The 5th US Circuit Court of Appeals in New Orleans ruled Wednesday just before midnight and the case may now be headed to the US Supreme Court.By a 2-1 vote, a panel of three judges narrowed for now a decision by a lower court judge in Texas that had completely blocked the FDA’s approval of the drug following a lawsuit by mifepristone’s opponents.The lower court ruling had been on pause for a week to allow an appeal.Under the appeals court order, the FDA’s initial approval of mifepristone in 2000 is allowed to remain in effect.But changes made by the FDA since 2016 relaxing the rules for prescribing and dispensing mifepristone would be placed on hold. Those include extending the period of pregnancy when the drug can be used and also allowing it to be dispensed by mail, without any need to visit a doctor’s office.The two judges who voted to tighten restrictions, Kurt Engelhardt and Andrew Oldham, are both appointees of former president Donald Trump. Former national security adviser Yaakov Amidror said Thursday that war with Iran is increasingly likely and Israel needs to gear up to attack without US assistance.“We need to prepare for war. The US believes Israel can be pressured or persuaded into changing its stance on Ukraine and providing Kyiv with “lethal aid,” according to a leaked Pentagon document seen by American media outlets.The document titled “Israel: Pathways to Providing Lethal Aid to Ukraine,” is one of a trove of documents Pentagon documents that were posted on several social media sites and appear to detail US and NATO aid to Ukraine, but may have been altered or used as part of a misinformation campaign.The document is one of several relating to Israel, including another document that alleged that senior Mossad officials encouraged spy agency members and citizens to protest the government’s judicial overhaul plans. The accuracy of that document has been denied by the spy agency and questioned by experts.The document regarding possible Israeli arms supplies to Ukraine was first reported by CNN, which said that Jerusalem “likely will consider providing lethal aid under increased US pressure or a perceived degradation” in its relationship with Russia.Israel has until now resisted providing weapons to Ukraine following Russia’s invasion in February 2022. One major reason for Israel’s hesitance appears to be its strategic need to maintain freedom of operations in Syria, where Russian forces largely control the airspace.The New York Times on Sunday also reported on the document, saying that it was an “exploratory analysis” and dated February 28.The document laid out four scenarios for getting Israel to supply defensive and offensive military hardware to Ukraine.According to the report, the document assessed that the most “plausible” path would be for Israel to adopt the “Turkish model,” which would see Israel sell missile defense systems through a third party, while publicly calling for a peaceful end to the conflict and offering mediation services.The document also said that growing Russian supplies of arms and technology to Iran, US pressure on Israel tied to halting Iran’s nuclear program or Russia causing Israeli casualties by firing on IAF warplanes in Syria could also lead to a shift In Israel’s stance.The Times report also detailed the weapons systems the US wanted Israel to supply, including the Barak-8 and Spyder surface-to-air missiles and Spike anti-tank guided missiles.Ukraine has long demanded that Israel supply it with weapons, particularly anti-missile defenses.A recent report said there has been a recent shift in Israel’s stance, with a decision taken for the first time to authorize the sale of defensive military equipment to Kyiv.According to the Walla news site, which cited three Israeli and Ukrainian officials, Jerusalem approved export licenses for two Israeli companies to sell electronic warfare systems with a range of some 40 kilometers (25 miles) that could be used to defend against drone attacks.Russia has sent thousands of Iranian-made suicide drones to attack targets across Ukraine, particularly power stations and other crucial infrastructure.Israeli officials told Walla that the approval of the export licenses was not a shift in policy because the systems are defensive in nature and do not use any live fire that can kill Russian soldiers.The US has also been pushing Israel to increase its support, apparently including supplying weapons to Kyiv, according to reports. According to Walla, he is still refusing to speak with Israeli government representatives and tensions remain very high.The Israeli officials cited in the report said they had held positive meetings with Safadi ahead of Ramadan, when Israel-Palestinian tensions regularly flare over the Temple Mount, but that he adopted a hardline position as matters came to a head.“The Israelis told the US in the last few days that the fact that no ‘explosion’ has happened [in relations] is the result of the Biden administration’s pressure on Jordan and the Waqf,” which administers the Temple Mount, an unnamed source was quoted as saying. “On the other hand, the Jordanians told the US that this was the result of the Biden administration’s pressure on Israel.”The report came after Prime Minister Benjamin Netanyahu’s office announced Tuesday that Jews and other non-Muslims would be barred from visiting the Temple Mount during the last 10 days of Ramadan, in order to prevent further clashes at the Jerusalem holy site that could spark a wider conflagration.On Sunday, Jordan said that Israel would be responsible for any escalation that resulted from allowing Jews to ascend to the Temple Mount.The Temple Mount, known to Muslims as the Haram al-Sharif or Noble Sanctuary, is the holiest place for Jews as the site of the two ancient Jewish temples, and Al-Aqsa is the third-holiest shrine in Islam.Israel has vowed repeatedly to maintain the status quo at the site, whereby Jews are allowed to visit there — under numerous restrictions and only during limited hours — but not pray. However, Jews have increasingly been allowed to quietly pray there, while Palestinians have instigated violence at the site and unilaterally designated more parts of the site for Muslim prayer.Israel captured the Temple Mount and Jerusalem’s Old City from Jordan in the 1967 Six Day War. Under their 1994 peace treaty, Israel recognized Amman’s “special role… in Muslim holy shrines in Jerusalem.”Prior to the recent tensions over the Temple Mount, a perennial thorn in Israeli-Jordanian ties, Amman summoned the Israeli envoy over far-right Finance Minister Bezalel Smotrich’s speech last month at a conference in Paris, during which he claimed the Palestinian people are an “invention,” while standing behind a map of “Greater Israel” that includes modern-day Jordan. BEIRUT — Twelve years after Syrian President Bashar Assad was shunned, Arab countries have gradually welcomed his regime back into the fold — as victor of a war that has yet to end.Despite Assad not yet controlling all of Syria, the Arab acceptance serves to legitimize his rule over the impoverished and war-wrecked country.“Assad has simply rejected compromise and waited for his enemies to give up, and it worked,” said Aron Lund of the Century International think tank. “One by one, they’re coming back to shake his hand and pretend that the past decade never happened.”Saudi Arabia and several other Arab countries severed ties with Assad more than a decade ago, and the Cairo-based Arab League suspended Damascus’s membership in 2011 as several powers bet on Assad’s demise.But on Wednesday, Syria’s Foreign Minister Faisal Mekdad visited regional powerhouse Saudi Arabia for the first time since civil war erupted in 2011, ahead of nine Arab states meeting in Jeddah on Friday to discuss letting Damascus back in.Rehabilitation sends “a message to the opposition that Assad will triumph in the end and that their foreign backers will betray them,” Lund told AFP.Syria’s war began when repression of peaceful anti-government protests in 2011 escalated into a deadly conflict that pulled in foreign powers and global jihadists.More than half a million people have been killed and around half of Syria’s pre-war population forced from their homes.“I don’t think there is a political solution on the table in Syria,” Lund said. “Currently, there is no military solution either.”‘Broken by war’The shattered country is at the mercy of foreign powers, with Russian, Iranian, Turkish and American forces all present.Damascus now controls most of Syria, after clawing back much of the ground it had lost with the crucial support of allies Iran and Russia.Arab nations have been warming to Assad again, beginning with the United Arab Emirates which reestablished ties in late 2018 and has led the charge to reintegrate Damascus.These efforts culminated on Wednesday with Mekdad’s Jeddah visit at a time when warming ties between Riyadh and its regional arch-foe Tehran are reshaping Middle East politics.After the devastating February 6 earthquake in Turkey and Syria, Arab outreach to Damascus gathered pace, including from holdout countries Egypt and Saudi Arabia.Now, Assad is hoping normalization with wealthy Gulf states could bring economic relief and money for reconstruction, as broader international funding remains elusive without a UN-backed political settlement to the conflict.But Lund believes “US sanctions will continue to deter Saudi or Emirati investment in Syrian business or reconstruction projects.”“Even without those sanctions it would be a gamble to invest any serious money,” he added.“The economy is broken by war, corrupt to the point of near lawlessness, and controlled by dangerous and violent regime oligarchs.”Arab countries are also betting on increasing security cooperation with Syria, which has turned into a narco-state with the $10 billion captagon industry, mostly trafficked to the Gulf.“Normal relations also means more security cooperation, including on drug trafficking,” Syria expert Sam Heller told AFP.‘Too much injustice’Reflecting Assad’s changing fortunes, even major rebel backer Turkey has expressed openness to Damascus.Such detente is a heavy blow to Syria’s political and armed opposition, which received Arab support particularly in the conflict’s early stages.“Arab normalization with Damascus certainly diminishes the relevance of Syrian-Syrian negotiations,” Heller said.Several rounds of UN-brokered talks in Geneva between the government and opposition groups, aimed at forging a new constitution, have failed.The government has “traditionally refused to recognize Syrian opposition representatives as its real counterparts,” Heller said.“These bilateral engagements with Saudi Arabia and others are exactly what Damascus has been looking for.”For Mohammad al-Abdallah of the Syria Justice and Accountability Center, normalization with Assad is an attempt “to bring the Arab region back to how it was before 2011.”“But this won’t work,” he said, “because it is based on too much injustice — against the refugees and the displaced, the missing and the detained.”
