Bridge collapse victim's uncle rages at 'incompetence'-[The Canadian Press]-YAHOONEWS-March 19, 2018
MIAMI — As crews began removing bodies from beneath a collapsed pedestrian bridge Saturday, a victim's uncle raged against what he called the "complete incompetence" and "colossal failure" that allowed people to drive beneath the unfinished concrete span."Why they had to build this monstrosity in the first place to get children across the street?" said an anguished Joe Smitha, whose niece, Alexa Duran, was crushed in Thursday's collapse at Florida International University. "Then they decided to stress test this bridge while traffic was running underneath it?"Authorities say six people were killed when the structure fell onto a busy six-lane road connecting the campus to the community of Sweetwater. Crews removed two cars Saturday morning and said they found three bodies, but officials said there were still at least two more victims beneath the rubble. Late in the day they recovered a third car, and Saturday night they said they believed all victims had been found.The Miami-Dade Police Department confirmed the names of four victims Saturday.Rolando Fraga Hernandez and his gold Jeep Cherokee were pulled from the wreckage Saturday. Later, the bodies of Oswald Gonzalez, 57, and Alberto Arias, 54, were found inside a white Chevy truck.Navarro Brown was pulled from the rubble Thursday and later died at the hospital.Authorities have not released Duran's name, but her family has said she died. The FIU freshman was studying political science.The National Transportation Safety Board has confirmed that crews were applying what's known as "post-tensioning force" on the bridge before the failure. Authorities are investigating whether cracking that was reported just before the span fell contributed to the accident.Experts interviewed by The Associated Press were mixed on the significance of those reported cracks.Amjad Aref, a professor with the University of Buffalo's Institute of Bridge Engineering, said they should have been "a big red flag.""Bridges are really very vulnerable when they are under construction, when there are just pieces," he said. "It's like still a flimsy structure. And when you see cracks, somebody has to raise really a big flag and say, 'We need to do something. We need to figure out what's happening quickly and do any mitigating actions to prevent further progression of damage and ultimately collapse,' as we saw here."But Ralph Verrastro, principle of Naples-based Bridging Solutions, was not surprised to hear about cracks, and said it was not necessarily a problem."Any bridge with concrete, that's made of concrete, there's always cracks," said Verrastro, who has been an engineer for 42 years. "If they had concerns that something was going on for that main span, then they would have called the sheriff or the police and closed the road. I would be very surprised if it's determined that they were taking a chance and trying to do something under traffic. It's just, as bridge engineers, that's just never done."Two days before the collapse, an engineer with the design firm left a voicemail to say some cracking had been found at one end of the concrete span, but the voicemail wasn't picked up until after the collapse, Florida Department of Transportation officials said Friday. In a transcript released Friday night, Denney Pate with FIGG Bridge Group said the cracking would need repairs but the company didn't think it was a safety issue.University officials, however, said Saturday that DOT officials had been aware of the cracking before the collapse. They said in a statement that representatives of FIU and DOT met with a FIGG engineer for two hours Thursday morning to discuss the cracking, and determined there wasn't a safety issue. The bridge fell soon afterward."The FIGG engineer of record delivered a technical presentation regarding the crack and concluded that there were no safety concerns and the crack did not compromise the structural integrity of the bridge," FIU said.NTSB officials have said it's too early to say whether any cracking contributed to the collapse.In a news release late Friday, FIGG Bridge Engineers said it "continues to work diligently" to determine the cause of the collapse, and is examining the steps its team has taken. It added, "The evaluation was based on the best available information at that time and indicated that there were no safety issues." It also asked for time to accurately determine what led to the accident.Scheduled to open in 2019, the bridge was to provide safe passage over a canal and six lanes of traffic, a showpiece architectural feature connecting the campus with Sweetwater. The $14.2 million project was supposed to take advantage of a faster, cheaper and safer method of bridge-building promoted by the university.Early renderings online appeared to show what's called a "cable-stayed" structure supported by cables hanging from a central tower. However, a spokesman for FIGG said Saturday the bridge that was being built actually had built-in trusses."It is a truss bridge with above deck truss elements which, from an engineering perspective, is very different than a cable-stayed bridge," FIGG spokeswoman Cheryl Stopnick said in an email.Verrastro said there may have been enough support in place at the time. He said these projects are constructed with "very specific sequencing" and phases."This was designed to support itself — that was the beauty of the design, I'm sure," he said. "You didn't need temporary supports. It saves money. It's safer, because if you put temporary supports, you have to block the road and the traffic would be a mess and it would be in the way. Nikhita Nookala didn't know Meadow Pollack, one of the victims of last month's shooting at Marjory Stoneman Douglas, but she says writing about her life for a memorial issue of the school paper has been an emotional experience. "Reading through all the stories that her friends have told me, she seems like someone I could have been friends with, she liked the same things I did," said the 17-year old senior who writes for the school paper, the Eagle Eye.She says learning about Pollack's life has stirred complicated feelings. A month after the mass shooting in Parkland Florida, emotions are still raw and for Nookala, the event still doesn't feel real."I feel like I still haven't really accepted that there's been a shooting at Douglas and all of this happening, it feels like the shooting was yesterday." she said.Christy Ma also writes for the paper. The day after the shooting, she and Nookala were assigned to write about the event and the vigil the next day."That actually took a few days to write because of how how soon everything was and how we were feeling," the 18-year old said. "If you notice, I mean if you look online, the posting is actually a few days after the vigil."-Counsellors and therapy animals-In the month since the shooting, she says every student is handling things differently. Upon their return to school there were counsellors and therapy animals to help students transition back to the classroom."It was like a petting zoo. Basically there were therapy dogs. There were, like, goats, like a donkey or a horse. It was pretty crazy; it almost looked like a circus at school," she said. Ma says while some students have chosen to channel their emotions towards activism, others have retreated from the spotlight. In her case, she says she's just trying to keep busy. "I think just trying not to think too long on the negative aspects but trying to look forward to my future and how I can make an impact now is something that's been helping me cope," she said.Immersing themselves in the memorial issue is a healthy way to cope, says Dr. Katy Kamkar, a clinical psychologist at the Centre for Addiction and Mental Health in Toronto. She says students are collectively mourning, so working together can help them move forward and heal. "If collectively they are able to get an activity that provides them with a sense of meaning, that helps them to put sense into something that we know doesn't make any sense …then it's important for them to engage in that," she said.Hard to write about-Ma is profiling 17-year old victim Nicholas Dworet for the memorial edition. Like Nookala, she didn't know her subject personally, but after meeting with his family and close friends, she feels a connection."I'm not going to lie - I started crying when I was writing the article. It was hard to write and I still get emotional a little bit talking about it, but I'm really glad I had the opportunity to honour him," she said.Student Richard Doan is profiling 15-year old victim Peter Wang. He says writing about a fellow student, while also speaking out for gun control, has been his way of coping with the tragedy."Being politically active, talking to media, letting everyone know what happened here, just sharing our message helps a lot," he said. The newspaper students are headed to Washington next weekend to cover the March for Our Lives rally for gun control that their fellow students are organizing. They've got major news organizations on board to sponsor their trip and they'll have backstage access. It's an amazing opportunity, but one Nookala says brings up an unexpected emotion: guilt.Dealing with survivor's guilt-"This wouldn't have happened and we wouldn't have gotten this opportunity if 17 people weren't shot in school," Nookala said.Kamkar says survivor's guilt is normal in this situation. She says whether it's writing for the newspaper or organizing a rally, having the students together provides a safe environment for students to open up and share their feelings. "It's important not to be afraid of our thoughts, not to be afraid of our emotions. These are normal reactions," she said.Nookala said she's trying not to dwell on that feeling of guilt."It's better to just accept it and enjoy what we have and move on because there's no point in dwelling over things that are already done."

Russia has denied any involvement."We actually have evidence within the last 10 years that Russia has not only been investigating the delivery of nerve agents for the purposes of assassination, but has also been creating and stockpiling Novichok," Johnson told the BBC.The identification of Novichok as the weapon has become the central pillar of Britain's case for Russia's culpability in the poisoning. VATICAN CITY (Reuters) - The Vatican "Lettergate" scandal came to a head on Saturday when the Holy See, under pressure from the media and conservatives, released a full text by former Pope Benedict that before was cited only selectively.The Vatican Secretariat for Communication, which had come under sharp criticism all week for blurring part of a photograph of the letter and for withholding another section, said in a statement there had been "no intent of censorship".It said the letter, written for the presentation of a Vatican-published 11-booklet series on the theology of Pope Francis, was private and therefore officials had cited only the "opportune and relative" parts.But the episode, which has cast a shadow over the Vatican for a week, has proven to be a public relations fiasco, particularly for its communications chief, Monsignor Dario Vigano.At the book presentation on Monday, Vigano read out the parts of the letter in which Benedict rejected the "stupid prejudice" of those who say Francis' theology is lacking.Benedict also disputed suggestions by conservatives that Francis' academic qualities were lacking, praising his successor as a "man of deep philosophical and theological formation" and finding an "interior continuity between the two pontificates".But a press release handed out at the event omitted a paragraph in which Benedict apologized for not having had the time to read all 11 volumes and thus declining a request to write a "short and dense theological" introduction for the series.The final paragraph, released for the first time on Saturday, went further, showing that Benedict was irritated by the fact German theologian Peter Hunermann had been chosen by the Vatican publishing house LEV to write one of the volumes.Hunermann, Benedict noted had "led anti-papal initiatives" during Benedict's 2005-2013 papacy and had also attacked some of the writings of Pope John Paul II, who died in 2005."I am certain that you will understand my denial (of the request to write an introduction)," Benedict tells Vigano.Luis Badilla, who writes for the Vatican-affiliated website Il Sismografo, issued a thinly veiled call for Vigano's head, calling the whole episode "a gigantic mess". OTTAWA — It was Valentine's Day when an Alberta church was told its application for Canada Summer Jobs program funding wasn't complete. The "I attest" box on the application had to be checked and the document signed, North Pointe community church was told.Except it was.What happened to the Edmonton-area church is a result of what critics say is the government's hard line on its insistence that groups must attest to respect for reproductive rights, including abortion, to be eligible for funding through the popular program.Applicants who express concern about the policy change are deemed not to have met the new requirement — even if they've checked all the right boxes and signed all the right forms.As a result, many faith-based groups are in limbo as they await the outcome of their applications for funding that were approved in previous years."Anyone who raises objections to the attestation in the context of their application is having their application deemed incomplete, which suggests that it's not about actions, it's also about the values of the group," said Conservative MP Garnett Genuis, who has held town halls in Atlantic Canada this past week on the issue.The Liberals added stipulations this year that jobs being funded, as well as groups' core mandates, must respect reproductive rights. The government said it did so in response to concerns officials heard that funding through the popular jobs program paid for students to protest outside abortion clinics or have students create and distribute graphic anti-abortion pamphlets.Labour Minister Patty Hajdu has also said she heard complaints about funds going to summer camps that refuse to hire LGBTQ staff."It's one thing if they want you to say you'll obey the law. Program officials have deemed these applications as incomplete.North Pointe church provided a cover letter on its application saying it would uphold Canadian law, including human rights law, but questioned the additional wording in the declaration and asked the government to accept the application with the words in the letter substituting for the wording in the application.The church checked the "I attest" box, signed the application and didn't make any changes to the application based on recommendations from the Pentecostal Assemblies of Canada.On Feb. 14, Service Canada wrote back saying the declaration "cannot be altered or modified" and that the "I attest" box needed to be checked and the application signed. On the third Saturday of every month, members of St. George's Anglican Church and the Imani Community Centre in Little Burgundy come together to fill brown paper bags with homemade shawarma, oranges and bottles of water.Then the volunteers walk around the downtown core, handing out meals to the city's homeless.It's an initiative that was born out of a shared desire to do something good and foster an interfaith connection, said Rev. Steven Mackison.His description of the early interactions between the two faith groups conjures images of a nervous first date.The congregation of St. George's invited members of the Imani Community Centre over for a get-together."We met for the first time here, all on pins and needles, trying to be our best and most polite possible selves," he said, "And it went very well."The Imani Community Centre reciprocated, hosting the Anglican worshippers. By pure happenstance, it was the same day as the Quebec City mosque shooting that killed six men."Despite that tragedy, it actually galvanized our sense of mission and ministry in the importance of doing this project," said Mackison."To show the world that hate and intolerance will not overshadow our mutual desire to work together as two faith communities."Musabbir Alam, Imam at the Imani Community Centre, recalled that the day after the shooting, Rev. Mackison reached out with a letter of sympathy."It was something very emotional for us, but knowing they had our back, and we are not in this alone, even though we are from different faith communities ... It was something very important, and it gave us the hope that we could do [things] together, and actually work together to make changes in our community," said Alam.On the one year anniversary of the collaborative program, called Meals to the Street, Alam said that they he feels the united effort has done a great deal of good.Over the last year, they've prepared about 3,000 shawarmas."To see all these people — we have about 50 volunteers coming and making all the sandwiches and going on the street — it's a wonderful experience," said Alam.-Building bridges-During the monthly food preparation and delivery sessions, where volunteers cut vegetables, shred chicken and wrap shawarmas, people from both communities are able to work together and even strike up a friendship.Sarah Faye and Patricia Hamilton have been volunteering with the Meals to the Streets program since day one."I think we got to know each other over either shredding chicken or chopping tomatoes," joked Hamilton. "Because the production line is there, and you just end up talking and finding out about people. It's great fun."Hamilton said in her daily life, she doesn't meet many people from the Muslim community and that getting to know Faye has been a real pleasure.Faye, for her part, agrees wholeheartedly."Actually, that's one of my favourite parts too. Because I can meet people I do not meet in my everyday life. And then we get to know each other and know that we are just the same."

A 15-year-old Harry Potter fanatic is organizing an immersive summer camp for teens and tweens that strives to bring the magical world of Hogwarts to life.Campers can dress up like Dumbledore and Snape, help dwarfs find their lost wands, and maybe even play a game or two of quidditch. The Hogwarts summer school is being planned for Shawnigan Lake, on Vancouver Island, says teenage camp coordinator Maddy Kirstein.A Grade 10 student at the Pacific School of Innovation and Inquiry — a high school in Victoria — Kirstein describes the camp as a three-day immersive experience involving live-action and role playing."That means you will be in a world that we have created, that J.K. Rowling created," Kirstein said."And this is a tribute to Harry Potter because we love Harry Potter."The camp will not only be a chance to dress up like a character from Harry Potter, but also to attend Hogwarts-style classes."There is defence against the dark arts, there are charms, there is transfiguration, there are so many," Kirstein said."And the quests are my favourite part."The camp was originally planned for 14- to 17-year-olds, but Kirstein says she heard from parents who wanted to send younger children.In response, she expanded the camp to include kids as young as 11.Kirstein is running a GoFundMe campaign to raise funds to rent Shawnigan Lake School for the camp.She says she is also still looking for volunteers to play dwarfs, elves and goblins.Kirstein is creating the summer camp with fellow student, Willow Hanuse, but adults are overseeing the creation of the camp. There will also be adult supervision at the camp to fulfil both legal and safety requirements.Kirstein describes the camp as magical."You just go and make friends and you can hang out," Kirstein said."You [would] just basically be at Hogwarts for three days."

SAN ANTONIO — Authorities in Texas have arrested at least a dozen people for animal cruelty after interrupting what they believe was ritual sacrifice.The San Antonio Express-News reports that Bexar County sheriff's deputies found dead and dismembered animals in a San Antonio-area home Friday night after receiving calls that animals were being sacrificed.Sgt. Elizabeth Gonzalez says that deputies saw more than a dozen people inside a garage where a woman was cutting up animal parts while another person was draining the blood of a chicken into a container.Gonzalez says, "It appears that they were having some sort of unknown ritual."Deputies found additional mutilated animals in the residence, including goat heads and more chickens.Gonzalez says between 12 and 14 people were arrested and will face misdemeanour charges of cruelty to non-livestock animals.The Associated Press.

Pimps are necessary in arranging safe and efficient transactions between sex workers and clients, according to a University of Ottawa professor who says their work should be decriminalized in Canada."The sex industry, like mainstream businesses, rarely depends exclusively on clients and workers to operate efficiently and safely," professor Chris Bruckert told CBC Radio's Ottawa Morning Tuesday."Contrary to prevailing stereotypes that portray third parties [like pimps] as inherently abusive and controlling, these workers fulfill important roles and provide vital services."Bruckert and her team of researchers conducted interviews with 75 pimps — or "third-party" workers, as she prefers to call them — as well as 52 sex workers for her new book Getting Past "the Pimp": Management in the Sex Industry.The interviews included people from across the country, including Ottawa.Constitutional challenge-The national debate around prostitution laws is intensifying as a court in London, Ont. hears a constitutional challenge against Canada's 2014 prostitution law Bill C-36 — which criminalizes the buying of sex but decriminalizes its sale.The laws also prosecute those who advertise sex work and make money off sex workers.Bruckert said that little research has been conducted on the role of pimps in the industry, adding that many people's opinions are based on stereotypes. "Abuse wasn't something we came across — but we did find bad labour practices," she said. "What we need in that context is labour rights, not necessarily criminal laws."The problem, Bruckert said, is that sex workers have no mechanism to redress labour exploitation outside of criminal law.Most of the third-party workers Bruckert's team spoke to were women — both surprising and understandable, she said, since the industry is female-dominated and the line between sex work and management is thin."Many of the third-parties we interviewed were current or former sex workers, [which] kind of makes sense. You move into the business that you know," she said. SAN FRANCISCO (Reuters) - Facebook Inc faced new calls for regulation from within U.S. Congress and was hit with questions about personal data safeguards on Saturday after reports a political consultant gained inappropriate access to 50 million users' data starting in 2014.Facebook disclosed the issue in a blog post on Friday, hours before media reports that conservative-leaning Cambridge Analytica, a data company known for its work on Donald Trump's 2016 presidential campaign, was given access to the data and may not have deleted it.The scrutiny presented a new threat to Facebook's reputation, which was already under attack over Russians' alleged use of Facebook tools to sway American voters before and after the 2016 U.S. elections."It's clear these platforms can't police themselves," Democratic U.S. Senator Amy Klobuchar tweeted."They say 'trust us.' Too often in online articles we see the worst qualities of people come out in the comment section. The hateful comments run the gamut between racism, sexism, homophobia, transphobia and any other type of prejudice you can name. In particular, the comment section on articles relating to Islam tends to be particularly awful.To understand why people leave terrible comments about Muslims and Islam on articles, Yahoo Canada News conducted a Q&A with Mubin Shaikh. A former extremist himself, Shaikh de-radicalized after studying Islam in Syria and went on to become a counter-terrorism operative for the Canadian Security Intelligence Service and the Royal Canadian Mounted Police, Integrated National Security Enforcement Team (INSET). He is now an external Subject Matter Expert to CENTCOM, the UN Security Council and instructs police, intelligence and counter terrorism units on extremism related challenges.We asked Shaikh some questions based off troubling comments we’ve seen on Yahoo Canada.Q: People often say that they’re tired of stories about Islam being “forced” on them, which is not the case when we post stories about other faiths. Why do you think that is? MS: When people see a particular group as “the other” as opposed to co-equal members of society, there is a psychological effect related to what is termed, In-group/Out-group group dynamics. This means that if “my” group does something, it is not as bad as when “their group” does something. Members of the In-group are viewed with harmony as opposed to animosity and this is what you see in the above comment. So, if a Muslim asks for the same rights as everyone else, it is viewed as “forcing the religion” or “changing our laws” when in fact, neither is the case. As for the idea that Islam needs to be eradicated, this is actually no different than antisemites who say all Jews have to be eradicated. The person is frankly, an extremist.Q: One of the most common things we see is that people say Islam is barbaric, and that it’s an evil cult and that Muslims are bringing Sharia Law to Canada or trying to brainwash the country. Why do people think that?MS: People think Islam is barbaric and a religion of terrorism because of the actions of Muslim extremists themselves. The irony is that anti-Muslim and Muslim extremists tend to believe the exact same thing: Islam is about violence and killing and imposing upon others. These two groups exist in symbiotic union and reinforce each others’ narratives in this regard.Q: People often say that Trudeau favours Islam over other religions. Why do you think that is? MS: The overwhelming majority of those who say Trudeau favours Islam over other religions, are those who already don’t like Liberals and certainly don’t like the idea that Trudeau is the prime minister. Since those people already don’t view Muslims as co-equal Canadian citizens, any attempt to include Muslims in the Canadian family is viewed as “favouritism” when in fact, no favouritism has ever been manifested in this regard. Many of these folks also come from religious groups that have indeed received favouritism and view the inclusion of other groups as encroaching on that favoured status.Q: Why do people hate Islam? MS: As you see from the comment, such sentiments of hate are no different than ISIS-like extremists. They too target entire religions, they too incite attacks against places of worship, they too view all members of a nation or group as targets to be attacked. This shows us that radicalization is not something that just happens to ‘brown’ people. Hate is something that is taught at home, by associates and by the media. Education and cross cultural interactions are the antidote to hate. Ignorance is also something that exacerbates hate, so also is fear of the unknown. All these factors taken together, explain why people hate in general.

BEIRUT (Reuters) - Thousands of civilians streamed out of their towns on Saturday to escape battles in the north and south of Syria, where two different offensives have prompted an exodus in recent days.A new wave of people fled a rebel pocket to army lines in eastern Ghouta near the capital Damascus, as rescuers and a monitor said air strikes pounded the besieged zone.In the northern Afrin region, people fled as Turkish war planes struck the main town, Syrian Kurdish forces and the monitor said. More than 150,000 people have left the town in the last few days, a senior Kurdish official said.The two offensives - one by the Syrian army with Russia's support, the other led by Turkey with allied Syrian rebels - entered decisive phases this week. Both have shown how foreign backers and their Syrian allies are reshaping the map after the defeat of Islamic State's self-proclaimed caliphate last year.Turkey launched the cross-border offensive in January against the Syrian Kurdish YPG fighters who control Afrin.In its month-long assault, the Syrian military has marched into much of eastern Ghouta, the last major insurgent bastion around Damascus.-EASTERN GHOUTA-Troops splintered Ghouta into three besieged zones in one of the bloodiest offensives of the seven-year war. MIAMI — As crews began removing bodies from beneath a collapsed pedestrian bridge Saturday, a victim's uncle raged against what he called the "complete incompetence" and "colossal failure" that allowed people to drive beneath the unfinished concrete span."Why they had to build this monstrosity in the first place to get children across the street?" said an anguished Joe Smitha, whose niece, Alexa Duran, was crushed in Thursday's collapse at Florida International University. "Then they decided to stress test this bridge while traffic was running underneath it?"Authorities say six people were killed when the structure fell onto a busy six-lane road connecting the campus to the community of Sweetwater. Crews removed two cars Saturday morning and said they found three bodies, but officials said there were still at least two more victims beneath the rubble. Late in the day they recovered a third car, and Saturday night they said they believed all victims had been found.The Miami-Dade Police Department confirmed the names of four victims Saturday.Rolando Fraga Hernandez and his gold Jeep Cherokee were pulled from the wreckage Saturday. Later, the bodies of Oswald Gonzalez, 57, and Alberto Arias, 54, were found inside a white Chevy truck.Navarro Brown was pulled from the rubble Thursday and later died at the hospital.Authorities have not released Duran's name, but her family has said she died. The FIU freshman was studying political science.The National Transportation Safety Board has confirmed that crews were applying what's known as "post-tensioning force" on the bridge before the failure. We need to figure out what's happening quickly and do any mitigating actions to prevent further progression of damage and ultimately collapse,' as we saw here."But Ralph Verrastro, principle of Naples-based Bridging Solutions, was not surprised to hear about cracks, and said it was not necessarily a problem."Any bridge with concrete, that's made of concrete, there's always cracks," said Verrastro, who has been an engineer for 42 years. "If they had concerns that something was going on for that main span, then they would have called the sheriff or the police and closed the road. I would be very surprised if it's determined that they were taking a chance and trying to do something under traffic. It's just, as bridge engineers, that's just never done."Two days before the collapse, an engineer with the design firm left a voicemail to say some cracking had been found at one end of the concrete span, but the voicemail wasn't picked up until after the collapse, Florida Department of Transportation officials said Friday. In a transcript released Friday night, Denney Pate with FIGG Bridge Group said the cracking would need repairs but the company didn't think it was a safety issue.University officials, however, said Saturday that DOT officials had been aware of the cracking before the collapse. They said in a statement that representatives of FIU and DOT met with a FIGG engineer for two hours Thursday morning to discuss the cracking, and determined there wasn't a safety issue. The bridge fell soon afterward."The FIGG engineer of record delivered a technical presentation regarding the crack and concluded that there were no safety concerns and the crack did not compromise the structural integrity of the bridge," FIU said.NTSB officials have said it's too early to say whether any cracking contributed to the collapse.In a news release late Friday, FIGG Bridge Engineers said it "continues to work diligently" to determine the cause of the collapse, and is examining the steps its team has taken. It added, "The evaluation was based on the best available information at that time and indicated that there were no safety issues." It also asked for time to accurately determine what led to the accident.Scheduled to open in 2019, the bridge was to provide safe passage over a canal and six lanes of traffic, a showpiece architectural feature connecting the campus with Sweetwater. The $14.2 million project was supposed to take advantage of a faster, cheaper and safer method of bridge-building promoted by the university.Early renderings online appeared to show what's called a "cable-stayed" structure supported by cables hanging from a central tower. However, a spokesman for FIGG said Saturday the bridge that was being built actually had built-in trusses."It is a truss bridge with above deck truss elements which, from an engineering perspective, is very different than a cable-stayed bridge," FIGG spokeswoman Cheryl Stopnick said in an email.Verrastro said there may have been enough support in place at the time. He said these projects are constructed with "very specific sequencing" and phases."This was designed to support itself — that was the beauty of the design, I'm sure," he said. "You didn't need temporary supports. It saves money. It's safer, because if you put temporary supports, you have to block the road and the traffic would be a mess and it would be in the way. So I'm sure that was all thought through."Smitha, Duran's uncle, can't help but believe that this tragedy could have been avoided."This was a colossal failure of the system," he said. "This was complete incompetence from the top ... Nikhita Nookala didn't know Meadow Pollack, one of the victims of last month's shooting at Marjory Stoneman Douglas, but she says writing about her life for a memorial issue of the school paper has been an emotional experience. "Reading through all the stories that her friends have told me, she seems like someone I could have been friends with, she liked the same things I did," said the 17-year old senior who writes for the school paper, the Eagle Eye.She says learning about Pollack's life has stirred complicated feelings. A month after the mass shooting in Parkland Florida, emotions are still raw and for Nookala, the event still doesn't feel real."I feel like I still haven't really accepted that there's been a shooting at Douglas and all of this happening, it feels like the shooting was yesterday." she said.Christy Ma also writes for the paper. The day after the shooting, she and Nookala were assigned to write about the event and the vigil the next day."That actually took a few days to write because of how how soon everything was and how we were feeling," the 18-year old said. "If you notice, I mean if you look online, the posting is actually a few days after the vigil."-Counsellors and therapy animals-In the month since the shooting, she says every student is handling things differently. Upon their return to school there were counsellors and therapy animals to help students transition back to the classroom."It was like a petting zoo. Basically there were therapy dogs. There were, like, goats, like a donkey or a horse. It was pretty crazy; it almost looked like a circus at school," she said. Ma says while some students have chosen to channel their emotions towards activism, others have retreated from the spotlight. In her case, she says she's just trying to keep busy. "I think just trying not to think too long on the negative aspects but trying to look forward to my future and how I can make an impact now is something that's been helping me cope," she said.Immersing themselves in the memorial issue is a healthy way to cope, says Dr. Katy Kamkar, a clinical psychologist at the Centre for Addiction and Mental Health in Toronto. She says students are collectively mourning, so working together can help them move forward and heal. "If collectively they are able to get an activity that provides them with a sense of meaning, that helps them to put sense into something that we know doesn't make any sense …then it's important for them to engage in that," she said.Hard to write about-Ma is profiling 17-year old victim Nicholas Dworet for the memorial edition. Like Nookala, she didn't know her subject personally, but after meeting with his family and close friends, she feels a connection."I'm not going to lie - I started crying when I was writing the article. It was hard to write and I still get emotional a little bit talking about it, but I'm really glad I had the opportunity to honour him," she said.Student Richard Doan is profiling 15-year old victim Peter Wang. He says writing about a fellow student, while also speaking out for gun control, has been his way of coping with the tragedy."Being politically active, talking to media, letting everyone know what happened here, just sharing our message helps a lot," he said. The newspaper students are headed to Washington next weekend to cover the March for Our Lives rally for gun control that their fellow students are organizing. They've got major news organizations on board to sponsor their trip and they'll have backstage access. It's an amazing opportunity, but one Nookala says brings up an unexpected emotion: guilt.Dealing with survivor's guilt-"This wouldn't have happened and we wouldn't have gotten this opportunity if 17 people weren't shot in school," Nookala said.Kamkar says survivor's guilt is normal in this situation. She says whether it's writing for the newspaper or organizing a rally, having the students together provides a safe environment for students to open up and share their feelings. "It's important not to be afraid of our thoughts, not to be afraid of our emotions. These are normal reactions," she said.Nookala said she's trying not to dwell on that feeling of guilt."It's better to just accept it and enjoy what we have and move on because there's no point in dwelling over things that are already done."

LONDON (Reuters) - British Foreign Secretary Boris Johnson said on Sunday that Russia has been stockpiling the deadly nerve agent used to poison a Russian former double agent in England and has been investigating how such weapons can be used in assassinations.Britain has said Russia used the Soviet-era nerve agent called Novichok to attack Sergei Skripal and his daughter Yulia in the first known offensive use of such a weapon on European soil since World War Two. Russia has denied any involvement."We actually have evidence within the last 10 years that Russia has not only been investigating the delivery of nerve agents for the purposes of assassination, but has also been creating and stockpiling Novichok," Johnson told the BBC.The identification of Novichok as the weapon has become the central pillar of Britain's case for Russia's culpability in the poisoning. The "I attest" box on the application had to be checked and the document signed, North Pointe community church was told.Except it was.What happened to the Edmonton-area church is a result of what critics say is the government's hard line on its insistence that groups must attest to respect for reproductive rights, including abortion, to be eligible for funding through the popular program.Applicants who express concern about the policy change are deemed not to have met the new requirement — even if they've checked all the right boxes and signed all the right forms.As a result, many faith-based groups are in limbo as they await the outcome of their applications for funding that were approved in previous years."Anyone who raises objections to the attestation in the context of their application is having their application deemed incomplete, which suggests that it's not about actions, it's also about the values of the group," said Conservative MP Garnett Genuis, who has held town halls in Atlantic Canada this past week on the issue.The Liberals added stipulations this year that jobs being funded, as well as groups' core mandates, must respect reproductive rights. The government said it did so in response to concerns officials heard that funding through the popular jobs program paid for students to protest outside abortion clinics or have students create and distribute graphic anti-abortion pamphlets.Labour Minister Patty Hajdu has also said she heard complaints about funds going to summer camps that refuse to hire LGBTQ staff."It's one thing if they want you to say you'll obey the law. On the third Saturday of every month, members of St. George's Anglican Church and the Imani Community Centre in Little Burgundy come together to fill brown paper bags with homemade shawarma, oranges and bottles of water.Then the volunteers walk around the downtown core, handing out meals to the city's homeless.It's an initiative that was born out of a shared desire to do something good and foster an interfaith connection, said Rev. Steven Mackison.His description of the early interactions between the two faith groups conjures images of a nervous first date.The congregation of St. George's invited members of the Imani Community Centre over for a get-together."We met for the first time here, all on pins and needles, trying to be our best and most polite possible selves," he said, "And it went very well."The Imani Community Centre reciprocated, hosting the Anglican worshippers. By pure happenstance, it was the same day as the Quebec City mosque shooting that killed six men."Despite that tragedy, it actually galvanized our sense of mission and ministry in the importance of doing this project," said Mackison."To show the world that hate and intolerance will not overshadow our mutual desire to work together as two faith communities."Musabbir Alam, Imam at the Imani Community Centre, recalled that the day after the shooting, Rev. Mackison reached out with a letter of sympathy."It was something very emotional for us, but knowing they had our back, and we are not in this alone, even though we are from different faith communities ... It was something very important, and it gave us the hope that we could do [things] together, and actually work together to make changes in our community," said Alam.On the one year anniversary of the collaborative program, called Meals to the Street, Alam said that they he feels the united effort has done a great deal of good.Over the last year, they've prepared about 3,000 shawarmas."To see all these people — we have about 50 volunteers coming and making all the sandwiches and going on the street — it's a wonderful experience," said Alam.-Building bridges-During the monthly food preparation and delivery sessions, where volunteers cut vegetables, shred chicken and wrap shawarmas, people from both communities are able to work together and even strike up a friendship.Sarah Faye and Patricia Hamilton have been volunteering with the Meals to the Streets program since day one."I think we got to know each other over either shredding chicken or chopping tomatoes," joked Hamilton. "Because the production line is there, and you just end up talking and finding out about people. It's great fun."Hamilton said in her daily life, she doesn't meet many people from the Muslim community and that getting to know Faye has been a real pleasure.Faye, for her part, agrees wholeheartedly."Actually, that's one of my favourite parts too. Because I can meet people I do not meet in my everyday life. And then we get to know each other and know that we are just the same."

A 15-year-old Harry Potter fanatic is organizing an immersive summer camp for teens and tweens that strives to bring the magical world of Hogwarts to life.Campers can dress up like Dumbledore and Snape, help dwarfs find their lost wands, and maybe even play a game or two of quidditch. The Hogwarts summer school is being planned for Shawnigan Lake, on Vancouver Island, says teenage camp coordinator Maddy Kirstein.A Grade 10 student at the Pacific School of Innovation and Inquiry — a high school in Victoria — Kirstein describes the camp as a three-day immersive experience involving live-action and role playing."That means you will be in a world that we have created, that J.K. Rowling created," Kirstein said."And this is a tribute to Harry Potter because we love Harry Potter."The camp will not only be a chance to dress up like a character from Harry Potter, but also to attend Hogwarts-style classes."There is defence against the dark arts, there are charms, there is transfiguration, there are so many," Kirstein said."And the quests are my favourite part."The camp was originally planned for 14- to 17-year-olds, but Kirstein says she heard from parents who wanted to send younger children.In response, she expanded the camp to include kids as young as 11.Kirstein is running a GoFundMe campaign to raise funds to rent Shawnigan Lake School for the camp.She says she is also still looking for volunteers to play dwarfs, elves and goblins.Kirstein is creating the summer camp with fellow student, Willow Hanuse, but adults are overseeing the creation of the camp. SAN ANTONIO — Authorities in Texas have arrested at least a dozen people for animal cruelty after interrupting what they believe was ritual sacrifice.The San Antonio Express-News reports that Bexar County sheriff's deputies found dead and dismembered animals in a San Antonio-area home Friday night after receiving calls that animals were being sacrificed.Sgt. Elizabeth Gonzalez says that deputies saw more than a dozen people inside a garage where a woman was cutting up animal parts while another person was draining the blood of a chicken into a container.Gonzalez says, "It appears that they were having some sort of unknown ritual."Deputies found additional mutilated animals in the residence, including goat heads and more chickens.Gonzalez says between 12 and 14 people were arrested and will face misdemeanour charges of cruelty to non-livestock animals.The Associated Press.

Why an Ottawa professor says pimps keep sex workers safe-[CBC]-YAHOONEWS-March 19, 2018
Pimps are necessary in arranging safe and efficient transactions between sex workers and clients, according to a University of Ottawa professor who says their work should be decriminalized in Canada."The sex industry, like mainstream businesses, rarely depends exclusively on clients and workers to operate efficiently and safely," professor Chris Bruckert told CBC Radio's Ottawa Morning Tuesday."Contrary to prevailing stereotypes that portray third parties [like pimps] as inherently abusive and controlling, these workers fulfill important roles and provide vital services."Bruckert and her team of researchers conducted interviews with 75 pimps — or "third-party" workers, as she prefers to call them — as well as 52 sex workers for her new book Getting Past "the Pimp": Management in the Sex Industry.The interviews included people from across the country, including Ottawa.Constitutional challenge-The national debate around prostitution laws is intensifying as a court in London, Ont. hears a constitutional challenge against Canada's 2014 prostitution law Bill C-36 — which criminalizes the buying of sex but decriminalizes its sale.The laws also prosecute those who advertise sex work and make money off sex workers.Bruckert said that little research has been conducted on the role of pimps in the industry, adding that many people's opinions are based on stereotypes. "Abuse wasn't something we came across — but we did find bad labour practices," she said. "What we need in that context is labour rights, not necessarily criminal laws."The problem, Bruckert said, is that sex workers have no mechanism to redress labour exploitation outside of criminal law.Most of the third-party workers Bruckert's team spoke to were women — both surprising and understandable, she said, since the industry is female-dominated and the line between sex work and management is thin."Many of the third-parties we interviewed were current or former sex workers, [which] kind of makes sense. You move into the business that you know," she said. 'Echoes any other business' The other unexpected finding, she said, was how similar the sex trade was to any other business."[It's surprising] how absolutely mundane management in the sex industry is [and] how much it echoes any other business," Bruckert said."There is marketing, there are security concerns — many of the challenges that any other small business operator would confront.""We don't need special laws to criminalize the sex industry," she added. SAN FRANCISCO (Reuters) - Facebook Inc faced new calls for regulation from within U.S. Congress and was hit with questions about personal data safeguards on Saturday after reports a political consultant gained inappropriate access to 50 million users' data starting in 2014.Facebook disclosed the issue in a blog post on Friday, hours before media reports that conservative-leaning Cambridge Analytica, a data company known for its work on Donald Trump's 2016 presidential campaign, was given access to the data and may not have deleted it.The scrutiny presented a new threat to Facebook's reputation, which was already under attack over Russians' alleged use of Facebook tools to sway American voters before and after the 2016 U.S. elections."It's clear these platforms can't police themselves," Democratic U.S. Senator Amy Klobuchar tweeted."They say 'trust us.' The researcher sold the data to Cambridge, which was against Facebook rules, the newspapers said.Cambridge Analytica worked on Trump's 2016 campaign. Too often in online articles we see the worst qualities of people come out in the comment section. The hateful comments run the gamut between racism, sexism, homophobia, transphobia and any other type of prejudice you can name. In particular, the comment section on articles relating to Islam tends to be particularly awful.To understand why people leave terrible comments about Muslims and Islam on articles, Yahoo Canada News conducted a Q&A with Mubin Shaikh. A former extremist himself, Shaikh de-radicalized after studying Islam in Syria and went on to become a counter-terrorism operative for the Canadian Security Intelligence Service and the Royal Canadian Mounted Police, Integrated National Security Enforcement Team (INSET). He is now an external Subject Matter Expert to CENTCOM, the UN Security Council and instructs police, intelligence and counter terrorism units on extremism related challenges.We asked Shaikh some questions based off troubling comments we’ve seen on Yahoo Canada.Q: People often say that they’re tired of stories about Islam being “forced” on them, which is not the case when we post stories about other faiths. Why do you think that is? MS: When people see a particular group as “the other” as opposed to co-equal members of society, there is a psychological effect related to what is termed, In-group/Out-group group dynamics. This means that if “my” group does something, it is not as bad as when “their group” does something. Members of the In-group are viewed with harmony as opposed to animosity and this is what you see in the above comment. So, if a Muslim asks for the same rights as everyone else, it is viewed as “forcing the religion” or “changing our laws” when in fact, neither is the case. As for the idea that Islam needs to be eradicated, this is actually no different than antisemites who say all Jews have to be eradicated. The person is frankly, an extremist.Q: One of the most common things we see is that people say Islam is barbaric, and that it’s an evil cult and that Muslims are bringing Sharia Law to Canada or trying to brainwash the country. Why do people think that?MS: People think Islam is barbaric and a religion of terrorism because of the actions of Muslim extremists themselves. The irony is that anti-Muslim and Muslim extremists tend to believe the exact same thing: Islam is about violence and killing and imposing upon others. These two groups exist in symbiotic union and reinforce each others’ narratives in this regard.Q: People often say that Trudeau favours Islam over other religions. Why do you think that is? MS: The overwhelming majority of those who say Trudeau favours Islam over other religions, are those who already don’t like Liberals and certainly don’t like the idea that Trudeau is the prime minister. Since those people already don’t view Muslims as co-equal Canadian citizens, any attempt to include Muslims in the Canadian family is viewed as “favouritism” when in fact, no favouritism has ever been manifested in this regard. Many of these folks also come from religious groups that have indeed received favouritism and view the inclusion of other groups as encroaching on that favoured status.Q: Why do people hate Islam? MS: As you see from the comment, such sentiments of hate are no different than ISIS-like extremists. They too target entire religions, they too incite attacks against places of worship, they too view all members of a nation or group as targets to be attacked. This shows us that radicalization is not something that just happens to ‘brown’ people. Hate is something that is taught at home, by associates and by the media. Education and cross cultural interactions are the antidote to hate. Ignorance is also something that exacerbates hate, so also is fear of the unknown. All these factors taken together, explain why people hate in general.

BEIRUT (Reuters) - Thousands of civilians streamed out of their towns on Saturday to escape battles in the north and south of Syria, where two different offensives have prompted an exodus in recent days.A new wave of people fled a rebel pocket to army lines in eastern Ghouta near the capital Damascus, as rescuers and a monitor said air strikes pounded the besieged zone.In the northern Afrin region, people fled as Turkish war planes struck the main town, Syrian Kurdish forces and the monitor said. More than 150,000 people have left the town in the last few days, a senior Kurdish official said.The two offensives - one by the Syrian army with Russia's support, the other led by Turkey with allied Syrian rebels - entered decisive phases this week. Both have shown how foreign backers and their Syrian allies are reshaping the map after the defeat of Islamic State's self-proclaimed caliphate last year.Turkey launched the cross-border offensive in January against the Syrian Kurdish YPG fighters who control Afrin.In its month-long assault, the Syrian military has marched into much of eastern Ghouta, the last major insurgent bastion around Damascus.-EASTERN GHOUTA-Troops splintered Ghouta into three besieged zones in one of the bloodiest offensives of the seven-year war. Residents came out in their thousands this week for the first time, from the southern pocket around Hammouriyeh town.State media said 30,000 more civilians reached army positions on Saturday, including some who started leaving the Harasta zone as well in a new outflow.Men, women, and children walked along a dirt road, staggering under bags and suitcases, footage on state TV showed. Many carried infants on their shoulders or pushed them in strollers. Some elderly people hobbled on wooden sticks.The Syrian Observatory for Human Rights, a UK-based monitoring group, said air strikes on Zamalka killed 30 people gathering to leave for government lines in the morning. Damascus and its ally Moscow say they only attack armed militants and seek to end the rule of Islamist insurgents over the suburbs.The rebel factions accuse Damascus of trying to depopulate opposition towns and deny its charges that they have blocked people from leaving.The United Nations has said the exact number of people fleeing is not known nor are the destinations of all evacuees. Mobile clinics were open and some people were taken to hospital in the capital, it said.The governor of rural Damascus, Alaa Ibrahim, said the government was setting up new centers due to the massive crowds.Residents would go back "in a very short time", Ibrahim said. "As the army advances ... we will return the citizens to their homes ... then we will continue providing services."An army officer in charge of arrivals in Adra said authorities had dispersed 25,000 people in recent days across temporary shelters there and in two nearby towns. In Adra, the newcomers stayed in schools, receiving food, water, and medicine, he said.The officer said boys and men between the ages of 15-60 could "settle their affairs" with the state by writing a vow that says "I pledge not to return to armed actions."
