Nearly a year after a thwarted terrorist attack on a Detroit-bound airliner last Christmas Day, the recent attempt by terrorists to conceal and ship explosive devices aboard aircraft bound for the United States reminds us that al-Qaeda and those inspired by its ideology are determined to strike our global aviation system and are constantly adapting their tactics for doing so.Our best defense against such threats remains a risk-based, layered security approach that utilizes a range of measures, both seen and unseen, including law enforcement, advanced technology, intelligence, watch-list checks and international collaboration.This layered approach to aviation security is only as strong as the partnerships upon which it is built. In addition to the more than 50,000 trained transportation security officers, transportation security inspectors, behavior detection officers and canine teams who are on the front lines guarding against threats to the system, we rely on law enforcement and intelligence agencies across the federal government. We require airlines and cargo carriers to carry out specific tasks such as the screening of cargo and passengers overseas. We work closely with local law enforcement officers in airports throughout the country.And we ask the American people to play an important part of our layered defense. We ask for cooperation, patience and a commitment to vigilance in the face of a determined enemy.As part of our layered approach, we have expedited the deployment of new Advanced Imaging Technology (AIT) units to help detect concealed metallic and non-metallic threats on passengers. These machines are now in use at airports nationwide, and the vast majority of travelers say they prefer this technology to alternative screening measures.

AIT machines are safe, efficient, and protect passenger privacy. They have been independently evaluated by the Food and Drug Administration, the National Institute of Standards and Technology, and the Johns Hopkins University Applied Physics Laboratory, who have all affirmed their safety. And the weapons and other dangerous and prohibited items we've found during AIT screenings have illustrated their security value time and again.Rigorous privacy safeguards are also in place to protect the traveling public. All images generated by imaging technology are viewed in a walled-off location not visible to the public. The officer assisting the passenger never sees the image, and the officer viewing the image never interacts with the passenger. The imaging technology that we use cannot store, export, print or transmit images.If an anomaly is detected during screening with AIT, if an alarm occurs after a passenger goes through a walk-through metal detector, or if a passenger opts out of either of these screening methods, we use pat-downs to help detect hidden and dangerous items like the one we saw in the failed terrorist attack last Christmas Day.Pat-downs have long been one of the many security measures used by the U.S. and countries across the world to make air travel as secure as possible. They're conducted by same-gender officers, and all passengers have the right to request private screening and have a traveling companion present during the screening process.In the last two weeks we have also implemented a number of measures to strengthen our defenses against an attack using cargo shipments to the U.S.The deployment of this technology and the implementation of these measures represent the evolution of our national security architecture, an evolution driven by intelligence, risk and a commitment to be one step ahead of those who seek to do us harm.To fulfill the important role we ask of American travelers, and to be prepared at the security checkpoint this holiday season, be ready to remove everything from your pockets prior to screening. Homeland Security head Janet Napolitano, now forever known as Big Sis – a reference to George Orwell’s 1984 – has been caught telling some big lies in an attempt to quell an enormous public backlash against the full body scanning technology and invasive pat-down procedures that have been implemented by the TSA in airports nationwide.

In a blatant propaganda piece published by USA Today, Napolitano describes the scanning machines as safe and the pat-downs as discreet, in the face of a flood of complaints from scientists, pilots, flight attendants, privacy groups, parents, Muslim groups and everyday passengers, all rebelling against over the top security.

Napolitano claims, expecting the public to simply swallow the claim that NIST and the FDA are somehow independent of the federal government.As for Johns Hopkins University declaring the scanners safe, tell it to Dr Michael Love, who runs an X-ray lab at the department of biophysics and biophysical chemistry at the Johns Hopkins school of medicine. Love told AFP two days ago that statistically someone is going to get skin cancer from these X-rays.

[These events took place roughly between 5:30 and 6:30 AM, November 13th in Terminal 2 of the San Diego International Airport. I'm writing this approximately 2 1/2 hours after the events transpired, and they are correct to the best of my recollection. I will admit to being particularly fuzzy on the exact order of events when dealing with the agents after getting my ticket refunded; however, all of the events described did occur.I had my phone recording audio and video of much of these events. This morning, I tried to fly out of San Diego International Airport but was refused by the TSA. I had been somewhat prepared for this eventuality. I have been reading about the millimeter wave and backscatter x-ray machines and the possible harm to health as well as the vivid pictures they create of people’s naked bodies. Not wanting to go through them, I had done my research on the TSA’s website prior to traveling to see if SAN had them. From all indications, they did not. When I arrived at the security line, I found that the TSA’s website was out of date. SAN does in fact utilize backscatter x-ray machines.I made my way through the line toward the first line of defense: the TSA ID checker. This agent looked over my boarding pass, looked over my ID, looked at me and then back at my ID. After that, he waved me through. SAN is still operating metal detectors, so I walked over to one of the lines for them. After removing my shoes and making my way toward the metal detector, the person in front of me in line was pulled out to go through the backscatter machine. After asking what it was and being told, he opted out. This left the machine free, and before I could go through the metal detector, I was pulled out of line to go through the backscatter machine. When asked, I half-chuckled and said, I don’t think so. At this point, I was informed that I would be subject to a pat down, and I waited for another agent.A male agent (it was a female who had directed me to the backscatter machine in the first place), came and waited for me to get my bags and then directed me over to the far corner of the area for screening. After setting my things on a table, he turned to me and began to explain that he was going to do a standard pat down. (I thought to myself, great, not one of those gropings like I’ve been reading about.) After he described, the pat down, I realized that he intended to touch my groin. After he finished his description but before he started the pat down, I looked him straight in the eye and said, if you touch my junk, I’ll have you arrested. He, a bit taken aback, informed me that he would have to involve his supervisor because of my comment.We both stood there for no more than probably two minutes before a female TSA agent (apparently, the supervisor) arrived. She described to me that because I had opted out of the backscatter screening, I would now be patted down, and that involved running hands up the inside of my legs until they felt my groin. I stated that I would not allow myself to be subject to a molestation as a condition of getting on my flight. The supervisor informed me that it was a standard administrative security check and that they were authorized to do it. I repeated that I felt what they were doing was a sexual assault, and that if they were anyone but the government, the act would be illegal. I believe that I was then informed that if I did not submit to the inspection, I would not be getting on my flight. I again stated that I thought the search was illegal. I told her that I would be willing to submit to a walk through the metal detector as over 80% of the rest of the people were doing, but I would not be groped. The supervisor, then offered to go get her supervisor.

I took a seat in a tiny metal chair next to the table with my belongings and waited. While waiting, I asked the original agent (who was supposed to do the pat down) if he had many people opt out to which he replied, none (or almost none, I don’t remember exactly). He said that I gave up a lot of rights when I bought my ticket. I replied that the government took them away after September 11th. There was silence until the next supervisor arrived. A few minutes later, the female agent/supervisor arrived with a man in a suit (not a uniform). He gave me a business card identifying him as David Silva, Transportation Security Manager, San Diego International Airport. At this point, more TSA agents as well as what I assume was a local police officer arrived on the scene and surrounded the area where I was being detained. The female supervisor explained the situation to Mr. Silva. After some quick back and forth (that I didn’t understand/hear), I could overhear Mr. Silva say something to the effect of, then escort him from the airport. I again offered to submit to the metal detector, and my father-in-law, who was near by also tried to plead for some reasonableness on the TSA’s part.The female supervisor took my ID at this point and began taking some kind of report with which I cooperated. Once she had finished, I asked if I could put my shoes back on. I was allowed to put my shoes back on and gather my belongs. I asked, are we done here (it was clear at this point that I was going to be escorted out), and the local police officer said, follow me. I followed him around the side of the screening area and back out to the ticketing area. I said apologized to him for the hassle, to which he replied that it was not a problem.I made my way over to the American Airlines counter, explained the situation, and asked if my ticket could be refunded. The woman behind the counter furiously typed away for about 30 seconds before letting me know that she would need a supervisor. She went to the other end of the counter. When she returned, she informed me that the ticket was non-refundable, but that she was still trying to find a supervisor. After a few more minutes, she was able to refund my ticket. I told her that I had previously had a bad experience with American Airlines and had sworn never to fly with them again (I rationalized this trip since my father-in-law had paid for the ticket), but that after her helpfulness, I would once again be willing to use their carrier again.

At this point, I thought it was all over. I began to make my way to the stairs to exit the airport, when I was approached by another man in slacks and a sport coat. He was accompanied by the officer that had escorted me to the ticketing area and Mr. Silva. He informed me that I could not leave the airport. He said that once I start the screening in the secure area, I could not leave until it was completed. Having left the area, he stated, I would be subject to a civil suit and a $10,000 fine. I asked him if he was also going to fine the 6 TSA agents and the local police officer who escorted me from the secure area. After all, I did exactly what I was told. He said that they didn’t know the rules, and that he would deal with them later. They would not be subject to civil penalties. I then pointed to Mr. Silva and asked if he would be subject to any penalties. He is the agents’ supervisor, and he directed them to escort me out. The man informed me that Mr. Silva was new and he would not be subject to penalties, either. He again asserted the necessity that I return to the screening area. When I asked why, he explained that I may have an incendiary device and whether or not that was true needed to be determined. I told him that I would submit to a walk through the metal detector, but that was it; I would not be groped. He told me that their procedures are on their website, and therefore, I was fully informed before I entered the airport; I had implicitly agreed to whatever screening they deemed appropriate. I told him that San Diego was not listed on the TSA’s website as an airport using Advanced Imaging Technology, and I believed that I would only be subject to the metal detector. He replied that he was not a webmaster, and I asked then why he was referring me to the TSA’s website if he didn’t know anything about it. I again refused to re-enter the screening area.The man asked me to stay put while he walked off to confer with the officer and Mr. Silva. They went about 20 feet away and began talking amongst themselves while I waited. I couldn’t over hear anything, but I got the impression that the police officer was recounting his version of the events that had transpired in the screening area (my initial refusal to be patted down). After a few minutes, I asked loudly across the distance if I was free to leave. The man dismissively held up a finger and said, hold on. I waited. After another minute or so, he returned and asked for my name. I asked why he needed it, and reminded him that the female supervisor/agent had already taken a report. He said that he was trying to be friendly and help me out. I asked to what end. He reminded me that I could be sued civilly and face a $10,000 fine and that my cooperation could help mitigate the penalties I was facing. I replied that he already had my information in the report that was taken and I asked if I was free to leave. I reminded him that he was now illegally detaining me and that I would not be subject to screening as a condition of leaving the airport. He told me that he was only trying to help (I should note that his demeanor never suggested that he was trying to help. I was clearly being interrogated.), and that no one was forcing me to stay. I asked if tried to leave if he would have the officer arrest me. He again said that no one was forcing me to stay. I looked him in the eye, and said, then I’m leaving. Since publishing my story about the TSA’s naked body scanners and the “opt out” procedure, I’ve received a steady stream of reports from people who are traveling, all of whom are now choosing to opt out of the scanners. The reports coming in demonstrate an amazing ignorance among TSA security screeners about how the naked body scanners actually work.Maybe TSA officers simply buy those X-Ray vision glasses advertised in the back of comic books and use those to gawk at passengers.One report from a very credible source (a famous health author whom I know quite well) reveals that TSA officers told her the naked body scanners don’t even emit X-rays. It’s a myth, the officer said. There are no X-rays from those machines.Really? Then how do they work? Are they MAGIC? Do TSA officers cast a magic Spell of X-Ray Vision on the air travel passengers like some sort of Dungeons & Dragons adventure?(Or maybe the TSA officers simply buy those X-Ray vision glasses advertised in the back of comic books and use those to gawk at passengers.)That the TSA’s own employees don’t even know these machines emit radiation is a real whopper. But of course it only makes sense: They’ve probably been told this by the TSA because no person in their right mind would actually work 8 hours a day standing next to a machine that emits radiation every few seconds (no matter how seemingly small the dosage).Even dentists and chiropractors who use low-dose radiation to take images of your bones still flee the room or hide behind heavy metal shields before zapping you (as they should). Being exposed to ionizing radiation on a regular basis is inarguably a health hazard.

More TSA lies

Another TSA officer told another contact of mine that the naked body scanner machines are incapable of storing images. This, of course, is very different from even the official TSA line which now claims the ability of the machines to store images have been turned off. All such machines are delivered by the manufacturer with image storage features built right in, as we previously reported: http://www.naturalnews.com/029378_f…How are we, the public, to know whether the image storage capabilities have been turned back on again? I bet we’ll find out one day that one of these machines was accidentally left in the store images configuration and has been piling up tens of thousands of photos of naked air travelers.

It gets personal

In many cases that have been reported to me, when air travel passengers request to opt out of the naked body scanners, they are humiliated and nearly accused of being insane by TSA officers who keep questioning why they won’t go through the scanner. Some TSA officers even start debating with people as if they are somehow trying to convince them the scanners are perfectly safe.One TSA agent told a female passenger that the naked body scanner is perfectly safe even if you’re pregnant and that it wouldn’t be harmful to the baby. Really? How do they know? Sure, they say the radiation levels are so low that you actually get more radiation just from flying at high altitude, but how do they know the radiation from the machine is calibrated correctly? CT scans are commonly found to be way off their configurations, to the point where they actually leave radiation burns and cause people’s hair to fall out (http://www.naturalnews.com/029232_r…).Are we really to trust that the TSA has configured these machines correctly? It is especially difficult to trust an agency that hires people to run X-ray-emitting scanners who don’t even know their scanners emit X-rays! How do you explain to a typical TSA agent that the naked body scanner might be dangerous if the guy is so ignorant that he doesn’t even realize the machines emit X-rays? It’s almost like we need to walk through the airport now with a book called Physics 101. And when we see these TSA agents, we need to sit them down and go through the laws of the universe. Okay, here’s how gravity works, and that’s why you’re sitting down and not floating away into high orbit. And now, here’s electromagnetic wave theory which explains how things like visible light, microwaves, radio waves and X-rays work. And here’s why X-rays penetrate matter better than light waves, and so on.

Of course, they might think you were a terrorist. Try to explain anything intelligent and they’ll think you’re trying to trick them in some clever way. Because, let’s face it, these agents are not the cream of the crop in the IQ department. They don’t know much about X-rays or technology, but they’ve been convinced that making you go through the naked body scanner is somehow, somewhere, making some sort of difference for the greater good… although if you ask them how, they wouldn’t be able to explain that, either.It all reminds me of the use of X-rays by shoe stores in the early 20th century. They used to have X-ray machines where you could try on a shoe then place your foot under the X-ray emitter while seeing the fit of your bones through a viewing scope. It was all billed as perfectly safe and healthy. Advanced, even! Of course, a few decades later, some scientists figured out that this was promoting serious cancers in the feet, and these machines were eventually banned — but not without a lot of protests from shoe companies who insisted the machines were totally safe! (CNSNews.com) - The Council on American-Islamic Relations (CAIR) has issued a travel warning to Muslim airline passengers on U.S. aircraft in response to the Transportation Safety Administration’s enhanced pat down policy that went into effect in late October.CAIR said Muslims who object to full-body scans for religious reasons should know their rights if they are required to undergo a pat-down, including asking for the procedure to be done in a private place. In addition, CAIR offered a special recommendation for Muslim women who wear a hijab, telling them they should tell the TSA officer that they may be searched only around the head and neck.In the special recommendations for Muslim women who wear hijab, it states: Before you are patted down, you should remind the TSA officer that they are only supposed to pat down the area in question, in this scenario, your head and neck. They SHOULD NOT subject you to a full-body or partial-body pat-down.It also states: Instead of the pat-down, you can always request to pat down your own scarf, including head and neck area, and have the officers perform a chemical swipe of your hands.The new TSA pat-downs involving head-to-toe screening techniques follow recent airliner bombing attempts. Passengers who reject a full-body scan or who are selected for secondary screening may be searched using the enhanced pat-down.Pat downs are one important tool to help TSA detect hidden and dangerous items such as explosives, a TSA statement issued on Oct. 28 stated. Passengers should continue to expect an unpredictable mix of security layers that include explosives trace detection, advanced imaging technology, canine teams, among others.

Posted on its Web site under TSA’s Head-to-Toe Screening Policies, the agency said how people are dressed may lead to closer inspection, including baggy or loose clothing. Those policies also include individuals being searched by a professional of the same sex.It is TSA's policy that passengers should be screened by an officer of the same gender in a professional, respectful manner, the policy reads.In February, the Figh Council of North America, a group of Islamic scholars, issued a fatwa, or religious ruling, that full-body scanners violate Islamic law.It is a violation of clear Islamic teaching that men or women be seen naked by other men and women, the ruling states. Islam highly emphasizes haya (modesty) and considers it part of the faith. Are agents of the Transportation Security Administration engaging in behavior that falls under the Patriot Act’s definition of domestic terrorism? The question may sound preposterous until you consider the following.Air travelers in the U.S. are being presented with a choice when passing through airport security: either submit to being scanned by an extremely invasive and potentially hazardous machine, or have your genitals groped by agents of the Transportation Security Administration.Many are deciding that they’d rather pass through the naked body scanner than suffer the humiliation of having their genitals manually probed. We’re just not going there, he reiterated. I asked him if he was looking forward to conducting the full-on pat-downs. Nov. 15 – Political leaders attending the APEC summit in Japan on November 13 and 14 agreed to strengthen trade ties essential to the region’s economic recovery while putting aside different opinions on currency policies.Leaders from the United States, China, Japan, Russia and other regions also recognized the importance of reducing trade imbalances and government debts to avoid disruptive exchange rate fluctuations. The 21-member Asia-Pacific Economic Cooperation agreed not to impose any new barriers to world trade or investment until the end of 2013. China and the United States, though, slammed each other for their respective monetary policies. While Washington holds China’s undervalued yuan responsible for its domestic unemployment problems, China and some other economies complain about the latest round of quantitative easing in the United States.

Despite the argument on specific monetary policies, the participants did agree to work harder for the realization of a free trade zone across the Asia-Pacific region, although no actual schedule was set.The leaders also expressed concern for competitive currency devaluation and retaliatory trade tactics, and vowed to reinforce market-determined exchange-rate systems as well as balanced and sustainable regional growth.

YOKOHAMA, Japan – Although Asia-Pacific leaders have committed themselves to achieving a Pacific-wide free trade zone following an annual summit, host Japan may prove a key test case for how realistic that vision is.Acknowledging that Japan's economic power is declining, Prime Minister Naoto Kan declared his country must open up its markets and embrace free trade — or risk getting left further behind other regional rivals.Japan is determined to reopen itself, Kan said at a press conference Sunday that wound up the Asia-Pacific Economic Cooperation forum, alluding to the historic role that Yokohama, which hosted the summit, played more than 150 years ago as one of the first Japanese ports to open up to the West.That bold declaration represents a change for Japan, which for decades had been ruled by conservative administrations that were reluctant to engage in trade liberalization and were closely tied with farmers who fiercely oppose lowering protective tariffs. Imported rice, for example, is subject to a 778 percent tariff.Japan and the other 20 members of APEC will face many such tough choices as they strive to execute their shared commitment to free trade and greater regional integration as outlined in the leaders' communique issued at the end of the weekend meeting.

Their overarching goal: To work toward establishing a Free Trade Area of the Asia-Pacific that would envelope all members, from behemoths China and the U.S. to tiny Brunei and New Zealand. Slashing tariffs and other barriers to imports and investments, the so-called FTAAP would cover half the world's global commerce and two-fifths of its trade. Kan said the rough target date was 2020.The Asia-Pacific region has led the world's still-weak recovery from the financial crisis, and the region's leaders are convinced that open markets are a sure way to ensure future growth. Still, creating such a huge free trade zone is a highly complicated endeavor given the region's diversity and vested interests opposed to opening markets.China's transformation into the world's second-largest economy — overtaking Japan this year — and the dynamism that has helped it lead the global recovery, was made possible mainly by opening to foreign trade and investment. While Washington complains that Beijing keeps its currency artificially low, giving China's exports an unfair price advantage, consumers have benefited enormously from lower-priced imports.Japan's economy, meanwhile, has been stagnant for two decades, stymied by weak demand and a shrinking population even as regional rivals such as South Korea — which is racing ahead of Japan in free trade deals — are becoming formidable competitors.

Other Asian economies are catching up to or surpassing Japan, Kan said Sunday after the summit ended.Japan would like to stay as a country with vigor, and to survive in this context, we really need to have economic integration with Asian and Pacific Rim friends and countries so that together we can grow, he said.Although Japan has long sought to boost demand at home, the resource-scarce country remains strongly dependent on exports.Driven by a sense of urgency, Japan's government — led by the ruling Democrats, who overthrew the long-ruling conservatives last year — announced a striking new openness toward free trade in a policy paper last week, just before the APEC meetings, as a way to revive growth.Calling the present a watershed moment, Tokyo promised to open up the country. It pledged to wrap up free trade negotiations with Australia, resume suspended trade talks with South Korea, and seek new free trade partners, warning the country needed to become a more attractive place to invest. On Sunday, Japan signed a free trade deal with Peru.Japan must now decide whether to join a U.S.-backed free trade grouping called the Trans-Pacific Partnership, which the APEC leaders held up as a building block for an eventual Pacific-wide free trade zone. You cannot guide your integration policy on only one sector, said Chilean President Sebastian Pinera, noting that agriculture represented less than 2 percent of Japan's economy. Belarus, Kazakhstan and Russia, members of the Customs Union, initiated negotiations to establish free trade with New Zealand. This statement was made by Foreign Minister of Belarus Sergei Martynov, Russian Economic Development Ministry Elvira Nabiullina, Economic Development and Trade of Kazakhstan Zhanar Aitzhanova and Trade Minister of New Zealand Tim Groser on November 15. As it became known to Telegraf, the ministers endorsed a joint report on free trade area, prepared by experts of the four countries on October 5, 2010, and instructed their representatives to start negotiations to conclude an agreement by the end of 2011.The future of a free trade agreement is of a particular importance because it will add an important new contribution to the dynamic and rapidly evolving architecture of the Asia-Pacific economic cooperation through the involvement of our states in the processes of economic integration in the region, the Foreign Ministry of Belarus told.Belarus, Kazakhstan and Russia, as members of the Customs , initiated negotiations with a foreign partner to establish a free trade zone for the first time, which is an important step in the development of the Customs Union and its integration into international economic and trade relations, the Belarusian Foreign Ministry noted.

International Financial Institution Reforms G-20 NOV 12,10
14. When the world was in the middle of the global financial crisis, we met and agreed to provide the IFIs with the resources they needed to support the global economy. With our agreements to increase their resources substantially and endorse new lending instruments, the IFIs mobilized critical financing, including more than $750 billion by the IMF and $235 billion by the Multilateral Development Banks (MDBs). Financial markets stabilized and the global economy started to recover. Even in the midst of the crisis, we knew that further reforms of the IFIs were required.

15. We committed to modernize the institutions fundamentally so that they better reflect changes in the world economy and can more effectively play their roles in promoting global financial stability, fostering development and improving the lives of the poorest. In June 2010, we welcomed the reforms to increase the voting power of developing and transition countries at the World Bank. We also remained committed to strengthening the legitimacy, credibility and effectiveness of the IMF through quota and governance reforms

Modernized IMF governance BY G-20 LEADERS NOV 12,10

16. Today, we welcomed the ambitious achievements by the Finance Ministers and Central Bank Governors at the Gyeongju meeting, and subsequent decision by the IMF, on a comprehensive package of IMF quota and governance reforms. The reforms are an important step toward a more legitimate, credible and effective IMF, by ensuring that quotas and Executive Board composition are more reflective of new global economic realities, and securing the IMF's status as a quota-based institution, with sufficient resources to support members needs. Consistent with our commitments at the Pittsburgh and Toronto Summits, and going even further in a number of areas, the reforms include:

-Shifts in quota shares to dynamic emerging market and developing countries and to under-represented countries of over 6%, while protecting the voting share of the poorest, which we commit to work to complete by the Annual Meetings in 2012.

-A doubling of quotas, with a corresponding rollback of the New Arrangements to Borrow (NAB) preserving relative shares, when the quota increase becomes effective.

-Continuing the dynamic process aimed at enhancing the voice and representation of emerging market and developing countries, including the poorest, through a comprehensive review of the quota formula by January 2013 to better reflect the economic weights; and through completion of the next general review of quotas by January 2014.

-Greater representation for emerging market and developing countries at the Executive Board through two fewer advanced European chairs, and the possibility of a second alternate for all multi-country constituencies.

-Moving to an all-elected Board, along with a commitment by the IMF's membership to maintain the Board size at 24 chairs, and following the completion of the 14th General Review, a review of the Boards composition every eight years.

17. We reiterate the urgency of promptly concluding the 2008 IMF Quota and Voice Reforms. We urge all G20 members participating in the expanded NAB to accelerate their procedures in completing the acceptance process. We ask the IMF to report on the progress, in accordance with agreed timelines, toward effective implementation of the 2010 quota and governance reforms to our Finance Ministers and Central Bank Governors at their periodic G20 meetings.

18. When combined with the already agreed voice reform of the World Bank, these represent significant achievements in modernizing our key IFIs. They will be even stronger players in promoting global financial stability and growth. We asked our Finance Ministers and Central Bank Governors to continue to pursue all outstanding governance reform issues at the World Bank and the IMF.

Surveillance IMF
19. We recognize the importance of continuing the work on reforming the IMF's mission and mandate, including strengthening surveillance.

20. IMF surveillance should be enhanced to focus on systemic risks and vulnerabilities wherever they may lie. To this extent, we welcome the decision made by the IMF to make financial stability assessments under the Financial Sector Assessment Program (FSAP) a regular and mandatory part of Article IV consultation for members with systemically important financial sectors. We call on the IMF to make further progress in modernizing the IMF's surveillance mandate and modalities. These should involve, in particular: strengthening bilateral and multilateral work on surveillance covering financial stability, macroeconomic, structural and exchange rate policies, with increased focus on systemic issues; enhancing synergies between surveillance tools; helping members to strengthen their surveillance capacity; and ensuring even-handedness, candor, and independence of surveillance. We welcome the IMF's work to conduct spillover assessments of the wider impact of systemic economies policies.

Climate Change and Green Growth
66. Addressing the threat of global climate change is an urgent priority for all nations. We reiterate our commitment to take strong and action-oriented measures and remain fully dedicated to UN climate change negotiations. We reaffirm the objective, provisions, and the principles of the UN Framework Convention on Climate Change (UNFCCC), including common but differentiated responsibilities and respective capabilities. We thank Mexico for hosting the UNFCCC negotiations to be held in Cancun beginning at the end of November 2010. Those of us who have associated with the Copenhagen Accord reaffirm our support for it and its implementation. We all are committed to achieving a successful, balanced result that includes the core issues of mitigation, transparency, finance, technology, adaptation, and forest preservation. In this regard, we welcome the work of the High-Level Advisory Group on Climate Change Financing established by the UN Secretary-General and ask our Finance Ministers to consider its report. We also support and encourage the delivery of fast-start finance commitments.

67. The ongoing loss of biodiversity is a global environmental and economic challenge. Both climate change and loss of biodiversity are inextricably linked. We acknowledge the outcomes of the global study on the economics of ecosystems and biodiversity. We welcome the successful conclusion of COP10 in Nagoya.

68. We are committed to support country-led green growth policies that promote environmentally sustainable global growth along with employment creation while ensuring energy access for the poor. We recognize that sustainable green growth, as it is inherently a part of sustainable development, is a strategy of quality development, enabling countries to leapfrog old technologies in many sectors, including through the use of energy efficiency and clean technology. To that end, we will take steps to create, as appropriate, the enabling environments that are conducive to the development and deployment of energy efficiency and clean energy technologies, including policies and practices in our countries and beyond, including technical transfer and capacity building. We support the ongoing initiatives under the Clean Energy Ministerial and encourage further discussion on cooperation in &D and regulatory measures, together with business leaders, and ask our Energy Experts Group to monitor and report back to us on progress at the 2011 Summit in France. We also commit to stimulate investment in clean energy technology, energy and resource efficiency, green transportation, and green cities by mobilizing finance, establishing clear and consistent standards, developing long-term energy policies, supporting education, enterprise and R&D, and continuing to promote cross-border collaboration and coordination of national legislative approaches.

1. We, the Leaders of the G20, are united in our conviction that by working together we can secure a more prosperous future for the citizens of all countries.

2. When we first gathered in November 2008 to address the most severe world recession our generation has ever confronted, we pledged to support and stabilize the global economy, and at the same time, to lay the foundation for reform, to ensure the world would never face such upheaval again.

3. Over the past four Summits, we have worked with unprecedented cooperation to break the dramatic fall in the global economy to establish the basis for recovery and renewed growth.

4. The concrete steps we have taken will help ensure we are better prepared to prevent and, if necessary, to withstand future crises. We pledge to continue our coordinated efforts and act together to generate strong, sustainable and balanced growth.

5. We recognize the importance of addressing the concerns of the most vulnerable. To this end, we are determined to put jobs at the heart of the recovery, to provide social protection, decent work and also to ensure accelerated growth in low income countries (LICs).

6. Our relentless and cooperative efforts over the last two years have delivered strong results. However, we must stay vigilant.

7. Risks remain. Some of us are experiencing strong growth, while others face high levels of unemployment and sluggish recovery. Uneven growth and widening imbalances are fueling the temptation to diverge from global solutions into uncoordinated actions. However, uncoordinated policy actions will only lead to worse outcomes for all.

8. Since 2008, a common view of the challenges of the world economy, the necessary responses and our determination to resist protectionism has enabled us to both address the root causes of the crisis and safeguard the recovery. We are agreed today to develop our common view to meet these new challenges and a path to strong, sustainable and balanced growth beyond the crisis.

9. Today, the Seoul Summit delivers:

-the Seoul Action Plan composed of comprehensive, cooperative and country-specific policy actions to move closer to our shared objective. The Plan includes our commitment to:

- undertake macroeconomic policies, including fiscal consolidation where necessary, to ensure ongoing recovery and sustainable growth and enhance the stability of financial markets, in particular moving toward more market-determined exchange rate systems, enhancing exchange rate flexibility to reflect underlying economic fundamentals, and refraining from competitive devaluation of currencies. Advanced economies, including those with reserve currencies, will be vigilant against excess volatility and disorderly movements in exchange rates. These actions will help mitigate the risk of excessive volatility in capital flows facing some emerging countries;

- implement a range of structural reforms that boost and sustain global demand, foster job creation, and increase the potential for growth; and

- enhance the Mutual Assessment Process (MAP) to promote external sustainability. We will strengthen multilateral cooperation to promote external sustainability and pursue the full range of policies conducive to reducing excessive imbalances and maintaining current account imbalances at sustainable levels. Persistently large imbalances, assessed against indicative guidelines to be agreed by our Finance Ministers and Central Bank Governors, warrant an assessment of their nature and the root causes of impediments to adjustment as part of the MAP, recognizing the need to take into account national or regional circumstances, including large commodity producers. These indicative guidelines composed of a range of indicators would serve as a mechanism to facilitate timely identification of large imbalances that require preventive and corrective actions to be taken. To support our efforts toward meeting these commitments, we call on our Framework Working Group, with technical support from the IMF and other international organizations, to develop these indicative guidelines, with progress to be discussed by our Finance Ministers and Central Bank Governors in the first half of 2011; and, in Gyeongju, our Finance Ministers and Central Bank Governors called on the IMF to provide an assessment as part of the MAP on the progress toward external sustainability and the consistency of fiscal, monetary, financial sector, structural, exchange rate and other policies. In light of this, the first such assessment, to be based on the above mentioned indicative guidelines, will be initiated and undertaken in due course under the French Presidency.

-a modernized IMF that better reflects the changes in the world economy through greater representation of dynamic emerging markets and developing countries. These comprehensive quota and governance reforms, as outlined in the Seoul Summit Document, will enhance the IMF's legitimacy, credibility and effectiveness, making it an even stronger institution for promoting global financial stability and growth.

-instruments to strengthen global financial safety nets, which help countries cope with financial volatility by providing them with practical tools to overcome sudden reversals of international capital flows.

-core elements of a new financial regulatory framework, including bank capital and liquidity standards, as well as measures to better regulate and effectively resolve systemically important financial institutions, complemented by more effective oversight and supervision. This new framework, complemented by other achievements as outlined in the Seoul Summit Document, will ensure a more resilient financial system by reining in the past excesses of the financial sector and better serving the needs of our economies.

-the Seoul Development Consensus for Shared Growth that sets out our commitment to work in partnership with other developing countries, and LICs in particular, to help them build the capacity to achieve and maximize their growth potential, thereby contributing to global rebalancing. The Seoul Consensus complements our commitment to achieve the Millennium Development Goals (MDGs) and focuses on concrete measures as summarized in our Multi-Year Action Plan on Development to make a tangible and significant difference in people̢۪s lives, including in particular through the development of infrastructure in developing countries.

-the Financial Inclusion Action Plan, the Global Partnership for Financial Inclusion and a flexible SME Finance Framework, all of which will significantly contribute to improving access to financial services and expanding opportunities for poor households and small and medium enterprises.

-our strong commitment to direct our negotiators to engage in across-the-board negotiations to promptly bring the Doha Development Round to a successful, ambitious, comprehensive, and balanced conclusion consistent with the mandate of the Doha Development Round and built on the progress already achieved. We recognize that 2011 is a critical window of opportunity, albeit narrow, and that engagement among our representatives must intensify and expand. We now need to complete the end game. Once such an outcome is reached, we commit to seek ratification, where necessary, in our respective systems. We are also committed to resisting all forms of protectionist measures.

10. We will continue to monitor and assess ongoing implementation of the commitments made today and in the past in a transparent and objective way. We hold ourselves accountable. What we promise, we will deliver.

11. Building on our achievements to date, we have agreed to work further on macro-prudential policy frameworks; better reflect the perspective of emerging market economies in financial regulatory reforms; strengthen regulation and oversight of shadow banking; further work on regulation and supervision of commodity derivatives markets; improve market integrity and efficiency; enhance consumer protection; pursue all outstanding governance reform issues at the IMF and World Bank; and build a more stable and resilient international monetary system, including by further strengthening global financial safety nets. We will also expand our MAP based on the indicative guidelines to be agreed.

12. To promote resilience, job creation and mitigate risks for development, we will prioritize action under the Seoul Consensus on addressing critical bottlenecks, including infrastructure deficits, food market volatility, and exclusion from financial services.

13. To provide broader, forward-looking leadership in the post-crisis economy, we will also continue our work to prevent and tackle corruption through our Anti-Corruption Action Plan; rationalize and phase-out over the medium term inefficient fossil fuel subsidies; mitigate excessive fossil fuel price volatility; safeguard the global marine environment; and combat the challenges of global climate change.

14. We reaffirm our resolute commitment to fight climate change, as reflected in the Leaders' Seoul Summit Document. We appreciate President Felipe Calderón’s briefing on the status of the UN Framework Convention on Climate Change negotiations, as well as Prime Minister Meles Zenawi’s briefing on the report of the High-Level Advisory Group on Climate Change Financing submitted to the UN Secretary-General. We will spare no effort to reach a balanced and successful outcome in Cancun.

15. We welcome the Fourth UN LDC Summit in Turkey and the Fourth High-Level Forum on Aid Effectiveness in Korea, both to be held in 2011.

16. Recognizing the importance of private sector-led growth and job creation, we welcome the Seoul G20 Business Summit and look forward to continuing the G20 Business Summit in upcoming Summits.

17. The actions agreed today will help to further strengthen the global economy, accelerate job creation, ensure more stable financial markets, narrow the development gap and promote broadly shared growth beyond crisis.

18. We look forward to our next meeting in 2011 in France, and subsequent meeting in 2012 in Mexico.

Seoul G20 Business Summit Joint Statement

1-We, the participants in the G20 Business Summit, gathered in Seoul on November 10th to 11th, 2010, at the invitation of the President of the Republic of Korea and the Korean business community. The G20 Business Summit brought together the heads of some 120 of the world’s leading companies from both developed and developing countries in an unprecedented collaborative effort to address the most pressing challenges of the global economy. While we obviously do not represent the entirety of global business, we nonetheless feel that we represent a wide spectrum of views held in the business community.

2-As leaders of companies that have embraced globalization, we are keenly aware of the importance and benefits of open markets and a stable monetary system. We, therefore, congratulate G20 members on the progress they have made to date in dealing with the economic crisis and their restraint in dealing with exchange-rate issues.

3-We also applaud the initiative of the Republic of Korea, as chair of the G20, and the readiness of other G20 members to engage the business community in their mission to consolidate the recovery and secure the long-term stability of the global economy. As representatives of enterprises with combined total sales of over $4 trillion, headquartered in 34 countries, we are committed to playing our part to ensure that the business sector helps lead the world to a global economic recovery.

4-In preparation for the G20 Business Summit, we have engaged in robust debates and deliberations in 12 working groups, each led by a convener. The discussions involved close to 120 corporate chairmen and CEOs. Our goal over the past four months was to produce reports with concrete proposals for action on global economic priorities.

5-In Seoul, we engaged in a rich exchange of views both among ourselves and with G20 Leaders and policymakers, focusing on how best to ensure that the global economy returns to a path of strong, sustainable and balanced growth. In their reports and discussions with G20 Leaders, each of the 12 working groups highlighted their members’ recommendations for action by government, business, international organizations and civil-society groups. CEOs participating in the G20 Business Summit endorse only the analyses and recommendations of the working group of which they are a member.

6-We, the members of the Working Group on Revitalizing World Trade, believe global trade is essential to ensure that the world’s economic growth potential is realized. As such, we call on the G20 to take the following actions:
-Recommit to completing the Doha Development Round in 2011 and reinforce that commitment through the personal engagement of each G20 Leader.
-Roll back protectionism at least to where it was at the start of the global financial crisis and resist protectionism and trade-restrictive measures going forward.
-Give trade finance favorable treatment under the New Capital Framework, often referred to as Basel III.
-Put trade and investment permanently on the agenda of the G20.

The business community is committed to support the outcomes of the G20 Business Summit, and therefore urges the G20 to establish a public-private task force under G20 leadership, to help facilitate business actions, including:
-Providing data and analysis on how trade and finance interact to link economies and drive global growth.
-Stepping up advocacy and outreach programs to underscore the positive links between trade, job creation and economic growth.

7-We, the members of the Working Group on Encouraging Foreign Direct Investment (FDI), call on governments to avoid impediments to FDI and find ways for it to move even more freely in order for long-term flows to accelerate and continue to grow. We urge the G20 to:
-Broaden monitoring of changes in conditions for private investment to areas affecting all private investment and to improvements in order to stimulate further opening.
-Work toward a Multilateral Framework for Investment reflecting all interests (host and home countries), developing a non-binding International Model Investment Treaty as an interim step.
-Ensure a clear and enforceable legal framework; aim for principle-based FDI regulation rather than detailed rules leading to simple compliance through box ticking.
-Build a better understanding of the mainly positive impact of FDI (Creation of Shared Value).

8-We, the members of the Working Group on Funding and Nurturing the Small and Medium-Sized Enterprise Sector, believe that, despite its major contribution to the economy, the SME sector around the globe faces a multitude of impediments to growth, many of which could be addressed by the following recommendations:
-Create an enabling legal, regulatory and financial framework to favor SMEs, such as rationalizing tax schedules.
-Improve awareness of the range of financing options available.
-Provide incentives encouraging the financial sector to lend to SMEs.
-Improve access of SMEs and innovative ventures to capital markets.
-Spur innovation and R&D by establishing SME Innovative Technology Development Funds to encourage and facilitate SME access to R&D capital.
-Promote the value of intellectual property to help SMEs assess the effectiveness of their IP as the basis of innovative, creative and economic activity.

The business community should:
-Help foster an SME community by working with SME industry associations to reduce transaction costs, improve the structure of loan applications, share best practices, work with experienced business and financial mentors, and explore alternative financing options.

9-We, the members of the Working Group on Supporting Economic Growth and the Implications for Financial Sector Policy and Regulatory Reforms, believe that, to promote economic growth and ensure that a stable financial sector contributes to financing the required investments in developed and emerging markets most efficiently, the following steps should be taken:
-Reaffirm the commitment to global capital flows and consistent global regulatory standards and take steps to deepen and broaden capital markets while highlighting the risks of financial protectionism.
-Work with the financial services industry to develop a policy environment that supports SME financing and further establishment of credit bureaus in emerging markets.
-Incentivize world trade through the globally consistent implementation of regulatory reform measures and infrastructure investment through development of innovative solutions.
-Export being of essence to support Economic Growth, give Trade finance (including Export Finance) a favorable treatment under the new Capital Framework, often referred as Basel III.

10. We, the members of Working Group on Reducing Monetary and Fiscal Stimulus, believe stimulus measures must be withdrawn to smoothly transition from government-stimulated demand to private-led growth as the recovery stabilizes. In this regard, we agree on the following:
-Monetary and fiscal stimulus helped to stabilize a global economy marked by excess supply.
-In the long run, growth is based on private-sector investment and innovation.

Against this background, we recommend that the following actions be taken by G20 nations:
-Monetary policy should be gradually returned to a neutral stance to prevent inefficient capital allocation and new asset bubbles.
-Fiscal exit strategies should focus on cutting government spending and governments should avoid tax increases unless these prove unavoidable to forestall an acute fiscal crisis.
-Exit from financial-sector support is warranted to avoid competitive distortions, signify confidence in the underlying stability of the system, and boost market confidence. Public guarantees for the issuance of financial-sector bonds should be ended first.
-New standards for banking regulation and supervision must be sufficiently strong and responsive, while still encouraging growth and financial innovation.
-It will be imperative to avoid a perpetuation or aggravation of the current account-financial account imbalances of the past decade.

11. We, the members of the Working Group on Closing the Gap in Infrastructure and Natural Resource Funding, call for the following steps to be taken to overcome an estimated annual shortfall in infrastructure and natural resource (energy, water) investment of up to $600 billion:
-Working groups of key government officials and business leaders should be formed to prioritize investments, define the best models for partnering with private investors and getting them involved, and assess past successes.
-A consistent regulatory framework should be adopted. Clear and even-handed rules are important to encourage private investors to participate.
-Help to better quantify and reduce infrastructure project risk. Private sector knowhow should be leveraged to reduce delays by using innovative project management techniques. Governments could share the asymmetric risks of projects through such measures as guaranteeing supplementary financing in the event of cancellation.
-Government should clarify rules on sustainable development goals such as greenhouse gas mitigation, and promote transparency and predictability of energy availability through strengthened cooperation with the International Energy Forum (IEF) and International Energy Agency (IEA). The private sector should contribute to improve the dialogue between producing and consuming countries in the energy sector.
-Government and the private sector should cooperate to create alternative funding mechanisms to reduce the government’s need to invest in projects and make infrastructure more attractive to private investors.

12. We, the members of the Working Group on Improving Energy Efficiency, believe improving energy efficiency is the best way to ensure energy security, limit greenhouse gas emissions, and insulate economies from the volatility of energy prices. We also believe larger capital investments are needed to push towards breakthrough technologies. To foster such commitments, G20 governments should:
-Establish clear, consistent standards that better measure energy opportunities, ease knowledge transfer and give small and medium enterprises access to information they can act on.
-Develop long-term energy policies that reflect an awareness of how legislation can radically shift demand, supply and price.
-Provide new financing solutions to help companies make long-term investments necessary for improved energy efficiency.
-Support education, energy services and R&D to help society build the skills it needs to develop and adopt new technologies.
-Continue working towards a global framework that coordinates national legislative approaches and overcomes free rider problems.

13. We, the members of the Working Group on Encouraging Substantial Use of Renewable and Low-Carbon Energy, believe concerted global efforts to develop and deploy renewables and low-carbon technologies are key to addressing concerns about economic growth, energy security and climate change. We also believe momentous change is needed, fostered by governments and businesses in partnership. To promote it, G20 governments should:
-Pursue market-based carbon pricing. A clear and steady carbon price is a prerequisite to incentivizing investment on the scale necessary to shift to renewable and low-carbon energy sources. Business prefers market-based mechanisms. If taxes are used, revenue should be recycled to support clean energy technologies.
-Mandate regular meetings of energy-related ministers. These should aim to set aspirational targets, develop technology roadmaps and address regulatory barriers such as tariff and trade barriers and international standards.
-Strengthen international public-private partnerships. Chief among these are promoting universal access to energy. Public funding must be provided in a way that helps to unlock further private investment in clean energy. Carbon crediting mechanisms should be streamlined and expanded.
We pledge in support to do the following:
-Work across the full spectrum of renewable and low-carbon energy sources to provide new engines for economic growth.
-Focus our expertise to speed renewable and low-carbon energy technologies from demonstration to commercial deployment.

14. We, the members of the Working Group on Creating Green Jobs, believe that to generate green growth and jobs, G20 countries need to adopt policies that strike a new balance between incentives and disincentives that indisputably favors green investment. To promote green jobs, G20 countries should adopt policies with respect to key sectors:
-Buildings: Set high energy-efficiency standards and develop public- and private-sector funding mechanisms for green investments.
-Power: Accelerate uptake of renewable and other low-carbon energies, and expand and upgrade electrical grids to guarantee priority access for green energy.
-Industrial: Devise targeted incentives for energy efficiency in manufacturing equipment and processes.
-Transport: Introduce fuel-efficiency standards that ratchet up over time, and reduce barriers that prevent adoption of new technologies.

G20 governments should promote free trade in environmental goods and services by eliminating tariff and non-tariff barriers, which will accelerate diffusion of green technologies, lower prices, encourage competition, and result in faster job creation. G20 governments should also abolish fossil-fuel subsidies within the shortest possible timeframe, and not more than five years.

15. We, the members of the Working Group on Unleashing Technology-Enabled Productivity Growth, believe that productivity will be the primary driver of economic growth in the coming decade and the core driver for improving the economic wellbeing of our citizens. Technology and innovation will be critical factors enabling productivity growth. Working together, the G20 and business sectors should take three actions to foster productivity growth and foster innovation:
-Develop a joint commission between the G20, other relevant organizations such as the World Trade Organization (WTO), and the business community to identify barriers to the diffusion of productivity-enhancing innovations and create a process to reduce them.
-Create a G20 clearinghouse to identify best practices in workforce development and innovation.
-Work with the Organization for Economic Cooperation and Development (OECD) or other suitable international bodies in collaboration with the business community to create a task force to identify opportunities to drive public-sector productivity.

16. We, the members of the Working Group on Addressing the Impact of Youth Unemployment, believe the global economic crisis has brought the problem of youth unemployment to the fore. We call on governments, business, and civil society to take the following actions to create and maintain employment leading to sustainable recovery:
-Create public-private academic partnerships to train youth for available jobs.
-Create effective unemployment, welfare and social-protection systems.
-Foster entrepreneurship.
-Identify high-growth sectors by geography.

Government should take the lead in:
-Providing adequate incentives and policies for stakeholders to create jobs, leveraging training and internships.
-Implementing multifaceted programs to ensure that special needs are addressed with a social-protection floor with mutual obligations approaches to handle benefit dependence.
-Supporting innovation and growth with low barriers of access for entrepreneurs.
-Creating a baseline report on job scenarios based on economic and political transformations with standardized data to monitor progress.

Enterprise should take the lead in:
-Leveraging local talent for on-the-job training, internships and apprenticeships in high-growth sectors.
-Piloting and testing progressive policies to increase jobs.
-Participating in task forces to create net new employment and working to ease entry to the workforce through self-employment.
-Creating a global resource center to collate data and assist governments with implementations of best practices and programs.

17. We, the members of the Working Group on Increasing Access to Healthcare in Developing Economies, encourage G20 members to recognize the following in order to change the trajectory of the private sector’s involvement with healthcare in developing economies and to have a meaningful impact on improving access to healthcare:
-The importance of health to economic growth, by including global health as a permanent agenda item at G20 Summits.
-The urgent need for healthcare system strengthening in developing economies with targeted investments through novel financing mechanisms, such as the Global Fund and GAVI Alliance.
-The importance for developing countries to invest a significant proportion of their annual budgets in health, such as the 15% pledged by African leaders in 2001.
In support, in order to serve as a catalyst for broader global business community investment in health, we encourage G20 Business Summit participants to:
-Commit voluntarily to a financial or core business competency investment in healthcare system strengthening lasting at least three years and to longer-term support if performance indicators are met.
-Support the novel global financing public-private partnerships such as the Global Fund and GAVI Alliance.
-Make a minimum investment equivalent to $1 million a year for three years.

18. We, the participants in the G20 Business Summit, have welcomed the dialogue at this Summit and look forward to continuing engagement with the G20 both on upcoming issues and in tracking and implementing the commitments made before and during this Summit.

19. We hope that the G20 Leaders recognize the value of business input into the G20 process and, in doing so, seek to build on the Seoul Business Summit and its framework for engagement in 2011 and thereafter. We stand ready to work with the G20 in this process.

Ireland denies latest bailout reports

EUOBSERVER / BRUSSELS - A roll-call of Irish government ministers over the weekend denied reports that the country has begun talks on an EU-IMF bailout of up to €80 billion.We have not, contrary to much speculation, applied to join any facility, or avail of any facility,finance minister Brian Lenihan told Irish radio on Friday (12 November) after leading financial newswire Reuters first reported that clandestine bailout discussions are already under way. Mr Lenihan was joined by the minister for tourism, Mary Hanafin, the minister for justice, Dermot Ahern, and the minister for trade and business, Batt O'Keeffe, on Saturday and Sunday. It is fiction because what we want to do is get on with the business of bringing forward the four-year plan,Mr Ahern said on the RTE TV station's The Week in Politics show on Sunday evening.There is nothing going on at the direction of government in relation to this. I spoke to the Taoiseach this morning. I spoke with the minister for finance and absolutely nothing is taking place in respect of this.The government denials were bolstered by statements from Jean-Claude Juncker, the Luxembourgish chief of the eurogroup, the club of 16 countries which use the EU's single currency, and the IMF, both of which would have to be notified in the event of an Irish request. So far I haven't received any kind of request ... If at one point in time, tomorrow, in two months or two years, the Irish want support from the IMF, we will be ready, the international fund's chief, Dominique Strauss-Kahn, said from Japan on Saturday.

The Reuters report continued to gain credibility from a number of other leading media, however.The BBC on Sunday said it is no longer a matter of whether but when the Irish government applies for help, citing anonymous sources. The Financial Times Deutschland, the Wall Street Journal and the International Herald Tribune said that preliminary talks between Ireland and its international counterparts are already under way.The debate in Ireland has seen some opposition figures invoke the country's bitter struggle for independence from the UK as a reason not to reach out for help. The appeal to loss of sovereignty is a sign of the lasting political damage that the ruling centre-right Fianna Fail party stands to suffer in the event of a bailout. We fought hard for our independence, and we should not hand it away, Labour leader Eamon Gilmore told the Irish Times on Sunday. I think it is important that we, as a country, retain our economic independence and sovereignty.The realities of living under an EU-IMF rescue are currently on show in Greece, where EU, European Central Bank and IMF officials are due in Athens on Monday to oversee the publication of the country's next budget on Thursday.Reaction to the weekend's statements by bond traders when markets open on Monday morning could be crucial in determining the way forward for Dublin, analysts say. If Ireland's cost of borrowing rises further, the government may be forced to reach out for help to staunch the financial bloodflow.EU officials have meanwhile spent the weekend preparing for pre-scheduled meetings of eurozone and EU finance ministers on Tuesday and Wednesday, respectively, which are to shed more light on the situation.Barclays Capital has estimated the cost of the Irish bailout at €80 billion to €85 billion. Greek debt higher than expected, EU audit reveals

EUOBSERVER / BRUSSELS - Greece has incurred a much larger budget deficit and levels of public debt than the country had earlier estimated, EU audit figures revealed on Monday (15 November) morning, in an adjustment that could kick off another round of sell-offs not just in the Greek bond market but in those of other creaking eurozone peripheral states.The republic's budget deficit for 2009 amounted to 15.4 percent of gross domestic product, according to numbers from Eurostat, the EU's audit office, sharply up on its earlier estimate of 13.6 percent, as government cuts and increased taxes fail to deliver growth.The ratio of deficit to GDP for the country is the highest in the eurozone and the EU as a whole, even though Ireland is in 2010 expected to leapfrog Greece due to the cost of bank rescues.The country's overall public debt meanwhile amounted to 126.8 percent of GDP, also up from the 115.1 spring estimate from Eurostat. The upward revision on both figures had been expected means that Greece is unlikely to be able to meet its promised deficit reduction for 2010 to 8.1 percent.In April, Greece signed up to a three-year €110 billion bailout package from the EU and the IMF. In return for the cash, Athens agreed to impose a four-year austerity package of swingeing cuts under requirements that it chop its deficit to 8.1 percent in 2010, 5.6 percent next year and 2.8 percent in 2012.

In the wake of the news, the Greek finance ministry said in a statement that its deficit for 2010 will be 9.4 percent of GDP.On the weekend, Prime Minister George Papandreou said the expected revision could mean a further round of austerity measures and the country may seek to extend the payment schedule of the EU bailout monies.However, with the existing austerity measures having provoked widespread social unrest, the government may be reluctant to impose reduce social services, slash wages or to increase taxes still further, so could instead delay infrastructure projects.The 2011 budget is due to be presented to the parliament on Thursday, where the government is set to announce further cuts worth some €4.5 billion.On Tuesday, the country is to hold an auction on some €300 million worth of 13-week bonds.The grim news from Brussels came as the 'troika' of officials from the European Commission, the European Central Bank and the International Monetary Fund descended upon the Greek capital as part of their regular inspections of the government's implementation of the conditions of its loan agreement.

UK counter-terrorism chief pledges respect for civil liberties

EUOBSERVER / LONDON - The junior minister responsible for counter-terrorism in the UK, the EU's most surveillance-heavy country, has promised to keep civil liberties high on her agenda. But some new developments in security technology are making their own creators feel uncomfortable.Speaking on Friday (12 November) at the Global Security Challenge (GSC), an industry event in London, Pauline Neville-Jones underlined the gravity of the threat from Islamic radicals, increasingly in Northern Ireland and from cyber-attacks.She said that planes falling out of the sky can be election-determining events for governments as well as causing loss of life. But she added that protecting free societies and free trade is at the heart of her work.We do regard the whole side of the civil liberties agenda ... as being absolutely crucial to what we are trying to do. There's absolutely no point in having a safe society which is not a free one. You know - we might as well be in prison, she said. We cannot, ladies and gentlemen, jam up, jam up the workings of international trade because we have to inspect each and every package which goes through the system.The GSC meeting saw mostly Australian, British, Canadian, Israeli, Singaporean and American small and medium-sized firms pitch for investments from the UK Home Office, the US Department of Defense and US intelligence services.EU and US authorities, including the Warsaw-based Frontex agency, are exploring the use of Unmanned Aerial Vehicles (UAVs), or spy drones, to improve border security. The Observer, a British weekly, on Sunday reported that the UK plans to use drones to provide intelligence on future anti-austerity demonstrations in the country. The technology is still in its infancy. But Nato countries are experimenting with UAVs on the Afghanistan-Pakistan border which can fly for long periods at low altitudes in harsh terrain and bad weather. They can be mounted with face-recognition kits which capture people's details even if they are on the move in low light, cross-check them with databases of suspects and send alerts to smartphones. They can also be armed, but UAV strikes tend to kill 10 civilians for every one militant they hit.

The US Office of Naval Research Global (ONRG) is meanwhile looking how to sift massive amounts of online data at the level of exabytes to help make tactical decisions and to spot terrorist threats.One idea is to make private internet users do the work without knowing what they are doing when they carry out simple online tasks. The model for this is the so-called Recaptcha project for digitising the archives of the New York Times (NYT). Part of Google, Recaptcha supplies other websites with squiggly images of letters that internet users have to decipher in order to confirm they are human. The squiggly images are in fact bits of New York Times archives that could not be read by automatic scanners and the internet users' decryptions are fed back to Recaptcha to fill in the gaps.In contrast to an upcoming EU bill to help people delete online private data, ONRG associate director John Callahan wants maximum data availability. Asked at the GSC event in London if the internet can be made to forget people, Dr Callahan said: No. And we shouldn't even try ... There is an appeal for privacy, but in order to process the data, to make big decisions, we need powerful analytics.The GSC event was briefly interrupted by a small group of students in a sign of public unease about the security industry in general. We don't want to disrupt your meeting. We just want to say that we're disgusted by this and we want you to stop and think what you're doing, the group's spokeswoman said.Most delegates were politely amused. But some of them grapple with ethical problems in the course of their work.

One scientist at the GSC meeting who designed guidance systems for Tomahawk missiles in the run-up to the 2003 Iraq war told this website: We had the Pentagon screaming blue murder for us to give them the go ahead. But I couldn't do it until the system was 100 percent right. These things have to fly over people's homes, over hospitals. These are people's lives we're talking about.On the unmanned drone side, technology is outpacing the law. In some cases it may be unclear who to blame if an automated vehicle accidentally caused financial or physical harm. It is also unclear whether it is legal to store and share visual data gathered on EU or US citizens. Signe Redfield, who works on underwater spy robots for the ONRG, said that normally the operator who programmed the UAV is liable if it crashes into something. But some drones are clever enough to decide where to go by themselves. What happens if all the operator did was to launch it? she asked. Another US contact indicated that the Pentagon is researching devices that can be pre-programmed to automatically shoot at certain types of target in certain areas. I don't know of any government that is developing this kind of technology [UAVs] that isn't looking into this,the source said. I'm not comfortable with it.Noting that the next frontier in robotics is artificial intelligence - truly autonomous decision-making - the contact added: What if the machine decides itself [who to shoot] - are you going to take it to court?

Israel Blames Egypt as Hamas Smuggles More Weapons

Israeli intelligence has blamed Egypt for allowing Hamas to continue to smuggle in weapons, including missiles that can reach Tel Aviv. An unnamed senior officer briefed foreign news agencies on Sunday and voiced unusual public criticism of Cairo.

Egypt immediately denied the accusations, saying that Israel knows it is doing its best to cut off the supply of arms and terrorists from Egypt to Gaza, which usually takes place through underground tunnels.The officer also took the opportunity to reveal that advanced missiles in the hands of Hamas terrorists can easily reach metropolitan Tel Aviv. After Israel's Operation Cast Lead counterterrorist campaign two years ago, then-Foreign Minister Tzipi Livni accepted American guarantees that smuggling would not resume.Hamas is making very big efforts to build up their military capabilities, the officer said, building up their rocket capabilities in the Gaza Strip - and all this is happening because of one important thing: the smuggling of weapons through Egypt to the Gaza Strip.

Egyptian Soldier Stands by Smuggling Tunnel
He said that Egypt has lost control of what is happening, adding that Israel has aerial photos of Egyptian soldiers stationed less than 75 feet from the opening of a smuggling tunnel that operates under his eyes, under his control. Nobody is doing anything about it. Egypt can stop all this smuggling of weapons within 24 hours if they want to do it.Egypt occasionally blows up several tunnels and then cites these efforts as proof it is working against smugglers. Officials in Cairo said they have discovered nearly 700 smuggling tunnels this year and have prevented 50 tons of explosives from entering Gaza.The Israeli official also cited bribery as rampant at or near the border with Gaza. However, he added that Egypt has been cooperating when there is intelligence that a terrorist attack is imminent.Nevertheless, Cairo last week accused Israel of issuing false warnings of planned terrorist attacks in the Sinai in order to ruin the local tourist industry. The intelligence officer who spoke with foreign news agencies said that Egypt made a wave of arrests following a recent warning, but that it is not known if they have found two terrorists who entered the Sinai from Gaza to carry out an attack on Israeli civilians.

A report on the poster also appeared in The New York Post and was translated into Hebrew by the Jerusalem Center for Public Affairs. The report in The Post attributes Hamas’ admiration towards Obama as a result of his tendency to drop hints that he means to be tough with Israel which include occasional statements about Jewish settlements. The report also cautions that although Obama’s applying pressure on Israel may look good to Hamas, it may also reduce the chances of reaching an agreement on the creation of a Palestinian state.Last week, it seemed as though Obama was indeed making efforts to reach out to the Muslim community. In a speech he gave last Wednesday during his official visit to Indonesia, Obama emphasized that the U.S. is not at war with Islam but acknowledged that it is hard to eradicate years of mistrust as he called it. He added that relations between the U.S. and Muslim communities have frayed over many years and said that he has made it a priority to begin to repair these relations.

Stressed out Gazans need therapists, pop pills

JABALYA, Gaza Strip (Reuters) – If ever there was a little corner of the world where trauma therapists hanging out their shingle should do a boom business, it has to be Gaza.Take, for example, Samira, a 43-year-old schoolteacher and mother of five who lived too close to a Hamas security complex bombed repeatedly during Israel's December 2008-January 2009 cross-border offensive.I could not sleep for months -- no, for a year. I used to have dreams and even while awake I used to hear the sound of explosions when there was really nothing happening, said the woman, who did not want to be named.One of my children also wet his bed for several months, she added.

A trauma therapist should have been on the case -- and in this instance, was. But in Gaza, despite decades of Israeli incursions, economic blockades, deadly internal infighting among Palestinians and grinding poverty, dealing with trauma is something brand new -- and not a total success, either.Experts estimate that up to 15 percent of Gazans suffer from post-traumatic stress disorder (PTSD), but Western-style psychotherapy is a relatively recent arrival.Gazans, for whom therapy comes after scraping a living, also are culturally wary of seeking outside help with emotional and mental problems. The Israeli blockade ensures the enclave remains dirt poor, and not in a position to pay for new health services.We need specialists to deal with children, others to deal with adults, and specialists who can deal with specific and complicated psychological disorders, psychologist Hassan Zeyada, of the Gaza Mental Health Program, said.Gaza lacks qualified psychiatrists who meet regional criteria for the profession, he said. Experts say many of those practicing in Gaza at the moment were self-taught.

PSYCHO DRUGS ABUSED

On top of that, the minute psychotropic drugs were introduced to help deal with stress, drug abuse cropped up.During its 2008-2009 offensive, Israel attacked Gaza to shut down the firing of short-range rockets fired at southern Israel. About 1,400 Palestinians were killed and over 4,000 injured.In the aftermath, with psychotherapy a relatively unknown option, Gazans began taking the opiate Tramadol, self-medicating to calm jangled nerves and recurring panic attacks.Gaza's drug craze is gradually coming under control. Tramadol is now officially available by prescription only, but its use as a recreational drug remains a serious problem.I've stopped ordering it, even for legal uses, one local pharmacist said. I know the devastating effect that abuse of this drug can have on youngsters.For sufferers of post-traumatic stress disorder, depression and other psychological ailments, more promising therapies are now on offer.

NOT A STIGMA

Dyaa Saymah, a mental health officer with the World Health Organization in Gaza, said the WHO was trying to include psychological services in primary health care clinics and we have so far trained 300 doctors and nurses in 56 clinics. Many people still view seeing a psychiatrist as a stigma,he said. But people do go to primary health clinics and there a trained doctor can see what they really need.Gaza also needed a Code of Practice to regulate a profession in which many practitioners are self-taught, experts said. Zeyada said there was no official figure for the incidence of PTSD in Gaza, but he endorsed a recent study by a colleague who estimated it at 10-to-14 percent among the 1.5 million people living in a 40-km by 12-km (25-mile by 8-mile) enclave smaller than an Australian sheep ranch.We are talking about people who fit the full criteria of psychological disorder. We are not talking about the many people who suffer reactions because of certain pressure in their daily lives and certain difficulties and problems,Zeyada said.Deputy Minister of Health Hassan Khalaf said Gaza's incidence of PTSD was not above 15 percent, and maintained it was not the most prevalent psychological problem.Our most pressing (mental health) problem is depression, and the causes are several, including the ongoing blockade, last year's war and its continued consequences, the bad economic situation and the lack of vision for the future,he said.Gaza's problems are compounded by a climate of suspicion rooted in the intractable dispute between Hamas and Fatah, the dominant Palestinian movement which favors negotiation with Israel and was driven out of Gaza in 2007.Gaza's patients with psychological problems therefore are not referred to Israel. And while Palestinians today are more ready to accept psychotherapy than in the past, there is a reluctance to discuss mental or emotional problems, doctors say.Awareness is higher but still limited, and many people still regard the topic as taboo,Zeyada said. As long as Hamas holds control and remains hostile, there is little chance of Israel lifting its quarantine, but at least some of the new services, including help lines and advice over the Internet, are beginning to take hold -- and have an impact, even if violence is never far away.

It is was hard for me to see a doctor, but a friend of mine convinced me it was not a stigma to see one. So I finally visited a doctor with my boy, the schoolteacher and mother-of-five said.After several weeks I began to feel better and my son stopped wetting his bed. I think I have recovered and I hope the violence is over. But maybe it's not.

ARIEL, West Bank – It's a startling fact: The workers building Israel's West Bank settlements have generally been Palestinians — even though Palestinians widely consider these communities a toxic threat to their dream of an independent state.Now comes a twist: earlier this year, the Palestinian government passed a law forbidding work in the settlements — and its determination to stamp out the phenomenon is being sorely tested in recent weeks, as a settlement building boomlet has emerged in the West Bank.With the Palestinian economy facing double-digit unemployment, the issue has sparked some soul-searching and debate.It is immoral for us — totally immoral for us — to work in settlements, said Economics Minister Hassan Abu Libdeh, an enthusiastic supporter of the law which passed in April and bans Palestinians from such work.Abu Libdeh said the ban — which imposes fines of up to $14,000 and jail time of up to five years for violators — will eventually be enforced. But for now, he said, the government is holding off while it searches for ways to help workers switch jobs.About 21,000 Palestinians currently work in settlements, either in construction, agriculture or industry. Their ability to return to the settlements in recent years — after a period of violence from 2000-2005 which saw the two peoples separated almost completely — has been key to the mini-revival of the Palestinian economy.But it is also helping the settlements prosper and expand.Some 300,000 Israelis live in more than 120 settlements across the West Bank — almost a threefold increase over two decades of peace negotiations. Another 180,000 live in east Jerusalem, which the Palestinians hope to make their capital.In the settlement of Ariel on Wednesday, Palestinian laborers readily admitted they were torn between politics and paychecks.Dozens of them mixed cement, laid bricks and arranged red tiles on the roofs of 48 new apartments at a dusty construction site in what is already a town boasting 19,000 residents.

Most work eight-hour shifts five days a week and earn between $35 and $55 per day — which is somewhat less than what Israeli workers would cost, but more than what is generally available to Palestinians in the West Bank. There, similar jobs usually pay $25 per day in the Palestinian cities and $15 in rural areas.Sitting inside a yellow tractor, Abed Abdel-Karim, 41, said he'd been working in settlements for 15 years. He said they threaten the future Palestinian state but said he has no other way to earn a living.He acknowledged it was a problem, but it's not my job to fix it ... I'm married and have kids. I don't want to be a millionaire. I just want to pay my bills.Palestinians have opposed the settlements since Israel captured east Jerusalem, the West Bank and the Gaza Strip from Jordan in the 1967 Mideast war. Supported by most of the world community, they consider the West Bank occupied territory and say moving Israeli civilians there violates international law. Israel calls it disputed territory and says it can build there until a peace deal is reached.The settlements emerged as a hugely contentious issue in the U.S.-led peace talks launched in September. It was Israel's decision to end a 10-month moratorium on new construction that caused the talks to grind to a halt just weeks later.Now there are hundreds of new units in various stages of construction — and Palestinians, just as before, are at the heart of the enterprise, despite the ban.

Palestinian Labor Minister Ahmed Majdalani said that one way the government is trying to combat the phenomenon is the creation of an investment fund aimed at supporting large-scale construction projects and other Palestinian employers.The fund, announced in May, is hoping to tap international donors, but so far the only moneys have come from the Palestinian Authority itself — $5 million, or a tenth of the $50 million target. Even if the fund takes off, Palestinian companies will likely continue to pay less than Israeli ones. But Majdalani said he's counting on national pride and fear of punishment to entice workers away from settlements. We don't consider the difference in pay a justification for anyone to go work in the settlements — not nationalistically, politically or morally,he said.Another possible solution for the Palestinian workers is the planned city of Rawabi, which will be built from the ground up for 40,000 residents; but this massive project remains on hold because Israel has not given builders permission for a key access road.At the construction site in Ariel, 32-year-old Abdel-Jaber Bouzia was doubtful any of these schemes would work. He did not fear the legal ban on working in the settlements and could hardly imagine their removal.Maybe after a million years, he said, shoveling sand into a rumbling cement mixer. Netanyahu Planning for Post-Freeze Political Assault

Though the Cabinet has not yet approved the additional three-month construction freeze demanded by Obama, Netanyahu is already making contingency plans to shore up his coalition if some of his partners quit.Opposition to the expected freeze has arisen within the Jewish Home party, the smallest member of the coalition, as well as within Netanyahu’s Likud party itself. Senior Likud members say that the coming days will be critical in determining whether he will be forced to make changes in his coalition. He is preparing for the possibility of tremors in the party, and perhaps even a form of rebellion, one said.The freeze is expected to pass in the Cabinet by a narrow margin, because of the expected abstention by two Shas party members. Minister Eli Yishai, who has long outspokenly opposed another freeze, explained, There’s a freeze going on anyway de facto, both in Jerusalem and in Judea and Samaria. It’s better to make it official, to limit its duration and to receive in exchange approval to build in Jerusalem, than to freeze unofficially forever.Shas has long been known to take a nationalist stand in words but to take more dovish positions when it comes to actual votes. This was true in 1993, when the first Oslo Agreement vote was held; the Knesset Members of Shas abstained in the Knesset vote, thus allowing the agreements to be ratified. During the period preceding the Disengagement from Gaza, when Shas was not a coalition member party, it voted against the withdrawal – but also voted against a nationalist-proposed amendment to make the Disengagement contingent upon a country-wide referendum.Ministers Moshe Yaalon and Silvan Shalom of the Likud say they oppose a new freeze, and Ministers Livnat, Katz and Erdan expressed a measure of opposition. Palestinian Authority leaders are railing against the American plan of a new non-renewable building freeze, but PA Chairman Mahmoud Abbas is holding the trump card and keeping a poker face.He has let his aides reject the proposal, hatched during conversations between Prime Minister Binyamin Netanyahu and U.S. Secretary of State Hillary Clinton in Washington last week, but he has not spoken.The script of the suggested 90-day freeze is also most a carbon copy of the 10-month freeze established last year. The intent of both freezes – the one that expired and the one that still is being hatched – was to bring Abbas and Israel together for direct talks on establishing the PA as a state on the Land of Israel where more than 300,000 Jews live in approximately 150 communities. These do not include another 300,000 in Jerusalem neighborhoods where the PA also wants sovereignty.Similar to last year, nationalists in the government are up in arms, and senior ministers said they will vote against the plan. Similar to last year and in the past, several of them, including Shas, now are ready to abstain, giving Prime Minister Netanyahu an apparent one-vote majority.Also like last year, U.S. President Barack Obama has publicly praised Prime Minister Netanyahu while Kadima leader Tzipi Livni waits in the wings for a crack in the coalition government that would leave the Prime Minister no option other than to turn to Kadima. If that was President Obama’s hope, it did not work last year, and this time around, the government is even more nationalist and less likely to fall apart.

On the other side, the Palestinian Authority and the Arabs world also are following last year’s script – waiting for Israel to move, publicly condemning the idea and delaying an answer until their leaders discuss the plan, which still may be changed by the Israeli Cabinet before it comes up for a vote.The new plan by Secretary Clinton holds out the carrot to Abbas that permanent Palestinian Authority borders, a subject which has been a Gordian knot for more than 15 years of talks, will be defined within 90 days. The Obama administration is counting on the Arab world to follow last year’s script and not be the loser in the blame game for turning down the president of the United States and ditching the diplomatic process once and for all.So far, Arab leaders are making last year’s diplomatic maneuvers look like a dress rehearsal.While Abbas remains silent, his spokesman Nabil Abu Rudeina said that the building freeze must be comprehensive, meaning it must include areas in Jerusalem. PA negotiator Saeb Erekat said it will be difficult for the PA to accept the freeze because it does not include areas in southern, eastern and northern Jerusalem, but he did not say the PA would reject the idea.Abbas has claimed he knows nothing of the proposed plan, but, if so, that will change by Monday afternoon. David Hale, assistant to U.S. Middle East envoy George Mitchell, is to brief Abbas on Monday in Ramallah, according to the French news agency AFP. Several weeks ago, the Arab League gave the American government one month to pressure Israel into halting all building for Jews in PA-claimed areas of Jerusalem, Judea and Samaria. It later extended the deadline for a month but warned that if President Obama cannot deliver the goods, the PA would turn to the United Nations for unilateral recognition as a state.Hamas advisor Yousef Rezqah, of course, scored Clinton's proposal as proof of the ongoing biased American stance towards the Zionist occupation. 22 And he rose up that night, and took his two wives, and his two womenservants, and his eleven sons, and passed over the ford Jabbok.

25 And when he saw that he prevailed not against him, he touched the hollow of his thigh; and the hollow of Jacob's thigh was out of joint, as he wrestled with him.
26 And he said, Let me go, for the day breaketh. And he said, I will not let thee go, except thou bless me.
27 And he said unto him, What is thy name? And he said, Jacob.
28 And he said, Thy name shall be called no more Jacob, but Israel: for as a prince hast thou power with God and with men, and hast prevailed.
29 And Jacob asked him, and said, Tell me, I pray thee, thy name. And he said, Wherefore is it that thou dost ask after my name? And he blessed him there.
30 And Jacob called the name of the place Peniel: for I have seen God face to face, and my life is preserved.
31 And as he passed over Penuel the sun rose upon him, and he halted upon his thigh.
32 Therefore the children of Israel eat not of the sinew which shrank, which is upon the hollow of the thigh, unto this day: because he touched the hollow of Jacob's thigh in the sinew that shrank.

GENESIS 33:1-20
1 And Jacob lifted up his eyes, and looked, and, behold, Esau came, and with him four hundred men. And he divided the children unto Leah, and unto Rachel, and unto the two handmaids.
2 And he put the handmaids and their children foremost, and Leah and her children after, and Rachel and Joseph hindermost.
3 And he passed over before them, and bowed himself to the ground seven times, until he came near to his brother.
4 And Esau ran to meet him, and embraced him, and fell on his neck, and kissed him: and they wept.
5 And he lifted up his eyes, and saw the women and the children; and said, Who are those with thee? And he said, The children which God hath graciously given thy servant.
6 Then the handmaidens came near, they and their children, and they bowed themselves.
7 And Leah also with her children came near, and bowed themselves: and after came Joseph near and Rachel, and they bowed themselves.
8 And he said, What meanest thou by all this drove which I met? And he said, These are to find grace in the sight of my lord.
9 And Esau said, I have enough, my brother; keep that thou hast unto thyself.
10 And Jacob said, Nay, I pray thee, if now I have found grace in thy sight, then receive my present at my hand: for therefore I have seen thy face, as though I had seen the face of God, and thou wast pleased with me.
11 Take, I pray thee, my blessing that is brought to thee; because God hath dealt graciously with me, and because I have enough. And he urged him, and he took it.
12 And he said, Let us take our journey, and let us go, and I will go before thee.
13 And he said unto him, My lord knoweth that the children are tender, and the flocks and herds with young are with me: and if men should overdrive them one day, all the flock will die.
14 Let my lord, I pray thee, pass over before his servant: and I will lead on softly, according as the cattle that goeth before me and the children be able to endure, until I come unto my lord unto Seir.
15 And Esau said, Let me now leave with thee some of the folk that are with me. And he said, What needeth it? let me find grace in the sight of my lord.
16 So Esau returned that day on his way unto Seir.
17 And Jacob journeyed to Succoth, and built him an house, and made booths for his cattle: therefore the name of the place is called Succoth.
18 And Jacob came to Shalem, a city of Shechem, which is in the land of Canaan, when he came from Padanaram; and pitched his tent before the city.
19 And he bought a parcel of a field, where he had spread his tent, at the hand of the children of Hamor, Shechem's father, for an hundred pieces of money.
20 And he erected there an altar, and called it Elelohe–Israel.

GENESIS 34:1-31
1 And Dinah the daughter of Leah, which she bare unto Jacob, went out to see the daughters of the land.
2 And when Shechem the son of Hamor the Hivite, prince of the country, saw her, he took her, and lay with her, and defiled her.
3 And his soul clave unto Dinah the daughter of Jacob, and he loved the damsel, and spake kindly unto the damsel.
4 And Shechem spake unto his father Hamor, saying, Get me this damsel to wife.
5 And Jacob heard that he had defiled Dinah his daughter: now his sons were with his cattle in the field: and Jacob held his peace until they were come.

11 And Shechem said unto her father and unto her brethren, Let me find grace in your eyes, and what ye shall say unto me I will give.
12 Ask me never so much dowry and gift, and I will give according as ye shall say unto me: but give me the damsel to wife.
13 And the sons of Jacob answered Shechem and Hamor his father deceitfully, and said, because he had defiled Dinah their sister:
14 And they said unto them, We cannot do this thing, to give our sister to one that is uncircumcised; for that were a reproach unto us:
15 But in this will we consent unto you: If ye will be as we be, that every male of you be circumcised;
16 Then will we give our daughters unto you, and we will take your daughters to us, and we will dwell with you, and we will become one people.
17 But if ye will not hearken unto us, to be circumcised; then will we take our daughter, and we will be gone.
18 And their words pleased Hamor, and Shechem Hamor's son.
19 And the young man deferred not to do the thing, because he had delight in Jacob's daughter: and he was more honourable than all the house of his father.
20 And Hamor and Shechem his son came unto the gate of their city, and communed with the men of their city, saying,
21 These men are peaceable with us; therefore let them dwell in the land, and trade therein; for the land, behold, it is large enough for them; let us take their daughters to us for wives, and let us give them our daughters.
22 Only herein will the men consent unto us for to dwell with us, to be one people, if every male among us be circumcised, as they are circumcised.
23 Shall not their cattle and their substance and every beast of theirs be ours? only let us consent unto them, and they will dwell with us.
24 And unto Hamor and unto Shechem his son hearkened all that went out of the gate of his city; and every male was circumcised, all that went out of the gate of his city.
25 And it came to pass on the third day, when they were sore, that two of the sons of Jacob, Simeon and Levi, Dinah's brethren, took each man his sword, and came upon the city boldly, and slew all the males.
26 And they slew Hamor and Shechem his son with the edge of the sword, and took Dinah out of Shechem's house, and went out.
27 The sons of Jacob came upon the slain, and spoiled the city, because they had defiled their sister.
28 They took their sheep, and their oxen, and their asses, and that which was in the city, and that which was in the field,
29 And all their wealth, and all their little ones, and their wives took they captive, and spoiled even all that was in the house.
30 And Jacob said to Simeon and Levi, Ye have troubled me to make me to stink among the inhabitants of the land, among the Canaanites and the Perizzites: and I being few in number, they shall gather themselves together against me, and slay me; and I shall be destroyed, I and my house.
31 And they said, Should he deal with our sister as with an harlot?

1 And God said unto Jacob, Arise, go up to Bethel, and dwell there: and make there an altar unto God, that appeared unto thee when thou fleddest from the face of Esau thy brother.

7 And my people are bent to backsliding from me: though they called them to the most High, none at all would exalt him.

OBADIAH 1:1-21

9 And thy mighty men, O Teman, shall be dismayed, to the end that every one of the mount of Esau may be cut off by slaughter.
10 For thy violence against thy brother Jacob shame shall cover thee, and thou shalt be cut off for ever.
11 In the day that thou stoodest on the other side, in the day that the strangers carried away captive his forces, and foreigners entered into his gates, and cast lots upon Jerusalem, even thou wast as one of them.
12 But thou shouldest not have looked on the day of thy brother in the day that he became a stranger; neither shouldest thou have rejoiced over the children of Judah in the day of their destruction; neither shouldest thou have spoken proudly in the day of distress.
13 Thou shouldest not have entered into the gate of my people in the day of their calamity; yea, thou shouldest not have looked on their affliction in the day of their calamity, nor have laid hands on their substance in the day of their calamity;
14 Neither shouldest thou have stood in the crossway, to cut off those of his that did escape; neither shouldest thou have delivered up those of his that did remain in the day of distress.
15 For the day of the LORD is near upon all the heathen: as thou hast done, it shall be done unto thee: thy reward shall return upon thine own head.
16 For as ye have drunk upon my holy mountain, so shall all the heathen drink continually, yea, they shall drink, and they shall swallow down, and they shall be as though they had not been.
17 But upon mount Zion shall be deliverance, and there shall be holiness; and the house of Jacob shall possess their possessions.
18 And the house of Jacob shall be a fire, and the house of Joseph a flame, and the house of Esau for stubble, and they shall kindle in them, and devour them; and there shall not be any remaining of the house of Esau; for the LORD hath spoken it.
19 And they of the south shall possess the mount of Esau; and they of the plain the Philistines: and they shall possess the fields of Ephraim, and the fields of Samaria: and Benjamin shall possess Gilead.
20 And the captivity of this host of the children of Israel shall possess that of the Canaanites, even unto Zarephath; and the captivity of Jerusalem, which is in Sepharad, shall possess the cities of the south.
21 And saviours shall come up on mount Zion to judge the mount of Esau; and the kingdom shall be the LORD’S.

LITTLE ANGELS

When God calls little Children
To dwell with him above,
We Mortals sometimes question
The wisdom of his love.

For no heartache compares
With the death of one small child,
Who does so much to make our world
Be wonderful and mild.

Perhaps God tires of calling
The age of his fold,
So he picks the rosebuds
Before it can grow old.

God knows how much we need them
And so he takes but a few,
To make the land of Heaven
More beautiful to view.

Believing this is difficult
Still somehow we must try,
The saddest word mankind knows
Will always be GOODBYE

So when a little child departs
We who are left behind,
Must realize God loves children
For Angels are hard to find.

Lisa MAAS was a 22 year old woman at the time of her disappearance. She was a petite, girl, 4’10” in height and weighed 96 lbs. She had blonde hair and hazel eyes. Details of Investigation - Détails d'enquête
On Friday 15 July 1988, Lisa MAAS spent the night at the residence of a friend. Lisa was ending a relationship and decided to move back home with her parents. On Saturday 16 July 1988 Lisa MAAS telephoned her father and arranged for him to bring his pick up truck to her apartment in Owen Sound. Lisa and her father removed her belongings. Lisa and her father returned to her parent’s home in where they unloaded her property. Lisa went out to visit friends on the evening of 16 July 1988. She was at a bar known as the Harbour Inn located on 8th Street East, Owen Sound and later at Bartholomew’s Bar at the Company Motor Inn located on 6th Street in Owen Sound. While at Bartholomew’s Lisa, and her friends were told about a party being held at a home in Woodford, Ontario, just outside of Owen Sound.Lisa went to the party with friends, after meeting at another person’s residence and leaving her car there. Lisa and her friends arrived at the party at about 3:00 am on Sunday July 17 1988. Lisa stayed about an hour. Lisa was given a ride back to her vehicle. Lisa was observed getting into her 1976 Plymouth Fury bearing Ontario Licence plate # 441 AEW and leaving the property. Lisa has not been seen since.

Later on Sunday 17 July 1988, local residents were walking along a blind road which leads to Slattery’s Mill. Lisa MAAS’ car was found abandoned. The doors were opened including the trunk, and this vehicle was stuck in the mud. They did not report this to the police. On Tuesday 19 July 1988, at around 7:00 am, another person came across the car, This was reported to the police at 9:00 pm on that date. Numerous areas of Sydenham Township have been searched by OPP Search and Rescue teams, the OPP helicopter and OPP canine units. On Saturday, August 13, 1988, a large search was conducted by local civilians, which was coordinated by OPP Search and Rescue members. The driver’s licence belonging to Lisa MAAS was located along the north side of the roadway on Sideroad 24-25 of Sydenham Township. All other searches were ineffectual.Lisa was about 5 months pregnant when she went missing. Lisa had a tattoo of a mouse on her upper right arm. Lisa’s father was a jeweler. Lisa was wearing three distinctive rings that were made for her by her father.

OPP Return to Site of Previous Search Linked to Lisa Maas Disappearance


(GREY COUNTY, ON.) - Members of an Ontario Provincial Police (OPP)
investigative team have returned to a residential property in Owen Sound
today (October 28, 2010) to search for evidence linked to the 1988
disappearance of Lisa Leona MAAS.

The OPP Criminal Investigation Branch (CIB), Unsolved Homicide
Investigation Team utilized ground penetrating radar (GPR) to search the
same property situated on 3rd Ave. East in Owen Sound on October 13,
2010. The data accumulated in that search combined with additional
information has led investigators to return to the site today.

The owner of the property being searched and current occupants are not
persons of interest in the case.

Today's search is part of an extensive ongoing investigation into the
disappearance of Lisa Leona MASS who was last seen in the former
Sydenham Township (Municipality of Meaford) on July 17, 1988. Her
vehicle, a green 1976 Plymouth, was found stuck on an unimproved
township road allowance near the hamlet of Annan two days later.

The OPP CIB Unsolved Homicide Investigation Team will be assisted with
today's search by members of the OPP Urban Search and Rescue Unit (USAR)
and an OPP Forensic Identification Unit.

The investigation to date, currently under the direction of OPP CIB
Detective Inspector Ian MAULE, has involved numerous searches and
hundreds of interviews.

Any person having information regarding the person(s) responsible for
the disappearance of Lisa MAAS should contact the Ontario Provincial

10 November 2010: I’d like to focus in on two sentences from Doug Hagmann’s article below:According to one source within the Pentagon, many of the top brass were in unscheduled, high level meetings throughout the day. Although he was not privy to the information imparted during these meetings, he told me that there was an air of deep concern among the officials,and all participants had a DAWT policy (don’t ask because I won’t tell) policy. Surreal was just one of the adjectives amply used by my Pentagon source.At the very least, according to this source, it was a missile. As to whether it was ours or theirs, he does not know. But he said they do, a reference to the brass. The rumors circulating within the [Pentagon] rings suggest that it was a deliberate launch of a missile from Chinese property at sea intended as a warning to the U.S.This anonymous source intimates that Pentagon scuttlebutt has it that a Chinese People’s Liberation Army Navy submarine launched a ballistic missile just 35 miles from downtown Los Angeles. Believe it or not, this was one of the same items I had considered when our own military establishment reacted to this event as if it were Ralph Kramden doing his homina, homina, homina schtick. Yes, I am of the mind that this Chinese ICBM scuttlebutt makes more rational sense than the offering of a jet aircraft in confluence with an atmospheric optical illusion. Let’s just assume for the moment that the scuttlebutt is correct and the Chinese fired a big missile right off our coast. Would it take rocket science to understand why this launch occurred? Could be it be because the Chinese military are ticked off deluxe that the United States is not giving them the national and military respect deserving of an emergent superpower?

Let’s look at some facts.

We were warned by one of the PLAs top commanders ( Major General Luo Yuan ) in the Chinese military’s top newspaper that they we a little more than upset with us running exercises off their Yellow Sea coastline.

Right.Major General Luo Yuan in his own words in July of this year :First, in terms of security, Chairman Mao Zedong once said, We will never allow others to keep snoring beside our beds. If the United States were in China’s shoes, would it allow China to stage military exercises near its western and eastern coasts? Just like an old Chinese saying goes, “Do not do unto others what you do not want others to do unto you,if the United States does not wish to be treated in a specific way, it should not forcefully sell the way to others.Makes sense to me. The ancient Persians did it to the Babylonians, then Alexander and the Macedonians and Greeks did it to the Persians, and then the Romans did it to the Greeks. Now the Chinese are doing it to us. Some things never change, like human nature.

BEIJING (Reuters) - China's People Liberation Army demanded a tough response to U.S. plans to send an aircraft carrier to naval exercises near its coast, saying that respect was at stake.A commentary in the Liberation Army Daily on Thursday laid bare rancor over Washington's naval exercises with ally South Korea, and over its criticism of Chinese territorial claims to swathes of the South China Sea, where Taiwan and several Southeast Asian states also have claims.A country needs respect, and a military also needs respect. If someone doesn't hurt me, I won't hurt him; but if someone hurts me, I must hurt him,wrote Major General Luo Yuan in the paper.For the Chinese people and the Chinese military, those are by no means idle words.The angry commentary in the PLA's top mouthpiece, carefully vetted by censors, also underscored Chinese military pressures weighing on Beijing as it crafts policy.The U.S. and South Korea last month held a joint naval drill in the Sea of Japan off the Korean peninsula, which brought condemnation from China, which answered with its own heavily publicized military exercises.A Pentagon spokesman, Geoff Morrell, last week said a U.S. aircraft carrier, the nuclear-powered George Washington, which joined in the earlier exercise, would participate in a follow-up drill in the Yellow Sea, between the Korean peninsula and China.The July drill was also initially scheduled to take place in the Yellow Sea -- closer to China's shore -- but was moved to other side of the Korean peninsula after objections from Beijing.Morrell did not give a date for the next joint naval exercises, according a transcript on the Pentagon website. The PLA Daily commentary indicated that friction over any fresh U.S. military activities in seas near China would continue to dog relations between the two big economic powers.The United States is pushing its security boundary to the doorstep of others -- the Yellow Sea, South China Sea and so on, wrote Luo.In their eyes, the security of other states and peoples is secondary, even meaningless.Chinese newspapers have carried several harsh commentaries since maritime tensions flared between Beijing and Washington, rekindling friction that unsettled ties earlier this year.But Luo's strong words in the Chinese military's top newspaper suggest the PLA sees its prestige at stake and wants some response from Beijing.We don't want make enemies of any country, wrote Luo.But whoever ignores our solemn stance and core interests, persisting in doing as he pleases and bullying us too far, we will never fear.Beijing said the military exercises in nearby seas threatened its security. The United States and South Korea said they were aimed at deterring North Korea, which they blame for torpedoing a South Korean navy ship in March.Luo is among a group of PLA officers who use blogs and newspapers as platforms to voice tough views on foreign policy issues. Of missiles & money – don’t ask, won’t tell

9 November 2010: A person of normal sensibilities would have to be intellectually numb, overly medicated or otherwise too preoccupied with keeping food on the table and the proverbial wolves from their doors not to realize that there is something very, very wrong going on today. By now, most Americans have heard about the sighting of what appears to be a missile, and a big one at that, apparently being launched from a location about 35 miles off the coast of Los Angeles around sunset last evening. Video of the incident was taken from a KCBS news helicopter flying over the mainland at the time.The manner in which this story unfolded should be a story by itself. The corporate media, quick to comment on the culturally indigenous dancing rituals of U.S. royalty, were quite slow on the uptake on an issue that has serious national security implications in light of our government’s response to this incident.Today, Americans were treated with a number of explanations from our government officials, military pundits, and even media personalities about the incident. Those explanations range from the embarrassing if true to the downright insulting, with numerous variations in between. Ranging from having no information on the incident, to assurances that an investigation is underway, and my personal favorite, it is the contrail from an airplane that caused an optical illusion due to a problem of visual perspective,we are either in a boatload of trouble with regard to our national defense, or the hubris of the power elite is at an all time high.

As news of the event began to appear in the media, I contacted several well placed and trusted intelligence and military sources in an effort to determine the truth about the incident. These sources, as I was reminded by one during our conversation, are risking their careers to talk to me. And they talk to me not because of my charm or influence, both of which I admittedly lack, but because they care about the current status and future of our great country. And there is no better reason. This, according to information from his superiors, who are deeply rooted inside the beltway. He provided a lot of technical speak that amounted simply to this: the air traffic controllers were taken by surprise and clueless, there were no prior warnings of any scheduled military tests issued, and no one from the military has confided to his agency that the missile was ours and launched by mistake. In other words, it was not ours and it was no mistake.

It is sadly ironic that 47 years ago this month, the entirety of America and the world witnessed the murder of a U.S. president in broad daylight. To this day, despite video documentation and numerous eyewitness accounts of the incident, there is no reliable consensus about exactly what happened that day. There are those who believe our government not only lied about the murder of President John F. Kennedy, but some within our government had foreknowledge and were actually complicit. In 1993, it was the bombing of the World Trade Center; in 1995, it was the bombing of the Murrah Building in Oklahoma City; and of course in 2001, it was the attack on America.From my perspective as a career investigator, it is my professional opinion that government sanctioned lies have been woven into each of the official explanations offered for those incidents. One need not to believe in any wild conspiracy to recognize the deficiencies in the official investigations. The same goes for this missile incident. We are being lied to, either by commission or omission, or simply being told not to believe our lying eyes.If you believe like me that there is a lot taking place behind the curtain of power in a world run by International bankers and the power elite, then you will likely have trouble sleeping tonight. I cannot offer any additional factual or authenticated details of this apparent missile launch in this report, but I have my suspicions. Things do not take place in a vacuum. We are in dire financial trouble as a result of the International banking cartel and the Federal Reserve, and the majority of people are just now starting to awaken to this fact.Our least transparent president is on a lavish overseas junket, effectively prostrating America before the world as it seems the earth itself is objecting to his presence. A trifecta of earthly revolt or heavenly signs, consisting of a volcano, earthquake and tsunami occurred in Indonesia in the shadow of his arrival. Back at home, it’s merely unexplained missile launches and a earthshaking monetary policy left in his wake. Meanwhile, the news at eleven reassures us that things are looking up.Things are far from normal or good, regardless of how many more rallies might be scheduled in an effort to restore sanity in America. Odd, that. A rally and appeal for the masses to restore sanity. Perhaps it was more of an appeal not to look behind the curtain, and to convince people that should we see anything that might resemble a missile off our shores, we should keep shopping because everything is all under control.

G20 closes ranks but skims over toughest tasks

SEOUL (Reuters) - G20 leaders closed ranks on Friday and agreed to a watered-down commitment to watch out for dangerous imbalances, yet offered investors little proof the world was any safer from economic catastrophe.After an acrimonious start, developed and emerging nations agreed at a summit in Seoul to set vague indicative guidelines for measuring imbalances between their multi-speed economies. But they called a timeout to let tempers cool and left the details to be discussed in the first half of 2011.European leaders broke away for their own mini gathering in the middle of the summit to discuss a deepening credit crisis in Ireland. Euro zone sources said Ireland is in talks to receive emergency funding from the European Union, in an apparent deja-vu of Greece six months ago.In a communique signed off at the end of the gathering --the group's fifth since the financial crisis exploded in 2008-- there was a little something for everyone.Leaders vowed to move toward market-determined exchange rates, a reference to China's tightly managed yuan that the United States has long complained is undervalued.They pledged to shun competitive devaluations, a line addressing other countries' concern that the U.S. Federal Reserve's easy-money policy was aimed at weakening the dollar.In a nod to emerging markets struggling to contain huge capital inflows, the G20 gave the okay to impose carefully designed control measures.They also agreed that there was a critical, but narrow, window of opportunity to conclude the long-elusive Doha round of trade liberalization talks launched in 2001.But there was no mention of Ireland, and financial markets were unmoved by the bland promises to deal with imbalances.There is no good reason to think that any country will actually do anything different as a result of the commitments made at the summit,Julian Jessop, chief economist with Capital Economics, said in a research note.

U.S. President Barack Obama said some progress was made.The work that we do here is not always going to seem dramatic, he told a news conference after the summit.It's not always going to be immediately world-changing. But step by step what we're doing is building stronger international mechanisms and institutions that will help stabilize the economy, ensure economic growth and reduce some tensions.

After weeks of verbal jousting, the United States and China sought to bury the hatchet over rows about China's undervalued currency and the global risks created by the U.S. printing money to reflate its struggling economy.Exchange rates must reflect economic realities ... Emerging economies need to allow for currencies that are market driven,Obama said.This is something that I raised with President Hu (Jintao) of China and we will closely watch the appreciation of China's currency.The G20's accord sought to recapture unity forged during the global financial crisis two years ago. But deep divides meant leaders could not venture much beyond what was already agreed by their finance ministers last month.Negotiators had labored until the early hours of the morning to thrash out an agreement their leaders could all endorse, despite sharp disagreements that were on public display in the days before the meeting.This hasn't been a love-fest,an official who participated in the negotiations said.In particular, the leaders were unable to reach a consensus on how to identify when global imbalances pose a threat to economic stability. They merely committed to a discussion of a range of indicators in the first half of next year.Tim Condon, head of research at ING Financial Markets in Singapore said it was hard to disagree with the vows of the leaders but they had fallen short of the progress hoped for going into the summit.

They decided just to put down a lot of laudable objectives as the conclusion of the meeting and hope that they can do better, that more can be accomplished in future meetings, he said.The G20 has fragmented since a synchronized global recession gave way to a multi-speed recovery. State and Local Fusion Centers
Many states and larger cities have created state and local fusion centers to share information and intelligence within their jurisdictions as well as with the federal government. The Department, through the Office of Intelligence and Analysis, provides personnel with operational and intelligence skills to the fusion centers. It may be easy to find fault with the premise of this article. You may even know of numerous sites that are not used as camps. But the plain fact remains that the USA maintains illegal prisons around the world. It remains a secret only to imbeciles in the US. The rest of the world knows for certain that it's quite real. The way things are going in the US, it's not a matter of if, but when these underused facilities come online to serve the master — otherwise known as Moloch. Most likely, not many Japanese in the US doubt the premise of this article. And for Jews in Europe during the Holocaust, the article must hit a hard note. So, what makes you think it can't happen here?

The executive orders below are quite real. The camps exist. Do the math.

There over 800 prison camps in the United States, all fully operational and ready to receive prisoners. They are all staffed and even surrounded by full-time guards, but they are all empty. These camps are to be operated by FEMA (Federal Emergency Management Agency) should Martial Law need to be implemented in the United States and all it would take is a presidential signature on a proclamation and the attorney general's signature on a warrant to which a list of names is attached. Ask yourself if you really want to be on Ashcroft's list. The Rex 84 Program was established on the reasoning that if a mass exodus of illegal aliens crossed the Mexican/US border, they would be quickly rounded up and detained in detention centers by FEMA. Rex 84 allowed many military bases to be closed down and to be turned into prisons.

Operation Cable Splicer and Garden Plot are the two sub programs which will be implemented once the Rex 84 program is initiated for its proper purpose. Garden Plot is the program to control the population. Cable Splicer is the program for an orderly takeover of the state and local governments by the federal government. FEMA is the executive arm of the coming police state and thus will head up all operations. The Presidential Executive Orders already listed on the Federal Register also are part of the legal framework for this operation.The camps all have railroad facilities as well as roads leading to and from the detention facilities. Many also have an airport nearby. The majority of the camps can house a population of 20,000 prisoners. Currently, the largest of these facilities is just outside of Fairbanks, Alaska. The Alaskan facility is a massive mental health facility and can hold approximately 2 million people.

Now let's review the justification for any actions taken...Executive Orders associated with FEMA that would suspend the Constitution and the Bill of Rights. These Executive Orders have been on record for nearly 30 years and could be enacted by the stroke of a Presidential pen:...

allows the government to take over all modes of transportation and control of highways and seaports.

EXECUTIVE ORDER 11921
allows the Federal Emergency Preparedness Agency to develop plans to establish control over the mechanisms of production and distribution, of energy sources, wages, salaries, credit and the flow of money in U.S. financial institution in any undefined national emergency. It also provides that when a state of emergency is declared by the President, Congress cannot review the action for six months. The Federal Emergency Management Agency has broad powers in every aspect of the nation. National Security Act of 1947
allows for the strategic relocation of industries, services, government and other essential economic activities, and to rationalize the requirements for manpower, resources and production facilities.

1950 Defense Production Act
gives the President sweeping powers over all aspects of the economy.

Act of August 29, 1916
authorizes the Secretary of the Army, in time of war, to take possession of any transportation system for transporting troops, material, or any other purpose related to the emergency.

International Emergency Economic Powers Act
enables the President to seize the property of a foreign country or national. These powers were transferred to FEMA in a sweeping consolidation in 1979.

Opelika - Military compound either in or very near town.

Aliceville - WWII German POW camp - capacity 15,000 Ft. McClellan (Anniston) - Opposite side of town from Army Depot;

Maxwell AFB (Montgomery) - Civilian prison camp established under Operation Garden Plot, currently operating with support staff and small inmate population.

Talladega - Federal prison satellite camp.

ALASKA

Wilderness - East of Anchorage. No roads, Air & Railroad access only. Estimated capacity of 500,000 Elmendorf AFB - Northeast area of Anchorage - far end of base. Garden Plot facility.

Eielson AFB - Southeast of Fairbanks. Operation Garden Plot facility.

Ft. Wainwright - East of Fairbanks

ARIZONA

Ft. Huachuca - 20 miles from Mexican border, 30 miles from Nogales Rex '84 facility.

Pinal County - on the Gila River - WWII Japanese detention camp. May be renovated.

Yuma County - Colorado River - Site of former Japanese detention camp (near proving grounds). This site was completely removed in 1990 according to some reports.

Chaffee (near Fort Smith, Arkansas) - Has new runway for aircraft, new camp facility with cap of 40,000 prisoners Pine Bluff Arsenal - This location also is the repository for B-Z nerve agent, which causes sleepiness, dizziness, stupor; admitted use is for civilian control. Jerome - Chicot/Drew Counties - site of WWII Japanese camps Rohwer - Descha County - site of WWII Japanese camps Blythville AFB - Closed airbase now being used as camp. New wooden barracks have been constructed at this location. Classic decorations - guard towers, barbed wire, high fences. Berryville - FEMA facility located east of Eureka Springs off Hwy. 62. Omaha - Northeast of Berryville near Missouri state line, on Hwy 65 south of old wood processing plant. Possible crematory facility.

CALIFORNIA

Vandenburg AFB - Rex 84 facility, located near Lompoc & Santa Maria. Internment facility is located near the oceanside, close to Space Launch Complex #6, also called Slick Six. The launch site has had a flawless failure record and is rarely used. Norton AFB - (closed base) now staffed with UN according to some sources. Tule Lake - area of wildlife refuge, accessible by unpaved road, just inside Modoc County. Fort Ord - Closed in 1994, this facility is now an urban warfare training center for US and foreign troops, and may have some P.O.W. - C.I. enclosures. Twenty-nine Palms Marine Base - Birthplace of the infamous Would you shoot American citizens? Quiz. New camps being built on back 40. Oakdale - Rex 84 camp capable of holding at least 20,000 people. 90 mi. East of San Francisco. Terminal Island - (Long Beach) located next to naval shipyards operated by ChiCom shipping interests. Federal prison facility located here. Possible deportation point. Ft. Irwin - FEMA facility near Barstow. Base is designated inactive but has staffed camp. McClellan AFB - facility capable for 30,000 - 35,000 Sacramento - Army Depot - No specific information at this time. Mather AFB - Road to facility is blocked off by cement barriers and a stop sign. Sign states area is restricted; as of 1997 there were barbed wire fences pointing inward, a row of stadium lights pointed toward an empty field, etc. Black boxes on poles may have been cameras.

Avon Park - Air Force gunnery range, Avon Park has an on-base correctional facility which was a former WWII detention camp. Camp Krome - DoJ detention/interrogation center, Rex 84 facility Eglin AFB - This base is over 30 miles long, from Pensacola to Hwy 331 in De Funiak Springs. High capacity facility, presently manned and populated with some prisoners. Pensacola - Federal Prison Camp Everglades - It is believed that a facility may be carved out of the wilds here.

GEORGIA

Ft. Benning - Located east of Columbus near Alabama state line. Rex 84 site - Prisoners brought in via Lawson Army airfield. Ft. Mc Pherson - US Force Command - Multiple reports that this will be the national headquarters and coordinating center for foreign/UN troop movement and detainee collection. Ft. Gordon - West of Augusta - No information at this time. Unadilla - Dooly County - Manned, staffed FEMA prison on route 230, no prisoners. Oglethorpe - Macon County; facility is located five miles from Montezuma, three miles from Oglethorpe. This FEMA prison has no staff and no prisoners. Morgan - Calhoun County, FEMA facility is fully manned & staffed - no prisoners. Camilla - Mitchell County, south of Albany. This FEMA facility is located on Mt. Zion Rd approximately 5.7 miles south of Camilla. Unmanned - no prisoners, no staff. Hawkinsville - Wilcox County; Five miles east of town, fully manned and staffed but no prisoners. Located on fire road 100/Upper River Road Abbeville - South of Hawkinsville on US route 129; south of town off route 280 near Ocmulgee River. FEMA facility is staffed but without prisoners. McRae - Telfair County - 1.5 miles west of McRae on Hwy 134 (8th St). Facility is on Irwinton Avenue off 8th St., manned & staffed - no prisoners. Fort Gillem - South side of Atlanta - FEMA designated detention facility. Fort Stewart - Savannah area - FEMA designated detention facility

HAWAII

Halawa Heights area - Crematory facility located in hills above city. Area is marked as a state department of health laboratory. Barbers Point NAS - There are several military areas that could be equipped for detention / deportation. Honolulu - Detention transfer facility at the Honolulu airport similar in construction to the one in.Oklahoma (pentagon-shaped building where airplanes can taxi up to).

IDAHO

Minidoka/Jerome Counties - WWII Japanese-American internment facility possibly under renovation. Clearwater National Forest - Near Lolo Pass - Just miles from the Montana state line near Moose Creek, this unmanned facility is reported to have a nearby airfield. Wilderness areas - Possible location. No data.

ILLINOIS

Marseilles - Located on the Illinois River off Interstate 80 on Hwy 6. It is a relatively small facility with a cap of 1400 prisoners. Though it is small it is designed like prison facilities with barred windows, but the real smoking gun is the presence of military vehicles. Being located on the Illinois River it is possible that prisoners will be brought in by water as well as by road and air. This facility is approximately 75 miles west of Chicago. National Guard training area nearby. Scott AFB - Barbed wire prisoner enclosure reported to exist just off-base. More info needed, as another facility on-base is believed to exist. Pekin - This Federal satellite prison camp is also on the Illinois River, just south of Peoria. It supplements the federal penitentiary in Marion, which is equipped to handle additional population outside on the grounds. Chanute AFB - Rantoul, near Champaign/Urbana - This closed base had WWII - era barracks that were condemned and torn down, but the medical facility was upgraded and additional fencing put up in the area. More info needed. Marion - Federal Penitentiary and satellite prison camp inside Crab Orchard Nat'l Wildlife Refuge. Manned, staffed, populated fully. Greenfield - Two federal correctional satellite prison camps serving Marion - populated as above. Shawnee National Forest - Pope County - This area has seen heavy traffic of foreign military equipment and troops via Illinois Central Railroad, which runs through the area. Suspected location is unknown, but may be close to Vienna and Shawnee correctional centers, located 6 mi. west of Dixon Springs. Savanna Army Depot - NW area of state on Mississippi River. Lincoln, Sheridan, Menard, Pontiac, Galesburg - State prison facilities equipped for major expansion and close or adjacent to highways & railroad tracks. Kankakee - Abandoned industrial area on west side of town (Rt.17 & Main) designated as FEMA detention site. Equipped with water tower, incinerator, a small train yard behind it and the rear of the facility is surrounded by barbed wire facing inwards.

INDIANA

Indianapolis / Marion County - Amtrak railcar repair facility (closed); controversial site of a major alleged detention / processing center. Although some sources state that this site is a red herring, photographic and video evidence suggests otherwise. This large facility contains large 3-4 inch gas mains to large furnaces (crematoria??), helicopter landing pads, railheads for prisoners, Red/Blue/Green zones for classifying/processing incoming personnel, one-way turnstiles, barracks, towers, high fences with razor wire, etc. Personnel with government clearance who are friendly to the patriot movement took a guided tour of the facility to confirm this site. This site is located next to a closed refrigeration plant facility. Ft. Benjamin Harrison - Located in the northeast part of Indianapolis, this base has been decommissioned from active use but portions are still ideally converted to hold detainees. Helicopter landing areas still exist for prisoners to be brought in by air, land & rail. Crown Point - Across street from county jail, former hospital. One wing presently being used for county work-release program, 80% of facility still unused. Possible FEMA detention center or holding facility. Camp Atterbury - Facility is converted to hold prisoners and boasts two active compounds presently configured for minimum security detainees. Located just west of Interstate 65 near Edinburgh, south of Indianapolis. Terre Haute - Federal Correctional Institution, Satellite prison camp and death facility. Equipped with crematoria reported to have a capacity of 3,000 people a day. FEMA designated facility located here. Fort Wayne - This city located in Northeast Indiana has a FEMA designated detention facility, accessible by air, road and nearby rail. Kingsbury - This closed military base is adjacent to a state fish & wildlife preserve. Part of the base is converted to an industrial park, but the southern portion of this property is still used. It is bordered on the south by railroad, and is staffed with some foreign-speaking UN troops. A local police officer who was hunting and camping close to the base in the game preserve was accosted, roughed up, and warned by the English-speaking unit commander to stay away from the area. It was suggested to the officer that the welfare of his family would depend on his silence. Located just southeast of LaPorte. Jasper-Pulaski Wildlife Area - Youth Corrections farm located here. Facility is closed, but is still staffed and being renovated. Total capacity unknown. Grissom AFB - This closed airbase still handles a lot of traffic, and has a state-owned prison compound on the southern part of the facility.

UNICOR

Jefferson Proving Grounds - Southern Indiana - This facility was an active base with test firing occuring daily. Portions of the base have been opened to create an industrial park, but other areas are still highly restricted. A camp is believed to be located downrange. Facility is equipped with an airfield and has a nearby rail line. Newport - Army Depot - VX nerve gas storage facility. Secret meetings were held here in 1998 regarding the addition of the Kankakee River watershed to the Heritage Rivers Initiative. Hammond - large enclosure identified in FEMA-designated city.

Leavenworth - US Marshal's Fed Holding Facility, US Penitentiary, Federal Prison Camp, McConnell Air Force Base. Federal death penalty facility. Concordia - WWII German POW camp used to exist at this location but there is no facility there at this time. Ft. Riley - Just north of Interstate 70, airport, near city of Manhattan. El Dorado - Federal prison converted into forced-labor camp, UNICOR industries. Topeka - 80 acres has been converted into a temporary holding camp.

KENTUCKY

Ashland - Federal prison camp in Eastern Kentucky near the Ohio River. Louisville - FEMA detention facility, located near restricted area US naval ordnance plant. Military airfield located at facility, which is on south side of city. Lexington - FEMA detention facility, National Guard base with adjacent airport facility. Manchester - Federal prison camp located inside Dan Boone National Forest. Ft. Knox - Detention center, possibly located near Salt River, in restricted area of base. Local patriots advise that black Special Forces & UN gray helicopters are occasionally seen in area. Land Between the Lakes - This area was declared a UN biosphere and is an ideal geographic location for detention facilities. Area is an isthmus extending out from Tennessee, between Lake Barkley on the east and Kentucky Lake on the west. Just scant miles from Fort Campbell in Tennessee.

LOUISIANA

Ft. Polk - This is a main base for UN troops & personnel, and a training center for the disarmament of America. Livingston - WWII German/Italian internment camp being renovated?; halfway between Baton Rouge and Hammond, several miles north of Interstate 12. Oakdale - Located on US route 165 about 50 miles south of Alexandria; two federal detention centers just southeast of Fort Polk.

MAINE

Houlton - WWII German internment camp in Northern Maine, off US Route 1.

MARYLAND, and DC

Ft. Meade - Halfway between the District of Criminals and Baltimore. Data needed. Ft. Detrick - Biological warfare center for the NWO, located in Frederick.

MASSACHUSETTS

Camp Edwards / Otis AFB - Cape Cod - This inactive base is being converted to hold many New Englander patriots. Capacity unknown. Ft. Devens - Active detention facility. More data needed.

MICHIGAN

Camp Grayling - Michigan Nat'l Guard base has several confirmed detention camps, classic setup with high fences, razor wire, etc. Guard towers are very well-built, sturdy. Multiple compounds within larger enclosures. Facility deep within forest area. Sawyer AFB - Upper Peninsula - south of Marquette - No data available. Bay City - Classic enclosure with guard towers, high fence, and close to shipping port on Saginaw Bay, which connects to Lake Huron. Could be a deportation point to overseas via St. Lawrence Seaway. Southwest - possibly Berrien County - FEMA detention center. Lansing - FEMA detention facility.

MINNESOTA

Duluth - Federal prison camp facility. Camp Ripley - new prison facility.

MISSISSIPPI

These sites are confirmed hoaxes. Hancock County - NASA test site De Soto National Forest. These two supposed camps in Mississippi do not exist. Richards-Gebaur AFB - located in Grandview, near K.C.MO. A very large internment facility has been built on this base, and all base personnel are restricted from coming near it. Ft. Leonard Wood - Situated in the middle of Mark Twain National Forest in Pulaski County. This site has been known for some UN training, also home to the US Army Urban Warfare Training school Stem Village. Warsaw - Unconfirmed report of a large concentration camp facility.

MONTANA

Malmstrom AFB - UN aircraft groups stationed here, and possibly a detention facility.

NEBRASKA

Scottsbluff - WWII German POW camp (renovated?). Northwest, Northeast corners of state - FEMA detention facilities - more data needed. South Central part of state - Many old WWII sites - some may be renovated.

NEVADA

Elko - Ten miles south of town. Wells - Camp is located in the O'Niel basin area, 40 miles north of Wells, past Thousand Springs, west off Hwy 93 for 25 miles. Pershing County - Camp is located at I-80 mile marker 112, south side of the highway, about a mile back on the county road and then just off the road about 3/4mi. Winnemucca - Battle Mountain area - at the base of the mountains. Nellis Air Force Range - Northwest from Las Vegas on Route 95. Nellis AFB is just north of Las Vegas on Hwy 604. Stillwater Naval Air Station - east of Reno . No additional data.

NEW HAMPSHIRE / VERMONT

Northern New Hampshire - near Lake Francis. No additional data.

NEW JERSEY

Ft. Dix / McGuire AFB - Possible deportation point for detainees. Lots of pictures taken of detention compounds and posted on Internet, this camp is well-known. Facility is now complete and ready for occupancy.

NEW MEXICO

Ft. Bliss - This base actually straddles Texas state line. Just south of Alomogordo, Ft. Bliss has thousands of acres for people who refuse to go with the New Order. Holloman AFB (Alomogordo)- Home of the German Luftwaffe in Amerika; major UN base. New facility being built on this base, according to recent visitors. Many former USAF buildings have been torn down by the busy and rapidly growing German military force located here. Fort Stanton - currently being used as a youth detention facility approximately 35 miles north of Ruidoso, New Mexico. Not a great deal of information concerning the Lordsburg location. White Sands Missile Range - Currently being used as a storage facility for United Nations vehicles and equipment. Observers have seen this material brought in on the Whitesands rail spur in Oro Grande New Mexico about thirty miles from the Texas, New Mexico Border.

NEW YORK

Ft. Drum - two compounds: Rex 84 detention camp and FEMA detention facility. Albany - FEMA detention facility. Otisville - Federal correctional facility, near Middletown. Buffalo - FEMA detention facility.

NORTH CAROLINA

Camp Lejeune / New River Marine Airfield - facility has renovated, occupied WWII detention compounds and mock city that closely resembles Anytown, USA. Fort Bragg - Special Warfare Training Center. Renovated WWII detention facility. Andrews - Federal experiment in putting a small town under siege. Began with the search/ hunt for survivalist Eric Rudolph. No persons were allowed in or out of town without federal permission and travel through town was highly restricted. Most residents compelled to stay in their homes. Unregistered Baptist pastor from Indiana visiting Andrews affirmed these facts.

NORTH DAKOTA

Minot AFB - Home of UN air group. More data needed on facility.

OHIO

Camp Perry - Site renovated; once used as a POW camp to house German and Italian prisoners of WWII. Some tar paper covered huts built for housing these prisoners are still standing. Recently, the construction of multiple 200-man barracks have replaced most of the huts.

Cincinnati, Cleveland, Columbus - FEMA detention facilities. Data needed. Lima - FEMA detention facility. Another facility located in/near old stone quarry near Interstate 75. Railroad access to property, fences etc.

OKLAHOMA

Tinker AFB (OKC) - All base personnel are prohibited from going near civilian detention area, which is under constant guard. Will Rogers World Airport - FEMA's main processing center for west of the Mississippi. All personnel are kept out of the security zone. Federal prisoner transfer center located here (A pentagon-shaped building where airplanes can taxi up to). Photos have been taken and this site will try to post soon! El Reno - Renovated federal internment facility with CURRENT population of 12,000 on Route 66. McAlester - near Army Munitions Plant property - former WWII German / Italian POW camp designated for future use. Ft. Sill (Lawton) - Former WWII detention camps. More data still needed.

OREGON

Sheridan - Federal prison satellite camp northwest of Salem. Josephine County - WWII Japanese internment camp ready for renovation.

Sheridan - FEMA detention center. Umatilla - New prison spotted.

PENNSYLVANIA

Allenwood - Federal prison camp located south of Williamsport on the Susquehanna River. It has a current inmate population of 300, and is identified by William Pabst as having a capacity in excess of 15,000 on 400 acres.

Indiantown Gap Military Reservation - located north of Harrisburg. Used for WWII POW camp and renovated by Jimmy Carter. Was used to hold Cubans during Mariel boat lift.

Camp Hill - State prison close to Army depot. Lots of room, located in Camp Hill, Pa. New Cumberland Army Depot - on the Susquehanna River, located off Interstate 83 and Interstate 76.

Schuylkill Haven - Federal prison camp, north of Reading.

SOUTH CAROLINA

Greenville - Unoccupied youth prison camp; total capacity unknown.

Charleston - Naval Reserve & Air Force base, restricted area on naval base.

SOUTH DAKOTA

Yankton - Federal prison camp

TENNESSEE

Millington - Federal prison camp next door to Memphis Naval Air Station.

Crossville - Site of WWII German / Italian prison camp is renovated; completed barracks and behind the camp in the woods is a training facility with high tight ropes and a rappelling deck.

Nashville - There are two buildings built on State property that are definitely built to hold prisoners. They are identical buildings - side by side on Old Briley Parkway. High barbed wire fence that curves inward.

TEXAS

Austin - Robert Mueller Municipal airport has detention areas inside hangars.

Bastrop - Prison and military vehicle motor pool.

Eden - 1500 bed privately run federal center. Currently holds illegal aliens.

Ft. Hood (Killeen) - Newly built concentration camp, with towers, barbed wire etc., just like the one featured in the movie Amerika. Mock city for NWO shock- force training. Some footage of this area was used in Waco: A New Revelation Reese AFB (Lubbock) - FEMA designated detention facility.

Sheppard AFB - in Wichita Falls just south of Ft. Sill, OK. FEMA designated detention facility.

North Dallas - near Carrolton - water treatment plant, close to interstate and railroad.

Mexia - East of Waco 33mi.; WWII German facility may be renovated.

Amarillo - FEMA designated detention facility

Ft. Bliss (El Paso) - Extensive renovation of buildings and from what patriots have been able to see, many of these buildings that are being renovated are being surrounded by razor wire.

Beaumont / Port Arthur area - hundreds of acres of federal camps already built on large-scale detention camp design, complete with the double rows of chain link fencing with razor type concertina wire on top of each row. Some (but not all) of these facilities are currently being used for low-risk state prisoners who require a minimum of supervision.

Ft. Worth - Federal prison under construction on the site of Carswell AFB.

UTAH

Millard County - Central Utah - WWII Japanese camp. (Renovated?)

Ft. Douglas - This inactive military reservation has a renovated WWII concentration camp. Migratory Bird Refuge - West of Brigham City - contains a WWII internment camp that was built before the game preserve was established.

Cedar City - east of city - no data available. Wendover - WWII internment camp may be renovated.

Skull Valley - southwestern Camp William property - east of the old bombing range. Camp was accidentally discovered by a man and his son who were rabbit hunting; they were discovered and apprehended. SW of Tooele.

VIRGINIA

Ft. A.P. Hill (Fredericksburg) - Rex 84 / FEMA facility. Estimated capacity 45,000.

Petersburg - Federal satellite prison camp, south of Richmond.

WEST VIRGINIA

Beckley - Alderson - Lewisburg - Former WWII detention camps that are now converted into active federal prison complexes capable of holding several times their current populations. Alderson is presently a women's federal reformatory.

Morgantown - Federal prison camp located in northern WV; just north of Kingwood.

Mill Creek - FEMA detention facility.

Kingwood - Newly built detention camp at Camp Dawson Army Reservation. More data needed on Camp Dawson.

WASHINGTON

Seattle/Tacoma - SeaTac Airport: fully operational federal transfer center

Okanogan County - Borders Canada and is a site for a massive concentration camp capable of holding hundreds of thousands of people for slave labor. This is probably one of the locations that will be used to hold hard core patriots who will be held captive for the rest of their lives.

Sand Point Naval Station - Seattle - FEMA detention center used actively during the 1999 WTO protests to classify prisoners.

Ft. Lewis / McChord AFB - near Tacoma - This is one of several sites that may be used to ship prisoners overseas for slave labor.

WISCONSIN

Ft. McCoy - Rex 84 facility with several complete interment compounds.

Oxford - Central part of state - Federal prison & satellite camp and FEMA detention facility.

WYOMING

Heart Mountain - Park County N. of Cody - WWII Japanese interment camp ready for renovation.

Laramie - FEMA detention facility

Southwest - near Lyman - FEMA detention facility

East Yellowstone - Manned internment facility - Investigating patriots were apprehended by European soldiers speaking in an unknown language. Federal government assumed custody of the persons and arranged their release.

OTHER LOCATIONS IN THE UNITED STATES

There are many other locations not listed above that are worthy of consideration as a possible detention camp site, but due to space limitations and the time needed to verify, could not be included here. Virtually all military reservations, posts, bases, stations, & depots can be considered highly suspect (because it is federal land). Also fitting this category are Regional Airports and International Airports which also fall under federal jurisdiction and have limited-access areas. Mental hospitals, closed hospitals & nursing homes, closed military bases, wildlife refuges, state prisons, toxic waste dumps, hotels and other areas all have varying degrees of potential for being a detention camp area. The likelihood of a site being suspect increases with transportation access to the site, including airports/airstrips, railheads, navigable waterways & ports, interstate and US highways. Some facilities are disguised as industrial or commercial properties, camouflaged or even wholly contained inside large buildings (Indianapolis) or factories. Many inner-city buildings left vacant during the de-industrialization of America have been quietly acquired and held, sometimes retrofitted for their new uses.

CANADA

Our Canadian friends tell us that virtually all Canadian military bases, especially those north of the 50th Parallel, are all set up with concentration camps. Not even half of these can be listed, but here are a few sites with the massive land space to handle any population:

Suffield CFB - just north of Medicine Hat, less than 60 miles from the USA.

Primrose Lake Air Range - 70 miles northeast of Edmonton.

Wainwright CFB - halfway between Medicine Hat and Primrose Lake.

Ft. Nelson - Northernmost point on the BC Railway line.

Ft. McPherson - Very cold territory ~ NW Territories. Ft. Providence - Located on Great Slave Lake. Halifax - Nova Scotia. Dept. of National Defense reserve.... And others.

OVERSEAS LOCATIONS

Guayanabo, Puerto Rico - Federal prison camp facility. Capacity unknown.

Guantanamo Bay, Cuba - US Marine Corps Base - Presently home to 30,000 Mariel Cubans and 40,000 Albanians. Total capacity unknown.
