In first, US votes against UN censure of Israel over Golan-[AFP]-YAHOONEWS-November 19, 2018

United Nations (United States) (AFP) - For the first time, the United States voted Friday against an annual UN resolution condemning Israel's occupation of the Golan Heights, dropping its practice of abstaining in the vote. The non-binding resolution was adopted in a General Assembly committee by a vote of 151 to 2, with the United States and Israel the only two countries opposing the measure. Fourteen countries abstained.US Ambassador Nikki Haley called the resolution "useless" and "plainly biased against Israel," citing concerns about Iran's military role in Syria to oppose the measure."Further, the atrocities the Syrian regime continues to commit prove its lack of fitness to govern anyone. The destructive influence of the Iranian regime inside Syria presents major threats to international security," she said in a statement on the eve of the vote.Israel seized control of much of the Golan Heights from Syria in a 1967 war and later annexed it, in moves never recognized by the international community. The resolution declares that the Israeli decision to occupy and annex the Golan was "null and void," and calls on Israel to rescind that decision.Israeli Ambassador Danny Danon applauded the US shift, which he said was "another testament to the strong cooperation between the two countries."The administration of President Donald Trump has taken a strong pro-Israeli stance, defying UN resolutions by moving the US embassy to Jerusalem and cutting aid to the UN agency for Palestinian refugees.US ambassador to Israel David Friedman told an Israeli newspaper in September that he expected the annexed Golan Heights to remain under Israeli control "forever," and mentioned the possibility of US official recognition of the Golan as Israeli territory.During a visit to Israel in August, US National Security Advisor John Bolton said there were no discussions on such recognition.Israel and Syria, which has been embroiled in conflict since 2011, are still technically at war.Ahead of the vote, US diplomat Samantha Sutton said the US position on the status of the Golan Heights had not changed, but added that the resolution was out of touch with the situation on the ground."This resolution does nothing to address the increasing militarization of the Golan and the serious threats that confront Israel from Iran and Hezbollah's presence in the area," said Sutton. The resolution was adopted by the assembly's fourth committee on decolonization.

Take a weight off-‘Grand K,’ world’s kilogram measure being retired-Metal cylinder that has been the world’s sole true kilo since 1889 to be replaced by equation based on a physics constant-By John Leicester-TOI-NOV 20,18

VERSAILLES, France (AP) — In a historic vote, nations unanimously approved Friday a ground-breaking overhaul to the international system of measurements, coming together in a way that they fail to do on so many other issues behind new definitions for the kilogram and other key units vital for trade and science.Scientists for whom the update represents decades of work clapped, cheered and even wept as the 50-plus nations one by one said “yes” or “oui” to the update.Nobel prize winner William Phillips called it “the greatest revolution in measurement since the French revolution,” which ushered in the metric system of meters and kilograms. The so-called “Grand K” kilogram, a cylinder of polished platinum-iridium alloy that has been the world’s sole true kilo since 1889, is to be retired.Nations gathered in Versailles, west of Paris, instead approved the use of a scientific formula to define the exact weight of a kilogram. Scientists at the meeting were giddy with excitement: some even sported tattoos on their forearms to mark the moment. The change will have no discernible impact for most people. Their bathroom scales won’t get kinder and kilos and grams won’t change in supermarkets. But it will mean redundancy for the Grand K and its six official copies. The new formula-based definition of the kilogram will have multiple advantages over the precision-crafted metal lump that has set the standard for more than a century.Unlike a physical object, the formula cannot pick up particles of dust, decay with time or be dropped and damaged. It also is expected to be more accurate when measuring very, very small or very, very large masses.Even in retirement, the “Grand K” and its six official copies — collectively known as “the heir and the spares” — will still be kept in the high-security vault on the outskirts of Paris where they are stored. That’s because scientists want to keep on studying them, to see whether their masses gradually change over time.Only exceedingly rarely have they seen the light of day since 1889, when they were taken out on a very few occasions to check whether other master kilograms that nations around the world use were still accurately calibrated, give or take the mass of a dust particle or two.The metal kilo is being replaced by a definition based on Planck’s constant, which is part of one of the most celebrated equations in physics but also devilishly difficult to explain.Suffice to say that the updated definition will, in time, spare nations the need to occasionally send their kilos back to France for calibration against the “Grand K.” Scientists instead should be able to accurately calculate an exact kilo without having to measure one lump of metal against another.

Canada's Trudeau uses Trump card to attack main political rival-[Reuters]-YAHOONEWS-By Steve Scherer-November 20, 2018

OTTAWA (Reuters) - Donald Trump is so unpopular in Canada that Prime Minister Justin Trudeau is using the specter of the U.S. president to attack his conservative rival ahead of a national election set for next year.Trudeau, whose ruling Liberals have a 12-seat majority in the 338-seat parliament, calls Conservative Party leader Andrew Scheer a climate change "ideologue" who stokes "fear and division" on immigration.Only 25 percent of Canadians have confidence in Trump, a fraction of the 83 percent garnered by former President Barack Obama two years ago, according to a Pew Research Center survey published last month.Trudeau and Trump have traded barbs. The U.S. president tweeted in June that the Canadian leader was "very dishonest and weak" and later threatened to impose tariffs on Canadian-made cars that he said would be the "ruination" of Canada's economy. The Conservatives led in the polls in March, but the Liberals drew ahead in July after Trudeau's spat with Trump and now hold a one-point lead in the latest survey by Ipsos Public Affairs."It's political manna from heaven (for Trudeau) to have a fight with Donald Trump," said a source familiar with the thinking of the Conservative leadership. Party officials are concerned that comparisons with Trump could turn off supporters, the source said.Scheer, still relatively unknown to voters after taking over as party leader last year, is choosing his words carefully on issues like climate change and immigration, while Trudeau is attacking his rival's position on the environment as being tantamount to Trump's.The U.S. government announced last year that it intended to formally withdraw from the 2015 Paris climate accord. Canada, a major oil and gas producer, remains committed to the agreement.Trudeau, 46, portrays Scheer as someone - like Trump - who denies climate change is man-made. Polls show Canadians overwhelmingly agree climate change is real and must be tackled.Trudeau plans to tax carbon emissions, a measure which Scheer opposes on the grounds it will force "suburban moms and dads" to spend a lot more money on gas. [nL2N1X30XO]-Speaking in Ottawa's National Gallery in front of a wall-sized picture of an old-growth forest on Oct. 29, Trudeau said Scheer's criticism shows the Conservatives want to "make pollution free again".The phrase mimicking Trump's "Make America Great Again" campaign slogan has since been repeatedly used by Liberal ministers and legislators.Scheer, 39, does not deny climate change and has said he will present his own strategy to combat carbon emissions without raising taxes by the time Canadians are due to vote on Oct. 21, 2019.While the Conservative source said the attempts to link Scheer to Trump were calculated, an official close to Trudeau declined to comment. The official said Trudeau's characterization of Scheer's position on climate change is "very factual."PRESSURE ON IMMIGRATION-Ipsos pollster Darrell Bricker said the Liberal strategy to paint Scheer as a northern Trump could work in the ruling party's favor given Canadians' "very poor view" of the U.S. leader.Scheer is also under Liberal pressure on immigration. In July, the Conservative Party withdrew an ad that had been posted on its Twitter feed showing a black asylum seeker entering Canada through a broken fence while walking over the text of a 2017 Trudeau tweet that read: "Canadians will welcome you, regardless of your faith. Diversity is our strength."The ad alleged that Trudeau's tweet lured thousands of people into Canada from the United States to file refugee claims. Immigration Minister Ahmed Hussen said the Conservatives were "peddling false information to stoke fear."Canadians' view of Trump, who has adopted hard-line policies on immigration, was highlighted earlier this month when the mere presence of former Trump strategist Steve Bannon at a Toronto debate drew hundreds of protesters, resulting in 12 arrests. The protesters "were calling the audience fascists and taking their pictures and threatening to put them online," Bannon said in an interview. "It was a tough audience. They hated Trump."(Reporting by Steve Scherer; Editing by Paul Simao)

UK PM May defends Brexit deal as opponents plot no-confidence vote-[Reuters]-YAHOONEWS-By Costas Pitas and Alistair Smout-November 18, 2018

LONDON (Reuters) - British Prime Minister Theresa May won the backing of the most prominent Brexiteer in her government on Friday as she fought to save a draft European Union divorce deal that has stirred up a plot to force her out of her job.More than two years after the United Kingdom voted to leave the EU, it is still unclear how, on what terms or even if the world's fifth largest economy will leave the bloc as planned on March 29, 2019.Just hours after announcing that her senior ministers had collectively backed her divorce deal, May's premiership was thrust into its most perilous crisis to date when her Brexit Secretary Dominic Raab resigned on Thursday in opposition to the agreement.Other mutinous lawmakers in her party have openly spoken of ousting her and said bluntly that the Brexit deal would not pass parliament. But May, who has defiantly vowed to stay on as prime minister, got a rare boost on Friday when Michael Gove, the most prominent Brexit-supporting minister, gave his backing to her, saying he would stay on as environment minister.Asked if he had confidence in May, Gove, who is famous for sinking former foreign minister Boris Johnson's leadership bid in 2016, told reporters: "I absolutely do.""I think it's absolutely vital that we focus on getting the right deal in the future, and making sure that in the areas that matter so much to the British people we can get a good outcome," said Gove, 51, a potential successor to May.Trade minister Liam Fox, another leading Brexit supporter, also joined Gove in backing May - but her future remains uncertain. The first question she faced on a LBC radio phone-in show to defend her deal was from a caller who asked her to "respectfully stand down". She did not immediately address that part of the caller's question.Stephen Barclay, a little-known junior health minister, was appointed as the new Brexit secretary, although the status of the role was downgraded from chief negotiator with May leading the completion of talks with the EU."He will be doing the domestic role. The PM will be completing the last 10 days of negotiations," May's spokesman said.Sterling , which has see-sawed on Brexit news since the referendum, was up half a cent against the dollar at $1.2834 on Friday.-PLOTTERS-Politicians, officials and diplomats in London openly questioned how long May had left as speculation swirled that a leadership challenge could come soon.Under Conservative Party rules, a vote must take place when 48 of her lawmakers submit letters to the party's so-called 1922 committee, chaired by a senior lawmaker, Graham Brady.Influential Brexit-supporting lawmaker Steve Baker said rebels in May's party were close to the threshold which would trigger a confidence vote. So far, at least 21 lawmakers have publicly said they have submitted letters."I think we're probably not far off," said Baker, a key figure in the Brexit-backing wing of May's party. "I think it probably is imminent, yes," he told BBC TV.British political correspondents also reported that Gove, Fox and other pro-Brexit ministers would meet this weekend to amend May's deal. However, both the Irish and Dutch prime ministers said there was little scope to change the proposals.Since winning the top job in the turmoil that followed the 2016 referendum, May's tumultuous premiership has been characterised by an obdurate flair for survival despite frequent crises.CONFIDENCE VOTE-May's de facto deputy, David Lidington, said she would win a vote of no confidence, in which she would need a simple majority of the total votes cast by her lawmakers."If those letters were to go in, I think that she would win any such vote decisively, and she'd deserve to do so," Lidington said in a broadcast clip.If May stayed on in power without a divorce deal that could be approved, the ultimate outcome of Brexit would be uncertain.Other possible scenarios for the United Kingdom include May's deal ultimately winning approval; May losing her job; Britain leaving the bloc with no agreement; or even another referendum.A snap poll by Survation of 1,070 voters for the Daily Mail newspaper found 49 percent of respondents opposed the deal and just 27 percent backed it.To leave the EU on the terms of her deal, May would need to get the backing of about 320 of parliament's 650 lawmakers. The deal is due to be discussed at an EU summit on Nov. 25.By seeking to preserve the closest possible ties with the EU, May has upset her party's many advocates of a clean break, and Northern Ireland's Democratic Unionist Party (DUP), which props up her minority government."They've raised some questions with us, they've raised some concerns with us and yes we are looking at those," May said. "We are still working with the DUP."NIGHTMARE FOR BUSINESS? The EU and Britain need an agreement to keep trade flowing between the world's biggest trading bloc and the United Kingdom, home to the biggest international financial centre.Supporters of Brexit say that while the divorce might bring some short-term instability, in the longer term it will allow the United Kingdom to thrive.May told LBC radio the threat of a no deal Brexit was personal as she is Type 1 diabetic: "I depend on insulin every day. My insulin is produced by a country elsewhere in the European Union."May's spokeswoman said there had been strong business support for her draft deal but British aero-engine maker Rolls-Royce was continuing with its no-deal contingency plans. The plans include "buffer stocks so that we have all the logistical capacity that we need to carry on running our business," said Chief Executive Warren East.Proponents of closer relations with the EU in her own party and the Labour opposition say the deal squanders the advantages of membership for little gain.(Additional reporting by Andrew MacAskill, Andy Bruce, Elizabeth Piper and William James; writing by Michael Holden and Guy Faulconbridge. Grim search for 1,276 missing after deadliest California wildfire-[Reuters]-By Terray Sylvester-YAHOONEWS-November 18, 2018

PARADISE, Calif. (Reuters) - Authorities sifted through the charred wreckage of California's deadliest ever wildfire on Sunday, searching for any signs of the 1,276 people now listed as missing after the Camp Fire tore through the mountain town of Paradise. The remains of 76 people have been recovered so far, 63 of whom have been tentatively identified pending DNA confirmation. Early on Sunday the blaze, which ignited on Nov. 8, was 60 percent contained, officials said, up from 55 percent Saturday.Rain is forecast for the area this week, potentially helping douse the flames but raising the risk of floods and mudslides, adding to the misery of 46,000 people under evacuation orders. Many refugees from the fire have taken up temporary residence with friends and relatives, while others have pitched tents or were camping out of their vehicles. The death toll far surpasses the previous fatality record from a single California wildfire - 29 in the Griffith Park fire of 1933 in Los Angeles - and already ranks among the deadliest U.S. wildfires since the turn of the last century.Eighty-seven people perished in the Big Burn firestorm that swept the Northern Rockies in August 1910. Minnesota's Cloquet Fire in October 1918 killed 450 people. In Paradise, the flames moved so fast that some victims died in their cars in a chaotic evacuation as gridlock formed on the two exit routes out of town. The Butte County Sheriff's Office said the list of the missing is compiled using information received from a special hotline, as well as emails and emergency-911 calls that came in during the first chaotic hours of the blaze.Authorities said some of those listed likely survived but have not yet notified family or officials, either because they lack phone service or were unaware anyone was looking for them.In Paradise, home to nearly 27,000 people before the Camp Fire struck, two forensic anthropologists for the University of Nevada, Reno, were helping firefighters on Saturday sort through the wreckage at a mobile home park for senior citizens.Firefighters peeled back the metal sheet of a collapsed roof as the anthropologists picked up charred bone fragments, sorting them into paper bags.Roger Fielding, chief deputy coroner with the Martin County Sheriff's Office, said each site was treated as a crime scene, with every step of recovery documented with photographs."Our job is to pick up any items that might reflect who this person might be," he said.THOUSANDS OF HOMES DESTROYED-Besides the toll on human life, property losses from the blaze make it the most destructive in California history, posing the additional challenge of providing long-term shelter for many thousands of displaced residents. At the latest count, the Camp Fire had destroyed more than 12,700 homes and other structures, authorities said on Sunday.Up to 4 inches (10 cm) of rain is expected to fall from late Tuesday through Friday in the Sierra foothills, the National Weather Service's Weather Prediction Center said.Rain will also drop on San Francisco, helping to clear the air filled with unhealthy levels of smoke.Patrick Burke, a lead forecaster with the National Weather Service's Weather Prediction Center in College Park, Maryland, said the rain will be a "one-two-punch.""It'll bring much needed relief to the firefighters and to the air quality, but there's a potential for dangerous mudslides wherever vegetation is burned away on slopes and hills," he said.Up to 2 inches of rain is also expected to fall on southern California this week, where the Woolsey Fire claimed at least three lives, Burke said. The Woolsey Fire was 88 percent contained on Sunday, authorities said. Full containment is expected on Thanksgiving Thursday. On Saturday, U.S. President Donald Trump visited Paradise and the scene of the Woolsey Fire.Trump has blamed the recent spate of fires on forest mismanagement, and he said he discussed the issue with California Governor Jerry Brown and Governor-elect Gavin Newsom.Scientists have said the growing frequency and intensity of wildfires in California and elsewhere across the U.S. West are largely attributable to prolonged drought that is symptomatic of climate change. The precise causes of the Camp and Woolsey Fires were under investigation, but electric utilities have reported equipment problems in the vicinity of both blazes around the time they erupted.PG&E Corp has said it could face liability that exceeds its insurance coverage if its equipment were found to have caused the Camp Fire.(Reporting by Terray Sylvester; Additional reporting by Rich McKay in Atlanta and Bernie Woodall in Fort Lauderdale, Florida; Editing by Lisa Shumaker)

One man's tireless search for brother in California fires-[AFP]-YAHOONEWS-Javier TOVAR-November 19, 2018

Paradise (United States) (AFP) - His mouth agape and his hands on his head in disbelief, Jhonathan Clark walks through the charred rubble that was once his home in the California town of Paradise, virtually destroyed by wildfires. It was the first time that Clark was able to survey the devastation himself -- the Camp Fire erupted a week ago, torching a wide swathe of the northern part of the state and leaving at least 63 people dead.More than 600 are still unaccounted for. Clark's brother Maurice, his sister-in-law and their six-year-old son are in that group."This isn't like Maurice just disappearing off the face of the earth and not letting anyone know," Clark, who is 19, told AFP.Relatives of those classified as missing have been asked to provide DNA samples to help with identifying the remains recovered, which are burnt beyond recognition. But Clark cannot even do that. He and Maurice are adopted. In the ashes of the home where they grew up, Clark was hoping to find a sign -- anything that would indicate that his brother was alive."We'll do whatever we can to find him dead or alive because that's what Clarks do -- we look after each other," he said, while admitting: "My dad is starting to lose hope a little bit."Clark and his girlfriend have a four-month-old daughter. They are lucky to be alive. The flames effectively wiped Paradise, in the foothills of the Sierra Nevada mountains, off the map.It is believed the victims were unable to flee the fast-moving blaze or were trapped in their cars as they attempted to escape the inferno.- Getting back on his feet -Maurice -- who is tall, black and in his early 20s -- was just starting to get his life back on track, his brother recounts.Moe, as his friends and family call him, had done time in prison -- more than once -- and was living in homeless shelters before coming home to Paradise, where he moved back in with his family. He started working for his brother, who has a job in landscaping -- tree removal and weed clearing."He showed me how to work like a man," Clark says of his brother, fighting to hold back tears, though his reddened eyes gave him away. The last time the siblings spoke was a week before the fire, but Clark says neighbors have told him that they saw Maurice on the day the blaze erupted in a shop in one of the hardest-hit areas.Others said they saw Maurice afterwards in Yuba, a neighboring city, but that information turned out to be false.Despite the emotional ups and downs, and the fading likelihood of good news, Clark is trying not to lose hope."I'm still going to keep on looking and hope for the best," he says. "I just hate to think that he's one of the fatalities."But so far, the silence is deafening.- 'Cowboy without a horse' -The first thing that Clark found on the family property was his dead horse Jadis, which he was unable to save when he and his relatives evacuated."Hope you went quick. That's all I can say. I hope you went quick," says Clark of the mare. He now calls himself a "cowboy without a horse."The remains of the home sketch a faint outline of a happier past: the charred ruins of the stove and the washer/dryer. The iron frame of his parents' bed and a desk are still standing."My god, there are no words," he said. "It's hard to see everything that you've grown up around gone in a matter of just hours. The whole entire town got swept through in no time at all."Clark uses his cowboy boot to break a window pane: it was one of the only things left of his bedroom. Looking at a pile of ashes, he says he believes they were his books. His mother home-schooled him and his brother. Some tools are strewn on the ground of what was a garage. There is also a metal skeleton of a tractor -- the family had bought it just three days before the blaze.A burned-out car also remains -- it's a 1975 Mustang that Clark's father, a 74-year-old retired mechanic, always planned to restore. It was one of those projects that was on the to-do list for years. Now, it's too late. After working with trees for a few years, Clark knew enough to try to prepare the family home for the flames, but the pine trees went up quickly."With the fire this hot and that came through this quick, there was just no chance," he said.On the day of the fire, he warned his girlfriend's family, who lived next door, and other neighbors to flee as soon as possible. But he knows that many stayed behind and died. And he knows that his brother may be one of those who did not make it out.Clark was evacuated to nearby Chico. He says he will one day rebuild his home and help his neighbors, but for now, his only concern is getting some news about his loved ones -- and offering Jadis a final burial. He uses a tarp from a boat to cover the mare."She was a good horse -- stubborn, but good," he said.

Court orders White House to return CNN’s Jim Acosta’s credential-Federal judge, a Trump appointee, rules journalist will suffer ‘irreparable harm’ from the decision to bar him-By Jessica Gresko and MICHAEL BALSAMO-TOI-NOV 16,18

WASHINGTON (AP) — A federal judge ordered the Trump administration on Friday to immediately return the White House press credentials of CNN reporter Jim Acosta, saying Acosta suffered “irreparable harm” from the decision to bar him.US District Court Judge Timothy Kelly, an appointee of President Donald Trump, announced his decision following a hearing. The judge said Acosta’s credentials would be returned immediately and reactivated to allow him access to the White House.CNN had asked the judge to force the White House to return the credentials that give Acosta, CNN’s chief White House correspondent, access to the White House complex for press briefings and other events. The judge granted CNN’s request for a temporary restraining order. A lawsuit that CNN brought against the Trump administration over the issue is continuing. The White House revoked Acosta’s credentials after he and Trump tangled during a press conference last week. The judge said the government could not say who initially decided to revoke Acosta’s hard pass. The White House had spelled out its reasons for revoking his credentials in a tweet from White House Press Secretary Sarah Huckabee Sanders and in a statement after CNN filed its lawsuit. But the judge said those “belated efforts were hardly sufficient to satisfy due process.”The judge also found that Acosta suffered “irreparable harm,” dismissing the government’s argument that CNN could simply send other reporters to cover the White House in Acosta’s place. The suit by CNN alleges that Acosta’s First and Fifth Amendment rights were violated by suspending his hard pass. While the judge didn’t rule on the underlying case, he signaled they were likely to prevail in their claims. The judge told attorneys to file additional court papers in the case by Monday.“Let’s go back to work!” Acosta said outside the courthouse after the ruling.Trump has made his dislike of CNN clear since before he took office and continuing into his presidency. He has described the network as “fake news” both on Twitter and in public comments. At last week’s press conference, which followed the midterm elections, Trump was taking questions from reporters and called on Acosta, who asked about Trump’s statements about a caravan of migrants making its way to the US-Mexico border. After a terse exchange, Trump told Acosta, “That’s enough,” several times while calling on another reporter.Acosta attempted to ask another question about special counsel Robert Mueller’s Russia investigation and initially declined to give up a hand-held microphone to a White House intern. Trump responded to Acosta by saying he wasn’t concerned about the investigation, calling it a “hoax,” and then criticized Acosta, calling him a “rude, terrible person.”The White House pulled Acosta’s credentials hours later. The White House explanations for why it seized Acosta’s credentials have shifted over the last week.Sanders initially explained the decision by accusing Acosta of making improper physical contact with the intern seeking to grab the microphone. But that rationale disappeared after witnesses backed Acosta’s account that he was just trying to keep the microphone, and Sanders distributed a doctored video that made it appear Acosta was more aggressive than he actually was. On Tuesday, Sanders accused Acosta of being unprofessional by trying to dominate the questioning at the news conference.

2 arrested in Argentina for suspected ties to Hezbollah, possession of weapons-Security minister says the men were caught with a small arsenal of weapons, ‘credentials in Arabic and an image of the Hezbollah flag’-By TOI staff and Agencies-NOV 20,18

Two Argentine citizens with suspected ties to the Hezbollah terrorist group were arrested Thursday, the security minister said in a statement.Police said that in the course of the investigation, they had discovered evidence of foreign travel “along with credentials in Arabic and an image of the Hezbollah flag,” the Reuters news agency reported. No further details were given on the credentials or travel. The two men, aged 23 and 25, were arrested at a Buenos Aires residence, and were also found to be in possession of a “small arsenal” including a rifle, a shotgun and a number of handguns.US President Donald Trump, Russian President Vladimir Putin and other leaders are expected to attend the G20 summit in Buenos Aires, Nov. 30-Dec 1.A G20 summit coordinator, Hernan Lombardi, said Thursday that security for the gathering was at maximum alert.A Hezbollah suicide bomber carried out the 1994 attack on the AMIA Jewish center in Buenos Aires. The attack, orchestrated by Iran, killed 85.Earlier this year the Argentine government targeted a Hezbollah fundraising network in the northern Triple Frontier with Brazil and Paraguay.

Palestinian indicted for planning attacks on right-wing activists-West Bank resident accused of plotting with Gaza man to kill Daniella Weiss and Moshe Zar-By TOI staff and Jacob Magid-NOV 20,18

Military prosecutors have charged a resident of the West Bank city of Qalqilya with conspiring to murder two right-wing Israeli activists, the IDF said Friday.According to the statement released by the military, Amid Ayoub Fawzi Zamari contacted a Gaza resident in July and sent him identifying details about Daniella Weiss and Moshe Zar in order for him to carry out a terror attack against the two.Zamari is alleged to have watched and photographed Zar’s home, and the entrance to the settlement in which Weiss lives.Zamari is also accused of carrying out reconnaissance activities at a Jewish religious site in the West Bank, with the aim of planting an explosive charge, but was unable to carry out his plans due to his detention by security forces.Military prosecutors have requested that Zamari be detained until the end of proceedings.Weiss praised the security forces who discovered the plot.“It does not frighten me, but it is new to me,” she said in a statement. “I am encouraged by the state and by the security forces who investigated this incident and discovered the concrete threats. When I heard about it, I thought more about how professionally the state was working, rather than about myself.”Weiss is a right-wing activist and former mayor of the settlement of Kedumim. A public supporter of the notorious hilltop youth who live in West Bank outposts, Weiss has in the past been arrested on a number of occasions for assaulting police officers. In 2015, Weiss said President Reuven Rivlin should not heed death threats against him, since he is “not nearly important enough” to merit a political assassination.Zar is a settler leader in the northern West Bank. A former member of The Jewish Underground, Zar is involved in the purchase of land for the establishment of new settlements.

Migrants in Tijuana feel squeeze from both sides of U.S. border-[Reuters]-YAHOONEWS-By Lizbeth Diaz-November 20, 2018

TIJUANA, Mexico (Reuters) - Central American migrants on Mexico's northern border are coming under pressure from two sides as the Trump administration blocks asylum to anyone entering the United States illegally, while local politicians question whether they should be in Mexico.U.S. President Donald Trump has sent almost 6,000 troops to fortify the U.S-Mexico border, and has threatened to close the frontier entirely to keep out the migrants. In addition, an order issued by Trump means migrants must now present themselves at U.S. ports of entry, such as the Mexican border city of Tijuana, to have any chance of qualifying for refugee status. The order came into effect on Saturday.City authorities say around 2,000 migrants are now in Tijuana, where some residents have not taken kindly to the arrival of the Central Americans, many of whom set out from Honduras a month ago to escape violence and poverty.More are expected to arrive this weekend.Tijuana mayor Juan Manuel Gastelum criticized the recent arrivals, describing some as "bums." He said a consultation would be held on whether the city, which lies some 17 miles (27 km) across the border from San Diego, California, should have to continue receiving the migrants. In an interview with Milenio television, Gastelum complained that migrants had been hostile to local authorities and that the federal government had failed to control its southern border when the caravan of people began entering Mexico on Oct. 19."Tijuana is now in a serious predicament," he said late on Thursday, noting that road blocks could be considered to stop more migrants from getting into the city. "It's not fair."With many relatives living in the United States, Mexicans have traditionally shown support for migrants. However, a recent survey by polling firm Consulta Mitofsky showed just over a third of Mexicans wanted the migrants to be sent home. Some of the Central Americans now clustered in the city's streets and migrant shelters were unsure what the future held.Exhausted, and stretched out on the floor of a migrant shelter, Honduran Alejandro Martinez said he did not have an alternative plan if the United States turned him away."I haven't thought about what I'll do if they don't let me in. I'm going with faith in God that everything will turn out fine," the 24-year-old Martinez said. Many migrants Reuters spoke to in the shelters were unaware of the U.S. government attempts to deter them and said they were determined to forge ahead however they could.Others are opting to stay in Mexico, which is processing 2,600 asylum requests from migrants in the caravan, the government said on Thursday.Remaining in Mexico could be an option if the United States rejects him, said Erick Cortes, a 28-year-old construction worker, who said he fled gang threats in Honduras."It could be Mexico, it could be another country. But return to Honduras? Never," he said. "I want to work so my family can get out of the hell they're in."(Reporting by Lizbeth Diaz; Writing by Daina Beth Solomon; Editing by Dave Graham and Rosalba O'Brien)

An Israeli army officer who was seriously wounded during Sunday’s botched undercover operation in the Gaza Strip was released from hospital Friday and will begin rehabilitation work in the coming days. The officer was badly hurt during exchanges of fire between Israeli special forces and Hamas gunmen near Khan Younis. Another officer, identified only as Lt. Col. “Mem,” was killed during the operation. Most details of the raid, including the identity of the officer who was killed, remained subject to a military censor and could not be published. The raid led on Monday and Tuesday to an unprecedented barrage of rockets and mortar shells from the Strip that brought the region to the brink of another war.Dr. George Greenbarg, head of the Vascular Surgery department at Beersheba’s Soroka Medical Center, said: “After initial treatment at the scene and on the helicopter, the soldier was taken to the hospital, suffering from a gunshot wound.“After stabilizing him…he was rushed to surgery where we conducted complex surgical procedures. After remaining at intensive care he recovered and was moved for ongoing treatment at the Vascular Surgery department. Today he was released in good condition for rehabilitation.”On Sunday night, the special forces unit traveled several kilometers into the Gaza Strip.  At some point during the operation, the troops clashed with local Hamas fighters, killing a senior commander and six other gunmen. The IDF unit called in aerial support — aircraft to bomb the surrounding area — and made its away out of the Gaza Strip. Beyond “Mem” and the wounded officer, no other Israeli troops were hurt.By Monday the wounded soldier had regained consciousness and was said to not be in life-threatening danger. After he regained consciousness, his wife and children were allowed to see him for a short time. His mother, who was also at the hospital intensive care unit where he is being treated, told Hadashot news Monday of her relief that he was still alive.“I pray that my son recovers as soon as possible,” she said. “It is a miracle that I got him back alive. I couldn’t bear to see his children, my grandchildren, crying. It was hard. I left the room.”Education Minister Naftali Bennett also paid a visit to the officer at the hospital and declared that the deceased soldier and his wounded comrade were “national heroes.”“I send my deepest condolences to the family of Lt. Col. Mem, and wish a speedy recovery to those wounded,” Bennett said. The wounded officer’s brother told Hadashot news: “The whole family and I are praying for his health. “We believe God is watching over him. We want to thank all the people who are interested in his welfare.”Following the operation over 460 rockets and mortar shells were fired at southern Israel over the course of around 24 hours. The Iron Dome missile defense system intercepted over 100 of them. Most of the rest landed in open fields, but dozens landed inside Israeli cities and towns, killing one person, injuring dozens and causing significant property damage. In response, the Israeli military said it targeted approximately 160 sites in the Gaza Strip connected to the Hamas and Palestinian Islamic Jihad terror groups, including four facilities that the army designated as “key strategic assets.”The fighting ended on Tuesday after a Hamas-announced ceasefire took effect, though this was not officially confirmed by Israel. The decision to halt attacks on Gaza was criticized by many in Israel and was cited by Avigdor Liberman in his decision Wednesday to resign as defense minister, a move expected to bring early elections for the Knesset.

Palestinian shunned for selling land to Jews to be buried in Jewish cemetery-Mufti rules East Jerusalem resident Alah Kirsh, killed in Route 90 crash that claimed lives of 5 others last week, is ‘not a member of the Muslim nation’-By JTA-TOI-NOV 19,18

A chief rabbi of Jerusalem allowed a Palestinian man to be buried in a Jewish cemetery following his body’s exclusion by imams over his sale of real estate to Jews.Aryeh Stern, the Ashkenazi chief rabbi of Israel’s capital, this week ruled that Alah Kirsh may be buried at a Jewish cemetery as an exception because he was a “righteous gentile,” the Ynet new site reported Friday.Kirsh was killed along with five other people in a traffic accident on November 4. His family sought to bury his body at a Muslim cemetery in East Jerusalem but the imams there turned them away because he had been accused of selling real estate in that part of the capital to Jews several years ago. Family members were not allowed to bring Kirsh’s body to the Al-Aqsa Mosque and were forbidden to pitch a mourner’s tent and receive guests there, as is the Muslim custom.Ekrima Sa’id Sabri, the Grand Mufti of Jerusalem, cited a 1935 fatwa, or religious Muslim edict, issued by his predecessor, Amin al-Husseini.A publicly anti-Semitic leader of Arab Israelis and ally of Nazi Germany, al-Husseini wrote that year that “anyone who sells a home or land to Jews will not receive a Muslim burial.” Basing a new fatwa on the old one, Sabri wrote: “Whoever sells to the Jews in Jerusalem is not a member of the Muslim nation. We will not accept his repentance and he will not be buried in the Muslim cemetery.”Kirsh’s body was placed temporarily outside a Muslim cemetery in Nabi Salih, a village near Ramallah. Stern ruled that he may be buried at a section of the Jewish cemetery at Har HaMenuchot reserved for people without religion.“Since the Muslims will not bury him, we must correct the distortion of justice, that results in unjust humiliation of a man whose only sin was being prepared to sell land to Jews,” Stern wrote. “It is incumbent on us to honor a righteous gentile, and in this case a person who showed good will and was willing to take risks for the Jewish settlement.”The case was brought to Stern’s attention by Im Tirtzu, an Israeli right-wing advocacy group.

PM recalls 'historic mistake' that gave left victory in 1992-Israel heads toward elections as Jewish Home says it will leave coalition-Netanyahu says he will still try to ‘preserve right-wing government,’ but Jewish Home says elections now inevitable after PM rejects Bennett’s demand he be made defense minister-By Raoul Wootliff-TOI-NOV 19,18

The Jewish Home will leave the coalition, bringing down the government and forcing new elections, senior sources in the Orthodox-nationalist party told The Times of Israel Friday. The Jewish Home party’s decision came after Prime Minister Benjamin Netanyahu rejected Jewish Home leader Naftali Bennett’s demand to be made defense minister in a Friday afternoon meeting between the two.The sources said a date for elections had not been agreed upon. Elections are formally set for November 2019, but it is now expected they will be held between March and May, with Netanyahu pushing for a later date and other parties seeking an earlier one.Netanyahu said in a statement, however, that he would continue to try to preserve the right-wing coalition. He also made a series of telephone calls to coalition chiefs telling them there was no reason to dismantle the coalition at this stage.Netanyahu “stressed the importance of making every effort to preserve the right-wing government and not to repeat the historical mistake of 1992 when the right-wing government was overthrown, the left came into power and brought the Oslo disaster to the State of Israel,” according to the Prime Minister’s Office.Netanyahu also told Bennett that “the rumors that a decision to go to elections had been made were incorrect,” the statement said.According to a Jewish Home source, however, “It became clear that in light of the resolute position of Kulanu Chairman, Minister Kahlon [who has called for early elections], there was a need to go to elections as soon as possible with no possibility of continuing the current government.”“On Sunday, the date of the elections will be coordinated between the heads of the coalition parties.”Bennett said Thursday he had asked Netanyahu for the portfolio after Avigdor Liberman resigned the post on Wednesday. The party said this was an “ultimatum” for it to stay in the government.By pulling his Yisrael Beytenu party out of the coalition, Liberman left the government with a narrow majority, with just 61 out of the 120 Knesset seats. The religious nationalist Jewish Home party then quickly declared it would topple the government if its leader Bennett is not given the defense portfolio. With no Jewish Home, the coalition would go down from 61 seats to just 53. The government must have the backing of at least half of the 120 seat Knesset to survive no-confidence motions. While in theory Netanyahu could bring another party into the coalition instead of Jewish Home, all opposition parties have declared their intention to run against him and the possibility of them joining is highly unlikely.Bennett has long criticized the Netanyahu government’s reluctance to respond more forcefully to Gaza rocket attacks, and has advocated ground incursions into the Gaza Strip. Liberman, quitting the government, said he was doing so to protest Israel’s acceptance of an informal truce Tuesday that put a halt to the latest Hamas-Israel escalation in which Hamas fired over 400 rockets into Israel.Netanyahu said in his statement after the meeting that he had told Bennett of his intention to keep the defense portfolio “in the light of the critical challenges currently facing the State of Israel.”The prime minister appeared to present the possibility of keeping his government together, saying in his statement that he would meet with coalition leaders early next week and hoped they would “act responsibly and not to make a historic mistake in overthrowing a right-wing government.”He is reportedly set to meet separately with Kulanu’s Kahlon on Sunday. But the Jewish Home sources said it was too late and that the rejection of the party’s demand to be given the defense portfolio meant elections were inevitable.

EU states offer Britain 'ambitious' ties after Brexit, but no frictionless trade-[Reuters]-YAHOONEWS-By Jan Strupczewski and Francesco Guarascio-November 19, 2018

BRUSSELS (Reuters) - European Union states said on Friday that they wanted an "ambitious" future relationship with Britain but that this would not mean frictionless trade, as they met to prepare a text by Nov 25 to accompany the draft Brexit deal.In London, Prime Minister Theresa May was fighting to save the withdrawal agreement she agreed on with the EU earlier this week, after resignations in her cabinet and with a potential challenge to her Tory party leadership hanging over her.In Brussels, envoys from the 27 other EU member states met to work on a political declaration on future EU-UK relations that would form a package with the Brexit deal.EU heads will gather in the Belgian capital on Nov 25 to rubber-stamp both documents, barring British political turmoil sinking the deal - or May herself - by then. Aware of the risks, however, the EU is also not ignoring contingency preparations for a no-deal Brexit.Full-on negotiations on the future ties between the world's biggest trading bloc and one of its biggest economies will only start after Britain leaves the EU on March 29, 2019.Diplomats and officials involved in the Brussels meeting told Reuters that the EU states took turns listing their opinions of what the outline they are now working on should include."In the future, everybody wants to have a close partnership with the UK, but there cannot be frictionless trade," one person said after the closed-door meeting."You can strive toward as little friction as possible and everybody is willing to abolish unnecessary hurdles. But at the same time there must be a difference between a third country and a member state."While countries like Germany, Ireland and Portugal wanted the text to ring positive, France, Belgium and Spain wanted to stress the EU's single market integrity."There was discussion on how to get the wording right between offering an ambitious relationship but making clear frictionless trade was impossible," another person said.Paris leads a group of EU states seeking stronger guarantees that they can get access to Britain's rich fishing waters after Brexit.EU envoys stressed the need to ensure a level-playing field in future trade and sought to include articles on coordination with Britain after Brexit on issues ranging from social security to aviation to development. On areas where they do not agree, they plan to leave things open until the actual negotiations with Britain begin, EU officials said, stressing that the 27 states were on track to agree a joint approach for Nov 25."The tone of the meeting was that they want it done, (to) get the ball over the line," the first diplomat said.(Additional reporting by Alastair Macdonald and Gabriela Baczynska, Writing by Gabriela Baczynska; Editing by Hugh Lawson)

North Korea deports American even as it boasts of new weapon-[Associated Press]-YAHOONEWS-HYUNG-JIN KIM and KIM TONG-HYUNG-November 19, 2018

SEOUL, South Korea (AP) — North Korea on Friday said it will deport an American citizen it detained for illegal entrance, an apparent concession to the United States that came even as it announced the test of a newly developed but unspecified "ultramodern" weapon that will be seen as a pressuring tactic by Washington. The two whiplash announcements, which seemed aimed at both appeasing and annoying Washington, suggest North Korea wants to keep alive dialogue with the United States even as it struggles to express its frustration at stalled nuclear diplomacy.North Korea in the past has held arrested American citizens for an extended period before high-profile U.S. figures travelled to Pyongyang to secure their freedom. Last year, American university student Otto Warmbier died days after he was released in a coma from North Korea after 17 months in captivity. On Friday, the Korean Central News Agency said American national Bruce Byron Lowrance was detained on Oct. 16 for illegally entering the country from China. It said he told investigators that he was under the "manipulation" of the U.S. Central Intelligence Agency. It was not clear if the North's spelling of the man's name was correct, and past reports from Pyongyang have contained incorrect spellings.A short KCNA dispatch said North Korea decided to deport him but did not say why and when. The North's decision matches its general push for engagement and diplomacy with the United States this year after a string of weapons tests in 2017, and a furious U.S. response, had some fearing war on the Korean Peninsula. In May, North Korea released three American detainees in a goodwill gesture weeks ahead of leader Kim Jong Un's June 12 summit with President Donald Trump in Singapore. The three Americans returned home on a flight with U.S. Secretary of State Mike Pompeo. Weeks after the summit, North Korea returned the remains of dozens of presumed U.S. soldiers killed during the 1950-53 Korean War.The United States, South Korea and others have previously accused North Korea of using foreign detainees to wrest diplomatic concessions. Some foreigners have said after their release that their declarations of guilt had been coerced while in North Korean custody. Warmbier and other previous American detainees in the North were imprisoned over a variety of alleged crimes, including subversion, anti-state activities and spying. The latest detained American is likely a man that South Korea deported last year, according to South Korean police. In November 2017, a 58-year-old man from Louisiana was caught in South Korea after spending two nights in the woods in a civilian-restricted area near the border with North Korea. The name written in his passport was Lowrance Bruce Byron, said police officers at Gyeonggi Bukbu Provincial Police Agency. Before his deportation, the man told interrogators that he "knows lots of people in the Trump administration so that he wants to work as a bridge between the United States and North Korea to help improve their ties worsened by Warmbier's death," said one of the police officers who investigated the man. He requested anonymity citing department rules. The U.S. State Department said Friday it was "aware of reports of the release of a U.S. citizen who had been detained by the DPRK," referring to the North by an acronym for its formal name, the Democratic People's Republic of Korea. The department said it appreciates North Korean cooperation with the Swedish Embassy in Pyongyang, which handles consular issues for Americans in North Korea as the U.S. doesn't have a diplomatic presence there. "We have no further information to share due to privacy considerations," the department added.Earlier Friday, KCNA said Kim observed the successful test of an unspecified "newly developed ultramodern tactical weapon," though it didn't describe what the weapon was.It didn't appear to be a test of a nuclear device or a long-range missile with the potential to target the United States. A string of such tests last year pushed always uncomfortable ties on the peninsula to unusually high tension before the North turned to engagement and diplomacy.Still, any mention of weapons testing could influence the direction of stalled diplomatic efforts spearheaded by Washington and aimed at ridding the North of its nuclear weapons.Experts say the weapon test was likely an expression of anger by North Korea at U.S.-led international sanctions and ongoing small-scale military drills between South Korea and the United States. It's the first publicly known field inspection of a weapons test by Kim since he observed the testing of the Hwasong-15 intercontinental ballistic missile in November of last year, according to South Korea's Unification Ministry."It's North Korea-style coercive diplomacy. North Korea is saying 'If you don't listen to us, you will face political burdens,'" said analyst Shin Beomchul of Seoul's Asan Institute for Policy Studies.Earlier this month, North Korea's Foreign Ministry warned it could bring back its policy of bolstering its nuclear arsenal if it doesn't receive sanctions relief.Shin said the weapon North Korea tested could be a missile, artillery, an anti-air gun, a drone or other high-tech conventional weapons systems. Yang Wook, a Seoul-based military expert, said a "tactical weapon" in North Korea refers to "a weapon aimed at striking South Korea including U.S. military bases" there, so the North may have tested a short-range missile or a multiple rocket launch system.Diplomacy has stalled since the Singapore summit, with Washington pushing for more action on nuclear disarmament and the North insisting that the U.S. first approve a peace declaration formally ending the Korean War and lift sanctions. But Friday's report from the North was noticeably less belligerent than past announcements of weapons tests, and didn't focus on North Korean claims of U.S. and South Korean hostility. Yang said the latest North Korean test won't completely break down nuclear diplomacy, though more questions would be raised about how sincere the North is about its commitment to denuclearization.U.S. Vice President Mike Pence, attending a Southeast Asian summit in Singapore, cited the "great progress" made on North Korea but said more had to be done.A year and a half ago, "nuclear tests were taking place, missiles were flying over Japan and there were threats and propagations against our nation and nations in the region," Pence said. "Today, no more missiles are flying, no more nuclear tests, our hostages have come home, and North Korea has begun anew to return fallen American heroes from the Korean War to our soil. We made great progress but there's more work to be done."Pence stressed that U.N. sanctions had to remain enforced. The North said the test took place at the Academy of National Defense Science and that Kim couldn't suppress his "passionate joy" at its success. He was described as "so excited to say that another great work was done by the defense scientists and munitions industrial workers to increase the defense capability of the country."Last year's string of increasingly powerful weapons tests, many experts believe, put the North on the brink of a viable arsenal of nuclear-tipped missiles that can target anywhere in the mainland United States.__Associated Press writer Foster Klug in Seoul, Annabelle Liang in Singapore and Matthew Pennington in Washington contributed to this report.

Republican Scott wins Florida U.S. Senate seat after manual recount-[Reuters]-YAHOONEWS-By Bernie Woodall-November 18, 2018

(Reuters) - Florida's outgoing governor, Republican Rick Scott, was declared the winner of the state's hard-fought U.S. Senate race on Sunday, following a manual recount of ballots in the tight contest against three-term Democratic incumbent Bill Nelson. In the recount of the Nov. 6 election, Scott won by 10,033 votes out of 8.19 million cast statewide, Florida elections officials said on Sunday. Scott took 50.05 percent, compared with 49.93 percent for Nelson, the officials added.Nelson, first elected to the Senate in 2000, became the latest incumbent Democratic senator toppled in the midterm congressional election in which President Donald Trump's fellow Republicans expanded their majority in the Senate but lost control of the House of Representatives.Other incumbent Democratic senators defeated in the election include Joe Donnelly in Indiana, Heidi Heitkamp in North Dakota and Claire McCaskill in Missouri.Scenes of thousands of people across the state reviewing ballots during the recount process had brought back memories of Florida's 2000 presidential recount, which ended only after the U.S. Supreme Court stepped in, effectively handing the presidency to Republican George W. Bush."I just spoke with Senator Bill Nelson, who graciously conceded, and I thanked him for his years of public service," Scott said in an emailed statement. The statement ended, "Let's get to work."Nelson's office said he will issue a statement later on Sunday.Scott, who was prevented by state law from running for a third term as governor, emerged from the vote with a lead of less than 0.5 percentage points, which prompted a recount of the ballots. Republicans including Trump made allegations, without offering evidence, that the process was marred by fraud. The battle between Nelson and Scott and the race to replace Scott as governor both were closely watched contests in which Democrats had hoped to topple Republicans. On Saturday, Democrat Andrew Gillum conceded to Republican rival Ron DeSantis, an ally of Trump, in the governor's race, which also went to a recount.Scott, 65, entered politics from the business world, having amassed a personal fortune as a healthcare executive. He dipped into his wealth to help finance his campaigns, winning the governorship in 2010 and 2014 by about 1 percent of the vote.Nelson, 76, has been a fixture in Florida politics since he won a seat in the state legislature in 1972. He then served in the U.S. House of Representatives and has held state Cabinet posts.(Reporting by Bernie Woodall in Fort Lauderdale, Florida; Editing by Will Dunham and Chris Reese)

Abrams admits defeat in hard-fought Georgia governor race-[Reuters]-YAHOONEWS-By Andy Sullivan and Letitia Stein-November 17, 2018

(Reuters) - Georgia Democrat Stacey Abrams admitted defeat in her effort to become the first black female U.S. governor on Friday, but said she planned to sue the state over voting problems and "gross mismanagement" of the election.Abrams' announcement effectively hands victory to Republican Brian Kemp in a bitter race that has drawn national attention both for her historic campaign and for Kemp's role as the state's top election administrator.Abrams accused Kemp of using his position as Georgia Secretary of State to interfere with the vote - an allegation he has strongly denied."To watch an elected official who claims to represent the people in this state baldly pin his hopes for election on the suppression of the people’s democratic right to vote has been truly appalling," Abrams told supporters in Atlanta."So let’s be clear: This is not a speech of concession, because concession means to acknowledge an action as right, true or proper," she said.State officials were expected to certify Kemp as the winner as soon as Friday night."The election is over and hardworking Georgians are ready to move forward," Kemp said on Twitter. "We can no longer dwell on the divisive politics of the past but must focus on Georgia’s bright and promising future."Kemp, 55, resigned his post as Secretary of State after the Nov. 6 election and did not oversee the final ballot review.Abrams, 44, had considered a court challenge to force a runoff, which is allowed by state law if neither candidate gets a majority of the vote. Initial results showed Kemp just over that threshold.Instead, she said she would sue the state for what she called "gross mismanagement of this election" and to protect future elections. She said she would start a new organization, Fair Fight Georgia, to advocate for voting rights.Voters in Georgia reported long lines at polling places as aging technology was swamped by the volume of people seeking to cast ballots. Prior to election day, groups has sued to prevent Kemp from throwing out more than 50,000 voter-registration forms that had been put on hold because personal information did not exactly match state databases. The lawsuit alleged that the "exact match" law disproportionately affected black voters.RECOUNT IN FLORIDA-Abrams's announcement comes as several other races across the country remain unresolved. In neighboring Florida, election officials were slogging through a hand recount of ballots to determine who won a hard-fought U.S. Senate contest.Outgoing Republican Governor Rick Scott held a narrow lead over incumbent Democrat Bill Nelson after an electronic recount was completed on Thursday. Officials have until noon on Sunday to tally any votes missed by electronic voting machines.Scott's campaign has called on Nelson to drop out, saying it was mathematically impossible to make up the difference of about 12,600 votes, 0.15 percent of the more than 8 million ballots cast. Nelson's lawyer, Marc Elias, has said he expects Scott's lead to ultimately disappear as the recount continues. On Friday, a federal judge rejected one of the limited paths to carry Nelson’s chances forward. U.S. District Judge Mark Walker in Tallahassee denied an appeal by Nelson’s supporters to allow mail-in ballots that arrived after the state deadline to be counted. In another tight Florida contest, Republican Ron DeSantis appeared to secure the governor's seat over Democrat Andrew Gillum after the electronic recount showed DeSantis with a 0.4 percentage point lead, outside the threshold to trigger a hand recount. The state is scheduled to certify results on Tuesday.Scenes of thousands of people across the state reviewing ballots brought back memories of Florida's 2000 presidential recount, which ended only after the U.S. Supreme Court stepped in, effectively handing the presidency to Republican George W. Bush. The result of the Nelson-Scott race will not change the balance of power in the Senate, where Republicans extended their lead in the Nov. 6 midterm vote, while Democrats took a majority in the House of Representatives.Along with the unresolved Florida senate race, Republican Senator Cindy Hyde-Smith of Mississippi is headed to a Nov. 27 runoff against Democrat Mike Espy after neither candidate secured a majority of the vote in a four-way race.About 10 seats in the U.S. House of Representatives remain up in the air.(Additional reporting by Eric Beech and Mohammad Zargham in Washington; editing by Scott Malone, Bernadette Baum and Tom Brown)

Hand recount ordered in Florida's divisive U.S. Senate race-[Reuters]-YAHOONEWS-By Letitia Stein-November 17, 2018

TAMPA, Fla. (Reuters) - Florida election officials on Thursday ordered a hand recount of ballots in the closely fought U.S. Senate race between Democratic incumbent Bill Nelson and his Republican challenger, Governor Rick Scott, after a machine recount showed them divided by a razor-thin margin. But in another tight contest, Republican Ron DeSantis appeared to secure the Florida governor's seat against Democrat Andrew Gillum when the electronic recount showed DeSantis with an 0.41 percentage point lead, outside the threshold to trigger further recount.Under state law, the Florida Department of State must trigger a manual recount if an electronic recount of ballots finds a margin of victory less than 0.25 percent.Gillum, who initially conceded on election night but then reversed course, signaled that he had not yet given up."A vote denied is justice denied — the State of Florida must count every legally cast vote," Gillum said in a statement after the machine recount concluded. In the Senate race, Nelson trailed Scott by about 12,600 votes, or 0.15 percent of the more than 8 million ballots cast following an electronic recount of ballots in the Nov. 6 election, the state said. The electronic recount suffered glitches as liberal-leaning Palm Beach County failed to complete the process by Thursday's deadline due to machine problems. Nelson's team said it had filed a lawsuit seeking a hand recount of all ballots in the county. In the next stage of the recount, Florida counties face a deadline of noon E.T. on Sunday to submit their election results - including a manual recount of undervotes or overvotes, cases where the machine that reviewed the ballot concluded a voter had skipped a contest or marked more than one selection. If the voter's intentions are clear on review by a person, the ballot could be counted.Overall control of the U.S. Senate is not at stake in the Florida race. President Donald Trump's fellow Republicans held their majority in the chamber while Democrats took a majority in the House of Representatives. But both the Senate and governor's races were closely scrutinized as Florida is traditionally a key swing state in presidential elections.Florida's close races and legal disputes over the validity of votes have stirred memories of the 2000 U.S. presidential election, when the U.S. Supreme Court stopped an ongoing recount in the state and sent George W. Bush to the White House. The Scott campaign called on Nelson to concede. "Last week, Florida voters elected me as their next U.S. Senator and now the ballots have been counted twice," Scott said in a statement. But Nelson attorney Marc Elias said he expected the margin between the two candidates to shrink and "ultimately disappear entirely."U.S. District Judge Mark Walker in Tallahassee, Florida, separately ordered election authorities to allow voters a chance to fix signature issues on an estimated 5,000 ballots that were rejected by officials. A Georgia federal judge issued a similar ruling as that state worked to resolve a close governor's race.Along with the hand recount, Nelson's supporters have asked the court to allow mail-in ballots to count if they were postmarked before the election yet arrived too late. The Democrats' majority in the new House expanded by another seat on Thursday when the Maine Secretary of State's office declared Jared Golden the winner of a race against incumbent Republican Representative Bruce Poliquin. That race represented an early test of a new state ranked-choice voting system, designed to prevent candidates in races with three or more contenders from winning office without majority support.'LAUGHING STOCK'-Walker grew testy during a series of Thursday hearings about lawsuits over the recounts, voicing frustration uneven recount progress in different counties and also the Florida legislature's response to historic election problems."We have been the laughing stock of the world election after election," Walker said. "But we've still chosen not to fix this."Separately, a federal judge in Georgia on Wednesday ordered state election officials to count some previously rejected ballots in that state's governor's race, where ballots are still being tallied but Republican former Secretary of State Brian Kemp has declared victory over Democrat Stacey Abrams. This year's campaigns went down as the most expensive midterm elections in U.S. history, with some $5.25 billion spent on advertising, up 78 percent from the last midterm elections in 2014, according to a Kantar Media analysis released on Thursday. Spending was 20 percent higher than the 2016 presidential election.(Reporting by Letitia Stein, writing by Scott Malone; Editing by Cynthia Osterman)

(Reuters) - Forensic recovery teams searched for more victims in the charred wreckage of the northern California town of Paradise on Saturday as the number of people listed as missing in the state's deadliest wildfire topped 1,000.President Donald Trump visited the devastated small community in the Sierra foothills, 175 miles (280 km) north of San Francisco, where authorities say the remains of at least 71 people have been recovered.Paradise was home to nearly 27,000 residents before it was largely incinerated by the blaze on the night of Nov. 8."Nobody could have thought this would ever happen," Trump told reporters amid the charred wreckage of the town's Skyway Villa Mobile Home and RV Park."This is very sad to see. As far as the lives are concerned, nobody knows quite yet," Trump said. "Right now we want to take care of the people who have been so badly hurt."Trump was flanked by California Governor Jerry Brown and Governor-elect Gavin Newsom. Brown said the federal government was doing what it needed to do, including supporting first responders and helping with clean-up and search for victims. The disaster already ranks among the deadliest U.S. wildfires since the turn of the last century. Eighty-seven people perished in the Big Burn firestorm that swept the Northern Rockies in August of 1910. Minnesota's Cloquet Fire in October of 1918 killed 450 people.Trump has blamed the recent spate of fires on forest mismanagement, and he said he discussed the issue with Brown and Newsom on the ride into Paradise."I don't think we'll have this again to this extent," Trump said of the fire. "Hopefully this is going to be the last of these because this was a really, really bad one."Asked whether the scenes of devastation had changed his view on climate change, Trump said: "No. I have a strong opinion. I want great climate and we're going to have that and we're going to have forests that are very safe."Authorities attribute the high death toll from the blaze - dubbed "Camp Fire" - partly to the speed with which flames raced through the town with little warning, driven by howling winds and fueled by drought-desiccated scrub and trees.More than a week later, firefighters have managed to carve containment lines around 55 percent of the blaze's perimeter. The fire covered 148,000 acres (60,000 hectares), fire officials said.Besides the toll on human life, property losses from the blaze make it the most destructive in California history, posing the additional challenge of providing long-term shelter for many thousands of displaced residents.EVACUEES-With more than 9,700 homes up in smoke, many refugees have taken up temporary residence with friends and family, while others have pitched tents or were living out of their vehicles. At least 1,100 evacuees were being housed in 14 emergency shelters set up in churches, schools and community centers around the region, with a total of more than 47,000 people remaining under evacuation orders, authorities said.Several shelters are full and, although authorities say they still have space for everyone, hundreds of people have been camping in tents and cars in the area.Search teams with cadaver dogs have combed through rubble-strewn expanses of burned-out neighborhoods looking for bodies. On Friday night, Butte County Sheriff Kory Honea said the remains of eight more fire victims were recovered during the day, bringing the death toll to 71.Honea said the total roster of people unaccounted for had swelled to 1,011 - more than triple the number counted as missing on Thursday afternoon."This is a dynamic list," Honea told reporters, saying it was compiled from "raw data" that likely included some duplications or multiple spellings of names.Honea bristled when asked whether many of those listed at this point, more than a week after the disaster, were expected to end up either deceased or declared missing and presumed dead."I don't think it's appropriate for any of us to sit and speculate about what the future holds," he said. As of Friday, he said, 329 individuals previously reported missing had turned up alive.LIST OF THE MISSING-The names were being compiled from information received from a special hotline, along with email reports and a review of emergency 911 calls that came in on the first night of the fire, Honea said. Some listed have likely survived but not yet notified family or authorities. Others may not have been immediately listed because of delays in reporting them.Weather conditions have since turned more to firefighters' favor, though strong, gusty winds and lower humidity were expected to return late on Saturday through early Sunday ahead of rain forecast for mid-week.The outbreak of Camp Fire coincided with a series of smaller blazes in Southern California, most notably the Woolsey Fire, which is linked to three fatalities and has destroyed at least 500 structures near the Malibu coast west of Los Angeles. It was 78 percent contained on Friday night.Scientists have said the growing frequency and intensity of wildfires in California and elsewhere across the West are largely attributable to prolonged drought that is symptomatic of climate change. The precise causes of the Camp and Woolsey Fires were under investigation, but electric utilities have reported equipment problems in the vicinity of both blazes around the time they erupted.(Reporting by Terray Sylvester and Steve Holland; Additional reporting by Alex Dobuzinskis in Los Angeles, and Brendan O'Brien in Milwaukee; Editing by Andrew Heavens, Nick Zieminski and Bill Berkrot)

California taps war-zone DNA specialists after wildfire-[Reuters]-YAHOONEWS-By Gabriella Borter-November 18, 2018

(Reuters) - Paradise looked like a war zone when authorities decided to turn to a team of combat-trained DNA specialists to quickly identify human remains believed to be in the charred ruins left after a wildfire incinerated the northern California town. For the grieving town, locating and identifying victims has become a top priority. With many of them likely burned beyond recognition, traditional DNA analysis techniques are inadequate, as they require samples to be shipped to a laboratory and take weeks to produce a DNA match. In addition, traditional tools sometimes fail when extreme heat damages tissue samples. As a consequence, the Butte County Sheriff's office hired a company specializing in Rapid DNA analysis, a technique primarily employed in war zones and crime scenes to generate results in about two hours. For the company, Colorado-based ANDE, it was the first time it would assist in the aftermath of a natural disaster since its founding in 2000."People have experienced so much loss and it's not over yet," said ANDE's chief communications officer, Annette Mattern. "To be able to at least help some families know what the situation is will hopefully help in some small way."By Tuesday morning ANDE had set up a work site near Chico in Butte County, about 175 miles (280 km) north of San Francisco. Chico, about 10 miles from Paradise, is the base for the search and firefighting operations.Coroner-led recovery teams, cadaver dogs and a National Guard contingent have been scouring debris from the Camp Fire, the deadliest in California's history, and turning over tissue and bone fragments to the ANDE team. The company designed its tools specifically to withstand war zone conditions and has worked extensively with the U.S. military. It has also helped law enforcement identify sexual assault suspects and the United Nations in child trafficking cases, Mattern said.Rapid DNA analysis has proven to be effective in identifying DNA from burned remains and bone fragments. In hopes of identifying remains as quickly as possible, ANDE has set up near Chico seven Rapid DNA analysis instruments, which operate like portable labs to chemically process and generate data on the DNA. Six employees were on site by Wednesday, and more were on the way, said the company's chief information officer, Stephen Meer."Certainly we are gearing up for higher capacity here," Meer said.Once the ANDE team finds a match between remains and DNA provided by a family member, the coroner's office is alerted so it can make an official pronouncement of death.Death certificates are required for families to settle matters as complicated as life insurance and estates and as basic as car titles, credit cards and bank accounts. Without positive identification, families may have to wait years for a death certificate to be issued for a missing loved one, depending on state rules.(Reporting by Gabriella Borter in New York; Additional reporting by Alex Dobuzinskis in Los Angeles and Barbara Goldberg in New York; Editing by Frank McGurty and Steve Orlofsky)

'We are currently feeding a monster'-Liberman: Government has given ‘immunity’ to terrorist leaders in Gaza-In final volley, outgoing defense minister rails against security cabinet, says Hamas will become like Lebanon’s powerful Hezbollah terrorist army-By Judah Ari Gross-TOI-NOV 19,18

In a final shot as defense minister, Avigdor Liberman on Friday lambasted his former colleagues in the security cabinet, saying they’d “effectively” given the leaders of the Hamas terror group “immunity” during this week’s intensive round of violence.“It simply makes no sense that after Hamas launches some 500 rockets at Israeli communities outside Gaza, at the south of the country, the heads of Hamas effectively get immunity from the Israeli security cabinet,” he said during a farewell visit to the south.Liberman, who tendered his resignation on Wednesday, also warned that Israel’s policies toward Gaza were threatening to allow the Hamas terror group — considered by the Israel Defense Forces to be a comparatively minor strategic threat in terms of raw military power — to become akin to Lebanon’s mighty Hezbollah terrorist army, which is seen as the Jewish state’s main rival in the region with an arsenal of over 100,000 mortar shells, rockets and missiles.“We are currently feeding a monster, which if we don’t stop its rearmament and force-building — in a year we will get a twin to Hezbollah — with all that entails,” he said.Liberman made his remarks on Friday afternoon, hours before his tenure as defense minister came to an end, following meetings with officers and soldiers from the IDF’s Gaza Division and with civilian security officials from the communities near the Gaza Strip. On Wednesday Liberman announced he was resigning as defense minister — a position he’s held since May 2016 — specifically citing the government’s policies toward Gaza and its rulers Hamas as the main reasons why.The defense minister’s resignation came a day after a de facto ceasefire went into effect, ending a 25-hour flareup that saw the largest-ever barrage of rockets and mortar shells fired at southern Israel, killing one and injuring scores more.“For the past two and a half years, I have bit my tongue. I tried to change things from within, but the last two decisions — on the transfer of $90 million to Hamas over the next six months and the decision on the ceasefire — these were two decisions that went too far,” he said.Liberman was referring to a decision to allow Qatar to send funds into Gaza, which was meant to pay salaries of Palestinian civil servants in the Strip — after the Palestinian Authority decided to withhold those funds in a bid to punish its rival Hamas.Earlier this month, the first batch of Qatari funds — $15 million — was brought into Gaza, which was seen as embarrassing for the Israeli government when pictures of the cash in suitcases were released to the media. On Friday Liberman said “the moment the money crosses the border with the Strip, there is no oversight of it.”He added, “It is purely $15 million of terror funding.”Exclusive: 3 suitcases w 15 million dollars in cash entered Gaza today w the qatari envoy through Israel (Erez crossing point). The money goes to Hamas, to pay salaries of civil employees. Exclusive pic: pic.twitter.com/asmrOP0YFu— Gal Berger(@galberger) November 8, 2018-The outgoing defense minister noted that the first people to receive payments from the Qatari funds were families of Palestinians killed during clashes with Israeli troops on the Gaza border, not civil servants. In the months prior to the flareup, Liberman had repeatedly and publicly called for a military operation against Hamas in the Gaza Strip, claiming it was the only way to return calm to the communities in southern Israel, which have periodically been pummeled by fusillades of rockets and mortar shells. The defense minister reiterated this position on Friday, saying Israel should have launched a military campaign against Hamas this summer, with the end of the school-year.“It’s not a secret, I thought that right after the tests, right after the school exams in July, we needed to deal a strong blow [to Hamas] — and we didn’t do that,” he said.In Friday’s press conference Liberman also responded to a question about a claim he made prior to becoming defense minister, that he would give Hamas leader Ismail Haniyeh 48 hours to return two Israeli civilians and the remains of two IDF soldiers currently in the terrorist group’s custody in Gaza and assassinate him if he didn’t.Asked if he’d brought up the plan during security cabinet meetings, the defense minister coyly responded that he “didn’t remember.”Without mentioning him by name, Liberman also appeared to attack one of his main political rivals, Education Minister Naftali Bennett, who is now vying to take over as defense minister.“The same people who would torpedo every decision [in the security cabinet], every tough choice in the cabinet’s discussions in the evening, would appear the next morning on talk shows and ask, ‘What about the 48 hours? What about Haniyeh?'” Liberman said.In his resignation, the defense minister decried the decision to accept a ceasefire from Hamas on Tuesday, rather than launch a larger counterstrike, saying it was a “capitulation to terror.”He brushed off the arguments made by some defense analysts that the government refrained from conducting a campaign against Hamas in Gaza because it preferred to focus the military’s intentions on threats in Iran, Syria and Lebanon.“It’s all excuses,” he said. The defense minister reiterated his position that his issue was with the cabinet’s decisions, not with the military’s actions or abilities.“The blame cannot be rolled onto the IDF. The responsibility is on the political leadership. The IDF is subordinate to the political leadership’s decisions,” he said.According to the military, over 460 rockets and mortar shells were fired at southern Israel over on Monday and Tuesday — more than twice the rate at which they were launched during the 2014 war.The Iron Dome missile defense system intercepted over 100 of them. Most of the rest landed in open fields, but dozens landed inside Israeli cities and towns, killing one person, injuring dozens and causing significant property damage. In response, the Israeli military said it targeted approximately 160 sites in the Gaza Strip connected to the Hamas and Palestinian Islamic Jihad terror groups, including four facilities that the army designated as “key strategic assets.”The Egyptian-brokered ceasefire, which was announced by Hamas on Tuesday evening but not officially confirmed by Israel, appeared to largely be holding as of Friday morning. However, the Israeli military kept reinforcements in place and ordered troops to remain on high alert out of concerns that border violence may again break out.

Over a month later, killer is still on the run-Mother, brother of Barkan terrorist charged for failing to prevent fatal attack-Military prosecutors say relatives of Ashraf Na’alowa, who killed Kim Levengrond Yehezkel and Ziv Hajbi, knew of his plans to carry out shooting and wish to die as a ‘martyr’-By TOI staff-NOV 19,18

Military prosecutors have indicted the mother and brother of a Palestinian terrorist for failing to prevent an attack in which he shot to death two Israelis in the West Bank last month.Ashraf Na’alowa, 23, killed his coworkers Kim Levengrond Yehezkel and Ziv Hajbi on October 7 at a factory in the Barkan Industrial Zone. A third Israeli was injured in the attack.Na’alowa, from the West Bank village of Shuweika, has been on the run since then and Israeli security forces have detained or arrested a number of his relatives and alleged accomplices as they try to track him down. The indictment filed at the Samaria Military Court on Thursday and publicized Friday morning, alleges Na’alowa’s mother was aware he owned a gun and was training with it and that he told her two weeks before the shooting he wished to carry out an attack and die as a “martyr.”She also informed Na’alowa’s brother of his intentions but the two took no steps to stop him, the Israel Defense Forces said in a statement. The brother was also indicted on one charge of obstructing justice for allegedly trying to conceal a recording device for security cameras at their home.Military prosecutors requested the two be held in custody until the end of the legal proceedings.Following the attack, the IDF swiftly issued a demolition order for Na’alowa’s home, in keeping with the Israeli policy of razing homes of convicted Palestinian terrorists. The High Court of Justice issued a temporary injunction last month preventing the demolition following an appeal from Na’alowa’s family. In most cases, demolition orders are issued after a suspect has confessed, or has been convicted in court. However in Na’alowa’s case, the IDF decided to go ahead with the punitive measure because the Shin Bet security service has significant incriminating evidence against him, the Ynet news site reported.A notice distributed by IDF Central Command, Maj. Gen. Nadav Padan said the basement and ground floors of Na’alowa’s home, where the suspected assailant lived, would be destroyed. The families of the victims have demanded more severe reprisal measures from Israel against Na’alowa and his family. At a memorial rally held at the Barkan complex last week, Levengrond Yehezkel’s father, Rafi, said the family demanded that Na’alowa be put to death if caught.Hajbi’s brother Tal criticized the IDF for the decision to demolish only the basement and ground floors of the Na’alowa home.“A partial demolition of the terrorist’s home is unacceptable. The whole home must be razed,” Hajbi said, “and the family must be expelled.”The military has launched an investigation of the Barkan attack to determine, among other things, how the gun was smuggled into the industrial park and whether the terrorist had intended to take Levengrond Yehezkel hostage, having used zip-ties to bind her hands before shooting her.Levengrond was a secretary while Hajbi worked in accounting at the Alon Group’s factory in the industrial park. Na’alowa was employed there as an electrician.
