Magnitude 7.7 quake hits northern Chile NOV 14,07
SANTIAGO (Reuters) - A powerful 7.7 quake hit mineral-rich northern Chile on Wednesday, injuring some people and damaging buildings in and around Antofagasta, a coastal city that is the country's mining capital, the government and media reports said.
Tocopilla, a city 75 miles north of Antofagasta, was the hardest hit by the quake and Chile's Interior Ministry said it had preliminary reports of minor injuries.Television images showed cars crushed under the concrete awning of a hotel in Antofagasta, where power was knocked out by the quake. Frightened residents stood in the streets.The United States Geological Service, or USGS, said the quake, 36.7 miles deep, was centered 66 miles west of the town of Calama and struck at 10:40 a.m. EST.The quake was initially reported at 7.8 magnitude by the U.S. agency and later verified at 7.7.The quake hit an area where there are many large copper mines. Chile is the biggest copper producer in the world, providing more than a third of annual supplies of the red metal.
Copper futures in New York jumped by as much as 3.2 percent after reports of the quake.Chilean state copper miner Codelco said it did not yet have a report on the effect on its mines.Chile's Escondida, owned by BHP Billiton and the world's largest copper mine, said the earthquake was felt at its pit in northern Chile but it did not yet have an assessment of the effects.Chilean authorities discounted the chances of a tsunami along its Pacific coast after the quake.The earthquake was felt in Peru and Bolivia, Chile's neighbors to the north.In Bolivia's administrative capital La Paz, a key government building, home to several ministries, was evacuated. Cyclone poised to slam into Bangladesh, eastern India NOV 14,07
DHAKA (AFP) - A cyclone packing high winds and heavy rains could slam into Bangladesh as early as Thursday and India one day later, forecasters said.
Bangladesh went on high alert on Wednesday as weather officials said Tropical Cyclone Sidr, hovering over the Bay of Bengal, could hit the southern coast of the disaster-prone country within 24 hours.Volunteers working for the cyclone preparedness programme were on standby to evacuate residents to shelters, the official BSS news agency reported.The private UNB news agency said some residents were already being evacuated and authorities in one district were using loudspeakers to warn residents to move to safer areas.It if hits the coastal area with its present intensity, it will be catastrophic, said weather department official Sanaul Haque.In 1970, some half a million people died when a cyclone hit the impoverished country, while an estimated 138,000 people died as a result of a cyclonic tidal wave in 1991.
The lower death toll in 1991 was attributed to a network of cyclone shelters and a warning system introduced after the 1970 disaster.Indian weather officials also warned of a very severe cyclonic storm hovering 850 kilometres (530 miles) from the eastern Indian city of Kolkata, the capital of West Bengal.They forecast it would hit West Bengal's southern islands early Friday.

BEIJING (AFP) - Floods and other disasters killed at least 600 people in China's Yangtze River basin during this year's May-October rainy season, when serious flooding ravaged much of the nation, state media reported.The disasters affected about 90 million people along the country's longest river and destroyed 440,000 houses, Xinhua news agency said in a report late Tuesday.
The events caused direct economic losses of 43 billion yuan (5.7 billion dollars), it said, quoting a report by the official Yangtze River Water Resources Commission.The report said no serious flooding occurred along the river itself but that frequent extreme weather events ravaged nearby areas.China's massive Three Gorges Dam on the river's middle reaches was built partly to control the annual floods that have long plagued Yangtze communities.The report did not specify the other disasters but officials have reported frequent landslides along the river's banks, believed caused by the growing reservoir behind the dam, the world's largest hydro-electric project.
At least 1,100 people died across the country this summer from flooding and other extreme weather, according to previously released official figures, which some state meteorologists attributed to climate change.Several areas of the nation suffered record-breaking downpours.
25,000 in B.C. still without power after storm: BC Hydro

VANCOUVER (CBC) - About 25,000 homes in British Columbia are still without electricity Tuesday, following a massive windstorm that knocked down trees, snapped hundreds of power poles and flooded roads on Monday.BC Hydro said electricity will be flowing to most customers by Tuesday night but some people in more remote areas won't have power until Wednesday.We're still dealing with a lot of wires down, said company spokeswoman Gillian.At the height of the storm about 196,000 homes were plunged into darkness, with the hardest hit areas in the Fraser Valley, Vancouver Island and the Sunshine Coast.In Lions Bay, the 1,500-member community went without power for a week after a big storm last year. Resident Wayne Peaker said a power line was ripped off the roof of his house during the heavy winds and rains on Monday morning.We already had an electrician here but he says it's a BC Hydro job when it's ripped out of the house like that, Peaker said.
They live in a rural environment and that's one of the challenges of living here. It's a trade-off, said Lions Bay administrator Don Reid.Hydro crews were busy on Tuesday repairing snapped poles and clearing debris. Robinson said most homes in Metro Vancouver should see the lights back on at night.A lot of the customers in areas such as Cortez Island, Northern Vancouver Island, even areas in the Fraser Valley can expect to be out for one to two more days, Robinson said.To deal with the situation, she recommends people gather extra blankets, water and food, as well as a flashlight. French EU presidency to push for defence integration

France will next year push for a Europe of defence, proposing Brussels-based EU planning staff, exchanges between professional soldiers and a harmonization of military education – ideas which are likely to raise concern in the UK. In an interview with German newspaper Frankfurter Allgemeine Zeitung, French defence minister HervĂ© Morin said that Paris will put defence high on the agenda when it takes over the rotating presidency of the EU in the second half of 2008. Mr Morin described European defence as an absolute priority which is at least as important for European integration as the EU's common currency, the euro. With the common currency, we have created a strong symbol for Europe. But nothing can better express the European community of fate than common defence, a common sense of Europe's threats and security interests, he said.
A kind of European conscience can grow over the question where, if need be, we want to defend our values with weapons, he stated. This is why during the presidency of the European Council in the second half of 2008 we would like to press ahead with a Europe of defence.Mr Morin said Paris is still co-ordinating with its EU partners what its presidency agenda would mean in practical terms, but said independent crisis capacities for Europe would be one key goal. An own planning staff in Brussels forms part of our ideas, as well as the development of a European security strategy for the coming years, he said. I could also imagine a sort of military Erasmus programme with an institutionalised exchange of professional soldiers within the EU. Of course this would require a harmonization of military education, at least at the start of careers.
UK and NATO
But France's proposal to create an independent EU military planning unit looks set to face deep scepticism on the other side of the Channel.The Financial Times earlier this week reported that UK prime minister Gordon Brown's government is very reluctant to adopt any big European initiatives, at least until London has ratified the EU's new reform treaty. UK officials dislike the idea of an EU defence headquarters and would like European defence forces to focus on peacekeeping and humanitarian tasks, rather than on combat operations which they traditionally see as part of the remit of NATO. France's president Nicolas Sarkozy however is strongly pushing for a military role for the EU which is independent from that of the Atlantic alliance. Mr Sarkozy has said he would like France to re-join the military command structures of the Northern Atlantic alliance which it left 43 years ago - but on the condition that EU defence is also strengthened. Speaking before the US Congress last week, Mr Sarkozy said NATO cannot be everywhere...The EU must be able to act.I say it here before this Congress, he stated. The more successful we are in the establishment of a European defence, the more France will be resolved to resume its full role in NATO.

Chinese currency swap would further strengthen euro

If China was to gradually replace its dollar reserves with other currencies such as the euro, a further rise of the common European currency against the dollar will take place, experts warn.On 7 November, Cheng Siwei, vice-chairman of the standing committee of the National People's Congress, said that China needed to diversify its $1.43 trillion of foreign exchange reserves, replacing the dollar with stronger currencies in order to offset the losses caused by the weak dollar.Taking into account the current strength of the euro, it is considered likely that Mr Siwei was making a reference to the euro - among other currencies, such as the Canadian dollar. Experts agree that any currency swap –selling off dollars, and buying euros and other currencies - would result in a further rise of the euro.If China does move away from US dollar assets in any significant way, the most likely direct short term effect will be continued downward pressure on the US dollar, Duncan Freeman, researcher at the Brussels Institute of Contemporary China Studies (BICCS), told the EUobserver.With regard to Europe in the short term that will tend to intensify the problem of the dollar falling against the euro, which will make US exports more competitive against exports from the euro zone, he added.
Dr Alan Ahearne, scholar at the Brussels-based Bruegel think tank, expressed a similar view, but added that Asian currencies should also appreciate instead of only the euro.Ideally, Asian currencies should also strengthen. This would make a falling dollar much more tolerable for Europe. While the euro would still rise against the dollar, it would fall against Asian currencies. Such a fall would be an acceptable adjustment. The current situation is unfair and undesirable, he told the EUobserver.Currently, China is holding its currency - the renminbi - broadly stable against a basket of currencies, including the euro and the dollar.It's very clear that the renminbi is undervalued because China is rapidly accumulating foreign exchange reserves, which is a very strong hint that that a currency is undervalued, Dr Ahearne explained.European finance ministers share this view, and have called on China to let its currency float more freely on exchange markets.
Not a quick swap
Mr Siwei's comments are only the latest sign that China is considering gradually decreasing its relative reliance on the greenback.Other government officials have on other occasions made clear that a diversification of currency reserves could be in the interest of the East-Asian economic giant.The government has been criticized in China for failing to achieve an adequate return on its reserves by investing them in US treasury bonds. It is also faced with the problem that the value of its US dollar assets is falling, Mr Freeman explained.While a Chinese currency swap is expected to occur sooner or later, it is expected to be only a partial and gradual one, as a quick and complete replacement would hurt it.The result [of a quick and complete currency swap] would be worldwide economic crisis. The Chinese are not so stupid that they would do something like this, Mr Freeman said.Any major move out of US dollar holdings by China would result in the collapse in the value of dollar assets like treasuries. This would destroy the value of China's remaining holdings of dollar assets, he added.
According to Mr Freeman, there would be a second result - the immediate need of the US government to up its interest rates massively in order to be able to finance its deficits.Such a course of action would most likely result in a stock market collapse and economic recession in the US, which would lead to a steep decline in Chinese exports to the US and other economies.
The Chinese are well aware of the consequences of their actions, which is why they have never proposed taking any action like this, he concluded.Dr Ahearne, focusing on the impact on the European economy, said that a quick sell off of dollars would result in a very abrupt rise of the euro, soaring to unprecedented levels.
While Mr Siwei does not possess any say over China's monetary policy, his comment nevertheless drove the euro to a new record high – a bit more than $1.47 was needed to buy one euro.

Free marketism should not be Europe's creed, says Sarkozy

EUOBSERVER / BRUSSELS - French president Nicolas Sarkozy has outlined a vision for Europe that would see untramelled capitalism pushed far down the political hierarchy to be replaced by a focus on cultural and spiritual issues with more than a hint of European protectionism.Speaking to an unusually full European chamber in Strasbourg on Tuesday (13 November), Mr Sarkozy said that despite recently fixing its institutional set-up, Europe remains in a state of moral and political crisis.The new Reform Treaty allows Europe to take decisions and to act. But it does not say with what goals and with what purpose, said the president.Political questions still have to be dealt with, he said, adding that is why he is proposing the creation of a wise committee to discuss without taboos where Europe is going.
According to Mr Sarkozy, who has put France firmly back at the centre of the European stage since his May election, Europeans are having a profound identity crisis (..) linked globalisation and the commercialisation of the world.Noting that economic values seem to win the day over other values, Mr Sarkozy said that it is a mistake to overlook culture.Europe can only be Europe in the eyes of all men if she defends spiritual values and civilisational values, if she gathers all her forces, all her energy for defending cultural diversity.The French leader gave a lot of time to protectionism - a concept that has fallen out of favour in the EU since the more market-oriented eastern member states joined the bloc in 2004, coupled with the current European Commission with its strong liberal profile.The word protection should be not be outlawed, said the president adding that we must be able to protect ourselves as much as others do.If others have the right to protect themselves against dumping, why not Europe? If other nations put industrial policies in place, why not Europe? If others defend their farmers, why shouldn't Europe defend its farmers?, he asked.While Europe is associated with competition, it cannot be alone in the world in making it a creed.He went on to say that while Europe has chosen a market economy and capitalism, this should not give rise to untrammelled capitalism.His 30 minute speech - greeted with a standing ovation by MEPs - also drew to attention to the issues that France will focus on during its presidency of the EU in the second half of next year.This is to include reform of the EU's farm policy after 2013, discussions on an eco-tax, and defence issues.How can Europe be independent (..) and have influence in the world if it is itself unable to guarantee its own security, said Mr Sarkozy.But the French president, whose limelight-stealing activity on the European stage has both riled and charmed in almost equal measure, left one major topic out of his speech: enlargement and the issue of Turkish membership of the EU.
Some fear his wise group is front for halting Turkey's progress into the EU.Since becoming president Mr Sarkozy has been credited with giving Europe the political impetus to agree a new treaty, he has also made suggestions for a Mediterranean union and has often spoke about the importance of European defence.Meanwhile, he has caused friction in some quarters with his open criticism of the European Central Bank, falling back on promises to curb France's deficit and speaking of European industrial champions.

JERUSALEM (AFP) - The Israeli army said on Tuesday it is to launch a major military exercise across the occupied West Bank simulating its response to an outbreak of Palestinian violence. The army will undertake a current exercise on November 18 to prepare it to better face all eventualities, an army spokesman told AFP.The manouevres will take place shortly before an expected US-sponsored international peace conference in Annapolis, Maryland, but according to Israel's Haaretz newspaper the exercises had been planned back in July.The exercise is not an official preparation in case talks at Annapolis fail, though senior IDF (army) officers have been predicting for weeks that the conference has little chance of succeeding, Haaretz said.The drills will simulate a scenario whereby Palestinian militants carry out a wave of attacks across the West Bank amid widespread demonstrations and heightened tensions in the Gaza Strip and along the Syrian border.
Haaretz cautioned however that such war games are often deliberately exaggerated and do not reflect what the military brass actually expects will happen on the ground.Israel and the Palestinians have been locked in intense negotiations over the past few weeks in an attempt to prepare a joint declaration to present at the US conference that will serve as a launch pad for talks.Leaders hope to revive a peace process that has been in limbo since 2000, when similar talks broke down and a Palestinian uprising erupted across the occupied territories.

Land for peace Abbas tells Israel
ANKARA: Israel will live in peace if it ends its occupation of Arab lands, Palestinian President Mahmoud Abbas said yesterday, ahead of a US-sponsored peace conference to revive the Middle East peace process.If there is peace between Israel and the Palestinians and the occupation of Arab lands ends, Israel will also live in a sea of peace, security and stability in the Middle East, Abbas told a joint Press conference with Israeli President Shimon Peres and his Turkish counterpart Abdullah Gul.If this happens, there will no longer be wars or enmity and all the peoples in the region will live in security and stability, he said.
Both sides have termed the upcoming conference as an opportunity not to be missed.Peres hailed the Palestinian leader as a friend and a man of peace.Having Abbas as the leader of the Palestinian people is a very important chance for peace, the Israeli President said.Peres and Abbas spoke just minutes before they signed, along with Gul, an agreement to set up joint industrial zones in the West Bank. This agreement is a win-win situation, Peres said.

JERUSALEM (AFP)--Prime Minister Ehud Olmert said Wednesday that the Palestinians must recognize Israel as a Jewish state as a precondition for peace talks to follow an international meeting expected later this month.The starting point for negotiations with the Palestinians following the Annapolis meeting will be recognition of the state of Israel as the state of the Jewish people, Olmert's office said following talks with European Union foreign policy chief Javier Solana in Jerusalem.The prime minister made it clear that from Israel's point of view this issue isn't subject to either negotiations or discussion.The Palestinians have already said they won't accept Israel's demand, which would effectively be an implicit renunciation of their claim of the right of return for Palestinian refugees.We recognize the state of Israel within its 1967 borders. We don't refer to the religion of any state but its borders. Our World: Islam and the nation-state

Throughout the world, one of the most prevalent causes of war, terrorism and political instability is the ongoing weakening of the nation-state system. There are several reasons that the nation-state as a political unit of sovereignty is under threat. One of the most basic causes of this continuous erosion of national power throughout the world is the transformation of minority-dominated enclaves within nation-states into ungovernable areas where state power is either not applied or applied in a haphazard and generally unconstructive manner. While domestic strife between majority and minority populations has been an enduring feature of democratic and indeed all societies throughout history, the current turbulence constitutes a unique challenge to the nation-state system. This is because much of the internal strife between minority and majority populations within states today is financed and often directed from outside the country. Traditionally, minorities used various local means to engage the majority population in a bid to influence the political direction or cultural norms of the nation state. The classic examples of this traditional minority-majority engagement are the black civil rights movement in the US in the 1960s and the labor movements in the West throughout the 20th century. By and large, these movements were domestic protests informed by national sensibilities even when they enjoyed the support of foreign governments.
Today while similar movements continue to flourish, they are now being superseded by a new type of minority challenge to national majorities. This challenge is not primarily the result of domestic injustice but the consequence of foreign agitation. The roots of these minority challenges are found outside the borders of the targeted states. And their goals are not limited to a call for the reform of national institutions and politics. Rather they set their sights on weakening national institutions and eroding national sovereignty. MUSLIM MINORITIES throughout the world are being financed and ideologically trained in Saudi and UAE funded mosques and Islamic centers. These minorities act in strikingly similar manners in the countries where they are situated throughout the world. On the one hand, their local political leaders demand extraordinary communal rights, rights accorded neither to the national majority nor to other minority populations. On the other hand, Muslim neighborhoods, particularly in Europe, but also in Israel, the Philippines and Australia, are rendered increasingly ungovernable as arms of the state like the police and tax authorities come under attack when they attempt to assert state power in these Muslim communities.
Logic would have it that targeted states would respond to the threat to their authority through a dual strategy. On the one hand, they would firmly assert their authority by enforcing their laws against both individual lawbreakers and against subversive, foreign financed institutions that incite the overthrow of their governments and their replacement with Islamic governments. On the other hand, they would seek out and empower local Muslims who accept the authority and legitimacy of their states and their rule of law. Unfortunately, with the notable exception of the Howard government in Australia, in country after country, governments respond to this challenge by attempting to appease Muslim irredentists and their state sponsors. The British responded to the July 7, 2005 bombings by giving representatives of the Muslim Brotherhood an official role in crafting and carrying out counter-terror policies. In 2003, then French president Jacques Chirac sent then interior minister Nicholas Sarkozy to Egypt to seek the permission of Sheikh Mohammed Tantawi of the Islamist al-Azhar mosque for the French parliament's plan to outlaw hijabs in French schools. In the US, in the aftermath of the Sept. 11, 2001 attacks, the FBI asked the terror-linked Council on American-Islamic Relations to conduct sensitivity training for FBI agents.
In Holland last year, the Dutch government effectively expelled anti-Islamist politician Ayaan Hirsi Ali in the interest of currying favor with Holland's restive Muslim minority. THE FOREIGN policy aspect of the rush to appease is twofold. First, targeted states refuse to support one another when individual governments attempt to use the tools of law enforcement to handle their domestic jihad threat. For instance, European states have harshly criticized the US Patriot Act while the US criticized the French decision to prohibit the hijab in public schools. More acutely, targeted states lead the charge in calling for the establishment of Muslim-only states. Today the US and the EU are leading the charge towards the establishment of a Palestinian state and the creation of an independent state of Kosovo. In two weeks, US Secretary of State Condoleezza Rice will host the Annapolis conference where together with her European and Arab counterparts, she will exert enormous pressure on the Olmert government to agree to the establishment of a jihadist Palestinian state in Israel's heartland with its capital in Jerusalem and its sovereignty extending over Judaism's most sacred site, the Temple Mount.
The establishment of the sought-for Palestinian state presupposes the ethnic cleansing of at a minimum 80,000 Israelis from their homes and communities simply because they are Jews. Jews of course will be prohibited from living in Palestine. FOR ITS part, the Palestinian leadership to which Israel will be expected to communicate its acceptance of the establishment of Palestine, is one part criminal, and two parts jihadist. As Fatah leader and Palestinian Authority Chairman Mahmoud Abbas and his colleagues have made clear, while they are willing to accept Israel's concessions, they are not willing to accept Israel. This is why they refuse to acknowledge Israel's right to exist as a Jewish state. A rare consensus exists today in Israel. From the far-left to the far-right, from IDF Military Intelligence to the Mossad, all agree that the Annapolis conference will fail to bring a peace accord. Since Rice's approach to reaching just such an accord has been to apply unrelenting pressure on Israel, it is fairly clear that she will blame Israel for the conference's preordained failure and cause a further deterioration in US-Israeli relations.
While Israel is supposed to accept a Jew-free Palestine, it goes without saying that its own 20 percent Arab minority will continue to enjoy the full rights of Israeli citizenship. Yet one of the direct consequences of the establishment of a Jew-free, pro-jihadist State of Palestine will be the further radicalization of Israeli Arabs. They will intensify their current rejection of Israel's national identity. With Palestinian and outside support, they will intensify their irredentist activities and so exert an even more devastating attack on Israel's sovereignty and right to national self-determination. SHORTLY AFTER the Annapolis conference fails, and no doubt in a bid to buck up its standing with the Arab world, the US may well stand by its stated intention to recognize the independence of Kosovo. On December 10, the UN-sponsored troika from the US, Russia and Germany is due to present their report on the ongoing UN-sponsored negotiations between the Kosovo Muslims and the Serbian government regarding the future of the restive province of Serbia. Since the Kosovo Muslims insist on full sovereignty and Serbia's government refuses to accept Kosovo's independence, those talks are deadlocked. Since Russia refuses to support Kosovo's removal from Serbia, there is no chance that the UN Security Council will pass a resolution calling for Kosovar independence.
The push for Kosovar independence was begun by the Clinton administration. It was the natural consequence of the NATO bombing of Serbia in 1999. Yet the basic assumptions of that bombing campaign have been turned on their head in recent years. In 1999, Serbia was run by a murderous dictator Slobodan Milosovic. He stood accused of ethnically cleansing Kosovo of its Muslim population which was perceived as innocent. Today, led by Prime Minister Vojislav Kostunica, Serbia is taking bold steps towards becoming a liberal democracy which abjures ethnic cleansing and political violence. On the other hand, the Saudi-financed Kosovo Muslims have destroyed more than 150 churches over the past several years, and have terrorized Kosovar Christians and so led to their mass exodus from the province. As Julia Gorin documented in a recent article in Jewish World Review, Kosovo's connections with Albanian criminal syndicates and global jihadists are legion. Moreover, Kosovar independence would likely spur irredentist movements among the Muslim minorities in all Balkan states. In Macedonia for instance, a quarter of the population is Muslim. These irredentist movements in turn would increase Muslim irredentism throughout Europe just as Palestinian statehood will foment an intensification of the Islamization of Israel's Arab minority. The Kosovo government announced last month that given the diplomatic impasse, it plans to declare its independence next month. Currently, the Bush administration is signaling its willingness to recognize an independent Kosovo even though doing so will threaten US-Russian relations. In a bid both to prevent the Bush administration from turning on Israel in the aftermath of the failure of the Annapolis conference and to make clear Israel's own rejection of the notion that a solution to the Palestinian conflict with Israel can be imposed by foreign powers, the Olmert government should immediately and loudly restate its opposition to the imposition of Kosovar independence on Serbia. In the interest of defending the nation-state system, on which American sovereignty and foreign policy is based, the US should reassess the logic of its support for the establishment of Muslim-only states. It should similarly revisit its refusal to openly support the right of non-Islamic states like Israel, Serbia and even France, to assert their rights to defend their sovereignty, national security and national character from outside-sponsored domestic Islamic subversion.

PRESIDENT VLADIMIR PUTIN: Good day dear friends!
My meetings with leaders of religious communities and traditional denominations are regular occurrences; you know this well because we are constantly meeting in this format. This is what I would like to say at the beginning of our meeting today. I would also like to stress once again that Russian Muslims have always made a huge contribution to the development of our country, and done a great deal to establish Russia as a world power. Today the Muslim community is playing a very positive role in the development of the Russian Federation. The very instance that our nation is developing as a multi-religious state enhances the particular cultural cooperation that occurs between different nations, peoples and religions. And this is the true might of our country's development.
I would like to thank you for your important contribution to the moral education of our citizens, for your actions in the fight against all forms of extreme currents of thought, and for what you do in the fight against extremism. This certainly strengthens the unity of Russian society.
In this regard, I must refer to education. I know that you have recently devoted a lot of attention to this area of your work, and you could not help but notice that, in turn, the state is also trying to provide all possible assistance to you. I am first and foremost referring to the fact that religious institutions for higher education have the right to accredit their educational programmes according to state standards. In turn, this gives them the opportunity to issue state diplomas. I consider that this will increase, and should increase, the quality of education given as well as the relevance and authority of religious institutions of higher education.
In addition, thanks to the state and your direct involvement, we just recently established a Fund to support Islamic culture, science and education. We have talked a great deal about this and you put forward such initiatives more than once. I am pleased to see that we have finally taken the first step in this direction. This is, of course, not very grandiose support, but it is a first step. We have drawn on different channels to put 60 million in this Fund, first and foremost to support educational programmes and programmes that support academic research and science. And I very much expect that our joint efforts in the educational sphere will yield expected results.
Your endeavours to help Muslims visit holy places - the Hajj - plays a special role in your work. You know that we have always supported you at the local, regional and federal levels. I would like to once again reaffirm our intention to continue to work together and provide you with the necessary support in this direction.
Finally, on 2 December 2007 there will be a national political event, namely elections to the Russian parliament, the State Duma. I expect that, as before, Russian Muslims will demonstrate their civic maturity and exercise their voting rights, that they will come to the polls and vote.
HEAD OF THE RUSSIAN COUNCIL OF MUFTIS RAVIL GAINUTDIN: Dear Vladimir Vladimirovich, on behalf of our delegation we would like to thank you for the invitation to today's meeting. Such meetings are necessary for us, as religious leaders, and for our Muslims, so that our Russian Muslims can see the attention and care with which the President addresses their situation. And I would like to thank you for the concern that the state demonstrates in this regard.
You just mentioned the government's support for the Fund to support the culture, science and education of Islam. Thanks to this support, today our Muslim organisations and our Islamic schools are actually beginning to feel the tangible results of this support. And this will certainly help us train members of the clergy and help instill feelings of patriotism in them. It can also help the process of educating worthy members of the Islamic clergy in the Motherland, who can then resist the spread of alien ideologies and fight against extremism and radicalism.
Just now we are preparing our pilgrims to perform the Hajj. This year we received an additional quota of 6,000 pilgrims and we are going to send 26,000 pilgrims to perform the Hajj. As a member of the Hajj Council of the Government of the Russian Federation I would like to offer my sincere thanks for your organisational support, and support to our pilgrims who travel to perform their religious duty, far away from our country.
VLADIMIR PUTIN: I would like to say that we are not only referring to administrative and financial support but political support in the fullest sense of the word, because during all our contacts with our colleagues from Saudi Arabia, with the leadership of Saudi Arabia, and other States where there are Muslim holy places, we have always raised the issue of the need to expand these quotas. And as we see, as a result of these very good intergovernmental relations, these problems are being solved.
RAVIL GAINUTDIN: Yes, and it is perhaps thanks to your historic visit, your visit to the Kingdom of Saudi Arabia, Jordan and Qatar. We see how the Islamic world treats us today and this is undoubtedly thanks to your policies and your prudent endeavours to develop good, neighbourly relations with the Islamic world.
Dear President, I would like to say that, yes, just like all Russians, we are preparing for the elections to the State Duma. And Russian Muslims have always been patriots: they have always been politically active and participated in elections. We can assure you that our imams and our spiritual leaders on location call on our Muslims to participate actively in the elections and to perform their civic duty. I am sure that Russian Muslims will participate actively.
We would like to avoid seeing displays of xenophobic nationalistic sentiments among our politicians during the pre-election campaign. Praise be to Allah, that our major, most prominent parties do not espouse these ideas or make such appeals. And we would like the other parties to follow the example of our main ones. We want to maintain inter-ethnic, inter-religious peace in the country. Such sentiments are alien to us and should not exist because our peoples have lived in peace and harmony in Russia for centuries. We would not want such policies to artificially push our citizens towards inter-ethnic, inter-religious discord. For our part, we will do everything possible to ensure that the elections are a success, that Muslims perform their civic duty and participate actively in the elections. I would like to thank you once again, dear Mr President.

MARK 11:1-11

19 And when he saw a fig tree in the way, he came to it, and found nothing thereon, but leaves only, and said unto it, Let no fruit grow on thee henceforward for ever. And presently the fig tree withered away.
20 And when the disciples saw it, they marvelled, saying, How soon is the fig tree withered away!
21 Jesus answered and said unto them, Verily I say unto you, If ye have faith, and doubt not, ye shall not only do this which is done to the fig tree, but also if ye shall say unto this mountain, Be thou removed, and be thou cast into the sea; it shall be done.
22 And all things, whatsoever ye shall ask in prayer, believing, ye shall receive.
23 And when he was come into the temple, the chief priests and the elders of the people came unto him as he was teaching, and said, By what authority doest thou these things? and who gave thee this authority?
24 And Jesus answered and said unto them, I also will ask you one thing, which if ye tell me, I in like wise will tell you by what authority I do these things.
25 The baptism of John, whence was it? from heaven, or of men? And they reasoned with themselves, saying, If we shall say, From heaven; he will say unto us, Why did ye not then believe him?
26 But if we shall say, Of men; we fear the people; for all hold John as a prophet.
27 And they answered Jesus, and said, We cannot tell. And he said unto them, Neither tell I you by what authority I do these things.
28 But what think ye? A certain man had two sons; and he came to the first, and said, Son, go work to day in my vineyard.
29 He answered and said, I will not: but afterward he repented, and went.
30 And he came to the second, and said likewise. And he answered and said, I go, sir: and went not.
31 Whether of them twain did the will of his father? They say unto him, The first. Jesus saith unto them, Verily I say unto you, That the publicans and the harlots go into the kingdom of God before you.
32 For John came unto you in the way of righteousness, and ye believed him not: but the publicans and the harlots believed him: and ye, when ye had seen it, repented not afterward, that ye might believe him.
33 Hear another parable: There was a certain householder, which planted a vineyard, and hedged it round about, and digged a winepress in it, and built a tower, and let it out to husbandmen, and went into a far country:
34 And when the time of the fruit drew near, he sent his servants to the husbandmen, that they might receive the fruits of it.
35 And the husbandmen took his servants, and beat one, and killed another, and stoned another.
36 Again, he sent other servants more than the first: and they did unto them likewise.
37 But last of all he sent unto them his son, saying, They will reverence my son.
38 But when the husbandmen saw the son, they said among themselves, This is the heir; come, let us kill him, and let us seize on his inheritance.
39 And they caught him, and cast him out of the vineyard, and slew him.
40 When the lord therefore of the vineyard cometh, what will he do unto those husbandmen?
41 They say unto him, He will miserably destroy those wicked men, and will let out his vineyard unto other husbandmen, which shall render him the fruits in their seasons.
42 Jesus saith unto them, Did ye never read in the scriptures, The stone which the builders rejected, the same is become the head of the corner: this is the Lord's doing, and it is marvellous in our eyes?
43 Therefore say I unto you, The kingdom of God shall be taken from you, and given to a nation bringing forth the fruits thereof.
44 And whosoever shall fall on this stone shall be broken: but on whomsoever it shall fall, it will grind him to powder.
45 And when the chief priests and Pharisees had heard his parables, they perceived that he spake of them.
46 But when they sought to lay hands on him, they feared the multitude, because they took him for a prophet.
MATTHEW 22:1-46
1 And Jesus answered and spake unto them again by parables, and said,
2 The kingdom of heaven is like unto a certain king, which made a marriage for his son,
3 And sent forth his servants to call them that were bidden to the wedding: and they would not come.
4 Again, he sent forth other servants, saying, Tell them which are bidden, Behold, I have prepared my dinner: my oxen and my fatlings are killed, and all things are ready: come unto the marriage.
5 But they made light of it, and went their ways, one to his farm, another to his merchandise:
6 And the remnant took his servants, and entreated them spitefully, and slew them.
7 But when the king heard thereof, he was wroth: and he sent forth his armies, and destroyed those murderers, and burned up their city.
8 Then saith he to his servants, The wedding is ready, but they which were bidden were not worthy.
9 Go ye therefore into the highways, and as many as ye shall find, bid to the marriage.
10 So those servants went out into the highways, and gathered together all as many as they found, both bad and good: and the wedding was furnished with guests.
11 And when the king came in to see the guests, he saw there a man which had not on a wedding garment:
12 And he saith unto him, Friend, how camest thou in hither not having a wedding garment? And he was speechless.
13 Then said the king to the servants, Bind him hand and foot, and take him away, and cast him into outer darkness, there shall be weeping and gnashing of teeth.
14 For many are called, but few are chosen.
15 Then went the Pharisees, and took counsel how they might entangle him in his talk.
16 And they sent out unto him their disciples with the Herodians, saying, Master, we know that thou art true, and teachest the way of God in truth, neither carest thou for any man: for thou regardest not the person of men.
17 Tell us therefore, What thinkest thou? Is it lawful to give tribute unto Caesar, or not?
18 But Jesus perceived their wickedness, and said, Why tempt ye me, ye hypocrites?
19 Shew me the tribute money. And they brought unto him a penny.
20 And he saith unto them, Whose is this image and superscription?
21 They say unto him, Caesar's. Then saith he unto them, Render therefore unto Caesar the things which are Caesar's; and unto God the things that are God's.
22 When they had heard these words, they marvelled, and left him, and went their way.
23 The same day came to him the Sadducees, which say that there is no resurrection, and asked him,
24 Saying, Master, Moses said, If a man die, having no children, his brother shall marry his wife, and raise up seed unto his brother.
25 Now there were with us seven brethren: and the first, when he had married a wife, deceased, and, having no issue, left his wife unto his brother:
26 Likewise the second also, and the third, unto the seventh.
27 And last of all the woman died also.
28 Therefore in the resurrection whose wife shall she be of the seven? for they all had her.
29 Jesus answered and said unto them, Ye do err, not knowing the scriptures, nor the power of God.
30 For in the resurrection they neither marry, nor are given in marriage, but are as the angels of God in heaven.
31 But as touching the resurrection of the dead, have ye not read that which was spoken unto you by God, saying,
32 I am the God of Abraham, and the God of Isaac, and the God of Jacob? God is not the God of the dead, but of the living.
33 And when the multitude heard this, they were astonished at his doctrine.
34 But when the Pharisees had heard that he had put the Sadducees to silence, they were gathered together.
35 Then one of them, which was a lawyer, asked him a question, tempting him, and saying,
36 Master, which is the great commandment in the law?
37 Jesus said unto him, Thou shalt love the Lord thy God with all thy heart, and with all thy soul, and with all thy mind.
38 This is the first and great commandment.
39 And the second is like unto it, Thou shalt love thy neighbour as thyself.
40 On these two commandments hang all the law and the prophets.
41 While the Pharisees were gathered together, Jesus asked them,
42 Saying, What think ye of Christ? whose son is he? They say unto him, The son of David.
43 He saith unto them, How then doth David in spirit call him Lord, saying,
44 The LORD said unto my Lord, Sit thou on my right hand, till I make thine enemies thy footstool?
45 If David then call him Lord, how is he his son?
46 And no man was able to answer him a word, neither durst any man from that day forth ask him any more questions.
MATTHEW 23:1-39
1 Then spake Jesus to the multitude, and to his disciples,
2 Saying The scribes and the Pharisees sit in Moses' seat:
3 All therefore whatsoever they bid you observe, that observe and do; but do not ye after their works: for they say, and do not.
4 For they bind heavy burdens and grievous to be borne, and lay them on men's shoulders; but they themselves will not move them with one of their fingers.
5 But all their works they do for to be seen of men: they make broad their phylacteries, and enlarge the borders of their garments,
6 And love the uppermost rooms at feasts, and the chief seats in the synagogues,
7 And greetings in the markets, and to be called of men, Rabbi, Rabbi.
8 But be not ye called Rabbi: for one is your Master, even Christ; and all ye are brethren.
9 And call no man your father upon the earth: for one is your Father, which is in heaven.
10 Neither be ye called masters: for one is your Master, even Christ.
11 But he that is greatest among you shall be your servant.
12 And whosoever shall exalt himself shall be abased; and he that shall humble himself shall be exalted.
13 But woe unto you, scribes and Pharisees, hypocrites! for ye shut up the kingdom of heaven against men: for ye neither go in yourselves, neither suffer ye them that are entering to go in.
14 Woe unto you, scribes and Pharisees, hypocrites! for ye devour widows' houses, and for a pretence make long prayer: therefore ye shall receive the greater damnation.
15 Woe unto you, scribes and Pharisees, hypocrites! for ye compass sea and land to make one proselyte, and when he is made, ye make him twofold more the child of hell than yourselves.
16 Woe unto you, ye blind guides, which say, Whosoever shall swear by the temple, it is nothing; but whosoever shall swear by the gold of the temple, he is a debtor!
17 Ye fools and blind: for whether is greater, the gold, or the temple that sanctifieth the gold?
18 And, Whosoever shall swear by the altar, it is nothing; but whosoever sweareth by the gift that is upon it, he is guilty.
19 Ye fools and blind: for whether is greater, the gift, or the altar that sanctifieth the gift?
20 Whoso therefore shall swear by the altar, sweareth by it, and by all things thereon.
21 And whoso shall swear by the temple, sweareth by it, and by him that dwelleth therein.
22 And he that shall swear by heaven, sweareth by the throne of God, and by him that sitteth thereon.
23 Woe unto you, scribes and Pharisees, hypocrites! for ye pay tithe of mint and anise and cummin, and have omitted the weightier matters of the law, judgment, mercy, and faith: these ought ye to have done, and not to leave the other undone.
24 Ye blind guides, which strain at a gnat, and swallow a camel.
25 Woe unto you, scribes and Pharisees, hypocrites! for ye make clean the outside of the cup and of the platter, but within they are full of extortion and excess.
26 Thou blind Pharisee, cleanse first that which is within the cup and platter, that the outside of them may be clean also.
27 Woe unto you, scribes and Pharisees, hypocrites! for ye are like unto whited sepulchres, which indeed appear beautiful outward, but are within full of dead men's bones, and of all uncleanness.
28 Even so ye also outwardly appear righteous unto men, but within ye are full of hypocrisy and iniquity.
29 Woe unto you, scribes and Pharisees, hypocrites! because ye build the tombs of the prophets, and garnish the sepulchres of the righteous,
30 And say, If we had been in the days of our fathers, we would not have been partakers with them in the blood of the prophets.
31 Wherefore ye be witnesses unto yourselves, that ye are the children of them which killed the prophets.
32 Fill ye up then the measure of your fathers.
33 Ye serpents, ye generation of vipers, how can ye escape the damnation of hell?
34 Wherefore, behold, I send unto you prophets, and wise men, and scribes: and some of them ye shall kill and crucify; and some of them shall ye scourge in your synagogues, and persecute them from city to city:
35 That upon you may come all the righteous blood shed upon the earth, from the blood of righteous Abel unto the blood of Zacharias son of Barachias, whom ye slew between the temple and the altar.
36 Verily I say unto you, All these things shall come upon this generation.
37 O Jerusalem, Jerusalem, thou that killest the prophets, and stonest them which are sent unto thee, how often would I have gathered thy children together, even as a hen gathereth her chickens under her wings, and ye would not!
38 Behold, your house is left unto you desolate.
39 For I say unto you, Ye shall not see me henceforth, till ye shall say, Blessed is he that cometh in the name of the Lord.

35 (Yea, a sword shall pierce through thy own soul also,) that the thoughts of many hearts may be revealed.
36 And there was one Anna, a prophetess, the daughter of Phanuel, of the tribe of Aser: she was of a great age, and had lived with an husband seven years from her virginity;
37 And she was a widow of about fourscore and four years, which departed not from the temple, but served God with fastings and prayers night and day.
38 And she coming in that instant gave thanks likewise unto the Lord, and spake of him to all them that looked for redemption in Jerusalem.
45 And when they found him not, they turned back again to Jerusalem, seeking him.
46 And it came to pass, that after three days they found him in the temple, sitting in the midst of the doctors, both hearing them, and asking them questions.
47 And all that heard him were astonished at his understanding and answers.
48 And when they saw him, they were amazed: and his mother said unto him, Son, why hast thou thus dealt with us? behold, thy father and I have sought thee sorrowing.
49 And he said unto them, How is it that ye sought me? wist ye not that I must be about my Father's business?
50 And they understood not the saying which he spake unto them.
JOHN 2:13-22
13 And the Jews' passover was at hand, and Jesus went up to Jerusalem.
14 And found in the temple those that sold oxen and sheep and doves, and the changers of money sitting:
15 And when he had made a scourge of small cords, he drove them all out of the temple, and the sheep, and the oxen; and poured out the changers' money, and overthrew the tables;
16 And said unto them that sold doves, Take these things hence; make not my Father's house an house of merchandise.
17 And his disciples remembered that it was written, The zeal of thine house hath eaten me up.
18 Then answered the Jews and said unto him, What sign shewest thou unto us, seeing that thou doest these things?
19 Jesus answered and said unto them, Destroy this temple, and in three days I will raise it up.
20 Then said the Jews, Forty and six years was this temple in building, and wilt thou rear it up in three days?
21 But he spake of the temple of his body.
22 When therefore he was risen from the dead, his disciples remembered that he had said this unto them; and they believed the scripture, and the word which Jesus had said.
BE HATED WITHOUT CAUSE
ISAIAH 49:7
7 Thus saith the LORD, the Redeemer of Israel, and his Holy One, to him whom man despiseth, to him whom the nation abhorreth, to a servant of rulers, Kings shall see and arise, princes also shall worship, because of the LORD that is faithful, and the Holy One of Israel, and he shall choose thee.

14 And if this come to the governor's ears, we will persuade him, and secure you.
15 So they took the money, and did as they were taught: and this saying is commonly reported among the Jews until this day.
16 Then the eleven disciples went away into Galilee, into a mountain where Jesus had appointed them.
17 And when they saw him, they worshipped him: but some doubted.
18 And Jesus came and spake unto them, saying, All power is given unto me in heaven and in earth.
19 Go ye therefore, and teach all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Ghost:
20 Teaching them to observe all things whatsoever I have commanded you: and, lo, I am with you alway, even unto the end of the world. Amen.

41 They say unto him, He will miserably destroy those wicked men, and will let out his vineyard unto other husbandmen, which shall render him the fruits in their seasons.
42 Jesus saith unto them, Did ye never read in the scriptures, The stone which the builders rejected, the same is become the head of the corner: this is the Lord's doing, and it is marvellous in our eyes?
43 Therefore say I unto you, The kingdom of God shall be taken from you, and given to a nation bringing forth the fruits thereof.
44 And whosoever shall fall on this stone shall be broken: but on whomsoever it shall fall, it will grind him to powder.
45 And when the chief priests and Pharisees had heard his parables, they perceived that he spake of them.
46 But when they sought to lay hands on him, they feared the multitude, because they took him for a prophet.

13 Then said the king to the servants, Bind him hand and foot, and take him away, and cast him into outer darkness, there shall be weeping and gnashing of teeth.
14 For many are called, but few are chosen.
15 Then went the Pharisees, and took counsel how they might entangle him in his talk.
16 And they sent out unto him their disciples with the Herodians, saying, Master, we know that thou art true, and teachest the way of God in truth, neither carest thou for any man: for thou regardest not the person of men.
17 Tell us therefore, What thinkest thou? Is it lawful to give tribute unto Caesar, or not?
18 But Jesus perceived their wickedness, and said, Why tempt ye me, ye hypocrites?
19 Shew me the tribute money. And they brought unto him a penny.
20 And he saith unto them, Whose is this image and superscription?
21 They say unto him, Caesar's. Then saith he unto them, Render therefore unto Caesar the things which are Caesar's; and unto God the things that are God's.
22 When they had heard these words, they marvelled, and left him, and went their way.
23 The same day came to him the Sadducees, which say that there is no resurrection, and asked him,
24 Saying, Master, Moses said, If a man die, having no children, his brother shall marry his wife, and raise up seed unto his brother.
25 Now there were with us seven brethren: and the first, when he had married a wife, deceased, and, having no issue, left his wife unto his brother:
26 Likewise the second also, and the third, unto the seventh.
27 And last of all the woman died also.
28 Therefore in the resurrection whose wife shall she be of the seven? for they all had her.
29 Jesus answered and said unto them, Ye do err, not knowing the scriptures, nor the power of God.
30 For in the resurrection they neither marry, nor are given in marriage, but are as the angels of God in heaven.
31 But as touching the resurrection of the dead, have ye not read that which was spoken unto you by God, saying,
32 I am the God of Abraham, and the God of Isaac, and the God of Jacob? God is not the God of the dead, but of the living.
33 And when the multitude heard this, they were astonished at his doctrine.
34 But when the Pharisees had heard that he had put the Sadducees to silence, they were gathered together.
35 Then one of them, which was a lawyer, asked him a question, tempting him, and saying,
36 Master, which is the great commandment in the law?
37 Jesus said unto him, Thou shalt love the Lord thy God with all thy heart, and with all thy soul, and with all thy mind.
38 This is the first and great commandment.
39 And the second is like unto it, Thou shalt love thy neighbour as thyself.
40 On these two commandments hang all the law and the prophets.
41 While the Pharisees were gathered together, Jesus asked them,
42 Saying, What think ye of Christ? whose son is he? They say unto him, The son of David.
43 He saith unto them, How then doth David in spirit call him Lord, saying,
44 The LORD said unto my Lord, Sit thou on my right hand, till I make thine enemies thy footstool?
45 If David then call him Lord, how is he his son?
46 And no man was able to answer him a word, neither durst any man from that day forth ask him any more questions.

13 But woe unto you, scribes and Pharisees, hypocrites! for ye shut up the kingdom of heaven against men: for ye neither go in yourselves, neither suffer ye them that are entering to go in.
14 Woe unto you, scribes and Pharisees, hypocrites! for ye devour widows' houses, and for a pretence make long prayer: therefore ye shall receive the greater damnation.
15 Woe unto you, scribes and Pharisees, hypocrites! for ye compass sea and land to make one proselyte, and when he is made, ye make him twofold more the child of hell than yourselves.
16 Woe unto you, ye blind guides, which say, Whosoever shall swear by the temple, it is nothing; but whosoever shall swear by the gold of the temple, he is a debtor!
17 Ye fools and blind: for whether is greater, the gold, or the temple that sanctifieth the gold?
18 And, Whosoever shall swear by the altar, it is nothing; but whosoever sweareth by the gift that is upon it, he is guilty.
19 Ye fools and blind: for whether is greater, the gift, or the altar that sanctifieth the gift?
20 Whoso therefore shall swear by the altar, sweareth by it, and by all things thereon.
21 And whoso shall swear by the temple, sweareth by it, and by him that dwelleth therein.
22 And he that shall swear by heaven, sweareth by the throne of God, and by him that sitteth thereon.
23 Woe unto you, scribes and Pharisees, hypocrites! for ye pay tithe of mint and anise and cummin, and have omitted the weightier matters of the law, judgment, mercy, and faith: these ought ye to have done, and not to leave the other undone.
24 Ye blind guides, which strain at a gnat, and swallow a camel.
25 Woe unto you, scribes and Pharisees, hypocrites! for ye make clean the outside of the cup and of the platter, but within they are full of extortion and excess.
26 Thou blind Pharisee, cleanse first that which is within the cup and platter, that the outside of them may be clean also.
27 Woe unto you, scribes and Pharisees, hypocrites! for ye are like unto whited sepulchres, which indeed appear beautiful outward, but are within full of dead men's bones, and of all uncleanness.
28 Even so ye also outwardly appear righteous unto men, but within ye are full of hypocrisy and iniquity.
29 Woe unto you, scribes and Pharisees, hypocrites! because ye build the tombs of the prophets, and garnish the sepulchres of the righteous,
30 And say, If we had been in the days of our fathers, we would not have been partakers with them in the blood of the prophets.
31 Wherefore ye be witnesses unto yourselves, that ye are the children of them which killed the prophets.
