Netanyahu tells Red Cross chief of unbelievable Hamas ‘cruelty’-In meeting with Peter Maurer, PM says terror group's continued holding of citizens and bodies of slain soldiers 'in contravention of all international norms'By Alexander Fulbright-September 6, 2017, 6:39 pm-TOI

“We are concerned about this unbelievable cruelty. We have bodies of our slain soldiers that are kept [by Hamas] and even information about them is kept. And no less important, we have innocent, defenseless Israeli civilians held in Gaza,” Netanyahu told the organization’s president Peter Maurer.“[They are] kept in a very closed and cruel way,” he added.Netanyahu also thanked Maurer for his organization’s efforts to return the bodies of the IDF soldiers and Israeli citizens “in the face of this Hamas cruelty” and said the terror group was holding the Israelis “in contravention of all international norms and all the ideals the Red Cross has been established for.”Responding to Netanyahu, Maurer said the mission to return the Israeli citizens and IDF soldiers’ bodies was one of the “longest running operations” of the Red Cross and that his organization is mandated by international law to work towards their return. On Tuesday, Maurer visited the Gaza Strip, during which he asked senior Hamas officials to let him meet with the Israeli civilians believed to be held by the terror group.Peter Maurer made the request as he met with Yahya Sinwar, the Hamas political leader in the coastal enclave, the Ma’an news agency reported, citing Palestinian sources. The two men talked for an hour together with senior Hamas official Ghazi Hamad.Sinwar told Maurer that “all institutions will be open before the Red Cross to ensure the standards of international humanitarian law are being applied,” according to a Hamas statement. It was not immediately clear whether the Red Cross director was seeking to be presented with evidence on the soldiers’ bodies, the living captives, or both.Last month, Defense Minister Avigdor Liberman, who has in the past criticized the Red Cross for not helping with the missing Israelis, caused a media storm by saying that Israel must not repeat the “mistake” of the 2011 Shalit prisoner exchange deal, which saw the release of IDF soldier Gilad Shalit after five years in Hamas captivity in exchange for over 1,000 Palestinian security prisoners.Sinwar responded by declaring in a press release there could be no deal without Israel releasing Palestinian prisoners in reference to a number of the terror group’s operatives Israel has rearrested since their release in the Shalit deal.Liberman’s comments drew the ire of the families of those held, with the father of one of the deceased IDF soldiers calling the defense minister “weak” and “cowardly.”Hamas is thought to be detaining three Israelis — Avraham Abera Mengistu and Hisham al-Sayed, as well as Juma Ibrahim Abu Ghanima, all of whom entered the enclave on their own accord over the past several years — as well as the bodies of two IDF soldiers — Oron Shaul and Hadar Goldin — who were killed during the 2014 war between Israel and the terror group. As part of the efforts to return the bodies of Shaul and Goldin, Israel has reportedly been holding indirect talks with Hamas about a possible prisoner deal.At a memorial in July marking three years since the 2014 Gaza conflict, Netanyahu hinted at recently increased Israeli efforts to return the Israeli citizens and the bodies of IDF soldiers being held by Hamas.“Our commitment to return home Hadar Goldin and Oron Shaul is still firm. We have not let up from this sacred mission, in particular in recent days. The same applies to Avraham Abera Mengistu and Hisham al-Sayed, Israeli citizens who are held in the Gaza Strip by a brutal enemy,” he said, failing to mention Abu Ghanima, the third Israeli civilian held by Hamas.Since the capture of their sons’ bodies, the Shaul and Goldin families have waged public campaigns for their return, with the Goldins recently releasing a video urging the government to up its pressure on Hamas until the two soldiers’ bodies are returned.Times of Israel staff contributed to this report.

Unmanned subs, sniper drones, gun that won’t miss: Israel unveils future weapons-Weapons Development Administration shows off the new armaments it is testing out, also including a hybrid tank and a fleet of autonomous vehicles-By Judah Ari Gross    September 5, 2017, 10:25 pm 16-TOI

The Defense Ministry’s weapons development department on Tuesday unveiled nine pieces of technology, including two unmanned submarines and a hybrid gas-electric powerful tank, that are due to enter service in the IDF in the coming years. Some of these technologies are already in the advanced stages of development and have been presented to the military for consideration, while others are still in the planning phase and will need years before they will be combat ready. None of the technologies presented by the ministry has yet been declared operational by the IDF.They were developed by the ministry’s Weapons Development Administration, in collaboration with foreign and domestic companies, and in one case with a public university. The Weapons Development Administration, known in Hebrew by its acronym Mafat, is made up of thousands of workers, hundreds of soldiers. It manages some 1,500 defense projects at a given time.Brig. Gen. (res.) Daniel Gold, who leads the department, said on Tuesday that he and his employees “try not to limit ourselves with the classic methodologies that are prevalent around the world,” which are typically top-down efforts.Instead, he said, Mafat tries to connect with soldiers on the ground, determine what they need and then work to make them something that will fulfill that gap.In addition, the department “tries to predict what the future battlefield will look like, in terms of both threats and technologies,” Gold said. One of the more significant pieces of technology presented Tuesday was the Carmel armored vehicle, which is set to eventually replace the army’s current Merkava tank, in use for some 40 years. In addition to its role as the military’s main battle tank, the Merkava is also the basis for the Namer armored personnel carrier and various combat engineering vehicles. According to the ministry, the Carmel is set to preform a similar function and can be outfitted with everything from howitzers to mine-clearing plows. And unlike the Merkava, which requires a four-person crew, the Carmel needs only two soldiers to operate it.The new tank, which will feature a hybrid gas-electric motor, powered by a bank of batteries, is being developed by the Weapons Development Administration and the ministry’s Merkava Administration, along with various defense companies.According to the ministry, the Carmel will be “light, small, fast, deadly, durable, easy to operate and comparatively cheap.”The Weapons Development Administration also unveiled two unmanned submarines, one of them big and the other small. The larger submersible, known as the Caesaron, can be equipped with a variety of sensors and payloads. It is specifically designed for intelligence gathering, the ministry said.In addition to the larger Caesaron, the ministry also unveiled a small, as-yet-unnamed submarine that it is currently developing with the help of Bar Ilan University. The small submersible drone is aimed at “searching and mapping missions,” the ministry said.“It costs a third the amount of similar submarines in the world and surpasses them in its ability to float and move in every direction,” the ministry added. The administration also unveiled three new types of drones. Two of them are transport unmanned aerial vehicles, while the third is an attack drone, capable of firing an attached assault rifle. The two transport drones were developed for an open competition among defense contractors, called the “Green Yasuron.”The ministry said the requirements for the competition were “deliberately very general: develop a small UAV or drone that will be able to fly autonomously to a distance of eight kilometers with a carrying capacity of 150 liters that weighs at least 60 kilograms.”The drone would have to carry that package to a predetermined location, drop the package and return to its base. Two very different UAVs completed the competition, one developed by the state-owned Israel Aerospace Industries, the other by the private Aeronautics Defense Systems Ltd.The IAI drone is essentially a remote-controlled helicopter. It has one main rotor to keep it aloft and a second rear rotor to steer. The UAV is able to lift nearly 400 pounds (180 kilograms) and has a top speed of 93 miles per hour (150 kilometers per hour). The Aeronautics UAV, on the other hand, has multiple rotors that get it in the air. The drone is much smaller and much less powerful, capable of carrying half the weight as IAI’s aircraft and flying half as fast.As both completed the competition, there was no clear winner. The Defense Ministry said it was still considering how to proceed and use the two drones. In addition, the Weapons Development Administration unveiled an attack drone produced by a US-based company called Duke Robotics, Inc.The TIKAD, as the drone is known, is capable of carrying and accurately firing an assault rifle. The drone is already in advanced stages of developing and has been presented to the IDF for consideration.“Its operability will be considered in the coming year,” the Defense Ministry said.It would be used to “carry out sniper fire, create surprises on the field of battle and prevent risks to our troops,” the ministry said. The Weapons Development Administration also presented a number of unmanned vehicles that the army is considering for use. This included pre-existing vehicles — trucks, D-9 bulldozers and front-loaders — that are modified to allow them to be controlled from afar or travel autonomouslyt, as well as specially made ones. The ministry said it expected that these autonomous vehicles will be able to replace some manned ones in areas like combat engineering and logistics. The IDF already has a number of autonomous patrol cars and trucks in service. Finally, the ministry unveiled a new gun system that is supposed to ensure that soldiers only hit their targets and not any innocent bystanders. The soldier uses an electro-optical aiming system to lock on to a target and can then set the gun to not fire at anything else with the push of a button.“Tests that have been carried out until now found that use of the system significantly increased the percentage of hits on target and lessened the percentage of hits on ‘bystanders,'” the ministry said. The SMASH system is expected to go into service with the IDF’s Ground Forces soon, the ministry said.

Newport congregation continues battle for artifacts at oldest US synagogue-Jeshuat Israel calls for federal court to rehear case granting custody of ornaments at Touro to NY's Shearith Israel-By JTA-September 6, 2017, 8:10 pm-TOI

Lawyers for Congregation Jeshuat Israel, which meets in the 250-year-old Touro Synagogue in Newport, Rhode Island, said the court’s decision last month giving control of Touro to Manhattan’s Shearith Israel ignored state law and made constitutional errors. The US Court of Appeals in Boston also gave the Manhattan synagogue ownership of $7.4 million silver Torah ornaments called Rimonim —  Hebrew for pomegranates — that the Newport congregation had hoped to sell to the Museum of Fine Arts in Boston in order to build an endowment.“In light of the panel’s errors, which significantly alter constitutional jurisprudence, and the importance of Touro, an American icon, this case strongly merits rehearing,” lawyers for Jeshuat Israel wrote in their filing with the court on Tuesday, The Associated Press reported. The filing said the court’s ruling conflicts with past decisions on church property disputes and ignores state law, as well as findings by the Rhode Island state attorney general that the Touro Synagogue was held in trust for the benefit of the Newport Jewish community, according to AP.Touro Synagogue was founded in the 18th century by a Sephardic Jewish community whose numbers declined over the years. Shearith Israel, a Sephardic congregation that was established in 1654 and has worshipped at various sites in Manhattan, has served as the trustee of Touro since the early 19th century.Jeshuat Israel, which was founded in 1881 as Ashkenazi immigrants began flooding America from Eastern Europe, has worshipped at Touro for more than a century. The current dispute began in 2012 when Jeshuat, which still holds regular services at Touro, attempted to sell the silver ornaments to establish an endowment to maintain a rabbi and care for the building, which was designated a national historic site in 1946.The rimonim have been on loan from the Touro Synagogue to the Museum of Fine Arts in Boston, which had made an offer to purchase them. The museum has since rescinded its offer.

Religious Zionist youth movement reopens in Germany after 8 decades-Granting charitable status to Bnei Akiva, 'another little victory over the Nazis and the new anti-Semites,' says movement's director-By JTA-September 6, 2017, 7:09 pm-TOI

A religious Zionist youth movement is officially reopening in Germany, 79 years after being shut down under the National Socialist regime.Bnei Akiva Deutschland is one of several Zionist organizations to return to Germany in recent years. In this case, the group’s aim is to encourage Jews to leave Germany for Israel.Status as a charitable organization was granted in the city of Dusseldorf on August 18 to the German branch of the Jerusalem-based World Bnei Akiva – which already has emissaries in more than seven cities in Germany. It will now intensify its activities.“Another Jewish organization resurrected in Germany is another little victory over the Nazis and the new anti-Semites,” the movements director for Germany, Eliyos Paz, said in a statement. Several years ago, the secular Zionist Hashomer Hatzair World Movement returned to Germany with youth activities.Unlike Hashomer Hatzair, World Bnei Akiva reaches out especially to Orthodox communities. With emissaries in 23 countries, it also sponsors Jewish programming especially aimed towards Jews from the former Soviet Union, according to the group’s website. That target group is plentiful in Germany, where more than 90 percent of the current Jewish population of some 200,000 have roots in the former Soviet Union and came to Germany since 1990. Only about half that number are actually participating members of Jewish communities. The Central Welfare Council of Jews in Germany reports that about 200 Jews move to Israel each year.On a similar note, the Jewish Agency for Israel this spring announced its opening of a new “Israel Program Center” in Berlin, with a grant from the Britain-based Ebenezer Emergency Fund International, an evangelical Christian organization that works towards “the worldwide return of the Jewish people to Israel prophesied in Scripture.”World Bnei Akiva was established in 1910; in 1927, the activities of several Orthodox Zionist groups were united under the Torah and Avodah Fund, which oversaw related youth movements and their activities, such as camps and conferences.Activities in Germany came to an abrupt end in 1938, when the Nazi regime outlawed most Jewish institutions.

Rivlin inaugurates Munich memorial, raps Palestinians for lauding massacre-At memorial unveiling 45 years after 11 Israelis killed in terror attack at the Olympics, president says Israel 'still waiting' for minute of silence at the Games-By Sue Surkes-September 6, 2017, 2:39 pm-TOI

President Reuven Rivlin on Wednesday attended the inauguration in Munich of a memorial to the victims of the massacre there at the Olympic Games 45 years ago, and castigated the Palestinian Authority for its continued expressions of support for the terror act, which left 11 Israeli Olympians dead.During the September 1972 attack on the Munich Olympic Village by the Black September Palestinian terror group, 11 Israelis were taken hostage. Two were murdered in the Olympic village and nine others were executed at the airport. A German policeman was killed in a shootout with the terrorists during a botched rescue attempt.“There are still those who see in the murder of sportsmen a heroic deed,” Rivlin said, before singling out the party of PA President Mahmoud Abbas. “Just last year, Fatah marked the massacre of the sportsmen as an ‘act of heroism.’“The center we are inaugurating today must be a message to the whole world: There can be no apologizing for terrorism. Terror must be unequivocally condemned everywhere. In Barcelona, in London, in Paris, in Berlin, in Jerusalem, and everywhere else.”Israeli President Rivlin @PresidentRuvi at unveiling of memorial in honor of Munich Massacre victims. Watch live: https://t.co/vB5N4jeHT8 pic.twitter.com/RDH6jtXYV9— (((WJC))) (@WorldJewishCong) September 6, 2017-The president, attending the inauguration with his German counterpart, Frank-Walter Steinmeier, Bavaria’s Prime Minister Horst Seehofer, International Olympic Committee President Thomas Bach, and victims’ relatives, also said that having waited 45 years for the memorial, Israel is still waiting for another historical injustice to be rectified, and for a minute’s silence to be observed at the opening ceremony of the Olympic Games to remember Israel’s dead.“Our brothers who were murdered were not just the State of Israel’s sons,” Rivlin said. “They were the Olympic family’s sons. A family which for many years abandoned its commitment to them.“’The games must go on’ — so said at the time the President of the Olympic Committee, in a sentence which will be remembered eternally as a disgrace,” he noted.“For 45 years – almost half a century – the victims’ families, and the State of Israel looked expectantly for this moment: the inauguration of a center of remembrance and a memorial in the Olympic Village.”In his speech, Steinmeier acknowledged that Germany was unprepared for the attack, even though international terrorism was not a new phenomenon at the time.“It should have never been allowed to happen,” he said. “Until today, we carry a heavy burden regarding this catastrophe. And this better recognition is part of the commemoration of this day — and I think it’s overdue, and we owe it you, dear family members.”Steinmeier then turned to the present, noting that there are still people who preach anti-Zionism and anti-Semitism.“In Germany, our way of life includes inseparably a commitment to our history, a commitment to the history of the Holocaust, the responsibility for Israel’s security that grows out of it, and the rejection of any form of anti-Semitism.”The International Olympic Committee first commemorated the victims of the Munich massacre at the Rio Olympic Village in August 2016.To date, IOC officials have maintained that a minute of silence would politicize the Games, compromising “collaboration between all parties of the Olympic family.”The memorial is the result of a decades-long campaign by relatives of the massacre victims for a permanent memorial to the athletes. It occupies a large exhibition area and is carved into a grass mound, creating the effect of an open wound. A triangular column in the center of the memorial displays the biographies and photos of those killed on panels with texts in German, Hebrew, and English. A large LED screen plays a 27-minute loop of news footage broadcast during the events of 1972.Memorial for Israeli athletes at 1972 Olympic massacre in Munich opened today, keeping alive the memory of victims. https://t.co/YYHOrrUrWp pic.twitter.com/uHoKLMG7BX— German Consulate BOS (@GermanyinBoston) September 4, 2017-The memorial cost 2.35 million euros ($2.8 million). Funding came primarily from the State of Bavaria, the German federal government, the City of Munich and the International Olympic Committee.A “school of democracy” will eventually be located in the tower at the Fürstenfeldbruck airport, the site of the fatally botched rescue attempt.Ankie Spitzer, who was 26-years-old when she lost her husband, the coach and fencing master Andre Spitzer, in the attack, was also on hand. She told the Deutschlandfunk radio station ahead of the ceremony that she could not deal with the fact that her loving husband had been brutally murdered and “no one regretted it. It took 45 years, but I don’t regret the long and lonely journey that brought us to this day. This is what I wanted.”JTA contributed to this report.

Unique 7,200-year-old clay model silo forces rethink of how society evolved-Discovered at Tel Tsaf in the Jordan Valley, one-of-a-kind vessel testifies to earliest agricultural rituals known in the ancient Near East-By Amanda Borschel-Dan    September 6, 2017, 5:02 pm-TOI

A unique 7,200-year-old clay silo model, the earliest evidence of ritual food storage, has been discovered during archaeological excavations at the prehistoric settlement of Tel Tsaf in Israel’s Jordan Valley. The one-of-a-kind pottery vessel testifies to a previously undiscovered religious — and perhaps even political — side of food storage for this era in the ancient Near East, according to the international team of archaeologists from the University of Haifa and the German Archaeological Institute, Berlin.Decorated with red balls, the small clay silo is the only such vessel discovered anywhere and from any period, archaeologist Professor Danny Rosenberg of the Zinman Institute of Archaeology at the University of Haifa told The Times of Israel on Wednesday.“It’s really uncommon and doesn’t look like any vessel we have,” said Rosenberg. The vessel was found in pieces two years ago in a room which appears to be connected to a burial complex filled with an unprecedented number of the bases of large wheat and barley storage silos upon which were found thousands of millennia-old seeds. The vessel was recently reassembled, and is believed to be a model for the construction of the larger containers, as well as a ritual object. Also found with the vessel pieces were ritual figurines and items of evident worth, including the earliest copper item found in the Levant and pieces made from obsidian.Because of context in which the vessel was found and its uniqueness — clearly not a pot for everyday use — the archaeologists believe it was used for ritual purposes.“The entire space was used for more than a domestic structure,” said Rosenberg.Evidence of grain-storage rituals have been discovered in other ancient Near East societies, for example, in ancient Egypt or in Mesopotamia, however, this find at Tel Tsaf predates them by several thousand years, according to the archaeologists.“The findings at Tel Tsaf are first evidence for the connection between food storage at a large-scale, and between the existence of a ritual related to the successful storage and preservation of the agricultural products being stored,” said Rosenberg. The combined discoveries of the model and large grain silos may force archaeologists to rethink the organization of prehistorical society.-Roots of a changing early society-Settlement at Tel Tsaf, near the Jordan River and the modern state of Jordan, dates to circa 5200-4700 BCE. According to the international team of researchers, the site offers “ideal conditions to study changes in household economies and emerging social complexity during the formative stages of the Late Chalcolithic period.”Discovery of large-scale food storage suggests that the ancient people had reached an early formative stage in the development of human society.Excavations at Tel Tsaf have also unearthed well-preserved mudbrick architecture. the earliest metal item in the region, and evidence of long-distance trade. The trove of grain silos represents “unparalleled evidence of storage” in the southern Levant at this time, said Rosenberg. “You have storage, but it’s usually more limited, for the nuclear family. In terms of scale, the amount of grain in each single unit is huge.”Tel Tsaf was initially identified in the 1940s during a Beit She’an Valley archaeological survey. The first detailed excavation took place from 1978-1980, when findings from deep probe trenches suggested that there were two occupation periods at the site: the Pottery Neolithic period and the Early Chalcolithic period. Another set of excavations was undertaken in earnest between 2004 and 2007, and uncovered evidence of Middle and Early Late Chalcolithic settlement. The current dig began in 2013 as a joint multidisciplinary project between the Zinman Institute of Archaeology at the University of Haifa and the Eurasian Department of the German Archaeological Institute in Berlin, under the leadership of Rosenberg and Dr. Florian Klimsha.According to the Tel Tsaf Research Project’s website, among the dig’s main goals is the exploration of the Neolithic-Chalcolithic transition, through the study of household items, which point to the family unit’s economic status.During the 2017 season of the Tel Tsaf excavation project, which took place between July 2-12, the archaeologists and volunteers attempted to reach the lower levels of the site, to better understand the origin of the village.-Important insights-The archaeologists wrote in a recently published article in Antiquity Journal that, in addition to the important insights the model provides about the “symbolism related to grain storage, burial and the regeneration of life,” it also shows the first evidence of how the large “superstructure” grain silos may have been constructed. The silo model and silos themselves exhibit “the early appearance of distinct strategies for controlling the means of production and for accumulating wealth-factors,” write the archaeologists. In other words, that wealth may be gained through the accumulation — and distribution — of a necessary product. The question the researchers are now debating is whether it was accumulated for individual or communal use.“Something is going on in terms of people starting to store grain beyond their yearly needs,” said Rosenberg. He speculated that perhaps the surplus was produced so it may be exchanged in trade for pottery, or perhaps the obsidian items found at the site which come from the north or other far-away locations.“We found one shell that comes from the Nile,” he said, a lot beads, and other finds that speak to non-local production. For years, scientists have debated how the stratified cultures of ancient Egypt or Mesopotamia evolved. The Tel Tsaf finding of organized storage may be a step on the path to this understanding.Once, scholars of the period considered the societies to be basically equal, “people have the same amounts of sheep and grain,” said Rosenberg. With these new finds, “suddenly there’s a sort of imbalance, it’s not equal any more.”Rosenberg said that the evidence points to the fact that society was just at the beginning of the process of social hierarchy, but it’s a bit too early in the research to say conclusively.Between the large-scale storage and the potential for rituals surrounding it, said Rosenberg, “we’re trying to understand the beginning of a process that eventually turned into the first cities.”

Netanyahu hails ‘best-ever’ ties to Arab world-Prime minister says there have been breakthroughs in relations to Sunni states, but can't reveal details yet-By Raphael Ahren-September 6, 2017, 1:18 pm-TOI

Israel’s relations with the Arab world have never been better than they are today, Prime Minister Benjamin Netanyahu said Wednesday.Hailing a “breakthrough” in Israel’s outreach to moderate Sunni states in the region, he acknowledged that these ties have not advanced to the point where those states have acknowledged them in public.“What is actually happening with [the Arab states] has never happened in our history, even when we signed agreements,” Netanyahu told Israeli diplomats at a Jewish New Year’s toast at the Foreign Ministry in Jerusalem. Cooperation between Israel and Arab states exists “in various ways and different levels,” though it still isn’t visible above the surface, he said, adding that away from the public eye, “there is much more than during any other period in the history of Israel. This is a tremendous change. The entire world is changing.”Israel and the Arab world have been engaging for decades in various, mostly clandestine ways. In the 1990s, in the wake of the Oslo Accords, trade and political ties grew stronger, so much so that the Israeli chamber of commerce published a guide in Hebrew on how to do business in the Gulf. In 1994, then-prime minister Yitzhak Rabin visited Oman, where he was greeted by Sultan Qaboos bin Said Al Said.In January 1996, Israel and Oman signed an agreement on the reciprocal opening of trade representative offices. “Oman believes that the current step will lead to continued progress in the peace process, and increased stability in the region,” the Israeli Foreign Ministry declared at the time, adding that the office’s main role would be “to develop reciprocal economic and trade relations with Oman, as well as cooperation in the spheres of water, agriculture, medicine, and communications.”Four months later, after Rabin’s assassination, then-acting prime minister Shimon Peres visited Oman and Qatar to officially open “Israel Trade Representation Offices” in both capitals. But the overt ties with Oman didn’t last even for half a decade. In October 2000, when the Second Intifada began, Omani rulers felt the public opinion had turned against Israel, and suspended relations and closed the mission.Qatar shuttered the Israeli mission in 2009 because of Operation Cast Lead, a military campaign against Hamas in Gaza.During his speech Wednesday, Netanyahu, who is also foreign minister, hailed his government’s diplomatic achievements, citing improved relations with North America, Europe, Africa, Russia, Latin America and other regions. While Israel has not yet succeeded in overcoming the automatic Arab majority at international forums such as the United Nations, Netanyahu said bilateral ties with many individual countries are improving significantly because Israel is offering technological know-how and security cooperation. This disproves the theory that Israel can only advance its international relations during peace negotiations with the Palestinians, he argued.

THE FIRST JUDGEMENT OF THE EARTH STARTED WITH WATER-IT ONLY MAKES SENSE THE LAST GENERATION WILL BE HAVING FLOODING
GENESIS 7:6-12
6 And Noah was six hundred years old when the flood of waters was upon the earth.
7 And Noah went in, and his sons, and his wife, and his sons’ wives with him, into the ark, because of the waters of the flood.
8 Of clean beasts, and of beasts that are not clean, and of fowls, and of every thing that creepeth upon the earth,
9 There went in two and two unto Noah into the ark, the male and the female, as God had commanded Noah.
10 And it came to pass after seven days, that the waters of the flood were upon the earth.
11 In the six hundredth year of Noah’s life, in the second month, the seventeenth day of the month, the same day were all the fountains of the great deep broken up, and the windows of heaven were opened.
12 And the rain was upon the earth forty days and forty nights.
GOD PROMISED BY A RAINBOW-THE EARTH WOULD NEVER BE DESTROYED TOTALLY WITH A FLOOD AGAIN.BUT FLOODIING IS A SIGN OF JUDGEMENT.

Rains from monster Hurricane Irma begin hitting Puerto Rico-[The Canadian Press]-YAHOONEWS-September 6, 2017

SAN JUAN, Puerto Rico — Heavy rain and 185-mph winds lashed the Virgin Islands and Puerto Rico's northeast coast Wednesday as Hurricane Irma roared through Caribbean islands on its way to a possible hit on South Florida. The strongest Atlantic Ocean hurricane ever measured destroyed homes and flooded streets across a chain of small islands in the northern Caribbean, passing directly over Barbuda and leaving the island of some 1,700 people incommunicado.France sent emergency food and water rations to the French islands of Saint Martin and Saint Barthelemy, where Irma ripped off roofs and knocked out all electricity. Dutch marines who flew to three Dutch islands hammered by Irma reported extensive damage but no deaths or injuries. While France received no immediate reports of casualties, the minister for French overseas territories, Annick Girardin, said: "We have a lot to fear for a certain number of our compatriots who unfortunately didn't want to listen to the protection measures and go to more secure sites ... We're preparing for the worst."By early Wednesday afternoon the centre of the storm was 20 miles (35 kilometres ) east-southeast of St. Thomas in the U.S. Virgin Islands and 90 miles (150 kilometres ) east of San Juan, Puerto Rico and heading west-northwest at 16 mph (26 kph). The U.S. National Weather Service said Puerto Rico had not seen a hurricane of Irma's magnitude since Hurricane San Felipe in 1928, which killed a total of 2,748 people in Guadeloupe, Puerto Rico and Florida."We have to prepare for the worst," Puerto Rico Gov. Ricardo Rossello said. "If we don't, it could be devastating."Puerto Rico's public power company has cut back on staff and maintenance amid a deep economic crisis and the agency's director warned that some areas could be without power from four to six months because the infrastructure has already deteriorated so badly. Outages were reported in some neighbourhoods well ahead of the storm, with more than 285,000 homes without power and nearly 4,500 people without water by mid-afternoon Wednesday. Nearly 1,000 people were in shelters along with more than 100 pets. The federal government has stepped in, with President Donald Trump this week approving an emergency declaration for the U.S. Virgin Islands and Puerto Rico. That means that the Federal Emergency Management Agency and other agencies can remove debris and give other services that will largely be paid for by the U.S. government.EPA officials said their biggest concerns were oil spills and power disruptions to water supply systems."No matter what precautions we take, the coastal flooding will impact oil tanks," said Catherine McCabe, a regional administrator.Another concern is the 20 Superfund sites in Puerto Rico and the three in the U.S. Virgin islands, given that most are near the coast, she said. She said EPA officials in New Jersey are on standby to fly down after the hurricane passes through.State maintenance worker Juan Tosado said he was without power for three months after Hurricane Hugo killed dozens of people in Puerto Rico in 1989."I expect the same from this storm," he said. "It's going to be bad."Tourist Pauline Jackson, a 59-year-old registered nurse from Tampa Florida, puffed on her last cigarette as a San Juan hotel prepared to shutter its doors ahead of the storm."I'm in a hurricane here, and when I get home, I'll be in the same hurricane. It's crazy," she said. She tried to leave ahead of the storm but all flights were sold out, and she now worries about her home in Tampa."When you're from Florida, you understand a Category 5 hurricane," said Jackson, who is scheduled to fly out on Friday. The U.S. National Hurricane Center said Irma's winds would fluctuate, but the storm would likely remain at Category 4 or 5 for the next day or two as it roared past Puerto Rico, the Dominican Republic, Haiti, Cuba, the Turks & Caicos and parts of the Bahamas.By early Sunday, Irma is expected to hit Florida, where Gov. Rick Scott said he planned to activate 7,000 National Guard members by Friday and warned that Irma is "bigger, faster and stronger" than Hurricane Andrew. Andrew pummeled south Florida 25 years ago and wiped out entire neighbourhoods with ferocious winds. Trump also declared an emergency in Florida and authorities in the Bahamas said they would evacuate six southern islands. The mayor of Miami-Dade County said people should be prepared to evacuate Miami Beach and most coastal areas as soon as Wednesday evening. He activated the emergency operation centre and urged residents to have three days' worth of food and water. The State Department authorized voluntary evacuation of U.S. diplomats and their families from the Dominican Republic, Haiti and Cuba, where the storm was expected to arrive by Friday.Warm water is fuel for hurricanes and Irma was moving over water that was 1.8 degrees (1 degree Celsius) warmer than normal. Four other storms have had winds as strong in the overall Atlantic region, but they were in the Caribbean Sea or the Gulf of Mexico, which usually have warmer waters. Hurricane Allen hit 190 mph in 1980, while 2005's Wilma, 1988's Gilbert and a 1935 great Florida Keys storm all had 185 mph winds.Bahamas Prime Minister Hubert Minnis said his government was evacuating six islands because authorities would not be able to help anyone caught in the "potentially catastrophic" wind, flooding and storm surge. People there would be flown to Nassau in what he called the largest storm evacuation in the country's history. The northern parts of the Dominican Republic and Haiti could see 10 inches (25 centimetres ) of rain, with as much as 20 inches (50 centimetres ) in the southeast Bahamas and Turks and Caicos. The website cruisecritic.com said that 28 cruises had been cancelled , shortened or had their itineraries changed as a result of the hurricane. Also Wednesday, a new tropical storm formed in the Gulf of Mexico off Mexico's coast. Tropical Storm Katia had maximum sustained winds of 45 mph (75 kph) by the early afternoon and the hurricane centre said it could become a hurricane before it approaches the coast of Veracruz state. Katia was located about 175 miles (280 kms) north of the city of Veracruz. And another tropical storm farther east in the Atlantic was expected to become a hurricane by Wednesday night. Tropical Storm Jose's maximum sustained winds had increased to near 70 mph (110 kph). The storm was centred about 1,135 miles (1,825 kilometres ) east of the Lesser Antilles and was moving west near 13 mph (20 kph).___Associated Press writers contributing to this report included Anika Kentish in St. John's, Antigua; Seth Borenstein in Washington; Michael Weissenstein in Havana, Cuba and Ben Fox in Miami.___HURRICANE NEWSLETTER - Get the best of the AP's all-formats reporting on Irma and Harvey in your inbox: http://apne.ws/ahYQGtb-Danico Coto, The Associated Press

Hurricane Irma lashes Caribbean, Florida braces for hit-[Reuters]-By Scott Malone-YAHOONEWS-September 6, 2017

SAN JUAN, Puerto Rico (Reuters) - Potentially catastrophic Hurricane Irma clobbered Caribbean islands with pounding winds, rain and surging surf on Wednesday as officials in Florida called for evacuations ahead of the storm's expected landfall there this weekend.Irma could become the second powerful storm to thrash the U.S. mainland in as many weeks, but its precise trajectory remained uncertain. Hurricane Harvey killed more than 60 people and caused as much as $180 billion in damage after hitting Texas late last month. The eye of Irma, a Category 5 storm with winds of 185 miles per hour (295 km per hour), was passing over the northernmost Virgin Islands on Wednesday afternoon after crossing the half-French, half-Dutch island of St. Martin, the U.S. National Hurricane Center said. Category 5 is its highest category. On its current path the core of Irma, which the Miami-based center said was the strongest Atlantic storm on record, was expected to pass near or just north of Puerto Rico on Wednesday before scraping the north coast of the Dominican Republic on Thursday.Karel van Oosterom, the Netherlands ambassador to the United Nations, said Irma had hit the Dutch islands of Saba and Sint Eustasius before overrunning St. Martin."First information indicates that a lot of damage has been done, but communication is still extremely difficult," he said at a U.N. meeting.Irma began lashing Puerto Rico with rain at mid-morning. Governor Ricardo Rossello told residents to stay inside as the storm bore down on the island. "There is no reason to be in the street," Rossello told a midday press conference. Many businesses in the capital San Juan were closed and many buildings were covered with storm shutters. Occasional shoppers were out making final purchases of water, ice and food to prepare for what could be several days without power.Rene Franco, a 37-year-old medical student, said he had still not decided whether to flee to a shelter."I feel ready. I bought groceries. I bought water -- too much water," he said as he walked his 12-year-old dog Heaven before the storm arrived. "In the past I have always stayed in my house but this time it depends. It depends on the waves and the water. This is a very difficult storm."-ROOFS BLOWN OFF-After Irma battered the island nation of Antigua and Barbuda, emergency officials reported three injuries and minimal damage, with some roofs blown off. Prime Minister Gaston Browne said flights would resume from the airport Wednesday afternoon. Many of the Caribbean's Leeward Islands were under a hurricane watch, including the Turks and Caicos Islands and the southeastern Bahamas, the NHC said.In Paris, the French government said it had delivered water and food to two overseas territories, St. Martin and St. Barthelemy, and that emergency response teams would be sent once the storm had passed.Power was knocked out on both islands, according to prefecture officials on Guadeloupe. At least four buildings were damaged and low-lying regions had been flooded, French Interior Minister Gerard Collomb said. The U.N. World Food Program prepared to provide emergency aid to Haiti if it was hit by Irma. The country was ravaged by a 2010 earthquake and Hurricane Matthew last year.U.S. President Donald Trump said he and aides were monitoring Irma's progress. "But it looks like it could be something that will be not good. Believe me, not good," he told reporters at the White House.Trump, whose Mar-a-Lago estate in Palm Beach, Florida, could take a direct hit from the storm, has already approved emergency declarations for Florida, Puerto Rico and the U.S. Virgin Islands, mobilizing federal disaster relief efforts.Florida Governor Rick Scott said Irma could be more devastating than Hurricane Andrew, a Category 5 storm that struck the state in 1992 and still ranks as one of the costliest ever in the United States.Residents of the Florida Keys, a resort archipelago at the state's southern tip, were ordered to leave by Wednesday evening. Residents of low-lying areas in densely populated Miami-Dade County were urged to move to higher ground."We can expect additional evacuations as this storm continues to come near our state," Scott said at a news conference in the Keys.He said 7,000 National Guard troops would report for duty on Friday, ahead of the storm's expected arrival. In South Carolina, Governor Henry McMaster also declared a state of emergency and urged residents to prepare for Irma's potential landfall there."It's too soon to rule out any possibilities," said Kim Stenson, director of the South Carolina Emergency Management Division. "Hurricane Irma is a dangerous storm and its projected path could put South Carolina in harm's way. Fortunately, people in South Carolina have time."Irma ranked as one of the five most powerful Atlantic hurricanes in the last 80 years and the strongest Atlantic storm recorded by the NHC outside the Caribbean Sea and Gulf of Mexico.(Additional reporting by Bernie Woodall in Ft. Why even a record-breaking hurricane can't hit Category 6-[CBC]-YAHOONEWS-September 5, 2017

Record-breaking and "potentially catastrophic" Hurricane Irma is smashing its way into the islands of the northeast Caribbean with sustained winds raging at up to 295 km/h.The U.S. National Hurricane Center says it's the strongest hurricane on record in the Atlantic Basin (outside the Caribbean Sea and the Gulf of Mexico) and "will bring life-threatening wind, storm surge and rainfall hazards" to the northeastern Caribbean starting today.Irma is currently listed as a Category 5 hurricane, but some articles circulating on the internet claim it could become the first to reach Category 6.But those articles are fake. How do we know? Because the Saffir-Simpson hurricane wind scale, which categorizes hurricanes' destructiveness based on their wind speeds, ranges from 1 to 5.Category 3 hurricanes and above are considered major, and the worst storms are Category 5, encompassing all hurricanes with sustained winds of 252 km/h or more. When a Category 5 storm hits, you can expect "catastrophic damage," according to a National Hurricane Center backgrounder. "Most of the area will be uninhabitable for weeks or months," it says, as the winds will destroy many homes, collapsing roofs, walls, trees and power lines, causing power outages that last for weeks or months. But why is there no Category 6? "Because once you say catastrophic and there's near complete damage, why do you need a 6?" says Dennis Feltgen, a spokesperson for the National Hurricane Center.Of course, it's not wind speed alone that makes hurricanes destructive. Hurricane Harvey was just a Category 4 when it hit the coast of Texas on Aug. 25, but killed at least 60 people and left 560,000 families seeking housing assistance. Massive flooding from storm surges and more than a metre of rain caused much of the destruction."We basically have a scale for storm surge … how many feet above ground level there would be inundation." says Feltgen. But the different factors that make storms destructive are too variable to measure on a scale of wind speed, he said. Here's a list of the different hurricane categories and what they mean, according to the National Hurricane Center:- Category 1 (119-153 km/h): Very dangerous winds will produce some damage: Well-constructed frame homes could have damage to roof, shingles, vinyl siding and gutters. Large branches of trees will snap and shallowly rooted trees may be toppled. Extensive damage to power lines and poles likely will result in power outages that could last a few to several days. - Category 2 (154-177 km/h): Extremely dangerous winds will cause extensive damage: Well-constructed frame homes could sustain major roof and siding damage. Many shallowly rooted trees will be snapped or uprooted and block numerous roads. Near-total power loss is expected with outages that could last from several days to weeks. - Category 3 (178-208 km/h): Devastating damage will occur: Well-built frame homes may incur major damage or loss of roof decking and gable ends. Many trees will be snapped or uprooted, blocking numerous roads. Electricity and water will be unavailable for several days to weeks after the storm passes. - Category 4 (209-251 km/h): Catastrophic damage will occur: Well-built frame homes can sustain severe damage with loss of most of the roof structure and/or some exterior walls. Most trees will be snapped or uprooted and power poles downed. Fallen trees and power poles will isolate residential areas. Power outages will last weeks to possibly months. Most of the area will be uninhabitable for weeks or months. - Category 5 (252 km/h or higher): Catastrophic damage will occur: A high percentage of frame homes will be destroyed, with total roof failure and wall collapse. Fallen trees and power poles will isolate residential areas. Power outages will last for weeks to possibly months. Most of the area will be uninhabitable for weeks or months.

OZONE DEPLETION JUDGEMENT ON THE EARTH DUE TO SIN

ISAIAH 30:26-27
26 Moreover the light of the moon shall be as the light of the sun, and the light of the sun shall be sevenfold,(7X OR 7-DEGREES HOTTER) as the light of seven days, in the day that the LORD bindeth up the breach of his people,(ISRAEL) and healeth the stroke of their wound.
27 Behold, the name of the LORD cometh from far, burning with his anger, and the burden thereof is heavy: his lips are full of indignation, and his tongue as a devouring fire:

MATTHEW 24:21-22,29
21 For then shall be great tribulation, such as was not since the beginning of the world to this time, no, nor ever shall be.
22 And except those days should be shortened,(DAY LIGHT HOURS SHORTENED) there should no flesh be saved: but for the elect’s sake (ISRAELS SAKE) those days shall be shortened (Daylight hours shortened)(THE ASTEROID HITS EARTH HERE)
29 Immediately after the tribulation of those days shall the sun be darkened, and the moon shall not give her light, and the stars shall fall from heaven, and the powers of the heavens shall be shaken:

REVELATION 16:7-9
7 And I heard another out of the altar say, Even so, Lord God Almighty, true and righteous are thy judgments.
8 And the fourth angel poured out his vial upon the sun; and power was given unto him to scorch men with fire.
9 And men were scorched with great heat, and blasphemed the name of God, which hath power over these plagues: and they repented not to give him glory.

FIRES AND EXPLOSIONS

REVELATION 8:7
7 The first angel sounded, and there followed hail and fire mingled with blood, and they were cast upon the earth: and the third part of trees was burnt up, and all green grass was burnt up.

Staff at RBC Convention Centre bring comfort to evacuees-[CBC]-YAHOONEWS-September 5, 2017

Staff at the RBC Convention Centre are using food to provide comfort for evacuees in crisis.Close to 500 people are currently at the RBC Convention Centre after being driven from their homes by a wildfire in northern Manitoba, but that number fluctuates as some people have gone home to their community, and others have found a place to stay in Winnipeg or elsewhere, says to the centre's president and CEO, Klaus Lahr.Lahr says meals are served buffet style in a dining area in a massive room typically used for graduation ceremonies."A thousand people, three thousand meals a day but during grad season we serve way more meals than that," said Lahr. "I wouldn't say we're out of our element, in fact I think this is just right up our alley, we are in the business of looking after people, we're in the business of making people happy, the situation is a little different but we adjust to it and it has worked very well."They've been very great people to have under our roof."The entire third floor of the convention centre—which is designed for 9,000 people—is the temporary home for the evacuees. In two massive rooms, Hall 'A' and Hall 'B', cots with blankets are set up grid-style.The far banquet room, otherwise known as "Hall C," has the dining area, activities for children, two movie theatres, and stations for health and social services.Pizza, perogies and now hamburger soup are on the weekly menu."Food is very important in a crisis," said Quentin Harty, executive chef for the RBC Convention Centre. "If you can imagine being flown out somewhere, and being in a surrounding with people you're not familiar with... I think that's why food is everybody's go-to."Harty said hearing from the evacuees has been crucial in meal-planning."We're getting good feedback. They have the odd suggestion that they're offering up to us and we're responding to that," he said. "We're trying to take really good care of them."He says many people have asked for hamburger soup, and now, ragout, pizza and jackfish have been added to this week's menus."No doubt it's a crisis they're experiencing, it's a life altering experience so we're trying to be as accommodating as possible," he said. "I'm happy that we were here to help and fulfil the need and serve, that's what it's all about."Don Taylor from St. Theresa Point appreciates the effort."The food is good and everything's great," said the 25-year-old, who is looking forward to getting to his community and checking on his house soon.Taylor says Tuesday's lunch—sausage and perogies—helped to relieve his stress, something echoed by his friend, Rex McDougall from Wasagamack First Nation."Food's pretty good. They got good chefs. Give 'em two thumbs up," said McDougall.Lahr says the convention centre can keep the status quo until September 12; beyond that, it will take some room re-arranging, but he adds the evacuees can stay until the end of September. He said there have been some challenges with children pulling the fire drill, but after the elders spoke to them, that stopped."If this was me I don't know whether I would be able to handle it as calmly and as civilized as they do," said Lahr. "So my feeling goes out to them and my hat goes out to them."The Canadian Red Cross is providing round-the-clock support to evacuees and buses leave the convention centre every half hour. The buses go to Walmart so people can buy their necessities, the Pan-Am Pool so people can shower, and to the other relief centre on Leila Avenue so evacuees can visit friends.

Hungary and Slovakia defiant after EU court rebuke By Eszter Zalan-SEPT 6,17-EUOBSERVER

BRUSSELS, Today, 17:57-Hungary and Slovakia pledged not to change their opposition to taking in asylum seekers after the EU's top court on Wednesday (6 September) dismissed the two countries' complaints over the EU's migration quota scheme.Slovak prime minister Robert Fico said his country respects the European Court of Justice's (ECJ's) decision to reject their complaints but that it will not change his position."We will continue to work on having solidarity expressed in different ways other than forcing [on us] migrants from other countries that don't want to be here anyway," he said.Hungary's foreign minister, Peter Szijjarto, called the court decision "outrageous and irresponsible"."The real battle has just begun," he was quoted by MTI Hungarian news agency as saying. He added that Budapest will take all legal action possible to prevent relocating people into Hungary "against the will of the Hungarian people".Szijjarto said the decision "endangers the future and security of Europe as a whole".He described the court's decision as political."Politics raped European law", Szijjarto told reporters in Budapest, adding that the decision established the power of the European Commission over the member states.Hungary's government, led by prime minister Viktor Orban, is facing elections next spring, which could entail more harsh rhetoric against Brussels and migration quotas during the campaign.-It's time to move-The ECJ's decision responded to a complaint by Hungary and Slovakia over the legality of a September 2015 Council decision to distribute asylum seekers from Greece and Italy across the bloc, based on quotas established by the EU commission. The Czech Republic, Hungary, Romania and Slovakia voted against the measure, which was then challenged by Hungary and Slovakia later that year. The court, in its ruling, said that the move was taken in a non-legislative procedure, and did not require unanimity. It also added that the EU institutions can adopt provisional measures necessary to respond to an emergency situation, such as the sudden influx of migrants in 2015.Poland, which has not lodged a complaint with the ECJ, nor did it vote against the measure in 2015 under its previous government, also vowed not to change its opposition to the quota policy.Poland, along with the Czech Republic and Hungary, is under scrutiny from the commission for not taking in asylum seekers under the 2015 plan, and could face fines."I was convinced that such a decision would be made [by the court], but this absolutely does not change the stance of the Polish government with respect to migration policy," Polish prime minister Beata Szydlo said on Wednesday.Commenting on the court's decision, the EU's migration commissioner, Dimitris Avramopoulos, said member states should swiftly move on relocating asylum seekers."All member states should be focusing on delivering, there is no time to waste," he told reporters in Brussels."It is time to be united and show full solidarity," he added."Does Hungary really mean it, when authorities say they want to show solidarity? Solidarity cannot be a la carte," Avramopoulos said, referring to a recent request by Budapest to the EU commission to finance its border fence.Avramopoulos warned that if member states under the commission's probe do not change their approach in the "coming weeks", they would be referred to the ECJ.If the court rules that they are in breach of EU law, they can be fined at the end of another procedure.-Reform boost?-The court's decision could also give a boost to the discussions on the reform of the EU's asylum system, Giulia Lagana, a senior analyst at the Open Society European Policy Institute in Brussels told EUobserver."Politically, it enforces the concept of shared responsibility, which means backing for those countries that support distributions of asylum seekers," she said.Member states are stuck on asylum reform over discussions on how to share asylum seekers in case of another influx, due to strong opposition mainly from eastern and central European member states.Avramopoulos said the ECJ's decision is encouraging and that he hoped to reach a final compromise by the end of the year. While Wednesday's ruling does not have direct consequences on Hungary's and Slovakia's policy, it could increase pressure on eastern and central European member states to take in people from Greece and Italy."Now we can expect all European partners to stick to the ruling and implement the agreements without delay," German foreign minister Sigmar Gabriel said in a statement.Iverna McGowan, director of the Amnesty International's European Institutions Office said: "Today's ruling shows that no country can hide from their responsibilities to refugees ... Member states must show solidarity with each other, and with asylum seekers who are seeking protection in Europe."The commission said on Wednesday that 27,695 asylum seekers have been relocated so far from Greece (19,244) and Italy (8,451).It estimates that another 2,800 still need to be relocated from Greece, while Italy counts 7,200 who are eligible so far this year - of which only 4,000 have been registered for relocation.

BRUSSELS, Today, 17:38-The European Commission is working on revising rules that allow EU states to impose internal border controls and checks throughout the passport-free Schengen area.Dimitris Avramopoulos, the EU commissioner for migration, told reporters in Brussels on Wednesday (6 September) that a proposal will soon be put forward to reform the so-called Schengen Borders Code."Very soon we shall be in a position to present our proposals," he said. One EU commission official noted that a possible option for the reform would be to allow the states to use terrorism, and not migration flows, as a basis for internal controls."It [terrorism] is really not explicit, it is really not covered by the rules," she said, noting the rules are vague in regard to such serious threats to internal security."We are still exploring options whether there is [a need to make terrorism explicit in the rules] but we have said that we recognise that is one of the grey areas of the border code."A new legal basis, based explicitly on terrorism, could allow the same states to then continue the border controls after the November deadline and possibly without limits on the extensions. The announcement comes ahead of a November deadline for Austria, Denmark, Germany, Sweden and non-EU member state Norway to lift their internal checks. It also follows previous statements by Avramopoulos, who told reporters over the summer that the countries would no longer be able to prolong border controls for another six months. All five over the summer had demanded the six-month extensions, as part of a wider effort to prevent migrants from moving north of Greece and elsewhere. Those controls must end in November, given that the code imposes a two-year limit on the six-month extensions, for reasons linked to migration movements."There are some countries that have presented justified reasons in order to ask for an extension of internal border controls, but this period is approaching its end and it is not legally justified to prolong it," Avramopoulos noted on Wednesday. But intense pressure from Germany and France, along with other EU states, who want the rules reformed, appears to have eased the commission's position, as it is now preparing to launch a reform of the code.Schengen states are currently only allowed to temporarily reintroduce controls at the internal borders when there is serious threat to public policy or internal security.

U.S. to send 3,500 additional troops to Afghanistan-[Reuters]-YAHOONEWS-September 6, 2017

WASHINGTON (Reuters) - The United States will send about 3,500 additional U.S. troops to Afghanistan, U.S. officials said on Wednesday, a figure broadly in line with expectations as the United States boosts support for the Afghan military. The disclosure by the officials, who spoke on the condition of anonymity, comes as Defense Secretary Jim Mattis and Chairman of the Joint Chiefs of Staff Marine General Joseph Dunford hold closed door briefings with members of Congress about President Donald Trump's regional strategy. The Pentagon said it would not comment on additional troop numbers until Mattis makes an announcement. If confirmed, it would bring the total number of U.S. troops in Afghanistan to about 14,500.After a months-long review of his Afghanistan policy, Trump committed the United States last week to an open-ended conflict in the country and promised a stepped-up campaign against Taliban insurgents.Last week Mattis said he had signed orders to send additional troops to Afghanistan but did not specify the size of the force, saying he first needed to brief Congress.U.S. officials have for months told Reuters that Trump had given Mattis the authority to send about 4,000 additional troops to Afghanistan. The U.S. presence in Afghanistan peaked at more than 100,000 troops in 2011, when Washington was under domestic political pressure to draw down the costly operation. Some U.S. officials have told Reuters they questioned the benefit of sending more troops to Afghanistan because any politically palatable number would not be enough to turn the tide, much less create stability and security. To date, more than 2,300 Americans have been killed and over 17,000 wounded in Afghanistan.(Reporting by Idrees Ali and Phil Stewart; Editing by Bill Trott)

Trump seeks tougher sanctions to prod North Korea into negotiations-[Reuters]-By Matt Spetalnick and David Brunnstrom-YAHOONEWS-September 6, 2017

WASHINGTON (Reuters) - With no palatable military options, U.S. President Donald Trump may ultimately have no choice but to give diplomacy a chance to end the crisis over North Korea's nuclear and missile programs. For now, though, he is pursuing tougher economic sanctions, including an oil embargo, and opposed to making any concessions that might look like appeasement, insisting that more pressure on the regime of North Korean leader Kim Jong Un is needed before it is time to talk.North Korea seems even more opposed to negotiations until it has achieved the ability to attack the continental United States with nuclear weapons."North Korea is not interested in dialogue. ... Kim Jong Un has sent a message with this last test that he doesn't listen to anybody," said a senior official who helps coordinate the European Union's North Korea policy. So for now, despite calls from Russia, China, and others, there is no push from the United States or North Korea for direct talks, despite an escalating crisis that threatens millions of lives after North Korea conducted its sixth and most powerful nuclear test last weekend. The Trump administration says the United Nations needs to tighten economic sanctions to pressure North Korea to change its behavior and start talking. A draft sanctions resolution may be circulated at the United Nations this week.Trump's tactics, one senior administration official said on the condition of anonymity, mirror those in many of his business deals: simultaneously playing good cop and bad cop, not appearing too interested in making a deal but keeping lines of communication open.Trump said on Wednesday after a call with Chinese leader Xi Jinping that military action against North Korea was not a first choice, "but we will see what happens."Nikki Haley, the U.S. ambassador to the United Nations, said on Sunday that Kim was "begging for war," but added: "The time has come for us to exhaust all of our diplomatic means before it's too late."Japan is pushing for tough sanctions at the UN, including an oil embargo, but while they also have denounced North Korea's nuclear test, China and Russia have said that sanctions and pressure alone cannot resolve the crisis. The United States wants the Security Council to impose an oil embargo on North Korea, ban its exports of textiles and the hiring of North Korean laborers abroad and subject leader Kim Jong Un to an asset freeze and travel ban, according to a draft resolution seen by Reuters on Wednesday.Diplomats say the U.N. Security Council could also consider barring its airline.A decade of sanctions has not slowed North Korea's nuclear weapons program, and now that it is closer to its goal, diplomats and analysts say it is unlikely to back down.-ERRONEOUS ASSUMPTION-"The U.S. policy of strategic patience on North Korea has assumed that time is on their side - that economic sanctions will eventually lead to the collapse of Kim Jong Un's regime and its economy, and it will come to the negotiating table, no longer able to withstand the economic pain," said Moon Chung-in, a special adviser to South Korea's president on foreign affairs and national security."However, such an assumption has now proven wrong. North Korea's economy has not only adapted quickly to tightening sanctions, but the country has also succeeded in advancing its nuclear weapons programs despite more than a decade of economic hardship."Zhao Tong, a Beijing-based North Korea expert at the Carnegie-Tsinghua Center, said Pyongyang may hope Washington ultimately will recognize it has developed a credible nuclear capability, abandon its long-standing precondition for talks - that North Korea accept that they be aimed at its nuclear disarmament - and instead seek the freezing its nuclear program."From the North Korean perspective, their strategy is working," he said. Most experts say it no longer is realistic to think North Korea will trade away its nuclear arsenal in exchange for sanctions relief, economic support, or a peace treaty with the United States ending the formal state of war that has existed since the 1950-53 Korean War.Robert Einhorn, a former senior U.S. non-proliferation specialist now at the Brookings Institution think tank in Washington, said North Korea has learned from the U.S. invasion of Iraq and the late Libyan leader Muammar Gaddafi's decision to stop developing weapons of mass destruction "that you can't give up critical assets that you need for your own survival."China has put forth a "freeze-for-freeze" proposal that would suspend large-scale U.S. military exercises with South Korea in return for a suspension of North Korean nuclear and missile tests.Washington continues to reject that idea. But the longer diplomacy is delayed, the greater the chances that North Korea can master the ability to hit the U.S. mainland with nuclear-tipped missiles, and then enter talks from a position of strength.South Korea is keeping open the option of dialogue with North Korea, and hopes Washington and Seoul can develop a diplomatic "roadmap," Cho Hyun, South Korea's second Vice Foreign Minister, said at a seminar in Washington on Tuesday."It may sound unrealistic today, but we cannot abandon it."(Reporting by Matt Spetalnick and David Brunnstrom in Washington; Additional reporting by Jonathan Landay, Arshad Mohammed, Doina Chiacu and David Alexander in Washington, Robin Emmott in Brussels, Soyoung Kim and Heekyong Yang in Seoul, Philip Wen and Christian Shepherd in Beijing and Nobuhiro Kubo and Tim Kelly in Tokyo; Editing by James Dalgleish)

Top US Jewish leader urges PM: Rethink Western Wall prayer, or risk wider chasm-10 weeks after government froze deal for formal pluralistic prayer area, Malcolm Hoenlein warns: 'We cannot afford to alienate significant portions' of US Jewry-By David Horovitz-September 5, 2017, 2:14 pm-TOI

The head of American Jewry’s main umbrella group urged Prime Minister Benjamin Netanyahu to rethink his approach to the suspended Western Wall compromise, and move to “restore the confidence” of US Jewry or risk broadening the “chasm” between many American Jews and Israel.Malcolm Hoenlein, executive vice president of the Conference of Major American Jewish Organizations, noted that his group normally steers clear of such issues because “you cannot deal in consensus on religious issues, on issues of conviction like this.”Nonetheless, Hoenlein said that the government’s unexpected decision 10 weeks ago to suspend an agreement negotiated over years with Diaspora leaders “hurt a lot of people” and exacerbated what he said were already some “troublesome and troubling aspects of the relationship” between US Jews and Israel. Therefore, Hoenlein, speaking to The Times of Israel on Monday, urged Netanyahu to revisit the decision.“If we care about the US-Israel relationship, if we care about the relationship of the Jewish community to Israel, the internal support, then we cannot afford to alienate and lose significant portions of the American Jewish community,” he said.Events like the shocking display of racism and anti-Semitism in Charlottesville last month “underscore the need for us to be united and to stand together,” he said. But, he went on, for American Jews “to stand with Israel, and to feel that they are wanted, and that their concerns are taken into account, will require somewhat of a different approach. And I do think that the prime minister has to look for a resolution [to the Western Wall prayer issue] that restores the confidence, that ends the controversy… I hope in the New Year, with Rosh Hashanah coming, that everybody does the introspection that they’re supposed to do, on all sides, and that we, instead of broadening the divide, can find the way to bridge it.”Hoenlein said the bitter controversy over the government’s decision to freeze the deal — which would have ensured a permanent pluralistic prayer pavilion in the Robinson’s Arch area of the Wall, with leaders of non-Orthodox Judaism given a formal role in its oversight — had been exacerbated by the way in which the move was presented. “People thought that Reform and Conservative Jews could not pray anywhere [at the Western Wall], whereas of course, the areas remained open, Robinson’s Arch is being expanded, etc.”If Israel, God forbid, were in real peril, Hoenlein added, “American Jewry will rally behind it.” But, he warned, “we are seeing trends that are very troublesome. On the Democratic left, the support [for Israel] is weakening. We’re seeing a significant drop [of support for Israel] among young Jews… We have to do much more to reach out to those constituencies, to those that we can reach.”He highlighted the contrast between the extensive dialogue between Israel and Diaspora representatives that enabled the deal to take shape, and the lack of dialogue when it was abrogated. “There was a lot done that should have dampened, diminished, if not eliminated the possibility of this explosion,” he said. And now “it’s very hard to put the cat back in the bag… There are a lot of hurt feelings, people feel disenfranchised… and [they feel there was a] lack of consideration about their feelings.”If an Israeli government decision on an issue of such global Jewish sensitivity is “only going to be based on the political realities of the moment, and whose party you need for support for what, then it will broaden the chasm, ” he said. “American Jews don’t relate to Israel on a political basis. They don’t associate with a particular party or think in those terms.” They think, rather, that “Israel” did this to them.Turning to US Jewry’s domestic challenges, Hoenlein said the reaction to Charlottesville of the American people generally and those in office in particular indicated “that racism and bigotry and anti-Semitism are rejected.”“Every society has haters,” he pointed out. “The way you measure is by how those in authority respond to it.”For too long we took for granted that our places are safe — our synagogues, our schools, our community centers. And we can no longer do that Still, he warned, “We’re seeing not only more anti-Israel, but blatantly anti-Semitic attacks” in the US. “Not just the daubing of swastikas, which is serious enough, but physical assaults. There’s a heightened concern. Charlottesville is not the cause, it’s a symptom. It brought out into the public what we know.”The American Jewish leadership is now working to enhance security at its institutions. “For too long we took for granted that our places are safe — our synagogues, our schools, our community centers. And we can no longer do that. We have an obligation to our constituents, to our communities, to invest much more in this area and to be more effective. It’s not a luxury, it’s a necessity.”On campus, he said, “we have to do more to stand with the students.” He cited “the lawsuit at San Francisco State University about a lawfare project” and the “actions against Students for Justice for Palestine at California Irvine” as important steps. “Because for too long people were reluctant to stand up and take a stand against it…. When Jewish interests are assaulted, Jewish speakers, pro-Israel speakers are interrupted or harassed, the fact that these things take place is one thing. The question is how we respond to them.”Asked whether he considered Charlottesville an aberration or something wider, Hoenlein answered: “Both. The nature of it was somewhat of an aberration. It was shocking in the sense that people carried weapons and that the police were outgunned, literally, and therefore didn’t draw… The synagogue asking for protection didn’t get it. It had to hire an armed guard… So there were many aspects of this which were very dramatic and of great concern. But I still think that it’s contained in the United States. It’s not something that’s happening everywhere, all the time.” Still, he cautioned, “it is too frequent and I hope that Charlottesville will at least raise the level of response and awareness, of the need to stand up to it. We have to show that we will hold people to account for it.US President Donald Trump’s initial response to Charlottesville, laying blame on both sides, “was very troublesome,” Hoenlein said. “But “our relationship with the Department of Homeland Security and the FBI generally has been very good. They worked very closely with the local communities. We have to see how that is sustained. A lot comes from the message on top; that sets the tone. The haters have to be held to account.”

Rights groups slam PA for detaining Palestinian activist-Amnesty International official says arrest of Issa Amro is part of Abbas government's 'repressive campaign against free speech'-By Mohammed Daraghmeh-September 5, 2017, 4:28 pm-TOI

RAMALLAH, West Bank (AP) — Leading rights groups called Tuesday for the release of a prominent Palestinian activist who was detained after criticizing the government of Palestinian Authority President Mahmoud Abbas.Issa Amro’s detention signals a growing crackdown on free expression in the PA-controlled enclaves in the West Bank, said the London-based group Amnesty International and the Palestinian Independent Commission for Human Rights.Amro, 35, was detained Monday by PA security forces in Hebron, the West Bank’s largest city, after he criticized the detention of a local journalist who had called for Abbas’ resignation. Amro expressed his views in a Facebook post.Separately, Amro faces Israeli charges in an Israeli military court, including allegedly calling for illegal protests and obstructing the official duties of soldiers. His trial is to resume in October.Amro is the founder of the group Youth Against Settlements in volatile Hebron, where Jewish settlers live in heavily guarded enclaves in the center of the city. Amro has said Israel is trying to silence him.His lawyer, Farid al-Atrash, said he visited Amro and the detained local journalist in the detention center of the Palestinian Preventive Security forces in Hebron on Monday.Al-Atrash said Tuesday that the aim of the charges by Israel is to halt what he called Amro’s “relentless struggle against settlement activities in Hebron.”“It is shameful for the Palestinian Authority to arrest such a strong activist against settlement activities and [Israeli] aggressions in Hebron,” the lawyer said.Adnan Damiri, a spokesman for the PA security forces, said he was not aware of the details of Amro’s detention and declined further comment. In July, Abbas clamped down on social media and news websites — the main outlets for debate and dissent in the West Bank — with a vaguely worded decree that critics say allows his government to jail anyone on charges of harming “national unity” or the “social fabric.”Rights activists have said the edict, issued without prior public debate, is perhaps the most significant step yet by Abbas’ government to restrict freedom of expression in the areas it administers. The detention of Amro sparked new criticism.“It is outrageous that a prominent human rights defender has been arrested simply for voicing his opinion online,” said Magdalena Mughrabi, deputy director for the Middle East and North Africa at Amnesty International.“Criticizing the authorities should not be a criminal offense,” she said in a statement. “Issa Amro’s arrest is the latest evidence that the Palestinian authorities are determined to continue with their repressive campaign against free speech.”

Lithuania calls for stronger Israel-EU cooperation on Iran-SEP 5,17-TOI

Lithuania’s foreign minister on Monday called for stronger cooperation between Jerusalem and the European Union on Iran’s nuclear ambitions, saying his visit to Israel this week has opened his eyes about problematic aspects of the nuclear agreement the international community reached with Tehran in 2015.“I told [my Israeli interlocutors] that many think the Iranian deal is a way to mitigate the problem [of Iran’s nuclear ambitions] through engagement, but here I heard a lot of criticism of the Iranian deal. We need to put all the arguments on the table and to look at them very carefully. Otherwise it will be very difficult to find a common approach,” Linas Linkevičius tells The Times of Israel.“For me it was a bit new to hear about holes in the agreement, doubts about the implementation, doubts about [Iran] continuing the nuclear program regardless of what was agreed,” he says.Linkevičius, who has been Lithuania’s foreign minister since 2012, met this week with Prime Minister Benjamin Netanyahu, President Reuven Rivlin, Defense Minister Avigdor Liberman, Deputy Foreign Minister Tzipi Hotovely and other senior officials and security analysts.— Raphael Ahren.

Amid US-Russia diplomatic row, Putin says Trump ‘not my bride’-Asked about US decision to shutter Russian consulates, Russia's president mocks Americans' 'low level of political culture'-By AP    September 5, 2017, 6:04 pm-TOI
MOSCOW — Russian President Vladimir Putin refrained from criticizing US President Donald Trump at a news conference in China on Tuesday, but said a decision to shutter Russian diplomatic outposts in the US was poorly handled.Speaking at a news conference during a summit in China on Tuesday, Putin dismissed as “naive” a question about whether he was disappointed in Trump. In comments carried by Russian news agencies, Putin said Trump is “not my bride, and I’m not his groom.”Asked how Russia would feel if Trump were impeached, Putin said it would be “absolutely wrong” for Russia to discuss domestic US politics.Russian officials cheered Trump when he was elected last year, and Putin praised him as someone who wanted to improve ties with Russia. However, further US sanctions on Russia and the US decision to close Russian diplomatic outposts have raised concerns that the two countries remain far apart. The Trump administration last week ordered the closure of three Russian facilities in the US: The San Francisco consulate and trade missions in New York and Washington. It was the latest in a series of escalating retaliatory measures between the former Cold War foes.Putin said the US had a right to close consulates but “it was done in such a rude way.”“It is hard to hold a dialogue with people who mix Austria with Australia,” he continued, an apparent reference to a decade-old gaffe by George W. Bush, who during a 2007 visit to Sydney referred to Austrian troops when he meant Australian troops.“The American nation, America is truly a great country and a great people if they can tolerate such a big number of people with such a low level of political culture,” Putin said.

A senior member of the Palestinian security forces was arrested on suspicion of online incitement, including posting content that glorified Nazi leader Adolf Hitler, the Shin Bet security service said in a statement Tuesday.Muhammad al-Sawiti was arrested in August after posting on Facebook “extremist content that constitutes a direct call for violent action against Jews, as well as praise and support for the actions of [Palestinian] attackers,” the Shin Bet said.He also posted pictures of Hitler and Adolf Eichmann along with expressions of admiration for “people like them,” the Shin Bet said.Sawiti is a “senior employee” in the Palestinian Preventive Security service offices in the northern West Bank city of Jenin. One of the functions of the PPS is to foil terror attacks against Israel. One picture posted by Sawiti online featured the World War II leader giving his signature Nazi salute, with the Arabic caption: “We need Hitler.”Another of Eichmann, who was a key organizer of the Final Solution, had an accompanying slogan expressing longing for more leaders like him.Another photo of the Dome of the Rock on the Temple Mount in the Old City of Jerusalem called for “blood to be spilled” for the holy site.Sawiti was charged with incitement Monday at the Judea military court in the West Bank.“It should be emphasized that incitement activity on networks, and social networks in particular, inflames passions and may lead to terrorist acts,” the Shin Bet said. The domestic security agency said it “will continue to act to neutralize and thwart online incitement to terrorism.”
