Hundreds gathered in three cities across the country on Saturday to protest Prime Minister Stephen Harper's defence of Israel's attacks on Lebanon.Waving placards and banging drums, protesters marching through downtown Halifax called for a ceasefire
between Israel and Hezbollah militants in Lebanon.The Canadian government should speak loudly and clearly that an immediate ceasefire is essential,Dr. Ismail Zayid said at a rally on behalf of the Canadian Arabs and Jews for a Just Peace.
Israel is violating international law and the integrity of the country, Lebanon, when its entire structure is being violated and being destroyed,Zayid said.Harper has described Israel's assault on Lebanon "measured" self-defence. Israel has launched air strikes and sent troops across the border into Lebanon in response to Hezbollah rocket attacks and the capture of the three soldiers.About 100 people rallied at the Vancouver Art Gallery, criticizing the prime minister for siding with Israel in the conflict.
A peace protest was also held in Toronto.In Perth, Australia, approximately 200 pro-Lebanon protestors mobbed Prime Minister John Howard's car as he left a conference. Police wrestled with the demonstrators, prying them from the leader's car.
Earlier in the week, Bloc Québécois leader Giles Duceppe and interim Liberal leader Bill Graham criticized Harper's response to the Middle East crisis, saying the prime minister had abandoned Canada's historic role as a peacekeeper.Harper spokesman Dimitri Soudas said the government's position reflects the stance adopted by the G8 industrialized nations regarding the conflict.

Philippine authorities warn against forest fires around Mayon volcano
The Philippine Institute of Volcanology and Seismology (Phivolcs) warned on Saturday against forest fires in the path of lava flows from Mayon Volcano. Lava flows from Mayon's crater had spread 5.4 kilometers to the southeast. The burning rocks threatened the forest and villages in the area, Phivolcs said. Phivolcs reported that lava's absolute elevation reached 320 meters. At least 394 tremors and four low-frequency volcanic quakes were monitored in the last 24 hours. Sulfur dioxide emission was at about 6,089 tons per day. The authorities maintained Alert Level 3 over Mayon and warned residents around the area against going into the six-kilometer permanent danger zone. Mayon volcano sits in Albay Province, some 300 kilometers southeast of Manila. It last exploded in 2001, forcing 40,000 villagers to flee their homes. Source: Xinhua

806 forest fires, 297,950 ha of forest and 3,464 ha of non-forest area, have been registered in the state forest fund of Krasnoyarsk Territory since the beginning of the fire season. This information is presented by the Forestry Agency of Krasnoyarsk Territory, Taimyr (Dolgan-Nenets) and Evenkia Autonomous Areas and Krasnoyarsk air forest protection base. There are 68 forest fires, 237,833.2 ha in total area, in six districts of the region. Forests are on fire in Boguchany, Kezhemsky, Yeniseysky, Turukhansky, Severo-Yeniseysky, Motygino Districts. The most serious situation on forest fires is in Boguchany and Kezhemsky districts.
The main fire reason is thunderstorms. 5 new fires have started at the area of 3,500 ha over 24 hours. 12 forest fires, 1,125.5 ha in area, have been extinguished. 12 forest fires, 4,670 ha in area, have been liquidated. 183 firemen and 36 fire engines, as well as 3 aircrafts, 6 helicopters and 198 experts of air fire service, are involved in extinguishing.

PM Olmert Agrees to a Multinational Force Along Northern Border

Prime Minister Ehud Olmert has agreed to a US plan calling for the deployment of an international peacekeeping force along Israel’s border. Following an almost two-hour meeting in his Jerusalem residence with US Secretary of State Dr. Condoleezza Rice on Saturday night, the prime minister agreed to the US plan, calling for the deployment of a multinational force between Israel and Lebanon and Syria. It was announced that France and Lebanon would take part in the force, but other details have yet to be decided upon.According to reports following the high-level meeting, the size of the force and the timing for such a move must still be agreed upon, but Olmert has given his approval to the idea of such a force being positioned between Israel and Hizbullah in southern Lebanon. Secretary Rice will leave for Lebanon on Sunday, and she will return to Israel following talks with officials in Beirut as she continues her shuttle diplomacy mission in the hope of actualizing a ceasefire.
The US-brokered plan includes yet another land withdrawal by Israel, from the Har Dov area, also known as Shab’a Farm. The area today has a vital strategic significance, permitting IDF troops to man outposts along the border area.The prime minister has indicated a willingness to consider withdrawing from Shab'a, despite Israel’s compliance with the demands of the international community in its May 2000 withdrawal from southern Lebanon, and despite the fact that the Har Dov area was liberated from Syrian occupation, not Lebanese.UN Resolution 1559 of two years ago calls for the deployment of the Lebanese army in southern Lebanon and the disarming of Hizbullah. It is not clear if this will help achieve Israel's stated goals of distancing Hizbullah from Israel’s border and cutting off Hizbullah’s weapons supply train from Iran and Syria.
While Secretary Rice did not call upon Israel to stop the military offensive in Lebanon at this time, French President Jacques Chirac released a statement that he would not authorize the deployment of his troops until Israel ceases its fire.Reports quoting senior Defense Ministry officials state that the Americans will permit the ongoing Israeli offensive against Hizbullah to continue for another
7-10 days, but no such official statement has been released. France on the other hand is preparing to turn to the UN Security Council, demanding an immediate Israeli ceasefire. The French resolution was distributed to council members over the weekend, calling for a stabilization force numbering some 20,000 troops.UN Secretary-General Kofi Anan on Monday will head a session discussing potential force members, which is expected to include European Union nations as well as Turkey.
In a weekend interview with the BBC, British Prime Minister Tony Blair expressed optimism, stating he believes an agreement on the international force and a ceasefire can be reached in a number of days. Israel’s military offensive intended to disarm and distance the Hizbullah threat was launched following a multi-pronged Hizbullah attack on July 12 which left eight soldiers dead and two IDF soldiers falling captive to the terrorists. Since the start of the ongoing warfare, Hizbullah has fired close to 2,000 missiles into Israeli civilian population centers, striking the entire northern area. Hizbullah has continually threatened to direct longer range rockets into the Greater Tel Aviv area. Last week, longer-range missiles landed as far south as Afula. Secretary Rice has signaled that any ceasefire agreement must include the unconditional release of captive IDF soldiers being held by terrorists.
A third IDF soldier is being held captive by Hamas in Gaza. He was taken captive in the Kerem Shalom area near Gaza in June. Prime Minister Ehud Olmert has released statements remaining firm in his demands for the immediate and unconditional release of the three as a prerequisite to an Israeli agreement to halt military offensives in Lebanon and Gaza.

The responsibility for today's IDF attack on Kana lies with Hizbullah & Lebanon, Israel says, as the citizens were repeatedly warned to leave. Hundreds of Katyushas were fired from Kana at Israel. The IDF Spokesman's office says that Hizbullah uses the civilians as human shields,and many reports have been received attesting to the fact that Hizbullah does not allow the citizens to leave despite many IDF warnings to do so.Israel also blames the Lebanese Government for not preventing the above situation.
Prime Minister Ehud Olmert says that Kafr Kana and environs are a center for Katyusha firing on Kiryat Shmonah and Afula... Dozens of Katyushas have been fired from there, and the terrorists hide there after firing the rockets.Olmert emphasized that the residents had often been warned that they must leave the area. Israel does not have a policy of killing innocent people,Olmert said, in an obvious contrast with Hizbullah and Hamas.
A senior IDF officer told Voice of Israel Radio, Hizbullah fires rockets at Kiryat Shmonah and Afula from within Kafr Kana and then runs to hide inside the buildings.Israeli spokesmen later took a more conciliatory tone, expressing deep sorrow for the tragic mistake and promising an investigation.Earlier, Olmert had said that Israel would not be rushing to a ceasefire before its main objectives are attained. A minister in the Olmert cabinet, Education Minister Yuli Tamir of Labor, estimated that this morning's incident in Kafr Kana would not lead to a quick end to the warfare.The three-story building in Kafr Kana was hit directly by an IAF bomb at 7:30 AM, collapsing atop the shelter in which many people were sleeping. Neighboring buildings were also heavily damaged. Foreign news crews are on hand, sending scenes of the destruction across the globe.
Close to 1,800 Hizbullah rockets have been fired at Israel in the past 19 days, killing 19 Israeli citizens. The rockets have also sent tens of thousands into shelters for days at a time, as well as tens of thousands of others to find refuge with relatives, friends, hotels or dormitories in central and southern Israel. A senior IDF officer said the IDF "has been bombing Kafr Kana for three days already... Most civilians have left already, and most of those who remain are Hizbullah rocket launching cells. We have bombed ten launchers in the city, and dozens more in the vicinity. Today, we attacked a building towards which the terrorists ran; we would not have done so had we seen civilians there.Another official said, The IDF warned the civilians to leave, and it was serious about it.
I don't like to see innocent people killed, but if there have to be innocent civilians killed, I would rather they be in southern Lebanon than in Haifa.
The Lebanese Government has informed U.S. Secretary of State Condolleeza Rice that it is not interested in meeting with her for further diplomatic talks, and that it demands an immediate and unconditional ceasefire.Arab affairs expert Dr. Guy Bechor of the Interdisciplinary Center in Herzliya told Israel Radio that Hizbullah leader Sheikh Nasrallah, despite the bravado he displays in his speeches, is not in good shape. Nasrallah has agreed to the deployment of Lebanese forces in southern Lebanon and to a ceasefire as well,Bechor said, and what is more, he has betrayed the Palestinians - because he no longer mentions his demand that Israel release thousands of Palestinian prisoners, but talks only of having the two or three Lebanese prisoners freed. He knows that time is now working against him.

The situation in Lebanon continues to dominate the front pages today, with the focus on news that Israel has agreed to a 48-hour halt in its air raids after a bomb caused the collapse of a building, killing more than 60 people including 34 children.Tony Blair said the attack was absolutely tragic [and] showed the necessity of wrapping this entire process up now.France, meanwhile, has warned of a growing split between the US, Britain and Israel on one side and European and Arab governments on the other.But the British prime minister and German chancellor Angela Merkel last night issued a joint statement saying the tragedy underlined the urgency
of the need for a ceasefire as soon as possible.Blair has also spoken to President Bush, President Chirac and Lebanese leader Fouad Siniora in a bid to secure agreement on the deployment of an international stabilisation force.

Spain willing to take part in possible peacekeeping mission in Lebanon
Spain is willing to contribute troops to an international peacekeeping operation in Lebanon, but will wait for the final decision made by the UN Security Council and the European Union (EU), a senior government official said on Friday. The Spanish government will take its decision based on the mandate and nature of the peacekeeping mission and in line with the political and military situation in the region, Maria Teresa Fernandez de la Vega, the first deputy prime minister, told reporters after a weekly cabinet meeting.
Spain will be on the side of the decisions taken by the European Union and the United Nations and will continue to play an active role within international organizations to seek a solution, she said. The international conference in Rome this week was cautiously positive,she said. She added Spain supports the international efforts to help mediate a ceasefire between Lebanon and Israel as

Mubarak says certain powers trying to agitate conflict in Mideast
Egyptian President Hosni Mubarak has said that certain powers were trying to agitate a conflict in the Middle East to serve their interests, the official MENA news agency reported Friday. Mubarak, however, did not name the powers in an interview with the state-owned weekly Al-Akhbar Al-Youm, which will be published on Saturday. An immediate ceasefire was a unanimous world demand,the veteran president said, adding that the language of threats and fierce speeches was useless. Mubarak said that Egypt has maintained contacts with all parties concerned to contain the volatile situation in Lebanon. Egypt's clear-cut stance in all contacts was for an immediate ceasefire, to be followed by negotiations with full support from the international community,he said.
It was the latest call by Mubarak for a ceasefire, but the conflict between Lebanon's Shiite group Hezbollah and Israel saw no sign of letting up. Mubarak said that it was high time for the international community to set up a new mechanism for peace in the Middle East, which would involve all tracks, adding the international community should rethink its vision on peace and means to push forward the peace process on all tracks. He said that his contacts with Syrian leaders confirmed that they wanted peace and were committed to all international resolutions. Mubarak said that there were direct contacts between Jordanian King Abdullah II and Syrian President Bashar al-Assad on regional issues after Egypt made efforts to solve Jordanian-Syrian differences.
Egypt and Jordan are the only two Arab countries to have signed peace treaties with Israel. More than 400 Lebanese and more than 50 Israelis have been killed in the conflict, which erupted after Hezbollah guerillas captured two Israeli soldiers and killed eight others during a cross-border attack on July 12. Syria's Chemical Misslies
NUCLEAR, BIOLOGICAL AND CHEMICAL WEAPONS
July 30, 2006: Syria may not have nuclear weapons, but it has created a force of ballistic missiles equipped with chemical (nerve and mustard gas) warheads. Syria is believed to have about 1200 ballistic missiles. About 85 percent of them are SCUDs, and most of these are improved designs from North Korea and Iran. The main improvement is a larger fuel tank, giving these missiles a range of about 700 kilometers. This allows them to reach anywhere in Israel. About 15 percent of their missiles are more modern (solid fuel) Russian SS-21s. But these only have a range of 70 kilometers. Thus the Syrians have about 600 missiles with a range of 700 kilometers, another 400 with a range of 300-400 kilometers, and about 200 with a range of 70 kilometers. All these missiles carry a half ton warhead. And some of these warheads carry nerve gas or mustard gas.
There are about 70 mobile launchers for the SCUDs, and about as many for the smaller SS-21s. The SCUD launchers, and support vehicles, are hidden in fifteen or more tunnel complexes. A major disadvantage of the SCUDs is that they take over an hour to fuel and get ready for firing. Some of the liquid fuel is poisonous, and the crews have to be careful while handling it. While there are some underground SCUD launching facilities, these are probably known to the Israelis, and likely to be bombed early in any conflict.
That's why the 70 mobile launchers are so important. These will be much sought after by Israeli aircraft, UAVs and satellites. Israel also has an anti-missile system (Arrow) that can knock down a few SCUDs at a time. If the Israelis can destroy most of the mobile launchers, and underground launch sites, that might be enough to avoid getting hit with chemical warheads.
These ballistic missiles are really the only reliable weapon Syria has. Poverty, and the end of Cold War era handouts from Russia, has led the 220,000 man Syrian army to decline in quality. The Syrian air force has sunk even deeper. The Syrian forces were never all that great to begin with. But now, all they can do is threaten Israel with chemical warheads carried on ballistic missiles. The United States has threatened to reply with nukes if anyone uses chemical weapons against U.S. troops or civilians. It's unclear if Israel would respond the same way. The Israeli armed forces could roll over the Syrian army and capture all of Syria in short order.
The threat of Israeli war crimes trials against Syrian leaders (who survived the Israeli offensive), might be the ultimate deterrent.

Hamas. Recently, CBN senior Washington correspondent Paul Strand sat down with May to discuss the ramifications of the war and related topics.
CBN: What are Hezbollah's goals in this war with Israel?
CLIFF MAY: Well…I think that Hezbollah has its own goals, but it is also carrying out certain goals on behalf of Syria and on behalf of Iran. Among its own goals are this: to show it's the main champion in that region of Hamas -- a main friend of Hamas -- and the main champion of the Arabs and the Muslims against the Israelis. They're the ones who are actually out there fighting the Israelis.
Of course, their long-term goals...there's no puzzle about that. They have said it is to wipe Israel off the face of the earth. Their long-term goals are nothing short of ethnic cleansing and genocide. That's very clear. As for Syria, their military got out of Lebanon, but they're still very influential there. They want to maintain Lebanon as a client state. Hezbollah helps them do that.And for Iran, there are all sorts of things. Among others, Iran right now is fighting with the U.S. over whether or not Iran is going to get nuclear weapons and the means to deliver them. This is a way for Iran to say to the U.S., We can do a lot more to hurt you than you can do
to hurt us. So just leave us alone to develop the weapons we want to develop.
CBN: What else might Iran be up to in this particular fight?
MAY: Iran is saying, We are now the champions of the Islamic world. We are the ones who are going to lead the fight against Christendom -- against the crusaders, against the Zionists, against what you and I would call the free world. One of the reasons you're seeing the Saudis, the Egyptians, and a lot of the other Sunni Arab countries uncomfortable with what's going with Hezbollah and Iran is because they want to lead this movement. They don't want the Shia whom they consider deviants from the religion to be leading it. They don't want them to be moving to the front of this march.So Iran is saying, We're leading a worldwide movement, a militant Islamist movement, against the West, and we have power and we have global reach in a way that nobody else does, including the Americans.
CBN: Do Hezbollah and Hamas have a religious agenda here? Is this a religious war?
MAY: It is very much a religious war for both of them, even though Hamas is Sunni and Hezbollah is Shia. But they are, both of them, militant Islamists. And they both have the same view, and it's very clear if you read the Hamas charter what that view is. Look, most people understand that in a militant Islamist society -- Saudi Arabia among them -- if a Muslim converts to another religion, that is a crime punishable by death. They hold the same view about land.Once a land is conquered by Muslims, it can never go back to being ruled by infidels. They believe it is an endowment from Allah to the Muslims. They can either fight for it, or not do their religious duty.That is why they believe that Israel, which was once conquered by Muslims, must again be run by Muslims. That's why they believe that much of Spain and parts of France and Hungary must be. Kashmir has a Muslim majority, so it must also be ruled by Muslims. And that almost surely explains the recent train bombings in India.
CBN: You've worked in the major media. Do those reporters understand that when Hezbollah and Hamas say they want to wipe Israel off the face of the map, they mean it? Or do those reporters view them as a couple of groups with reasonable moderates who'll be open to compromise, and ditching their more fanatical demands, when it's time to cut some future deal?
MAY: I think they don't often understand how much Hamas and Hezbollah mean what they say. The reporters do what you call mirror imaging. They think, If I said that, I wouldn't mean it, so if they say that, they can't mean it.They think, This is a political group. That's maybe their negotiating posture, but surely they're willing to back off.They don't understand what we've just discussed. It's not a negotiating
posture. It's a religious conviction. And because it's a religious conviction, it's very hard for them to back off from it.One thing you have to say is that Hamas and Hezbollah are very candid. They're not devious about what they want...for the most part. It's there in their charter. They won't remove it. They feel to remove it would be to fail to do their religious duty. So they're telling us what they want to do...they're telling us what their ambitions are. The question is whether we'll listen. And I think as you rightly point out, in the major media, a lot of people are not listening and not believing.
CBN: How do you see this war ending?
MAY: We don't know, but here's what I'm hopeful about: now that it's begun, it will conclude with Hezbollah being defeated and disarmed. Keep in mind, everybody in the world…theoretically… says that's what they want.
United Nations Security Council Resolution 1559, one of the few U.N. resolutions that has the force of law under Chapter, calls for Hezbollah to be disarmed. But, it doesn't say who should do it. The Lebanese don't have the power to do it. I don't think the French Foreign Legion is going to come in and do it. If Israel does not carry out this resolution... [if] Israel does not disarm Hezbollah now...who will and when? The answer is nobody, ever. And Hezbollah will get stronger next time.
They have bigger missiles now than they had in the past. They will have bigger, more powerful missiles in the future.If this conflagration does not end in Hezbollah's
defeat, there will be another conflict later, and it will be much worse. It will be terrible for the Lebanese, for the Israelis, for the Palestinians if this is merely put on ice and then allowed to thaw later on.All the suffering everybody's going through, it should result in something good. That means the defeat of Hezbollah. It means Hezbollah disarmed. It means the south of Lebanon is controlled again by Lebanese forces, not by a militia, a terrorist group that is funded, directed, and financed by Syria and Iran.

LOS ANGELES (AFP) - A heat wave baking California since mid July has killed 25,000 cattle and 700,000 fowl, prompting emergency measures and crippling the sector for months to come, analysts said. Central California between Bakersfield and Redding is home to approximately 2.5 million cattle. Roughly 25,000 died because of the triple digit temperatures since July 14, according to Andy Zylstra, president of the California Dairy Campaign.The timing is horrendous,he told AFP. The price of milk is
down 30 percent while feed, fuel, electricity prices are all up, and now we have these tremendous losses. It's just a kick in the head.The losses amount to 1,500 to 2,500 dollars per head.Milk production in central California is also down. Tulare based Land O' Lakes Creamery normally produces 1.6 million gallons (6.0 million liters) of milk daily. The company has been reporting losses of 400,000 gallons (1.1 million liters) a day, according to Zylstra.
Disposal of the cattle creates another economic drain on strapped dairy farmers, and the sheer numbers of carcasses heading to the rendering plants has forced some counties to declare a state of emergency. Normally outlawed as a disposal method in
California, many of the dead cattle are buried in landfills or composted on
site. Composting is the best alternative method,said Zylstra. Come six months, there's nothing left but the plastic ear tags -- not even any bones or teeth.Disposal methods vary by county based on the water table, according to Zylstra.Though not sustaining the losses of the dairy industry, poultry farmers are
also disposing of millions of pounds of chickens and turkeys in landfills. Most central California poultry farms house their birds in ventilated, water-cooled barns that keep the temperature at 76 degrees F (24 degrees C), according to Bill Mattos, President of California Poultry Association.
But when the temperatures reach over 100 degrees F (38 degrees C), it can be devastating to the smaller producer,Mattos told AFP. He estimates that 700,000 birds have been lost in the summer heat.The heat also decreases the breeding success of the livestock. Cows just don't get pregnant in the heat, said Zylstra. Nine months down the road we'll be seeing the long-term effects.
Just like people, cows just aren't as frisky in this kind of heat.

Syria's Chemical Misslies
NUCLEAR, BIOLOGICAL AND CHEMICAL WEAPONS
July 30, 2006: Syria may not have nuclear weapons, but it has created a force of ballistic missiles equipped with chemical (nerve and mustard gas) warheads. Syria is believed to have about 1200 ballistic missiles. About 85 percent of them are SCUDs, and most of these are improved designs from North Korea and Iran. The main improvement is a larger fuel tank, giving these missiles a range of about 700 kilometers. This allows them to reach anywhere in Israel. About 15 percent of their missiles are more modern (solid fuel) Russian SS-21s. But these only have a range of 70 kilometers. Thus the Syrians have about 600 missiles with a range of 700 kilometers, another 400 with a range of 300-400 kilometers, and about 200 with a range of 70 kilometers. All these missiles carry a half ton warhead. And some of these warheads carry nerve gas or mustard gas.
There are about 70 mobile launchers for the SCUDs, and about as many for the smaller SS-21s. The SCUD launchers, and support vehicles, are hidden in fifteen or more tunnel complexes. A major disadvantage of the SCUDs is that they take over an hour to fuel and get ready for firing. Some of the liquid fuel is poisonous, and the crews have to be careful while handling it. While there are some underground SCUD launching facilities, these are probably known to the Israelis, and likely to be bombed early in any conflict.
That's why the 70 mobile launchers are so important. These will be much sought after by Israeli aircraft, UAVs and satellites. Israel also has an anti-missile system (Arrow) that can knock down a few SCUDs at a time. If the Israelis can destroy most of the mobile launchers, and underground launch sites, that might be enough to avoid getting hit with chemical warheads.
These ballistic missiles are really the only reliable weapon Syria has. Poverty, and the end of Cold War era handouts from Russia, has led the 220,000 man Syrian army to decline in quality. The Syrian air force has sunk even deeper. The Syrian forces were never all that great to begin with. But now, all they can do is threaten Israel with chemical warheads carried on ballistic missiles. The United States has threatened to reply with nukes if anyone uses chemical weapons against U.S. troops or civilians. It's unclear if Israel would respond the same way. The Israeli armed forces could roll over the Syrian army and capture all of Syria in short order.
The threat of Israeli war crimes trials against Syrian leaders (who survived the Israeli offensive), might be the ultimate deterrent.

BAIDOA, Somalia (AP) — Somalia's prime minister on Saturday accused Egypt, Libya and Iran of providing weapons for Islamic militants who have seized control of much of this country's south.Egypt, Libya and Iran, whom we thought were friends, are engaged in fueling the conflict in Somalia by supporting the terrorists, Prime Minister Mohammed Ali Gedi said, citing unnamed sources within his government.The accusations came as Somalia's already weak government was unraveling. Two lawmakers were shot this week — one fatally — and Gedi was facing a no-confidence vote after 18 lawmakers resigned from his administration.Meanwhile, an Islamic militia with alleged ties to al-Qaeda has steadily gained power, raising fears of an emerging Taliban-style regime.

He’s a former New York Times foreign correspondent, a senior editor at GEO, and associate editor at Newsweek. May has been keeping a close eye on the current conflict between Israel, Hezbollah, and
Hamas. Recently, CBN senior Washington correspondent Paul Strand sat down with May to discuss the ramifications of the war and related topics.
CBN: What are Hezbollah's goals in this war with Israel?
CLIFF MAY: Well…I think that Hezbollah has its own goals, but it is also carrying out certain goals on behalf of Syria and on behalf of Iran. Among its own goals are this: to show it's the main champion in that region of Hamas -- a main friend of Hamas -- and the main champion of the Arabs and the Muslims against the Israelis. They're the ones who are actually out there fighting the Israelis.
Of course, their long-term goals...there's no puzzle about that. They have said it is to wipe Israel off the face of the earth. Their long-term goals are nothing short of ethnic cleansing and genocide. That's very clear. As for Syria, their military got out of Lebanon, but they're still very influential there. They want to maintain Lebanon as a client state. Hezbollah helps them do that.And for Iran, there are all sorts of things. Among others, Iran right now is fighting with the U.S. over whether or not Iran is going to get nuclear weapons and the means to deliver them. This is a way for Iran to say to the U.S., We can do a lot more to hurt you than you can do
to hurt us. So just leave us alone to develop the weapons we want to develop.
CBN: What else might Iran be up to in this particular fight?
MAY: Iran is saying, We are now the champions of the Islamic world. We are the ones who are going to lead the fight against Christendom -- against the crusaders, against the Zionists, against what you and I would call the free world. One of the reasons you're seeing the Saudis, the Egyptians, and a lot of the other Sunni Arab countries uncomfortable with what's going with Hezbollah and Iran is because they want to lead this movement. They don't want the Shia whom they consider deviants from the religion to be leading it. They don't want them to be moving to the front of this march.So Iran is saying, We're leading a worldwide movement, a militant Islamist movement, against the West, and we have power and we have global reach in a way that nobody else does, including the Americans.
CBN: Do Hezbollah and Hamas have a religious agenda here? Is this a religious war?
MAY: It is very much a religious war for both of them, even though Hamas is Sunni and Hezbollah is Shia. But they are, both of them, militant Islamists. And they both have the same view, and it's very clear if you read the Hamas charter what that view is. Look, most people understand that in a militant Islamist society -- Saudi Arabia among them -- if a Muslim converts to another religion, that is a crime punishable by death. They hold the same view about land.Once a land is conquered by Muslims, it can never go back to being ruled by infidels. They believe it is an endowment from Allah to the Muslims. They can either fight for it, or not do their religious duty.That is why they believe that Israel, which was once conquered by Muslims, must again be run by Muslims. That's why they believe that much of Spain and parts of France and Hungary must be. Kashmir has a Muslim majority, so it must also be ruled by Muslims. And that almost surely explains the recent train bombings in India.
CBN: You've worked in the major media. Do those reporters understand that when Hezbollah and Hamas say they want to wipe Israel off the face of the map, they mean it? Or do those reporters view them as a couple of groups with reasonable moderates who'll be open to compromise, and ditching their more fanatical demands, when it's time to cut some future deal?
MAY: I think they don't often understand how much Hamas and Hezbollah mean what they say. The reporters do what you call mirror imaging. They think, If I said that, I wouldn't mean it, so if they say that, they can't mean it.They think, This is a political group. That's maybe their negotiating posture, but surely they're willing to back off.They don't understand what we've just discussed. It's not a negotiating
posture. It's a religious conviction. And because it's a religious conviction, it's very hard for them to back off from it.One thing you have to say is that Hamas and Hezbollah are very candid. They're not devious about what they want...for the most part. It's there in their charter. They won't remove it. They feel to remove it would be to fail to do their religious duty. So they're telling us what they want to do...they're telling us what their ambitions are. The question is whether we'll listen. And I think as you rightly point out, in the major media, a lot of people are not listening and not believing.
CBN: How do you see this war ending?
MAY: We don't know, but here's what I'm hopeful about: now that it's begun, it will conclude with Hezbollah being defeated and disarmed. Keep in mind, everybody in the world…theoretically… says that's what they want.
United Nations Security Council Resolution 1559, one of the few U.N. resolutions that has the force of law under Chapter, calls for Hezbollah to be disarmed. But, it doesn't say who should do it. The Lebanese don't have the power to do it. I don't think the French Foreign Legion is going to come in and do it. If Israel does not carry out this resolution... [if] Israel does not disarm Hezbollah now...who will and when? The answer is nobody, ever. And Hezbollah will get stronger next time.
They have bigger missiles now than they had in the past. They will have bigger, more powerful missiles in the future.If this conflagration does not end in Hezbollah's
defeat, there will be another conflict later, and it will be much worse. It will be terrible for the Lebanese, for the Israelis, for the Palestinians if this is merely put on ice and then allowed to thaw later on.All the suffering everybody's going through, it should result in something good. That means the defeat of Hezbollah. It means Hezbollah disarmed. It means the south of Lebanon is controlled again by Lebanese forces, not by a militia, a terrorist group that is funded, directed, and financed by Syria and Iran.

LOS ANGELES (AFP) - A heat wave baking California since mid July has killed 25,000 cattle and 700,000 fowl, prompting emergency measures and crippling the sector for months to come, analysts said. Central California between Bakersfield and Redding is home to approximately 2.5 million cattle. Roughly 25,000 died because of the triple digit temperatures since July 14, according to Andy Zylstra, president of the California Dairy Campaign.The timing is horrendous,he told AFP. The price of milk is
down 30 percent while feed, fuel, electricity prices are all up, and now we have these tremendous losses. It's just a kick in the head.The losses amount to 1,500 to 2,500 dollars per head.Milk production in central California is also down. Tulare based Land O' Lakes Creamery normally produces 1.6 million gallons (6.0 million liters) of milk daily. The company has been reporting losses of 400,000 gallons (1.1 million liters) a day, according to Zylstra.
Disposal of the cattle creates another economic drain on strapped dairy farmers, and the sheer numbers of carcasses heading to the rendering plants has forced some counties to declare a state of emergency. Normally outlawed as a disposal method in
California, many of the dead cattle are buried in landfills or composted on
site. Composting is the best alternative method,said Zylstra. Come six months, there's nothing left but the plastic ear tags -- not even any bones or teeth.Disposal methods vary by county based on the water table, according to Zylstra.Though not sustaining the losses of the dairy industry, poultry farmers are
also disposing of millions of pounds of chickens and turkeys in landfills. Most central California poultry farms house their birds in ventilated, water-cooled barns that keep the temperature at 76 degrees F (24 degrees C), according to Bill Mattos, President of California Poultry Association.
But when the temperatures reach over 100 degrees F (38 degrees C), it can be devastating to the smaller producer,Mattos told AFP. He estimates that 700,000 birds have been lost in the summer heat.The heat also decreases the breeding success of the livestock. Cows just don't get pregnant in the heat, said Zylstra. Nine months down the road we'll be seeing the long-term effects.
Just like people, cows just aren't as frisky in this kind of heat.

Ken Takacs, who estimated 600 residents were evacuated along the river, which curves around three sides of Painesville.In Eastlake, between Cleveland and Painesville along Lake Erie, the Coast Guard searched for a man reported missing while checking on his boat at a marina near the Chagrin River.A deluge hit the area Thursday and early Friday, but by midday the sun broke through and flood waters began to recede. The weekend forecast called for clear weather.
Gov. Bob Taft declared a state of emergency in Lake County, helping the state provide resources to respond to the flooding and assist with recovery.The evacuations in Painesville included 10 to 12 people rescued from condo and apartment rooftops by boat crews operating in 15 feet of water, Takacs said.Some people had to drop from second-floor windows, and in one case a large front-end loader nudged a rescue boat through a tough current to reach a woman who uses a wheelchair, Takacs said.Jeanette Fattori, 57, and her husband fled their Eastlake home with only their prescription medication.I thought we were going to drown. It was just filling up our basement and the only way we got out of there was in a small boat with people from the fire department, Fattori said at a Red Cross shelter.
Kevin Ford, 37, said the water flooded the bottom floor and garage of the Painesville condo he shares with his mother.We had two vehicles, appliances and furniture and they're probably all destroyed. I saw a refrigerator floating,he said.Flooding severely damaged many of the riverfront condos and apartments, but there were no immediate damage estimates, Takacs said.

VATICAN CITY, JULY 27, 2006 (Zenit.org).- The results of the crisis talks in Rome regarding Lebanon were significant, said the Vatican secretary for relations with states, even though an immediate cease-fire was not achieved.Archbishop Giovanni Lajolo, in an interview today on Vatican Radio, analyzed the results of the conference Wednesday. He attended the meeting as an observer.
With regards to a call for an immediate cease-fire, unanimity among the participants was not achieved because some countries maintained that an appeal would not have produced the desired effect,the Vatican representative said. And it was felt more realistic to express a commitment to achieve without delay a cessation of hostilities, a commitment which can, in fact, be maintained.An immediate suspension of hostilities is possible, and, therefore, necessary,he added.
Archbishop Lajolo stated that the position of those who maintain that conditions must first be created so that any truce is not once again violated, is only apparently one of realism, because those conditions can and must be created with means other than the killing of innocent people.In this connection, the archbishop considered "problematic" the fact that in the final declaration -- written by the U.S. secretary of state, Condoleezza Rice, and Italy's foreign minister, Massimo D'Alema -- limited itself to inviting Israel to exercise the greatest restraint.By its nature, this call has a certain inevitable ambiguity, while respect for the innocent civilian population is a precise and binding duty,Archbishop Lajolo said.

The archbishop pointed out, however, four positive elements of the conference: the commitment made by various countries to help Lebanon; the request for an international force, under the mandate of the United Nations, to support the regular Lebanese army in security matters; the commitment to send humanitarian aid; and the resolution of the participants to follow further developments in Lebanon. The Vatican secretary of state, Cardinal Angelo Sodano, who on Wednesday evening received Lebanese Prime Minister Fouad Siniora in the Vatican, after the conclusion of the conference, said today in comments to the Italian newspaper Il Corriere della Sera that he was disappointed by the lack of an agreement on an immediate cease-fire.We are before a humanitarian problem of the first order and in its solution all men of good will should find a way to cooperate,said Cardinal Sodano, who will leave office in September.The integrity of Lebanon must also be safeguarded, but obviously today priority must be given to human lives,added Cardinal Sodano. TYRE, Lebanon - Hezbollah launched a new kind of rocket Friday that made the deepest strike into Israel yet, rattling Israelis as their warplanes and artillery targeted guerrillas in attacks on apartment buildings and roads. Lebanese officials said about 12 civilians died in the day's fighting; Israel said it killed 26 militants, raising to about 230 the total number killed in the campaign.
Hezbollah's launching of the new weapon unnerved Israelis, 500,000 of whom are already living in northern shelters because of rocket bombardments. The rocket firing was also likely to escalate a conflict now in its 18th day, with Secretary of State Condoleezza Rice heading back to the Middle East this weekend to make a second attempt to resolve the crisis.The guerrillas said they used the Khaibar-1 — named after the site of a historic battle between Islam's Prophet Muhammad and Jewish tribes in the Arabian peninsula — to strike the Israeli town of Afula.
With this, the Islamic Resistance begins a new stage of fighting, challenge and confrontation with a strong determination and full belief in God's victory,Hezbollah said in a statement.Five of the rockets crashed into empty fields outside Afula, causing no injuries. Although possessing overwhelming firepower, Israel has made no threats to destroy Lebanese cities and villages. Israel has stressed that it is not fighting the Lebanese people or government, but will go after Hezbollah wherever it finds the militants.Rice's second trip to the region comes as diplomatic efforts are solidifying into two sharply divided camps. Most agree on the idea of bringing international forces into the south to end Hezbollah's decade-long free rein here — but still unresolved is how and when.
A U.S. official, speaking on condition of anonymity because of the sensitive nature of the discussions, said possible elements of a Rice proposal to resolve the crisis included an international agreement on a U.N.-mandated multinational force, disarming Hezbollah and integrating the guerrilla force into the Lebanese army; urging Hezbollah to return Israeli prisoners; a commitment to resolve border issues and an international reconstruction plan for Lebanon.
Many Europeans and Arab countries are increasing the pressure for an immediate cease-fire first, followed by a plan to tackle the complicated issues of a force to curb the Shiite guerrillas.In Beirut, Hezbollah signed on to a peace package that includes strengthening an international force in south Lebanon and disarming the guerrillas, the government said.The agreement, reached at a Cabinet meeting, was the first time that Hezbollah has agreed to a proposal for ending the crisis that includes the deploying of international forces.The package falls short of American and Israeli demands in that it calls for an immediate cease-fire before working out details of a force and includes other conditions. But European Union officials said it forms a basis for an agreement.
The uncertainty allowed the offensive to persist with a new dimension of destruction emerging — the environment. Beaches in Beirut were black with oil spilled from a power station that was blasted by Israel two weeks ago and was still burning. In the south, rescue workers dug through the rubble of bombed houses, looking for bodies.Early Saturday, two Israeli air raids destroyed a bridge on the Orontes river in the Bekaa Valley, largely cutting off the town of Hermel from the rest of the country. There were no casualties, residents said.Late Friday, the Israeli army said it killed 26 Hezbollah guerrillas in fighting for the Shiite town of Bint Jbail. The army did not report Israeli casualties, but Israel Radio said six soldiers were wounded. Hezbollah has verified 35 guerrilla casualties. The competing claims could not be resolved independently.
Hezbollah said its guerrillas attacked Israeli troops on a ridge overlooking Bint Jbail and in Maroun al-Ras, a nearby villages that Israeli troops overran last weekend. But Lebanon's health minister estimated Thursday that as many as Lebanese 600 civilians have been killed, with other victims buried in rubble. President Bush and British Prime Minister Tony Blair said Friday they want an international force dispatched quickly to the Mideast but said any plan to end the fighting must address long-running regional disputes to be effective. The leaders, standing side by side in the White House's East Room after meeting in the Oval Office, said they want to see a U.N. resolution introduced next week. Bush announced he was sending Secretary of State Condoleezza Rice back to the region on Saturday to negotiate the terms.
Bush said they envisioned a resolution providing a framework for the cessation of hostilities on an urgent basis and mandating the multinational force. This is a moment of intense conflict in the Middle East, Bush said. Yet our aim is to turn it into a moment of opportunity and a chance for broader change in the region. Bush and Blair remained united against many other European and Arab nations, by resisting calls for an immediate, unconditional end to Israel's campaign against Hezbollah militants that effectively control southern Lebanon.
This stance has been interpreted by Israel as a green light to continue its offensive as long as it takes to cripple the Shiite Muslim militant group.In Lebanon, Hezbollah and its Iranian and Syrian sponsors are willing to kill and use violence to stop the spread of peace and democracy,Bush said.They're not going to succeed. Bush said the plan developed by he and Blair would make every effort to achieve a lasting peace out of this process. Nothing will work, unless, as well as an end to the immediate crisis, we put in place the measures necessary to prevent it from occurring again,Blair said. "We take this opportunity to set out and achieve a different strategic direction for the whole of that region. The EU must act with Troops

EUOBSERVER / COMMENT - The international conference in Rome on July 26 offered hope that a consensus could be reached on a plan that would end the fighting between Israel and Hezbollah. But the conference ended without a resolution, and the members of the European Union are scrambling to salvage their first diplomatic attempt to end the current crisis. The EU should not be discouraged; it is capable of conducting a pro-active foreign policy and has the ability to commit the necessary financial, diplomatic, and military resources to bring stability and peace to the region. The EU must act decisively as a counterbalance to US unilateralism by proposing a European solution to the current crisis. The failure of the talks has been blamed on US Secretary of State Condoleezza Rice, who was under siege from the European and Arab state participants who were calling for an immediate cease-fire. Dr. Rice remained steadfast in her demand that any cease-fire must be preceded by the disarmament of Hezbollah.
In true diplomatic fashion, humanitarian and reconstruction aid were agreed upon, but the hypocrisy of Washington doling out reconstruction aid to Lebanon with one hand and missiles to Israel with the other did not go unnoticed. However, the chief problem is that the EU, which has an unprecedented opportunity to bring regional stability and an end to the deadly conflict between Israel and its neighbours, is holding back, as if it needs a permission slip from the United States before it can act.
EU must send troops
Unlike the US, whose inaction in the face of the widening catastrophe has squandered its bona fides as a negotiator for peace, the EU is still a credible broker in the region; Syria, Lebanon, Israel, and the Palestinian Authority are members of the European Neighborhood Policy (ENP) - their relationship yields more than $45 billion in trade annually. The EU also has normalized diplomatic and trade relations with Iran, the implicit puppet-master of this proxy war.The European Union should consider the immediate dispatch of its EU Rapid Reaction Force (RRF) - invoking the EU Rapid Reaction Mechanism (RRM) - to southern Lebanon. The RRF is a European military force that can be triggered in situations of crisis and armed conflict,and falls under the auspices of the EU Common Foreign and Security Policy.
Its development was predicated on the idea that the EU needs a force that can act independently of US-led NATO missions. The RRF's mandate limits its deployment to six months, which would afford enough time for Europe to build a semi-permanent EU force like the one deployed in the Balkans, or ideally, the development and deployment of the Lebanese army to secure its own peace.
Moving in this direction is necessary for a number of reasons. For one thing, Dr. Rice's desire to see a US-led NATO force deployed to southern Lebanon with the charge of ridding the area of Hezbollah operatives entirely, involves NATO deployment for ninety days, after which a UN-sponsored force would take charge. However, France's president Jacques Chirac, who would support an EU force, opposes the idea of a NATO-led force, stating, As far as France is concerned, it is not NATO's mission to put together such a force..Whether we like it or not, NATO is perceived as the armed wing of the west in these regions, and as a result, in terms of image, NATO is not intended for this. Thus, if Washington continues to push for a NATO force, the Atlantic alliance is at risk of collapse. Moreover, the United Nations is not up to the task: UNIFIL, the United Nations Interim Force in Lebanon, has failed to keep the peace, loses its mandate at the end of this month, and has already suffered casualties in this war.
Solana's vision short-sighted
Another solution that would not work is that proposed by Javier Solana, the EU's foreign policy chief and former secretary general of NATO, who has proposed an international force made up of troops from Europe, Turkey, and the Arab states (which would be almost all Sunni). Dr Solana's vision is short-sighted and likely has more to do with a desire to pawn the manpower needed onto Turkey and Egypt, even though Egypt has categorically stated that it will not be a part of such a force.The other problem with Dr. Solana's vision is that by putting Sunni boots on Shia ground, the possibility of more bloodshed and wider scale conflict increases dramatically. In Iraq, radical Shi'ite cleric Muqtada al-Sadr has voiced his support for Hezbollah (which is a Lebanese Islamic Shi'ite group), and announced he is recruiting an army to deploy to southern Lebanon. The case for an EU force must also take into account Europe's refusal to list Hezbollah as a terrorist organization, which opens the door for direct negotiations with hopes for the possibility that an EU force can maintain the peace without firing a shot.Israel also has indicated willingness for a highly trained European force to be deployed as a stabilization entity in Lebanon. In fact, this is the second time in a year that Israel has requested EU military assistance.
Back in November 2005, Israel asked EU monitors to guard the Gaza/Egyptian border. While the EU monitors had no mandate to use force, Israel requested it. Israel realizes that it needs international support now more than ever, and the Europeans would be remiss to squander this opportunity. On Tuesday, August 1, the EU foreign ministers will hold an emergency meeting to discuss how best to organize a UN-mandated international force; a force that, the EU must be reminded, is readily at their disposal.
There is no time to waste. As Terje Roed Larsen, the United Nation's chief envoy for Syrian/Lebanese issues, just said, I do not feel confident that this war between Israel and Hezbollah has peaked yet.The European Union must act before it is too late.

With regards to a call for an immediate cease-fire, unanimity among the participants was not achieved because some countries maintained that an appeal would not have produced the desired effect,the Vatican representative said. And it was felt more realistic to express a commitment to achieve without delay a cessation of hostilities, a commitment which can, in fact, be maintained.An immediate suspension of hostilities is possible, and, therefore, necessary,he added.
Archbishop Lajolo stated that the position of those who maintain that conditions must first be created so that any truce is not once again violated, is only apparently one of realism, because those conditions can and must be created with means other than the killing of innocent people.In this connection, the archbishop considered "problematic" the fact that in the final declaration -- written by the U.S. secretary of state, Condoleezza Rice, and Italy's foreign minister, Massimo D'Alema -- limited itself to inviting Israel to exercise the greatest restraint.By its nature, this call has a certain inevitable ambiguity, while respect for the innocent civilian population is a precise and binding duty,Archbishop Lajolo said.
Positive points
The archbishop pointed out, however, four positive elements of the conference: the commitment made by various countries to help Lebanon; the request for an international force, under the mandate of the United Nations, to support the regular Lebanese army in security matters; the commitment to send humanitarian aid; and the resolution of the participants to follow further developments in Lebanon. TYRE, Lebanon - Hezbollah launched a new kind of rocket Friday that made the deepest strike into Israel yet, rattling Israelis as their warplanes and artillery targeted guerrillas in attacks on apartment buildings and roads. Lebanese officials said about 12 civilians died in the day's fighting; Israel said it killed 26 militants, raising to about 230 the total number killed in the campaign.
Hezbollah's launching of the new weapon unnerved Israelis, 500,000 of whom are already living in northern shelters because of rocket bombardments. The rocket firing was also likely to escalate a conflict now in its 18th day, with Secretary of State Condoleezza Rice heading back to the Middle East this weekend to make a second attempt to resolve the crisis.The guerrillas said they used the Khaibar-1 — named after the site of a historic battle between Islam's Prophet Muhammad and Jewish tribes in the Arabian peninsula — to strike the Israeli town of Afula.

One airstrike flattened a house in the village of Hadatha, and six people inside were believed dead or wounded, the Lebanese state news agency reported. Hezbollah's al-Manar TV said all six were dead. Missiles destroyed three buildings in the village of Kfar Jouz near the market town of Nabatiyeh, apparently targeting the apartment of a Hezbollah activist. A Jordanian was killed in a nearby house, and the blasts collapsed a shelter, killing a Lebanese husband and wife.
Three women were killed in strikes on their homes in other southern villages, security officials said. A wounded woman was rushed to the hospital in the village of Ain Arab, and more people were believed trapped in the debris of a destroyed building there. An explosion, believed to be from Israeli artillery, hit a convoy evacuating villagers from Rmeish, lightly wounding a driver and a Lebanese cameraman for German TV news. Another strike hit a potato truck and a nearby car, wounding three. At least 445 people have been killed in Lebanon in the fighting, most of them civilians, according to a Health Ministry count Friday based on bodies taken to hospitals. But Lebanon's health minister estimated Thursday that as many as Lebanese 600 civilians have been killed, with other victims buried in rubble. On the Israeli side, 33 soldiers have died in fighting, and Hezbollah rocket attacks on northern Israel have killed 19 civilians, the Israeli army said. Bush, Blair Back Multinational Force

President Bush and British Prime Minister Tony Blair said Friday they want an international force dispatched quickly to the Mideast but said any plan to end the fighting must address long-running regional disputes to be effective. The leaders, standing side by side in the White House's East Room after meeting in the Oval Office, said they want to see a U.N. resolution introduced next week. Bush announced he was sending Secretary of State Condoleezza Rice back to the region on Saturday to negotiate the terms.
Bush said they envisioned a resolution providing a framework for the cessation of hostilities on an urgent basis and mandating the multinational force. This is a moment of intense conflict in the Middle East, Bush said. Yet our aim is to turn it into a moment of opportunity and a chance for broader change in the region. Bush and Blair remained united against many other European and Arab nations, by resisting calls for an immediate, unconditional end to Israel's campaign against Hezbollah militants that effectively control southern Lebanon.
This stance has been interpreted by Israel as a green light to continue its offensive as long as it takes to cripple the Shiite Muslim militant group.In Lebanon, Hezbollah and its Iranian and Syrian sponsors are willing to kill and use violence to stop the spread of peace and democracy,Bush said.They're not going to succeed. Bush said the plan developed by he and Blair would make every effort to achieve a lasting peace out of this process. Nothing will work, unless, as well as an end to the immediate crisis, we put in place the measures necessary to prevent it from occurring again,Blair said. "We take this opportunity to set out and achieve a different strategic direction for the whole of that region. Bush and Blair came together at the White House as consultations continue on the makeup and mandate of a possible international peacekeeping force to stabilize the more than 2-week-old situation along the Israeli-Lebanese border and help the Lebanese army establish control in the south where Hezbollah has near-autonomy. A senior State Department aide was in Europe. And U.N. Secretary-General Kofi Annan made plans to invite nations that might contribute troops to meet on Monday in New York, according to a United Nations official who spoke on condition of anonymity because no announcement had been made. The EU must act with Troops

EUOBSERVER / COMMENT - The international conference in Rome on July 26 offered hope that a consensus could be reached on a plan that would end the fighting between Israel and Hezbollah. But the conference ended without a resolution, and the members of the European Union are scrambling to salvage their first diplomatic attempt to end the current crisis. The EU should not be discouraged; it is capable of conducting a pro-active foreign policy and has the ability to commit the necessary financial, diplomatic, and military resources to bring stability and peace to the region. The EU must act decisively as a counterbalance to US unilateralism by proposing a European solution to the current crisis. The failure of the talks has been blamed on US Secretary of State Condoleezza Rice, who was under siege from the European and Arab state participants who were calling for an immediate cease-fire. Dr. Rice remained steadfast in her demand that any cease-fire must be preceded by the disarmament of Hezbollah.
In true diplomatic fashion, humanitarian and reconstruction aid were agreed upon, but the hypocrisy of Washington doling out reconstruction aid to Lebanon with one hand and missiles to Israel with the other did not go unnoticed. However, the chief problem is that the EU, which has an unprecedented opportunity to bring regional stability and an end to the deadly conflict between Israel and its neighbours, is holding back, as if it needs a permission slip from the United States before it can act.
EU must send troops
Unlike the US, whose inaction in the face of the widening catastrophe has squandered its bona fides as a negotiator for peace, the EU is still a credible broker in the region; Syria, Lebanon, Israel, and the Palestinian Authority are members of the European Neighborhood Policy (ENP) - their relationship yields more than $45 billion in trade annually. The EU also has normalized diplomatic and trade relations with Iran, the implicit puppet-master of this proxy war.The European Union should consider the immediate dispatch of its EU Rapid Reaction Force (RRF) - invoking the EU Rapid Reaction Mechanism (RRM) - to southern Lebanon. The RRF is a European military force that can be triggered in situations of crisis and armed conflict,and falls under the auspices of the EU Common Foreign and Security Policy.
Its development was predicated on the idea that the EU needs a force that can act independently of US-led NATO missions. The RRF's mandate limits its deployment to six months, which would afford enough time for Europe to build a semi-permanent EU force like the one deployed in the Balkans, or ideally, the development and deployment of the Lebanese army to secure its own peace.
Moving in this direction is necessary for a number of reasons. For one thing, Dr. Rice's desire to see a US-led NATO force deployed to southern Lebanon with the charge of ridding the area of Hezbollah operatives entirely, involves NATO deployment for ninety days, after which a UN-sponsored force would take charge. However, France's president Jacques Chirac, who would support an EU force, opposes the idea of a NATO-led force, stating, As far as France is concerned, it is not NATO's mission to put together such a force..Whether we like it or not, NATO is perceived as the armed wing of the west in these regions, and as a result, in terms of image, NATO is not intended for this. Thus, if Washington continues to push for a NATO force, the Atlantic alliance is at risk of collapse. Moreover, the United Nations is not up to the task: UNIFIL, the United Nations Interim Force in Lebanon, has failed to keep the peace, loses its mandate at the end of this month, and has already suffered casualties in this war.
Solana's vision short-sighted
Another solution that would not work is that proposed by Javier Solana, the EU's foreign policy chief and former secretary general of NATO, who has proposed an international force made up of troops from Europe, Turkey, and the Arab states (which would be almost all Sunni). Dr Solana's vision is short-sighted and likely has more to do with a desire to pawn the manpower needed onto Turkey and Egypt, even though Egypt has categorically stated that it will not be a part of such a force.The other problem with Dr. Solana's vision is that by putting Sunni boots on Shia ground, the possibility of more bloodshed and wider scale conflict increases dramatically. In Iraq, radical Shi'ite cleric Muqtada al-Sadr has voiced his support for Hezbollah (which is a Lebanese Islamic Shi'ite group), and announced he is recruiting an army to deploy to southern Lebanon. The case for an EU force must also take into account Europe's refusal to list Hezbollah as a terrorist organization, which opens the door for direct negotiations with hopes for the possibility that an EU force can maintain the peace without firing a shot.Israel also has indicated willingness for a highly trained European force to be deployed as a stabilization entity in Lebanon. In fact, this is the second time in a year that Israel has requested EU military assistance.
Back in November 2005, Israel asked EU monitors to guard the Gaza/Egyptian border. While the EU monitors had no mandate to use force, Israel requested it. Israel realizes that it needs international support now more than ever, and the Europeans would be remiss to squander this opportunity. On Tuesday, August 1, the EU foreign ministers will hold an emergency meeting to discuss how best to organize a UN-mandated international force; a force that, the EU must be reminded, is readily at their disposal.
There is no time to waste. As Terje Roed Larsen, the United Nation's chief envoy for Syrian/Lebanese issues, just said, I do not feel confident that this war between Israel and Hezbollah has peaked yet.The European Union must act before it is too late.

UK should help kill off EU constitution, MPs say

A group of cross-party British parliamentarians have urged their government to end the paralysis surrounding the EU constitution by encouraging other states to bin the document. The foreign affairs committee of the UK's House of Commons, made up of Labour, Conservative and Liberal-democrat parliamentarians, in a report dated 19 July concluded that although the [Constitutional] Treaty is not dead, it is comatose and on life support. We conclude that the Treaty establishing a Constitution for Europe is unlikely ever to come into force, although attempts may be made to enact some of its provisions by other means,the MPs wrote after hearing various UK officials over recent developments in the EU. We recommend that the government encourage its European counterparts to face up to this reality and explicitly to abandon the Treaty as a package.
The UK government led by prime minister Tony Blair has so far refrained from a firm public stance on the fate of the EU constitution after French and Dutch voters rejected the charter last year. London has put plans for a referendum on the text on ice, but has not sided with The Hague which has declared the constitution dead or with those states pushing for a revival of the charter, such as Germany or Spain. It is widely believed that London would not resist a slow starving off of the document however, with the chances of a positive outcome of a British referendum on the constitution seen as marginal. In their report, the MPs also attacked attempts to implement key ideas of the constitution one by one, referred to in Brussels as cherry-picking.The report firmly rejects recent European Commission proposals to eliminate national vetoes in justice and police cooperation, through the so-called passerelle or bridging clauses in the current EU treaties. These proposals, set to be discussed by justice ministers in September, have so far been cautiously welcomed by UK officials, but the House of Commons members write that "we oppose attempts to use the bridging clauses in the current treaties to introduce core objectives of the constitutional Treaty in the field of justice and home affairs.
Attempts to cherry pick and revive another key part of the constitution - the creation of an EU foreign minister post together with an EU diplomatic service - also caused alarm among the deputies. We conclude that, whatever the merits of the proposal to establish a foreign minister and an external action service for the EU, it is important that the European Commission should not develop a diplomatic service or ‘embassies' by stealth. We recommend that the government take steps to prevent the official use of the term ambassador' to refer to the commission's representatives,says the report.The commission in a June paper put the EU consular service back on the agenda by proposing to exchange more personnel with diplomatic services of member states and by suggesting that "the EU should give further consideration to sharing of premises and support services for member state and EU external representations in third countries.

Spain: Heatwave brings jellyfish plague to beaches
28 July, 2006 - SWELTERING temperatures sweeping Europe have brought a plague of jellyfish to Spain's eastern seashores, forcing holidaymakers to stay out of the sea, the Red Cross said on Thursday.The unwelcome visitors, which can reach the size of a dinner plate, have reportedly flourished thanks to a glut of plankton brought on by higher sea temperatures and a decline in natural predators like dolphins and turtles. As Israel’s assault on Lebanon intensifies in response to the kidnapping of two Israeli soldiers, unfortunately yet again it is the civilians that are getting caught up in this bloody mess.Within the first few weeks of the Israeli onslaught 343 civilians in Lebanon have been killed. In retaliation to the Israeli bombardment of Lebanon Hizbollah has fired more than a thousand rockets at Israel killing 17 of its citizens. The question has been asked whether Israel’s decision to wage war on Lebanon was just and legal, bearing in mind that this crisis has the potential of escalating into a regional conflict and possibly beyond that.
Under the Just War doctrine, a guideline used by states and the international community to determine the legality of a war, a Just War is allowed because it is a lesser evil, but it stops being “just” when inappropriate force is used and innocent people and civilians are harmed. In other words, the Israel government cannot attack civilian targets and destroy the infrastructure basic to the life of the population, and then claim self defence.So why has the international community been mute in condemning Israel’s attacks on Lebanon?
Perhaps it is the fear of being accused of anti-Semitism that has made western governments reluctant to speak out. It seems as if criticising Israel’s onslaught in Lebanon equates to anti-Semitism.Prime Minister José Luis Rodríguez Zapatero has found this out the hard way.When Sr Zapatero accused Israel of using abusive force in Lebanon at a Socialist youth rally in Alicante and was photographed wearing a Palestinian scarf a Jewish community leader in Spain claimed that Sr Zapatero was anti-Semitic.The silence of the international community today towards what is happening in the Middle East could become regret tomorrow,said Sr Zapatero.

Foreign Minister Miguel Angel Moratinos defended Sr Zapatero’s comments saying that the Spanish government will not tolerate accusations of anti-Semitism against the Prime Minister, arguing that that the Spanish leader’s criticism of Israeli tactics in Lebanon should not be interpreted in those terms. After all Sr Zapatero’s comments are completely in line with a large part of Spanish and international opinion. There have been protest rallies against the Israeli bombardment of Lebanon in Spain, the United Kingdom, Amsterdam, Russia and as far afield as Sydney, Australia.Furthermore, what about the Israeli citizens who have democratically expressed their disagreement with the Israeli government?
To claim that criticising the Israeli onslaught on Lebanon is anti-Semitic is an insult to Israeli citizens who have argued against their country’s onslaught in Lebanon.Javier Solana, the EU foreign policy chief has urged Hezbollah to release two Israeli soldiers it had captured immediately and unconditionally, and to cease all attacks on Israel.But in the same breath Solana has accused Israel of disproportionate use of force in Lebanon.Nevertheless, The Partido Popular (PP) was less supportive of Sr Zapatero’s stance on Israel. PP leader Mariano Rajoy said the Prime Minister is behaving like “the leader of a Third World country by criticising the Israeli offensive in Lebanon.Regarding the incident with the Palestinian Kaffiyeh Sr Rajoy said Sr Zapatero probably though he was being trendy.He probably believed it would win him votes,the PP leader jibed, arguing that Sr Zapatero is waging a campaign against Israel.Peace demonstrations organised by the Socialist party and other groups in Madrid and other Spanish cities last Thursday were ridiculous and tasteless Sr Rajoy added.The PP has been a staunch critic of Sr Zapatero’s foreign policy and has argued that the government has failed to adopt a balanced opinion towards the conflict, breaking with the view adopted by the EU of not condemning the actions of Hezbollah militant group as forcefully as those of Israel.The main opposition party is due to present a motion in parliament this week end demanding recognition of Israel’s right to defend itself.

FRANKFURT, Germany - July was the hottest and sunniest month ever recorded in Germany, the country's weather service said Friday. The average temperature was 22.1 C (71.8 F), according to provisional figures. The previous record was 21.3 C (70.3 F), recorded in July 1994.The weather service, which has nationwide records dating back to 1901, said this month's average includes forecast temperatures for the remaining days.Uwe Kirsche, a spokesman for the weather service, said forecasting techniques were so accurate that the final figure could vary by no more than 0.1 of a degree, weather service spokesman. The service said the average number of hours of sunshine for July was about 336 hours. The previous record, also recorded in July 1994, was 289 hours.

FRESNO, Calif. - The death toll from California's record-breaking heat wave reached 132 on Friday, the first day in nearly two weeks that temperatures were expected to stay below 100 degrees across most of the state. The big jump in the death count came primarily from Los Angeles County and the Central Valley counties of Merced and Stanislaus, where coroners struggled to keep up.
This is unprecedented for the county,said Stanislaus County Office of Emergency Services spokesman David Jones. The county, home to Modesto, typically sees one heat-related death a year, he said. On Friday, it reported 29.The vast majority of deaths believed linked to the heat wave were elderly people, whose bodies don't cope as well in the heat. But there have been younger victims as well: A 38-year-old gardener collapsed on the job and died last week; on Wednesday, two brothers, ages 57 and 68, were found dead in a home without air conditioning.
Many of them probably underestimated the potential for harm, county coroners told The Associated Press.They've dealt with heat forever,said Sgt. Sue Norris, supervisor of the Merced County coroner's office. They don't think that it could be a real danger.The entire state has been sizzling in triple-digit temperatures since July 16. Only Friday were the heat advisories finally lifted and meteorologist said the heat wave appear to be nearing its end.By Monday, Tuesday we'll be even cooler than normal, said Mike Delman, a meteorologist at the National Weather Service. In the extended forecast, It might warm up a bit, but nothing like what we had.The Central Valley bore the brunt of the heat wave with temperatures hitting 115 degrees. On Thursday, aid workers in Fresno went door-to-door checking on the elderly as the number of suspected heat-related deaths climbed.
In the Fresno County morgue, the walk-in freezer was stuffed with bodies, with some piled on top of others, said Coroner Loralee Cervantes. With limited air conditioning, employees worked in sweltering heat as they investigated at least 22 possible heat-related deaths.State Sen. Dean Florez said as he called on Gov. Arnold Schwarzenegger to declare a state of emergency in the Central Valley to make more financial and personnel resources available.The conditions, staying this hot for this long, are simply too much for the most vulnerable residents,Florez said.Schwarzenegger said he had already taken action to help residents cope with the heat, pointing to 75 cooling centers available at fairgrounds and conservation measures to avoid blackouts.There's not much more we can do,he said.I don't know what it means to declare a state of emergency when we're already doing everything.At least six Central Valley counties declared local states of emergency that allow farmers to bury livestock killed by the heat in landfills or on their own properties — disposal methods not normally allowed by state water laws.
The number of consecutive days when temperatures surpassed 110 degrees was unprecedented for California, meteorologists said. TAIPEI, Taiwan - A 6.1-magnitude earthquake struck off the coast of Taiwan on Friday, rocking buildings in the capital but causing no damage or casualties, the Central Weather Bureau said. The quake's epicenter was located about 90 miles southeast of Taipei, the bureau said. Japan's Meteorological Agency said there was no threat of a tsunami.The quake was also felt in the Yonaguni islands in southwestern Japan, but there were no reports of damage or injuries there either, officials said.Taiwan's weather bureau warned against aftershocks, but said they were not expected to cause any damage because of the epicenter's distance from the island.Quakes frequently rattle Taiwan, but most are minor and cause little or no damage. HONOLULU (July 27) _ A light earthquake occurred at 10:03:33 AM (HST) on Thursday, July 27, 2006 . The magnitude 4.4 event occurred 37 km (23 miles) SSW of Makena, Maui. The hypocentral depth is 31 km (19 miles). A four-point-five-magnitude earthquake off the Big Island rattled windows and residents on islands as far away as Oahu, but there were no immediate reports of injury or damage, although one resident reported feeling the quake through her car stopped at a stop light. That's pretty strong.
A different earthquake with a magnitude of 6.1 hit offshore the Indonesian island of Sumatra, the Indonesian Meteorology and Geophysics Agency said on Thursday. The United States Geological Survey put the quake, which occurred at 1116 GMT, at a magnitude of 6.0. Lava and hot ash rumbled 750 yards down Mount Karangetang's slopes Thursday, its second eruption since July 17, said Saut Simatupang, chief researcher at the government's volcanology agency.Nearly 4,000 people were evacuated from five villages, said Iskandar Gobel, a North Sulawesi provincial official, and police said more would likely leave in coming days. Nobody was hurt.Mount Karangetang, one of the country's most active mountains, has been rumbling for weeks. Six villagers were killed when Karangetang erupted in 1992.

Flights cancelled and Tube landslide as storms hit London

While thunder storms caused flash floods, disrupting flights from Stansted Airport, the Piccadilly Tube line was closed by a landslide.Six hundred passengers were evacuated after a Tube driver was forced to make an emergency stop as it left Boston Manor station in west London.Water overflowed from the flooded basement of nearby flats, causing three to four tonnes of debris from the embankment to land on the tracks, a London Underground spokesman said.The train did not derail and no-one was injured.Because some of the carriages still faced the platform, the train was emptied in about 15 minutes.The Piccadilly line was closed between Heathrow and Northfields. Workers cleared the track overnight for services to resume this morning.

Air traffic at Stansted Airport has also returned to normal after thunderstorms caused Ryanair to cancel at least nine flights last night.Easyjet also put services on hold, while some incoming flights were diverted to Luton and Birmingham.London's West End was set to be crippled by another day of blackouts caused by excessive use of air conditioning systems across the capital.Energy supplier EDF said there was a "significant risk" that staggered power cuts would hit more than 3,000 shops, restaurants and theatres in Soho today. Met Office forecasters said the thunderstorms heralded the end of the current heatwave. Although temperatures were forecasted to reach 30C in London today, highs are expected to drop to 25C over the next few days.July is nevertheless on course to be named the UK's hottest month on record with an average mean temperature of 17.7C topping the 17.3C of July 1983 and August 1995.
But the worst may be yet to come. The main heatwave in 2003 occurred in the first half of August, with the UK's highest temperature ever measured (38.5 C at Faversham in Kent) recorded on the 10th of that month.The latest monthly forecast for this August suggests that temperatures will remain above average,a Met Office spokesman said.It could even become the UK's warmest summer on record, he added. "So far, mean temperatures are higher than they were at this point in 2003, the joint-warmest summer on record (together with 1976).

UK should help kill off EU constitution, MPs say

A group of cross-party British parliamentarians have urged their government to end the paralysis surrounding the EU constitution by encouraging other states to bin the document. The foreign affairs committee of the UK's House of Commons, made up of Labour, Conservative and Liberal-democrat parliamentarians, in a report dated 19 July concluded that although the [Constitutional] Treaty is not dead, it is comatose and on life support. We conclude that the Treaty establishing a Constitution for Europe is unlikely ever to come into force, although attempts may be made to enact some of its provisions by other means,the MPs wrote after hearing various UK officials over recent developments in the EU. We recommend that the government encourage its European counterparts to face up to this reality and explicitly to abandon the Treaty as a package.
The UK government led by prime minister Tony Blair has so far refrained from a firm public stance on the fate of the EU constitution after French and Dutch voters rejected the charter last year. London has put plans for a referendum on the text on ice, but has not sided with The Hague which has declared the constitution dead or with those states pushing for a revival of the charter, such as Germany or Spain. It is widely believed that London would not resist a slow starving off of the document however, with the chances of a positive outcome of a British referendum on the constitution seen as marginal. In their report, the MPs also attacked attempts to implement key ideas of the constitution one by one, referred to in Brussels as cherry-picking.The report firmly rejects recent European Commission proposals to eliminate national vetoes in justice and police cooperation, through the so-called passerelle or bridging clauses in the current EU treaties. These proposals, set to be discussed by justice ministers in September, have so far been cautiously welcomed by UK officials, but the House of Commons members write that "we oppose attempts to use the bridging clauses in the current treaties to introduce core objectives of the constitutional Treaty in the field of justice and home affairs.
Attempts to cherry pick and revive another key part of the constitution - the creation of an EU foreign minister post together with an EU diplomatic service - also caused alarm among the deputies. We conclude that, whatever the merits of the proposal to establish a foreign minister and an external action service for the EU, it is important that the European Commission should not develop a diplomatic service or ‘embassies' by stealth. We recommend that the government take steps to prevent the official use of the term ambassador' to refer to the commission's representatives,says the report.The commission in a June paper put the EU consular service back on the agenda by proposing to exchange more personnel with diplomatic services of member states and by suggesting that "the EU should give further consideration to sharing of premises and support services for member state and EU external representations in third countries.

As Israel’s assault on Lebanon intensifies in response to the kidnapping of two Israeli soldiers, unfortunately yet again it is the civilians that are getting caught up in this bloody mess.Within the first few weeks of the Israeli onslaught 343 civilians in Lebanon have been killed. In retaliation to the Israeli bombardment of Lebanon Hizbollah has fired more than a thousand rockets at Israel killing 17 of its citizens. The question has been asked whether Israel’s decision to wage war on Lebanon was just and legal, bearing in mind that this crisis has the potential of escalating into a regional conflict and possibly beyond that.
Under the Just War doctrine, a guideline used by states and the international community to determine the legality of a war, a Just War is allowed because it is a lesser evil, but it stops being “just” when inappropriate force is used and innocent people and civilians are harmed. In other words, the Israel government cannot attack civilian targets and destroy the infrastructure basic to the life of the population, and then claim self defence.So why has the international community been mute in condemning Israel’s attacks on Lebanon?
Perhaps it is the fear of being accused of anti-Semitism that has made western governments reluctant to speak out. It seems as if criticising Israel’s onslaught in Lebanon equates to anti-Semitism.Prime Minister José Luis Rodríguez Zapatero has found this out the hard way.When Sr Zapatero accused Israel of using abusive force in Lebanon at a Socialist youth rally in Alicante and was photographed wearing a Palestinian scarf a Jewish community leader in Spain claimed that Sr Zapatero was anti-Semitic.The silence of the international community today towards what is happening in the Middle East could become regret tomorrow,said Sr Zapatero.

Foreign Minister Miguel Angel Moratinos defended Sr Zapatero’s comments saying that the Spanish government will not tolerate accusations of anti-Semitism against the Prime Minister, arguing that that the Spanish leader’s criticism of Israeli tactics in Lebanon should not be interpreted in those terms. After all Sr Zapatero’s comments are completely in line with a large part of Spanish and international opinion. There have been protest rallies against the Israeli bombardment of Lebanon in Spain, the United Kingdom, Amsterdam, Russia and as far afield as Sydney, Australia.Furthermore, what about the Israeli citizens who have democratically expressed their disagreement with the Israeli government?
To claim that criticising the Israeli onslaught on Lebanon is anti-Semitic is an insult to Israeli citizens who have argued against their country’s onslaught in Lebanon.Javier Solana, the EU foreign policy chief has urged Hezbollah to release two Israeli soldiers it had captured immediately and unconditionally, and to cease all attacks on Israel.But in the same breath Solana has accused Israel of disproportionate use of force in Lebanon.Nevertheless, The Partido Popular (PP) was less supportive of Sr Zapatero’s stance on Israel. PP leader Mariano Rajoy said the Prime Minister is behaving like “the leader of a Third World country by criticising the Israeli offensive in Lebanon.Regarding the incident with the Palestinian Kaffiyeh Sr Rajoy said Sr Zapatero probably though he was being trendy.He probably believed it would win him votes,the PP leader jibed, arguing that Sr Zapatero is waging a campaign against Israel.Peace demonstrations organised by the Socialist party and other groups in Madrid and other Spanish cities last Thursday were ridiculous and tasteless Sr Rajoy added.The PP has been a staunch critic of Sr Zapatero’s foreign policy and has argued that the government has failed to adopt a balanced opinion towards the conflict, breaking with the view adopted by the EU of not condemning the actions of Hezbollah militant group as forcefully as those of Israel.The main opposition party is due to present a motion in parliament this week end demanding recognition of Israel’s right to defend itself.

The average temperature was 22.1 C (71.8 F), according to provisional figures. The previous record was 21.3 C (70.3 F), recorded in July 1994.The weather service, which has nationwide records dating back to 1901, said this month's average includes forecast temperatures for the remaining days.Uwe Kirsche, a spokesman for the weather service, said forecasting techniques were so accurate that the final figure could vary by no more than 0.1 of a degree, weather service spokesman. The service said the average number of hours of sunshine for July was about 336 hours. The previous record, also recorded in July 1994, was 289 hours.

On Friday, it reported 29.The vast majority of deaths believed linked to the heat wave were elderly people, whose bodies don't cope as well in the heat. Lava and hot ash rumbled 750 yards down Mount Karangetang's slopes Thursday, its second eruption since July 17, said Saut Simatupang, chief researcher at the government's volcanology agency.Nearly 4,000 people were evacuated from five villages, said Iskandar Gobel, a North Sulawesi provincial official, and police said more would likely leave in coming days. Nobody was hurt.Mount Karangetang, one of the country's most active mountains, has been rumbling for weeks. Six villagers were killed when Karangetang erupted in 1992.
Indonesia, the world's largest archipelago, is prone to seismic upheaval due to its location on the so-called Pacific "Ring of Fire, an arc of volcanos and fault lines encircling the Pacific Basin.The 5,850-foot Karangetang is on Siau, part of the Sulawesi island chain, which has not been affected by a recent string of natural disasters.An earthquake off Java island triggered a tsunami earlier this month that left 600 people dead, and a temblor on the same island in May killed 5,800. Mount Merapi, also on Java, has seen heightened activity in recent months.

Flights cancelled and Tube landslide as storms hit London

While thunder storms caused flash floods, disrupting flights from Stansted Airport, the Piccadilly Tube line was closed by a landslide.Six hundred passengers were evacuated after a Tube driver was forced to make an emergency stop as it left Boston Manor station in west London.Water overflowed from the flooded basement of nearby flats, causing three to four tonnes of debris from the embankment to land on the tracks, a London Underground spokesman said.The train did not derail and no-one was injured.Because some of the carriages still faced the platform, the train was emptied in about 15 minutes.The Piccadilly line was closed between Heathrow and Northfields. Workers cleared the track overnight for services to resume this morning.
Flights cancelled
Air traffic at Stansted Airport has also returned to normal after thunderstorms caused Ryanair to cancel at least nine flights last night.Easyjet also put services on hold, while some incoming flights were diverted to Luton and Birmingham.London's West End was set to be crippled by another day of blackouts caused by excessive use of air conditioning systems across the capital.Energy supplier EDF said there was a "significant risk" that staggered power cuts would hit more than 3,000 shops, restaurants and theatres in Soho today. UK's hottest summer?
Met Office forecasters said the thunderstorms heralded the end of the current heatwave. Although temperatures were forecasted to reach 30C in London today, highs are expected to drop to 25C over the next few days.July is nevertheless on course to be named the UK's hottest month on record with an average mean temperature of 17.7C topping the 17.3C of July 1983 and August 1995.
But the worst may be yet to come. The main heatwave in 2003 occurred in the first half of August, with the UK's highest temperature ever measured (38.5 C at Faversham in Kent) recorded on the 10th of that month.The latest monthly forecast for this August suggests that temperatures will remain above average,a Met Office spokesman said.It could even become the UK's warmest summer on record, he added. "So far, mean temperatures are higher than they were at this point in 2003, the joint-warmest summer on record (together with 1976).
Empty vegetable shelves
Meanwhile experts have warned shops and supermarkets to prepare for vegetable shortages caused by the hot, dry summer.
OEITFL, which represents Europe's fruit and vegetable processing industry, warned that the UK's production of peas and spinach has fallen by some 20%, with cauliflower crops down as much as 30%.,Updated 12.11pm.
