BEIRUT — Israeli warplanes struck a military position near the Mediterranean coast in western Syria Thursday, killing two soldiers, the Syrian army said, in a stronghold of President Bashar Assad that is also heavily protected by the Russians and Iranians.The airstrike targeted a facility near the town of Masyaf, in Hama province, described by some as a missile producing factory, amid Israeli outrage over Iran's growing influence in the war-torn country.Other reports suggested the facility was tied to Syria's chemical weapons program.In a statement, the Syrian army said the Israeli warplanes fired several missiles from Lebanese air space, and warned of the "dangerous repercussions of such hostile acts on the security and stability of the region.""We will do everything to prevent the existence of a Shiite corridor from Iran to Damascus," said Israeli Defence Minister Avigdor Lieberman, who declined commenting directly on the strike in an interview with Israel's 100FM Radio Thursday. He said Israel isn't "looking for adventures, and we don't want to be dragged into this fight or another.""We are determined to prevent our enemies from harming or even creating the possibility of harming the security of Israeli citizens."Israel has carried out several airstrikes against suspected arms shipments it believed to be bound for Lebanon's Hezbollah militant group, which is fighting alongside President Bashar Assad's forces, over the course of Syria's civil war, now in its seventh year. Hurricane Irma toll hits 10, increasing threat for Florida-[The Canadian Press]-YAHOONEWS-September 7, 2017

SAN JUAN, Puerto Rico — Fearsome Hurricane Irma cut a path of devastation across the northern Caribbean, leaving at least 10 dead and thousands homeless after destroying buildings and uprooting trees on a track Thursday that could lead to a catastrophic strike on Florida.The most potent Atlantic Ocean hurricane ever, Irma weakened only slightly Thursday morning and remained a powerful Category 5 storm with winds of 180 mph (285 kph), according to the U.S. National Hurricane Center.The storm was increasingly likely to rip into heavily populated South Florida early Sunday, prompting the governor to declare an emergency and officials to impose mandatory evacuation orders for parts of the Miami metro area and the Florida Keys. Forecasters said it could punish the entire Atlantic coast of Florida and rage on into Georgia and South Carolina. The Keys and parts of South Florida were placed under a hurricane watch Thursday."This could easily be the most costly storm in U.S. history, which is saying a lot considering what just happened two weeks ago," said Brian McNoldy, a hurricane researcher at the University of Miami, alluding to the damage caused by Hurricane Harvey.French Interior Minister Gerard Collomb told France Info radio that eight had died and 23 injured in the country's Caribbean island territories, and he said the toll on Saint-Martin and Saint-Barthelemy could be higher because rescue teams have yet to finish their inspection of the islands."The reconnaissance will really start at daybreak," Collomb said.At a news conference, Collomb also said 100,000 food rations have been sent to the islands, the equivalent of four days of supplies."It's a tragedy, we'll need to rebuild both islands," he said. "Most of the schools have been destroyed."French President Emmanuel Macron's office said he will go to the islands has soon as weather conditions permit. Macron said France is "grief-stricken" by the devastation caused by Irma and called for concerted efforts to tackle global warming and climate change to prevent similar future natural disasters.In the United Kingdom, the government said Irma inflicted "severe and in places critical" damage to the British overseas territory of Anguilla. Foreign Office Minister Alan Duncan said the Caribbean island took the full force of the hurricane. He told lawmakers on Thursday that the British Virgin islands have also suffered "severe damage."Irma blacked out much of Puerto Rico, raking the U.S. territory with heavy wind and rain while staying just out to sea, and it headed early Thursday toward the Dominican Republic and Haiti.To the east, authorities struggled to get aid to small Caribbean islands devastated by the storm's record 185 mph (298 kph) winds. Communications were difficult with areas hit by Irma, and information on damage trickled out.Nearly every building on Barbuda was damaged when the hurricane's core crossed almost directly over the island early Wednesday and about 60 per cent of its roughly 1,400 residents were left homeless, Antigua and Barbuda Prime Minister Gaston Browne told The Associated Press."It is just really a horrendous situation," Browne said after returning to Antigua from a plane trip to the neighbouring island.He said roads and telecommunications systems were wrecked and recovery would take months, if not years. France sent emergency food and water there and to the French island of St. Bart's, where Irma ripped off roofs and knocked out electricity.Dutch Prime Minister Mark Rutte said Thursday the storm "caused widescale destruction of infrastructure, houses and businesses.""There is no power, no gasoline, no running water. Houses are under water, cars are floating through the streets, inhabitants are sitting in the dark, in ruined houses and are cut off from the outside world," he said.By Thursday morning, the centre of the storm was about 110 miles (180 kilometres ) north of Punta Cana, Dominican Republic, and was moving west-northwest near 17 mph (28 kph).More than half the island of Puerto Rico was without power, leaving 900,000 in the dark and nearly 50,000 without water, the U.S. territory's emergency management agency said in the midst of the storm. SAN JUAN, Puerto Rico (Reuters) - Hurricane Irma plowed past the Dominican Republic on Thursday after devastating a string of Caribbean islands and killing at least 11 people as one of the most powerful Atlantic storms in a century took aim at Florida.With winds of around 180 mph (290 kph), the storm lashed several small islands in the northeast Caribbean, including Barbuda, St. Martin and the British Virgin Islands, tearing down trees, flattening homes and causing widespread damage.The eye of the hurricane passed north of Puerto Rico early Thursday, battering the U.S. territory with high winds and heavy rains and leaving nearly 70 percent of the population without electricity, Governor Ricardo Rossello said.The eye of Irma was moving west-northwest off the northern coast of the Dominican Republic on Thursday morning, the National Hurricane Center (NHC) said.Irma's precise course remained uncertain but it was likely to be downgraded to a Category 4 storm by the time it makes landfall in Florida, according to the NHC.Irma has become a little less organized over the past few hours but the threat of a direct hurricane impact in Florida over the weekend and early next week was increasing, the NHC said.Authorities in the Dominican Republic ordered the evacuation of towns along the northern Atlantic coast, as the storm ground toward the port and tourist destination of Puerto Plata."There is a lot of wind and rain," Puerto Plata Assistant District Attorney Juan Carlos Castro Hernandez told Reuters by telephone. "We expect things to get worse."At least 8 people were killed in the tiny French-Dutch island of Saint Martin, with 23 others injured, and the toll was likely to rise as emergency services reached isolated communities, officials said.-"ENORMOUS DISASTER"-"It is an enormous disaster. Ninety-five percent of the island is destroyed. I am in shock," Daniel Gibbs, chairman of a local council on Saint Martin, told Radio Caribbean International.Television footage from the island showed a damaged marina with boats tossed into piles, submerged streets and flooded homes. The streets of the capital San Juan were littered with downed tree limbs and signs, with many street lights out.Juan Pablo Aleman, a restaurant owner, said he had ridden out the storm in his 11th-floor apartment."The building moved, shook a few times. A lot of shingles came off and some windows broke," he told Reuters. "If it had gone a little more to the south, it would have been catastrophic."Irma was the strongest hurricane ever recorded in the Atlantic Ocean and one of the five most forceful storms to hit the Atlantic basin in 82 years, according to the NHC.The hurricane was on track to reach Florida on Saturday or Sunday, and would become the second major hurricane to hit the U.S. mainland in as many weeks after Hurricane Harvey.Florida Governor Rick Scott said it was unclear whether Irma would hit the state's east or west coast but told residents to beware of the surge from the powerful winds."The storm surge can kill you," Scott said on the "CBS This Morning" program on Thursday. The Defense Ministry’s weapons development department on Tuesday unveiled nine pieces of technology, including two unmanned submarines and a hybrid gas-electric powerful tank, that are due to enter service in the IDF in the coming years.Some of these technologies are already in the advanced stages of development and have been presented to the military for consideration, while others are still in the planning phase and will need years before they will be combat ready. None of the technologies presented by the ministry has yet been declared operational by the IDF.They were developed by the ministry’s Weapons Development Administration, in collaboration with foreign and domestic companies, and in one case with a public university.The Weapons Development Administration, known in Hebrew by its acronym Mafat, is made up of thousands of workers, hundreds of soldiers. It manages some 1,500 defense projects at a given time.Brig. Gen. (res.) Daniel Gold, who leads the department, said on Tuesday that he and his employees “try not to limit ourselves with the classic methodologies that are prevalent around the world,” which are typically top-down efforts.Instead, he said, Mafat tries to connect with soldiers on the ground, determine what they need and then work to make them something that will fulfill that gap.In addition, the department “tries to predict what the future battlefield will look like, in terms of both threats and technologies,” Gold said.One of the more significant pieces of technology presented Tuesday was the Carmel armored vehicle, which is set to eventually replace the army’s current Merkava tank, in use for some 40 years.In addition to its role as the military’s main battle tank, the Merkava is also the basis for the Namer armored personnel carrier and various combat engineering vehicles. According to the ministry, the Carmel is set to preform a similar function and can be outfitted with everything from howitzers to mine-clearing plows. And unlike the Merkava, which requires a four-person crew, the Carmel needs only two soldiers to operate it.The new tank, which will feature a hybrid gas-electric motor, powered by a bank of batteries, is being developed by the Weapons Development Administration and the ministry’s Merkava Administration, along with various defense companies.According to the ministry, the Carmel will be “light, small, fast, deadly, durable, easy to operate and comparatively cheap.”The Weapons Development Administration also unveiled two unmanned submarines, one of them big and the other small.The larger submersible, known as the Caesaron, can be equipped with a variety of sensors and payloads. It is specifically designed for intelligence gathering, the ministry said.In addition to the larger Caesaron, the ministry also unveiled a small, as-yet-unnamed submarine that it is currently developing with the help of Bar Ilan University.The small submersible drone is aimed at “searching and mapping missions,” the ministry said.“It costs a third the amount of similar submarines in the world and surpasses them in its ability to float and move in every direction,” the ministry added.The administration also unveiled three new types of drones. Two of them are transport unmanned aerial vehicles, while the third is an attack drone, capable of firing an attached assault rifle.The two transport drones were developed for an open competition among defense contractors, called the “Green Yasuron.”The ministry said the requirements for the competition were “deliberately very general: develop a small UAV or drone that will be able to fly autonomously to a distance of eight kilometers with a carrying capacity of 150 liters that weighs at least 60 kilograms.”The drone would have to carry that package to a predetermined location, drop the package and return to its base.Two very different UAVs completed the competition, one developed by the state-owned Israel Aerospace Industries, the other by the private Aeronautics Defense Systems Ltd.The IAI drone is essentially a remote-controlled helicopter. It has one main rotor to keep it aloft and a second rear rotor to steer. The UAV is able to lift nearly 400 pounds (180 kilograms) and has a top speed of 93 miles per hour (150 kilometers per hour).The Aeronautics UAV, on the other hand, has multiple rotors that get it in the air. The drone is much smaller and much less powerful, capable of carrying half the weight as IAI’s aircraft and flying half as fast.As both completed the competition, there was no clear winner. The Defense Ministry said it was still considering how to proceed and use the two drones.In addition, the Weapons Development Administration unveiled an attack drone produced by a US-based company called Duke Robotics, Inc.The TIKAD, as the drone is known, is capable of carrying and accurately firing an assault rifle. The drone is already in advanced stages of developing and has been presented to the IDF for consideration.“Its operability will be considered in the coming year,” the Defense Ministry said.It would be used to “carry out sniper fire, create surprises on the field of battle and prevent risks to our troops,” the ministry said.The Weapons Development Administration also presented a number of unmanned vehicles that the army is considering for use. This included pre-existing vehicles — trucks, D-9 bulldozers and front-loaders — that are modified to allow them to be controlled from afar or travel autonomouslyt, as well as specially made ones.The ministry said it expected that these autonomous vehicles will be able to replace some manned ones in areas like combat engineering and logistics.The IDF already has a number of autonomous patrol cars and trucks in service.Finally, the ministry unveiled a new gun system that is supposed to ensure that soldiers only hit their targets and not any innocent bystanders.The soldier uses an electro-optical aiming system to lock on to a target and can then set the gun to not fire at anything else with the push of a button.“Tests that have been carried out until now found that use of the system significantly increased the percentage of hits on target and lessened the percentage of hits on ‘bystanders,'” the ministry said.The SMASH system is expected to go into service with the IDF’s Ground Forces soon, the ministry said.

Shearith Israel, a Sephardic congregation that was established in 1654 and has worshipped at various sites in Manhattan, has served as the trustee of Touro since the early 19th century.Jeshuat Israel, which was founded in 1881 as Ashkenazi immigrants began flooding America from Eastern Europe, has worshipped at Touro for more than a century.The current dispute began in 2012 when Jeshuat, which still holds regular services at Touro, attempted to sell the silver ornaments to establish an endowment to maintain a rabbi and care for the building, which was designated a national historic site in 1946.The rimonim have been on loan from the Touro Synagogue to the Museum of Fine Arts in Boston, which had made an offer to purchase them. A unique 7,200-year-old clay silo model, the earliest evidence of ritual food storage, has been discovered during archaeological excavations at the prehistoric settlement of Tel Tsaf in Israel’s Jordan Valley.The one-of-a-kind pottery vessel testifies to a previously undiscovered religious — and perhaps even political — side of food storage for this era in the ancient Near East, according to the international team of archaeologists from the University of Haifa and the German Archaeological Institute, Berlin.Decorated with red balls, the small clay silo is the only such vessel discovered anywhere and from any period, archaeologist Professor Danny Rosenberg of the Zinman Institute of Archaeology at the University of Haifa told The Times of Israel on Wednesday.“It’s really uncommon and doesn’t look like any vessel we have,” said Rosenberg.The vessel was found in pieces two years ago in a room which appears to be connected to a burial complex filled with an unprecedented number of the bases of large wheat and barley storage silos upon which were found thousands of millennia-old seeds. The vessel was recently reassembled, and is believed to be a model for the construction of the larger containers, as well as a ritual object.Also found with the vessel pieces were ritual figurines and items of evident worth, including the earliest copper item found in the Levant and pieces made from obsidian.Because of context in which the vessel was found and its uniqueness — clearly not a pot for everyday use — the archaeologists believe it was used for ritual purposes.“The entire space was used for more than a domestic structure,” said Rosenberg.Evidence of grain-storage rituals have been discovered in other ancient Near East societies, for example, in ancient Egypt or in Mesopotamia, however, this find at Tel Tsaf predates them by several thousand years, according to the archaeologists.“The findings at Tel Tsaf are first evidence for the connection between food storage at a large-scale, and between the existence of a ritual related to the successful storage and preservation of the agricultural products being stored,” said Rosenberg.The combined discoveries of the model and large grain silos may force archaeologists to rethink the organization of prehistorical society.-Roots of a changing early society-Settlement at Tel Tsaf, near the Jordan River and the modern state of Jordan, dates to circa 5200-4700 BCE. According to the international team of researchers, the site offers “ideal conditions to study changes in household economies and emerging social complexity during the formative stages of the Late Chalcolithic period.”Discovery of large-scale food storage suggests that the ancient people had reached an early formative stage in the development of human society.Excavations at Tel Tsaf have also unearthed well-preserved mudbrick architecture. the earliest metal item in the region, and evidence of long-distance trade.The trove of grain silos represents “unparalleled evidence of storage” in the southern Levant at this time, said Rosenberg. “You have storage, but it’s usually more limited, for the nuclear family. In terms of scale, the amount of grain in each single unit is huge.”Tel Tsaf was initially identified in the 1940s during a Beit She’an Valley archaeological survey. The first detailed excavation took place from 1978-1980, when findings from deep probe trenches suggested that there were two occupation periods at the site: the Pottery Neolithic period and the Early Chalcolithic period. Another set of excavations was undertaken in earnest between 2004 and 2007, and uncovered evidence of Middle and Early Late Chalcolithic settlement.The current dig began in 2013 as a joint multidisciplinary project between the Zinman Institute of Archaeology at the University of Haifa and the Eurasian Department of the German Archaeological Institute in Berlin, under the leadership of Rosenberg and Dr. Florian Klimsha.According to the Tel Tsaf Research Project’s website, among the dig’s main goals is the exploration of the Neolithic-Chalcolithic transition, through the study of household items, which point to the family unit’s economic status.During the 2017 season of the Tel Tsaf excavation project, which took place between July 2-12, the archaeologists and volunteers attempted to reach the lower levels of the site, to better understand the origin of the village.-Important insights-The archaeologists wrote in a recently published article in Antiquity Journal that, in addition to the important insights the model provides about the “symbolism related to grain storage, burial and the regeneration of life,” it also shows the first evidence of how the large “superstructure” grain silos may have been constructed.The silo model and silos themselves exhibit “the early appearance of distinct strategies for controlling the means of production and for accumulating wealth-factors,” write the archaeologists. In other words, that wealth may be gained through the accumulation — and distribution — of a necessary product. The question the researchers are now debating is whether it was accumulated for individual or communal use.“Something is going on in terms of people starting to store grain beyond their yearly needs,” said Rosenberg. He speculated that perhaps the surplus was produced so it may be exchanged in trade for pottery, or perhaps the obsidian items found at the site which come from the north or other far-away locations.“We found one shell that comes from the Nile,” he said, a lot beads, and other finds that speak to non-local production.For years, scientists have debated how the stratified cultures of ancient Egypt or Mesopotamia evolved. The Tel Tsaf finding of organized storage may be a step on the path to this understanding.Once, scholars of the period considered the societies to be basically equal, “people have the same amounts of sheep and grain,” said Rosenberg. With these new finds, “suddenly there’s a sort of imbalance, it’s not equal any more.”Rosenberg said that the evidence points to the fact that society was just at the beginning of the process of social hierarchy, but it’s a bit too early in the research to say conclusively.Between the large-scale storage and the potential for rituals surrounding it, said Rosenberg, “we’re trying to understand the beginning of a process that eventually turned into the first cities.”

Israel’s relations with the Arab world have never been better than they are today, Prime Minister Benjamin Netanyahu said Wednesday.Hailing a “breakthrough” in Israel’s outreach to moderate Sunni states in the region, he acknowledged that these ties have not advanced to the point where those states have acknowledged them in public.“What is actually happening with [the Arab states] has never happened in our history, even when we signed agreements,” Netanyahu told Israeli diplomats at a Jewish New Year’s toast at the Foreign Ministry in Jerusalem. Cooperation between Israel and Arab states exists “in various ways and different levels,” though it still isn’t visible above the surface, he said, adding that away from the public eye, “there is much more than during any other period in the history of Israel. This is a tremendous change. The entire world is changing.”Israel and the Arab world have been engaging for decades in various, mostly clandestine ways. In the 1990s, in the wake of the Oslo Accords, trade and political ties grew stronger, so much so that the Israeli chamber of commerce published a guide in Hebrew on how to do business in the Gulf. Record-breaking and "potentially catastrophic" Hurricane Irma is smashing its way into the islands of the northeast Caribbean with sustained winds raging at up to 295 km/h.The U.S. National Hurricane Center says it's the strongest hurricane on record in the Atlantic Basin (outside the Caribbean Sea and the Gulf of Mexico) and "will bring life-threatening wind, storm surge and rainfall hazards" to the northeastern Caribbean starting today.Irma is currently listed as a Category 5 hurricane, but some articles circulating on the internet claim it could become the first to reach Category 6.But those articles are fake.How do we know? Because the Saffir-Simpson hurricane wind scale, which categorizes hurricanes' destructiveness based on their wind speeds, ranges from 1 to 5.Category 3 hurricanes and above are considered major, and the worst storms are Category 5, encompassing all hurricanes with sustained winds of 252 km/h or more.When a Category 5 storm hits, you can expect "catastrophic damage," according to a National Hurricane Center backgrounder. "Most of the area will be uninhabitable for weeks or months," it says, as the winds will destroy many homes, collapsing roofs, walls, trees and power lines, causing power outages that last for weeks or months.But why is there no Category 6? "Because once you say catastrophic and there's near complete damage, why do you need a 6?" says Dennis Feltgen, a spokesperson for the National Hurricane Center.Of course, it's not wind speed alone that makes hurricanes destructive. Hurricane Harvey was just a Category 4 when it hit the coast of Texas on Aug. 25, but killed at least 60 people and left 560,000 families seeking housing assistance. Staff at the RBC Convention Centre are using food to provide comfort for evacuees in crisis.Close to 500 people are currently at the RBC Convention Centre after being driven from their homes by a wildfire in northern Manitoba, but that number fluctuates as some people have gone home to their community, and others have found a place to stay in Winnipeg or elsewhere, says to the centre's president and CEO, Klaus Lahr.Lahr says meals are served buffet style in a dining area in a massive room typically used for graduation ceremonies."A thousand people, three thousand meals a day but during grad season we serve way more meals than that," said Lahr. "I wouldn't say we're out of our element, in fact I think this is just right up our alley, we are in the business of looking after people, we're in the business of making people happy, the situation is a little different but we adjust to it and it has worked very well."They've been very great people to have under our roof."The entire third floor of the convention centre—which is designed for 9,000 people—is the temporary home for the evacuees.In two massive rooms, Hall 'A' and Hall 'B', cots with blankets are set up grid-style.The far banquet room, otherwise known as "Hall C," has the dining area, activities for children, two movie theatres, and stations for health and social services.Pizza, perogies and now hamburger soup are on the weekly menu."Food is very important in a crisis," said Quentin Harty, executive chef for the RBC Convention Centre. "If you can imagine being flown out somewhere, and being in a surrounding with people you're not familiar with... I think that's why food is everybody's go-to."Harty said hearing from the evacuees has been crucial in meal-planning."We're getting good feedback. They have the odd suggestion that they're offering up to us and we're responding to that," he said. "We're trying to take really good care of them."He says many people have asked for hamburger soup, and now, ragout, pizza and jackfish have been added to this week's menus."No doubt it's a crisis they're experiencing, it's a life altering experience so we're trying to be as accommodating as possible," he said. "I'm happy that we were here to help and fulfil the need and serve, that's what it's all about."Don Taylor from St. Theresa Point appreciates the effort."The food is good and everything's great," said the 25-year-old, who is looking forward to getting to his community and checking on his house soon.Taylor says Tuesday's lunch—sausage and perogies—helped to relieve his stress, something echoed by his friend, Rex McDougall from Wasagamack First Nation."Food's pretty good. They got good chefs. The buses go to Walmart so people can buy their necessities, the Pan-Am Pool so people can shower, and to the other relief centre on Leila Avenue so evacuees can visit friends.

BRUSSELS, Today, 17:57-Hungary and Slovakia pledged not to change their opposition to taking in asylum seekers after the EU's top court on Wednesday (6 September) dismissed the two countries' complaints over the EU's migration quota scheme.Slovak prime minister Robert Fico said his country respects the European Court of Justice's (ECJ's) decision to reject their complaints but that it will not change his position."We will continue to work on having solidarity expressed in different ways other than forcing [on us] migrants from other countries that don't want to be here anyway," he said.Hungary's foreign minister, Peter Szijjarto, called the court decision "outrageous and irresponsible"."The real battle has just begun," he was quoted by MTI Hungarian news agency as saying.He added that Budapest will take all legal action possible to prevent relocating people into Hungary "against the will of the Hungarian people".Szijjarto said the decision "endangers the future and security of Europe as a whole".He described the court's decision as political."Politics raped European law", Szijjarto told reporters in Budapest, adding that the decision established the power of the European Commission over the member states.Hungary's government, led by prime minister Viktor Orban, is facing elections next spring, which could entail more harsh rhetoric against Brussels and migration quotas during the campaign.-It's time to move-The ECJ's decision responded to a complaint by Hungary and Slovakia over the legality of a September 2015 Council decision to distribute asylum seekers from Greece and Italy across the bloc, based on quotas established by the EU commission.The Czech Republic, Hungary, Romania and Slovakia voted against the measure, which was then challenged by Hungary and Slovakia later that year.The court, in its ruling, said that the move was taken in a non-legislative procedure, and did not require unanimity.It also added that the EU institutions can adopt provisional measures necessary to respond to an emergency situation, such as the sudden influx of migrants in 2015.Poland, which has not lodged a complaint with the ECJ, nor did it vote against the measure in 2015 under its previous government, also vowed not to change its opposition to the quota policy.Poland, along with the Czech Republic and Hungary, is under scrutiny from the commission for not taking in asylum seekers under the 2015 plan, and could face fines."I was convinced that such a decision would be made [by the court], but this absolutely does not change the stance of the Polish government with respect to migration policy," Polish prime minister Beata Szydlo said on Wednesday.Commenting on the court's decision, the EU's migration commissioner, Dimitris Avramopoulos, said member states should swiftly move on relocating asylum seekers."All member states should be focusing on delivering, there is no time to waste," he told reporters in Brussels."It is time to be united and show full solidarity," he added."Does Hungary really mean it, when authorities say they want to show solidarity? Solidarity cannot be a la carte," Avramopoulos said, referring to a recent request by Budapest to the EU commission to finance its border fence.Avramopoulos warned that if member states under the commission's probe do not change their approach in the "coming weeks", they would be referred to the ECJ.If the court rules that they are in breach of EU law, they can be fined at the end of another procedure.-Reform boost?-The court's decision could also give a boost to the discussions on the reform of the EU's asylum system, Giulia Lagana, a senior analyst at the Open Society European Policy Institute in Brussels told EUobserver."Politically, it enforces the concept of shared responsibility, which means backing for those countries that support distributions of asylum seekers," she said.Member states are stuck on asylum reform over discussions on how to share asylum seekers in case of another influx, due to strong opposition mainly from eastern and central European member states.Avramopoulos said the ECJ's decision is encouraging and that he hoped to reach a final compromise by the end of the year.While Wednesday's ruling does not have direct consequences on Hungary's and Slovakia's policy, it could increase pressure on eastern and central European member states to take in people from Greece and Italy."Now we can expect all European partners to stick to the ruling and implement the agreements without delay," German foreign minister Sigmar Gabriel said in a statement.Iverna McGowan, director of the Amnesty International's European Institutions Office said: "Today's ruling shows that no country can hide from their responsibilities to refugees ... Member states must show solidarity with each other, and with asylum seekers who are seeking protection in Europe."The commission said on Wednesday that 27,695 asylum seekers have been relocated so far from Greece (19,244) and Italy (8,451).It estimates that another 2,800 still need to be relocated from Greece, while Italy counts 7,200 who are eligible so far this year - of which only 4,000 have been registered for relocation.

BRUSSELS, Today, 17:38-The European Commission is working on revising rules that allow EU states to impose internal border controls and checks throughout the passport-free Schengen area.Dimitris Avramopoulos, the EU commissioner for migration, told reporters in Brussels on Wednesday (6 September) that a proposal will soon be put forward to reform the so-called Schengen Borders Code."Very soon we shall be in a position to present our proposals," he said.One EU commission official noted that a possible option for the reform would be to allow the states to use terrorism, and not migration flows, as a basis for internal controls."It [terrorism] is really not explicit, it is really not covered by the rules," she said, noting the rules are vague in regard to such serious threats to internal security."We are still exploring options whether there is [a need to make terrorism explicit in the rules] but we have said that we recognise that is one of the grey areas of the border code."A new legal basis, based explicitly on terrorism, could allow the same states to then continue the border controls after the November deadline and possibly without limits on the extensions.The announcement comes ahead of a November deadline for Austria, Denmark, Germany, Sweden and non-EU member state Norway to lift their internal checks.It also follows previous statements by Avramopoulos, who told reporters over the summer that the countries would no longer be able to prolong border controls for another six months.All five over the summer had demanded the six-month extensions, as part of a wider effort to prevent migrants from moving north of Greece and elsewhere. Those controls must end in November, given that the code imposes a two-year limit on the six-month extensions, for reasons linked to migration movements."There are some countries that have presented justified reasons in order to ask for an extension of internal border controls, but this period is approaching its end and it is not legally justified to prolong it," Avramopoulos noted on Wednesday.But intense pressure from Germany and France, along with other EU states, who want the rules reformed, appears to have eased the commission's position, as it is now preparing to launch a reform of the code.Schengen states are currently only allowed to temporarily reintroduce controls at the internal borders when there is serious threat to public policy or internal security.

WASHINGTON (Reuters) - With no palatable military options, U.S. President Donald Trump may ultimately have no choice but to give diplomacy a chance to end the crisis over North Korea's nuclear and missile programs.For now, though, he is pursuing tougher economic sanctions, including an oil embargo, and opposed to making any concessions that might look like appeasement, insisting that more pressure on the regime of North Korean leader Kim Jong Un is needed before it is time to talk.North Korea seems even more opposed to negotiations until it has achieved the ability to attack the continental United States with nuclear weapons."North Korea is not interested in dialogue. ... Kim Jong Un has sent a message with this last test that he doesn't listen to anybody," said a senior official who helps coordinate the European Union's North Korea policy.So for now, despite calls from Russia, China, and others, there is no push from the United States or North Korea for direct talks, despite an escalating crisis that threatens millions of lives after North Korea conducted its sixth and most powerful nuclear test last weekend.The Trump administration says the United Nations needs to tighten economic sanctions to pressure North Korea to change its behavior and start talking. A draft sanctions resolution may be circulated at the United Nations this week.Trump's tactics, one senior administration official said on the condition of anonymity, mirror those in many of his business deals: simultaneously playing good cop and bad cop, not appearing too interested in making a deal but keeping lines of communication open.Trump said on Wednesday after a call with Chinese leader Xi Jinping that military action against North Korea was not a first choice, "but we will see what happens."Nikki Haley, the U.S. ambassador to the United Nations, said on Sunday that Kim was "begging for war," but added: "The time has come for us to exhaust all of our diplomatic means before it's too late."Japan is pushing for tough sanctions at the UN, including an oil embargo, but while they also have denounced North Korea's nuclear test, China and Russia have said that sanctions and pressure alone cannot resolve the crisis.The United States wants the Security Council to impose an oil embargo on North Korea, ban its exports of textiles and the hiring of North Korean laborers abroad and subject leader Kim Jong Un to an asset freeze and travel ban, according to a draft resolution seen by Reuters on Wednesday.Diplomats say the U.N. Security Council could also consider barring its airline.A decade of sanctions has not slowed North Korea's nuclear weapons program, and now that it is closer to its goal, diplomats and analysts say it is unlikely to back down.-ERRONEOUS ASSUMPTION-"The U.S. policy of strategic patience on North Korea has assumed that time is on their side - that economic sanctions will eventually lead to the collapse of Kim Jong Un's regime and its economy, and it will come to the negotiating table, no longer able to withstand the economic pain," said Moon Chung-in, a special adviser to South Korea's president on foreign affairs and national security."However, such an assumption has now proven wrong.
