SEOUL, Korea, Republic Of — The United States flew some of its most advanced warplanes in bombing drills with ally South Korea on Thursday, a clear warning after North Korea launched a midrange ballistic missile designed to carry nuclear bombs over Japan earlier this week, the U.S. and South Korean militaries said. North Korea hates such displays of U.S. military might at close range and will likely respond with fury.Two U.S. B-1B supersonic bombers and four F-35B stealth fighter jets joined four South Korean F-15 fighters in live-fire exercises at a military field in eastern South Korea that simulated precision strikes against the North's "core facilities," according to the U.S. Pacific Command and South Korea's Defence Ministry. HOUSTON/NEW YORK (Reuters) - Tropical Storm Harvey further damaged the heart of the U.S. energy industry on Wednesday, churning into Louisiana after flooding the biggest U.S. refinery in Texas, forcing major pipelines to halt operations and threatening a supply squeeze for weeks.Benchmark U.S. gasoline prices and margins surged to two-year highs as Colonial Pipeline, the biggest U.S. fuel system, said it would shut its main lines to the Northeast by Thursday, hit by outages at pumping points and lack of supplies from refiners.At least two East Coast refineries have already run out of gasoline for immediate delivery as they scrambled to fill barges to markets typically supplied by the Gulf Coast, two refinery sources said. Others were seen running at higher rates to boost profitability by filling shortages.Traders in Europe and Asia were scrambling to reroute cargoes to the United States and Latin America to fill the gap left by refining and shipping closures in the Gulf, but supplies may not arrive fast enough to avert a crunch."The longer the Gulf refinery outages last, the wider ranging the ripple effect for regions outside of the U.S. Gulf will be," said Michael Tran, director of global energy strategy at RBC Capital Markets.Refinery damage from Harvey has driven up gasoline futures prices nearly a fifth over the past week, and pump prices are rising too, particularly in the U.S. South. More refineries could close now that Harvey has made landfall in Louisiana, where refiners can produce 3.3 million barrels per day.The Explorer Pipeline, which has a capacity of 660,000 barrels a day (bpd), said it shut its main fuel line from Houston to Tulsa, Oklahoma as supplies dwindled.About 4.4 million barrels of U.S. refining capacity have been shut by Harvey, company reports and Reuters estimates show. That is about 24 percent of U.S. refining capacity and almost equal to Japan's daily consumption.The figure includes the biggest U.S. refinery, Motiva's Port Arthur facility, which can handle more than 600,000 barrels a day. Parts of the refinery were flooded after more than a foot of rain.Other Port Arthur refineries also shut overnight, including Total's plant, where sources familiar with operations said they expected water to recede by the weekend."The refineries shut down as a precaution might be able to restart," said Antoine Halff, director of Global Oil Markets at the Center on Global Energy Policy at Columbia University."The others in a worst-case scenario could take weeks and months to repair."More rain fell on the area on Tuesday night than elsewhere in the region since the storm roared in last week, said David Roth of the U.S. Weather Prediction Center.Refiners further south on the Texas coast, including Citgo's Corpus Christi refinery, expected to restart by the weekend.But damage delayed a restart of the gasoline unit at Marathon's 459,000-bpd Galveston Bay refinery, plant sources said. Citgo's 425,000 bpd Lake Charles refinery, on the Louisiana coast in the storm's path, halved capacity.-DANGEROUS RESTARTS-Restarts after a storm are especially dangerous for refiners, though far less rain fell in Corpus Christi than in Houston."The continued increase in flooding creates high uncertainty on the amount of damage that U.S. refineries will incur, the pace at which the shutdown will reverse and the magnitude of capacity impaired over the next few months," Goldman Sachs analysts wrote in a note.They expected about a tenth of what is now offline to stay shut for several months, they added.Just last week, refiners pushed output to their highest percentage of capacity since 2005, as gasoline demand hit an all-time weekly record of 9.85 million barrels, U.S. Energy Department data showed on Wednesday.Gasoline futures gained 7 percent on Wednesday alone. Refinery shutdowns and fuel shortage worries have also boosted retail fuel prices, particularly in the U.S. south and southwest.The AAA said retail gasoline prices were up 6 cents from a week ago at $2.404 per gallon of regular gasoline nationwide. Gasoline prices continued to climb nationwide Wednesday, as Hurricane Harvey forced more refineries to shut down and put a critical pipeline in jeopardy.Harvey, now a tropical storm impacting parts of Texas and Louisiana, has brought massive flooding to Houston and neighboring cities. Officials say at least 18 people have died and 13,000 have been rescued since the storm arrived Friday. The slow-moving hurricane likely caused $51 billion to $75 billion in total damage to homes, vehicles, businesses, infrastructure and economic activity, according to Moody’s Analytics.Harvey has wreaked havoc on U.S. energy infrastructure along the Texas Gulf Coast, which is home to about 30 refineries that produce gasoline, diesel and other fuels. The latest shoe to drop was Motiva’s refinery in Port Arthur, Texas, the largest refinery in the country. The Saudi-owned company temporarily closed the facility Wednesday morning after initially reducing capacity due to local flood conditions. S&P Global Platts estimated that refineries had shut down or cut 18.1% of the nation’s capacity by late Tuesday.With supplies under pressure, gasoline futures are trading at more than two-year highs. New York Harbor gasoline gained another 12.5 cents, or 7%, to $1.90 a gallon.“What does that mean for the average driver? It means hang onto your wallet,” said Phil Flynn, Price Futures Group senior market analyst and FOX Business Network contributor, during an interview on “Mornings with Maria.”With supplies under pressure, the national average is already up nearly 8 cents a gallon over the past week, according to GasBuddy’s live ticking average. Gas prices averaged about $2.42 a gallon Wednesday morning, 2 cents more compared to the prior day.Analysts are keeping a close eye on the status of the Colonial pipeline, which transports more fuel than any other pipeline in the U.S. A shutdown of Colonial’s pipeline is the “nightmare scenario,” Flynn said. But Colonial said Tuesday its pipeline continued to operate, though at reduced capacity due to limited supply from the Houston area and storm-related damage to three facilities.“Personnel have been deployed to the region to assist in bringing our system back to full capacity as soon as conditions on the ground are deemed safe,” Colonial said.Flynn noted that if Colonial ultimately needs to shut down its pipeline, it has the potential to create shortages across the East Coast. People who arrived in Brandon on Wednesday by the planeload after being forced from their northern Manitoba homes due to smoke and flames say they became separated from family members in what they described as a chaotic, hectic evacuation. Up to 7,000 people could now be driven out of their homes by wildfires in northern Manitoba, according to the Red Cross. The number had reached 3,700 by Wednesday afternoon. It's the largest evacuation the Red Cross in Manitoba has had to undertake, officials said Wednesday.Norah Whiteway, who had to leave her home in Wasagamack, Man. — nearly 500 kilometres northeast of Winnipeg — helped the very young, the old and those with medical issues leave on Tuesday evening. After taking a boat to St. Theresa Point, she flew to Winnipeg, then to Brandon."It was scary on the boats," she said while outside the Red Cross reception centre in the western Manitoba city. "All the darkness and things flying, ashes flying, with elders and boats all over the place."She said there were seven people on the boat with her. One man got sick, she said, adding that many arrived with little more than the clothes on their backs. Some who arrived at the reception centre in Brandon were fortunate enough to have had time to pack small bags."We didn't bring anything, only my purse when we left because I was focused on the kids. I wanted them out of there because of the smoke, their lungs. I was worried about their lungs," Whiteway said.Some children became separated from their families in the chaos, she said, adding that she was still looking for one of her grandsons on Wednesday afternoon."When we got to the airport, people came piling in, there was a co-ordinator there … you can't call out, so much noise in there, kids crying," she said.Whiteway expressed her frustration with the evacuation efforts on Wednesday. She wasn't happy with the Red Cross' response. "We have no airport [in Wasagamack]," she said. "It was really poorly co-ordinated." Whiteway said she asked earlier this week why the critically ill weren't being airlifted out then."We need somebody that can co-ordinate an evacuation from our community."People were also taken out of the First Nations of St. Theresa Point and Garden Hill. With hotels in Winnipeg full, evacuees are now being brought to Brandon.There are about 1,400 hotel rooms in Brandon. Once those are full, evacuees could be housed in Portage la Prairie, about 85 kilometres west of Winnipeg.Flights into Brandon started arriving Tuesday night. By Wednesday afternoon, the runway at the city's airport was busy as people arrived about 45 at a time before being taken by bus to hotels.The Red Cross is using all available hotels but plans are being made to create a large-scale shelter."There's no one city in Manitoba that has enough hotel rooms for us, for the evacuees," a spokesman said. "That's why we're using multiple sites."The number of evacuees could reach 7,000, officials said.On Wednesday, the Department of National Defence said it will send military planes to help residents get out of the evacuated First Nations.The City of Winnipeg also said the federal Indigenous and Northern Affairs deparment will set up a triage and emergency shelter for evacuees at the the downtown RBC Convention Centre.The fire in the Island Lake area is estimated at more than 77,000 hectares, according to the province.Sheila Harper arrived in Brandon Wednesday afternoon from Garden Hill. She, like Whiteway and many others, had to take a boat to St. Theresa Point to catch planes."It was scary," she said. "When we were leaving our house you could see the burned … pinecones falling and ... falling ashes."She said many people in her community didn't have time to pack."We didn't pack, no shower, no nothing," she said. "We Just left the house right away."She asked people to pray for her community and those who remained behind.

HOLLYWOOD, Fla. — A Florida city commission voted Wednesday to strip the names of Robert E. Lee and two other Confederate generals from the suburb's streets, the latest in a recent spate of skirmishes over whether those who led the Southern army should still be honoured 152 years after the Civil War ended.The Hollywood City Commission voted 5 to 1 to remove the names of Lee, Nathan Bedford Forrest and John Bell Hood from residential streets that hopscotch through the Fort Lauderdale suburb. More than 200 supporters and opponents of the change packed the commission chamber and the adjoining lobby, with most of the approximately 100 speakers generally spirited but polite.Mayor Josh Levy, who voted for the change, said he hoped it would bring the community together by showing a "spirit of companionship" that recognizes that many black residents were offended by these names."These streets are symbols of men whose deeds symbolized oppression and bigotry against a whole group of people," Levy said. Five of the commission's six white members voted for the change.The one Hispanic, Peter Hernandez, walked out of the meeting before the vote in protest over procedure. Before he left, he said he opposed the change because he says the commission had not followed its rules and he thought there would be a push to change other street names. Hernandez, a Democrat, also said the change was "a Democratic national agenda that is being pushed upon us."The commission will vote to rename the streets at a later meeting. The members indicated they will likely rename Forrest Street for Frankie Mae Shivers, a black, female city police officer who was shot to death in 1982.The change was supported by the city's Chamber of Commerce and by more than half of the meeting's speakers.Benjamin Israel, a black resident who was one of the early leaders to change the street names, said the idea that residents would be "inconvenienced" by the name changes was "ridiculous.""Think of the inconvenience of the Civil War. CROSBY, Texas — Explosions and fires rocked a flood-crippled chemical plant near Houston early Thursday, sending up a plume of acrid, eye-irritating smoke and adding a new hazard to Hurricane Harvey's aftermath.The plant's owners warned more explosions could follow because a lack of refrigeration was causing chemicals stored there to degrade and burn.The top federal emergency official in Washington warned that the plume of smoke was "incredibly dangerous." But local officials disputed that.There were no immediate reports of any serious injuries.Dozens of workers were pulled out of the Arkema Inc. plant before the hurricane hit and a small crew that had been left behind was evacuated before the blasts for fear of just such a disaster. Officials had also ordered people living within 1 1/2 miles (2.4 kilometres ) to leave on Tuesday.Fire and plant officials said the substances that caught fire were organic peroxides, a family of volatile compounds used for making a variety of products, including pharmaceuticals and construction materials.Earlier this week, Arkema warned of the possibility of an explosion at the plant about 25 miles (40 kilometres ) northeast of Houston, saying Harvey's floodwaters had knocked out power and backup generators, disabling the refrigeration needed to keep the organic peroxides stable.On Thursday, Rich Rennard, an Arkema executive, said the chemical compounds were transferred to refrigerated containers after power was lost. But he said those containers also failed, causing the chemicals to degrade and burn in one unit before dawn.He said the company expected more explosions from the eight remaining containers.Assistant Harris County Fire Chief Bob Royall said the organic peroxides caught fire in a tractor-trailer and sent up 30- to 40-foot (9- to 12-meter) flames and black smoke. Harris County Fire Marshal spokeswoman Rachel Moreno put the quantity of burning organic peroxide at 2 tons.Sheriff Ed Gonzalez said some deputies suffered eye irritation from the smoke, but added: "It is not anything that we feel is a danger to the community at all."In Washington, however, Brock Long, administrator of the Federal Emergency Management Agency, told reporters that "by all means, the plume is incredibly dangerous."Arkema had warned earlier this week that the chemicals would erupt in an intense fire resembling a gasoline blaze. There was "no way to prevent" the explosion, CEO Rich Rowe said on Wednesday.The company shut down the site before Harvey blew ashore, though a crew of 11 had stayed behind until it, too, was pulled out.The plant is along a stretch near Houston that contains one of the biggest concentrations of refineries, pipelines and chemical plants in the country.Moreno, of the fire marshal's office, said the 1 1/2 -mile radius was developed in consultation with the Homeland Security Department and other experts."The facility is surrounded by water right now so we don't anticipate the fire going anywhere," she said.Arkema was required to submit a risk management plan to the Environmental Protection Agency because it has large amounts of sulfur dioxide, a toxic chemical, and methylpropene, a flammable gas. BEIRUT (Reuters) - A convoy of Islamic State fighters appears to have turned back after U.S.-led airstrikes thwarted its attempt to reach territory held by the militant group in eastern Syria, the head of U.S.-led forces fighting Islamic State said on Thursday.More than 300 lightly armed IS fighters and about 300 family members were evacuated from Syria's western border with Lebanon under a ceasefire agreement involving the ultra-hardline group, the Syrian army and the Lebanese Shi'ite group Hezbollah.On Thursday they sought to move into IS-held territory from a new location after U.S.-led strikes on Wednesday stopped them joining forces with their jihadist comrades, a commander in the pro-Syrian government military alliance said.However, U.S. Army Lieutenant General Stephen Townsend, the commander of U.S.-led forces fighting Islamic State, told a Pentagon briefing that the convoy had turned back into Syrian government territory."When I walked into this conference about an hour ago, the buses were on the move. They had turned and had driven back into regime-held areas," he told reporters via a video teleconference from Baghdad."We haven't struck the convoy. But we have struck every ISIS fighter and/or vehicle that has tried to approach that convoy. And we'll continue to do that," he said.The coalition opposes experienced combatants being moved to a battle zone in which it is active, and used warplanes on Wednesday to halt the convoy by damaging the road ahead. It also struck fighters on their way to meet the convoy.A commander in the pro-Syrian government military alliance said the convoy had headed north towards the town of Sukhna on Thursday after being halted in the desert and would try to reach Deir al-Zor province, close to the border with Iraq.Two sources familiar with U.S. policy on Syria said the airstrikes did not signal a more aggressive military approach, and were intended to prevent the IS fighters in the convoy reinforcing their comrades in Deir al-Zor.But the standoff shows the tangled nature of a war theater divided into several overlapping conflicts, and where the engagement of local, regional and global powers is further complicated by a mosaic of alliances and enmities.Six years into Syria's civil war, in which Islamic State has seized swathes of land, the jihadist group is on the retreat across the region, losing ground to an array of foes.In Syria, the government of President Bashar al-Assad has rapidly gained ground this year as the army advanced eastwards, backed by Russia and allied Iran-backed militia including Hezbollah, towards its besieged enclave in Deir al-Zor.But in the north, the United States -- which opposes Assad, Iran and Hezbollah -- has led a coalition backing Kurdish and Arab militias as they assault Islamic State's former Syrian capital of Raqqa.-NASRALLAH VISITED DAMASCUS-Hezbollah-affiliated media have reported that the Syrian town of Al-Bukamal, close to the border with Iraq, is the final destination for the convoy.Hezbollah has been one of Assad's closest allies in the war and it trumpeted the departure of Islamic State, after that of two other militant groups, from the Lebanon border as a "day of liberation".On Thursday, Hezbollah leader Sayyed Hassan Nasrallah said Assad had only reluctantly agreed to the evacuation after Nasrallah visited Damascus to request it, a rare public acknowledgement that he had traveled outside Lebanon.Iraq's Prime Minister, Haider al-Abadi, said it was "unacceptable" to ferry more jihadist fighters from another battlefront in Syria to the edge of Iraqi territory, prompting a statement from Hezbollah defending the move.Iraq has formed a dedicated intelligence operations room to monitor and track the jihadists, a senior Interior Ministry official told state media, saying the convoy included "elite commanders" of Islamic State.After it was blocked from moving eastwards on Wednesday, the convoy headed north within government territory to try to move into Islamic State land from a new location, the commander in the pro-Assad alliance said.The commander added that the convoy would head on again after an exchange of dead combatants and prisoners. The bodies of an Iranian killed in the fighting and two other dead fighters were to be swapped for 25 wounded IS fighters traveling with the convoy, the commander said.In Tehran, the country's Revolutionary Guards said on their website that the dead Iranian, whom they identified as Mohsen Hojaji, would be returned at an unspecified date for a funeral and burial.-LIFE ON BUSES "GETTING KIND OF HARD"? That is why we already mobilised some financing for that,” she said.Supercomputing, also called high-performance computing, is used in a range of areas to carry out advanced simulations, for example to model weather patterns, to detect and treat diseases, or to better understand earthquakes.The fastest such computer, according to a ranking called the Top 500, is in China, where the second-fastest is also based.The number three spot is Switzerland, which is not an EU member. The rest of the top-10 is dominated by the United States and Japan.The first EU country on the list is the United Kingdom, whose meteorological office owns the 11th fastest supercomputer. Spain (13), Italy (14), Germany (17), and France (19) are the other EU states in the top-20.In 2012, four of the 10 fastest supercomputers were in EU countries.The EU tries to stimulate research into supercomputing through grants, but has so far taken a soft touch approach with little legislation.The commission is currently in the process of gathering feedback from stakeholders on whether it should take legislative action. BRUSSELS, Today, 16:27-The EU's plan to integrate Roma people and help lift Europe's largest minority out of poverty continues to struggle amid persistent reports of discrimination and racism.Vera Jourova, the EU commissioner for justice, told reporters in Brussels on Tuesday (30 August) that efforts to improve the lives of Roma "is not a trivial task" due to, in part, the increasing number of young Roma without jobs or an education.The EU had launched its plans in 2011, but Roma children still remain largely segregated in schools - a practice that led the European Commission to launch infringement procedures over the fast few years against the Czech Republic, Hungary, and Slovakia.Such procedures may end up at the European Court of Justice (ECJ) should the two sides fail to reach agreement on what needs to be resolved. All three countries face even greater scrutiny once the Commission finalises a probe over the next few weeks into how many children remain separated based on ethnicity."It is not a hesitation on my side or not to continue to the next level [of infringements]," noted Jourova. "The relevant date for making a decision is November, when we see the new figures."Hungary's education minister, Zoltan Balog, had earlier this year stated that Roma children should be segregated in schools, a move that Jourova now appears to accept in areas where only Roma people live."I am not in favour of some kind of social engineering, transferring the Roma children somewhere else to school. I just want to have high quality education even in those segregated Roma schools - that is my requirement," she said.With Bulgaria set to take over the next six-month Council of the EU presidency, Jourova is also hoping for some more progress from Sofia. But the task won't be easy, despite some improvements in the number of Roma children enrolled in early childhood education in Bulgaria.Valeri Simeonov, a minister who heads Bulgaria's council on ethnic minority integration, once described the Roma as "brazen, feral, human-like creatures".Appointed in May of this year to the government post, Simeonov is also one of the founding members of the right-wing National Front for the Salvation of Bulgaria. Quebec is offering to help Houston in the wake of Hurricane Harvey and is at the ready for when officials there say they need it, says Minister of International Relations Christine St-Pierre.St-Pierre says she spoke with Texas Secretary of State Rolando Pablos Tuesday early afternoon, offering to send equipment and crews to help restore power and to provide blankets, beds, pillows and hygienic products. Above all, St-Pierre said she called to voice Quebec's concern for Texans caught up in the disaster."It was a conversation about how devastating the situation is and we want to express our support to the people of Texas," she told CBC News.Pablos declined the aid for now, instead asking for "prayers from the people of Quebec," the minister said. "He was very touched by the fact we called him."Hydro-Québec crews ready to mobilize-St-Pierre also offered the help of Hydro-Québec crews, which are part of a mutual assistance group connecting electricity utilities in North America's Northeast region. The group also provides assistance in major events outside that territory."Our crews are well-equipped and they have good knowledge of the grid so they can help to restore and rebuild the distribution lines," said Hydro-Québec spokesperson Louis-Olivier Batty. KAMLOOPS, B.C. — Wildfires burning in British Columbia's Interior are resulting in poor air quality for much of the southern half of the province.Environment Canada issued an air quality advisory for much of southern B.C., from Metro Vancouver east toward Elk Valley and as far north as Prince George.It warns people with respiratory conditions, infants and the elderly should stay indoors in a place that's cool and ventilated.Metro Vancouver is also warning that in addition to the smoky air caused by wildfires in the U.S., ground-level ozone is also expected to reach advisory levels for parts of the region and Fraser Valley.Regional officials are warning people to avoid strenuous activities outside, especially in the mid-afternoon and early evening when ozone levels are at the highest.Although the wildfire season appears to be far from over, more residents who were forced out of their homes due to a blaze east of Kelowna last week are now allowed to return.The Central Okanagan Emergency Operations Centre said Tuesday an evacuation order affecting nearly 200 people has been replaced with an alert, meaning residents can go home but must still be ready to leave at a moment's notice.The blaze that reached about 465 hectares in size forced out 1,000 people, but by Sunday about 600 were able to return.The BC Wildfire Service said a blaze that was sparked 20 kilometres east of Kelowna on Thursday is now 20 per cent contained.Wildlife experts are warning of the long-term consequences of the historic wildfire season that could make bears more troublesome as they fatten up before hibernation.Wildsafe B.C. provincial co-ordinator Frank Ritcey said there is always increased conflict between bears and humans in autumn, as the bruins search for food.He predicts this fall will be particularly challenging because huge swaths of the province have been charred by wildfires, killing the berries and grasses bears rely on.Residents with gardens and fruit trees are advised to harvest early and often, while garbage cans should be kept secured and indoors until just before pickup.The warning comes as BC Wildfire Service spokesman Kevin Skrepnek predicts the province's wildfire season could stretch into the fall because continued hot, dry weather is forecast over southern B.C.He said the province has spent $404 million fighting fires that have scorched 10,600 square kilometres of timber, bush and grassland since April 1, the greatest area the province has lost to wildfires in a single season. Millions of infected Brazilian mosquitoes to tackle dengue-Agence France-Presse-August 29, 2017

Rio de Janeiro (AFP) - Brazilian scientists on Tuesday began to unleash the first of millions of mosquitoes infected with a bacteria meant to prevent the insects from transmitting the dengue virus to humans.Thousands of Aedes aegypti mosquitoes carrying the bacteria were released in front of journalists by scientists from the Fiocruz institute in Rio de Janeiro.The hope is that they will then breed and spread the bacteria, denting the insect population's ability to spread dengue and other viruses including Zika and chikungunya.Scientists have been preparing the project -- developed by Australians who first put the Wolbachia bacteria into mosquitoes -- since last year.Dengue causes fevers, rashes, nausea and in some cases can be fatal, while Zika has been blamed for serious birth defects.In 2016, fears over Zika led to the United Nations health body to declare an international health emergency, ending in November.Fiocruz plans to release 1.6 million infected mosquitoes a week, later stepping that up to three million."We found that when an Aedes aegypti mosquito has this (bacteria), it blocks or reduces the capacity of the mosquito to transmit viruses like dengue, Zika and chikungunya," said the head of the dengue program at Fiocruz, Luciano Moreiro."So the idea is that when they are released, they will transmit this, as if they were immunizing the other mosquitoes and therefore transmission will be reduced."

SIAULIAI AIR BASE (Reuters) - The United States has sent a reinforced detachment of fighter planes to police the skies over NATO members Lithuania, Latvia and Estonia during a major Russian military exercise in the Baltic region next month.The Zapad war games from Sept. 14 to 20 in Belarus, western Russia and Russia's exclave of Kaliningrad, have caused unease in the region, though Russia has said the large-scale exercise will rehearse a purely defensive scenario and will not be a springboard for invasion.Seven U.S. F-15C fighters landed at Siauliai airfield this week to patrol skies over the Baltic countries, three more than normally used since the NATO policing mission was upgraded after the Crimean crisis in 2014.The three Baltic states do not operate their own fighter aircraft and rely on their NATO allies for patrols."We are reinforcing the air police mission for the period (of Zapad).
