PARIS, Mo. - Storms that raked the Plains and Southeast tossed up a mobile home in Missouri early Thursday, killing both people inside, and spawned a tornado in Florida that sent mall shoppers and children at a day-care center running for cover. More than 30 people were injured Wednesday night when high winds blew through an Oktoberfest festival in Tulsa, Okla., collapsing two tents on the crowd.In rural northeastern Missouri, the state Highway Patrol said Kent Ensor and Kristy Secrease had sought refuge in Secrease's mobile home in Monroe County as a tornado approached. Their bodies were found about 400 feet from where the home had been.The mobile home's frame was found three-quarters of a mile away, with debris as far as two miles away.The National Weather Service classified the storm as an F-2 tornado that traveled one mile and had wind speeds up to 135 mph.

Ensor, 44, was a hog farmer from a well-known family, and Secrease, 25, managed Ensor's 11,000-hog operation. They had been dating for about a year, neighbors said.Everybody knows everybody here, said Jim Lovelady. This hurts.Joey Crigler's mobile home down the road from the Ensor farm was spared damage. Despite living in a wide-open area prone to severe weather, Crigler said, he and Ensor didn't worry about their safety.It's just one of those things you kind of laughed about and then go on, he said.
Several twisters hit southwestern Missouri, where a home was destroyed but no injuries were reported.A tornado late Thursday morning in Pensacola, Fla., damaged the city's major shopping mall as violent thunderstorms swept across the western Panhandle.Eddie English Jr., a department store stock manager, said he heard the wind outside the store suddenly speed up and get louder. Then mall security guards entered the store and ordered 200 to 300 employees and shoppers into the basement.Lindsey Lassiter, manager of the mall's Express for Men store, said water poured in from her shop's damaged ceiling. In downtown Pensacola, electricity was out and streets were filled with several inches of water from rain that began around dawn.Escambia County sheriff's spokesman Glenn Austin said the Greater Little Rock Baptist Church's roof was damaged, as was its day-care center. But the children there had been moved to safety before the tornado struck, he said.They heard the warnings, grabbed the kids and followed the drill, he said.Jack Cullen, a meteorologist with the National Weather Service, confirmed that a tornado touched down shortly before noon.

In Tulsa, more than 7,000 people were at the Oktoberfest festival when the tents collapsed at 7:30 p.m. Wednesday. Five of those hurt remained hospitalized Thursday, and three were in serious condition with head injuries, concussions and lacerations, said Tina Wells, spokeswoman for the Emergency Medical Services Authority.The storm brought wind gusts ranging from 65 mph to nearly 90 mph, said Steve Piltz, a Weather Service meteorologist. Tulsa County was under a tornado watch and severe thunderstorm warning when the storm hit the tents, he said. Less than an hour earlier, the skies had been clear, said Tulsa Mayor Kathy Taylor.
The wind came up incredibly quick, and I don't think anyone can prepare for those kinds of winds, said Michael Sanders, the promotions chairman for the Oktoberfest event. North of Tulsa, five people were injured and 25 mobile homes and travel trailers were damaged when the storm hit a mobile home park between Oologah and the Washington County line, the Oologah-Talala Emergency Medical Services District reported. None of the injuries was believed to be life-threatening, officials said. WASHINGTON (Reuters) - The National Weather Service on Thursday predicted above-normal temperatures in U.S. Northeast and Midwest for November. In its 30-day outlook, forecasters predicted equal chances of above-normal and below-normal temperatures in U.S. Mid-Atlantic states for November.The NWS projected equal chances of above-normal and below-normal precipitation in November for most of the United States, including the Midwest, Plains and Rocky Mountain states.It called for below-normal November precipitation in the Southeast states and most of the Southwest.

LISBON, Portugal - European Union leaders endorsed a reform treaty Friday to replace their failed European constitution and give the 27-nation union a more influential say in world affairs, diplomats said. The new treaty will take effect in 2009 if it passes national parliamentary votes and referendums.With this new treaty, Europe has overcome an impasse that lasted for several years, said Portuguese Prime Minister Jose Socrates, who hosted the EU summit.

Europe has emerged stronger from this summit, stronger to face global issues, stronger to take its role in the world and also to increase confidence in our economy and in our citizens, he told reporters.The pact aims to achieve the same thing as the constitution that collapsed in 2005 when it was rejected in French and Dutch referendums: to expand the union's global influence by translating its economic might into a bigger diplomatic punch.It will do so though quicker decision-making, more majority voting, more powers for the EU and give the bloc more power to act on global issues such as defense, energy security, climate change and migration.Agreement on the treaty came after the EU leaders overcame last-minute reservations on minor points by, notably, Poland and Italy.Italy won an extra European Parliament seat, while Poland held out for a complex voting formula making it tougher for large EU nations to outvote smaller ones.

Basically Poland got what it wanted, Polish President Lech Kaczynski said. The whole operation of the EU Reform Treaty is now crowned with success.While it lacks the constitution's most contentious elements — such as EU flag and anthem — it will give its foreign and security affairs chief a seat on the EU executive Commission with control over the EU's multibillion dollar aid budget and its extensive network of diplomats and civil servants.
There will also be a smaller, more efficient EU executive and an EU president — chosen by the EU leaders for five-year terms — to facilitate consensus and represent the union abroad. In the future an exit clause will make it possible for nations to leave the EU.

LISBON (AFP) - EU leaders broke more than two years of political deadlock early Friday by approving a new treaty of reforms filling the void left by the bloc's aborted constitution. The European Union's Portuguese presidency said the agreement closed the chapter on a crisis that has gripped the EU since French and Dutch voters rejected the proposed constitution in mid-2005.With this accord Europe has emerged from its institutional crisis, Portuguese Prime Minister Jose Socrates told journalists shortly after the deal was clinched at a Lisbon summit.Socrates said that leaders would formally sign what will become the treaty of Lisbon in the Portuguese capital on December 13.The treaty aims to give the first serious update to the EU's decision-making architecture since 10 mostly former communist countries joined in May 2004 followed by Bulgaria and Romania in January this year.In this case we're really talking about a historic agreement and it really gives the European Union a capacity to act in the 21st century, European Commission chief Jose Manuel Barroso said.EU leaders sealed the deal after overcoming Polish and Italian gripes about the treaty in last-minute wrangling on the sidelines of the two-day summit which opened Thursday.

Poland had threatened to veto the deal if the treaty does not give authority to the so-called Ioannina mechanism, named after the Greek city where it was agreed upon, which allows a minority of nations to temporarily block EU decisions.But after tough bargaining, President Lech Kaczynski said that Poland got everything it wanted. I'm very happy this business is behind us. Italian Prime Minister Romano Prodi obtained an extra seat in the European Parliament in a compromise easing Italian concerns that the country would emerge with fewer lawmakers under the new treaty than EU heavyweights France and Britain.The compromise leaves Italy on a par with Britain and with one seat fewer than France.

Britain also had many reservations about the treaty, but obtained red line opt-outs in key areas at the last EU summit in June.The UK's red lines are secured, said British Prime Minister Gordon Brown, attending his first summit since succeeding Tony Blair, the British national interest has been protected.The Polish and Italian leaders were only satisfied after French President Nicolas Sarkozy and veteran EU summiteer, Luxembourg Prime Minister Jean-Claude Juncker, held lengthy tete-a-tetes with them.Treaty talks aside, the summit was abuzz with the announcement in Paris that Sarkozy and his wife Cecilia had divorced.Meanwhile, at least 150,000 people demonstrated near the summit venue calling for the EU leaders to give a bigger place to social issues in the Union.
After signing the treaty in December, member states will have one year to ratify it so that it can come into effect, as planned, on January 1, 2009.EU leaders deem the reform treaty essential because the bloc's rules have not had a serious update since 10 mostly former communist countries joined in May 2004, followed by Bulgaria and Romania in January this year. Like the constitution, the treaty includes plans for a European foreign policy supremo and a more permanent president to replace the current cumbersome and expensive rotating six-month presidency system. It also streamlines decision-making by cutting down the number of EU decisions which would require unanimous support from member states. With the treaty deal clinched the EU heads of state and government will be able to turn their attention on Friday to the other issues on their agenda: global warming and globalisation.

NEW YORK - Wall Street pared its losses to finish mostly flat Thursday but remained uneasy after disappointing results from Bank of America Corp. provided further evidence that the credit crisis is hurting the economy. The Dow Jones industrial average, which fell as much as 60 points early in the session, rebounded as bargain hunters entered the market, betting Thursday's dismal data could convince the Federal Reserve to lower rates again.Still, investors remained spooked after BofA — considered a bellwether for the banking industry because it has branches across the country — said significant dislocations in the capital markets sent third-quarter profits down 32 percent. Citigroup Inc. and Washington Mutual Inc. reported similar results in recent days.

Banks and brokerages have been hurt during the third quarter in the fallout from the subprime mortgage crisis. As people with weak credit defaulted on loans at an alarming rate, it triggered a global aversion for risk that led the credit markets to freeze up.
Treasurys rallied and the dollar fell to a new low against the euro after the Labor Department said the number of newly laid off workers filing claims for unemployment benefits shot up last week by the largest amount since February. The report was far worse than economists expected, and signaled that the labor market could be starting to weaken from a downturn in housing and the global credit turmoil.There are so many factors going on right now between the dollar getting crushed, oil moving higher, and news out of the banking sector, said Greg Church, chief investment officer of Church Capital Management. Yet, it is amazing to me that this market continues to lift its head. The market came back somewhat because there's that whole camp that thinks any bad news is good news that the Fed will lower rates.

The Dow fell 3.58, or 0.03 percent, to 13,888.96.

Broader indexes finished mixed. The Standard & Poor's index fell 1.16, or 0.08 percent, to 1,540.08, while the technology-heavy Nasdaq composite index added 6.64, or 0.24 percent, to 2,799.31. Tech shares have outperformed this week as some investors lately regard profits at some of these companies to better withstand an economic slowdown.The yield on the benchmark 10-year Treasury note, which moves inversely to prices, fell to 4.50 percent from 4.55 percent late Wednesday. Treasury prices rose again after rallying sharply Wednesday amid growing signs of trouble in the housing sector.Also, the Philadelphia Federal Reserve reported that its October manufacturing index came in weaker than expected. The report showed a slowdown in growth for the regional economy, and some inflationary pressures.Sluggish economic data could help motivate the U.S. Federal Reserve to cut interest rates at its Oct. 30-31 meeting. Central bankers cut rates by a half point at their September meeting.Oil prices continued their advance amid further tensions between Turkey and Kurdish rebels in Northern Iraq. Light, sweet crude rose $2.07 to settle at a record $89.47 a barrel on the New York Mercantile Exchange.Disappointing results from BofA made some investors wary about quarterly results yet to arrive.Washington Mutual and Bank of America announcements reminds people that there is a housing issue out there, and that its tough to analyze on how bad it can get before it gets better, said John C. Forelli, portfolio manager for Independence Investment. What we need is some confidence that other parts of the economy are reaccelerating as a result of the rate cuts.

Technology could be one bright for uneasy investors Friday. After Thursday's closing bell, Google Inc. posted a 46 percent jump in its third-quarter profit, topping the big expectations that have elevated the Internet search leader's stock price by more $100 during the past month. Google, which ended the regular session up $6.14 at $639.62, rose in heavy after-hours trading.About 60 members of the Standard & Poor's 500 index have reported quarterly results so far this week. Most of the attention has been on the nation's biggest banks, which reported mostly disappointing results on write-downs from leveraged loans, mortgages, and consumer credit.

Bank of America fell $1.18, or 2.4 percent, to $48.85.

Washington Mutual tumbled $2.55, or 7.7 percent, to $30.52 after it reported quarterly profit plunged 72 percent. The stock hit a 52-week low of $30; its previous low was $31.27. E-Trade Financial Corp. late Wednesday reported an unexpected loss because of its exposure to credit markets. The discount brokerage's shares tumbled $1, or 8 percent, to $11.47. The Russell 2000 index of smaller companies edged up 0.14, or 0.02 percent, to 825.03. Declining issues led advancers by a thin margin on the New York Stock Exchange, where consolidated volume came to 3.13 billion, shares compared with 3.50 billion traded Wednesday. RAMALLAH, West Bank - Palestinian negotiators on Thursday dismissed claims that momentum for peace has stalled, saying Israel and the Palestinians still have their sights set on framing a shared vision of peace. There is no crisis at all, said Ahmed Qureia, the lead negotiator, playing down an accusation from his own president that Israel has been undermining preparations for an upcoming U.S.-brokered peace summit.Qureia spoke after U.S. Secretary of State Condoleezza Rice wrapped up a four-day visit to the region meant to lay the groundwork for the conference. The U.S. hopes the gathering, expected to take place in November or December, will launch formal peace talks between Israel and the Palestinians.Throughout Rice's visit, Palestinian officials, including President Mahmoud Abbas, accused Israel of being intransigent and damaging the pre-summit atmosphere.But Thursday, Qureia said he remained hopeful a deal would be reached, though he acknowledged much work lay ahead.We are still preparing for intensified negotiations that will take place before the conference in order to reach a joint document, he told The Associated Press.

The Palestinians want to come to the meeting with a detailed joint statement on what peace talks are to produce, complete with timetable for the establishment of a Palestinian state. Israel, seeking greater flexibility, wants a broad statement low on specific commitments.Qureia met with the head of the Israeli team, Foreign Minister Tzipi Livni, on Thursday, Palestinian officials said, adding that the teams would meet Friday.In another interview with the AP, Palestinian negotiator Saadi el-Krunz agreed there was no crisis yet, saying he was hopeful — but not sure — the sides can agree on the wording of the document in time for the conference.El-Krunz said the teams have met twice so far, and plan to meet about three times a week. He described the meetings as friendly, but said very little progress has been made.He said Israeli Prime Minister Ehud Olmert and Abbas have a very strong relationship, but results matter most.

MOSCOW - Israeli Prime Minister Ehud Olmert pressed Russian President Vladimir Putin on Thursday to support new sanctions against Iran over its nuclear activities and urged Russia not to sell arms to Iran or Syria. Olmert's brief, abruptly announced visit came days after Putin traveled to Iran and met with its president, Mahmoud Ahmadinejad, who has publicly called for Israel's demise. During the trip, Putin vowed to support Iran's pursuit of nuclear energy and warned outside forces — an apparent reference to the U.S. — against attacking Tehran.In a three-hour meeting with Putin, Olmert expressed his opinion that effective sanctions by all the international community would have the potential to stop Iran pursuing the nuclear path, said Miri Eisin, the Israeli prime minister's spokeswoman.Russia has resisted further U.N. sanctions against Iran over its refusal to halt uranium enrichment and other activities that Israel and the U.S. say are aimed at developing nuclear weapons. That stance drew anger in Israel.

Even if Putin says he is not convinced that Iran is developing a nuclear capability for military purposes, everyone knows what its real intentions are, said Israeli President Shimon Peres. He said intelligence services have incontrovertible proof that shows that Iran is working to develop nuclear weapons.The substance of Putin's meetings with Ahmadinejad and Iran's supreme leader, Ayatollah Ali Khamenei, was murky. Putin left the world wondering what kind of message he conveyed in private and how the Iranians responded.President Bush said Wednesday he wanted a report directly from Putin about his visit to Iran — and to know whether Putin continues to harbor the same concerns as Washington about Iran's nuclear program. Bush suggested that a nuclear-armed Iran could trigger World War III.

Russia's mantra is that the standoff over Iran's nuclear program can only be solved through diplomacy. By hosting Olmert days after meeting with Iranian leaders, Putin may have been casting himself as an irreplaceable bridge between Iran and its fiercest critics.

He spoke to Ahmadinejad. Now he's speaking to Olmert, he will be in a position to act as a go-between, said Meir Javedanfar, a Tehran-born Middle East analyst. Russia has used its clout as a veto-wielding U.N. Security Council member to water down two sets of sanctions against Iran over its refusal to halt uranium enrichment, which can lead to development of weapons. Israeli Foreign Minister Tzipi Livni called Wednesday for a new set of sanctions without the type of compromises that have been needed to secure Russian and Chinese support in the past. Although the Iran nuclear standoff was the foremost issue, Olmert also conveyed Israel's concern over the Iranian and Syrian desire to acquire weapons from Russia of types that could change the balance in the area, Eisin said.

Eisin did not give details about Israel's concerns.

The Israeli newspaper Yediot Ahronot reported that Russia plans to provide Syria with surface-to-air missiles and anti-aircraft missiles it has never before sold to another country. Russia disputes Israeli claims that Russian arms sold to Syria have been used by Hezbollah guerrillas in Lebanon. Moscow insists its weapons deals with Syria and Iran have complied with international law and have not disrupted the balance of power in the region.

JERUSALEM (AFP) - Half of Israel's 120 members of parliament have signed an opposition petition opposing any division of Jerusalem with the Palestinians, the privately owned Channel 10 television said Thursday. Among the signatories to the petition circulated by right-wing Likud party MP Israel Katz are 15 members of Prime Minister Ehud Olmert's centrist Kadima party, the television added.
Under Israeli law, any territorial concession on Jerusalem must be approved by an absolute majority of MPs.The prime minister hinted on Monday he would be willing to give up some annexed neighbourhoods of occupied east Jerusalem, such as Shufat refugee camp, al-Sawahra and Walajeh, in a final peace deal with the Palestinians.

KARACHI, Pakistan - A suicide bombing in a crowd welcoming former Prime Minister Benazir Bhutto killed at least 126 people Thursday night, shattering her celebratory procession through Pakistan's biggest city after eight years in exile. Two explosions went off near a truck carrying Bhutto, but police and officials of her party said she was not injured and was hurried to her house. An Associated Press photo showed a dazed-looking Bhutto being helped away.Officials at six hospitals in Karachi reported 126 dead and 248 wounded. It was believed to be the deadliest bomb attack in Pakistan's history.Bhutto flew home to lead her Pakistan People's Party in January parliamentary elections, drawing cheers from supporters massed in a sea of the party's red, green and black flags. The police chief said 150,000 were in the streets, while other onlookers estimated twice that.The throngs reflected Bhutto's enduring political clout, but she has made enemies of Islamic militants by taking a pro-U.S. line and negotiating a possible political alliance with Pakistan's military ruler, President Gen. Pervez Musharraf.An estimated 20,000 security officers had been deployed to protect Bhutto and her cavalcade of motorized rickshaws, colorful buses, cars and motorcycles. She knew she was a target, I was talking to her about it .... she was worried that the lights were going off, the street lights, and that snipers could be on tops of buildings and bridges, Lamb told Sky News. Luckily the bus had a downstairs enclosed compartment for her to go and rest in, and she just happened to be there when it went off, so she wasn't on top in the open like rest of us, so that just saved her.Evidence available at the scene is suggesting it was a suicide bombing ... (that) exploded near police vehicles, destroying the two police vans escorting Benazir Bhutto's truck, police officer Raja Umer Khitab said. He said several policemen died.At the scene of the attack, bodies lay motionless in the street, under a mural reading Long Live Bhutto on the side of the truck.People were shouting for help but there was no one to help them out. It smelled like blood and smoke, said AP photographer B.K. Bangash, who was 150 feet from Bhutto's truck when he heard a small blast just before midnight.The bombs exploded just after the truck crossed a bridge about halfway on the 10-mile journey from the airport to the tomb. Pools of blood, broken glass, tires, motorcycles and bits of clothing littered the ground. Men carried the injured away from burning cars. One bystander came upon a body, checked for signs of life, and moved on. Some of the injured were rushed into a hospital emergency room on stretchers, and others were carried in rescuers' arms. Many of the wounded were covered in blood, and some had their clothes ripped off. Karachi has a history of violent attacks by Islamic militants, but Thursday's was believed to be the deadliest. In 2006, a suicide bombing killed 57 people, including the leaders of a Sunni Muslim group. The United States condemned the violent attack in Pakistan and mourns the loss of innocent life there, said Gordon Johndroe, foreign affairs spokesman for President Bush. Extremists will not be allowed to stop Pakistanis from selecting their representatives through an open and democratic process.Richard Haass, president of the New York-based Council on Foreign Relations, said the attack emphasized that one of the fundamental realities of Pakistan today is that the government is not in total control of the country.

He said he did not think Musharraf would declare a state of emergency, saying there were more serious challenges to state authority recently, like the summer battle between militants and police at Islamabad's Red Mosque. The bloodshed marred what had been a jubilant day for Bhutto. She received a rapturous welcome from tens of thousands of supporters, many craning from tree branches and foot bridges to glimpse her return.

The 54-year-old politician wept for joy.

I feel very, very emotional coming back to my country, Bhutto told AP Television News at the airport, after passing under a Quran held over her head as she got off the plane. I dreamt of this day for so many months, and years. I counted the hours, the minutes and the seconds just to see this land, sky and grass. I'm so emotionally overwhelmed, she said, dressed in green with a white head scarf to match Pakistan's national flag. Bhutto had paved her route back to Pakistan through negotiations with Musharraf, a longtime political rival whose rule she has often condemned but whose proclaimed mission to defeat Islamic extremism she shares.
The talks yielded an amnesty covering the corruption charges that made Bhutto leave Pakistan, and could lead to a political alliance uniting moderates in parliamentary elections for a fight against militants allied with al-Qaida and the Taliban. U.S. officials are believed to still favor Musharraf, despite his sagging popularity, over his two main civilian rivals — Bhutto and Nawaz Sharif, the elected premier ousted by the general in a 1999 coup and sent back into exile when he tried to return last month. Washington considers Musharraf a source of stability in a nuclear-armed country fighting militants along the border with Afghanistan, an area where Osama bin Laden may be hiding. Still, amid the uncertainty that parliamentary elections will establish a U.S.-friendly government, the United States wants Pakistan to at least keep moving toward democracy — and Bhutto's return could help that goal. After flying in, Bhutto declared she returned to fight for democracy and to help Pakistan shake off its reputation as a hotbed of international terrorism. That's not the real image of Pakistan. The people that you see outside are the real image of Pakistan. These are the decent and hardworking middle-classes and working classes of Pakistan who want to be empowered so they can build a moderate, modern nation, she said. Bhutto became leader of the Pakistan People's Party more than two decades ago after the military's 1979 execution of its founder, her father Zulfiqar Ali Bhutto, a populist prime minister still exalted by many Pakistanis as the finest leader in the country's 60-year history. She served twice as the democratically elected prime minister between 1988 and 1996 — the first female premier in the Muslim world — but both governments fell amid allegations of corruption and misrule. After Musharraf seized power, she was charged with illegally amassing properties and bank accounts overseas while in office and she left Pakistan. 6 Now when this was noised abroad, the multitude came together, and were confounded, because that every man heard them speak in his own language.

Notice its Tongues, there are three kinds of Tongues. This first one in Acts 2:4-6 is Tongues that the Apostles were filled with The Holy Spirit and began to speak in Tongues that were understood by different Nationalities. That Tongue is mentioned in 1 Cor 14

1 CORINTHIANS 14:22
22 Wherefore tongues are for a sign, not to them that believe, butto them that believe not: but prophesying serveth not for them that believe not, but for them which believe.

The Second Tongue is mentioned as a PRAYER LANGUAGE.

1 CORINTHIANS 14:2
2 For he that speaketh in an unknown tongue speaketh not unto men, but unto God: for no man understandeth him; howbeit in the spirit he speaketh mysteries.

The third kind of Tongues is mentioned in 1 Cor 14:26-28

1 CORINTHIANS 14:26-28
26 How is it then, brethren? when ye come together, every one of you hath a psalm, hath a doctrine, hath a tongue, hath a
revelation, hath an interpretation. Let all things be done unto edifying.
27 If any man speak in an unknown tongue, let it be by two, or at the most by three, and that by course; and let one interpret.
28 But if there be no interpreter, let him keep silence in the church; and let him speak to himself, and to God.

This 3rd Tongue is for public use in a Church to communcate to the Body of Christ, and this Tongue must be interpreted.
And its equal to Prophecy.

INTERPRETATION OF TONGUES GIFT

The gift of the interpretation of Tongues can only be in the operation of one who is already speaking in Tongues. And number
two they must pray for the Gift.

1 CORINTHIANS 14:13
13 Wherefore let him that speaketh in an unknown tongue pray that he may interpret.

In fact the 5 Gifts so far come by PRAYER. This Gift is equal to Prophecy.

1 CORINTHIANS 14:3-5
3 But he that prophesieth speaketh unto men to edification, and exhortation, and comfort.
4 He that speaketh in an unknown tongue edifieth himself; but he that prophesieth edifieth the church.
5 I would that ye all spake with tongues but rather that ye prophesied: for greater is he that prophesieth than he that speaketh with tongues, except he interpret, that the church may receive edifying.

THE GIFT OF PROPHECY

He that prophesieth speaketh unto Men to Edification and Exortation, and comfort. These three things must be in a true
prophecy from someone to be from God.

If someone gives you a Word it must Edify (Build you), Exort (Stir you) and Comfort you (Bring you Peace).

Its Gods will that all People Prophesy.

29 And Moses said unto him, Enviest thou for my sake? would God that all the LORD's people were prophets, and that the LORD would put his spirit upon them!

1 Follow after charity, and desire spiritual gifts, but rather that ye may prophesy.

This Gift again comes by PRAYER. Its released with the Baptism of the Holy Spirit. Because when one is filled with the Spirit he will Prophesy.

Tropical Storm Kiko reforms off Mexico Wed Oct 17, 9:47 AM ET

MEXICO CITY - Tropical Storm Kiko reformed before dawn Wednesday off Mexico's Pacific coast, the U.S. National Hurricane Center said. The storm was stalled far out to sea and was expected to strengthen slightly and move north in the coming days, forecasters said. It had sustained winds of 40 mph and wasn't expected to threaten land or become a hurricane.The storm had been downgraded to a tropical depression late Tuesday before regaining tropical storm status Wednesday.

There have been nearly 100 reports of severe weather so far this Wednesday. A tornado destroyed a house in southwestern Missouri and wind collapsed a tent at an Oktoberfest event in Tulsa, Okla., injuring at least 20. Heading through the overnight, severe thunderstorms will continue to slice eastward through the Mississippi Valley. Residents of Missouri, Iowa, and Illinois are urged to monitor these storms closely. Thursday, the storm system responsible for this nastiness will grind northeastward into the Upper Midwest. Rain, much of it wind-whipped, will drench the eastern Dakotas, much of Minnesota, Wisconsin and Michigan. But even more daunting will be the continuing threat of severe thunderstorms, possibly including tornadoes, from the western Great Lakes into the Ohio Valley. Strong winds, possibly gusting as high as 60 mph, will be felt on the back side of this storm, from western South Dakota into western Kansas. High temperatures during the day Thursday are forecast to range from the upper 40s and 50s in the northern Plains and portions of the Upper Midwest to the 80s in southeast Missouri, southern and central Illinois, Indiana and Kentucky.

South

Severe thunderstormns rolled across Louisiana and Arkansas on Wednesday, producing large hail and strong wind gusts. On Thursday, the threat of severe weather will shift farther east into Tennessee, Mississippi and Alabama in advance of a cold front. Not all of the news is bad, however. Along with the specter of nasty storms will come some much-needed rain for the drought-stricken Southeast, mainly from the Florida Panhandle northeastward into South Carolina. A few spots could pick up an inch or two. The southern Plains will remain sunny and dry. High temperatures are expected to range from the 60s in parts of the Texas and Oklahoma Panhandles to the 90s in the Texas coastal Plain and portions of southwest Florida.

West

A powerful Pacific storm will punch into the Northwest Thursday with the center of the cyclone charging into extreme northwest Washington or southern Vancouver Island. Strong, gusty winds and heavy rain will attack much of the region. High wind watches and warnings are posted from the southern Oregon coast northward through the interior of western Washington. The Puget Sound may see sustained winds in the 30- to 40-mph range with gusts as high as 65 mph possible. Some trees and power lines may be downed. Rain will soak areas over and west of the Cascades as far south as northern California, with lighter rain or showers reaching eastward as far as the Bitterroots. The fast movement of the storm should preclude any significant flooding. Snow levels will rise, getting up to around 4000 feet near the Canadian border, 7000 feet near the California line. Heavy surf, reaching 15 to 20 feet, will pound the Washington and Oregon beaches. (After diminishing slightly on Friday, even higher surf--24 to 28 feet--will roll in on Saturday.) The remainder of the West should see partly cloudy skies. Gusty winds will continue across the southern Rockies. High temperatures Thursday throughout the West are forecast to range from the 30s in the higher Rockies to the 80s in southeast California and southwest Arizona.

Northeast

A few light showers will work their way into the Northeast on Thursday, precursors of heavier showers and thunderstorms, some possibly severe, for Friday and Friday night. Superbug kills more people in U.S. than AIDS, study finds

Severe infections by an antibiotic-resistant superbug, known as methicillin-resistant Staphylococcus aureus, are at least twice as high as researchers previously believed and now kill more Americans than AIDS, researchers reported Wednesday.The bacterial infections, commonly called MRSA (pronounced mersa), were once confined to a few hospitals, but a new study by the national Centers for Disease Control and Prevention found that in 2005 they made an estimated 94,000 Americans seriously ill and killed almost 19,000, compared with 17,000 who died of AIDS complications.

Certainly, MRSA now has to be viewed as a very important target for prevention and control, said Dr. David A. Talan, an infectious diseases specialist in Sylmar, Calif., who was not involved in the study.The infections have been a growing concern, particularly over the past decade, as they have spread outside hospitals, popping up in prisons, athletic fields and locker rooms.The study reported that nearly 14 percent of new antibiotic-resistant staph infections are not linked to hospitals or other medical facilities, indicating that the disease is now comfortably ingrained in the wider community.The finding, reported in the Journal of the American Medical Association, is but the latest evidence of a widespread pattern of increasing drug resistance among a variety of infectious agents, including multi-drug-resistant tuberculosis, antibiotic-resistant Clostridium difficile and other once-innocuous organisms.The emergence of these superbugs has not been accompanied by the development of new drugs to combat them.

The spread of resistant organisms is astounding, wrote Dr. Elizabeth A. Bancroft of the Los Angeles County Department of Public Health in an editorial accompanying the report.Bancroft said the reported incidence of resistant staph infections is just the tip of the iceberg because the CDC researchers studied only blood-borne infections that find their way into internal organisms.
Several studies have found that such infections represent only 6 percent to 9 percent of all MRSA infections, which can also thrive on the skin in a more innocuous form, waiting for the opportunity to enter the body.It appears that the total burden of MRSA is much greater than what was estimated in this study, she said.Most forms of the staph bacterium are easily killed with common antibiotics, such as amoxicillin. But beginning in 1968, researchers began to see variants that required treatment with stronger antibiotics.

Experts attribute the emergence of the superbugs to indiscriminate use of antibiotics, the failure of patients to complete their antibiotic regimens and the use of antibiotics in animal feed. In each case, incomplete eradication of the bacteria leads to mutations that increase resistance to the drugs.Today, the most resistant require treatment with powerful and expensive antibiotics like vancomycin, and as many as one in five patients still succumb to the infections.Confined to the surface of the skin, the bacteria do minimal damage. But in hospitals, nursing homes and dialysis centers, they can hitch a ride inside the body, spreading through the bloodstream and causing severe illness.

In the same fashion, they can be spread by tattooing and drug use in prisons and by cuts and abrasions on the athletic field.While doctors were aware of the growing staph problem, there were no hard data to document it.The new results were obtained by Dr. R. Monina Klevens of the CDC and her colleagues as part of the agency's ongoing Active Bacterial Core surveillance program, which monitors infections in nine regions of the U.S., including San Francisco, Baltimore, Atlanta and Denver. All infections were laboratory-confirmed.The group observed 8,987 cases of blood-borne MRSA infections in the survey area, which was extrapolated to come up with a nationwide estimate of 94,360 cases. There were 1,598 deaths in the area, corresponding to 18,650 deaths nationwide.Only 26.6 percent of the cases were infections that occurred in hospitals, but 58.4 percent were infections that occurred in the community but were linked to hospitalization or medical procedures. Infections unrelated to medical procedures accounted for 13.7 percent of cases.Infection rates were highest among those older than 65, and blacks were twice as likely as whites to suffer an infection. In both groups, Klevens said, the higher rates were most likely due to a higher incidence of chronic diseases, which both weakens patients and sends them more often to the hospital, where they come in contact with the bacterium.

For infants, the rate was four times as high in blacks as in whites.Health-care advocates argue that hospitals need to improve hygiene. Some studies, for example, show that hospital workers wash their hands only about half as often as guidelines recommend.
Other critics say hospitals should screen all newly admitted patients for MRSA and isolate those who are found to be positive. Hospitals, however, say such isolated patients are likely to receive less care because of the inconvenience associated with entering their rooms.palmbeachpost.com

ISTANBUL, Turkey - Parliament authorized the government Wednesday to send troops into northern Iraq to root out Kurdish rebels who've been conducting raids into Turkey. The vote removed the last legal obstacle to an offensive, but there was no sign of imminent action as the United States urged restraint. Turkish leaders, under pressure from Washington and Baghdad, have signaled they would not immediately give the order to send in 60,000 soldiers, armor and attack helicopters into a region that has largely escaped the chaos of the Iraq war.The crisis along the border, where the Turkish troops have massed since summer, has driven up oil prices along with tensions between Turkey and its longtime NATO ally, the United States.President Bush said the U.S. was making clear to Turkey that it should not stage a major army operation in the Iraqi north, much of which has escaped the sustained violence and political discord common in the rest of Iraq since the U.S.-led invasion in 2003.

Bush said Turkey has had troops stationed in northern Iraq for quite a while, a reference to about 1,500 soldiers deployed for years to monitor the rebel Kurdistan Workers' Party, or PKK, with the permission of Iraqi Kurd authorities.We don't think it's in their interest to send more troops in, he said.While they now have the authority to strike at PKK bases used to stage attacks in Turkey, the country's leaders appear to be holding back in hopes the threat of an incursion will prod Iraq and the U.S. to move against the guerrillas.The Turkish military, which had little success when it last carried out a major incursion into Iraq a decade ago with 50,000 soldiers, estimates 3,800 Turkish Kurd guerrillas operate from Iraq territory and 2,300 are inside Turkey.

Adnan al-Mufti, speaker of the regional parliament, also said he believed Turkey had ulterior motives aimed at upsetting the success of the Kurdish region in Iraq because it fears separatist sentiment within its own borders.PKK fighters operating from bases in the mountains of northern Iraq periodically cross the border to stage attacks in their war to win autonomy for Turkey's predominantly Kurdish southeast. More than 30,000 people have died in fighting that began in 1984. The authorization for an offensive inside Iraq had the backing of all of Turkey's parliamentary parties except a small Kurdish party. A single lawmaker from the opposition Republican People's Party voted against it. I am concerned that Turkey could be dragged into an Iraqi quagmire,said the lawmaker, Esref Erdem. Turkish leaders have said publicly that they would prefer a solution to the guerrilla problem that avoids a cross-border offensive, but Erdogan has warned that Turkey will take whatever steps it must to defeat the PKK. Sam Brannen, an international security fellow at the Center for Strategic and International Studies, said the U.S. had underestimated the value of Turkey as a strategic ally and created problems for itself by angering Turks with its failure to curb PKK activity in northern Iraq. He said others in the region, such as Iran, Syria and al-Qaida in Iraq, could take advantage of strained Turkish-American relations and a destabilized northern Iraq. It's not happening in a vacuum. There are other state and non-state actors who would see some advantage in drawing Turkey into the conflict, Brannen said. Jewish group to blame for dividing Jerusalem?

JERUSALEM – Prime Minister Ehud Olmert and senior members of his Kadima party have hinted the past few days the Israeli government may agree to divide Jerusalem, noting that some eastern neighborhoods have an Arab majority, with some even housing refugee camps. But WND had learned key Jerusalem neighborhoods mentions as slated for possible evacuation are owned by a U.S. Jewish group that over the years has allowed tens of thousands of Arabs to illegally squat on its land, resulting in the current Arab majority. The Jewish National Fund, or JNF, purchased the land now up for possible Israeli withdrawal using Jewish donor funds for the specific purpose of Jewish settlement. On Monday, Olmert hinted he would withdraw from parts of Jerusalem by asking whether it was necessary to retain certain Arab communities, specifically mentioning Shoafat, a Jerusalem neighborhood. Was it necessary to also add the Shuafat refugee camp, Sawakra, Walaje and other villages and define them as part of Jerusalem? On that, I must confess, I am not convinced, stated Olmert, speaking at a special Knesset session to mark the sixth anniversary of the assassination of former government minister Rehavam Ze'evi, who drew up the 1967 map.

Vice Premier Haim Ramon, a member of Olmert's ruling Kadima party, last week reportedly mapped out a future partition of Jerusalem under a deal with the Palestinians, stating Israel may give up Jerusalem's Shoafat and Qalandiya neighborhoods, among other communities. Ramon was quoted by the popular YnetNews.com Israeli website as writing in a letter to Jerusalem City Councilman Nir Barkat that under his plan, The Jewish neighborhoods (of Jerusalem) will be recognized as Israeli and under Israeli sovereignty. Accordingly, the Arab neighborhoods will be recognized as Palestinian.But some of the areas mentioned as slated for possible evacuation – hundreds of acres in Shoafat and Qalandiya – are owned by the JNF, a nonprofit that purchases property using donor funds. The JNF lands have been utilized for the illegal construction of dozens of Arab apartment buildings, a refugee camp and a U.N. school. The properties recently were blocked off from Jewish sections of Jerusalem and isolated to Arab neighborhoods by Israel's security fence. Qalandiya is located near an old Israeli airport; the Jerusalem suburb of Shoafat is adjacent to the Jewish neighborhood of Pisgat Zeev. The lands were purchased legally on behalf of JNF using Jewish donations in the early 1900s, immediately after the organization was founded in 1901 with the specific charge of repurchasing and developing the land of Israel for Jewish settlement. A tour of Qalandiya found dozens of Arab apartment complexes, a Palestinian refugee camp and a U.N. school for Palestinians constructed on the land.

According to officials in Israel's Housing Ministry, Arabs first constructed facilities illegally in Qalandiya and Kfar Akev between 1948 and 1967, prior to the 1967 Six-Day War during which Israel retook control of the entire city of Jerusalem. Qalandiya, still owned by JNF, came under the management of the Israeli government's Land Authority in the late 1960s. Ministry officials say the bulk of illegal Arab construction in Qalandiya took place in the past 20 years, with construction of several new Arab apartment complexes taking place in just the past two years. Neither the Israeli government nor JNF took any concrete measures to stop the illegal building, which continues today with at least one apartment complex in Qalandiya under construction. Jerusalem's Shoafat neighborhood, which has an estimated value of $3 million, was also purchased by JNF in the early 1900s and fell under the management of the Israel Land Authority about 40 years ago. Much of the illegal Arab construction in Shoafat took place in the past 15 years, with some apartment complexes built as late as 2004. In Qalandiya and Shoafat, Israel's security fence cordons off the Arab sections of the JNF lands from the rest of Jewish Jerusalem.

A survey of Qalandiya summarized on JNF stationery conducted in December 2000 and signed by a JNF worker states, In a lot of the plots I find Arabs are living and building illegally and also working the JNF land without permission.The JNF survey goes on to document illegal construction of Arab apartment complexes and the U.N. school under the property management of Israel's Land Authority.

Group misleading donors?

In response to a WND exclusive report on the JNF's alleged mismanagement of the properties, JNF CEO Russell Robinson sent statements to concerned donors that the illegal construction occurred during periods the Jerusalem land was occupied by Jordan.
During that time the Jordanian government oversaw all activities, including the U.N. building. Under international law, this makes matters pertaining to the land more complicated than what [WND describes],states Robinson's letter

Jordan, together with other Arab countries, attacked Israel after its founding in 1948 and administered eastern sections of Jerusalem following an armistice agreement until Jordan attacked again and Israel liberated the entire city of Jerusalem in the 1967 Six-Day War. During the period of Jordanian control, some new construction took place, including in areas previously purchased by Jews.

But WND obtained aerial photos of the two JNF sites in question, Shoafat and Qalandiya, which Robinson claimed were illegally built upon prior to 1967.

An aerial photo taken in 1967 of the second site, Qalandiya, which is now a large Arab town, finds construction of a U.N. building but few other sites, indicating the vast majority of Arab construction – dozens of large apartment complexes – occurred under JNF control. WND originally reported some of the construction took place prior to 1967, but the bulk of the building occurred the past few years, under Jewish management. Robinson did not return phone calls seeking comment.

Leftist millionaires influencing JNF?

Illegal Arab construction on Jewish-owned lands is not limited to Jerusalem. Arabs reportedly are building without permits on JNF-owned property in the Galilee and in areas outside Bethlehem. Due to Israeli military laws, Jews are barred from building on the JNF lands near Bethlehem. Also, Arabs are living illegally in JNF-owned apartments in strategic areas in Jerusalem's Old City. Asked to explain why the esteemed Jewish organization would allow Arabs to illegally occupy strategic land purchased for Jews, one JNF source involved in land acquisition pointed to what he claimed was the disproportionate influence over the organization by a small group of Jewish multimillionaires in New Jersey who lead major public fundraising efforts for JNF. The source said the group of wealthy New Jersey Jews, all of whom are real estate moguls and many of whom invest in projects as a team, are largely also donors to leftist causes associated with Israeli President Shimon Peres, who advocates the division of Jerusalem and an Israeli withdrawal from the West Bank.

The Jews include the Wilf, Halpern, Zuckerman and Tisch families, according to the JNF source. The key lands in Jerusalem upon which the JNF has allowed Arabs to illegally build are part of the areas Peres has advocated handing to the Palestinians. Peres currently serves as Israel's minister for the development of the Negev Desert, which the JNF has been leading a massive campaign to populate, with the goal of bringing 250,000 Jewish residents there. Peres' face is prominently featured on JNF advertisements and material. The wealthy New Jersey Jews are highly politically motivated, support leftist causes and are involved in JNF affairs, charged the JNF source. It is unfair to Jews worldwide who donate to the JNF with certain expectations, such as that their donations will be used for Jewish settlement in Jerusalem.

What is the Word of Wisdom?

1 Cor 12:31
31 But covet earnestly the best gifts: and yet shew I unto you a more excellent way.

The word of Wisdom is the application of Gods Word in a situation. But if you do not know GODS word you will not have this gift.

Matthew 4:3-7
3 And when the tempter (Satan) came to him, he said, If thou be the Son of God, command that these stones be made bread.
4 But he answered and said, It is written, Man shall not live by bread alone, but by every word that proceedeth out of the
mouth of God.
5 Then the devil taketh him up into the holy city, and setteth him on a pinnacle of the temple,
6 And saith unto him, If thou be the Son of God, cast thyself down: for it is written, He shall give his angels charge concerning thee: and in their hands they shall bear thee up, lest at any time thou dash thy foot against a stone.
7 Jesus said unto him, It is written again, Thou shalt not tempt the Lord thy God.

Notice JESUS used scripture to counter Satan. This was a Word of Wisdom in the situation. Another example.

15 Then went the Pharisees, and took counsel how they might entangle him in his talk.
16 And they sent out unto him their disciples with the Herodians, saying, Master, we know that thou art true, and teachest the way of God in truth, neither carest thou for any man: for thou regardest not the person of men.

18 But Jesus perceived their wickedness, and said, Why tempt ye me, ye hypocrites?
19 Shew me the tribute money. And they brought unto him a penny.

Think about this, the Holy Spirit gave to Jesus the knowledge when he needed it. Since they wanted to trap Jesus with his
words. But what happened it shut the enemy up instead. The Holy Spirit saved JESUS from the enemy by revealing a word of
Wisdom.

ACTS 23:6-10
6 But when Paul perceived that the one part were Sadducees, and the other Pharisees, he cried out in the council, Men and
brethren, I am a Pharisee, the son of a Pharisee: of the hope and resurrection of the dead I am called in question.
7 And when he had so said, there arose a dissension between the Pharisees and the Sadducees: and the multitude was divided.
8 For the Sadducees say that there is no resurrection, neither angel, nor spirit: but the Pharisees confess both.
9 And there arose a great cry: and the scribes that were of the Pharisees' part arose, and strove, saying, We find no evil in
this man: but if a spirit or an angel hath spoken to him, let us not fight against God.
10 And when there arose a great dissension, the chief captain, fearing lest Paul should have been pulled in pieces of them,
commanded the soldiers to go down, and to take him by force from among them, and to bring him into the castle.

Here we see Paul used the scripture of the resurrection. The Word of Wisdom is the supernatural impartation of facts. Its being lead by the Holy Spirit, its knowing by the Holy Spirit when to use the Scripture concerning a situation.

This Gift comes by PRAYER.

17 That the God of our Lord Jesus Christ, the Father of glory, may give unto you the spirit of wisdom and revelation in the knowledge of him.

THE WORD OF KNOWLEDGE

2 And kept back part of the price, his wife also being privy to it, and brought a certain part, and laid it at the apostles' feet.
3 But Peter said, Ananias, why hath Satan filled thine heart to lie to the Holy Ghost, and to keep back part of the price of the
land?
4 Whiles it remained, was it not thine own? and after it was sold, was it not in thine own power? why hast thou conceived
this thing in thine heart? thou hast not lied unto men, but unto God.
5 And Ananias hearing these words fell down, and gave up the ghost: and great fear came on all them that heard these things.
6 And the young men arose, wound him up, and carried him out, and buried him.

The holy Spirit revealed to Peter that Ananias lied. This was a supernatural Word of Knowledge. This Gift is Specific imfomation givin by the Holy spirit concerning a need or a problem.

ROMANS 8:16
16 The Spirit itself beareth witness with our spirit, that we are the children of God.

This Gift works with the Witness of the Spirit.You might bedriving down the highway and you will know danger is ahead and you will go another way. Or you are in Prayer and you will know somebody is in trouble. Or a name will come to you out of nowhere and you will feel a burden, thats a Word of Knowledge. This could save your life or the life of someone else, we need this Gift.

HOSEA 12:10
10 I have also spoken by the prophets, and I have multiplied visions, and used similitudes,(definate Impression or inner witness)by the ministry of the prophets.

At times when your reading the scriptures it will be like a quickening, thats the Word of Knowledge.

PRAYER activates this gift. Or worship or being still.

THE DISCERNING OF SPIRITS

The Discerning of Spirits is the Supernatural ability givin by the Holy Spirit to detect or percieve the source of a spiritual
Manifestaion. Is it God, ist it the Devil or is it Man.

34 Then Peter opened his mouth, and said, Of a truth I perceive that God is no respecter of persons:
35 But in every nation he that feareth him, and worketh righteousness, is accepted with him.

In Acts 8 Peter discerned the Human Spirit in Simon in Action.

19 Saying, Give me also this power, that on whomsoever I lay hands, he may receive the Holy Ghost.
20 But Peter said unto him, Thy money perish with thee, because thou hast thought that the gift of God may be purchased with money.
21 Thou hast neither part nor lot in this matter: for thy heart is not right in the sight of God.
22 Repent therefore of this thy wickedness, and pray God, if perhaps the thought of thine heart may be forgiven thee.
23 For I perceive that thou art in the gall of bitterness, and in the bond of iniquity.

Paul in Acts 16 discerned an Evil Spirit in a Woman.

ACTS 16:16-19
16 And it came to pass, as we went to prayer, a certain damsel possessed with a spirit of divination met us, which brought her masters much gain by soothsaying:
17 The same followed Paul and us, and cried, saying, These men are the servants of the most high God, which shew unto us the way of salvation.
18 And this did she many days. But Paul, being grieved, turned and said to the spirit, I command thee in the name of Jesus Christ to come out of her. And he came out the same hour.
19 And when her masters saw that the hope of their gains was gone, they caught Paul and Silas, and drew them into the marketplace unto the rulers.

In Acts 16, the Lady was speaking truth. Paul detected the Evil Spirit even in truth. Watch this, the truth is not sufficant proof
that GOD is in it. Because the Devil will use truth to decieve people. But he will keep one portion out. So you gotta see is the Holy Spirit in this. Thats why we need the Gifts of the Holy Spirit.

DALLAS - Heavy storms swept through North Texas on Monday, flooding roads, damaging buildings and knocking out power to thousands of homes and businesses. The rainy weather was blamed for at least one death and caused numerous accidents, snarled traffic and canceled more than 100 flights at Dallas-Fort Worth International Airport.A driver in Denton was killed when his car slid into the path of an oncoming truck, authorities said. The driver appeared to be driving too fast on the wet roads, Denton police spokesman Jim Bryan said.One person was rescued after floodwaters submerged a stretch of roadway under elevated Interstate 635 in Dallas. Several vehicles were caught in the water, authorities said.A pickup truck and a school bus filled with students collided in Farmersville, about 35 miles northeast of Dallas. The impact knocked the bus on its side in a ditch, and a 15-year-old girl was taken to a hospital for back pain.At the storm's peak, 20,000 Dallas-Fort Worth customers were without power, according to Oncor Electric Delivery. Utility crews had restored power to most of them by early Monday evening, spokesman Jeamy Molina said.

Wind blew the roof off of a warehouse in Dallas and off a vacant building in Haltom City, a Fort Worth suburb.DFW reported 110 canceled flights and delays of up to 90 minutes, spokesman Ken Capps said. He said flights were slowly getting back on track. About 10 golfers became stranded when a flooded creek quickly rose. They were rescued by Garland firefighters using an inflatable raft and weren't injured.The storms were caused by a cold front rolling eastward across the region. More rain was expected in the evening before subsiding Tuesday, weather officials said.

Tropical cyclone may form in Gulf of Mexico: NHC Mon Oct 15, 11:44 AM ET

NEW YORK (Reuters) - A low-pressure system emerged from the Yucatan Peninsula in Mexico into the southwestern Gulf of Mexico and could develop into a tropical cyclone over the next day or two, the U.S. National Hurricane Center said Monday. Weather models show the system will move generally north across the Gulf and make landfall in the oil rich northern Gulf Coast between central Louisiana and western Florida over the next few days.The NHC will name the next tropical storm Noel. Tropical storms pack winds of 39 to 73 miles per hour.In addition, the system could disrupt some of Mexico's oil production in the Bay of Campeche in the southwestern Gulf.Mexico's Cantarell Complex lies in the Bay of Campeche. It is one of the most productive oil fields in the world, supplying about two-thirds of Mexico's crude oil output.

CARIBBEAN SYSTEM

The NHC is also watching a low-pressure system in the southwestern Caribbean off the coast of Nicaragua.The NHC however does not expect the Caribbean system to develop into a tropical cyclone before making landfall.Weather models show the system will make landfall in Nicaragua before moving northwest over Central America. A couple of the models showed the system emerging in the Bay of Campeche over the next five days.

TEGUCIGALPA, Honduras - Three children and a woman were killed when their boat capsized in Honduras, officials said Sunday, raising to 21 the death toll from days of torrential rains that have driven thousands from their homes across Central America.
The boat was carrying 20 children and three adults when it sank Saturday in the choppy waters of the Choluteca River during an evacuation in the town of El Chapernal south of the capital, chief firefighter Wilfredo Hernandez said.The victims were three children, ages 5 to 14, and a 23-year-old woman, he said.

Heavy rains have swept through Central America since the middle of the week, displacing thousands and prompting authorities to send the military to hard-hit areas.Police evacuated some 10,000 people in western Nicaragua on Sunday as rains caused rivers to overflow. Guatemalan officials reported that 1,400 people were evacuated from townships near the Mexico border.In Costa Rica, 14 people died Friday when a hillside collapsed in the town of La Fatima de Atenas northeast of the capital, according to the Red Cross.The following day an 87-year-old man was killed trying to cross a river in northwest Costa Rica, and a woman died when a rock fell on her car in Acosta, near the capital.In El Salvador, a 40-year-old man died after he was carried away by a river Friday. Panamanian authorities said Sunday two people were missing.Costa Rica's meteorological institute predicted the heavy rains would continue through at least Monday night.

Alert on Indonesian volcano raised to maximum OCT 16,07

JAKARTA (Reuters) - Indonesia raised on Tuesday the alert level for Mount Kelud volcano to the highest level, as residents started fleeing amid signs an eruption could be imminent, officials and a witness said. The number of volcanic earthquakes at Mount Kelud, 90 km (55 miles) southwest of Indonesia's second-largest city Surabaya, had soared to more than 300 in a six-hour period from late morning, the country's top volcano expert said by telephone.
An area 10 km from the crater should be evacuated, said Surono, head of the Centre for Volcanology and Geological Hazard Mitigation in Bandung.The alert level was raised to maximum based on the seismic activity, deformation, visual observation and the temperature of the crater lake going up, according to the centre's Web site (www.vsi.esdm.go.id).

An estimated 350,000 people live within 10 km of the volcano on Java island, growing coffee, sugar cane, pineapples and papayas on the rich volcanic soil or feeding their cattle on the volcano's slopes.People are panicking as they are heading towards the evacuation areas, a Reuters witness said by telephone from the area. They are facing water and sanitation problems as the evacuation sites have not been properly equipped.Surono, who said that the evacuation had started at 7 p.m. (1200 GMT), warned that residents should steer clear of rivers near the volcano in case of flows of lahar, a mix of hot stones and water.They were also urged to prepare face masks to protect against possible ash clouds from the 1,731-metre (5,712-foot) volcano causing eye irritation or respiratory problems.The crater lake on Kelud makes it harder to monitor than many of the other volcanoes scattered across Indonesia's archipelago, as some of the warning signs are concealed below the water's surface.Saut Simatupang, another official at the centre, said the crater lake had started to change color indicating increasing sulphur levels.On the east and the north of the lake, it has started to turn white with sulphur. A radical Government re-think on the law governing hybrid embryos will allow scientists to carry out virtually any work they like - if it is approved by regulators.The move opens the door to experiments involving every known kind of human-animal hybrid. These could include both cytoplasmic embryos, which are 99.9% human, and true hybrids carrying both human and animal genes.In addition chimeras made of a mosaic-like mix of cells from different species, and human transgenic embryos - human embryos modified with animal DNA - will also be allowed under licence.

Provision has also been made for the regulation of hybrid embryo research to incorporate any unforeseen developments that might arise in the future.Ministers have moved a long way from original White Paper proposals for an outright ban on all human-animal embryos, prompting outrage from scientists.The new measures are contained in a revised version of the Human Tissue and Embryology Bill which will be included in the Queen's Speech next month. They have been set out as part of the Government's response to a parliamentary committee's verdict on the Bill.Another major change is that plans to combine two regulatory bodies into a single authority have been dropped. The Human Fertilisation and Embryology Authority (HFEA) and Human Tissue Authority (HTA) will now remain separate entities. They were to have been fused together to create a new Regulatory Authority for Tissue and Embryos (RATE).The Scrutiny Committee of MPs and peers that reported on the Bill in August had recommended putting the issue of whether or not to allow animal-human embryos to a free vote in both houses of Parliament. It said if a decision were taken in principle to permit such research, it should be up to regulators to decide what experiments can be licensed.

The revised Bill does more than even the committee asked for. It effectively removes the barriers completely, permitting the creation of all four currently envisaged types of hybrid embryo, subject to a licence being granted by the relevant regulatory authority - in this case the HFEA.Allowing scientists to work on human-animal hybrid embryos will greatly speed up progress in stem cell research. EU treaty talks near deal

BRUSSELS (Reuters) - Negotiations on a treaty to reform European Union institutions enter the home straight on Monday when foreign ministers meeting in Luxembourg try to clear the last land mines on the road to a summit agreement this week.Since the bloc's 27 leaders struck a deal on the political mandate in June, lawyers, linguists and diplomats have been working in the shadows to turn it into a treaty text, replacing the constitution rejected by French and Dutch voters in 2005.That work is now complete and only a handful of minor issues remain involving Poland, Italy and Bulgaria. None is considered serious enough to prevent EU leaders finalising the treaty in Lisbon on Friday, due to be signed in December.Like the defunct constitution, the treaty provides for a long-term president of the EU from 2009, a more powerful foreign policy chief, a simpler, more democratic decision-making system and more power for the European and national parliaments.

The general prognosis is that we should get it done this time. There is no obstacle that looks likely to call an agreement into question, an EU ambassador said.Given continent-wide fatigue after a decade of wrangling over European institutions, the desire to reach the finishing line and avoid new ratification problems is widespread.Only Ireland is bound to hold a referendum, although there is strong pressure from so-called Eurosceptics on Prime Minister Gordon Brown to hold a plebiscite, which he would likely lose. Barring such an accident, the treaty would take effect in 2009.

Poland fought a successful rearguard battle to delay the new population-based voting system until 2017 and is still pushing to incorporate in the treaty a provision allowing states short of a blocking minority to delay EU decisions for several months.Other states want the so-called Ioannina Compromise confined to a less binding, perhaps time-limited political declaration.Poland seems likely to win a consolation prize with the creation of an additional post of advocate-general at the European Court of Justice for a Polish nominee.Italy is angry at losing parity with France and Britain in the redistribution of European Parliament seats and wants that issue separated from the treaty and negotiated at a later date. The EU assembly proposed the reallocation to take account of population trends, with Spain the biggest beneficiary.

U.N. Human Rights Envoy Recommends U.N. Quit the Quartet

(IsraelNN.com) John Dugard, employed as an independent expert (special rapporteur) to the United Nations’ Human Rights Commission, has called on the U.N. to quit the Quartet of Mideast peace brokers if the international body does not address alleged human rights violations by Israel.In my most recent report to the General Assembly, which I will present later this month, I will suggest that the Secretary-General withdraw the U.N. from the Quartet, if the Quartet fails to have regard to the human rights situation in the Palestinian Territories, he said.Dugard said in an interview with the British Broadcasting Corporation (BBC) Monday that the Quartet, which also includes Russia, the United States and the European Union, is heavily influenced by the U.S., weakening the international group’s effectiveness.Every time I visit, the situation seems to have worsened, he said. This time, I was very struck by the sense of hopelessness among the Palestinian people. That hopelessness was also noted in a report by the Economist magazine, albeit attributed to different causes.Dugard added that the U.N. does itself little good” by remaining in the Quartet, due to human rights violations by Israel in Judea, Samaria and Gaza.

Israel’s security checkpoints, which have enabled the IDF to prevent dozens of intended terrorist attacks, are actually used as a method of collective punishment against the Arab population, he said, to make the life of Palestinians as miserable as possible.
Dugard has assiduously dedicated himself to an unending condemnation of Israel, as has the U.N. Human Rights Council in Geneva which according to Israel’s Ambassador to the U.N. in Geneva, Yitzchak Levanon, is obsessed with the desire to continue with [its] unending odyssey of bashing a single U.N. member state.
At a meeting in Geneva last month, Lebanon also blasted a decision to hold a special debate on Israel during each session of the council, calling it a flagrant violation of the fundamental principles of equality.The retired South African professor of international law is considered an expert on apartheid. As permanent investigator of Israel’s actions in Judea, Samaria and Gaza, he has also been criticized in the past for accusing Israel of apartheid policies in the PA territories.Although he grudgingly acknowledged that Israel does indeed face a threat to its security, Dugard charged that its response is very disproportionate.

He also warned that the upcoming U.S. Mideast summit scheduled for next month might end in a third intifada by PA Arabs against Israel due to unrealistic expectations raised among the population by the PA leadership. Dugard added that this should come as no surprise, since in a military occupation, there are likely to be those engaged in resistance.The U.N. human rights expert said although some might refer to those who attack Israeli civilians as terrorists, history looks at the picture quite differently. He compared PA terrorists to members of the French resistance to the Nazi invaders during World War II and those in Namibia who fought occupation by South Africa. Now they are in the government and treated as heroes, he said.Dugard did not address the issue of the wide-scale human rights violations by Fatah and Hamas terrorists and militia forces perpetrated against their own people, in addition to their attacks on Israeli citizens.Instead, Dugard claimed the U.N. should be playing the role of mediator between the warring Hamas and Fatah terrorist factions who are fighting for control of the PA. Instead, the international community has given its support almost completely to one faction, to Fatah. That’s not the role the U.N. should take, he contended.
Hamas has ruthlessly squelched any attempt by journalists to document its human rights violations in Gaza, which it seized in June as part of its bloody civil war with Fatah.

TEHRAN, Iran - Russian leader Vladimir Putin met his Iranian counterpart Tuesday and implicitly warned the U.S. not to use a former Soviet republic to stage an attack on Iran. He also said nations should not pursue oil pipeline projects that are not backed by regional powers. At a summit of the five nations that border the inland Caspian Sea, Putin said none of the nations' territory should be used by any outside countries for use of military force against any nation in the region. It was a clear reference to long-standing rumors that the U.S. was planning to use Azerbaijan, a former Soviet republic, as a staging ground for any possible military action against Iran.We are saying that no Caspian nation should offer its territory to third powers for use of force or military aggression against any Caspian state, Putin said.Iranian President Mahmoud Ahmadinejad also underlined the need to keep outsiders away from the Caspian.The Caspian Sea is an inland sea and it only belongs to the Caspian states, therefore only they are entitled to have their ships and military forces here, he said.A State Department spokesman, Tom Casey, said the United States is not planning military action against Iran.

We are pursuing a diplomatic course with respect to Iran that includes with respect to its nuclear program as well as with respect to its support for terrorism and other issues that are out there, he said.Putin, whose trip to Tehran is the first by a Kremlin leader since World War II, warned that energy pipeline projects crossing the Caspian could only be implemented if all five nations that border the Caspian support them.Putin did not name any specific country, but his statement underlined Moscow's strong opposition to U.S.-backed efforts to build pipelines to deliver hydrocarbons to the West bypassing Russia.Projects that may inflict serious environmental damage to the region cannot be implemented without prior discussion by all five Caspian nations, he said.Other nations bordering the Caspian Sea and in attendance at the summit are: Kazakhstan, Turkmenistan and Azerbaijan.The legal status of the Caspian — believed to contain the world's third-largest energy reserves — has been in limbo since the 1991 Soviet collapse, leading to tension and conflicting claims to seabed oil deposits.Iran, which shared the Caspian's resources equally with the Soviet Union, insists that each coastal nation receive an equal portion of the seabed. NEW YORK - Wall Street sank for the second straight session Tuesday after Federal Reserve Chairman Ben Bernanke said the night before that the slumping housing market remains a significant drag on the economy. Bernanke's speech at the New York Economic Club elevated concerns that the summer credit crisis might persist into the winter — a sobering thought for investors, who are sifting through mixed third-quarter earnings and watching energy costs rise.First of all, the worry is we're getting more bad news on housing. Number two is higher oil prices. That's a pretty bad combination, said Hugh Johnson, chief investment officer of Johnson Illington Advisors.He added: Of particular concern were the comments by Bernanke. That sort of injected a fairly high level of uncertainty into the economic and earnings outlook. That comes at a time when earnings results are not particularly exciting — in fact, are dismal.The stock market had its biggest drop in more than five weeks Monday after Citigroup Inc. reported a steep third-quarter profit drop and announced plans with a consortium of banks to set up a fund to help bail out the credit markets.

Then on Tuesday, Wells Fargo & Co. shares fell more than 3 percent after the bank said its third-quarter earnings increased less than analysts anticipated and that it boosted loan loss reserves in anticipation of further problems in consumer credit. KeyCorp shares also declined more than 3 percent after the Midwest regional bank posted a 33 percent drop in third-quarter profit. Most other financial and housing-related stocks fell, as did retailers. One of the few gainers in the financial sector was Bear Stearns Cos., after China Citic Bank expressed interest in buying a stake in the U.S. brokerage.In late morning trading, the Dow Jones industrial average fell 66.33, or 0.47 percent, to 13,918.47.
Broader indicators also fell. CAIRO, Egypt - Secretary of State Condoleezza Rice on Tuesday won tempered Egyptian support in her quest to nudge Israelis and Palestinians closer together ahead of a Mideast peace conference to be held in November or December. Egypt, a key mediator between the Arabs and Israel, and other key Arab allies have expressed skepticism over the conference in past weeks, fearing it would be merely symbolic without making real progress in the Israeli-Palestinian peace process. A day earlier, Egyptian Foreign Minister Ahmed Aboul Gheit spoke of postponing it.But Aboul Gheit said his meeting with Rice on Tuesday gives us a lot of trust and confidence about American intentions for the conference, though he cautioned that preparations to hammer out the agenda could take more time.Rice has helped us to understand the American objective. She shed a great deal of light on the current American efforts, he told reporters.We feel encouraged regarding what we heard from Secretary Rice and promised her that we would help and we would help the parties as well in order to achieve the objective which is launching the permanent status negotiations that would lead to the establishment of a Palestinian state on both the Palestinian territories, he said.

Rice and Aboul Gheit said the timing of the conference depended on progress in Israeli-Palestinian talks on hammering out an agreement to be sealed at the gathering, expected to be in Annapolis, Md. The Palestinians want the document to address core issues of the peace negotiations, while Israeli Prime Minister Ehud Olmert wants a vaguer statement.We will continue to work and help them to create this document and we will then be in a position I think fairly soon to talk about when this meeting ought to take place, Rice said.Rice was heading later in the day back to Jerusalem for further talks with Olmert.Still, Aboul Gheit said the conference should be put off if a strong deal is not reached.

All of us are required to help in drafting the parameters, the principles, the understandings, whatever will launch the negotiations on a sound basis, he said.

There were some tensions over U.S. criticism of human rights in Egypt. Rice told their press conference that in her talks with Mubarak and Aboul Gheit she brought up the issue of the detentions of four independent newspaper editors given prison sentences or put on trial for criticizing Mubarak.When we touch on issues we considered sensitive and internal, I listen. But my response is always that it is due process, Aboul Gheit retorted. This government does not interfere in Egyptian legal procedures.On Monday and earlier Tuesday, Rice pressed Israeli and Palestinian leaders to push ahead in their talks on the conference agenda. In one of her strongest statements yet on the issue, Rice declared that creation of a Palestinian state is a key U.S. interest and urged the two sides to drop contentious demands and reach consensus on a substantive joint statement.After meeting both sides again Tuesday and Wednesday, Rice will travel to London to meet Jordan's King Abdullah II, trying to build support among skeptical Arab nations.
