EUOBSERVER / BRUSSELS - MEPs are rushing to establish the European Parliament's formal position on the union's fledgling diplomatic service amid fears that member states will create a body that is beyond democratic scrutiny and control.Euro-deputies are keen to have the service attached to the European Commission and part of the overall community budget rather than an independent service only answerable to, and funded by, national governments.A diplomatic service is one of the major innovations of the proposed Lisbon Treaty, along with an EU foreign minister and a permanent president of the European Council.
A draft report on the issue, due to be voted on in plenary on 22 October, urges the commission to make use of the fact it has quasi-veto power over the formal decision by member states to establish the service.The External Action Service (EAS) should be administratively and budget-wise within the Commission, formally a part of the Commission,said German centre-right MEP Elmar Brok, in charge of drawing up the report, on Tuesday (6 September).According to British Liberal deputy Andrew Duff the diplomatic service should be a sui generis body attached to the Commission.MEPs are also calling for the service, whose exact shape and size still has to be fixed, to be staffed on the basis of merit, expertise and excellence and for balance in representation from the Commission, the Council - representing member states - and national diplomatic services.
Foreign minister hearing
The issue is set to cause a power scuffle with national governments. Member states – only slowly waking up to the foreign policy implications of the treaty - are reluctant to let parliament dictate the terms of the diplomatic service. This is not something that has great support in the Council,Swedish Europe minister Cecilia Malmstrom told this website when asked about making the service part of the commission's structure.But the parliament, which only has the right to be consulted by member states on the diplomatic service, believes it can influence the proceedings by playing hardball during its hearing of the foreign minister.This is the preparatory report. It should be someone who is willing to spend a lot of time carrying out shuttle diplomacy among member states and talking to the commission in search of compromises,Polish EU affairs minister Mikolaj Dowgielewicz told EUobserver.

EUOBSERVER / BRUSSELS – EU macro-regions such as the one surrounding the Baltic Sea could by 2014 be granted their own budget line from the Union's common coffers, the Swedish EU presidency said on Tuesday.The Baltic Sea Strategy is fantastic, but it has its limitations. It mainly focuses on projects and won't solve all the problems of the region,Swedish minister for EU affairs Cecilia Malmstrom said at a press panel during the Open Days, a marathon of events in Brussels dedicated to regions and cities.The Baltic Sea Strategy is the EU's pilot project for so-called macro-regions comprising several member states featuring a common geographical characteristic. As with the states bordering the Baltic Sea, the EU could soon see a strategy for the Danube region, one for the Alps and another for the Carpathian mountains.In the case of the Baltic Sea Strategy, the main aims are to clean up the highly polluted waters, to connect the transport and energy networks of the bordering countries and to spur research and exchange among different universities.
Adopted by the European Commission in June, the strategy still needs the endorsement of all member states – something the Swedish EU presidency is hoping to achieve by the end of October.The strategy does not provide for new funds, only how to better co-ordinate existing projects among the eight countries concerned – Denmark, Sweden, Finland, Poland, Germany, Estonia, Lithuania and Latvia.As discussions on the next seven-year EU budget (2014-2021) are about to begin, Ms Malmstrom was asked if the so-called macro-regions could get their own financing in the future.I could imagine, within the cohesion funds, one headline for macro-regional co-operation,she said. It is not on the agenda so far, but it could very well come up,she added.EU regional affairs commissioner Pawel Samecki said that discussions on this matter had already started last month in Stockholm, when foreign ministers gathered for an informal meeting on the Baltic Sea strategy.The question was raised whether we should have a separate budget line for macro-regions. It is a relevant question, which would have other implications as well, as to who will manage this money – the EU commission, existing structures or a new body?
Carsten-Ludwig Ludemann, a local official with the German city of Hamburg, said it was actually good that the commission did not attach a specific sum to the Baltic Sea strategy, as it was still facing acceptance issues with the member states not concerned.We are a federal state and all 16 Bundeslaender [regions] had to approve the strategy, which they did. But no land said they wanted a Danube or another strategy now,he noted.The Baltic Sea strategy is due for review in 2011, under the Polish EU presidency, when countries and regional organisations responsible for specific projects will report about the actual implementation of the measures.It is very important to make states responsible,Finnish EU affairs minister Astrid Thors said.I hope we won't need to name and shame countries in two years time,she added.

EUOBSERVER / BRUSSELS - There is a dark side to some of the impressive new online technologies that are appearing, from social networking to behavioural advertising to RFID smart chips, the European Commission's internet chief has warned.While such technologies offer great vistas of opportunity, the commission is monitoring their development closely for the very real potential threats to privacy they contain, information society commissioner Viviane Reding said on Monday at a debate on the future of the internet in Brussels.Ms Reding threatened that if social networking sites such as Facebook themselves do not make moves to ensure the profiles of minors are kept private, she would intervene with legislation to force them to do so.
Privacy must, in my view, be a high priority for social networking providers and for their users. I firmly believe that at least the profiles of minors must be private by default and unavailable to internet search engines,she told the meeting in the European Parliament, organised by Icomp, an industry initiative backed by Microsoft to discuss the online marketplace.The European Commission has already called on social networking sites to deal with minors' profiles carefully, by means of self-regulation,she continued.I am ready to follow this up with new rules if I have to.But she said she worries about all users of social networking, not just children, and fears that most users of such sites are unaware of the dangers to their privacy.
Social networking has a strong potential for a new form of communication and for bringing people together, wherever they are,she said.But is every social networker really aware that all pictures and information uploaded on social networking profiles can be accessed and used by anyone on the web?
Advertising concerns
The EU's internet chief also said that behavioural advertising - those ads that appear that seem to know exactly the sort of books or vacations or concerts you would be interested in - was another privacy concern repeatedly mentioned to the European Commission these days.Behavioural adverts are able to do this by keeping track of internet users' web browsing to better target them with advertisements.Ms Reding said that the EU executive was watching this development for infringement of privacy: European privacy rules are crystal clear: a person's information can only be used with their prior consent.The commission is closely monitoring the use of behavioural advertising to ensure respect for our privacy rights,she added.I will not shy away from taking action where an EU country falls short of this duty.The commissioner also warned of the perils contained within the internet of things - the use of radio frequency identification (RFID), or smart chips, that could be attached to any product.There is enormous potential from a world in which all mugs, containers, shoes or airplane parts are attached with tiny identifying devices. Analysts predict that common events that plague businesses and individuals such as running out of stock, product wastage, and theft. Losing your keys could be a thing of the past, if we know where a product is at all times. But there are also great privacy pitfalls in such a world, noted Ms Reding.I am convinced [RFID] will only be welcomed in Europe if they are used by the consumers and not on the consumers,she told the crowd.No European should carry a chip in one of their possessions without being informed precisely of what they are used for, with the choice to remove or switch it off at any time.The Internet of Things will only work if it is accepted by the people.
Her speech also focussed on the need for a single online market for digital content, which she has repeatedly argued is fragmented, a competitive disadvantage for Europe when compared to the United States.Before the end of the current commission's mandate, she said, she and internal market commissioner Charlie McCreevy would publish a reflection paper over a set of possible legislative options to create such a single digital market.Ms Reding would also like to see the development of a European Rights Registry to ease the digitalisation of books. Such a registry would aim to overcome the current problem of books republishing online books that are out of print, but whose copyright ownership remains cloudy.Although the Luxembourgish Ms Reding has expressed an interest in returning to Brussels as part of President Jose Manuel Barroso's second college of commissioners, it is not clear that if she returns, she would be awarded the same dossier.She underlined that in making her comments on the future of the internet, she did not want to pre-empt the new commission.

Depending on whom you ask, the doom will manifest itself through all kinds of calamities: either an obscure, as of yet undetected planet hurrying through the solar system will crash into earth- or spacecrafts, waiting impatiently on the dark side of the moon, will invade when the clock strikes 2012. Mysterious beings from an even more mysterious intergalactic light federation are routinely informing us that the hour is late and mankind should create a one world state in order to properly receive the alien visitors.Of course history records so many impending days of doom, that if they would all have come to pass, the earth would have been utterly destroyed a thousand times over. This sobering fact does not in the least affect the end-of-days advocates. Proponents of these mythologies (uniformly building their speculations upon an interpretation of the Mayan calendar) usually shy away from actual reality unfolding as we speak. They prefer busying themselves with the latest message from planet Zordac instead.An example of this utter disregard for reality at the expense of desperately needed reporting is given by the Dutch website Niburu- named after the planet X a.k.a. extraterrestrial craft, racing on a supposed collision course with Earth. Although initially the website actually informed about and investigated the state of affairs, the editors have decided they’ve had enough of reality- and are steering their spaceship towards dangerous fantasies of a unified planet, yes, a one world order needed to prepare for first contact.The explanation given for this remarkable choice would be laughable if it would not be so sad. Instead of focusing on the scientific dictatorship being implemented stage by stage, the editors of Niburu would rather: explain what the consequences are for the physical body when entering the photon belt.
Now this is all innocent indulging- if not for the overall passive demeanour created in the process. Why act if the battle for freedom will be decided by an expected catastrophe descending from the heavens? It is easy to throw your hands in the air and to drift aimlessly on ethereal air currents. It is hard, on the other hand, to challenge the very real New World Order that is engaged in depopulation policies on record. History teaches us that the tyrant stands to gain from the slaves surrendering their minds to idle fancies.It began in the decades proceeding the year 1000: medieval Europe was in the grips of the expected second coming of Christ. People readily emptied their purses, in case a divine strike from the sky would blast them to kingdom come. While the local tyrants collected the cash, the serfs raised their eyes to the heavens expecting cloud-bursting judgement at any moment. You can imagine that when the long expected hour came and went without incident, the poor pilgrims shook their fist up at the same sky they trembled under not long before. Not only was their summoning before the divine throne delayed, their purses were even emptier than they had been before. In the meantime, their Saxe-Coburg-Gotha chieftain had profited from the situation by gathering all riches to him, exercising his power with all the more ruthlessness and resolve.
History tends to repeat itself. This time the clock has been wound up to 2012.
It is of course only a matter of time before the New World Order utilizes this tendency to dream of UFO’s and a floating off into some vibrational sphere of existence. What better way to kill resistance in the bud than through claiming that the world will end, whether we act of whether we don’t? Propping up fears of impending doom creates a vacuum into which a large bulk of the energy in the pursuit of truth may be deposited to wither and die. Besides, it discourages people from action, inspiring inaction instead. After all, why bother educating people about a world dictatorship if the end is nigh and there’s nothing to be done? Also it sets the stage for a phenomenon which could be described as reversed predictive programming.Desensitizing people to messages of apocalypse without it occurring, makes people understandably weary of making such predictions in the future. When the dreaded year comes and goes, with the stars unshaken and the sky unchanged- and rest assured they will be- another objective will have been accomplished. Those who will not idly postpone doomsday to some later date will chastise themselves for having been so credulous. They will certainly think twice before allowing themselves to be fooled again, disengaging themselves forever from the battle for liberty.For those not completely transfixed on the year 2012 there is much at stake. Imagining things will not be necessary. World government is being announced quite openly, the banks are routing out the economy, and long-fought liberties are being torched by power tripping psychopaths wherever you look. When one feels around the edges of current event, the indicators are unmistakable. The board is set; an invisible hand hovers above the pieces, ready to move. The supreme body of central bankers, deciding who gets special treatment by the eugenicists and who does not, is rolling out its game plan with an effort that dwarfs any embarked upon before by the New World Order in its long and sordid history. Its power rests and always has rested primarily on its ability to control the flow of information, relying on an uncritical mass, bobbing on a wire. We have the mainstream media to thank for this massive propaganda offensive. The situation becomes even more dire when we consider some alternative media outlets, changing their trajectory of truth towards vague new age concepts, softening the people up to the point of complete spine failure and furthering the objectives of the New World Order in the process.

United Nations wants new global reserve currency

Speaking at an annual meeting between the International Monterary Fund and the World Bank, United Nations Undersecretary-General for Economic and Social Affairs, Sha Zukang, on Tuesday called for a new reserve currency On Tuesday, the United Nations called for a new global reserve currency to offset the dominance of a weak United States Dollar, according to AFP. Zukang elaborated that the dollar supremacy has allowed the US to have a large trade deficit. Speaking in Istanbul, Turkey at the annual meeting between the IMF and the World Bank Zukang said,Important progress in managing imbalances can be made by reducing the reserve currency country’s privilege to run external deficits in order to provide international liquidity.Zukang further went on to discuss Special Drawing Rights, which is a truly global reserve currency. SDRs are mostly used in IMF transactions are made up of four currencies: Euro, Yen, Pound and the Dollar.
Earlier this year, China called for a new global reserve currency. Last month, the UN also called for, once again, a new global reserve currency, according to the Daily Telegraph. Many nations are discussing the possibility and published reports also speculate that Gulf nations will dump the Dollar and use other currencies and possibly even gold bullion.In September, Digital Journal reported that Iran dumped the Dollar for the Euro because of the fledgling US economy and the devaluation of the country’s currency.

The U.S. dollar continued its six-month slide Tuesday amid a growing international chorus that wants the dollar replaced -- or at least supplemented -- as the world's reserve currency, a move that would end the greenback's six decades of global dominance.The dollar has come under attack from abroad as the economic crisis has played out, thanks to the Federal Reserve's decision to flood a seized-up financial system with liquidity last fall. The central bank's moves likely staved off deflation, but the massive influx of new dollars has devalued existing ones. Foreign nations are worried that the massive U.S. national debt and rising deficits are not being addressed. And though inflation is not yet a concern in the United States, a prolonged slide in the dollar's value could lead to higher prices for consumers.
Further, large emerging economies -- such as China, Russia, Brazil and India -- are tired of kow-towing to the American buck, and sense an opportunity to knock a weakened dollar off its imperial perch.The U.S. dollar is headed for also-ran status, and it will continue to lose its value against many other currencies and assets,Miller Tabak equity strategist Peter Boockvar said.The rest of the world wants the U.S. dollar to lose influence, but no one wants it to be abrupt, as it's in no one's interest. An evolutionary process is what is wanted.
The question is: When will that happen?
In the next two to three years, it is highly unlikely to see the dollar replaced, said Eswar Prasad, an economics professor at Cornell University and a senior fellow at the Brookings Institution in Washington. Over the next decade, though, we would expect to see other currencies play a much more significant role.The dollar fell to nearly its lowest point of the year against the yen and euro on Tuesday, which sent the price of gold surging to a record intraday high above $1,045 per ounce, as investors sought a hedge against inflation and foreign nations continued to stockpile the precious metal.For the American consumer, a falling dollar means U.S. exports sell better overseas, which can lead to more jobs here. Stocks, which typically move opposite of the dollar, staged a strong rally on Tuesday, continuing their fast Monday start. My message today is very simple; Thank you Ireland: It's a great day, for Ireland and for Europe.The Irish people have spoken. They have said a resounding yes to Europe.I have just spoken to the Irish Taoiseach, Brian Cowen to congratulate him. I have also spoken to Enda Kenny, the leader of Fine Gael and to Eamon Gilmore, the leader of the Labour Party. I am extremely happy about the resounding result of the referendum.All Member States have now democratically approved the Lisbon Treaty, either by popular or by parliamentary vote.I want to congratulate the Irish people on reaching their overwhelming decision after such long and careful deliberation.I see the yes vote as a sign of confidence by the Irish people in the European Union, as a sign of their desire to be wholehearted members at the heart of the European Union. As a sign that Ireland recognises the role that the European Union has played in responding to the economic crisis.The debate has been intense, many people have been involved and all aspects of the Lisbon Treaty and European Union policy have been discussed.The campaign has been extensive over the past month. Indeed I saw it at first hand when I was in Limerick on Saturday 12th September. I was genuinely impressed not just by the campaign of the political parties, but particularly, and I want to underline this, by the campaigns by civil society organisations.This shows when we engage, when we explain, we can have real support for our European project.
Much more information about the Treaty was available on this occasion and I believe this played a key role in helping people make up their minds. I am pleased that the European Commission helped in providing impartial and accurate information at the disposal of the Irish people.I also believe that the legal guarantees, including the retention of a Commissioner per Member State, played a significant role in meeting the legitimately expressed concerns voiced by the Irish people in June 2008. It demonstrated that the European Union was ready to listen, and to react.
The European Union is a project based on the idea of solidarity.
I believe that the European Union needs the Lisbon Treaty so that we can be more effective, and more accountable, in delivering an agenda that produces concrete results for our citizens.Now that all Member States have democratically approved the Lisbon Treaty, I hope that the necessary procedures for its entry into force can be completed as quickly as possible in Poland and the Czech Republic.Today was indeed a great day for the European Union, once again thanks to Ireland.

The European Union would like to reconfirm its commitment to face the multiple challenges before us through effective multilateralism. We need the United Nation's broad-based legitimacy for international actions and norms and to coordinate our efforts. The United Nations, for its part, will have to adapt to stay relevant and to be able to address the issues before us.Climate change has proven to be one of the greatest challenges of our generation, and 2009 is a critical year. It is also a year of hope and opportunity. The European Union will go to Copenhagen in December determined to reach a comprehensive, fair and ambitious global climate agreement. On scientific grounds, global temperature rise must be kept below 2 degrees Celsius. To secure this target, global emissions need to be reduced by at least 50 % by 2050. This is possible and requires all countries to contribute and cooperate. Developed countries must take the lead in reducing emissions. The EU commitments stand firm. The EU is also prepared to contribute our fair share of financing and support to developing countries' mitigation and adaptation efforts.The European Union appreciates the leadership of the Secretary General and commends his initiative to organize a Summit on Climate Change, where world leaders showed a unison determination to seal an ambitious deal in Copenhagen.By bringing development actors around the world together to work towards the same goals, the Millennium Development Goals play a unique catalyst role in driving development progress.The European Union is very encouraged by the reports of concrete progress on the MDG regarding HIV/AIDS, malaria and tuberculosis. On the other hand, we are deeply concerned about the setbacks in many other areas, with MDG 5 on maternal mortality standing out.2015 is fast approaching. In order to achieve the MDG:s, we need to step up all efforts - national and international, regional and private, governmental and non-governmental, North and South. The role of the United Nations in development is pivotal and the European Union will continue to support its work.The UN is in a unique position to pursue good offices in preventive diplomacy around the globe. We support the continued strengthening of UN capacity in this field, including through the Mediation Support Unit. UN Peacekeeping is at a critical juncture. The New Horizons paper provides a basis for a strategic reflection about the UN's role and its capacity in the field of peacekeeping. As the Secretary General points out in his report, the challenges that face the peacekeepers of today are unprecedented in scale, complexity and risk level. Hence it is crucial that the process of forming partnerships and sharing the burden continues with a view to finding the best collective response to global and regional conflicts. The EU is committed to a strong and close partnership with the UN in peacekeeping.We continue to be involved in both UN-led and UN-mandated peacekeeping operations. EU member states contribute nearly 40% of the peacekeeping budget. The recent transfer of responsibilities between the two organizations in Chad and in Kosovo highlights the close partnership between the EU and UN.An efficient co-operation between UN and other regional organizations, in particular the AU, is vital in making peacekeeping efforts more effective.The full implementation of Security Council resolutions on Women, Peace and Security is important to the EU. We must ensure that they are followed up by concrete action.The UN has taken important steps in recent years to form a more systematic approach to post-conflict peace building.The Peacebuilding Commission has proven to be an important vehicle to mobilize political and financial support and to focus on key priorities. We must continue to take steps that can enhance a joint coordination of policies and activities both at Headquarters and in the field.In his report the Secretary General points to Counter-Terrorism and Disarmament and Non-proliferation as two areas where the UN should make a real difference.The EU commends the Counter Terrorism Implementation Task Force for its work and would like to see further steps towards a more coherent UN approach on counter-terrorism, including the finalization of a comprehensive convention on terrorism.
As stated in report of the Secretary General, there is an encouraging growing momentum in global arms control and disarmament. We shall continue to pursue resolute action in response to them. In this context, the European Union stresses the crucial importance of full and immediate compliance with Security Council resolutions.One of the main purposes at the creation of the United Nations was to achieve international cooperation in promoting respect for human rights and fundamental freedoms.In spite of progress made, as outlined in the report of the Secretary General, much remains to be done. In order for the United Nations to become more efficient, human rights must be integrated into all policy areas of the UN. TEHRAN, Iran – Iran plans to install a more advanced type of centrifuge at its newly revealed uranium enrichment site, an Iranian newspaper reported Tuesday, a development certain to add to international concerns about the country's nuclear work.Iranian scientists have carried out research and development in recent months for the new generation of more efficient centrifuges, and most of the machines' components are made domestically, said the head of Iran's nuclear agency, Ali Akbar Salehi, according to the Kayhan daily newspaper.Iran's enrichment of uranium is the central concern of the United States and other nations negotiating with the country over its nuclear program. The technology can be used to make fuel for power plants and nuclear weapons.Iran insists its enrichment work is only meant for use in generating power, but Washington and its allies are suspicions of Tehran's intentions and fear its mastery of the technology will give them a pathway to weapons development.Over the past months, we have focused on research and development to drive the new machines,the newspaper quoted Salehi as saying.
The new enrichment site near the holy city of Qom — Iran's second such facility — was made public last month by President Barack Obama and the leaders of France and Britain several days after Iran notified the U.N.'s nuclear monitoring agency about the site. JOHANNESBURG – More than 2 million babies and mothers die worldwide each year from childbirth complications, outnumbering child deaths from malaria and HIV/AIDS, according to a study released Tuesday.The study, launched at the International Federation of Gynecology and Obstetrics world congress being held in Cape Town, also showed that such deaths could be easily avoided.The world will continue to miss the unheard cry of the 230 babies who die every hour from childbirth complications, unless there is better planning and implementation of policies, according to the study.Some 1.02 million babies are stillborn and another 904,000 die soon after birth. By comparison, 820,000 children die from malaria and 208,000 die from HIV/AIDS worldwide.About 42 percent of the world's 536,000 maternal deaths also occur during childbirth, according to the study. Deaths in Africa and South Asia account for three-quarters of the maternal and infant deaths.The research was led by Save the Children, the Gates Foundation and Johns Hopkins University with investigators from a dozen countries. It was published in the October edition of the federation's journal.The huge numbers hide multiple personal stories of loss,said Joy Lawn, who runs Save the Children's Saving Newborn Lives campaign.Each death is a tragedy to a family — actually a double tragedy since almost all these deaths could be prevented.The report said that many of the deaths could be avoided with improvements in basic health care, and training for local health care workers to perform emergency Cesarean sections and other lifesaving techniques.
Lawn said she hoped that the study would be used by countries to ensure money was invested where it was needed.Poverty is one of the main causes of these deaths. In wealthier countries most women give birth with a skilled attendant while in poor countries, few women do.Most deaths also occur in remote rural areas where there are few doctors and nurses. Each year, 60 million of the world's 136 million births occur outside health facilities, and only one out of every five babies born in African hospitals are cared for by skilled staff.Lawn told The Associated Press that researchers were taken aback by the shocking figures and the lack of attention given to these mothers and their babies.It is seen as women's business. Stillbirths don't count. Sometimes the deaths of women don't even count,she said.However, she said that developments in Malawi show some signs of encouragement. The country, located in southern Africa, has only three pediatricians for about 12 million people. MIAMI – Forecasters say Tropical Storm Henri (awn-'REE) is gaining strength in the Atlantic Ocean but it could be short-lived.The U.S. National Hurricane Center said Tuesday night that the storm was about 510 miles (825 kilometers) east of the northern Leeward Islands.The storm is moving west-northwest about 17 miles per hour (28 kph) and is expected to stay well to the north of the Lesser Antilles.Its maximum sustained winds are near 45 mph (75 kph) with higher gusts.Forecasters say the eighth named storm of the Atlantic season could weaken below tropical storm strength as early as Wednesday and be a remnant by Thursday.

They come soon after large parts of the country suffered a drought.Millions of acres of farmland went under water, raising fears of a fall in sugar output in Karnataka, the country's third-biggest producer.While rains have subsided, fears grew that corn output could also be hit by at least one million tons in the two states, which account for about 35 percent of India's total corn production.With water levels receding at most places, the focus shifted to relief operations. While rescue workers struggled to deliver food and water rations at many places, some victims complained about the slow pace of relief efforts.We have no facilities here. TOKYO (Reuters) – A powerful typhoon approached Japan's main islands on Wednesday, threatening the heavily populated country's industrial centers with torrential rain and strong winds.Typhoon Melor may be the most powerful storm to hit Japan's main islands in more than 10 years if it makes landfall, the Meteorological Agency said.
Television showed waves pounding the shores of Japan's small southern islands as the typhoon moved north-northeast toward the main island of Honshu.The eye of the storm was 250 km (155 miles) south of Tanegashima, 1000 km southwest of Tokyo and home to Japan's rocket launch pad, at 10:00 JST (0000 GMT), according to the Meteorological Agency. It could make landfall in central Japan west of Tokyo on Thursday.Up to 400 mm of rain is forecast over the next 24 hours in the Tokai region, which includes the industrial center of Nagoya, the agency said, also warning of high winds, gales and flooding across southern Japan.Toyota Motor Corp may not open its plants in the Nagoya area on Thursday due to the typhoon.We haven't decided whether to do daytime shifts tomorrow,a Toyota spokeswoman said.An official at Nippon Oil's Oita refinery on the southern island of Kyushu said it was raining heavily but the typhoon had not affected the refinery's operations or oil shipments.

MANILA (Reuters) – Tropical storm Parma stalled for two days off northwestern Philippines, was slowly heading toward the country's tobacco-producing region on Tuesday, after killing at least 22 people.Right behind it is Typhoon Melor, a category 4 storm currently south of Okinawa and on a path that could take it over Tokyo by Thursday, according to the weather tracking website Tropical Storm Risk.
A category 4 storm can pack winds of between 211 and 250 kph.
Parma, downgraded to a tropical storm on Monday, was meandering off the northern tip of the Philippines, about 110 km (68 miles) north-northwest of the Ilocos region, Nathaniel Cruz, the weather bureau's chief forecaster, said.Parma moved much closer to the Ilocos region because Typhoon Melor is influencing its movement,Cruz said, adding it was not expected to make landfall and may move southwest toward the South China Sea in the next three days.It is typhoon season in the Philippines and Parma has been drenching the northern part of the country about a week after a previous storm dumped an average month's worth of rain in one day on Greater Manila, displacing nearly a half-million people.Manila is still cleaning up from the floods.

Taiwan's central weather bureau, however, lifted its land warning as the storm moved away from the island.Nearly 8,000people were evacuated as rainfall reached as high as 1,414 mm in the mountains near Taiwan's east coast, disaster officials said.Stung by accusations of a slow response to an August typhoon that killed about 770 people, mostly in rain-triggered mudslides, Taiwan required evacuations ahead of Parma.Parma slammed into the northern Philippines on Saturday, triggering floods and landslides and destroying nearly 800 million pesos ($16.8 million) in crops and infrastructure in the country, according to officials and radio reports.More than 300,000 people were affected and a third of those were in temporary shelters. Power and communications have yet to be restored in some areas.Ketsana, the typhoon that hit the capital city area more than a week ago, killed 300 people and caused about 7.63 billion pesos damage to crops, mostly rice about to be harvested.About 2.7 billion pesos in infrastructure -- roads, bridges and schools -- were also damaged, disaster officials said.The government is preparing a 10-billion peso supplementary budget to finance relief work and may issue dollar-denominated bonds of $250-500 million to fund it, in addition to previous plans to issue yen bonds.Agriculture Secretary Arthur Yap said rice stocks were sufficient for the year despite the crop damage. MIAMI – Forecasters say that as expected, Tropical Storm Grace is dying in the northeastern Atlantic Ocean.Forecasters at the National Hurricane Center in Miami say the remnants of the storm were being absorbed Monday night by a front.They say Grace's top sustained winds have dropped to 50 mph (85 kph).The center of the storm was about 210 miles (335 km) southwest of Cork, Ireland, around 11 p.m. EDT.It's moving toward the north-northeast near 26 mph (43 kph).The remnants will likely continue to produce a small area of gale force winds through early Tuesday.

LONDON (AFP) – The price of gold struck an all-time high Tuesday as the dollar fell on a news report of a plan by Gulf states to stop using the greenback for oil trading.Gold hit 1,045.00 dollars per ounce on the New York Mercantile Exchange in late trades.Hours earlier on the London Bullion Market, gold surged to 1,043.78 dollars beating the previous record high of 1,032.70 dollars an ounce struck in March, 2008.Barclays Capital precious metals analyst Suki Cooper said dollar weakness appeared to be related to reported secret talks about oil being priced in a basket of currencies including gold rather than the dollar,This has added to concerns about the future role of the dollar in international financial markets, Cooper said.The dollar's future as the world's top currency was thrown into doubt on Tuesday as a report said Arab states had launched secret moves with China and Russia to stop using the greenback for oil trading.Arab states have launched steps with China, Russia, Japan and France to stop using the dollar for oil trades, British daily The Independent reported on Tuesday, but the report was denied by Kuwait and Qatar and reportedly by other nations.The Independent's Middle East correspondent Robert Fisk wrote in his paper:In the most profound financial change in recent Middle East history, Gulf Arabs are planning -- along with China, Russia, Japan and France -- to end dollar dealings for oil.
They would instead switch to a basket of currencies including the Japanese yen and Chinese yuan, the euro, gold and a new, unified currency planned for nations in the Gulf Co-operation Council (GCC), including Saudi Arabia, Abu Dhabi, Kuwait and Qatar,added Fisk.Gold, viewed as a safe-haven investment, has won back favour in recent months as the global economy struggles out of its worst slump in decades.The run-up in gold has been largely driven by weakness in the dollar, which makes dollar-priced commodities cheaper for holders of stronger currencies, boosting demand.Gold also wins support from fears about higher inflation because the metal is widely regarded by investors as a safe store of value.Precious metals consultancy GFMS last month warned that the current upward trend in gold may not be sustainable should global stimulus packages fail to boost flagging demand in the battered world economy and inflation fall as a result.The Group of 20 leaders of emerging and developed nations recently agreed at a summit in Pittsburgh not to roll back massive stimulus measures that helped contain a severe global recession.

After wobbling for the past few weeks, the British pound nose-dived in the wake of weaker-than-expected economic news, raising the prospect that the U.K. currency could be in for a renewed bout of weakness against major currencies.U.K. industrial production declined in August, undercutting optimism about a swifter-than-expected economic recovery. That news helped drive share prices higher, partly on the expectation that policy makers would have to keep monetary conditions excessively easy for some time in order to ensure economic recovery. That domestic stance, of course, undercuts the attractiveness of the pound to foreign-exchange investors.The tough U.K. economic news coincided with a short-term rate increase by the Australian central bank, the first Group of 20 nation to raise rates since the financial crisis intensified more than a year ago. That move boosted the Australian dollar to its strongest level against the pound since 1985.Similar to how investors sorted good banks from bad banks earlier this year, foreign-exchange buyers are starting to sort strong currencies from weaker currencies. The pound appears to be joining the dollar in the weak camp. Both countries have near-zero interest-rate targets, an aggressive policy aimed at boosting the economy, and yawning deficits. The euro and Japanese yen have edged higher, and so-called commodity currencies, such as the Canadian and Australian dollars, seem the most strongly positioned. Oil-rich Norway is also in the favored camp, and its central bank is expected to follow Australia with a rate increase soon.
Not all countries are pleased with how the sorting is unfolding, and intervention in the currency markets has increased substantially in the past few weeks. While central banks didn't confirm such moves, traders believe South Korea, Thailand and Singapore intervened Tuesday to slow their currencies' rise against the dollar. Switzerland is believed to have made a similar move last week, and Japan has spoken loudly about taking its own steps to arrest the yen's gains.While the dollar's weakness is getting most of the attention, the pound may face an even bleaker future than the greenback.Investors speculate that U.K. officials may favor a weaker currency and could take additional measures to boost Britain's ailing economy.In the third quarter, sterling lost 2.9% of its value against the dollar and gave up 6.9% against the euro, reversing a positive second quarter in which it rebounded from multiyear lows against the dollar and euro. After trading as high as $1.70, the pound was at $1.5909 late Tuesday in New York, down from $1.5944 late Monday, around the low end of its recent range.A weaker pound is adding to consternation among euro-zone exporters. Already dealing with a weak dollar, now these countries face the prospect that the pound will also fall hard against the euro. That would make euro-zone exports to the U.K., the zone's biggest trading partner, relatively more expensive. That scenario could hamstring Europe's own ability to recover from the recession.
Investors again are focusing on the U.K.'s heavy dependence on the financial sector and how that part of the economy faces a long, torpid recovery, at best. Unlike the Reserve Bank of Australia, the Bank of England isn't expected to raise short-term rates anytime soon. Indeed, it is mulling even more aggressive moves to ease monetary conditions in a bid to boost the economy.The U.K.'s elections, which must be held before next June, could add to market uncertainty as political squabbling intensifies ahead of the vote. Foreign investors are taking fright,says Stuart Thomson, an economist at Ignis Asset Management in Glasgow, who says sterling could hit $1.51 by year-end and the euro could rise to 95 pence from 92.61 pence midday Tuesday in New York.But other observers remain upbeat about the pound's future. "It is not surprising that there are stress fractures in the U.K. But the pound is an international reserve currency, and London is still the financial center of the world," says Stephen Jen, managing director at BlueGold Capital Management LLC in London, who says sterling is undervalued. If the euro keeps rising against the pound and dollar, it could become a major problem for Europe's economies in coming months. The region's biggest economy, Germany, depends heavily on exports to fuel growth, while smaller economies like Spain and Ireland are also hoping that exports could help revive growth.
And there are reasons to be especially concerned about the U.K., some observers say.
The U.K. currency's downdraft picked up steam in early August, when the Bank of England surprised investors by expanding the size of a program to pump cash into the economy despite tentative signs of economic improvement. Many believe the Bank of England may move to expand the program again, possibly in November. Meanwhile, Bank of England Gov. Mervyn King has said that weaker sterling and lowering interest rates on reserves held at the central bank might be helpful for the U.K. economy, something markets interpreted last month as a sign the central bank is still worried about the economic recovery. The Bank of England's next policy meeting begins Wednesday.Thanos Papasavvas, head of currency management at Investec Asset Management, says much of the zigzagging in the U.K. currency is because investors have been whipsawed so many times during the financial crisis. Some may have missed out on sterling's rally earlier this year, then bought the currency as it neared its highest levels. ISTANBUL — The United Nations called on Tuesday for a new global reserve currency to end dollar supremacy which has allowed the United States the privilege of building a huge trade deficit.Important progress in managing imbalances can be made by reducing the reserve currency country?s privilege to run external deficits in order to provide international liquidity,UN undersecretary-general for economic and social affairs, Sha Zukang, said.Speaking at the annual meetings of the International Monetary Fund and World Bank in Istanbul, he said: It is timely to emphasise that such a system also creates a more equitable method of sharing the seigniorage derived from providing global liquidity.He said: Greater use of a truly global reserve currency, such as the IMF?s special drawing rights (SDRs), enables the seigniorage gained to be deployed for development purposes,he said.The SDRs are the asset used in IMF transactions and are based on a basket of four currencies -- the dollar, euro, yen and pound -- which is calculated daily.China had called in March for a new dominant world reserve currency instead of the dollar, in a system within the framework of the Washington-based IMF.

LONDON (AFP) – The dollar fell on Tuesday, hit by a media report that Gulf states are planning to stop using the US currency for oil transactions and on prospects of low US interest rates long-term, traders said.The report was denied by Kuwait, but the European single currency rose to 1.4729 dollars from 1.4648 dollars late in New York on Monday.Against the Japanese currency, the dollar slid to 89.06 yen from 89.51yen on Monday.Britain's Independent newspaper reported on its website on Tuesday that Gulf countries have held secret meetings with officials outside the region to discuss dropping the dollar for oil trade.The countries would instead use a basket of currencies, including the yen, the paper said, citing Gulf Arab and Chinese banking sources in Hong Kong.The report increased recent negative sentiment toward the dollar, dealers said.The timing made it easier to sell the dollar on the news, Yuzo Sakai, manager at brokerage Tokyo Forex & Ueda Harlow, told Dow Jones Newswires.
There has been similar talk before but this comes as concern over the dollar's place in the world is increasing,Sakai said.The dollar also dropped after a top US central banker said that interest rates in the world's biggest economy were likely to remain very low for some time.The federal funds rate target is likely to remain exceptionally low for an extended period amid weak inflation and a modest economic rebound, Federal Reserve Bank of New York president William Dudley said.The trend is for a weak dollar as the market is convinced that US rates won't rise any time soon, said Yuji Saito, head of foreign exchange at Societe Generale in Tokyo.The Australian dollar jumped after the Reserve Bank of Australia announced it was raising its official interest rates to 3.25 percent, from a 49-year-low of 3.0 percent.Australia is the first advanced economy to raise interest rates since the global financial crisis. Investors generally prefer the currencies of countries offering higher yields.In London on Tuesday, the euro was changing hands at 1.4729 dollars against 1.4648 dollars late on Monday, at 131.14 yen (131.12), 0.9225 pounds (0.9193) and 1.5114 Swiss francs (1.5119).

NEW YORK/LONDON (Reuters) – Gold surged to a record high above $1,040 per ounce on Tuesday, fueled by a steadily falling U.S. currency, which prompted investors to buy gold as a hedge against dollar-denominated portfolios.Both spot gold prices and U.S. gold futures have benefited from a convergence of factors, including the dollar's decline, technical buying momentum and worries about potential inflation as central banks struggle to emerge from unprecedented fiscal stimulus measures.In an environment where interest rates are virtually zero, the incremental cost of moving into gold is nil. It stands to reason for investors that gold is more desirable, said Jack Ablin, chief investment officer at Harris private bank in Chicago.Spot gold hit a historic $1,043.45 per ounce, and was last up 2.2 percent at $1,039.40 at 12:43 p.m. EDT, compared with $1,016.65 quoted late in New York on Monday.However, Tuesday's all-time high was still sharply below the inflation-adjusted record pinpointed by analysts. Metals consultancy GFMS put that figure as high as $2,079 an ounce.Most-active U.S. gold December futures hit an all-time high $1,045, surpassing the previous record for the contract of $1,033.90 set in March 2008 on a second-month continuation basis. December was last at $1,039.30 an ounce.The metal also hit six-month highs when priced in sterling and euros, breaking above 700 euros an ounce for the first time since early April.A positive technical picture for gold fueled buying on the fund side, traders said. However, the weight of near-record long positions in New York gold futures still leaves the market vulnerable to a correction.The dollar slipped sharply after UK newspaper the Independent said Gulf Arab states were in secret discussions to end the use of dollars in oil trading. Big oil-producing countries later denied the report.Peter Fertig, a consultant at Quantitative Commodity Research, said the final quarter is typically strong for gold, due to a seasonally soft dollar and rising jewelry demand, which is expected to be weaker than usual this year.That is the major driver of investment demand,he said.The speculation, even if it has been denied, that Gulf states would like to peg oil prices to a currency basket and not the U.S. dollar alone has been a positive factor for gold, while weakening the dollar against other major currencies.
COMMODITIES CLIMB
Among other commodities, oil and base metals climbed on the back of the U.S. currency weakness, which makes dollar-priced assets cheaper for holders of other currencies. Strength in other commodities is often reflected in gold.Physical demand for the metal also trickled through. The largest gold exchange-traded fund, New York's SPDR Gold Trust, said its holdings rose 1.5 tonnes on Monday.Traders said they were also seeing rising demand in India, the largest consumer of gold last year, ahead of the Diwali festival on October 19.Mark Cutifani, chief executive of AngloGold Ashanti (ANGJ.J), the world's third largest and Africa's top gold producer, said he saw gold prices at $950 to $1,100 an ounce in the next 12 months, and they could break $1,100 if the U.S. economy continued to dip and investment demand rises.The yellow metal's gains helped lift silver to a two-week high of $17.36 an ounce as investors bought it as a cheaper proxy for gold. Silver, which has the market characteristics of both the precious and industrial metals, was later at $17.25 an ounce against $16.59. Palladium hits its highest since August last year at $308.50. It was last at $307.50 against $298.50.Platinum, the precious metal widely used in autocatalyst manufacturing, also benefited from gold's climb, as well as the better appetite for risk demonstrated by rising equity markets. Washington and London – This past weekend the European Union took a significant step that will have a positive impact on the United States. Despite having rejected the Treaty of Lisbon one year ago, Irish voters approved it – thereby removing the last major roadblock before its full implementation.The treaty aims to bring EU institutions into the 21st century, streamline its decisionmaking machinery, reinforce accountability, and improve its ability to address domestic and global issues.It will make the EU a stronger foreign-policy partner of the US when facing common threats, including the Iranian nuclear challenge, climate change, international terrorism, and continued conflict in the Middle East.All of this should come as a relief to critics in the US who have maintained that the EU has been unfairly shirking its burden of global responsibilities.Opponents see the Lisbon Treaty as part of a federalist agenda threatening national sovereignty. But the treaty does no such thing.Currently, EU foreign policy is not as effective as it could be. That's because of competing and overlapping responsibilities between the foreign-policy representative of the Council of Ministers (which represents the interests of the 27 member states of the EU) and the external affairs commissioner of the European Commission, the EU's executive arm. The former has clout as the voice of the member states, but is hampered by a limited budget and staff and has no diplomatic corps. The latter has a significant budget and staff, but does not speak for the member states.
Under the Lisbon Treaty, the two posts are merged. One individual will help bridge the gap by serving as vice president of the European Commission while primarily representing the 27 national leaders and foreign ministers. The individual, likely to be a high profile politician of international stature, will serve as High Representative for Foreign and Security Policy – essentially the EU's foreign minister in all but name.Secretary of State Henry Kissinger famously quipped that it was difficult for the US to deal effectively with Europe without a single phone number to call. Now it will have one.Some critics have alleged that the Lisbon Treaty is merely a constitution that creates a superstate. However, it is really a pact between sovereign states, which will continue to call their own shots; the US will continue to have the opportunity to influence the member states individually.
On nearly every foreign- and security-policy issue, the high representative will only be able to act with the unanimous consent of the members. Member states will remain free to formulate and conduct foreign policy, retain national diplomatic services, and be represented in international organizations, including at the Security Council of the United Nations.Despite this retained sovereignty, the treaty will likely increase the EU's unity and ability to serve as a partner of the US in addressing global challenges, over time. The EU has already shown that it is capable of speaking with one voice on trade policy, despite the internal struggle between free-traders and protectionists.The treaty also improves the coherence and continuity of the EU as an international actor by appointing a full-time president of the European Council, every 2-1/2 years, instead of rotating in leaders from member states every six months.The combination of a new president and foreign minister for a Europe that – for the first time in its war-torn history – peacefully unites Western and Eastern Europe into one democratic union, will give Europe a powerful voice in world affairs.The Irish vote puts an end to almost a decade of debilitating obsession in the EU with institutional reform. If the member states now have the political will to implement the treaty as envisaged, it will represent a major step forward in US-EU relations, which we should welcome.Stuart Eizenstat was a US ambassador to the European Union during the Clinton administration; he also held several other senior positions in the Carter and Clinton administrations. Ukraine failing to meet EU conditions for gas loan

EUOBSERVER / BRUSSELS - There is no risk of a fresh gas supply crisis in the coming winter despite Ukraine's inability to meet the conditions of an EU-brokered loan for its ailing national gas company, a senior Ukrainian official has said.Right now, Ukraine is ready to pump gas to European customers. We have enough gas in our underground storage tanks to ensure supplies for the winter of 2009 and 2010, Ukraine's top official in charge of energy security, Bohdan Sokolovsky, told EUobserver in a phone interview on Tuesday (6 October).But if the financial situation of Naftogaz does not improve, there could be a problem in 2010 and 2011, he added.Mr Sokolovsky's remarks come after an EU-led delegation to Kiev last week said international banks will not pay out a €1.2 billion loan designed to prop up the gas company's finances until the country moves forward on agreed reforms.The EU in July helped put together the financial assistance from the European Bank for Reconstruction and Development, the European Investment Bank and the World Bank.But European Commission official Hugues Mingarelli in Kiev last Friday told Mr Sokolovsky that the funds will not be released unless Naftogaz first raises domestic consumer prices by 20 percent and takes steps to separate its transit and domestic distribution businesses.The Ukrainian official blamed the impasse on Ukraine Prime Minister Yulia Tymoshenko's unwillingness to raise prices ahead of her bid in the January 2010 presidential elections.Ms Tymoshenko needs to put forward a social package to help impoverished consumers shoulder the price hikes in order for Ukrainian courts to approve the 20 percent increase. But the prime minister has refused to do so, he explained.
These gas price increases would not help her in the elections,said Mr Sokolovsky, a loyalist of Ukrainian President Viktor Yushchenko.Yulia Tymoshenko is blocking the price reforms.Naftogaz' perilous financial situation is linked to its take-or-pay contract with Russian supplier Gazprom under which the Ukrainian firm has agreed to buy set volumes per month despite a sharp dip in demand due to the economic crisis.
Gazprom chief Alexey Miller at a gas industry congress in Buenos Aires on Tuesday defended take-or-pay deals, saying this system guarantees the sustainability of gas supply for importers and consumers, and is a crucial element of energy security.He also said that the Russian firm will start up two pipelines, Nord Stream and South Stream, designed to reduce Ukraine's importance as an EU transit country, in 2011 and 2015, respectively. Ukraine currently transits 80 percent of Russia's gas shipments to Europe. A Russia-Ukraine gas price dispute last winter caused mass-scale interruptions to EU supplies costing hundreds of millions of euros in unrecoverable economic damage.
Moldovan democracy needs EU support, says president

EUOBSERVER / BRUSSELS - Moldova's chance to become a real democracy depends on EU political and financial support as well as the new government's commitment to reforms, the country's interim president said in an interview.Only a week after the new Moldovan premier and foreign minister came to Brussels to meet the heads of EU and Nato institutions, the country's interim president, Mihai Ghimpu, also visited the EU capital on Tuesday (6 October) on his first official trip abroad.This is how we are going to work. One week in Chisinau, one in Brussels,he joked to the EUobserver, during his visit to the European Parliament. Recently elected speaker of the Moldovan parliament, the leader of the Liberal Party is the interim head of state until 23 October, when the legislature is set to elect the country's president.The current pro-Western alliance lacks eight votes to elect its own candidate. But Mr Ghimpu is confident that no parliamentary group wants to trigger early elections, especially since the constitution would only allow them to be organised next spring.Turning to the scope of his visit, Mr Ghimpu talked about his country's most pressing need - to overcome the economic crisis.We still have money for salaries and pensions for another one to two months,the Liberal politician said. But then we'll have a problem.The Communist Party, which had governed the country since 2001 left a state with no economy, a deficit of €500 million, foreign debt and promised to increase salaries and pensions in order to get more votes,he explained.
Embezzlement, corruption and state monopolies were the rule with the former government, he added.We are the poorest country in Europe, but with one of the wealthiest political elites - the Communists.The country has been promised a substantial assistance package by the EU commission, but no money can start to flow until Chisinau signs an agreement with the International Monetary Fund (IMF).We can't overcome the crisis alone,the president said. Asked about the hundreds of millions promised by Russia and China in the run-up to the elections, Mr Ghimpu said he preferred serious commitments, not empty promises.The European Bank for Reconstruction and Development promised €100 million for infrastructure projects, the US €170 million for infrastructure and sewage systems, but for now we need to fill the budget gap.
Aiming at EU membership
A commission official present at the debate with MEPs on Tuesday evening confirmed the commitment of the EU executive to helping the new democratic government. Apart from the macro-economic stabilisation package to be negotiated with the IMF, the commission is also sending experts to the various ministries that deal with EU-inspired reforms.The declared aim of Moldova's new four-party coalition named the Alliance for European Integration is EU accession, Mr Ghimpu said, while admitting this was a long term goal.The first step is upcoming negotiations on a new EU-Moldova Association Agreement. Explicit wording on the accession perspective for Moldova is unlikely, as is the prospect of being included in the same package as the western Balkan countries, which are all in line for membership. However, the Swedish EU presidency has signalled that the agreement will go beyond the current partnership formula. The only precondition for starting negotiations has already been fulfilled: lifting visas for Romanian citizens. The measure was imposed by the Communist regime as retaliation for what it believed to be Romanian-organised street protests following the fraudulent April elections. The EU parliament and the commission requested a full investigation into the street violence and brutal police crackdown which followed.A broad international inquiry committee, comprising representatives of the European Parliament, Council of Europe, UN and all the political parties, including the Communists, will be set up very soon. We already set up a working group to prepare the composition of this committee,Mr Ghimpu told MEPs.Romanian MEP Monica Macovei, head of the EU-Moldova delegation, stressed the need for the judicial truth to be established, independently from the political inquiry.Regardless of what the government and the political parties are undertaking, for instance if they settle with the victims, the criminal investigations need to be pursued,she said.
Russian troubles
With its openly declared pro-Western course and increased co-operation with Nato, the new team in Chisinau has put itself on collision course with Moscow. But Mr Ghimpu said that Moldova-Russia relations will remain normal.We can't ignore its market or its force,he said. Similarly to Georgia, Moldova also has a Russian-backed frozen conflict in its backyard, in the separatist region of Transnistria, a thin slice of land along its eastern border with Ukraine. Russia still has troops and ammunition stationed in the area, despite withdrawal commitments made in the 1990s.
The key to solving the Transnistrian problem is in Moscow,Mr Ghimpu says.Besides having the 14th Russian army stationed there, Moscow also has peacekeepers deployed, which is an obvious conflict of interests. That's why we're calling for an international mission,he explained, again pinning his hopes on EU assistance.I hope the day will come when Moscow leaders will understand that they will be respected only by treating other states correctly and according to democratic principles, he said.

The worst of the Great Recession may be over, but much of the world isn't out of the woods just yet. That's particularly true for Spain, where unemployment borders on 20%and the country's gross domestic product is expected to contract 3.2% in 2009 after years of record growth.Yet despite that dire domestic outlook, some of Spain's largest companies continue to grow. Take Mapfre (MAP.F), the country's biggest insurance company, with annual sales of $26 billion and operations in 45 countries, including the U.S. Over the first half of 2009 the Madrid outfit boosted revenues to $14.6 billion, up 12.9% from the same period last year. No wonder, then, that Mapfre is the highest-ranking finance firm in A.T. Kearney's 2009 league table of global champions.
Expanded U.S. Presence
So how has Mapfre succeeded when others in the financial services industry have floundered? There are a couple of reasons. In recent years, the insurer, which specializes in nonlife products such as home and auto insurance, has aggressively expanded into new international markets, like Turkey and the U.S., while investing millions to shore up its 25-year presence across Latin America. The global push has been coupled with cost-cutting moves at home to offset lackluster growth in the Spanish market, which still represents 66% of the insurer's profits. The recession has hit Mapfre like everyone else, but its international size and shrewd business approach have offset many of the problems,says Joo Pena, A.T. Kearney's managing partner for Spain and Portugal.Right now, the company's strategy is looking very attractive.Mapfre first entered Latin America in the mid-1980s, but its emphasis has shifted to the non-Spanish speaking world. In March 2007, the company bought an 80% stake in Turkish insurer Genel Sigorta for $375 million. Months later, Mapfre forked out $2.2 billion for Webster (Mass.)-based Commerce Group, which helped ramp up the company's previously negligible U.S. presence. Analysts expect Mapfre to use its growing footprint in the Northeast U.S. to expand into other states. The international markets where we're present have much more growth potential than our Spanish business,says Alberto Manzano, Mapfre's vice-president.The global push has come at just the right time. While Mapfre's first-half profits from its sluggish Spanish operations fell 10.3% annually, to $538 million, the international business's profits jumped 32.6%, to $273 million. The insurer's share price has more than doubled since global stock markets hit their lows in early spring, and has jumped 18.5% since the beginning of the year.
Cross-Marketing Advantage
While global expansion has provided most of Mapfre's recent growth, squeezing out efficiencies from the domestic business also has played a role. Like fellow financial services giant Banco Santander (NYSE:STD - News), the Spanish insurer has world-class software that allows Mapfre to cross-sell products to its Spanish clients. Customers with car insurance, for instance, can be offered household coverage and other services through Mapfre's 3,200 branches across the country. That, according to Standard & Poor's analyst Angelo Sacca, gives Mapfre a distinct advantage over smaller rivals, which don't have the same product range.Analysts stress Mapfre must continue its overseas expansion, since the Spanish market will remain in dire straits for some time to come. Historically, the domestic nonlife insurance business represented around 60% of the company's annual net income. That meant bumper profits when the Spanish economy was booming. But with Spain's home and car sales near 10-year lows, those easy profits are gone. It's up to Mapfre's customers in Turkey, the U.S., and elsewhere to pick up the slack.

TORONTO (Reuters) – More evidence emerged on Tuesday that the Canadian economy is pulling out of recession but economists were guarded in their enthusiasm, saying that September jobs figures due out on Friday will offer a better test.Data showed that business purchasing activity in the economy rose in September and that the value of building permits increased in August.That helped the Canadian dollar rally to its highest level against the U.S. currency in a year, but most of the currency's thrust came from soaring commodity and equity prices and a decision by Australia's central bank to raise interest rates, which was interpreted as a sign of confidence in economic recovery.Building permits in August recovered most of the ground lost in July, when the city of Toronto was unable to issue permits because of a strike by its workers.Statistics Canada said August permits were up 7.2 percent from July, but up by only 0.8 percent if Toronto were excluded. July's decline was revised to 10.0 percent from 11.4 percent.The key here is that if not for the end to the latest strike by Toronto's municipal workers that had shut down permit approvals in July, permits would have only risen by 0.8 percent in August,said Derek Holt, economist at Scotia Capital.That's a far cry from the headline pop that was largely expected, after controlling for prior month revisions.The value of permits in the residential sector rose by 11.2 percent, including 15.1 percent in single-family dwellings and 2.6 percent in multifamily dwellings. Nonresidential permits rose by 2.2 percent. The figures are seasonally adjusted.
Purchasing by Canadian businesses expanded for a fourth straight month in September, and at a faster pace than had been expected, according to the Ivey Purchasing Managers Index.Economists were encouraged by the purchasing index, which rose to 61.7in September from 55.7 in August, well above expectations for a reading of 56, according to a Reuters survey.All of the subcomponents of Ivey -- employment, prices, supplier deliveries and inventories -- also rose.Analysts zeroed in on the employment subindex, which surged to 55.9 from 47.5, saying the improvement could bode well for this Friday's jobs report. It was the first time the employment index has risen above 50 since August of last year.If anything, this is an indication of some positive momentum in the Canadian labor market, and does present some upside risks to our above-consensus call for a 10,000 jobs' gain in Canada in September, said Millan Mulraine, economics strategist at TD Securities.The September labor force survey remains the major test for markets this week as the market is eager to see if the economy added jobs for a second straight month.Following an unexpected gain of 27,100 jobs in August, the September jobs report is expected to show a slim increase of 5,000 jobs and an uptick in the unemployment rate to 8.8 percent from an 11-1/2 year high of 8.7 percent in August.Canadian Prime Minister Stephen Harper said on Tuesday that the global economy is experiencing a mild, fragile recovery that won't kick in in earnest until unemployment starts to turn around. We're certainly not out of the woods,he told Toronto's Newstalk 1010 radio.Recent figures supporting sentiment that the economy is recovering include rising industrial product prices for August and firmer consumer confidence in September. NEW YORK – The stock market got a big lift from a faraway place: Australia.The Dow Jones industrial average jumped 132 points Tuesday and all major indicators rose more than 1 percent as the Australian central bank's decision to raise interest rates boosted investor optimism about the global economy. The Dow is up 244 points in two days, its best back-to-back gain since mid-July.Investors' show of confidence ahead of a flood of corporate earnings reports came as Australia became the first major country to raise interest rates since the onset of the financial crisis last year. The move signals that policymakers see the country's economy as strong enough to withstand higher borrowing costs. That touched off hopes that other economies might also be growing.Australia's decision also dented demand for the U.S. dollar, which, in turn, raised commodities prices. U.S. energy and materials stocks jumped as oil rose and gold reached a record high.Investors' upbeat tone is a departure from the past two weeks, when disappointing reports on unemployment, manufacturing and consumer sentiment gave stocks their first consecutive weekly drops since July. Investors now seem inclined to grab hold of any good news, and their shifting sentiment has led to some mild volatility including the surge upward this week.
The market's climb also came as some investors ratcheted up expectations for companies' earnings for the July-September quarter. Yum Brands Inc., parent of the Taco Bell, KFC and Pizza Hut chains, reported results after the closing bell that topped expectations and raised its profit forecast for the year. Aluminum producer Alcoa Inc. reports on Wednesday.Phil Orlando, chief equity market strategist at Federated Investors in New York, said investors are raising their expectations for earnings because few companies have issued profit warnings since the quarter's end.
We've gone through confessional season and we haven't had a peep from anyone, he said, referring to companies that would try to prepare investors for disappointment. It's just crickets and tumbleweed throughout Wall Street because companies are going to beat.The Dow rose 131.50, or 1.4 percent, to 9,731.25 after rising 112 Monday. It was the Dow's biggest gain since Aug. 21 and leaves the index fewer than 300 points from the psychological benchmark of 10,000. The Dow's two-day rise is its biggest since July 16.It was only the fifth time this year that all 30 stocks that comprise the Dow closed higher.The Standard & Poor's 500 index rose 14.26, or 1.4 percent, to 1,054.72, while the Nasdaq composite index rose 35.42, or 1.7 percent, to 2,103.57.
Stocks jumped Monday on news that the U.S. service industry grew for the first time in a year. Upbeat comments about the nation's largest banks also drew buyers, as did a drop in the dollar.Bond prices fell Tuesday, sending the yield on the benchmark 10-year Treasury note up to 3.26 percent from 3.23 percent late Monday.Crude oil rose 47 cents to settle at $70.88 per barrel on the New York Mercantile Exchange.Gold rose as high as $1,045 an ounce on the Nymex before closing at $1,039.70, its highest finish since March 2008. Taking inflation into account, the high was $2,200 an ounce back in January 1980, according to the World Gold Council, an industry trade group.
Stock investors cheered the drop in the dollar because it boosts corporate profits by making U.S. goods cheaper to overseas buyers. Companies can also get a bump in profits when they convert sales made in foreign currencies to dollars. The dollar has been falling for months so that added to expectations for corporate profit reports.The reality is that a weak dollar right now is beneficial to us because it's driving export volumes to foreign economies that are doing better and it's going to result in currency gains,Orlando said.The market lost about 6 percent in recent weeks, following a rally of about 60 percent since March, as investors questioned whether they had been too quick to place bets on a rebound in the economy. The same concerns emerged from mid-June to mid-July, when stocks fell 7 percent before companies turned in surprisingly strong profits.
Metals and mining and energy stocks rose Tuesday as commodities surged.
Alcoa rose 47 cents, or 3.5 percent, to $13.89. Barrick Gold Corp. rose $1.93, or 5.2percent, to $38.84, while Newmont Mining Corp. jumped $3.01, or 7 percent, to $46.21.Oilfield services company Schlumberger Ltd. rose $1.28, or 2.2 percent, to $59.24.
David Kelly, chief market strategist at J.P. Morgan Funds, said the stock market has room to advance despite its already huge climb. Stocks are still down from their peak two years ago.Kelly said the long-term move in the stock market should be upward as the economy improves and problems like unemployment slowly get better, a process that he expects to take years.As the economy gradually pulls itself back together and we march back to full employment the stock market will reflect that, Kelly said.Four stocks rose for every one that fell on the New York Stock Exchange, where consolidated volume came to 5.1 billion shares compared with 4.4 billion traded Monday.The Russell 2000 index of smaller companies rose 10.87, or 1.8 percent, to 601.98.Britain's FTSE 100 gained 2.3 percent, Germany's DAX index rose 2.7 percent, and France's CAC-40 gained 2.6 percent. Japan's Nikkei stock average rose 0.2 percent.

NEW YORK – After parents cut back on clothes and accessories for children this past fall, the retail industry suspects they won't be any more generous by the holidays.
The National Retail Federation, usually bullish about holiday sales, predicts a 1 percent decline in total sales to $437.6 billion for November and December combined. The projection from the world's largest retail trade group comes amid forecasts that U.S. retailers saw a key measure of sales drop in September for the 13th month in a row compared with a year earlier.The NRF is less optimistic this year than several other groups offering holiday sales forecasts.We just don't see a sharp turnaround in consumer sentiment and spending until employment and income look a lot better, said Rosalind Wells, chief economist at the National Retail Federation. Shoppers are going to remain very frugal.NRF's figures exclude sales from restaurants, gasoline, autos and online business; they include low-price retailers, department stores, grocery stores and specialty stores.Last year, the Washington-based NRF issued a 2.2 percent growth forecast in mid-September just as the financial meltdown ballooned. The trade group decided not to offer a reduced estimate because the spending climate was deteriorating so quickly that forecasters couldn't be accurate. The industry ended up having the weakest holiday season — when compared with the previous year — since at least 1967, when the U.S. Commerce Department started collecting retail sales data.
So far, holiday 2009 forecasts range from as weak as a 3.5 percent decline from Wells Fargo senior economist Mark Vitner to predictions at the top end from Deloitte Research and TNS Retail Forward that sales will be the same as last year.Job security is a key factor in consumers' ability and willingness to spend, and the latest government jobs report, issued Friday, fueled more concerns about the holiday shopping season. The figures showed unemployment ticking up to 9.8 percent in September, a 26-year-high, and employers shedding 263,000 jobs, more than the 180,000forecast by economists.Those seeking work also have fewer prospects: The average time to find a job is 26.2 weeks, up from 19.8 weeks in January.Meanwhile, shoppers continue to grapple with tight credit and dwindling net worth.Last fall's steep and swift spending drop came too late for retailers to cut their inventory or orders, which left them with no option but to steeply discount the piles merchandise already headed for their stores.Analysts expect stores won't be in the same panic mode this year because they have cut inventory, but there still will be generous deals and stores may have a hard time predicting what shoppers want.According to a recent study by BDO Seidman LLP, a leading accounting and consulting firm, 60 percent of finance executives at top U.S. retailers say there is greater risk for stores in having too much inventory than not enough.BMO Capital Markets analyst John Morris estimated that the volume and level of discounts at the 25 mall-based apparel chains he follows already are up 5 percent even though they have 15 percent less inventory than a year ago. That indicates retailers feel it takes a carrot and a stick to get shoppers into the store, he said.
We are not seeing any consistency in consumer strength. The consumer is responding to need and promotions,Morris said.We will likely have a disappointing holiday season.Morris and other analysts will be dissecting the September sales results coming Thursday for any more insight into consumer behavior — specifics about hot sellers and weak spots — and traffic patterns. Thursday's figures, for sales at stores that have been open at least a year, are considered a key measure of a retailer's health.The federal figure for September's monthly retail sales, which includes a much broader range of businesses such as auto, gasoline and building materials retailers, is due out Oct. 14. Economists surveyed by Thomson Reuters project a 1.4 percent drop.Michael P. Niemira, chief economist at the International Council of Shopping Centers, forecasts a 2 percent drop for September for sales at stores opened at least a year. That compares with a 1 percent decline last year when the free-fall in spending began. That even takes into account benefits from a late Labor Day and this year's later school openings.The figures exclude results from Wal-Mart Stores Inc., which stopped releasing monthly data after its report for April.
Niemira expects sales trends to improve in coming months, however, and to rise 1 percent for November and December, compared with the 5.8 percent drop a year ago. He cautioned that this year's numbers will look better in part because last year's plunge was so steep.The turn is upon us in the upcoming months, but it's mainly driven by the arithmetic,Niemira said.

NEW YORK – Investors rushed into stocks for a second day amid signs that the global economy is recovering and as a weak dollar pushed up prices of commodities.The Dow Jones industrial average jumped 110 points, bringing its two-day advance to more than 200, as major stock indicators rose more than 1 percent.The drop in the dollar came as Australia became the first major country to raise interest rates. That dented demand for the dollar as did speculation that several oil-producing countries were considering ending the dollar's role in crude pricing.
The dollar's drop sent oil higher and gold jumped to a record high.
Australia's rate increase reinforced expectations that world governments expect the economy to strengthen. The country's central bank governor said it was time to begin reducing the economic stimulus provided by low interest rates and that the risk of major economic contraction in the country was over. The dollar hit a 14-month low against the Australian dollar.Leaving interest rates low for too long can ignite inflation but raising them too quickly can choke off a nascent recovery. Dean Curnutt, president of Macro Risk Advisors, cautioned that other central banks are unlikely to soon follow Australia's lead because the recession exacted a heavier toll in the U.S. and Europe.Other large, central banks are not in a position to do that yet,Curnutt said.Curnutt said the Federal Reserve is still focused on avoiding deflation and trying to boost asset prices, such as home values, to help rebuild wealth.The dollar's slide followed an article in a British newspaper, The Independent, saying that secret meetings were taking place among Arab states, China, Russia, Japan and France, to end dollar dealings for oil and move to a basket of currencies including the euro, the yen and the Chinese yuan. Officials in several of the countries either denied that talks were occurring or said they had no knowledge of them.The slumping dollar helped stocks for a second day. SAN'A, Yemen – Thousands of activists have taken to the streets across Yemen's south calling for independence, even as much of the central government's army is tied up fighting a Shiite rebellion in the far north.The demonstrations are the latest in a steady series of protests there underlining the lingering tensions between the north and south more than a decade after a 1994 southern attempt to secede was quashed.The south, which was a separate country until it unified with the north in 1990, complains that it is discriminated against by the northerner-dominated government.
The latest unrest also comes as fighting has erupted in the north between government forces and Shiites rebelling over neglect and discrimination. The many conflicts have raised concern over the strategically located country's stability.Nasser al-Khubbogi, a lawmaker from the south, estimated that at least 100,000 people were protesting in across southern Yemen, calling on the visiting secretary general of the Arab League, Amr Moussa, to liberate the south from the north.The Yemeni government did not comment on the demonstrations or provide crowd estimates of its own.The southerners are demanding the Arab League oversee talks with the government that would allow the south to secede, said al-Khubbogi.Moussa told reporters after meeting with Yemen's president that the country's leadership seemed open to any ideas preserving the country's unity.I have sensed from the Yemeni President Ali Abdullah Saleh, sincerity for dialogue with all the political factions inside and outside the country, on condition on keeping Yemen's unity and stability,Moussa added.Since last August, several southern cities and towns have been the scene of constant demonstrations by disaffected southerners.Yemen, the Arab world's poorest country, is beset on several fronts: the Shiite rebels in the north, secessionists in the south, al-Qaida militants in the hinterlands and pirates off its coasts and disgruntled tribes all over.Yemen is also Osama bin Laden's ancestral homeland, in whose waters al-Qaida bombed the USS Cole in 2000, killing 17 American sailors. More recent attacks include an assault on the U.S. Embassy a year ago.

EUOBSERVER / BRUSSELS - The British Conservatives' notoriously tortuous relationship with the European Union came to the fore once again on Monday as the party appeared to back away from the idea of holding a referendum on the EU's planned treaty to trying to renegotiate specific policy areas.We think that the social and employment legislation, we think that's an area that ought to be determined nationally rather than at the European level. There are many things in the Lisbon Treaty - giving more power over home affairs and justice - that we don't think is right,Conservative leader David Cameron told the BBC.We think Lisbon, the problem with it, is that it's taking powers away from the nation states, centralising them in Europe. We don't think that's the right approach.The Conservatives, holding a four-day long party conference in the northern city of Manchester, are trying to find their way to a policy on Europe that will satisfy hardline opponents of the EU but not completely alienate other member states in the 27 nation Union.The issue has come to a head due to Ireland's approval of the Lisbon Treaty on Friday (2 October) making it more likely that the new rules will come into place at the beginning of next year.The vote served to underline the vagueness of Mr Cameron's policy on the issue. To date, he has said he will hold a referendum on the treaty if it is not in place when, as expected, the Conservatives are voted into power in Britain's election next year.
But he has not been clear what he will do if it is already in force in the EU.Some party hardliners have been suggesting a referendum should be held in any case, but some others have shifted to saying that London should negotiate to try to win certain powers back - an idea that is being increasingly discussed.
Unanimity needed
However, even re-negotiation of EU policies would be fraught with difficulty. Mr Cameron would require the agreement of 14 member states to open an intergovernmental conference and any changes would have to be agreed by all 27 states unanimously.I think if the Conservatives really were to try and negotiate in these areas [employment and social policy], then relations between Britain and the EU would deteriorate very rapidly,Simon Tilford, from the Centre for European Reform thinktank, told this website.It's hard to see what the Conservative government pursuing that line could possibly achieve. It would leave the country pretty isolated and pretty impotent because there is no reason why concessions would be made to the UK on those areas. Doctors and hospitals are expressing concern that the FluMist vaccine could endanger people because it contains live H1N1 virus, unlike the injectable shot that contains antibodies. With no less than 60 per cent of the U.S. population immunodeficient in one way or another, could FluMist be a pandemic waiting to happen? Hospitals in Colorado and elsewhere are shunning the FluMist H1N1 vaccine, a nasal spray that contains live swine flu virus, because of fears it could infect people with weakened immune systems and underlying health conditions.Several metro area hospitals said they won’t be taking the FluMist because they don’t want to endanger patients, reports TheDenverChannel.com.Lois VanFleet, infection prevention specialist at Exempla Good Samaritan Medical Center in Lafayette, expressed concern that doctors and nurses who inhaled the live virus could infect patients whose immune systems are compromised.However, H1N1 FluMist is being rolled out nationwide from this week, including at drive-through clinics across the country where the nasal spray is administered while people sit in their cars with their window wide open (see top picture).The live virus contained in the nasal spray is weakened but it can be transmitted from person to person for up to three weeks.According to studies,the odds of transmitting the virus after receiving the nasal spray are about 2.5 percent,with children the most susceptible.The nasal spray is being rolled out on a mass scale before the widespread introduction of the injectable vaccine. Some fear that the nasal spray will contribute to a wider pandemic, which will then provide governments with the crisis they need to make the injectable vaccine mandatory.

That means that between 10 million and 100 million viral particles will be forcefully injected into the nostrils when administered. That currently translates to about 673,000 American children with some form of autism, according to the study.Claims by the CDC and the Institute of Medicine, following a whitewash study that ignored previously verified evidence, that thimerosal, a mercury based preservative, has no causal relationship to skyrocketing cases of autism have been soundly rejected by top doctors and scientists ever since.Epidemiologist Tom Verstraeten and Dr. Richard Johnston, an immunologist and pediatrician from the University of Colorado, both concluded that thimerosal was responsible for the dramatic rise in cases of autism but their findings were dismissed by the CDC.Cases of autism in the U.S. have now increased by over 2700 per cent since 1991, which is when vaccines for children doubled, and the number of immunizations is only increasing. Just one in 2,500 children were diagnosed with autism before 1991, whereas one in 91 children now have the disease, up from one in 150 just six years ago.A peer reviewed study by Dr. Mark Geier which appeared in the Journal of American Physicians and Surgeons showed that the IOM research was flawed because it was largely based on a Danish study by Anders Peter Hviid, which did not account for the fact that American children have a much higher mercury burden than children in Denmark.

Former Marine Drew Malone Raines, great grandnephew of Major General Smedley Butler, discovered in July of this year that a Navy ship headed out of San Diego in late April of 2009 for Phukette, Thailand, had an emergency crisis at sea and had to return to port. All 347 members of the ship’s crew were inoculated with the Swine flu vaccine three days before departing on April 21, 2009. By May 1, 2009 (about two weeks), 341 crew members came down with flu symptoms and approximately 260 of them had what was described as very serious flu symptoms. Two people died. About 50 medical personnel from another Navy ship, were brought on board to attend to the medical emergency and the ship was returned to port where it was quarantined. The wife of one of those seamen who had gotten very ill and nearly died, had reported the story to a group of Navy wives who were regular listeners to Drew Raines, A Marine’s Disquisition, internet radio show, and they, in turn, reported the story to Drew Raines. Subsequently, the wives of every seaman on that ship were visited by Navy Intelligence and other Navy brass and told to keep their mouths shut and say nothing of the episode to anyone as the incident was now classified and subject to national security classification.
After broadcasting a radio show on September 26, 2009 discussing the April-May events aboard that ship, Drew Raines and guest Bob Chapman discovered that an internet disinformation campaign was launched to label the entire story of the ship’s crew coming down with Swine Flu as a hoax.Naturally, this infuriated Drew, as he was given in depth details of what had transpired on the ship by the wives of some of the men involved and who had nearly died due to the Swine Flu vaccination. In more than one instance, seamen were placed in ice baths or placed inside the ship’s walk-in freezer in order to bring down fevers which were running as high as 106 degrees.I read a very capable article by Jim Kirwan a few days ago addressing this latest hoax disinformation effort, and how it paralleled so closely with the disinformation effort in the wake of the 1967 Israeli attack on the USS Cole, branding the entire account - a hoax.Who else but the military could be behind these disinformation campaigns? The IMF Catapults From Shunned Agency to Global Central Bank

A year ago,said law professor Ross Buckley on Australia’s ABC News last week, nobody wanted to know the International Monetary Fund. Now it’s the organiser for the international stimulus package which has been sold as a stimulus package for poor countries.The IMF may have catapulted to a more exalted status than that. According to Jim Rickards, director of market intelligence for scientific consulting firm Omnis, the unannounced purpose of last week’s G20 Summit in Pittsburgh was that the IMF is being anointed as the global central bank.Rickards said in a CNBC interview on September 25 that the plan is for the IMF to issue a global reserve currency that can replace the dollar.They’ve issued debt for the first time in history, said Rickards.They’re issuing SDRs. The last SDRs came out around 1980 or ‘81, $30 billion. Now they’re issuing $300 billion. When I say issuing, it’s printing money; there’s nothing behind these SDRs.SDRs, or Special Drawing Rights, are a synthetic currency originally created by the IMF to replace gold and silver in large international transactions. But they have been little used until now. Why does the world suddenly need a new global fiat currency and global central bank? Rickards says it because of Triffin’s Dilemma, a problem first noted by economist Robert Triffin in the 1960s. When the world went off the gold standard, a reserve currency had to be provided by some large-currency country to service global trade. But leaving its currency out there for international purposes meant that the country would have to continually buy more than it sold, running large deficits; and that meant it would eventually go broke. The U.S. has fueled the world economy for the last 50 years, but now it is going broke. The U.S. can settle its debts and get its own house in order, but that would cause world trade to contract. A substitute global reserve currency is needed to fuel the global economy while the U.S. solves its debt problems, and that new currency is to be the IMF’s SDRs.
That’s the solution to Triffin’s dilemma, says Rickards, but it leaves the U.S. in a vulnerable position. If we face a war or other global catastrophe, we no longer have the privilege of printing money. We will have to borrow the global reserve currency like everyone else, putting us at the mercy of the global lenders.To avoid that, the Federal Reserve has hinted that it is prepared to raise interest rates, even though that would mean further squeezing the real estate market and the real economy. Rickards pointed to an oped piece by Fed governor Kevin Warsh, published in The Wall Street Journal on the same day the G20 met. Warsh said that the Fed would need to raise interest rates if asset prices rose – which Rickards interpreted to mean gold, the traditional go-to investment of investors fleeing the dollar. Central banks hate gold because it limits their ability to print money,said Rickards. If gold were to suddenly go to $1,500 an ounce, it would mean the dollar was collapsing. Warsh was giving the market a heads up that the Fed wasn’t going to let that happen. The Fed would raise interest rates to attract dollars back into the country. As Rickards put it, Warsh is saying,We sort of have to trash the dollar, but we’re going to do it gradually. . . . Warsh is trying to preempt an unstable decline in the dollar. What they want, of course, is a stable, steady decline.What about the Fed’s traditional role of maintaining price stability? It’s nonsense, said Rickards.What they do is inflate the dollar to prop up the banks.The dollar has to be inflated because there is more debt outstanding than money to pay it with. The government currently has contingent liabilities of $60 trillion. There’s no feasible combination of growth and taxes that can fund that liability,Rickards said. The government could fund about half that in the next 14 years, which means the dollar needs to be devalued by half in that time.
The Dollar Needs to be Devalued by Half?
Reducing the value of the dollar by half means that our hard-earned dollars are going to go only half as far, something that does not sound like a good thing for Main Street. Indeed, when we look more closely, we see that the move is not designed to serve us but to serve the banks. Why does the dollar need to be devalued? It is to compensate for a dilemma in the current monetary scheme that is even more intractable than Triffin’s, one that might be called a fraud. There is never enough money to cover the outstanding debt, because all money today except coins is created by banks in the form of loans, and more money is always owed back to the banks than they advance when they create their loans. Banks create the principal but not the interest necessary to pay their loans back. The Fed, which is owned by a consortium of banks and was set up to serve their interests, is tasked with seeing that the banks are paid back; and the only way to do that is to inflate the money supply to create the dollars to cover the missing interest. But that means diluting the value of the dollar, which imposes a stealth tax on the citizenry; and the money supply is inflated by making more loans, which adds to the debt and interest burden that the inflated money supply was supposed to relieve. The banking system is basically a pyramid scheme, which can be kept going only by continually creating more debt.
The IMF’s $500 Billion Stimulus Package:Designed to Help Developing Countries or the Banks? And that brings us back to the IMF’s stimulus package discussed last week by Professor Buckley. The package was billed as helping emerging nations hard hit by the global credit crisis, but Buckley doubts that that is what is really going on. Rather, he says, the $500 billion pledged by the G20 nations is a stimulus package for the rich countries’ banks.Why does he think that? Because stimulus packages are usually grants. The money coming from the IMF will be extended in the form of loans.
These are loans that are made by the G20 countries through the IMF to poor countries. They have to be repaid and what they’re going to be used for is to repay the international banks now. . . . [T]he money won’t really touch down in the poor countries. It will go straight through them to repay their creditors. . . . But the poor countries will spend the next 30 years repaying the IMF.Basically, said Professor Buckley, the loans extended by the IMF represent an increase in seniority of the debt. That means developing nations will be even more firmly locked in debt than they are now. At the moment the debt is owed by poor countries to banks, and if the poor countries had to, they could default on that. The bank debt is going to be replaced by debt that’s owed to the IMF, which for very good strategic reasons the poor countries will always service. . . . The rich countries have made this $500 billion available to stimulate their own banks, and the IMF is a wonderful party to put in between the countries and the debtors and the banks.Not long ago, the IMF was being called obsolete. Now it is back in business with a vengeance; but it’s the old unseemly business of serving as the collection agency for the international banking industry. As long as third world debtors can service their loans by paying the interest on them, the banks can count the loans as assets on their books, allowing them to keep their pyramid scheme going by inflating the global money supply with yet more loans. It is all for the greater good of the banks and their affiliated multinational corporations; but the $500 billion in funding is coming from the taxpayers of the G20 nations, and the foreseeable outcome will be that the United States will join the ranks of debtor nations subservient to a global empire of central bankers.
Fed Should Release Borrowers’ Names, Bloomberg Says (Update2)

Oct. 5 (Bloomberg) -- The Federal Reserve should be forced to identify companies that received loans from the central bank because it can’t demonstrate that borrowers would be harmed by the disclosure, according to lawyers who won a Freedom of Information Act lawsuit. There’s nothing proprietary in the details sought by the Bloomberg News unit of Bloomberg LP, the New York-based company majority-owned by Mayor Michael Bloomberg, attorneys for the company said today in court papers. The filing by Bloomberg opposes the Fed’s request for a court to halt disclosure of information while an appeal proceeds.Bloomberg won a ruling from Manhattan’s chief federal judge on Aug. 24 affirming the right of U.S. taxpayers to know about the financial firms that borrowed money. The Fed last year began extending credit directly to companies that aren’t banks for the first time since it was created in 1913. Total lending by the Fed was $2.12 trillion on Sept. 30.Divulging specifics about the loan program might touch off a run by depositors, unsettle shareholders and hurt the central bank’s ability to perform important statutory functions at a time of economic upheaval,Fed lawyers have said in legal filings.David Skidmore, a Fed spokesman, declined to comment.

NEW YORK -- Benchmark U.S. gold futures rose to an all-time high at US$1,043.00 an ounce on the back of a weak dollar on Tuesday, surpassing the previous record for the active contract at US $1,033.90 set in March 2008.Spot gold bullion XAU rose to a record high at US$1,036.40 an ounce.Investors fear the massive U.S. economic stimulus and bank bailout packages will eventually weaken the dollar and cause inflation. Seeking safe havens, they have poured money into exchange-traded funds and other gold-related assets.Bullion holdings backing New York's Gold Trust GLD have risen rose about 300 tonnes to nearly 1,100 tonnes year to date.

NEW YORK (MarketWatch) -- Gold futures hit a new record high on Tuesday, lifted by weakness in the dollar after Australia hiked interest rates and after a report that Gulf-area oil producers, along with China, Russia, Japan and France, are planning to eventually end dollar-based oil pricing. With the dollar under selling pressure, investors moved into dollar-denominated commodities, such as gold.Gold for December delivery rose as high as $1,038.00 an ounce in electronic trade, topping the previous record of $1,033.90 in March 2008. It recently gained $16.30, or 1.6%, to $1,034.10 an ounce.Pushing through a new high is very bullish for gold,said Tom di Galoma, strategist at Guggenheim Securities.The dollar index /quotes/comstock/11j!i:dxy0 (DXY 76.17, -0.47, -0.61%) , a measure of the greenback against a trade-weighted basket of currencies, fell to 76.330 from 76.668 in late trading Monday. Against the background to these currency meetings, Sun Bigan, China's former special envoy to the Middle East, has warned there is a risk of deepening divisions between China and the US over influence and oil in the Middle East. This sounds like a dangerous prediction of a future economic war between the US and China over Middle East oil – yet again turning the region's conflicts into a battle for great power supremacy. China uses more oil incrementally than the US because its growth is less energy efficient. The transitional currency in the move away from dollars, according to Chinese banking sources, may well be gold. An indication of the huge amounts involved can be gained from the wealth of Abu Dhabi, Saudi Arabia, Kuwait and Qatar who together hold an estimated $2.1 trillion in dollar reserves. The decline of American economic power linked to the current global recession was implicitly acknowledged by the World Bank president Robert Zoellick. One of the legacies of this crisis may be a recognition of changed economic power relations,he said in Istanbul ahead of meetings this week of the IMF and World Bank. But it is China's extraordinary new financial power – along with past anger among oil-producing and oil-consuming nations at America's power to interfere in the international financial system – which has prompted the latest discussions involving the Gulf states. Brazil has shown interest in collaborating in non-dollar oil payments, along with India. Indeed, China appears to be the most enthusiastic of all the financial powers involved, not least because of its enormous trade with the Middle East.China imports 60 per cent of its oil, much of it from the Middle East and Russia. The Chinese have oil production concessions in Iraq – blocked by the US until this year – and since 2008 have held an $8bn agreement with Iran to develop refining capacity and gas resources. China has oil deals in Sudan (where it has substituted for US interests) and has been negotiating for oil concessions with Libya, where all such contracts are joint ventures.
Furthermore, Chinese exports to the region now account for no fewer than 10 per cent of the imports of every country in the Middle East, including a huge range of products from cars to weapon systems, food, clothes, even dolls. In a clear sign of China's growing financial muscle, the president of the European Central Bank, Jean-Claude Trichet, yesterday pleaded with Beijing to let the yuan appreciate against a sliding dollar and, by extension, loosen China's reliance on US monetary policy, to help rebalance the world economy and ease upward pressure on the euro.Ever since the Bretton Woods agreements – the accords after the Second World War which bequeathed the architecture for the modern international financial system – America's trading partners have been left to cope with the impact of Washington's control and, in more recent years, the hegemony of the dollar as the dominant global reserve currency. The Chinese believe, for example, that the Americans persuaded Britain to stay out of the euro in order to prevent an earlier move away from the dollar. But Chinese banking sources say their discussions have gone too far to be blocked now.The Russians will eventually bring in the rouble to the basket of currencies, a prominent Hong Kong broker told The Independent.The Brits are stuck in the middle and will come into the euro. They have no choice because they won't be able to use the US dollar.Chinese financial sources believe President Barack Obama is too busy fixing the US economy to concentrate on the extraordinary implications of the transition from the dollar in nine years' time. The current deadline for the currency transition is 2018.The US discussed the trend briefly at the G20 summit in Pittsburgh; the Chinese Central Bank governor and other officials have been worrying aloud about the dollar for years. Their problem is that much of their national wealth is tied up in dollar assets.These plans will change the face of international financial transactions,one Chinese banker said.America and Britain must be very worried. By Deborah Levine NEW YORK (MarketWatch) -- The U.S. dollar fell to its lowest level ina year versus its Canadian counterpart on Tuesday, following continued news about the possibility of pricing oil in a different currency than the greenback, and as a surprise rate hike in Australia triggered speculation that Canada may be one of the next major economies to lift interest rates. The U.S. dollar fell to the lowest in just over a year to $1.0557, down 1.1% from late Monday, according to FactSet. Elevated risk appetite on the back of the second day of solid stock rallies, along with rebounding commodities and gold prices has been behind the Canadian dollar's gains,said analyst at Action economics.The bank of Canada surely will not be happy with the latest Canadian dollar strength, and it would not be surprising for the bank to soon fire a verbal warning shot across the bow of loonie bulls.

THE CANADIAN PRESS The Toronto stock market gained more than two per cent in late morning trading Tuesday as commodity prices soared in response to a weakening U.S. dollar.The S&P/TSX composite index saw broad-based gains, but was led by the gold sector as it added 240.05 points to 11,342.67.Both oil and gold gained substantially as the U.S. dollar continued to weaken amid fears that inflation will result from massive stimulus spending, boosting the commodity heavy TSX.The weakening greenback also caused the loonie to soar. The dollar added 1.16 cents to 94.61 cents US. This followed a report that Arab states and other countries were contemplating an end to the U.S. currency's role in the pricing of oil.Paul Vaillancourt at Franklin Templeton Managed Solutions said concerns that the U.S. dollar will lose its status as the global currency are pushing gold to a pseudo-currency status.What's driving gold today is the fear of looming massive inflation, and I think that is something that's preoccupying the markets,Vaillancourt said.New York markets also moved ahead as they played catch-up with broad-based gains seen earlier on Asian markets. The Dow Jones industrials rose 156.51 points to 9,756.26. The Nasdaq composite index climbed 39.62 points to 2,107.77 while the S&P 500 index gained 18.10 points to 1,058.56.
The gold sector led the gains on the TSX, up five per cent, as the December bullion contract set a record high, up $24.60 to US$1,042.40 an ounce on the New York Mercantile Exchange.The energy sector was ahead 2.5 per cent as the November crude contract gained $1.24 to US$71.65.The TSX Venture Exchange added 32.49 points to 1,286.74.In Canadian corporate news, trading in shares in Canwest Global Communications Corp. (TSX: CGS) was suspended after the media conglomerate announced that certain units of the company will seek bankruptcy protection under the Companies' Creditors Arrangement Act.Jean Coutu Group (TSX: PJC.A), the largest pharmacy chain in Quebec, reported a 7.3 per cent increase in revenue to $608.7 million in its latest quarter. Its stock rose one cent to $9.88.Armtec Infrastructure Income Fund (TSX: ARF.UN) announced a $26.9-million contract to supply concrete sewer piping for a 15-kilometre segment of the York Durham Sewage System. Units of the company gained 48 cents to $19.93. On Monday, the company announced it will cut 100 jobs as it streamlines operations after a period of growth that has seen it more than quadruple in size in two years.In the tech sector, BCE Inc.'s (TSX: BCE) Bell Canada and Telus Corp. (TSX: T) both said they will begin offering two models of Apple's iPhone in November, a move that will put added pressure on rival Rogers Communications (TSX: RCI.B). BCE shares were up 26 cents to $26.56, while Telus shares gained 38 cents to $34.34. Rogers lost 46 cents to $28.49.
Overseas, Britain's FTSE 100 gained 2.5 per cent, Germany's DAX index jumped 2.7 per cent, and France's CAC-40 gained 2.5 per cent.
Saudi Bank Governor Denies Talks to Replace Dollar (Update2)

Oct. 6 (Bloomberg) -- Saudi Arabia hasn’t held talks with China and other countries on dropping the dollar as the currency for pricing oil, Saudi Central Bank Governor Muhammad al-Jasser said, denying a report in the U.K.’s Independent newspaper. The Independent report is absolutely incorrect and there has been absolutely nothing of that nature discussed between Saudi Arabia, the world’s biggest oil exporter, and other countries, al-Jasser told reporters in Istanbul, where he’s attending an International Monetary Fund summit. The dollar pared losses after his remarks.The London-based newspaper said today that Gulf oil producers and nations including China, Japan, Russia and Brazil had held secret talks on a nine-year plan to phase out the dollar in oil trade, and move toward pricing the fuel in a basket of currencies plus gold. It cited unidentified Gulf officials and unidentified Chinese bankers.I don’t give credence to this story,said Simon Williams, a Dubai-based economist at HSBC Holdings Plc.Short- term, it’s highly unlikely that oil will not continue to be priced in dollars.The dollar pared losses against the euro following al- Jasser’s comments, trading at $1.4725 as of 9:40 a.m. in London, from $1.4648 in New York yesterday. It weakened to $1.4749 earlier on the Independent story. It was at 89.10 yen, from 89.53 yesterday, after falling to 88.86.
Dollar Dependence
Criticism of the dollar’s role as the world’s main reserve currency has grown in the wake of the global financial crisis. China and Russia in June agreed to expand use of each other’s currencies in trade to reduce dependence on the dollar, and those countries plus Brazil and India -- the so-called BRIC nations -- have discussed buying each other’s bonds and swapping currencies. The dollar fell to a one-year low of $1.4844 per euro on Sept. 23.Saudi Arabia, a key U.S. ally, pegs its currency to the U.S. dollar like most other oil-rich Gulf nations, and has resisted calls for a move away from the dollar in oil pricing as the U.S. currency lost value in recent years.Iran and Venezuela raised the proposal at a meeting of the Organization of Petroleum Exporting Countries, which pumps about 40 percent of the world’s oil, in November 2007. The weaker dollar adds to costs for OPEC members who use oil revenue to buy goods priced in other currencies.
New Gulf Currency
Saudi Arabia and three other Gulf oil-producers are planning to create a shared currency that may allow them more freedom from U.S. monetary policy. As the region’s economies rebound faster than the U.S. from the global crisis, the shortcomings of the dollar peg will become increasingly clear,HSBC’s Williams said. Other countries cited by the Independent as being involved in the secret plan also denied it. Japanese Finance Minister Hirohisa Fujii said at a news conference in Tokyo today that he doesn’t know anything about it,when he was asked about the newspaper report.
Russia’s Finance Ministry isn’t holding talks on replacing the dollar for oil sales, Interfax news agency reported, citing Deputy Finance Minister Dmitry Pankin. Signs of new EU-Brazil alliance on climate change

EUOBSERVER / BRUSSELS – A summit between the European Union and Brazil in Stockholm on Tuesday (6 October) saw leaders call for added urgency on climate change negotiations.Amid rhetoric suggesting the formation of a new strategic alliance on the topic, the two sides also announced their intention to meet again in November, just days before the start of UN climate change negotiations in Copenhagen.We want to increase the pressure on this climate debate,said Swedish Prime Minister Fredrik Reinfeldt, whose country currently holds the bloc's rotating presidency.There is a lot of concern that we are not making enough progress,he said. Speaking at a press conference after the meeting, the leaders made supportive comments on each others' commitments to reduce carbon emissions, with Brazilian President Luis Inacio Lula da Silva highlighting Europe's more ambitious targets when compared to the US.He said it was clear that each country should take responsibility for their own emissions, referring to China amongst others.
Deforestation
Last month at the United Nations General Assembly, Mr Lula announced a target of 80 percent reduction in deforestation by 2020 for Brazil.Although they would like to see greater cuts, the announcement is seen as significant by environmental groups, as Brazil's emissions come largely through deforestation. Brazil is the world's fourth largest carbon emitting nation after China, the US and Indonesia.
Deforestation releases carbon stored in plants into the atmosphere and is by far the world's single largest contributor to greenhouse gas emissions, more than all the world's cars, aircraft and trains put together.Mr Reinfeldt welcomed Brazil's very ambitious national objectives to contain deforestation, a further sign of a potential new alliance, although analysts say it is too early to say how much real convergence between the two sides has taken place.Mr Lula cited the need for accurate figures on national emission levels, something a specially-created UN department could produce in the future.Once we know this we will know what each county has to do in terms of carbon sequestration and carbon emissions,he said.
EU ties border tax to Copenhagen
Developing countries have reacted strongly to suggestions coming from within the EU on the need to set up a border tax on goods whose production involves high levels of carbon emissions.In a recent interview with EUobserver, China's spokesman for foreign affairs Qin Gang said such a tax would be considered as little more than blatant protectionism.But French moves to follow Scandinavian countries in setting up an internal carbon tax on the burning of fossil fuels and tentative moves by the European Commission towards a EU-wide carbon tax have brought the issue to the fore.
Policymakers are worried that high-polluting companies may simply relocate overseas and proceed to sell the high-emission goods back to the region - a process known as carbon leakage.Mr Reinfeldt said the EU was keen to get away from discussions on carbon leakage and border taxes, hoping instead for a comprehensive global deal on carbon emissions in Copenhagen.But if Copenhagen is not ambitious enough it will return,warned the Swedish prime minister.
