Zawiyah, only 50 km (30 miles) west of Tripoli, said about 2,000 troops loyal to Gaddafi had surrounded the city.We will do our best to fight them off. They will attack soon, said a former police major who switched sides and joined the rebellion.If we are fighting for freedom, we are ready to die for it.Residents even in parts of the capital Tripoli have thrown up barricades against government forces. A general in the east of the country, where Gaddafi's power has evaporated, told Reuters his forces were ready to help rebels in the west.Our brothers in Tripoli say: We are fine so far, we do not need help. If they ask for help we are ready to move, said General Ahmed el-Gatrani, one of most senior figures in the mutinous army in Benghazi.Analysts say they expect rebels to eventually take the capital and kill or capture Gaddafi, but add that he has the firepower to foment chaos or civil war -- a prospect he and his sons have warned of.

European powers said it was time for Gaddafi to stand down and Secretary of State Hillary Clinton said the United States was reaching out to opposition groups.

From Misrata, a city 200 km (120 miles) east of Tripoli, residents said by phone a thrust by forces loyal to Gaddafi, operating from the airport, had been rebuffed with bloodshed.But Libyan exile groups said later aircraft were firing on the city's radio station.In the eastern city of Benghazi, opponents of the 68-year-old leader said they had formed a National Libyan Council to be the face of the revolution, but it was unclear who they represented.They said they wanted no foreign intervention and had not made contact with foreign governments. The Network of Free Ulema, claiming to represent some of Libya's most senior and most respected Muslim scholars, issued a statement urging total rebellion against Gaddafi and endorsing the formation of an interim government announced two days ago.

Tunisian prime minister resigns amid protests

TUNIS (Reuters) – Tunisian Prime Minister Mohamed Ghannouchi resigned Sunday after violent protests over his ties to the North African state's toppled former leader, triggering street celebrations in central Tunis.Analysts said the move could add legitimacy to an election to replace President Zine al-Abidine Ben Ali, ousted on January 14, but could also encourage further opposition demands.Police fired shots in the air and used tear gas to disperse hundreds of youths breaking shop windows in a commercial district of Tunis shortly after the announcement, while thousands gathered near parliament to celebrate.We're very happy, but it is not enough, said one of the cheering crowd, who identified himself as Ahmed. We want to see nothing more of this government.Critics have accused Ghannouchi of being too close to former ruler Ben Ali, toppled after a series of protests that sent shockwaves across the rest of North Africa and the Arab world and encouraged a similar uprising in Egypt.
He was replaced by Beji Caid Sebsi, a former foreign minister under independence President Habib Bourguiba, according to an announcement by interim President Fouad Mebazza.My resignation will provide a better atmosphere for the new era, Ghannouchi said, adding he wanted to prevent more deaths. RISK OF BACKFIRE
Analysts said Ghannouchi's resignation had the potential to ease street tensions, but may also backfire.The hope is that, with this concession, street protests will calm down and this will allow the government to get to the task of preparing elections, said Kamran Bokhari of political risk consultancy Stratfor.But the risk is that it will embolden the opposition forces to demand more concessions.A Reuters witness said Tunisian soldiers had barricaded a commercial district of Tunis where youths were breaking windows and throwing stones. They fired tear gas and rounds in the air to disperse them. There was no sign of any wounded.An official at Tunisia's powerful umbrella union UGTT, which has been demanding labor reforms since Ben Ali's removal, said Ghannouchi's resignation was a step in the right direction.A spokesman for Tunisia's main Islamist group, Ennahda, said the move could pave the way to broader participation in the interim government. On Saturday, two powerful chiefs from his own tribe abandoned him, and hundreds of thousands called for his ouster in the largest protests yet.In recent weeks, Yemen has seen daily protests, inspired by successful uprisings in Egypt and Tunisia. The mainstream opposition parties had been reluctant to join, preferring a wait-and-see approach.However, on Sunday they said they would hold rallies Tuesday to show solidarity with the protesters.We call on all the citizens to come out Tuesday and condemn the regime for its crimes, said the Joint Gathering, an umbrella organization for seven opposition parties, including socialist, moderate Islamic and nationalist factions.The announcement is a blow to Saleh, who has been in power for 32 years, said Abdel Bari Taher, a Yemeni analyst. If they join the people in the streets, they will swiftly decide the fate of the regime, he said.Anti-government protests were held Sunday in cities across Yemen, including the capital of Sanaa, the city of Taiz and the port of Aden. On Saturday, Saleh appeared to be hardening his stance, after initially offering protesters to engage in dialogue and promising that the security forces would not use force against them. Yemeni TV quoted him as telling army commanders that the armed forces will not hesitate to defend the security of the nation as well as the unity, freedom and democracy.We will fight to the last drop in our blood, he said.
Saleh's government had been weak even before the protests erupted. He was faced with growing al-Qaida activity and a separatist movement in the south. At the start of the protest wave, Saleh offered not to seek re-election in 2013, but was rebuffed by demonstrators.
