Qatari FM insists Hamas ‘a legitimate resistance movement’-Under pressure for its support of terrorists, Doha’s top diplomat claims it does not specifically back Gaza’s Islamist rulers but all Palestinians-By Times of Israel staff and Agencies June 10, 2017, 6:58 pm

As Qatar faces increasing pressure from its Arab neighbors to cut ties to jihadist groups, Qatari Foreign Minister Mohammed bin Abdulrahman Al-Thani insisted Saturday that Palestinian terror group Hamas is “a legitimate resistance movement.”Al-Thani, during a visit to Russia to discuss the crisis, said: “The US sees Hamas as a terror organization, but to the rest of the Arab nations it is a legitimate resistance movement. We do not support Hamas, we support the Palestinian people.”“We cooperate with the Palestinian Authority,” he said, adding however, that Doha saw Palestinian reconciliation between Hamas and the PA’s Fatah as a duty. “Hamas’s presence in Qatar doesn’t mean there’s support for Hamas in Qatar. Hamas’s presence is a political representation of the Hamas movement.”Al-Thani noted that the movement’s leadership “is currently in Palestine” and no longer in his country, since Khaled Mashaal was replaced by Gazan Ismail Haniyeh as head of the group’s political bureau.Despite Al-Thani statement’s Arab media has reported that Qatar ordered several senior Hamas members to leave its territory recently in response to outside pressure, including Salah al-Arouri, the terror chief who orchestrated the 2014 kidnapping and killing of three Israeli teens.Hamas welcomed Al-Thani’s statements with spokesman Fawzi Barhoum saying they “expressed the noble Arab character” and Qatar’s support of “the Palestinian people and its legitimate resistance.”Al-Thani on Thursday denied that his country funded extremists. He said Qatar, as an independent nation, also had the right to support groups like the Muslim Brotherhood, despite the fact that its neighbors outlawed the Sunni Islamist organization.Saudi Arabia, Egypt, Bahrain, the United Arab Emirates and other countries severed diplomatic ties with Qatar earlier this week and cut off air, sea and land travel to the peninsular nation.Russia called on Saturday for dialogue between Qatar and its neighbors in the Gulf, promising help in mediating the crisis.“We have observed with concern the news of this escalation,” Russian Foreign Minister Sergei Lavrov said during his meeting with Al-Thani in Moscow. “We cannot be happy in a situation when the relations between our partners are worsening. We are in favor of resolving any disagreements through… dialogue.”With Doha under pressure to cut ties with Islamist groups and Hamas fearing a possible loss of its main source of international support, a senior Hamas official said Saturday that a delegation headed by the group’s leader Haniyeh would visit Iran in the near future.According to the official, Osama Hamdan, the delegation will visit several other countries as well, though he did not provide details, the Hebrew language Walla news site reported. If Qatar does sever ties, the result could be disastrous for Hamas-ruled Gaza.Qatar has invested hundreds of millions of dollars in roads, housing and a major hospital in the tiny territory. Its infrastructure projects are one of the few job-creators in a beleaguered economy.A Hamas source told Israel Radio on Saturday that the organization’s leadership was also concerned the Qatari diplomatic crisis would harm recent efforts at reconciliation between the organization and the Egyptian government. The two had been at loggerheads over Hamas support from the Muslim Brotherhood in Egypt, who were deposed from power by the military.Gaza already suffers from an Israeli-Egyptian blockade — imposed to prevent the group from importing weaponry — economic misery and chronic electricity shortages. For Hamas, Qatar’s money pumping into the economy is a vital lifeline bolstering its rule.Closer ties between Hamas and Iran are hardly likely to mollify the Gulf states and Egypt. One of the main factors driving the crisis is Qatar’s close ties to Tehran and fears of expanding Iranian influence further destabilizing the region.Hamas expressed shock on Wednesday over Saudi Arabia’s demand that Qatar end its support.Saudi Arabia and its allies cut off ties with Qatar on Monday after accusing the gas-rich state of supporting extremism across the region. On Tuesday, Saudi Foreign Minister Adel al-Jubeir said that to rebuild relations, Doha must cut its support for “extremist” groups, including Hamas. He said Qatar-supported Hamas, which runs the Gaza Strip, “undermines the Palestinian Authority.”In a statement on its website, Hamas said the party felt “deep regret and disapproval” at the Saudi statement.“These statements are a shock to our Palestinian people and to our Arab and Islamic nation, which considers the Palestinian cause its central cause,” the statement said.

Israel protests to UN after Hamas tunnel found under UNRWA schools in Gaza-Ambassador Danny Danon urges Security Council to unequivocally condemn terror group’s abuse of civilian infrastructure-By Times of Israel staff and AFP June 10, 2017, 2:07 pm

Israel has protested to the United Nations Security Council after a terror tunnel was discovered under two UN-run schools in the Gaza Strip, appealing to the world body to condemn Hamas and prevent its facilities being exploited by the terror group, the Foreign Ministry said Saturday.Israel’s Ambassador to the United Nations Danny Danon submitted the letter of protest to UN Secretary-General Antonio Guterres and the UN Security Council.“The latest finding verifies once again that Hamas’s cruelty knows no limits, including endangering centers of learning and education, and using children as human shields,” Danon wrote. The tunnel was discovered by workers of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) on June 1 under two schools in the Maghazi refugee camp in the Gaza Strip near the city of Deir al-Balah.“I call on the Security Council to strongly and unequivocally condemn Hamas and its repeated abuse of civilian infrastructure, and designate this group as a terrorist organization,” Danon continued.“It is of the utmost importance that the Council ensures that all UN-affiliated agencies, and especially UNRWA, remain neutral and safeguarded from abuse by terrorist organizations.”Following discovery of two Hamas #terror tunnels built under @UNRWA elementary schools in #Gaza, Israel submits letter of protest to #UNSC. pic.twitter.com/s3gF1iymdL— Israel Foreign Min. (@IsraelMFA) June 10, 2017-The tunnel, between two and three meters underground, passes under the Maghazi Elementary Boys A&B School and the Maghazi Preparatory Boys School, and was built both westward into the Palestinian enclave and eastward toward the security fence with Israel, according to UNRWA.UNRWA spokesman Christopher Gunness said Friday that the tunnel “has no entry or exit points on the premises nor is it connected to the schools or other buildings in any way.”“UNRWA condemns the existence of such tunnels in the strongest possible terms. It is unacceptable that students and staff are placed at risk in such a way,” he said.Gunness said the agency had “robustly intervened and protested to Hamas in Gaza”.He said UNRWA will seal the tunnel, which was discovered while the schools were empty during the summer holiday.Hamas, for its part, denied that it or any other terror group built a tunnel under the two UN schools. The organization on Friday “strongly condemned” the UNRWA revelation, saying it would be exploited by Israel to “justify its crimes.”The terror group denied it built the tunnel and said it had clarified the issue “with all factions and resistance forces, who clearly stated they had no actions related to the resistance in the said location,” the movement said, adding that it respected UNRWA’s work.Over the years, Gaza’s Hamas rulers have built a labyrinth of tunnels, some passing under the border into Israel which they used to launch attacks during their last conflict in 2014. Hamas also built a vast network of tunnels under Gaza’s border with Egypt to smuggle goods and weapons. The Israeli army found and destroyed several tunnels during the 2014 war.UNRWA has long been criticized by Israel for aspects of its handling of relations with Hamas, and Israel has claimed that some of UNRWA’s Palestinian employees support terrorist activities and spread anti-Semitism online. In February, a UN watchdog group released a report showing screenshots from the Facebook pages of 40 UNRWA school employees in Gaza and other parts of the Mideast that it said “incite to Jihadist terrorism and anti-Semitism, including by posting Holocaust-denying videos and pictures celebrating Hitler.”In April, the agency said a Gaza staffer suspected of having been elected to Hamas’s leadership no longer works for it but declined to clarify whether he was fired or resigned after Israel voiced its objections. An independent UN inquiry found in 2015 that Palestinian armed groups hid weapons in three empty UN-run schools in Gaza and that in at least two cases terrorists “probably” fired rockets at Israel from the facilities during the summer war in 2014 between Israel and the Gaza Strip.

Hamas denies it built tunnel under UN schools in Gaza-Terror group slams UNRWA for revelation, says Israel will use the news to ‘justify its crimes’-By AFP and Times of Israel staff June 10, 2017, 10:25 am

Hamas denied that it or any other terror group built a tunnel under two UN schools in Gaza after its discovery drew a strong UN protest.Over the years, Gaza’s Hamas rulers have built a labyrinth of tunnels, some passing under the border into Israel which they used to launch attacks during their last conflict in 2014.On June 1, the UN agency for Palestinian refugees (UNRWA) found “part of a tunnel that passes under two adjacent agency schools in the Maghazi camp” during construction work, spokesman Christopher Gunness said on Friday.Hamas late Friday “strongly condemned” the UNRWA revelation, saying it would be exploited by Israel to “justify its crimes”.The terror group denied it built the tunnel and said it had clarified the issue “with all factions and resistance forces, who clearly stated they had no actions related to the resistance in the said location,” the movement said, adding that it respected UNRWA’s work.Gunness said that the tunnel “has no entry or exit points on the premises nor is it connected to the schools or other buildings in any way”.“UNRWA condemns the existence of such tunnels in the strongest possible terms. Instead of UN schools serving as centers of learning and education, Hamas has turned them into terror bases for attacks on Israel.”He called on UN Secretary-General Antonio Guterres and the UN Security Council to ensure strict oversight over the UN body. “The UN must act immediately to ensure that their structures and institutions are not being used to harbor the terror infrastructure of Hamas,” Danon said.

Amid pressure for Qatar to cut ties, Hamas delegation to visit Iran-Gaza’s terrorist rulers also fear crisis will harm their efforts at reconciliation with Egypt, which controls Strip’s southern border-By Times of Israel staff and Agencies June 10, 2017, 11:41 am

The two factions have been at loggerheads ever since.Hamas has fought three wars with Israel since 2008, tunneling under the border and firing thousands of rockets into Israel, and is avowedly committed to destroying the Jewish state. US busts Hezbollah plot to attack Israelis in New York, Panama-Two men arrested in the Bronx and Michigan were allegedly planning to target embassy in Central America and Israeli military personnel in US-By Agencies and Times of Israel staff June 8, 2017, 11:15 pm

NEW YORK — The US Justice Department Thursday said it arrested two men tied to Hezbollah who had been plotting attacks against Americans and Israelis in the US and Panama. On June 1, Samer El Debek was arrested in Livonia, Michigan, while Ali Kourani was arrested in the Bronx. Both men are being held in New York City.A statement from US authorities claims that the men tried to provide support to “Hezbollah’s Islamic Jihad organization” after receiving weapons and bomb-making training from the group in Lebanon.El Debek allegedly looked for potential targets in Panama, including US and Israeli embassies, while Kourani surveilled American targets, including Israeli military personnel and US military and law enforcement facilities in New York City.“Pre-operational surveillance is one of the hallmarks of Hezbollah in planning for future attacks,” New York Police Commissioner James P. O’Neill said.Defense lawyers did not immediately comment.William F. Sweeney Jr., head of the New York FBI office, said the charges “reveal once again that the New York City region remains a focus of many adversaries, demonstrated as alleged in this instance by followers of a sophisticated and determined organization with a long history of coordinating violent activities on behalf of Hezbollah.”O’Neill noted that Kourani, who was born in Lebanon, received sophisticated military training overseas on at least two occasions, including the use of a rocket-propelled grenade. He said El Debek also was charged with possessing extensive bomb-making training from Hezbollah.Authorities said Kourani attended Hezbollah-sponsored weapons training in Lebanon in 2000 when he was 16. They said he lawfully entered the US in 2003, obtaining a Bachelor of Science degree in biomedical engineering in 2009 and a master’s in business administration in 2013. They said he was in Lebanon in 2006 when his family home was destroyed in Israel’s war with Hezbollah.Authorities said El Debek, a naturalized US citizen, was first recruited by Hezbollah in late 2007 or early 2008. They said he received military training from the group from 2008 through 2014, including instruction on the use of explosives similar to those used in the 2012 Burgas, Bulgaria bus bombing in which six Israelis and a local bus driver were killed. On Wednesday, IDF Chief of Staff Gadi Eisenkot said that although the Hezbollah terrorist organization suffered a massive blow during its conflict with Israel in 2006 and in the years since, the group remained Israel’s top security challenge.“Israel’s northern border and Hezbollah are our top priorities,” Eisenkot said, speaking at an event marking 11 years since the Second Lebanon War.

Thousands protest police killing, rampant crime in Arab town-Days after local man was killed during riot in Kafr Qassem, demonstrators rail against authorities’ conduct-By Times of Israel staff June 10, 2017, 8:01 pm

Thousands of people demonstrated in the Israeli Arab town of Kafr Qassem Saturday to protest the killing of a man by a police security guard earlier this week, as well as police’s failure to tackle violent crime in the town.Mohammed Taha, 27, was shot dead by a private security guard outside the town’s police station in the early hours of Tuesday morning as rioters attacked the station.Local Arab leaders have long accused the police of neglecting their communities and allowing crime to flourish unchecked. The riot on Tuesday erupted when officers detained a man hired by locals to provide private security in the crime-ridden town. Police said rioters set police cars on fire and pelted cops with stones. The guard who shot Taha, who has not been named in media, was questioned by police and then allowed to go home. Taha’s father, Mahmoud, accused the guard who killed his son of murder. At Taha’s funeral mourners, including several Arab Israeli politicians, decried what they called authorities’ reliance on deadly force when it comes to dealing with Arab protesters.“There is only one collective in Israel that if it goes out to demonstrate is in danger of being shot and killed: Arab civilians,” said MK Ahmed Tibi of the Joint (Arab) List.Tibi said that the anger in Kafr Qassem comes “against a backdrop of incompetence by police in dealing with rising crime in the community and in the Arab society in general.”Another Joint List lawmaker, Jamal Zahalka, charged that Public Security Minister Gilad Erdan and Israel Police Commissioner Roni Alsheich have failed to address the increasing crime rates in Arab communities.“The police are abandoning Arab citizens to gangs of criminal organizations, and there is no rule of law,” Zahalka said in a statement. He said Israel has successfully tackled organized crime in Jewish-majority cites, leaving Arab towns and cities more vulnerable to criminal activities.“Arab cities suffer from severe discrimination, violent crime in Arab society is 50 percent, while police only allocate 5% of their overall budget to fight crime in Arab communities,” he said. No wonder the disparity is so stark, he added.Erdan has acknowledged the “decades-old problem” and said he was working to rectify it with a proposed increase in budget for Arab towns, as well as efforts to recruit Muslim officers in the communities. He noted that police data showed reductions in crime in the Arab population in recent years. But the minister, speaking to Army Radio Tuesday, also blamed the lack of law enforcement on “some in the Arab population who seek to terrorize anyone who would help police increase their presence in the communities.”Police chief Alsheich and President Reuven Rivlin met Wednesday with Kafr Qassem Mayor Adel Badir. The three discussed ways of restoring calm in the town. They agreed to continue with efforts to boost law enforcement in Arab towns and villages throughout the country. In the meeting, the sides agreed that “such activity requires full cooperation [from the community], led by Arab leaders, which will enable the return of law and order to the streets,” the President’s Residence said in a statement. The statement also said that a work meeting would be scheduled in the near future at the President’s Residence between senior police officials and heads of Arab local authorities.Stuart Winer contributed to this report.

Israel said set to start work on barrier against Gaza tunnels-IDF preparing for Hamas attempts to disrupt construction, which is slated to take a year and cost NIS 3 billion, TV report says-By Times of Israel staff June 9, 2017, 12:23 am

Israel is reportedly set to start work on a barrier designed to prevent the terror group Hamas from digging cross-border attack tunnels into Israel from Gaza.Hundreds of diggers and other heavy machinery are being moved to the border with the Gaza Strip, where they will begin work in about three weeks’ time, Channel 2 News reported Thursday. The Israel Defense Forces expects Hamas will try to prevent the barrier from being built by employing a variety of tactics to disrupt the construction, which is expected to take a year, the report said. Some have criticized the barrier, which will cost some NIS three billion ($850,000), as unnecessary. The IDF is also employing other techniques to deal with the threat of tunnels, which were used by Hamas to attack Israeli positions on several occasions during the 2014 Gaza war. Israel destroyed over a dozen such underground systems over the course of the operation.Several units have been training specifically to fight against combatants in tunnels.Last September, a senior Israeli military official said that a massive underground barrier along the Gaza border could be completed in a matter of months. The Southern Command official said that the structure will include a wall deep below the ground as well as a fence above ground. Some parts of the roughly 60-kilometer (40-mile) border will also be flooded.“If the budget comes at the right rate, then the barrier will be built in a matter of months,” the officer said. The official, speaking on condition of anonymity under military briefing regulations, said the goal is to turn the underground network into a “death trap” for Hamas.“We’re putting a lot of effort into that,” he said.Hamas, and several leaders of other Palestinian terror groups in Gaza, has vowed to strike Israel should an underground barrier be built along the border.Senior Hamas official Ismail Radwan told a Hamas-affiliated news site in June 2016 that the project indicated Israel’s “failure to face the tunnels.” He stressed that the wall would “not limit the resistance’s ability to defend our people.”On Thursday US Ambassador to the United Nations Nikki Haley toured the south and surveyed a Hamas-dug attack tunnel near Kibbutz Ein Hashlosha. She also visited with residents of Kibbutz Nahal Oz, which suffered from Hamas attacks during the war, and toured the Kerem Shalom border crossing, the main crossing through which goods are transferred from Israel to the Strip.AP contributed to this report.

Iranian company finalizes $3b deal with Boeing for 30 jets-Agreement between Aseman Airlines and US aerospace giant could be scuppered by Trump if he reimposes sanctions on Tehran-By AFP June 10, 2017, 7:37 pm-THE TIMES OF ISRAEL

TEHRAN — Iran’s Aseman Airlines has finalized an agreement to buy 30 Boeing 737 MAX jets for $3 billion, the company said Saturday, with an option to buy 30 more. The deal, announced in April, was signed at a ceremony in Tehran and the first 30 planes are due for delivery between 2022 and 2024.“I’m glad that we can… upgrade the air fleet in an appropriate manner so they can take over regional markets,” said Labor Minister Ali Rabii at the signing, according to the ISNA news agency. However, the deal could be scuppered if US President Donald Trump goes ahead with threats to reimpose sanctions on Iran. The White House is in the midst of a 90-day review to decide if it will stick by the 2015 deal between Iran and world powers, in which Tehran agreed curb on its nuclear program in exchange for an easing of sanctions.Washington must renew sanctions waivers every few months to keep the deal alive, and another set of renewals is due in the coming days.Even if Trump sticks by the nuclear deal, the Boeing sale must be cleared by the US Office of Foreign Assets (OFAC).“We have finalized the deal and now we are waiting for OFAC permission within the next month,” Aseman spokesman Amir Reza Mostafavi told AFP.He said Aseman would pay five percent of the contract in cash, with the remainder paid through a financing deal organised by Boeing.Boeing, which is also building 80 planes for national carrier Iran Air, faces heavy criticism from US lawmakers who say Iranian airlines have been used to ship weapons and troops to Syria and other conflict zones. The aerospace giant has therefore emphasized the employment potential of the deals, saying in April that the Aseman contract “creates or sustains approximately 18,000 jobs in the United States.”Iran has been desperate to renew its ageing fleet of planes, but was largely blocked from dealing with major aircraft manufacturers until the 2015 nuclear accord. The US has maintained its own sanctions, which block almost all trade with Iran, but plane manufacturers were given a specific exemption under the nuclear deal.OFAC approved the sale of the 80 Boeing as well as 100 Airbus planes to Iran Air. The first few Airbus jets have already arrived in Tehran.Aseman currently has a fleet of 36 planes — half of them the 105-seat Dutch Fokker 100s.Its three Boeing 727-200s are almost as old as the Islamic revolution, having made their first flight in 1980.

In ancient mass graves, archaeologists find child slaves of biblical Egypt-New findings at Amarna, the capital of an eccentric ‘monotheistic’ king, indicate a disposable juvenile labor force. Could there be a connection to the Hebrews?-By Amanda Borschel-Dan June 9, 2017, 11:54 am-THE TIMES OF ISRAEL

While the archaeological record may not shore up the biblical account of the Exodus from Egypt, in light of recent finds one could be forgiven for speculating whether those Hebrew sons who weren’t thrown into the Nile were rather conscripted as slaves. Those finds, at the ongoing excavation of the ancient Egyptian capital city Amarna, shed light on the treatment of ancient slaves — whoever they may have been — and their children. The city, in an isolated desert bay some 10 kilometers from the Nile, was the seat of power of Egypt’s “monotheistic” Pharaoh Akhenaten. Called a “heretic” by his own people, Akhenaten ruled a mere 17 years until his death in 1332 BC. The discovery of workmen’s burial plots — built and deserted within 15 years — provide a window into his brief reign and the mores of the time.Archaeologist Mary Shepperson, who previously dug with the Amarna Project, reported in The Guardian this week on the discovery of “the simple desert graves of the ordinary Egyptians who lived and worked in Akhenaten’s city and never got to leave.”“They paint a picture of poverty, hard work, poor diet, ill-health, frequent injury and relatively early death,” she wrote, describing two main workmen’s burial grounds: the South Tombs Cemetery, which is filled with the remains of a mix of genders and ages, and the North Tombs Cemetery, which held surprises.“As we started to get the first skeletons out of the ground it was immediately clear that the burials were even simpler than at the South Tombs Cemetery, with almost no grave goods provided for the dead and only rough matting used to wrap the bodies,” Shepperson said of the excavation, which began in 2015.“As the season progressed, an even weirder trend started to become clear to the excavators. Almost all the skeletons we exhumed were immature; children, teenagers and young adults, but we weren’t really finding any infants or older adults… This certainly was unusual and not a little bit creepy,” she continued.Initial analysis concluded that the remains were of youths aged 7-25, the bulk of whom are thought to have been under 15 when they died. Additionally, wrote Shepperson, the majority of 15- to 25-year-olds had suffered some kind of traumatic injury, and 16 percent of the under-15-year-olds were found to have spinal fractures and other injuries usually associated with heavy workloads.“Essentially, this is a burial place for adolescents,” she said.‘Essentially, this is a burial place for adolescents’The physical trauma, the proliferation of multiple burials in a single grave, and the lack of grave goods buried with them all indicate the children were of extremely low status or slaves. Who they were, however, remains a mystery.“CorvĂ©e-style labor, enforced and unpaid, was frequently used in ancient Egypt on major projects,” wrote Shepperson, opening up the possibility of them being either Egyptians or the progeny of non-Egyptian slaves.“A further suggestion is that the North Tombs Cemetery may represent a captured or deported population brought to Amarna for labor. This is perfectly possible and would account for the lack of family contact and the apparent disregard shown for young life,” she wrote. “We hope that future DNA analysis of the bones might clarify the geographical origins of the North Tombs Cemetery skeletons.”When it comes to the question of whether they could have been the children of ancient Hebrew slaves, academics generally have little doubt the answer is no.-Tenuous biblical ties-Famously, Sigmund Freud was among those tantalized by the prospect of finding a connection between Moses and the eccentric “monotheistic” King Akhenaten. Interestingly his capital, Amarna, was named after the Beni Amran tribe of Arabs that eventually settled in the area. (Could there be a link to Amram, Moses’s father?)“Since Akhenaton’s worship of Aton as ‘sole god’ is earlier than the date commonly ascribed to Moses (ca. 1280 BC), historians have puzzled over possible relationships between the monotheism of Akhenaton and the Biblical concept of one God. Sigmund Freud in his ‘Moses and Monotheism’ sought to trace the Hebrew-Christian faith to the Amarna revolt of Akhenaton,” wrote Central Michigan University’s Prof. Charles F. Pfeiffer, in his 1963 “Tell El-Amarna and the Bible.”According to Pfeiffer, the term “monotheist” has a different connotation when used regarding Akhenaten, who worshiped the sun god Aton and proclaimed himself his living descendant.“Still his meditation upon the Aton bringing blessing to all man has within it the seeds of something that finds its highest expression in the prophetic spokesmen of ancient Israel,” he wrote.“It’s important to realize that the cultural milieu of both Egyptian and Israelite religious beliefs were entirely different and far from compatible,” wrote Brian Fagan, emeritus professor of anthropology at the University of California, Santa Barbara. “There were two experiments in monotheism — the Egyptian one, which vanished, and the more abstract Israelite version that ensued and survived.”Yet, the chronological overlap of proto-Israelite culture and the Egyptian dynasties is evident in a vast record of archaeological artifacts and correspondence. The bureaucrats of the Egyptian New Kingdom, which ruled over Canaan in the Late Bronze Age (circa 1500-1150 BCE), were prolific letter writers.Much of the extant correspondence between Egypt and its Canaanite vassals was found in the form of cuneiform tablets at Amarna. Beginning in 1887, Egyptian tomb raiders began digging up and selling the tablets, which were written primarily in the era’s diplomatic language, Akkadian.Mentioned on the tablets is a people labeled the “‘Apiru” or “Habiru.” According to Pfeiffer and other scholars, the term, although similar sounding to the word “Hebrew,” was more of a social class descriptor for groups of lawless, landless people who live outside of cities and attempt to raid them.Throwing a bucket of cold water on any possible Habiru-Hebrew connection, the late Tel Aviv University professor of Semitic linguistics Anson Rainey once said, “The plethora of attempts to relate apiru (Habiru) to the gentilic ibri are all nothing but wishful thinking.”Undaunted by the academic consensus, The Times of Israel queried the Amarna Project for its views on whether the adolescent mass graves may in fact be the final resting places of Hebrew slave children. The director of the Amarna Project and chairman of the Amarna Trust, English archaeologist and Egyptologist Prof. Barry Kemp, responded promptly via email.“I am afraid that I do not accept the Old Testament narrative as a historical record, and therefore that there is any connection between Amarna and ‘Hebrew slaves,'” he wrote.“The current study of the bones by conventional means points to a heterogeneous population with links to various outside groups, which is what one would expect from a capital city which drew in people from many areas at a time of very active international contacts,” Kemp added. However, perhaps throwing this reporter a bone, he concluded, “The mention of DNA analysis is a hopeful pointer to what might be possible one day, when suitable facilities can be accessed in Cairo.”

Japan clears way for first emperor abdication in over 200 years-[AFP]-Kyoko HASEGAWA-yahoonews-June 9, 2017

Japan's parliament passed a law Friday that clears the way for its ageing Emperor Akihito to step down, in what would be the first imperial abdication in more than two centuries. The popular 83-year-old monarch shocked the country last summer when he signalled his desire to take a back seat after nearly three decades on the Chrysanthemum Throne, citing his age and health problems. The unexpected move presented a challenge since there was no law to deal with an emperor retiring from what is usually a job for life -- and it reignited debate about allowing women to ascend the male-only throne. The one-off rule was passed in the last-stage upper house on Friday in a unanimous decision after the lower chamber gave its stamp of approval last week. The abdication must take place within three years -- and it only applies to Akihito.Tokyo is eyeing the end of 2018 as a likely timeline for his retirement, Japanese media said. The status of the emperor is sensitive in Japan given its 20th century history of war waged in the name of Akihito's father Hirohito, who died in 1989.Some worried that changing the law to allow any emperor to abdicate could put Japan's future monarchs at risk of being subject to political manipulation.Akihito, who has been treated for prostate cancer and had heart surgery, is expected to step aside in favour of his eldest son, Crown Prince Naruhito, 57.There have been abdications in Japan's long imperial history, but the last one was more than 200 years ago, so politicians had to craft new legislation to make it possible."The one-off law is a result of political compromises, but it will become a precedent for future abdications," said Setsu Kobayashi, a constitutional expert and professor emeritus at Japan's Keio University.- 'Casual image' -Akihito was born in 1933 just as Japan was embarking on its militaristic sweep across Asia, and was 11 when the war ended in defeat. His father was allowed to remain on the throne after Japan's defeat, but his status was downgraded from semi-devine sovereign to a figurehead with no political power.Akihito embraced the role and tried to use it to help heal the scars of the war while remoulding one of the world's oldest monarchies for a democratic age.Even before he assumed the throne, Akihito broke with tradition when he married the daughter of a wealthy flour magnate in 1959, becoming the first imperial heir to wed a commoner. The emperor and his wife Empress Michiko are seen as being the more accessible face of a monarchy that largely remains in the shadows, unlike the British royals. The couple have frequently attended public events and console victims of natural disasters, including Japan's 2011 quake-tsunami disaster.Akihito is barred from commenting on politics, but he has over the years hinted at his own anti-nationalist views.Speaking at a memorial marking the 70th anniversary of Japan's surrender, Akihito expressed "deep remorse" for the country's actions in World War II.Some saw this as a rebuke to nationalist Prime Minister Shinzo Abe, who has pushed to change Japan's pacifist constitution and prevent Japanese from having to apologise again for the nation's warring past.Akihito's pending abdication had reignited concerns about a potential succession crisis. There are no more eligible male heirs after the 10-year-old son of Crown Prince Naruhito's younger brother Akishino.Japan's centuries-old succession would be broken if that son, Hisahito, does not have a male child. In response, Japan's parliament has called for a debate on giving women a bigger role in the male-dominated monarchy. The idea -- including the possibility of letting women ascend the throne -- is popular among ordinary Japanese, but it is vehemently opposed by traditionalists including the current prime minister and like minded conservatives.Female imperial family members lose their royal status upon marriage to a commoner, a point highlighted by recent news that one of Akihito's granddaughters, Princess Mako, plans to marry her college sweetheart.

As Tillerson calls for calm, Trump calls out Qatar on terror-[The Canadian Press]-yahoonews-June 10, 2017

WASHINGTON — President Donald Trump is ramping up pressure on Qatar to stop what he calls a "high level" of financial support of terrorism, even as Secretary of State Rex Tillerson tries to calm the worst diplomatic crisis in the Persian Gulf in years.Trump's demand that there be "no more funding" by Qatar for extremists groups contradicted the message delivered Friday by Tillerson, who had urged Qatar's neighbours to ease their blockade while calling for "calm and thoughtful dialogue." Only an hour later, Tillerson sat in the front row in the Rose Garden as Trump enthusiastically embraced the move by Saudi Arabia, Egypt and others to punish Qatar."The nation of Qatar, unfortunately, has historically been a funder of terrorism at a very high level," Trump said, echoing an allegation the Saudi-led group has used to justify cutting diplomatic ties to the tiny gas-rich country. "We have to stop the funding of terrorism."Despite Tillerson's plea for "no further escalation," Trump's sharp comments were likely to further embolden Saudi Arabia and the others in their bid to isolate Qatar. The State Department had said the U.S. learned only at the last minute about the Arab nations' plan to cut ties. But Trump said that he, Tillerson and military leaders had decided during Trump's trip to Saudi Arabia last month that a public rebuke was needed."The time had come to call on Qatar to end its funding — they have to end that funding — and its extremist ideology in terms of funding," Trump said. Though the president said others, too, were guilty of supporting terrorism, he said he would not name them.In a day of mixed messages and chaotic diplomacy, Tillerson emphasized the economic, humanitarian and military damage he said the blockade was inflicting. He said families were being separated, children removed from school and Qataris forced to deal with food shortages."We believe these are unintended consequences, especially during this Holy Month of Ramadan, but they can be addressed immediately," he said.Tillerson also said the blockade by Qatar's neighbours was "hindering U.S. military action in the region, and the campaign against ISIS," using an acronym for the Islamic State group. But at the Pentagon, a spokesman, Navy Capt. Jeff Davis, said only long-term military planning was affected. Davis said the diplomatic rift has not interrupted or curtailed operations at al-Udeid air base, a launching pad for U.S. military efforts in Iraq, Syria and Afghanistan.Still, the Pentagon has been developing contingency plans in case there's any interruption, defence officials said. Aircraft that fly out of Qatar - including fighter jets, drones and refuelling planes - can be relocated to a number of other bases in the region including in Iraq, Turkey, Kuwait and Bahrain and off aircraft carriers, the officials said. There was no immediate reaction from Qatar, which hosts some 10,000 U.S. troops. The Qatari Embassy in Washington did not respond to a request for comment. The escalating crisis in the Persian Gulf erupted this week when Saudi Arabia, the UAE, Egypt and Bahrain cut ties to Qatar, accusing the country of tolerating or even encouraging support for extremist groups, including al-Qaida's Syria branch. Qatar's neighbours have also criticized Qatar for allegedly supporting groups like the Muslim Brotherhood and Hamas."Qatar has a history of supporting groups that span the spectrum of political expression, from activism to violence," Tillerson said. He credited Qatar's emir with making progress in curbing financial support and expelling terrorists, but added, "He must do more, and he must do it more quickly."The spat has led to one of the worst Gulf crises in decades, with suspended flights and regional ports closed to Qatari ships. Increasing the pressure Friday, Qatar's neighbours put 12 organizations and 59 people on a terror sanctions list and described them as being associated with Qatar. The country called the allegations "baseless."Tillerson, speaking at the State Department, said the U.S. would help support efforts to mediate the crisis, along with Kuwait — another Gulf country that has stepped up to try to broker a resolution. Urging all sides to avoid further escalation of the conflict, Tillerson said the elements were available to resolve it.___Associated Press writers Robert Burns, Lolita C. EU environment and science money moved to military fund By Peter Teffer-euobserver

Brussels, 9. Jun, 09:23-The European Commission is proposing to finance parts of its proposed defence fund with money originally allocated to energy, environmental and scientific programmes. The EU's executive announced its plan to subsidise research and procurement of high-end defence technologies on Wednesday (7 June), but the origin of the money has gone largely under-reported.In 2019 and 2020, the commission wants to redirect €145 million that was originally allocated to the Connecting Europe Facility, a programme aimed at integrating European energy markets, increasing energy security, protecting the environment, and promoting interoperability of digital service infrastructures.Of that sum, €40 million was supposed to go to projects that contribute to “sustainable development and protection of the environment”.The redirection has irked some environmental groups.“If it's correct that the European Commission is proposing to divert funds earmarked for environmental and climate protection to the defence industry - as appears to be the case - this is a new low,” said Magda Stoczkiewicz, director of Friends of the Earth Europe.“The security of humankind depends on having a liveable climate and healthy planet,” Stoczkiewicz told EUobserver in a written statement.“More funds, not less, are urgently needed to bring about the transition to a clean, sustainable energy system. In this crucial period when the future of Europe is in the spotlight, the EU institutions needs to demonstrate they are focused on the health of people and planet, not on the interests of the defence industry.”Greenpeace was also annoyed, although its climate and energy policy advisor Ansgar Kiene said he was not 100 percent sure what the programmes originally would have entailed.“This would be a short sighted and dangerous move by the EU and European governments,” Kiene said in an emailed comment.“Peaceful societies rely on a healthy environment. Without investing in environmental protection and action on climate change, the EU would in fact increase the threat to peace and stability,” he added. The €145 million is a relatively small part of the total budget of the Connecting Europe Facility (CEF), which is worth around €30 billion over the 2014-2020 period.-Shifting priorities-However, it is not the first time that Jean-Claude Juncker’s commission has redirected funds from the CEF, set up during his predecessor Jose Manuel Barroso, to other priorities. At the end of last year, some €33 million from the CEF were redirected to the Erasmus+ education programme. A free WiFi fund will also chip some millions away from CEF.A separate, large-scale investment programme, called the Juncker fund, was funded by redirecting €6 billion from CEF, as well as another EU fund, the research & development programme Horizon 2020.The EU defence fund will not take money from Horizon 2020, but scientific programmes will be affected, if member states and MEPs agree with the commission's proposal.-Satellites-The commission wants to take €80 million in 2019 and €50 million in 2020 from funds originally promised to Europe's satellite navigation programme Galileo.Galileo, a €5-billion project by the EU and by the intergovernmental European Space Agency, is Europe's answer to GPS, and an attempt to no longer rely on that US-owned technology. The EU's earth observation programme Copernicus will also hand in some of its funds, but this will amount to only €15 million of its total €4.3 billion.Copernicus satellite data can be used to map environmental pressure, possible migration flows, or check the lands of recipients of EU farm subsidies.Another notable programme to be hit by the EU defence fund is Europe’s contribution to international nuclear fusion research.Scientists are trying to harness the power of the sun to provide limitless clean energy. But the Barcelona-based Fusion for Energy (F4E) organisation will see its 2019 budget reduced by €30 million and its 2020 budget by €50 million for the sake of the defence fund.-Commission promises no delays-In a response, the European Commission defended the reshuffling of budgets.“With the European Defence Fund, we are delivering on president Juncker's commitment to increase the security of our citizens, and responding to the mandate by the European Council of December 2016,” said EU commission spokeswoman Lucia Caudet-The European Council is the regular summit of EU government leaders.“The reallocation of funds has been carefully designed in a way that none of the current projects will be delayed and the future delivery of the various programmes will not be affected,” said Caudet. She added that the ICT part of the Connecting Europe Facility (€25 million) “should be seen in the light of growing synergies between cyber-defence and civilian cybersecurity”.The exercise highlights the constraints in which the European Commission works. The European Union budget is fixed for several years, and if the commission wants to propose new policies that require funding, it often has to redirect money originally allocated elsewhere.

May clings to power with Irish unionists-By Eszter Zalan-euobserver

LONDON, 9. Jun, 17:56-UK prime minister Theresa May defied calls to step down from office, and announced the formation of a minority government on Friday (9 June), with the help of Northern Ireland’s Democratic Unionist party (DUP). But May's position has weakened.Thursday’s general election resulted in a hung parliament, with the Conservatives winning 318 seats, short of the 326 seats needed for a majority government. The opposition party, Labour, received 261 seats of the total 650 in the House of Commons.May made clear that she wants to govern for the next 5 years."I will now form a government, a government that can provide certainty and lead Britain forward at this critical time for our country,” May said in a statement after meeting with the Queen. She said that the Tories and the DUP, Northern Ireland’s leading unionist party, "have enjoyed a strong relationship over many years" and that this gives her "the confidence to believe that we will be able to work together in the interests of the whole United Kingdom."DUP's leader, Arlene Foster, said that the party will enter into negotiations with May to "explore how it may be possible to bring stability” to the country. The question is how long May will stay on. For now, she has managed to hold onto power, but after losing the majority in parliament the knives are coming out.Experts say a new election seems unavoidable."Its going to be difficult to stay on, there is no one else to blame for the election loss. MPs will be very worried about her leading them into a new election maybe within the year," Tim Bale, professor of politics at Queen Mary University of London, told EUobserver. However, with Brexit talks set to start in 10 days, the Conservatives have little time for a leadership crisis."What the country needs more than ever is certainty,” May warned in her statement. But a Tory leadership race has already kicked off, reportedly, with Brexit secretary David Davis and foreign minister Boris Johnson feeling out the mood.On Friday, May also confirmed that Brexit negotiations would start in 10 days. The clock is ticking: unless she gets the consent of the other 27 EU leaders, the UK will be out of the union in March 2019.In her brief speech, May did not give any hints as to whether she would change her position on striving for a hard Brexit, which would entail pulling the UK out of the customs union, as well as the EU's single market.European Council chief Donald Tusk congratulated May in a letter urging to start the talks swiftly."The timeframe set by Article 50 of the Treaty leaves us with no time to lose. I am fully committed to maintaining regular and close contact at our level to facilitate the work of our negotiators,” Tusk wrote.-End of hard Brexit?-Some Tory politicians took the electoral beating as a sign that voters are not interested in a hard Brexit.Nevertheless, experts have warned against concluding that the vote was an outright "no" to May’s vision for a hard Brexit.“In some respects it is a Remain revenge when it comes to young people,” Tim Bale said, referring to the large number of young voters who cast their ballot and are more favourable towards EU membership.“It [the result] gives any rational prime minister reason for pause to think, but when it comes to Europe and the Conservatives, there is not a lot of rationality we can talk about,” he quipped.-House reinforced-The minority cabinet will give more of a voice to the UK parliament in Brexit talks, which could tame May’s hard positions, for example on leaving the customs union.“The elections further complicated the UK’s negotiating leverage,” Agata Gostynska-Jakubowska, a research fellow at the London-based Centre for European Reform, told EUobserver."The fact that she is forming a minority government, [and] that Labour has strengthened, might result in the parliament putting more pressure on her stance, demanding greater scrutiny, and for her to reveal her positions,” she said. While Labour has been more flexible on some Brexit issues, the party has been more evasive on the issue of the single market, Gostynska-Jakubowska added. The party has said that it wanted Britain to hold onto the benefits of the single market and customs union, but didn’t say if it wanted the UK to leave. The result could also prompt the EU "to exploit concerns on hard Brexit", Bale said.Any minority government would have difficulty delivering results, which makes negotiations more difficult.

Catalonia launches countdown to independence vote By Helena Spongenberg-euobserver

BARCELONA, 9. Jun, 16:32-Catalan leader Carles Puigdemont announced Friday (9 June) that the region will hold a much anticipated and controversial binding referendum on independence from Spain on 1 October, despite strong opposition from Madrid.Catalans are set to answer the yes or no question: "Do you want Catalonia to become an independent state in the form of a Republic?""We have repeatedly pursued a deal," said Puigdemont. “We have communicated directly to the Spanish government and its president our firm will to sit down and negotiate a solution.”"But we have come to the end of our legislature and we have not had a single positive answer," the Catalan leader said, adding that his coalition party entered and won the last regional election in 2015 on the promise of carrying out the "legitimate right to self-determination.""The answer that our co-citizens will give in, in the form of a yes or a no, will be a mandate that this government is committed to implement. It is time for the Catalans to decide their future," Puigdemont said, whilst noting that either of the two outcomes of the referendum would be respected. The Spanish government has repeatedly said that there will be no referendum in Catalonia. On Wednesday, the Spanish deputy prime minister, Soraya Saenz de Santamaria, stated that "they can announce this referendum as many times as they want, and delay it for as many weeks as the want, and summon all the acts they want, but that referendum is not going to be held."Another Spanish official, the minister for education, Inigo Mendez de Vigo, said: "There will be no referendum on 1 October because it is illegal.""The government wants to make clear to Mr. Puigdemont that any act signed, will be appealed," he added, speaking on behalf of the government in Madrid shortly after the Catalan referendum announcement."We want the Catalans to know that the national government looks out for their interests and that it will not allow for illegalities to take place in Spain."However, according to polls, nearly 80 percent of Catalans are in favour of a referendum, and around 47 percent of Catalans are in favour of the region becoming an independent state, whereas 42 percent are against it.At the 2014 consultative referendum, 80 percent voted "Yes" to independence, but just over a third of eligible voters turned up to cast their ballot.-Court battles-That referendum was declared illegal by the Spanish Constitutional Court.Earlier this year, the Catalan Supreme Court found the then regional leader, Artur Mas, as well as two former minsters, guilty of disobeying the Spanish Constitutional Court by holding the non-binding referendum. They have all appealed the case.Nevertheless, Puigdemont and his government ministers might well find themselves in the same situation as the previous government."The danger of carrying out the referendum – and the mere fact of calling it – is that it involves disobedience of the suspension that the [Spanish] Constitutional Court has repeatedly made,” Xavier Arbos, professor of Constitutional Law at the University of Barcelona, told the EUobserver. This could lead to criminal prosecution for disobedience and maybe also for the misuse of public funds, Arbos added.Another risk could be the intervention from Madrid in the Catalan government.-Risky intervention-The government in Madrid could decide to put into force Article 155 of the Spanish Constitution, which allows for – after several political debates – the intervention in some parts of the regional government.Alternatively, Madrid could opt for a faster means of intervention and declare the Catalan referendum a situation of national security and, for example, immediately take control of the regional police force."I think these are the two main risks" said Arbos about Catalonia holding a referendum against Madrid’s will."My perception is that Puigdemont will not be able to hold a referendum that adjusts to the general consensus, with the guaranties of impartiality," Arbos said.He added that: "Because the state will most likely interfere, and therefore maybe not all the government officials will agree [to participate in the referendum], so they might have to use volunteers – and the referendum might be impaired."Barcelona and Madrid have been in a dead-lock over the future of Catalonia since the Spanish Constitutional Court in 2012 overturned an agreed regional statute, which would have given Catalonia more autonomy. Those seeking independence see a break from Spain as a divorce, whereas Madrid and other Spanish regions see it as performing an amputation on Spain.

Landspout tornado spotted east of Edmonton-[CBC]-yahoonews--June 9, 2017

A landspout tornado was spotted east of Edmonton as Environment Canada issued an advisory to watch out for funnel clouds in parts of Alberta. The weather advisory covered Airdrie, Cochrane, Olds, Sundre, Brooks, Strathmore, Vulcan, Drumheller, Three Hills, Hanna, Coronation, Oyen, Lloydminster, Wainwright, Vermilion and Provost. It was lifted late Friday night.Several people on social media posted photos of a suspected tornado near Mannville, east of Edmonton, on Friday afternoon. Environment Canada later confirmed it was a landspout tornado.Funnel clouds, which usually appear with little or no warning, should be treated seriously, and nearby residents should be prepared to take shelter, says Environment Canada.Funnel clouds are generated by weak rotation under rapidly growing clouds of weak thunderstorms. They do not normally pose a danger near the ground, however there is a chance they could intensify and become a weak landspout tornado.Landspout tornadoes do not usually cause major damage but should still be considered dangerous. They can be strong enough to topple trees, damage roofs or toss debris short distances.

Pay now or pay later: Edmonton councillors ponder flood prevention-[CBC]-yahoonews-June 9, 2017

Edmonton city councillors want to 'crunch the numbers' to find the cheapest option when it comes to dealing with flooding: Do the work up front, or pay for the cleanup later? The question was discussed as councillors were given an outline of the city's flood mitigation strategy at the utility committee meeting Friday. The strategy includes scenarios where the city could spend between $2.2 billion and $4.68 billion to improve the city's drainage system, depending on the level of risk it wants to guard against. The scenario city staff recommended involves paying $2.6 billion to bring the city's drainage system to a standard where it could handle a one-in-100 year storm.Mayor Don Iveson introduced a motion that calls for the city to partner with the provincial and federal governments, and insurance companies, to study the data and numbers. When there is flooding, it is often those levels of government that end up paying for disaster assistance, said Coun. Ben Henderson. The committee voted in favour of the motion."I think we have to pay one way or the other," said Henderson. "There's a point at which it may be cheaper to do the repair afterwards than to guard against something from a risk point of view that's very unlikely to happen."-'The new normal'-There is probably a compromise somewhere in the numbers, said Iveson."Do we want to pay through our drainage utility or do we want to pay through our utility rates? Because there's probably an overlap point there that's the sweet spot," said Iveson."What extreme do you actually plan towards?" asked Henderson. "Somebody needs to crunch those numbers before we start making these decisions."The plan recommended by staff would protect Edmonton homes and businesses against what has been described as the new normal for the city. The new normal as defined by city staff includes storms that cover only a small area — five square kilometres or less — and can quickly overwhelm sewer lines in older areas, flooding basements and road underpasses," said Todd Wyman, director of sustainable services. That type of small storm flooded 4,000 basements in Mill Woods in 2004. A similar storm flooded 1,200 basements in 2012, said Wyman.EPCOR is taking over the city's drainage department in September 2017.The city-owned company will continue with this flood mitigation strategy and bring forward a list of priorities to the committee in 2018.

Floods, high lake levels delay Toronto beach openings-[CBC]-yahoonews-June 9, 2017

After a rain-filled spring, the warm temperatures and sun will make the weekend in Toronto feel closer to summer. But if hitting a beach to catch those rays were in the plans for Torontonians, they'll have to wait. Due to high lake levels and spring flooding, all 11 of the city's beaches are currently either partially closed or unsupervised. "Some beaches currently have large portions that are underwater," said City of Toronto spokesperson Wynna Brown. "The degree to which we're going to see improvement on that remains to be seen. We have to keep an eye on that."The closures won't mean fencing around the beaches but annual upkeep and preparations, including clean up and lifeguards on patrol, aren't in place yet. - Full list of current beach conditions-The city added that it is monitoring E.coli levels on beaches and its crews can't begin cleaning up until the lake levels naturally go down. "We're hopeful that if conditions continue to improve, we should see the beaches fully running by Canada Day," Brown added. Dogwalker Pamela Fox visits Cherry Beach everyday and her walks have not been without its challenges, she said."[The dogs] like the water so it's not so bad. But it makes for a very messy dog walk," Fox said as she strolled with a half dozen dogs in tow. Fox said she's also noticed high water levels that have yet to fully peak in certain sections of the park and said "we've lost a lot of our shoreline."Manny Obel, who frequents the beach, didn't mince words about what he thinks this will mean for the start of summer."It's a disaster," he said motioning to the debris strewn about the beach."I don't think we're impressing any tourists or first-time visitors here," Obel added.

London Bridge attacker tried to rent larger truck-[The Canadian Press]-yahoonews-June 10, 2017

LONDON — British police have arrested two more suspects over the London Bridge attack, and revealed that the carnage could have been worse had the attackers succeeded in their goal of renting a larger truck, rather than a van, to mow down pedestrians. The bloodthirsty gang was also shot dead before they could make their way back to the van where their petrol bombs were stored.London's Metropolitan Police said Saturday that they arrested a 27-year-old man and a 28-year-old man overnight in east London on suspicion of preparing acts of terrorism. Police have seven people in custody over suspected links to the three attackers who killed eight people on and around London Bridge on June 3.Police released details of their investigation Saturday as they appealed to the public for information, saying that showed Khuram Butt, believed to be the plot's ringleader, originally tried to rent a 7.5 ton box truck. The intended truck was smaller but similar to the one used in the Nice attack last year that killed 86 people and injured hundreds in the resort town in the south of France. After his payment was declined, Butt and his two accomplices rented a smaller van that they used to plow into crowds before they leapt from the vehicle and went on a stabbing rampage in an attack that left eight people dead and nearly 50 injured. It was the third deadly attack in Britain in three months. After leaving the small white van, the men used 12-inch knives with bright pink blades, according to Dean Haydon, head of the Metropolitan Police's Counter-Terrorism Command.Police also disclosed that more than a dozen petrol bombs and two blowtorches were discovered in the van, and a copy of the Qur’an opened at a page "describing martyrdom" was found at one of the attackers' houses.Investigators believe three victims were killed on the bridge, including one man who was thrown into the River Thames, before the attackers left the vehicle and stabbed five people to death around London's busy Borough Market, Haydon said. Police believe Butt was driving the van."When I come back to Butt trying to get hold of a 7.5 ton lorry — the effect could have been even worse," he said.Haydon said the men may have been planning even more bloodshed if they made it back to the van.Police also found a number of office chairs, gravel and a suitcase in the van.Detectives believe the gravel may have been placed in the vehicle to make it heavier, or as part of a cover to justify hiring it, while the chairs may have been used to convince family and friends they were moving furniture.Butt, a 27-year-old Pakistan-born British citizen, and his two accomplices, Rachid Redouane, 30, who claimed to be Moroccan-Libyan, and Youssef Zaghba, a 22-year-old Italian national of Moroccan descent, were shot dead by armed police eight minutes after the first emergency call. The three attackers were wearing fake suicide belts consisting of plastic water bottles wrapped in grey duct tape.Haydon described the pink knives as "pretty unusual" and appealed for anyone with information about where they came from to contact police.Police raided Redouane's small residence on Tuesday and said he had been renting it since April. This was the safe house where the attack was planned, police said. In the residence, police said they found an English-language copy of the Qur’an opened at a page describing martyrdom, pieces of cloth which appeared to match material wrapped around the petrol bombs and water bottles similar to those used in the fake suicide vests. Luggage straps, plastic retractable craft knives and rolls of duct tape were also found. The question remains how the men met and knew one another but police said Saturday they did not suspect a wider plot."It looks as if it is pretty much a contained plot involving the three of them, which is supported by the forensic evidence we've got back so far," Haydon said.Butt had been on bail after being arrested for fraud in a case in October, police said. He had also been repeatedly reported to police for violent behaviour and trying to recruit young children to the Islamic State group, and appeared in a TV documentary titled "The Jihadis Next Door," where he was seen next to a group of men unfurling a black-and-white flag scrawled with Arabic script and associated with the Islamic State group. But Haydon said "there was no evidence uncovered of any attack-planning in relation to him."Butt had been warned by police on two occasions — once for fraud in 2008 and once in 2010 for assault. Still, he did not have any criminal convictions.Zaghba and Redouane had no criminal convictions or such warnings in Britain."From what I'm seeing, there is nothing that suggests at the moment that we got that wrong," Haydon said, referring to Butt.Paisley Dodds, The Associated Press.

US opposes UN authorizing 5 countries to fight extremists-[The Canadian Press]-yahoonews-June 10, 2017

The United States is opposing a French-drafted U.N. resolution that would authorize military action by five countries in Africa's vast Sahel region against extremist groups.France's U.N. Ambassador Francois Delattre says the African Union and the five countries — Mali, Burkina Faso, Mauritania, Niger and Chad — have asked for Security Council authorization for the force. He said this would be "the best tool" to combat extremism in the region.France circulated a revised council resolution Friday that would authorize the force from the so-called Group of Five or G5, and wants a vote, hopefully next week. But a U.S. official says that while the Trump administration supports the force in principle "as a potentially important example of African efforts to fight extremism," it doesn't believe a Security Council resolution is legally necessary for its deployment. The official, speaking Friday on condition of anonymity because negotiations have been private, said the force already has a green light to go after extremists and "there is no compelling reason" to give it U.N. authorization under Chapter 7 of the U.N. Charter which is militarily enforceable. The U.S. official said the G5 force should operate without U.N. approval, just as the task force operating in the Lake Chad Basin fighting Boko Haram does. But supporters of a U.N. resolution say that force never asked for U.N. authorization while the AU and the G5 have requested Security Council approval. They also note that the council has authorized the African Union force in Somalia, AMISOM, which is fighting al-Qaida-linked extremists of al-Shabab.Italy's U.N. Ambassador Sebastiano Cardi, a Security Council member, said Friday the G5 are facing tough challenges fighting extremists, and they are also doing so on behalf of the international community."We think it's absolutely important that the council recognizes the efforts of the five Sahel countries, supports their efforts and validates the mission," he said. "These are poor countries. They are doing a lot. They need help."The United States wants to cut $1 billion from the budget funding the U.N.'s far-flung peacekeeping operations for the year starting July 1, and while the draft resolution wouldn't authorize any money for the G5 force, it does ask Secretary-General Antonio Guterres to report to the Security Council in 60 days on options to support the Sahel troops. The U.S. official, asked whether potential new funding was an issue, replied that the proposed resolution only asks for a report. The U.S. government is "generous" in assistance to the five Sahel countries, and thinks the G5 force should be modeled on the force fighting Boko Haram, the official said. The revised draft resolution would still authorize the G5 force for a year, despite U.S. opposition. But it does address the proposed mandate of the Sahel troops which the U.S. official complained was "too broad" and "lacking precision."The new draft specifies that the force should be authorized to take "all necessary measures to combat terrorist groups" associated with the Islamic State extremist group and al-Qaida, and other groups designated by the United Nations.Edith M. Lederer, The Associated Press.

Thousands gather to break Ramadan fast in the heart of the city-[CBC]-yahoonews-June 10, 2017

Thousands of Torontonians of all faiths gathered in the heart of the city to celebrate Ramadan on Friday night — a first-of-its-kind celebration that organizers hope becomes an annual event. There was music, food, and special appearances by Mayor John Tory and Foreign Affairs Minister Chrystia Freeland for the Fast in the 6 event in Nathan Phillips Square, which celebrated the breaking of the Ramadan fast. The evening was spearheaded by Toronto philanthropists Dany and Lisa Assaf, who say it took a year to plan, and initially started with the notion of hosting a Ramadan dinner in their backyard."Part of the practice of Ramadan is to break your fast with friends, family, and enjoy food — and we thought, wouldn't it be great if we could do that for the whole city? Clearly our backyard's not big enough," Lisa Assaf said with a laugh. The evening was hosted by Raptors home-game host Mark Strong and featured performances by the TSO Chamber Soloists, pop artist Yuna, and comedian Mo Amer.Dany Assaf said part of the motivation for the event was to "change the channel" on negative portrayals of Muslims and Islam."We just wanted to share a great message of diversity and inclusion," he said. This diversity, Tory echoed, is what sets Toronto apart from the rest of the world. "We're not perfect, but [there is] a lot to be said about how we live together here," he said.

Asylum seeker walked into Canada across farmer's field after entry denied at official crossing-[CBC]-yahoonews-June 9, 2017

A Liberian woman who walked into Canada through a farmer's field says she only took that route after being denied entry at a border crossing. On May 8, Watta Cephus came to Canada to claim asylum by walking through the field — something she says she was too afraid to do in March, after she first tried to enter Canada at an official crossing."It's really scary. It could cost your life," said the 39-year-old. "I've seen stories of people who have lost their body parts — recently, the lady who died."In May, the body of Mavis Otuteye was found just south of the Manitoba border town of Emerson. She was attempting to walk into Canada. In March, Cephus walked up to the Emerson port of entry requesting asylum. She had been living in the U.S. for three years and her visa was set to expire, with no chance of renewal. In the past year, hundreds of asylum seekers have avoided crossing at an official port of entry. Many fear being denied entry because of the Safe Third Country Agreement between Canada and the United States.Under that agreement, asylum seekers must make refugee claims in the first country they reach. That means those coming into Canada from the U.S. would be turned back at the border. However, Cephus fell under the family exception to the agreement because her aunt, Martha Cummings-Newray, lives in Winnipeg. Cummings-Newray has been a Canadian citizen since 2011."Unfortunately, I didn't have my birth certificates and things with me to establish it the first time," said Cephus. She said the border agent didn't allow her to call her aunt to establish their family relation and she was sent back to the U.S.Cephus said she went back to Minnesota, where she was staying with friends, and had her aunt send her copies of documents to prove their relationship. With her visa set to expire on May 20, Cephus said she couldn't decide if she should try the official border crossing again, or cross through a field."Given the first situation, I was just kind paranoid about going back," she said. "That's not really something I would do under a normal circumstance … but I didn't really have a choice.""I am so happy because I've got her and she's safe," said Cummings-Newray. "I can sleep now without worrying that she is in those bushes, trying to come and [getting] stuck in some kind of mud or snow or something."The women hadn't seen each in years. Cummings-Newray and her family fled during the Liberian civil war in the 1990s, while Cephus and her family stayed.Cummings-Newray said she is happy her niece is with her in Canada because things are still bad in their home country."What my sister explained she is going through is so terrible. They torment, and she has been moving around for her own safety," she said.Cephus passed her criminal record check and is now in the process of filling out paperwork to get a hearing with the refugee board.

Cosby on trial: Gripping testimony, brisk pace mark Week 1-[The Canadian Press]-yahoonews-June 10, 2017

NORRISTOWN, Pa. — Bill Cosby's sexual assault trial in Pennsylvania has moved at a brisk pace and produced gripping testimony along with moments of levity. The case could reach the jury early this week. The aging Hollywood icon is charged with drugging and molesting a young woman he befriended through his alma mater, Temple University, in 2004.The trial involves only accuser Andrea Constand, although about 60 women have accused Cosby of similar misconduct over his long career as an actor, comedian, author and, as one judge said, "public moralist."Constand went to police in 2005, but the local prosecutor declined to press charges. Authorities reopened her complaint in 2015 after learning Cosby had testified in her lawsuit to giving various women wine, pills or even quaaludes before sex.Prosecutors called 12 witnesses over five days before resting on Friday. Cosby, 79, could take the stand when the defence starts its case Monday, although most court observers call that risky given the cross-examination he would face. Here's a recap of the trial's first week and a look at what's ahead.___HOW DID ACCUSER ANDREA CONSTAND DO ON THE STAND?-The case largely rests on the credibility of accuser Andrea Constand, a former professional basketball player who worked at Temple from 2002 to 2004 as director of operations for the women's team. Calm and direct, she remained unrattled over more than seven hours of testimony over two days. She occasionally grew teary discussing the sexual encounter, when she said she was semi-conscious and could not object. She said Cosby had "never said a word to me" to convey his interest in her, although she acknowledged she had twice before rebuffed his advances. Despite that, she said, she did not feel threatened and accepted his invitation to come to the house to discuss her career that night and trusted him when he offered her three pills for stress.Constand, 44, now a massage therapist and yoga enthusiast in her native Toronto, put her hands together in a quick Namaste pose when she finished her first day of testimony and smiled broadly as she left the stand the next day.___HOW HAS THE Defence FOUGHT BACK?-The defence has hammered home inconsistencies in Constand's statements and insists she had a consensual, romantic relationship with Cosby, who was not only a celebrity but a high-powered trustee at Temple. They stress that she has changed the date of the encounter from March 16, 2004, to sometime in January. They also poured over her phone records to show 73 later phone calls between her and Cosby. Constand says she had to return calls from Cosby given her job and his status on campus.Cosby's list of their prior "romantic" episodes includes a time they spent 15 minutes resting on a bed together at a casino hotel, when Cosby says he held her in his arms but did not kiss her. Constand says she sat at the edge of the bed, with one foot on the floor. But Cosby also says in his testimony in her lawsuit that he had once before put his hand down her pants, and his fingers inside her body, without her objecting until he tried to kiss her breasts. Constand says she pushed him away when he grabbed her zipper.___WHAT'S BEEN COSBY'S DEMEANOR?-Cosby has appeared in good spirits as he fights charges that could send him to prison for the rest of his life. He plays to the cameras and onlookers as he walks in and out of the courthouse each day, wishing a fan a happy birthday or raising his wooden cane to salute well-wishers who shout, "We love you, Bill Cosby!" and "Hey, hey, hey!," the catchphrase from his "Fat Albert" TV show. It's a stark contrast from the feeble-looking Cosby who hobbled into his arraignment after his Dec. 30, 2015, arrest. Cosby spokesman Andrew Wyatt says, "He's 79 years old and he's feeling good."Inside the grand, century-old courtroom, the veteran performer has been mostly subdued. As Constand and a second accuser testified, Cosby — who says he's legally blind — looked down at the defence table or stared toward the witness stand, often with a hand across his forehead. Other times, he confers with his lawyers. And, when there's a light moment, he'll smile and laugh.___WHO'S WITH COSBY IN COURT?-Mornings at Cosby's trial have been a bit like the old show "This is Your Life," with college and Hollywood friends showing up to support him and reminisce. Keshia Knight Pulliam, who starred as the youngest daughter on "The Cosby Show" walked Cosby into court Monday. Sheila Frazier, an actress from the 1970s hit movie "Superfly" and her husband, Cosby hairstylist John Atchison, escorted Cosby in and out of the courthouse Wednesday. Comedic actors Lewis Dix Jr. and Joe Torry appeared with Cosby on Thursday. Cosby's own family, however, has been noticeably absent. Wyatt says some of Cosby's family will join him in court this week. He says Cosby told wife Camille to stay away so she didn't have to endure the "media circus."___WHAT'S THE ATMOSPHERE LIKE IN COURT?-The mood has been serious and the testimony often gripping, with a few moments of unplanned levity. The gallery includes several tightly packed rows of reporters from The New York Times, Variety, foreign outlets and elsewhere, along with a few Cosby accusers. The proceedings turned sober as Constand testified over two days. The light moments include: Constand's brother-in-law struggling to remember the year he got married but instantly knowing the day he joined the Toronto police force; her mother testifying that she had been truthful in telling Cosby — who thought he was being recorded — that she has a parrot and telling the court his name is "Ozzie"; and Judge Steven O'Neill bringing in an oversized gavel and promising to use it if things get rowdy after jurors asked why he didn't have one.O'Neill has been looking out for the jury, given that they are sequestered 300 miles from their Pittsburgh-areas homes. He's made sure court doesn't run late on nights their city's hockey team, the Pittsburgh Penguins, are playing in the Stanley Cup finals. "What time does the puck drop?" O'Neill asked Thursday.Maryclaire Dale And Michael R. Sisak, The Associated Press.
