Last week on the BBC’s Question Time, eurosceptic Conservative MEP Daniel Hannan mentioned 84%; UKIP leader Nigel Farrage said it was 75%, the figure most often mentioned by anti-EU types (such as French National Front leader Jean Marie Le Pen or theLibertas Party) is that 80% of our laws come from the EU, while in a speech elsewhere last week, Conservative leader David Cameron said that Almost half of all the regulations affecting our businesses come from the EU.These figures (or, at least, figures in this rough ballpark) are widely accepted, with everyone fromuniversities to charities seeming to accept them at face value.But are any of them actually true? And which is it? 84%? 80%? 75%? 50%? Or some other figure? Because they can’t ALL be right.

Daniel Hannan: 84% of all laws come from the EU

Let’s take the biggest figure first. If 84% sounds ridiculously high, that’s because it is. Even eurosceptic thinktank Open Europe have dismissed this claim as unrealistic – explaining in detail where the calculation originated.In short, it comes from a reply by the Parliamentary Undersecretary of the German Parliament, Alfred Hartenbach, given on 29 April 2005 – relating specifically (and exclusively) to Germany, where he stated that from 1998 until 2004, 18,187 EU regulations and 750 EU directives were adopted in Germany. During the same period the German Parliament passed in total 1,195 laws (as well as 3,055 Rechtsverordnungen – which are like Primary and Secondary legislation). This was seized on by former German President Roman Herzog and Luder Gurken of the Centrum für Europäische Politik, who used these figures to work out 84% of all German laws originate in Brussels. As Open Europe explains:750 (directives) + 18,187 (regulations) = 18,917 EU legislative acts
1,195 (Gesetze) + 3,055 (Verordnungen) – 750 (directives) = 3,500 German legislative acts= 84%.The 750 directives were substracted as they require seperate implementing laws in Germany (assuming a directive/implementing law ratio of 1:1).Open Europe goes on to explain why this figure is, at best, misleading. And remember, Open Europe is a eurosceptic thinktank:to conclude that 4 out 5 laws originate in Brussels is probably a step too far. Germany, for instance, is a federal system, meaning that the individual Lander has substantial powers to legislate autonomously. The many laws adopted on the Lander-level would have to be included in any all laws count, which isn’t the case here. In addition, this count says nothing about the nature of the laws.It’s also important to keep in mind that the EU’s powers are mainly regulatory, as opposed to budgetary. This means that most issues that relate to spending and taxation (health bills, crime bills, educational reform, pensions, welfare, etc) – the wallet issues if you will – are mostly beyond the realm of the EU, but must also be included in any count that includes all laws.So, the 84% figure is based on a calculation about German laws (and is therefore not directly transferable to Britain, as Hannan and others would like us to believe), and that calculation in any case left out a huge chunk of German legislation, rendering the final figure utterly obsolete.

So the 84% figure can safely be discounted.UKIP: 75% of all laws come from the EU
Next up, the second highest figure. Where did UKIP get their 75% claim from? Well, handily they provide a video on YouTube which shows it comes from Hans-Gert Pottering, EPP MEP and President of the European Parliament from January 2007 to June 2009:If we were not that influential,the subtitles show Pottering as saying, then we would not be the legislator of 75% of all laws in Europe.But where it suits UKIP’s purpose to interpret this as literally meaning that, EU-wide, 75% of ALL laws stem from the EU, had they included more of Pottering’s speech the context – and therefore the meaning – would have become far more apparent. For what Pottering was actually saying was that the European Parliament (not the EU) legislates on 75% of laws passed by the European Union. Not passed by EU member states – just by the EU itself, at EU level. Because the European Parliament has little say in something like 20-25% of EU legislation (something the Lisbon Treaty would rectify, but that’s for another day). German speakers will also be able to confirm that the subtitles on UKIP’s video of Pottering are not 100% accurate.So the 75% figure does not apply to the percentage of laws in individual member states that stem from the EU, but the percentage of laws that stem from the EU that the European Parliament has a say in. That’s an entirely different kettle of fish – and so the 75% figure can safely be dismissed as based on a (deliberate?) misunderstanding.

David Cameron: Almost half

It is worth noting again here that Cameron says almost half of all regulations affecting our businesses come from the EU. Some laws may be regulations, but not all regulations are laws, so we need to tread a little more carefully here. Where did Cameron get his figure from? I genuinely have no idea. I can’t track down an original source for it anywhere – though it is a claim made on the website of the Institute of Directors – albeit with the qualification that estimates vary, something Cameron neglected to mention.But what is the real figure? How much say does the EU have in business regulations? Well, handily enough, last month the British Chambers of Commerce produced a report (PDF) investigating precisely this issue, Worlds Apart: The British and EU Regulatory Systems – their seventh annual report into the subject, and the fifth comparing the British and EU systems. Their conclusion? In terms of the number of regulations, the EU this year accounted for only 20%. The reduction from the previous EU level of about 30% is the primary reason for the overall decline in 2007/8.Hmmm… Only 20%, you say? And the proportion of EU regulations is declining, you say? So where did Cameron get his almost half from?

The House of Commons Library’s 9.1% claim

Also on Question Time last week was Europe Minister Caroline Flint, who trotted out the usual defence against the above eurosceptic claims about the EU’s influence that just 9.1% of UK laws stem from the EU. the report in question can be found as a PDF in the depths of the UK Parliament site.The study was conducted by the (politically independent) House of Commons Library between 1998 and 2005, based on the statutory instruments passed with references to European legislation, because The vast majority of EC legislation is enacted by statutory instruments under section 2 (2) of the European Communities Act.It also helpfully breaks these laws down by department – the most affected of which are Defra – which deals with the Common Agricultural and Common Fisheries Policies, so no surprises there – and the Department of Trade and Industry – hardly surprising with the Common Market and all. Both departments saw about 50% of their legislation having some kind of EU origin – which could, via the DTI, be where Cameron got his almost half figure from, perhaps? But is the 9.1% figure accurate? Is just looking at statutory instruments fair, when this means that normal legislation, via parliament itself, can be left out? Open Europe (in the same post where they discussed and dismissed the 84% claim) make four key points:

1) They do not seperate between budgetary and regulatory legislation, therefore comparing apples and oranges.
2) They also compare apples and oranges in another respect: Directives are usually far-reaching measures with a big impact on the economy. SIs, in contrast, can cover a variety of issues, including public administration – for example a road closure or changing arrangements for parish elections.
3) EU Regulations (as opposed to Directives) usually don’t give rise to a new UK law but are directly applicable. Therefore, most EU Regulations are not included in the 9%figure.
4) One Directive does not mean one SI. The Motor Vehicles Regulations in 2007 implemented four different Directives, for instance, making a one-for-one comparison tricky.
On point 1), of course, the EU has no say in the British budget and has no revenue-raising powers, so I’m not sure what they’re trying to say. On point 2) they have a point – but how do you measure the far-reaching implications and economic impact of a directive, exactly? On point 3) they also have a point – which might explain why the British Chambers of Commerce have a higher estimate of 20%. Point 4), if we’re hunting down the percentage of British laws that have an EU origin, is irrelevant.But considering that we’re looking for a percentage of the number of laws that stem from the EU, it is worth bearing in mind that Statutory Instruments make up the bulk of all UK legislation, with an average of around 3,500 passed every year for much of the last two decades. In 2008, 3,389 Statutory Instruments were passed, while the UK Statute Law Database lists 2,414 results for the same year. With no study (that I’m aware of) having been conducted on how many of those have an EU origin, it is hard to tell the percentage.However, with Statutory Instruments making up the bulk of UK legislation, and with most EU legislation brought into force via this method (having already been passed at EU level, there’s generally no need for EU legislation to then be re-enacted at national level, after all), it’s no great leap to suggest that the final percentage wouldn’t be that much higher than 9%. Indeed, Labour MEPRichard Corbett has noted other studies in other EU member states:6.3 percent according to the Swedish parliament, 12 percent according to the Finnish parliament and between 12 and 19 percent according to the Lithuanian parliament.This would suggest that something in the region of 10-20% would be a fair guess for the UK as well (a range that has the added benefit of being backed up by the British Chambers of Commerce’s recent study of regulations).

Bonus: How much does the EU cost us?

I’ve already discussed the actual costs of EU membership based on the UK’s annual contribution, showing that the net cost is around £4 billion a year. But what about the cost to business and to the economy? This is, of course, a hugely complex issue. How to estimate the impact of legislation on an entire country’s economy? It’s practically impossible, as without a control sample we can’t tell how beneficial or detrimental any individual piece of legislation may be – let alone the impact of other pieces of legislation that may affect the same general area.Nonetheless, the more enthusiastic among you may have noted, in the Open Europe piece quoted above, that the same post also gives Open Europe’s own estimate that 72% of the cost of regulation is EU derived. Is this fair? Well, it’s only an estimate, and I haven’t seen their workings, so it’s hard to tell.However, let’s return to that British Chambers of Commerce report, also linked above. What do they have to say about the costs of EU regulation? By value, EU legislation was only responsible for about 0.1% (£1.9m) of regulatory net costs in 2007/8 and virtually all business burdening regulatory activity can be attributed to Whitehall.Oh… would you look at that?

Conclusion

No one agrees on how much legislation and regulation stems from the EU. The 9.1% figure stated by the House of Commons Library is too low, as it only covers Statutory Instruments, not ALL laws; the higher figures of 84%, 75% and even 50% claimed by the likes of Hannan, Farrage and Cameron are based on miscalculations, misunderstandings, or sources unknown, and often derive from parts of the EU other than just the UK – and so with no hard evidence to support them must be dismissed as either too high or inapplicable to the British situation.What is the true figure? No one knows. So any claims that state hard and fast percentages should – if we’re being intellectually honest – be treated with equal suspicion.Not that any of this is likely to change the opinions of those eurosceptics convinced of the malicious and all-pervading influence of the EU on our daily lives, of course. But still. I’ve looked for the evidence, and this is what I’ve tracked down. If you know different, please do let me know – I’m interested in the truth of the situation, as without total transparency, such misinformation, misunderstandings and resentments are only going to grow.Popularity: 24% [?]

How José Manuel Barroso quietly transformed the world's financial future

Reuters-José Manuel Barroso was a student revolutionary while growing up in Portugal. His other middle name – Durão – even means hard. That he is now 53 and the centre-right president of the European Commission, could be viewed as the well-worn dilution of incendiary youthful ideals. But it doesn't make it any less odd that while Mr Barroso was holed up in London's Docklands hammering out the G20 communiqué with world leaders this week, his eldest son Luís, 25, was among the protesters on the streets of the City of London angered by the excesses of capitalism. Mr Barroso told the story in his usual light and amiable way. His son, who is studying European law in London, was not protesting though he was with protesters, he said. In any case, the son was rather more right-wing than the father at a similar age. I don't know why my son was born conservative,he joked.I was a radical.G20 Summit: Timeline of main eventsPerhaps Luís, like everyone else, is converging on a view of the world as espoused by the European Union, at whose centre sits his father. Mr Barroso, while conscious of the need to appear modest, was clearly delighted that from either end – the Russians and Chinese on one side, the Americans on the other – the G20 nations were coming together in their vision of the global economy. We need open, competitive, market economies… but at the same time with effective regulation and supervision,he told The Daily Telegraph in his first newspaper interview since the G20summit. That, combined with an important level of social commitment, strong international institutions and mechanisms of corporate governance… is the economic culture of Europe.Of course this convergence, as expressed in large parts of the G20's final communiqué, is driven by a world experiencing its greatest economic crisis in decades. Globalisation, which has lifted millions from poverty, has also spread misery everywhere as economy after economy has tipped into recession. The blackest eyes are being worn by the US and UK, whose versions of what Mr Barroso called unbridled capitalism seemed to have made matters far worse than they might have been.

The outside world has been focused on the pronouncements of international leaders – press conferences by Nicolas Sarkozy, the president of France, or Barack Obama, US president. The polticians have had in mind domestic audiences and the need to appear to be fighting for their national interests. Angela Merkel, the German chancellor who is facing an election this year, has been stridently opposed to US and UK calls for a larger fiscal stimulus for her economy, even while injecting more money into it than any other country in Europe.But as all the nations move towards a common vision of the future global financial system, Mr Barroso and his team have had a quiet but immensely influential role in the whole process. Many of the words adopted by the G20 were drafted in his office. Much of the thinking on the future of financial regulation came out of a European Commission report on the subject. If you look at the conclusions of [the Commission's] spring council one week ago and the conclusions of the G20, you will find they are [almost the same]… word for word,he said. Now the Commission has been given the task of drafting proposals on executive pay, hedge fund regulation and private equity. It will make plans for a new global financial architecture and it will host a summit on job creation next month in Prague. Though there will be months of negotiation to come, and numerous attempts by politicians to steal credit and publicity, Mr Barroso's office will be writing many of the drafts.

It could have been very different. When the crisis seemed completely out of control at the end of last year, a rash of unilateral measures by members of the EU seemed to call into question the whole single market project.Mr Barroso admitted that in December there had been a quasi-panic. The UK, Ireland and other countries had announced huge bail-outs of their banks, and shown no signs of worrying about infringing EU rules on competition and budget deficits. There was talk of the need to give huge amounts of aid to car companies. Mr Sarkozy was openly hostile to the Czech Republic, to which he had just handed the EU presidency.Brussels had to make countries understand that internal protectionism in Europe would be deadly, really a disaster for European economies, Mr Barroso said.The internal market is the bedrock of our prosperity.He maintained on Friday that the message had been taken in. Oh, we have done it. It is well understood… Now after a good debate I see a real commitment. He said that an informal summit last month had actually handed more authority to the Commission. Some Eurosceptics, he said, had come round to the view that the real threat is not an overcentralised Europe, [but] the fragmentation of the internal market.Of course critics could argue that Mr Barroso would say that. But it is true that governments could look at the strict EU rules on budgets and acknowledge their role in allowing billions to be poured into ailing economies. Government budget deficits in the EU's 27 countries fell from an average 2.9pc in 2004 to 0.9pc in 2007, putting them in a better position to combat the crisis when it struck. Another important lesson would have been the different experiences of Iceland and Ireland, which were both hugely over-extended in the years of cheap credit. Iceland, outside the eurozone and the EU, had gone bankrupt amid the crisis. Ireland, while still in considerable pain, had not.Ireland would be in a situation of near bankruptcy if it had not been in the euro,said Mr Barroso.It had a credible currency [unlike Iceland] and benefited from massive injections of liquidity from the European Central Bank.

Some commentators say the euro is still in trouble, and that countries could still come under enough economic pressure to force them out of the currency. EU and non-EU members in eastern Europe have experienced political upheaval and changes of government. But Mr Barroso said that, far from seeing a break-up of the euro, he had been asked by countries wishing to speed their entry into the currency, such as Denmark.He admitted that the G20 had much work left, in particular on world trade, which will see a reduction in its volume in 2009 for the first time in 25 years. Mr Barroso said that the World Trade Organisation had made a presentation to the G20 in which it stated that rising protectionism had not yet had a significant impact on trade volumes. Reading between the lines of the communiqué, it seems as if restarting the Doha round of trade negotiations will be top of the agenda when the G8 group of largest economies, and several guests, gathers near Sardinia in July. Another item barely on the agenda, Mr Barroso admitted, was discussion of the macroeconomic imbalances that had created much of the world's economic problems. Countries such as Germany and China have become overdependent on being able to sell their exports to countries too eager to consume, such as America. The broken financial system with its excessive risk-taking and inadequate oversight, arguably, merely made the crisis worse rather than created it.Mr Barroso said that he thought China and Germany had recognised the need to lessen their dependence on exports.I think the Chinese are moving in the right direction… Germany is completely aware that it is important not just to rely on exports.But he admitted that economic culture stood in the way of permanent reform. If you give a tax reduction in Germany most people will save it and not use it to stimulate their consumption.Miss Merkel has acknowledged that Germany's economic structure cannot be changed quickly.Mr Barroso was therefore cautious in his assessment of the summit, steering clear of talk of green shoots and recoveries. Millions more are still expected to be added to the jobless numbers throughout the world.We cannot expect a miracle from the [G20] summit but I think we took the right decisions and I think we should concentrate on implementation and co-ordination of the measures. Among many things the ambitious Swedish presidency of the European Union hopes to achieve in the next five months is a revival of the so-called Lisbon Process.The what?

A few may recall this initiative was launched in 2000 to chart the way the EU would become the world’s most dynamic, knowledge-based economy.Rhetorically it became a bouncy castle for politicians, left and right, who could jump up and down with Lisbon, confident of its crowd-pleasing potential, in Brussels and Strasbourg at least.But the applause soon died – so much so the whole effort had to be revived a mere five years after it began.It hasn’t been going great guns since then, either. Not unreasonably, however, EU officials think it’s worth taking out of the drawer in the context of the worst recession since the war.Stronger economic cooperation is essential,said the economy Commissioner Joaquin Almunia recently, noting that EU unemployment is currently at 8.5% and rising.Also, this year has been dubbed the ‘European Year of Creativity and Innovation’ – so surely that’s relevant? Then along come the do-gooding Swedes (now holding the EU’s rotating six-monthly presidency), keen to give the high five to green growth which will make the environment a new priority of the Lisbon Process. To that will be added labour market reform, R&D and education and skills.The centerpiece of this latest revision will be an Internet-based consultation throughout the EU organised by the European Commission whose results, officials hope, will allow them to make formal proposals for the another Lisbon phoenix which should take wing early in 2010 under the next EU chairmanship, Spain.Does this mean the subsequent stage of the Lisbon Process could be transformed into a Madrid Accord. a Concordat of Brussels or some such?

But if these plans truly constitute a revival, it’s clear the exercise has to be re-branded. It’s a political and diplomatic conceit – or evasion – that far-reaching deals should be named after the city (or even a village, like Schengen, Luxembourg) in which they were made.In this case multi-millions of voters confuse the Lisbon Process with the Lisbon Treaty when they have absolutely nothing to do with each other. Secondly, it’s unhelpful that this pathway to the stars should be associated with one of the worst performing economies in the 27-nation bloc.A new name should define what the initiative is about; Lisbon is meaningless and Lisbon 2 would be perverse. After a while such place names are bleached of any significance in the minds of voters. The Treaty of Paris, anyone? (You see.)However, it seems the EU mantra for the coming five years will be science, technology and innovation (STI) – and who could disagree with that in the present crisis? Any mantra in a storm, EU’s leaders seem to believe.Not so, says a group of Irish academics, Government appointed, who were asked whether the failed Celtic Tiger’s STI investment in a knowledge economy is value for money.Led by Professor Colm McCarthy, University College Dublin, they concluded there is scant evidence that all the STI expenditure is a good way to spend taxpayers’ money – thus mauling one of the main assumptions of the Lisbon Process.Any return on this STI investment cannot be known with confidence at the start,these experts claim.The evidence adduced to date for the impact of STI investment on actual economic activity has not been compelling.In other words, it’s as scientific as pot-luck.Then they go on to say that the Irish government’s declared aim to produce 20% more PhDs might be counterproductive because there’s no clear business need for so many graduates to be educated up to fourth level qualifications.

What is the point of post graduate waiters or shop assistants with a handful of diplomas? There’s almost no demand in the economy for so many clever-clogs; producing even more of them could have two effects, the Irish committee points out. The graduates might have to take jobs, as many do in the Nordic countries, for which they are over-qualified or, frustrated, they may emigrate to find work in which case the country gets no return on its investment in their education.Almost a decade after the high tech wake-up call was first heard from Portugal, it’s unclear how these elements will be played out.And it remains a quirky coincidence that two things most associated with the EU’s recent ideological overreach – the Process and the Treaty – should both bear a Lisbon label.ENDS

DUBLIN, August 6, 2009 (LifeSiteNews.com) - The Irish government's broadcasting regulator has told No campaigners on the upcoming Lisbon Treaty referendum that there will be no equal time for both sides of the debate. Broadcasting Commission of Ireland (BCI) chief executive Michael O'Keeffe said in a statement that the agency is under no obligation to allocate an absolute equality of airtime to opposing sides of the referendum debate during editorial coverage.Guidelines require only that the allocation of airtime to opposing sides be fair.While the move was welcomed by Yes campaigners, one leading pro-life No campaign group has said that the decision is plainly government interference in the democratic process. Cóir Campaign called it a politically motivated attack on democracy and described the new rule as a much weaker provision of fairness which is wide open to abuse.Government Yes material on the internet and in print posted to people's homes threaten financial disaster for Ireland if the Treaty is rejected again. Creative Destruction is not a new concept. It is, however, a new-age term for the Hegelian Dialectic. Last year, five per cent of the total population of the 27 EU countries was Muslim. But rising levels of immigration from Muslim countries and low birth rates among Europe's indigenous population mean that, by 2050, the figure will be 20 per cent, according to forecasts.Data gathered from various sources indicate that Britain, Spain and Holland will have an even higher proportion of Muslims in a shorter amount of time.The UK, which currently has 20 million fewer people than Germany, is also projected to be the EU's most populous country by 2060, with 77 million people.The findings have led to allegations that policy-makers are failing to confront the widespread challenges of the demographic time bomb.Experts say that there has been a lack of debate on how the population changes will affect areas of life from education and housing to foreign policy and pensions.Although some polls have pointed to a lack of radicalisation in the Muslim community, little attention is being given to the integration of migrants, it is claimed, with fears of social unrest in years to come.

Britain and the rest of the European Union are ignoring a demographic time bomb: a recent rush into the EU by migrants, including millions of Muslims, will change the continent beyond recognition over the next two decades, and almost no policy-makers are talking about it.The numbers are startling. Only 3.2 per cent of Spain's population was foreign-born in 1998. In 2007 it was 13.4 per cent. Europe's Muslim population has more than doubled in the past 30 years and will have doubled again by 2015. In Brussels, the top seven baby boys' names recently were Mohamed, Adam, Rayan, Ayoub, Mehdi, Amine and Hamza.Europe's low white birth rate, coupled with faster multiplying migrants, will change fundamentally what we take to mean by European culture and society. The altered population mix has far-reaching implications for education, housing, welfare, labour, the arts and everything in between. It could have a critical impact on foreign policy: a study was submitted to the US Air Force on how America's relationship with Europe might evolve. Yet EU officials admit that these issues are not receiving the attention they deserve.Jerome Vignon, the director for employment and social affairs at the European Commission, said that the focus of those running the EU had been on asylum seekers and the control of migration rather than the integration of those already in the bloc. It has certainly been underestimatede SLps there is a general rhetoric that social integration of migrants should be given as much importance as monitoring the inflow of migrants.But, he said, the rhetoric had rarely led to policy.The countries of the EU have long histories of welcoming migrants, but in recent years two significant trends have emerged. Migrants have come increasingly from outside developed economies, and they have come in accelerating numbers.

The growing Muslim population is of particular interest. This is not because Muslims are the only immigrants coming into the EU in large numbers; there are plenty of entrants from all points of the compass. But Muslims represent a particular set of issues beyond the fact that atrocities have been committed in the West in the name of Islam.America's Pew Forum on Religion & Public Life, part of the non-partisan Pew Research Center, said in a report: These [EU] countries possess deep historical, cultural, religious and linguistic traditions. Injecting hundreds of thousands, and in some cases millions, of people who look, speak and act differently into these settings often makes for a difficult social fit.How dramatic are the population changes? Everyone is aware that certain neighbourhoods of certain cities in Europe are becoming more Muslim, and that the change is gathering pace. But raw details are hard to come by as the data is sensitive: many countries in the EU do not collect population statistics by religion.EU numbers on general immigration tell a story on their own. In the latter years of the 20th century, the 27 countries of the EU attracted half a million more people a year than left. Since 2002, however, the latest EU report says, net migration into the EU has roughly tripled to between 1.6 million and two million people per year.The increased pace has made a nonsense of previous forecasts. In 2004 the EU thought its population would decline by 16 million by 2050. Now it thinks it will increase by 10 million by 2060. Britain is expected to become the most populous EU country by 2060, with 77 million inhabitants. Right now it has 20 million fewer people than Germany. Italy's population was expected to fall precipitously; now it is predicted to stay flat.The study for the US Air Force by Leon Perkowski in 2006 found that there were at least 15 million Muslims in the EU, and possibly as many as 23 million. They are not uniformly distributed, of course. According to the US's Migration Policy Institute, residents of Muslim faith will account for more than 20 per cent of the EU population by 2050 but already do so in a number of cities. Whites will be in a minority in Birmingham by 2026, says Christopher Caldwell, an American journalist, and even sooner in Leicester. Another forecast holds that Muslims could outnumber non-Muslims in France and perhaps in all of western Europe by mid-century. Austria was 90 per cent Catholic in the 20th century but Islam could be the majority religion among Austrians aged under 15 by 2050, says Mr Caldwell.Projected growth rates are a disputed area. Birth rates can be difficult to predict and migrant numbers can ebb and flow. But Karoly Lorant, a Hungarian economist who wrote a paper for the European Parliament, calculates that Muslims already make up 25 per cent of the population in Marseilles and Rotterdam, 20 per cent in Malmo, 15 per cent in Brussels and Birmingham and 10 per cent in London, Paris and Copenhagen.

Recent polls have tended to show that the feared radicalisation of Europe's Muslims has not occurred. That gives hope that the newcomers will integrate successfully. Nonetheless, second and third generations of Muslims show signs of being harder to integrate than their parents. Policy Exchange, a British study group, found that more than 70 per cent of Muslims over 55 felt that they had as much in common with non-Muslims as Muslims. But this fell to 62 per cent of 16-24 year-olds.The population changes are stirring unease on the ground. Europeans often tell pollsters that they have had enough immigration, but politicians largely avoid debate.France banned the wearing of the hijab veil in schools and stopped the wearing of large crosses and the yarmulke too, so making it harder to argue that the law was aimed solely at Muslims. Britain has strengthened its laws on religious hatred. But these are generally isolated pieces of legislation.Into the void has stepped a resurgent group of extreme-Right political parties, among them the British National Party, which gained two seats at recent elections to the European Parliament. Geert Wilders, the Dutch politician who speaks against Islam and was banned this year from entering Britain, has led opinion polls in Holland.The Pew Forum identified the mainstream silence in 2005: The fact that [extreme parties] have risen to prominence at all speaks poorlye SLps about the state and quality of the immigration debate. [Scholars] have argued that European elites have yet to fully grapple with the broader issues of race and identity surrounding Muslims and other groups for fear of being seen as politically incorrect.The starting point should be greater discussion of integration. Does it matter at all? Yes, claims Mr Vignon at the European Commission. Without it, polarisation and ghettoes can result.It's bad because it creates antagonism. It antagonises poor people against other poor people: people with low educational attainment feel threatened,he says.The EU says employment rates for non-EU nationals are lower than for nationals, which holds back economic advancement and integration. One important reason for this is a lack of language skills. The Migration Policy Institute says that, in 2007, 28 per cent of children born in England and Wales had at least one foreign-born parent. That rose to 54 per cent in London. Overall in 2008, 14.4 per cent of children in primary schools had a language other than English as their first language.Muslims, who are a hugely diverse group, have so far shown little inclination to organise politically on lines of race or religion. But that does not mean their voices are being ignored. Germany started to reform its voting laws 10 years ago, granting certain franchise rights to the large Turkish population. It would be odd if that did not alter the country's stance on Turkey's application to join the EU. Mr Perkowski's study says: Faced with rapidly growing, disenfranchised and increasingly politically empowered Muslim populations within the borders of some of its oldest and strongest allies, the US could be faced with ever stronger challenges to its Middle East foreign policies.Demography will force politicians to confront these issues sooner rather than later. Recently, some have started to nudge the debate along. Angel Gurría, the OECD secretary-general, said in June: Migration is not a tap that can be turned on and off at will. We need fair and effective migration and integration policies; policies that work and adjust to both good economic times and bad ones.

The comments by the Libyan leader are a major setback to the French President's Mediterranean project, his highest-profile initiative during France's turn at the European Union's six-month rotating presidency which began last week.Mr Sarkozy has invited all the EU's 27 leaders plus premiers from 17 Mediterranean countries to a summit launching the new Union in Paris next week. We shall have another Roman empire and imperialist design,Col Gaddafi said in Tripoli, the Libyan capital, yesterday. There are imperialist maps and designs that we have already rolled up. We should not have them again.Speaking at the Bab Alazizya palace, the same building that was attacked by US fighter planes over 20 years ago in retaliation for a Libyan-sponsored bombing in Berlin, Col Gaddafi predicted that that the EU blueprint for the Mediterranean will be a pretext for a new generation of terrorists. I believe this project of the Union for the Mediterranean would increase illegal migration and terrorism and give a justification to Islamist extremists to step up Jihad attacks. These extremists would explain it as crusade against Islam and European colonisation, he said.They will talk about jihad in Europe. This project is frightening. This project is dangerous.They will interpret it as a new crusade to contain Muslim forces. They will see it as a new colonialism and they will accuse the Arabs that they are traitors, who have abandoned principles and sold out their countries. Col Gaddafi is angry that original plans to build closer co-operation among a only few southern European and North African states that border the Mediterranean were changed to include the whole EU, the Middle East - and Israel - in the new Union.

How can we have a union with Scotland or Scandinavia or Israel?Germany had blocked Mr Sarkozy's first plan for a Union involving Portugal, France, Spain, Italy, Cyprus and Malta, all European countries bordering the Mediterranean, with North African countries and Turkey because Berlin feared dividing the EU. Col Gaddafi, along with other Arab and Middle Eastern leaders, has felt left out of discussions in Brussels over the Mediterranean Union's membership, scope and subordination to the wider EU. They ask us just to come and sign it. That is just an insult,he said. They decide and then they tell us. The headquarters will be in Brussels. Should I come and say I handed over the capital city of my country to Brussels? Mr Sarkozy is hoping that he can focus the Union for the Mediterranean on concrete and non-controversial issues such as maritime co-operation, tackling pollution, solar energy projects and civil security co-operation. I predict this project will be a complete failure,said Col Gaddafi. A French official said: The Libyans are the only country that is not sending the head of government of state but it is sending a representative.

The Eurogendarmerie practise their street-fighting tactics in battle formation. George Orwell’s novel 1984 describes the typical totalitarian police state, where the prime purpose of the police is not really to stop crimes against people and their property, but crimes against the State, which is whatever the State calls a crime.

1984 TO COME TRUE SOON? by Torquil Dick-Erikson, MA Oxon

In the image above, you will notice two nationalities of policemen - the ones on the right are Italian Carabinieri (it is written across their shields), military police in Italy under a centralised national command. Though part of military police and Italian army, they are used as a civilian police force, and they are stationed in every borough and hamlet, tasked to keep public order. The ones on the left are from one of the other four countries that so far have decided to participate in the Eurogendarmerie force. They are still wearing their national uniforms, since a single harmonised EU gendarme uniform has not yet been issued, but they have the EU armbands (see above) which they all wear over their national uniforms. They are standing here in locked-shield formation, like ancient Roman legionaries, to protect themselves from assaults by demonstrators, or from stones or other objects which might be thrown at them. The little patch of flames in front of them is presumably a Molotov cocktail which in their simulation some subversive demonstrator has thrown at them.They are being trained to deal with this sort of thing. From this formation they can fire tear-gas grenades over the heads of, or straight into, a crowd to disperse it (they are wearing gas-masks so as not to breathe in the gas themselves), or indeed rubber, or more usually lead, bullets; and when ordered they will charge forward swinging their batons, and anybody who is in their path is likely to get pretty seriously injured.

Today, as the nation states of Europe lose their borders and prepare to merge into one single European State, we must realise that the continental traditions of policing, like their traditions of criminal justice, are very, very different from ours. And since they are the majority, it will inevitably happen – if the planned merger goes ahead with the new Treaty – that their system will be imposed on us.Not many know that, for example, the first chapter of the Italian criminal code (listing of course the most important and heinous crimes) is entitled Of crimes against the personality of the State. The code used today is still the one left by Mussolini, tinkered with over the last sixty years but never properly overhauled, let alone replaced. And in its overall approach Mussolini actually took his cue from the French, that is, Napoleon, of course.There has been concern in Britain about surveillance cameras etc, of which there are more in the UK than in any other EU state. Well, we do feel uneasy with them at present, but not too alarmed because we feel we still have a government we can trust not to abuse them in fundamental ways. . .But what if a future, more tyrannical, government comes in? The line of reasoning that most people take in Britain when debating this issue is based on the assumption that in any case the government we shall have will always be a British government, that is, elected by, and dismissible by, the British voters.

But this assumption is no longer justified.

In discussions earlier this year we heard Angela Merkel quoted as saying that The EU needs more and better defined powers than it has at present: in energy policy, in foreign policy, in justice and home affairs,- the key here being the last item, JHA. And Blair raised no objections to that. So the risk is looming of indeed a future, unknown and unfamiliar, government in charge of our JHA, and it not being a British government, but an EU government. How would the people of Britain feel about their CCTV footage being scrutinised, not by British bobbies, but by German policemen, wearing EU uniforms or EU armbands over their German uniforms?

This is not just a theoretical risk.

And something we must realise is that German/French/Spanish/Italian etc policemen are not just like our own, only wearing different uniforms and speaking another language.

The fact is that the whole continental tradition of policing is different from ours, as a glance at the European Gendarmerie Force website will make clear. And we can see from this website that they have already set up the nucleus of their paramilitary, armed, anti-riot battalions, organised in the continental style. So the high-surveillance machinery is set up in Britain, the heavily repressive police forces and the unelected and undismissible government apparatus is set up in Brussels, and our own government seems to be ready to hand over and join these two together.We are very nearly in 1984.The EU is preparing for that moment, of physical confrontation with dissent against its authority, and intending to suppress it with sheer, overpowering, paramilitary, brute force, in a way that British people who have always lived in Britain will find astounding.Have a look at the pictures on the European Gendarmerie Force website. This sort of use of paramilitary police is quite common in continental European countries and people there are accustomed to it. Indeed these photographs, which are possibly a bit shocking for us Brits, are taken from the Eurogendarmerie's own official website. They think this is all quite normal. They have published these photographs, evidently not thinking that anyone would be at all shocked or surprised by them.On the 18th October 2007, the same day as the new EU “Reform Treaty” was agreed in Lisbon under the media spotlight, another Treaty was signed in Velsen, Holland, between the 5 EU member states participating in the Eurogendamerie, to put it on an official footing. Britain was not amongst the signatories, because not having a militarised police force the UK is not entitled to take part.

EU military police can enter Britain

However, article 6.3 of this Treaty, the full text of which can be accessed through a link on the European Gendarmerie Force website, provides that other member states can join in with this particular form of presumably enhanced cooperation, simply by agreement of the country concerned. Since our Parliament already approved the provisions on enhanced cooperation (whereby states that wish to forge ahead in certain areas may do so without waiting for the agreement of all the others) with the Treaty of Nice, it is possible that this simply means with the agreement of the government of the day, that is, without need for any new specific Act of Parliament.

EU military police will only leave if the EU orders them to leave

On December 11th 2007 Bob Spink MP in the Commons debate (Hansard, col 188) prior to the signing of the Treaty of Lisbon asked Miliband for an assurance that the Eurogendarmerie will never be allowed into the UK. No such assurance was given, and Miliband confirmed that they could enter Britain with Britain’s consent, presumably just the consent of the government. What he did not mention and what was not spelt out was the (obvious) fact that once the EGF is inside a country, it will not leave that country simply because that country’s national authorities tell it to leave, for it will not recognise those authorities, but only its own supreme authority in Brussels.

EU military police may be Turks

Another disturbing element of the Treaty of Velsen is in article 44 which provides for the recruitment of Eurogendarmes not only from member states but also from candidate states.Indeed the Portuguese EU Presidency’s website, announcing the signing of this Treaty, stated that Turkey had already shown interest. So when the EGF does come over to Britain, we could find ourselves being policed by Turks in EU uniform. Even if they are excluded from being full members of the EU because their human rights record is not good enough, and torture in Turkish police stations is reported to be commonplace, the Turks are evidently considered good enough to be recruited as policemen to police us.Please note - these are not soldiers, they are European riot-control policemen. They are actually members of the Spanish Guardia Civil as you can see from the flashes on their left shoulders, and it is written on the flak jacket of the man standing on the left of the picture, but if you look at their right upper arms you will just glimpse the royal-blue armband of the European Gendarmerie Force - which has as its emblem a circle of little yellow stars, and in the middle a sword and a flaming grenade, symbolising the common military root of European police (this logo and the armband are fully explained on their website).

This military root we need hardly say, may be common to the police forces of continental Europe, but it is utterly alien to our own policing traditions. Note their steel helmets, and their heavy automatic rifles, carried here by the Guardia Civil, by what they are pleased to call a civilian police force. . .

Europeans distrust police

In continental Europe, our idea of policing by consent is considered a bizarre and incomprehensible contradiction in terms. Of course one of the duties of continental police is to tackle crime. But they are also regularly and normally considered to be a fairly blunt instrument whereby the State imposes its will on the citizenry in general. It has always been that way. They are occasionally admired, more often feared, and sometimes hated by the population at large, law-abiding and criminal elements alike.They are seldom recruited locally.One unfortunate result is that whenever they try to investigate a crime, they often receive little help from the public - people are most unwilling to step forward (hence the phenomenon of omertá - which is a tremendous obstacle to any serious police detective work). So the extent to which crime goes unchecked is often higher on the continent than in the UK, although it is worsening in the UK as we are being brought into line with continental practice, with our own policemen being taken off the beat and so out of that daily contact with the local population, which would enable confidence and trust to be built.As we know, unlike in Britain, all continental police carry lethal weapons at all times. In the simulated exercise above, the protester has been handcuffed and arrested, and is being led off to prison.

EU criminal code - Corpus Juris - no Habeas Corpus

Incidentally, under the proposed Corpus Juris EU criminal code, which reflects most continental procedures, on arrest a person may be held for up to six months in prison, renewable for three months at a time, with no right to a public hearing in the meantime, nor any obligation on the prosecution to exhibit any evidence. This is what happens when there is no Habeas Corpus, as indeed there is no Habeas Corpus in the nations of continental Europe to this day.I remember reading a few years ago that the present UK government started a centralised militarised police force of sorts with a Ministry of Defence police – who at once got called ModPlods.Until we get a centrally commanded British paramilitary police force, we won't be allowed to join the Eurogendarmerie. This is doubtless why the Home Secretary made the announcement earlier this year about the centralising of police under government control which caused the letter of protest published in the Times from former Deputy Assistant Commissioner Roach. The criteria for a national force to join the EGF are displayed on their website.

Combating fellow-countrymen

The fact of having different nationalities drilling side by side is clearly part of a harmonisation of police plan, so as to create a unified European military police force. This is frightening because the European Union is not democratic and not accountable. The possibility that sooner or later the military police will be manipulated and will be fighting the people is very high. The CV of the former French general who led the force indicates that his main professional expertise was in confronting and combating his fellow-countrymen when they try to riot in the streets.

The best way to stop these fellows from coming over to the UK and demonstrating their skills on a high street near you, is - as a very first step - to make sure that as many people in Britain see the European Gendarmerie Force website.This will help people to realise with some urgency that the EU is NOT just about our prosperity, it is about our very basic freedoms, and what in an old-fashioned phrase used to be called our national security - the safety of each and every one of us. And it should help each and every one of us to realise that a merger with our continental neighbours will NOT just mean that things will carry on much as before, only on a larger scale.We must realise that our continental neighbours have a very different history from ours and do not share many of our traditions, in particular our traditions of policing, and in a merger their voice will prevail over ours, and our traditions will be uprooted and erased, and their traditions, new, unfamiliar and alien to us, will be imposed on us. Their ability to control the EU's military police will be lost as well because they will have lost their own national controls over their police just as we will . This makes us all extremely vulnerable. Let us persevere in the defence of freedom. The Transatlantic Partnership Invaluable, Indispensable, Irreplaceable

Working together since World War II, the United States and the countries of Western Europe have reshaped the world: strengthening global peace and security, preserving and promoting democracy, opening up trade and promoting higher standards of living for more people, in more countries, more quickly than at any time in history.Part of Europe's contribution to this achievement has been the European Union, a unique political creation that is becoming an increasingly confident and valued partner of the US. Having already delivered a great deal, the potential growth and development of the Partnership promises even more.In December 1995, the two sides signed a practical, step by step work plan: the New Transatlantic Agenda. In it, they pledged close collaboration to:

promote peace and stability, democracy and development; expand world trade;
grow their own commercial ties and build bridges between industries, companies and peoples in Europe and the US; respond to new global challenges like drug trafficking and terrorism. The transatlantic partnership has since broadened its scope of operation between the EU and the US. There was renewed interest to strengthen the EU/US relationship, as shown by the visit of President Bush in February 2005 to the EU institutions, the first US President to do so. As a result, there has been a huge impetus to, for example, remove the remaining barriers to trade and investment through the Transatlantic Economic Initiative (2005) and achieve a barrier-free Transatlantic Market. Furthermore, the partnership is working increasingly closer together to face global challenges such as climate change, terrorism, and security questions. Detailed conclusions agreed at the recent US-EU Summits testify to this deepening relationship.Despite this willingness to find common solutions, the relationship is not without friction. How could it be when each partner is so geographically vast, culturally diverse, politically complex and made up of so many differing economic and social interests? Fortunately, the two sides have long been adept at resolving their differences through patient negotiation and without rancour. This is a priceless asset made possible by a partnership firmly based on common interests and common objectives.Strengthening those interests and defining those objectives is part of the purpose of the Transatlantic Policy Network.

Europe, human and virtual or Middle Ages?

My name is Europa. I’m a member of a family of approximately 500 million, a continent, a union of nations states (within public law / law of nations a rather new phenomeon) and a myth. I’m living in an organising world, where volatility, dynamics and developments in areas like cultures, religions, security, energy, climate, technics, economics, identity and other social processes are all in front of the stage. In this period of chances and worriments, people of Europe perceive changes and anticipate upon developments. Supported by the capacity of leading politicians, academics, other personalities and citizens to look forward and in advance as a whole and by their devotion, a lot of good has been achieved and will be still achieved. The present level of democracy, security, prosperity and welfare are indebted for acting in concert. So, ever took along with Zeus and had the son Minos (the mythical king of Crete), one should call oneself lucky and priviliged living with me and to feel my spirits. I’m also a union of nation states, represented by citizens and institutions. Not going for a requiem or hard power, but for seizing, shaping, promoting and protectioning. I have become mature and measured up to developments. I became a member of the world, where the world could not round about. There is more: developments and environments which shaped me, which are shaping me now and which will shape me in the future. I remember values of the Classics, the ranges of thoughts, trends and other meaningful events from the ancient and centuries beyond. About these days I can tell about social market-economies, my drive to enlarge, security and secular welfare nation states that marks me, just like my diversity in culture, religion, language and history, my humanistic views, pragmatic approach and my individualism. Concerning the future, I pave the way for developments for the make up of my family, where on one hand ageing and knowledge is present and on the other hand religion and birth. Areas like culture (identity), technics (nano, artificial fusion), social fit, political items and security are priorities on my agenda. I secure civilization and promote and safeguard the present values and affairs versus weak sides and paradoxes of globalisation. After all, values are there to help us live our lives and organise our societies. One could say: I’m a multilateral creature with spirits of feeling, of cooperation and integration and of reason. So much to feel, to think, to tell, to see, to hear, to invent and to teach. Good motives to write this treatise, which is composed of 4 chapters: the 1st one is devoted to spirits of feeling, the 2nd to spirits of the European Union, the 3rd to spirits of reasonThemes were definited because they are all related to each other, because they were and are within Europa in front of the stage, with reference to tracks of the AIFestival(www.aifestival.org) India was selected because of the special relationship and many similar political and social ideals. After all, values are there to help us live our lives and organise our societies and I’m under the impression that compassion, arts and culture, tolerance and solidarity and social spirits are in life drivers. Believing that feelings of compassion are of essential importance, a archetype to defeate life, I make this spirit starting point. To have the disposal of compassion is a basic and neccesary condition to go on with other spirits. After all, living a life without is a life full of chillines and not really a life for human beings. I went through a seminar of Nexus Institute (www.nexus-instituut.nl) Compassion, The Art of an Ethical Problem about the meaning of compassion in moral, artistic and social respect, where on one hand askings for and questions were at the centre and on the other hand five intellectuals, thinkers of universal stature Jean Clair, Mitchell Cohen, George Klein, Ingrid Rowland and George Steiner lectured on compassion. Very welcome to my identity. Touch feelings of Compassion Compassion: the keen awareness of the interdepence of all things and the ultimate and most meaningful embodiment of the emotional maturity. Volatile Art and Culture Art is a (product of) human activity, made with the intention of stimulating the human senses as well as the human mind; by transmitting emotions and/or ideas. Culture refers to patterns of human activity and the symbolic structures that give such activities significance and importance. It reflect different theoretical bases for understanding, or criteria for evaluating, human activity and is manifested for example in music, literature, lifestyle, painting and sculpture and theater. In this organising world I sometimes think that I’m going to loose my existing valuable arts and culture, which was build up in the last 2500 years in exchange for new volatile culture and that in future there is a possibility that my familiy does’nt know anymore there was the core curriculum. If so, than in certain sense we are all responsible for the fact that we might loose: the myth Europa the Classics (Crete, Greek and Romans - Charlemagne) established ranges of thoughts such as philosophy, politics, humanism, reformation and enlightenment clergy (christianity, Judaism, the Templars, Benedictus) knowledge about science (eg. from Archimedes, Newton, Huygens, Einstein) thoughts about impressive trends as Romanic, renaissance, gothic and baroque views on and fruits of meaningful events (restoration, colonial expansion, the French and industrial revolution, the fall of the Wall) merits of architecture, sculpture, art, literature, poetry and music.

It looks like culture nowadays is less giving significance and importance and therefore from different level and from another order than in the past; more easy and rapid transitory. Think about the internet culture. Although of significance and importance, long standing and spread over the world, I feel it as rather chilly and as an easy culture.Hiphop culture seems to miss timbres. Skate-culture looks more to be a fashion and behaviour good is what I think that is good and I-pod lookes more fostered by a voice of egoism. It is ok to me, but only if it is supplementary. Comparing old and new arts and culture, new arts and culture brought a more trivial way of life: more easy and of short duration. I hope we will not forget Socrates, Plato, Aristotle, Seneca, Luther, Erasmus, Shakespeare, Marx, Hegel, George Steiner, Jürgen Habermas and many others. Together with new cultures, they are all inextricably bound up with me, just like Mozart, Chopin, Beethoven, Schumann, Brahms, Bach and Schönberg. So, no vanish from the stage and no exchange for EURO Top 20: OneRepublic, Timbaland Featuring, Duffy and so on. Of great help to keep also the value of old culture is teaching. New borders in a new world. Ethnic nationalism, different creeds. It is important to understand each others arguments. In addition reciprocity seems to be a keyword. Used in social, cultural and religious contexts tolerance describes attitudes and practices that prohibit discrimination against those practices or group memberships that may be disapproved of by those in the majority. Though developed to refer to the religious toleration of minority religious sects, tolerance is increasingly used to refer to a wider range of tolerated practices and groups or political parties or ideas widely considered objectionable. John Locke proposed a more detailed and systematic theory of toleration, which included a principle of Separation of Church and State that formed the basis for future constitutional democracies. The philosophers and writers of the Enlightenment, especially Voltaire and Lessing, promoted and further developed the notion of religious tolerance, which however was not sufficient. The usual definition of tolerance in pre-modern times as Bernard Lewis puts it was that: I am in charge. I will allow you some though not all of the rights and privileges that I enjoy, provided that you behave yourself according to rules that I will lay down and enforce. Very topical on tolerance are Jurgen Habermas’ statements during his lecture in March last at Nexus Institute: The Post secular Society-What does it mean? Habermas explained the strained relations between creed, church, the state, individual citizens, politics and society: Tolerance is often seen as synonym for respect. But that is a misunderstanding. In European history tolerance mostly went attendend by a lack of respect – minorities were hold in contempt, but were tolerated. Separation of Church and State is not the solution for all problems anymore. Secular range of thougt is dominant in our society and the faithful don’t feel well, often even discriminated. In daily life citizens have to exert oneselves to understand each others arguments. For that purpose they should learn something of each others vocabulary. After that they can mention points of differences, make concessions and overcome disputes. Only understanding is needed to do business. Of great help to understand the idea of tolerance and each others arguments is dialogue and schooling. After all, lessons are the means to give food for reflection. Where to begin? wrote philosopher Hassan Hanafin in 2005. In January this year the European Union and Grand Mufti mr. Hassoun answered that question. Motto now is Maintaining the Dialogue. Furthermore, the Alliance of Civilizations, the Coalition of the Global Commons and myriad other institutions are active in this direction. The EU declaired 2008 European Year of Intercultural Dialogue. In daily life citizens have to exert oneselves to understand each others arguments. Believe in tolerance could also be seen as a part of solution of the situation on the Western Balkans (Kosovo, Serbia, Bosnie, Macedonia). How the European perspective could be strengthened, how about Kosovo, a new state within Europa, how will situations further develop and how to manage to let perspective succeed. History and believes are very important elements. In Kosovo furious young people and drugs-maffia is of significance. In Serbia is a fast ageing of population present. Russia and Serbia has strong ties for centuries and a voluminous part of the citizens sympathize with Russia, another voluminous part will join the EU. America is also giving pressure. Nevertheless, a wide commited policy of encompassing and by comprehensive politics increase also chances to succeed in satisfied solutions: Civil Society Development in Southeast Europe: Building Europe Together (EU). Solidarity as attitude to life and Social Spirits In the organising world my family is living in social market economies, the main economic model used in Western and Northern Europe. The social market economy seeks a middle path between socialism and capitalism (i.e. a mixed economy) and aims at maintaining a balance between a high rate of economic growth, low inflation, low levels of unemployment, good working conditions, social welfare, and public services, by using state intervention. Basically respecting the free market, the social market economy is opposed to both a planned economy and laissez-faire capitalism. Globalisation is an opportunity for economic and social progress and yet many citizens across the European Union apprehend it and tear its negative social impact. Solidarity and social rights are indivisible values on which the European Union is founded. Creating necessary conditions for citizens to make the most of the opportunities offered by globalisation, is therefore committed by policy makers and the Union. FeelingEUROPE: my name is EUROPA | 6/15 In April the European Commission in cooperation with the Center for European Policy Studies (CEPS, www.ceps.eu) organised a conference A Social Europe Fit for Globalisation. The event was related for a part to the Commission’s preparations for a renewed Social Agenda. How to accomodate a global dynamic as increased immigration for instance has become more prominent on the policy agenda and is now viewed as an urgent issues in many member states. The study on the social impact of globalisation informs that, although there are fears, social policy and the capacity and potentials of my family to maintain its commitments to solidarity is of rather solid nature. The key message is that the EU as a whole will gain from globalisation. However, Europa urges that the social impact of globalisation in the EU context has to be regularly analysed in relation between inequality, growth and poverty and its policy of existing rules ongoing readjusted to prevent social dumping and to maintain and stimulate increase social achievements. According to the study, core of a social policy is in education, immigration policy, labour market and economic reforms and the re-shaping of social protection in order to rescue the existing social welfare systems, especially of public pension and health insurance schemes. It are keys for a succesful response of globalisation. Based on the study on the social impact of globalisation:globalisation is more an opportunity than a menance globalisation brings aggregate benefits ..but there are undeniably adverse consequences what are the core policy challenges? Policy responses to globalisation may further increase uncertainties... but can also favour the capacity to adjust globalisation is not the only rationale for reinventing the welfare state ...the European social model is not doomed! However, fear is justifiably so at least for the 78 million Europeans who live on the brink of poverty. Social solidarity refers to the integration, and degree and type of integration, shown by a society or group. It refers to the ties in a society - social relations - that bind people to one another. What forms the basis of solidarity varies between societies. In some less complex societies it may be mainly based around kinship and shared values. In more complex societies there are various theories as to what contributes the sense of social solidarity. Émile Durkheim introduced the terms mechanical and organic solidarity as part of his theory of the development of societies. In a society exhibiting mechanical solidarity, its cohesion and integration comes from the homogeneity of individuals—people feel connected through similar work, educational and religious training, and lifestyle. Mechanical solidarity normally operates in traditional and small scale societies. Organic solidarity comes from the interdependence that arises from specialization of work and the complementarities between people—a development which occurs in modern and industrial societies.

SPIRITS OF COOPERATION AND INTEGRATION: the European Union (EU)

Of great addition is to further cooperate and to integrate to help to flourish the communities. Many movements and societies tried to make a unity of me. It is certainly not a new phenomenon: Greek, Romans, Charlemagne, but also world war II are examples. Ranges of thought concerning core curriculum, clergy and scientists as well as impressive trends contributed to integration and brought me my properties and qualities. Furthermore, not only meaningful events, but also merits from the past have strongly influenced my character. Now again I’m going for cooperation and integration. Since Hague Congress 60 years ago, where Konrad Adenauer, Winston Churchill, Harold Macmillan, François Mitterrand, Paul-Henry Spaak, Albert Coppé and Altiero Spinelli took an active role, I still take the road of increasing peace, democracy, freedoms, security, equality, solidarity, tolerance, the rule of law, citizen’s rights, justice and culture to built together a new order. Randolph S. Bourne wrote in The Atlantic Monthley in 1916: We have needed the new people and orders to save from stagnation. Well, a strong point of me is the drive to enlarge. That quality proved to be the single most cost-effective instrument for promoting piece and security. Emerge of my family is therefore needed. In that connection, I’m tying items and issues together continuously, internal as well as external, I solve issues, I’m realistic, I stay keen and in cases I’m prepaired to revert to unpleasant methods. There are people around me, who wants to become part of the family and who wants to strengthen peace and democracy and promote welfare. When it become more catching and more citizens and institutions will join, then challenges in fields as foreign policy (enlargement, immigration), energy, sustainability, climate-control), security (control of terrorism) and employment can be still much more strongly performed and managed. However, thinking of me has to be ongoing encouraged. After all, except there is not enough notion, there is also always a reverse side and are obstacles to take into account: somebody said to me without one language no feeling Europe. A part of the family has the view that I have no incorporation and authority and that therefore it looks as if activities are being performed without arranging competences. Also the thought that common policies pulls power away and that therefore somewhere else less influence rests, is an element of delay in the process of integration. Other elements that slows down the progress is that enlargement (in connection with security and immigration) and further integration, remains taken up by a part of the family as a threat (in stead of a strength). Finally, there are also views that further integration is not necessary needful. One considers the existing cooperation sufficient to obtain goals. Nevertheless, there is a solid chance that the co-ordinated treaty will enter into force 01-01-2009, provided that all members of the family have ratified it. After all, to fit it all comfortably within dominant cultural mores and conventional morality persons, the community needs rule of law. Attention for education, innovation and technology, global dynamics, climate and sustainability, global commerce and world economy, the net generation and food and society is therefore a demand. Education: drawing out latent talents Education encompasses teaching and learning specific skills, and also something less tangible but more profound: the imparting of knowledge, positive judgement and well-developed wisdom. Education has as one of its fundamental aspects the imparting of culture from generation to generation. Education means to draw out, facilitating realisation of self-potential and latent talents of an individual. It was fixed in the philosophical and psychological treatises of the ancient Greek and Roman worlds that children are to be reared for citizenship, and that this required systematic schooling in what is often translated as virtue. The Greek arête translates readily as moral excellence and refers to a set of behavioural and emotional dispositions, powers of self-control, and the adoption of worthy goals. Bertrand Russell said most people would sooner die than think, in fact they do so, Allan Bloom wrote the book The Closing of the American Mind about triviality and quality of education. Process of education in the Netherlands was one of experiments during several decades. It looks that it resulted in incomprehension and that there was too less drive in required matters. Fundamental is the must to lead up to ways to find the right knowledge and instructing about substances. Learning is to understand and after that the search follows of a better grade or salary in future. Lessons are the means to give food for reflection. It let see and feel human beings what values meant during their existence. Besides, it helps to contribute to maintain dialogues and to understand each others arguments. Schooling and teaching is pre-eminent(ly) the way to built a fit society, in which also full play should be given for innovation and technology. Importance of Innovation and Technology Believe should not be a factor that arrests further developments, like it was ages before. Far in the past clerics checked developments concerning innovation. However, just after the Middle Ages progress of inventions became in front and clergy realized the importance of such progress. After that they did’nt stop the developments anymore, but they began to stimulate research in order to realise solutions. Nowadays we are used to a high velocity of inventions: artificial fusion, nano and quantum, information technologies and it became a part of the global dynamic. I still want to make progress. I strive for invention of and connection with new technologies and instituted EIT (European Institute of Innovation and Technology, http://ec.europa.eu/eit/), a new initiative which aims to become a flagship for excellence in European innovation in order to face the challenges of globalisation.

Technology is a broad concept that deals with a species' usage and knowledge of tools and crafts, and how it affects a species' ability to control and adapt to its environment. Innovation is in economics, business and government policy,- something new - must be substantially different, not an insignificant change. In economics the change must increase value, customer value, or producer value. Innovations are intended to make someone better off, and the succession of many innovations grows the whole economy. The need to have sufficient technicians and engineers is therefore of vital importance. ITER It is of importance to give innovations (science, technics, ict) an extra impulse for development. New ways to generate energy for instance. There is the International Thermonucleair Experimental Reactor, the ITER-project (www.iter.org), an innovative invention. It is a joint international research and development projects that aims to demonstrate the scientific and technical feasibility of fusion power. Fusion is the energy source of the sun and the starts. On earth, fusion research is aimed at demonstrating that this energy source can be used to produce electricity in a safe and environmentally benign way, with abundant fuel resources, to meet the needs of a growing world population. The partners in the projects - the ITER Parties - are the European Union (represented by EURATOM), Japan, the People's Republic of China, India, the Republic of Korea, the Russion Federation and the USA. ITER will be constructed in Europe, at Cadarache in the South of France. In a fusion reaction, two light atomic nuclei fuse together to form heavier ones. The fusion process releases a large amount of energy.

Nano and quantum Other promising technologies are nano and quantum. Global Commerce and the World Economy

Good news is that the EU has been amoung the winners of India’s rapid expension, in particulair in the field of business services. Other questionable news is volatile: stock indices, European rate refinancing interest 4%, high euro value (X-rates 29 June: EUR/USD 1,5555, EUR/BRL 2,5888, EUR/RUB 36,8888, EUR/INR 62,4888 and EUR / CNY 10,9999). Poverty in Africa, in the midst of a world credit crisis (George Soros), a weak American economy (Lawrence Summers in a Dutch newspaper from April) and strong increasing prices for food. This last issue was also raised by George Soros during a meeting in April about his Latest book The New Paradigm for Financial Markets: The Credit Crisis of 2008 and What It Means. Soros said markets are not out of trouble yet. Hedgefunds need to be controlled and the commodities bubble is still in the growth phase. The Net Generation It looks like culture nowadays is less giving significance and importance and therefore from different level and from another order than in the past: more easy and rapid transitory. However, the new culture is rising and the development cannot be stopped: online shoppen versus physical. E-commerce, orders by internet the way it goes now, will disappear. In stead of it, V-commerce will become cours of things: virtual threedimensional shoppen in centra, provide for chat and sales-advice by peers. The new generation does not see the necessity to visit shops physically. However, visiting will not completely disappear. People has their organs of sense and wants to keep the possibility to touch, smell and taste. We stand in need of communication services, communications delivered via electronic or electromechanical energy. February 2007 CEPS held the conference The Future of Communications Services in Europe and the United States: The role of Regulation and Markets in a Converged World, keynote speech by C. Food and Society One bread, some rice: food, necessity of life. Still, lot of people have to pay more than half of their daily income for food (World Bank). Increasing prices on high for food by high energy prices and increasing demand. This crisis is not only economical or humanitarian, but also a democratic and politcal issue, by which regulation, food sharing and alternatives plays important roles. That is not good news. Riots, plunderings and strikes are consequences. So, time for action concerning a world wide food policy. Financial support to the poorest, increasing efficiency for agriculture, research on other forms of maize, biology and demolishing of trade barriers. Help from the world bank and IMF and (financial) instruments for reduction of the fluctuations in food prices. Organics and agriculture policies to the latest ideas to combate modern famine; balancing the conversion of food crops to fuels and using genetic modification.
