One who is national as much as European, modern yet seeking tradition, but one who will have to start a revolution in order to stay in power.The image of Macron walking alone on Sunday evening (7 May) in the majestic courtyard of the Louvre Palace, the residence of the French kings, had an unusual feeling of solemnity for such an occasion.This feeling was also unexpected for the thousands of supporters who had been waiting for him in front of a large stage, set next to the Louvre's glass pyramid, where DJs had played music as diverse as the mostly young and multi-ethnic crowd.But the staging was symbolic on many different levels.-Symbolic stage-The fact that Macron walked to the tune of Beethoven's Ode to Joy, the EU's anthem, was a strong statement of his views: that France can no longer be itself without the EU - especially after defeating Marine Le Pen, who wanted to take France out of the EU.The message was bold in a country in which 10.6 million people had just, on Sunday, voted for the far-right anti-EU Le Pen. His closest aides felt it would be presumptuous for the young candidate to appear to be making demands of Merkel before he was even elected.But the debate highlighted divisions within his camp over how best to deliver on one of Macron's biggest election promises: turning the troubled Franco-German couple into a force for closer integration in Europe."You have three camps within the Macron world: those who want to confront Germany aggressively, those who want to be friendly but firm, and those who simply want to follow the German lead," said one person familiar with the debate.Macron himself has signaled that he wants to take the middle road. Provincial officials will be in Ottawa Tuesday to help residents whose homes have been flooded apply for disaster relief funding, Mayor Jim Watson said Monday, but the city will not declare a state of emergency or ask for military support.As of Monday morning, 310 homes in Ottawa have been directly affected by flooding and 75 families have been displaced.Watson said 275 of those homes are in West Carleton, 25 are in Cumberland and 10 are in Bay Ward.The mayor began the briefing by thanking first responders and volunteers who have been working on the ground to help residents during what he called a difficult time."I've watched neighbours help neighbours fill sandbags and neighbours help neighbours leave their homes," Watson said."In Cumberland I heard about a team who worked tirelessly over a two-day period to save six properties from the water," Watson said, adding that unfortunately, they were unsuccessful in the end.In Constance Bay, volunteers served 1,200 hot meals on Sunday."Everyone is stepping up under incredibly difficult circumstances," Watson said.He expects the city will continue to need volunteers for the next three weeks. Residents can sign up online on the city website.-3 information sessions scheduled for Tuesday-The city has scheduled three information sessions for Tuesday so residents affected by the flooding can get information about how to apply for disaster relief funding from the province.The maximum payment per application is $250,000, Watson said.Residents are advised not to get rid of any ruined furniture or appliances until they've taken pictures of the damage. People are also asked to keep any receipts for expenses they've incurred during the flooding.The meetings will run about one hour and take place at the following locations: - 1 p.m. at the Nepean Sportsplex - 3:30 p.m. in Cumberland at the R.J. Thousands of Canadians across the country spent the weekend in a desperate struggle with rising floodwaters caused by unusually persistent rainfall.Quebec has been hardest hit, with nearly 1,900 flooded homes in roughly 130 municipalities, from the Ontario border in the west, to the Gaspe peninsula.National Defence said in a release that approximately 800 additional troops were deployed in Quebec on Sunday, joining more than 400 Canadian Armed Forces members already assisting with the flood effort in the province.The troops, along with aircraft and 12 boats from the Naval Reserve, were being positioned to aid communities across Quebec, several of which are under a state of emergency, it said in a release.On Sunday, Montreal became the latest Quebec city to declare a state of emergency after three dikes gave way in the Pierrefonds-Roxboro borough, in the north end of the city by the Rivieres des Prairies.Canadian Forces Capt. Frederick Lavoie was overseeing 35 army reservists bagging sand and helping to save houses along the river in Pierrefonds.His men, all from the Montreal area, took over from a regular forces unit Sunday morning and "couldn't wait to get their hands dirty and feet wet," Lavoie said.There should be up to 100 reservists helping in the borough by Tuesday, he added."We are here to serve the civilian power," Lavoie said. "The main thing we can do is save houses from being flooded. As flooding continues to wreak havoc across Quebec, officials have been forced to shut down a vital stretch of road and close several schools in and around the island of Montreal.The Galipeault Bridge, a major artery connecting the island of Île-Perrot and Montreal along Highway 20, is completely closed to traffic due to mounting water accumulation.Authorities were forced to close the bridge in both directions shortly after 7 p.m. on Sunday as high water levels have nearly reached the bottom of the structure."It's a safety measure to make sure the area is safe for drivers," said Transports Québec spokesperson Martin Girard, adding they are monitoring the structural integrity of the bridge.Girard could not say when the bridge may reopen and that it will depend on the level of water around the bridge.Transports Québec are asking motorists in the area to stay home if possible. Girard suggests that if residents must come onto the island of Montreal they take Highway 40 through Vaudreuil-Dorion or Highway 30.
Residents have also been told to steer clear of the area for their own safety by the Sûreté du Québec.This comes as both Montreal and Laval declared states of emergency on Sunday amid rising floodwaters caused by days of steady rainfall. So far, more than 120 municipalities are affected by flooding, according to Urgence Québec.-Floodwaters close several schools-Several schools will also be closed in and around the island of Montreal on Monday as high water levels continue to wreak havoc across Quebec.Lester B. With the legalization of marijuana on the way to Canada in 2018, Brad Wither looked at his family farm located just south of Winnipeg and saw a business opportunity.The 26-year-old labourer wants to become a licenced marijuana producer, hoping to get in on the medical marijuana side of the business to be ahead of the pack when it's legal. "What we have been seeing is that people who got in on the medical side right before recreation passed in states like Colorado, Washington and Oregon, if you get on the medical side before, the profits behind recreation that follows is exponential," he said.Wither isn't the only Manitoban seeing the business side of legalization. A packed Cannabis Canada conference in Winnipeg on Friday and Saturday saw a lot of people looking into how they can capitalize on the emerging industry."There is quite a bit of business opportunities if we are going to be legalizing cannabis," said Colette Rivet, executive director for the Cannabis Canada Association. "We want to make sure that people understand what they are getting into as well."A 2016 report from CIBC World Markets estimated a Canadian pot market could be worth about $10 billion annually. It said the country's federal and provincial governments could reap as much as $5 billion annually in tax revenues from the sale of legal marijuana.Rivet said before people jump into the business it's important to learn about regulations, necessary supplies and the constantly changing technology.That's why Wither went to the conference. He has the land but wants to learn about how to rezone, the best cost-saving measures for equipment and other details of the business.His goal is to be a licenced producer in three years, starting with medical marijuana."I'm hoping that we will be the biggest or one of the biggest in Manitoba for licenced producing," he said.Manitoba's two Health Canada-approved producers of medical cannabis are currently Delta9 and Bonify. As of March 31, Health Canada received 1,630 licence applications to grow medical marijuana. There are currently only 43 licensed producers in Canada.Wither may have already crossed one of the largest hurdles — convincing his family to drastically change what the farm is used for."At first they were a little bit thrown back. Whether you are a Liberal or a Conservative it's a touchy subject," he said."There's still a stigma with it but I would say it's more acceptable than it was four years ago. DES MOINES, Iowa — The owners of a giant rabbit that died after flying from the United Kingdom to Chicago want to know more about the animal's death and why he was so quickly cremated.Attorney Guy Cook said Monday that the owners of the rabbit, named Simon, are troubled that he was cremated without a necropsy, or postmortem examination, soon after his death April 20. Cook says he sent a letter to United Airlines last week but hasn't heard back.Simon had been expected to grow to become the world's largest rabbit. Cook says the buyers had planned to enter Simon at the Iowa State Fair and display him later to raise money for the fair.The owners are seeking the costs of buying and transporting the rabbit and future earnings.The Associated Press.
