U.N. climate negotiators sweat over detail as deadline looms-[Reuters]-YAHOONEWS-By Barbara Lewis and Anna Koper-December 10, 2018

KATOWICE, Poland (Reuters) - Half-way through crucial talks to breathe life into the Paris climate deal negotiators haggled over how to share out the cost of curbing global warming and struggled to pare down a sprawling text. The two weeks of talks, which began at the start of the week, are billed as the most important U.N. conference since the Paris 2015 agreement on climate change. The goal is to meet an end-of-year deadline for agreeing a rule book on how to enforce action to limit global warming.By the end of Saturday, negotiators aim to have a simplified draft ready for high-level ministerial debate that starts on Monday."We still have a lot to do," Michal Kurtyka, the Polish president of the U.N. talks, told a news conference. "It is very technical, very complex, very difficult."The challenge is to ensure any rule book agreed in Katowice is accompanied by ambition and to resolve deep-rooted tensions between the developed and developing world over how to finance change."We're in the initial period, so everybody is flexing their muscles. It’s not the time for concessions yet," one delegate said on condition of anonymity.Delegates said a big issue was how to provide certainty for developing countries that promises of future finance from the richer world would be forthcoming."These talks are a question of rules for rules: rules on action such as reducing emissions in return for rules on the predictability of finance for developing countries," Mohamed Adow, Christian Aid's International Climate Lead, said.He said there were still around 800 brackets in the text, indicating points of disagreement, but that compares with nearly 3,000 before the talks in Katowice began.Territorial concerns have also complicated discussion."There are many discrepancies about emissions reporting and monitoring, especially when it comes to sharing the data with other countries," one delegate said, speaking on condition of anonymity.Sensitivities were acute, for instance, over whether Ukraine or Russia was counting Crimea's emissions and over Israel and the Palestinian territories. The challenge of overcoming divisions is greater in a global context of resurgent populism that has replaced the political unity surrounding the Paris deal. The United States has said it will withdraw from the U.N. process and U.S. President Donald Trump on Saturday seized on violent demonstrations in Paris, triggered by a fuel tax, to say people don't want to pay for climate action."The Paris Agreement isn’t working out so well for Paris. Protests and riots all over France," he tweeted.A peaceful demonstration in Katowice drew hundreds of marchers calling for a commitment of world leaders to prevent temperatures growing by more than 1.5 Celsius.(Editing by Clelia Oziel)

THE FIRST JUDGEMENT OF THE EARTH STARTED WITH WATER-IT ONLY MAKES SENSE THE LAST GENERATION WILL BE HAVING FLOODING
GENESIS 7:6-12
6 And Noah was six hundred years old when the flood of waters was upon the earth.
7 And Noah went in, and his sons, and his wife, and his sons’ wives with him, into the ark, because of the waters of the flood.
8 Of clean beasts, and of beasts that are not clean, and of fowls, and of every thing that creepeth upon the earth,
9 There went in two and two unto Noah into the ark, the male and the female, as God had commanded Noah.
10 And it came to pass after seven days, that the waters of the flood were upon the earth.
11 In the six hundredth year of Noah’s life, in the second month, the seventeenth day of the month, the same day were all the fountains of the great deep broken up, and the windows of heaven were opened.
12 And the rain was upon the earth forty days and forty nights.

In rain and mud, IDF exposes another tunnel from Lebanon into Israel-Passage is third one identified by military in its tunnel-busting operation thus far; army refuses to disclose its location, says it wasn’t yet operational-By Judah Ari Gross-TOI-DEC 10,18

The Israeli military on Saturday located an additional cross-border attack tunnel from southern Lebanon into Israeli territory that it says was dug into the Hezbollah attack tunnel — the second it has fully exposed and the third it has identified since the start of its operation to find and destroy such underground passages. This fresh tunnel, whose location has been kept secret for security reasons, has been fitted with explosives in order to ensure that it cannot be used by the Iran-backed terror group Hezbollah, army spokesperson Lt. Col. Jonathan Conricus told reporters.According to the spokesman, excavation of the tunnel was being conducted until recently.“It’s a fresh tunnel,” he said. The military did not offer additional details regarding the size of the tunnel.Conricus said Saturday’s tunnel, as with the others identified by Israel until now, was “not yet operational and does not yet pose an imminent threat to the surrounding Israeli communities.”Saturday saw heavy rain and dense fog throughout Israel, turning the ground along the border where soldiers are operating to a thick mud. According to IDF officials, the inclement weather is making the army’s search efforts more difficult, but it is nevertheless continuing.Prime Minister Benjamin Netanyahu praised the military for finding the new tunnel.“Methodically and determinedly, we are destroying Hezbollah’s tunnel weapon. This action is just beginning and will require cool heads and patience. We will continue working until its end,” he said in a statement. The Israeli military said it believes the tunnels were meant to be used by Hezbollah as a surprise component of an opening salvo in a future war, to allow “entire battalions” into Israel, alongside a mass infiltration of operatives above ground and the launching of rockets, missiles, and mortar shells at northern Israel. On Tuesday, the Israel Defense Forces launched Operation Northern Shield, a concentrated effort to uncover and destroy border-crossing Hezbollah attack tunnels. That day, troops uncovered their first tunnel, which originated inside the Lebanese village of Kafr Kila and penetrated Israeli territory south of the town of Metulla. In addition, the military identified a second tunnel, which it said entered Israeli territory near the town of Zarit, across from the Lebanese village of Ramyeh. The IDF struggled to enter the tunnel, despite knowing its approximate location, and called on the UN peacekeeping force UNIFIL and the Lebanese military to destroy the tunnel on the Lebanese side of the border. As in the tunnel near Metulla, on Saturday the military said it had fully exposed the third tunnel at its undisclosed location.Conricus said the new tunnel was located along the Blue Line — the armistice line that acts as a de facto border between Israel and Lebanon — it was “where we expected to find it.”The spokesperson reiterated the military’s position that it held Lebanon and UNIFIL responsible for failing to prevent Hezbollah from digging these tunnels, in what Israel says is a violation of UN Resolution 1701, which ended the 2006 Second Lebanon War and required all armed groups besides the Lebanese military from operating south of the country’s Litani River.“We expect the international community and UNIFIL to take action,” Conricus said. The spokesperson also discussed an incident earlier in the day along the Israeli-Lebanese border, in which Israel said three suspected Hezbollah members approached Israeli territory in an apparent effort to interfere with Israel’s tunnel-busting efforts.Near the Lebanese village of Meiss al-Jabal, across from the Israeli town of Yiftah, the Israeli military had deployed a number of sensors along the border.Conricus said the sensors were deployed past Israel’s border fence but still on the Israeli side of the Blue Line and thus within Israeli territory.“According to our understanding, three Hezbollah terrorists tried to use the adverse weather conditions to destroy or take the sensors that we deployed,” he said.“Forces responded with fire. The terrorists fled, and they did not succeed in taking the sensors,” Conricus said.Lebanon’s official NNA news agency said Israeli forces fired shots in the air after they were surprised because of heavy fog by a routine Lebanese army patrol.A senior Israeli official on Thursday said the tunnels discovered inside Israel were large enough to be used by “entire battalions” to enter Israeli territory in order to “carry out killing sprees and kidnappings and to capture Israeli towns and villages.”The number of tunnels the IDF believes the Lebanese terror group has dug into Israel, as well as other information connected to the army’s tunnel-busting operation, cannot be published by order of the military censor.Israeli officials have indicated that the IDF may operate within Lebanese territory if necessary to destroy the tunnels. An IDF incursion into Lebanon could spark a major confrontation with Hezbollah, which bills itself as a defender of Lebanon against Israeli aggression.Times of Israel staff contributed to this report.

Man who drove into crowd convicted of first-degree murder-[The Canadian Press]-YAHOONEWS-December 11, 2018

CHARLOTTESVILLE, Va. — A man who drove his car into counterprotesters at a 2017 white nationalist rally in Virginia was convicted Friday of first-degree murder, a verdict that local civil rights activists hope will help heal a community still scarred by the violence and the racial tensions it inflamed nationwide.A state jury rejected defence arguments that James Alex Fields Jr. acted in self- defence during a "Unite the Right" rally in Charlottesville on Aug. 12, 2017. Jurors also convicted Fields of eight other charges, including aggravated malicious wounding and hit and run.Fields, 21, drove to Virginia from his home in Maumee, Ohio, to support the white nationalists. As a large group of counterprotesters marched through Charlottesville singing and laughing, he stopped his car, backed up, then sped into the crowd, according to testimony from witnesses and video surveillance shown to jurors.Prosecutors told the jury that Fields was angry after witnessing violent clashes between the two sides earlier in the day. The violence prompted police to shut down the rally before it even officially began.Heather Heyer, a 32-year-old paralegal and civil rights activist, was killed, and nearly three dozen others were injured. The trial featured emotional testimony from survivors who described devastating injuries and long, complicated recoveries. After the verdict was read in court, some of those who were injured embraced Heyer's mother, Susan Bro. She left the courthouse without commenting. Fields' mother, Samantha Bloom, who is disabled, left the courthouse in a wheelchair without commenting.A group of about a dozen local civil rights activists stood in front of the courthouse after the verdict with their right arms raised in the air."They will not replace us! They will not replace us!" they yelled, in a response to the chants heard during the 2017 rally, when some white nationalists shouted: "You will not replace us! and "Jews will not replace us."Charlottesville City Councilor Wes Bellamy said he hopes the verdict "allows our community to take another step toward healing and moving forward."Charlottesville civil rights activist Tanesha Hudson said she sees the guilty verdict as the city's way of saying, "We will not tolerate this in our city.""We don't stand for this type of hate. We just don't," she said.White nationalist Richard Spencer, who had been scheduled to speak at the Unite the Right rally, described the verdict as a "miscarriage of justice.""I am sadly not shocked, but I am appalled by this," he told The Associated Press. "He was treated as a terrorist from the get-go."Spencer had questioned whether Fields could get a fair trial since the case was "so emotional.""There does not seem to be any reasonable evidence put forward that he engaged in murderous intent," Spencer said.Spencer popularized the term "alt-right" to describe a fringe movement loosely mixing white nationalism, anti-Semitism and other far-right extremist views. He said he doesn't feel any personal responsibility for the violence that erupted in Charlottesville."Absolutely not," he said. "As a citizen, I have a right to protest. I have a right to speak. That is what I came to Charlottesville to do."The far-right rally in August 2017 had been organized in part to protest the planned removal of a statue of Confederate Gen. Robert E. Lee. Hundreds of Ku Klux Klan members, neo-Nazis and other white nationalists — emboldened by the election of President Donald Trump — streamed into the college town for one of the largest gatherings of white supremacists in a decade. Some dressed in battle gear.Afterward, Trump inflamed tensions even further when he said "both sides" were to blame, a comment some saw as a refusal to condemn racism.According to one of his former teachers, Fields was known in high school for being fascinated with Nazism and idolizing Adolf Hitler. Jurors were shown a text message he sent to his mother days before the rally that included an image of the notorious German dictator. When his mother pleaded with him to be careful, he replied: "we're not the one (sic) who need to be careful."During one of two recorded phone calls Fields made to his mother from jail in the months after he was arrested, he told her he had been mobbed "by a violent group of terrorists" at the rally. In another, Fields referred to the mother of the woman who was killed as a "communist" and "one of those anti-white supremacists."Prosecutors also showed jurors a meme Fields posted on Instagram three months before the rally in which bodies are shown being thrown into the air after a car hits a crowd of people identified as protesters. He posted the meme publicly to his Instagram page and sent a similar image as a private message to a friend in May 2017.But Fields' lawyers told the jury that he drove into the crowd on the day of the rally because he feared for his life and was "scared to death" by earlier violence he had witnessed. A video of Fields being interrogated after the crash showed him sobbing and hyperventilating after he was told a woman had died and others were seriously injured.Wednesday Bowie, who was struck by Fields' car and suffered a broken pelvis and other injuries, said she felt gratified by the guilty verdict."This is the best I've been in a year and a half," Bowie said. The jury will reconvene Monday to recommend a sentence. Under Virginia law, jurors can recommend from 20 years to life in prison on the first-degree murder charge.Fields is eligible for the death penalty if convicted of separate federal hate crime charges. No trial has been scheduled yet.Denise Lavoie, The Associated Press.

Immigration Minister Ahmed Hussen defends Canada signing onto UN migration pact-[The Canadian Press]-YAHOONEWS-December 11, 2018

OTTAWA — Canada is committed to signing onto the United Nations pact on migration, Immigration Minister Ahmed Hussen says, despite angry protest from right-wing political activists both here and abroad.Speaking from Marrakech, Morocco on Friday, where a UN summit on migration is to kick off next week, Hussen said the Global Compact on Migration is an important agreement that will set out, for the first time, an official international framework for countries to work together on the causes and impacts of migration. For Canada, one of the key benefits will be an opportunity to work with source countries of irregular asylum seekers, who have been crossing into Canada via non-official entry points by the tens of thousands over the last two years.Canada will have a more official way, through the compact, to address the problems that cause migrants to leave their countries for Canada, Hussen said."People talk about how we should approach irregular migration — one of the ways to do that is to work with other countries," Hussen said. "One of the things that we do is work with partner countries to assist them with job creation and skills-development programs that enables source countries for migrants, like Morocco, to ensure a better future for their people here so that they don't have to take risky journeys for migration and engage in irregular migration."But despite two years of work at the UN level and consensus reached after six rounds of negotiation on the final text, a movement of protest against the agreement has grown in Europe over the last year, leading several European countries to quit the compact.Australia, Israel, Hungary, Austria, Croatia, Italy, Bulgaria and the Czech Republic have said they will not support it. Poland and Estonia also may not sign and Belgium's coalition government is so divided over it, the question of whether to sign the pact is threatening to topple its government. The United States will also not sign the compact. In Canada, opposition to the agreement first appeared on the controversial news website Rebel Media. It called the compact a means to normalize mass migration and silence media critics. Recently, many of these same arguments have been taken up by Conservative Party Leader Andrew Scheer and Conservative immigration critic Michelle Rempel. Scheer held a press conference earlier this week to say he strongly opposes the pact, on the grounds that it would give foreign entities influence over Canada's immigration system. Rempel has argued the agreement would be legally binding on Canada and would therefore pose a threat to Canadian sovereignty. These arguments mirror those being circulated in Europe, and are "completely erroneous and fundamentally misunderstand the nature of international relations and international law," said Craig Damian Smith, associate director of the Global Migration Lab at the Munk School of Global Affairs and Public Policy at the University of Toronto."What they're doing is they're importing this xenophobic political rhetoric from openly illiberal political parties in Europe, and the reason is, it sells domestically and they think they can hammer the Liberals with it," Smith said. "That's the completely unvarnished truth about what's going on with this discourse in Canada."He stressed there is nothing in the compact that is legally binding, nor would the agreement somehow cause more migrants to cross into Canada or destroy Canada's sovereignty. The Global Compact on Migration was born after the 2015-16 refugee crisis, when UN member states realized that, unlike flows of goods and services or capital across borders, no international regime covers migration. It's an issue that tends to become politically polarizing when large flows of migrants begin to move, which is why a formalized agreement was sought, Smith explained."The idea is, the international community needs to start building a global governance regime for migration because only through co-operation do you get the positive dividends of well-managed and safe international migration. That's the goal."Hussen did not mince words in his assessment of Conservative opposition to the compact. He pointed to a report released Thursday by the Commons committee on Immigration that studied the agreement, including expert testimony and submissions, and ultimately recommended Canada sign on."They're peddling in a conspiracy theory that's beneath a mainstream political party that has access to evidence, that has access to testimony from experts who have clearly said this agreement is not a threat to Canadian sovereignty, it will not erase our border," Hussen said."They've chosen to take this position because they're losing supporters to the People's Party of Canada and they feel this is what they need to do to win support from people who support the People's Party of Canada," he added, referring to the new party created by ex-Conservative MP Maxime Bernier.Bernier has indeed spoken out against the migration compact, and was scheduled to speak at a rally in Ottawa Saturday to protest Canada's signing the agreement. The rally is also scheduled to include a number of far-right, anti-Muslim and neo-Nazi groups, according to an article published by the Canadian Anti-Hate Network.A staffer who works with Bernier told The Canadian Press on Friday that Bernier was aware the Ottawa rally could involve the extremist groups, and was still planning to attend. Later in the day, the staffer said Bernier decided not to attend after "verifying claims about the extent of these groups being present or involved in the demonstration."— Follow @ReporterTeresa on Twitter-Teresa Wright, The Canadian Press.

Iran's Rouhani says sanctions may lead to drugs, refugee, bomb 'deluge'-[Reuters]-YAHOONEWS-December 11, 2018

DUBAI (Reuters) - Iranian President Hassan Rouhani predicted a "deluge" of drugs, refugees and attacks on the West if U.S. sanctions weaken Iran's ability to contain them."I warn those who impose sanctions that if Iran's ability to fight drugs and terrorism are affected ... you will not be safe from a deluge of drugs, asylum seekers, bombs and terrorism," Rouhani said in a speech carried live on state television.Separately, Foreign minister Mohammad Javad Zarif was quoted as saying that the United States is selling more arms into the Middle East than the region needs, making it a "tinderbox".U.S. President Donald Trump pulled the United States out of a multilateral nuclear deal with Iran in May and reimposed sanctions on Iran’s vital oil industry last month.Drug trafficking is a serious challenge for Iran as it borders Afghanistan - the world’s largest opium producer - and Pakistan, a major transit country for drugs."We spend $800 million a year to fight drugs which ensures the health of nations stretching from of Eastern Europe to the American West and North Africa to West Asia. Imagine what a disaster there would be if there is a breach in the dam," Rouhani said.In 2012, Iran accounted for two thirds of the world’s opium seizures and one fourth of the world’s heroin and morphine seizures, a U.N. report published in 2014 showed."We have been just as determined in the fight against terrorism ... sacrificing hundreds of valuable troops and spending millions of dollars annually," Rouhani said."We don't expect the West to pay their share, but they should know that sanctions hurt Iran's capacity to fight drugs and terrorism," Rouhani added.Iran, a key supporter of President Bashar al-Assad in Syria's civil war, has sent military advisers as well as materiel and regional Shi’ite militias to fight militant groups. In Iraq, Iranian-backed militias and their Iranian advisers helped Iraq defeat Islamic State."Economic terrorism means creating horror in a country and create fear in other countries that intend to invest (there). America's withdrawal from the (nuclear accord) is undoubtedly a clear example of economic terrorism," Rouhani told a meeting of heads of parliaments of China, Russia, and four other countries.More than 700,000 undocumented Afghans have returned from Iran this year as the Iranian economy tightens, according to data from the U.N.’s migration agency, and Iranian media said some Afghans were seeking to enter Turkey to reach Europe.Zarif warned about the dangers of large U.S. arms sales in the Middle East, where Iran's regional rival Saudi Arabia is a major buyer of Western weapons."The Americans have turned the region into a tinderbox. The level of arms sales by the Americans is unbelievable and much beyond regional needs and this points to the very dangerous policies followed by the Americans," IRNA reported Zarif as saying.(Reporting by Dubai Newsroom; Editing by Alexander Smith)

The confrontation came after a day of tension across Paris on Saturday and unprecedented police efforts to prevent new violence. The yellow vest movement started as a protest over a fuel tax rise but has expanded into an amorphous protest movement that French authorities are struggling to contain.___4:35 p.m.The police chief of Imperia, a northwestern Italian coastal town on the highway toward France, says yellow-vested French protesters have blocked the border with Italy near the town of Ventimiglia. The Italian news agency ANSA quoted Police Chief Cesare Capocasa as saying the protest was causing a 6-kilometer (nearly 4-mile) backup of traffic in both directions on Saturday afternoon. He was quoted as saying that "we're on the scene to try to manage the situation in a balanced way."Yellow vest protesters are angry at France's high taxes and at French President Emmanuel Macron.___4:10 p.m.A march for the environment is unfolding peacefully in Paris and other cities in France, parallel to the violent "yellow vest" protests that have put much of the city in lockdown. The "March for Climate" was a more diverse crowd, with far more women and older people and a handful of children. The "yellow vest" protests are overwhelmingly male, with just a few women for the hundreds of men pouring through the streets.A handful of people in yellow vests had joined the quiet march by mid-afternoon. One sign read "No climate justice without fiscal and social justice."___3:55 p.m.Clashes have broken out between "yellow vest" protesters and police in the port neighborhood of Marseille, in the south of France. An Associated Press journalist saw the fighting break out at midday at the port, one of the city's main tourist sites. It was not immediately clear whether anyone was injured. The "yellow vest" protests started as a revolt against a gas tax increase but have since grown to envelop an array of grievances against living standards and President Emmanuel Macron.___1:55 p.m.Belgian police are firing tear gas and water cannons at stone-throwing yellow-vested protesters near the country's government offices and parliament.Protesters smashed street signs and traffic lights near a police barricade blocking access to the office of Prime Minister Charles Michel, as they chanted slogans calling on him to resign. They threw paving stones, fireworks, flares and other objects at police.Brussels police spokeswoman Ilse Van de Keere says around 400 protesters are gathered in the area.About 100 have been detained, many for possessing dangerous objects like fireworks or wearing clothing that could be used as protection in clashes with police. In the Netherlands, about 100 protesters gathered in a peaceful demonstration outside the Dutch parliament in The Hague. At least two protesters were detained by police in central Amsterdam.___1:45 p.m.Paris police are firing water cannons on yellow-vested protesters throwing flares and setting fires in one of the French capital's main shopping districts.Scattered clashes are continuing around the city as the protesters seek to reach the presidential palace and demand President Emmanuel Macron's resignation. While the situation is tense, police appear to have it more under control than a week ago, when rioting and looting overwhelmed Paris security forces. The latest flashpoint is not far from the flagship buildings of France's most famed department stores, Galeries Lafayette and Printemps, and near the Palais Garnier opera house. Protesters uprooted trees on one of the neighborhood's "grands boulevards" and set them on fire, while others hurled flares and other projectiles at rows of riot police.Like several neighborhoods of Paris, the area is largely locked down, with many stores shuttered for fear of violence.Overall police estimate there are about 8,000 yellow vest protesters in Paris on Saturday, down from last week.Meanwhile the government deployed 8,000 police in the city, as part of exceptional security measures aimed at preventing a repeat of last week's rioting, which injured 130 people and struck a new blow to France's global image.___12:50 p.m.Belgian police are scuffling with yellow-vested protesters calling for the resignation of Prime Minister Charles Michel as hundreds of marchers try to enter the European quarter of Brussels.Police used pepper spray on a small group of men who threw street signs, bottles and other objects as they tried to break through a barricade near the European Parliament.Walking behind a banner marked "social winter is coming," the protesters have been chanting "(French President Emmanuel) Macron, Michel resign."The rallies, which started at different locations around the city and converged on the European quarter, have disrupted road and rail traffic.Dozens of people were searched at stations.Police have warned people to stay away from the area.___11:55 a.m.Police are seizing protective equipment from journalists and barring some provincial "yellow vest" protesters from boarding trains to Paris, as part of exceptionally stringent security measures to prevent a repeat of last week's rioting.A group of four protesters who came to Paris from Normandy on Saturday told The Associated Press that they saw people wearing yellow vests turned away at train stations all along their route. They said fellow protesters trying to reach Paris from Toulouse in southern France reported the same problems.A national police spokesman said officers stationed at train stations around the country are under orders to verify all passengers and turn away any carrying equipment that could be used to "cause damage to people or property."Three Associated Press journalists had gas masks and protective goggles confiscated by police despite carrying government-issued press cards. The equipment allows journalists to cover violence between police and protesters when tear gas is fired.___11 a.m.Paris police have fired tear gas on a group of yellow-vested protesters trying to march on the French presidential palace and are pushing them back with shields.Crowds of protesters first tried to march down the Champs-Elysees avenue toward the Elysee palace but were prevented by rows of police. So a group of a few hundred took side streets and tried to get past a police barricade, and police fired back with tear gas. Most of the protesters remain peaceful, and there are no signs so far of the rioting and looting that marked a similar protest last Saturday and prompted fears of greater violence this week.Crowds were also gathering across town around the Bastille plaza.Authorities have detained 343 people already Saturday amid exceptional security and filtration measures.Police are searching people throughout zones of central Paris and confiscating goggles and gas masks from journalists who use them to protect against tear gas while covering demonstrations.___9:25 a.m.A crowd of "yellow vest" protesters is marching down the Champs-Elysees avenue in central Paris surrounded by exceptional police security amid fears of new violence.Hundreds of people gathered early Saturday around the Arc de Triomphe, which was damaged in rioting a week ago. They then started walking peacefully down the avenue, lined with high-end shops normally bustling before the Christmas holidays but boarded up this Saturday amid worries of more looting or other damage.A Paris police spokesman said more than 170 people have already been detained Saturday on suspicion they were planning violence, though most were later released.President Emmanuel Macron's government is deploying 89,000 security forces around the country for Saturday's protests against his reforms.— By Angela Charlton-___8:40 a.m.The French yellow vest protest movement is crossing borders, with demonstrations planned in neighboring Belgium and in the Netherlands.Neither country has proposed a hike in fuel tax — the catalyst for the massive and destructive demonstrations in France in recent weeks.Hundreds of police officers are being mobilized in Brussels Saturday, where yellow vest protesters last week clashed with police and torched two police vehicles. More than 70 people were detained. Some rallies are taking place outside the main European Union institutions, which are closed Saturdays. Some could be held in the city center on what is a major Christmas shopping weekend.Jan Dijkgraaf, editor of a Dutch "resistance newspaper" is calling for peaceful protests in the Dutch cities of Amsterdam and Rotterdam.___7:30 a.m.Paris monuments and shopping meccas are locked down and tens of thousands of police are taking position around the country, fearing worsening violence in a new round of anti-government protests.President Emmanuel Macron's government has warned that Saturday's "yellow vest" protests in Paris will be hijacked by "radicalized and rebellious" crowds and become the most dangerous yet after three weeks of demonstrations.Authorities are deploying barricade-busting armored vehicles and 8,000 police in the capital alone, part of 89,000 security forces fanned out around France. The Eiffel Tower and Louvre are shut along with hundreds of stores and businesses, fearing damage after rioting last Saturday that saw 130 people injured and the worst urban unrest in Paris in decades. The protesters are angry at Macron and high taxes, among other problems.

Iran says US arms sales to Middle East turning region into ‘tinderbox’-Foreign Minister Zarif says Washington is selling weaponry that is beyond the region’s needs-By TOI staff-DEC 11,18

Iran’s Foreign Minister Mohammad Javad Zarif said Saturday that the United States is selling weaponry to Middle Eastern countries beyond the region’s needs and turning the area into a “tinderbox,” Reuters reported, citing state news agency IRNA.“The level of arms sales by the Americans is unbelievable and much beyond regional needs, and this points to the very dangerous policies followed by the Americans,” Zarif said. The US has sizable arms deals with Iranian foes Israel and Saudi Arabia, as well as other countries in the region.Israel has long accused Iran, which frequently urges the demise of Israel, of funneling weapons to Lebanon’s Hezbollah, and has carried out several air strikes across its northern border in recent years to prevent shipments of weapons from Syria to Hezbollah. The Israel Defense Forces on Tuesday launched an operation to destroy a number of cross-border attack tunnels that it says were dug by the Iran-backed Hezbollah into northern Israel from Lebanon.Attack tunnels were long rumored to have been dug from southern Lebanon into Israeli territory by the terror group, but in recent years Israeli defense officials repeatedly either denied their existence or refused to discuss the matter. The IDF spokesperson accused Iran of providing the funding and support for Hezbollah’s tunnel program.“We’ll be dealing with that in the next few days too,” the army said.Israel fought a punishing war with Hezbollah in 2006, which has since given way to relative quiet along the frontier. However, Israeli officials have raised alarms over Iran arming Hezbollah, via Syria or directly into Lebanon, with precision missile technology.Iran was accused of test-firing a medium-range, nuclear-capable missile last Saturday, which the US said was a violation of a UN resolution that endorsed the 2015 Iran nuclear deal, from which Washington has withdrawn. That resolution calls on Iran to refrain from testing missiles capable of carrying a nuclear weapon. On Tuesday, Tehran’s air force chief insisted his country would continue to increase the range of its missiles.Iran has long maintained that its missile program is defensive in nature and not aimed at ensuring the delivery of a nuclear weapon, a stance upheld by Russia at the Security Council. Western powers disagree.Agencies contributed to this report.

EZEKIEL 7:19

13  And ye shall know that I am the LORD, when I have opened your graves, O my people, and brought you up out of your graves,
14  And shall put my spirit in you, and ye shall live, and I shall place you in your own land: then shall ye know that I the LORD have spoken it, and performed it, saith the LORD.

High demand for women in science and tech jobs in Yukon, says report-[CBC]-YAHOONEWS-December 10, 2018

Employment for women in science, technology, engineering and mathematics (STEM) is higher in Yukon than the national average, according to a new report."Yukon is really an excellent place for women who are looking for employment in STEM fields," said RJ Smith, a co-author of the Current State of Women in Science, Technology, Engineering and Mathematics (STEM) in Yukon. The report came from the Westcoast Women in Engineering, Science and Technology Associate Chair at Yukon College. The report uses data collected from a variety sources such as Statistics Canada, Yukon College and the Yukon government among others. It looks at women and girls from the elementary school level all the way to professional employment in order to create a snapshot of the current state and the interest women and girls have in those fields. The report states there are a greater proportion of women who are educated in STEM fields employed in those industries, at 83 per cent, compared to 77 per cent for men educated for those fields in the territory. The report breaks down employment and unemployment rates by sectors, such as engineering and technology, but show that "distribution of employed women was higher" than men overall across STEM disciplines. The report states that these figures show that there is a high demand for women in these fields."If you persevere through your education or programming, you do have a future of employment, especially in the Yukon," said Smith. However, the report also notes there is a discrepancy between genders for more skilled positions."Those women are not necessarily getting managerial positions," said Smith. The report states there are almost 1.5 times as many men in higher level professional STEM positions than women in Yukon, and two times as many men in managerial positions. When it comes to funding for research projects, women received lower funding than their male counterparts on average. The highest amount of funding for a female-led project received more than $87,000 per project in 2013/14.Over a four year period from 2012 to 2016 female-led projects received $25,000 or less on average. There were no female-led projects for the 2016/17 year.Male-led projects received an average of more than $80,000 over five years surveyed from 2012 to 2017."Just because the project is male or female-led, it does not mean that is the majority makeup of the team," said Smith.Enrolment in tech programs-For women pursuing STEM in post-secondary education at Yukon College, 56 per cent of female applicants that applied to computer support technician and information technology programs did not get in. Of those accepted, 25 per cent did not enrol and only 19 per cent enrolled. For men applying to the same program 33 per cent were rejected and 43 per cent of those accepted enrolled. The report points to this discrepancy as a possible unconscious bias in the application review process."Not accepting women into programs to begin with can result in an imbalance in classroom ratios, which in turn can lead to feelings of stereotype threat in women," according to the report. The report had several recommendations including Yukon College tracking the underlying reason for why students are choosing their programs based on interest, opportunity or other reasons. They also recommended that the Yukon government address the lack of data available in high school enrolment and success rates for STEM courses.

Huawei arrest stokes fears of China reprisals among America Inc executives-[Reuters]-YAHOONEWS-By Fanny Potkin and Adam Jourdan-December 10, 2018

HONG KONG/SHANGHAI (Reuters) - At a closed-door security meeting of U.S. companies in Singapore on Thursday, one topic was high on the agenda: the arrest of a top executive at Chinese tech giant Huawei [HWT.UL] and the potential backlash on American firms operating in China.Officials from major U.S. companies who attended the event, a scheduled meeting of the local chapter of the U.S. Department of State's Overseas Security Advisory Council (OSAC), voiced concerns about retaliation against American firms and their executives, two people with knowledge of the meeting said.A number of attendees said their companies were considering restricting non-essential China travel and looking to move meetings outside the country, one of the people added.Security executives for companies including Walt Disney Co , Alphabet Inc's Google, Facebook Inc , and PayPal Holdings Inc attended the meeting, according to the sources and a LinkedIn posting by one of the attendees. The companies all declined to comment or did not immediately respond to requests for comment. The discussions at the meeting underscore concerns rippling through U.S. businesses in the world's second largest economy, already facing a delicate balancing act amid a tense trade standoff between Washington and Beijing. The formal agenda for the meeting, held at Google's Asia-Pacific headquarters in Singapore, included presentations on economic crime and terrorism in the region. OSAC promotes "security cooperation between American private sector interests worldwide and the U.S. Department of State," according to its website. But conversation soon turned to possible risks in China prompted by the arrest of Meng Wanzhou, the chief financial officer and "heiress" of Chinese telecom network equipment giant Huawei Technologies Co Ltd, who was detained in Canada on Dec. 1. The news of the arrest was made public on Wednesday.Meng, the daughter of Huawei's founder, was held at Washington's request as part of a U.S. investigation of an alleged scheme to use the global banking system to evade U.S. sanctions against Iran, people familiar with the probe said. The arrest has roiled global markets amid fears that it could further inflame the Sino-U.S. trade row.Risk consultants and analysts said that the arrest could prompt Beijing to retaliate in some form."This will pressure a lot of Chinese officials to look strong in this dispute," said Nick Marro, Hong Kong-based Asia analyst at the Economist Intelligence Unit, who added that technology companies were particularly at risk."This could mean either taking a stronger stance on trade negotiations, or taking a stronger stance on U.S. tech firms in China right now."Asked whether there would be any retaliation against any foreign executives in China, Foreign Ministry spokesman Geng Shuang said on Friday China has always protected the lawful rights of foreigners in China in accordance with the law."Of course in China they should respect China's laws and rules."EARLY CHRISTMAS TRIP? OSAC says it is made up of 34 private and public sector member organizations. It lists its events on its website, including the Dec. 6 meeting in Singapore. There was also a separate listed meeting held in Shanghai on the same day.Prashant Nayak, Disney's Asia Pacific director of corporate security, posted about the Singapore meeting on LinkedIn, tagging other executives at Google, Facebook, Amazon.com Inc , Marriot International Inc , Microsoft Corp and others. Nayak did not respond to a LinkedIn message seeking further comment. The second person with knowledge of the event said the Huawei arrest and potential fallout was a hot topic at the meeting.A senior diplomat from the U.S. embassy in Singapore gave opening remarks, but an embassy spokesperson said she left before any discussion.Asia-based risk consultants said they had seen a rise in the number of clients asking about the Huawei issue and potential concerns related to the impact on U.S. firms in China.Jakob Korslund, CEO of Singapore-based consultancy Deutsche Risk, said his firm had received a number of enquiries in the last two days asking about the risks of traveling to China."For a few we have advised postponing trips that were not time critical, telling clients to wait for the next few weeks to see the situation," he said.James McGregor, chairman of APCO Worldwide's Greater China region, said companies would likely err on the side of not sending executives to China for the time being."It's all about avoiding risk, because what do you do if somebody is arrested?" he told Reuters, adding anxiety was also spreading among executives already in China."People are joking about it a little bit and saying 'maybe I should take an early Christmas trip home'."(Reporting by Fanny Potkin in HONG KONG and Adam Jourdan in SHANGHAI; Additional reporting by John Ruwitch, Josh Horwitz and Brenda Goh in Shanghai, Cate Cadell in Beijing and Fathin Ungku in Singapore; Editing by Jonathan Weber and Muralikumar Anantharaman)

China calls on Canada to free Huawei CFO or face consequences-[Reuters]-YAHOONEWS-By Ben Blanchard and David Ljunggren-December 10, 2018

BEIJING/OTTAWA (Reuters) - China warned Canada on Saturday that there would be severe consequences if it did not immediately release Huawei Technologies Co Ltd's [HWT.UL] chief financial officer, calling the case "extremely nasty."Meng Wanzhou, Huawei's global chief financial officer, was arrested in Canada on Dec. 1 and faces extradition to the United States, which alleges that she covered up her company's links to a firm that tried to sell equipment to Iran despite sanctions. The executive is the daughter of the founder of Huawei. If extradited to the United States, Meng would face charges of conspiracy to defraud multiple financial institutions, a Canadian court heard on Friday, with a maximum sentence of 30 years for each charge. No decision was reached at the extradition hearing after nearly six hours of arguments and counter-arguments, and the hearing was adjourned until Monday. In a short statement, China's Foreign Ministry said that Vice Foreign Minister Le Yucheng had issued the warning to release Meng to Canada's ambassador in Beijing, summoning him to lodge a "strong protest."Adam Austen, a spokesman for Canadian Foreign Minister Chrystia Freeland, said Saturday there is "nothing to add beyond what the Minister said yesterday".Freeland told reporters on Friday that relationship with China is important and valued, and Canada's ambassador in Beijing has assured Chinese that consular access will be provided to Meng. When asked about the possible Chinese backlash after the arrest of Huawei's CFO, Prime Minister Justin Trudeau told reporters on Friday that Canada has a very good relationship with Beijing.Canada's arrest of Meng at the request of the United States while she was changing plane in Vancouver was a serious breach of her lawful rights, Le said. The move "ignored the law, was unreasonable" and was in its very nature "extremely nasty," he added."China strongly urges the Canadian side to immediately release the detained person, and earnestly protect their lawful, legitimate rights, otherwise Canada must accept full responsibility for the serious consequences caused."The statement did not elaborate."There will probably be a deep freeze with the Chinese in high-level visits and exchanges," David Mulroney, former Canadian ambassador to China, said on Friday."The ability to talk about free trade will be put in the ice box for a while. But we're going to have to live with that. That's the price of dealing with a country like China."Meng's arrest was on the same day that U.S. President Donald Trump met in Argentina with China's Xi Jinping to look for ways to resolve an escalating trade war between the world's two largest economies.“We are tracking the developments of this case and refer you to the filings in the Supreme Court of British Columbia,” said a U.S. State Department official, speaking on condition of anonymity. The news of Meng's arrest has roiled stock markets and drawn condemnation from Chinese authorities, although Trump and his top economic advisers have played down its importance to trade talks after the two leaders agreed to a truce.A Huawei spokesman said on Friday the company has "every confidence that the Canadian and U.S. legal systems will reach the right conclusion." The company has said it complies with all applicable export control and sanctions laws and other regulations.(Reporting by Ben Blanchard in Beijing and David Ljunggren in Ottawa; Editing by Alexander Smith and Nick Zieminski)

Israel says fired at Hezbollah operatives on Lebanon border-[Reuters]-YAHOONEWS-December 10, 2018

JERUSALEM (Reuters) - Israeli soldiers at the Lebanese border opened fire at suspected Hezbollah activists on Saturday, the military said, the first such incident since Israel launched a crackdown on cross-border tunnels into its territory.Lebanon's state-run National News Agency, however, said the Israeli soldiers shot into the air when they saw a Lebanese army patrol near the border demarcation, known as the "Blue Line".There were no reports of casualties.Israel said the suspects approached an area on the Israeli side of the border where its forces were carrying out an operation to shut down tunnels that were dug across the border by Hezbollah.Israeli military spokesman Lieutenant-Colonel Jonathan Conricus told reporters that three civilian-dressed individuals identified as Hezbollah operatives tried to use the heavy fog and rain in the area "to approach and interfere with, or to take, sensors" that had been deployed there by the army. But Lebanon gave a different account of the incident. "Israeli enemy soldiers shot into the air following their deployment near the Blue Line in Kroum al-Sharaqi region to the east of Meis al-Jabal village," NNA said. The Israelis "were surprised, due to thick fog, by a routine Lebanese army patrol inside the Lebanese territories," it added.Israel's military said on Tuesday it had found passages dug across the Israel-Lebanon border to be used for carrying out attacks inside Israel. It sent mechanical diggers, troops and anti-tunneling equipment there to shut them down. The situation has so far remained calm on both sides of the border. But the Israeli operation has brought renewed attention to a frontier across which Israel and the Iranian-backed Shi'ite group Hezbollah fought a war in 2006.The Israeli military has said its activity would, for now, stop on the Israeli side of the border. But a cabinet minister said on Friday that Israel was prepared to take action in Lebanon against cross-border tunnels if deemed necessary. The United Nations peacekeeping Interim Force in Lebanon (UNIFIL) on Thursday confirmed the existence of a tunnel near the Blue Line, describing it as a "serious occurrence".Conricus said the military on Saturday exposed a second tunnel that crossed from Lebanon into Israel and that it was up to UNIFIL to deal with the tunnels on the Lebanese side of the border.Asked what Israel expected UNIFIL to do, Conricus said: "To go to the locations that we have singled out and pinpointed, to locate the tunnels and then to make sure that those access points are blocked from the Lebanese side."Israeli Prime Minister Benjamin Netanyahu briefed Russian President Vladimir Putin by phone on the tunnel crackdown, the Kremlin and Netanyahu's office said on Saturday. Swiss risk EU anger after dodging EU treaty deadline-[Reuters]-YAHOONEWS-By Michael Shields and Francesco Guarascio-December 10, 2018

ZURICH/BRUSSELS (Reuters) - The Swiss government will consult domestic power brokers on a draft treaty setting out ties with the European Union, it said on Friday, ignoring an ultimatum from Switzerland's biggest trading partner to sign off now or face punishment.Swiss officials said that much of the draft - demanded by Brussels for a decade and negotiated over more than four years - was in Swiss interests, but the Swiss side would refrain from endorsing the pact for now given differences that remain. The European Commission, which had set Friday as a deadline, issued a statement to call for a quick approval of the draft treaty and set Dec. 11 as the date that the executive will decide what next steps to take on Switzerland's access to EU markets for its stock exchanges.EU sources have said Brussels will ban EU-based banks and brokers from trading on Swiss stock exchanges from 2019 as a punitive measure should Bern not clearly back the deal. That would prompt Swiss retaliation."The European Commission respects the wish of the Federal Council to consult all stakeholders," the Commission said in its statement, but added that it expects "the consultation to be swift and hope that its outcome will be positive".It said the draft treaty was the best deal possible. The talks are complicated by Britain's negotiations on its EU divorce terms, with the Commission loath to be soft on the Swiss for fear of providing ammunition to Brexiteers. Some Swiss also want to see what Britain can negotiate for itself before striking Bern's own EU deal. Britain's parliament will vote on a draft EU withdrawal treaty on Dec. 11.For Switzerland, disagreements with the EU include Swiss rules that defend high wages from cross-border skilled labor and the rights of EU workers to Swiss social benefits. It would revisit the subject in spring 2019 after political consultations over the draft it published on Friday. The government said the exercise would help it analyze whether signing the pact would be in the national interest."All paths are open from a complete yes to a complete no," Foreign Minister Ignazio Cassis told a news conference in Bern. The draft treaty would have the Swiss routinely adopt EU single market rules and provide a more effective system for resolving disputes. The EU has also sought to water down Swiss labor rules protecting high local wages, angering unions.SOVEREIGNTY ISSUES-Both the traditionally pro-Europe left and the anti-EU far right say the deal infringes too much on Swiss sovereignty, leaving the four-party coalition that makes up the government short of a majority to approve it before elections next year.Swiss labor has fought tooth and nail against EU efforts to dilute Swiss labor rules, and the main union federation seized on texts published on Friday to rail against the proposed deal."The elements of the framework agreement with the EU presented by the government confirm the Swiss Confederation of Trade Unions' worst fears," it said.Swiss President Alain Berset said he broke Friday's news to European Commission President Jean-Claude Juncker in a "friendly" telephone call, but gave no details of the conversation.Swiss-EU relations suffered in 1992 when Swiss voters rejected joining the European Economic Area. This led to a negotiated patchwork of 120 bilateral accords that now govern ties. The treaty in question would sit atop those accords and focus on five areas: free movement of people, aviation, land transport, mutual recognition of industrial standards and processed farm goods. If talks fail, the sectoral accords would stay in effect but relations would suffer badly. No deal would mean no increase in Swiss access to the single market, dashing hopes for a new electricity union. It could also endanger unfettered EU market access for Swiss makers of products such as medical devices.(Additional reporting by Robin Emmott)

EU governments agree to tougher stance on e-evidence-[Reuters]-YAHOONEWS-By Foo Yun Chee-December 10, 2018

BRUSSELS (Reuters) - EU governments agreed on Friday to toughen up draft rules allowing law enforcement authorities to get electronic evidence directly from tech companies such as Facebook and Google stored in the cloud in another European country. The move underlines the growing trend in Europe to rein in tech giants whether on the regulatory front or the antitrust front. The e-evidence proposal also came in the wake of recent deadly terrorist attacks in Europe, pressure on tech companies to do more to cooperate with police investigations and people's growing tendency to store and share information on WhatsApp, Facebook, Viber, Skype, Instagram and Telegram. The European Commission, the EU executive, came up with the draft legislation in April, which includes a 10-day deadline for companies to respond to police requests or 6 hours in emergency cases, and fines up to 2 percent of a company's global turnover for not complying with such orders. The proposal covers telecoms services providers, online marketplaces and internet infrastructure services providers and applies to subscriber data and other data on access, transactional and content.France, Spain, Ireland and Belgium backed the draft while Germany, the Netherlands, Finland, Hungary, Latvia, the Czech Republic and Greece had abstained from supporting it."Electronic evidence is becoming a vital element in criminal proceedings. Nowadays criminals use rapid cutting-edge communication technology which does not stop at borders," Austrian Justice Minister Josef Moser said.Tech lobbying group CCIA, whose members include Amazon, e-Bay, Facebook and Google, criticized the stance taken by EU governments, which it said was tougher than the Commission's proposal and lacks adequate checks and balances."We regret that today's Council vote increases the risks of conflicts between laws for companies and poses risks to individuals' fundamental rights," Alexandre Roure, CCIA's senior public policy manager, said.BSA | The Software Alliance, which represents the global software industry, was equally critical."We seriously doubt that the Council's approach will deliver upon the initial goal of an effective law enforcement procedure. We need to be able to properly protect our customers' data from abusive production orders," its director general, Thomas Boue, said.Once the European Parliament has decided on its position, lawmakers, EU governments and the Commission will negotiate a common stance which will become legislation.(Reporting by Foo Yun Chee)

France's 'yellow vests' in tense Paris standoff with police-[Reuters]-YAHOONEWS-By Sybille de La Hamaide and Sudip Kar-Gupta-December 10, 2018

PARIS (Reuters) - Anti-government protesters faced off with French riot police in Paris on Saturday, hurling projectiles, torching cars and vandalizing shops and restaurants in a fourth weekend of unrest that has shaken President Emmanuel Macron's authority.Authorities said there were an estimated 8,000 protesters in Paris around midday and some 90,000 across the country with more than 50 people reported injured, including three police officers.Named after the fluorescent safety vests that French motorists must carry, the "yellow vest" protests erupted out of nowhere on Nov. 17, when nearly 300,000 demonstrators nationwide took to the streets to denounce high living costs and Macron's liberal economic reforms.Demonstrators say the reforms favor the wealthy and do nothing to help the poor and billed Saturday's demonstrations "Act IV" of their protest after three consecutive Saturdays of rioting. The government this week canceled a planned rise in taxes on petrol and diesel in a bid to defuse the situation but the protests have morphed into a broader anti-Macron rebellion. The protest movement has spawned a "monster", Interior Minister Christophe Castaner said on Friday. In a massive security operation, nearly 90,000 police were deployed nationwide to forestall a repeat of last Saturday's destructive mayhem.Officers in Paris, backed up by armored vehicles, arrested more than 550 people after police found potential weapons such as hammers and baseball bats on them.Skirmishes also broke out between protesters and police in Lyon, Marseille and Toulouse.Police used tear gas, water cannon and horses to charge the protesters on roads fanning out from the Champs Elysees boulevard. A week ago, rioters ran amok in worst unrest seen in the capital since the 1968 student riots.Swathes of Paris' affluent Right Bank north of the Seine river were locked down, with luxury boutiques boarded up, department stores closed and restaurants and cafes shuttered. The Louvre, Eiffel Tower and Opera house were also closed. The government had warned that far-right, anarchist and anticapitalist groups would likely again infiltrate the protest movement and many of the skirmishes saw police tackling gangs of hooded youths, some of them covering their faces with masks."It feels like order is being better maintained this week," Jean-Francois Barnaba, one of the yellow vests' unofficial spokesmen, told Reuters."Last week the police were tear-gassing us indiscriminately. This time their actions are more targeted," he added.Others were critical of the policing."We were on our knees and they shot tear gas at us. I am telling you, things are going to blow up tonight," said Yanis Areg, 21, from Paris suburb Montfermeil. One police source told Reuters he feared that things would get out of hand after nightfall. As darkness fell over the capital, mobs of protesters squared off against police on the Champs Elysees. Riot police moved quickly among them and clamped down on anyone trying to damage shops or public amenities. On the smashed up front of one Starbucks cafe, vandals scrawled: "No fiscal justice, no social justice."-MACRON U-TURN-The government this week offered sweeteners to soothe public anger, first scrapping next year's planned hikes to fuel taxes in the first major U-turn of Macron's presidency. It will cost the Treasury 4 billion euros ($4.5 billion). But protesters want Macron to go further to help hard-pressed households, including an increase to the minimum wage, lower taxes, higher salaries, cheaper energy, better retirement benefits and even Macron's resignation.Prime Minister Edouard Philippe on Saturday urged calm, a message heeded by some protesters."We have come here for a peaceful march, not to smash things. We want equality, we want to live, not survive," said Guillaume Le Grac, 28, who works in a slaughterhouse in Britanny. The protests are jeopardizing a fragile economic recovery in France just as the Christmas holiday season kicks off.Retailers have lost an estimated one billion euros in revenue since the protests erupted and shares in airlines, retailers, hotels and airlines suffered their worst week in months."It's a little disappointing but Paris is such a wonderful city," said South Korean tourist Yeeun Lee. "We're a bit worried, we're not used to this sort of thing."(Reporting by Emmanuel Jarry, Sybille de la Hamaide, Sudip Kar-Gupta, Simon Carraud, Matthias Blamont, Marine Pennetier, Benoit Tessier and Michaela Cabrera; writing by Geert De Clercq and Richard Lough; editing by Gareth Jones and Jason Neely)

Brussels police arrest hundreds in 'yellow vest' riot-[Reuters]-YAHOONEWS-December 10, 2018

BRUSSELS (Reuters) - Belgian police detained more than 400 people on Saturday after "yellow vest" protesters inspired by riots in France threw rocks and firecrackers and damaged shops and cars as they tried to reach official buildings in Brussels. In the second violence of its kind in the capital in eight days, a crowd which police estimated at around 1,000 faced riot squads who used water cannon and tear gas to keep people away from the European Union headquarters and the nearby Belgian government quarter. Calm was restored after about five hours. The movement in Belgium, inspired by the "gilets jaunes", or yellow vest, protests in neighboring France over the past month, has given voice to complaints about the cost of living and demanded the removal of Belgium's center-right coalition government, six months before a national election is due in May.French police said more than 30,000 people demonstrated there and more than 30 people were injured in a second successive Saturday of violence in Paris.Belgian protesters wearing the fluorescent yellow vests carried by all motorists for emergencies also briefly blocked a motorway near Belgium's border with France.(Reporting by Clement Rossignol and Robin Emmott; Writing by Alastair Macdonald; Editing by Edmund Blair)

China launches pioneering mission to far side of moon-[Associated Press]-YAHOONEWS-CHRISTOPHER BODEEN-December 10, 2018

BEIJING (AP) — China launched a ground-breaking mission Saturday to land a spacecraft on the largely unexplored far side of the moon, demonstrating its growing ambitions as a space power to rival Russia, the European Union and the U.S.A Long March 3B rocket carrying a lunar probe blasted off at 2:23 a.m. from the Xichang Satellite Launch Center in Sichuan Province in southwestern China, the official Xinhua News Agency said. With its Chang'e 4 mission, China hopes to be the first country to make a soft landing, which is a landing of a spacecraft during which no serious damage is incurred. The moon's far side is also known as the dark side because it faces away from Earth and remains comparatively unknown. It has a different composition than sites on the near side, where previous missions have landed. If successful, the mission would propel the Chinese space program to a leading position in one of the most important areas of lunar exploration.China landed its Yutu, or "Jade Rabbit," rover on the moon five years ago and plans to send its Chang'e 5 probe there next year and have it return to Earth with samples — the first time that will have been done since 1976. A crewed lunar mission is also under consideration.Chang'e 4 is also a lander-rover combination and will explore both above and below the lunar surface after arriving at the South Pole-Aitken basin's Von Karman crater following a 27-day journey. It will also perform radio-astronomical studies that, because the far side always faces away from Earth, will be "free from interference from our planet's ionosphere, human-made radio frequencies and auroral radiation noise," space industry expert Leonard David wrote on the website Space.com.It may also carry plant seeds and silkworm eggs, according to Xinhua.Chang'e is the goddess of the moon in Chinese mythology.China conducted its first crewed space mission in 2003, making it only the third country after Russia and the U.S. to do so. It has put a pair of space stations into orbit, one of which is still operating as a precursor to a more than 60-ton station that is due to come online in 2022. The launch of a Mars rover is planned for the mid-2020s.To facilitate communication between controllers on Earth and the Chang'e 4 mission, China in May launched a relay satellite named Queqiao, or "Magpie Bridge," after an ancient Chinese folk tale.China's space program has benefited from cooperation with Russia and European nations, although it was excluded from the 420-ton International Space Station, mainly due to U.S. legislation barring such cooperation amid concerns over its strong military connections. Its program also suffered a rare setback last year with the failed launch of its Long March 5 rocket.

A United Nations committee is recommending Canada take measures to prevent and criminalize the involuntary sterilization of women.Assembly of First Nations National Chief Perry Bellegarde is backing the recommendation, saying he wants changes to the Criminal Code of Canada to make involuntary sterilization of First Nations women a criminal offence."Forced sterilization is a gross violation of human rights and First Nations rights and it must be criminalized to help bring an end to this inhumane practice," he said in a statement. The UN Committee Against Torture has been examining reports of forced or coerced sterilization of Indigenous women in Canada dating back to the 1970s and including recent cases in Saskatchewan. This week the committee's report made two recommendations:?Ensure that all allegations of forced or coerced sterilization are impartially investigated, that the persons responsible are held accountable and that adequate redress is provided to the victims.Adopt legislative and policy measures to prevent and criminalize the forced or coerced involuntary sterilization of women, particularly by clearly defining the requirement of free, prior and informed consent with regard to sterilization and by raising awareness among Indigenous women and medical personnel of that requirement. Bellegarde said he wants a collaborative approach with the inclusion of Indigenous women to help implement the UN's recommendations.Prior to the release of the report, Justice Minister Jody Wilson-Raybould's office said the government is taking a "public-health approach" to the issue, though the government believes everyone must receive culturally safe health services no matter where they live.Wilson-Raybould's parliamentary secretary, Arif Virani. reiterated that message in Question Period Friday."The coerced sterilization of Indigenous women is a serious violation of human rights and it is completely unacceptable," he said.Francyne Joe, ?president of the Native Women's Association of Canada, said forced sterilization shows how the Canadian medical system discriminates against Indigenous women and girls."Indigenous women and girls deserve the same amount of dignity and respect when they receive medical services like other women in Canada," she said."To engage in a medically invasive, and medically unnecessary without a person's free, full and informed consent is a very serious violation to a person's right of bodily integrity."Sarah Kennel, director of Action Canada for Sexual Health and Rights, said policy and legislation guidelines need to be changed to explicitly prohibit coerced sterilization. She added that the Truth and Reconciliation Commission's Calls to Action 23 and 24 - calling for more Indigenous health-care professionals and cultural competency training for all health-care professionals — need to be implemented."What we want to see is a firm commitment from government to demonstrate how that is going to happen," said Kennel.A proposed class-action lawsuit led by lawyer Alisa Lombard and her firm Maurice Law is also underway, targeting the Saskatoon Health Authority, the Saskatchewan government, the federal government and a handful of medical professionals as defendants.

Israel may expand anti-tunnel operation into Lebanon, minister says-[Reuters]-YAHOONEWS-December 10, 2018

JERUSALEM (Reuters) - Israel is prepared to take action in Lebanon against Hezbollah cross-border tunnels if necessary, an Israeli cabinet minister said on Friday.Israel's military said earlier this week that it had found a number of passages dug across the Israel-Lebanon border to be used in carrying out attacks inside Israel. The Israeli military sent mechanical diggers, troops and anti-tunneling equipment to the border to shut them down. The Israeli military, which launched the operation on Tuesday, has said its activity would, for now, stop on the Israeli side of the border. But Israeli news media on Thursday quoted a unnamed senior official saying that Israel could extend its activity into Lebanon, and on Friday Israeli Intelligence Minister Israel Katz reiterated that messages."If we think that in order to thwart the tunnels that one needs to operate on the other side - then we will operate on the other side of the border," Katz told Radio Tel Aviv 102FM.What form the action would take was not clear. Over the past year, at least 15 tunnels from the Gaza Strip into Israel were found and destroyed, the Israeli military said. The United Nations peacekeeping Interim Force in Lebanon (UNIFIL), confirmed the existence of a tunnel near the "blue line" frontier between the two countries on Thursday, describing it as a "serious occurrence".In the aftermath of the Israeli tunnel announcement, the situation has remained calm on both sides of the border. But the Israeli operation has brought renewed attention to a frontier across which Israel and Hezbollah last fought a war in 2006.The Israeli military said in a statement on Thursday that it "holds the Lebanese government, the Lebanese Armed Forces and United Nations Interim Force in Lebanon responsible for all events transpiring in and emanating from Lebanon."It added that an Israeli military commander had shown one of the tunnels to the head of UNIFIL, Major-General Stefano Del Col, and it urged UNIFIL and the Lebanese army to clear the area of tunnels.UNIFIL said in its statement it was "engaged with the parties to pursue urgent follow-up action".Lebanese Foreign Minister Gebran Bassil has instructed the country's envoy to the U.N. to complain that Israel is waging "a diplomatic and political campaign against Lebanon in preparation for attacks against it", Hezbollah's l-Manar TV said.Since the 2006 war, Israel has largely refrained from striking at Hezbollah on Lebanese soil, but it has carried out dozens of attacks in Syria against what it said were advanced weapons shipments to the Iranian-backed Shi'ite group.(This has been refiled to add dropped letter in name of UNIFIL head.)(Reporting by Maayan Lubell, editing by Larry King)

In phone call, Putin tells Netanyahu military cooperation in Syria must improve-Russian leader stresses importance of maintaining regional stability after receiving update on IDF operation to uncover and destroy Hezbollah attack tunnels from Lebanon-By TOI staff-DEC 10,18

Russian President Vladimir Putin told Prime Minister Benjamin Netanyahu that the two countries must improve their military cooperation in Syria, the Kremlin said in a statement Saturday.Putin emphasized the importance of upcoming consultations between defense experts from the two countries during the conversation, which was held at the initiative of Netanyahu, the Kremlin said. The two leaders were said to be considering holding a meeting in person.Ties between the two countries have been strained since Russia’s delivery of the the S-300 missile defense system to Syria following the September 17 downing of a Russian spy aircraft by Syrian forces, which were responding to an Israeli strike over Syrian airspace.Russia has blamed Israel for the incident, which killed 15 Russian crew members. Israel has emphatically denied responsibility.Although Putin initially told reporters that the incident was due to a “chain of tragic accidental circumstances,” the Russian defense ministry later declared Israel was responsible, saying the Israeli Air Force jets used the Russian plane as cover. Israel rejected the accusation.Israel has repeatedly said it will not allow Iran, or its Shiite proxies, to establish a permanent presence in postwar Syria. It has launched numerous attacks on targets it says are a threat to its security.Russia, which is a main backer of Syrian President Bashar Assad, has maintained a deconfliction hotline with Israel, allowing the Jewish state to carry out the attacks as long as it is informed beforehand.Putin and Netanyahu also discussed Israeli operations on the border with Lebanon, according to the statement. The PMO confirmed that the Israeli leader updated Putin on Operation Northern Shield. On Tuesday the Israel Defense Forces announced the start of Operation Northern Shield to find and destroy cross-border attack tunnels dug by the Lebanese Hezbollah terrorist group. It has said it has found two such tunnels thus far.Putin “stressed the importance of ensuring stability in the region in strict accordance with Resolution 1701 of the UN Security Council,” the statement read, referring to the 2006 UN Security Council resolution calling for Hezbollah to withdraw from southern Lebanon following the Second Lebanon War, the last major conflict between the IDF and the Iran-backed Hezbollah terror group.A senior Israeli minister said Friday that Israeli forces may need to go into Lebanon to deal with the tunnels.“If we think that, in order to thwart the tunnels, one needs to operate on the other side, then we will operate on the other side of the border,” Israel Katz, who holds the Intelligence and Transport ministries, told Radio Tel Aviv, according to Reuters. An IDF incursion into Lebanon would likely spark a major confrontation with Hezbollah.Russia on Wednesday expressed tacit support for the efforts to expose Hezbollah’s cross-border attack tunnels, while calling on both sides to show restraint lest the volatile situation on the Lebanese border escalate.Russia does not consider Hezbollah a terrorist organization.
