EU states back bill against online hate speech By Nikolaj Nielsen-MAY 24,17-EUOBSERVER

BRUSSELS, Today, 09:24-EU ministers on Tuesday (23 May) backed a bill that seeks to curb hate speech on social media platforms such as Facebook, Twitter, and Google's YouTube. The move follows wider concerns over online radicalisation and the incitement to commit terrorist acts.It also comes on the heels of a suicide terror attack in the UK that ended the lives of 22 people and injured 59 others following a concert in Manchester. The EU bill still needs the support of the European Parliament before it becomes law.But if passed, the tech giants will need to remove offensive content, posing broader concerns over free speech. Digital rights defenders have in the past argued that the fight against radical online content often leads to censorship. It also poses questions on social media giants' abilities to remove offending content. Facebook and others already said in 2015 they would examine and remove any hateful comments spreading online within 24 hours of their detection. But internal guidelines by Facebook, published by the Guardian newspaper, have described efforts to remove all terrorist content among its 2 billion users as “mission impossible”.The Guardian report also follows a recently proposed bill in Germany that now threatens Facebook and Twitter with up to €50 million in fines if they do not remove hateful content or fake news within 24 hours. The bill backed by the EU ministers is part of the EU's audiovisual media services directive, which also lays out separate rules for video on-demand providers such as Netflix in terms of ensuring that at least 30 percent of the content is European.EU digital commissioner Andrus Ansip in a statement said a common set of audiovisual rules were needed across the EU."We need to take into account new ways of watching videos, and find the right balance to encourage innovative services, promote European films, protect children and tackle hate speech in a better way," he said.

Transparency complaints keep EU Ombudsman busy By Peter Teffer-EUOBSERVER

Brussels, 24. May, 10:02-Almost a third of complaints in cases closed by the European Ombudsman in 2016 were about transparency the Ombudsman said in its annual report, published on Wednesday (24 May). The Ombudsman closed 86 inquiries last year that were about transparency, such as complaints about access to documents. In 2015, transparency was the subject matter of 62 closed cases. The share of transparency as a topic increased from 22.4 percent to 29.6 percent. The EU institution on which the Ombudsman opened the most inquiries was the European Commission - 144, or 58.8 percent, compared to 145 or 55.6 percent the previous year.European Ombudsman Emily O'Reilly said at a press conference on Wednesday that the Commission topped the list “not because it is the worst performer in relation to administration”, but simply because of “the institutional role it plays in the EU”.EU agencies, when treated as a group, were the second-largest source of inquiries opened: 32 cases, two more than in 2015.The European Ombudsman has been receiving a fairly stable number of complaints that fall within its mandate, fluctuating between 698 and 930. The figure was 711 last year. However, the Brussels-based organisation received far more complaints about issues it can do nothing about.“The European Ombudsman receives many complaints on issues that do not fall within her mandate, mostly because they do not concern the work of an EU institution or body,” the report said.“Sometimes complaints are based on the misconception that the Ombudsman is an appeals body over national ombudsmen.”The annual report noted that 2016 saw a “record low” of complaints that fell outside of the Ombudsman's remit: 1,169. That figure had been as high as 2,768 a decade earlier. The report said the decrease “was largely achieved through effective communication” about what the European Ombudsman does.-Brexit-The departure of the UK from the EU is expected to raise many questions and requests for inquiries. The annual report noted that by the end of 2016 “the Ombudsman had received five complaints involving administrative issues related to Brexit, three of which concerned access to information”.It also said that the European Network of Ombudsmen will be “setting up a common platform on how to deal with ‘Brexit complaints’ from EU citizens living in the UK and vice versa”.

21 And a mighty angel took up a stone like a great millstone, and cast it into the sea, saying, Thus with violence shall that great city Babylon be thrown down, and shall be found no more at all.

Opinion-Cyber threats are inevitable, paralyzing impact is not By Taimar Peterkop-EUOBSERVER

Tallinn, 24. May, 13:36-Ten years ago, almost to the day, Estonia came under sustained cyberattacks, which targeted our banks, media and government. While the attacks themselves ultimately proved merely a nuisance, they raised global awareness of the vulnerabilities networked societies face and put a new, fundamental security challenge on the global agenda.Over 200,000 victims in more than 150 countries across the globe have recently been hit by perhaps the most significant global cyberattack to date. Among them were hospitals in the UK, which had to cancel medical procedures, and large corporations such as Telefonica and Renault-Nissan.Ransomware attacks like the WannaCry campaign have been a growing problem for several years. They work by infecting a machine, encrypting its hard drive and then displaying a message that promises functionality will be returned to normal upon payment of a fee – in this case 300-600 dollars per system. When it hits unprepared organisations, a cyberattack can bring mission-critical operations to a standstill. While ransomware can sometimes be removed, the only solution is often to wipe the affected machines and revert to a backup, if one exists.Otherwise, data could be lost forever, as there are still no reliable reports of data recovery from systems encrypted with the WannaCry ransomware. The events over the past two weeks have highlighted our collective reliance on the digital domain, but they have also shown its vulnerabilities. In general, a digital way of life does not necessarily carry with it greater risks, but it is different from paper-based bureaucracies.-No victims in Estonia-Yet vulnerability does not inevitably mean compromise. This particular attack could easily have been avoided by basic security practices, such as replacing out-dated software and installing critical updates.Indeed, some countries were not seriously impacted. In fact, no Estonian computer or system fell victim to this attack. And part of the reason was preparedness.Estonian authorities have been working for several years to raise awareness of the risks of ransomware – by not updating systems, addressing vulnerabilities and implementing baseline security standards. The healthcare sector, in particular, has been a focus of improving IT management routines.Furthermore, the risks and vulnerabilities – and ways of avoiding or mitigating them – must be driven home to anyone who owns or manages an information system or computer network, however small. The Estonian example is encouraging. For instance, when Windows XP – the no-longer-supported Microsoft operating system, at the heart of the ransomware attacks – was about to become obsolete in 2013, a well-targeted public awareness campaign almost halved the number of Estonians using it.Nevertheless, there are still no grounds for complacency. Further cyberattack campaigns may exploit different vulnerabilities, and there is no silver bullet to prevent them.Any comprehensive approach must address the full range of activities from prevention and awareness to response and recovery, while also ensuring that the malicious actors (“bad guys”) behind a cyberattack are discovered, apprehended and deterred in the future.Cyber security, simply put, is too fundamental to everyday life to be left up to technology experts or particular national authorities.A sustainable solution is possible, but only through intense international cooperation: no nation can be truly isolated in cyberspace, therefore going it alone is not an option.-Potential for Europe-We see a major European role in every step along the way.First of all, Europe can contribute to preventing such attacks from occurring in the future.Currently being transposed into domestic law, the EU directive on Network and Information Security (NIS) requires providers of essential services – including healthcare and transport – to follow certain best practices and implement baseline security standards on their systems.A cooperation group of national authorities responsible for cyber security will coordinate national cyber standards and rules, and focus, in particular, on cross-border vulnerabilities and dependencies in vital services. While awareness about cybercrimes has increased as a result of recent wide-impact incidents, a lack of basic check ups still enables crimes such as ransomware. The EU agency for law enforcement training (Cepol) already provides education on ransomware for European law enforcement authorities. Awareness campaigns for law enforcement, businesses, and citizens more broadly, have also been quite effective. When large-scale attacks do occur, the response from public authorities must be swift and coordinated. Timely international and cross-sector sharing of alerts and operational information can slow the spread of such attacks. Joint campaigns and responses are even more effective. In February of this year, the Maltese rotating EU Council presidency launched the work of the European Computer Security Incident Response Team (CSIRT) network, tasked with ensuring the seamless cooperation of national cyber incident response teams in the EU.The CSIRT network will reach full operational readiness in 2018, and should facilitate the sharing of information between EU member states. The WannaCry ransomware case is certainly accelerating the process and provides a first test to the partners.-Identify and capture-After an attack, we must identify and capture the cyber criminals behind it.The EU's police agency, Europol, already coordinates active cooperation between European law enforcement with partners beyond Europe and, in particular, provides a suite of tools to help victims of ransomware to decrypt their files.Furthermore, the European Commission is to propose EU-level action for better cooperation on the exchange of electronic evidence, which would reinforce the ability of law enforcement and prosecutors to identify and prosecute criminals. To enable a smoother transfer of evidence in criminal investigations between the member states, it is also crucial that the European Investigation Order directive is efficiently transposed into national legislation by all countries involved. The deadline for implementing the directive was 22 May 2017.While the WannaCry attack appears to be criminal in nature, state actors are often involved in the activities of cyber criminals. Where this is the case, the EU should respond appropriately.Last year, the Dutch EU Council presidency began work on an EU joint-diplomatic response to state-sponsored malicious cyber activity, which could include sanctions. The EU will also begin several new initiatives this year when Estonia assumes the EU Council presidency for second half of the year.In the autumn, the EU Commission will update the 2013 EU Cyber Security strategy. The new document should consolidate the work done on European and national levels, and ensure that the whole activity adds up to more than just the sum of its parts. We also expect a proposal on European cyber security labelling and certification, which should make it easier for consumers and companies to make cyber-aware purchases and put market pressure on businesses to produce and offer more secure services and products.Along with the updated strategy, we will begin work on revising the mandate of The European Union Agency for Network and Information Security (Enisa) – Europe’s cybersecurity agency.Playing a central role in the implementation of NIS Directive, the agency is to provide a common threat landscape, coordinate the activities of member states and enhance the platform for information exchange. These, altogether, foster an environment in which all nations are more ready to counter cyber threats.-No choice left-Cyber security is a question of a way of life. Europeans are used to the benefits and advantages of digital services and the availability of electronic networks.Nations have no choice but to build up robust cyber security measures – reverting to a paper-based system would not be more secure, is as prohibitively expensive as it is impractical, and would rob us of the conveniences we currently enjoy. The almost-crippling WannaCry campaign highlighted the immediacy of truly international and cross-sector solutions. Cyber security is not simply the prerogative of a narrow range of technical experts or particular agencies. As said previously, Estonia will hold the rotating presidency of the Council of the EU in the second half of this year.We believe that the Digital Single Market and the free movement of data within the EU are of existential importance for Europe – we must keep pace with technological chances, and growing markets in America and Asia.We cannot allow the fear of cyber attacks to slow us down, but we also have to invest the political effort and necessary capital to make sure that Europe can keep its citizens safe and its businesses secure.Taimar Peterkop is the director general of the Estonian Information System Authority.

EU to Trump: Defend Western values, not your interests By Eric Maurice-MAY 25,17-EUOBSERVER

BRUSSELS, Today, 13:47-The EU and the US should defend common Western values rather than their own interests, European Council president Donald Tusk said on Thursday (25 May) after meeting US president Donald Trump in Brussels."What gives our cooperation and friendship its deepest meaning are fundamental Western values, like freedom, human rights and respect for human dignity," Tusk said after the meeting."The greatest task today is the consolidation of the whole free world around those values, and not just interests."Tusk hosted Trump in the European Council building under high security, with only a handful of journalists allowed and no press conference.Their meeting lasted more than the planned hour. It took place with European Commission president Jean-Claude Juncker. European Parliament president Antonio Tajani and the EU foreign service chief Federica Mogherini also joined at one point. It was Trump's first personal contact with the leaders of the EU institutions since he was elected last November. The meeting took place in a "friendly and constructive atmosphere," according to EU sources. But it did not appear to bridge the gap between the EU and a US president who has expressed support for anti-EU political forces as well as sympathy for Russia. The EU and US leaders talked about foreign policy, security, climate change, trade and Brexit."My feeling is that we agreed on many areas," Tusk said, but he admitted that "some issues remain open, like climate and trade".EU leaders, some of whom will also meet Trump at a G7 summit in Sicily on Friday and Saturday, had wanted to convince Trump to confirm US participation in the 2015 Paris Agreement to limit CO2 emissions and global warming. But US officials have warned that the US position on climate, which the Trump administration is reviewing, will be decided later down the line. After the failure of negotiations on a EU-US trade deal and calls for more protectionism by the Trump administration, the EU side said on Thursday that the EU and US "can work together in multilateral forums and look into the potential of bilateral trade relations".During the meeting, the EU and US leaders said they supported the idea of a working group on "difficult" trade issues. They also said they would work with other countries on unfair trade practices.Three days after the Manchester terrorist attack, Trump and the top EU officials agreed to step up the fight against the Islamic State (IS) jihadist group. The issue is also high on the agenda of a Nato summit in Brussels on later the same day.On Russia, an issue where Trump's alleged Russian links raised concerns about his commitment to EU and US sanctions, Tusk said that he was "not 100 percent sure" that he shared "a common opinion" with the US president. He said that on Ukraine, where the EU has tied sanctions to Russia’s compliance with the so called Minsk ceasefire pact, Tusk said "it seems that we were on the same line".-EU humour-Trump's visit to the EU institutions was expected to end badly after he had said that Brexit was a “great thing” and issued other anti-EU jibes.According to sources, Trump instead expressed his concern that jobs in the US would be lost because of Brexit.Trump, who is said to have little interest in detailed policy files, also got a glimpse of EU humour during a public handshake with Tusk and Juncker."There are two presidents in the EU," Tusk told him while they were being photographed."I know," Trump replied."He's the one too much," Juncker added, pointing at Tusk.

Trump expected to make Nato pledge By Andrew Rettman and Eric Maurice-MAY 25,17-EUOBSERVER

BRUSSELS, Today, 09:24-Nato mutual defence and the fight against jihadist group Islamic State (IS) are expected to take centre stage as US leader Donald Trump meets Nato and EU allies in Brussels on Thursday (25 May).Trump, who is on his maiden voyage to Europe, mentioned the fight against IS after landing in the Belgian and EU capital on Wednesday evening.”We are fighting very hard, doing very well under our generals, making tremendous progress,” he said after meeting Belgian prime minister Charles Michel.“But when you see something like what happened a few days ago, you realise how important it is to win this fight. And we will win this fight,” he said, referring to the IS attack in Manchester on Monday. He also tweeted “Thank you for a warm welcome” after he and his first lady met the Belgian king and queen. The US president will meet EU leaders and the French president on Thursday morning before attending the Nato summit. He will unveil a memorial to the victims of 9/11 outside Nato’s new HQ and give a brief speech in which he is expected to make a public commitment to Nato mutual defence for the first time since entering the White House. The 9/11 crisis saw Nato invoke Article 5 on joint defence in order to help America. The Nato meeting is to discuss defence spending and Nato’s role in the fight against IS.German chancellor Angela Merkel will also unveil a memorial to the fall of the Berlin Wall to highlight Nato's role in the Cold War, but the summit is expected to make little mention of Russia.Trump’s earlier EU meeting with EU Council head Donald Tusk and European Commission chief Jean-Claude Juncker will touch on trade and climate change.-Core message-Rex Tillerson, the US secretary of state, said en route from Rome to Brussels on Wednesday that Trump would urge Nato members to spend at least 2 percent of their GDPs on defence."That's going to be the core of his message”, Tillerson said.“You can expect the president to be very tough on them and say … 'We’re doing a lot. The American people are doing a lot for your security, for joint security. You need to make sure you're doing your share for your own security as well’.”Tillerson said the US wanted Nato to join its 68-nation coalition against IS in Iraq and Syria, saying it “would be a really important step for them [Nato] to take”.Nato head Jens Stoltenberg endorsed the move on Wednesday.“Many allies would like to see Nato as a full member of the coalition”, he said.“It sends a strong and clear message of unity in the fight against terrorism and especially in light of the terrorist attacks in Manchester”, he added. If allies agree for Nato to join the anti-IS force, its role would likely be limited to surveillance and would not have a combat element.A spokesman for French president Emmanuel Macron told press on Wednesday that Nato would not become a “strike force” in the Middle East."The president [Macron] will say that he's attentive to this [Trump's call], but to make clear that it's not about transforming Nato into the sole strike force against Islamic State," Macron's spokesman, Christophe Castaner, said.Substantial debate on Russia is to be left to a meeting in Italy on Friday of the G7 leading nations, EU and Nato officials said.-Trust-The Nato dinner is to last two to three hours, with equal speaking time for each of the 29 heads and for Stoltenberg, leaving little room for in-depth discussion.Trump’s talks with Tusk and Juncker are to last one hour. The events are part of a nine-day tour by Trump which started in the Middle East and included an audience with Pope Francis in the Vatican on Wednesday. The main Nato leaders are not expected to hold press briefings after the summit before they leave for the G7 event on the Italian island of Sicily.Thursday's talks were seen as important despite their brevity for the sake of rebuilding ties.“The fact that the [EU] meeting is taking place, we can already see as a success”, an EU official said. The official said the “first person contacts” would “contribute to building trust”.Trump astonished Europe after entering office in February by saying Nato was “obsolete” and that the UK was right to leave the EU, which he attacked as being a vehicle for German domination. He also called Brussels a “hellhole” after the IS attack in the city last March and he is still mired in controversy over allegations of shady ties to Russia.-New atmosphere-The EU official noted that Trump had changed his rhetoric and that the political atmosphere in the EU had improved after anti-EU parties lost in Dutch and French elections.“At that time, Brexit had made a strong impression on Trump, [he was] asking how things would develop, but after the elections in the Netherlands and France we are in a completely different place”, the official said.He said there had been a “convergence of views” between the Trump administration and Europe on issues such as Syria and Russia “in recent months”.Trump is not expected to back the Paris Agreement on climate change in his EU meeting on Thursday, but the EU official said: “The fact that we’re now in a situation where we can talk about business … and not existential questions shows the progress we’ve made”.A few thousand people protested against Trump in Brussels amid a police presence on Wednesday. The arrival of another controversial Nato leader, Turkish president Recep Tayyip Erdogan, in the city the same evening was greeted by hundreds of supporters outside his hotel, the Steigenberger Wiltcher’s.The pro-Erdogan rally took place despite a ban by local police, Belgian media said.

Islamic State-linked militants besiege Philippine city-[The Canadian Press]-YAHOONEWS-May 25, 2017

MARAWI, Philippines — Army tanks packed with soldiers rolled into a southern Philippine city Thursday as gunfire and explosions rang out after militants linked to the Islamic State group torched buildings, seized more than a dozen Catholic hostages and raised the black flag of ISIS.At least 21 people have died in fighting that erupted late Tuesday, when the army raided the Marawi hideout of Isnilon Hapilon, who is on Washington's list of most-wanted terrorists and has a $5 million bounty on his head. The operation went wrong as the militants called in reinforcements and swept through the mostly Muslim city of 200,000 people. Hapilon's whereabouts were not clear, but there was no indication he was captured in the raid.President Rodrigo Duterte declared martial law across the southern third of the nation — home to some 22 million people — and warned he may expand it nationwide. He vowed to be "harsh.""If I think that you should die, you will die," he said Wednesday. "If you fight us, you will die. If there is open defiance, you will die. And if it means many people dying, so be it."As details of the attack in Marawi city emerged, fears mounted that the largest Roman Catholic nation in Asia could be falling into a growing list of countries grappling with the spread of influence from the Islamic State group in Syria and Iraq.Thousands of people were fleeing the city Thursday, jamming their belongings into cars. Plumes of black smoke rose in the distance and two air force helicopters could be seen flying over the city centre .Mohammad Usman, a 49-year-old Marawi resident, said some people are likely trapped with no way out."At night we can hear the gunfire. I'm just praying that the bullets will not find its way to my house and hit us," he said as he left the city. "I hope that the bombs will not land nearby and harm us."Although much of the city is sealed off, disturbing details were trickling out.Duterte said a local police chief was stopped at a militant checkpoint and beheaded. Military chief of staff Gen. Eduardo Ano said the militants erected Islamic State flags at several locations.Marawi Bishop Edwin de la Pena said the militants forced their way into the Marawi Cathedral and seized a Catholic priest, 10 worshippers and three church workers.Martial law allows Duterte to use the armed forces to carry out arrests, searches and detentions more rapidly. He has repeatedly threatened to place the south, the scene of decades-long Muslim separatist uprisings, under martial law. But human rights groups have expressed fears that martial law powers could further embolden Duterte, whom they have accused of allowing extrajudicial killings of thousands of people in his crackdown on illegal drugs.Hapilon, an Arabic-speaking Islamic preacher known for his expertise in commando assaults, pledged allegiance to the Islamic State group in 2014. He is a commander of the Abu Sayyaf militant group and was wounded by a military airstrike in January. While pursuing peace talks with two large Muslim rebel groups in the south, Duterte has ordered the military to destroy smaller extremist groups which have tried to align with the Islamic State group. At least one of those smaller groups, the Maute, was involved in the Marawi siege. It's one of less than a dozen new armed Muslim groups that have pledged allegiance to the Islamic State and formed a loose alliance, with Hapilon reportedly designated as the alliance's leader.Political analyst Ramon Casiple said the Maute is a clan-based group with members in Marawi who came to Hapnilon's assistance, with some directly assisting in the fighting and others fanning out to different parts of the city, setting up checkpoints and burning some buildings and taking hostages from the cathedral."It is difficult to root out because they are from there," he said. "The Mautes are embedded in the population."The group has been blamed for a bombing that killed 15 people in southern Davao city, Duterte's hometown, last September and a number of attacks on government forces in Lanao, although it has faced setbacks from a series of military offensives.Last month, troops backed by airstrikes killed dozens of Maute militants and captured their jungle camp near Lanao del Sur's Piagapo town. Troops found homemade bombs, grenades, combat uniforms and passports of suspected Indonesian militants in the camp, the military said.___Cerojano reported from Manila.Jim Gomez And Teresa Cerojano, The Associated Press.

Lanterns, Korans as Jerusalem holy site meets Ramadan-[Reuters]-By Miriam Berger-YAHOONEWS-May 24, 2017

JERUSALEM (Reuters) - Jerusalem buzzes with renewed energy in the days before the start of Ramadan, Islam's holy month, when the faithful abstain from eating and drinking during daylight hours. There's the bustle to prepare the al-Aqsa Mosque, the 8th-century Muslim shrine in Jerusalem's Old City, for the hundreds of thousands of Muslims who will come to pray. Palestinians employed by the Waqf, the Islamic trust that oversees the mosque and the ancient compound that surrounds it, set up tents for fasting worshippers to take respite from the heat alongside the golden Dome of the Rock, the site where the Prophet Mohammad is said to have ascended to heaven.Around the Muslim Quarter of the Old City, shopkeepers stock up on Ramadan essentials, including bright lights for decorations and Korans and prayer beads for recitations.Issam Zughaiar, 67, sells ornate Ramadan lanterns, called fanous, in the Old City's winding covered market. Each year he visits factories around Jerusalem and neighboring Jordan and Egypt to handpick his selection. The twisting alleyways are filled with the scent of sweets eaten at Iftar, the nightly breaking of the fast, including atayef, sugar-soaked pancakes with cheese or nuts, and date-filled ajwa cookies.Dutch tourist Ari Heida came to see preparations at the holy esplanade, referred to by Muslims as the Noble Sanctuary and by Jews as Temple Mount, the site of an ancient Jewish temple destroyed by the Romans in 70 A.D."This is why I like Jerusalem," he said. "It's the center for Jews, Christians, and Muslims."That's also what makes this time particularly tense.Israel controls access to the esplanade, which sits on large raised area between the Muslim and Jewish quarters of the Old City. Authorities have restricted access to the compound before during periods of confrontation. For now though, the politics has been pushed into the background by the bustle and energy of Ramadan preparations."What will happen in Ramadan, what the security situation will be like, whether Jerusalem be will be open, whether the mosque will be open, we are always optimistic," said Abed al-Rahim Sader Helmi Ansari, who works at al-Asqa Mosque.(Editing by Andrew Heavens)

Militia violence in Central African Republic leaves 300 dead-[Reuters]-YAHOONEWS-May 25, 2017

DAKAR (Reuters) - Militia violence in Central African Republic has killed around 300 people and displaced 100,000 in the last two weeks, the United Nations and the government said on Thursday, in the worst displacement since a 2013 civil war.The violence marks a sharp escalation in the long conflict that began when the mostly Muslim Seleka rebel coalition overthrew then-president Francois Bozize in 2013, prompting reprisals from Christian anti-balaka militias.Fighting in the last two weeks has hit the towns of Bria, Bangassou and Alindao, all hundreds of kilometres east of the capital Bangui, the U.N. humanitarian office and the minister of social affairs said in a joint statement."It's a catastrophe," Social Affairs Minister Virginie Baikoua told journalists after a visit on Wednesday to Bria. "Houses are burnt down, others pillaged ... The displaced are afraid it could degenerate at any moment because armed men are roaming around the camps."More than 41,400 of Bria's 47,500 inhabitants were displaced by fighting between May 15 and 18, the statement said. The Red Cross said last week it had found 115 bodies in Bangassou, a diamond-mining area on the border with Democratic Republic of Congo after it was seized by hundreds of militia with heavy weaponry.[nL8N1IJ332]-U.N. peacekeepers, part of a 13,000-strong force, have since secured Bangassou and reinforced their positions in other areas, the mission (MINUSCA) said in a statement.Around 440,000 people were displaced throughout the country by the end of April and that number could reach 500,000 by the end of May. That would represent the most displaced since the height of the crisis in 2013, the U.N. humanitarian office said.(Reporting by Nellie Peyton; Additional reporting by Paul-Marin Ngoupana; Editing by Tom Heneghan)

Iran says it has built third underground ballistic missile factory-[Reuters]-By Parisa Hafezi-YAHOONEWS-May 25, 2017

ANKARA (Reuters) - Iran has built a third underground ballistic missile production factory and will keep developing its missile program, the semi-official Fars news agency quoted a senior commander of the elite Revolutionary Guard as saying. The development is likely to fuel tensions with the United States in a week when President Donald Trump, on his first foreign trip, has called Iran a sponsor of militant groups and a threat to countries across the Middle East."Iran's third underground factory has been built by the Guards in recent years ... We will continue to further develop our missile capabilities forcefully," Fars quoted Amirali Hajizadeh, head of the Guard’s airspace division, as saying.Since taking office in January, Trump has imposed new sanctions on Iran in response to its recent missile launches, putting Tehran "on notice".Iran has reacted defiantly. Newly re-elected pragmatist President Hassan Rouhani said on Monday: "Iran does not need the permission of the United States to conduct missile tests".Iran's Sunni Muslim Gulf neighbors and its arch-enemy Israel have expressed concerns over Tehran's ballistic missile program, seeing it as a threat to regional security. In 2015, Iranian state TV aired footage of underground tunnels with ready-to-fire missiles on the back of trucks, saying the facility was one of hundreds of underground missile bases around the country."It is natural that our enemies America and the Zionist regime (Israel) are angry with our missile program because they want Iran to be in a weak position," Hajizadeh said. Most nuclear-related sanctions on Iran were lifted last year after Tehran fulfilled commitments under a 2015 deal with major powers to scale back its nuclear program - an agreement that Trump has frequently criticized as being too soft on Tehran. But Iran remains subject to a U.N. arms embargo and other restrictions. Two months after implementation of the deal, the Guards test-fired two ballistic missiles that it said were designed to be able to hit Israel.Iran says its missile program is not in defiance with a U.N. resolution that calls on it to refrain from work on ballistic missiles designed to deliver nuclear weapons for up to eight years."Along with improving our defense capabilities, we will continue our missile tests and missile production. The next missile to be produced is a surface-to-surface missile," said Hajizadeh, without elaborating. In retaliation for the new U.S. sanctions over its ballistic missile program, Iran this month added nine American individuals and companies to its own list of 15 U.S. companies for alleged human rights violations and cooperation with Israel.(Writing by Parisa Hafezi; Editing by Mark Trevelyan)

Liberal hydro plan to cost $45B and save electricity ratepayers $24B: watchdog-YAHOONEWS-[The Canadian Press]-May 24, 2017

TORONTO — Ontarians will be paying a net $21 billion over the next three decades to get short-term savings under the Liberal government's hydro plan, which is designed to make the province's bottom line look better, two watchdogs said Wednesday. Both the financial accountability officer and the auditor general weighed in on the plan to lower hydro rates, which have roughly doubled over the last decade.A report from the budget watchdog found that the government will spend $45 billion over the life of its hydro plan to save people $24 billion on their bills over the next approximately 30 years. The $45 billion, however, is mostly the cost of funding an eight-per-cent rebate that took effect in January and assumes balanced budgets. If the government has to fund that rebate through debt, the cost could soar up to $93 billion, the report said.Premier Kathleen Wynne promised to cut hydro bills in the province after widespread anger over rising costs helped send her approval ratings to record lows. Under the government's plan, Ontarians will see lowered hydro bills for the next 10 years, but will then pay higher costs for the following 20 years.Legislation to cut electricity bills by 17 per cent on average — on top of the eight-per-cent rebate — is currently before the House and has to pass before the summer break begins June 1 if relief is to be delivered under the timeline the Liberals promised. The hydro plan will lower time-of-use rates by removing from bills a portion of the global adjustment, a charge consumers pay for above-market rates to power producers. For the next 10 years, a new entity overseen by Ontario Power Generation will take on debt to pay that difference. That means there will be no impact on Ontario's net debt — currently at about $312 billion — or annual surplus/deficit, said Auditor General Bonnie Lysyk. The auditor told a committee studying the hydro legislation Wednesday that it "sets a dangerous precedent.""There are a lot of people investing a lot of time and money to set this up, structured in such a way that it doesn't affect bottom line," she said.Energy Minister Glenn Thibeault has said OPG has expertise in managing hydro-related debt. The OPG Trust is financing 55 per cent of that borrowing, with the province financing the rest. But the OPG Trust borrows at an average rate of 5.4 per cent, compared to the province's 4.5 per cent, the FAO noted. So if the government took on all of the refinancing, ratepayers could save $4 billion, the FAO concluded. In light of those potential savings, NDP critic Peter Tabuns called the government's financing structure "puzzling.""Why it's being set up in the special purpose vehicle, this little subsidiary of OPG is hard to understand," he said. "It may make provincial debt look better because it's been moved off (the government books), but that can be the only advantage. It's going to cost us a lot of money."The Liberals have said after the initial cut to bills this year, rate increases will be held to inflation for the next four years. After that, the average bill will rise about 6.8 per cent a year until 2028, the FAO projected. At that point, ratepayers will have to start paying back debt that will be accumulated in order to finance lower rates for the first decade. From then on, bills will be about four per cent higher than they would have been without the Liberal plan, Financial Accountability Officer Stephen LeClair said. The cost of paying back that debt with interest — which the government has said will be up to $28 billion — will go back onto ratepayers' bills for about 20 years starting in 2028 as a "Clean Energy Adjustment."The FAO estimated the cost of interest on that debt will be $21 billion, assuming a five-per-cent weighted average interest rate. If that rises to six per cent, ratepayers will end up paying $30 billion, LeClair projected.Electricity bills in the province have roughly doubled in the last decade, due in part to green energy initiatives, and the government has said the goal of its hydro plan is to better spread out those costs."We've always said that the proposed Fair Hydro Plan will cost more over the long-term, but it will share the costs of our investments more fairly over a longer period of time, and lower bills by 25 per cent on average starting this summer," Thibeault said in a statement. The FAO's $21-billion projection is in line with the government's estimates, Thibeault said, dismissing the FAO's "outlier scenarios" as extremely unlikely.Allison Jones, The Canadian Press.

13 Even he shall build the temple of the LORD; and he shall bear the glory, and shall sit and rule upon his throne; and he shall be a priest upon his throne: and the counsel of peace shall be between them both.

ISAIAH 60:9-10
9 Surely the isles shall wait for me, and the ships of Tarshish first, to bring thy sons from far, their silver and their gold with them, unto the name of the LORD thy God, and to the Holy One of Israel, because he hath glorified thee.
10 And the sons of strangers shall build up thy walls, and their kings shall minister unto thee: for in my wrath I smote thee, but in my favour have I had mercy on thee.

ISAIAH 2:1-5

3 And many people shall go and say, Come ye, and let us go up to the mountain of the LORD, to the house of the God of Jacob; and he will teach us of his ways, and we will walk in his paths: for out of Zion shall go forth the law, and the word of the LORD from Jerusalem.
4 And he shall judge among the nations, and shall rebuke many people: and they shall beat their swords into plowshares, and their spears into pruninghooks: nation shall not lift up sword against nation, neither shall they learn war any more.
5 O house of Jacob, come ye, and let us walk in the light of the LORD.

MARK 11:9-10,15-17
9 And they that went before, and they that followed, cried, saying, Hosanna; Blessed is he that cometh in the name of the Lord:
10 Blessed be the kingdom of our father David, that cometh in the name of the Lord: Hosanna in the highest.
15 And they come to Jerusalem: and Jesus went into the temple, and began to cast out them that sold and bought in the temple, and overthrew the tables of the moneychangers, and the seats of them that sold doves;
16 And would not suffer that any man should carry any vessel through the temple.
17 And he taught, saying unto them, Is it not written, My house shall be called of all nations the house of prayer? but ye have made it a den of thieves.

Netanyahu: Temple Mount will forever remain under Israel’s control-A day after Trump visit, PM says US president’s pilgrimage to the Western Wall holy site ‘destroyed UNESCO’s propaganda and lies’-By Marissa Newman May 24, 2017, 2:50 pm-THE TIMES OF ISRAEL

Prime Minister Benjamin Netanyahu and opposition leader Isaac Herzog went head-to-head in the Knesset on Wednesday over Jerusalem, with the premier saying Palestinian refusal to recognize the Jewish state and its capital in any borders is the root of the conflict, and pledging that the city, including the Temple Mount and Western Wall, will forever remain under Israeli sovereignty.A day after US President Donald Trump concluded a 28-hour visit to Jerusalem, the prime minister vowed the city would not be divided again.During a plenum session marking the passage of 50 years since the Six Day War and the reunification of the city’s western and eastern halves, Netanyahu pointed to the US president’s visit to the Western Wall as having “destroyed UNESCO’s propaganda and lies,” referring to a series of resolutions by the UN cultural body that ignored Jewish ties to the city and Israeli sovereignty.Herzog, meanwhile, implored Netanyahu to seize a “historic” opportunity for peace and downplayed the importance of moving the US embassy to the city, which was a campaign promise made by Trump.“We liberated Jerusalem, we made it one city, imperfect but whole,” Netanyahu told lawmakers, at a session also attended by President Reuven Rivlin and Chief Supreme Court Justice Miriam Naor. Before the Jews came to the city, there was “nearly nothing” in it; it was “forsaken and in constant crisis,” the prime minister said. During the 19 years between 1948 and 1967, the city again reached “a low,” he added.“We will never return to that situation” of the city divided, he pledged. “The Temple Mount and the Western Wall will forever remain under Israeli sovereignty,” he later added.Israel captured the Temple Mount — the holiest site for Jews — and the rest of the Old City and East Jerusalem from Jordan in 1967, and extended sovereignty there, but it left administrative authority atop the Mount in the hands of the Jordanian Waqf (Muslim trust), and instituted a status quo agreement that sees Jews permitted to visit but not pray there. The Temple Mount is one of the issues at the heart of tension between Israel and the Palestinians, with the latter frequently accusing Israel of changing or planning to change the existing arrangements — which Israel firmly denies. After the prime minister concluded his remarks, Herzog took to the podium, delivering a speech in which he called on Israel to separate the Arab neighborhoods from Jerusalem, urged Netanyahu to seize Trump’s peace offers, and promised to back the prime minister in the “brave, historic” process.Herzog said Trump came with the message that “the region is ready for peace, the region wants peace.”“Mr. Prime Minister, this is the time to go to a brave and historic process to separate from the Palestinians and the implementation of the vision of two states for two peoples. This is the time, 50 years on from the Six Day War, to shake off the heavy burden of millions of Palestinians and ensure the continued existence of the State of Israel as a Jewish and democratic state and homeland of the Jewish people for generations,” he said, vowing his party’s political support for peace talks.“This is the time for leadership, not defeatism, the time to lead and not be led,” he said.“I urge you, Prime Minister, not to miss the opportunity,” Herzog added. “Don’t allow your name to go down in the history books of the State of Israel as the prime minister who missed the greatest opportunity that Israel has known to avoid 50 more years of tears and bereavement.”He also took a dig at efforts to relocate the US embassy to Jerusalem, saying the city was desperate for other social and economic reforms and citing poverty and the rapidly growing Arab population threatening to eclipse its Jewish population.“Therefore, will all due respect, it is not the US embassy that is the more important thing the city is lacking, but rather tools and resources and significant decisions on changing directions,” he said.Following Herzog’s speech, the prime minister addressed the plenum again, emphasizing that moving all embassies — but specifically the US embassy — to Jerusalem was “not a trivial matter.”“The current situation is absurd,” Netanyahu said, referring to the fact that nearly all international embassies are in Tel Aviv..The prime minister also defended his comparison of the Manchester bomber to Palestinian terrorists in his response to the deadly attack on Tuesday. He had said that had the attacker been Palestinian, he would have received a stipend by the Palestinian Authority.“The root of the matter is the stubborn, violent refusal of the Palestinian side to accept the Jewish state — and the capital of the Jews — in any borders,” he said. “Everything else is interesting, important, and certainly open for discussion and dialogue. These are the basic facts.”Herzog then returned to the plenum again, reiterating his call for peace talks, before the session was dispersed. The sparring came a day after Trump, in his visit, stressed a unique opportunity for Israel to make peace with the Palestinians and Arab world. While he met with PA President Mahmoud Abbas, the US president made no mention of Palestinian statehood or the US embassy move during his visit.

First person / 'They can have all the rest back. Just not our holy city'-An American in war-torn Jerusalem joins the battle for the Temple Mount-Fifty years ago, in the days leading up to the Six Day War, a plucky young journalist from Long Island flew to Israel on his first self-imposed war assignment. Here’s what he saw-By Abraham Rabinovich May 24, 2017, 4:15 pm-THE TIMES OF ISRAEL

Abraham Rabinovich is an American journalist and author of several books on recent Israeli history. The following is a firsthand account of his experiences in the battle for Jerusalem during the Six Day War.The background murmur of news from the Middle East had suddenly taken on a different pitch. It was mid-May 1967; Egypt was moving its army into the Sinai desert, expelling UN peacekeepers and closing the Tiran Straits to Israel-bound shipping. I had started work a few months before at a new daily on Long Island. On the last Sunday in May, I drove out of New York City and spent an hour walking up and down a country road to think it through. Should I? Could I? What would happen if? The next morning, I told my editor that I had decided to fly to Israel to witness whatever was going to happen. If it were possible to consider my absence as two-week annual leave, I said, I would appreciate it. He agreed, even though I had not been there long enough to be entitled to leave time. “Two weeks,” he said. “War or no war.”On May 31 I flew to Tel Aviv on a two-week ticket. Apart from yeshiva students returning to studies, one of the few passengers on the plane was Mandy Rice-Davies, who had been involved four years before in the Profumo sex scandal that rocked the British government. She was married now to a Tel Aviv nightclub owner. A yeshiva student pointed her out to me and she agreed to a brief interview. When I asked whether she realized that she was flying to a country that might soon be at war, she replied with British pluck. “Yes. That’s where I should be. I live there now.”Five days later, I was in downtown Jerusalem when gunfire began to sputter along the line separating the Israeli and Jordanian halves of Jerusalem. Jordanian artillery soon joined in and I dashed through the only open door in the vicinity. A plaque on the wall read “Jerusalem Municipality.” I asked the guard if the mayor was in the building. He was.“What’s his name?”“Teddy Kollek.”The mayor was waiting outside his office door when the elevator reached the top floor. I stood with him at his window watching shells seemingly blowing the city apart. “I’m going down,” he said. With two aides, he made his way to a tenement (no longer standing) behind City Hall, about 40 meters from the Old City wall. I followed. From time to time, Kollek ducked behind parked cars as the racket of gunfire echoed off surrounding buildings, making it impossible to know where the shooting was coming from. Inside the tenement, residents were sitting on the foyer floor, in the absence of a basement. Kollek’s appearance lifted spirits.“What’s going to be, Teddy?” asked a woman.“Our boys are fighting well in the south,” he said.A sergeant led the mayor to the first floor where a soldier with a bazooka, standing on a bed, nudged aside a curtain to reveal a sandbagged Jordanian position on the crenelated wall of the Old City opposite. As we descended the steps, we heard the whump of the bazooka, and felt a rush of air from the weapon’s backblast. That night, Kollek came up to The Jerusalem Post to dictate a message to the city’s residents for the morning edition. My sister, Malka, was an editor at the paper and it became my base. I used a typewriter there to write a story for my workplace on Long Island. To send it, I had to make my way through pitch dark streets to the censor’s office in the Russian Compound, touching the buildings as I walked, and using my toe to find the curb. From the censor it was a short walk to the central post office where telex operators worked through the night. At one point, I flagged down a slow moving vehicle on Shivtei Yisrael Street with paratroopers inside. They had just brought wounded comrades to hospital in a Jordanian car and were trying to find the crossing point back to the other side. I identified myself and asked if I could come with them but they declined.I spent much of the two days of the Jerusalem battle in the Musrara border area, seeing what I could of the Arab side of the city and talking with people in the shelters. Morale was high despite the furies outside. Israel Radio offered no hint of the progress of the war that first day, permitting Cairo’s claims of victory to go unchallenged.Only after midnight did Chief of Staff Yitzhak Rabin come on air to announce that Israeli forces were deep in Sinai. He was followed by air force commander Motti Hod who, in a dry and weary voice, let drop the astonishing figure of 400 Arab planes destroyed, mostly on the ground. Israeli losses, he said, were 19 planes. When I emerged from a shelter at dawn, every car on the street rested on flat tires. The vehicles had been turned into sieves by shrapnel and the air was heavy with the smell from punctured gas balloons.By the second night, the Jordanian shelling had stopped and I lay down to sleep in Independence Park. I was wakened in mid-morning by a piercing wail from an object that left a contrail behind it as it flew south, towards Bethlehem or Hebron. I made my way to The Jerusalem Post where I found Charlie Weiss, the chief copy editor, alone in the news room. There were reports, he said, that Israeli troops were already inside the Old City. I suggested that we see if we could get across. We walked to Mandelbaum Gate, about 15 minutes away, normally the crossing point for diplomats and clergy. It was empty. The soldiers who had taken over the building at the start of the war had left. The police and customs personnel who normally manned it had not yet returned. The Jordanian border post on the far side of the crossing appeared empty too. We crossed no-man’s-land and began walking through the empty streets of Jordanian Jerusalem in the presumed direction of the Old City’s Damascus Gate. At one point, we passed a Jordanian army tender that had been hit by a shell. The dead driver was still behind the wheel, one arm held high in rigor mortis. A block further on we encountered Israeli paratroopers. They said we should avoid the Damascus Gate and enter the Old City through the Lion’s Gate in the eastern city wall.Charlie continued on to the Western Wall but I remained to witness the unfolding drama on the Temple Mount. At the rear of the compound, paratroopers were poking through a stack of weapons in Jordanian army storerooms when they came on a crate of soda. As they sat drinking, they readily responded when I asked about the political implications of the battle they had just fought.“They can have all the rest back,” said one. “Just not our holy city.”Others spoke of keeping all or some of the other territory captured on the West Bank and Sinai. (The attack on the Golan had not yet begun.) One soldier favored returning everything, including Jordanian Jerusalem, in exchange for true peace. Israel’s political agenda for the coming half-century — and counting — was fixed before the last shots were fired in the city. When the war ended four days later, I sat at an outdoor cafe next to the supermarket on Agron Street to make my calculations. I had arrived five days before the war, the war lasted six days so I still had three days for sightseeing before my return flight. Watching the street’s asphalt shimmering in the June heat, however, it seemed to me that the waves rising from the roadway were not just an optical phenomenon. They represented the energy of the historical moment and of the place. I decided that I couldn’t abandon this to return to town board meetings and zoning disputes on Long Island. I sent a telex of apology to the editor, saying that I wouldn’t be returning. It was just too interesting to leave.I had no intention of remaining in Israel any length of time. I just wanted to hang around and watch events take their course and to feel the electricity. After a few weeks, however, my sister’s friends began to ask what I intended to do. It became embarrassing. “Just hang around” didn’t sound good. “Write a book” sounded better. Maybe I would actually start to write one. What kind of book? About the war, obviously. But post-war Israel was swarming with the top journalistic names in the world. I was certain that several teams were already working on the 1967 version of “O Jerusalem.”I thought of a soft niche that others were likely to ignore — a book on how the civilian population had experienced the war. Not very interesting, granted, but a legitimate cover for hanging around. I enrolled in an intensive Hebrew-language course and meanwhile started interviewing people who spoke English. The reservists who fought in Jerusalem had by this time been demobilized; when I called on a family, the husband was usually there and talked about his experience in the war itself. I was soon focusing on them — “Where were you? What unit? Then what happened?” Within a month or so, I knew that this was the way I had to go. I no longer cared if someone else was writing the same book. I was hooked. I wanted to know how battles are fought, particularly this one, and I was ideally placed to do it — footloose, unemployed, and with a whole army ready to talk.My parameters now included the men of the 55th Paratroop Brigade and the Harel tank brigade who had come to the aid of the Jerusalem Brigade, which had held the line. These reservists lived all around the country. Over the next two years, I interviewed men in 35 kibbutzim as well as villages and towns. Many were farmers and I would sometimes be led to my quarry by the sound of a tractor in the field. Wonderful people; salt of the earth. In all, there would be close to 300 interviews. Their stories comprised a massive jigsaw puzzle which could be fitted together into a narrative. It was a life experience.Abraham Rabinovich’s bestselling book “The Battle for Jerusalem” was recently re-released on Amazon as an ebook and paperback, with additional political context and a close-up of the Arab command in the battle. The final chapter is an overview of Jerusalem in the half century since the war.

Survey reveals a hawkish Israel immediately after Six Day War-Majority wanted to keep conquered territories, few willing to make major concessions for peace amid hostility to Arabs-By Sue Surkes May 24, 2017, 4:59 pm-THE TIMES OF ISRAEL

In the immediate aftermath of the Six Day War in 1967, an overwhelming majority of Israelis thought the country should hold onto the territories just conquered and very few favored major concessions for peace, according to survey material released Wednesday by the Israel Democracy Institute to coincide with the country’s marking of Jerusalem Day.Four in ten people thought Israel should rule the newly conquered Palestinians by military law, polls indicated, while 28 percent favored transferring them to other Arab countries. The figures come from a series of surveys carried out by the IDI’s Guttman Center for Public Opinion and Policy Research (then the Guttman Center) just before, during and after the war, which saw Israel conquer the West Bank — including East Jerusalem — from the Jordanians, the Gaza Strip and Sinai Peninsula from Egypt. and the Golan Heights from Syria.Wednesday’s celebration of Jerusalem Day marked 50 years since the reunification of the city in 1967, according to the Hebrew calendar.According to the Western calendar, Israeli paratroopers advanced through the Old City and took the Temple Mount and Western Wall — Judaism’s most venerated sites — on June 7, 1967.Jews had been banned from visiting these sites, under Jordanian rule, since 1948.During surveys carried out between June 11 and June 16 after the war ended on June 10, 94% of respondents thought that Israel should continue to hold on to Jerusalem’s Old City, 81% felt that Israel should hold on to the West Bank, 72% wanted the country to retain Gaza, but only 33% were interested in maintaining the Sinai Peninsula. On questions of possible peace, 62% were in favor of small concessions, with only 9% willing for the country to make large concessions.Respondents were almost evenly split on whether they thought the Arab countries would be willing to talk about peace. The survey also revealed considerable anti-Arab feeling among Israelis, more than half of whom (54%) had never visited an Arab home in Israel.Only a quarter of those polled thought Arab citizens of Israel should integrate into the life of the country, with the same rights and responsibilities as Jews.More than two-thirds (67%) were unwilling to live in a mixed neighborhood, and 53% did not want to have Arabs living in the same building.Regarding Palestinian Arabs living in land just occupied by Israel, only one in 10 respondents favored allowing them to create a state of their own.The war began in the wake of mounting tensions between Israel and its neighbors which included Egypt’s decision to close the Straits of Tiran to Israeli shipping and to mobilize forces along its border with Israel in the Sinai Peninsula.Israel launched preemptive strikes against Egyptian airfields, wiping out nearly the entire Egyptian air force.Israel ceded the Sinai Peninsula for peace with Egypt in 1979, after the signing of the 1978 Camp David Accords. It withdrew unilaterally from the Gaza Strip in 2005, but is still fighting the terror group Hamas which rules the enclave and which is committed to destroying the Jewish state. The Golan Heights was annexed by Israel, though this has not been recognized internationally.Israel’s continued control of the West Bank and East Jerusalem has deeply divided Israeli public opinion.Supporters of “Greater Israel” advocate strengthening Jewish settlement in Judea and Samaria — the area’s biblical names — to bolster security and to express the Jewish people’s historical right to the biblical Land of Israel. Those who favor withdrawal from the territories taken in 1967 believe territorial compromise is a prerequisite for peace and fear that continued Israeli rule over a reluctant Palestinian population that will soon overtake Israel’s population in size constitutes a threat to Israel’s democratic character.

Trump to launch peace push within a month – Arab report-US president planning series of incremental deals over a ‘limited period of time,’ leading up to a final agreement, al-Hayat says-By Stuart Winer May 24, 2017, 2:27 pm-THE TIMES OF ISRAEL

In the coming month, US President Donald Trump will announce a new Israeli-Palestinian peace initiative aimed at securing a series of deals ahead of a final status arrangement, the pan-Arabic daily al-Hayat reported on Wednesday.Citing a Trump administration official who was not identified by name, the report said details of the plan are still being hammered out but that it is based on “the launch of a political process for a limited period of time during which there will be separate negotiations for final-status issues.”Trump plans to make individual deals on the final status issues leading up to a final peace agreement, the official told the London-based paper. The report came a day after Trump wrapped up a visit to the region, first in Saudi Arabia and then in Israel. In addition to meeting with Prime Minister Benjamin Netanyahu, he traveled to Bethlehem in the West Bank for talks with Palestinian Authority President Mahmoud Abbas. On Tuesday, a senior White House official who gave a press briefing aboard Air Force One en route from Israel to Italy told reporters that the US was working on building strong relationships in the Middle East between Israel and its Arab neighbors that will build momentum for a peace deal between Israelis and Palestinians. On Wednesday Trump met with Pope Francis in the Vatican. The official said that “the first step [toward peace]… is to bring relationships that are warm and strong privately and bring them more public and also set forth a common set of principles that everyone wants to abide by.”While not providing details on what these common principles may be, the official said efforts should be “quiet and discreet.”Trump has repeatedly said he was looking to broker the “ultimate deal” between Israelis and Palestinians and was convinced he could do so. Trump has tasked his son-in-law Jared Kushner and former real estate lawyer Jason Greenblatt with charting a course forward. Still, White House officials had downplayed the prospects for a breakthrough on his trip, saying it was important to manage ambitions as they wade into terrain that has tripped up more-experienced diplomats. In a speech Tuesday at the Israel Museum in Jerusalem, the president heaped praise on Israel while calling on both sides to make compromises toward peace. He urged them to put aside the “pain and disagreements of the past” and declared that both sides were ready to move forward. The president notably avoided all of the thorny issues that have stymied peace efforts for decades. He did not mention Israeli settlements, the status of Jerusalem or even whether the US would continue to insist on a two-state solution giving the Palestinians sovereign territory. In a meeting with opposition leader MK Isaac Herzog on Tuesday, Kushner said Washington intended to move fast to advance a renewal of peace talks between Israel and the Palestinians, a spokesman for Herzog said, with Greenblatt reportedly set to return next week so as not to leave a “diplomatic vacuum.”Talks between Israelis and Palestinians have been in limbo since April 2014 when US-sponsored negotiations ground to a halt.Times of Israel staff contributed to this report.

We can use peace': Trump and Pope Francis meet-[Associated Press]-JONATHAN LEMIRE, NICOLE WINFIELD and JULIE PACE-YAHOONEWS-May 24, 2017

VATICAN CITY (AP) — President Donald Trump and Pope Francis, two leaders with contrasting styles and differing worldviews, met at the Vatican on Wednesday, setting aside their previous clashes to broadcast a tone of peace for an audience around the globe.Trump, midway through a grueling nine-day, maiden international journey, called upon the pontiff in a private, 30-minute meeting laden with religious symbolism and ancient protocol. The president, accompanied by his wife and several aides, arrived at the Vatican just after 8 a.m. local time.Upon completing their meeting, the pope gave the president a medal featuring an olive branch, a symbol of peace, among other gifts."We can use peace," the president responded. The visit began with a handshake after each man arrived, Trump in a lengthy motorcade, Francis in a Ford Focus. The president was heard thanking the pope and saying it was "a great honor" to be there. They posed for photographs and then sat down at the papal desk, the pope unsmiling, as their private meeting began. It ended a half hour later when Francis rang the bell in his private study. The pontiff was then introduced to members of Trump's delegation, including his wife Melania, his daughter Ivanka and son-in-law Jared Kushner, as well as aides Hope Hicks and Dan Scavino.Smiling for the staff, Francis had a light moment with the first lady, asking via translator, "What do you give him to eat, potica?" referring to a favorite papal dessert from her native Slovenia. The first lady laughed and said "Yes." She and Ivanka covered their heads in a sign of papal respect, a gesture they did not partake in Saudi Arabia. As is tradition, the pope and president exchanged gifts. Trump presented the pontiff with a custom-bound, first-edition set of Martin Luther King Jr.'s works, an engraved stone from the King memorial in Washington and a bronze sculpture of a flowering lotus titled "Rising Above.""I think you'll enjoy them. I hope you do," Trump said. The pope presented Trump with the medal, a message of peace and three bound papal documents that to some degree define his papacy and priorities, including the family and the environment. The pope told Trump he signed the message "personally for you." Trump said he would read the books. When Trump departed, he told the pope: "Thank you, I won't forget what you said."Afterward, as he met with Italian Prime Minister Paolo Gentiloni, Trump said of the pope: "He is something.""We had a fantastic meeting," the president said. "It was an honor to be with the pope."Hours later, Trump tweeted the meeting was the "honor of a lifetime." A statement released by the Vatican later said "satisfaction was expressed" at their "joint commitment in favor of life" and that there was hoped-for collaboration on health care and assistance to immigrants and protection of Christian communities in the Middle East.In recent days, Francis and Trump have been in agreement on a need for Muslim leaders to do more against extremists in their own communities. But there are few other areas where their views align. The president's prior anti-Muslim rhetoric — including his musing that Islam "hates" the West — is the antithesis of what the pope has been preaching about a need for dialogue with Muslims. Francis also differs sharply with Trump on the need to combat climate change and economic inequality.Trump's predecessor, Barack Obama, had a private audience with Francis at the Vatican in 2014 that lasted 50 minutes. But the timing Wednesday was tight as Francis had his weekly Wednesday general audience. The thousands of pilgrims on hand forced Trump's motorcade to enter Vatican City from a side entrance rather than the grand entrance through St. Peter's Square. The meeting, which concluded Trump's tour of the world's largest monotheistic religions, comes after the president and pope collided head-on early last year, when Francis was sharply critical of Trump's campaign pledge to build an impenetrable wall on the Mexican border and his declaration that the United States should turn away Muslim immigrants and refugees."A person who thinks only about building walls, wherever they may be, and not building bridges, is not Christian," Francis said at the time. The pontiff has been a vocal advocate for aiding refugees, particularly those fleeing the violence in Syria, deeming it both a "moral imperative" and "Christian duty" to help.Trump then called Francis "disgraceful" for doubting his faith.Though both Trump and Francis are known for their unpredictability, papal visits with heads of state are carefully arranged bits of political and religious theater that follow a specific program, with little room for deviation or unwanted surprises. Trump, the 13th president to visit the Vatican, was also given a tour of the Sistine Chapel.Trump's visit to the Eternal City follows two stops in the Middle East where he visited the cradles of Islam and Judaism. In Saudi Arabia, he addressed dozens of Arab leaders and urged them to fight extremists at home and isolate Iran, which he depicted as menace to the region. And in Israel, Trump reaffirmed his commitment to strong ties with the nation's longtime ally and urged Israelis and the Palestinians to begin the process of reaching a peace deal. No details or timetable have yet to be established for negotiations. But while Trump received extravagantly warm welcomes in Riyadh and Jerusalem, the reception could grow much now that he's reached Europe, site of widespread protests after his election. Climate change activists projected the words "Planet Earth First" on the massive dome of St. Peter's Basilica at the Vatican Tuesday night and protests are expected later in the week when Trump travels to Brussels for a NATO meeting and Sicily for a G-7 gathering.___Follow Lemire on Twitter at http://twitter.com/@JonLemire , Winfield at http://twitter.com/@nwinfield and Pace at http://twitter.com/@JPaceDC___This story has been corrected to reflect the pope asked about potica, not pizza.
