In the same period, women’s total yearly earnings of $13 trillion could also increase to $18 trillion. In total, women constitute a larger growth market than China and India combined, more than twice the size, to be precise. Despite the increasing share of consumer spending, more than 40 percent of women worldwide, equivalent to 1 billion women, still lack access to financial services.Financial equity and inclusion involve providing equal access to financial services and economic opportunities for all individuals. However, the gender gap remains a challenge, particularly in developing countries. Only 37 percent of women in sub-Saharan Africa have a bank account compared to 48 percent of men. This exclusion from the financial ecosystem means women are unable to access insurance, loans, life assurance, or obtain a pension. This also prevents women from launching their own businesses, penetrating the economy on a deeper level. While the disparity is a fairness issue, it is also an efficiency issue. There is a vast untapped market for potential consumer spending and female talent.Ensuring equal financial inclusion for both men and women is crucial for global economic growth. However, achieving this objective has been challenging due to many persistent barriers including formal identification, digital footprints, skills, and financial literacy.Focus group: Female refugees-Promoting women’s financial inclusion is among several powerful means to advance gender equality. However, we cannot make significant progress without truly understanding the reality of women’s lives. Presently, women and girls constitute at least half of the world’s total number of refugees. Women represent almost half of the 244 million migrants and half of the 19.6 million refugees worldwide . Currently, foreign aid spending is capped at 0.5 percent of GDP, which accounts for some £11bn in the UK alone.Women and girls experience significantly different potential vulnerabilities from men and boys. Cultural differences often result in women being assigned a lower social status and made dependent on men, creating obstacles to accessing decision-making positions and safe livelihood and education opportunities. The refugee experience exacerbates these challenges, putting them in situations that create significant vulnerability. In addition to these issues, women face barriers in accessing financial services, legal protection, reproductive, and other health services due to the lack of educational opportunities.Studies conducted by the UNHCR with refugee women have revealed how low levels of formal education, literacy, or language barriers can lead to increased experiences of marginalization, hindering their access to critical financial and legal resources required for successful social integration.Overcoming barriers through biometrics-If harnessed correctly, technology can be a force for dynamic economic and social improvement: democratizing access to banking, payments, and formal ID. Digital financial inclusion technology offers innovative tools that include new identification and verification measures such as biometric smart cards. These tools help in creating user profiles that facilitate more effective identity verification, prevent fraud, and enable risk-based monitoring of transactions. Biometric technology refers to the use of technology to identify and verify a person based on some aspect of their biology – their fingerprint, face, iris, or voice. The basic premise of biometric authentication is that every person can accurately and securely identify themselves, by themselves. In cases where illiteracy and rural living are prevalent, relying on passwords and paperwork can be problematic. Biometrics, on the other hand, are inherent to an individual’s identity, such as fingerprints. Biometrics are now being integrated into government processes, hospitals, and airports as a secure and expedited means of identifying individuals.Nordic fintech and open banking solution provider Enfuce, in collaboration with French social enterprise Welcome.Place, is conducting a pilot program to distribute Visa-branded prepaid cards to refugees who arrive in France. The program initially focused on Ukrainian refugees who arrived after the onset of the Ukrainian war in February 2022. The success of the pilot program is expected to lead to a larger contract in 2023, which will expand the program to serve more refugees. The pairing of digital identities and digital accounts has proven to be advantageous for both governments and citizens. In India, millions of people have opened accounts for the first time thanks to the issuance of digital IDs. In Pakistan, the number of women registering for IDs nearly doubled after the government linked the identity system to a social payment scheme.To enable a connected world, seamless payment solutions are essential for individuals, businesses, and NGOs alike. As payments serve as the backbone for local and global transactions, it is crucial to establish robust industry and regulatory agreements to ensure secure and smooth payments across the globe.The role of women in the developed world-To promote gender equality in financial inclusion, it is beneficial to have women in influential positions within the financial sector who can advocate for equal access and drive policy changes. Unfortunately, in 37 out of 55 countries studied, women hold less than 25 percent of the decision-making roles in the financial sector. This lack of representation can lead to a gender bias in decision-making, which may impact the discussion on gender-related issues.Moreover, financial solutions often do not cater to the needs of low-income women because financial institutions lack knowledge about these customers. According to research by IDEX Biometrics, most women are willing to embrace biometric technology to overcome the digital divide. In Brazil, for example, 91 percent of women are ready to switch from PIN to fingerprint authentication for in-store payments . Therefore, it is essential to understand the needs and constraints of all consumers to develop inclusive financial products and solutions.It is key to bridge the gender gap in financial inclusion for women, creating an equitable society, and unlocking significant market potential and talent. Identity and access management firm (IAM) Versasec has entered into a strategic partnership with German security technology firm Giesecke+Devrient to bring fingerprint biometrics to the enterprise market.Versasec provides a variety of cloud-based and on-premise passwordless authentication management solutions, including some which integrate with the biometric authentication standards set out by FIDO.The partnership will see Versasec’s credential management system integrated with G+D’s StarSign authentication solutions.These StarSign authentication tools include key fob, key card, and mobile authentication products for iOS and Android devices. The StarSign Key Fob features fingerprint biometrics.According to the companies, the latest move will enable firms to “streamline their authentication processes, reduce operational costs, and bolster security against emerging threats by providing end-user clients more options for their authentication devices.”The news follows G&D raising 130 million Euros (approximately US$135.3 million) in November 2022, with some of it being earmarked for growth in the area of digital identity, in addition to general corporate purposes.Another IAM firm that also provides fingerprint scanners, BIO-key International, has announced partnership with Savvy Information Technology, which will see its biometric authentication solutions become available to customers in Ethiopia.The new partnership build’s on BIO-key’s pre-existing Channel Alliance Partner (CAP) program within Ethiopia,Savvy Info. Tech, based in Ethiopia’s capital of Addis Ababa, includes many banks and government institutions in Ethiopia as its clients.The company’s solutions include end-to-end card personalization, data protection, identity and access management, payment switching, and fraud management.BIO-key seems to be rapidly building out its footprint in Africa. In May this year, the company struck two deals with Angola-based software development company Pixel Infinito and Nigeria-based cybersecurity firm Ethnos IT Solutions.In addition, BIO-key was also able to announce a ‘significant’ upgrade to the Admin Panel of its PortalGuard IDaaS (Identity-as-a-Service) product.The company claims this update provides enhanced support for MSPs (Managed Services Providers) and MSSPs (Managed Security Services Providers) to enhance their authentication and operational efficiency.The firm highlighted three key areas which it claims the updated solution will provide value for admins and IT users.These include enabling the user to work from ‘any’ web browser or device including desktop, mobile, or remote access.PortalGuard also highlights the ability to give organizations the option to view and modify organizational configurations from a single login point, as well as manage license usage and organizational subsidiary projects.IAM in general may be becoming an increasingly important priority for businesses globally.The Identity Security Alliance (IDSA), a non-profit group of identity and security vendors, solution providers, and practitioners, recently found that almost a fifth of businesses – 17 percent – see managing digital identity as a top priority in their security program, while more than two-fifths of respondents (44 percent) now see it as a top three security priority.

National ID cards in Bangladesh (NIDs) will henceforth be issued by the country’s Department of Home Affairs and no longer the Election Commission.This follows a cabinet decision arrived at early this week to approve the text of the National Identity Registration Act 2023, according to The Daily Star.The law takes the responsibility of ID enrollment away from the Election Commission which had held the role since 2006 when the country started issuing ID cards. Biometrics were introduced onto the cards in 2016, though some in the country have advocated for fingerprint biometrics to be included, in addition to photos.Speaking to reporters shortly after the cabinet meeting on Monday, Cabinet Secretary Mahbub Hossain said with the new legislation, national digital ID cards will be issued by the Register’s Office, a unit under the Security Services Division of the Home Affairs Ministry.According to the official, the new ID system entails the assignment of a unique National Identification Number (NIN) to all citizens, including children, and that number will be their unique identifier all through their life. Hossain said the unique number will put an end to the current confusion where citizens obtain different ID numbers from different organizations for different uses.Once the ID issuance process begins, citizens who have attained the age of 18 will be eligible to enroll for and obtain one.With the new system, the Election Commission will use data made available to it by the Registrar’s Office for the production of voters’ IDs, says Hossain.The national ID card is a compulsory credential to have in Bangladesh.

United States regulators have taken time to, in a local figure of speech, brush businesses that deal in biometric data off the plate.Apparently, the Federal Trade Commission feels businesses are acting like baseball batters who crowd the likely path of balls being thrown by a pitcher, assuming the pitcher will go out of their way not to hit, or bean, the batter.“The message for businesses,” according to FTC Staff Attorney Elisa Jillson; “The FTC will hold companies accountable for how they obtain, retain, and use the consumer data that powers their algorithms.”The FTC published an article by Jillson on the agency’s site this week, citing a pair of consumer complaints about Amazon’s alleged misuse of personal biometrics, sometimes in reportedly scary fashion.(Just weeks ago, the regulator issued a clarification of how it sees its Section 5 unfairness standard in matters biometric. A pattern may be emerging.)According to the FTC, the complaints are about data collected by Amazon‘s Alexa and Ring products for ongoing algorithm training. Fair enough, the agency seems to be saying, but that information does not seem to be protected the way a unique identifier should be.In fact, Amazon “failed” in the proper care and handling of biometrics, say the complaints. The allegedly shoddy consent and management practices involved children’s data. The company allegedly has made it harder for parents to have their children’s voice recordings as guaranteed under the Children’s Online Privacy Protection Act.And employees reviewing snippets reportedly are able to spy and surveil people in their own homes using Alexa and Ring. Businesses’ “first step” should be safeguarding this information, the article suggests.Reading between the lines or elsewhere, however, the article says the first step for any company dealing with biometric identifiers should be understanding FTC rules. Smart Engines technology for ID scanning and reading has been integrated by Russia’s official booking system for Hajj pilgrimages, making the booking process seven times faster, according to a company announcement.Muslim Tour organizes pilgrimages to Mecca and Medina in Saudi Arabia as the official tour operator of Russia’s Council of Muftis and the Russia’s Spiritual Administration of Muslims. Pilgrims must share a Russian passport image, meningitis vaccine certification, and in some cases further documents, like proof of being Islamic or relationships for women.The Smart ID Engine and GreenOCR technology developed by Smart Engines were integrated by Muslim Tour in 2019, and the company notes that it allows Muslim Tour to protect the data it collects without transferring it to third parties.The quota for Hajj pilgrims from Russia this year is 25,000, which matches pre-pandemic volumes. Most registrations are carried out remotely.“Before integrating the Smart ID Engine developed by Smart Engines, we tested several OCR systems,” says Ali Ibragimov, CEO of Muslim Tour. “When using other solutions, various recognition errors occurred. This can lead to fines in Saudi Arabia equal to the cost of an entire trip.”The organization also prefers to receive face photos from documents instantly, rather than extracting them from a document’s biometric chip, which Smart Engines supports. The French Senate voted on Monday to adopt a draft law on testing facial recognition technology in public spaces. The law will allow judicial investigators and intelligence services to use remote biometric identification in public for three years.The draft law was adopted amid opposition from human rights organizations and certain politicians with 226 votes in favor and 177 votes against from left-wing senators, Le Monde reports.In May, the Senate tried to quell public concerns by promising to set limits on the use of the technology and “prevent a surveillance society.”The new draft specifies that real-time facial recognition use in public will be limited to tracking down terrorists by intelligence services, child abductions and particularly serious crimes. In the latter two cases, judicial investigators will need to seek out authorization from the Prime Minister, prosecutor or examining judge which will only be valid for 48 hours.Retrospective use of facial recognition, i.e. on recorded videos, will be authorized for terrorism and serious crime investigations by the prosecutor or examining judge. Authorization in cases of terrorism will last for one month.Facial recognition use in public spaces is not the only topic that local lawmakers were debating in the past month. In May, the French top constitutional court cleared the way for the algorithmic processing of video feeds during the 2024 Paris Summer Olympics and Paralympics. The system is meant to detect suspicious items and behavior such as unsupervised luggage and dangerous crowd movements and includes safeguards against collecting biometric data.Face biometrics are already used by government agencies in France in applications such as the border control system Parafe and the digital identity app Alicem. Cities such as Nice have also experimented with facial recognition for surveillance during the Nice Carnival, an event that attracts thousands of tourists to the city every year.A ban on real-time facial recognition in the EU’s draft AI Act does not include carve-outs for terrorism or missing persons searches, setting up a possible clash between French and EU law.

CIISA buys the robots from Pudu in China. Pudu, in turn, only sells its systems in Central America through CIISA.The Kettybot can map rooms and recognize human face biometrics to act as a server. It can authenticate guests through face scans and can take purchase orders on a touch screen.The CC1 is a cleaning unit, capable of cleaning 1,000 square meters per hour and the Flashbot can deliver goods that it sterilizes with an ultra-violet light.Belca reportedly has 45 service contracts and 18 robots in Central America.Rotender uses face recognition to approve and serve drinks-Meanwhile, in Los Angeles, an automated bartender developed by a local startup, Rotender, reportedly is gaining popularity, according to Food on Demand.About the size of an apartment closet, the self-named Rotender boasts facial recognition for age verification and the ability to pour shots and cocktails in less than 30 seconds. Its carousel holds 16 one-liter bottles, dispensing 350 drinks before requiring a restock.The machine also scans identification documents.Rotender CEO Ben Winston told Food on Demand automation can cut wait times at bars in high-traffic venues like sporting events and concerts. The Department of Homeland Security’s (DHS) S&T’s Silicon Valley Innovation Program is now accepting applications around the topic of privacy-preserving digital credential wallets and verifiers.The program looks to nurture an R&D environment for technologies with potential government use cases.The government project is looking to assess solutions that “catalyze, develop, enhance, and operationalize a set of privacy-preserving building blocks that can support the needs of a privacy-preserving digital credentialing ecosystem.”A ‘Digital Wallets Call Industry Day’ event will be held on August 18 to help vendors understand the requirements and how to apply.In particular, the project is looking for “privacy preserving technical capabilities” that support and integrate with the three-party digital identity model (issuer, holder, verifier) enabled by the World Wide Web Consortium (W3C), the Verifiable Credential Data Model (VCDM), and W3C Decentralized Identifiers (DIDs).In addition, applications will need to be seen to meet the needs of the DHS Operational Components and Offices, including U.S. Citizenship and Immigration Services (USCIS), Customs and Border Protection (CBP), and the DHS Privacy Office (PRIV).Applications must respond and must fit into the technical specifications of either a “Digital Wallet” or “Mobile Verifier” to be eligible.In the case of digital wallets, the project is seeking applications that are “useful across contexts and jurisdictions, and can support credentials made possible with W3C VCDM/DID standards that include verified support for DHS-issued credentials.”The project also specified that these should be “portable, highly secure, privacy-preserving, standards-based, interoperable, and multi-functional.”In terms of mobile verifiers, these applications must be able to be deployed on mobile devices, including iOS and Android-based devices.In addition, these applications will need to support a broad range of credentials possible, including W3C VCDM/DID standards with verified support for DHS-issued credentials.The above is not the only area of the biometrics ecosystem which the DHS is supporting.In 2023, the DHS unveiled the “second track” of its small ID validation demo.This will examine the applicants’ software capabilities when it comes to spotting imposters in selfies and in images of identification documents.EU tackles trust services move to the cloud first-In Europe, the public sector is also looking to address the technical issues and nurture the ecosystem surrounding digital identity.The European Union Agency for Cybersecurity (ENISA) has issued a report on moving trust services, such as those of the eIDAS digital identity project to the cloud. Although eIDAS 2.0 proposes the establishment of European digital identity wallets, the update is still in development, and ENISA therefore steers clear of the topic, along with the four new trust services proposed.The report found that though some services, including “validation of signatures, registered delivery, time stamp or signature preservation” can be transitioned from on-premises implementations to the cloud quickly, others such as “issuance of certificates and remote control over the signing device” require more nuanced analysis and preparation.Data sovereignty issues were also touched on and the report found that the migrated data must stay in the data of the service provider and that some services may not be suitable for cloud migration.ENISA recently hosted a workshop in Amsterdam, Netherlands to discuss some of the challenges around moving national implementations of trust services to the cloud, and remote identity proofing with digital wallets.Topics touched on included the potential for existing and emerging attacks as well as potential security measures for remote identity proofing in Europe.

Selfie biometrics provider iProov has been selected by software developer Undercoverlab to add facial recognition for user authentication into the latter’s security software.The partnership will look to provide faster and more reliable user authentication via facial biometrics, aimed mainly at governments and financial institutions across Europe and Central America. The digital documents are only accepted by officials at certain Transportation Security Administration checkpoints. And the digital IDs do not yet replace physical cards.That is not unusual. Of the 50 states, there are almost 50 approaches to and timetables for digital ID programs. Georgia, Louisiana, Missouri and Mississippi are among the estimated 14 states and territories with some form of legal digital ID.As noted, California lawmakers have yet to put digital IDs of any kind on residents’ phones.The state’s governor is six month into his pledge to digitize driver’s licenses. Gavin Newsom is a particularly popular governor, so he might be able to make it happen through force of will, but there is little evidence for optimism yet.A pilot project for an interoperable ID is underway. Since March 2023, the Immigration & Checkpoints Authority (ICA) has gradually operationalized 10 bi-directional self-clearance kiosks, according to a government announcement.The WTCP has only three automated lanes with flappers. While the lanes already have iris and face biometrics capacities on gates supplied by Idemia, space constraints limit the number of lanes that can be installed. By using a cluster of kiosks that can scan passports and capture biometric data, the checkpoint can save on space and help process the almost 10,000 passengers that depart and arrive daily, the authority says.The self-clearance process takes roughly 24 seconds, compared to 45 seconds at the manual counter. In order to be cleared, travelers approach a kiosk, insert their passport into the kiosk and present their iris and face biometrics for verification.The service is currently available for Singapore residents, long-term pass holders, and short term visitors who previously enrolled under the Automated Clearance Initiative (ACI). Short-term visitors who have not yet enrolled under the ACI, as well as families with children before the age of six, must continue to be cleared by the manual counters. Prime Minister Benjamin Netanyahu is trying to arrange a meeting with Turkish President Recep Tayyip Erdogan amid warming relations between Ankara and Jerusalem, according to reports Thursday.The Prime Minister’s Office is going to great efforts to organize such a meeting, and talks are advancing, a senior Israeli official confirmed to Channel 12 news.However, other diplomatic sources said the process has encountered some difficulties, namely, that Erdogan will only meet Netanyahu if he delivers news on gas cooperation between the countries.Turkey has been eager to build a pipeline to deliver gas from Israel to Europe, but according to some experts, there is little Israeli interest in energy cooperation with Ankara.Thursday’s reports did not say where the potential meeting would take place.Channel 12 said efforts toward a meeting came with Netanyahu being denied a White House invitation from US President Joe Biden over the coalition’s controversial judicial overhaul plans. A long-hoped invitation to the UAE has also failed to emerge.The premier was said to be seeking an image of diplomatic success, which may be claimed by a photo op with Erdogan.The news of a possible meeting comes amid a warming of ties between Israel and Turkey but after years of animosity between the two leaders. President Isaac Herzog met Erdogan last year in Ankara — the first high-level visit since 2008. Currently, it’s the Los Angeles Dodgers’ handling of their annual Pride Night — not the team’s record — that has provoked emotional reactions from religious people, including prominent faith leaders, Catholic nuns, and even the team’s All-Star ace.Indeed, three high-ranking U.S. Catholic leaders this week suggested the team had committed blasphemy.The Dodgers have been holding Pride Nights for 10 years, but this year’s edition — taking place Friday night — became entangled last month in a high-profile controversy.Under a barrage of criticism from some conservative Catholics, the team rescinded an invitation to a satirical LGBTQ+ group called the Sisters of Perpetual Indulgence to be honored at Pride Night. The Sisters’ performers — mostly men who dress flamboyantly as nuns — are active in protests and charitable programs.A week later, after a vehement backlash from LGBTQ+ groups and their allies, the Dodgers reversed course — re-inviting the Sisters’ Los Angeles chapter to be honored for its charity work and apologizing to the LGBTQ+ community.The Dodgers’ reversal was welcomed by LGBTQ+ allies, including some Catholic nuns. The Los Angeles Dodgers will go through with their initial decision to honor a group on Friday night that has been the center of controversy over the past several weeks over what critics have called the organization’s anti-Catholic messaging.The Sisters of Perpetual Indulgence, which features performers in drag wearing traditional religious habits, will be honored with a community award for their "lifesaving work" during the team’s 10th annual Pride Night celebration at Dodger Stadium. The Dodgers announced May 4 that they would be hosting their 10th annual LGBTQ+ Pride Night at Dodger Stadium June 16, where the Los Angeles chapter of The Sisters of Perpetual Indulgence would be honored with the 2023 Community Hero Award "for their countless hours of community service, ministry and outreach to those on the edges, in addition to promoting human rights and respect for diversity and spiritual enlightenment." The announcement was immediately met with harsh backlash over what many called the group’s "anti-Catholic" messaging, including Florida Republican Sen. Marco Rubio, who sent a letter to MLB Commissioner Rob Manfred. After mounting pressure, the Dodgers released a statement two weeks later announcing they had rescinded their invitation to the group "given the strong feelings of people who have been offended." "This year, as part of a full night of programming, we invited a number of groups to join us. We are now aware that our inclusion of one group in particular — The Sisters of Perpetual Indulgence — in this year’s Pride Night has been the source of some controversy," the Dodgers said at the time. Clayton Kershaw, a three-time Cy Young Award winner, spoke out days after the Dodgers moved to welcome the group back, saying the organization was relaunching its Christian Faith and Family Day for the first time since 2019. "I think we were always going to do Christian Faith Day this year, but I think the timing of our announcement was sped up," Kershaw told the Los Angeles Times last month. "Picking a date and doing those different things was part of it as well. RAMALLAH, West Bank — Fresh off brokering the restoration of ties between regional rivals Iran and Saudi Arabia, Chinese President Xi Jinping is looking to further bolster Beijing’s image as a power player in the Middle East.Hosting Palestinian Authority President Mahmoud Abbas on Wednesday, Xi introduced another Chinese proposal for peace between Israel and the Palestinians.The plan largely mirrors previous Chinese initiatives unveiled over the past decade: It calls for the creation of an international conference to promote peace talks aimed at establishing a sovereign Palestinian state along the pre-1967 lines and the funneling of significant amounts of international aid to sustain the new entity.Prime Minister Benjamin Netanyahu, now heading the most right-wing government in Israel’s history, is sure to reject the proposal, as Jerusalem moves further away from accepting the land for peace notion.But for Ramallah, China represents a far more desirable mediator than America, in which it no longer has much trust.In a recent interview from his Ramallah office, PA Social Welfare Minister Ahmad Majdalani argued that China is in a better position to coax Israel into making concessions after the US has for years refused to apply such pressure.“We don’t think the destiny of the world is in American hands. There are other emerging powers in the world,” said Majdalani, who heads the small Palestinian Popular Struggle Front party but has climbed the ranks within the PA and the Palestine Liberation Organization thanks to a close relationship with Abbas.The 68-year-old PA minister depicted the US as a country in decline, one that has failed to apply its own standards on international law to Israel. He glossed over the bitter internal divides among Palestinians and the PA’s ongoing legitimacy crisis, compounded by Abbas’s failure to hold elections.He did recognize that any broker or collective of mediators will have their work cut out for them, but insisted that the Palestinian people have patience and will secure their freedom in one way or another.“We [just] marked the 75th anniversary of the Palestinian Nakba,” Majdalani said using the Arabic word for catastrophe, used to describe the establishment of Israel. “We can wait another 25 years.”‘What frustrates us most about the US is the double standard’The social welfare minister and Abbas confidant acknowledged that “expectations were very high” in Ramallah after Joe Biden was elected president two and a half years ago.It marked the end of Donald Trump’s term in office, during which US-Palestinian ties reached new lows by every measure. Ramallah cut ties with Washington entirely after Trump recognized Jerusalem as Israel’s capital in 2017, while the former president went on to eliminate virtually all aid to the Palestinians.Biden campaigned on restoring both humanitarian assistance to the Palestinians and diplomatic relations with their leadership.He came through on both of those promises but has failed to keep his pledge to reopen the PLO’s diplomatic office in Washington and the US Consulate in Jerusalem, which were both shuttered by Trump. Biden also recommitted the US to support of the two-state solution, but Palestinians say he has not acted to preserve it.For their part, Biden officials insist that they believe in the framework but argue that the conditions are not currently ripe for a high-stakes peace initiative and that they’d therefore rather focus on securing smaller gains in the interim.But Majdalani refused to name a single positive contribution made by Biden since he entered the White House and accused his administration of repeatedly employing double standards in its dealings with Israel.The PA minister said Washington’s foreign policy priorities had been elsewhere from day one and that the Palestinian issue had fallen even lower on the agenda following Russia’s invasion of Ukraine.Indeed, Biden has avoided appointing a special envoy for the peace process as many of his predecessors have done. Instead, Secretary of State Anton Blinken announced last week that the administration would soon tap a point person tasked with expanding the Abraham Accords normalization agreements between Israel and its Arab neighbors, which Ramallah fears are being used by Jerusalem to bypass the Palestinian issue.“The US doesn’t feel that the Israeli-Palestinian conflict impacts their interests, so they intervene only to maintain quiet because they don’t want escalation that would impact their other endeavors,” Majdalani said.“What frustrates us most about the US is the double standard that they apply to the Palestinian people,” he continued. “They paid billions to support Ukraine to confront Russian occupation, all while supporting Israel’s occupation of the Palestinians.”‘Able but unwilling’Highlighting the US decision to weigh in heavily against the Netanyahu government’s proposed judicial overhaul, the PA minister argued that the Biden administration is more concerned by Israel’s internal situation than it is by the state of the Israeli-Palestinian conflict.He pointed to recent Israeli-Palestinian meetings sponsored by the US, Egypt and Jordan in Aqaba and Sharm el-Sheikh whose primary goal was to halt the parties from pursuing unilateral measures opposed by the other side.The Palestinians accuse Israel of violating those commitments, which included a four-month freeze on holding meetings to advance new settlement homes and a six-month freeze on legalizing new outposts.Israel argues that it technically has not done either, but it has greenlit construction in East Jerusalem and also illegally transferred a yeshiva in the northern West Bank, in a step that could make way for the legalization of the Homesh outpost.The four-month moratorium on advancing plans for new settlement homes will expire at the end of June and Israel has already informed the US it plans to greenlight thousands of new plans right around that time.“The US administration is able to pressure the Israeli government but it is simply unwilling to do so,” Majdalani lamented.Asked why Ramallah hasn’t in turn cut ties with Biden as it did with Trump, the minister said that there are various political considerations in play but that the PA would take that step if the current administration “becomes like Trump.”“When we ended the relationship with Trump, the Palestinian people survived and the Palestinian leadership was not isolated from the world,” he said.“We have no illusions and do not expect that this US administration can be the sole sponsor for the peace process. It lost the legitimacy to lead such a process. Our choice today is a multilateral sponsorship of the peace process, whether through reactivating the Quartet or convening an international peace conference” akin to the one proposed by China, Majdalani explained.But the PA minister said the Biden administration has blocked the Quartet — comprising representatives from the United Nations, the European Union, the United States and Russia — from reconvening amid its effort to isolate Moscow over its war in Ukraine.Turning to China-Asked how Ramallah is adapting its strategy for achieving statehood given the various obstacles, Majdalani said it is turning to China and even Russia for assistance.Abbas met with Russian President Vladimir Putin in October and deeply angered the Biden administration when he used the opportunity to publicly slight the US.Majdalani framed the Iran-Saudi Arabia normalization deal inked in March as “the starting point of the decline of American hegemony in the region.”He also pointed to the rise of the BRICS alliance of Brazil, Russia, India, China, and South Africa, which has sought to present a foil to the Western forum consisting of Canada, France, Germany, Italy, Japan, the UK and the US.BRICS countries currently contribute 31.5 percent of global GDP based on purchasing power parity, while the G7’s rate has fallen to 30.7%.While the US has long been viewed as a superpower, history has shown that superpowers can fall, Majdalani noted. “The economic situation in the US today is not much better than what it was before the collapse of the former Soviet Union.”Accordingly, the PA minister maintained that China is in a better place to help mediate between Israelis and Palestinians.“Israel has important ties and interests with China, including billions of dollars worth in projects and investments,” Majdalani said, arguing that these could be leveraged by Beijing to coax Israel into compromise.But Israel has long prioritized its strategic relationship with the US, which it wouldn’t want to jeopardize by legitimizing China’s role as a global mediator.Still, Majdalani insisted that the US gives far more than it gets in its ties with Israel and that it “will not forever be willing to support and protect” the Jewish state.Pressed to explain why China’s latest peace proposal is any more likely to succeed than its previous ones, Majdalani said it includes “mechanisms for implementation” but declined to elaborate on what those were.‘Who said that we should fear the future?’As for the PA, which has hemorrhaged support in recent years, Majdalani downplayed its importance. “The Palestinian Authority is merely a tool that the Palestinian people have. What matters more is the Palestinian people and the Palestine Liberation Organization,” said the minister, who is also one of 18 members on the PLO’s Executive Committee, which is largely controlled by Abbas as well.“The PA is only an instrument that was created for a transitional period. It was not meant to be permanent,” he said of the body that was born out of the 1994 Oslo Accords.Despite maintaining that “Palestinians don’t have illusions that the near future will bring solutions,” Majdalani did not indicate concern regarding what lies ahead for his movement. “Who said that we should fear the future? In my opinion, it is Israel that should fear for the future, not the Palestinians.”“Israel faces three choices: A two-state solution, an apartheid state, or one democratic state. We are prepared for each of these options,” he said.
