AN EARTHQUAKE measuring 6.0 on the Richter scale shook Japan, 150 miles from Tokyo yesterday morning. Officials said it was unconnected to North Korea's nuclear test.

Tropical depression may form in Caribbean Thursday Thu Oct 12, 7:32 AM ET

NEW YORK (Reuters) - A low-pressure system in the northeastern Caribbean Sea could develop into a tropical depression over the next day or so, the National Hurricane Center said in an outlook issued Thursday.The system, moving northwestward at about 10 to 15 miles per hour, could cause some flooding and mudslides over mountainous terrain. It was located about 50 miles south of Nevis and St. Kitts.The weather models split on what the system will do over the next several days.A couple of the models projected the storm would turn west across the Caribbean, remaining south of the Greater Antilles, and heading toward Nicaragua and Honduras.

Other models showed the storm continuing northwest toward Puerto Rico and the Virgin Islands.The Greater Antilles include Cuba, Jamaica, Hispaniola (Haiti and the Dominican Republic) and Puerto Rico.If the system ultimately strengthens into a tropical storm, packing maximum wind speeds of 39 to 73 mph, the NHC would name it Joyce.

Pagasa expects 11 more typhoons to hit RP

Roxas City (5 October) At least nine of the fourteen typhoons which hit the country as of October 1 this year were registered for the period July to September based on the records of the local Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa).The Philippines is a country prone to natural calamities and it is for this reason that the government is set to institutionalize a nationwide disaster preparedness network to deal with various calamities that visit the country every year.The month of July during the quarter has the most number of typhoons which include Esther, Florita, Glenda, and Henry. Other tropical storms listed in the registry of PAGASA for the period are Inday, Juan, Katring, Luis, and Milenyo.Completing the 14 typhoons in the record are Neneng, Agaton, Basyang, Caloy, and Doming.

PAGASA Weather Forecaster Harry Dolfo said that typhoons Caloy and Doming affected the province of Capiz when it entered the Philippine Area of Responsibility (PAR) on May 9 and June 24, respectively.Dolfo said that 11 more typhoons expected to enter the PAR are Ompong, Paeng, Queenie, Reming, Seniang, Tomas, Usman, Venus, Waldo, Yayang, and Zeny.A list of auxiliary names is already in place if more than 25 typhoons will cross the country for 2006, added Dolfo.Meanwhile, President Gloria Macapagal Arroyo has directed the NDCC to work closely with the LGUs in expanding appropriate disaster response drills and creating rescue teams in all the landslide and flashflood-prone barangays in the country, and with the Department of Education bringing more schools into the loop of preparedness.

The President is encouraged by the success of the national earthquake drills and wants the same level of community readiness in the case of landslides and flashfloods spawned by typhoons and heavy rains.Government programs and actions preventing the degradation of the environment and the removal of potential public hazards during disasters like billboards will back up this disaster preparedness network. BANGKOK (AFP) Severe flooding has already killed 39 people in Thailand and will continue to wreak havoc until the end of October as heavy rains were expected.The current low pressure will continue to influence the weather and that will cause heavy rains to continue until the end of this month,Smith Dharmasaroj, the chairman of the National Disaster Warning Center, told AFP.

Flooding caused by heavy rain in the wake of Typhoon Xangsane has killed 39 people since late August and affected up to two million people in 46 provinces, mostly in central and northern Thailand.Some 17 provinces, including Bangkok, were still flooded Wednesday. But floodwater had subsided in 29 other provinces.The capital saw some of its worst flooding this year late Tuesday, with major roads turned into rivers and other, dry streets gridlocked as people tried to avoid rising waters.

The Royal Irrigation Department said that the country's revered King Bhumibol Adulyadej had allowed flood waters to be diverted onto his private land in Ayutthaya province in a bid to spare Bangkok.Ayutthaya has also been badly hit, but following the king's initiative, villagers there agreed to allow the authorities to divert water onto their farmland to reduce the flood danger posed to Bangkok.The move has remarkably reduced a large volume of overflow to the capital,said the Royal Irrigation Department's director general, Samart Chokanapitak.One Ayutthaya resident said he did not mind the province shouldering overflow water if it helped Bangkok. But he said that farmers must be paid compensation if they suffered as a result.

The whole province has been devastated by the floods,said 43-year-old Apichet Sathapornamornvuth.The devastation to farmland had pushed up vegetable prices, mainly in flood-hit areas, according to the Ministry of Commerce.Prices of some vegetables and fruit have risen after the flood destroyed farmland but the increase was not significant and there is no shortage so far,said Siriphol Yodmuangcharoen, the director general of the Internal Trade Department.In neighboring Myanmar, at least 10 people were killed and three are missing as the worst floods in recent memory swept through the area around the central city of Mandalay.

Top EU diplomat says UN should act on North Korea

EUOBSERVER / BRUSSELS /EU foreign affairs chief Javier Solana has urged UN action following North Korea's controversial nuclear tests earlier this week, saying it could unleash a global arms race.It is an act which we condemn and protest against most vigorously, Mr Solana told the European Parliament in Brussels on Wednesday (11 October), following Monday's nuclear test in North Korea near the border with China.He said that the nuclear test is a threat to the region and constitutes a hostile act to security and stability to the whole world, adding it could lead to further consequences in accelerating the arms race around the world.The EU currently has five members France, the UK, Denmark, Greece and Slovakia in the UN security council which is seeking an agreement on what action should be taken against Pyongyang.

Mr Solana said reactions from the Asian region and from the UN veto powers had been responsible, adding that even China has made constructive comments on a resolution on North Korea and supports it.The security council has to act, Mr Solana stressed, explaining that the international community would get confused if there were no consequences in terms of sanctions like there might be against Iran for its refusal to give up its nuclear enrichment.

MEPs seek room for talks

It is no coincidence that the North Koreans test their weapons just after the South Korean foreign minister is elected secretary general of the United Nations,said German socialist MEP Martin Schulz.We have to try to read between the lines of this dictator's actions. We have to see where there is scope for talks,he stressed.We must be firm in our principles, Hungarian liberal MEP Istvan Szent-Ivany said however.

With such irresponsible acts, they put at risk international support and cooperation without which the political and social structure of their country will inevitably collapse.But the international human rights group, Human Rights Watch,
has urged the international community not to suspend emergency food aid to North Korea as part of sanctions against the country.

It must distinguish between the North Korean government and ordinary citizens, said Sophie Richardson from the group. Further restraints on food aid will only make ordinary North Koreans suffer more.She explained that up to one third of North Korea's population has been dependent on foreign food aid since the mid-1990s.EU foreign affairs commissioner Benita Ferrero-Waldner echoeing the remarks said the test bombing must be met with a smart response, to hit the government but not the people.I would like to maintain the humanitarian assistance,she said, explaining that the European Union has donated €345 million in aid since 1995.

Fresh threats from Pyongyang

Meanwhile, the world's new ninth nuclear state has threatened more nuclear tests and said that additional sanctions imposed on it would be considered an act of war.

In Pyongyang, the second in command, Kim Yong-nam, said whether or not North Korea
conducted more tests depended on Washington.The issue of future nuclear tests is linked to US policy toward our country,Kyodo news agency quoted Mr Yong-nam as saying, according to press reports.If the United States continues to take a hostile attitude and apply pressure on us in various forms, we will have no choice but to take physical steps to deal with that,he added.A draft resolution put forward by the US on Tuesday (10 October) proposed a range of sanctions against North Korea, including a halt to trading in material that could be used to manufacture weapons of mass destruction, an end to financial transactions which could be used to support nuclear proliferation, cargo inspections and a ban on the import of luxury goods.

Germany Seeks to Revive EU Constitution by 2009, Merkel Says

Oct. 11 (Bloomberg) The German government will seek to revive the European Union's constitution and have it in place before the next European parliamentary elections in 2009, Chancellor Angela Merkel said. Germany assumes the six-month rotating presidency of the European Union on Jan. 1, and naturally the constitutional treaty will be on the agenda, Merkel said today after a meeting of the German Cabinet attended by European Commission President Jose Barroso. We need a constitutional treaty and we need it before the next European election due in mid-2009. That's why we set ourselves a timeframe, Merkel said. The German presidency should have the goal of facilitating agreement on a roadmap, a timeframe, a way to proceed, and I want us to be very ambitious in engaging this goal. German efforts to revive the constitution may ease concerns about further European political integration raised after the rejection of the EU constitution last year in referendums held by France and the Netherlands, two of the bloc's founding members. The votes weakened the euro and left the EU with a decision- making system that Barroso says will make further expansion impossible after Bulgaria and Romania join in 2007, bringing the bloc to 27 countries. Failure to revive the project may weaken bonds within a region that's set to stretch to the Black Sea and Syria's border.

Reflection

A period of reflection on the stalled project will end with Germany's presidency. The process of drawing up a new rulebook will last at least until 2009, EU leaders have said. Of course, the constitution won't be signed by all states at the end of our six-month presidency, German Foreign Minister Frank-Walter Steinmeier said in an interview with today's Bild Zeitung. But I'm optimistic that we'll have a clear schedule on which we can continue our efforts for the EU constitution. There are great expectations regarding Germany's presidency,Barroso told the press conference today. I think it is not fair to put all the weight, all the burden of responsibility on the shoulders of Germany. EU aid to PA expands to $816 million

The European Union said Wednesday it was giving $816 million in aid to benefit 160,000 Palestinian families this year, expanding the funding program that bypasses the Hamas-led government. European experts agreed to boost the international aid program overseen by the World Bank to cover 60,000 more families in the Palestinian territories from the 100,000 families now receiving help under the program, EU spokeswoman Emma Udwin said. The fund offers a $339 monthly allowance to poorer Palestinian families, pensioners and civic workers, whose paychecks disappeared when international donors halted direct aid payments after the militant Hamas group won Palestinian elections.

We are talking about quite a large amount of money, Udwin said. "Despite direct aid to the Palestinian Authority having been suspended .... the EU's contribution remains high, higher than in an average year. The experts also backed a decision by top international donors to extend the funding program until the end of the year, she said. The European Commission has given $414 million this year to the program, above its average yearly aid of $314 million for the Palestinians. The rest of the program funds were coming from some of the 25 EU member countries, the United States and others. The Commission said last month it had started to pay social allowances to 40,000 Palestinian families, coming on top of spending for 11,500 health workers who are no longer paid and pensioners. Regular welfare payments and aid to the Palestinian Authority stopped in February, as international donors demanded the Hamas-led government renounce violence and recognize Israel. The special funding program was set up in June to direct funds to three key areas support for health services, utilities and social allowances while bypassing the Hamas-led government's coffers.

The Quartet group of Mideast peacemakers the United States, the EU, Russia and the United Nations agreed last month to expand the scope of the program. The program has delivered more than 2 million liters (500,000 gallons) of fuel to supply power for hospitals and water in the Gaza Strip.

U.N. Security Council agrees on need for sanctions against Iran


RELATED STORIESVIENNA, Austria (AP) The five permanent members of the U.N. Security Council agreed Tuesday to start working on U.N. sanctions against Iran next week but failed to bridge differences on how harsh the penalties should be, diplomats and officials said.They told The Associated Press that while the U.S. called for broad sanctions to punish Iran's defiance in pursuing its nuclear program, Russian and Chinese representatives at a top-level Vienna meeting favored less severe measures.The diplomats and government officials demanded anonymity in exchange for discussing the confidential meeting of the five Security Council countries and Germany the six powers whose repeated attempts to entice Iran to enter negotiations finally broke down last week over Tehran's refusal to give up uranium enrichment.

Reflecting the importance of the meeting, Russia, Britain, France and Germany sent top negotiators directly answerable to their foreign ministers, while the U.S. and China were represented by their chief representatives to the Vienna-based International Atomic Energy Agency. U.S. Undersecretary of State Nicholas Burns participated via video hookup.One of the diplomats, who had been briefed on the substance of the meeting, said that while Burns had urged broad sanctions such as a total ban on missile and nuclear technology sales the Russians and Chinese backed prohibitions of selected items as a first step.As well, he said, the Chinese and Russian envoys called for renewed negotiations with the Iranians in parallel to working on sanctions to punish Tehran for defying a Security Council demand that it freeze enrichment, a possible pathway to nuclear arms.

Burns acknowledged the request but did not say whether the Americans favored a renewed attempt to engage Iran in negotiations following repeated failures to coax it into agreeing to stop its enrichment activities, he said.The differences reflected continued divisions over how harshly to penalize the Islamic republic for ignoring a Security Council deadline to stop all enrichment activities by the end of August. Russia and China, which have strategic and economic interests in Iran, have recently swung behind the Americans and Europeans in agreeing to the need for sanctions but have publicly opposed attempts to make them too severe.

All agree for the need for sanctions but there are problems with how harsh they should be,said one of the diplomats, whose country is accredited to the International Atomic Energy Agency, or IAEA.He said the meeting did not discuss North Korea and its claim to have tested a nuclear bomb, but all participants agreed juggling two nuclear crises complicated international nonproliferation efforts.

Jesus even said to be absent from the Body is to be with the Lord (instant, no waiting anywhere).

Our Body is Flesh (body), Soul (Emotions, Characteristics) and Spirit (what never dies,lives on forever). When we die our bodies go to the Grave,but our Soul and Spirit goes instantly to God (Heaven) or if not saved without God (Hell).

Only at the Rapture, do we get our new Bodies like Jesus', When our Body (which is in the grave, for the dead of course),Soul and Spirit will be reunited to each other again. And the the people living (never died),our Body,Soul and Spirit,are changed instantly to be like Jesus' at the Rapture. The Body,Soul and Spirit of the lost are not united for 1,007 years till the reign of Christ for 1,000 years on Earth, plus the 7 year tribulation as the Rapture occurs 7 years before Christ rules for the 1,000 years on Earth, then at the end of the thousand yr reign, The great White throne judgement of the Lost occurs, when all the Lost since the creation of Adam, are brought before Jesus. This is when the losts Body,Soul and Spirit are United for the final judgement and thrown into the Lake of Fire forever with a never dieing body,Torment forever and ever.(various degrees). Also this is when Satan,Death and Hell are also thrown into the Lake of fire also.

First we see that Angels accompany Christians in death to Heaven. The lost go directly to Hell, no comforter. Then the lost have eyes because he opens them and seen Abraham afar off, He even recognized Abraham who died maybe 100s of years before him.

He recognized Lazarus, so we have a Soul and Spirit that is recogizable. We have a face thats recogizable because he seen Abraham with Lazarus. So we can still think and choose what to say and do. He felt pain because he new he was in torment.


24 And he cried and said, Father Abraham, have mercy on me, and send Lazarus, that he may dip the tip of his finger in water, and cool my tongue; for I am tormented in this flame.

You can't cry unless you have eyes that can cry. He talked, so our Soul and Spirit can talk. He has a memory, he knew what a dipped finger in water can do. He has a face because he recognized Lazurus and Abraham. He has a Mouth to speak and a tongue thats burning. He feels pain from the burning fire.

25 But Abraham said, Son, remember that thou in thy lifetime receivedst thy good things, and likewise Lazarus evil things: but now he is comforted, and thou art tormented.

He has ears, he hears Abraham talking. The two speak to each other.

26 And beside all this, between us and you there is a great gulf fixed: so that they which would pass from hence to you cannot; neither can they pass to us, that would come from thence.
27 Then he said, I pray thee therefore, father, that thou wouldest send him to my father's house:
28 For I have five brethren; that he may testify unto them, lest they also come into this place of torment.
29 Abraham saith unto him, They have Moses and the prophets; let them hear them.

He remembers his family members and Father.

So either in Heaven or Hell after death we have a recognizable face, with a mouth, tongue, ears, we can feel pain, we have our memories and emotions. So our Soul and Spirit is exactly as we are here on Earth. The only thing different is the Spirit and Soul never dies, it goes on forever. Our flesh dies, but the Soul and Spirit goes on forever and ever.

Then at the Rapture for the Christians and the Great white throne Judgement for the lost, the Bodies are reunited with the soul and Spirit to either live forever with Christ for the saved or live in the Lake of fire forever for the lost as the Gehenna scriptures below tell us. the worm (body) never dies.

Synagogue Planned For Temple Mount, Hashemites to Add Minaret

MK Uri Ariel (National Union) is drawing up plans to construct a synagogue on the Temple Mount, Judaism’s holiest site. Jordan's King Hussein plans to build a fifth minaret on the site as well. The synagogue would be build upon the Temple Mount, but in an area that is indisputably not within the areas that require immersion and other preparations, according to Jewish law.Ariel says that the synagogue would not change the Muslim status quo on the mount, which is home to the Al-Aksa Mosque and the Dome of the Rock.This is not a new idea, Ariel stressed, it has been brought up and considered countless times since the [1967] Six Day War [during which the Temple Mount was liberated from Jordanian occupation –ed.].

The plan will be submitted to the Jerusalem municipality and the Committee for Design and Construction for approval. Ariel says that every aspect of the plan will be submitted to leading Torah scholars for approval. The National Union MK, who visited the Temple Mount himself Monday, said that such a plan was an opportunity for the Muslim world to prove it is capable of rising above the violence and intolerance that have surfaced in the past year as a result of papal remarks and political cartoon portraying Islam’s founder Muhammad.

Referring to Ariel's visit to the holy site, MK Talab el-Sana (Ta’al) said the provocation would bring nothing but war and bloodshed.MK Ariel points out that every ruling by Israel’s Supreme Court regarding the matter of the Temple Mount has recognized the right of every Jew to pray on the Temple Mount. This is rectification of a historic injustice, much more than the transport to Israel of [Theodore] Herzl’s children’s bones [as was done recently, in accordance with his wishes ed.].

Since the destruction of the Holy Temple, the loss of our independence and the start of our exile and oppression during the destruction of the Second Temple, the Jewish presence at the site of our temple has always been an unmistakable symbol.

The Romans, Byzantines and Crusaders expelled us and prevented Jews from entering Jerusalem, because they couldn’t stand to allow the Jewish nation to serve its G-d at this holy site. This synagogue will not interfere with believing Moslems who wish to pray at the Al-Aksa Mosque. On the contrary, this is an opportunity for the Moslem world to demonstrate and prove that it is tolerant enough.

Meanwhile, Jordan's King Abdullah II has donated a huge carpet to the Al-Aqsa Mosque and has announced a contest to design a fifth minaret for the mosque.

The existing minarets have been affixed with green neon lights in recent years, dominating the Jerusalem skyline. The planned minaret would be constructed along the eastern wall of the Temple Mount and would be clearly visible towering above the Western Wall.The project requires approval by the Israeli government before it can begin.

Intelligence and security officials are monitoring Syrian activities closely as Syrian leader Bashar al-Assad continues to release mixed messages.Assad during recent days and weeks has broadcast contradictory messages, calling for peace talks with Israel and issueing threats of launching a military strike to liberate the Golan Heights from Israel. The threats are apparantly aimed at reasserting Syria's demand for all of the Golan Heights. Syria remains a staunch Hizbullah supporter, providing a weapons transfer route to terrorists in southern Lebanon. Syria’s tenacious pro-Hizbullah position may result in Assad’s regime working towards
arming Hizbullah with a nuclear device, Vice Premier Shimon Peres told Israel Radio Tuesday. He said that if Iran achieves nuclear independence, other nations in the region will be armed with nuclear technology as well.

Iranian Nuclear Concerns Mounting in Jerusalem

Further complicating concerns in Jerusalem regarding Iranian efforts to achieve nuclear capabilities was the recent announcement by North Korea that it successfully tested a nuclear weapon. Israeli officials fear the technology will make its way to Tehran, further speeding up Iranian President Mahmoud Ahmadinejad’s schedule vis-a-vis his country building a nuclear weapon. Ahmadinejad has repeatedly rejected demands by the international community and the UN to halt the nuclear program, insisting his country plans to use nuclear technology for medical and humanitarian purposes only. Israeli concerns regarding Tehran are mounting as the international community is taking a passive approach to Iran’s defiance of the international community’s call to halt the nuclear program. The White House has signed a law permitting sanctions against Iran but the European Union (EU) and other nations favor diplomatic talks, leaving America and Israel alone in their quest for more significant action. EU Foreign Minister Javier Solana is an outspoken proponent of dialogue with Iran, firmly opposing sanctions of any kind.

Did North Korea Test a Nuclear Device?

North Korea recently test-fired seven missiles, including the firing of a long-range ballistic missile in July. American experts are cautiously analyzing the North Korean declaration that a nuclear device was successfully fired; with scientists explaining they are unconvinced that Pyongyang has the technology to produce a nuclear weapon small enough for the missile delivery system. That said, the Americans are unwilling to discard the North Korean declaration, and efforts to study the data are ongoing, in the hope of reaching a definitive conclusion regarding North Korea’s nuclear status.

UN Security Council Condemns N. Korea, But No Sanctions

United States United Nations Ambassador John Bolton took a firm approach in the urgent Security Council session on the matter, with America calling for a total embargo on materials that could be used for N. Korea’s nuclear program, as well as inspections of ingoing and ongoing cargo.When asked if his country would back sanctions, China’s UN Ambassador Wang Guangya stated the door remains open for a diplomatic solution.The Security Council voted unanimously to condemn North Korea, with US President George W. Vice Premier Peres: Economic Sanctions Would be Futile

Speaking to Army Radio on Tuesday morning, Vice Premier explained that like North Korea, Iran is a very poor country explaining that economic sanctions will have little or no impact on the economy since there is widespread hunger in any event. Peres further explained that nuclear technology may make its way from Southeast Asia to Iran, as well as to terrorists who may strike against Israel. There is a worldwide problem par excellence, stated Peres, emphasizing the current realities are far more comprehensive and troublesome than just being an Israeli or regional problem.

Jerusalem Seeking a Firm Response to Iranian Defiance

European Union faces TB crisis


About 1.7 million people die from TB globally each year Drug-resistant strains of tuberculosis in Eastern Europe and central Asia are putting EU states at risk of a deadly outbreak, health officials have warned. The Red Cross called it the most alarming tuberculosis situation since World War II and urged EU leaders to do more to combat the threat. The World Health Organization (WHO) said the hottest zones of new strains were all on the borders of the EU. Of 450,000 cases in Europe and central Asia annually, 70,000 are new strains.

UK to join killer asteroid hunt


A prototype telescope has been built at Haleakala in Hawaii UK astronomers are to join a search for Earth-threatening asteroids measuring less than 1km (0.6 miles) across. Researchers from three universities have signed an agreement to use one of the world's most advanced telescopes - the Pan-Starrs observatory in Hawaii.

Pan-Starrs, sited on the island of Maui, is equipped with a huge digital camera. While searching for near-Earth asteroids, it will build up the most detailed image yet of the Universe. This will enable astronomers to investigate small Solar System objects and search for exploding stars, to produce three-dimensional maps of galaxies and dark matter, to measure the properties of dark energy and to investigate how galaxies have evolved. Researchers from the University of Durham, Queen's University Belfast and the University of Edinburgh have signed an agreement to start using the facility. The current generation of search telescopes are designed for the objects about 1km across and larger, because if one of those hits, it could cause instant global climate change, said Alan Fitzsimmons, a professor of astronomy at Queen's University Belfast.

The smaller objects need a larger telescope and a more efficient camera system - they're the kinds of objects Pan-Starrs has been designed to detect. Even though they're smaller and don't cause as much damage, there are more of them and they hit more frequently.

Eye on the sky

Although sub-1km asteroids might not cause devastation on a global scale, they could cause death and destruction at a local and regional level, potentially wiping out millions of lives. The last significant event like this occurred in 1908, when an asteroid or comet exploded above the Tunguska region of Siberia. The area was sparsely populated and, as a result, did not cause extensive loss of life.The biggest asteroids are easy to spot; the smaller ones less so But a similar explosion over an urbanised area could have more dramatic consequences.Dr Fitzsimmons and his colleagues at Queen's will head up UK efforts to identify potentially deadly
asteroids.

Researchers at Durham and Edinburgh will primarily work on imaging more distant objects in the Universe as well as studying the evolution of galaxies. John Peacock, professor of cosmology at Edinburgh University, commented: Pan-Starrs will be an amazing tool for studying the make-up of the Universe. It will let us measure the properties of dark matter and dark energy in many different ways, more precisely than ever before.The planned Pan-Starrs telescope will use four 1.8m telescopes. A prototype telescope called PS1 has been built on the Haleakala volcanic peak in Hawaii.

MEXICO CITY - Tropical storm Norman formed far off Mexico's Baja California coast on Monday, but was expected to lose strength as it headed toward land.Norman, located about 650 miles southwest of the southern tip of the Baja peninsula, had winds of about 44 mph and was moving roughly north at about 7 mph, according to the National Hurricane Center in Miami, Florida.The storm was expected to take an eastward turn and weaken to tropical depression status or lower during the next few days.

WASHINGTON (Reuters) - Many Americans could see lower home heating bills this winter with milder-than-normal temperatures expected from the West to the Northeast, U.S. government weather forecasters said on Tuesday.

A year after the contiguous United States experienced its fifth warmest winter on record, the National Oceanic and Atmospheric Administration (NOAA) said the El Nino weather anomaly should keep most of the frigid cold air in Canada.If you like cold weather then you might not be too happy this winter, said Michael Halpert, lead forecaster at NOAA's Climate Prediction Center. Typically with El Nino winters we just don't see...any of those real cold arctic blasts come down.NOAA said weak El Nino conditions will persist through the winter and could even increase to a more moderate level. El Nino, Spanish for the little boy, is an abnormal warming of water in the Pacific Ocean every three or so years that can wreak havoc on global weather patterns.

Forecasters said they expected El Nino to bring warmer-than-average temperatures across much of the country including the West, the Plains, the Midwest, the northern mid-Atlantic and most of the Northeast. Florida will see average temperatures and should be spared freezes that could threaten the state's citrus crop.For the winter season December through February NOAA also forecast average temperatures for the rest of the Southeast. But conditions in the southern mid-Atlantic, the Tennessee Valley and much of Texas could not be predicted.Temperatures across the United States are expected to be slightly cooler than 2005/2006, but only because the winter season last year was unusually warm.This is good news for consumers in the Midwest who depend mostly on natural gas for home heating.NOAA's forecast was released at the same time as the U.S. Energy Administration's winter energy outlook, which said the average U.S. household's winter heating oil bill is forecast to rise 6.3 percent from a year ago while natural gas prices should decline 12.5 percent.Without any surprises we anticipate that this year will be easier on consumers than last year,said EIA Administrator Guy Caruso.

The southern United States should see the lion's share of rainfall thanks largely to El Nino, which is likely to push the jet stream, the main storm track, south.Texas and Arizona, stricken by extreme drought, will get some much-needed relief with above-average rainfall expected across southern California through Texas and into the lower Atlantic Coast.However, NOAA said the rainfall pattern could deprive Washington, Oregon and Idaho of precipitation, resulting in drought throughout that region. The Northern Rockies, which also is mired in severe and extreme drought, and the Tennessee Valley could see drier-than-average conditions.I suspect even if this is a dry winter it won't be catastrophic,said Halpert.U.S. government forecasters will update their winter forecast on October 19.

MANILA (AFP) - Three undersea earthquakes, one of them measuring 6.0 on the Richter scale, were recorded in the sea between the Philippines and Taiwan, the US Geological Service has said.The quakes were recorded over a 14-hour period between Monday and Tuesday, the USGS said.The latest registered 5.1 on the Richter scale at 8:00am (0000GMT) with the epicenter some 212 kilometers (132 miles) west of Basco, the capital of the Philippines' Batan islands near southern Taiwan.A 6.0-magnitude quake also struck the sea some 206 kilometers (128 miles) west of Basco at 6:01pm (1001 GMT) Monday, while a 5.7-magnitude quake was plotted some 217 kilometers (135 miles) west of Basco at 7:08pm (1108 GMT) Monday.

The Philippine Institute of Volcanology and Seismology confirmed the quakes and said they were probably caused by a movement of the undersea Manila Trench.

There were no reports of injuries or damage in the Batan islands, an isolated, sparsely populated region north of the main Philippine island of Luzon.The Philippines is part of the so-called Ring of Fire of volcanic islands along the western rim of the Pacific Ocean that sit on unstable earth plates and are prone to earthquakes.Although about 10 quakes hit the Philippines every day, few are felt. Only three major, destructive tremors have been recorded in more than 30 years, according to the institute.

OCOTILLO WELLS, Calif. - A mild earthquake rocked a remote corner of northeastern San Diego County on Monday, but there were no reports of any damage, authorities said. The 4.0 temblor struck at 1:26 p.m. and was centered in a state recreation area about eight miles northeast of the rural town of Ocotillo Wells, according to the California Integrated Seismic Network.The quake was triggered by movement on the San Jacinto fault, which runs parallel to the San Andreas.

The 1968 nuclear Non-Proliferation Treaty recognizes Nuclear Weapons States as countries which have created and detonated a nuclear weapon or other explosive device prior to Jan. 1, 1967. There are five NWS nations: U.S., Russia, China, United Kingdom and France. Three countries Israel, India and Pakistan are not part of the NPT, but are considered holders of nuclear weapons technology.

What Is The Background On North Korea's Threat Even before this latest threat, the North Korean nuclear crisis has been growing over sharp rhetoric and bold moves by the communist nation in recent years, and has led to increased tensions between the North and South Korea, Japan and the United States. The diplomatic standoff has raised fears of another nuclear crisis on the Korean Peninsula like one in 1994 that some say nearly led to war.

Why Is North Korea A Threat?

Since the latest nuclear tensions erupted, North Korea has become the first country to withdraw from the nuclear Non-Proliferation Treaty and has reactivated a 5-megawatt nuclear reactor at Yongbyon. Not only does this facility produce raw materials that could be used for atomic weapons, but Pyongyang also claims to have reprocessed 8,000 spent nuclear fuel rods that had been in storage since 1994. If that's true, they would provide North Korea with enough plutonium to build six to eight nuclear weapons, in addition to the one or two it is believed to have at present.

What Are The Effects Of A Nuclear Bomb?

Since their development in the 1940s, nuclear weapons have long been feared for their incredibly destructive and deadly power. It is difficult to project exactly the outcome of a nuclear detonation because of the many variables associated with dropping such a bomb. But the results would definitely be of disastrous proportions. North Korea has enough plutonium for up to seven bombs: intelligence Mon Oct 9, 9:41 AM ET

SEOUL (AFP) - North Korea is believed to have stored up to 40 kilograms (88 pounds) of plutonium, enough to make as many as seven nuclear bombs, South Korea's intelligence chief has been quoted as saying.

Kim Seung-Gyu, head of the National Intelligence Service, also reportedly told parliament that the North might carry out further nuclear tests following Monday's one.

North Korea is believed to have stored some 30 to 40 kilograms of plutonium,he was quoted as telling parliament's intelligence committee on Monday.Chung Hyung-Keun, an opposition Grand National Party lawmaker who serves on the committee, quoted the
intelligence chief.

The 40 kilograms includes 10-12 kilograms that it had secured before it opened its nuclear facilities in Yongbyon, 90 kilometers (56 miles) north of Pyongyang, to International Atomic Energy Agency inspectors, Kim said.As one bomb needs five to six kilograms of plutonium, North Korea would be able to make up to seven atomic bombs, Chung told journalists.We cannot rule out the possibility of the North carrying out further nuclear tests as Pakistan, for example, carried out six nuclear tests, he said.

Under the leadership of former KGB commander President Vladimir Putin, Russia is reasserting its traditional hostility towards Israel.

On Tuesday, Russian military engineers landed in Beirut. Their arrival signaled the first time that Russian forces have openly deployed in the Middle East. In the past Soviet forces in Syria and Egypt operated under the official cover of military advisers.Today those advisers are engineers.The Russian forces, which will officially number some 550 troops, are tasked with rebuilding a number of bridges that the IDF destroyed during the recent war. They will operate outside the command of UNIFIL. Mosnews news service reported on Wednesday that the engineers will be protected by commando platoons from Russia’s 42nd motorized rifle division permanently deployed in Chechnya.

According to the report, these commando platoons are part of the Vostok and Zapad Battalions, both of which are commanded by Muslim officers who report directly to the main intelligence department of the Russian Army’s General Staff in Moscow. The Vostok Battalion is commanded by Maj. Sulim Yamadayev, who Mosnews refers to as a
former rebel commander.

With the deployment of former Chechen rebels as Russian military commandos in Lebanon, the report this week exposing Russia’s intelligence support for Hizbullah during the recent war takes on disturbing strategic significance. According to Jane’s Defense Weekly, the Russian listening post on the Syrian side of the Golan Heights provided Hizbullah with a continuous supply of intelligence throughout the conflict. Much still remains to be reported about the impressive intelligence capabilities that Hizbullah demonstrated this summer.

But from what has already been made public, we know that Hizbullah’s high degree of competence in electronic intelligence caused significant damage to IDF operations. Now we learn that Moscow stood behind at least one layer of Hizbullah’s intelligence prowess. Moscow’s assistance to Hizbullah was not limited to intelligence sharing. The majority of IDF casualties in the fighting were caused by Russian-made Kornet anti-tank missiles that made their way to Hizbullah fighters through Syria. Indeed, as we learn more about Russia’s role, it appears that Russia’s support for Hizbullah may well have been as significant as Syria’s support for the terror organization. EU Condemns North Korea's Nuclear Test But Will Not Cut Humanitarian Aid


KUALA LUMPUR, Oct 9 (Bernama) -- The European Union (EU) condemns North Korea's nuclear test but will not cut off humanitarian aid to the country, said its Commissioner for External Relations and European Neighbourhood Policy Benita Ferrero-Waldner.She said the test was absolutely against the non-nuclearisation of the Korean peninsula and hoped the test will be suspended immediately and North Korea will come back for the six-party talks and engaged with the international community.
However, the European Union would not suspend humanitarian aid to North Korea because the aid was going to the poorest of the poor,she told reporters here Monday.For the time being we are not considering that, but we have to see the evolution of the situation,she said but added that the development aid had been stopped.

Ferrero-Waldner is on a one-day visit to Malaysia to meet Foreign Minister Datuk Seri Syed Hamid Albar and the chairman of the Asean Eminent Persons Group Tun Musa Hitam to discuss bilateral and regional issues of mutual concern.She said EU's
assistance to North Korea has already been reduced to 10 million euros in humanitarian aid this year from 21 million euros in 2005.

Pyongyang announced Monday that it detonated its first nuclear device underground.Earlier, Ferrero-Waldner met Syed Hamid in Putrajaya and described the meeting as very excellent and held in a very good atmosphere.I want to see where we can strengthened our relations with Malaysia and with Asean as a whole. Mandelson backs trade deals plan

European Commissioner Peter Mandelson has defended EU plans to press ahead with trade deals with individual countries while wider world trade talks have been suspended.The Trade Commissioner used a speech at the London School of Economics to insist that bi-lateral trade arrangements did not undermine the search for a new multi-lateral World Trade Organisation accord.Mr Mandelson has been accused by free trade campaigners of trying to keep protection barriers in place, contributing to the suspension of the current round of world trade talks last July.But now he insists that the EU was committed to getting the WTO talks resumed and completed, putting in place a multi-lateral global trading system.

Meanwhile, the aim was a series of bi-lateral free trade agreements, targeting countries with market potential for Europe -particularly the emerging markets in Asia.The two strategies went hand in hand and were not mutually exclusive, said Mr Mandelson.He dismissed fears that an active EU bi-lateral trade policy was a quick political fix distracting politicians from the bigger picture of a global trade deal.Bi-lateral trade agreements are not new in EU trade policy. Jerusalem (CNSNews.com) - Thousands of Christian Zionist tourists who are visiting here this week are giving Israel a much needed boost and signaling a major recovery of Israel's tourism industry following the Israeli-Hizballah war this summer, Israel's Tourism Minister Isaac Herzog said. Prior to the war in Lebanon, the Israeli Tourism Ministry had predicted that 2006 would be a record year for tourism with some 2.7 million tourists visiting the Holy Land.

Tourism was rebounding after a sharp decline during the first few years of the Palestinian intifadah. The 34-day Israeli-Hizballah war in Lebanon when Israel was hit by more than 4,000 Hizballah rockets scuttled hopes of achieving that goal.But the International Christian Embassy Jerusalem's annual Feast of Tabernacles surprised both Herzog and organizers by drawing more than 5,000 Evangelical Christians from around the world to Jerusalem for this holiday week.

For Israel it's a sign that country can return to droves of incoming tourism,Herzog told journalists after welcoming thousands of the pilgrims during a meeting in Jerusalem Sunday evening.The post-war period was [marked by] cancellations of major groups because people were not sure how the situation is and whether it [had] stabilized,Herzog said.

There has been a drop of about 40 percent in tourism during the last three months but Israel is hoping it will pick back up again this fall, he said.That's why this event is so important to us because it shows a lot of strength,said Herzog, who added that he was overwhelmed by what he had seen at the Feast. It's a major recovery and take into account its people from 80 nations...[it's] absolutely incredible.Organizers of the annual conference were also astounded by the turnout, said ICEJ spokesman David Parsons. Because of the war, they had anticipated a maximum of 3,500 tourists. We were very surprised and very proud of them,he said.

According to Parsons, Feast pilgrims are less likely to cancel because they are ideologically driven to stand with Israel.The Christian Embassy represents millions of Christians from more than 125 nations who share a love and concern for Israel and the Jewish people,according to the group's brochure. They also believe that the Bible promises the entire Land of Israel, including Jerusalem, as an eternal inheritance for the Jewish people.At the opening ceremony in the desert on the shores of the Dead Sea, thousands of pilgrims sang songs under a full moon during a program on Saturday evening.ICEJ director Malcolm Hedding said that the ICEJ staff thought people might be scared away from the Feast this year. Never, a pilgrim shouted from the audience.

We were wrong, Hedding said. We want to say it is a miracle that God has brought thousands of Christians from every corner of the world...to declare that Israel, you are not alone and when you are heartbroken and under threat of war, we will come and stand by your side and declare our [support] for you.The ICEJ, which sponsors many programs throughout the year to help local Israelis and new immigrants here, also gave about half-a-million dollars through Israeli social workers and non-profit organizations and to churches in northern Israel to help Israelis during and after the war.The ICEJ celebration, which coincides with the Jewish holiday of Succoth, is the largest annual tourist event in Israel, organizers said. The pilgrims are expected to pump some $18 million into the local economy, accounting for more than 16,000 hotel room nights.

But Herzog said there is a value in the Christian support for Israel that goes beyond the tourism.Its only natural...we are seeking friends and allies all over the world... We feel [sometimes] that our case is not understood or heard fairly,said Herzog. Largest Priestly Blessing Crowd Since Temple Mount Liberation

A record number of Jews gathered Monday at the Western Wall of the Temple Mount in Jerusalem's Old City for the traditional massive Birkat Kohanim, priestly blessings.

The ceremony has become a tradition ever since the liberation of the Temple Mount
during the Six-Day War in 1967 and is seen as an observance of the Jewish obligation to make a pilgrimage to Jerusalem and the Holy Temple three times a year, on Pesach (Passover), Shavuot (Pentecost) and Sukkot (Tabernacles). During the weeklong
Pesach and Sukkot holidays, the ceremony is held on the second of the Hol haMoed (intermediate) days.

Hundreds of kohanim, Jews who trace their lineage to Aaron, the first High Priest, stood closest to the Western Wall to take part in the special blessings. Attending the Western Wall prayers Monday were Chief Rabbis Shlomo Amar and Yonah Metzger, as well as Western Wall Rabbi Shmuel Rabinovitch. Rabbi Rabinovitch told Arutz-7 that Monday's priestly blessing marked the largest such gathering for prayers at the site since the first Sukkot after the Six Day War. Police were forced to close the gates leading to the Western Wall Plaza due to its being filled to capacity by worshippers. The blessing, however, reaches those stuck outside the plaza as well, obviously,Rabbi Rabinovitch said. He added that many of those packing the plaza were not outwardly observant.

Many secular Jews have adopted the custom of making a pilgrimage to the Western Wall on the holiday,he said.The Birkat Kohanim is a part of daily prayers in Israel, but is only recited on holidays in most communities outside Israel. The blessing given appears in Numbers 6:23-27:

Ascending today, even as the Holy Temple is not standing, broadcasts a message reminding the entire world and first and foremost Israeli society, that the Temple is the center and the heart of the Jewish nation, Ariel said. And we still expect and are prepared to rebuild it.Visits for Jewish men and women who wish to ascend the Temple Mount in accordance with Jewish law are being offered over the course of the Sukkot Festival. Strong quake rattles southern Taiwan 2 hours, 14 minutes ago

TAIPEI (AFP) - An earthquake measuring 6.4 on the Richter scale has rocked southern Taiwan, but there were no immediate reports of damage or casualties. The Seismology Centre said Monday data showed the quake could be felt by residents in much of southern Taiwan.Our building swayed for a while, a police officer in the southern city of Kaoshiung told AFP.The tremor struck at 6:01 pm (1001 GMT) with its epicentre 156 kilometers (94 miles) southwest of Kengting, a popular coastal resort in southern Taiwan. It originated 47 kilometers under the sea.

A second quake with a magnitude of 5.7 hit at 7:08 pm (1108 GMT), according to the US National Earthquake Information Center, but Taiwan's seismologists said the tremor, 214 kilometers south of Kaohsiung, was not felt.Taiwan, which lies near the junction of two tectonic plates, is regularly shaken by earthquakes.The country's worst, a 7.6-magnitude quake, killed about 2,400 people in September 1999.

Deadly storms ravage Japan

Forty-four people are dead or missing after a spell of bad weather over the weekend in Japan, in which three boats capsized in rough seas and mountain climbers were lost in storms.Today, waves swept over a private recreational fishing boat carrying 15 people near Kozu island, south of Tokyo, an official at the Japan Coast Guard said.Eight of those on board were rescued, but two others died later in hospital and five were still missing, he said.The captain jumped into the water to get people back to the boat's edge every time a big wave hit them and tried to drift them away,a witness who talked to the captain said.But when one last big one hit, he lost some of them, the witness, who was not identified, told public broadcaster NHK.

It was the latest accident caused by a large-scale low pressure front that swept across Japan two days ago.The Panamanian-flagged 98,587-ton Giant Step freighter caught fire on Friday and ran aground off Japan's Pacific coast. Two Indian sailors have been confirmed dead and eight others are missing, a coast guard official said.A separate search operation continued in northern Japan for 15 crew members whose fishing boat was stranded off Onagawa in Miyagi prefecture in stormy waters on Friday.

The coast guard recovered the body of one sailor yesterday.The low-pressure front also caused storms in mountains over the weekend, and at least two people died in central Japan, police said.A party of seven climbers called for help yesterday evening from a mountain on the border between Nagano and Toyama prefectures.

Rescuers found one woman dead on the mountain at a height of about 2,700 meters, and another woman died as she was being brought down, he said.The remaining five climbers were still in mountain huts and a bivouac, he said.The rescuers could not get the climbers down today because the weather was still too harsh,a police spokesman said.Another party of four, two men and two women, were lost in a mountain of central Gifu prefecture. EU has limits in respecting Muslim traditions, says Frattini

The vice-president of the European Commission Franco Frattini has said Europe can only respect Muslim traditions if they do not contradict the bloc's own basic values, such as freedom of speech or equality between men and women. We are not governed by sharia, after all,he said in an interview with the Italian daily La Repubblica published on Monday (9 October).Mr Frattini, in charge of the justice and security portfolio, has among commissioners been the most outspoken critic of the recent reaction in the Muslim world to a speech by Pope Benedict XVI suggesting links between Islam and violence.Referring to the controversy, Mr Frattini told La Repubblica that both European political and cultural leaders and moderate Muslim authorities should have condemned threats to the pope after his speech.

Bush condemns North Korea's claimed nuclear weapons test

WASHINGTON (CNN) -- President Bush on Monday condemned North Korea's claimed nuclear weapons test and said the international community will respond.Bush said North Korea is one of the world's leading proliferators of missile technology including transfers to Iran and Syria. The transfer of nuclear weapons to states or non-state entities would be considered a grave threat to the United States and we would hold North Korea fully accountable to the consequences of such action.Bush said the U.S. was still trying to confirm whether North Korea had actually tested a nuclear weapon as it claimed earlier Monday.China, a close ally of North Korea, denounced the claimed test as brazen, and South Korea said it would respond sternly to a move that experts said raised fears of nuclear terrorism and a regional arms race.

Security Council must take decisive action against North Korea over its nuclear weapons test, according to the Japanese Foreign Ministry.North Korea's ambassador to the U.N. Pak Kil-yon said the council should congratulate North Korea's scientists and researchers instead of [issuing] such notorious, useless and reckless resolutions or whatever the statement against North Korea.

Pak said the test was very, very successful and will contribute to the maintenance and guarantee of peace and security in the peninsula and the region.When asked if North Korea plans to conduct further tests, Pak told reporters that will be enough, you don't think so? Bush was expected to make a statement on the situation from the White House at 9:45 a.m. ET.When North Korea warned last week that it intended to conduct a nuclear test, international analysts said it could unleash a regional arms race and give a virtual green light to Iran, which the United States suspects wants to develop nuclear weapons. Experts also fear North Korea may allow terrorists such as al Qaeda access to its nuclear weapons technology.This immediately affects the calculations of South Korea, Taiwan, Japan, all of whom might decide that they need to have their own independent nuclear arsenal as well, said international security analyst Joseph Cirincione of the Center for American Progress. If North Korea gets away with this, Iran will be encouraged to go forward.

If confirmed, the test would be the first of its kind since Pakistan detonated an underground nuclear weapon in May of 1998, said Hans Kristensen of the Federation of American Scientists in Washington. North Korea would be the eighth nation to successfully conduct such a test, he said.North Korea has recently test fired seven missiles, including a long-range ballistic missile in July, but it's unknown whether Pyongyang possesses the high-technology expertise to construct a nuclear weapon small enough for a missile delivery system.On Wednesday, U.S. Assistant Secretary of State Christopher Hill said, North Korea can have a future or it can have these weapons. It cannot have both.Immediately following North Korea's announcement Monday, South Korean president Roh Moo-hyun said Pyongyang has broke the trust of the international community.Roh said it brought a severe situation that threatens stability on the Korean Peninsula and in northeast Asia.

Abe told the same news conference his country would work to make ways to implement action for a tough resolution. Australian Prime Minister John Howard suggested financial, trade and travel sanctions, saying a strong international response is called for.

CNN's Dan Rivers, speaking from the demilitarized zone between North and South Korea, said the key question now was what China which effectively allowed North Korea to exist economically would do. The apparent nuclear test was conducted at 10:36 a.m. (1:36 a.m. GMT) in Hwaderi near Kilju city, South Korea's Yonhap news agency reported, citing defense officials. South Korea's state geology research center detected a 3.58-magnitude artificial earthquake in a remote area of North Korea's North Hamgyeong Province, according to the news agency. Judging from the seismic tremor, the center said the power of the explosion was equivalent to around a half kiloton of TNT explosives, Yonhap reported. The field of scientific research in the DPRK (North Korea's official name) successfully conducted an underground nuclear test under secure conditions on October 9. ... at a stirring time when all the people of the country are making a great leap forward in the building of a great prosperous powerful socialist nation, said North Korea's state news agency, Korean Central News Agency.

CNN's Matthew Chance said that Moscow said Russian equipment in the area had confirmed an underground test.Defense Minister Sergei Ivanov said that the force of the blast was five to 15 kilotons. In Washington, White House Press Secretary Tony Snow said a North Korean nuclear test would constitute a provocative act in defiance of the will of the international community and of our call to refrain from actions that would aggravate tensions in northeast Asia.A U.S. military official told CNN that something clearly has happened,but the Pentagon was working to fully confirm the report. The U.S. Geological Survey Web site recorded a light 4.2-magnitude earthquake in North Korea at 10:35 a.m., about 385 kilometers (240 miles) northeast of the North Korean capital, Pyongyang.The nuclear test was conducted with indigenous wisdom and technology 100 percent. It marks a historic event as it greatly encouraged and pleased the KPA (Korean People's Army) and people that have wished to have powerful self-reliant defense capability, KCNA reported.It will contribute to defending the peace and stability on the Korean Peninsula and in the area around it.

China's reaction

China on Monday demanded Pyongyang stop any action that would worsen the situation, Reuters news service reports.The DPRK has ignored the widespread opposition of the international community and conducted a nuclear test brazenly on October 9, China's Foreign Ministry said in a statement on its Web site.The Chinese government is firmly opposed to this, the statement said. In Tokyo, the prime minister's office said Japan had established a task force to address the situation. Chief government spokesman Yasuhisa Shiozaki said if a nuclear test was confirmed, Japan would strongly protest it.Russian President Vladimir Putin condemned the claimed test, Russian news agencies reported, as Russia demanded North Korea rein in its nuclear program.On Friday, the Security Council warned North Korea against performing a nuclear test, citing unspecified action if it should do so.

South Korean eyed for top U.N. role

The Security Council also has called on North Korea to return immediately to six-party talks with China, Japan, South Korea, Russia and the United States. The United States and its allies have been urging North Korea to rejoin the talks aimed at persuading the reclusive Communist nation to abandon its nuclear arms program.On Monday, members of the U.N. Security Council were expected to select South Korean Foreign Minister Ban Ki-moon to succeed Kofi Annan as secretary-general of the world body.
