Small earthquake hits Salt Lake Valley Fri Nov 17, 6:01 AM ET

SALT LAKE CITY - A small earthquake rattled homes in the northwestern Salt Lake Valley, but no damage or injuries were immediately reported.

The epicenter of the magnitude 2.6 quake, which occurred at 11:22 p.m. Thursday, was 9 miles west of Salt Lake City, according to the University of Utah.The earthquake was not very big, but because of the proximity to the populated area, many people felt it,university seismologist Relu Burlacu said.Burlacu said some residents who called the school said they felt their houses shake but didn't report any objects falling from walls.The Salt Lake County Sheriff's office did not have any reports of damage.The University of Utah said five earthquakes of magnitude 3.0 or greater have occurred in the area since 1962. The strongest was a 5.2 quake on Sept. 5, 1962.

Heavy rains flood parts of East Africa Fri Nov 17, 7:12 PM ET

GENEVA - Tens of thousands of people fled their homes and many others were affected by floods in Kenya, Somalia and Ethiopia resulting from heavy rains in East Africa, U.N. officials said Friday.

Houses have been washed away, and farmland has been flooded, said Elizabeth Byrs, spokeswoman for the U.N. Office for the Coordination of Humanitarian Affairs, or OCHA.The flooding has seriously disrupted aid programs feeding children still malnourished after the 2005-06 drought, said Michael Bociurkiw of the U.N.'s Children Fund.The crisis has significantly worsened in the last week, Bociurkiw said. Thousands of poor farming families now find themselves sleeping outside in the cold, exposed to malaria and other diseases.

The long drought left the region's soil so dried out that it was unable to absorb the rains when they arrived, and the wet season has been unusually long, making the problem worse, Byrs said. According to experts, Somalia could experience the worst floods in 20 to 50 years, she said.

Some 50,000 people were left homeless by floods that completely engulfed the central Somali town of Belet Weyne, capital of the Hiran region, and another 15,000 people there were cut off, OCHA said in a statement.In southeastern Kenya, a dam in the Tana River District was near breaking point, threatening to flood the surrounding inhabited area, Byrs said.A hippo that went berserk after finding itself in the western Kenyan town of Busia because of the floods killed six people, she told The Associated Press.

Aid workers have been handing out food, shelter materials and tens of thousands of mosquito nets in flood-affected areas, she said. But U.N. officials said it was difficult to reach some affected areas because bridges and roads had been washed away.According the U.N. refugee agency, more than 78,000 refugees have lost their dwellings in eastern Kenya's Dadaab region, with three camps being cut off by the floods.This week's floods washed away much of the road leading to Dadaab from the provincial capital at Garissa, completely isolating the massive camps housing mainly Somali refugees, said Ron Redmond of the U.N. High Commissioner for Refugees.

Emergency supplies were to be airlifted from Nairobi to the region on Sunday, he said.

Red Cross meet seeks to reduce Asia's disaster toll Fri Nov 17, 7:44 PM ET

SINGAPORE (AFP) - Tsunamis, typhoons, landslides, earthquakes. Asia is the world's most disaster-prone region and from Monday, Red Cross and Red Crescent societies will gather here to try to reduce the death toll.

The four-day meeting in Singapore. will examine ways to cut down on the number of deaths and injuries from disasters and disease in Asia Pacific and the Middle East, while harnessing the power of communities to become more resilient and better prepared for the next time disaster strikes, the International Federation of Red Cross and Red Crescent Societies said in a statement.The meeting of the organization's societies from the region and the Middle East will also set the Red Cross-Red Crescent humanitarian agenda for the next four years, it said.

Winston Choo, chairman of the Singapore Red Cross, said the gathering allows societies in the region to learn from experiences in responding to disasters and put forward a regional strategy to protect vulnerable citizens and improve their lives.This year alone, 15 Asian nations faced severe flooding, landslides and typhoons, Choo said.Among the topics under discussion will be the humanitarian repercussions of this year's war between Israel and the Hezbollah Shiite militia in Lebanon, stopping the spread of infectious diseases, and assistance for vulnerable people in North Korea, the Federation statement said.Since 1995, Asia has consistently ranked as the continent most frequently hit by natural catastrophes, accounting for 60 percent of the world's disasters and 78 percent of global disaster-related deaths, it said.

In December 2004, more than 220,000 people died when a tsunami struck Indonesia and other nations around the Indian Ocean, in one of the deadliest natural disasters ever.Another 74,000 people died and 3.5 million were left homeless from a massive South Asian earthquake in October 2005.Early this year, an estimated 1,400 people were feared dead when a landslide unleashed a sea of mud that buried a farming village on the Philippines island of Leyte.In June, more than 5,800 people died when an earthquake hit the area around Yogyakarta in Indonesia. Hundreds more died the following month during a tsunami that struck the southern coast of Java island.

Snow is reported to be falling in South East Queensland, as a chilly blast continues in Eastern Australia.Snow has also fallen across many areas of New South Wales, Victoria, and Canberra.The Australian bureau of meteorology says the last time snow or sleet was reported in Queensland's Granite Belt area this late in the year was in early October, 1941.Senior forecaster Craig Mitchell says temperatures have dropped enough to form light sleet or snow.© NewsRoom 2006

Queenslanders battled weather extremes on Thursday as snow fell in the south, thermometers hit 40 degrees in the far north, and dry winds fanned a bushfire on the Sunshine Coast.Snow and sleet fell on the Granite Belt district near the Queensland-NSW border in what forecasters called a once in 50 years phenomenon.Ballandean resident Leeanne Puglisi-Gangemi said the snow had been the talk of the town as those who saw the beautiful white on green and lush vineyards tried to convince others of the unusual weather.The whole town has been talking about it and everybody's ringing, Did you see snow? Did you see snow?

And then you get the doubters: Oh, that wasn't snow, that was just sleet', she said.But no, no, no, we know the difference in Stanthorpe.Bureau of Meteorology senior forecaster Jeff Callaghan said the very unusual weather had been caused by a cold front which had travelled up from Victoria.It caused violent hail and thunderstorms in Queensland's south-east and snow in Victoria and Tasmania on Wednesday.The last time snow or sleet was reported in the Granite Belt area a region in the Great Dividing Ranges between Dalveen and Wallangarra this late in the year was in 1941.

The storms formed ahead of the cold front and now the cold front's coming through with very, very cold air, Mr Callaghan said.It happens, but not very frequently. The atmosphere keeps on repeating itself for extreme events every 50 or 100 years or so.Mr Callaghan said residents probably couldn't expect a repeat for another 50 years.While Applethorpe, in the Granite Belt, recorded the coldest temperature statewide at just 11 degrees Celsius, Coen, Kowanyama and Musgrave, all in the far north, recorded the warmest at 40 degrees.Meanwhile, a bushfire fanned by strong, dry winds raged at Caloundra, on the Sunshine Coast, forcing the evacuation of a primary school and a retirement home.Up to 50 firefighters were continuing to fight the blaze.On Wednesday, homes were damaged and thousands of people lost power as short but spectacular storms dumped heavy rain and hail across south-east Queensland.2006 AAP

Dear Friend of The Fellowship,

Israeli Prime Minister Ehud Olmert has been in the U.S. all week, discussing the tenuous situation in the Middle East with President Bush and key congressional leaders.

Turn on the news or open a newspaper most any day and you know that there is much for them to talk about. The situation in the region is extremely volatile. Iran is defiantly continuing its pursuit of nuclear weapons, its threats to wipe Israel off the map, and its support of terrorism. Israel is still reeling from this summer's devastating war launched by Hezbollah, and is facing the grim possibility that the terrorist group is taking advantage of the current ceasefire to rearm and regroup for an even stronger assault. Fighting between rival Hamas and Fatah factions has brought Gaza to the brink of civil war, even as terrorist rockets fired from the area continue to rain down on Israel's neighborhoods.

In the public debate about solutions for this volatile situation, some pundits have predicted that this meeting between President Bush and Prime Minister Olmert will reveal cracks in the U.S.-Israel alliance. Their argument goes like this: Weakened by Republican losses in last week's mid-term elections, President Bush will have no choice but to plan to withdraw U.S. troops from Iraq. To make this change smoothly, the U.S. will have to soften its stance toward hostile nations like Iran and Syria, and distance itself from its traditional ally, Israel.Personally, I firmly believe they are mistaken. The alliance between the U.S. and Israel will not be shaken, because it is based on far more than just common political interests. It grows out of a natural affinity of shared values and a common belief in liberty, democracy, and the rule of law. I am confident that both leaders recognize the threat posed by Iran and will not compromise with the fiery, hateful rhetoric of its leader. Bush and Olmert understand each other and the threats facing their nations. No wonder the Prime Minister said of President Bush during an interview at the beginning of his trip, If there is one person I can trust, it's him.

Please join with me and continually pray that God will give these leaders wisdom and guidance to face the difficult days ahead. They need great presence of mind to deal with these critical issues. Their decisions will affect Israel, the Middle East, and free countries around the world. Yet with hard work, and God's grace, our two nations will be able to stand for righteousness in the face of evil.

In an interview on Iran's Channel 2, that aired on November 12, 2006, Iranian Revolutionary Guards Corps commander Gen. Yahya Rahim Safavi stated that Iran had based its strategy on the U.S. military's strengths and weaknesses. He discussed the capabilities of the Shahab missiles and the weaknesses and the cowardice of the U.S. military, claiming among other things that the Iranian military could disrupt enemy satellite systems

We Have Planned Our Strategy Precisely on the Basis of Their [The U.S. Military's] Strengths and Weaknesses General Yahya Rahim Safavi: The Shahab 3 missiles, which were fired with a cluster warhead, deviated a few meters [from the target]. Considering the extent of the explosion, a few meters is .Interviewer: Is this within the norms of missile operations?

General Yahya Rahim Safavi: Naturally, a 20-30 meter [deviation] is acceptable, because the force of the explosion and the radius of the shockwaves exceed 20 or 30 meters. The Americans and the countries that have satellite systems especially those that monitor Iran's airspace or the atmosphere can see our missile launchings clearly not the radar systems, but the satellites of the various countries. They see both the launching and landing points. It is completely obvious to them that these were real maneuvers.

In fact, the maneuvers were carried out with combat weapons, and were not just for show. The Americans have many weaknesses. In fact, in the wars in Iraq and Afghanistan, they clearly displayed their strengths and weaknesses. We have planned our strategy precisely on the basis of their strengths and weaknesses.

We don't see any motivation among the American forces in Iraq. They are very cowardly. There are even scenes from Iraq in which they are seen crying. When their commanders encounter a problem, they burst into tears. We did not see such spectacles in the eight years of the Iran-Iraq war. I can therefore say that our advantage over the foreign forces is moral and human. Of course, in accordance with the technology that we have or that we are able to obtain from other countries, we have equipped our armed forces with the most advanced anti-aircraft, anti-helicopter, anti-tank, and anti-ship weapons. The equipment used in these war games was only part of what we have. We never reveal all our cards to the enemy. We used only a small sample of our personnel and equipment.

We Can Disrupt the Satellite Systems of the Enemy.Interviewer: General, the viewers asked whether the IRGC has the ability to conduct active and defensive electronic warfare.

General Yahya Rahim Safavi: I'm not at liberty to talk about some things, because they are highly classified. But I can say that our communications systems are very advanced. We can communicate with all our units. Even at the brigade level, we maintain five levels of contact and communication with our units. We make full use of satellite systems, and can handle the enemy's satellite systems. We can disrupt the satellite systems of the enemy. We can disrupt the communication networks of the enemy.

Interviewer: General, the viewers asked many questions about the destructive power of the Shahab 2 and 3 missiles. If it is not secret, please tell us.

General Yahya Rahim Safavi: The Shahab 3 missile has a cluster warhead, and consequently, its destructive power exceeds several kilometers, because the warhead spreads into bomblets.

[It can be used] against large bases, large concentrations of people, aircraft carriers... even against aircraft carriers, because it explodes from above, so it can completely destroy an aircraft carrier with its planes. As for the Shahab 2 missile its warhead carries approximately 900 kilograms of explosives. It has about 20 tons of fuel. This missile uses 12-20 tons of fuel, and its warhead carries 900 kilograms of explosives, so it has very great explosive power.

Interviewer: Does the Shahab series include a Shahab 4, Shahab 5, and so on?

General Yahya Rahim Safavi: I would rather not answer that. If the Zionist Regime or the Americans Make Problems For Us and Organize Attacks Against Us. As I pointed out, starting a war with another country or attacking it is currently not part of our plans or strategy. But if the Zionist regime or the Americans make problems for us and organize attacks against us... The Zionist regime is about 1,300 kilometers from our centers. If we have a missile range of 2,000 kilometers, it is only natural that a distance of 1,300 kilometers is within this range. I'd like to say something else. If the Zionist regime was defeated by a group of Hizbullah in Lebanon... After all, Hizbullah is a small group in Lebanon, which defeated the Israeli army in this 33-day war.

How can Israel withstand a great nation that numbers 70 million, 90 percent of which are Shiites? As for the IRGC and the Basij we have 10 million Basij members and strong Revolutionary Guards. There is no comparison.

We Will Respond to Any Invading Power with a Force That They Cannot Even Imagine

Therefore, I do not believe that the Zionists would even dream of threatening us. If they do, they will face the greatest danger to their very existence. I say again: We are interested in peace and quiet in the Middle East. We have no policy of attacking [anyone], but we will respond to any invading power with a force that they cannot even imagine. How big can the EU be?

EUOBSERVER / COMMENT - How big should the European Union be? This question, childlike and beguiling, lies at the root of a whole series of issues with which Europe's leaders are now grappling. It is fundamental to concerns over enlargement; about how the EU takes decisions; to neighbourhood policy; to institutional reform; to future budgets. In short it informs, one way or another, the whole process of the future European construction and of European integration. It is also the one question that is being dodged.

Like an uncomfortable boil that no one wants to lance, it is being dodged by the member states in the European Council and by the European Commission. It is being dodged by the candidate and aspirant states and it is being dodged in the debate with the European public about the future of the Union.It is, of course, a very difficult question to answer and, moreover, one which has profound consequences. The easy and safe thing to do is to put off any discussion whatsoever. This the Commission prefers to do.

A perfect parliamentary answer

Are there final borders (to) Europe or will enlargement continue forever? was the opaque interrogatory it provided in its Questions and Answers on the Union's Enlargement Strategy on 8 November.

The three paragraph answer merely said that any state that thinks itself European may apply, but doesn't have to if it doesn't want to. True, but at the same time meaningless: a perfect Parliamentary Answer.Among the candidates it is easy to see why Macedonia, for instance, should argue that its small 2 million population would hardly be noticed among the other 470 million European citizens. Or Croatia should argue that a small amendment to the Treaty of Nice is all that need practically stand between it and accession. Surely there is enough space in the European lifeboat for one more state?

This argument is not easy to resist. Such arguments never are. But resist it we should until we have addressed the fundamental question How big should the EU be? For without answering it we cannot address the wider issue of institutional reform on which further enlargement now hangs.The European Union will meet its 50th anniversary in March next year with institutions designed originally for six states. At the time they provided the fledgling community with a unique model for democratic co-operation based on the rule of law. They have since been strikingly successful. Successive minor reforms enabled the institutions to adapt healthily to 15 states.

Strains of expansion

But we are now at 25 states and shortly 27. The further constitutional reforms deemed necessary to accommodate these states have not been ratified. The strains of expansion are starting to show.If member states can be represented by bricks in a wall, then the more bricks there are the more cement you need to hold them together. If the bricks are the widening of the Union, so the cement represents its deepening. If you simply add bricks without an accompanying measure of cement the whole edifice is at risk of collapse.

Adding more states within the existing structure simply dilutes the existing bonds and reduces the effectiveness of the Union even further. The candidate states need to appreciate this.Yet even if, and it remains a big if, the constitutional treaty is resurrected successfully under the German Presidency next spring and then subsequently ratified (an even bigger if) we shall still be left with the question of how to manage effectively a Union of 40 states.Mr Barroso seems to think that these institutional questions will be resolved shortly. I am confident that the elements are in place for a major breakthrough he told the European Parliament this week. I am not so sure. I suspect that without some resolution of the question of the future size of the EU, there will be no ratification of any constitutional treaty.

Addressing the big question

So what can be done in the meantime? We can begin to address the question of how big the Union should be and how it might be run.

And this debate neither need nor should be confined to the present member states. The march of history is such that it seems unlikely now that the Union will stop short of eventually embracing most states that could possibly be described as European.

Besides the Balkans that will include Turkey, the Ukraine and the Caucasus. President Mikhail Saakashvili who looks far too young to be the President of Georgia expounded his country's eventual EU entry aspirations to the European Parliament this week. But what sort of Union will this be? What sort of government must it have? This is the debate that we need to start.What is certain is that while writing constitutions is relatively easy, persuading a sceptical public to ratify them is somewhat harder. That is not going to happen quickly. Nor must it be allowed to happen by stealth. Institutional reform within the EU will proceed only at the pace the public will allow. And that will be slow.

So where does that leave Croatia, Macedonia, Turkey? These countries need a democratic framework to ensure their stability, a common regulatory structure within which their markets can develop, drivers for the reform of human rights. They need to be members of a community, of a union. This part of the analysis is surely correct and more than correct, pressing.Yet if the EU could recognise the prospect of an eventual membership of 40 or so states, that would immediately create a geographically proximate community, of 13 states, broadly of common economic standing, all working for the same goal of eventual EU entry.

Would this community not benefit from establishing common institutions through which to negotiate with the EU, and others, to drive internal reforms and to provide mutual stability? Such an Eastern European community, that might one day adhere to the existing EU as a bloc, could provide its members with most benefits that they now expect to derive from EU membership. This solution may not be what those countries want most, but it might be the most practical way forward in the short term, both for them and for us. The author is editor of EuropaWorld.

Yediot Aharonot said that Deputy Prime Minister Shimon Peres had been told to choose 15 top thinkers to focus on developing futuristic weaponry. The 15 would be selected from within the security establishment, the world of hi-tech and academia.If their projects succeed, they will provide Israel with a response to the various threats from Palestinian rockets, suicide bombers, to long-range missiles and non-convential weapons, the newspaper said Friday.Peres has recently hinted in public lectures at a small number of secret developments, Yediot added, such as pearls of wisdom tiny sensors that can be scattered on enemy territory.

Tens of Thousands of Jews will ascend to Hevron for the annual reading of Chayei Sarah, the Torah portion which records the Jewish patriarch Abraham’s purchase of the Cave of the Patriarchs. Each year tens of thousands arrive at the site where the Jewish patriarchs and matriarchs Abraham and Sarah, Isaac and Rebecca, and Jacob and Leah are buried, for the annual reading to retell and relive Biblical history.According to the Torah, Abraham made the purchase in front of a large local community gathering, for an exorbitant price, to serve as the burial ground for his deceased wife Sarah and his Jewish descendants.

And the life of Sarah was one hundred years and twenty years and seven years; [these were] the years of the life of Sarah. And Sarah died in Kiryat Arba, which is Hevron, in the land of Canaan, and Abraham came to eulogize Sarah and to bewail her. The Jewish community of Hevron is relatively small with only 1,000 residents and students living in the city currently populated by 150,000 Arabs. However, at certain times throughout the year, as many as 100,000 Jews arrive in Hevron to visit the celebrated Jewish monument located in the city. We are expecting tens of thousands of Jews to arrive here in Hevron this Shabbat, just several weeks after the conclusion of Sukkot, in which over 100,000 Jews came to the city, according to Jewish community spokesman David Wilder.It shows the tremendous support the Jewish people have for the residents of Hevron, and reaffirms our commitment to live in this Biblical city, Wilder says.Yet with only permanent lodgings for 1,000 Jews, the yearly reading of Chayei Sarah (or the life of Sarah) stretches the limits of the small Jewish community’s hospitality, a trait for which the patriarch Abraham was renowned.

People sleep anywhere and everywhere, Wilder says. The weather is nice, and there will be lots of tents. Plus, literally anyplace there is a space to put a mattress or sleeping bag will be used.The annual Shabbat reading will feature many rabbis and lecturers addressing topics relating to the Torah and the Jewish people. In addition, this weekend is one of the few times during the year the large room memorializing Isaac in the Cave of the Patriarchs will be open to Jewish worshippers. Isaac’s room houses the tunnels which lead several stories down to the underground burial caves. The room is used throughout the year by Muslims as a mosque.

Yet the climax of the Shabbat will be the Torah reading itself, in the exact spot where Biblical history took place approximately 4,000 years ago.While Hevron is often in the news due to security or political concerns, the Hevron community does not expect any incidents at this peaceful annual gathering. The only challenge will be how to get tens of thousands of Jews home safelyfollowing Shabbat, Wilder says.Wilder contends that Hevron is always open throughout the year to every Jew in the world, Anyone that is still able to come for Shabbat is absolutely invited, and whoever cannot make it this year, should begin planning now to be in Hevron this time next year or sometime in between.

Pastors, rabbis from Nashville tour Holy Land

They disagree on a multitude of core beliefs, but not this one: the preservation of Israel.A group of Nashville rabbis and evangelical Christian pastors have somewhat different motivations for their budding alliance, which this week has taken them on an unusual joint tour of Christian and Jewish holy sites in Israel.For the Christian pastors, it's their view of Israel and the Jewish people as integral to God's design for Christians and in the fulfillment of Biblical prophecies.For the Jewish rabbis, it's the old Arabic proverb: The enemy of my enemy is my friend.

Most Jews and rabbis disagree on virtually every social and political agenda with evangelical Christian churches, so it's not a group of like-minded clergy,said Rabbi Mark Schiftan, of The Temple in west Nashville, who organized the trip to Israel.Though we have huge differences in theology and how we perceive one another, the one thing we agree on albeit for very different reasons is this love for the state of Israel.The local alliance of a dozen clergy half of them rabbis, half evangelical Christian pastors mirrors growing support on the part of evangelical Christians for Israel and Jewish acceptance of their new allies. Such alliances have been solidifying for the past decade but have seen renewed growth since the Sept. 11, 2001 attacks.

Earlier this week an opinion piece in the Jerusalem Post said the new answer to the future of Israel must be Christian love and support for the Jewish people and the state of Israel.National groups such as the Chicago-based International Fellowship for Christians and Jews and the Christians United for Israel in San Antonio, Texas, have raised millions of dollars for Israel and reached out to evangelical churches to rally support.I think 9/11 accelerated a pre-existing trend in both communities to see each other as allies,said David Brog, executive director of Christians United for Israel. Brog is Jewish.

As the nature of the threat has been more clear and more immediate, we see this trend accelerating. All of a sudden, the theological differences that may exist don't loom as large as they used to.In Nashville, the small group of clergy began meeting a year ago at the behest of Laurie Moore, a lay evangelical Christian who has organized pro-Israel rallies.

To be frankly honest, the rabbis were very apprehensive about having a meeting, Schiftan said. Some Christian faiths have long blamed Jews for killing Jesus, engendering anti-Semitism.But the rabbis who are part of the Nashville Board of Rabbis eventually agreed.At that first meeting, we were sitting in a room with them and one by one (the pastors) made an apology and, coupled with their statements of support of Israel, said they were horrified, embarrassed, ashamed by the things done to the Jewish people, the anti-Semitism that has been done in the name of their faith, Schiftan said. We were very moved.Since then, the group has met monthly to discuss a wide range of topics: gay rights, abortion, the afterlife, the coming of the Messiah subjects on which there was a wide range of views. On the topic of Israel, however, there was consensus.

Nashville pastor Doug Mann said his views on Israel were shaped by biblical prophecies.There are many promises yet to be fulfilled about the destiny of Israel, said Mann, pastor of the Belmont Church, a nondenominational, charismatic church.Schiftan said it was apparent that the Christian pastors had different reasons for their support of Israel than Jews, who have historical, emotional and
family ties to the nation.For much of the evangelical Christian world, a large part but not the only part of their understanding of biblical texts and of biblical prophecy has to do with creating a vehicle for Jews to gather in the land of Israel to herald the Messiah, Schiftan said. Many evangelicals believe the Second Coming is predicated on the existence of Israel.And while that is a noble goal for them, it is not one shared by members of the Jewish community. However, that being said, we're most grateful to that reason and many more for their support of the Jewish people's right to a Jewish homeland.But end-time prophecies are far from the only motivation for Christian evangelicals, Mann said.

I don't want to be a Bible thumper, but in Jeremiah, it basically says that we believers in the word are to declare to the nations that the God of Israel who scattered the Jewish people is the God that would re-gather them, Mann said. The fact that Jewish culture has been scattered worldwide, other cultures annihilated, yet they have been coming back to Israel in unprecedented numbers, is a fact that supports my faith.And there's the Book of Genesis, where it says:The Lord said to Abraham after Lot had parted from him, Lift up your eyes from where you are and look north and south, east and west. All the land that you see I will give to you and your offspring forever.That covenant with Abraham giving Israel to the Jewish people is still a sacred covenant that Christians must honor, Moore said.Mann said that evangelical Christians have increasingly rejected replacement theology that teaches that the Christian church is the replacement for Israel in that covenant and that the many promises made to Abraham's descendants in the Bible are fulfilled in the Christian church, not Israel.

Moore and Mann say that despite their evangelical faith, there is no thought of converting Jews. Conversion is not on the table, Mann said. I view Jews differently than other non-Christians. They're God's chosen people. They don't like that sometimes; they say don't call attention that we're God's chosen people, but they are.I guess this is with very tepid watersthat we begin these steps towards one another, Schiftan said.

But the threat against Israel and the threat against the West is both significant and one and the same. And the reality for the Jewish world is that there are no stronger Christian supporters for the state of Israel than the evangelical church.The group returns from Israel on Tuesday.

ISRAEL is using nanotechnology to try to create a robot no bigger than a hornet that would be able to chase, photograph and kill its targets, an Israeli newspaper reported today.The flying robot, nicknamed the bionic hornet, would be able to navigate its way down narrow alleyways to target otherwise unreachable enemies such as rocket launchers, the daily Yedioth Ahronoth said.It is one of several weapons being developed by scientists to combat militants, it said. Others include super gloves that would give the user the strength of a bionic man and miniature sensors to detect suicide bombers.

The research integrates nanotechnology into Israel's security department and will find creative solutions to problems the army has been unable to address, Deputy Prime Minister Shimon Peres told Yedioth Ahronoth.The war in Lebanon proved that we need smaller weaponry.It's illogical to send a plane worth $US100 million against a suicidal terrorist. So we are building futuristic weapons, Mr Peres said.The 34-day war in Lebanon ended with a UN-brokered ceasefire in mid-August. The war killed more than 1200 Lebanese, mostly civilians, and 157 Israelis, mostly soldiers.Prototypes for the new weapons are expected within three years, he said.

Cleanup underway in wake of violent B.C. storm

A massive repair and cleanup effort is in full swing in the wake of a powerful storm that left thousands of people without power in southwestern B.C. Violent winds and heavy rains battered the province, leaving entire towns and thousands of British Columbians still without power Thursday after the Wednesday storm downed power lines and toppled trees. It is still quite windy in some areas and we're bracing for more rain and wind today,Capt. Rob Jones-Cook, of the Vancouver Fire and Rescue Services, told Canada AM Thursday. B.C. Hydro estimated that as many as 200,000 homes and businesses were without power in the Lower Mainland and Vancouver Island region. On Thursday about 500 repair crews were working on repairing power lines across the Lower Mainland, Fraser Valley and Vancouver Island.

Most of the outages were in Surrey, Langley, Abbotsford and Chilliwack on the B.C. mainland, as well as Port Alberni, Campbell River, Parksville and Qualicum on Vancouver Island. Crews worked to reopen road links after floods, mudslides and downed trees and power lines cut off access. In the Alberni Valley, the only highway connecting the region to the rest of the province was shut down Wednesday, isolating the entire community. Emergencies shelters were set up for residents needing a place to sleep Thursday after many homes were completely flooded. By Thursday, Mayor Ken McRae said the situation had improved dramatically, and Hydro crews had been able to reach the town. In another incident Wednesday, the storm apparently helped knock
down a steel-frame building under construction in Vancouver.

No one was injured in the incident because the building collapsed as the workers were on a break.

In one community near Horseshoe Bay, about 50 town homes and condominiums were evacuated because of crashing trees. Officers, when they were in the process of evacuating people, were seeing the trees come down around them. Luckily, everyone has vacated the area, Sgt. Paul Skelton of the West Vancouver Police told CTV News. The storm dumped between 37 and 80 millimetres of rain on the Lower Mainland, bringing the rainfall total for November to 235 millimetres, and easily surpassing the monthly average of 181 millimetres of rain. The storm put the province on pace to break the 1983 record of 351 millimetres. Environment Canada warned that southeast winds of up to 100 kilometres an hour are sweeping through coastal sections of the province. Five rivers are also in danger of flooding on Vancouver Island. They include the Cowichan, Chemainus, Englishman and Tsolum Rivers on the east side of the Island and the Gold River on the west side.

The weather agency also reported that an intense frontal system over the eastern pacific will continue to intensify and hit the south and central coast, spreading heavy rain and strong winds. In the ski resort of Whistler, about a 90-minute drive north of Vancouver, the precipitation is falling as snow good news for ski operators preparing for the season to open on Saturday.

Meanwhile, wind gusts forced B.C.Ferries to cancel or delay sailings on major routes connecting the B.C. Mainland to Vancouver Island and the Gulf Islands. Harbour Air has also cancelled flights from Vancouver to Victoria and Nanaimo, although West Coast Air has kept its flights between Vancouver and Victoria.Helijet service across Georgia Strait is not affected. Severe Weather Kills at Least 6 in N. Carolina

At least six people were killed today in North Carolina in severe weather generated by a pair of storm systems that moved across the Southeast and spawned at least 12 tornadoes, along with fierce winds and torrential rainfall.Patty McQuillan, a North Carolina state emergency management official, said today that there were six confirmed deaths, among them residents near the Riegelwood community. Reports by the local news media said the figure could be as high as nine deaths.Some of those killed were from a community in which mobile homes were destroyed by what was believed to be a tornado, she said. Bodies were being recovered from the rubble, power lines were down and a major highway was blocked by storm debris.

On Wednesday, violent weather killed at least one person in Louisiana and injured dozens there and in three other states.

The storm that swept through North Carolina was part of that system, Tom Bradshaw, a meteorologist with the Southern Regional Headquarters of the National Weather Service in Fort Worth, said today.Mr. Bradshaw said that the storm progressed to eastern North Carolina, Virginia, and Pennsylvania, and that parts of it will move into the Northeast tonight and then migrate offshore.The death in Louisiana was a man whose mobile home near Greensburg was struck by a tornado, according to Bill Doran, chief of operations for the Louisiana Office of Homeland Security and Emergency Preparedness. Three of the injured on Wednesday were preschool children, who were among 31 children and four adults who survived after a tornado demolished the building that housed the Lambert Learning Center, a day care center in Montgomery.

Hearing tornado sirens, a teacher at the center moved the group into a sheltered area below a floor of offices, which proved to be the only part of the building that was not flattened when the storm tore through. The building also housed a skating rink that was not in use. We were fortunate that these systems were pretty well forecast, pretty well advertised, said Mr. Bradshaw, That probably minimized the loss of life.

In Alabama, once the storm had churned out of the region, teams were able to assess the damage on the ground and from the air, officials said today. In other areas, winds and tornadoes slung big trucks across Interstate 40 in Arkansas, seriously injuring a driver who had to be cut from the cab of his overturned 18-wheeler, said Jim Harris, a spokesman for the Arkansas Department of Emergency Management. Rescuers also plucked several people out of flash-flood waters there, Mr. Harris said. Brenda Goodman contributed reporting for this article.

UNDATED A new wave of Pacific Northwest storms has blacked out tens of thousands of customers in Washington state.Rain and wind blowing in off Puget Sound set a rainfall record in Seattle even as emergency crews were setting out to assess damage from last week's flooding.The earlier flooding killed two people and forced hundreds from their homes.The new storms unleashed less rain. But winds gusting to more than 70 miles-an-hour blew down trees, closed roads and bridges, and left some 150-thousand homes and businesses in the dark.To the south in Oregon, high winds also blew out the power around Portland. Somalia: Up to 1 Million People Threatened By Flooding in Southern Somalia, UN Warns UN News Service (New York),November 15, 2006

Up to 1 million people in southern Somalia could be directly affected by the worst flooding in 50 years, deepening a humanitarian crisis already exacerbated by renewed fighting in a country that has not had a functioning national government since 1991,
according to United Nations emergency relief officials.

The flooding is particularly worrying, given security constraints and otherobstacles to access, including flooding itself, that have recently reduced the operational space for humanitarian actors, UN Humanitarian Coordinator for Somalia Eric Laroche said in his latest update, noting that 50,000 people were displaced in Hiran region over the weekend.The Shabelle and Juba Valley river basins are potentially facing one of the worst floods in recent history, with some stations recording more than six times the normal rainfall. The UN Food and Agriculture Organization (FAO) early warning system projects that up to 1 million people could be directly affected throughout the river basins over the coming weeks.

Over the last weekend, the Shabelle River in Hiran hit a 50-year flood level, submerging the river gauging site and the main bridge and inundating the entire town of Beletweyne.Given the situation in Hiran, communities further downstream will also be at high risk as the water surge reaches Middle and Lower Shabelle, Mr. Laroche said.In these regions, we expect the situation to get worse.

Abnormal rains are expected to continue into early 2007 in the Horn of Africa region, where hundreds of thousands of people have also already fled their homes in Ethiopia and Kenya.To date, food relief, shelter materials and tens of thousands of treated mosquito nets and sandbags have been provided by the UN World Food Programme (WFP), the UN Children's Fund (UNICEF), the UN World Health Organization (WHO) and a number of non-governmental organizations (NGOs), including CARE and CONCERN.

Contingency planning for a worst case scenario of concurrent floods and widespread conflict is underway, Mr. Laroche said. Further fighting between the Union of Islamic Courts, which has seized control of Mogadishu, the capital, and the transitional government in Baidoa would disrupt the ability of communities to cope and exacerbate an already precarious food situation.With several primary roads currently impassable, flights are in many cases the only means of transporting aid supplies, but these now hinge on immediate air access from Kenya to Somalia. Earlier this month the Kenyan government suspended all flights into Somalia, but Mr. Laroche is optimistic that the ban will be lifted for humanitarian flights.Across the Horn of Africa, thousands of poor farming families now find themselves sleeping outside in the cold, exposed to malaria and other diseases, amid serious concerns that the death toll could increase rapidly.

In north-eastern Kenya flooding has engulfed camps where the UN is caring for tens of thousands of Somalis who have sought refuge there from fighting in their own homeland, uprooting more than 78,000 people and killing two.

UNICEF's main concern in regards to health is the spread of waterborne diseases, the agency's Emergency Programme Officer Susan Ngongi said. Key among them are cholera, dysentery and acute watery diarrhoea.UNICEF is distributing water-purification tablets and oral rehydration packs to treat diarrhoeal dehydration, as well as emergency health kits, and WFP has airlifted emergency food supplies to the camps.

Pattern Overview into Next Week

Here is a breakdown on the overall pattern and the implications into next week..........


1. The endless train of Pacific storms slamming into BC and the Northwest U.S. will continue into next week, but each storm following the Sunday storm will be a little colder than the previous, as the jet stream begins to push a little farther to the south through the period, which sends the storms on a more southward track, which allows the colder air across the interior to maintain itself, leading to lower snow levels. A moist flow off the Pacific will keep much of coastal BC cloudy and wet Friday. The next big storm will come Sunday, and I expect another round of strong winds and heavy rainfall for western BC right through Sunday night.

Parts of western Vancouver Island and up through the central BC coast could get another 80-150 mm of rain! The Vancouver region is probably looking at another 25-40 mm of rain. There will probably be a temporary break Monday, then another fairly large storm for Tuesday. By the end of next week, Whistler/Blackcomb Mountain will be buried in snow! I wonder if the amount of snow for this month will set a new record on the mountain? I just do not know what the record is, since it is not posted on their website. By the way, Vancouver is now up to 237 mm (9.33 inches) of rain so far this month. That is 316% of normal. Victoria, BC has recieved 227 mm (8.93 inches) of rain this month. Normal rainfall at Victoria for the entire month of November is 147 mm (5.80 inches).

2. Whitehorse, Yukon Territory has failed to get above -20 celsius (-4 F) over the past 3 days, and may not do so through the end of the weekend, as the arctic air remains deeply entrenched. The normal high on this date at Whitehorse is -6 celsius (21 F), while the normal low is -13 celsius (9 F), so you can see how impressive this cold airmass has been. I see no break in the very cold weather across this region through next week.

3. It will turn progressively colder across much of Ontario and Quebec this weekend and into early next week, nothing that unusual, but certainly noticeably colder than it has been. This trend will be reversed starting the middle of next week and into the following weekend as the jet stream lifts northward and allows mild air to stream in on southwesterly winds.

4. The overall pattern seems to favor a wet period from eastern Nova Scotia to Newfoundland. I see a couple of storms in your future.

A relatively minor rainstorm coming across Newfoundland later Sunday and Sunday night. A second, potentially strong storm could track from Nova Scotia to Newfoundland Tuesday and Tuesday night. The bulk of this storm looks like it will be rain, but colder air will not be too far to the west, so parts of New Brunswick could see some snow out of that one.

5. Some of that real cold air up across the Yukon and northern BC may slide southward into the Edmonton, Alberta region sometime during the middle of next week.

By the the way, the ankle is feeling much better now, but the bruising is quite impressive all around the side of my foot. I will be going on vacation through the end of next week. Olmert: The Time Has Come to Act Against Iran

The nuclear threat from Iran remains atop of Prime Minister Ehud Olmert’s agenda as he calls upon the international community to act.In his White House meeting this week, Mr. Olmert focused on the threat resulting from Iran’s continued nuclear enrichment towards constructing an atom bomb. While America is sensitive to Israel’s concerns, the European community and Russia are not as anxious to act against Tehran, preferring to take a more diplomatic approach, opposing stiff American sanctions.Speaking to a Los Angeles Jewish forum on Tuesday, the prime minister called upon moderate Arab nations, too, to act against Iran, warning that the point of no return has arrived.

Earlier in the week, Vice Premier Shimon Peres stated that a nuclear Iran is a threat to everyone, including Russia. He warned of the instability that will result if Tehran is permitted to achieve nuclear independence. Addressing the General Assembly of the United Jewish Communities of North America, known as the GA, Mr. Olmert stated that a nuclear Iran will result in a level of instability that has never been known before. Calling for a coalition of moderate Arab nations, Olmert stated such a coalition can and must act to prevent such a level of instability in the region by directing efforts against radical Islamic elements.On the heels of his White House meeting with U.S. President George W. Bush, Olmert praised him as a true friend of Israel who shares Jerusalem’s concerns and is committed to preventing Iran from moving ahead with its nuclear agenda. The prime minister stated Israel and America see eye-to-eye on the Iranian issue.

The prime minister’s concerns regarding Iran are echoed by others in Israel, including much of the political left. It is widely agreed that a nuclear Iran would pose unprecedented challenges to Israel, not to mention threatening her very existence.Iranian President Mahmoud Ahmadinejad continues to use every platform available to him to call for the eradication of Israel. At the same time, he insists his nuclear program is for peaceful medical purposes. Ahmadinejad continues to defend Tehran’s right to develop a nuclear weapon, largely supported by Russia, which continues to counter American efforts to impose stiff sanctions on Iran.In defiance of United Nations Security Council decisions, Tehran scientists forge ahead with their nuclear program. Ahmadinejad has often threatened that any thought of a military attack by western countries would be met with a swift and painful retaliation. Vice Premier Peres recently pointed out that in Iran’s case, even stiff economic sanctions will have little impact, as national poverty is a way of life and most citizens would never realize a difference following sanctions. Peres hinted that a more aggressive approach must be taken.

European Nations Work on Solution to Palestinian Problem

The heads of three European nations are working on a new five-point peace plan for the Middle East. Increased rocket attacks against Israel by Palestinian Authority terrorists and an IDF artillery mishap in Gaza that killed 20 PA civilians have underscored the need for a regional peace plan, said the European leaders.Spanish Prime Minister Jose Luis Rodriguez Zapatero announced Thursday that his country is planning to sponsor a new Middle East initiative together with France and Italy. We cannot remain impassive in the face of the horror that continues to unfold before our eyes, he said.Zapatero told reporters at a news conference following his meeting with French President Jacques Chirac in the town of Girona, near the Spanish border with France, that peace in the Middle East means to a large extent peace on the international scene.

Chirac agreed, saying that all three countries have the same vision of problems and concerns over the Middle East, and particularly Palestine.He added that the three nations have the sensitivity, the same interests and the same morals, which might be useful in working out a solution to the Palestinian problem.Italian Prime Minister Romano Prodi told reporters in Rome that his country fully supported the initiative. I think the European countries present in the area have an obligation to look for a way to get out of this situation, he said.

The five-point plan is comprised of the following elements:
• An immediate ceasefire between Palestinian Authority terrorists and Israel
• Formation of a PA unity government that is capable of achieving international recognition
• An exchange of prisoners, including IDF Cpl Gilad Shalit (kidnapped by Hamas terrorists from Gaza on June 25th) as well as IDF soldiers Ehud Goldwasser and Eldad Regev (kidnapped by Hizbullah terrorists from southern Lebanon on July 12th)
• Talks between Prime Minister Ehud Olmert and PA Chairman Mahmoud Abbas
• An international peacekeeping mission in Gaza to monitor a ceasefire once an agreement is reached.

China's temperature to raise 1.7 degrees Celsius by 2030

The average temperature in China will rise by 1.7 degrees Celsius by 2030 and 2.2 degrees by 2050, according to an environment advisory body.China has been experiencing evident temperature rise in the past 50 years under global warming, with east and northeast China suffering the largest rise of 0.4 to 0.8 of a degree Celsius every ten years, said the China Council for International Cooperation on Environment and Development (CCICED). According to this international advisory council on environment and development to the Chinese government, there has been a decrease in precipitation, with reduced runoff in most Chinese rivers.

Dong Guangrong, of the Chinese Academy of Sciences, said glaciers covering the Qinghai-Tibet plateau, which accounted for 47 percent of China's total glacier coverage, were shrinking at an annual rate of seven percent. Although melting would increase river flow in a short period of time, downstream rivers would gradually dry up once glaciers disappear, leading to more droughts, desertification and sandstorms. Global warming will worsen water shortages in northeast and northwest China, the council warned.

This summer, hot weather and a severe drought in southwest China left more than 18 million people short of drinking water, while hundreds died in typhoons and floods along the coast, with millions of hectares of cropland damaged. Meteorological disasters take about three to six percent off China's gross domestic product every year, according to Qin Dahe, director of the China Meteorological Administration.

The CCICED predicts China will suffer direct losses of 100 billion to 300 billion yuan (12 billion to 36 billion U.S. dollars) in the next 10 to 20 years. Scientific studies show that most of the earth's warming over the last 50 years is attributable to human activities, which have increased amounts of carbon dioxide (CO2) and other greenhouse gases that cause warming.

If China could effectively control greenhouse gases emissions, precipitation was likely to increase in its major river valleys over the next 60 years, said Dong Wenjie, director general of the National Climate Center with the China Meteorological Administration. China, with a relatively high emission volume of carbon dioxide per unit of gross domestic product, has written effective control of greenhouse gases into its 11th Five-Year Program (2006-2010). In 2002, China's carbon dioxide emission totaled 4.08 billion tons, ranking second in the world after the United States.

Does Europe need an army?

PARIS: The leader of Germany's Social Democratic Party, Kurt Beck, has proposed that the European Union build a unified army of 100,000 soldiers under strictly European command.This sort of thing has been suggested in the past in several variants, but not by Germany. Beck's proposal is also interesting in its timing. Germany's army under NATO command is taking casualties in Afghanistan, and demonstrating the macabre mood of young men sent to fight wars they don't understand.Since World War II, the German Army has been under the NATO commander in chief and the NATO staff, which for practical purposes has meant American command. What Kurt Beck is suggesting is a European command and general staff under which German forces would serve.

In 2000, the European Union decided to create a so-called rapid reaction force capable of action within a periphery of 4,000 kilometers from Brussels. This caused a great deal of annoyance among American and NATO officials, who saw in it a perverse duplication of effort, as NATO was also supposed to acquire such a reaction force. Or to be exact, it was seen as a troublesome nonduplication of effort, since the troops assigned to both were largely the same.

Counting the vote, badlyThe Europeans were reacting to the fiasco of the European-led UN Protection Force in Yugoslavia in the 1990s, never given a mandate sufficient even to protect itself, much less the population, and which was treated with contempt by the Bosnian Serbs.The British, French and Dutch eventually formed their own intervention force with heavy artillery, and called in NATO air forces, and short work was made of the Bosnian Serbs. This, however, was followed by a Dayton Conference, which separated the combatants but left nearly everything else unsettled.

NATO, meanwhile, was initially treated as irrelevant by the new Bush administration, but after Afghanistan its utility was discovered as a military auxiliary willing to take on jobs America didn't want to do. Hence its current deployment in Afghanistan to fight Taliban peasant soldiers trying to retake their Pashtun homeland, a mission whose validity has never been seriously demonstrated, or possibly even analyzed.It is most unlikely that any 100,000-man European army will be formed in the foreseeable future, although an EU military planning staff goes to work in January (when Germany, coincidentally, takes over the rotating EU presidency).

The EU army's significance is to exist as a proposal - a proposal from Germany. Beck said that such a force should be linked to NATO as a partner, but not following or adhering to the United States, and this army, rather than being a threatening army, should be a global peace power, whatever that is.

However, the Atlanticist members of the EU don't need to be told the time of day. President Lech Kaczynski of Poland immediately said yes to the European army, but only as part of NATO. Britain would unquestionably agree that such an army is a threat to NATO. But that's what it's for: to replace NATO - when the time comes.The United States is not considered a very reliable friend in Western Europe these days. This is the popular sentiment:

European elites still live in an Atlanticist past, just as they were living in the past last year when they discovered from the referenda on a new constitution that the public did not want EU expansion, more immigration and more market economics.New poll statistics show that while 75 percent of the European Commission has faith in U.S. world leadership, only 39 percent of the EU public does. Only 59 percent of the public thinks NATO necessary to European security. Washington is thought mad to consider attacking Iran.

But the distrust seems mutual, even in unexpected places. Senator Hillary Rodham Clinton now is attacking President George W. Bush for outsourcing American Iran policy to Europe - to Britain, France and Germany - and she demands that the United States stop Iran's assumed nuclear ambitions by whatever methods are necessary: All options on the table.You might have thought from the European press coverage of the U.S. midterm elections that they would want a Democrat elected America's president in 2008.

Not with that policy.

Olmert: No quick fix against Kassams

Prime Minister Ehud Olmert warned Thursday there were no quick-fix solutions to completely shut down the Kassam rocket attacks from the Gaza Strip. Speaking to reporters on his way back from Los Angeles to Israel, Olmert said that while there were many ideas about how to deal with the rocket fire, there is not one thing you can do and the Kassam attacks will stop. He added that even Operation Defensive Shield, launched after the worst month of Palestinian terrorism in March 2002, did not put an end to all terrorism from Judea and Samaria. Olmert's comments came a day after he said that Israel's military actions in Gaza would continue, following Wednesday's fatal Kassam barrage on Sderot that killed one woman and seriously injured two others. Defense Minister Amir Peretz ordered security chiefs on Thursday to begin preparing new and innovative operational plans for action against Gaza-based Kassam rocket infrastructure.

We are continuing our policy of pressure on the South, Peretz said during a meeting with Shin Bet (Israel Security Agency) chief Yuval Diskin and IDF Chief of Staff Lt.-Gen. Dan Halutz, adding that he expected internal changes within the Palestinian Authority that would bring to power and reinforce moderate elements capable of preventing the rocket attacks. If this doesn't happen, Peretz warned, Israel will deal a painful and heavy blow to the terrorists. Peretz ordered the IDF Home Front Command to speed up the construction of reinforced roofs for schools and public institutions.

The Defense Minister specifically ordered the IDF to reinforce the Sderot welfare center which provides assistance to residents suffering from shock following Kassam attacks. Olmert said he viewed the continued attacks on Sderot very gravely. We have been taking action for a long period of time. Since June 360 terrorists have been killed in our actions against terror. There is no doubt that the attacks yesterday in Sderot and Ashkelon were difficult. Our activities will continue and correspond to the information we have and on the circumstances.

Olmert said that the Palestinian security apparatus could stop the rocket attacks if they had the will, and that he expected more determined action from Palestinian Authority chairman Mahmoud Abbas. Regarding the smuggling of arms from Egypt into Gaza, Olmert said that Israel was doing a great deal on this, although it was not always successful. He said the Egyptians were also taking action, but not always as effective as needed, and that ways were being discussed about how to upgrade the anti-smuggling operations. Olmert said that he and US President George Bush see eye to eye on the key issues regarding Iran and the Palestinians, and would not reveal details of his 45-minute private discussion with the President. One possibility that the defense establishment is considering is allowing the Palestinian Bader Brigade, located in Jordan, to enter the Gaza Strip and reinforce PA Chairman Mahmoud Abbas's Presidential Guard. If the Bader Brigade is allowed into Gaza, the Palestinians have said that they would deploy the well-trained soldiers in the northern Gaza in an effort to curb the rocket fire.

Pre-dawn Thursday, the IDF retaliated to a Kassam rocket barrage on Wednesday, in which one person was killed and two others were injured seriously, and carried out air strikes against terror targets in the Gaza Strip. IAF aircraft bombed a building in Gaza City which the IDF said was being used as a weapons storehouse. The occupants were given warning by telephone prior to the strike, and there were no reports of wounded.Approximately an hour later, two Palestinians were reported wounded when the IAF struck two Hamas-owned structures in the Jabalya refugee camp. As in the Gaza City strike, the army alerted the occupants of the impending action, and warned them to leave the premises. The army said that one of the buildings was used as a weapons storehouse, while the second functioned as a headquarters for planning terror attacks against Israeli targets. Olmert, who caused a media stir on Monday when he did not forcefully come out in support of embattled Chief of General Staff Lt.-Gen Dan Halutz, left no doubt on Thursday, saying that Halutz can and needs to remain in his post. If I thought he had to resign, I would have acted, he said.

Pak test fires Intermediate Range Ballistic Missile Hatf 5

RAWALPINDI: Pakistan Thursday successfully test fired the Intermediate Range Ballistic Missile Hatf 5 (Ghauri). The launch was carried out by the troops of the Army Strategic Forces Command (ASFC) at the culmination phase of a training exercise held to test the operational readiness of a Strategic Missile Group (SMG) equipped with Ghauri Missiles. It may be recalled that the President of Pakistan General Pervez Musharraf had handed over the highly accurate Ghauri Missiles to the ASFC at an impressive ceremony some years back. The Ghauri Missile has a range of 1300 kms. Today's launch exercise was witnessed by the Prime Minister of Pakistan Mr Shaukat Aziz and the Vice Chief of Army Staff General Ahsan Saleem Hyat besides a large number of senior military officers and scientists and engineers of the strategic organizations.

The Prime Minister congratulated the officers and other ranks of the ASFC on the high standards achieved during training which was reflected in the successful launch and the accuracy of the missile in reaching the target. He said that Pakistan can be justifiably proud of its defence capability and the reliability of its nuclear deterrence. He said Pakistan believed in peace that comes from a position of strength and operational readiness.

The defence of the country was non negotiable. The Prime Minister made it clear that Pakistan's nuclear capability had matured and was consolidated as a fully operationalised capability in the last seven years. The three services had raised effective Strategic Forces to handle the nation's nuclear capability in all dimensions, and were equipped to handle the strategic assets in the field. The National Command Authority and the Strategic Plans Division, which oversaw Pakistan's Strategic Programme, were fully alive to the regional security situation and had developed adequate response options to meet any contingency, he said.

Earlier, the Prime Minister was received in the training area by the Vice Chief of Army Staff General Ahsan Saleem Hyat, Director General of the Strategic Forces Command Lieutenant General Khalid Kidwai, and Commander of the Army Strategic Forces Command Lieutenant General Khalid Munir. UNITED NATIONS — Canada voted on the side of Israel at the United Nations Thursday, demonstrating a marked shift in Middle East policy.Canada registered its third change in a row on more than 20 Arab- and Muslim-sponsored resolutions that are annually critical of Israeli policy, but light on Arab responsibilities.That’s a marked switch from the way former Liberal governments voted.

The trend is expected to continue when Canadian diplomats join those of other UN member states to consider 10 more of the annual resolutions next Tuesday.

Prime Minister Stephen Harper has said in successive speeches his government would not endorse international resolutions on Arab-Israeli relations it considers unbalanced.If this is a shift, and if the resolutions are largely unchanged from previous years, then it will have implications for our reputation around the world, and echoes in Canada as well, warned Paul Heinbecker, a former Canadian ambassador to the UN under the Liberals.

Canada is known for taking a fair-minded and principled approach to these questions, and when I was ambassador, Canada judged every resolution on its merits, taking into account the central issue they are trying to address, and the question of fairness.But pro-Israel and Jewish groups in Canada have for years lobbied and the current government appears to agree, prompting praise from Canada’s Jewish community which as for years that the resolutions are biased praised the developments.We’re very pleased Canada is staying the course and is now guided by a (new) set of principles, said Sara Freedman, a senior official with the Canada-Israel Committee. 200 Indian Jews migrate to Israel

GUWAHATI: More than 200 Indians have emigrated to Israel after they were officially recognised as Jews, religious leaders said on Thursday.

Rabbinical leaders announced last March that some 6,000 members of the Bnei Menashe tribe in the northeast were descendants of ancient Israelites or one of the Biblical 10 lost tribes.A total of 105 people left for Israel on Thursday, while another 103 people went on Wednesday with the Israeli Prime Minister's office formally inviting them, Israeli rabbi Hannock Avizedek said.

The Jews travelled from Mizoram to Israel.

The recognition from Israel came after tribe members sent scores of applications seeking to migrate to Israel, or the Promised Land, saying it was their right to do so.According to Israeli law, every Jew enjoys the right of return or the right of abode in the country.

After the recognition, a group of rabbis visited Mizoram last September and converted the first batch of 218 Mizo tribal people to Judaism after they took a holy dip at a mikvah or a ritual bath.The new converts are practising the religion perfectly. They will undergo a year-long course in Israel to learn other aspects of Judaism at government expense, Avizedek said from Aizwal, shortly before leaving.The rabbi spent six months in Aizwal to teach Hebrew and impart lessons in Judaism to the tribal people.I am so happy today and it is a dream come true as we leave for our Holy Land, said 30-year-old Bana Kholring, whose businessman husband Avior and three teenaged children were also migrating with her.

Some 800 people from Mizoram and neighbouring Manipur state have migrated to Israel since 1994 when a private body, the Amishav Association took up their case. The last batch of 71 left the northeast for Jerusalem in May 2003.Mizoram is a predominantly Christian state, while most Manipuris follow Hinduism.

Most Jews in the two states were Christian by birth.Apart from names, the converts share many practices in common with traditional Jews such as keeping mezuzahs or parchment inscribed with verses of the Torah at the entrance to their homes. Zapatero Asks for International Intervention in Palestine

The European Union has reacted to the Israeli massacre in Beit Hanoun Gaza where 19 Palestinians, including women and children, were killed.

Spanish Prime Minister Jose Luis Rodriguez Zapatero announced that the EU would soon launch an initiative to tackle the problem. Zapatero, who arrived in Istanbul as part of the Alliance of Civilizations initiative, met with Turkish Prime Minister Recep Tayyip Erdogan at his office in Besiktas, Istanbul. Zapatero drew attention to the Israeli massacre and said that they were working on a plan within the EU to prevent more tragic events in the region. Reiterating his support for Turkey’s EU bid, Zapatero stated that they would favor the continuation of membership negotiations with Turkey at the EU’s December summit.

In reference to the Greek Cypriots’ reluctance to resolve the Cyprus issue, Erdogan said that attempts were being made to blur the collective memory of the Greeks’ refusal of the U.N. plan. Erdogan and Zapatero came together to present the Alliance of Civilizations report to UN Secretary-General Kofi Annan. At a press conference held after the meeting, Zapatero, noting that the events in Gaza had region-wide repercussions, asserted that the international community could no longer remain indifferent to the issue. The tragedy should be stopped now to ensure a peaceful future, Zapatero said, and added that he was confident that Turkey would take action to resolve the issue along with EU countries. The EU should not be afraid of intercultural differences if it wants to be a global force, said Zapatero. The primary goal of the alliance was to maintain peace and security.


Zapatero declared that at he would favor the unconditional continuation of membership talks with Turkey at the EU summit in December. The Spanish PM, who also recalled that Turkey had exerted great efforts to qualify for full membership, stressed that he was hoping the Finnish Plan would result with a concrete solution. Turkish PM Erdogan noted in his speech that Turkish Cypriots have continuously supported the UN Plan on Cyprus and commented that this constructive stance had so far been largely ignored.

Erdogan further added that they would not open Turkish ports to Greek Cypriots unless the long-standing isolation imposed on Turkish Cyprus was lifted. The leaders then signed a Strategy Document to improve bilateral relations between Turkey and Spain.

To this end, representatives from 15 leading firms will come together to discuss alternative methods of improving bilateral economic and commercial relations. After the meeting with Zapatero, Erdogan met with the U.N. Secretary-General Kofi Annan. The two leaders were later joined by Prime Minister Zapatero and his wife for dinner.

EU to send troops to Gaza

The European Parliament passed on Thursday a proposal to send a multi-national force to Gaza designed to pressure Israel to stop all its military operations in the region.The vote, which was passed by a vast majority, called for a force similar to the one stationed in southern Lebanon. European representatives also condemned Israel's disproportionate use of force and the economic siege laid on Gaza. (AFP)
