An Obama executive order that creates a council of state governors who will work with the feds to expand military involvement in domestic security, together with PDD 51, a Bush era executive order that gives the President dictatorial power in times of national emergency, eliminate the last roadblocks to declaring martial law in the United States.The new order, which is entitled Establishment of the Council of Governors (PDF), creates a body of ten state governors directly appointed by Obama who will work with the federal government to help advance the synchronization and integration of State and Federal military activities in the United States.The governors will liaise with officials from Northcom, Homeland Security, the National Guard as well as DoD officials from the Pentagon in order to strengthen further the partnership between the Federal Government and State governments, according to the executive order.The exective order combines seamlessly with Presidential Decision Directive 51 to hand Obama dictator status in times of declared, and not necessarily genuine, national emergency.In May 2007, former President George W. Bush sparked much alarm by openly declaring himself to be a dictator in the event of a national emergency under provisions that effectively nullify the U.S. constitution, but such an infrastructure has been in place for over 70 years and this merely represented a re-authorization of martial law powers.Legislation signed on May 9, 2007, declares that in the event of a catastrophic event, the President can take total control over the government and the country, bypassing all other levels of government at the state, federal, local, territorial and tribal levels, and thus ensuring total unprecedented dictatorial power.

It does not control gun sales between individuals on the local level.Texas residents may purchase rifles, shotguns, handguns ammunition, reloading components, or firearms accessories. No permit or registration is required under state law. It is unlawful to knowingly sell, rent, give or offer to sell, rent or give any firearm to a person under 18 years of age, without the written consent of his parent or guardian, but entirely legal for adults to sell firearms.The BATF and Austin cops are attempting to discourage gun sales with this color of law trick. It is not backed up by any law on the books. It is intimidation.In recent years the feds have attempted to portray entirely legal gunshows as a nexus for criminal activity. The quake, religious leaders said Sunday, is evidence that He wants change.Exactly what change He wants depends on the faith: Some Christians say it's a sign that Haitians must deepen their faith, while some Voodoo followers see God's judgment on corruption among the country's mostly light-skinned elite.And then there's American evangelist Pat Robertson, who said Wednesday that Haiti had been cursed by a pact he said its slave founders made with the devil two centuries ago to overthrow their French rulers and become the world's first black republic. The White House called his remarks stupid.As desperate believers gathered to pray Sunday across the shattered capital, the Rev. Eric Toussaint told a congregation gathered outside the ruined cathedral that the earthquake is a sign from God, saying that we must recognize his power.Haitians, he said, need to reinvent themselves, to find a new path to God.

JACMEL, Haiti – This coastal city normally would be gearing up for its raucous Carnival festival, with revelers in brightly decorated masks dancing in the streets and the air filled with joyous song.Instead, the streets are plugged with rubble, the air heavy with the stench of the dead. And the only melody is a mournful tune strummed by Gabriel Mollet.The unemployed Mollet played guitar amid the ruins on a downtown street Sunday, huddled with a few friends as they pondered their fate and the future of this once-graceful city that hoped to greet tourists for the pre-Lenten season.Mollet, 31, said the earthquake left little behind.Everything was taken from me except my life, he said.All around him were crumbled houses. Nearby, rescue workers from Colombia dug through a jumble of concrete, steel poles and splintered wood, searching for survivors. Though Jacmel wasn't hit as hard as parts of the capital 20 miles away, the situation here is dire.The main road to Port-au-Prince, normally a three-hour drive to the northeast on a twisting road, is blocked by debris, so food can only be brought in by air or atop motorcycles able to wind their way through.
Rescue crews were unable to bring in the heavy machinery they need to search for victims amid the rubble.We have yet to find anyone alive, said Jenny Ramirez, a Colombian firefighter.All we can do is try to help people we can see because we don't have the machinery to do more.The quake left the town's hospital seriously damaged, forcing a team of a few doctors and nurses to rush between patients at a makeshift clinic. About 100 people there were sprawled on the ground under tents.
We've got no supplies. We need help, Dr. Christelle Dessources said.It was difficult to say how many in this town of some 40,000 people were killed by the quake. Danny Pye, director of the children's home Joy in Hope, said initial estimates were about 3,000 dead.Some bodies have been put in the morgue, some have been buried; others remain in the streets.About three-quarters of the homes in Jacmel's downtown were damaged. The neighborhood was one of the charms that drew foreigners to the old port town, once home to wealthy coffee merchants. Mansions that belonged to the merchants, and other buildings with French-inspired architecture, have been turned into shops for artisans, whose colorful crafts and paintings were popular with tourists.The turquoise waters of Jacmel's bay and its serene reputation had made the town a tranquil contrast to the bustling and gritty Port-au-Prince. It boasted a large expatriate community — a mix of Europeans, mostly French, and some Americans — and was seen as a spot of hope amid Haiti's perpetual challenges.The earthquake likely will set back tourism several years. Norma di Pietro, a 50-year-old Italian traveler, was eager to escape.I've told myself that if I can leave this country, I'm never coming back. Never,she said.Di Pietro was inside a hotel when the quake struck. She ran out when the rumbling started, and has been sleeping outside ever since. She's trying to hire a plane to fly her to the neighboring Dominican Republic. I just want to get out of here, she said.
Thousands of people left homeless by the quake initially took to sleeping on Jacmel's airfield but only about 50 remained Sunday. The others have returned to what's left of their houses or found have refuge with the handful of missionaries in the area. Along the coastline, several bungalows normally filled with tourists were mangled. Dogs and pigs picked over garbage strewn through the rubble. Men asked visitors for money or food. Despite the desperation, locals said they hadn't witnessed any looting or violence. Every so often, a coastal breeze swept away the odor of the bodies, leaving the scent of salt in its place. Jacmel is still Jacmel, said Fenel Bruno, a Haitian missionary.We just need to clean it up.
Haiti's voodoo priests object to mass burials

PORT-AU-PRINCE (Reuters) - Haiti's voodoo priests are objecting to anonymous mass burials as an improper way to handle the tens of thousands of dead from the earthquake -- and have taken their complaint to President Rene Preval.Dumping the dead in hurriedly excavated mass graves without proper rites is seen as desecration in a country where many believe in zombies -- dead bodies brought back to life by supernatural forces who could persecute the living.Haitian officials say so far at least 50,000 bodies have been dumped in mass graves outside the shattered capital, Port-au-Prince, in what they view as the most efficient way to dispose of the fast-rotting corpses from Tuesday's disaster.It is not in our culture to bury people in such a fashion, Haiti's main voodoo leader, Max Beauvoir, said in a meeting with Preval.Local radio is broadcasting messages for Haitians to put bodies recovered from under the rubble of collapsed buildings on the street for collection by garbage and other trucks.The conditions in which bodies are being buried is not respecting the dignity of these people, Beauvoir, who was educated at City College of New York and the Sorbonne in Paris, said in the Preval meeting this weekend.More than half of Haiti's 9 million people are believed to practice voodoo, a religion with roots in Africa. Some 80 percent also are Catholic and most Haitians see no conflict between the two.
Five days after the earthquake, scores of untouched corpses, now bloated and stinking, remain on streets. Red Cross officials have repeatedly said no one should fear disease from dead bodies after the earthquake that is believed to have killed up to 200,000 people.I don't understand why everyone is worried about a disease risk,Haitian Red Cross President Michaelle Amedee Gedeon told Reuters.Do we have cholera in Haiti? No. Do we have the plague in Haiti? No. Rodents, water will not get contaminated. The only bad effect from the corpses is the smell.On Sunday, more bodies appeared overnight, with locals saying they were thieves burned and shot by lynch-mobs, gangs and police. They said about 20 people were killed like that.

Earlier today, Ban, with a small group of carefully selected and managed journalists, left Newark Liberty International Airport for a one-day whirlwind tour of Port au Prince, the Haitian capital. Just which press went with the U.N. chief and how they were accredited has been kept secret, but the exclusive nature of the jaunt elicited an outcry from several outlets and has proved to be only the latest in a series of controversies over how the United Nations manages its relations with the world media. Ban spokesman Martin Nerisky explained, We don't have to tell you anything [on identifying the reporters]. ... This is not like naming a soccer team.Nesirky also told the U.N. press corps, bluntly,We are not responsible to you.Earlier, a Nesirky staffer admitted that a press list (which he had been compiling since the earthquake) may not go anywhere: I just do not know what they are going to do with the list.The list, it now appears, was no more than a diversion designed to keep news organizations from politicking the U.N. for space on the Haiti trip.
As to the criteria Nesirky used for his press selection, the Ban press secretary admitted it was personal.The original press list, partially obtained by WND, showed the only U.S. presence on the visit to be The New York Times (a Ban favorite) among 10 spots allocated for journalists. The French were given two seats on the U.N. plane. The exclusion of the Associated Press and Reuters brought howls from the wire services. Late complaints by the wires pressured Nesirky to review his press selections. Eventually, Nesirky relented and added AP, Reuters, CNN and Voice of America to his select group for future coverage. Even with the expanded group of journalists, the U.N. still sought fit to snub the three major U.S. broadcast networks, the Fox News Channel, The Wall Street Journal, The Miami Herald, Time magazine and The Times (of London) among many others – all for a trip that appears to be no more than a publicity campaign for the secretary-general. Ban, it is believed, wants to use the Haitian catastrophe to bolster his leadership image. The former South Korean foreign minister is in his third year of a five-year term and may be seeking a second term in 2011. And yet, a recent poll showed that almost 60 percent of Americans do not know who Ban Ki-moon is. Ban's staff hopes that a carefully orchestrated visit to Haiti will begin to address that problem. Preceding the U.N. chief, Secretary of State Hillary Clinton visited the region yesterday. Former President Bill Clinton is the U.N.'s special Haitian envoy but conspicuously did not accompany Ban to Haiti.
The latest U.N. credential fiasco comes on top of frustration after numerous media organizations (including WND) experienced accreditation problems with the U.N. during the recent climate summit in Copenhagen. At that time, too, the U.N. refused to release the identities of those who received press access. The United States Mission to the United Nations, which had been actively involved in opening press access at the U.N. during the tenures of ambassadors John D. LONDON – The Web site of Britain's flagship Jewish newspaper has been attacked by Turkish-speaking hackers, its editor said Monday.The site of the London-based Jewish Chronicle, the world's oldest continuously published Jewish newspaper, was replaced by a Palestinian flag and anti-Semitic writings for several hours, editor Stephen Pollard said.Somebody hacked into the site and had a message up for a couple of hours, Pollard told AP.It did no damage, as far as we can tell.The site was still unavailable early Monday. A version of the site cached by Google showed a large Palestinian flag against a black background. In a message posted in English and Turkish, a group calling itself the Palestinian Mujaheeds quotes from the Quran and attacks Jews in anti-Semitic terms.Pollard said that the attack might be related to the diplomatic feud that erupted between Israel and Turkey last week, but added:I don't want to speculate.The Turkish government was outraged when Israel summoned its ambassador last week to express its anger over a Turkish television drama that depicts Israeli agents kidnapping children and shooting old men. Opponents of hate crimes legislation, who have frequently pointed to Canada as an example of how such laws are used to increasingly suppress moral objections to homosexuality, now have more fuel for their fire in the form of the Quebec Policy Against Homophobia.The policy, released last month by Quebec's Minister of Justice and Attorney General Kathleen Weil, assigns the government the task of eliminating all forms of homophobia and heterosexism – including the belief that homosexuality is immoral – from society as a whole. The text and specifics of the policy are steeped in vague bureaucratic language about coordination and synergy,but the goal is spelled out clearly: to enlist the government to normalize homosexuality in society and to quell common criticisms levied against sexual minorities, a term the policy uses to inclusively describe lesbians, gays, bisexuals, transsexuals and transgenders.An inclusive society such as ours must take the necessary steps to combat homophobic attitudes and behavior patterns and move towards full acceptance of sexual diversity,states the Premier of Quebec Jean Charest in a letter that serves as the policy's introduction.The policy sets out the government's goal of removing all the obstacles to full recognition of the social equality of the sexual minorities, at all levels of society.The policy further defines the heterosexism that must be stomped out as affirmation of heterosexuality as a social norm or the highest form of sexual orientation. Furthermore, the policy laments,It is still possible to hear people say that homosexuality is an illness, morally wrong or a form of deviant behavior, and that people choose their sexual orientation. Such prejudice,the policy affirms, must be combated. In 1995, the province amended its criminal code to include sexual orientation as an aggravating factor in hate crimes, a law expanded in 2004 to include not only crimes but hate propaganda.Same-sex marriage was legalized in Quebec in 2005. The progression from hate crime legislation to outlawing hate propaganda to now enlisting the government's power in socially normalizing homosexuality is the very process decried by many Americans, as the U.S. also begins passing the first of such laws. They're going to try for the longest possible to just use social pressure and increasingly isolate the recalcitrant entities and institutions, Buscemi predicted. They're quite clear; they're quite unapologetic. It's going to be a concerted effort, including all the ministries. ... This is going to be a full-court press. Parliament threatens to derail EU-US bank data deal

EUOBSERVER / BRUSSELS – The European Parliament is threatening to derail an interim agreement allowing US authorities to track European bank transactions in terrorism investigations unless certain concessions are made.The president of the European Parliament Jerzy Buzek at the end of last week sent a second letter to the Spanish EU presidency asking for more information on the so-called Swift agreement.We have not received any answers to the first letter, sent in December to both the [outgoing] Swedish and the [incoming] Spanish EU presidencies, a spokesman for Mr Buzek said.A plenary debate on the matter is scheduled for Wednesday in Strasbourg, during which the Spanish presidency is expected to give more answers on the technicalities of the deal. The agreement would allow US prosecutors and investigators to tap into intra-European bank transactions as part of anti-terrorist enquiries - something EU lawmakers say raises privacy concerns.The parliament can still scrap the agreement, even after it comes into force on 1 February, pending the lawmakers' consent.A final deal should be negotiated by the end of the year, together with the EU parliament.
In order for Parliament to be in a position to give its consent or not, it had laid down two clear conditions, namely that Parliament is granted full access to information related to this interim agreement and that its concerns are fully reflected in the negotiating mandate for the longer term agreement required once the interim agreement expires at the end of October, a press release by the Liberal group in the EU legislature reads.The Liberals have spearheaded the issue, with their leader, Guy Verhofstadt, indicating that he has the support of other groups to reject the agreement altogether if the Spanish EU presidency does not come forward with some concession.The interim deal was sealed by EU justice ministers on 30 November last year, just one day before the coming into force of the Lisbon Treaty - rules granting the EU legislature more powers in the field of justice and home affairs. At the time lawmakers criticised the rush to sign the deal, while the US pointed to the fact that the Society for Worldwide Interbank Financial Telecommunication (Swift) was about to stop storing data on European transactions on US soil by the end of 2009.If parliament took the controversial step of refusing to give its consent, the US would no longer have access to intra-EU transactions - something that would strain relations between Brussels and Washington, especially in the wake of the Christmas Day bomb plot in Detroit.
Swift in 2006 was thrust into the centre of an EU-US dispute after it emerged that the American authorities had been secretly using information on European transactions as part of their so-called War on Terror. A Belgium-based company, Swift, kept a database on US territory, giving Washington a legal handle on its global activities. The company records international transactions worth trillions of dollars daily, between nearly 8,000 financial institutions in over 200 countries.
From 1 January, we have changed the architecture of the Swift network, keeping intra-European traffic in Europe – one database in the Netherlands and a mirror database in Switzerland, Euan Sellar, a spokesman for the company told EUobserver.He said Swift is currently waiting to hear the legal details of the agreement, noting that the US authorities had no mandate to ask for European transactions.We'll have to see once the deal comes into force, if it's legally binding, we will comply,he said.
Meanwhile, US officials, asking not to be named, told this website that the EU parliament had been regularly informed of the importance of having such data made available to anti-terrorist investigators. We prefer to use the 'Terrorist Finance Tracking Programme' label instead of Swift, because there are several other companies involved as well,one US official said. As to the final agreement, Washington is hoping the EU parliament will move swiftly so that the deal is in force by the end of October when the interim agreement expires.
Juncker calls for greater eurozone oversight

The eurogroup should pursue broader economic surveillance, both to identify individual priority issues for each of our member states and to establish a coherent framework for action to enhance the performance of the entire eurozone economy, Mr Juncker wrote in a letter to eurozone finance ministers, seen by AFP.The European Commission should not hesitate to ... address a warning to the member state not respecting criteria and commitments, continued the Luxembourgish prime minister on the eve of a eurozone finance ministers' meeting in Brussels on Monday (18 January).The comments come in the context of a wider debate about European economic co-ordination, with the Spanish EU presidency recently supporting stricter surveillance of economic targets agreed under the EU's 2020 growth strategy, to be discussed by leaders at a summit next month. However many see the appointment as something of a consolation prize for Europe's longest serving leader, after his failed bid to secure the post of the EU's first full-time president, ultimately claimed by the Belgian, Herman Van Rompuy. Reports suggest French President Nicolas Sarkozy blocked Luxembourg's inveterate chain-smoker from getting the Van Rompuy post last November, blaming Mr Juncker for not acting quickly enough to tackle the global financial crisis.Certain leaders didn't want to give me their trust, Mr Juncker said at the time.

EUOBSERVER / BRUSSELS – Austria's commissioner nominee for regional affairs, Johannes Hahn, told MEPs on Thursday he saw himself as a father-figure for the regions, looking after their development while also being tough on the use of EU money.Each father has an interest to see his kids thrive and develop well ... but sometimes he also has to be tough and say where the boundaries are, the centre-right Austrian politician said during the three-hour hearing.One of the areas where Mr Hahn pledged to be tough is the level of errors potentially indicating fraud in the use of EU regional aid, which has regularly seen the Court of Auditors raise red flags.The error rates identified by the Court of Auditors are alarm bells for me. I will have zero tolerance for errors and above all for suspected and actual fraud, Mr Hahn said.As his predecessors, Mr Hahn spoke of the need to strike the right balance between financial control and cutting red tape, praising the work done by Danuta Hubner in simplifying the policy rules. Ms Hubner was a regional commissioner between 2004-2009 and is now chairwoman of the parliamentary committee on regional affairs he was addressing.On the future of the policy, which currently accounts for over a third of the overall EU budget, Mr Hahn avoided making any concrete commitments. But he said one had to be open to change, where it is needed, while indicating he was not in favour of a radical overhaul of the community budget at the expense of regional policy.Pressed on the issue of misspent EU money, Mr Hahn referred to the €2.5 billion recovered in the last two years, considerably more than in previous years.But the objective of regional policy is not to say we've saved x billion euros. We need to have the money spent according to the rules, but it would be wrong to have the objective of having an awful lot of money left in the pot.
On specific policies, he spoke passionately about cross-border initiatives, especially with regions from non-EU member states. I believe one hundred percent in cross-border projects, this is the kind of policy that generates change. And we should particularly foster cross-border co-operation with regions outside the EU, because the EU is first and foremost a peace-building project,he argued.One such initiative involving regions within and outside the EU is the Danube strategy, which is still in its early drafting phase in the EU commission. Austria has been a strong promoter of this macro-regional policy, which will draw from the Baltic Sea strategy, the first EU approach of this kind.It is a very exciting project, that includes eight EU states and six countries which are not yet members. Similar to the Baltic Sea strategy, it looks at issues in the use of water ways, he said.
Integrity questions deflected
Mr Hahn was questioned by several MEPs on issues related to his former company, Novomatic, active in the gaming industry, which he quit in 2003. He said he had brought documentation to prove that there was no evidence that Novomatic laundered money or that he was in any way still connected to the company.I am not trying to duck the question. It is an important issue and I want it to be clear that there are no criminal investigations against me or anyone else,he stressed.It is a groundless personal attack against me.MEPs seemed overall pleased with his answers. The ones who had raised his integrity issues were more critical and said the legal service should have a look at the documents he provided. His appointment is however seen as a shoo-in, committee chairwoman Danuta Hubner indicated.I was impressed with his knowledge at this stage, because I know how difficult this policy is, including on the critical points - the dilemma between financial control and administrative burden,she told this website.If approved together with the whole body of commissioners on 26 January, Mr Hahn is expected to take office on 1 February.

KIEV, Ukraine — The candidates in Ukraine's presidential runoff next month stood on opposite sides of the barricades in the 2004 Orange Revolution but when it comes to Russia, they see nearly eye to eye.Prime Minister Yulia Tymoshenko and opposition leader Viktor Yanukovych both pledge to reconcile Ukraine with its giant neighbor to the east, by far Ukraine's biggest trading partner and the region's dominant military power.In the future, NATO membership appears to be out. There will be far less Kremlin-bashing in Kiev, and relations with Georgia will not be nearly as close as they were under Orange President Viktor Yushchenko, who was trounced in Sunday's ballot.Five years ago many Orange protesters dreamed of breaking Ukraine's historic dependence on Moscow and becoming part of Western Europe.But they've had a rude awakening, in the form of an battle with Russia over energy prices, the 2008 Russia-Georgia war and one of the worst recessions in Europe.All seemed to demonstrate that like it or not, Ukraine couldn't get along without good relations with Moscow, its historic ally.With about 82.5 percent of ballots counted Monday, Yanukovych had some 35.7 percent while Tymoshenko was second with 24.8 percent. The 16 other candidates trailed behind — including Yushchenko, with just 5.4 percent of the vote. Only the two top finishers are eligible for the runoff.
The blunt-spoken Yanukovych, a former electrician and factory manager who became prime minister before the Orange Revolution, has pledged to scrap Ukraine's NATO bid and elevate Russian to the status of a second official language alongside Ukrainian.
Tymoshenko, a heroine of the pro-Western revolt, in 2007 criticized what she called Russia's imperial ambitions. But in the past year she has made peace with the Kremlin on energy and security issues.After the vote Sunday, Tymoshenko thanked supporters for ignoring attacks against her.Despite the great campaign of discrimination that was launched by all the oligarchs who rallied around Yanukovych, people showed their wisdom, trust and faith in me, she said.Despite warnings of large-scale election fraud in the days leading up to Sunday's vote, officials and election observers said the ballot seemed fair and orderly.Five years ago, fraud allegations sent tens of thousands of Ukrainians into the streets of Kiev, demanding an end to what they regarded as a corrupt regime. After weeks of protests, Yushchenko beat Yanukovych in a court-ordered revote.Yushchenko's win was hailed in the West as a victory by democratic forces over the cynical veterans of Ukraine's Soviet regime. Some analysts said that despite Tymoshenko's second-place finish, her sharp political instincts give her the edge in the Feb. 7 runoff vote. Yanukovych's voter base has been exhausted. 5,000 displaced after violence in northern Nigeria

JOS, Nigeria – The Red Cross says violence between Christians and Muslims in the city of Jos in northern Nigeria has displaced 5,000 people and left 69 others injured.Jos-based Red Cross official Auwal Muhammad Madobi says rioters burned down churches, mosques and homes during the attacks Sunday. On Monday, police and soldiers manned road blocks and conducted searches on those traveling through the city.A local police spokesman said the city was calm Monday. He said officials began collecting bodies from the streets and hospitals, but could not say how many were killed in the violence. Witnesses said Sunday night that they saw 10 bodies in a local mosque.In 2008, two days of religious violence in Jos left more than 300 people dead.

NAIROBI, Kenya – Seven Kenyans have been charged in court with assaulting five police officers during a violent protest last week to demand the release of a radical Jamaican-born Muslim cleric.The seven pleaded not guilty and were released on bail Monday. Soon afterward, police arrested, within the court premises, the head of the Muslim Human Rights Forum, Al-Amin Kimathi, who had witnessed the hearing. Kimathi's group organized Friday's protest during which several people were killed.
In a related development, Nairobi police chief, Anthony Kibuchi, says that police arrested late Sunday about 400 people in a crackdown on suspected sympathizers of an extremist Somali Islamic group. Kenya's internal security minister had blamed Friday's violence on sympathizers of al-Shabab.
US concerned at Coptic Christian arrests in Egypt

WASHINGTON (AFP) – The United States said it was deeply concerned at the arrests Saturday of Coptic Christians heading to show support for fellow Copts killed and injured in Egypt earlier this month.The United States is deeply concerned by today's arrests of individuals traveling to the Egyptian town of Naga Hammadi to express support for those tragically killed and injured during the celebrations, said Mark Toner, acting State Department spokesman.According to publicly available evidence, those arrested included bloggers, democracy and religious freedom advocates, he added.We call on the government of Egypt to uphold the rights of all to peacefully express their political views and desires for universal freedoms and to ensure due process for those detained, Toner said.Egypt's state prosecutor said earlier that three Muslims accused of gunning down six Egyptian Christians on the Coptic Christmas Eve will stand trial before an emergency security court.Abdel Magid Mahmud said in a statement the three men were charged with premeditated murder aimed at harming national interests.The suspects were arrested a day after the six Copts and a Muslim policeman were shot dead along a stretch of road with churches and a shopping centre in the southern village of Nagaa Hammadi.The drive-by shooting took place after worshippers emerged from midnight mass before Christmas, marked by Copts and other Orthodox communities across the world on January 7.The killings, which were condemned by Pope Benedict XVI, sparked outrage among the country's Copts, who make up nearly 10 percent of Egypt's 80 million people, and led to clashes with police.
India to sign new MiG deal with Russia: official

NEW DELHI (AFP) – India and Russia are set to agree a 1.2-billion-dollar deal for 29 MiG-29 fighter jets which will cement Moscow's role as New Delhi's principal arms supplier, an official said Monday.A senior Indian defence ministry official said the deal was likely to be finalised this week during a visit to New Delhi by a Russian military team. He declined to say when it would be signed.The contract has already been negotiated and just some finishing touches are now awaited, the official, who did not want to be named, said.He put its worth at 1.2 billion dollars and said the planes would be handed over to the Indian navy.The deal has already been cleared by the cabinet of Prime Minister Manmohan Singh, who paid a state visit to Russia last month.The official said the deal would be in addition to 16 MiG-29 planes New Delhi will acquire for deployment on an aircraft carrier it also hopes to obtain from Russia, which supplies 70 percent of Indian weaponry.
The Russian embassy in New Delhi did not respond to queries on the deal.
Relations between India and Russia, currently negotiating arms contracts worth over 15 billion dollars, hit a low following wrangling over the cost of refurbishing the retired aircraft carrier.Russia in 2004 promised to gift the Admiral Gorshkov to India, provided Delhi paid a Russian shipyard 974 million dollars to revamp the vessel.Since then, the price has skyrocketed for fixing up the 27-year-old ship.Last year, Russia startled India with a demand for 2.9 billion dollars.Now we are closer to an understanding on Gorshkov, the ministry official said without elaborating.
During Singh's trip to Russia in December the countries signed two agreements on arms, one on their two-way weapons trade in the years 2011-2020 and another on servicing Russian-made arms sold to India.India plans to spend tens of billions on dollars to modernise its military.

VANCOUVER, British Columbia (Reuters) – The Canadian government must allow Vancouver's Insite facility, North America's only sanctioned drug-injection site, to remain open, a provincial appeals court ruled on Friday.The facility allows addicts to use their own illegal drugs under supervised conditions, and is the focus of a battle between the federal government, which wants to close it, and local health officials, who say it saves lives.In a split decision, the British Columbia Court of Appeal rejected Ottawa's bid to end Insite's special exemption from federal drug laws, which has allowed it to operate on a medical trial basis since 2003.The appeal court's majority upheld a lower court ruling that addicts needed Insite as a medical service, and that the province of British Columbia had the right to keep it open even if the federal government did not like it.Insite is in Vancouver's Downtown Eastside area which is one of Canada's poorest neighborhoods, with one of country's highest rates of HIV and AIDS, diseases often spread by injection drug use.Insite and the social and drug problems of the Downtown Eastside are expected to come into the world's media spotlight next month when Vancouver hosts the Winter Olympics.The health crisis sparked by illegal drug use in the central core of Vancouver demonstrates starkly the need for a practical response to the reality that people are obtaining drugs, using them, and becoming addicted despite a national effort to control their use ... and avoid their abuse," Justice Carol Mahood Huddart wrote in the appeal court's ruling.
Insite's supporters, including local police, say medical studies show it helps addicts by reducing overdose deaths and giving people better access to services to help end their drug addictions.It's a good way of slowing the spread of disease. This is a good day, said Dean Wilson, who has fought his own battles with drug addiction and help to found Insite.The Conservative federal government argued Insite should be closed because the science supporting it was inconclusive, and there was an obligation to uphold the country's drug laws.The appeals court's dissenting justice said Ottawa had a responsibility to protect the public from illegal drugs.
The U.S. government has pressured Canada to close Insite.Ottawa was disappointed with the ruling, but could not say yet if it would be appealed to the Supreme Court of Canada, a spokeswoman for federal Health Minister Leona Aglukkaq said.Insite's supporters urged Ottawa not to appeal, and said the ruling should allow other Canadian cities to establish supervised injection sites. TOKYO – The head of the IMF said China and other developing Asian economies are leading a global recovery that is faster and stronger than expected, but warned that money rushing into emerging markets could lead to asset bubbles.Dominique Strauss-Kahn, the managing director of the International Monetary Fund, strongly suggested Monday that the IMF would raise its 2010 global growth forecast from the 3.1 percent it projected in October.China, India and other emerging Asian economies were close to returning to their pre-crisis growth rates, while rebounds in the U.S., Japan and other advanced economies remained sluggish, he said.The forecasts we're going to release in a couple of days will show that this recovery is going faster and stronger than we expected several months ago, Strauss-Kahn told reporters in Tokyo.
While the IMF doesn't forecast a double-dip, or second recession, risks remain, he said.We have to very cautious because this recovery remains very fragile.While hundreds of billions in stimulus spending by governments around the world avoided another Great Depression, he said, the most important risk facing the global economy is deciding how and when to reverse those polices and deal with resulting debt burdens.Now we have to fix the consequences of the policy that has been put in place to fight against the crisis, he said.Finding the right time to implement exit policies is really a difficult one.If you exit too late, you waste resources, he said.If you exit too early, you have a risk of going back into recession.The best indicators for timing fresh growth strategies are monitoring private demand and employment, he said. The IMF recommends that governments devise policies that will support the labor market given still-high joblessness, which could lead to social unrest in some countries.A key lesson from the global financial crisis is that authorities need to beef up supervision — more so than regulations — of financial institutions, he said.You may have the best regulations in the world, but if it's not supervised correctly, it's no use.Strauss-Kahan also said he was worried that the unified political will to tackle the crisis demonstrated at the Group of 20 summits last year will vanish as the world economy recovers.The rush of money into major emerging markets such as China, Brazil and Russia reflects investors' recognition that these economies are growing rapidly.But Strauss-Kahn said this could lead to many problems, including asset bubbles and a sudden drop in foreign investment, much like Eastern European countries experienced during the global financial crisis.

Oil prices hovered around $78 a barrel Monday as traders weighed doubts about global oil demand against a weaker U.S. dollar, which made crude cheaper for investors holding other currencies.By midday in Europe, benchmark crude for February delivery was up 30 cents to $78.30 a barrel in electronic trading on the New York Mercantile Exchange. On Friday, the contract slid $1.39 to settle at $78. The price was down $4.75 for the week after declining for five straight days.Earlier Monday, declines in most of the major Asian stock markets dampened investor sentiment and helped pushed crude prices as low as $77.07.This followed Friday's decline on Wall Street, where rising loan losses at JPMorgan Chase & Co. sparked concerns about profits at other big banks. Bank of America Corp., Citigroup Inc., Goldman Sachs Group Inc., Morgan Stanley and Wells Fargo & Co. are expected to post results this week.We see a downward pressure on oil. The corporate earnings results so far have not really indicated much revenue growth and that points to continued weakness in the U.S. economy, said Victor Shum, an energy analyst with consultancy Purvin & Gertz in Singapore.Shum said the recent cold weather in the U.S. has failed to sharply reduce oil inventories and the frigid spell is now easing, which will detract from demand for oil.Oil prices may slide further but Shum said bargain hunting is likely to stem the fall at the mid $70s level. WASHINGTON – A House committee is broadening its probe of secretive bank bailouts to include former Treasury Secretary Henry Paulson and former Federal Reserve Bank of New York Chairman Stephen Friedman.The Committee on Oversight and Government Reform has invited Paulson and Friedman to testify about their roles in the bailout of American International Group Inc., according to Chairman Edolphus Towns, D-N.Y.
Lawmakers want to know more about deals that funneled billions from AIG to banks including Goldman Sachs Group Inc. Friedman is a Goldman director who resigned from the New York Fed after concerns he had conflicts of interest.California Rep. Darrell Issa, the committee's top Republican, also said he wants Federal Reserve Chairman Ben Bernanke to answer questions about the bailout, which he helped lead.A Towns spokeswoman said he is making decisions daily about witnesses and testimony. A Fed spokesman would not comment.An earlier watchdog report said the bailouts might have cost taxpayers billions more than necessary because officials did not demand concessions from the banks. The money went to satisfy massive financial obligations that AIG was unable to meet without a government rescue.The bailouts were managed by the Federal Reserve Bank of New York under the leadership of Treasury Secretary Timothy Geithner. Geithner has defended the deals and will testify on Jan. 27.
California Rep. Darrell Issa, the committee's top Republican, called earlier Friday for Paulson to testify. He asked for the hearing last week after uncovering e-mails in which New York Fed lawyers told AIG to keep some details secret.Issa also wanted the committee to demand documents from the Treasury Department and Federal Reserve by issuing subpoenas. He said lawmakers should question Bernanke.Towns heeded Issa's earlier call to subpoena the New York Fed for documents including Geithner's e-mails and phone records. A Towns spokeswoman said he is making decisions daily about witnesses and testimony.In inviting Paulson, Towns addressed accusations by Democrats that the hearing was motivated by partisan attacks on Geithner.House Financial Services Chairman Barney Frank, D-Mass., said Thursday that Bush appointees Paulson and Bernanke outranked Geithner. Frank said his committee also will be looking at the AIG deals.Issa insisted the investigation is not and has never been about Tim Geithner. Its goal is to learn the truth about the apparent waste of billions of taxpayer dollars and the government's efforts to conceal this waste from the American people, he said in a statement Friday.Towns said Friday the hearing also will include testimony from Neil Barofsky, the bailout watchdog who prepared a report criticizing the deals; New York Fed general counsel Thomas Baxter; and Elias Habayeb, the chief financial officer of the division that brought down AIG.
Treasury and the Federal Reserve refused to say which banks benefited from the backdoor bailouts or how much money they got until after it was disclosed in news reports. Banks including Goldman, Morgan Stanley, Deutsche Bank and Societe Generale benefited from the deals.AIG had been negotiating the values of banks' contracts before the government took it over in September 2008, according to published reports. Geithner considered reducing the payments for two days before paying the banks off in full.The oversight committee is investigating why the banks were paid in full and why officials including Geithner refused to name them.The probe will give a fuller picture of the largest bailout of the financial crisis. The government's rescue of AIG — eventually totaling $180 billion — sparked public outrage and contributed to calls for financial reform. The government also received a nearly 80 percent stake in AIG in return for the support. Representatives for Paulson and Friedman would not comment. A Treasury spokesman did not respond to requests for comment.

Connected sensors, devices and tags can interact with the environment and send the information to other objects through machine-to-machine communication . . . The Semantic Web promotes this synergy: even agents that where not expressly designed to work together can transfer data among themselves when the data come with semantics.Pachube (pronounced Patch-bay) is a platform that helps individuals and organisations connect to and build the ‘internet of things’ and enable buildings, interactive environments, networked energy meters, virtual worlds and sensor devices to talk and respond to each other. Pachube, according to the founder, Usman Haque, is a vision inspired by Dutch architect Constant Nieuwenhuys and his 1956 proposal for a visionary society, New Babylon.Around the world, a near invisible network of RFID wireless tags is being put on almost every type of consumer item. Wireless tags and sensors are being produced in their billions and are capable of being connected to the Internet in an instant. Tracking and locating people and objects which are constantly moving is said to have become more important to the daily routine of individuals, commercial organisations, the emergency services [and governments]. GlobalTag is the first wireless tracking device that incorporates GPS, RFID, Sensors and Satellite Communications. And the Viewpoint i2g can track assets and/or personnel whether they are indoors or out. ViewPoint integrates the interior positioning system (IPS) data of the ViewPoint system with data from global positioning system (GPS) sources. This integrated IPS and GPS information can be accessed from popular mapping services, including GoogleEarth and Microsoft Virtual Earth.Considering that the doors of a many cars can be locked and unlocked with a signal, how long will it be before similar technology is applied to the doors and windows of all buildings, including each and every home. Each building will probably have a receptor which receives a signal and activates the locking of doors and windows. The receptors on homes in a housing estate, for instance, could be switched on or off, via the Internet of Things, in a manner similar to the way that a telecommunications company can disconnect some landline telephones in a street while leaving the other landlines in that street connected. Sometime in the future, people with anti-social tendencies may end up being locked up in their own homes while their fridges, lights and other household appliances are controlled by Big Brother through the Internet of Things.A recent study for the European Commission entitled Towards a future Internet, stresses the view that much of the governance issues for the future Internet are related to political will and leadership . . . A balance must be struck between overregulation and under-regulation, a safe society and a surveillance society. The future Internet should not be designed for technocrats, governments and businesses, but for ordinary citizens, while protecting their security and privacy and limiting government surveillance and Orwellian-like control. The report goes on to conclude that the current Internet administration has limited transparency and that the Internet has become increasingly ubiquitous and grown to become a critical infrastructure, on both a technical and socio-economic level and that in the future, there will be multiple Internets, rather than the single Internet we have today.This article states that A new Internet ( GENI) could ultimately mean replacing networking equipment and rewriting software on computers, at a cost of billions of dollars. But any new network is likely to run parallel with the existing one for some time, with individuals and businesses gradually migrating over as they need more advanced applications.In 2002, W3C founder Sir Tim Berners-Lee raised what is known as Issue 25 regarding What to say in defense of principle that deep linking is not a legal act?. By the end of 2009, Issue 25 had still not been resolved. W3C members include the UK and US governments, so Issue 25 says a great deal about the true spirit of ‘Open Government’ when W3C are willing to go ahead with the semantic web and linking open data without firstly finding out if their activities are legal or illegal.

The numbers behind the outpouring of earthquake assistance are giant. But they are dwarfed by the statistics indicating the scope of the disaster in Haiti, the number of victims and their deep poverty.The level of need is going to be significantly higher than many previous disasters, said Dr. Michael VanRooyen, director of the Harvard Humanitarian Initiative.Here are some numbers, with the proviso that figures are estimates that are constantly changing.
THE DEAD
Current death estimates: The Red Cross says 45,000 to 50,000 people have died. The Pan American Health Organization puts the number between 50,000 and 100,000.Bodies collected for disposal so far: 9,000. Camps like that are all over Port-au-Prince. And this is a country that before Tuesday's earthquake was the poorest in the Western Hemisphere and one of the poorest worldwide. More than half of Haiti's 9 million people live on less than $1 a day, even before the earthquake, according to the United Nation's World Food Program. The World Bank said the average Haitian lives on just $1,180 a year. Nearly half of Haiti's population is hungry and only half had access to safe drinking water before the earthquake, according to the World Food Program. Nearly 60 percent of Haiti's children under 5 are anemic.

PORT-AU-PRINCE, Haiti – Rescuers pulled a dehydrated but otherwise uninjured woman from the ruins of a luxury hotel in the Haitian capital early Sunday, an event greeted with applause from onlookers witnessing rare good news in a city otherwise filled with corpses, rubble and desperation.It's a little miracle, the woman's husband, Reinhard Riedl, said after hearing she was alive in the wreckage.She's one tough cookie. She is indestructible.For many, though, the five days since the magnitude-7.0 quake hit have turned into an aching wait for the food, water and medical care slowly making its way from an overwhelmed airport rife with political squabbles. And while aid is reaching the country, growing impatience among the suffering has spawned some violence.Nobody knows how many died in Tuesday's quake. Haiti's government alone has already recovered 20,000 bodies — not counting those recovered by independent agencies or relatives themselves, Prime Minister Jean-Max Bellerive told The Associated Press.The Pan American Health Organization now says 50,000 to 100,000 people perished in the quake. Bellerive said 100,000 would seem to be the minimum.A U.N. humanitarian spokeswoman declared the quake the worst disaster the international organization has ever faced, since so much government and U.N. capacity in the country was demolished. In that way, Elisabeth Byrs said in Geneva, it's worse than the cataclysmic Asian tsunami of 2004: Everything is damaged.
Truckloads of corpses were being trundled to mass graves Saturday. Search teams also recovered the body of Tunisian diplomat Hedi Annabi, the United Nations chief of mission in Haiti, and other top U.N. officials who were killed when their headquarters collapsed.Experts have said rescue of people trapped beneath wreckage after three days is unlikely. But an American team pulled a woman alive from a collapsed university building where she had been trapped for 97 hours. Another crew got water to three survivors whose shouts could be heard deep in the pancaked ruins of a multistory supermarket.At the Hotel Montana, the son of co-owner Nadine Cardoso said he could hear her voice from the rubble, and the effort to pull her to safety began. Twelve hours later, with more than 20 friends and relatives of the prominent community member watching early Sunday, she was lowered from a hill of debris on a stretcher.The rescue was bittersweet for Cardoso's sister, because rescuers also told Gerthe Cardoso they had abandoned a search for her 7-year-old grandson after an aftershock closed a space where he was believed to be.Well, we can't have them both, she said after her sister was saved.Later Sunday. U.N. Secretary-General Ban Ki-moon was expected to arrive in Haiti to discuss aid delivery, which appeared to be speeding up.Florence Louis, seven months pregnant with two children, was one of thousands of Haitians who gathered at a gate at the Cite Soleil slum, where U.N. World Food Program workers handed out high-energy biscuits for the first time.It is enough because I didn't have anything at all, said Louis, 29, clutching four packets of biscuits.The Haitian government has established 14 distribution points for food and other supplies, and U.S. Army helicopters scouted locations for more. Aid groups opened five emergency health centers. Vital gear, such as water-purification units, was arriving from abroad.On a hillside golf course, perhaps 50,000 people were sleeping in a makeshift tent city overlooking the stricken capital. Paratroopers of the U.S. 82nd Airborne Division flew there Saturday to set up a base for handing out water and food.
After the initial frenzy among the waiting crowd, when helicopters could only hover and toss out their cargo, a second flight landed and soldiers passed out some 2,000 military-issue ready-to-eat meals to an orderly line of Haitians.But aid delivery was still bogged down by congestion at the Port-au-Prince airport, quake damage at the seaport, poor roads and the fear of looters and robbers. Many people are just fleeing to the countryside, they are looking for a place to stay and for food, said Enel Legrand, a 24-year-old Haitian volunteer aid worker. The airport congestion also touched off diplomatic rows between the U.S. military and other donor nations. France and Brazil both lodged official complaints that the U.S. military, in control of the international airport, had denied landing permission to relief flights from their countries. Haitian President Rene Preval, speaking with the AP, urged all to keep our cool and coordinate and not throw accusations.As relief teams grappled with on-the-ground obstacles, U.S. leadership promised Saturday to step up aid efforts. Secretary of State Hillary Rodham Clinton visited and pledged more American assistance. President Barack Obama met with former Presidents George W. Bush and Bill Clinton in Washington and urged Americans to donate to Haiti relief efforts. In Port-au-Prince, hundreds of Haitians simply dropped to their knees outside a warehouse when workers for the agency Food for the Poor announced they would distribute rice, beans and other supplies. They started praying right then and there,said project director Clement Belizaire. Children and the elderly were asked to step first into line, and some 1,500 people got food, soap and rubber sandals until supplies ran out, he said. Scientists: Haiti must prepare for more massive quakes

CHICAGO (AFP) – Haiti and its neighbors must prepare themselves for more massive quakes after the devastating tremors this week increased pressure along a lengthy fault line, scientists warned Friday.Paul Mann, a senior research scientist at the Institute for Geophysics at the University of Texas at Austin, warned that just because the rebuilding process had started people shouldn't assume the risk was over.
This relief of stress along this area near Port-au-Prince may have actually increased stress in the adjacent segments on the fault, he told AFP.Researchers have already begun to work on models to try to predict how the stress changes resulting from the 7.0-magnitude quake which struck Tuesday is affecting the adjacent segments of the fault.This fault system is hundreds of kilometers long and the segment that ruptured to form this ear quake is only 80 kilometers long, Mann said in a telephone interview.There are many more segments which are building up strain where there haven't been earthquakes for hundreds of years.Potentially any one of these segments could cause an earthquake similar to that which happened in Haiti.There are, thankfully, only two major population centers along the fault: Port-au-Prince and Kingston, Jamaica.But as demonstrated in the chaos which followed Tuesday's tremor, the impact of a quake of that magnitude can be paralyzing, Mann said.Adding to the danger is the fact that the segment which broke was not among those closest to Port-au-Prince.
And there is a second fault system in the north of Haiti which extends to the Dominican Republic which has not ruptured in 800 years and has built up sufficient pressure for a 7.5 magnitude quake.The question is when are those going to rupture, Mann said, adding that it is very difficult to predict whether or not that's going to happen next week or 100 years.Eric Calais, a French geophysicist who works at Purdue University in Indiana, is among those trying to assess the danger.He had warned Haitian officials years ago of dangerous pressure in the fault which caused this week's devastating quake, but little could be done to reinforce the desperately poor nation's weak buildings.The Haitian government is not to blame in this, Calais told AFP.They listened to us carefully and they knew what the hazard was. They were very concerned about it and they were taking steps. But it just happened too early.
Calais began researching the fault line in 2003 and soon took his initial findings to the Haitian government, even meeting with the prime minister.In March 2008 he and Mann presented a paper showing that the fault had built up sufficient pressure to cause a 7.2 magnitude quake.But they could not pinpoint when the quake might strike and the government was occupied with recovering from a series of four hurricanes which struck that year. While the government had begun work on an emergency response plan, little could be done to retrofit and strengthen key buildings such as hospitals, schools and government buildings from which rescue operations could be organized. It's a poor country, Calais said.Strengthening a building to resist a large earthquake can be as costly as replacing the building.The devastation will allow Haiti to rebuild stronger than before, Calais said, noting that there are relatively cheap engineering solutions that can be applied to ensure that new buildings will not collapse in the next quake. It's very important for Port-au-Prince to rebuild properly,he added.There are other segments of that fault that could rupture in the future.

BAGHDAD – It was seized from Jewish families and wound up soaking in sewage water in the basement of a secret police building. Rescued from the chaos that engulfed Baghdad as Saddam Hussein was toppled, it now sits in safekeeping in an office near Washington, D.C.Like this country's once great Jewish community, the Iraqi Jewish Archive of books, manuscripts, records and other materials has gone through turbulent times. Now another twist may be in store: Iraq wants it back.Iraqi officials say they will go to the U.S., possibly next month, to assess the materials found by U.S. troops and plan for their return after an absence of nearly seven years.Some Jewish authorities are skeptical, arguing that since most estimates put the number of Jews in Iraq at less than 10, the archive no longer belongs here. But to Saad Eskander, the director of the Iraq National Library and Archives, it is part of a larger effort to rescue the cultural history Iraq lost during the invasion, and to put Iraqis on a tentative path to coming to grips with their past.Iraqis must know that we are a diverse people, with different traditions, different religions, and we need to accept this diversity ... To show it to our people that Baghdad was always multiethnic, said Eskander.The archive was found in May 2003, when U.S. troops looking for weapons of mass destruction got a tip to check out the basement of a building of the Mukhabarat — Saddam's secret police. Passing a 2,000-pound unexploded bomb on their way into the building, they found a flooded basement.It was really quite disgusting, to be honest, because it was about chest-deep sewage water, said Richard Gonzales, the Army officer who led the team and has since retired.
The troops found no WMD, but it was worth the trip. Books, photos and papers floated in the murky water. And not just any books, but Hebrew-language books, in a country that had been at war with Israel since 1948 and had once accused Jews of espionage and after a show trial hanged nine of them in a public square.The fact that the materials survived at all is remarkable, considering how much of Iraq's cultural heritage was looted or destroyed after the fall of Saddam — more than a quarter of the National Library's books and 60 percent of its collection of maps, photographs and records, Eskander said.Gonzales knew he had something significant on his hands but he didn't have enough people or tools to deal with it. So he went to Ahmed Chalabi, the leader of the Iraqi exile group whose discredited WMD claims had been the main justification for the invasion.Chalabi got him a pump and some manpower. The materials were pulled out of the basement, laid out to dry in the sun and packed in 27 metal trunks.Accumulated over the years were photos, parchments and cases to hold Torah scrolls; a Jewish religious book published in 1568; 50 copies of a children's primer in Hebrew and Arabic; books in Arabic and English, books printed in Baghdad, Warsaw and Venice — the lost heritage of what was once one of the largest Jewish communities in the Middle East, dating to the 6th century B.C.
Abraham of the Old Testament is believed to have come from the city of Ur, in what is modern-day Iraq, and despite periods of persecution, the community endured and thrived over centuries. But problems worsened when Iraq sided with Germany in World War II, and came to a head when Israel was created.By the early 1950s, Iraqi Jews were fleeing the country in droves. The few thousand who remained were harassed, too frightened to hold services, and their assets seized. In 1969, after Saddam's Baath party took power, came the hangings.The secret police are believed to have confiscated countless books and other archival material from the Jewish community.
Sometimes they would contact us when they had intelligence about such documents, Hebrew documents or books, said Kamil Jawad Ashour, the deputy director of the National Library.On one occasion I went with them to a house in Basra of a Jewish family where they confiscated some documents and books from them. And there was only an old woman there.After the 2003 invasion, Corine Wegener was working in Baghdad as an arts, monuments and archives officer — a rarity in the U.S. military — when she was asked to examine the materials from the basement.They were still damp, and that meant mold, a preservationist's nightmare. Only freezing stops mold, so a refrigerator truck was found and kept running 24 hours a day. I was out there three or four times a day with a food thermometer checking the temperature, Wegener said.
Agreement was reached, and later approved by the Iraqi Ministry of Culture, to move the archive to the U.S. for preservation. After being freeze-dried in Texas, the collection was taken to the National Archives and Records Administration in College Park, Maryland. There the items were photographed, lightly cleaned, wrapped and boxed. NARA and the Center for Jewish History, a New York-based nonprofit group, are using the photos to catalog the collection. But to handle and digitize it, more preservation work would be needed. The archive was supposed to return to Iraq after two years. Until now, the Iraqis — focused more on surviving the day to day violence in the country — have never pushed for the archive's return. Doris Hamburg, who directs preservation projects at NARA, said it takes ages to repair damaged materials. Further work needs outside funding that has not materialized. But the archive's longer-than-anticipated stay in the U.S. has raised questions in Iraq, where public opinion tends to conflate Israel with Jews in general, and anything even tangentially related to either is suspect. I am afraid that there is pressure from some groups, both inside and outside the United States, in order to prevent the return of these Iraqi manuscripts to their original country, said Abdullah Hamid, the head of Iraq's National Center for Manuscripts and Documents. Hamburg denies any pressures and stresses Iraq can have the archive back whenever it wants, Iraqi officials at the National Library said they have no indication the Americans are trying to hold onto the archive. But Dov S. Zakheim, an Orthodox Jew who was a senior Department of Defense official under President George W. Bush warned that if the Iraqis were to claim the archive as their own, it would anger the Jewish community. It's not theirs. It's just not theirs, he said.Jews feel very strongly about their heritage.Mordechai Ben-Porat, who helped orchestrate a mass airlift of Jews leaving Iraq after Israel's establishment in 1948, says the archive should be in the museum dedicated to Iraqi Jews which he runs in Israel, where Jewish scholars can make use of the materials. The books belong to the majority of the Iraqi Jews, and they are not in Iraq. The books should be given to us, as the representatives of the Jews of Iraq, he said. However, he appeared resigned to the likelihood the archive would return to Iraq.
Maurice Shohet of the World Organization of Jews from Iraq said the community would like the materials to be digitized so that everyone has access, and was worried the necessary preservation work could not be done in Iraq. If these documents go back to Iraq the way they are they will be lost forever, he said. Since Iraq has no diplomatic relations with Israel, Eskander thought it unlikely Israeli scholars would get visas to enter Iraq and study the archive. The Israeli Foreign Ministry said it was not involved in any move to bring the archive to Israel. Digitization to make them available on the Web would solve a lot of the problems, but would require extensive preservation work, which many worry is beyond Iraq's present capabilities.
But Iraqi officials stressed they have the expertise and will make preservation a priority. Down the hall from Eskander's office are experts, many trained in Europe, who are repairing documents similarly damaged during the invasion. Wegener said she was deeply torn about whether the collection should be removed from what at the time was an occupied country. But I firmly believed then, and I believe now, that if we did not, it would have been destroyed.All the same, the archive's long absence from Iraq has made it politically sensitive, Eskander said. It annoyed Iraqis a lot that the Americans who failed to protect Iraqi cultural treasures were devoting such care to the Jewish archive. Why, given its treatment of its Jewish population, would Iraq want the Jewish Archive back? Eskander, 48, can point to himself. He is a Faily, a member of a small Shiite-Kurdish minority persecuted under Saddam, and he wants Iraqis to know about such oppression and learn from it. In a country that has lost thousands of lives to sectarian violence since 2003, where Christian churches are bombed, and where people perceived as friendly to Israel often receive death threats, Eskander can point to the collection of Hebrew-language books he has in his office for safekeeping. Like the Iraqi Jewish Archive, these books were found tucked in the corner of another basement — that one dry. They are catalogued on the library's Web site and available for study. The American national archive did a great job, and we're grateful for their help. ... ROME (AFP) – Pope Benedict XVI was headed Sunday for Rome's main synagogue for a much-anticipated visit after angering many Jews by moving his wartime predecessor Pius XII further on the road to sainthood.A 500-strong press corps will record Benedict's third visit to a Jewish house of worship, which comes barely four weeks after he revived controversy over Pius XII, whom many Jews accuse of inaction over the Holocaust.The visit, announced in October, appeared at risk of being cancelled amid howls of protest over the papal decree bestowing the title venerable on the Nazi-era pope.The tension is in stark contrast to the warm welcome reserved for Benedict's predecessor John Paul II, who became the first modern pope to visit a synagogue -- the same imposing temple on Rome's River Tiber -- in 1986.A high-profile stayaway Sunday is the president of Italy's assembly of rabbis, Giuseppe Laras, who said Benedict had weakened ties between Catholics and Jews.Israel's ambassador to the Holy See will attend but remarked that Catholic anti-Judaism still exists.
Adding fuel to the fire, the head of the Roman Catholic Church on Friday urged Vatican doctrinal experts to speed rapprochement with a Catholic fraternity that includes a Holocaust-denying bishop, Richard Williamson.Renzo Gattegna, who heads the Union of Communities of Italian Jews, said:It cannot be denied that some decisions taken by the current pope in 2009 led to moments of tension and concern on the Jewish side.Gattegna listed the Pius XII and Williamson affairs as well as Benedict's decision to rehabilitate the Latin version of the Catholic Church's Good Friday mass, which contains a prayer for the conversion of the Jews.Cooler heads on both sides see the occasion as an important step along the way to reconciliation between the two faiths, a process that began in the 1960s with Vatican II.The 82-year-old German-born pope said Sunday during his weekly Angelus prayer: Despite the problems and difficulties, there is a climate of great respect and dialogue between the two faiths.Benedict stressed the belief in a single God, first of all, but also the protection of life and the family, the wish for social justice and peace.

DUBAI, United Arab Emirates – Israel for the first time sent a Cabinet minister to the United Arab Emirates, a small Gulf country with which it doesn't have relations, to attend a conference on alternative energy.National Infrastructure Minister Uzi Landau told The Associated Press on Sunday he did not meet with any Emirati officials while attending a conference of the International Renewable Energy Agency (IRENA), based in the UAE capital Abu Dhabi. The agency's activities are open to Israel because it is a member state.Landau said the Israeli delegation entered the country after special arrangements were made.They had to do it since they committed themselves to making it possible for all member states, with or without relations, to participate in the agency's activities, Landau said in a phone interview from Abu Dhabi.Last year the UAE denied entry to Israeli tennis player Shahar Peer to an international tournament in Dubai. The UAE officials said Peer was denied a visa because of anti-Israel sentiments in the Gulf state following last year's three-week war between Israel and Islamic militants in Gaza.The tournament was fined a record $300,000 for refusing Peer the entry. Last week the UAE authorities sent a written assurance to the World Tennis Association that all players who will qualify for the 2010 championships will be allowed into the country and welcome to play in Dubai.
On Sunday, an official with the UAE's Foreign Ministry told The Associated Press that allowing Israel Cabinet minister to participate in the agency's activities was part of obligations in hosting (the agency) in the UAE.The official spoke on condition of anonymity because he was not authorized to talk to the press. WASHINGTON – President Barack Obama expressed confidence Saturday that lawmakers would approve his proposed tax on banks to recover bailout money, despite opposition from Republicans and the financial industry.Like clockwork, the banks and politicians who curry their favor are already trying to stop this fee from going into effect, he said, using his weekly radio and Internet addresses to promote the plan he announced this past week.The very same firms reaping billions of dollars in profits, and reportedly handing out more money in bonuses and compensation than ever before in history, are now pleading poverty. It's a sight to see.If banks can afford to pay out all those bonuses, he said, then they can repay taxpayers, too.We're not going to let Wall Street take the money and run. We're going to pass this fee into law, he said.Congress must approve the tax and that's not assured, given the immediate opposition from Republicans. The numbers behind the outpouring of earthquake assistance are giant. But they are dwarfed by the statistics indicating the scope of the disaster in Haiti, the number of victims and their deep poverty.The level of need is going to be significantly higher than many previous disasters, said Dr. Michael VanRooyen, director of the Harvard Humanitarian Initiative.Here are some numbers, with the proviso that figures are estimates that are constantly changing.
THE DEAD
Current death estimates: The Red Cross says 45,000 to 50,000 people have died. The Pan American Health Organization puts the number between 50,000 and 100,000.Bodies collected for disposal so far: 9,000. Camps like that are all over Port-au-Prince. And this is a country that before Tuesday's earthquake was the poorest in the Western Hemisphere and one of the poorest worldwide. More than half of Haiti's 9 million people live on less than $1 a day, even before the earthquake, according to the United Nation's World Food Program. The World Bank said the average Haitian lives on just $1,180 a year. Nearly half of Haiti's population is hungry and only half had access to safe drinking water before the earthquake, according to the World Food Program. Nearly 60 percent of Haiti's children under 5 are anemic.

PORT-AU-PRINCE, Haiti – Rescuers pulled a dehydrated but otherwise uninjured woman from the ruins of a luxury hotel in the Haitian capital early Sunday, an event greeted with applause from onlookers witnessing rare good news in a city otherwise filled with corpses, rubble and desperation.It's a little miracle, the woman's husband, Reinhard Riedl, said after hearing she was alive in the wreckage.She's one tough cookie. She is indestructible.For many, though, the five days since the magnitude-7.0 quake hit have turned into an aching wait for the food, water and medical care slowly making its way from an overwhelmed airport rife with political squabbles. And while aid is reaching the country, growing impatience among the suffering has spawned some violence.Nobody knows how many died in Tuesday's quake. Haiti's government alone has already recovered 20,000 bodies — not counting those recovered by independent agencies or relatives themselves, Prime Minister Jean-Max Bellerive told The Associated Press.The Pan American Health Organization now says 50,000 to 100,000 people perished in the quake. Bellerive said 100,000 would seem to be the minimum.A U.N. humanitarian spokeswoman declared the quake the worst disaster the international organization has ever faced, since so much government and U.N. capacity in the country was demolished. In that way, Elisabeth Byrs said in Geneva, it's worse than the cataclysmic Asian tsunami of 2004: Everything is damaged.
Truckloads of corpses were being trundled to mass graves Saturday. Search teams also recovered the body of Tunisian diplomat Hedi Annabi, the United Nations chief of mission in Haiti, and other top U.N. officials who were killed when their headquarters collapsed.Experts have said rescue of people trapped beneath wreckage after three days is unlikely. But an American team pulled a woman alive from a collapsed university building where she had been trapped for 97 hours. Another crew got water to three survivors whose shouts could be heard deep in the pancaked ruins of a multistory supermarket.At the Hotel Montana, the son of co-owner Nadine Cardoso said he could hear her voice from the rubble, and the effort to pull her to safety began. France and Brazil both lodged official complaints that the U.S. military, in control of the international airport, had denied landing permission to relief flights from their countries. Haitian President Rene Preval, speaking with the AP, urged all to keep our cool and coordinate and not throw accusations.As relief teams grappled with on-the-ground obstacles, U.S. leadership promised Saturday to step up aid efforts. Scientists: Haiti must prepare for more massive quakes

CHICAGO (AFP) – Haiti and its neighbors must prepare themselves for more massive quakes after the devastating tremors this week increased pressure along a lengthy fault line, scientists warned Friday.Paul Mann, a senior research scientist at the Institute for Geophysics at the University of Texas at Austin, warned that just because the rebuilding process had started people shouldn't assume the risk was over.
This relief of stress along this area near Port-au-Prince may have actually increased stress in the adjacent segments on the fault, he told AFP.Researchers have already begun to work on models to try to predict how the stress changes resulting from the 7.0-magnitude quake which struck Tuesday is affecting the adjacent segments of the fault.This fault system is hundreds of kilometers long and the segment that ruptured to form this ear quake is only 80 kilometers long, Mann said in a telephone interview.There are many more segments which are building up strain where there haven't been earthquakes for hundreds of years.Potentially any one of these segments could cause an earthquake similar to that which happened in Haiti.There are, thankfully, only two major population centers along the fault: Port-au-Prince and Kingston, Jamaica.But as demonstrated in the chaos which followed Tuesday's tremor, the impact of a quake of that magnitude can be paralyzing, Mann said.Adding to the danger is the fact that the segment which broke was not among those closest to Port-au-Prince.
And there is a second fault system in the north of Haiti which extends to the Dominican Republic which has not ruptured in 800 years and has built up sufficient pressure for a 7.5 magnitude quake.The question is when are those going to rupture, Mann said, adding that it is very difficult to predict whether or not that's going to happen next week or 100 years.Eric Calais, a French geophysicist who works at Purdue University in Indiana, is among those trying to assess the danger.He had warned Haitian officials years ago of dangerous pressure in the fault which caused this week's devastating quake, but little could be done to reinforce the desperately poor nation's weak buildings.The Haitian government is not to blame in this, Calais told AFP.They listened to us carefully and they knew what the hazard was. They were very concerned about it and they were taking steps. But it just happened too early.
Calais began researching the fault line in 2003 and soon took his initial findings to the Haitian government, even meeting with the prime minister.In March 2008 he and Mann presented a paper showing that the fault had built up sufficient pressure to cause a 7.2 magnitude quake.But they could not pinpoint when the quake might strike and the government was occupied with recovering from a series of four hurricanes which struck that year. While the government had begun work on an emergency response plan, little could be done to retrofit and strengthen key buildings such as hospitals, schools and government buildings from which rescue operations could be organized. It's a poor country, Calais said.Strengthening a building to resist a large earthquake can be as costly as replacing the building.The devastation will allow Haiti to rebuild stronger than before, Calais said, noting that there are relatively cheap engineering solutions that can be applied to ensure that new buildings will not collapse in the next quake. It's very important for Port-au-Prince to rebuild properly,he added.There are other segments of that fault that could rupture in the future.

BAGHDAD – It was seized from Jewish families and wound up soaking in sewage water in the basement of a secret police building. Rescued from the chaos that engulfed Baghdad as Saddam Hussein was toppled, it now sits in safekeeping in an office near Washington, D.C.Like this country's once great Jewish community, the Iraqi Jewish Archive of books, manuscripts, records and other materials has gone through turbulent times. Now another twist may be in store: Iraq wants it back.Iraqi officials say they will go to the U.S., possibly next month, to assess the materials found by U.S. troops and plan for their return after an absence of nearly seven years.Some Jewish authorities are skeptical, arguing that since most estimates put the number of Jews in Iraq at less than 10, the archive no longer belongs here. But to Saad Eskander, the director of the Iraq National Library and Archives, it is part of a larger effort to rescue the cultural history Iraq lost during the invasion, and to put Iraqis on a tentative path to coming to grips with their past.Iraqis must know that we are a diverse people, with different traditions, different religions, and we need to accept this diversity ... To show it to our people that Baghdad was always multiethnic, said Eskander.The archive was found in May 2003, when U.S. troops looking for weapons of mass destruction got a tip to check out the basement of a building of the Mukhabarat — Saddam's secret police. Passing a 2,000-pound unexploded bomb on their way into the building, they found a flooded basement.It was really quite disgusting, to be honest, because it was about chest-deep sewage water, said Richard Gonzales, the Army officer who led the team and has since retired.
The troops found no WMD, but it was worth the trip. Books, photos and papers floated in the murky water. And not just any books, but Hebrew-language books, in a country that had been at war with Israel since 1948 and had once accused Jews of espionage and after a show trial hanged nine of them in a public square.The fact that the materials survived at all is remarkable, considering how much of Iraq's cultural heritage was looted or destroyed after the fall of Saddam — more than a quarter of the National Library's books and 60 percent of its collection of maps, photographs and records, Eskander said.Gonzales knew he had something significant on his hands but he didn't have enough people or tools to deal with it. So he went to Ahmed Chalabi, the leader of the Iraqi exile group whose discredited WMD claims had been the main justification for the invasion.Chalabi got him a pump and some manpower. The materials were pulled out of the basement, laid out to dry in the sun and packed in 27 metal trunks.Accumulated over the years were photos, parchments and cases to hold Torah scrolls; a Jewish religious book published in 1568; 50 copies of a children's primer in Hebrew and Arabic; books in Arabic and English, books printed in Baghdad, Warsaw and Venice — the lost heritage of what was once one of the largest Jewish communities in the Middle East, dating to the 6th century B.C.
Abraham of the Old Testament is believed to have come from the city of Ur, in what is modern-day Iraq, and despite periods of persecution, the community endured and thrived over centuries. But problems worsened when Iraq sided with Germany in World War II, and came to a head when Israel was created.By the early 1950s, Iraqi Jews were fleeing the country in droves. The few thousand who remained were harassed, too frightened to hold services, and their assets seized. In 1969, after Saddam's Baath party took power, came the hangings.The secret police are believed to have confiscated countless books and other archival material from the Jewish community.
Sometimes they would contact us when they had intelligence about such documents, Hebrew documents or books, said Kamil Jawad Ashour, the deputy director of the National Library.On one occasion I went with them to a house in Basra of a Jewish family where they confiscated some documents and books from them. And there was only an old woman there.After the 2003 invasion, Corine Wegener was working in Baghdad as an arts, monuments and archives officer — a rarity in the U.S. military — when she was asked to examine the materials from the basement.They were still damp, and that meant mold, a preservationist's nightmare. Only freezing stops mold, so a refrigerator truck was found and kept running 24 hours a day. I was out there three or four times a day with a food thermometer checking the temperature, Wegener said.
Agreement was reached, and later approved by the Iraqi Ministry of Culture, to move the archive to the U.S. for preservation. After being freeze-dried in Texas, the collection was taken to the National Archives and Records Administration in College Park, Maryland. There the items were photographed, lightly cleaned, wrapped and boxed. NARA and the Center for Jewish History, a New York-based nonprofit group, are using the photos to catalog the collection. But to handle and digitize it, more preservation work would be needed. The archive was supposed to return to Iraq after two years. Until now, the Iraqis — focused more on surviving the day to day violence in the country — have never pushed for the archive's return. Doris Hamburg, who directs preservation projects at NARA, said it takes ages to repair damaged materials. Further work needs outside funding that has not materialized. But the archive's longer-than-anticipated stay in the U.S. has raised questions in Iraq, where public opinion tends to conflate Israel with Jews in general, and anything even tangentially related to either is suspect. I am afraid that there is pressure from some groups, both inside and outside the United States, in order to prevent the return of these Iraqi manuscripts to their original country, said Abdullah Hamid, the head of Iraq's National Center for Manuscripts and Documents. Hamburg denies any pressures and stresses Iraq can have the archive back whenever it wants, Iraqi officials at the National Library said they have no indication the Americans are trying to hold onto the archive. But Dov S. Zakheim, an Orthodox Jew who was a senior Department of Defense official under President George W. Bush warned that if the Iraqis were to claim the archive as their own, it would anger the Jewish community. It's not theirs. It's just not theirs, he said.Jews feel very strongly about their heritage.Mordechai Ben-Porat, who helped orchestrate a mass airlift of Jews leaving Iraq after Israel's establishment in 1948, says the archive should be in the museum dedicated to Iraqi Jews which he runs in Israel, where Jewish scholars can make use of the materials. The books belong to the majority of the Iraqi Jews, and they are not in Iraq. The books should be given to us, as the representatives of the Jews of Iraq, he said. However, he appeared resigned to the likelihood the archive would return to Iraq.
Maurice Shohet of the World Organization of Jews from Iraq said the community would like the materials to be digitized so that everyone has access, and was worried the necessary preservation work could not be done in Iraq. If these documents go back to Iraq the way they are they will be lost forever, he said. Since Iraq has no diplomatic relations with Israel, Eskander thought it unlikely Israeli scholars would get visas to enter Iraq and study the archive. The Israeli Foreign Ministry said it was not involved in any move to bring the archive to Israel. Digitization to make them available on the Web would solve a lot of the problems, but would require extensive preservation work, which many worry is beyond Iraq's present capabilities.
But Iraqi officials stressed they have the expertise and will make preservation a priority. Down the hall from Eskander's office are experts, many trained in Europe, who are repairing documents similarly damaged during the invasion. Wegener said she was deeply torn about whether the collection should be removed from what at the time was an occupied country. But I firmly believed then, and I believe now, that if we did not, it would have been destroyed.All the same, the archive's long absence from Iraq has made it politically sensitive, Eskander said. It annoyed Iraqis a lot that the Americans who failed to protect Iraqi cultural treasures were devoting such care to the Jewish archive. Why, given its treatment of its Jewish population, would Iraq want the Jewish Archive back? Eskander, 48, can point to himself. He is a Faily, a member of a small Shiite-Kurdish minority persecuted under Saddam, and he wants Iraqis to know about such oppression and learn from it. In a country that has lost thousands of lives to sectarian violence since 2003, where Christian churches are bombed, and where people perceived as friendly to Israel often receive death threats, Eskander can point to the collection of Hebrew-language books he has in his office for safekeeping. Like the Iraqi Jewish Archive, these books were found tucked in the corner of another basement — that one dry. They are catalogued on the library's Web site and available for study. The American national archive did a great job, and we're grateful for their help. ... ROME (AFP) – Pope Benedict XVI was headed Sunday for Rome's main synagogue for a much-anticipated visit after angering many Jews by moving his wartime predecessor Pius XII further on the road to sainthood.A 500-strong press corps will record Benedict's third visit to a Jewish house of worship, which comes barely four weeks after he revived controversy over Pius XII, whom many Jews accuse of inaction over the Holocaust.The visit, announced in October, appeared at risk of being cancelled amid howls of protest over the papal decree bestowing the title venerable on the Nazi-era pope.The tension is in stark contrast to the warm welcome reserved for Benedict's predecessor John Paul II, who became the first modern pope to visit a synagogue -- the same imposing temple on Rome's River Tiber -- in 1986.A high-profile stayaway Sunday is the president of Italy's assembly of rabbis, Giuseppe Laras, who said Benedict had weakened ties between Catholics and Jews.Israel's ambassador to the Holy See will attend but remarked that Catholic anti-Judaism still exists.

DUBAI, United Arab Emirates – Israel for the first time sent a Cabinet minister to the United Arab Emirates, a small Gulf country with which it doesn't have relations, to attend a conference on alternative energy.National Infrastructure Minister Uzi Landau told The Associated Press on Sunday he did not meet with any Emirati officials while attending a conference of the International Renewable Energy Agency (IRENA), based in the UAE capital Abu Dhabi. The agency's activities are open to Israel because it is a member state.Landau said the Israeli delegation entered the country after special arrangements were made.They had to do it since they committed themselves to making it possible for all member states, with or without relations, to participate in the agency's activities, Landau said in a phone interview from Abu Dhabi.Last year the UAE denied entry to Israeli tennis player Shahar Peer to an international tournament in Dubai. The UAE officials said Peer was denied a visa because of anti-Israel sentiments in the Gulf state following last year's three-week war between Israel and Islamic militants in Gaza.The tournament was fined a record $300,000 for refusing Peer the entry. Last week the UAE authorities sent a written assurance to the World Tennis Association that all players who will qualify for the 2010 championships will be allowed into the country and welcome to play in Dubai.

WASHINGTON – President Barack Obama expressed confidence Saturday that lawmakers would approve his proposed tax on banks to recover bailout money, despite opposition from Republicans and the financial industry.Like clockwork, the banks and politicians who curry their favor are already trying to stop this fee from going into effect, he said, using his weekly radio and Internet addresses to promote the plan he announced this past week.The very same firms reaping billions of dollars in profits, and reportedly handing out more money in bonuses and compensation than ever before in history, are now pleading poverty. It's a sight to see.If banks can afford to pay out all those bonuses, he said, then they can repay taxpayers, too.We're not going to let Wall Street take the money and run. We're going to pass this fee into law, he said.Congress must approve the tax and that's not assured, given the immediate opposition from Republicans. Democrats also could lose their 60-vote majority in the Senate, with Democrat Martha Coakley in an unexpectedly close race against Republican Scott Brown in Massachusetts to fill the seat held for decades by the late Democrat Edward M. 4 And if the household be too little for the lamb, let him and his neighbour next unto his house take it according to the number of the souls; every man according to his eating shall make your count for the lamb.
5 Your lamb shall be without blemish, a male of the first year: ye shall take it out from the sheep, or from the goats:
6 And ye shall keep it up until the fourteenth day of the same month: and the whole assembly of the congregation of Israel shall kill it in the evening.
7 And they shall take of the blood, and strike it on the two side posts and on the upper door post of the houses, wherein they shall eat it.
8 And they shall eat the flesh in that night, roast with fire, and unleavened bread; and with bitter herbs they shall eat it.
9 Eat not of it raw, nor sodden at all with water, but roast with fire; his head with his legs, and with the purtenance thereof.

24 And ye shall observe this thing for an ordinance to thee and to thy sons for ever.
25 And it shall come to pass, when ye be come to the land which the LORD will give you, according as he hath promised, that ye shall keep this service.
26 And it shall come to pass, when your children shall say unto you, What mean ye by this service?
27 That ye shall say, It is the sacrifice of the LORD'S passover, who passed over the houses of the children of Israel in Egypt, when he smote the Egyptians, and delivered our houses. And the people bowed the head and worshipped.
28 And the children of Israel went away, and did as the LORD had commanded Moses and Aaron, so did they.
29 And it came to pass, that at midnight the LORD smote all the firstborn in the land of Egypt, from the firstborn of Pharaoh that sat on his throne unto the firstborn of the captive that was in the dungeon; and all the firstborn of cattle.
30 And Pharaoh rose up in the night, he, and all his servants, and all the Egyptians; and there was a great cry in Egypt; for there was not a house where there was not one dead.
31 And he called for Moses and Aaron by night, and said, Rise up, and get you forth from among my people, both ye and the children of Israel; and go, serve the LORD, as ye have said.
32 Also take your flocks and your herds, as ye have said, and be gone; and bless me also.
33 And the Egyptians were urgent upon the people, that they might send them out of the land in haste; for they said, We be all dead men.
34 And the people took their dough before it was leavened, their kneadingtroughs being bound up in their clothes upon their shoulders.
35 And the children of Israel did according to the word of Moses; and they borrowed of the Egyptians jewels of silver, and jewels of gold, and raiment:
36 And the LORD gave the people favour in the sight of the Egyptians, so that they lent unto them such things as they required. And they spoiled the Egyptians.
37 And the children of Israel journeyed from Rameses to Succoth, about six hundred thousand on foot that were men, beside children.
38 And a mixed multitude went up also with them; and flocks, and herds, even very much cattle.
39 And they baked unleavened cakes of the dough which they brought forth out of Egypt, for it was not leavened; because they were thrust out of Egypt, and could not tarry, neither had they prepared for themselves any victual.
40 Now the sojourning of the children of Israel, who dwelt in Egypt, was four hundred and thirty years.
41 And it came to pass at the end of the four hundred and thirty years, even the selfsame day it came to pass, that all the hosts of the LORD went out from the land of Egypt.
42 It is a night to be much observed unto the LORD for bringing them out from the land of Egypt: this is that night of the LORD to be observed of all the children of Israel in their generations.
43 And the LORD said unto Moses and Aaron, This is the ordinance of the passover: There shall no stranger eat thereof:
44 But every man's servant that is bought for money, when thou hast circumcised him, then shall he eat thereof.
45 A foreigner and an hired servant shall not eat thereof.
46 In one house shall it be eaten; thou shalt not carry forth ought of the flesh abroad out of the house; neither shall ye break a bone thereof.
47 All the congregation of Israel shall keep it.
48 And when a stranger shall sojourn with thee, and will keep the passover to the LORD, let all his males be circumcised, and then let him come near and keep it; and he shall be as one that is born in the land: for no uncircumcised person shall eat thereof.
49 One law shall be to him that is homeborn, and unto the stranger that sojourneth among you.
50 Thus did all the children of Israel; as the LORD commanded Moses and Aaron, so did they.
51 And it came to pass the selfsame day, that the LORD did bring the children of Israel out of the land of Egypt by their armies.
EXODUS 13:1-16
1 And the LORD spake unto Moses, saying,
2 Sanctify unto me all the firstborn, whatsoever openeth the womb among the children of Israel, both of man and of beast: it is mine.
3 And Moses said unto the people, Remember this day, in which ye came out from Egypt, out of the house of bondage; for by strength of hand the LORD brought you out from this place: there shall no leavened bread be eaten.
4 This day came ye out in the month Abib.
5 And it shall be when the LORD shall bring thee into the land of the Canaanites, and the Hittites, and the Amorites, and the Hivites, and the Jebusites, which he sware unto thy fathers to give thee, a land flowing with milk and honey, that thou shalt keep this service in this month.
6 Seven days thou shalt eat unleavened bread, and in the seventh day shall be a feast to the LORD.
7 Unleavened bread shall be eaten seven days; and there shall no leavened bread be seen with thee, neither shall there be leaven seen with thee in all thy quarters.

15 Why are thy valiant men swept away? they stood not, because the LORD did drive them.
16 He made many to fall, yea, one fell upon another: and they said, Arise, and let us go again to our own people, and to the land of our nativity, from the oppressing sword.
17 They did cry there, Pharaoh king of Egypt is but a noise; he hath passed the time appointed.
18 As I live, saith the King, whose name is the LORD of hosts, Surely as Tabor is among the mountains, and as Carmel by the sea, so shall he come.
19 O thou daughter dwelling in Egypt, furnish thyself to go into captivity: for Noph shall be waste and desolate without an inhabitant.
20 Egypt is like a very fair heifer, but destruction cometh; it cometh out of the north.
21 Also her hired men are in the midst of her like fatted bullocks; for they also are turned back, and are fled away together: they did not stand, because the day of their calamity was come upon them, and the time of their visitation.
22 The voice thereof shall go like a serpent; for they shall march with an army, and come against her with axes, as hewers of wood.
23 They shall cut down her forest, saith the LORD, though it cannot be searched; because they are more than the grasshoppers, and are innumerable.
24 The daughter of Egypt shall be confounded; she shall be delivered into the hand of the people of the north.
25 The LORD of hosts, the God of Israel, saith; Behold, I will punish the multitude of No, and Pharaoh, and Egypt, with their gods, and their kings; even Pharaoh, and all them that trust in him:
26 And I will deliver them into the hand of those that seek their lives, and into the hand of Nebuchadrezzar king of Babylon, and into the hand of his servants: and afterward it shall be inhabited, as in the days of old, saith the LORD.
27 But fear not thou, O my servant Jacob, and be not dismayed, O Israel: for, behold, I will save thee from afar off, and thy seed from the land of their captivity; and Jacob shall return, and be in rest and at ease, and none shall make him afraid.
28 Fear thou not, O Jacob my servant, saith the LORD: for I am with thee; for I will make a full end of all the nations whither I have driven thee: but I will not make a full end of thee, but correct thee in measure; yet will I not leave thee wholly unpunished.

3 And there came out of the smoke locusts upon the earth: and unto them was given power, as the scorpions of the earth have power.
4 And it was commanded them that they should not hurt the grass of the earth, neither any green thing, neither any tree; but only those men which have not the seal of God in their foreheads.
5 And to them it was given that they should not kill them, but that they should be tormented five months: and their torment was as the torment of a scorpion, when he striketh a man.
6 And in those days shall men seek death, and shall not find it; and shall desire to die, and death shall flee from them.
7 And the shapes of the locusts were like unto horses prepared unto battle; and on their heads were as it were crowns like gold, and their faces were as the faces of men.
8 And they had hair as the hair of women, and their teeth were as the teeth of lions.
9 And they had breastplates, as it were breastplates of iron; and the sound of their wings was as the sound of chariots of many horses running to battle.

11 And they had a king over them, which is the angel of the bottomless pit, whose name in the Hebrew tongue is Abaddon, but in the Greek tongue hath his name Apollyon.

13 And I saw three unclean spirits like frogs come out of the mouth of the dragon, and out of the mouth of the beast, and out of the mouth of the false prophet.
14 For they are the spirits of devils, working miracles, which go forth unto the kings of the earth and of the whole world, to gather them to the battle of that great day of God Almighty.
15 Behold, I come as a thief. Blessed is he that watcheth, and keepeth his garments, lest he walk naked, and they see his shame.
16 And he gathered them together into a place called in the Hebrew tongue Armageddon.

14 And the locusts went up over all the land of Egypt, and rested in all the coasts of Egypt: very grievous were they; before them there were no such locusts as they, neither after them shall be such.
15 For they covered the face of the whole earth, so that the land was darkened; and they did eat every herb of the land, and all the fruit of the trees which the hail had left: and there remained not any green thing in the trees, or in the herbs of the field, through all the land of Egypt.
16 Then Pharaoh called for Moses and Aaron in haste; and he said, I have sinned against the LORD your God, and against you.
17 Now therefore forgive, I pray thee, my sin only this once, and intreat the LORD your God, that he may take away from me this death only.
18 And he went out from Pharaoh, and intreated the LORD.
19 And the LORD turned a mighty strong west wind, which took away the locusts, and cast them into the Red sea; there remained not one locust in all the coasts of Egypt.
20 But the LORD hardened Pharaoh's heart, so that he would not let the children of Israel go.
21 And the LORD said unto Moses, Stretch out thine hand toward heaven, that there may be darkness over the land of Egypt, even darkness which may be felt.
22 And Moses stretched forth his hand toward heaven; and there was a thick darkness in all the land of Egypt three days:
23 They saw not one another, neither rose any from his place for three days: but all the children of Israel had light in their dwellings.
24 And Pharaoh called unto Moses, and said, Go ye, serve the LORD; only let your flocks and your herds be stayed: let your little ones also go with you.
25 And Moses said, Thou must give us also sacrifices and burnt offerings, that we may sacrifice unto the LORD our God.
26 Our cattle also shall go with us; there shall not an hoof be left behind; for thereof must we take to serve the LORD our God; and we know not with what we must serve the LORD, until we come thither.
27 But the LORD hardened Pharaoh's heart, and he would not let them go.
28 And Pharaoh said unto him, Get thee from me, take heed to thyself, see my face no more; for in that day thou seest my face thou shalt die.
29 And Moses said, Thou hast spoken well, I will see thy face again no more.

1 And the LORD said unto Moses, Yet will I bring one plague more upon Pharaoh, and upon Egypt; afterwards he will let you go hence: when he shall let you go, he shall surely thrust you out hence altogether.
2 Speak now in the ears of the people, and let every man borrow of his neighbour, and every woman of her neighbour, jewels of silver, and jewels of gold.
3 And the LORD gave the people favour in the sight of the Egyptians. Moreover the man Moses was very great in the land of Egypt, in the sight of Pharaoh's servants, and in the sight of the people.

9 And the LORD said unto Moses, Pharaoh shall not hearken unto you; that my wonders may be multiplied in the land of Egypt.
10 And Moses and Aaron did all these wonders before Pharaoh: and the LORD hardened Pharaoh's heart, so that he would not let the children of Israel go out of his land.

29 And it came to pass, that at midnight the LORD smote all the firstborn in the land of Egypt, from the firstborn of Pharaoh that sat on his throne unto the firstborn of the captive that was in the dungeon; and all the firstborn of cattle.
30 And Pharaoh rose up in the night, he, and all his servants, and all the Egyptians; and there was a great cry in Egypt; for there was not a house where there was not one dead.
31 And he called for Moses and Aaron by night, and said, Rise up, and get you forth from among my people, both ye and the children of Israel; and go, serve the LORD, as ye have said.
32 Also take your flocks and your herds, as ye have said, and be gone; and bless me also.
33 And the Egyptians were urgent upon the people, that they might send them out of the land in haste; for they said, We be all dead men.
34 And the people took their dough before it was leavened, their kneadingtroughs being bound up in their clothes upon their shoulders.
35 And the children of Israel did according to the word of Moses; and they borrowed of the Egyptians jewels of silver, and jewels of gold, and raiment:
36 And the LORD gave the people favour in the sight of the Egyptians, so that they lent unto them such things as they required. And they spoiled the Egyptians.
37 And the children of Israel journeyed from Rameses to Succoth, about six hundred thousand on foot that were men, beside children.
38 And a mixed multitude went up also with them; and flocks, and herds, even very much cattle.
39 And they baked unleavened cakes of the dough which they brought forth out of Egypt, for it was not leavened; because they were thrust out of Egypt, and could not tarry, neither had they prepared for themselves any victual.
40 Now the sojourning of the children of Israel, who dwelt in Egypt, was four hundred and thirty years.
41 And it came to pass at the end of the four hundred and thirty years, even the selfsame day it came to pass, that all the hosts of the LORD went out from the land of Egypt.
42 It is a night to be much observed unto the LORD for bringing them out from the land of Egypt: this is that night of the LORD to be observed of all the children of Israel in their generations.
43 And the LORD said unto Moses and Aaron, This is the ordinance of the passover: There shall no stranger eat thereof:
44 But every man's servant that is bought for money, when thou hast circumcised him, then shall he eat thereof.
45 A foreigner and an hired servant shall not eat thereof.
46 In one house shall it be eaten; thou shalt not carry forth ought of the flesh abroad out of the house; neither shall ye break a bone thereof.
47 All the congregation of Israel shall keep it.
48 And when a stranger shall sojourn with thee, and will keep the passover to the LORD, let all his males be circumcised, and then let him come near and keep it; and he shall be as one that is born in the land: for no uncircumcised person shall eat thereof.
49 One law shall be to him that is homeborn, and unto the stranger that sojourneth among you.
50 Thus did all the children of Israel; as the LORD commanded Moses and Aaron, so did they.
51 And it came to pass the selfsame day, that the LORD did bring the children of Israel out of the land of Egypt by their armies.
EXODUS 13:1-16
1 And the LORD spake unto Moses, saying,
2 Sanctify unto me all the firstborn, whatsoever openeth the womb among the children of Israel, both of man and of beast: it is mine.
3 And Moses said unto the people, Remember this day, in which ye came out from Egypt, out of the house of bondage; for by strength of hand the LORD brought you out from this place: there shall no leavened bread be eaten.
4 This day came ye out in the month Abib.
5 And it shall be when the LORD shall bring thee into the land of the Canaanites, and the Hittites, and the Amorites, and the Hivites, and the Jebusites, which he sware unto thy fathers to give thee, a land flowing with milk and honey, that thou shalt keep this service in this month.
6 Seven days thou shalt eat unleavened bread, and in the seventh day shall be a feast to the LORD.
7 Unleavened bread shall be eaten seven days; and there shall no leavened bread be seen with thee, neither shall there be leaven seen with thee in all thy quarters.
8 And thou shalt shew thy son in that day, saying, This is done because of that which the LORD did unto me when I came forth out of Egypt.
9 And it shall be for a sign unto thee upon thine hand, and for a memorial between thine eyes, that the LORD'S law may be in thy mouth: for with a strong hand hath the LORD brought thee out of Egypt.
10 Thou shalt therefore keep this ordinance in his season from year to year.
11 And it shall be when the LORD shall bring thee into the land of the Canaanites, as he sware unto thee and to thy fathers, and shall give it thee,
12 That thou shalt set apart unto the LORD all that openeth the matrix, and every firstling that cometh of a beast which thou hast; the males shall be the LORD'S.
13 And every firstling of an ass thou shalt redeem with a lamb; and if thou wilt not redeem it, then thou shalt break his neck: and all the firstborn of man among thy children shalt thou redeem.
14 And it shall be when thy son asketh thee in time to come, saying, What is this? that thou shalt say unto him, By strength of hand the LORD brought us out from Egypt, from the house of bondage:
15 And it came to pass, when Pharaoh would hardly let us go, that the LORD slew all the firstborn in the land of Egypt, both the firstborn of man, and the firstborn of beast: therefore I sacrifice to the LORD all that openeth the matrix, being males; but all the firstborn of my children I redeem.
16 And it shall be for a token upon thine hand, and for frontlets between thine eyes: for by strength of hand the LORD brought us forth out of Egypt.
PROPHETS PORTION
JEREMIAH 46:13-28
13 The word that the LORD spake to Jeremiah the prophet, how Nebuchadrezzar king of Babylon should come and smite the land of Egypt.
14 Declare ye in Egypt, and publish in Migdol, and publish in Noph and in Tahpanhes: say ye, Stand fast, and prepare thee; for the sword shall devour round about thee.
15 Why are thy valiant men swept away? they stood not, because the LORD did drive them.
16 He made many to fall, yea, one fell upon another: and they said, Arise, and let us go again to our own people, and to the land of our nativity, from the oppressing sword.
17 They did cry there, Pharaoh king of Egypt is but a noise; he hath passed the time appointed.
18 As I live, saith the King, whose name is the LORD of hosts, Surely as Tabor is among the mountains, and as Carmel by the sea, so shall he come.
19 O thou daughter dwelling in Egypt, furnish thyself to go into captivity: for Noph shall be waste and desolate without an inhabitant.
20 Egypt is like a very fair heifer, but destruction cometh; it cometh out of the north.
21 Also her hired men are in the midst of her like fatted bullocks; for they also are turned back, and are fled away together: they did not stand, because the day of their calamity was come upon them, and the time of their visitation.
22 The voice thereof shall go like a serpent; for they shall march with an army, and come against her with axes, as hewers of wood.
23 They shall cut down her forest, saith the LORD, though it cannot be searched; because they are more than the grasshoppers, and are innumerable.
24 The daughter of Egypt shall be confounded; she shall be delivered into the hand of the people of the north.
25 The LORD of hosts, the God of Israel, saith; Behold, I will punish the multitude of No, and Pharaoh, and Egypt, with their gods, and their kings; even Pharaoh, and all them that trust in him:
26 And I will deliver them into the hand of those that seek their lives, and into the hand of Nebuchadrezzar king of Babylon, and into the hand of his servants: and afterward it shall be inhabited, as in the days of old, saith the LORD.
27 But fear not thou, O my servant Jacob, and be not dismayed, O Israel: for, behold, I will save thee from afar off, and thy seed from the land of their captivity; and Jacob shall return, and be in rest and at ease, and none shall make him afraid.
28 Fear thou not, O Jacob my servant, saith the LORD: for I am with thee; for I will make a full end of all the nations whither I have driven thee: but I will not make a full end of thee, but correct thee in measure; yet will I not leave thee wholly unpunished.
NEW TESTAMENT PORTION
LUKE 2:22-24
22 And when the days of her purification according to the law of Moses were accomplished, they brought him to Jerusalem, to present him to the Lord;
23 (As it is written in the law of the Lord, Every male that openeth the womb shall be called holy to the Lord;)
24 And to offer a sacrifice according to that which is said in the law of the Lord, A pair of turtledoves, or two young pigeons.
JOHN 19:31-37
31 The Jews therefore, because it was the preparation, that the bodies should not remain upon the cross on the sabbath day, (for that sabbath day was an high day,) besought Pilate that their legs might be broken, and that they might be taken away.
32 Then came the soldiers, and brake the legs of the first, and of the other which was crucified with him.
33 But when they came to Jesus, and saw that he was dead already, they brake not his legs:
34 But one of the soldiers with a spear pierced his side, and forthwith came there out blood and water.
35 And he that saw it bare record, and his record is true: and he knoweth that he saith true, that ye might believe.
36 For these things were done, that the scripture should be fulfilled, A bone of him shall not be broken.
37 And again another scripture saith, They shall look on him whom they pierced.
ACTS 13:16-17
16 Then Paul stood up, and beckoning with his hand said, Men of Israel, and ye that fear God, give audience.
17 The God of this people of Israel chose our fathers, and exalted the people when they dwelt as strangers in the land of Egypt, and with an high arm brought he them out of it.

12 And the fourth angel sounded, and the third part of the sun was smitten, and the third part of the moon, and the third part of the stars; so as the third part of them was darkened, and the day shone not for a third part of it, and the night likewise.
13 And I beheld, and heard an angel flying through the midst of heaven, saying with a loud voice, Woe, woe, woe, to the inhabiters of the earth by reason of the other voices of the trumpet of the three angels,which are yet to sound!
1 And the fifth angel sounded, and I saw a star fall from heaven unto the earth: and to him was given the key of the bottomless pit.
2 And he opened the bottomless pit; and there arose a smoke out of the pit, as the smoke of a great furnace; and the sun and the air were darkened by reason of the smoke of the pit.
3 And there came out of the smoke locusts upon the earth: and unto them was given power, as the scorpions of the earth have power.
4 And it was commanded them that they should not hurt the grass of the earth, neither any green thing, neither any tree; but only those men which have not the seal of God in their foreheads.
5 And to them it was given that they should not kill them, but that they should be tormented five months: and their torment was as the torment of a scorpion, when he striketh a man.
6 And in those days shall men seek death, and shall not find it; and shall desire to die, and death shall flee from them.
7 And the shapes of the locusts were like unto horses prepared unto battle; and on their heads were as it were crowns like gold, and their faces were as the faces of men.
8 And they had hair as the hair of women, and their teeth were as the teeth of lions.
9 And they had breastplates, as it were breastplates of iron; and the sound of their wings was as the sound of chariots of many horses running to battle.
10 And they had tails like unto scorpions, and there were stings in their tails: and their power was to hurt men five months.
11 And they had a king over them, which is the angel of the bottomless pit, whose name in the Hebrew tongue is Abaddon, but in the Greek tongue hath his name Apollyon.
12 One woe is past; and, behold, there come two woes more hereafter.
REVELATION 16:1-21
1 And I heard a great voice out of the temple saying to the seven angels, Go your ways, and pour out the vials of the wrath of God upon the earth.
2 And the first went, and poured out his vial upon the earth; and there fell a noisome and grievous sore upon the men which had the mark of the beast, and upon them which worshipped his image.
3 And the second angel poured out his vial upon the sea; and it became as the blood of a dead man: and every living soul died in the sea.
4 And the third angel poured out his vial upon the rivers and fountains of waters; and they became blood.
5 And I heard the angel of the waters say, Thou art righteous, O Lord, which art, and wast, and shalt be, because thou hast judged thus.
6 For they have shed the blood of saints and prophets, and thou hast given them blood to drink; for they are worthy.
7 And I heard another out of the altar say, Even so, Lord God Almighty, true and righteous are thy judgments.
8 And the fourth angel poured out his vial upon the sun; and power was given unto him to scorch men with fire.
9 And men were scorched with great heat, and blasphemed the name of God, which hath power over these plagues: and they repented not to give him glory.
10 And the fifth angel poured out his vial upon the seat of the beast; and his kingdom was full of darkness; and they gnawed their tongues for pain,
11 And blasphemed the God of heaven because of their pains and their sores, and repented not of their deeds.
12 And the sixth angel poured out his vial upon the great river Euphrates; and the water thereof was dried up, that the way of the kings of the east might be prepared.
13 And I saw three unclean spirits like frogs come out of the mouth of the dragon, and out of the mouth of the beast, and out of the mouth of the false prophet.
14 For they are the spirits of devils, working miracles, which go forth unto the kings of the earth and of the whole world, to gather them to the battle of that great day of God Almighty.
15 Behold, I come as a thief. Blessed is he that watcheth, and keepeth his garments, lest he walk naked, and they see his shame.
16 And he gathered them together into a place called in the Hebrew tongue Armageddon.
17 And the seventh angel poured out his vial into the air; and there came a great voice out of the temple of heaven, from the throne, saying, It is done.
18 And there were voices, and thunders, and lightnings; and there was a great earthquake, such as was not since men were upon the earth, so mighty an earthquake, and so great.
19 And the great city was divided into three parts, and the cities of the nations fell: and great Babylon came in remembrance before God, to give unto her the cup of the wine of the fierceness of his wrath.
20 And every island fled away, and the mountains were not found.
21 And there fell upon men a great hail out of heaven, every stone about the weight of a talent: and men blasphemed God because of the plague of the hail; for the plague thereof was exceeding great.
