The government should bring back the Green Pass and consider reintroducing some other recently scrapped virus restrictions to fight the new rise in COVID cases, according to an influential expert panel.“Israel should seriously consider reintroducing the Green Pass and perhaps also the Purple Badge,” said Prof. Nadav Katz, coronavirus statistician in a Hebrew University research panel that advises the government.The Green Pass was a certificate issued to vaccinated and recovered individuals giving them access to certain venues that others could not enter. The Purple Badge was a list of requirements businesses needed to meet in order to be allowed to operate. Both were scrapped at the start of June as virus infections petered out.The contagion is now once again on the rise amid the spread of the Delta variant. Still, the government decided on Sunday against new restrictions on the public.Katz’s modeling suggests that the highly-transmissible Delta variant that originated in India currently accounts for close to half of Israeli COVID cases and will be dominant in the country by the end of the week. But he urged people “not to panic,” especially as research suggests that vaccines are highly effective against the Delta variant.With the number of new daily cases at around 100, Israelis are once again wearing masks inside, and on Monday there will be a major tightening of rules governing entry to Israel. But aside from these two changes, leaders are desperately trying to keep life in Israel restriction-free. They are aiming at strengthening immunity without expanding rules, by urging 12- to 15-year-olds, newly eligible for vaccines, to take shots.Prime Minister Naftali Bennett appealed to young teens on Sunday, saying they should vaccinate in order to avert restrictions, and declared: “We do not want to impose any limits — not on parties, or trips or on anything.”But Katz’s research group, composed of experts in health and statistics, released a report on Sunday stating that “in many cities significant infection is evident,” and arguing in favor of restrictions.On Saturday, 97 cases were identified in 37 different locales, and another 18 cases were identified among travelers who had arrived from abroad. Katz said that by the end of this week, it will be clear whether the new cases are causing an uptick in morbidity, and if they are, authorities should restrict gatherings.“We’ll know in the next few days whether the rise in numbers is more a reflection of increased testing, or whether we’re seeing an actual outbreak,” he told The Times of Israel, saying this will be evident from how many cases filter to hospitals.“There is always a week or 10 days before an increase in cases prompts an increase in hospitalized patients, so what we want to see is whether the gradient of the numbers becoming hospitalized gets steeper by the end of this week,” said Katz.There are currently 1,186 COVID-positive Israelis, five times the number in mid-June.  But the number of hospitalized patients has stayed low, and is currently 44, with, 23 in serious condition.Katz said: “The situation is much better than in the past, as a large part of the susceptible population has been vaccinated. We’re not in the same situation as we’re seeing in other countries where hospitals could be at risk of being overwhelmed.”The fact that significant numbers of those testing COVID-positive are vaccinated should not unsettle people or lead them to conclude that the Delta variant defies vaccines, Katz argued.While one is highly unlikely to catch COVID-19 if inoculated, it still happens, and with so many Israelis vaccinated, it’s inevitable that a large proportion of those infected will be vaccinated, he said.Israel is using the Pfizer vaccine which has been found to be over 95% effective. And those who were infected after vaccination largely had none or mild symptoms.“If theoretically 100% of Israelis were vaccinated then 100% of cases would be among the vaccinated, but this doesn’t highlight a problem with the vaccine,” said Katz.

But after almost four full days of search-and-rescue efforts, more than 150 additional people were still missing in Surfside. No one has been pulled alive from the pile since Thursday, hours after the collapse.Some families had hoped their visit would allow them to shout messages to loved ones possibly buried deep inside the pile.Buses brought several groups of relatives to a place where they could view the pile and the rescuers at work. As relatives returned to a nearby hotel, several paused to embrace as they got off the bus. Others walked slowly with arms around each other back to the hotel entrance.“We are just waiting for answers. That’s what we want,” said Dianne Ohayon, whose parents, Myriam and Arnie Notkin, were in the building. “It’s hard to go through these long days and we haven’t gotten any answers yet.”“You can’t imagine. Many of them are desperate” as days drag on with no more survivors found, said Israeli Diaspora Affairs Minister Nachman Shai, who visited briefly with family members of those missing.Shai led a humanitarian delegation to Surfside that included several Israeli experts in search-and-rescue operations. One asked why they could not surgically remove the largest pieces of cement with cranes, to try to uncover bigger voids where survivors might be found.“There’s not giant pieces that we can easily surgically remove,” replied Maggie Castro, of the fire rescue agency.“They’re not big pieces. Pieces are crumbled, and they’re being held together by the rebar that’s part of the construction. So if we try to lift that piece, even as carefully, those pieces that are crumbling can fall off the sides and disturb the pile,” Castro said.She said they try to cut rebar in strategic places and remove large pieces, but that they have to remove them in a way that nothing will fall onto the pile.“We are doing layer by layer,” Castro said. “It doesn’t stop. Israel allowed 17 trucks carrying Qatar-funded gasoline to enter the Gaza Strip on Monday to fuel the enclave’s only power station, for the first time since May’s fighting.The Kan public broadcaster reported on Monday that Palestinian sources told the Lebanese Al-Akbar newspaper that Egypt sent a message to the Gaza Strip’s Hamas rulers that if all remains quiet in the area Israel will fully open the border crossings into the enclave.However, the sources said that Hamas responded by telling Cairo that it intends to keep up pressure on Israel, without clarifying what that entails.The border crossings were shut after a soldier was lightly wounded in a mortar attack while assisting in the transfer of humanitarian aid shipments into the Gaza Strip through the Erez Crossing during the 11-day conflict in May. The nitrate ignited on Aug. 4, causing a catastrophic blast that killed 211 people and injured more than 6,000, devastating nearby neighborhoods.A government-commissioned study in the wake of the explosion said the 50-year-old silos could collapse at any moment and should be demolished. Several countries are said to be interested in rebuilding the port and the surrounding areas, including Turkey, Germany and China.Lebanon's Caretaker Public Works and Transpiration Minister Michel Najjar told reporters after meeting with the Russians that they expressed a desire to cooperate and would offer technical support for the silos repair at the port of Beirut. And a very public no-surprises agreement on Iran.U.S. Secretary of State Antony Blinken and Israeli Foreign Minister Yair Lapid met in Rome on Sunday as their new governments look to turn the page on former President Donald Trump and former Prime Minister Benjamin Netanyahu, whose close alliance aggravated partisan divisions within both countries.Now, with Trump sidelined in Florida and Netanyahu leading the opposition, President Joe Biden and Prime Minister Naftali Bennett are focused on pragmatic diplomacy rather than dramatic initiatives that risk fomenting opposition at home or distracting from other priorities.“In the past few years, mistakes were made,” Lapid told Blinken as they sat down for talks in a Rome hotel. “Israel’s bipartisan standing was hurt. Portland, Oregon, has already broken its all-time record hottest temperature at 108 degrees on Saturday and the peak of the heat wave has not even been reached yet. Canada is expected to register the nation's all-time highest temperature before the event is done. These are extremely dangerous numbers, especially in a region not used to heat like this, where many people do not have air conditioning.By Monday, some — if not all — of the all-time record highs seen below are forecast to break, with many more cities not listed here expected to achieve the same feat.he heat is being caused by a combination of a significant atmospheric blocking pattern on top of a human-caused climate changed world where baseline temperatures are already a couple to a few degrees higher than nature intended.This heat wave comes on the heels of another historic heat wave less than two weeks ago that baked the U.S. Intermountain West, Desert Southwest and California with hundreds of record highs.Meanwhile, the eastern U.S. is also seeing the heat ratchet up, with "feels-like" temperatures pushing 100 degrees by Monday and Tuesday in the major cities of the I-95 corridor. The hotter the air in that column, the larger the thickness of air in that column, because heat expands. In our historical record of North America's Pacific Northwest this heat dome registers a statistical standard deviation from the average of greater than 4.In layman terms, that means it falls more than 4 deviations to the right of the center of a typical bell curve (shown below) and that equates to values with less than a 99.99% chance of happening.In other words, statistically speaking, there is a 1 in 10,000 chance of experiencing this value. So, if you could possibly live in that spot for 10,000 years, you'd likely only experience that kind of heat dome once, if ever.To put climate extremes into perspective we measure against the average. Like any heat wave, it is being caused by a highly amplified jet stream pattern. These extreme jet stream perturbations are a natural, normal part of the atmosphere. But the climate science community is split as to whether these extreme jet stream perturbations are becoming even more likely because of climate change — a phenomena known as the wavy jet stream.Along with a more wavy, buckling and slow-moving jet stream, comes a phenomena called "blocking". This is when waves in the jet stream become so elongated that they break off, sit and spin. In this case there is a textbook type of block called an Omega block over the Pacific Northwest because it looks like the Greek letter Omega. Inside this Omega, the heat pools and intensifies.There is a faction of climate scientists who believe that a warming climate — specifically the Arctic — results in a more wandering jet stream at certain times of the year. But it is hotly debated; there is an equal amount of research that does not arrive at this conclusion.Mann and his colleagues have been involved in some of this research, in which he finds that a specific type of Northern Hemisphere blocking — what he calls Quasi Resonant Amplification — will increase by 50% this century under business as usual human-forced climate warming. "I do indeed believe that the phenomenon we describe in our work played a very important role in the record heat wave," Mann said.As for the lack of consensus in the climate research on the wavy jet stream and blocking, Mann thinks it has more to do with the current state of climate modeling "This is an area where current generation models are NOT capturing a real-world climate connection," Mann explained.Whatever the cause, the result of an extreme jet stream pattern is extreme weather across many parts of the nation and globe. Over the past few days, the central U.S. has seen over a foot of rain with flash flooding along a stalled front. Last year, a pyrotechnic device designed for a baby's gender reveal celebration sparked a California blaze that killed a firefighter during a U.S. wildfire season that scorched the second-highest amount of land in nearly 40 years.Some regions of the American West are experiencing their worst drought conditions in more than a century this year, said Jennifer Balch, director of Earth Lab at the University of Colorado. People setting off fireworks at home is a concern because of both the tinder-box conditions ripe for starting wildfires and the threat of injuries. Cava detailed that the smoke from the fire "spread laterally throughout the pile" making it difficult to isolate the source and stop it.The mayor also noted that rescue teams have created a trench to try and isolate the fire and continue to search for victims."We're using everything possible to address this fire. We are using infrared technology. We're using foam. We're using water. All the tactics that we can to contain the fire and minimize the smoke spread," Cava said.Cava added: "Obviously, the smoke itself is the biggest barrier right now to proceeding in those areas. So, we created a trench using heavy equipment to try to isolate the fire and continue searching for victims in the part of the pile that we can access. No further victims have been found."

Roof repair permit issued for Champlain Towers day before partial collapse

From CNN’s Casey Tolan-The town of Surfside issued a permit for roof repairs on the Champlain Towers South condo building the day before the structure collapsed, documents released Friday night show.On June 23, the town issued a permit to “install roof safety anchors and provide stucco repairs” to a South Florida concrete company. The work included removing “the existing roof down to concrete deck” and replacing it, the permit said. The building fell the next day, in the early morning hours of June 24.The company that was set to perform the work, Concrete Protection and Restoration LLC, did not immediately respond to a request for comment Saturday. The town issued two other permits for work at the building last month, for electrical repair and “roof repair.” It’s unclear whether work had begun on those permits before the collapse. Both contractors declined to comment to CNN. Another document produced as part of the 2018 structural engineer’s report also noted that small portions of the building were “showing distress.” The report, conducted by engineer Frank Morabito for the building’s condo association, noted that about “2% of exterior columns have experienced concrete spalling” and about “5% of the balcony structural floor slabs showed hairline cracking at underside of the slab,” among other examples of cracking.It’s unclear whether these issues contributed to the collapse.The report says the “general alignment” of the structure, as well as the concrete framing, roof membrane, and several other parts of the building, were in good condition. Surfside officials noted in the document that the report “was not formally submitted” to town officials by the condo association, but said Morabito provided it to the town after the building collapse.

"I understand from our building official, that it was in the form of the 2018 email that came from an engineer regarding those cracks."Burkett said it's still "unclear what steps the building was taking to address those cracks" mentioned in the report. According to the mayor, "the 40-year report had not been submitted yet." "We had indications that it was on the way because it needed to be submitted within this year," said Burkett. Prophetic Standards Statement-TO FALSE PROPHETS OF DREAMS AND VISIONS

At a time when there are many questions in the Body concerning the gift of prophecy and the ministry of the prophet, and in light of the needs of local pastors as well as individual believers to have practical guidelines for processing prophetic words, as Pentecostal and Charismatic leaders, we felt that now was the opportune moment to produce this current document.It is not the purpose of this statement to condemn or accuse. Instead, our purpose is to help provide scriptural guidelines for the operation of the gift of prophecy and the functioning of the ministry of the prophet, while at the same time affirming the importance of these gifts and ministries.WE BELIEVE that the gifts of the Holy Spirit, including the gift of prophecy and the ministry of the prophet, are essential for the edification of the Body of Christ and the work of the ministry, which is why Scripture exhorts us to earnestly desire spiritual gifts, especially that we may prophesy (see 1 Cor. 14:1, 39). Prophetic ministry is of great importance to the Church and must be encouraged, welcomed, and nurtured.WE BELIEVE it is essential to create an environment in which prophecy can flourish, side by side with the other gifts of the Spirit and together with apostolic, evangelistic, pastoral, and teaching ministries. To create this environment, we need to encourage freedom in the Spirit in a faith-filled atmosphere, making room for spontaneous utterances as the Spirit wills. But all this must be done with proper accountability and oversight.WE BELIEVE that the general function of the gift of prophecy, as it relates to the church, has to do with edification, exhortation, and comfort (see 1 Cor. 14:3). As this gift relates to unbelievers, it can reveal the secrets of their hearts and bring them to repentance, demonstrating God’s reality to them (see 1 Cor. 14:24-25).WE BELIEVE that the essence of the spirit of prophecy is the testimony of Jesus, hence the ultimate goal of prophetic ministry is to exalt the lordship of Jesus Christ, even though we recognize that not every prophetic word will specifically point to Him (see Rev. 19:10; 1 Cor. 12:3).WE BELIEVE in the five-fold ministry of the prophet, recognizing that such prophets will also be used to bring correction, instruction, and directional clarity to the Body, but not independent of other leaders, and therefore different from the model of the independent Old Testament prophet.WE RECOGNIZE that prophets do not serve as spiritual fortune tellers or prognosticators, nor is their role to satisfy our curiosity about the future or reveal abstract information. God’s purpose in prophecy is redemptive, calling for repentance, giving supernatural guidance, bringing comfort, deliverance, restoration, and glorifying Jesus as Lord.WE RECOGNIZE that, due to the nature of prophetic ministry, some prophetic words can be submitted for evaluation before they are delivered while other words will be evaluated after they are delivered. But in all situations, those claiming to speak for God should welcome the godly evaluation of their prophecies.WE BELIEVE that prophecies should first be tested by the Word, then if the prophetic word is not contrary to the Scriptures, it should be evaluated by other mature leaders. If a prophecy is given in the context of a local church, then mature leaders in that setting should evaluate it. If a prophecy is given in the context of a region or nation, then mature regional or national leaders should be invited to evaluate the word (see 1 Cor. 14:29; 1 Thes. 5:19-21). Those who refuse to have their words tested should not be given a platform.WE RECOGNIZE that prophets receive supernatural revelation from God, but they are also dependent on other five-fold ministry leaders for the interpretation and application of the revelations they receive. It is the Lord’s will that all these various ministry gifts, including the ministry of the prophet, work in harmony rather than independently. Only then will the Body come into full health and maturity.WE RECOGNIZE the unique challenges posed by the internet and social media, as anyone claiming to be a prophet can release a word to the general public without any accountability or even responsibility. While it is not possible to stop the flood of such words online, we urge all believers to check the lives and fruit of those they follow online and also see if they are part of a local church body and have true accountability for their public ministries and personal lives. We also urge prophetic ministers posting unfiltered and untested words purportedly from the Lord to first submit those words to peer leaders for evaluation.WE AGREE that Scripture instructs us not to despise prophecies but to examine prophetic utterances carefully and to hold fast to that which is good (1 Thes. 5:19-21). This also means that we should cultivate honor and respect for true prophetic ministries rather than an attitude of skepticism or scorn.WE BELIEVE that all spiritual leaders, including those serving as prophetic ministers, should be vetted and qualified by their respective churches, networks, or movements based on the standards of leadership set forth by Paul the apostle as found in 1 Timothy 3:1-8; Titus 1:5-9.WE BELIEVE that all spiritual leaders, including five-fold ministry prophets, should be above reproach and should live a life worthy of their calling (see Eph. 4:1-3). Consequently, we believe that prophetic leaders whose lives violate the moral and ethical standards of the Word disqualify themselves from the ministry irrespective of how much influence or anointing they have.WE ALSO AGREE that the greatest requirement for all leaders in the church, including prophetic leaders, is to endeavor to reflect the character of Christ and to utilize their gifts out of love for God, His people, and the lost (1 Cor. 13:2; Rom. 8:29).WE VALUE humility, integrity, and accuracy in prophetic ministry in order to protect the faith and trust of those who hear a word that is stated to be from God. It is a sacred thing to claim to speak for the Lord and, in keeping with the words of Jesus, to whom much is given, much is required (see Luke 12:48). And just as those who teach are held to a higher standard of accountability (see Jam. 3:1), so also those who prophesy should be held to a higher standard. They can have a powerful influence over people’s lives for better or worse, because of which we urge sobriety and circumspection together with faith and boldness.WE UNDERSTAND that prophecies can be conditional and that many prophecies will take time to come to pass. We also recognize that prophetic language is often mysterious and symbolic, requiring interpretation and insight. This means that prophecies that do not contradict the Bible or that are not contrary to fact should be evaluated over time and not immediately rejected.On the other hand, if a prophetic word is delivered containing specific details and dates in which the stated prophetic word will come to pass and that prophecy contains no conditions to be met in order to be fulfilled, and that word does not come to pass as prophesied, then the one who delivered the word must be willing to take full responsibility, demonstrating genuine contrition before God and people.Any statement of apology and/or explanation/clarification should be delivered to the audience to whom the erroneous word was given. For example, if it was given to an individual, the apology (and/or explanation/clarification) should be delivered to the individual. If the word was delivered publicly, then a public apology (and/or explanation/clarification) should be presented. This is not meant to be a punishment but rather a mature act of love to protect the honor of the Lord, the integrity of prophetic ministry, and the faith of those to whom the word was given.WE BELIEVE it is essential that all spiritual leaders, including prophetic leaders, have a presbytery of peers and seasoned spiritual leaders who can hold them accountable regarding their life and ministry. In keeping with this, we reject the notion that to judge a prophet’s words is a violation of Psalm 105:15 (where God exhorted the ancient nations not to touch the patriarchs or harm His prophets). Prophets who err must be willing to receive correction from peer leaders with whom they are in accountable relationship. Those refusing such accountability should not be welcomed for ministry.WE RECOGNIZE that true prophetic words can be faith-building and can sometimes call for a faith-filled response, but we reject the idea that prophets can use Old Testament texts about believing the prophets in order to gain blanket support for their words, as if everything a prophet utters today must be believed. To the contrary, we can only believe the prophetic word if it is not contrary to Scripture, it is not factually in error, and our own spirits bear witness with it. Only then can we add our faith to that word coming to pass (see 1 Tim. 1:18).Those wanting to use Old Testament prophetic texts to exercise influence or authority over their followers should remember that inaccurate prophecy under that same Old Testament standard was punishable by death. New Testament prophets, along with other New Testament ministry leaders, do not lord it over their people or demand submission and faith. Instead, in humility, they serve the flock (see 1 Pet. 5:1-4).WE REJECT any threatening words from prophets today, warning their followers that judgment will fall on them if they fail to obey the prophet’s words. We see this as a dangerous form of spiritual manipulation.WE REJECT the spiritual manipulation of the prophetic gift for the personal benefit of the prophet or of his or her ministry, whether to garner favor, power, or financial gain. And under no circumstances can a prophet charge money to deliver a prophetic word. This is spiritual abuse of the worst kind and is detestable in God’s sight.WE REJECT the notion that a contemporary prophetic word is on the same level of inspiration or authority as Scripture or that God always speaks inerrantly through prophets today, since the Bible says we only know in part and prophesy in part (1 Cor. 13:9). It is the written Word alone that can lay claim to being “the Word of God” (2 Tim. 3:16); prophecies, at best, are “a word from the Lord,” to be tested by the Word of God.Finally, while we believe in holding prophets accountable for their words, in accordance with the Scriptures, we do not believe that a sincere prophet who delivers an inaccurate message is therefore a false prophet. Instead, as Jesus explained, and as the Old Testament emphasized, false prophets are wolves in sheep’s clothing, in contrast to true believers who might speak inaccurately (see Matt. 7:15-20; Jer. 23:9-40; Ezek. 13:23). Thus a false prophet is someone who operates under a false spirit masquerading as the Holy Spirit.WE THEREFORE RECOGNIZE distinctions between a believer who gives an inaccurate prophecy (in which case they should acknowledge their error), a believer who consistently prophesies inaccurately (in which case we recognize that this person is not a prophet and we urge them to stop prophesying), and a false prophet (whom we recognize as a false believer, a lost soul, calling them to repent and be saved).Because God’s gifts and calling are irrevocable (see Rom. 11:29), we understand that a person who has been prophetically gifted might be able to function in that gifting even though they are no longer in right relationship with God. That is why it is imperative that we judge a prophet by the fruit of their life and ministry rather than by their gift, also recognizing that there are some who started right but will be rejected in the end (see Matt. 7:21-23).
