Senior minister warns latest flare-up could lead to new Gaza war-In the case of an all-out confrontation, Hamas will suffer a blow that will end its rule over the coastal enclave, says Yuval Steinitz-By Michael Bachner and Judah Ari Gross-TOI-JUN 20,18

An Israeli security cabinet member on Wednesday said Israel was possibly on the way to a war with Gaza that would be the “end” for the Hamas terror group’s rule over the Strip, blaming “foreign parties” such as the Palestinian Authority and Iran for the latest escalation of tensions in Israel’s south.“We can’t know how it ends, when it ends, but it looks like we are on the way to an escalation,” Energy Minister Yuval Steinitz told the Hadashot news channel, after Palestinians fired at least 45 rockets at Israel overnight and the IDF struck dozens of targets in the coastal enclave.Referring to the last war in Gaza, in the summer of 2014, Steinitz said the current flare-up could “reach the levels of [Operation] Protective Edge number two, and I believe it will be different. I think this time it will be the end of the story for Hamas’s rule over Gaza. We don’t want to go there, but it certainly looks like it’s going to a very bad place.”Asked if his words were a message to Hamas chief Yahya Sinwar that it would be the end of the terror group, Steinitz answered: “I think that should be our goal if we are again forced into an all-out confrontation in Gaza.”That comment was echoed Wednesday by Defense Minister Avigdor Liberman, who said: “I have no doubt what the final outcome will be. And on what happened yesterday I only have four words to tell Hamas: That was a mistake.”“There are two foreign parties trying to ignite fire in Gaza, without considering the terrible suffering that will be caused to 1.8 million Gazans,” Steinitz charged, pointing the finger firstly at Palestinian Authority President Mahmoud Abbas, “who is deliberately exacerbating the humanitarian situation in Gaza, and isn’t transferring money so that there is less money for food and medicine.”“He also tried to reduce the amount of electricity we provide Gaza, to increase the distress and create tension with Israel,” Steinitz said of Abbas.Gaza’s woes have been exacerbated by an ongoing dispute between Hamas and the Palestinian Authority, which has cut the salaries it pays to workers in Gaza and imposed various sanctions, including cutting off payments for electricity supplies to the enclave. Hamas seized control of the Gaza Strip in 2007 and attempts at reconciliation with the West Bank-based Palestinian Authority have failed.“The other party is the Iranians, of course,” Steinitz continued, “who have supported the Islamic Jihad [terror group] but have renewed their support of Hamas.”“They may be under the false impression that if we are forced to operate in Gaza, we will pay less attention to preventing their entrenchment in Syria,” he threatened.Earlier Wednesday, the IDF declared it was “prepared for an all-out confrontation in Gaza if Hamas continues to introduce new game rules,” following a security briefing with Defense Minister Avigdor Liberman.Since March 30, Palestinians in the Gaza Strip have launched hundreds of kites and helium balloons bearing flammable materials, and occasionally explosives, sparking near-daily fires that have burned thousands of acres of land in southern Israel. Three fires were reported in Israeli communities close to the Gaza border on Wednesday.Around midnight on Tuesday, Israeli jets bombed three Hamas positions in the Strip in response to numerous airborne arson attacks by Gazans earlier in the day.Minutes later, Palestinians in the Strip launched the first of many rocket and mortar barrages at southern Israel, triggering sirens throughout the area and sending thousands into bomb shelters.Over the course of the next four hours, some 45 rockets and mortar shells were fired at southern Israel, with at least six exploding inside communities, causing damage but no injuries. On Wednesday morning, Gadi Yarkoni, the head of the Eshkol region, praised the IDF for carrying out airstrikes in response to the arson attacks.“Eshkol residents had a sleepless night last night,” Yarkoni said. “We support the IDF for its response to the terror kites, which harm our way of life. And we expect the IDF to continue working to bring back calm to the region, with no more rockets launched at our communities and homes, and no more fires in our fields.”Times of Israel staff contributed to this report.

Startup Nation unites to seek solution to Palestinian terror balloons-Mini-hackathon on Friday organized by tech incubator SouthUp calls for ideas to help counter flying incendiary devices launched from Gaza into Israel-By Shoshanna Solomon-TOI-JUN 20,18

The conflict between Israel and Palestinians at the border with Gaza has unleashed a new kind of warfare — helium balloons. The new arson tactic, with the aim to set fire to vast swaths of grasslands, agricultural fields and nature reserves, follows that of the flame-bearing kites, which have been used since the first few weeks of the start of Gaza’s “March of Return” for the same purpose. The concept behind the kites and the balloons is the same: launch the airborne incendiary devices into the air and rely on the breeze from the coast to push them into Israeli territory, where they can start a fire. The balloons themselves do not cause the fires — helium is an inert gas — but they carry flaming material attached to a long string. In total, approximately 17,500 dunams (4,300 acres, or nearly 7 square miles) of land have been burned in more than 250 fires over the past two months, more than half of it in nature reserves, according to initial assessments. After Israeli children at the Gaza border countered the flaming kites with an airborne message of peace, Startup Nation is galvanizing to help the Israeli army fight back. The technology incubator SouthUp has sent out alerts to techies to join a “mini-hackathon” on Friday, to come up with innovative solutions to the burning problem.“Our loving home has been getting ‘gifts from heaven’ in the past few weeks in the form of burning kites and balloons,” the incubator wrote in the invitation to the hackathon, sent out to groups of people involved in arts and technology via social media. The event will be held with experts from a wide variety of fields, the invitation said, including laser technologies, drones, optics, hot-air balloons, sensors and fire fighters. Soldiers and high school students will also take part.SouthUp, a nonprofit organization, was founded in 2015 by figures from the fields of education and employment in Sha’ar Hanegev, in the south of Israel, who joined up with donors from the Jewish community in San Diego, California. Together they set up an organization that aims to find employment and education solutions for the communities living along the border with Gaza, by boosting the creation of startups and high-tech companies in the region, and educating the population to that purpose. The hackathon, called “This is the end of every balloon,” in reference to a children’s classic “Tale of Five Balloons” written by Israeli author Miriam Roth, will be held at the organization’s premises in Sha’ar Hanegev, some 50 minutes from Tel Aviv, between 8.30 am to 4.00 pm on Friday, June 22.

Hamas, Islamic Jihad claim responsibility for Gaza rocket barrage-Terror groups vow to answer with an 'attack for an attack,' as Netanyahu warns Israeli response will 'intensify as needed'-By TOI staff-JUN 20,18

The Gaza-based Hamas and Islamic Jihad terror groups claimed responsibility for the rocket barrage at Israel early Wednesday, warning they will not allow Israeli strikes in the Palestinian enclave to go unanswered. The Israeli military said 45 rockets and mortars were launched at southern Israeli towns. The salvo came after Israeli jets struck Hamas positions in response to the flying of incendiary kites and balloons into Israel, sparking some 20 brush fires Tuesday. In a joint statement, the military wings of Hamas and allied Islamic Jihad said they had “targeted seven Israeli military positions near Gaza… in response to continued Israeli aggression against resistance sites in Gaza.”“We are committed to the formula of an attack for an attack. We will not allow the enemy to dictate a new formula,” the terror groups said, blaming Israel for the flare-up.At least six rockets fired from Gaza early Wednesday landed inside Israeli communities adjacent to the border, including one that struck just outside a kindergarten, Israeli officials said. Most of the others landed in open fields in southern Israel. The Israel Defense Forces said fighter jets struck some 25 targets in various military bases belonging to the Hamas terror group from the north to the south of the Gaza Strip in response to both the projectile attacks and the numerous incendiary kites and balloons flown by Palestinians into Israel throughout the day on Tuesday. The Israeli military accused Hamas, the Islamist terror group which rules Gaza, of “targeting Israeli civilians throughout the night with a severe rocket attack and dragging the Gaza Strip and its civilians down a deteriorating path.”Hamas, meanwhile, blamed Israel for the escalation of violence, saying it had “changed the rules of engagement” by adopting the policy of targeting Hamas positions in response to kite- and balloon-borne arson attacks.Despite Hamas’s vow not to tolerate Israeli strikes over the ongoing balloon arson attacks emanating from Gaza, Prime Minister Benjamin Netanyahu warned Wednesday Israel’s response will “intensify as needed.”“The intensity will increase as necessary,” he said at a ceremony for new IDF officers. “We are prepared for every scenario, and its best that our enemies understand this, and now.”“The steel fist of the IDF will powerfully strike anyone who attempts to harm us,” he added.AFP contributed to this report.

UN Human Rights Council back to work with US seat empty-Allies express disappointment over US decision to pull out over 'chronic bias against Israel,' but a diplomat says it could be a 'big bang' that induces reforms-By AP and TOI staff-JUN 20,18

The UN’s Human Rights Council resumed work Wednesday after a US pullout over what it said was “chronic bias against Israel” that one Western diplomat called a “big bang” for the Geneva body, as Russia blasted the move by the Trump administration and key allies expressed disappointment. Many countries claimed that the latest Trump move to snub yet another international institution was a sign that the US was jettisoning its reputation as a key defender of human rights and self-inflicting a blow to its international image. They expressed support for the council, flaws and all, and vowed its work will go on.“We have lost a member who has been at the forefront of liberty for generations,” Julian Braithwaite, Britain’s ambassador in Geneva, told the council. “While we agree with the US on the need for reform, our support for this Human Rights Council remains steadfast.”Russia blasted the US decision, calling it “boorish” and saying Washington had “inflicted a powerful blow to its human rights reputation.” Russia’s UN mission said in a statement that the US exit from the council reflected Washington’s unilateralist approach to global affairs. The US withdrawal is unprecedented in the 12-year history of the 47-member council — no country has ever dropped out voluntarily. Libya was kicked out seven years ago.The US Ambassador to the UN, Nikki Haley, announced the pullout Tuesday, calling the body “a hypocritical and self-serving organization that makes a mockery of human rights.”Haley said the US had given the human rights body “opportunity after opportunity” to make changes. She criticized the council for “its chronic bias against Israel,” pointing out that it includes accused human rights abusers such as China, Cuba, Venezuela and Congo. The Geneva-based body was established in 2006 to promote and protect human rights worldwide, but its pronouncements and reports have often infuriated the US — in particular, the council’s relentless focus on Israeli policies toward the Palestinians.Defending the move, US national security adviser John Bolton said Wednesday “we don’t need advice by the UN or other international bodies on how to govern ourselves.”Bolton told Fox News the decision was made by US President Donald Trump weeks ago.On Wednesday, the US chair sat empty as discussion turned to summary executions, freedom of expression, the rights of migrants and violence against women among other things. The United States’ term on the council was set to end next year, and it could have remained a non-voting observer on the council. But a US official said after Haley’s announcement that it was a “complete withdrawal” and that the United States was resigning its seat “effective immediately.”The US pullout leaves the council without one of its traditional defenders of human rights. Just two days ago, American representatives were still taking part by condemning issues like constraints on civil society in Egypt and curbs on a free press in Bahrain. One Western diplomat, speaking on condition of anonymity because he was not authorized to speak publicly on the matter, said the US was notably absent from an informal backroom meeting that it might normally have attended. He said the US walkout could be a “big bang” to help prod reform at the council.Prime Minister Benjamin Netanyahu’s office called the US decision “courageous,” saying it was “an unequivocal statement that enough is enough.”But envoys from Australia, the European Union and China — a frequent target of US criticism over Beijing’s rights record — used a break in the council’s regular work to express disappointment and regret. President Borut Pahor of Slovenia — the home country of US first lady Melania Trump — said the American withdrawal was “bad news” for “everybody” who cares about human rights. In Moscow, Foreign Ministry spokeswoman Maria Zakharova criticized what she described as Washington’s “boorish cynicism in stubbornly refusing to recognize its own human rights problems while trying to tailor the council to its political interests.”The Chinese government also expressed regret over Washington’s decision. In Beijing, a Chinese foreign ministry spokesman said the council is “an important platform” for countries to discuss human rights and that Beijing has been committed to supporting the group’s work. But the Chinese government is often accused by Western countries of human rights violations and by rights groups of seeking to undermine the mechanisms of the council. In March, a Chinese diplomat repeatedly interrupted a speech by a prominent Chinese dissident to block him from addressing the UN Human Rights Council, a failed attempt that bared China’s sensitivity on human rights. The foreign ministry spokesman, Geng Shuang, dismissed the US criticism that the council is problematic because it includes China and other authoritarian governments, saying that claim is “a total disregard of facts.”The US pullout extends a broader Trump administration pattern of stepping back from international agreements and forums under the president’s “America First” policy. Although numerous officials have said repeatedly that “America First does not mean America Alone,” the administration has retreated from multiple multilateral accords and consensuses since it took office.Since January 2017, it has announced its withdrawal from the Paris climate accord, left the UN educational and cultural organization — also citing anti-Israel bias — and pulled out of the Iran nuclear deal. Other contentious moves have included slapping tariffs on steel and aluminum against key trading partners, recognizing Jerusalem as Israel’s capital and moving the US embassy there from Tel Aviv.

May faces down pro-EU rebel lawmakers to win Brexit vote-[Reuters]-By Elizabeth Piper and William James-YAHOONEWS-June 20, 2018

LONDON (Reuters) - Prime Minister Theresa May won a crucial Brexit vote in parliament on Wednesday, keeping her divided government's plans to end more than 40 years of British partnership with the European Union on track. After pro-EU Conservative lawmaker Dominic Grieve said he would support the government's proposal for a "meaningful vote" in parliament on Britain's exit, a potential rebellion that could have undermined May's authority was averted.May adopted a high-risk strategy by facing off with rebels in her Conservative Party, and it paid off. One lawmaker said May had no option but to take them on, or risk their rebellion growing as she cuts ties with the EU.But the battle over her Brexit blueprint, or EU withdrawal bill, may be a taste of things to come. May needs to get several other bills through parliament to prepare Britain for life outside the EU, a momentous change to its trading and political relationships after decades in the bloc. Some of her opponents on Brexit may simply have decided to keep their powder dry for later fights on issues such as future trading ties and customs arrangements with the bloc before Britain's scheduled departure in March next year.Six Conservatives still voted against the government. But for now, May will be relieved to have overcome another potential crisis over her proposal for the role of parliament, should she fail to negotiate an exit agreement with the EU or if lawmakers reject any deal she returns with from Brussels."There was a great point of principle here, which was that the government has to be able to be free to negotiate and we have to be able to hold out in our negotiations the prospect of no deal, otherwise all the advantage would have been with the EU side," trade minister Liam Fox told the BBC.Other Conservatives agreed. "It strengthens our hand," said one, while opposition lawmakers described the vote as disappointing.Sterling rose to a session high against the euro and climbed against the dollar after May won the rare victory, one which will give the weakened prime minister a firmer footing when she travels to Brussels next week for an EU summit.Talks with the bloc have all but stalled, with May's top team of ministers at odds over plans for future trading relations with the EU, which businesses complain makes them unable to plan their investment decisions.ABOUT-TURN-Before his about-turn, Grieve had argued that government promises did not hand parliament enough control to prevent the "chaos" that could follow Britain crashing out of the EU without a deal.Grieve seemed to have won over several fellow Conservatives but after days of lobbying by party officials, he seemed to have put his concerns aside.Grieve told the House of Commons he now saw the need to take account of May's concerns over the state of the negotiations. He also said he had been reassured by a statement saying it was up to the parliamentary speaker to grant lawmakers greater influence over ministers in the event of no deal."And in the circumstances that might follow a no deal, which would undoubtedly be one of the biggest political crises in modern British history, if the house wishes to speak ... the house has the power to do it," Grieve said. With his words, May was able to enjoy victory in a parliament that is stacked against her since she lost her majority at an ill-judged election last year. The bill will go to the unelected upper House of Lords later this evening. One source familiar with voting plans there said the Lords were unlikely to object to the government's proposal, with many having argued in a debate on Monday that it was up to elected lawmakers to make a final decision. But businesses are still seeking more certainty. "My biggest worry about Brexit is that I don't know what we are planning for," Juergen Maier, the UK CEO of German engineering giant Siemens told Reuters in an interview."We need to put something in place quickly that works and if that is not possible, and until that point, then we have to just default to staying in the customs union."(Additional reporting by Andrew MacAskill; Editing by Kevin Liffey and David Stamp)

White House adviser Kushner, Saudi crown prince meet on Middle East-[Reuters]-YAHOONEWS-June 20, 2018

WASHINGTON (Reuters) - U.S. President Donald Trump's son-in-law, White House Senior Adviser Jared Kushner, met on Wednesday with Saudi Arabia's Crown Prince Mohammad Bin Salman Al Saud about Israel and the Palestinian territories, as Kushner readies the administration's Middle East peace plan.At the meeting, also attended by U.S. Middle East envoy Jason Greenblatt, they discussed strengthening ties between the United States and Saudi Arabia and providing humanitarian relief to Gaza, according to a statement from the White House. Kushner held a similar meeting on Tuesday with Jordan's King Abdullah.Kushner and Greenblatt have said the plan they are drawing up for building peace between Israel and the Palestinian territories is nearly complete. The potential for peace was thrown into doubt last month when Trump's decision to move the U.S. Embassy in Israel to Jerusalem sparked violent protests in which dozens of Palestinians died.(Reporting by Lisa Lambert; Editing by Cynthia Osterman)

Trump says he'll sign order ending child-parent separation-[Associated Press]-JILL COLVIN and COLLEEN LONG-YAHOONEWS-June 20, 2018

WASHINGTON (AP) — President Donald Trump said he would be signing an executive order later Wednesday that would end the process of separating children from families after they are detained crossing the U.S. border illegally."We want to keep families together. It's very important," Trump told reporters during a White House meeting with members of Congress. "I'll be signing something in a little while that's going to do that."The effort would mark a dramatic turnaround for an administration that has been insisting, wrongly, that it has no choice but to separate families apprehended at the border because of the law and a court decision.Homeland Security Secretary Kirstjen Nielsen, the president and other officials have repeatedly said the only way to end the practice is for Congress to pass new legislation, though both Democrats and some Republicans have said the president could stop it himself. The news in recent days has been dominated by searing images of children held in cages at border facilities, as well as audio recordings of young children crying for their parents — images that have sparked fury, question of morality and concern from Republicans about a negative impact on their races in November's midterm elections.Trump pointed to those images in his meeting, saying they'd "affect everybody" but that he was torn. "We want the heart," he said, "but we also want strong borders and we want no crime."Also playing a role: First lady Melania Trump. One White House official said Mrs. Trump had been making her opinion known to the president for some time that she felt he needed to do all he could to help families stay together, whether it was by working with Congress or acting on his own.On Capitol Hill, some who have criticized the policy sounded cautiously optimistic. If the president goes through with the signing, "It would be a complete 180. Clearly the president is hearing the uproar from our communities," said Rep. Pete Aguilar, D-Calif.Nielsen traveled to the Hill Wednesday afternoon to brief lawmakers. And members on the fence over pending immigration legislation headed to the White House to meet with Trump.Trump had tweeted earlier Wednesday, "It's the Democrats fault, they won't give us the votes needed to pass good immigration legislation. They want open borders, which breeds horrible crime. Republicans want security. But I am working on something - it never ends!"The administration recently put into place a "zero tolerance" policy in which all unlawful border crossings are referred for prosecution — a process that moves adults to the custody of the U.S. Marshals Service and sends many children to facilities run by the Department of Health and Human Services. Under the Obama administration, such families were usually referred for civil deportation proceedings, not requiring separation. The policy had led to a spike in family separations in recent weeks, with more than 2,300 minors were separated from their families at the border from May 5 through June 9, according to the Department of Homeland Security. The action, according to people familiar with it, wouldn't end the zero tolerance policy, but would aim to keep families together while they are in custody and ask the Department of Defense to help house the detained families.Justice Department lawyers have been working to find a legal workaround for a class-action lawsuit settlement that set policies for the treatment and release of unaccompanied children who are caught at the border, or crafting an order that would defy the settlement and force it back into court to argue for changes. Two people close to Homeland Security Secretary Nielsen said early Wednesday that she was the driving force behind the plan to keep families together after they are detained crossing the border illegally. One of the people said Nielsen, who had become the face of the administration's policy, had little faith that Congress would act to fix the separation issue and felt compelled to act. Nielsen was heckled at a restaurant Tuesday evening and has faced protesters at her home. But others pushed back on the idea that Homeland Security had led the rollback. One official said it was the Justice Department that generated the legal strategy that is codified in the working executive order, and disputed the notion that Homeland Security was involved in drawing up the document.Planning at the Justice Department had been underway over the past several days to provide the president with options on the growing crisis, said the official, who, like others, spoke on condition of anonymity to discuss the effort before its official announcement. The person said Trump called the Justice Department Wednesday morning asking for the draft order. The official did not know what prompted Trump to change course. The Flores settlement, named for a teenage girl who brought the case in the 1980s, requires the government to release children from custody and to their parents, adult relatives or other caretakers, in order of preference. If those options are exhausted, authorities must find the "least restrictive" setting for the child who arrived without parents. In 2015, a federal judge in Los Angeles expanded the terms of the settlement, ruling that it applies to children who are caught with their parents as well as to those who come to the U.S. alone. Other recent rulings, upheld on appeal, affirm the children's rights to a bond hearing and require better conditions at the Border Patrol's short-term holding facilities. In 2016, the 9th U.S. Circuit Court of Appeals ruled that child migrants who came to the border with parents and were held in custody must be released. The decision did not state parents must be released. Neither, though, did it require parents to be kept in detention, apart from their children.American Civil Liberties Union Executive Director Anthony Romero says the order can't undo damage already done."This executive order would replace one crisis for another. Children don't belong in jail at all, even with their parents, under any set of circumstances. If the president thinks placing families in jail indefinitely is what people have been asking for, he is grossly mistaken."___Associated Press writers Zeke Miller, Ken Thomas and Alan Fram contributed to this report.

Opinion-The Baltic 'Big Sea' strategy-By Alexander Stubb and Toomas Hendrik Ilves-JUN 20,18

BRUSSELS, 19. Jun, 07:37-Whenever Estonians and Finns try to characterise their nationalities, they usually end up citing the influence of 'The Sea', and the climate more broadly, on their collective psyche. The Sea for us is, of course, the Baltic Sea – and this sea touches the lives of altogether 85 million people, far beyond the populations of the two small Nordic nations we come from. That is around 17 percent of the population of the EU – living also in Germany, Poland, Sweden, Denmark, Lithuania and Latvia, not to mention millions on the Russian coast, in Belarus and in Norway. In fact, while some of the people around The Sea call it the East Sea, and some the West Sea, and many others the Baltic Sea – maybe the old Latvian fishermen were closest to the truth: they called it The Big Sea (liela jura). It was the recognition of the role of The Sea in the lives of such a large share of Europeans, and of the shared nature of concerns of the people living around The Sea, that propelled us, then in the role of members of the European Parliament, to initiate, 12 years ago, the EU Strategy for the Baltic Sea Region (BSR).We were prompted by the realisation that with the accession of Estonia, Latvia, Lithuania and Poland to the European Union on 1 May 2004, the Baltic Sea had become almost entirely a 'European lake'.-A European lake-Our hope was two-fold: to more easily approach challenges that before EU enlargement required other types of coordination structures. The environment and ecology of the Baltic Sea was topmost on our minds.Secondly to develop closer co-operation between the EU members in the Baltic Sea Region – digitisation, reducing bureaucratic non-tariff barriers.Materialising two years later and periodically updated since then, it should remain on the captains' table. So how can The Sea bring together such a large, diverse number of people across these various countries? What might the young and the old, the fishermen and the cruise traveller, those who lived on the opposite sides of the iron curtain for decades, have in common? For one, we all want to protect The Sea better. Secondly, as in thousands of years ago when The Sea literally fed us, we want to use The Sea to maximise our prosperity, in a sustainable manner. We should also learn about how The Sea has shaped our respective cultures, and thereby help us understand each other better, help us connect. These three main goals are closely interlinked: for example, better cooperation amongst the coastal states around The Sea can lead to synergies in planning and implementing of measures to improve maritime safety, which, in turn, helps reduce risks to tourism, fishing and other economic activities that depend on The Sea.At the 9th annual forum of the strategy convenes at the beginning of June, it was worth remembering the EU's Strategy for the Baltic Sea Region was never aimed at being just a message in the bottle, from the coastal nations to the EU.It was written as an action plan – because there are practical issues at stake.Things such as vessel traffic monitoring, routing and information systems, ensuring adequate life-saving capabilities, pollution preparedness and response capacity, training and experience sharing of navigators – just to mention some of the activities to improve the safety of The Sea.Today we can note significant achievements: BSR projects to develop cross-border cooperation in crucial areas of environment are the best positive examples. If carried out successfully, they help to achieve political commitments at global level such as the UN Sustainable Development Goals or at the regional level, as restated in the recent ministerial declaration of HELCOM - Baltic Marine Environment Protection Commission on restoring the good environmental status of the Baltic marine environment by 2021.As we look to the growth of consumption in general, the need for macro regional projects to facilitate the prevention and reduction of marine litter created around the Baltic Sea or to reduce eutrophication, reduce contributions of shipping to air pollution and contributions to loads of contaminants in seawater, remain vital also in the future.Equally important is fostering closer ties among the nations around the Baltic. A concrete example is the mutual, reciprocal digital prescription between Estonia and Finland. If a Finn visiting Estonia (or vice versa) loses his medicine, he can as of this summer take out his Finnish prescription in any Estonian pharmacy. This should be a goal for at least all EU members in our region (provided they implement the digital prescription). The European Investment Bank was founded 60 years ago exactly for these kind of projects: the treaty commits the bank to financing "projects of common interest to several member states which are of such a size or nature that they cannot be entirely financed by … individual member states."And with investments in (waste)water projects, in the blue economy, in the energy sector in the region, the bank has been doing just that. Now, as the discussion around the EU's next multiannual financial framework has started, we need a vocal input from the region also on how to finance the future developments. Many successful projects have been implemented under the strategy, and still much can be done.Alexander Stubb is vice president of the European Investment Bank and a former prime minister, foreign minister and finance minister of Finland.Toomas Hendrik Ilves is a former president of Estonia.

German intelligence sees Russia behind hack of energy firms: media report-[Reuters]-YAHOONEWS-June 20, 2018

BERLIN (Reuters) - Russia was probably behind a widespread cyber attack on German energy providers disclosed last week, the head of Germany's BfV domestic intelligence agency told the RND newspaper chain.Hans-Georg Maassen told the newspaper group there were several reasons to believe Russia was involved, including the way the cyber attack was executed."The modus operandi is in fact one of multiple indications that point to Russian control of the attack campaign," the group quoted Maassen as saying.Russia has repeatedly denied trying to hack into other countries' infrastructure. Asked to comment on Maassen's accusations, Kremlin spokesman Dmitry Peskov said: "We don't know what he was talking about.""They should give facts," said Maria Zakharova, spokesman for the Russian foreign ministry.Germany's BSI federal cyber protection agency disclosed the cyber attack dubbed "Berserk Bear" on June 13, citing efforts by hackers to penetrate the computer networks of many German energy and electricity providers. The agency, which first warned about such possible attacks a year ago, said the attack had managed to breach only the office networks of a few companies.Maassen did not identify how many companies were targeted in the attack, which BSI has said is now under control. The United States in March also blamed Russia for a campaign of cyber attacks on the U.S. power grid that Washington said began in March 2016 or possibly earlier.Foreign Minister Heiko Maas in April also said Germany had to assume that Russia was behind a cyber attack on the foreign ministry that was discovered in December.(Reporting by Andrea Shalal; Additional reporting by Maria Tsvetkova in Moscow; Editing by Peter Graff)

Pope backs US bishops who called border separations immoral-[Associated Press]-YAHOONEWS-June 20, 2018

VATICAN CITY (AP) — Pope Francis backed the Catholic bishops in the United States who condemned the practice of separating children from parents after families are caught crossing the U.S-Mexico border illegally, according to an interview published Wednesday.Francis was asked about the family-separation policy during the interview with Reuters conducted Sunday. The pope replied: "Let it be clear that on these things I respect" the bishops' stance.Galveston-Houston Cardinal Daniel DiNardo, who heads the U.S. bishops' conference, said last week that "separating babies from their mothers is not the answer and is immoral."Francis said during the Vatican interview that his position on both that issue and U.S. developments in general "lines up with the Episcopate.""I take the side of the Episcopate and stand behind them. Not to wash my hands, but because I don't know well things from there," Reuters quoted the pontiff saying. He recalled celebrating Mass near the border during his 2016 visit to Mexico.Cardinal DiNardo said in a June 13 statement that he was joining Bishop Joe Vasquez, who chairs the conference's committee on migration, in "condemning the continued use of family separation at the U.S./Mexico border as an implementation of the (Trump) administration's zero-tolerance policy."However, Francis told Reuters that the problem with American immigration policy "isn't just Trump's, but also of the governments before."Elsewhere in the interview, Francis was asked for his solutions within the context of Europe's mass migration debate.Italy's new populist government this month refused to give a Mediterranean Sea rescue ship carrying 630 migrants permission to dock. The country's right-wing interior minister also criticized the pope for urging people to show more solidarity with migrants, saying Francis should take more new arrivals at the Vatican."It's not easy, but populisms aren't the solution," the pope said.He added: "I believe you mustn't push back people who arrive, you must receive them, help" them, as well as "see where they will be put, but everywhere in all of Europe. Italy and Greece have been courageous and generous in welcoming these people."Francis also was asked for his opinion on the Trump administration's decisions to withdraw the United States from an international accord on climate change and to take "steps backward in relations with Cuba."The pope helped broker the re-establishment of diplomatic ties between Cuba and the United States under U.S. President Barack Obama."About Cuba, I was saddened because it was a good step forward, but I don't want to judge because to take a decision of that kind, he (Trump) would have had some motive," Francis said.Francis also has spoken out about the threat of global warming and urged oil company executives to work on finding clean energy sources."Yes, President Trump's decision on Paris caused me some pain because the future of humanity is at stake," he said. "But he sometimes makes it understood that he will rethink it, and I hope that he'll rethink well the Paris accords."

Haley slams rights groups after US quits UN council-[AFP]-YAHOONEWS-June 20, 2018

United Nations (United States) (AFP) - US Ambassador Nikki Haley on Wednesday accused human rights groups of thwarting a US push for changes to the UN Human Rights Council and contributing to Washington's decision to quit the body.In a letter sent to non-governmental organizations, Haley complained that they had played a "deconstructive" role by refusing to support US efforts to take Israel off the council's agenda.Haley on Tuesday announced that the United States was quitting the rights council, condemning the "hypocrisy" of its members and its alleged "unrelenting bias" against Israel."You should know that your efforts to block negotiations and thwart reform were a contributing factor in the US decision to withdraw from the council," said Haley in the letter seen by AFP."You put yourself on the side of Russia and China, and opposite the United States, on a key human rights issue."Eighteen rights groups including Human Rights Watch and Amnesty International wrote to UN member-states in May to express concern that a proposed US draft resolution at the General Assembly could weaken the rights council."By attacking and blaming NGOs for its own failure, the Trump administration is taking a page out of the book of some of the worst governments around the world," said Human Rights Watch's UN director Louis Charbonneau. The rights group had warned that the proposed changes could trigger "hostile amendments," possibly from China and Russia, to undermine the work of the council which monitors human rights crises worldwide."Such hostile proposals could enjoy broad support and the US might not be able to stop them," said Charbonneau.Haley had repeatedly threatened over the past year to quit the 47-nation Geneva-based body unless there were reforms to its agenda and to the election of its members, which often run unopposed as a region's candidate, regardless of their rights record.

US envoy hails Netanyahu meeting with Jordan king on peace talks-Ahead of his Middle East trip, Jason Greenblatt says sit-down in Amman 'very important to both countries and to the entire region'-By TOI staff-JUN 19,18

The US envoy for Israeli-Palestinian peace on Tuesday hailed Prime Minister Benjamin Netanyahu’s meeting the previous day with Jordan’s King Abdullah II, ahead of his visit to the region to promote the American proposal.“Happy to see King Abdullah and Prime Minister Netanyahu resuming meetings with regard to key issues. Very important to both countries and to the entire region,” Jason Greenblatt tweeted.Greenblatt and Jared Kushner, US President Donald Trump’s senior adviser and son-in-law, are set to visit Qatar, Saudi Arabia, Egypt, Jordan, and Israel this week ahead of the expected unveiling of Trump’s plan to broker Mideast peace.Netanyahu traveled Monday to Amman to meet with Abdullah for their first publicly confirmed meeting in four years.“The king and the prime minister discussed regional developments and advancing the peace process and bilateral relations. Prime Minister Netanyahu reiterated Israel’s commitment to maintaining the status quo at the holy sites in Jerusalem,” Netanyahu’s office said in a statement. The rare meeting came after months of strained ties between Jerusalem and Amman over the killing of two Jordanians by an Israeli embassy guard. The two leaders are reported to have last spoken in July 2017 as Netanyahu sought Abdullah’s help in calming protests over metal detectors placed on the Temple Mount.Although Kushner and Greenblatt are set to meet with regional leaders to iron out details of the Trump peace plan, they are not scheduled to hold talks with the Palestinians, who have refused to meet with US officials ever since Trump recognized Jerusalem as the capital of Israel in December, and then moved the US Embassy to the city last month. An aide to Palestinian Authority President Mahmoud Abbas on Monday condemned the US peace push and a reported plan to raise hundreds of millions of dollars from Gulf donors to rehabilitate the Gaza Strip. In a statement, Nabil Abu Rudeineh warned Mideast countries “against cooperating with a move whose goal is to perpetuate the separation between Gaza and the West Bank and lead to concessions on Jerusalem and the holy sites.”

AMMAN, Jordan — US President Donald Trump’s senior adviser and son-in-law Jared Kushner held talks Tuesday with Jordan’s king ahead of an expected Israeli-Palestinian peace push.Kushner, along with White House peace envoy Jason Greenblatt, arrived in Jordan on Tuesday for talks with King Abdullah II, a key US ally. The meeting came a day after Prime Minister Benjamin Netanyahu made a rare trip to Amman for talks with Abdullah, after months of strained ties.A White House statement said Tuesday’s talks included discussions on the Gaza humanitarian situation and US efforts to “facilitate peace between the Israelis and Palestinians.”US officials have said their plan is near completion and could be released this summer. But it faces resistance from the Palestinians, who have cut off ties since Trump recognized Jerusalem as Israel’s capital in December, and then moved the US embassy there in May.Kushner’s team has also planned stops in Israel, Qatar, Egypt and Saudi Arabia. No talks with the Palestinians are scheduled. The Trump administration is seeking to convince moderate Arab allies to put pressure on the Palestinians to negotiate on the basis of the US peace proposal.Greenblatt earlier hailed the Netanyahu-Abdullah meeting, the first publicly announced meeting between the two leaders since 2014.“Happy to see King Abdullah and Prime Minister Netanyahu resuming meetings with regard to key issues. Very important to both countries and to the entire region,” Greenblatt tweeted.Netanyahu’s office issued its own statement Monday about his meeting with the Jordanian king, saying, “The king and the prime minister discussed regional developments and advancing the peace process and bilateral relations. Prime Minister Netanyahu reiterated Israel’s commitment to maintaining the status quo at the holy sites in Jerusalem.”The rare meeting came after months of frayed ties between Jerusalem and Amman over the killing of two Jordanians by an Israeli embassy guard. The two leaders are reported to have last spoken in July 2017 as Netanyahu sought Abdullah’s help in calming protests over metal detectors placed on the Temple Mount. An aide to Palestinian Authority President Mahmoud Abbas on Monday condemned the US peace push and a reported plan to raise hundreds of millions of dollars from Gulf donors to rehabilitate the Gaza Strip. In a statement, Nabil Abu Rudeineh warned Mideast countries “against cooperating with a move whose goal is to perpetuate the separation between Gaza and the West Bank and lead to concessions on Jerusalem and the holy sites.”Agencies contributed to this report.

Revolutionary Guard chief says Iran won’t increase its missile range-'We have the scientific ability... but it is not our current policy' as most enemies already within range, claims Mohammad Ali Jafari-By Agencies-TOI-JUN 19,18

Iran has no plan to increase the range of its missiles, the country’s semi-official Tasnim news agency has reported. The Tuesday report quoted the chief of Iran’s powerful Revolutionary Guard, Gen. Mohammad Ali Jafari, as saying: “We have the scientific ability to increase our missile ranges, but it is not our current policy.”Gen. Jafari added that most of Iran’s enemies are already situated within a 2,000-kilometer (1,240-mile) radius of Iran.In 2017, Iran’s supreme leader Ayatollah Ali Khamenei ordered limits on the country’s ballistic missile program to 2,000 kilometers. This range would encompass much of the Middle East, including Israel and American bases in the region. However, such limits come as Iran routinely says its ballistic missile program is only for defensive purposes against regional adversaries.Although there are no restrictions in place on the range of Iranian missiles, US President Donald Trump had insisted that limitations be placed on Tehran’s missile program as a prerequisite for Washington remaining in the landmark 2015 nuclear deal with Iran. He ultimately pulled out of it on May 12.The New York Times reported last month that weapons researchers have identified activity at a remote secret facility in the Iranian desert that points to the covert development of long-range missiles that could be used to attack the United States.Satellite images appeared to show, among other things, activity around a tunnel leading underground and evidence of powerful rocket engine tests that scorched telltale marks in the desert sand near the city of Shahrud, the report said. The US and its allies have been demanding that Iran curb its production of ballistic missiles, which can reach parts of Europe and could soon reach the US as well. Western officials have maintained that the only reason Tehran could have for manufacturing such missiles would be to fit them with non-conventional, including atomic, warheads.Tehran insists that it sees the missile program as crucial to its defensive posture, and says its existence is non-negotiable.Iranian leaders have previously said they are not working on missiles with a range beyond the Middle East. The Islamic Republic has so far produced a missile with a range of 2,000 kilometers (1,240 miles), putting all of Israel in range as well as much of Eastern Europe. The 2015 nuclear deal saw heavy sanctions lifted on Iran in return for Tehran freezing much of its nuclear program. Having pulled out of the deal in May, the US has vowed to apply the “strongest sanctions in history” on Iran.United Nations Security Council Resolution 2231, which affirmed the Iran nuclear deal, called on Iran to refrain from developing missiles capable of carrying nuclear weapons. Iran has maintained that it never intended to develop nuclear weapons and therefore its missile development doesn’t violate the agreement. However, Prime Minister Benjamin Netanyahu in April presented a vast archive of Iranian documents, obtained by the Mossad spy agency, which he said detailed Iranian efforts and research programs specifically aimed at producing an atomic weapon.Netanyahu said at the time the evidence proved Iran had lied about its nuclear ambitions. In announcing his withdrawal from the nuclear agreement, Trump cited the Israeli intelligence haul as among the reasons for his decision.Stuart Winer contributed to this report.

Syrian Druze city shelled for first time in years as fighting intensifies-Last time Sweida came under assault from Syrian rebels, the Israeli Druze community called on Israel to intervene-By AFP and TOI staff-JUN 19,18

BEIRUT, Lebanon — Rebel shellfire slammed into the Druze-majority southern Syrian city of Sweida on Tuesday for the first time in three years, a monitor said, as fresh regime reinforcements arrived in the area. The government holds most of Sweida province but rebels still control much of the nearby Daraa and Quneitra governorates near the Syrian Golan Heights. On Tuesday, the Syrian Observatory for Human Rights said opposition forces fired shells into Sweida city, “which led to loud blasts but no casualties.”“It is the first time since 2015 that the city has been subjected to shellfire,” said Observatory chief Rami Abdel Rahman.Syrian state news agency SANA also blamed rebels “spread out in the towns and villages in eastern parts of Daraa province” for firing shells on Sweida.Sweida has remained relatively insulated from seven years of war that ravaged the rest of the country.A 2015 rebel advance in the area, and in Druze-majority areas on the Syrian Golan Heights, led to concerns among Israeli Druze that their brethren could see the bloodshed reach their doorstep. At the time, Israel’s Druze rallied to urge Israeli leaders to intervene to aid the Syrian Druze community and help prevent them from being massacred by either regime or rebel forces. The war moved on from Sweida by the end of 2015 and largely passed by the Druze community. But rebels now hold a sliver of territory in western Sweida that borders their main bastion in the province of Daraa, and clashes and exchanges of fire have erupted in that area in recent days.Syria’s government has set its sights on ousting rebels from the south and has been dispatching troops and equipment there for weeks. On Tuesday, they dropped new flyers on the rebel-held half of Daraa city, calling on residents to expel rebels, “like your brothers did in Eastern Ghouta and Qalamun,” referring to two areas near Damascus recently recaptured from the opposition.Rebels appeared to fear the regime would use Sweida’s civilian population as justification for the assault, and issued a message addressed to them on Tuesday.“We call on our people in Sweida province not to serve as bait for the goals of the regime, sectarian militias from Iran, and Hezbollah, which are trying to occupy this land and divide its people,” they said in a statement. But the government has also hinted that a political settlement over the south’s fate could be reached.“We have moved towards the south and we are giving the political process a chance,” Syrian President Bashar Assad said last week.“If that doesn’t succeed, we have no other option but to liberate it by force.”The Druze are followers of a secretive offshoot of Shiite Islam, and made up around three percent of Syria’s pre-war population of 23 million, or some 700,000 people. The community has been somewhat divided during the war, with some members fighting on the government side and others expressing sympathy for the opposition. Mostly, the Druze have taken up arms only in defense of their own areas. Sweida’s Druze formed a local militia in the war’s early years to protect themselves from the rebels. There are an estimated 100,000 Druze in Israel, mostly in the country’s north.Agencies contributed to this report.

U.S. to pull out of U.N. human rights body: source-[Reuters]-By Lesley Wroughton and Steve Holland-YAHOONEWSJune 19, 2018

WASHINGTON (Reuters) - U.S. Secretary of State Mike Pompeo and U.S. Ambassador to the United Nations Nikki Haley will announce on Tuesday that the United Sates is pulling out of the United Nations Human Rights Council, a Trump administration source told Reuters. The United States is half-way through a three-year term on the main U.N. rights body and had long threatened to quit if it was not reformed, accusing the 47-member Geneva-based body of being anti-Israel.Reuters reported last week that activists and diplomats said talks with the United States on reforms had failed to meet Washington's demands, suggesting that the Trump administration would quit.Washington's pullout would be the latest U.S. rejection of multilateral engagement after it pulled out of the Paris climate agreement and the Iran nuclear deal.It also comes as the United States faces intense criticism for detaining children separated from their immigrant parents at the U.S.-Mexico border. U.N. High Commissioner for Human Rights Zeid Ra'ad al-Hussein on Monday called on Washington to halt its "unconscionable" policy.U.N. spokesman Stephane Dujarric declined to comment until a U.S. decision was announced, but added: "The Secretary-General is a strong believer in the human rights architecture of the U.N. and the active participation of all states."When the Human Rights Council was created in 2006, U.S. President George W. Bush's administration shunned the body. Then under President Barack Obama the United States was elected to the body for a maximum two consecutive terms on the council by the U.N. General Assembly. After a year off, Washington was re-elected in 2016 for its current third term.In March 2011, the U.N. General Assembly unanimously suspended Libya's membership in the council because of violence against protesters by forces loyal to Libyan leader Muammar Gaddafi. But U.N. officials said no member has withdrawn.Haley said a year ago that Washington was reviewing its membership and called for reform and elimination of a "chronic anti-Israel bias." The body has a permanent standing agenda item on suspected violations committed by Israel in the occupied Palestinian territories that Washington wants removed."The U.N. Human Rights Council has played an important role in such countries as North Korea, Syria, Myanmar and South Sudan, but all Trump seems to care about is defending Israel," said Human Rights Watch executive director Ken Roth. The council last month voted to probe killings in Gaza and accused Israel of excessive use of force. The United States and Australia cast the only "no" votes. Israel's ambassador in Geneva castigated the council for "spreading lies against Israel."(Additional reporting by Michelle Nichols at the United Nations and Stephanie Nebehay in Geneva; Editing by Steve Orlofsky and James Dalgleish)

Iran says it knows nothing of Israeli ex-minister charged as spy-In first comments on case, Rouhani aide says arrest of Gonen Segev, accused of passing intel to Iran, should be ignored-By Stuart Winer and TOI staff-JUN 19,18

A senior political aide to Iranian President Hassan Rouhani dismissed Israel’s arrest of an ex-minister accused of spying for Tehran and said it should be ignored Tuesday.Iran has mostly remained mum since the Shin Bet security service said Monday it had charged former energy minister Gonen Segev with knowingly providing sensitive information to Iranian agents for the last six years, making him the most high-profile figure to be accused of spying in the country’s history.Iranian government spokesman Mohammad Bagher Nobakht told reporters at a press conference in Tehran that the “Zionist regime uses every tool to blame the Islamic Republic of Iran,” according to a translation of his comments.“It’s not clear what this is, but we must ignore it,” said Nobakht, who is also strategic adviser to Rouhani. The comment was the first official Iranian reaction to the arrest of Segev. On Monday night, ISNA was the only news site in Iran’s tightly controlled media to report on the arrest, dismissing it as a fraud.“The Zionist regime is famous for faking files against Iran, and, after the violation of the [Iran nuclear deal] by the US government, has recently launched a new round of Iranophobia. The experts have assessed this accusation [against Segev] as part of Netanyahu’s effort to create fake files against Iran,” the site wrote. After news broke of Segev’s arrest Iranian social media users posted messages of support for Segev along with the hashtag #freeGonenSegev, a method used to identify topics of interest on the internet. Some also tagged their posts with an attempt at a Hebrew translation of the hashtag but the resulting tag used the Hebrew adjective meaning at no cost rather than the verb to liberate. Amused Israeli social media activists then shared the erroneous Hebrew tag along with satirical comments poking fun at the price of “a Segev.”Summer sale is on at Shuk Hacarmel! #freeGonenSegev when you buy kilogram of Iranian pistachios.Segev, a former doctor who served time in an Israeli prison for drug smuggling, moved to Nigeria upon his release in 2007. He had briefly served in the Knesset and as a minister of energy and infrastructure under Yitzhak Rabin and Shimon Peres in 1995 and 1996.According to the Shin Bet, Segev has knowingly been in contact with Iranian intelligence officials since 2012, making first contact with them at Iran’s embassy in Nigeria.“Segev gave his operators information about [Israel’s] energy sector, about security locations in Israel, and about buildings and officials in diplomatic and security bodies, and more,” the Shin Bet said in a statement Monday. The security service said Segev met with his Iranian handlers in hotels and safe houses around the world and used a special encrypted device to send them messages in secret. He was also accused of making contact with Israeli figures in security, defense and diplomacy in order to mine them for information to send to Iran.According to the Shin Bet, Segev also tried to make direct connections between his Israeli contacts and Iranian handlers, presenting the spies as businesspeople. In mid-May, Segev traveled from Nigeria to Equatorial Guinea where he was arrested by local police and extradited to Israel, the intelligence agency said.On Friday, he was indicted in a Jerusalem court on charges of assisting the enemy in wartime, spying, and a number of other related crimes, but the case remained under a gag order until Monday. Some details of the case remain sealed.Segev’s lawyers said in a statement to the press that the full charge sheet painted a “different picture” from that which can be seen from only the parts cleared for publication.According to reports in Hebrew media, Segev claims he was seeking to mislead the Iranians and hoped to return home to Israel a hero.Segev, who reportedly was being held in a Shin Bet facility, was moved Tuesday to Gilboa Prison in northern Israel. His next court hearing is set to take place on July 9.

National security adviser in Russia for talks on Iran troops in Syria — report-Meir Ben-Shabbat said to discuss with Russian counterpart plans for southern Syria, Israeli demand for withdrawal of Iran's forces-By TOI staff-JUN 19,18

Israel’s national security adviser secretly traveled to Moscow on Monday, an Israeli TV report said, where he met with Russian officials regarding Iran’s military presence in Syria.According to Channel 10, Meir Ben-Shabbat met with his Russian counterpart Nikolai Patrushev and other Russian officials. They discussed Russian efforts to formulate a plan for southern Syria and Israel’s demand for Iranian forces to leave the country, the report said. The Prime Minister’s Office confirmed the meeting but would not comment on its content.Ben-Shabbat’s trip to Moscow came after Prime Minister Benjamin Netanyahu spoke by phone Friday with Russian President Vladimir Putin about Syria and the security coordination between the two countries there.Netanyahu said during Sunday’s weekly cabinet meeting that he reiterated the importance of booting Iran from Syria during his talks with Putin and US Secretary of State Mike Pompeo over the weekend.“I made clear to them our principles on this matter,” he said. “Iran must leave Syria and we will act and are already acting against Iran’s attempts to establish itself in that country.”The Kremlin said Putin and Netanyahu talked about “joint efforts to provide security near the Syrian-Israeli border” during their phone call. They also “expressed readiness to boost the coordination of their actions with regard to Syria, including in countering international terrorism,” the Kremlin said.Pompeo and Netanyahu met in Tel Aviv in April, when the two discussed concerns regarding Iranian troops and Iran-backed militia operating in Syria.Netanyahu has spoken and met with Putin regularly in recent years regarding Syria, where Russia is fighting on behalf of Syrian President Bashar Assad. The two most recently met in Moscow last month. Shortly after that meeting, an airstrike in Syria attributed to Israel targeted an Iranian military base. Like Russia, Iran is a key backer of the Syrian regime.Israel has repeatedly vowed it will not tolerate an Iranian military presence in Syria and has carried out strikes against Iran-backed forces and attempts to smuggle advanced weapons to the Lebanon-based Hezbollah terror group.Reports earlier this month said Israel and Russia reached an agreement for the withdrawal of Iranian forces from southern Syria. An Israeli official later told Channel 10 that no such deal had been reached, with Netanyahu stressing to Putin that Israel wants Iran out of all of Syria, not just the area near the Israeli-Syrian border. While the official acknowledged that talks have progressed and that the Kremlin appears more understanding of the Israeli position, Netanyahu still made clear that his government will not shy away from using military force to keep Iran completely out of Syria.

In rare move, Egypt said to keep Gaza crossing open for 2 more months-Rafah crossing was open for month of Ramadan and now reportedly will stay open throughout summer for humanitarian reasons-By Michael Bachner-JUN 19,18

Egyptian President Abdel-Fattah el-Sissi has reportedly ordered that the Rafah crossing on the border with the Gaza Strip remain open for humanitarian reasons until the Muslim festival of Eid al-Adha in late August.Egypt had already opened the crossing longer than any other time in recent years, after last month it granted access in both directions for the entire month of Ramadan. On Tuesday, Egyptian security sources, quoted by local media, said people and goods will be able to pass through the crossing for another two months to ease the burden on Gaza’s population. For years, Egypt opened its sole border crossing with the Gaza Strip only sporadically and for short intervals, as it has fought an insurgency in north Sinai bordering the Palestinian enclave.Eid al-Adha, or the “Festival of Sacrifice,” is planned to be marked this year by Muslims worldwide on August 21-25, although the exact dates may vary.Hamas, the Palestinian terror group which rules the Strip, hailed the decision and said that “the residents of Gaza thank President Sissi and call for the Rafah Crossing to remain open.”Since 2007, Israel and Egypt have enforced a blockade of Gaza, which Israel says is necessary to prevent Hamas from smuggling weapons into Strip. Currently, goods arrive at Israeli ports, where they are screened and then brought to Gaza on hundreds of trucks a day.Deteriorating living conditions in the Strip have been cited by security officials as a major factor fueling violent clashes on the Israel-Gaza border, as well as a debilitating sense of desperation. On Monday, Haaretz reported that the United States is seeking to raise over $500 million from Gulf states to fund energy and economic development projects aimed at improving the humanitarian situation in Gaza, as a prelude to revealing US President Donald Trump’s plan for resolving the Israeli-Palestinian conflict.Times of Israel staff and agencies contributed to this report.

1 Hear the word of the LORD, ye children of Israel: for the LORD hath a controversy with the inhabitants of the land, because there is no truth, nor mercy, nor knowledge of God in the land.

High heat, chance of flash floods lingers for parts of U.S.-[Reuters]-YAHOONEWS-June 19, 2018

(Reuters) - Hot, humid weather on Tuesday is expected to bring thunderstorms and a risk of flash floods from Texas to the southeastern United States, after damaging overnight storms in the Northeast region of the country, the National Weather Service said. The biggest flooding threat will be in southern and southeastern Texas, which could see several more inches of rain after getting drenched overnight, the NWS said.Much of the northern part of the central and eastern United States had record-setting temperatures on Monday followed by strong overnight thunderstorms that downed some trees and caused flooding.Rockford, Illinois, is expected to get more rain after flash floods on Monday night when storms dumped as much as five inches (13 centimeters) of rain in less than four hours. Emergency crews rescued people from numerous submerged vehicles.Local power companies reported 18,000 outages in Michigan and 7,000 in New Hampshire, after overnight storms. Storms also caused scattered outages in Maryland, local media reported.A slight-to-moderate risk of flooding remains in effect for Tuesday for areas along a front stretching from northern Illinois through the middle of Pennsylvania and New Jersey, the weather service said."Along that boundary we keep getting storms to fire up," said Brian Hurley, a meteorologist with the NWS's Weather Prediction Center in College Park, Maryland. "The heaviest rainfall is going to be along that front on either side of it."As the front drifts slowly south, it is bringing relief to areas north of it, including New England, New York, northern Pennsylvania, Indiana and Illinois, after those areas sweltered on Monday, Hurley said.On Monday, record-high temperatures were tied or broken in 11 places in the Mid-Atlantic and Northeast regions, including Washington Dulles International Airport at 94 degrees Fahrenheit (34 degrees Celsius), Allentown, Pennsylvania, at 95 degrees and Albany, New York, at 97 degrees, the weather service said.Temperatures south of the front are forecast to remain 5 to 10 degrees above normal during the middle of the week, with heat advisories in effect for the eastern Carolinas, southeastern Virginia and parts of Missouri and Illinois, the weather service said. An excessive heat warning was in place on Tuesday for the St. Louis area, it added.(Reporting by Peter Szekely in New York; Editing by Scott Malone and Paul Simao)

Guatemala volcano search called off with nearly 200 unaccounted for-[AFP]-YAHOONEWS-June 18, 2018

Guatemala City (AFP) - Authorities on Sunday called off a search for the nearly 200 people missing since Guatemala's Fuego volcano erupted earlier this month, devastating the surrounding countryside.Officials have confirmed the deaths of 110 people as a result of the volcanic eruption on June 3, but another 197 remain unaccounted for.A spokesman for the government's civil protection agency, David de Leon, said the agencies involved decided to end the search "due to the fact that the area is uninhabitable and of high risk."The volcano, 35 kilometers (about 22 miles) southwest of the capital, is still generating four or five weak explosions an hour, sending a column of gray ash more than 3,000 feet (1,000 meters) into the sky.Guatemala's south-central region was also shaken on Sunday night by a 5.8-magnitude earthquake with its epicenter at Iztapa, on the Pacific coast near neighboring El Salvador, the civil protection agency said. There were no reports of injuries or damage.Additionally, rains were forecast for Sunday, posing a danger of volcanic mudflows.More than 3,600 villagers have been forced to take temporary refuge in schools and community halls. The suspended search had been focused on the hardest-hit communities of San Miguel Los Lotes and El Recreo. The only exception to the suspension is in the area of Alotenango, where volunteer firefighters continued to search for two colleagues who went missing on the day of the disaster.

Judge cancels hearing in Stormy Daniels case against Trump, Cohen-[Reuters]-By Jonathan Stempel-YAHOONEWS-June 18, 2018

(Reuters) - A Los Angeles judge has canceled a June 21 hearing at which a lawyer for adult film actress Stormy Daniels planned to seek the resumption of her lawsuit there against U.S. President Donald Trump and his longtime lawyer Michael Cohen.According to an order issued on Monday, U.S. District Judge James Otero decided it was unnecessary to hear arguments on the request by Daniels' lawyer Michael Avenatti to lift a 90-day stay imposed on April 28.Otero will rule on the request later. In imposing the stay, the judge cited the potential overlap between Daniels' lawsuit and a separate criminal probe by federal prosecutors in Manhattan that he said could result in Cohen's indictment.Daniels is suing to end an agreement under which Cohen paid her $130,000 not to discuss an alleged intimate relationship she had with Trump beginning in 2006 and continuing in 2007.Her lawsuit also includes a claim that Cohen defamed her by implying that she had lied about her relationship with Trump. The president has denied having sex with Daniels, whose real name is Stephanie Clifford.Avenatti posted Otero's order on his Twitter feed, without discussing its substance.Otero has yet to rule on Cohen's bid for a restraining order to stop Avenatti from maligning him, in a "seemingly unquenchable thirst for publicity" that has included dozens of television appearances and hundreds of tweets. The criminal probe in Manhattan concerns Cohen's business dealings. Daniels filed a separate defamation lawsuit there against Trump in April. The case is Clifford v Trump et al, U.S. District Court, Central District of California, No. 18-02217.(Reporting by Jonathan Stempel in New York; Editing by Richard Chang)

Opioid death toll in Canada nearly 4,000 last year, new data shows-[The Canadian Press]-YAHOONEWS-June 19, 2018

OTTAWA — Nearly 4,000 Canadians died from apparent opioid overdoses last year, with men the most likely victims and fentanyl the clear culprit, new government figures show. The numbers released Tuesday came as the federal government announced plans to severely restrict the way drug companies market opioids to doctors. The death toll rose to almost 4,000 in 2017 from about 3,000 in 2016.The figures show that 78 per cent of victims were male and that fentanyl or fentanyl analogues were blamed for 72 per cent of all overdose deaths. For some, overdoses have became a major cause of death, said Dr. Theresa Tam, chief public health officer of Canada."The number of apparent opioid related deaths among 30 to 39-year-olds in 2017 was greater than the number of deaths due to any of the other leading causes of death for this age group," TAM said. She said the federal government is working with provinces and others to rein in the problem."These data represent the loss of valuable lives," she said. "They represent the loss of family members, loved ones and friends and highlights how this crisis is devastating for Canadians from all walks of life in communities across Canada."We know that we need to reverse the trend of this crisis."Supriya Sharma of Health Canada said marketing practices can influence the way health professionals dispense prescriptions and tighter rules will help reduce over-prescribing.She said drug companies use a number of methods, from ads in medical journals to presentations at conferences to sales pitches in doctors' offices. For the next month, the department will seek comments on restricting marketing practices and will ask drug companies to voluntarily stop marketing activities associated with opioids until regulations are in place. The department said the new rules will have teeth, ranging from administrative fines that can be quickly levelled, to possible criminal charges. The numbers for apparent opioid-related fatalities show a national death rate of 10.9 for every 100,000 people in the population in 2017, up from 8.2 in 2016.British Columbia remains the province hardest hit by the opioid crisis, with 1,399 deaths. The toll was up from 974 recorded in 2016.The B.C. deaths came to a rate of 29 for every 100,000 population.Ontario had 1,125 deaths last year, an increase from 726 in 2016. The Ontario figure represented a death rate of 7.9 for every 100,000 people. The Canadian Press.

Marijuana bill inches closer to passage with House vote-[CBC]-YAHOONEWS-June 18, 2018

The Liberal government's bill to legalize recreational marijuana has cleared another vote in the House of Commons — but it still has to get a final stamp of approval from an unpredictable Senate before it can become law.The Senate had proposed 46 amendments to The Cannabis Act but the Liberal government rejected several major ones last week — including one provision that would have affirmed the provinces' right to ban home cultivation of marijuana.MPs spent a portion of Monday and last week debating the Senate's amendments before 205 of them voted today in favour of rejecting 13 of the proposed changes.NDP members supported the bill while those on the Conservative benches voted against it.The updated bill now heads back to the Senate, where it could be up for debate as early as Monday night. If senators aren't happy that the government passed on their recommendations, they could send the bill back down to the House — ultimately delaying its passage.Sen. Yuen Pau Woo, head of the Independent Senators Group, said that after a year of studying the legislation — a marquee election promise from the Liberals — the Red Chamber made thoughtful and serious changes."The job of senators is to listen to signals as well. It's not just to propose amendments willy-nilly with no sense of where the government position is," he told CBC Radio's The House last week. "The Senate does not regularly insist and create a ping-pong between the House and the Upper Chamber. It's only happened a few times in our history and on very, very consequential bills. I don't know if this one qualifies ... but if senators decide that the explanations are not sufficient and we get to it, then we are in that world again."If senators are satisfied with the government's response and approve the bill as-is, it will be sent to the Governor General for royal assent. It's up to Prime Minister Justin Trudeau and his cabinet to choose the actual date when legalization takes effect. Bill C-45 comes with a provisional buffer period of eight to 12 weeks to give provinces time to prepare for the actual sale of recreational marijuana.Liberal MP Bill Blair, the federal point man on pot, told CTV News that if the bill receives royal assent this week, it could be legal to smoke marijuana recreationally in September.

Defeated Ontario Liberals must begin soul-searching: interim leader-[The Canadian Press]-YAHOONEWS-June 18, 2018

TORONTO — Ontario's Liberals must do some soul-searching in the wake of the devastating defeat they suffered in the provincial election in order to understand where things went wrong, the party's new interim leader said Monday.John Fraser, an Ottawa-are legislator first elected in 2013, said the party respects the electorate's decision and must now look internally for answers."The people of Ontario sent the Liberal party a very clear message," he said in an interview. "They want us to take a break and they want us to do some soul-searching."Fraser was appointed interim leader last week following outgoing Premier Kathleen Wynne's resignation. The Liberals, who have been in power in Ontario for 15 years, won only seven seats in the June 7 election, one short of the eight seats required to maintain official party status in the legislature. His mission as interim leader will be to begin the rebuild of the party brand, Fraser said, describing himself as a "caretaker." Chief amongst his concerns will be getting the party's financial house in order and addressing millions in debt accumulated through the election."We spent approximately $10 million to get seven seats," Fraser said. "I think Liberals want an answer in that regard. They want us to take a look at the campaign and pre-campaign and look at where we made mistakes."Fraser said the party also needs to address its lack of party status at the legislature, which means they've also lost funding for research, staffing and designated speaking time.Fraser said he hopes to have discussions with incoming premier Doug Ford, whose Progressive Conservatives won a majority of seats, about the Tory government granting the Liberals party status."We're going to try to establish with the government our status in the legislature," he said. "I think one million Ontarians voted for us. It's important their voice be effective in the legislature."Fraser said it's too early to talk about a leadership race, adding that in the meantime, the party has to begin the process of becoming competitive in time for the next provincial vote in 2022."It's going to take a lot of work," he said. "Ontarians sent us a very clear message. What comes along with that message is the fact that we've got work to do."University of Ottawa political science professor Geneviève Tellier said while the road ahead for the Ontario Liberals will be difficult, the party brand has not been irreparably damaged. It will take years but it can come back from this defeat, she said."I think the results of the election show that people weren't ready to head further to the left with the NDP," she said. "There is room for an alternative that is in the middle. That would be the branding of the Liberals. ... In the last year the Liberals were not the traditional party of the centre that they used to be."Tellier said the party must now conduct a deep "post-mortem" of the election and learn from their errors. The focus must gradually shift to selecting a new leader but the party should take its time and avoid infighting, she added."Even if we don't see them too much now during this session, I wouldn't be too concerned about that, that's very short-term," she said. "The more long-term rebuilding based on the ideas of the new leader will be important."Shawn Jeffords, The Canadian Press.

Beijing subway to get 'bio-ID' tracking systems: China Daily-[Reuters]-YAHOONEWS-June 18, 2018

SHANGHAI (Reuters) - The Chinese capital, Beijing, is looking at introducing "bio-recognition technology", including palm scanners and facial recognition cameras, to speed up passenger flow through subway stations at peak times, state media reported on Tuesday.China is increasingly using surveillance technology for everything from bolstering domestic security to speeding up orders at fast-food restaurants. However, that kind of monitoring is stoking concerns from human rights groups that it is building a nationwide surveillance system to quell dissent.Beijing's sprawling underground transport system plans to introduce the technologies this year, the state-run China Daily newspaper said, citing Zhang Huabing, head of enterprise development for the main operator, Beijing Subway. The facial recognition cameras would be able to detect people's faces, potentially allowing them to bypass normal ticketing channels, while the palm scanners would enable some people to swipe their hands to get through ticket turnstiles. The China Daily said palm scanners were already being used on the Shanghai subway system, which compared scanned images with a database of prints in seconds. It said Beijing has 22 urban railway lines and that more than 10 million passengers ride the city's subway trains on an average working day.(Reporting by Adam Jourdan; Editing by Paul Tait)

U.S.-led coalition says kills Islamic State oil and gas head in Syria-[Reuters]-YAHOONEWS-June 19, 2018

BEIRUT (Reuters) - The U.S.-led coalition in Syria said on Tuesday it had disrupted Islamic State's funding by killing the man who ran its oil and gas network and other members of the group last month."The death of these (Islamic State) members hinders the terrorist group's ability to finance operations throughout Iraq and Syria ... the ability to pay fighters, procure weapons, and maintain equipment will be degraded," it said in a statement. The coalition said it killed the oil and gas network leader Abu Khattab al-Iraqi and three other Islamic State members on May 26 in the "Middle Euphrates River valley".Al-Iraqi had "managed revenue generation through the illicit sale of oil and gas", it said.In Syria the U.S.-led coalition uses air power and special forces to back the Syrian Democratic Forces (SDF), an alliance of Kurdish and Arab militias, in their fight against Islamic State. The SDF took swathes of northern and eastern Syria from Islamic State last year, including the jihadists' Syrian capital of Raqqa. Turkish air strikes kill 26 militants in southeast Turkey, Iraq: army-[Reuters]-YAHOONEWS-June 19, 2018

ISTANBUL (Reuters) - Turkish air strikes killed 26 militants and destroyed their gun positions, shelters and ammunition stores in southeastern Turkey and northern Iraq this week, Turkey's military said on Tuesday. The strikes were carried out on Sunday and Monday in Diyarbakir and Sirnak provinces and an area of northern Iraq where the Kurdistan Workers Party (PKK) has bases, the military said in a statement on Twitter. The Turkish military has ramped up air strikes in northern Iraq, targeting PKK bases in Qandil, close to the Iraq-Iran border, where Ankara suspects high-ranking members of the outlawed group are located.Ankara has also recently stepped up warnings of a potential ground offensive into the Qandil region, with President Tayyip Erdogan vowing to "drain the terror swamp" there."We will continue to topple Qandil on the heads of the separatist terrorist organization," Erdogan told an election rally in the southern province of Adana. The PKK, which has waged an insurgency in the mainly Kurdish southeast of Turkey since 1984, is designated a terrorist organization by Turkey, the United States and European Union.Turkey has carried out two cross-border military operations in northern Syria since 2016. Since January, Turkey has been waging an offensive against the Kurdish YPG militia, which Ankara deems an extension of the PKK, in Syria's Afrin region.Foreign Minister Mevlut Cavusoglu said on Tuesday Turkish troops were advancing on Qandil with "determined steps".Separately, a Turkish soldier was killed and two wounded on Tuesday by an improvised explosive device planted by the PKK in the southeastern province of Siirt, the governor's office said.In the neighboring province of Sirnak, bordering Iraq, two Turkish soldiers were killed and three others wounded in two separate explosions, a security source said.(Reporting by Daren Butler, writing by Ali Kucukgocmen, editing by David Dolan/Larry King)
