Pandemic will alter Communion rituals for many US Christians-[Associated Press]-DAVID CRAR-May 19, 2020

NEW YORK (AP) — Holy Communion will have a different look when in-person worship services resume at the end of May in the Catholic Diocese of Knoxville, Tennessee: The wafers signifying the body of Christ will be placed in the hands of parishioners by priests and deacons wearing face masks and safety glasses.Similarly striking changes in Communion will take place at Catholic and Protestant churches across the United States over coming weeks as restrictions on large gatherings –- imposed because of the coronavirus outbreak –- are gradually eased. Many churches that formerly encouraged churchgoers to drink wine from a communal cup will halt that practice, at least temporarily. In some cases, clergy will be instructed to use hand sanitizer before commencing with the sacrament. The Episcopal bishop of Washington, D.C., Mariann Budde, said she and about 60 of her fellow bishops will meet Wednesday to discuss possible adjustments to Communion and other worship.“I do think new practices emerge from crises like this,” she said. “They come from communities experimenting, pushing the boundaries. You don’t know how that process will turn out.”The biggest denomination in the U.S., the Catholic church accounts for the bulk of Holy Communion services nationwide.Under its governance system, decisions on logistical details of Communion are largely left to individual bishops.Over the past three weeks, at least two sets of guidelines have been issued to Catholic clergy by high-level bodies. There’s one main difference: the guidelines from the Washington-based Thomistic Institute says communion wafers could continue to be placed on a parishioner’s tongue or be placed in the hand. Guidelines from the Federation of Diocesan Liturgical Commissions says there should be a temporary ban on receiving the wafer on the tongue.Knoxville Bishop Richard Stika, in his detailed instructions for the resumption of in-person services, was clear on this point. Reception of the wafer on the tongue “is strictly prohibited at this time,” his instructions say.Churchgoers are instructed to proceed single-file -- and six feet apart – to a designated distribution point in their church and then receive the Communion wafer in an outstretched palm. There will be no wine for them. The priest or deacon will wear a face mask and safety glasses during the sacrament, Stika says. Churchgoers will be instructed to wear face masks throughout the Mass that they should remove only for the moment they receive and consume the wafer. At Ste. Rose de Lima Catholic Church in Chicopee, Massachusetts, pastor William Tourigny is awaiting word from state officials on when in-person services can resume, but he’s already made decisions about Communion. Early in the coronavirus outbreak, he prohibited the “on the tongue” option, sticking by the decision despite complaints from some congregants. As for parishioners drinking Communion wine from a communal cup, Tourigny says he eliminated that during the H1N1 flu outbreak of 2009.Drinking from a communal cup was in practice prior to the pandemic at Saint Ambrose Catholic Church in Brunswick, Ohio, but that will be halted when in-person services resume, said the pastor, Rev. Bob Stec.Receiving the wafer on the tongue will still be permitted, but only for churchgoers who insist on it.“While it is still their option, we would ask them to receive in the hand as a way of offering care and support for the ministers,” Stec said via email. In the Archdiocese of Chicago, long-time churchgoer Mary Anne Hackett, as president of Catholic Citizens of Illinois, has been urging Cardinal Blase Cupich to move more quickly to reopen churches. She says most Catholic churches in the area served the Communion wafer on the tongue, not to the hand, but she’s open to whatever policy might be implemented,“The people will be so happy to return to church that they’ll be ready to comply with whatever the priest asks,” she said.Among Catholic and Protestant congregations, there has been lively debate over certain Communion practices employed while in-person services were banned. Some pastors administered drive-thru Communion to congregants arriving at outdoor venues in their cars. Among United Methodist Church bishops, there was disagreement as to the propriety of celebrating Communion during online services. The president of the UMC’s Council of Bishops, Cynthia Fierro Harvey of Baton Rouge, Louisiana, said Communion practices vary from church to church. Some serve grape juice in small individual cups along with a wafer or piece of bread; in other churches worshippers dip their bread into a communal cup in a process known as intinction.Harvey said many UMC churches might choose not to serve Communion at first when in-person worship resumes, then would grapple with decisions such as whether to eliminate intinction. The Evangelical Lutheran Church in America, with about 3.5 million members one of the largest mainline Protestant denominations, recently issued guidelines on Communion and other matters to help its 9,300 churches resume in-person services. The guidelines recommend against serving Communion until gatherings of more than 50 people are allowed. The people administering the sacrament are asked to use hand sanitizer immediately before doing so, preferably in full view of the congregation.“Common cup and intinction are not recommended,” the guidelines say. “If distributing wine in small glasses in trays, ensure that the glasses are spaced far enough apart to minimize people’s touching of other glasses.”The ELCA’s presiding bishop, Elizabeth Eaton, said the recommendations are not binding, and decisions are left to individual pastors.Mariann Budde, the Episcopal bishop of Washington, said most churches in her diocese traditionally used a communal cup for distribution of the Communion wine. She says that practice will almost certainly be halted, at least in the early stages of resumed in-person worship.“We can’t do some of the things that make that sacrament familiar to us,” she said. “That doesn’t mean the presence of Christ isn’t with you.”Debate over Communion practices extends to Christian communities worldwide. In Ghana, Pentecostal church attracted attention by opting to serve pieces of Communion bread speared with appetizer-style toothpicks.___Associated Press religion coverage receives support from the Lilly Endowment through the Religion News Foundation. Russia’s Su-57 Stealth Fighter Could Soon Have a Robot in the Cockpit-[Popular Mechanics]-Kyle Mizokami-May 19, 2020

From Popular Mechanics-Russian state media claims the Su-57 fighter is undergoing unmanned flight testing. The report, based on an unnamed source, is suspect and should—for now—be treated as a rumor.Despite problems with the report, it is likely a window into the direction Moscow wants to go and a capability the Russian Aerospace Forces would like in the near future.Russia’s new Su-57 stealth fighter is reportedly undergoing unmanned testing. The Sukhoi Su-57, codenamed “Felon” by NATO, is a large twin-engine stealth fighter in the same rough class as the U.S. Air Force’s F-22 Raptor. The claim could well be true, but should be taken with a grain of salt.According to RIA Novosti, an arm of the Russian state media services, the Su-57 is flying unmanned at an undisclosed location in Russia. Novosti cites an unmanned source which claims that the fighter is flying with a pilot, but the pilot is merely monitoring the aircraft’s systems. The Su-57 is designed to fulfill both anti-air and air-to-ground roles. The aircraft is Russia’s first stealth fighter, with a reduced radar cross-section from the frontal and side aspects. The Su-57, along with the U.S.'s F-22 Raptor, F-35 Joint Strike Fighter, and Chinese J-20 is a so-called “fifth-generation fighter,” mixing speed, stealth, and advanced weapons and sensors. The RIA Novosti report is troublesome—not only does it come from a news outlet controlled by the Russian state government, the actual source is remained anonymous. Typically, piloted aircraft modified for autonomous missions require the installation of equipment to remotely manipulate the weapons, sensors, and flight controls. The Su-57 is a single-seat aircraft, and if there is a pilot sitting in the seat, there is no room for such equipment. Either the Su-57 used for unmanned testing is a two-seat variant or the aircraft is controlled remotely via software.Russia’s aviation industry lags behind others in the development of autonomous combat aircraft, but Moscow is trying hard to catch up. Last year saw the introduction of the S-70 Okhotnik (“Hunter-B”) strike drone. Russia envisions the Su-57 and S-70 working together in wartime as a team, with the Su-57 clearing the skies while the S-70 conducts strikes against enemy forces on the ground. Alternatively, the S-70 could act as an robotic wingman for the piloted Su-57.The Su-57 was first revealed in 2010, the announcement taking the world by surprise. Russian state media boasted the Russian Aerospace Forces would receive 144 "Felons" by 2012. In reality, development and funding problems forced Moscow to repeatedly pump the brakes on the program, to the point that co-development partner India exited the program. Sukhoi has delivered only 13 jets, all prototypes and pre-production models. The company is supposed to begin serial production this year on 76 Felons, but a decade of promises and delays, it's best to wait and see.Moscow definitely wants you to believe the Su-57 is flying without a pilot, but the timing is also suspicious. For example, Russian President Vladimir Putin revealed six new nuclear weapons in March 2018, weapons that really did turn out to be real. The Russian Army was supposed to have 2,300 brand-new T-14 Armata main battle tanks by 2020, but the service likely has less than 50.The unmanned Su-57 might be flying in the right direction, but when it lands with the Russian Aerospace Forces is anyone’s guess.

Dig near Jerusalem's Western Wall yields 'puzzling' chambers-[Associated Press]-May 19, 2020

JERUSALEM (AP) — Israeli archaeologists on Tuesday exhibited a recently uncovered, unusual series of 2,000-year-old chambers carved out of the bedrock beneath the Western Wall plaza in Jerusalem. The Israel Antiquities Authority's excavations are uncovering new sections of a sprawling network of ancient subterranean passageways running alongside a contested Jerusalem holy site known to Jews as the Temple Mount and to Muslims as the Noble Sanctuary. The Temple Mount is the holiest site in Judaism, while the compound is the third-holiest site in Islam. It was the site of two Jewish temples in antiquity and today is home to the Al-Aqsa Mosque and Dome of the Rock.Archaeologists began excavating a large, late Byzantine building located around 35 meters (120 feet) from the base of the wall last year. Beneath the plain white mosaic tiled floor of the monumental structure, they discovered a series of small chambers hewn out of the bedrock. Fragments of clay oil lamps and limestone cups helped date the subterranean rooms to around 2,000 years ago.Lead archaeologist Barak Monnickendam-Givon said the “very huge investment in rock cut installation work” below ground had never been found before in the ancient city and was “very puzzling.” It remains unclear what the tiny chambers were used for.The underground archaeological excavation is taking place about six or seven meters (20 feet) beneath the modern street level of the Western Wall plaza.Researchers hope the discovery of common items, such as bone and ceramic fragments, will help shed light on daily life in Jerusalem before its destruction by Rome in 70 A.D.

Chief rabbi demands immediate reopening of synagogues, says closure ‘baffling’-The Times of Israel-David Lau sends letter to Netanyahu decrying fact that malls, beaches and restaurants are returning to normal, but not places of worship-By TOI staff-may 19,20-Today, 4:21 pm

Chief Rabbi David Lau on Tuesday urged Prime Minister Benjamin Netanyahu to order the immediate reopening of synagogues, decrying the continued closure as other areas of public life gradually return to normal.Synagogues and yeshivas served as major vectors for the transmission of the coronavirus during the early days of the COVID-19 pandemic. Synagogues were shuttered in late March. But as the number of new daily cases has dropped to fewer than 30 nationwide, and as beaches, restaurants and pubs were set to reopen by next week — even event halls got a mid-June scheduled opening date — there has been no word from the government about resuming synagogue services. The return to normal of shopping centers, restaurants etc., and the lack of answers on synagogues, is baffling to many,” Lau said in a letter sent to Netanyahu.Israel’s Ashkenazi Chief Rabbi David Lau at the Western Wall, in the Old City of Jerusalem, July 21, 2019. (Noam Revkin Fenton/Flash90)“Praying with the community is an important part of Jewish life,” he wrote. “During the closure I issued lenient halachic instructions for ways to hold public prayers under the circumstances. The public acted responsibly and acted according to the guidelines.“From reactions I am receiving, I feel them and understand how painful this is for them,” he continued, adding that worshipers aren’t heard because they don’t have a union representing their interests.Lau asked the premier to issue “clear guidelines” and reopen synagogues “at the earliest convenience.”Jewish men pray at the Western Wall, Judaism’s holiest prayer site, in Jerusalem’s Old City. April 19, 2020. (Nati Shohat/Flash90) Under pressure from Orthodox groups and the Chief Rabbinate, the Interior Ministry has in recent days prepared an outline for reopening synagogues with certain restrictions, which will reportedly go up for a cabinet vote soon.According to the plan, synagogues would only open to regular congregants, with an empty seat between every two people. All worshipers would be required to wear face masks throughout the service, all religious garments and objects were to be brought from home and not shared, and each synagogue would appoint a sexton in charge of enforcing the rules. In late March, the Corona National Information and Knowledge Center, a government body of researchers that serves as an advisory panel to the Health Ministry and the Home Front Command, reported that at the time, 46.9 percent of Israelis had contracted the coronavirus abroad, 4.4% at home and 13.1% at an unknown location.Of the remaining 35.6% of cases in which the source of the infection was known, nearly a quarter had contracted it at a synagogue.Ultra-Orthodox Jews pray at the grave of Benaiah Ben Jehoiada between Safed and Meron in Northern Israel on April 20, 2020. (David Cohen/Flash90) In recent weeks, Israel has made great strides in containing the virus and the government has begun the gradual process of rebooting the economy and allowing shopping centers, restaurants and schools to return to operations.Currently, public prayer is only allowed outside in groups of up to 50 people, all of whom must wear masks and keep a distance of two meters from one another. Some in the Orthodox community have expressed anger over having to continue praying outside, especially during this week’s heat wave, arguing that regulations are being selectively enforced.

6 facilities said hit in Iran’s cyberattack on Israel’s water system in April-The Times of Israel-A pump went into continuous operation at one site and data was changed at another, report says; but no significant damage or interruption in supplies-By TOI staff-may 19,20-Today, 1:55 pm

ix facilities were hit in an Iranian cyberattack last month on the country’s water infrastructure that succeeded in impacting some systems but did not cause any disruption in the water supply or waste management, the Ynet news site reported on Tuesday. At one of the Israel Water Authority facilities, an “irregularity due to an unplanned change in data” was recorded, the report said. At another station, a pump went into continuous operation, prompting operators to shut off its automatic mode.Hackers also succeeded in taking over the operating system at one of the sites, while at another changes were made to operating systems. At one of the facilities, operators detected the cyberattack and immediately disconnected the site’s systems, reset parameters and changed all the passwords. The hackers did succeed in wiping out information at one site, though it was later restored, the report said.In the wake of the attack, the Water Authority ordered that all passwords be changed at its installations, with a focus on operating systems and “in particular for systems that add chlorine to wells.”The Water Authority and Israel National Cyber Directorate identified the series of cyber incidents on April 24-25. The water authority’s cybersecurity chief told Ynet that none of the incidents caused damage or affected water supplies or wastewater management. However, a source described in the report as involved in the incident accused the water authority of “neglect” in not being better able to protect its sites. The Water Authority and the National Cyber Directorate confirmed earlier this month an “attempted cyber breach on water command and control systems.”“The attempted attack was dealt with by the Water Authority and National Cyber Directorate. It should be emphasized that there was no harm to the water supply and it operated, and continues to operate, without interruption,” it said. The Shahid Rajaee port facility in the Iranian coastal city of Bandar Abbas (Iran Ports and Maritime Organization)Israel reportedly responded to the incident with a sophisticated cyberattack on an Iranian port facility, causing widespread chaos in the Islamic Republic. On Monday the Washington Post, citing foreign and US officials, said Israel was likely behind a hack that brought the “bustling Shahid Rajaee port terminal to an abrupt and inexplicable halt” on May 9.Iran later acknowledged that an unknown foreign hacker had briefly knocked the port’s computers offline. The port is a newly constructed shipping terminal in the Iranian coastal city of Bandar Abbas, on the Strait of Hormuz. But the damage was far more severe than Iran acknowledged and was apparently carried out by Israeli operatives, the Post said, quoting a security official with a foreign government that monitored the incident. The official, who spoke on the condition that his identity and national affiliation not be revealed, called the attack “highly accurate,” the Post said.Israel was reportedly aghast at the Iranian attack on its water infrastructure. A May 7 meeting of the high-level security cabinet, the first one held in months, dealt in part with the Iranian attack, Israeli television reported.Quoting unnamed senior officials, Channel 13 news said on May 9 that the attack in late April was viewed as a significant escalation by Iran and a crossing of a red line because it targeted civilian infrastructure.Earlier that day Fox News reported that Iran was behind the attack, with hackers using American servers to carry out the breach. A senior US Department of Energy official told Fox News that the Trump administration was committed to protecting allies from cyberattacks but would not comment on the specific incident, saying an investigation was ongoing. There was no official confirmation of the report by Israeli or US officials.Iran — whose regime avowedly seeks Israel’s destruction — and Israel have engaged in covert cyber-warfare for over a decade, including reported efforts by the Jewish state and US to remotely sabotage the Islamic Republic’s nuclear program.Israel has also in recent weeks appeared to step up a bombing campaign on Iran-linked forces in Syria, concerned at Iran’s ongoing efforts to establish a potent military presence there from which to attack Israel. The Iranian-funded and -armed Hezbollah terror group faces off against Israel from Lebanon, and Iran backs Palestinian terror groups in the West Bank and Gaza. The Islamic Republic is smarting from one of the world’s most severe COVID-19 outbreaks. Experts have recently warned that the coronavirus pandemic has created a perfect storm for cyberattacks, with millions of people working in unfamiliar, less secure circumstances and eager for information about the virus and with new organizational policies being implemented.Agencies contributed to this report.

Cyberattack on port suggests Israeli tit-for-tat strategy, shows Iran vulnerableThe Times of Israel-AnalysisWestern official to Israeli TV: Tehran 'crossed a line'-Amos Yadlin says shutdown of Iranian port seems to be response to attempted hacking of Israeli water companies, which appears to have been retaliation for Syria airstrikes-By Judah Ari Gross-may 19,20-Today, 3:04 pm

The former head of Military Intelligence on Tuesday said a sophisticated cyberattack on an Iranian port last week appeared to be an Israeli retaliation to Tehran’s failed attempted hacking of Israel’s water companies last month, sending a message that Jerusalem could significantly harm Iran’s economy if attacks on Israeli civilian infrastructure continued. This appears to indicate that Israel has adopted a “tit-for-tat” strategy in responding to Iranian cyber aggression — a tactic already used by the Israeli military with physical, or kinetic, attacks — as the digital realm becomes increasingly important in modern warfare.Maj. Gen. (res.) Amos Yadlin, an influential former IDF intelligence chief and current head of the leading Institute for National Security Studies think tank, said the alleged Israeli cyberattack could be seen as a message to Iran that Jerusalem would not accept attempts to damage its civilian infrastructure.“If Israel was the one that responded to the Iranian attack against civilian infrastructure (water and sewage), Israel is making it clear that civilian systems ought to be left out of fighting,” Yadlin wrote Tuesday, hedging his assessment with the reservations that are common in Israeli officials looking to preserve a degree of ambiguity about Israel’s military activities abroad.Illustrative: Soldiers of the IDF’s signal (C41) corps (Courtesy: IDF Spokesperson’s Unit) “This is a significant message about the vulnerability of Iran’s economic systems to Israeli cyber capabilities,” he wrote in a series of tweets. The Shahid Rajaee port facility in the Iranian coastal city of Bandar Abbas (Iran Ports and Maritime Organization)Iran has faced a major financial crisis in recent years when the United States put in place a series of crushing economic sanctions after withdrawing from the 2015 nuclear deal, which offered relief from these measures in exchange for Tehran abandoning aspects of its atomic program.Yadlin noted the growing importance of the digital realm in modern warfare, as an ever-greater portion of our daily lives is controlled by internet-connected computer systems. Once considered distinct from the physical battles waged between countries, the retired general said, cyber warfare appeared to be becoming just another area in which militaries can square off against one another. The former intel chief indicated that the Iranian cyber attack on Israeli water infrastructure in April was a response to Israel’s ongoing efforts against Iran’s military presence and proxies in Syria. Israel has for years been bombing bases and convoys of Iranian forces and Iran-backed militias in Syria in order to prevent them from establishing a permanent military presence in the country from which to carry out attacks against the Jewish state and to halt the spread of advanced weapons to Hezbollah and other terror groups in the region. These strikes have reportedly stepped up in recent months.Satellite images purporting to show the damage to a missile factory outside Aleppo, Syria, caused by airstrikes attributed to Israel on May 4, which were released on May 7, 2020. (ImageSat International) “Cyber joins the earth, naval and air dimensions as a significant warfare dimension. It is important to note — both Iran (which is being attacked kinetically in Syria) and the United States (after the downing of its advanced unmanned aerial vehicle last summer) have used cyber responses when they didn’t want to escalate matters kinetically,” he wrote.Yadlin was referring to reports that the US carried out a series of cyberattacks on Iranian weapons systems after the Iranian military shot down an American drone that Tehran said entered its airspace last June. The former Military Intelligence chief echoed comments made by an unnamed Western official on Tuesday, who also told Israeli TV that the cyberattack on the Iranian port on May 9, which shut it down completely and caused widespread chaos at the site, was a response to an apparent Iranian attempt to sabotage Israel’s water and sewage infrastructure.Amos Yadlin speaks during an event organized by IsraPresse for the French-speaking community at the Begin Heritage Institute, Jerusalem, February 22, 2015. (Hadas Parush/Flash90)“The cyberattack on the [Shahid Rajaee port] in Iran was an Israeli response to the cyberattack that [the Iranians] carried out against Israel two weeks ago against Mekorot [national water company] components — an attack that failed,” the official from a Western country told Channel 12 news, on condition of anonymity.“Israel hopes that [the Iranians] stop there. They attacked water infrastructure components. They didn’t really cause damage — but they crossed a line and [Israel] needed to retaliate,” the official said. The official appeared to misspeak regarding the date of the alleged Iranian cyberattack, which was not reported to have occurred two weeks ago, but over three weeks ago, in late April.According to the Ynet news site, the alleged Iranian attack targeted at least six water installations throughout Israel on April 24-25, causing minor disruptions. One station saw a pump go online by itself, another had its entire operation system taken over, and a third noted “inconsistencies during an unplanned change to its figures,” the news outlet reported, without attributing the information.Other stations similarly identified attempts to hack into their systems, but each of these were caught earlier and resolved quickly, according to Ynet. However, despite these issues at individual stations, the Water Authority said “there was no harm to the water supply and it operated, and continues to operate, without interruption.”A May 7 meeting of the high-level security cabinet, the first to be held in months, reportedly dealt in part with this Iranian attempt. On May 9, Israel allegedly responded to these attempted hacks, carrying out a cyberattack on the Shahid Rajaee port — one of Iran’s most important terminals — shutting it down completely and causing widespread chaos, the Washington Post reported Monday.“Computers that regulate the flow of vessels, trucks and goods all crashed at once, creating massive backups on waterways and roads leading to the facility,” the Post reported. The port is a newly constructed shipping terminal in the Iranian coastal city of Bandar Abbas, on the Strait of Hormuz.“There was total disarray,” a security official, who spoke on the condition that his identity and national affiliation not be revealed, told the Post.Iran later acknowledged that an unknown foreign hacker had knocked the port’s computers offline, but denied the severity of the attack.Satellite images of the port on May 11 and May 12 taken by Planet Labs and seen by The Times of Israel indeed show scads of ships idling off the port and a buildup of containers on dry land, days after the alleged Israeli cyberattack. There was no comment from the Israeli embassy in Washington or the Israel Defense Forces, the report said.Iran — whose regime avowedly seeks Israel’s destruction — and Israel have engaged in covert cyber-warfare for over a decade, including reported efforts by the Jewish state and US to remotely sabotage the Islamic Republic’s nuclear program in 2010 using an advanced cyber weapon known as Stuxnet.Times of Israel staff and agencies contributed to this report.

ISAIAH 30:10-15
10 Which say to the seers, See not; and to the prophets, Prophesy not unto us right things, speak unto us smooth things, prophesy deceits:
11 Get you out of the way, turn aside out of the path, cause the Holy One of Israel to cease from before us.
12 Wherefore thus saith the Holy One of Israel, Because ye despise this word, and trust in oppression and perverseness, and stay thereon:
13 Therefore this iniquity shall be to you as a breach ready to fall, swelling out in a high wall, whose breaking cometh suddenly at an instant.
14 And he shall break it as the breaking of the potters’ vessel that is broken in pieces; he shall not spare: so that there shall not be found in the bursting of it a sherd to take fire from the hearth, or to take water withal out of the pit.
15 For thus saith the Lord GOD, the Holy One of Israel; In returning and rest shall ye be saved; in quietness and in confidence shall be your strength: and ye would not.

Temple Mount to reopen next week after 2-month closure, Waqf announces-As coronavirus outbreak abates in Israel and West Bank, administrators of holy site say worshipers will return after Muslim festival of Eid al-Fitr-By TOI staff    Today, 2:52 pm 2

The Temple Mount holy compound in Jerusalem’s Old City will reopen next week, the Islamic Waqf announced Tuesday, two months after closing it due to the coronavirus and with the outbreak continuing to abate. The mount is revered by both Jews, as the site of the Biblical temples, and Muslims, who refer to it as the Al-Aqsa Mosque or the Noble Sanctuary, and is a site where large numbers of Palestinians often gather, especially for Friday prayers. It has long been a flashpoint between Israelis and Palestinians.“The council decided to lift the suspension on worshipers entering the blessed Al-Aqsa Mosque after the Eid al-Fitr holiday,” a statement from the Waqf organization said, referring to the Muslim holiday expected to begin this weekend. The exact date when the festival ends has yet to be determined. The exact terms of the reopening of the site will be announced later, including whether it will also be reopened for Jews and tourists. The mosque’s director, Omar al-Kiswani, told AFP he hoped for no restrictions on the number of worshipers but said the governing body would announce the exact “mechanisms and measures later.”He said the details would be worked out to “ensure we are not subjected to criticism on the pretext we have broken health rules.”Muslims pray at the Temple Mount during Ramadan (courtesy, Atta Awisat)-The Temple Mount has been closed since March 22, when the COVID-19 outbreak was gaining steam. Waqf employees continued to work as usual and perform prayers at Al-Aqsa.The Waqf is backed by the Jordanian Ministry of Awqaf and Islamic Affairs, which administers the site. Both Israel and the Palestinian Authority, which rules the West Bank, have been gradually easing restrictions on public gatherings as infection rates have slowed down.Under an arrangement in place since Israel’s victory in the 1967 Six Day War, non-Muslims are allowed to visit the Temple Mount but not to pray there.Jews in religious garb are allowed to enter in small groups during limited hours, but are taken through a predetermined route, are closely watched and are prohibited from praying or displaying any religious or national symbols, or even drinking from water fountains.AFP contributed to this report.

6  In that day, saith the LORD, will I assemble her that halteth, and I will gather her that is driven out, and her that I have afflicted;
7  And I will make her that halted a remnant, and her that was cast far off a strong nation: and the LORD shall reign over them in mount Zion from henceforth, even for ever.
8  And thou, O tower of the flock, the strong hold of the daughter of Zion, unto thee shall it come, even the first dominion; the kingdom shall come to the daughter of Jerusalem.
9  Now why dost thou cry out aloud? is there no king in thee? is thy counsellor perished? for pangs have taken thee as a woman in travail.
10  Be in pain, and labour to bring forth, O daughter of Zion, like a woman in travail: for now shalt thou go forth out of the city, and thou shalt dwell in the field, and thou shalt go even to Babylon; there shalt thou be delivered; there the LORD shall redeem thee from the hand of thine enemies.
11  Now also many nations are gathered against thee, that say, Let her be defiled, and let our eye look upon Zion.
12  But they know not the thoughts of the LORD, neither understand they his counsel: for he shall gather them as the sheaves into the floor.
13  Arise and thresh, O daughter of Zion: for I will make thine horn iron, and I will make thy hoofs brass: and thou shalt beat in pieces many people: and I will consecrate their gain unto the LORD, and their substance unto the Lord of the whole earth.

Iraq military: Rocket lands near US Embassy in Baghdad Green Zone-The Times of Israel-Rocket lands near US Embassy in Baghdad Green Zone-Katyusha causes minor damage to empty home, statement says, in first such attack since new PM appointed-By SAMYA KULLAB-may 19,20-Today, 2:09 pm

BAGHDAD, Iraq (AP) — A rocket struck Baghdad’s heavily fortified Green Zone, the seat of Iraq’s government, early on Tuesday morning, according to an Iraqi military statement, the first attack on the area since a new prime minister was sworn in earlier this month. The Katyusha rocket hit an empty house, causing minor damages. The Green Zone is where government buildings and foreign embassies are located. A preliminary investigation indicated the rocket was launched from the nearby Al-Idrisi neighborhood on Palestine Street, the statement said.An Iraqi official said the rocket had struck near the US Embassy, without elaborating. The official spoke on condition of anonymity in line with regulations.Previous attacks have frequently targeted the US presence in Iraq, including the embassy and Iraqi bases hosting American troops. The US has blamed Kataeb Hezbollah, an Iraqi militia group backed by Iran, of perpetrating the attacks. The new administration of Prime Minister Mustafa al-Kadhimi, who came to power earlier this month, is preparing for a strategic dialogue with Washington, expected to take place next month. The talks will touch on security and economic cooperation between both countries. The issue of militias acting outside of state control is also expected to be on the agenda.Al-Kadhimi’s government, meanwhile, is scrambling to address a severe financial crisis brought on by falling oil prices and the coronavirus pandemic.

After EU’s warnings against annexation, Israel slams ‘megaphone diplomacy’-The Times of Israel-may 19,20-Foreign Ministry takes issue with Josep Borrell, whose congratulatory message on new government expressed ‘grave concern’ at annexation but ignored security threats Israel faces-By Raphael Ahren-Today, 1:45 pm

The Foreign Ministry on Tuesday hit back against the European Union’s “megaphone diplomacy” after the bloc’s foreign affairs chief, Josep Borrell, again warned Jerusalem against the unilateral annexation of West Bank territory in a message congratulating the Jewish state on its new government.“The Israeli Foreign Ministry would like to thank the EU for their message congratulating Israel on the swearing-in of a new government,” spokesperson Lior Haiat said in a statement.Israel and the EU share history, values, interests, opportunities and both face threats. It is regrettable that once again, the security of Israel, a key partner of the EU, and the threats that Israel face, were not mentioned at all and were not given the centrality that they should be in such a message,” he said.“This ‘megaphone diplomacy’ is not a substitute for intimate diplomatic dialogue and will not advance the role the EU is seeking to fulfill,” Haiat added.Foreign Minister Gabi Ashkenazi, in his inaugural speech as top diplomat, said Monday that Israel expects “a significant dialogue with our allies in Europe,” Haiat noted. (Ashkenazi’s exact quote was: “Israel and Europe are important partners, and I am sure that the relations we share will be fruitful and beneficial for both sides.”)In that speech, Ashkenazi also hailed the US administration’s plan for an Israeli-Palestinian peace agreement as a “historic opportunity” to shape Israel’s borders, but stopped short of explicitly endorsing a unilateral annexation of West Bank territory.Incoming Foreign Minister Gabi Ashkenazi at the Foreign Ministry in Jerusalem, May 18, 2020 (Foreign Ministry)On Monday evening, Borrell issued a brief statement that largely focused on the Israeli-Palestinian conflict, the need for a two-state solution, the importance of international and Brussel’s “grave concerns” over Jerusalem’s supposed plan to unilaterally annex the Jordan Valley and all settlements across the West Bank.In the first of three paragraphs, the top European diplomat congratulated Israel’s new government, calling the Jewish state a “key partner” for the EU.“We look forward to continuing working with the Israeli government in a constructive and comprehensive way, in the spirit of the longstanding friendship that binds us to Israel, in order to develop our relationship in all areas, in particular in matters such as COVID-19, education, research and development and any other area of mutual interest,” he said. His statement then emphasized that international law was a “fundamental pillar of the international rules-based order” and noted that the EU and its member states would not recognize any changes to the pre-1967 lines unless agreed to by both Israel and the Palestinians.“The two-state solution, with Jerusalem as the future capital for both States, is the only way to ensure sustainable peace and stability in the region,” Borrell declared. “In this vein, we note with grave concern the provision – to be submitted for approval by the Israeli cabinet – on the annexation of parts of occupied Palestinian territories.“We strongly urge Israel to refrain from any unilateral decision that would lead to the annexation of any occupied Palestinian territory and would be, as such, contrary to International Law,” he said. The statement was issued in Borrell’s name because there was no consensus on it among the EU’s 27 member states. According to several sources familiar with the matter, Hungary, Austria and other countries reasoned that now was not the time for such statements. On the other hand, some member states, including Ireland and Luxembourg, sought to issue a statement that was even harsher, including mentioning steps the EU may consider if Israel were to advance its annexation plans. Given the near-certain veto of such a text by Budapest and Vienna, some countries considered issuing a separate joint statement listing possible sanctions against Israel as a deterrent against annexation, but this has not materialized so far. Some EU member states have also asked Brussels to prepare an “options paper” that would detail the various diplomatic and economic sanctions the bloc could take, but work on such a document has not yet started, sources told The Times of Israel.“We must work to discourage any possible initiative towards annexation,” Borrell said Friday after a discussion on the matter by the EU foreign ministers. “This will require reaching out, by all of us, to Israel, US, Palestinians and Arab partners, using all channels that the EU and the Member States have. Our discussions on this complex topic will continue, we will not advance events.”While there has not been consensus among EU members as to how to proceed, “everybody agreed” that the union has to increase its efforts to prevent an Israeli West Bank annexation, Borrell said.“Believe me, we are ready to do that and we will do that in the next days using all our diplomatic capacities in order to prevent any kind of unilateral action,” he added. “And if this happens, then we will see. But for the time being, our efforts are devoted to the diplomatic action in order to avoid any unilateral action and in support of a negotiated two-state solution.”In early February — shortly after the US administration released its so-called deal of the century that okays an Israeli annexation of large parts of the West Bank — Borrell had hinted at possible sanctions when he said that “steps towards annexation, if implemented, could not paSIGNS IN THE SUN, MOON AND STARS-CHEMICAL WEAPONS

Thousands evacuated as river dams break in central Michigan-[Associated Press]-ay 20, 2020

MIDLAND, Mich. (AP) — Rapidly rising water overtook dams and forced the evacuation of about 10,000 people in central Michigan, where flooding struck communities along rain-swollen waterways and the governor said one downtown could be “under approximately 9 feet of water" by Wednesday. For the second time in less than 24 hours, families living along the Tittabawassee River and connected lakes in Midland County were ordered Tuesday evening to leave home. By Wednesday morning, water that was several feet high covered some streets near the river in downtown Midland, including riverside parkland, and reaching a hotel and parking lots. The river rose Wednesday morning to 34.4 feet (10.5 meters) in Midland, topping a previous record reading of 33.9 feet (10.3 meters) set during flooding in 1986, the National Weather Service said. Its flood stage is 24 feet (7.3 meters), and it was expected to crest by day's end at about 38 feet (11.6 meters). The Weather Service urged anyone near the river to seek higher ground following “castastrophic dam failures” at the Edenville Dam, about 140 miles (225 kilometers) north of Detroit, and the Sanford Dam, about seven miles (11 kilometers) downriver. The evacuations come as Michigan remains under a stay-at-home order to prevent the spread of the coronavirus.Michigan Gov. Gretchen Whitmer, said downtown Midland, a city of 42,000 about 8 miles (14 kilometers) downstream from the Sanford Dam, faced an especially serious flooding threat. Dow Chemical Co.'s main plant sits on the city's riverbank.“In the next 12 to 15 hours, downtown Midland could be under approximately 9 feet of water," the governor said during a late Tuesday briefing. "We are anticipating an historic high water level.”Steve Carlson, 61, said he and his wife, Patty, fled their Midland home about 8:30 p.m. Tuesday on their own accord after an evacuation order was issued for large swath of the city and they noticed neighborhood creeks were spilling over local roads, threatening some homes.“They had risen a lot and the worst was yet to come,” he said Wednesday morning. One couple who lives in their neighborhood decided to stay put, but Carlson said everyone else evacuated themselves from the area. They spent the night in a hotel. He said they’ve been wearing face masks in the hotel to protect themselves from the coronavirus.“The hotel was very happy to be see people coming in. There were refugees coming in,” he said with a laugh.Further down the Tittabawassee River, communities in Saginaw County were on alert for flooding, with a flash flood watch in effect Wednesday.“It's going to continue downriver,” Sara Pampreen, a weather service meteorologist, said Wednesday morning. “Just exactly how much, that’s the question.”Whitmer declared a state of emergency for Midland County and urged residents threatened by the flooding to find a place to stay with friends or relatives or to seek out one of several shelters that opened across the county. She encouraged people to do their best to take precautions to prevent the spread of the coronavirus, such as wearing a face covering and observing social distancing “to the best of your ability.”“This is unlike anything we’ve seen in Midland County,” she said. ”If you have a family member or loved one who lives in another part of the state, go there now."Emergency responders went door-to-door early Tuesday morning warning residents living near the Edenville Dam of the rising water. Some residents were able to return home, only to be told to leave again following the dam's breach several hours later. The evacuations include the towns of Edenville, Sanford and parts of Midland, according to Selina Tisdale, spokeswoman for Midland County.“We were back at home and starting to feel comfortable that things were calming down,” said Catherine Sias, who lives about 1 mile (1.6 kilometers) from the Edenville Dam and first left home early Tuesday morning. “All of a sudden we heard the fire truck sirens going north toward the dam.”Sias, 45, said emergency alerts then began coming on her cellphone and people started calling to make sure she was safe.“While packing, there were tons of police and fire trucks going up and down the roads,” she added. “As far as I know, all of our neighbors got out.”Dow Chemical has activated its emergency operations center and will be adjusting operations as a result of current flood stage conditions, spokeswoman Rachelle Schikorra said in an email. In 2018, the Federal Energy Regulatory Commission revoked the license of the company that operated the Edenville Dam due to non-compliance issues that included spillway capacity and the inability to pass the most severe flood reasonably possible in the area. The Edenville Dam, which was built in 1924, was rated in unsatisfactory condition in 2018 by the state. The Sanford Dam, which was built in 1925, received a fair condition rating. Both dams are in the process of being sold.+There were 19 high hazard dams in unsatisfactory or poor condition in Michigan in 2018, ranking 20th among the 45 states and Puerto Rico for which The Associated Press obtained condition assessments.Flood warnings in Michigan were issued following widespread rainfall of 4 to 7 inches (10.2 to 17.8 centimeters) since Sunday, according to the National Weather Service. Heavy runoff pushed rivers higher.

NEW DELHI (AP) — A powerful cyclone slammed ashore Wednesday along the coastline of India and Bangladesh, where more than 2.6 million people fled to shelters in a frantic evacuation made all the more challenging by the coronavirus pandemic.Cyclone Amphan, the equivalent of a category 3 hurricane, was packing winds of up to 170 kilometers (105 miles) per hour with maximum gusts of 190 kph (118 mph). Authorities warned it could cause extensive damage to flimsy houses and a storm surge could push seawater 25 kilometers (15 miles) inland, flooding cities including Kolkata.Coconut trees swayed wildly, electric poles lay scattered on the roads of Kolkata, rain pounded fishing villages, and rivers surged as the storm battered the coast. “The next 24 hours are very crucial. This is a long haul," said M. Mohapatra, India's meteorological chief. The region, with 58 million people in the two bordering countries, has some of the most vulnerable communities in South Asia: poor fishing communities in the Sunderbans and over a million Rohingya refugees living in crowded camps in Cox's Bazar in Bangladesh. The cyclone could have devastating consequences for India’s fight against the coronavirus by impacting supply lines and crippling relief measures, said T. Sundaramanan, a health systems consultant in Pondicherry in southeast India.Tuhin Ghosh, director of the School of Oceanographic Studies at Jadavpur University, said the pandemic's lockdown has already sapped people's resilience. "Because they are economically down, they are not getting enough food. ... When another disaster comes, then it’s a double impact.”The cyclone made landfall between Digha, a seaside resort in West Bengal, and the Hatiya Islands in Bangladesh. The eye of the storm was likely to pass through the Sunderbans, one of the largest mangrove forests in the world, India's meteorological department said. The forests could act as a vital line of defense by dissipating some of the energy from the waves that would otherwise crash into the coastline, said K.J. Ramesh, the department's former chief. But the isolated communities in the vast mangrove forests are among the most vulnerable. Ghosh said houses could be inundated and mud homes had already washed away.Bangladesh has evacuated around 2.4 million people to safety. India's West Bengal state moved nearly 300,000 and Odisha state another 148,486, officials said.In refugee camps in Cox's Bazar, where the first 10 coronavirus cases were confirmed last week, authorities and U.N. workers prepared 50 shelters and assigned 256 volunteer units.Areas at risk of landslides were stabilized with bamboo and concrete walls. But the combination of the virus and cyclone could lead to a “new humanitarian crisis”, said Manuel Pereira, deputy chief of mission for the International Organization for Migration in Bangladesh.“We know that if people are forced to seek communal shelter, they’ll be unable to maintain physical distancing and run the risk of contracting or transmitting the virus," Pereira said.Masks and hand sanitizers were hastily added to emergency items in the shelters. Authorities in Bangladesh had assigned a medical team in each shelter, said Bangladesh’s Junior Minister for Disaster Management and Relief Enamur Rahman.Sobrato Das, a fisherman on Mousuni Island in India, close to the Sunderbans, described the shelters as crowded and said “very few people are wearing masks.”He said children were crying and women desperately tried to cover their faces with their saris while trying to maintain some distance from each other. Some cyclone shelters in West Bengal were being used to quarantine virus patients and migrant workers returning to their homes. The state government asked for trains transporting migrants to be suspended, Chief Minister Mamata Banerjee said. Some schools were turned into shelters, news reports said. Some in the cyclone's path saw a choice between the virus and the storm. In the seaside resort of Digha, many people feared going to the shelters, fisherman Debasis Shyamal said. “They have been home for weeks, and are afraid of going into a crowd where they could get infected.”The densely populated city of Kolkata, which has nearly 1,500 coronavirus cases, was likely to see flooding, while some centuries-old buildings in the northern half of the city could collapse due to the strong winds, officials warned. Ghosh, whose home in the city's south was being lashed by heavy rain and winds, said that Kolkata had "probably never witnessed this kind of cyclone.”The cyclone is bearing down during the Islamic holy month of Ramadan, and some Bangladeshis who fasted during the day reportedly waited until the early morning hours Wednesday before heading for the shelters. The region is no stranger to devastating cyclones. Ramesh, the former chief of India's weather agency, said it wasn't the frequency of cyclones but their intensity that has increased due to changing climate patterns. He said this was caused by the temperature of the sea’s surface. Warm ocean water is where storms get their energy, and the amount of heat trapped in the top 700 meters (2,300 feet) of the seas has increased. “As a result, cyclones are intensifying faster than before,” he said.___Alam reported from Dhaka, Bangladesh. As Ontario gets set to reopen, self-isolation continues for millions of citizens-[CBC]-May 18, 2020

Millions of Ontarians over the age of 70, as well as people with underlying health conditions, are bracing for a much longer period of self-isolation, even as the rest of the province begins its first phase of reopening this week."Public Health did say stay home and stay indoors, so we took that seriously," said Roger Johnson, a 69-year-old in Ottawa taking care of his 78-year-old partner Matt Hughes, who has early signs of dementia. "Our world is much smaller."Hughes hasn't left the home since March. The same is true of all the couple's friends in the same age group. They are among millions of seniors in Ontario over the age of 70 who have been cautioned that the risks associated with the coronavirus remain high."I call those people every day," said Johnson. "A lot of seniors, they don't have a balcony to go out on. They live in small apartments."Johnson says he'll continue to check in on his friends six months from now if necessary.Doug Ford, Ontario's premier, suggested in April some members of the population may have to self-isolate until a vaccine is found. But last week, Barbara Yaffe,  the province's associate chief medical officer of health, offered better prospects. "I don't think it's realistic to think that they will have to stay home for all that time — I don't think people would want to do that." said Yaffe. "I do think people who have underlying health conditions — particularly immunocompromised people — will have to take special care."That "special care" includes maintaining physical distance, wearing a mask and keeping close tabs on their health, she said.'Trying to calibrate' riskOttawa's Chief Medical Officer Dr. Vera Etches said the future depends on what happens as the province raises restrictions on the general population."We're just trying to calibrate, where we're trying to balance against the increased risk of growing levels of infection as we interact with people more," she said. "That's why we all need to do our part, so that people who are more at risk of a negative outcome will have the opportunity to get out and about again sooner rather than later."Public health and community agencies are now beginning to reach out to those asked to continue self-isolation to determine how well people are coping. Statistic Canada reports there are 1.7 million seniors over 70 in Ontario.  Diabetes Canada estimates more than four million people in the province have, or run the risk of developing, type 1 or type 2 diabetes, one of several chronic health conditions that raise the risk of severe illness and death from COVID-19.Mental, Physical Health -Ottawa has created the Human Needs Task Force, which has been working with seniors, community groups, the Red Cross, and health agencies to undertake some 1,700 wellness checks, deliver food, and create opportunities for people to remain social. Coun. Jenna Sudds, the task force's chair, said it's a big concern that so many people in the community — most on limited incomes — could face more months of self-isolation."I think there are many challenges," she said, noting that many people are not getting access to regular exercise or face-to-face contact with their physicians, which is only part of their general well-being."I think we need to be concerned about people's mental health. Certainly isolation takes a toll."As a senior on a limited income, Johnson said he's also seen the cost of food jump, particularly when limited to food delivery or a single store within walking distance. He said the experience of having to go to multiple stores to find missing items is fraught with fear and frustration over repeated experiences being near others not wearing masks or not taking rules of physical distancing seriously enough.'Making sure they're protected'Assessing the needs of people like Johnson has been the focus of a survey by community groups like the Glebe Centre's Abbotsford Community Support in Ottawa."We want to make sure that they're protected," said Karen Anne Blakely, its community services director. The centre surveyed the people already accessing services before the pandemic, and found about a third requested help including wellness checks, and help with getting groceries. But they decided to cast the net broader this week."Those people who are living alone and may have thought that they could be just fine for a few weeks," she said. "Now that we're moving on to eight weeks, people are finding it a little more difficult."'We all help each other'The centre has tripled the number of people making wellness calls. Volunteers are helping to put together food hampers, making deliveries, helping to facilitate virtual classes, and making social calls using the old-fashioned phone. On a 10-person call arranged by the centre on Friday, CBC heard from participants who said the connection has been critical to remaining positive through self-isolation.They talked about missing hugs from their grandchildren or having lunch with friends at the community centre. "I think we all try to help each other," said one caller, Frances Eisert. "It's very very helpful." "Because being with other people is what I miss the most," added Brian Bodely.

Former Snowbirds commander, team member confident in safety of plane-[CBC]-May 18, 2020

A former Snowbirds commander and team member say even though the planes the team flies — the Canadian-built CT-114 Tutors — are close to 60 years old, they have no concerns about their safety. "There isn't a better jet that exists today to be able to do the Snowbirds' mission and I really feel strongly about that," says Robert Mitchell, who led the team in 2007 and 2008.The former Snowbirds commander says the team's alumni are pulling together to support the current team after one member died and another was injured in a crash in Kamloops on Sunday. It is not yet known what caused the plane to fall from the sky.Mitchell, however, is well aware of the previous tragedies that have befallen the Snowbirds. 'Shared horror'In his first year as commander, just before the first performance of 2007, his second pilot, Capt. Shawn McCaughey of Quebec, died in a crash.McCaughey was practising for an air show at the Malmstrom Air Force Base in northern Montana.A military report later concluded that McCaughey's seatbelt came unfastened as he was steering his plane through a roll, causing him to fall out of his seat and lose control of the plane."I can't help but think about my teams in 2007 when there was a crash … that shared horror," he said on Sunday from his home in North Vancouver.Robert Mitchell said though that he has never doubted the utility of the Tutor jets and although it has yet to be determined what caused this latest crash, Mitchell believes the planes are safe and should continue to be flown."The age of plane is somewhat irrelevant because if the airplane and the components of the airplane are kept up to date then there really is no question," he said.Mitchell said the planes undergo a rigorous maintenance program."The airplane is almost entirely disassembled and rebuilt up and so I never had any question about the airplanes."That confidence has not been unequivocally shared though as reports from Ottawa show a desire for a plan to replace the planes, eventually. The 1960s-era jets were set to retire in 2010, but that date was extended 10 years, despite an internal 2003 report that warned of escalating technical, safety and financial risks and urged the fleet be replaced "immediately."A report from the fall of 2014 cleared the fleet as "technically airworthy," but noted "significant" concerns, including some caused by financial restraints. In 2016, the Department of National Defence studied the feasibility of keeping the Canadian-built CT-114 Tutors in operation until 2025 and 2030, despite some "significant concerns" about the aircraft.David McNair, a former member of the air force who also worked as an investigator for the Transportation Safety Board, says the plane is robust and that there are even older planes being flown in Canada successfully, but not like the Tutors."There are planes around that are older, but typically those planes aren't subjected to a lot of vertical forces," he said. "It's a difficult thing to maintain an airplane that's getting older."One of the major obstacles to replacing the planes outright is cost. A procurement tender from 2015 put the cost between $500 million and $1.5 billion.'We all know the risks'Mark Miller, who has worked with the team and made documentaries about the program, said the latest crash is another shock to the Snowbirds community. There have been seven pilots and one passenger killed, as well as several aircraft lost over the course of the Snowbirds' history. But like Mitchell, Miller also believes in the planes, how well they are maintained, and that pilots will continue to safely fly them."Aviation is a funny business … we all know the risks, we all know the dangers, yet we all still strap into airplanes and we all go flying knowing that. It brings about a tremendous amount of joy."Watch Mark Miller argue why age is not important when it comes to the Snowbirds' Tutor jets:

2 provinces, 2 approaches for 'travel corridor' to Magdalen Islands-[CBC]-May 18, 2020

New Brunswick and Prince Edward Island appear to be taking different approaches to the complicated question of how people from Quebec can travel through the two provinces to reach the Magdalen Islands.New Brunswick is letting people passing through the province make stops for food, gas or washrooms, and Premier Blaine Higgs says he's open to the idea of a "travel corridor" for Quebecers heading to the Magdalens."I'm sure we can work something out there," he said Thursday in an interview with CBC Radio in Quebec City. But P.E.I. Premier Dennis King said Friday that, for now, he's sticking with his province's approach of not allowing people heading to the Magdalens to make stops. He said his staff told the office of Quebec Premier François Legault "that we wouldn't be in a position to want to do that just yet … other than what we do for essential travel right now."King said with tourism season approaching, "these are some of the issues we have to deal with … [but] we're comfortable right now with what we have in place and we would like to continue that for the time being." Higgs said at his Friday briefing that the three governments would continue to discuss the issue. "We want to be in a position where we have the same kind of rules."Other than by air, the only way Quebecers can reach the Magdalen Islands is by driving through New Brunswick to P.E.I. and catching a ferry in the town of Souris.2 sets of restrictions-That makes Quebec travellers subject to two other sets of provincial COVID-19 restrictions to reach another part of their own province. It's a travel conundrum that will soon become more acute during the summer tourism season, a staple of the Magdalen Islands' economy. "If we are to have a tourist season this summer, will that be allowed? That's the question I'm asking," said Joel Arseneau, the member of the Quebec legislature representing the islands.People from central regions of Quebec often face a 10-hour drive into New Brunswick, through the province, across the Confederation Bridge and then to Souris, he said. "The question is, can you get through New Brunswick without stopping? The answer is no. You need to gas up. You may need to get some food."He said many travellers heading to the islands for the summer also break up the long trip with an overnight hotel stay in Moncton, and allowing that could be part of the corridor concept he's proposing.Stops don't cover overnight stays-Higgs told CBC Radio's Quebec AM last week that some kind of special corridor "just makes sense ... and it goes in line with what we've been doing, to ensure other provinces aren't cut off for people who are passing through New Brunswick."In fact, the province's online guidelines say people can already transit the province if they "demonstrate they are travelling through to another jurisdiction and who agree to limit stops to food, fuel and personal needs and agree to follow the guidance of the Chief Medical Officer of Health."But while the phrase "personal needs" includes bathroom breaks, it does not cover overnight hotel stops, said Department of Public Safety spokesperson Shawn Berry.Higgs said the idea from the beginning, coordinated with Prince Edward Island, was to allow "a straight run" to the Magdalens without any overnight stops. In Prince Edward Island, at least one grocery store owner near the Souris ferry terminal is refusing to let out-of-province travellers into his store.Higgs did not answer a question at Friday's briefing about whether store owners in New Brunswick can or should be able to choose to refuse to serve non-New Brunswickers. An official with Couche-Tard, the company operating some Irving Big Stop and Circle K stations along the Trans-Canada Highway in New Brunswick, said it is not restricting out-of-province travellers from entering their stations. But non-New Brunswick drivers are being asked to pay for their gas at the pumps rather than go inside. Berry said those policies are up to the store owners as long as they are following all Public Health rules, such as physical distancing requirements.Quebec's conundrum with the Magdalen Islands is also complicated by its own shifting COVID-19 precautions. When the pandemic began, the province restricted internal travel between regions within Quebec. Only residents of the Magdalen Islands and people transporting essential goods were allowed to travel there and they needed permission from the Quebec government. That permission was enough to let them transit through New Brunswick and PEI, Arseneau said. With those internal restrictions being lifted Monday, cottage owners will be added to the list of those allowed to travel to the island, but they'll now be subject to New Brunswick and P.E.I. border restrictions.Arseneau said his understanding is they'll apply to P.E.I. for permission and that permission will also be respected by New Brunswick. He said the situation could need to change yet again next month, when tourism season begins in earnest in the Magdalen Islands and more Quebecers will be looking to get there for vacations. At that point a much larger volume of people will need to know if they can stop in New Brunswick and P.E.I. while en route, he said. "That's what I think the two governments should get straight."Higgs said Friday allowing Quebecers to pass through en route to the Magdalen Islands may raise the issue of whether Quebecers with cottages in New Brunswick should be let in.But he said he doesn't foresee the New Brunswick-Quebec border opening to regular travel before the end of the summer.

As life on Earth is upended, astronomers keep looking up-[CBC]-May 18, 2020

George Ennis has been spending his evenings of late hunched next to his personal computerized telescope in his Sechelt, B.C., backyard. He blocks out everything around him, ignores the phone in his pocket and focuses his mind and gaze on space, greater than the world around him.As with every spring, it's galaxy season."There are tens of thousands of things to see," said Ennis, 66. "If I hold up a grain of sand at arm's length, I'm covering 100,000 galaxies."Astronomers across B.C. have been holding star-hopping expeditions online since they've been unable to gather together at their regular observatory haunts. Glowing nebulas, spectacular galaxies, gravitationally-bound clusters of stars dancing together in space — they're all still there, untouchable from Earth and unfazed by its human pandemic. The Sunshine Coast Astronomy Club has been holding star-hopping meetings by Zoom, with themes like "the skies this month" and photography tips for beginners. "All you need is binoculars, or even just the naked eye. Go up, look at that sky and go explore. Find the different things that are out there and discover what's going on," said Ennis, who is second vice-president of the club.He said anyone can go online and find guides, even scavenger hunts, to navigate the sky. (If you find half of the 110 objects on his beginner's list, the club will send you a certificate.)Ennis, who has been using his personal Celestron NexStar 6SE computerized telescope, recommends starting with the bucket of the Big Dipper, which is "full of galaxies." The bent letter "W" in the middle of the Milky Way will lead you to the constellation Cassiopeia. The Orion nebula is there, too, a nursery packed with newborn stars."People will sometimes call us on this line and say, 'What nights of the year can I see things?' And I'm thinking, 'Is it a clear night?' I will run out of nights before I can show you everything," said Ennis, who got his first telescope when he was 10.Joanna Woo streamed a Starry Nights event live on YouTube from the Trottier Observatory at Simon Fraser University in Burnaby, B.C., last week. She attached an astronomical imaging camera to the observatory's 70-mm CDK700 telescope, guiding hundreds of people through the dazzling night sky. They saw the M64 "Black Eye" galaxy, named for its reddish-blue blur, and the M82 "Cigar" galaxy, aptly named for its silvery wisps. Woo trained the telescope on a thin, glowing, crescent Venus setting in the west. The M57 Ring Nebula, the glowing remnants of an old planet, rose to say hello at the very end of the night.Usually, with the Starry Nights events held in person, Woo could spend up to an hour on a single object to give everybody in line a turn at the eyepiece. That delay is erased with a live-stream.Plus, the images are far more radiant. "Human eyes find it really hard to see any colours at all in the dark," she said. "A lot of things look really dim and they look like this tiny, nondescript fuzz in the eyepiece … But with a camera, the colours pop out and you get so much more detail."Woo and Ennis agree there's a humility to astronomy: it shows your place within something enormous."I love thinking about things that are beyond us, that are much bigger than us. It gives you a sense of awe," Woo said."Even as professional astronomers ... you can't run an experiment on a galaxy," Woo continued. "We call it observational astronomy because all we can do is observe."Ennis added, "I can see exactly the scale of things, how small I am — and how important it is to protect this fragile blue marble, here, where we live."

Tropical Storm Arthur unleashes heavy rains, strong winds on U.S. coast-[The Weather Network]-Digital Writers-MAY 18, 2020

Tropical Storm Arthur, the first named Atlantic storm in 2020, is battering parts of the North Carolina and Virginia coasts with heavy and strong winds, as further strengthening is forecast before it starts to weaken. In its latest update, the U.S. National Hurricane Center (NHC) says Arthur has maximum, sustained wind speeds near 75 km/h, with higher gusts. Some strengthening is forecast during the next 48 hours. Arthur is likely to lose its tropical characteristics on Tuesday.Arthur is currently moving toward the north-northeast near 24 km/h. A shift toward the northeast with an increase in speed is expected later Monday, followed by a turn toward the east on Tuesday. On the forecast track, the centre of Arthur will approach the coast of North Carolina by midday and then move near or just east of the coast of North Carolina. Arthur is then forecast to veer away from the East Coast of the United States Monday night and Tuesday.Tropical-storm-force winds extend outward up to 150 kilometres, mainly east of the centre. A buoy located about 30 km south-southeast of Cape Hatteras, N.C., recently reported a wind gust of 69 km/h.Arthur is expected to bring 25-75 mm of rain to coastal North Carolina through Monday afternoon, with locally higher amounts up to 130 mm possible. A tropical storm warning continues for parts of the North Carolina coast including the Outer Banks as tropical-storm-force winds and heavy rain are expected.Swells generated by Arthur are affecting parts of the southeast U.S. coast and are expected to spread northward along the U.S. mid-Atlantic coast during the next day or two. These swells could cause life-threatening surf and rip current conditions. The Atlantic hurricane season officially begins on June 1 and Arthur is its first tropical storm in 2020.Experts at Colorado State University are predicting an above-average Atlantic hurricane season and cite the likely absence of El Niño as a primary factor. Additionally, tropical and subtropical Atlantic sea surface temperatures are currently warmer than normal and are consequently also considered a factor favouring an active Atlantic hurricane season this year.

15 Because ye have said, We have made a covenant with death, and with hell are we at agreement; when the overflowing scourge shall pass through, it shall not come unto us: for we have made lies our refuge, and under falsehood have we hid ourselves:
16 Therefore thus saith the Lord GOD, Behold, I lay in Zion for a foundation a stone, a tried stone, a precious corner stone, a sure foundation: he that believeth shall not make haste.
17 Judgment also will I lay to the line, and righteousness to the plummet: and the hail shall sweep away the refuge of lies, and the waters shall overflow the hiding place.
18 And your covenant with death shall be disannulled, and your agreement with hell shall not stand; when the overflowing scourge shall pass through, then ye shall be trodden down by it.

7 Therefore shall all hands be faint, and every man's heart shall melt:(FROM FRIGHT)
8 And they shall be afraid: pangs and sorrows shall take hold of them; they shall be in pain as a woman that travaileth: they shall be amazed one at another; their faces shall be as flames.
9 Behold, the day of the LORD cometh, cruel both with wrath and fierce anger, to lay the land desolate: and he shall destroy the sinners thereof out of it.
10 For the stars of heaven and the constellations thereof shall not give their light: the sun shall be darkened in his going forth, and the moon shall not cause her light to shine.
11 And I will punish the world for their evil, and the wicked for their iniquity; and I will cause the arrogancy of the proud to cease, and will lay low the haughtiness of the terrible.
12 I will make a man more precious than fine gold; even a man than the golden wedge of Ophir.
13 Therefore I will shake the heavens, and the earth shall remove out of her place, in the wrath of the LORD of hosts, and in the day of his fierce anger.

EU says it won’t recognize unilateral Israeli annexation in West Bank-In statement congratulating new Israeli government, foreign policy chief Josep Borrell says bloc won’t accept any changes to 1967 borders unless agreed to in deal with Palestinians-By TOI staff-may 19,20-Today, 3:43 am

The European Union’s top diplomat on Monday warned Israel against annexing parts of the West Bank, saying the bloc would not recognize any changes to the 1967 borders that were not agreed in a peace deal between Israel and the Palestinians. In a statement congratulating Israel on the formation of a new government, Josep Borrell also said the EU was willing to help restart long dormant peace talks between Israel and the Palestinian Authority.“International law is a fundamental pillar of the international rules-based order. In this respect, the EU and its member states recall that they will not recognize any changes to the 1967 borders unless agreed by Israelis and Palestinians,” Borrell  said, adding that “the two-state solution, with Jerusalem as the future capital for both states, is the only way to ensure sustainable peace and stability in the region.”Borrell said they viewed Prime Minister Benjamin Netanyahu’s commitment to push forward with annexation with “grave concern.”“We strongly urge Israel to refrain from any unilateral decision that would lead to the annexation of any occupied Palestinian territory and would be, as such, contrary to international law.”Presenting his new government on Sunday, Netanyahu said Israel’s law should be extended over West Bank land.“These regions are the cradle of the Jewish people. It is time to extend Israel’s law over them. This step won’t bring us further away from peace, it will get us closer. The truth is, and everyone knows it, that the hundreds of thousands of settlers in Judea and Samaria will always stay put in any future deal,” he said. The statement comes several days after EU foreign ministers met to discuss possible responses if Israel annexes West Bank settlements and the Jordan Valley. On Friday, Borrell said the EU  will work to “discourage” any Israeli initiative toward the annexation of parts of the West Bank and devote diplomatic efforts for a solution.Speaking at a press conference in Brussels on Friday after a virtual meeting with EU foreign ministers, Borrell said the resolution of the Israeli-Palestinian conflict “remains a priority and it is one of the strategic interests of the European Union.”Several European nations led by France, and including Ireland, Sweden, Belgium, Spain and Luxembourg, have reportedly expressed support for threats of punitive action in a bid to deter the new Israeli government from carrying out annexation with a green light from WashingtonA picture taken from the controversial E1 corridor in the West Bank shows the Israeli settlement of Ma’ale Adumim in the background, Feb. 25, 2020. (Ahamd Gharabli/AFP)-The EU bloc is Israel’s largest trading partner, grants Israel favored trading status, and helps fund Israeli scientific research and development through its massive Horizon 2020 program.Proposed steps include announcing that Israel would be prevented from entering into trade agreements with the bloc, receiving EU grants or participating in other forms of cooperation with the union. It is not clear if the steps would apply to future agreements or freeze existing ones.Borrell said that European nations “must work to discourage any possible initiative towards annexation” and such a strategy will require that states reach out to Israel, the US, the Palestinians and Arab partners, “using all channels that the EU and the member states have.”Asked if the EU is prepared to take concrete steps to deter Israel from going ahead with its annexation plan, Borrell responded that for the time being, the EU’s efforts are “devoted to the diplomatic action in order to avoid any unilateral action.”“What everybody agreed is that we have to increase our efforts and our reach out to all relevant actors in the Middle East in order to avoid that something that we do not want to happen, could happen… And if this happens, then we will see,” said Borrell. The EU foreign policy chief said it was important for the EU “to have the best relationship with Israel.”As part of their coalition agreement, Netanyahu and Blue and White party chief Benny Gantz agreed that the government can begin moving forward with applying Israeli sovereignty to settlements and the Jordan Valley after July 1, a move expected to enjoy backing from a majority of lawmakers in the Knesset.Though Gantz is believed to oppose unilateral action, he acquiesced to Netanyahu’s demand to allow the matter to be brought to a vote in parliament. The annexation of settlements and the Jordan Valley has been a key campaign promise of Netanyahu and his Likud party in recent elections.Netanyahu’s plan to annex portions of the West Bank has been met with harsh criticism from nearly the entire international community, including Washington’s European allies and key Arab partners. US President Donald Trump’s Mideast peace plan allows for the possibility of US recognition of such annexations provided Israel agrees to negotiate under the framework of the proposal that was unveiled in January.According to the proposed plan, the US will recognize an Israeli application of sovereignty over parts of the West Bank following the completion of a survey conducted by a joint US-Israel mapping committee and Israel’s acceptance of both a four-year freeze of the areas earmarked for a future Palestinian state and a commitment to negotiate with the Palestinians based on the terms of Trump’s peace deal.Prime Minister Benjamin Netanyahu plants a tree during an event for the Jewish holiday of Tu Bishvat, in the West Bank settlement of Mevo’ot Yeriho, in the Jordan Valley, February 10, 2020. (Flash90)Alone among most governments, the Trump administration has said it will support the annexation of West Bank territory claimed by the Palestinians for an eventual state as long as Israel agrees to enter peace talks.US Ambassador to Israel David Friedman said this month that Washington is ready to recognize Israeli sovereignty over parts of the West Bank should it be declared in the coming weeks.
