Small earthquake rattles Athens Sun Aug 6, 12:18 PM ET

ATHENS, Greece - A small earthquake rattled Athens early Sunday, causing no damage or injuries, authorities said. The magnitude 4.0 quake occurred about eight miles northeast of the capital, according to the Athens Geodynamic Institute said.Earthquakes occur frequently in Greece but rarely close to Athens.In 1999, a magnitude 5.9 quake that struck the capital killed 143 people and damaged thousands of buildings.Also Sunday, the Geodynamic Institute said a magnitude 5.3 quake occurred off the coast of southern Albania and jolted the northwest Greek city of Ioannina and nearby island of Corfu. No damages or injuries were reported.

Tirana. Two earthquakes shook the southern part of Albania and fortunately there were no victims, the Macedonian Makfax agency reports. The first quake was felt at 7:00 a.m. and was with magnitude of 4.6 on Richter scale.

The epicenter according to the seismological center in Tirana was on 4 km from the town of Saranda. The second tremor with a magnitude of 4.7 on Richter scale was registered at 9:49 a.m. at 6km from Himara in Ionic Sea. There is no info for human loss of lives and for the material damages so far.

SEOUL (Reuters) - More than 800 North Koreans are dead or missing after major rain storms and flooding that damaged homes and farmland, a pro-North newspaper published in Japan reported from Pyongyang on Monday.

Three major storms drenchedNorth Korea in July, washing away crops and raising the possibility of famine in a reclusive country that already battles chronic food shortages.

The Choson Sinbo said that as of July 17 that 549 people were killed, 295 went missing and 3,043 were injured in the storms.The International Federation of Red Cross and Red Crescent Societies said last Friday that flooding in the second week of July had killed 151 people and left 29 missing.Heavy rains fell in parts of (North Korea) between July 14 and 16 and caused major damage, Choson Sinbo said in a report posted on its Web site (www.korea-np.co.jp).

The floods affected 28,747 families, 7,500 of which saw their homes destroyed, it said.Nearly 24,000 hectares of farmland were damaged either by flooding or being washed away, the report said. The area is equivalent to about 1.3 percent of the North's arable land, according to data published by the South Korean government.North Korea has said in its official media that the storms left
hundreds dead or missing.

North Korea has turned down aid offers from South Korea's Red Cross to help it cope with flooding, but a North Korean official was quoted as saying last week the country would not refuse help if it came with no strings attached.The U.N.

World Food Program has said the North had declined its offer of help, saying it would deal with the problem on its own.South Korea told the North in talks just preceding the storms that it would withhold food aid until Pyongyang returned to stalled talks on ending its nuclear weapons program.Private groups in the South have been urging the government to restart humanitarian assistance and said they were preparing an aid package for the North.

EL PASO, Texas - With only a slight chance of showers in the forecast, recovery and cleanup efforts were under way Sunday as

this desert city slowly dried out from more than a week of flooding storms. More than 15 inches of rain — nearly twice the annual average — has fallen in El Paso since July 27, City Manager Joyce Wilson said.The deluge sent mud and rocks cascading into some parts of the city, destroying as many as 300 homes and causing an estimated $100 million in damage, Wilson said.So far, about half of the damage has been reported on the west side of the city and county, where quickly rising water and rock slides flooded homes and all but washed out some roads last week, Mayor John Cook said.

One flood-related death was reported, when a contractor clearing a flooded road was hit by a tractor-trailer, authorities said.Cook said the U.S. Army Corps of Engineers assured him an earthen dam that had threatened to burst in Ciudad Juarez, Mexico, and flood downtown El Paso last week would hold.Engineers have determined that none of the city's drainage systems, dams or reservoirs failed, Wilson said.Three emergency shelters remained open Sunday but officials anticipated closing two by Monday.

State officials have asked President Bush to declare El Paso a disaster area, a necessary step for the Federal Emergency Management Agency to begin providing aid.

ADDIS ABABA (Reuters) - Floods killed about 150 people in eastern Ethiopia when heavy rains caused a river to burst its banks, sending a wall of water into a town that killed most of the victims as they slept, police said on Sunday. Floods from the overflowing Dechatu river hit Dire Dawa town in the middle of Saturday night while residents were sleeping,police inspector Benyam Fikru told Reuters.The death toll has now reached 150.Rescuers from the police and army launched an operation early on Sunday, Benyam said, using bulldozers to dig through the sandy river banks in search of more corpses.We may call off the search as evening approaches and then resume the operation in the morning,he added.Some 220 homes had been destroyed by the floods, Benyam said, and 90 people have been released from hospital after treatment, although four remained there with serious injuries.

Benyam said a store of coffee destined for export was also swept away when the floods hit the town, located in Ethiopia's lowlands, 525 km (326 miles) east of the capital Addis Ababa.The destruction caused to property could run into millions of dollars,the police inspector said. The estimate is being worked out and will be released as soon as possible.Heavy rains in Ethiopia's highlands during the June-August season usually cause rivers in lowland areas to overflow.Last week, government officials said some 15,000 farmers had been rescued from flooded villages and taken to safe areas.

MANILA, Philippines - A volcano in the Philippines sent six explosions of ash about a half mile into the air Monday, prompting authorities to warn that an eruption appeared imminent and to evacuate tens of thousands of people. The Philippine Institute of Volcanology and Seismology raised the alert for the 8,118-foot Mayon volcano to Level 4, the second-highest level. Officials also extended the government's permanent "danger zone" from 4.3 miles to 5 miles on the volcano's southern side.

About 35,000 villagers were being evacuated Monday, and an additional 20,000 people will be moved out if there is a major eruption, said Gov. Fernando Gonzalez of Albay province, about 210 miles southeast of Manila on Luzon island.Classes were immediately suspended in parts of Legaspi city, the provincial capital. Army trucks and government vehicles have been deployed to ferry residents to 34 evacuation centers, officials said.Those evacuated included people who have ventured back to the danger zone to tend crops in the fertile volcanic soil.I survive by tending that farm and I have lived here all my life, said Gerry Losentales, an 87-year-old farmer, as soldiers helped him board an army truck in his village of Mabiniet. I hope the government can help me now.

Lava began flowing from the volcano on July 14 and has been slowly extending down Mayon's slopes. Before the explosions Monday, volcanologists said they had detected 21 low-frequency volcanic earthquakes over the previous 24 hours.

Last week, the government deployed troops to keep sightseers away from the edge of advancing lava. Renato Solidum Jr., head of the volcanology institute, has said the danger could come from a collapse of the lava dome or sudden explosive eruption that could send pyroclastic flows — clouds of superheated gas and ash — racing down the volcano's slopes.Mayon is one of the Philippines' 22 active volcanos. Its most violent eruption, in 1814, killed more than 1,200 people and buried a town in mud. A 1993 eruption killed 79 people.The Philippines is in the Pacific Ring of Fire,where volcanic activity and earthquakes are common.

Thousands flee imminent Philippines volcano eruption 48 minutes ago

LEGASPI, Philippines (AFP) - Thousands of people were being moved out of their homes in the central Philippines on Monday in the face of the imminent eruption of the rumbling Mayon volcano, officials said. Volcanologists previously said an explosive eruption by Mayon, one of the country's most active volcanoes, could threaten the lives of about 60,000 people.We have to finish this by 12:00 noon (0400 GMT) to avoid incidents. These are orders from the Provincial Disaster Coordinating Center,Legaspi city mayor Noel Rosal said as he supervised the evacuation of 10,500 residents from four villages on Mayon's lower slopes.

The region was rocked early Monday by five successive volcanic blasts within 40 minutes, followed by a fountain of lava from

Mayon's crater, he said on local radio.By mid-morning the peak was covered in a dark cloud of volcanic material rising several kilometers (miles) above the crater.The government's seismology institute on Monday raised a five-step volcano alert over Mayon at the next-highest level of 4, meaning an eruption could occur within days.It began abnormal activity in February, and started emitting small lava flows on July 15.Materials thrown from the crater of the 8,070-foot (2,460-meter) mountain could threaten anyone within an eight-kilometer (five-mile) radius, the Philippine Institute of Volcanology and Seismology said in an advisory.

It advised local officials in the central province of Albay to order the evacuation of 28 areas around the mountain, including parts of Legaspi city and the towns of Camalig, Daraga, Ligao, Malilipot, Santo Domingo and Tabaco.Areas just outside of these (villages) should prepare for evacuation in the event explosive eruptions intensify,it said.Mayor Rosal said government vehicles are rounding up residents of the farming hamlets of Mabinit, Bonga, Matanag and Buyuan.We are just waiting for them to gather some of their things before we take them to the major evacuation centers,he said.Evacuations were also underway in the other threatened villages.

The mayor said the mild lava eruption last month gave us ample lead time to prepare the evacuation centers, mostly schools and other government buildings beyond the volcano danger zone.They were stocked with food and sleeping facilities while tap water and electricity connections were provided.Asked if any residents were refusing to leave, Rosal said: Some are reluctant to leave.

Mayon has had 47 eruptions in recorded history, the latest being a mild outpouring of lava in June 2001.The volcano with a near-perfect cone buried the town of Cagsawa in the 19th century, killing an estimated 1,000 people.

Doubts over UN plan to halt fighting

Attempts to bring about an end to the fighting between Israel and Hizbollah fighters based in Lebanon appeared to stall yesterday.

A draft United Nations resolution was rejected by the Lebanese government, which said it was one-sided and failed to consider its own proposals for ending the conflict.Under the Franco-American plan there would be no call for an immediate ceasefire, Israel would be allowed to continue defensive military operations and its soldiers would be allowed to remain in southern Lebanon until an international force is deployed.Government officials in Beirut, said to have the backing of other capitals in the Middle East, argued it would have the effect of legitimising Israel's occupation of southern Lebanon.

The Israeli government is reported to be broadly satisfied with the draft resolution. Meanwhile, a Hizbollah rocket attack on north east Israel yesterday killed 12 people and injured 12 others.According to the Independent, foreign secretary Margaret Beckett is preparing to fly to the UN to press for humanitarian corridors to be established to get aid to the Lebanese.The Guardian reports that
the Iranian government has described Tony Blair and George W Bush as co-defendants in war crimes committed by Israel.

Conservative leader David Cameron has also intervened in the debate to say that elements of Israel's actions have been disproportionate.The Mirror reports on a poll of 221 MPs by the Ceasefire Group. It found 204 of those MPs, including 119 Labour
members, were in favour of an immediate and effective ceasefire.

Radio microchip implants excite some, alarm others

IMPLANTABLE microchips such as the VeriChip (left) store data electronically. The technology is available from Applied Digital Solutions Inc. (VERICHIP CORP.) IN ONE of our stark nightmares of a Big Brother future, everybody on the planet is implanted with a microchip that carries the facts about your identity, medical history, DNA and tracks your movements under the watchful eye of a supreme authority.

Relax. It's not possible. Not the tracking part anyway. A radio frequency identification (RFID) chip merely carries a number. That number can be read by a scanner that leads to a database of information, possibly about you, or in the case of merchandise, information about pricing or other relevant data. The scanner needs to be 3 to 6 inches away from the chip. It cannot track your movements.

This is a huge misconception. It's not GPS (global positioning system). It merely tags you if there's a reader in range,said Will Smith, editor of RFID Update, the industry's daily online bible. RFID chips are becoming more mainstream. They are used to identify animals. They are used by retailers such as Wal-Mart to improve inventory management. But some say the mere existence of technology to implant microchips in humans, even if for voluntary use, bodes ill for the future.

And there already are voluntary uses for implanted chips.

Today, VIP members of the Baja Beach Clubs in Barcelona, Spain, and Rotterdam, Netherlands, can pay for drinks by having management scan a VeriChip Corp. microchip they have voluntarily had implanted in their hands as a distinguishing mark of their
premier level of membership.

In Cincinnati, CityWatcher.com, a video surveillance company, requires its employees to maintain strict security standards. One of the means it offers them as an option is a microchip implanted in their upper right arm, which is read by a scanner when they enter a sensitive area.

Two employees accepted.Scott R. Silverman, chief executive officer of Applied Digital Solutions Inc., whose VeriChip subsidiary sells implantable chips, said in a June interview with Fox News Channel that his company's chip could be used to register foreign workers and their identities at the U.S. border. He had discussed RFID technology with Washington leaders for use in a guest worker program, he also disclosed.

Since the technology cannot track individuals, he was merely suggesting that foreign workers be chipped with their biometric information.

Is this an acceptable use of implantable chips?

The (RFID) industry was horrified,said Smith of RFID Update. We are constantly having to clean up after VeriChip and its sensational application.Three years ago, Silverman also proposed the use of implanted chips as a cashless payment system in
retail outlets.

Imagine going to a checkout counter and waving your hand instead of your credit card. It's an interesting idea no one can steal your identity and you cannot lose it like a card or a wallet. But the idea hasn't gained any traction in the world of commerce in the three years since he floated it.

VeriChip's firstquarter revenue did increase to $6.6 million, from $15,000 in the first quarter of 2005, propelled by two acquisitions, though its loss was $1 million. VeriChip filed a registration statement in December for an initial public offering of shares of its common stock, but has yet to set an IPO date.

Shares of parent company Applied Digital reached a 52week low of $1.40 on July 28.

The United Kingdom's IDTechEx forecast that the global RFID market value will be $2.7 billion in 2006 and will grow to $26.2 billion in the next decade. RFID tags in use currently are estimated at 1.3 billion this year and are expected to grow to 585 billion by 2016, the research company said. However, those implanted in humans are a minuscule amount in comparison.Meanwhile, the government of South Africa is currently researching the implanting of chips in prisoners. Farhad Aghdasi, who oversees the research program, said ethical issues can be overcome as the implants will be done only on those with a criminal record, according to SABC News.The state of Wisconsin recently outlawed the implantation of microchips against a person's will, although there was no obvious move to do so in that state. And Ohio is considering a similar law. Unfortunately, the language of the Ohio proposal assumes chips can track citizens' movements.

Implanted chips have long been used for identifying livestock and pets.

When a dog with an implant gets lost and some nice person finds it and takes it to the vet, the microchip in its neck connects to a centralized database, which ultimately can connect the dog to its owner. A major veterinarian in Thailand has recently complained about that country's unruly pachyderms and has proposed microchipping elephants in Bangkok, according to the IOL online news site.The cow and the dog do not complain.Their owners are grateful. But for people, it's a whole different story.

Fears, beliefs and biases are brought into play.

The American Civil Liberties Union, Electronic Privacy Information Center and researchers Katherine Albrecht and Liz McIntyre as well as some Christian fundamentalist groups have been outspoken on the subject.EPIC Executive Director Marc Rotenberg has been quoted saying workplace safety has become increasingly eroded. He complained that there were no laws and regulations surrounding the deployment of chips in humans or in inanimate objects.In the 1980s, you'd take a poly graph test to get a job. In the 1990s, it was drug testing. A little later on, it was reading your email. . . . Is the law going to create any zones of safety?he said on CNN's Lou Dobbs Tonight.In fact, the VeriChip microchip is encrypted. But as hackers get smarter, it's unclear how long your data will remain inviolate to all but the most crude attempts at intrusion.

The fundamentalist Christian cosmology holds that an Antichrist will rise up to enslave all people who have a mark on the right hand or on the forehead, deriving this belief from the verse Revelations 13:1618.RFID Update editor Smith doesn't see demand for implanted microchips being very great because people are not comfortable with the technology.They (VeriChip) keep coming up with new ideas for products, because they can't find markets that gain any traction because it creeps people out.

The benefits don't outweigh the creepiness factor,Smith said.

Even though RFID technology cannot track us and our movements, Thomas Frey, a futurist with the DaVinci Institute, said that in the future satellites will be hovering to track every individual; and each will have a unique signature that will be scanned by some technology of the future.This technology will be capable of picking out single individuals in crowds and recognizing them by their unique signature,providing there are no privacy barriers.That's a huge if.

Iran Defies UN Security Council, Expands Nuclear Program

Iran will broaden its uranium enrichment program, in defiance of a United Nations Security Council mandate to end it by August 31st or face possible sanctions.Top Iranian nuclear negotiator Ali Larijani said on Sunday that his country has rejected last week’s U.N. Security Council resolution. We will expand nuclear activities where required,” he said. “It includes all nuclear technology including the string of centrifuges.Iranian nuclear engineers use the centrifuges to enrich uranium. Enriched uranium can be used, among other things, to generate electricity – or to build a nuclear weapon, depending on the level of enrichment.Plans are on the table to install 3,000 centrifuges at the enrichment plant in the city of Natanz in central Iran by October. In February, Iran used a cascade of 164 centrifuges to produce low-grade enriched uranium.

The UN resolution sets an August 31 deadline for Iran to stop its nuclear activities. Political and economic sanctions may be considered if Iran does not cooperate.Larijani said his nation considers the resolution to be illegal,saying that it was contrary to the package of incentives to suspend its uranium enrichment program offered by Western nations two months ago.We won’t accept suspension,he said, adding that Iran would formally respond to the offer on August 22nd. The Islamic Republic said its nuclear program is geared for domestic use only. The United States has maintained that Iranian scientists are in the process of building an atomic weapon.Israeli security officials have said that the long-range rockets now being used to bomb Israeli cities in northern Israel are Iranian-made. The Hizbullah terrorist organization, which is at war with Israel, is heavily supported by the Islamic Republic of Iran.

BEIRUT, Lebanon Syria's foreign minister declared Sunday that a U.S.-French cease-fire plan was a recipe for the continuation of the war, between Israeli and Hezbollah, which he said the Jewish state cannot win. As he spoke, Israeli warplanes struck a few miles away in the Beirut's southern suburbs, a Hezbollah stronghold.Walid Moallem, on his first visit to Lebanon since Damascus ended a 29-year military presence in its smaller neighbor last year, said only a complete Israeli pullout would entice Hezbollah guerrillas to stop fighting.Arab League Secretary-General Amr Moussa landed in Beirut and told reporters at the airport that he came to consult with the Lebanese government on ways to stop the Israeli aggression on Lebanon.

He met with his Lebanese counterpart, Fawzi Salloukh, in the northern port city of Tripoli and said during that stop that Syria is ready for the possibility of a regional war if the Israeli aggression continues.Moallem said the U.S.-French draft resolution had adopted Israel's point of view only,and, underlining his support for Hezbollah, said that as Syria's foreign minister I hope to be a soldier in the resistance.Moallem's visit comes amid strained relations between Lebanon and Syria resulting from the Feb. 14, 2005, assassination of former Lebanese Prime Minister Rafik Hariri. A U.N. investigation has implicated several Syrian officials in the murder.Syria denied any involvement in the Hariri assassination, which led to an international isolation of Damascus.

Prompted by the crisis that followed Hariri's assassination, Syria withdrew its troops from Lebanon in April 2005, ending a 29-year military presence.

Tornado hits two towns in Manitoba, reports of injuries, damage 40 minutes ago

GULL LAKE, Man. (CP) - A tornado has cut a swath through southeastern Manitoba. There are unconfirmed reports of at least one death and four people missing.RCMP Sgt. Steve Saunders says he's heard the damage is extensive in the immediate area of the Gull Lake campground.Environment Canada severe weather meteorologist Dan Fulton says a funnel cloud was reported near Patricia Beach about 5:19 p.m. local time.

He says a few minutes later, there were reports it touched down.Fulton says it was
definitely a tornado that hit Gull Lake and Patricia Beach, small summer resort communities about 50 minutes north of Winnipeg.Fulton says there are reports of houses damaged, toppled trailers, uprooted trees and vehicles turned over.

PESHAWAR, Pakistan (AFP)At least 30 people died and many more are missing after a bridge collapsed in northwestern Pakistan as torrential rains battered the area, police have said. Some 30 bodies have already been recovered from a river swollen by
heavy rains in Mardan town, about 50 kilometers (31 miles) northeast of Peshawar bordering Afghanistan, local police official Javed Khan said.

The search for those still missing has been hampered by nightfall, he added.Local mayor Himayat ullah Mayar earlier said more than 100 people had gathered on the bridge to watch the flooded river when part of it caved in, plunging almost all of them into the swirling waters.

He said army troops had been called out to join the rescue work.Twelve members of my family are missing,a Mardan resident Iqbal Hoti told reporters.More than 40 people have died in landslides and floods caused by rain torrents in Pakistan over the past two days.

Egypt group leaders join al Qaeda - Zawahri video By Cynthia Johnston

CAIRO (Reuters) - Some leaders of Egypt's Gama'a Islamiya have joined al Qaeda, al Qaeda's deputy head Ayman al-Zawahri said in a video aired on Al Jazeera television on Saturday. We bring good tidings to the Muslim nation about a big faction of the knights of the Gama'a Islamiya uniting with al Qaeda,Zawahri said in the video.He said the move aimed to help rally the Muslim nation's capabilities in a unified rank in the face of the most severe crusader campaign against Islam in its history.

Zawahri named Mohamed al-Islambouli as one of those who had joined al Qaeda. He was apparently referring to Mohamed Shawqi Islambouli, a Gama'a leader and a brother of Khaled Islambouli, who assassinated Egyptian President Anwar Sadat in 1981.

A man introduced by Zawahri as a Gama'a leader, Mohamed Hakaima, appeared in a portion of the video and confirmed the unity move, but said some group members had deviated from it.This (move) is in adherence to the Lord's word (about the need to unify Muslims) and in support of Sheikh Omar Abdel-Rahman,said Hakaima, carrying an assault rifle and standing in an area covered with palm trees.Hakaima, who is not well known internationally, said the move was to push out the enemy occupier of Muslim lands.

Abdel-Rahman, a Gama'a spiritual leader, is jailed in the United States after being convicted on charges linked to the World Trade Center bombing in 1993.A group of brothers from the Gama'a Islamiya, who had been subjected to pressures and influences, ... went to the path of the Egyptian government and America,Zawahri said of those who had declined to join al Qaeda.

The Egyptian-born militant leader wore a white robe and turban and sat against a black background. He joined the Islamic Jihad when it was founded in 1973 and was among 301 people arrested in Sadat's assassination but was cleared at trial.He did, though, spend three years in jail for having an unlicensed pistol.He took over leadership of Jihad in Egypt in 1993 and was a part of a campaign in the mid-1990s to set up a purist Islamic state, in which more than 1,200 Egyptians died. In 1999, an Egyptian military court sentenced Zawahri to death in absentia.

The Egyptian government detained many thousands of Gama'a members or sympathizers in the 1990s, when the group was waging a low-level guerrilla war against the security forces, mainly in the south of the country.Hundreds have come out of detention over the years after renouncing the use of violence to overthrow the government.

Gama'a leaders declared a truce with the government in 1997, after an attack on tourists at a pharaonic temple in Luxor.

Israel cuts Lebanon's last route to Syria

BEIRUT, Lebanon - Israel and Hezbollah fought bloody ground battles and exchanged fierce air and missile strikes Friday, including bombing raids that severed Lebanon's last major supply link with Syria and the outside world, and the guerrillas' deepest rocket attack inside Israel to date.Loud explosions resounded in Beirut early today as Israeli warplanes renewed their onslaught, carrying out several strikes on southern suburbs, local media said. Israeli helicopters, meanwhile, attacked suspected Hezbollah positions in the southern city of Tyre, according to residents.Israeli aircraft on a mission Friday to destroy weapons caches hit a warehouse where workers were loading fruit, killing at least 28 near the Lebanon-Syria border. And three Hezbollah rockets landed near Hadera, 50 miles south of the Israel-Lebanon border; 188 rockets rained on other towns, killing three Israeli Arabs.

Given the determination of both Hezbollah and Israel to look victorious when the conflict finally ends, the worst of the fighting may still lie ahead with the militant Shiite guerrilla fighters perhaps making good on their threat to rocket Tel Aviv and Israel launching an all-out ground offensive, pushing northward to the Litani River.Israeli military officials said Friday that they completed the first phase of the offensive, securing a 4-mile buffer zone in southern Lebanon, though pockets of Hezbollah resistance remained.Defense Minister Amir Peretz told army officers to begin preparing for a push to the Litani, about 20 miles north of the border, a move that would require Cabinet approval. Peretz vowed his forces will complete the whole mission of driving guerrilla fighters out of missile range, a defiant response to the Hezbollah leader's threat to launch missiles into Israel's largest city.

Israeli airstrikes destroyed four key bridges after dawn, severing Beirut's final major connection to Syria and raising the threat of severe shortages of food, gasoline and medicines within days. The attack in the Christian heartland just north of Beirut killed four civilians and a Lebanese soldier.

Israel said it targeted the bridges to stop the flow of weapons to Hezbollah from Iran through Syria. Those weapons include not only missiles, but sophisticated anti-tank missiles said to be responsible for most of the 44 Israeli soldiers killed in more than three weeks of fighting.However, aid workers said the destroyed highway was a vital conduit for much-needed food and supplies, with Christiane Berthiaume of the World Food Program calling it Lebanon's umbilical cord.Hospitals were in danger of closing soon because medicines, hospital supplies and fuel for generators was fast running out.

Staples like milk, rice and sugar were growing short across the country. Lines at Beirut filling stations stretch longer by the day.Dr. George Tomey, acting president of the American University of Beirut, said its Medical Center, one of the prime and best known medical facilities in the Middle East, will stop receiving new patients on Monday, except for emergencies.

As of Friday the Associated Press count showed at least 559 Lebanese have been killed, including 482 civilians confirmed dead by the Health Ministry, 27 Lebanese soldiers and at least 50 Hezbollah guerrillas.Lebanese Prime Minister Fuad Saniora said that 1 million people, about a quarter of Lebanon's population, has fled. Others estimate that 800,000 Lebanese have become refugees.

Since the fighting started, 74 Israelis have been killed, 44 soldiers and 30 civilians. More than 300,000 Israelis have fled their homes in the north, Israeli officials said.Friday's attack on the refrigerated warehouse in Lebanon's eastern Bekaa Valley killed at least 28 farm laborers as they loaded peaches and apples onto trucks bound for the Syrian market, Lebanese security and hospital officials said. Syria's official news agency, SANA, reported that 33 people were killed in the raid, including 23 Syrian workers.

Israeli army spokesman Capt. Jacob Dallal said the army suspected the warehouse was used for arms because it tracked a truck it believed was carrying weapons that went into the warehouse from the Syrian side. He said the truck stayed inside for about 90 minutes before returning to Syria.

LONDON (Reuters) - President Bush and British Prime Minister Tony Blair backed a U.N. bid to end fighting in Lebanon, but the plan was greeted with skepticism by some on Saturday who wondered whether it could be implemented. The draft U.N. Security Council resolution completed by the United States and France seeks to end fighting that began when the Iranian-backed group Hizbollah seized two Israeli soldiers in a cross-border raid on July 12.The draft resolution, obtained by Reuters calls, for a full cessation of hostilities. It also tells Hizbollah to end attacks immediately and for Israel to stop all offensive military operations.

The text of the resolution, which calls for a framework for a political settlement between Israel and Lebanon, must still be reviewed and accepted by the full 15-member council.

This is a first step. There is still much to be done, said British Prime Minister Tony Blair. But there is no reason why this resolution should not be adopted now and we have the cessation of hostilities ... within the next couple of days.White House spokesman Tony Snow said Bush, who is at his ranch in Crawford, Texas, knew details of the resolution and "he's happy about it.But getting the parties to stop fighting may not be easy, as seen by the statement by Hizbollah cabinet minister Mohammed Fneish, who said the guerrilla group would stop only when Israel ended its bombardment of Lebanon and withdrew its troops.Israel is the aggressor.

When the Israeli aggression stops, Hizbollah simply will cease fire on the condition that no Israeli soldier remains inside Lebanese land,he said.Francois Gere, head of the French Institute for Strategic Analysis, said the U.N. effort was a first positive signal but I don't expect the situation to stabilize in the coming week.

He added he did not see Hizbollah giving up the battle soon unless pressured by Iran.The big test is not the Lebanese government, it's really Hizbollah,said Ousama Safa, head of the Lebanese Center for Policy Studies.Hizbollah will probably drag its feet because Hizbollah sees that its fortunes on the battlefield are on its side, so it will drag its feet and up the ante as much as possible to get a
resolution that is acceptable on its own terms.The conflict has killed at least 734 people in Lebanon and 78 Israelis. Hizbollah has fired 2,600 rockets into Israel.Other analysts also said the U.N. bid would be difficult to put into practice.

There's going to be a huge gap between the content of this resolution and the military and psychological reality on the ground (which) will make it hard to
implement,said Middle East expert Shibley Telhami of the Brookings Institution in Washington.Telhami said one problem was that Hizbollah has not been involved with drafting the resolution.And it isn't clear that they have any input in this. And it's hard to see how you're going to implement something like this (without the input),Telhami said.Israeli Tourism Minister Isaac Herzog said time was running out for Israel's military campaign. We have the coming days for lots of military moves. But we have to realize the timetable is getting shorter,he said.

Putin calls for immediate cease-fire in Lebanon in conversation with Annan(AP),5 August 2006

MOSCOW - Russian President Vladimir Putin called Saturday for an immediate cease-fire in Lebanon in a phone conversation with UN Secretary-General Kofi Annan, the Kremlin said in a statement.Putin and Annan voiced an extreme concern about the situation in Lebanon, Putin’s press service said in a statement.

It said that Putin called for an immediate cessation of hostilities and a political settlement of the conflict with participation of all parties involved.It was underlined that the UN Security Council must demonstrate the full extent of its responsibility by passing, as quickly as possible, a resolution aimed at achieving those goals, the Kremlin statement said.Putin also emphasized the need to mobilize the entire international community to avert a humanitarian catastrophe in Lebanon,the statement said.

Britain and the United States, which like Russia are permanent members of the UN Security Council, have resisted pressure for a resolution demanding an immediate truce, arguing that it must come with simultaneous steps to ensure that Hezbollah cannot threaten Israel.With international pressure for an end to hostilities intensifying, the US State Department said Friday that the United States and France were near completion of a UN resolution designed to end more than three weeks of fighting between Israel and Hezbollah militants.

SHANGHAI (Reuters) - The deaths caused by Tropical Storm Prapiroon in south China rose to 48 on Saturday and 15 people remain missing, the official Xinhua news agency said, but the storm was weakening as it moved inland.

Over 5 million people were hit by torrential rains after the storm made landfall in the southern province of Guangdong on Thursday evening, Xinhua reported.

Direct economic losses were estimated at 2.4 billion yuan ($300 million) as Prapiroon triggered landslides, destroyed crops and severely damaged 7,000 houses, local officials said.Several hundred thousand people fled their homes, and tens of thousands of boats in the area were ordered to return to harbor.

In the Guangxi region, at least six migrant farm workers died before dawn on Saturday when a flash flood swept away their makeshift shelter in a valley. Rescuers were able to save six others.But Prapiroon weakened as it moved inland through Guangxi, and by early Saturday morning it had been downgraded from a storm to a tropical depression, the Japan Meteorological Agency said.Before it hit China, Prapiroon killed six people in the Philippines. It disrupted hundreds of flights in the regional transport hub of Hong Kong, but the territory's airport returned to normal operations on Saturday.Prapiroon, which means God of Rain in Thai, was
the sixth storm of the season to hit southern China.

Police clash with Arab teens trying to enter Mount

Jerusalem police on Friday fired stun grenades to disperse scores of Arab youths who turned violent after being barred access to the Temple Mount for Friday prayers, police said. There were no injuries reported in the noontime clash near the Damascus Gate.

Citing intelligence alerts over potential attacks, police prevented all Arab men under 40 from entering the Temple Mount due to the security situation in the country.Police sporadically close off the bitterly contested Jerusalem holy site to younger male Arabs on Fridays during times of high tension following multiple alerts over possible violence at the ancient compound.

Spanish FM talks with Rice, EU counterparts following Mideast visit Fri Aug 4, 1:34 PM ET

MADRID (AFP) - Spanish Foreign Minister Miguel Angel Moratinos consulted with US Secretary of State Condoleezza Rice and EU counterparts on joint efforts to bring peace to Lebanon following his two-day visit to the Middle East, foreign ministry sources said.

The sources said Rice and Moratinos had spoken by telephone to discuss his rounds of talks with Syrian and Lebanese leaders to coordinate strategy. He also spoke with EU foreign policy chief Javier Solana as well as Finnish counterpart Erkki Tuomioja. Four forest fires in Málaga province as temperatures soar

Once again Málaga saw the highest temperatures in the country with the mercury climbing above the 40 degree mark in many areas. The high temperatures led to the starting of four fires across the province, the largest in the area of Los Montes which was controlled late last night, while in Coín a gust of wind hit an INFOCA fire-fighting helicopter and the pilot had no choice but to jump clear.

Dear Friends,

The Jewish holiday of Tisha B'Av ended last night at sundown. On this day (the ninth of the month of Av on the Jewish calendar) in the years 586 B.C.E. and 70 C.E., respectively, the first and second Temples in Jerusalem, the holiest places of Judaism, were destroyed by invaders.Throughout history, great tragedies have befallen the Jewish people on this date. Accordingly, Tisha B'Av is a day of great mourning - a reminder to all Jews that they are always vulnerable to persecution and attack simply for being Jews.

The call to mourn seemed especially appropriate this year - and indeed still seems appropriate today even though Tisha B'Av has ended. Dozens of Israelis have been killed since Hezbollah launched its war of aggression weeks ago. Rockets fired by Hezbollah terrorists continue to fall in the north of Israel, sometimes at the rate of hundreds each day. Three of Israel's soldiers - kidnapped weeks ago - remain missing. Hundreds of thousands of Israelis now call a bomb shelter home.

These are solemn times. But they are also times when the Israeli people are united. They know that victory in this war will require strength, resolve and patience. During The Fellowship's recent relief missions to the north I have visited many bomb shelters. In each case, the feeling of the Israelis I have spoken to has been the same. Yes, the living conditions here are cramped and uncomfortable, they say. We fear for our lives and our livelihoods. But, with God's help, we will survive.

We just pray that the army is able to do what it has to do to destroy the terrorists, and that they are able to do the job completely.I have never been so proud of my countrymen. And I am equally proud of and grateful for The Fellowship partners who have given so generously in the past few weeks to our Israel Emergency Fund. Your support has been critical in providing for the needs of Israelis living in the war zone. And it has helped them realize that, whatever dangers and difficulties they face, they are not facing them alone.

I ask you to please continue your support of our Israeli Emergency Fund and your heartfelt prayers for the peace of Jerusalem.

Together, we will see Israeli through this current crisis.

Russia asked to push Israel for immediate ceasefire


Lebanon’s parliamentary majority leader today appealed to Russia to push Israel for an immediate ceasefire in its military offensive against Hezbollah, news reports said.We are appealing to you to use your relations with Israel in the interests of an immediate ceasefire,Saad Hariri was quoted as saying in a meeting with Security Council head Igor Ivanov.Only an immediate ceasefire can create the terms for a political resolution of all questions in the region. We are demanding this and will demand it, in the United Nations and in talks with our partners, Ivanov was quoted as saying.Britain and the US, which like Russia are permanent members of the UN Security Council, have resisted pressure for a resolution demanding an immediate truce, arguing that it must come with simultaneous steps to ensure that Hezbollah cannot threaten Israel.Hariri said he hoped the peace plan put forward by Lebanese

Ukraine's Tymoshenko bloc mulls shadow govt. in firm opposition

KIEV, August 4 (RIA Novosti) - Ukraine's Yulia Tymoshenko Bloc will form a strong opposition and may establish a shadow Cabinet

along European lines, a deputy leader of the bloc's parliamentary faction said Friday. Yulia Tymoshenko, President Viktor Yushchenko's first prime minister and ally on the streets in the 2004 popular protests known as the orange revolution, was the only leader of a major political movement who refused to sign Thursday a national unity agreement aiming to end the country's protracted political crisis.

And Oleg Bilorus said the faction would form a firm opposition to the new government, which should be led by Tymoshenko's long-time rival, Viktor Yanukovych, if he is confirmed as prime minister as expected in a Friday vote. We will form a
systematic, constructive and strong opposition, which will make use of all existing European models of the parliamentary struggle, including the formation of a shadow Cabinet,Bilorus said. Bilorus said that the bloc, which has 129 seats in the 450-member Supreme Rada, would not attend the Rada's sessions in a protest against the formation of the grand coalition and Yushchenko's decision to back Yanukovych for the prime minister's job.

The bloc was the leading force in the first parliamentary coalition to emerge after the March 26 elections, but the alliance collapsed when the Socialists defected to join Yanukovych's Party of Regions. He said the faction would not take part in the vote on Yanukovych for the prime minister's post, but would appear on the Rada's sidelines during ballots to elect members of the country's Constitutional Court.

PM responds to criticism over Lebanon

The prime minister's monthly press conference, in which he defended his stance on Lebanon, is covered by most of Friday's papers.

Tony Blair suggested there will be agreement on a United Nations resolution designed to end the conflict between Israel and Lebanon within the next few days.He continued to insist that the underlying problems between the two countries must be dealt with,
and any deal must address the concerns of both Israel and Lebanon.

Having spoken to both President Bush and Lebanese leader Fouad Siniora, Blair said the remaining differences are very slight over the resolution.Rejecting suggestions that his stance has been too pro-Israel, Blair said: The solution will not come by condemning one side.

The Guardian describes his comments as the beginning of a fightback against his backbench critics.But, under the heading Blair in crisis, the Telegraph focuses on his apparent admission that there are divisions in the cabinet.Many of the papers also report on a leaked memo from the outgoing British ambassador to Iraq warning the government that the country was more likely to descend into civil war and division than become a democratic state.And the the Mail highlights a New Statesman claim that the prime minister knew that the Israelis planned to attack Hizbollah before the militia kidnapped or killed any soldiers.

BEIRUT, Lebanon - Israel expanded its assault on Lebanon Friday, launching its first major attack on the Christian heartland north of Beirut and severing the last significant road link to Syria. Hezbollah renewed attacks on northern Israel, killing two civilians in a barrage of 120 rockets.An Israeli airstrike hit dozens of farm workers loading vegetables near the Lebanon-Syria border, killing 28, the workers' foreman and a Lebanese official said.Five Lebanese civilians were killed and 19 wounded in the Israeli airstrikes north of the capital in Christian areas where Hezbollah has little support or presence, including the picturesque coastal resort of Jounieh.

In separate air raids near Beirut's airport and southern suburbs, a Lebanese soldier was killed and two soldiers and four civilians were wounded, security officials and witnesses said. The predominantly Shiite Muslim sector is largely controlled by Hezbollah guerrillas. Israel said Hezbollah facilities and a Hamas office were targeted.Two Israeli soldiers were killed by a Hezbollah anti-tank missile during heavy fighting in a southern Lebanese village where the militant group had been launching rockets, the army said.

The Israeli attacks on the four bridges on the main north-south coastal highway linking Beirut to Syria severed the only remaining major road link between Lebanon and Syria. The 90-minute drive to the Syrian border takes at least double the time on the small coastal road that remains open.

Lebanese President Emile Lahoud, a staunch pro-Syrian and close ally of Hezbollah, charged that Israel is trying to pressure Lebanon to accept its conditions for a cease-fire , which include Hezbollah's disarmament and ouster from a swath of south
Lebanon.

The Israeli enemy's bombing of bridges and roads is aimed at tightening the blockade on the Lebanese, cutting communications between them and starving them,Lahoud said. He linked the new raids to Israel's failure to win quick victory in the south, where Israeli soldiers have been mired in ground battles with Hezbollah guerrillas for several days.An Israeli army spokesman, Capt. Jacob Dallal, said Israel targeted the bridges to stop the flow of weapons from Syria.

International aid agencies said Friday said the road bombing would slow down aid shipments to needy civilians in central Lebanon and the coastline around the capital, Beirut, where the bulk of the population lives.Border crossings in the east have been shut by airstrikes. Israel has imposed a naval blockade and has hit the international airport to seal off Lebanon's sea and airspace.This is Lebanon's umbilical cord,Christiane Berthiaume of the World Food Program told The Associated Press. This (road) has been the only way for us to bring in aid.

We really need to find other ways to bring relief in.In the farm attack near al-Qaa, a town about six miles from a Hezbollah stronghold, Lebanese civil defense official Ali Yaghi said at least 28 people were killed.Yaghi said at least 12 workers were wounded and some were likely buried under rubble. A bulldozer was brought to the site to try to uncover survivors, he said. The Israeli army said it had attacked two buildings where it suspected weapons were being stored, and it was checking reports that it had hit a vegetable storehouse and civilians.

In Israel, police said 120 rockets had fallen, including one that crashed into a house in the Israeli Arab town of Mughar, killing a woman. An Israeli man was killed near the border town of Kiryat Shemona.Police commander Dan Ronen said 45 rockets had fallen within one half-hour period. More than three weeks into the fighting, six Israeli brigades — or roughly 10,000 troops — were locked in battle with hundreds of Hezbollah guerrillas in about 20 towns and villages in south Lebanon. Israeli artillery intensified bombing there overnight, sending as many as 15 shells per minute against suspected Hezbollah strongholds. Defense Minister Amir Peretz has told top army officers to begin preparing for a push to the Litani River, about 20 miles north of the border. That would require further approval by Israel's Security Cabinet and could lead to far more casualties. Hezbollah said in a statement broadcast by the group's Al-Manar TV station that guerrillas had killed six Israeli soldiers near the villages of Aita al-Shaab and Markaba.

The Israeli army said two soldiers were killed and two wounded by a Hezbollah anti-tank missile during heavy fighting in a village where the militant group had been launching rockets. Despite Israel's efforts, Hezbollah launched at least 200 rockets into northern Israel on Thursday, in a new tactic of simultaneously firing a large number of rockets. Hezbollah's leader offered to stop attacking if Israel ends its airstrikes. Israel's United Nations ambassador, Dan Gillerman, said that Sheik Hassan Nasrallah's offer of a truce was a sign of weakness ... and he may be looking for a way out.

Gillerman warned against a threat by Nasrallah to launch rockets on Israel's commercial center, Tel Aviv. We are ready for it, and I am sure that he (Nasrallah), as well as his sponsors, realize the consequences of doing something as unimaginable and crazy as that, the Israeli ambassador told CNN. On the second front of its offensive against Islamic militants, Israel began pulling tanks out of southern Gaza after a two-day incursion that killed eleven Palestinians, including an 8-year-old boy.

The fighting in Gaza, which began June 25 after Hamas-linked militants captured an Israeli soldier in a cross-border raid, has killed a total of 175 Palestinians,
the U.N. reported, adding that it was concerned that with international attention focusing on Lebanon, the tragedy in Gaza is being forgotten.The offensive in Lebanon began after another cross-border raid by Hezbollah guerrillas who captured two Israeli soldiers.

According to an Associated Press count, at least 530 Lebanese have been killed, including 454 civilians confirmed dead by the Health Ministry; 26 Lebanese soldiers; and at least 50 Hezbollah guerrillas.Lebanese Prime Minister Fuad Saniora said that 1 million people — or about a quarter of Lebanon's population — had fled the fighting. Seventy-two Israelis have been killed — 43 oldiers and 29 civilians. More than 300,000 Israelis have fled their homes in the north, Israeli officials said.

U.S. Ambassador to the U.N. John Bolton said the United States and France have come a long way in negotiating a Security Council resolution that calls for an immediate end to Middle East hostilities,said. In Washington, Secretary of State Condoleezza Rice expressed support Thursday for an immediate cease-fire in Lebanon as the first phase in ending the conflict. It was the most concrete signal yet that the U.S. may be willing to compromise on the stalemate over how to end the fighting.

Israel, backed by the United States, has rejected calls for an immediate cease-fire, saying it wants an international force or the Lebanese army to deploy in southern Lebanon to prevent future Hezbollah attacks.

I arrived in Israel shortly after its rebirth in 1948. I was 12. War erupted when Arab forces from Egypt, Syria, Jordan, Lebanon and Iraq joined in a simultaneous assault against Israel. The war raged on for a year. Simultaneously, the infant state, poorly armed and barely released from the clutches of the British mandate, suffered daily incursions by Palestinian marauders who went on a door-to-door rampage of bloodletting during which hundreds of Jews - men, women and children - many born in Palestine and whose roots went back to biblical Israel - were massacred in their beds as they slept. In Jerusalem, where I lived, the Grand Mufti, an outspoken fan of Hitler, engineered nightly sorties during which movies houses were firebombed, synagogues were torched, drivers were ambushed on open roads, women were raped and young children were tossed in the air and skewered on bayonets.

From 1949 to 1956, a tenuous truce was punctuated by daily Arab raids. Tensions mounted when Egypt blockaded the Suez Canal, denying passage to Israeli, French and British ships. In 1956, Israeli forces, commanded by Moshe Dayan, launched a combined air and ground assault into Egypt's Sinai Peninsula, capturing several key objectives, including the Gaza strip and Sharm el Sheikh.

Israel withdrew from these positions in 1957. Syria, Egypt and Jordan increased their incursions into Israel during the early 1960s, with Palestinian guerrillas supported by Syria. Arab threats and provocations continued until 1967, when Israel launched a massive air assault that crippled Arab air capability. With air superiority protecting its ground forces, Israel took the Sinai Peninsula in three
days. It then captured Jerusalem's Old City and gained the strategic Golan Heights on the Syrian border.

In 1973, Egypt launched a two-pronged assault on Israel while the Syrians, supported by Jordan, Iraq and Libya, advanced from the north. Israel was caught off guard but soon forced the Syrians and Egyptians back and, in the last hours of the war, established a foothold on the west bank of the Suez Canal. The 1973-74 War led to the signing of the Camp David accords. In 1978 Palestinian guerrillas, from bases in Lebanon, launched an air raid on Israel. Israel retaliated, sending troops into southern Lebanon and occupying a strip 4 to 6 miles deep designed to protect Israel's border. Rocket attacks and nightly raids against Israel continued. In
1982 Israel launched a massive attack to destroy all military bases of the PLO in southern Lebanon and, after a 10-week siege, forced the Palestinians to accept a U.S.-brokered plan whereby PLO guerrillas would evacuate Beirut. Israel withdrew from Lebanon in 1985. The latest chapter in the ongoing conflict began July 12, when guerrillas from the Islamic group, Hezbollah, the powerful and influential Lebanese Party of God, crossed into Israel and attacked an Israeli patrol, killing three and capturing two others.

The operation began with a diversionary attack of rockets and mortar shells fired at Israeli towns and military posts. Hezbollah's leader, Hassan Nasrallah, said the men were taken to set up a prisoner exchange with Israel. Israel's prime minister,
Ehud Olmert, declared the attack an act of war on Lebanon's part and promised a strong response. An Israeli tank stationed nearby attempted to pursue the captors into Lebanon but was hit by an improvised explosive device, killing all four crew members.

Another Israeli soldier died during an attempt to recover the bodies from the disabled tank. After Hezbollah's cross-border raid, the Israeli military launched air, naval and ground attacks at Hezbollah targets across Lebanon. Hezbollah responded by firing hundreds of rockets into northern Israel, many reaching as far south as the port city of Haifa. Hezbollah also damaged an Israeli warship 10
miles off the Lebanese coast with an Iranian-made unmanned drone. Rational people will surely agree that being on the receiving end of a daily shower of missiles - for years - is sufficient provocation to strike back at a fanatic and well organized phalanx of terrorists. Israel, reborn from the ashes of the Holocaust, was attacked five times by its neighbors in less than 60 years. It has suffered repeated assaults by lunatics who blow themselves up in buses, marketplaces and restaurants. Suicide bombers are just the more extreme emissaries of a large, seething, teeming throng of Muslims who, given the chance, would cheerfully slit the throat of every Jew they met.

For a pithy and telling synthesis of the Muslims' mindset and intentions, here's what al-Qaida's Ayman Al Zawahiri, Bin Laden's deputy, said recently: All the world is a battlefield open in front of us. The war with Israel does not depend on cease-fires. It is a jihad for the sake of God and will last until (our) religion prevails ... from Spain to Iraq. The Muslims have not forgotten the Crusades,
which they claim the West is still waging. But this time, they intend to wipe out the Jews who once shared their fate at the hands of the Crusaders. What we are witnessing is well beyond Israel's battle for survival. The Western world, its values, freedoms, civilization and evolution are now in peril. A strong and resolute Israel is the key to stability in the Middle East. If Israel falls, we all fall. Willy E. Study: Earth changed after Sumatra quake

COLUMBUS, Ohio, Aug. 3 (UPI) -- U.S. scientists say they've determined Earth's gravity changed as a result of the giant 2004 Sumatran earthquake. The discovery marked the first time scientists have used satellite data to detect changes in the Earth's surface caused by a massive earthquake. The discovery signifies a new use for data from NASA satellites and offers a possible new approach to understanding how earthquakes work. The 9.1-magnitude December 2004 Sumatra-Andaman earthquake in the Indian Ocean produced a tsunami that killed approximately 230,000 people, while displacing more than 1 million others. The event followed the slipping of two continental plates under the seafloor that raised ocean bed in the region by several feet for thousands of square miles.

The earthquake changed the gravity in that part of the world in two ways that we were able to detect,said Shin-Chan Han, a research scientist at Ohio State University. He and colleagues determined the quake triggered the massive uplift of the seafloor, changing the geometry of the region and altering previous global positioning satellite measurements of the area. And the density of the rock

Earthquakes Near Battle Ground Rattle Region

BATTLE GROUND, Ore. - An earthquake with a preliminary strength of 3.8 on the Richter Scale rattled Washington and Oregon residents early Thursday morning.Four aftershocks followed the quake, which struck just after 1:30 a.m.Residents in the Battle Ground, Washington were awakened by the temblor, and the USGS says they received thousands of emails from people who felt the earth move.According to emails received by KATU, the quake was felt over a wide area, including Vancouver, and as far south as Forest Grove and West Linn.Link: Pacific Northwest Seisograph Network.No damage or injuries have been reported, and geologists said the quake was not considered strong enough to cause any major damage.

However, geologist Ian Madin of the Oregon Department of Geology told KATU News that the quake's intensity may be upgraded to a 4.0 or above after sensor data is more closely scrutinized.Madin said computer-generated quake strength estimates received shortly after a temblor strikes are usually on the conservative side.Oregon, Washington and Western Canada sit in a quake-prone area near the Cascadia Subduction Zone, where thick tectonic plates of the earth's crust are slowly grinding past each other.

The tectonic activity is the cause for the region's many volcanoes and earthquakes.Scientists believe the region is due for a major quake, perhaps as strong as a 9.0.A quake of that magnitude would cause severe and widespread damage, and possibly tsunamis along the coast.

Scientists record 51 earthquakes near Mayon

LEGAZPI CITY—Low-frequency quakes rocked Mt. Mayon even as its steam emission dropped suddenly, indicating an explosive eruption is highly possible, scientists said yesterday.The Philippine Institute of Volcanology and Seismology said the low-steam emission indicated gas was being blocked by fresh magma and building pressure in the volcano’s vents. Seismic instruments detected 51 low-frequency quakes compared with the 16 recorded on Wednesday, indicating the volcano was bringing more magma up to the crater, it said.The instruments also recorded 343 tremors caused by lava tumbling down the volcano’s slopes. The presence of low-frequency volcanic earthquakes triggered by the active degassing and partial blockade of viscous magma would lead to either a continuing lava flow or an explosive eruption,volcanologist Ed Laguerta said. Scientists said the sudden drop in the volcano’s sulfur dioxide emission did not mean Mt. Mayon had stopped degassing. The volcano disgorged 4,760 tons of sulfur dioxide yesterday compared with 12,548 tons on Wednesday, but that only meant magma was partially blocking the gas’ path, Laguerta said.

The partial blockade also meant the volcano was building up pressure that could lead to an explosion, he said. The volume of lava emitted since Mayon started its mild eruptions on July 14 had reached 18 million cubic meters, and most of it had flowed down the Mabinit Channel south-southeast of the crater. Subsequent flows filled the gullies at the southeast’s upper and middle slopes, from Miisi Channel in Daraga to Buyoan Channel in this city. The lava front is now as big as a four-story building, and it is nearing the 6-km permanent-danger zone after incinerating hectares of coconut plantation and farmland in Mabinit town. The town’s farmers have cut hundreds of coconut trees so they can use them before lava destroys them. Officials said Alert Level 3 was still up, meaning sudden explosions and lava avalanches could happen any time. The danger zones remained off-limits to all residents and visitors.

Ontario residents heading to cottage country for the long weekend may find that the only light they have will be from a campfire, after a severe weather system battered the province Wednesday night, cutting power to hundreds of thousands of homes. By morning more than 100,000 Hydro One customers still had no electricity. The utility struggled through the night to restore power to about 150,000 customers who were initially cut off by the storm. The current that's down is one of our critical circuits feeding from the north,Hydro One spokesman Hugh Crockett told CTV News at the site of a Hydro One tower in central Ontario. The tower is a key conduit on the provincial power grid. It's a 500,000-volt tower line,Crocket said. Barrie, Bracebridge, Huntsville, Penetanguishene, Orillia, Minden and Tweed received the most severe weather, Hydro One spokeswoman Enza Cancilla said.

There were also small power outages in some southwestern Ontario cities. Efforts to restore electricity to everyone are expected to continue through the weekend. The severe weather in Ontario follows a vicious storm that ripped through Quebec Tuesday that left hundreds of thousands of Quebecers without power and is being blamed for two deaths. One man died after the violent storms caused a tree to fall on a car, crushing the 28-year-old motorist inside. The other man was struck by lightning. In Boisbriand, Que., Mary Visnyai, 80, said she has had no power for two days and most of her food has gone bad. They should pay for what we're losing,she told CTV News.Without electricity, a popular summer day camp for young hockey players and skaters has shut down in Rosemere, Que. We couldn't hold the day camp because there are no lights,day camp monitor Catherine Goudie told CTV News. So they all had to go back home.

The intense storms moved west from Quebec and swept through southern Ontario Wednesday evening. Lighting, gusty downpours, tornadoes near Guelph and Combermere, left a wake downed trees and power lines and flooded streets across the province. The violent storm stretched from Lake Huron east through Orangeville, Newmarket and all the way to the Ottawa area. The twister that touched down in Guelph left no damage behind, but the Combermere funnel left behind a scene of total devastation,according to Environment Canada investigators. They said it is possible to walk a great distance without actually touching the ground because of the debris covering the area. Residents in eastern Ontario say they feel like they're in a war zone. Winds of up to 160 kilometres an hour even pushed a train off the tracks.I watched it happen,a resident told CTV News. It just slowly went through the trees and then the two cars slowly left the track and there they were. The tornado was described as an F-1 twister by meteorologist Geoff Coulson, meaning the winds were between 120 and 170 km/h. It was like a train whistle coming in and then it got so loud, and then it just went bam -- and all these matchsticks started cracking,a resident told CTV News. Things were blowing in and breaking windows.

Cars and camper trailers were reportedly crushed by the twister, but no one was hurt. The storm hit the Greater Toronto Area at 9:15 p.m., causing damage to a number of homes.The high winds ripped four sections of a roof off a house near Yonge Street and Davis Drive. Central York fire crews helped the homeowners cover the roof to protect it from water damage. West of Toronto, a trained weather spotter reported a tornado in the Highway 401 and Highway 6 area at 3:20 p.m., Environment Canada said.

There were no reports of tornado damage there.

Emergency crews were busy in rural Peterborough after winds up to 120 km/h gusted through the region. The village of Combermere, south of Barry's Bay, declared a state of emergency after the storm destroyed a Home Hardware store. The storm also wreaked havoc in the Ottawa area, downing hydro poles and stranding boaters in the Ottawa River. BEIJING (AFP) - Typhoon Prapiroon killed at least 18 people and left up to seven others missing after crashing ashore in southern China, pounding the area with torrential rains and gale force winds. More than six million people were affected by the sixth typhoon to ravage China this year, with 534,000 evacuated in the southern provinces and regions of Guangdong, Guangxi and Hunan, China Central Television said, citing reports from the civil affairs ministry.Although it was downgraded to a tropical storm early Friday, Prapiroon was held responsible for the collapse of 8,100 buildings with initial economic losses set at 2.5 billion yuan (312 million dollars), the ministry said.State television footage showed people rushing for shelter, as rains lashed city streets and huge waves slammed into the Guangdong provincial coastline.

The fatalities were reported in different cities in Guangdong as relentless rains and gusting winds battered coastal cities in the south of the province, television reports said.Xinhua news agency, quoting the State Flood Control and Drought Relief headquarters, said some died fleeing collapsing houses.At least one person perished in a landslide in the neighboring Guangxi region, where the typhoon disrupted the lives of up to one million residents, Xinhua said.The typhoon, which packed winds of up to 70 kilometres an hour (44 mph), moved inland in a northwest direction after making landfall near Yangjiang city in Guangdong late Thursday, reaching the Guangxi region early Friday.In Hong Kong, more than 2,000 trees were uprooted or damaged while 20 cargo containers were tipped over at the city's massive shipping terminal on Thursday.Despite the storm being well clear of Hong Kong Friday, thousands of exhausted and angry passengers remained stranded at the airport after hundreds of flights were delayed or cancelled.

The China Meteorological Administration forecast more wild weather on Saturday across the coastal regions of Guangdong and Guangxi as well as Fujian, Jiangxi, Hunan and Hainan provinces.Prapiroon was the sixth typhoon of the season for southern China. The first, Typhoon Chanchu, hit on May 18, more than a month earlier than usual.The worst was Bilis, which struck on July 14 and hovered over southern China for 10 days, killing at least 612 people, according to earlier state reports.More than 1,400 people have been killed in China due to typhoons this season, according to the Red Cross, which this week appealed for 3.8 million euros (five million dollars) to help survivors.

Guangdong, Hainan and the neighbouring regions of Guangxi and Guizhou are expected to get 100 to 180 millimetres of rain by Saturday, the state meteorological office said. Hainan, Guangdong and Guangxi had evacuated 580,000 people and recalled 53,200 ships vessels to harbour by Thursday evening, state televsion said.

PESHAWAR, Pakistan (AFP) - Monsoon rains triggered fresh landslides and floods in northern Pakistan, as officials and reports said another 33 people had died in weather-related incidents.Twelve people were killed Friday and seven were missing after a flash flood swept their minibus into a canal as they travelled to a religious school near Rawalpindi, state media said.The dead included three children and seven women, while 12 passengers were rescued, the Associated Press of Pakistan said.In the northwestern district of Mansehra, which was badly hit by last October's South Asian earthquake, officials said 31 people were killed in the past four days, mainly in landslides.Officials had previously only said that 10 people died in the district when a landslide flattened quake survivors' tents on Thursday.

District mayor Sardar Yousaf said around 20 of the deaths had happened around Balakot, a tourist town devastated by the October 8 quake that killed 75,000 people and left three million homeless.A further 300 families lost tents or temporary shelters in landslides and were being shifted to refugee camps.A key road from Balakot to the mountainous Kaghan Valley that was only recently reopened after the earthquake had been cut again, Yousaf said.There may be food shortages so we are concerned about people who are stranded in higher areas,he said.Landslides at the weekend also blocked the only route between Muzaffarabad, the capital of quake-hit Pakistani Kashmir, and the scenic Neelum Valley.The UN refugee agency says landslides and floods have forced 6,000 quake survivors to return to emergency camps and that nearly 20,000 others are set to do so.

The likelihood of larger displacement due to the ongoing monsoon is very grave, Kilian Kleinschmidt, the agency's senior emergency coordinator for the South Asia earthquake, told AFP in an interview late Thursday.Incidents blamed on the annual monsoon rains have now claimed more than 140 lives in Pakistan since they started early last month. In neighbouring India they have killed more than 300 people.

HYDERABAD, India - Floods caused by heavy monsoon rains swept away people and destroyed homes in southern India, killing at least 31 people, officials said Friday.The deaths occurred Thursday and Friday in the coastal area of the state of Andhra Pradesh, where some 50,000 people sought refuge in relief camps on higher ground after their homes were flooded, disaster management official G.T.

Priyadarshini said.Tens of thousands of others have been affected by the flooding across India.Reports from local officials in various parts of the country indicate at least 342 people have died so far in this year's monsoon, which runs from April to September. An accurate national death toll is not kept, and the total number of people killed across India is likely much higher.

The situation is quite alarming but the administration in the affected districts is taking all the necessary measures to help the people,Priyadarshini said.She said 26 deaths were reported from the Vizianagaram, Srikakulam and Vishakhapatanam districts of north coastal Andhra Pradesh, deluged under severe flooding for three days.

Twenty-one others were injured in the three badly hit districts, and many of them were in serious condition.The remaining deaths were from the East Godavari, Warangal and Adilabad districts. Officials said they feared there could be more casualties in areas where communication links had been cut off.The weather office forecast more rains through Saturday.The floods and heavy rains have paralyzed the state's road transport network, causing long pileups of vehicles on the highways and in cities. Most schools and offices were deserted.

The monsoon rains are eagerly awaited each year in India, where some 600 million people depend on agriculture for a living. However, they also bring widespread destruction, and thousands are affected annually in flooding.Most of those killed either drown in floods, are crushed when poorly built houses collapsed or are electrocuted when raging waters expose live wires.

Crews battle Mendocino forest fires

Firefighters continue to battle two large fires in part of the Mendocino National Forest while Forest Service officials are implementing additional fire restrictions and planning a road closure on M-61.The Kingsley Complex Wildland Fire was reported to have been 20 percent contained as of Wednesday around 10 a.m. The blaze is located in Tehama and Glenn counties. The East Fire is west of Willows. 641 personnel have been assigned to fight the fire, which is actually several fires totaling 4,425 acres.On Wednesday, structure protection groups were in place, and weather was favorable for fire line construction. Construction continued along the north edge of the fire from Rocky Basin Ridge west to Black Butte River. Crews were also building a fire line from French Ridge to Black Butte River. Personnel completed a strategy to build fire lines on the southern end of the fire.

A group of fire engines have been put in place to protect 25 summer cabins in the area. According to the U.S. Forest Service higher relative humidity and lower temperatures have slowed the movement of the fire. Overall, the fire moved to the southeast. Smoky conditions are still persistent.Fire crews are also fighting the Hunter Wildland fire.The second fire is located on McCoy Ridge, 19 miles southeast of Covelo in the Mendocino National Forest. The fire was listed as 15 percent contained at 10 a.m. on Wednesday at 4,805 acres.According to the Arizona Central West Zone Management Team a dense layer of smoke held close to the ground by an atmospheric inversion created poor visibility for firefighters on the fire.Operations chiefs from the Hunter Fire and the East Fire met on Tuesday and flew over the area. Spain says Syria will play positive role to tackle Mideast conflicts

DAMASCUS, Aug 3 (KUNA) -- Spanish foreign minister Miguel Angel Moratinos said Thursday Syria would play a positive role to help find a way out of the dangerous situation in the Middle East.Speaking to reporters before leaving Damascus, Moratinos said what would help the Syrian role was the unity positions of the Lebanese government and Hezbollah.He said Lebanese prime minister Fuad Siniora was capable of representing all parties, including Hezbollah.

JAKARTA - More than 200 Islamic militants from Southeast Asia have been sent on missions to bomb Israel's vital interests and countries that support the Jewish state, their leader said on Friday.The militants have been trained to carry out suicide bombings to avenge Israel's military strikes on the Palestinian territories and Lebanon, said Suaib Didu, chairman of the Jakarta-based ASEAN Muslim Youth Movement.We will limit our targets to Israel's vital interests and those that support Israel's aggression in Palestine and Lebanon,Didu said. We will not carry out attacks indiscriminately.Hardline militant groups in Indonesia have made claims in the past of sending volunteers to participate in conflicts overseas that have sometimes proved exaggerated.
