Prime Minister Benjamin Netanyahu’s government is reportedly set to approve almost 4,000 new homes in Israeli settlements in the West Bank next week.According to a Channel 2 news report Sunday, the 3,829 units are slated to be built in various areas across the West Bank, including in isolated settlements.The approval will include 30 units in the West Bank city of Hebron, 296 in the settlement of Beit El, 453 in Givat Ze’ev, 102 in Naguhot, 97 in Rechalim, 54 in Har Bracha, 86 in Kochav Yaakov, 48 in Ma’aleh Michmash, 158 in Kfar Ezion, 129 in Avnei Hefetz, 120 in Nofim, and 206 in Tekoa, according to the TV report.Two weeks ago, Netanyahu told settler leaders that his government was slated to approve the housing. At the time, the prime minister said US President Donald Trump was prepared to tolerate limited settlement building.During that closed-door meeting, Netanyahu said he successfully convinced the Trump administration to drop its distinction between settlement blocs and so-called isolated settlements, as evidenced by the reported list of construction to be approved, which includes the isolated settlements.The new construction is reportedly to be approved during the next meeting of the Civil Administration Higher Planning Committee on October 16. The committee has pushed off its scheduled quarterly meeting for many months to avoid upsetting the Trump administration.Netanyahu had promised a bump in building permits in Beit El, following the demolition of a number of homes in the settlement in 2012, and the Channel 2 list of buildings to be approved includes almost 300 there.Sunday’s Channel 2 report also said the new bypass roads and industrial areas which the settlers had hoped for will not be approved at this time.The settler leaders had called for the construction of additional bypass roads in the West Bank and argued the infrastructure development would benefit the area’s Jewish and Palestinian residents.An Israeli official also told Channel 2 on Sunday that the government rejected the criticism of the US administration by a settler leader, saying Yossi Dagan’s recent remarks against Washington hurt the settlement enterprise.Earlier on Sunday, settler leader Dagan criticized Trump for both pressuring Israel to scale back settlement building and for his delay in relocating the American embassy from Tel Aviv to Jerusalem.

Thousands of Israelis flocked to the Western Wall in Jerusalem Wednesday for the traditional biannual Priestly Blessing.The ceremony sees male descendants of the Kohanic priestly caste gathering to recite a benediction. It is performed daily by devout Jews at synagogues throughout Israel, while mass blessings at the Western Wall take place on the festivals of Passover and Sukkot.The Western Wall is the closest spot to the Temple Mount where Jews can legally pray. JTA — Being involved with Jewish life was not a priority for Shai Ben David when she arrived at the University of Georgia. The 23-year-old, who moved to the United States from Israel at age 4, had few Jewish friends and was not interested in being involved in a religious community.Besides, her science-heavy course load as a pre-veterinary student filled up most of her time.“It really wasn’t a priority for me to try to be a part of the Jewish community here with Hillel,” she told JTA. “For me, being Israeli is more about the cultural part of being Israeli, not really the religious part.”Yet Ben David now finds herself a leader of a campus group for Israeli Americans that she helped to found.She is a fellow for IAC Mishelanu, an initiative that seeks to engage Israeli-American college students — Israelis who moved to the US as well as the children and grandchildren of Israelis living here.The program recognizes that Israelis in America have an identity distinct from their American-born peers.IAC Mishelanu aims “to give Israeli-American students on campus a safe home where they are comfortable enough to speak in Hebrew and to share their hybrid identities,” said its program director, Tal Zmiri-Willner. “They’re all holding lots of identities: being Jewish, being Israeli, being American.”The Los Angeles-based Israeli-American Council runs the program, which has 90 chapters nationwide and some 1,000 student participants. IAC Mishelanu was launched in 2011 by Israeli parents in the Silicon Valley looking to connect their kids with each other and form a community, and joined with the IAC as a larger nationwide campus initiative the following year.Chapters are led by student fellows, who receive mentoring from regional managers and an $800 yearly stipend. They organize monthly social and cultural events, such as Israeli movie nights and Israeli-style Shabbat dinners, as well as approximately five larger events per year that showcase Israeli culture to the wider campus community. IAC Mishelanu also organizes a yearly conference and leadership retreats.Most members are secular and not necessarily interested in the religious experiences traditionally offered on campus, Zmiri-Willner said.“Hillel is considered to be more Jewish, and they are looking for the cultural side of being Israeli,” she said of IAC Mishelanu participants.Most but not all IAC Mishelanu chapters operate under the Hillel umbrella.Yoni Hirschberg, a 21-year-old film student who leads the IAC Mishelanu chapter at the University of Southern California, said Israeli-American students have a different identity than their Jewish-American peers.“You’re not really Jewish American,” Hirschberg, who moved to the US from Israel with his family at 3, told JTA. “You’re not ‘not’ Jewish, and you’re also an American, you’re also Israeli. But you don’t really fit in because there are barriers of [being from] a different background, so there is a level of alienation.”Ben Avrahami, a 25-year-old biology major at the University of Massachusetts Amherst, said he relates to the friends he made through IAC Mishelanu in unique ways.They understand me in some aspects that other people don’t-“I feel very comfortable with them, they understand me in some aspects that other people don’t,” said Avrahami, who moved to America from Israel with his family at 12, later returning to the Jewish state to serve in the military before attending college.“It’s kind of like home,” he said.At meetings, IAC Mishelanu members speak a mix of Hebrew and English, Avrahami said.“If you would step outside and look at it, it’s like another language,” he said. “I can’t even tell you exactly how it works.”Ben David has seen her Hebrew improve significantly since being involved with IAC Mishelanu.“My reading level was like that of a third-grader,” she said. “Even though I went to private [Jewish] school, I was very bad.”She hopes to one day teach the language to her children.IAC Mishelanu straddles the line between a cultural group and an advocacy group. Its website describes the group as “a pro-Israel campus program that fosters leaders and provides a home for Israeli-American students.”Organizers, however, were careful to clarify that it is not political.Our approach is that this is a group that is pro-Israel, but it is a pro-Israel beyond politics-“It’s not an advocacy group,” said Shoham Nicolet, the founder and CEO of IAC. “Our approach is that this is a group that is pro-Israel, but it is a pro-Israel beyond politics. You can see so many students from different political views, from different political organizations, coming to Mishelanu.”Zmiri-Willner said many students are not interested in a political group.“We do find out that some of our students don’t want to see Mishelanu as an advocacy group, as a hasbara group,” she said, using the Hebrew term for Israel advocacy. “On many campuses there are many other organizations to do specifically hasbara. At our regular events they do not necessarily want to speak about hasbara. But they do [hasbara] in a very informal way when they speak about Israel with other students, when they share their own memories and their own feelings about Israel.”Zmiri-Willner estimated that some 40 percent of IAC Mishelanu members are involved with Israel advocacy groups on campus.The extent, if any, of a chapter’s political involvement varies.Lee Setty, a 20-year old marketing major who is an IAC Mishelanu fellow at the University of Georgia, said her group is careful not to get too politically involved.“Yes, students in our group are involved in Israel advocacy,” she said, “but where Mishelanu comes in is more cultural.”Meanwhile Avrahami, who is a campus fellow for the pro-Israel group the David Project in addition to IAC Mishelanu, said he was considering planning a joint event for the two groups.Political or not, IAC Mishelanu helps Israeli Americans connect with each other and non-Israeli Jews.IAC Mishelanu aims to provide “a living bridge between Israeli-American and Jewish-American students,” Zmiri-Willner said, adding that Israeli-American students want to show their peers that there are more sides to the Jewish state than what is on the news.“They want to show what Israel is all about, what the culture is in Israel, what the music in Israel is all about,” she said.But participants also value the distinctions.“It was nice to be able to have that community,” Hirschberg said. “There is a difference between the general Jewish-American community here and the Israeli-American community, and it’s important that there is a space for us.”Ben David said being part of the group has contributed positively to her identity.“It makes me feel proud to be Israeli American,” she said.

A sukkah erected on the campus of Kansas State University was destroyed by vandals.The sukkah, purchased by the campus Hillel and erected near the main dining hall on campus, was carried away from its place on Friday night and broken apart. The pieces were left around the car of organizer Glen Buickerood, a graduate student who works on diversity initiatives for the campus Housing and Dining department, The Manhattan, a Kansas Mercury newspaper, reported on Sunday.Gregory Newmark, co-adviser for Hillel, and an assistant professor at K-State, said the fact that the sukkah, which was irreparable, has been staked down, as well as the fact that an informational poster about the Jewish holiday of Sukkot had been hung on the sukkah, made him believe the vandalism was an anti-Semitic act.“This was meant to be a place where everyone was welcome, and someone just ripped it down,” Newmark told the newspaper.In April, an anti-Semitic poster was hung up on the Kansas State University campus on Holocaust Remembrance Day.

WASHINGTON — In a one-two punch elating religious conservatives, President Donald Trump’s administration is allowing more employers to opt out of no-cost birth control for workers and issuing sweeping religious-freedom directions that could override many anti-discrimination protections for LGBT people and others.At a time when Trump finds himself embattled on many fronts, the two directives — issued almost simultaneously on Friday — demonstrated the president’s eagerness to retain the loyalty of social conservatives who make up a key part of his base. Leaders of that constituency were exultant.“President Trump is demonstrating his commitment to undoing the anti-faith policies of the previous administration and restoring true religious freedom,” said Tony Perkins, president of the Family Research Council.A statement from the  Union for Reform Judaism, Central Conference of American Rabbis, and wider Reform Movement called the move “an egregious assault on women’s rights.”“This decision has been falsely characterized as a win for religious liberty. It is not. In fact, it undoes a rule that delicately balanced religious liberty and conscience claims with the compelling interest of ensuring all women have access to reproductive health care,” the statement said.“A woman’s right to control her own body should not depend on her employer. We staunchly oppose this decision.”Liberal advocacy groups, including those supporting LGBT and reproductive rights, were also outraged.“The Trump administration is saying to employers, ‘If you want to discriminate, we have your back,'” said Fatima Goss Graves, president of National Women’s Law Center.Her organization is among several that are planning to challenge the birth-control rollback in court. The American Civil Liberties Union filed such a lawsuit less than three hours after the rules were issued.“The Trump administration is forcing women to pay for their boss’ religious beliefs,” said ACLU senior staff attorney Brigitte Amiri. “We’re filing this lawsuit because the federal government cannot authorize discrimination against women in the name of religion or otherwise.”The Democratic attorneys general of California and Massachusetts filed similar suits later Friday.Both directives had been in the works for months, with activists on both sides of a culture war on edge about the timing and the details.The religious-liberty directive, issued by Attorney General Jeff Sessions, instructs federal agencies to do as much as possible to accommodate those who claim their religious freedoms are being violated. The guidance effectively lifts a burden from religious objectors to prove that their beliefs about marriage or other topics that affect various actions are sincerely held.“Except in the narrowest circumstances, no one should be forced to choose between living out his or her faith and complying with the law,” Sessions wrote.In what is likely to be one of the more contested aspects of the document, the Justice Department states that religious organizations can hire workers based on religious beliefs and an employee’s willingness “to adhere to a code of conduct.” Many conservative Christian schools and faith-based agencies require employees to adhere to moral codes that ban sex outside marriage and same-sex relationships, among other behavior.The Alliance Defending Freedom, a conservative Christian law firm, called it “a great day for religious freedom.” But JoDee Winterhof of the Human Rights Campaign, a national LGBT-rights group, depicted the two directives as “an all-out assault, on women, LGBT people and others” as the administration fulfilled a “wish list” of the religious right.The new policy on contraception, issued by the Department of Health and Human Services, allows more categories of employers, including publicly traded companies, to opt out of providing no-cost birth control to women by claiming religious or moral objections — another step in rolling back President Barack Obama’s health care law that required most companies to cover birth control at no additional cost.Employers with religious or moral qualms will also be able to cover some birth control methods, and not others. Experts said that could interfere with efforts to promote modern long-acting implantable contraceptives, such as IUDs, which are more expensive.The top Democrat in the House of Representatives, Minority Leader Nancy Pelosi, said the birth-control rollback was despicable.“This administration’s contempt for women reaches a new low with this appalling decision to enable employers and health plans to deny women basic coverage for contraception,” she said.On the Republican side, however, House Speaker Paul Ryan welcomed the decision, calling it “a landmark day for religious liberty.”The new policy took effect on Friday, but its impact won’t be known immediately and may not be dramatic.“I can’t imagine that many employers are going to be willing to certify that they have a moral objection to standard birth control methods,” said Dan Mendelson, president of the consulting firm Avalere Health.Nonetheless, he worried that the new rules would set a precedent for undermining basic health benefits required under federal law. The administration has estimated that some 200 employers who have already voiced objections to the Obama-era policy would qualify for the expanded opt-out, and that 120,000 women would be affected.Since contraception became a covered preventive benefit, the share of female employees paying with their own money for birth control pills has plunged to three percent, according to the Kaiser Family Foundation.Many Catholic hospitals now rely on an Obama-era workaround under which the government pays for the cost of birth control coverage. That workaround can continue under the new rules.Despite that workaround, there have been extensive legal battles waged by religious institutions and other parties challenging the birth-control mandate. BILOXI, Miss. — Hurricane Nate brought a burst of flooding and power outages to the U.S. Gulf Coast before weakening rapidly Sunday, sparing the region the kind of catastrophic damage left by a series of hurricanes that hit the southern U.S. and Caribbean in recent weeks.Nate — the first hurricane to make landfall in Mississippi since Katrina in 2005 — quickly lost strength, with its winds diminishing to a tropical depression as it pushed northward into Alabama and toward Georgia with heavy rain. It was a Category 1 hurricane when it came ashore outside Biloxi early Sunday, its second landfall after initially hitting southeastern Louisiana on Saturday evening.The storm surge from the Mississippi Sound littered Biloxi's main beachfront highway with debris and flooded a casino's lobby and parking structure overnight.By dawn, however, Nate's receding floodwaters didn't reveal any obvious signs of widespread damage in the city where Hurricane Katrina had levelled thousands of beachfront homes and businesses.No storm-related deaths or injuries were immediately reported.Mississippi Gov. Phil Bryant praised state and local officials and coastal residents for working together to avoid loss of life.Lee Smithson, director of the state emergency management agency, said damage from Nate was held down in part because of work done and lessons learned from Katrina."If that same storm would have hit us 15 years ago, the damage would have been extensive and we would have had loss of life." Students in Kindergarten to Grade 12 in Alberta will soon be able to learn Arabic in the classroom.The government announced Saturday night that an Arabic school curriculum will available for schools to access in fall 2018. The program will be based on an existing Edmonton Public Schools curriculum that allows students to learn Arabic if there is enough demand from students. The new provincial program, still being developed, will be similar in approach. It will be offered at any school in Alberta where 12 or more students want to learn Arabic.The Edmonton school district is one of only a few in the province that currently offers Arabic as a language program.Edmonton Public Schools trustee Cheryl Johner says the existing language curriculum is extremely popular and is the fastest growing language program within the school district."This curriculum is available to not only Arabic-speaking students but also non-Arabic-speaking students. All students are welcome in the Arabic speaking program if they want to learn a new language," she said.Need to expand Arabic language skills in province- Creators of the province-wide Arabic language program says there is a huge need to expand the language to kids across Alberta."It has been kind of difficult for students to gain the knowledge of the Arabic language in other schools. It requires funding, requires resources and teachers. With this program, they will be able to have that provided by the province," said founding director Dean Sanduja.The government is currently working with Edmonton Public Schools to modify lessons to make the Arabic language curriculum available across the province.

LAS VEGAS — Federal investigators returned to search the home of Las Vegas gunman Stephen Paddock on Sunday, while the officers who raided his hotel room door the night of the shooting gave a harrowing account of a barricaded door they had to bust through and the booby-traps they feared they'd find.The search of Paddock's three-bedroom house on a cul-de-sac in a retirement community in Mesquite, Nevada, was for "re-documenting and rechecking," said local police Chief Troy Tanner, who accompanied FBI agents as they served the search warrant."I don't think they are after anything specific," Tanner told The Associated Press. "They're going through everything and photographing everything again."The home was first searched Monday by Las Vegas police, who said they found 19 guns and several pounds of potentially explosive materials at the house that Paddock bought in early 2015.The search came exactly a week after Paddock opened fire on a country music crowd, killing 58 and injuring nearly 500.Meanwhile, the makeshift SWAT team of police officers who made it to Paddock's door at the Mandalay Bay hotel casino 12 minutes after the first shots were fired described how they got there and the "gun store" they found inside in an appearance on the CBS television program "60 Minutes" on Sunday night.One of them said he hurried from police headquarters to the Mandalay Bay in cowboy boots and ditched them before ascending to the 32nd floor in search of the gunman."I just threw them in the casino," Detective Matthew Donaldson said. "That was slowing' me down. I was faster barefoot, and I was gonna be more effective barefoot."The officers said they heard reports of gunmen on both the 29th and 32nd floor, so "we're thinking multiple shooters at this point," Sgt. So initially I'm, you know, I'm thinking, 'This is a booby-trap. It's, it's going to explode.' "Bitsko and Newton are K9 officers who had been training dogs when they got the call about Mandalay Bay. They said they were at a disadvantage approaching because "cause he knew we were coming and we were going to have to come through," Newton said. "We didn't know where he was going to be in that room."Bitsko said it was "like a deadly game of hide and seek," and thought " 'Man, I wish I had my dog with me,' because, you know, it's nice to have him lead a team."It turned out Paddock had already shot and killed himself when they finally entered.Inside, Newton said he found "so many guns. So many magazines. Stacks and stacks of magazines everywhere. Just in suitcases all neatly stacked against pillars, around the room, all stacked up, rifles placed all throughout. US President Donald Trump said Saturday he will not consider moving the embassy from Tel Aviv to Jerusalem until an Israeli-Palestinian peace plan his administration is working on is given a chance to succeed.Appearing on a show hosted by former Arkansan Governor Mike Huckabee on the TBN network, Trump said a decision on moving the embassy would be made “in the not too distant future,” but also indicated it would have to wait for the results of a nascent peace proposal being formulated by the US.“I want to give that a shot before I even think about moving the embassy to Jerusalem,” Trump said.Trump promised to move the embassy from Tel Aviv to Jerusalem while on the campaign trail, but like other American presidents has balked at actually making the move, with officials and analysts predicting doing so could lead to increased tensions in the region and hurt chances for peace efforts.The Trump administration has been working on a peace plan it is expected to unveil in the coming months, though details about the proposal have been scarce.The president said the White House is working on a plan but despite making reaching what he calls “the ultimate deal” a central plank of his foreign policy, did not show robust confidence in the interview with Huckabee that it would lead to actual peace between Israelis and Palestinians.“We’re working on a plan that everybody says will never work,” he said. “If that doesn’t work, which it’s possible that it won’t, to be totally honest, most people say it’s an impossible deal. For the first time in years, the United Nations cultural arm will likely not pass any anti-Israel resolutions at its major summit this week, in what would amount to a significant diplomatic victory for Jerusalem.As they have done a number of times annually in past years, several Arab nations in the UN’s Educational, Scientific and Cultural Organization drafted two resolutions condemning Israel for various actions in Jerusalem, the Gaza Strip, the Golan Heights and elsewhere.But as a result of intense Israeli and American lobbying, no such texts will be voted on during UNESCO’s 202nd Executive Board meeting, which starts Monday in Paris.Instead, two resolutions pushing off the aforementioned proposals for six months are expected to be passed unanimously.The chairman of the Executive Board, German diplomat Michael Worbs, is set to propose the body include Resolutions 202 EX/39 and 202 EX/38 in its agenda for its next session, which is scheduled for April 2018.The resolutions postponing the two anti-Israel texts is set to be voted on Wednesday.“The resolutions are expected to pass unanimously — unless a country breaks its commitment in the last moment,” Israel’s ambassador to UNESCO, Carmel Shama-Hacohen, told The Times of Israel on Saturday.He said Israel had not offered the countries any quid-pro-quo to vote in favor of delaying the resolutions.UNESCO is currently in the process of choosing a new director-general, one of whose key tasks will be to regain US funding for the organization. WASHINGTON — With White House officials disclosing this week that US President Donald Trump intends to walk away from the Iran nuclear deal, the most consistent dissent has centered around what the move would do to American credibility.Shortly after The Washington Post broke news of the administration’s plans on Thursday, a senior aide to a top-ranking Senate Democrat told The Times of Israel that Democrats see a Trump refusal to certify Iran’s compliance with the accord as a misguided step toward addressing the regime’s non-nuclear provocations.“The maximum point of leverage to address Iran’s nefarious activities is now, before [Trump’s] expected terrible decision,” the aide said, “not after, when he undermines America’s credibility to uphold its commitments with our allies and partners.“Democrats believe the president should make the certification, full stop,” he went on. “Congress already sent him comprehensive sanctions to deal with non-nuclear issues like terrorism, human rights abuses and ballistic missile and other arms violations.”In July, Congress passed the Countering US Adversaries Through Sanctions Act of 2017, which imposed new sanctions on North Korea, Russia and Iran. Trump signed the legislation into law, but the bill had already garnered enough support to override a presidential veto, essentially forcing his hand.Nevertheless, Trump sees additional action on the Iran front as part of an overall policy shift toward the Islamic Republic.White House Press Secretary Sarah Huckabee Sanders told reporters during the daily briefing Friday that he “isn’t looking at one piece of this. He’s looking at all of the bad behavior of Iran, not just the nuclear deal as bad behavior, but the ballistic missile testing, the destabilizing in the region. He wants to look for a broad strategy that addresses all of those problems.”If Trump does ultimately refuse to certify that Tehran is abiding by the terms of the landmark July 2015 pact — which relieved sanctions against Iran in exchange for rolling back its nuclear program — that will give Congress a 60-day review period to decide whether to reimpose sanctions that were in place before it was implemented.Decertification would not abrogate the accord, known as the Joint Comprehensive Plan of Action, itself. Rather, it is part of a separate agreement former president Barack Obama forged with Congress that required the White House to verify every 90 days that Iran is keeping its end of the bargain.European officials have already begun lobbying lawmakers on Capitol Hill to uphold the agreement, which both International Atomic Energy Agency inspectors and the US intelligence community assert Iran is honoring.Critics argue that for the US to say Iran isn’t living up to its commitments when, in fact, it is will have long-lasting ramifications.“Decertification would be a fateful step, not because it puts the JCPOA at risk but because it would put our credibility and relationship at risk,” wrote conservative columnist Jennifer Rubin this week.Foreign officials have made the same point.“We do trust America’s word, as Europeans,” David O’Sullivan, the European Union’s ambassador to Washington, told The Atlantic. “But I think this is a question, and I’ve heard this mentioned around Congress as well, that how America proceeds on this issue would have implications for the credibility of US behavior in other situations such as, for example, the North Korea situation.”Some US officials have suggested that even though Trump wants to decertify Iran’s compliance, he doesn’t want to tear up the deal. Rather, he wants to use decertification as an opportunity to address Iran’s ongoing ballistic missile testing and renegotiate aspects of the deal, most notably sunset provisions that allow restrictions on Iran’s nuclear program to expire.But the fundamental issue of what decertifying Iran would mean to US credibility has concerned many of Washington’s most eminent foreign policy thinkers, especially when just last week the chairman of the Joint Chiefs of Staff, General Joseph Dunford, said that “Iran is not in material breach of the agreement” and Secretary of State Rex Tillerson said that it is in “technical compliance” of the deal.Veteran Middle East peace negotiator Dennis Ross wrote an op-ed in The Wall Street Journal last week that essentially gave the White House two potential arguments for decertifying.Decertification would need to be justified, Ross said, by stating Iranian actions “that could significantly advance its nuclear weapons program.”That would include saying that the IAEA does not have access to Iran’s military facilities and that Iran’s continuing development of ballistic missiles “seems to make sense only as a way to deliver nuclear warheads.”Ross also said the administration should make clear — if it does decertify Iran’s compliance — that the move does not amount to its walking away from the deal.

Israel reportedly considered bombing crematoria created by the Syrian regime to burn and conceal the bodies of murdered political prisoners, but decided against it so as not to irritate the Americans or the Russians and avoid escalation on the northern border.“A country that lost millions of its people to crematoria cannot stand by when it happens to another people a few dozens of kilometers from our border,” and when most of the world “stands by and remains silent — exactly as it did 70 years ago,” a senior figure involved in the discussions was quoted by the Israel Hayom daily as saying Sunday.In May, the Trump administration accused the Syrian government of carrying out mass killings of thousands of prisoners and burning the bodies in a large crematorium outside of the capital.The State Department said it believed that some 50 detainees were being hanged daily at Saydnaya military prison — known as ‘the slaughterhouse’ — about 45 minutes north of Damascus. Many of the bodies, it said, were then burned in the crematorium.The department released commercial satellite photographs showing what it described as a building in the prison complex that was modified to support the crematorium.
