Palestinian Authority President Mahmoud Abbas was taken to a Ramallah hospital Sunday for the third time in a week.Sources told Israel’s Channel 10 and the AFP news agency that he was suffering from chest pains.A Palestinian official told the Associated Press Abbas had a fever.He was still hospitalized on Sunday evening.Israel’s Channel 10 news said he was rushed to the hospital, and that eyewitnesses said he “had trouble walking” and even “needed artificial respiration” at the hospital. The TV report stressed that the hospital had not confirmed this.The report quoted hospital sources saying Abbas had a chest infection, and had been given antibiotics.His office said Abbas was undergoing a followup examination after having surgery in his ear Tuesday, and that doctors said he was in “satisfactory” condition.A PA source earlier Sunday told the Ynet news website the Palestinian leader had been suffering from chest pains. “It might be pneumonia,” the source said. “He’s being examined at the hospital.”The top PLO official Saeb Erekat was quoted by Channel 10 on Sunday afternoon saying he had just visited Abbas. Eerekat said Abbas’s “condition is good,” and that he expected Abbas to leave hospital on Monday or Tuesday. RAMALLAH (Reuters) - Palestinian President Mahmoud Abbas was hospitalized in the West Bank on Sunday, doctors and Palestinian officials said, giving conflicting accounts of the leader’s condition.It is the third time Abbas, 82, has been hospitalized in less than a week. He is expected to stay at least overnight.Abbas underwent minor ear surgery on Tuesday but went back into al-Istishari Hospital in Ramallah briefly overnight on Saturday/Sunday, the official Palestinian news agency Wafa said.He was then rushed back later on Sunday, for what doctors described only as "medical tests".Dr. Saed al-Sarahneh, medical director of the hospital, spoke outside the private hospital late Sunday, saying that Abbas had entered in the morning "for medical tests after the surgery he had three days ago in his middle ear. All the tests are normal and his medical condition is reassuring."The Palestine Liberation Organization (PLO), which is headed by Abbas, said on its Twitter account that Palestinian chief negotiator Saeb Erekat had visited the leader in hospital and quoted Erekat as saying: "the President is in good health".An aide to Erekat said that Abbas had talked and joked with him, and that Abbas was expected to leave hospital tomorrow or the day after.One Palestinian official in Ramallah said Abbas had gone back in because of complications after Tuesday’s ear surgery. U.S. sees strong shared interests with EU on Iran concerns-[Reuters]-YAHOONEWS-May 21, 2018

WASHINGTON/BERLIN (Reuters) - The United States on Sunday said it hopes to use strong shared interests that have emerged with its European Union partners in recent months to move forward on addressing Iran's nuclear program, missile development and role in regional conflicts.A State Department official said the shared interests could form a "foundation to continue to work together moving forward."Iran said on Sunday that it would join a meeting with diplomats from Britain, Germany, France, China and Russia in Vienna on Friday to discuss next steps after the May 8 decision by U.S. President Donald Trump to exit the 2015 nuclear accord.It said Washington would not participate in the meeting of the joint commission set up by the six world powers, Iran and the European Union to handle any complaints about the deal's implementation.The German newspaper Welt am Sonntag cited an unnamed senior EU official as saying there were also discussions about a possible new pact between Iran and world powers that would cover the same ground as the 2015 deal but with some additions to appease the United States.These could include provisions to address U.S. concerns over Iran's ballistic missile program and Tehran's support of armed groups in the Middle East, the source said."We have to get away from the name 'Vienna nuclear agreement' and add in a few additional elements. MADRID (Reuters) - Spain's Prime Minister Mariano Rajoy plans to maintain central government control over Catalonia after the regional leader nominated imprisoned and exiled politicians to join his cabinet, El Pais said on Sunday.Catalonia's new leader Quim Torra named his cabinet on Saturday, although the inclusion of politicians who are either in jail awaiting trial or in self-imposed exile for their part in its independence drive was denounced as provocation by the Madrid government.Pro-independence parties won a slim majority in Catalonia in an election in December but have since failed to form a government that includes candidates eligible to serve.Rajoy has said that, once a full and legal government was running in Catalonia, he would return direct rule to the region.However, Torra's cabinet choices of Jordi Turull and Josep Rull, who are both on remand, and Antoni Comin and Lluis Puig i Gordi, now in Brussels and also wanted by the Spanish police, threatens to keep the region in political limbo.In a statement on Saturday, the government said it would have to analyze the viability of the new Catalan government, which must be ratified by Madrid before it can take power, given the legal status of some of the proposed candidates.Spain's constitution prohibits any separation of regions from the rest of the country and many Catalan politicians and civic leaders involved in the secession attempt are now either facing court proceedings in jail or on bail, or are in self-imposed exile.Charges include rebellion, disobedience and misappropriation of public funds.Rajoy spoke to opposition Socialist leader Pedro Sanchez and Ciudadanos leader Albert Rivera about the Catalonia situation on Saturday, his press office confirmed on Sunday.The Socialists would support any decision by the government to block the formation of a Catalan cabinet which included members in prison or in exile, Sanchez said in an interview with newspaper La Razon published on Sunday."Besides being a provocation, which it is, its a move to undermine the institution of the (Catalan government) perpetrated by its own president ... Hawaii reports first serious injury from volcano-[Reuters]-By Terray Sylvester-YAHOONEWS-May 21, 2018

PAHOA, Hawaii (Reuters) - A stream of lava blocked a Hawaii highway on Sunday that serves as an escape route for coastal residents, while the first known serious injury was reported from fresh explosive eruptions from the Kilauea volcano.A homeowner on Noni Farms Road who was on a third-floor balcony had his leg shattered from his shin to his foot when hit by lava spatter, said Janet Snyder, a spokesperson for the Office of the Mayor, County of Hawaii.She added that lava spatters "can weigh as much as a refrigerator and even small pieces of spatter can kill." No other information was immediately available.As magma destroyed four more homes, molten rock from two huge cracks merged into a single stream, threatening to block other escape routes and touching off brush fires.The erupting lava, which can reach a blistering 2,000 degrees Fahrenheit (1,093 degrees Celsius), crossed Highway 137 shortly before midnight local time (1000 GMT), Hawaii's Civil Defense Agency said, and sent lava flowing into the ocean.That prompted warnings of laze -- clouds of hydrochloric acid and steam embedded with fine glass particles formed when hot lava hits ocean water.-CLEARING A PATH-Authorities were trying Sunday to open up a road that was blocked by lava in 2014 to serve as an alternative escape route, Jessica Ferracane of the National Park Service told reporters.The park service is working to bulldoze almost a mile of hardened lava out of the way on nearby Highway 11, which has been impassable, she added.The Hawaii National Guard has warned of mandatory evacuations if more roads become blocked.But officials went house-to-house in the area to urge more residents to flee, Snyder said, though no head count of the new evacuation was available early Sunday.For weeks, geologists have warned that hotter, fresher magma from Kilauea's summit would run underground and emerge some 25 miles east in the lower Puna district, where older, cooler lava has already destroyed 44 homes and other structures."Summit magma has arrived," U.S. Geological Survey scientist Wendy Stovall said on a conference call with reporters."There is much more stuff coming out of the ground and its going to produce flows that will move much further away."Fountains of bright orange lava were seen spouting at least 20-feet high, and spewing rivers of molten rock on Saturday.Carolyn Pearcheta, operational geologist at the Hawaii Volcano Authority, told reporters that hotter and more viscous lava could be on the way, with fountains spurting as high as 600 feet, as seen in a 1955 eruption."We've seen the clearing out of the system," she said. Hawaii lava flow ramps up as new magma mixes with old-[The Canadian Press]-YAHOONEWS-May 21, 2018

PAHOA, Hawaii — Lava oozing out of cracks for two weeks in rural Hawaii neighbourhoods took on new characteristics as fresher magma mixed with decades-old magma, sending a flow toward the ocean Saturday.Since a first fissure opened in a community on May 3, lava was mostly spattering up and collecting at the edges of the cracks in the ground. Two neighbourhoods with nearly 2,000 people were forced to evacuate as lava claimed 40 structures.On Friday afternoon, the lava changed dramatically with one fissure ramping up and sending a flow across a road, destroying four more homes and isolating residents, some of whom had to be air-lifted to safety.The change is attributed to new magma mixing with 1955-era magma in the ground, creating hotter and more fluid flows, scientists said."There's much more stuff coming out of the ground and it's going to produce flows that move further away," said Wendy Stovall, a U.S. Geological Survey volcanologist.By Saturday morning, two of 22 fissures had merged, creating a wide flow advancing at rates of up to 300 yards (274 metres ) per hour. Aerial footage from the USGS showed fast-moving lava advancing to the southeast. The flow was 1.5 miles (2.4 kilometres ) from the ocean, scientists said.In the background, the footage showed lava fountaining 328 feet (100 metres ) high at one of the fissures. The fountains are created by vents closing, forcing magma to burst through a single outpoint, Stovall said.If lava threatens main highways, more people will be told to prepare for voluntary evacuation.A lava flow was less than a mile ( kilometre ) away from Highway 137 and would reach it in a matter of hours, officials warned Saturday afternoon. No one lives in its path and another highway remained open as an escape route, said Hawaii County spokeswoman Janet Snyder.A handful of people were trapped when lava crossed a road Friday and some of them needed to be airlifted to safety."They shouldn't be in that area," said County Managing Director Wil Okabe. He wants people to heed evacuation warnings.Edwin Montoya, who lives with his daughter on her farm near the site where lava crossed the road and cut off access, said the fissure opened and grew quickly."It was just a little crack in the ground, with a little lava coming out," he said. "Now it's a big crater that opened up where the small little crack in the ground was."Experts are uncertain about when the volcano might calm down.The Big Island volcano released a small explosion at its summit just before midnight Friday, sending an ash cloud 10,000 feet (3,048 metres ) into the sky. The USGS's Hawaiian Volcano Observatory said eruptions that create even minor amounts of ashfall could occur at any time.This follows the more explosive eruption Thursday, which emitted ash and rocks thousands of feet into the sky. No one was injured and there were no reports of damaged property.It came two weeks after the volcano began sending lava flows into neighbourhoods 25 miles (40 kilometres ) to the east of the summit.Several open fissure vents are still producing lava splatter and flow in evacuated areas. Gas is also pouring from the vents, cloaking homes and trees in smoke.Meanwhile, more explosive eruptions from the summit are possible."We have no way of knowing whether this is really the beginning or toward the end of this eruption," said Tom Shea, a volcanologist at the University of Hawaii. She was a member of the church's youth ministry, Drake said."She was a sweet young lady, had a style all of her own," he recalled. BRANDON, Man. — A blaze that Premier Brian Pallister called "massive" has burned through several buildings in downtown Brandon, Man., including one with dozens of apartments managed by community groups."It's just devastating. We're thinking of all the families that live in that building," said Debbie Huntinghawk, president of the Brandon Friendship Centre, which managed one of the five floors in the 58-suite Massey Manor.Brian Kayes, Brandon's director of risk and emergency management, said the fire broke out in an office and school supplies store across the street from Massey Manor at around noon on Saturday, then spread to the apartment building as well as a bar and beer store.At the fire's peak Saturday afternoon, city officials warned that embers were drifting "a significant distance" and were threatening to spark more fires. Reinforcements from outside the city, including firefighters from Canadian Forces Base Shilo, arrived to help stop the blaze, which destroyed or severely damaged multiple buildings in the city's core.Kayes said it did not appear anyone was injured."The people that lived in Massey Manor went outside to watch the fire and then unbeknownst to them, their building caught fire. So pretty well everyone had already evacuated from that building to watch the fire," Kayes explained.Pallister posted a message on Twitter early Saturday afternoon as the fire raged, along with a photo that appeared to show one of the buildings consumed by flames."Watching with deep concern as a massive fire devours downtown Brandon landmarks. Thanks to Brandon firefighters and police personnel for keeping Brandonites safe," the premier tweeted.Massey Manor was originally constructed as an agricultural supply store and warehouse, and was converted to apartments in the past decade through a partnership between the Canadian Mental Health Association, the Brandon Friendship Centre and Habitat for Humanity.The Brandon Friendship Centre provides services to the Indigenous community, and the residents on its floor included single mothers with young children, according to Huntinghawk.Huntinghawk said she saw the smoke from her house and began walking towards the downtown, immediately fearing for Massey Manor. She said she was relieved at first to learn that the fire was only in the building across the street, but when she reached the roadblocks that were several blocks away, embers were falling on the crowds that had gathered.Her group's executive director texted Huntinghawk with updates, saying some embers were landing on Massey Manor and it wasn't long before the building was on fire.According to Lorne Mosionier, a board member with the group, flames burned through the top two floors, while the lower floors have serious water damage."You can't live in it now and probably the whole building would be a loss, no doubt," Mosionier said.Kayes said late Saturday that the danger that the fire would continue spreading to other buildings appeared to have passed. He said firefighters were mostly mopping up, using backhoes to pull down walls to get at the flames that remained. WASHINGTON — President Donald Trump said Sunday that he will "demand" this week that the Justice Department open an investigation into whether the FBI infiltrated his presidential campaign for political purposes and whether any demands or requests for such action originated with the Obama administration.Trump tweeted: "I hereby demand, and will do so officially tomorrow, that the Department of Justice look into whether or not the FBI/DOJ infiltrated or surveilled the Trump Campaign for Political Purposes - and if any such demands or requests were made by people within the Obama Administration!"The Justice Department declined to comment.Trump has been promoting a theory circulating in conservative circles about a possible FBI spy on the campaign, though his attorney has cast doubt on it.Rudy Giuliani, who represents Trump in the ongoing special counsel's investigation into Russian meddling in the 2016 presidential election, said in a television interview last week that neither he nor Trump knows for certain if there was a spy on the campaign. Giuliani said they had been told of "some kind of infiltration."In any event, the Justice Department's internal watchdog is already examining Republican complaints of FBI misconduct in the early stages of the Russia investigation.Inspector General Michael E. SEATTLE — The two mountain bikers did what they were supposed to do when they noticed a mountain lion tailing them on a trail east of Seattle.They got off their bikes. They faced the beast, shouted and tried to spook it. After it charged, one even smacked the cougar with his bike, and it ran off.It wasn't enough, authorities said.When they got on their bikes again, the cougar returned, biting one of them on the head and shaking him. The second cyclist ran, and the animal dropped the first victim and pounced on him, killing him and dragging him back to what appeared to be its den, King County sheriff's Sgt. Ryan Abbott said."They did everything they were supposed to do," Abbott said Sunday. "But something was wrong with this cougar."The attack Saturday near North Bend, in the Cascade Mountain foothills 30 miles (48 kilometres ) east of Seattle, was the first fatal cougar attack in the state in 94 years.The 31-year-old Seattle man who was bitten first survived. Rescuers flew him to a hospital, where he was in satisfactory condition Sunday, Harborview Medical Center spokeswoman Susan Gregg said.Authorities would not confirm the names of the cyclists until the deceased victim, a 32-year-old Seattle resident, was formally identified. That was expected Monday.After the cougar attacked the second man, the first managed to get on his bike and ride off, looking back to see his friend being dragged into the trees, Abbott said. He rode for 2 miles (3 kilometres ) before he could get a cellphone signal to call 911.When rescuers arrived, it took about half an hour to find the second victim, who was dead with the cougar on top of him in what appeared to be a den-like area. An officer shot at it, and it ran off. Several hours later, Washington Department of Fish and Wildlife agents used dogs to track it to a nearby tree. They shot and killed it.Authorities plan to match DNA taken from the animal with DNA from the victims to be certain they killed the right cougar. They also plan to examine the cougar to see what might have been wrong with it.There are an estimated 2,000 cougars in Washington. Until the 1960s, the state paid hunters a bounty for killing them. Now, it allows 250 to be hunted in 50 designated zones.While they are sometimes known to kill livestock or pets, and though one even found its way into a park in Seattle in 2009, encounters with people in Washington state are rare.Attacks have become more common as people increasingly encroach on the animals' territory. In North America, there have been about 25 deadly attacks and 95 nonfatal attacks reported in the past century, but more attacks have been reported in the U.S. West and Canada over the past 20 years than in the previous 80, according to Fish and Wildlife.Experts say that people encountering the big cats in the wild should stop and pick up small children immediately. Because running and rapid movements can trigger the animal's prey drive, don't run. Instead, face the cougar, speak firmly and slowly back away — appearing as large as possible, such as by standing on a rock or stump or opening a sweatshirt or jacket.Keep your eyes on the animal and become more assertive if it doesn't back off. Congo to begin vaccinating against Ebola on Monday-YAHOONEWS-May 21, 2018

KINSHASA, Congo — Congo will begin administering an experimental Ebola vaccine Monday in Mbandaka, the northwestern city of 1.2 million where the deadly disease has infected some residents, Congo's health minister announced."The vaccination campaign begins tomorrow, Monday, in Mbandaka, capital of the province. It will target, first, the health staff, the contacts of the sick and the contacts of the contacts," Minister of Health Oly Ilunga told The Associated Press Sunday.The death toll of the current Ebola outbreak has risen to 26.Initially, the campaign will target 600 people, mainly medical staff, contacts of suspected cases, and those who have been in contact with the contacts, said Ilunga. Officials are working urgently to prevent the disease from spreading beyond Mbandaka, which lies on the Congo River, a busy traffic corridor, and is an hour's flight from the capital.More than 4,000 doses are already in Congo and more are on the way, according to officials. The vaccine is still in the test stages, but it was effective in the West Africa outbreak a few years ago.A major challenge will be keeping the vaccines cold in this vast, impoverished, tropical country where infrastructure is poor.Four new cases have been confirmed as Ebola, said the health ministry in a statement released early Sunday. Reports: IS fighters vacating outskirts of Syria's capital-[The Canadian Press]-YAHOONEWS-May 21, 2018

BEIRUT — A cease-fire between Syrian government forces and Islamic State militants in the southern neighbourhoods of Damascus has held for 24 hours amid reports that some of the fighters were permitted to leave, a Syrian war monitoring group said Sunday.Syria's official state news agency and government officials denied reaching a deal to allow the militants to evacuate Yarmouk and adjacent areas. State-run al-Ikhbariya TV said government forces plan to drive the militants from their remaining strongholds in the area.The Britain-based Syrian Observatory for Human Rights said buses carrying IS fighters left the Palestinian refugee camp of Yarmouk and the adjacent al-Tadamon neighbourhood overnight. A video circulating online showed lines of buses waiting in the camp with their engines running. It was not clear who filmed the video or where the busses were set to go.Damascus residents said the situation was calm, with no warplanes flying overhead Sunday. Al-Watan, a pro-government newspaper, said the militants are believed to have surrendered. The Observatory said IS militants began burning their posts in Yarmouk and adjacent areas. Residents said that smoke was billowing over the area.Al-Ikhbariya TV said a new plan is underway to storm IS-held areas in Hajar al-Aswad, near Yarmouk. The channel's area correspondent said the coming hours would be "decisive" for restoring government control in Hajar al-Aswad, but didn't mention Yarmouk.President Bashar Assad's forces launched an offensive against the militants in southern Damascus a month ago. The offensive has brought more than 70 per cent of the camp under government control. The capture of these southern neighbourhoods would bring the entire capital under government control for the first time since the war began in 2011.Yarmouk began as a refugee camp for Palestinians who fled or were expelled from what is now Israel during the 1948 war. White House pushes ahead with Mideast peace plan-[The Canadian Press]-YAHOONEWS-May 20, 2018

WASHINGTON — The Trump administration is aiming to roll out its much-hyped but long-delayed Middle East peace plan next month amid signs it may further alienate the Palestinians by slashing millions of dollars in funding for humanitarian and development projects in the West Bank and Gaza.Five U.S. officials and a congressional aide say the administration intends to release the peace plan in mid- to late-June, shortly after the end of the Muslim holy month of Ramadan, although they cautioned that the timing could slip depending on developments in the region. They say the plan's main authors — President Donald Trump's son-in-law and senior adviser Jared Kushner and Trump's special envoy for international negotiations Jason Greenblatt — have already begun quietly briefing select allies and partners on elements of the proposal.Yet any Palestinian willingness to even consider the plan would require conditions to improve and anger to subside considerably in the coming weeks, an unlikely scenario as the Palestinians say evidence of one-sided Trump giveaways to Israel continues to pile up. U.S. allies in Europe and the Persian Gulf also have felt compelled to criticize the administration for its approach. Ostensibly, Trump would need buy-in from those same countries to build enough momentum for any peace plan to succeed.The administration has been resisting congressional demands to fully close the Palestine Liberation Organization office in Washington because Greenblatt and Kushner want to keep that channel open in case the Palestinians are open to re-entering negotiations with Israel based on the plan. The office was ordered closed by former Secretary of State Rex Tillerson last November, but has been allowed to stay open for limited purposes under the administration's interpretation of the law requiring it to be shut down in the absence of peace talks.The prospect of Palestinian interest in the peace proposal appears dim, however, particularly since Palestinian leader Mahmoud Abbas recalled the mission's chief earlier this week to protest Monday's opening of the new U.S. Embassy in Jerusalem. The embassy move is said to have contributed to violent protests in Gaza that were met with deadly force from Israel. Nearly 60 Palestinians were killed Monday by Israeli forces, drawing condemnations and calls for restraint from Europe and elsewhere. The U.S. declined to join those calls and, while regretting the loss of life, opposed efforts at the U.N. to open an international investigation into the violence.Trump's recognition of Jerusalem as Israel's capital, the embassy move and the administration's unreserved defence of Israeli Prime Minister Benjamin Netanyahu's policies have alienated and angered the Palestinian leadership, which accuses the administration of abandoning its role as a neutral arbiter in the conflict. "It's our lives."That sense of betrayal may deepen significantly this summer as millions of dollars in U.S. assistance to the Palestinians appears likely to be cut and the funds re-allocated to other regions. That money has been on hold since last year and existing funding for some projects will start to run out in just months if it is not approved in the next two weeks. If that does not happen, the State Department and the U.S. Agency for International Development will have to notify aid recipients that continued U.S. funding is not forthcoming and those programs will begin to be shut down. Local staffers would be laid off and U.S. officials running the projects would be reassigned elsewhere.Of $251 million in U.S. aid planned for the Palestinians in 2018, only $50.5 million has been reported spent, according to the government's online tracker, www.foreignassistance.gov. The remaining more than $200 million is currently on hold, a figure that does not include an additional $65 million in frozen U.S. assistance to the U.N. Relief and Works Agency, which provides services to Palestinians in the West Bank, Gaza, Jordan and Lebanon. The U.S. aid pays for programs on education, health, good governance and democracy promotion as well as disaster preparedness and security.For several months the White House has been sitting on State Department and USAID recommendations to spend at least some of the money, according to the officials. Three officials said there is no indication those recommendations will be acted upon any time soon despite appeals from lawmakers and even expressions of concern from Israel, which sees value in the assistance especially in the security sector. One official said there was "an overwhelming lack of urgency" about making a decision on the funding. The other two said there was no sign that the end-of-May timeframe would be met."The administration is currently reviewing U.S. assistance to the Palestinians," USAID said in a statement to The Associated Press. "USAID is in discussions with all affected implementing partners on the status of the review, and is working closely with the interagency, as the administration concludes its review."At immediate risk are between five and 10 of the some 20 USAID projects in the West Bank and Gaza, along with proposed new initiatives, the officials said. Without a quick decision those will run out of money by the end of 2018, they said. WASHINGTON (AP) — Melania (meh-LAH'-nee-ah) Trump is back at the White House after an extended hospitalization for a kidney procedure.The White House says the first lady returned to the White House on Saturday morning. She had been at Walter Reed National Military Medical Center near Washington since having an embolization procedure Monday for an unspecified kidney condition that the White House said was benign.President Donald Trump visited his 48-year-old wife during several of the evenings that she was in the hospital.The first lady said Wednesday on Twitter that she was "feeling great." She thanked the Walter Reed staff and her well-wishers, and said she was looking forward to going home.

Hawaii officials airlift 4 residents after lava crosses road-[The Canadian Press]-YAHOONEWS-May 20, 2018

PAHOA, Hawaii — Fast-moving lava crossed a road and isolated about 40 homes Friday in a rural subdivision below Hawaii's Kilauea volcano, forcing at least four people to be evacuated by county and National Guard helicopters.Hawaii County Civil Defence said police, firefighters and National Guard troops were securing the area of the Big Island and stopping people from entering.The homes were isolated in the area east of Leilani Estates and Lanipuna Gardens — two neighbourhoods where lava has destroyed 40 structures, including 26 homes, over the past two weeks.Officials were assessing how many people were still in the newly threatened area. They were advising people to shelter in place and await further instructions.County officials have been encouraging residents in the district to prepare for potential evacuations.Edwin Montoya, who lives with his daughter on her farm near the site where lava crossed the road and cut off access, said he was at the property earlier in the day to get valuables."I think I'm lucky because we went there this morning and we got all the batteries out, and all the solar panels out, about $4,000 worth of equipment," he said. "They have to evacuate the people that are trapped up there right now in the same place that we were taking pictures this morning."He said no one was on his property, but his neighbour had someone on his land."I know that the farm right next to my farm . he's got somebody there taking care of the premises, I know he's trapped," Montoya said.Montoya said the fissure that poured lava across the road opened and grew quickly."It was just a little crack in the ground, with a little lava coming out," he said. "Now it's a big crater that opened up where the small little crack in the ground was."Experts are uncertain about when the volcano will calm down.The Big Island volcano released a small explosion at its summit just before midnight Saturday, sending an ash cloud 10,000 feet (3,048 metres ) into the sky. The U.S. Geological Survey's Hawaiian Volcano Observatory said eruptions that create even minor amounts of ashfall could occur at any time.This follows the more explosive eruption Thursday, which emitted ash and rocks thousands of feet into the sky. No one was injured and there were no reports of damaged property.Scientists said the eruption was the most powerful in recent days, though it probably lasted only a few minutes.It came two weeks after the volcano began sending lava flows into neighbourhoods 25 miles (40 kilometres ) to the east of the summit.A new lava vent — the 22nd such fissure — was reported Friday by county civil defence officials.Several open fissure vents are still producing lava splatter and flow in evacuated areas. Gas is also pouring from the vents, cloaking homes and trees in smoke.The fresher, hotter magma will allow faster lava flows that can potentially cover more area, said Janet Babb, a geologist with the Hawaiian Volcano Observatory.Much of the lava that has emerged so far may have been underground for decades, perhaps since a 1955 eruption.Meanwhile, more explosive eruptions from the summit are possible."We have no way of knowing whether this is really the beginning or toward the end of this eruption," said Tom Shea, a volcanologist at the University of Hawaii. "We're kind of all right now in this world of uncertainty."It's nearly impossible to determine when a volcano will stop erupting, "because the processes driving that fall below the surface and we can't see them." said volcanologist Janine Krippner of Concord University in West Virginia.U.S. government scientists, however, are trying to pin down those signals "so we have a little better warning," said Wendy Stovall, a volcanologist with the observatory.Thus far, Krippner noted, authorities have been able to forecast volcanic activity early enough to usher people to safety.The greatest ongoing hazard stems from the lava flows and the hot, toxic gases spewing from open fissure vents close to homes and critical infrastructure, said Charles Mandeville of the U.S. Geological Survey's volcano hazards program.Authorities have been measuring gases, including sulfur dioxide, rising in little puffs from open vents.The area affected by lava and ash is small compared to the Big Island, which is about 4,000 square miles. Congo says 3 new Ebola cases confirmed in large city-[The Canadian Press]-YAHOONEWS-May 20, 2018

KINSHASA, Congo — Three new cases of the often lethal Ebola virus have been confirmed in a city of more than 1 million people, Congo's health minister announced, as the spread of the hemorrhagic fever in an urban area raised alarm.The statement late Friday said the confirmed cases are in Mbandaka city, where a single case was confirmed earlier in the week.There are now 17 confirmed Ebola cases in this outbreak, including one death, plus 21 probable cases and five suspected ones. It was not immediately clear what link the new cases might have to others.The World Health Organization on Friday decided not to declare the outbreak a global health emergency, but it called the risk of spread within Congo "very high" and warned nine neighbouring countries that the risk to them was high. Mayor warns Toronto may need emergency centre for refugees, demands more support-[CBC]-YAHOONEWS-May 20, 2018

Mayor John Tory says Toronto will likely have to open an emergency reception centre within the next week for refugees arriving in the city.Tory is also calling Friday for federal and provincial help to deal with the pressure the increasing number of refugees are putting on the city's shelter system, marking the second time he's made the demand in recent weeks.The city says there are 2,683 refugee claimants in the system as of Thursday night, shelter staff report. That accounts for 40 per cent of Toronto's shelter spaces.Officials say the city now sees 10 new refugee claimants per night. At the current rate, refugees could make up more than half of the shelter population by this fall.Tory says the city will continue to welcome those people, but warns the city needs more support."The people of Toronto are generous, they are understanding and they value our role as Canadians in accommodating people in their time of need," Tory said in a news release."But the federal and provincial governments need to honour their values and their commitments to these populations as well."The city estimates it's spent some $64 million to provide temporary housing in places like motels.Tory's statement says he wants the other governments to reimburse the city for that expense. The mayor is hoping other support could come in the form of staff support, to help settle the refugees, or the provision of new facilities.MP says there has been a refugee 'surge'-Liberal MP Adam Vaughan, a former city councillor, said he's aware there's been a "surge" of refugees and said the federal government will be providing additional support soon.Vaughan said the province is working on freeing up assets to help house people, at which point the federal government will be funding that effort.When asked if Ottawa would provide the millions of dollars Tory's asking for, Vaughan said it's "too early" to say how much will flow to the city."There is a system in place," he said.However, Vaughan also had some criticism for the city, noting some of the shelter capacity issues stem from Toronto's inability to provide other forms of affordable housing — like supportive housing. He said cities like London and Hamilton have dealt with a similar surge of refugees, but have been able to handle it because they've worked harder on finding other places for shelter users to live."It's not simply a question of Toronto being a bigger, stronger magnet," he said.Use of shelters continue to exceed targets-City staff say they believe the rising number of shelter-using refugee claimants is likely tied to the influx of refugees in Quebec, including many who may be travelling to Toronto.As of late April, more than 5,500 migrants have crossed illegally into Quebec so far this year — a big jump from the 2,000 or so who entered the province by this time in 2017.Toronto's shelter system continues to operate well beyond the 90 per cent capacity target set by councillors.City statistics show family shelters were 100 per cent full, women's shelters were 99 per cent full and men's shelters (which have the most spaces) were 95 per cent full last night.

Humanitarian Coordinator for the Syria crisis, said in Beirut.Syria is the worst place in modern history in terms of attacks on healthcare workers and facilities, accounting for 70 percent of all such attacks worldwide, he said.U.N. data shows 89 healthcare workers died in 92 confirmed military attacks on healthcare facilities between Jan 1 and May 4, compared to 73 killed in 112 attacks in the whole of 2017, U.N. Humanitarian Coordinator for the Syria crisis.The two areas which saw the most healthcare attacks in 2018 were Eastern Ghouta and Idlib.Eastern Ghouta had been the largest rebel-held pocket near the capital Damascus, but came back under government control in mid-April after a fierce offensive.Idlib, in northwest Syria, is the largest remaining area under opposition control, containing around 2.5 million people.Idlib's population has ballooned over the course of the conflict, with people there from fighting inn other areas. The government has also transferred a large number of rebel fighters and their families to Idlib as part of surrender deals elsewhere in Syria.Syrian President Bashar al-Assad has vowed to take back every inch of Syria.Moumtzis said the U.N. does not want to see a repeat of what happened in Ghouta happen in Idlib. SANTA FE, Texas (Reuters) - Texas on Saturday will likely release the names of nine students and a teacher killed by a gunman, identified by authorities as a 17-year-old student armed with a shotgun and pistol, who opened fire in a morning art class in his Houston-area high school.Santa Fe High School, southeast of Houston, joined on Friday a long list of U.S. campuses where students and faculty have been killed in mass shootings.Shortly before 8 a.m., students said the gunman, identified by law enforcement as Dimitrios Pagourtzis, opened fire in an art class, sending students and staff fleeing.Ten people were wounded, with several in critical condition.It was the fourth-deadliest mass shooting at a U.S. public school in modern history, and again stoked the nation's long-running debate over gun ownership three months after 17 teens and educators were fatally shot in Parkland, Florida.A vigil was held Friday night for the victims, who have not been officially identified."This will bring us closer together - hopefully, a positive impact from something negative," said Clayton George, 16, who played football with the suspect.The Pakistan Embassy in Washington D.C. identified one of the victims on Twitter as Sabika Sheikh, a Pakistani exchange student, while the brother-in-law of Cynthia Tisdale, a teacher's aide and mother of four, said on Facebook she was killed in the attack.National Football League star J.J. The Texas high school student who allegedly opened fire on his classmates on Friday has been described as a quiet and unassuming teenager who enjoys sports and showed few if any warning signs of violent behaviour.Dimitrios Pagourtzis, 17, was arrested and charged with the murder of 10 people at Santa Fe High School. Previously he had been known among his classmates for playing on the school's junior varsity football team.He is also a member of a dance squad at a local Greek Orthodox church and an avid videogame player, according to those who know him."He stuck to himself. He had a few friends but never really talked to many people," a teammate, who was not identified, told the Houston TV station KTRK."For him to do something like this, it's crazy."Pagourtzis was also known for often wearing a trench coat, even in the Texas heat."He wore, like, a trench coat almost every day," student Mateo Twilley told CNN.Pagourtzis was said to have discussed wanting to own guns and, according to a Facebook page that has since been taken down, indicated an interest in joining the U.S. Marine Corps, "starting in 2019."
