Nearly a month after Sheba Medical Center launched a landmark study to test the efficacy of a fourth COVID shot, the hospital said Monday that this fourth booster was only partially effective in protecting against the Omicron strain.“The vaccine, which was very effective against the previous strains, is less effective against the Omicron strain,” Prof. Gili Regev-Yochay, a lead researcher in the experiment said.“We see an increase in antibodies, higher than after the third dose,” Regev-Yochay said. “However, we see many infected with Omicron who received the fourth dose. Granted, a bit less than in the control group, but still a lot of infections,” she added.“The bottom line is that the vaccine is excellent against the Alpha and Delta [variants], for Omicron it’s not good enough,” she said.Regev-Yochay added that it is still probably a good idea to give a fourth shot to those at higher risk, but intimated that perhaps the current campaign, which also offers the jab to the over-60s, should be amended to only include even older groups. North Korea fired two short-range ballistic missiles toward the East Sea Monday morning, its fourth test in less than a month.“South Korea’s military detected two projectiles believed to be short-range ballistic missiles launched into the East Sea to the northeast from the Sunan Airfield in Pyongyang, North Korea, around 08:50 a.m. and 08:54 a.m.,” South Korea’s joint chiefs of staff told reporters Monday.The missiles traveled about 236 miles and reached an altitude of about 26 miles, said South Korea’s military, which was analyzing details of the launch.It was the fourth missile launch this year, following two self-claimed hypersonic missile tests on Jan. 5 and Jan. 11 and last Friday’s short-range ballistic missile that the secluded regime’s state news agency, KCNA, claimed was launched from a rail car.Pyongyang’s consecutive showcases of its military capabilities came as the United States discussed sanctions on North Korea’s nuclear program.“North Korea probably believes they pulled out a response from the U.S. by firing hypersonic missiles in the new year because the U.S. acted with new sanctions,” Moon Keun-sik, a military expert at the Korea Defense and Security Forum, told ABC News. “North Korea claims that ballistic missile test-launch is a part of the training, but it also acknowledges that their action is a UN violation.”North Korea has said its weapons development is a rightful act of self-defense. COLLEYVILLE, Texas — Malik Faisal Akram chose to hold synagogue worshipers hostage in Colleyville, Texas Saturday because he believed in antisemitic tropes and was convinced that the Jewish worshipers inside would have the power to organize the release of a Pakistani prisoner jailed nearby, one of the four worshipers held at gunpoint told The Times of Israel on Monday.“He did not come there to kill Jews … He came here to release [Aafia Siddiqui], and he had bought into the extremely dangerous, antisemitic trope that Jews control everything, that we could call President [Joe] Biden and have him release her,” Jeffrey Cohen said in an interview over Zoom.Siddiqui is serving an 86-year sentence for terror offenses at a military prison 15 miles from Colleyville. CBI Rabbi Charlie Cytron-Walker greeted Cohen and told him to say hello to their guest who had been outside in the below-freezing weather and was having a cup of tea.“All the things they tell you to look for in somebody — eyes darting about, hands being jittery or hidden, facial or body expressions being troubled — he didn’t have that,” Cohen recalled. “He was smiling, he was comfortable, he was relaxed… So I really didn’t think much of it.”The four CBI members inside began services shortly thereafter.“After the Amidah [prayer]… and I sat down and… heard that unmistakable sound of a slide on an automatic weapon,” said Cohen.Moments later, Akram pounced out of his chair and was yelling. Cohen doesn’t remember what the attacker said, but he took his phone out of his pocket, dialed 911 and turned it over so his hostage-taker couldn’t see what was on the screen.The ordeal was also unfolding on the livestream that CBI has set up each week since the pandemic to allow members uncomfortable praying indoors to do so from home. While Cytron-Walker credited the livestream from ensuring that fewer members were in the synagogue when the standoff unfolded, to Cohen, the benefit of the feed was that it allowed those watching to quickly alert the authorities.Akram would go on to order the Cytron-Walker, Cohen and the two others, whose names have not yet been disclosed, to move to a corner of the sanctuary. While there, Cohen carefully aligned himself with an exit door.He then stopped sharing the story to make the following plea: “Make an opportunity to take an active shooter class because that’s what saved our lives. That gave me the forethought to position myself where I did.”During the first half-hour of the ordeal, Cohen said he was convinced that the attacker intended to use his weapon.Akram let the hostages call their families in what the worshipers believed would be the final conversations with their loved ones.“I called my wife and children and left them each a very brief message where I basically said ‘I’m at the synagogue. We have a gunman here who says he’s got a bomb. This may not end well. I love you. Remember me,'” Cohen, a father of two, recalled, overcome by emotion.After those first 30 minutes though, Akram calmed down and focused on trying to release his “sister” Siddiqui.“He had one objective. He repeatedly said that he didn’t want to hurt us… that he would let us go, that he was the only one who was going to die… and that if the police brought his sister there, he and she would go out on the front lawn and let the authorities kill him. He kept speaking about martyrdom. He was the only one who needed to die that day,” Cohen said. “He told us that he chose the closest synagogue to the facility where [Siddiqui was] being held.”Referencing a statement issued by Akram’s brother on Sunday in which the latter insisted the gunman suffered from mental health issues, Cohen said he “believe[d] that to be true.”Regardless, the hostage recalled the attacker railing against people of varying races, sexual orientations and religions — including fellow Muslims.This continued for 11 hours inside the synagogue as Cohen and the other hostages sought to keep Akram calm.It worked for almost the entire time, and at one point mid-way through the standoff, the gunman proposed releasing all four of the hostages to go and get something to eat on the condition that they return 30 minutes later.Realizing that they likely wouldn’t return he resolved to free one of the worshipers.At around 8:30 pm. though, Akram began losing his patience as he grew tired, frustrated and hungry. Security Council that the United Nations Support Mission in Libya (UNSMIL) has documented an alarming amount of cases of arbitrary detention, sexual violence, torture and other international law violations in facilities led by various groups, including the government."I remain gravely concerned by the continuing violations of the human rights of migrants, refugees and asylum seekers in Libya," he said in the report.Guterres noted that thousands of individuals in the official statistics provided by Libyan authorities could not challenge the legality of their detention. (Reuters) - Tonga’s massive underwater volcanic eruption could deliver long-lasting damage to coral reefs, erode coastlines and disrupt fisheries, say scientists studying satellite images and looking to the past to project the future of the remote region:ACID RAIN-Since the initial eruption, the volcano has been releasing sulfur dioxide and nitrogen oxide — two gases that create acid rain when they interact with water and oxygen in the atmosphere.With Tonga’s tropical climate, “there is likely to be acid rain around Tonga for a while to come,” said volcanologist Shane Cronin at the University of Auckland.Acid rain causes widespread crop damage, and could ruin Tongan staples like taro, corn, bananas and garden vegetables. “Depending on how long the eruptions last, food security could be compromised,” Cronin said.Satellite imagery shows the plume spreading westward, which means Tonga could be spared some of this acid rain though Fiji could then be in its path.In a bulletin on Monday, the U.N. humanitarian affairs office said Fiji was monitoring its air quality, and has advised people to cover their household water tanks and stay indoors in the event of rain-FISH DIE-OFFS-Tonga’s exclusive economic zone of nearly 700,000 marine square kilometres (270,271 square miles) is 1,000 times larger than its land area. A distress signal has been detected in a low-lying Tongan island following the volcanic eruption and tsunami, the United Nations said Tuesday as the first death was reported.The UN Office for the Coordination of Humanitarian Affairs expressed concern for two islands, Mango and Fonoi, after surveillance flights confirmed "substantial property damage" from Saturday's eruption but there had been no contact with residents."An active distress beacon had been detected from Mango," the OCHA said. The island is home to more than 30 people, according to Tongan census figures.The agency said extensive damage had been reported on the western beaches of Tonga's main island, Tongatapu, with several resorts and houses either destroyed or seriously damaged and two people were missing.No details of the missing were released but the brother of a British woman who was swept away by the tsunami said his sister's body had been found.Nick Eleini said the family was "devastated" that Angela Glover had died wile trying to rescue her dogs."Earlier today my family was sadly informed that the body of my sister Angela has been found," Eleini said in a statement.Angela Glover, 50, and her husband lived in Tonga were she ran an animal welfare charity providing shelter and rehoming stray dogs."I understand that this terrible accident came about as they tried to rescue their dogs," Eleini said.Three days after the eruption, information coming out of the Pacific archipelago is scarce with most communication links severed.New Zealand MP Jenny Salesa, whose electorate has a large number of Tongan residents, said everyone was praying for the people of Tonga."They're really just worried about their safety," she told Radio New Zealand."It's basically not knowing whether they are well, not knowing whether any of their family members are missing or (have) been washed out to sea. Russia maintains the world’s largest nuclear
arsenal and the most powerful conventional military forces in Europe.
Russian military units currently are deployed — uninvited and unwanted —
in Ukraine, Georgia, and Moldova. As Russia’s massing of military power
near Ukraine prompted a crisis, President Vladimir Putin has demanded
legally-binding security guarantees for… Russia.
On December 17,
the Russian Ministry of Foreign Affairs took the unusual step of
publishing draft U.S.-Russia and NATO-Russia agreements that encapsulate
Moscow’s desired guarantees. The substance of the drafts and the way
the Russians publicized them do not suggest a serious negotiating bid.If
the Kremlin is serious about negotiating and deescalates the situation
near Ukraine, the West could engage on some elements of the drafts.
Many, however, will go nowhere — as Moscow surely knew.Draft NATO-Russia
agreement-Russia’s draft “Agreement on Measures to Ensure the Security
of the Russian Federation and Member States of the North Atlantic Treaty
Organization” would require that NATO members commit to no further
enlargement of the alliance, including in particular to Ukraine. There
is little enthusiasm within NATO now for putting Ukraine on a membership
track, as Putin and other Russian officials undoubtedly understand.
However, the alliance will not reverse its long-standing “open door”
policy. That would require consensus, and few allies, let alone all 30,
would agree that Russia can dictate NATO policy in this way.This
suggests that a middle ground of “not now but not never” might offer a
way to kick this thorny can down the road. That is, if Moscow wishes to
defuse the situation.Another article in the Russian draft would require
that NATO deploy no forces or weapons in countries that joined the
alliance after May 1997. That month,NATO committed not to permanently
station substantial combat forces in new members and said it had “no
intention, no plan, and no reason” to deploy nuclear weapons on their
territory. From 1997 to 2014, NATO deployed virtually no troops or
equipment in new member states.That changed following Russia’s seizure
of Crimea. NATO now deploys, on a rotating basis, relatively small
multinational battlegroups in the Baltic states and Poland. It is
difficult to see NATO agreeing to withdraw them absent a significant
change in Russia’s military posture. However, the draft treaty would
impose no requirements for redeployment of Russian forces.Such
provisions will prove non-starters with the alliance. Others might get a
more positive reception. These include language on consultative
mechanisms, such as the NATO-Russia Council, and the establishment of a
hotline between NATO and Russia. Indeed, NATO has proposed NATO-Russia
Council meetings, though Moscow-Suspended diplomatic relations with NATO
in October.The draft treaty also would bar deployment of
intermediate-range missiles in areas where they could reach the other
side’s territory. Of course, the 1987 Intermediate-Range Nuclear Forces
Treaty banned all U.S. and Russian intermediate-range missiles. However,
Russia’s deployment of the intermediate-range 9M729 cruise missile in
violation of the treaty led to its collapse.This idea sounds like
Putin’s 2019 proposal for a moratorium on deploying intermediate-range
missiles in Europe. While NATO turned that aside, it might be worth a
second look, provided that Russia affirmed that it would apply to the
9M729 and had appropriate verification measures.The draft treaty’s
proposed bar on any NATO military activity in Ukraine, eastern Europe,
the Caucasus, or Central Asia is an overreach, but some measures to
limit military exercises and activities on a reciprocal basis might be
possible. There is a history of such provisions, for example, the Vienna
Document’s confidence- and security-building measures.-Draft
U.S.-Russia treaty-The draft “Treaty between the United States of
America and the Russian Federation on Security Guarantees” also contains
unacceptable provisions. Washington likely will not agree to a
requirement that the two countries “not implement security measures …
that could undermine core security interests of the other Party.” Moscow
has shown it has a very broad definition of what it thinks could
undermine its security. Likewise, it is unrealistic to ask the United
States to prevent further NATO enlargement; Washington will not agree to
close the “open door,” and even if it were to do so, it could not
persuade all 29 other allies to agree to change the policy.While
interest could develop in the draft NATO-Russia agreement’s provision on
intermediate-range missiles, there will be no interest in the draft
U.S.-Russia treaty provision which would effectively ban U.S.
intermediate-range missiles from Europe while leaving Russia free to
deploy such missiles against NATO countries. The provision limiting the
ability of heavy bombers and surface warships to operate in and over
international waters will find no fans in Washington or, for that
matter, in the Russian military.Discussion on other provisions regarding
military activities might be possible. It is unreasonable for Moscow to
seek a veto over Kyiv’s foreign policy direction. However, the concern
expressed by Putin earlier in December and then repeated about U.S.
offensive
missiles in Ukraine able to strike Moscow in a matter of minutes poses a
different question. That concern could prove easy to address, as there
is no indication that Washington has ever considered it. Other such
Russian concerns might also be addressed, along with U.S. (and NATO)
concerns about certain Russian military activities.The draft provision
requiring that all nuclear weapons be deployed on national territory
should go into another forum. Biden administration officials-hope to
begin a negotiation with Russia that would cover all U.S. and Russian
nuclear arms. That is the proper place for this issue. Whether a
requirement that all nuclear weapons be based on national territory
would prove acceptable to Washington would depend on the overall
agreement and consultations with allies.Proposals intended to fail? The
unacceptable provisions in the two draft agreements, their quick
publication by the Russian government, and the peremptory terms used by
Russian officials to describe Moscow’s demands raise concern that the
Kremlin may want rejection. With large forces near Ukraine, Moscow could
then cite that as another pretext for military action against its
neighbor.If, on the other hand, these draft agreements represent an
opening bid, and the Russians seek a serious exchange that also
addresses the security concerns of the other parties, some draft
provisions could offer a basis for discussion and negotiation. The North
Atlantic Council stated last week that NATO is “ready for meaningful
dialogue with Russia.” U.S. national security adviser Jake Sullivan
reiterated that point: “We’ve had dialogue with Russia on European
security issues for the last 20 years… That has sometimes produced
progress, sometimes produced deadlock. But we are fundamentally prepared
for dialogue.”A deescalation of the situation near Ukraine would help
greatly. U.S. and NATO officials will not want to engage as long as
Russia hangs a military threat over Kyiv. Another question is the
format. Washington and Moscow can have bilateral discussions, but
negotiations have to include all affected parties, including Ukraine.
The United States and Russia cannot cut a deal over the heads of the
Europeans and Ukrainians. As Sullivan said, “nothing about you without
you.”The sides should come to the table prepared to address the other’s
legitimate security concerns. Agreeing on the meaning of “legitimate”
will consume long hours. For example, it is unlikely that the United
States (or NATO) will compromise on the principle — to which Moscow has
agreed as a signatory to the-1975 Helsinki Final Act — that states
have a right to choose their own foreign policy course. The question of
military activities in the NATO-Russia region is a different issue, and
NATO has already shown its readiness to undertake commitments in that
regard.These discussions and any negotiation will be long, complex, and
arduous. That is the kind of work that diplomats do. Getting started
down that path, however, will require very different signals than those
the West and Ukraine have seen from Moscow the past several weeks.

Agreement
on measures to ensure the security of The Russian Federation and member
States of the North Atlantic Treaty Organization.The Russian Federation
and the member States of the North Atlantic Treaty Organization (NATO),
hereinafter referred to as the Parties, reaffirming their aspiration to
improve relations and deepen mutual understanding, acknowledging that
an effective response to contemporary challenges and threats to security
in our interdependent world requires joint efforts of all the
Parties,determined to prevent dangerous military activity and therefore
reduce the possibility of incidents between their armed forces,noting
that the security interests of each Party require better multilateral
cooperation, more political and military stability, predictability, and
transparency, reaffirming their commitment to the purposes and
principles of the Charter of the United Nations, the 1975 Helsinki Final
Act of the Conference on Security and Co-operation in Europe, the 1997
Founding Act on Mutual Relations, Cooperation and Security between the
Russian Federation and the North Atlantic Treaty Organization, the 1994
Code of Conduct on Politico-Military Aspects of Security, the 1999
Charter for European Security, and the Rome Declaration "Russia-NATO
Relations: a New Quality" signed by the Heads of State and Government of
the Russian Federation and NATO member States in 2002, have agreed as
follows:
Article 1
The Parties shall guide in their
relations by the principles of cooperation, equal and indivisible
security. They shall not strengthen their security individually, within
international organizations, military alliances or coalitions at the
expense of the security of other Parties.The Parties shall settle all
international disputes in their mutual relations by peaceful means and
refrain from the use or threat of force in any manner inconsistent with
the purposes of the United Nations.The Parties shall not create
conditions or situations that pose or could be perceived as a threat to
the national security of other Parties.The Parties shall exercise
restraint in military planning and conducting exercises to reduce risks
of eventual dangerous situations in accordance with their obligations
under international law, including those set out in intergovernmental
agreements on the prevention of incidents at sea outside territorial
waters and in the airspace above, as well as in intergovernmental
agreements on the prevention of dangerous military activities.
Article 2
In
order to address issues and settle problems, the Parties shall use the
mechanisms of urgent bilateral or multilateral consultations, including
the NATO-Russia Council.The Parties shall regularly and voluntarily
exchange assessments of contemporary threats and security challenges,
inform each other about military exercises and maneuvers, and main
provisions of their military doctrines. All existing mechanisms and
tools for confidence-building measures shall be used in order to ensure
transparency and predictability of military activities.Telephone
hotlines shall be established to maintain emergency contacts between the
Parties.
Article 3
The Parties reaffirm that they do not
consider each other as adversaries.The Parties shall maintain dialogue
and interaction on improving mechanisms to prevent incidents on and over
the high seas (primarily in the Baltics and the Black Sea region).
Article 4
The
Russian Federation and all the Parties that were member States of the
North Atlantic Treaty Organization as of 27 May 1997, respectively,
shall not deploy military forces and weaponry on the territory of any of
the other States in Europe in addition to the forces stationed on that
territory as of 27 May 1997. With the consent of all the Parties such
deployments can take place in exceptional cases to eliminate a threat to
security of one or more Parties.
Article 5
The Parties
shall not deploy land-based intermediate- and short-range missiles in
areas allowing them to reach the territory of the other Parties.
Article 6
All
member States of the North Atlantic Treaty Organization commit
themselves to refrain from any further enlargement of NATO, including
the accession of Ukraine as well as other States.
Article 7
The
Parties that are member States of the North Atlantic Treaty
Organization shall not conduct any military activity on the territory of
Ukraine as well as other States in the Eastern Europe, in the South
Caucasus and in Central Asia.In order to exclude incidents the Russian
Federation and the Parties that are member States of the North Atlantic
Treaty Organization shall not conduct military exercises or other
military activities above the brigade level in a zone of agreed width
and configuration on each side of the border line of the Russian
Federation and the states in a military alliance with it, as well as
Parties that are member States of the North Atlantic Treaty
Organization.
Article 8
This Agreement shall not affect
and shall not be interpreted as affecting the primary responsibility of
the Security Council of the United Nations for maintaining international
peace and security, nor the rights and obligations
of the Parties under the Charter of the United Nations.
Article 9
This
Agreement shall enter into force from the date of deposit of the
instruments of ratification, expressing consent to be bound by it, with
the Depositary by more than a half of the signatory States. With respect
to a State that deposited its instrument of ratification at a later
date, this Agreement shall enter into force from the date of its
deposit.Each Party to this Agreement may withdraw from it by giving
appropriate notice to the Depositary. This Agreement shall terminate for
such Party [30] days after receipt of such notice by the
Depositary.This Agreement has been drawn up in Russian, English and
French, all texts being equally authentic, and shall be deposited in the
archive of the Depositary, which is the Government of ...Done in [the

Around one in nine of the recent cases of coronavirus diagnosed in Israel were people who have previously recovered from an infection, according to a Friday report.The Kan public broadcaster said 11 percent of cases confirmed over the past few days were reinfections.There were no details given as to the percentage of those individuals who had been vaccinated in addition to having recovered from the virus, but the report said that a large proportion of them were at least partially inoculated.Israel is currently seeing an unprecedented wave of infections driven by the Omicron variant.Health officials believe the country could see around 100,000 new daily cases reported in the coming days, with the true number of infections in fact significantly higher due to changes in testing protocols.Health Ministry data on Friday showed 40,430 new cases diagnosed in the previous 24 hours, a figure also believed by officials to be a significant undercount.The number of patients seriously ill with COVID-19 is climbing, reaching 306, up from 283 a day earlier. Of those patients, 86 were critically ill and 76 were on ventilators.Israel is, however, reportedly seeing a slow rise in the number of seriously ill patients who need to be ventilated due to infection with the Omicron variant, compared to previous waves.Though highly infectious, the Omicron strain now dominating the country is considered less virulent than previous variants, and Health Ministry figures show that the number of both seriously ill patients and deaths is lower than rates seen in the past.Of the 319,572 virus tests carried out Thursday, 12.65% confirmed infection, the latest data showed, in a continuation of the high positive rate seen over the past week. There were close to 250,000 confirmed active COVID-19 patients overall across the country.Nonetheless, infections drove 38,605 more people into isolation through exposure to a known virus carrier, bringing the total in quarantine due to exposure to 178,988 in addition to the 248,192 active patients.On Thursday, new rules for quarantine began, shortening isolation for asymptomatic COVID patients from 10 days down to seven. But those still displaying symptoms throughout the full week will be required to keep isolating for a total of 10 days.

The US has alleged Russia has already positioned saboteurs in Ukraine to carry out a “false flag” operation to use as a pretext for a Russian attack, which Washington says could begin in the coming month.The allegations came on the same day as a large-scale cyber-attack on Ukrainian government websites, and amid new reports of Russian military hardware on the move from the far east heading westwards.They follow a week of failed diplomacy with abortive talks in Geneva, Brussels and Vienna, which did nothing to defuse the crisis provoked by Russia’s massing of more than 100,000 troops near Ukraine’s borders. The foreign ministers of China and Iran met on Friday to announce that a 25-year cooperation deal between the two countries had been launched, while China also took the opportunity to criticize the United States' unilateral sanctions against Iran, Reuters reported.The cooperation deal, which was signed last March, builds a partnership between the two countries in areas like health care, infrastructure, cybersecurity and agriculture, the news outlet noted.The multi-trillion dollar Chinese Belt and Road enterprise now involves Iran, and the deal is also meant to further partnerships with other nations. But the U.S. and other nations have expressed concern over the deal, Reuters reported.Chinese Foreign Minister Wang Yi also expressed support for a resumption of negotiations over the 2015 Iran nuclear deal, however, he criticized the U.S. for imposing unilateral sanctions against Iran. The U.S. has also imposed sanctions on China and is maintaining a diplomatic boycott on the upcoming 2022 Beijing Winter Olympics.In 2018, then-President Trump pulled the U.S. out of the 2015 deal, which required Iran to curb uranium enrichment in exchange for easing sanctions against the country. A huge fire broke out at a New Jersey chemical plant Friday evening and burned into Saturday morning, sending massive plumes of black smoke billowing into the air.The fire at the chemical plant in Passaic reached 11 alarms before midnight. Passaic Mayor Hector Lora went on Facebook Live throughout the evening to implore residents to stay away from the area near the fire. Lora also asked those who live nearby to close their windows due to the extreme amount of smoke.Evacuations were not ordered, but were being considered, Lora had said. No injuries had been reported, aside from a firefighter who was hit in the face by debris at one point, officials said. A security guard is believed to have been the only person initially at the scene of the vacant building, and that individual was accounted for, according to the mayor.Police blocked off streets in the area, and officers warned drivers to avoid the area, as they were fearful of a potential explosion.The 200,000 square-foot plant is located at 225 Passaic Street, near Route 21 and the Passaic River. The back structure of the plant did partially collapse in the very early hours of Saturday morning.An official said that among the companies housed in the factory is a pool chlorine manufacturing company, and the biggest problem with a chlorine fire is wind. Strong wind gusts were blowing through Passaic as the fire raged on the frigid night, both elements that hampered the fight against the flames. Had the fire reached the chemicals, then evacuations could be in order and the situation would have been much worse, Lora told NBC New York.A large number of firefighters from surrounding towns were called in to help battle the flames, which shot up into the night sky and were easily visible from cars traveling on Route 21, which were passing just feet from the inferno.
