MONTREAL — About 400 soldiers headed to various regions of Quebec on Saturday to help cope with the heavy flooding caused by unrelenting rain in Central and Eastern Canada in recent days.The Canadian Forces personnel were deployed to western and central Quebec and in and around the Montreal area as water levels continued to threaten hundreds of residences."People are tired psychologically and municipal authorities are running on empty in terms of resources," said Eric Houde, director general of Quebec's civil security services.More than 130 communities in the province have been hit by the flooding, with some 700 people forced to abandon their homes.In Pierrefonds, in western Montreal, 47 residents of a rehabilitation centre were forced to leave the premises Saturday as a precautionary measure.They were transported to other locations.Quebec Environment Minister David Heurtel said Friday that rain in the province was forecast to reach historic levels — "beyond the worst scenarios that have occurred in the last 55 years."Residents in Ile-Bizard, an island just northwest of Montreal that has been badly affected by the flooding, were still trying to cope Saturday with the rising water levels.Steve Lapierre, who lives in a basement apartment, said he was awakened by a neighbour who told him about the flooding."I got up, and I immediately stepped into water," said Lapierre. With more heavy rain expected across the national capital region Saturday, some of the more than 400 Canadian soldiers who are being deployed to help with the flooding relief efforts in Quebec are coming to Gatineau, government officials said Saturday.The soldiers will be deployed to the four most affected areas in Quebec, including Gatineau, which has already seen 399 people forced out of their homes.Quebec Public Safety Minister Martin Coiteux and Justice Minister Stéphanie Vallée held a joint press conference Saturday afternoon in Gatineau with the city's mayor Maxime Pedneaud-Jobin.So far, one unit of troops has been deployed from CFB Valcartier to support local Quebec authorities as they try to prevent damage from the flooding.Coiteaux said army personnel are assisting with flood co-ordination, but are not yet on the ground in Gatineau.He urged residents affected by the flood to heed advice from firefighters who are knocking on doors this weekend."If we ask you to leave, it's because of your safety," Coiteaux said.So far, 219 homes in Gatineau have been evacuated.Another resident told CBC by phone Saturday that he and his wife surveyed the flooding in and around their neighbourhood from their canoe. Alan, who asked that his last name not be used, said a delivery man tried to deliver some coffee to a man who was pumping water out of his basement. When the delivery man couldn't reach the home, Alan's wife offered to hand over the coffee using their canoe.-Residents fleeing as water level rises-Another deluge of rain Saturday is swelling the Ottawa River and forcing more Gatineau residents from their homes, adding to the 850 people across the province of Quebec who have already left due to flooding.Another 15 to 25 millimetres of rain is expected to fall Saturday in Ottawa-Gatineau, bringing the total rainfall amount to as high as 70 millimetres, according to Environment Canada. A risk of a thunderstorm could bring that amount even higher.Jonathan Brennan in Gatineau was overwhelmed Saturday morning trying to save his home from the flood."I've been working hard since Monday and it's now Saturday morning," he told CBC News, with this voice breaking."It's not that I've failed, I tried so hard. MOSUL, Iraq (Reuters) - The Iraqi man laid the body of his wife, wrapped in a black shroud, gently on the bow of a small wooden boat and held onto it as a second man rowed slowly to pick up the man's three children standing a few meters away.The two teenage girls and young boy climbed in, careful not to disturb the balance, for the crossing taking their mother, killed in an air strike this week, to the east bank of the Tigris River.This crossing is no ancient rite, however.It is an extra hardship heaped on the family by the flooding of the Tigris and the disassembly of the last pontoon bridge linking the two sides of Mosul, where U.S.-backed Iraqi forces have been fighting to oust the Islamic State militants who seized the city in 2014.Loading up everything from clothes and food to injured or dead relatives, hundreds of families exhausted by war have been crossing the river on small, rickety fishing boats capable of holding only five or six people.Many have been leaving the Musherfa district of western Mosul after U.S.-backed Iraqi forces took it from Islamic State on Friday, hoping to reach the relative safety of the eastern banks of the river."We suffered Islamic State's injustice, and now that we are free we were promised five bridges," said 45-year-old Mushref Mohamed, an ice factory worker from Musherfa. NEW YORK (Reuters) - Heavy, wind-driven rain soaked the New York City area on Friday afternoon, causing local flooding and an array of transportation delays across the heavily populated region.The National Weather Service issued flash flood warnings for much of New York City and several suburban counties as a weather system that stretched across much of the Eastern Seaboard dumped three inches of rain on the metropolitan region in three hours.The rain forced the closure of Manhattan's West Side Highway, a major thoroughfare along the Hudson River, for at least 10 blocks, and caused extensive traffic delays citywide, New York City's Office of Emergency Management said.While the intensity of rainfall had diminished shortly before the evening rush hour, water in flood-affected areas was expected to take several hours to recede.The weather service received reports of flooding across all five boroughs of New York City, prompting some vehicle rescues, spokesman Tim Morrin said."The problem was the rain came down so heavy and so fast that the drainage couldn't keep up," Morrin said. "Roads became quickly impassible."Many flights in and out of New York airports experienced long delays and there were many cancellations. (Marching forward) movement said in a statement that it had been "the victim of a massive and co-ordinated hacking that gave rise this evening to the diffusion on social networks of various internal information (emails, accounting documents, contracts …)”.It said the documents posted on the internet, under the hashtags #MacronLeaks and #Macrongate, were "fake documents added to authentic documents in order to sow doubt and disinformation".It said that the operation was "manifestly a destabilisation of democracy, as we saw it in the US during the last presidential campaign" and that the authors wanted to "harm the En Marche! movement a few hours before the second round".Macron's campaign did not say who it thought was behind the operation.The release of documents appears to have been well coordinated and followed the model of what US intelligence alleged was a Russian-led campaign last year against Democratic presidential candidate Hillary Clinton, Donald Trump's opponent.The documents seem to have been first posted in a file-sharing site and relayed by 4chan.org, an online message board.The 4chan.org board was already used in recent weeks to create anti-Macron memes.Earlier this week, it was also used to spread a fake story that Macron had hidden funds in the Bahamas.Just hours later, on Wednesday evening, Le Pen hinted during a TV debate with Macron that information on the accounts would be "revealed in the coming days or weeks".Friday's leaks were released by Wikileaks with the #MacronLeaks hashtag. It said the files contained "many tens of documents".The whistleblower website created by Julian Assange added credit to the leaks by saying they were "a significant leak" in which it had "not yet discovered fakes" and that it was "not economically feasible to fabricate the whole".During the US campaign, Wikileaks was used to release thousands of internal documents that had been hacked from Clinton's Democratic Party's networks.According to Nicolas Vanderbiest, a Belgian expert who has been monitoring how fake news and rumours were spread on social media during the French campaign, the hashtag #Macrongate was first used by Jack Posobiec from The Rebel Media, a right-wing Canadian outlet.Posobiec was also instrumental in spreading the rumours on Wednesday about accounts in the Bahamas.Originating from Posobiec and Wikileaks, dozens of French and international pro-Russian and pro-Trump accounts tweeted about the leaks, Vanderbiest found. He also found that many of these accounts were used to spread the Bahamas rumour.The leaks and the tweets were released just as the official campaign for Sunday's election was closing.Starting from midnight on Friday until the end of the vote on Sunday evening, French law prevents candidates and their supporters from speaking publicly.In a "recommendation to media" released during the night, the French electoral commission said that "the free expression of the voters' suffrage and the sincerity of the vote [were] at stake".The commission asked media not to publish the content of the leak and reminded that propagation of fake news could be punished as a crime.Macron's statement was released just before the speaking ban.At the same time, the leaks were used by leaders of the National Front (FN), Le Pen's party.In a tweet, the FN's number two and Le Pen's political strategist Florian Philippot asked if the leaks would reveal "things that investigative journalists have deliberately kept quiet about."He said the alleged media silence was a "frightening democratic wreck".Earlier in the day, Philippot, who is a also member of the European Parliament, had posted what looked like a smartphone screenshot in which an En Marche! section in Reims, in eastern France called on supporters to "kill" Le Pen.In his tweet, he asked Macron for an explanation about the alleged message. But the screenshot was quickly debunked as a photomontage.Philippot's tweets and Le Pen's announcement of the Bahamas story demonstrate that the far-right FN has not hesitated to use fake news, or unverified news, to campaign against and discredit Macron.A probe was opened by prosecutors over the Bahamas story after Macron filed a complaint. He said on Thursday that Le Pen had "allies which are linked to Russian interests".The last opinion polls published before the end of the campaign showed that Macron could beat Le Pen on Sunday by 61-63 percent against 37-39 percent.Friday's operation may not swing the vote, but it could help Le Pen gain a better result, as well as weaken Macron at the start of his mandate and ahead of legislative elections in June.In messages on Twitter, just before publishing the leaks, WikiLeaks said that they came "too late to shift the election".

Kano (Nigeria) (AFP) - Scores of Nigerian schoolgirls who were among more than 200 kidnapped by Boko Haram in 2014 have been released, multiple sources told AFP on Saturday, with unconfirmed reports that at least 80 have been freed."I can confirm they have been released," said a senior government minister, who asked not to be identified, adding that an official statement would be released later.A military and a civilian militia source in Banki, near the border with Cameroon, said "at least 80" girls were brought to the town late afternoon on Saturday."The girls are now lodged in the military barracks and will be flown to (the Borno state capital) Maiduguri tomorrow (Sunday)," said the military source.The civilian militia member gave an identical account.Enoch Mark, a Christian pastor whose two daughters were among those kidnapped, said he was told of the release by the Bring Back Our Girls pressure group and an official in Maiduguri.He added: "This is good news to us. We have been waiting for this day. We hope the remaining girls will soon be released."Bring Back Our Girls said it was awaiting an official statement but added: "Our hopes and expectations are high as we look forward to this news being true and confirmed."Boko Haram fighters stormed the Government Girls Secondary School in the remote town of Chibok on the evening of April 14, 2014 and kidnapped 276 girls.Fifty-seven managed to escape in the hours that followed but the remaining 219 were held by the group.Boko Haram leader Abubakar Shekau claimed in a video message that they had converted to Islam.The audacious kidnapping brought the insurgency to world attention, triggering global outrage that galvanised support from the former US first lady Michelle Obama and Hollywood stars.Twenty-one girls were released in October last year after negotiations between Boko Haram and the Nigerian government brokered by the International Committee of the Red Cross (ICRC) and the Swiss government.Three others were also found.At the time of the release of the 21, President Muhammadu Buhari's spokesman Garba Shehu said the government was hoping to secure the release of 83 others being held by a different Boko Haram faction.Last month he said in a radio interview that there were ongoing negotiations involving "some foreign entities" to release the 195 girls believed still held.He told BBC Hausa the ICRC and Swiss government "have not withdrawn their support in the negotiations".Other countries were also involved, he added, without elaborating.

The mayor of Prince Albert, Sask., says the city will still grant a request to fly an anti-abortion flag at city hall but only if the applicants submit a new design.A group in Prince Albert called on the city last month to vote against flying a flag depicting a fetus above the slogan "please let me live."On Friday, Prince Albert Mayor Greg Dionne issued a news release saying the city had asked the applicants to submit a new design."All groups have a fair opportunity to have their issues represented and as a democratic institution, the city has an interest in respecting the right for residents to express themselves," said Dionne."When speaking with people it was apparent that it was the picture on the flag that was at issue."We are prepared to grant the request, but we have asked that a new flag be submitted without this particular imagery which does not give them enough time for this year."Flag flown at city hall annually for more than a decade: Mayor-Dionne said last month he believes the city has been allowing the flag to fly outside city hall temporarily for more than a decade.This year, it was intended to be flown in May for Celebrate Life Week.Last month, a group opposing the flag collected 300 signatures on a petition calling to "not allow the flying of an anti-abortion flag."The decision on whether to fly the flag was referred to the mayor's office after opponents raised concerns at the April 3 council meeting.The city said Dionne's office, along with the director of community services, had reviewed the objections and concluded that the flag is "not consistent with any nationally or provincially approved flag, which is unique to this group."-Mayor wants new application procedure-Dionne said he wants the city's procedure for approving flags to be amended to require a picture of the design.The flying of the flag outside city hall has previously been organized by the Prince Albert office of the Saskatchewan Pro-Life Association and the Jubilation Program.Mayor Dionne said last month he was in favour of all flags that flew on the city's flagpole, adding that he believes everyone has a right to be heard.

(Reuters) - Planned Parenthood, the U.S. medical services provider that could lose federal funding under the Republican-controlled House of Representatives' healthcare overhaul bill, said it would hold dozens of demonstrations outside the local offices of members of Congress across the country on Friday and Saturday.The protests will target some of the 217 Republican representatives who voted to pass legislation on Thursday that would repeal and replace the Affordable Care Act, or Obamacare, the healthcare law passed in 2010 under former President Barack Obama."We're standing together as women, people of color, immigrants, and as people of faith, and we're fighting back to make sure that every single politician in America knows that we will not stand for 'defunding' Planned Parenthood," Kelly Robinson, the national organizing director of the Planned Parenthood Action Fund, said in a statement.The bill still needs approval by the U.S. Senate. President Donald Trump, a Republican, praised the bill's passage in the House but acknowledged that some of its provisions may change before it becomes law.A part of the Republicans' proposed American Health Care Act would prevent Planned Parenthood from being reimbursed for any of its services, including cancer screening and pre-natal care, through the Medicaid program for the poor. After a months-long application process that culminated in a 15-minute adjudication, Samer Habib's refugee application has been approved.The 23-year-old man from Egypt applied for refugee status in February, afraid for his life if he returned to his home country because he is gay.On Friday, Habib and an adjudicator from B.C. completed the final questioning and the adjudicator told him her answer — yes."It was amazing. I was ecstatic," Habib said, sitting next to his boyfriend, Giovanny Penner. "We started crying and we hugged each other, and everyone in the room started getting emotional."Penner, who waited outside the room before being called in to hear the decision, said he was trembling when it was delivered."We're definitely going to be sleeping well tonight," he said. "We've been up long nights, sleepless nights, with the case. Definitely we will be enjoying our rest tonight, that's for sure."-Habib said he hopes other LGBT refugee claimants like him know -His case was the first in the province to be processed since new guidelines for evaluating LGBT refugee claimants were brought in for the Immigration and Refugee Board of Canada, said his lawyer, Bashir Khan.Khan has called the new guidelines "revolutionary.""It really brings the concept of human rights right into an adjudicative refugee hearing that was perhaps not there [before] … because it recognizes and acknowledges the particular vulnerability that LGBTQ refugees face as opposed to straight people," Khan said.For that reason, Khan said Habib's victory was a big moment for other LGBT refugee claimants, too."Yes, it is, because the system is working," he said.-'You deserve that level of respect'-Habib came to Canada about five years ago with a student visa and attended the University of Winnipeg. After graduating, he started working at the school with a work permit. He was set to apply to immigrate, but when it came to light he'd have to go back to Egypt to renew his passport — and serve three years mandatory military service — he applied for refugee status.Homosexuality in private is not against the law in Egypt, but other laws have been used to prosecute gay men, Khan told CBC in February. In 2014, four men were sentenced to up to eight years in prison for "homosexual acts," the BBC reported at the time.In 2016, Human Rights Watch reported that forced anal examinations are used regularly in the country in prosecuting homosexual sex.When Habib applied, he said he didn't expect to get approved. After months of paperwork and meetings with lawyers, he said he was full of anxiety in the moments before walking into the room to begin his adjudication.Once it began, he said the IRB adjudicator was respectful and professional, and, as per the new guidelines, didn't drill into intimate questions about his sexuality. He said the adjudicator seemed respectful, professional and fair.Habib said he hopes other LGBT refugee claimants know they deserve the same respectful treatment."I'm very optimistic for next cases to come that people are going to be treated fairly in terms of their claims, and with respect," he said. "And that's what they should expect. Just because you're a refugee claimant doesn't mean you should be humiliated or degraded, but you deserve that level of respect from the decision-maker, and I'm glad to see that."-'Love always wins'-Habib also wants them to know there's help and support out there for them, and they should ask for it, if they need it."I'd like to say to other people in situations that might be like mine or similar, is that you just have to have hope," he said. "Trust yourself. When I first started, I didn't think that I was going to make it to this period, to the end, you know?""There's so many struggles throughout the way, people will tell you at the very beginning that you shouldn't be doing this, it's not the right thing. But you have to trust yourself and trust your guts."Habib said he got invaluable help from supportive friends and community resources like the Rainbow Resource Centre.After the long process, Habib and Penner planned to get a good rest on Friday and celebrate in earnest on Saturday.From there, they hope to move in together and both plan to pursue further education."I just want to tell everyone, you know, they should be themselves," Penner said. "I know they will be scared, of course. There will be people, of course, that won't support them. But also there's going to be a tremendous amount of people that will support them, and will still love them no matter what. So saying that, of course, I believe that love always wins, you know?"

(Reuters) - Tennessee Governor Bill Haslam on Friday enacted a bill that critics say is an underhanded way of denying rights to same-sex couples by insisting on the "natural and ordinary meaning" of words in state statues.The legislation, which was signed by the Republican governor despite pressure from civil liberty and gay-rights groups, requires words in Tennessee law be interpreted with their "natural and ordinary meaning, without forced or subtle construction that would limit or extend the meaning of the language." It did not explain, however, what that means.Civil rights and lesbian, gay, bisexual and transgender (LGBT) advocates warned the law is meant to undermine the rights of same-sex couples in any statutes that include words like "husband," "wife," "mother" or "father."Neither of the two sponsoring lawmakers, Republican state Senator John Stevens and Republican state Representative Andrew Farmer, could be reached to comment.However, the Knoxville News Sentinel reported Stevens said he proposed the measure partly to compel courts to side more closely with the dissenting opinion in the U.S. Supreme Court's landmark 2015 ruling in the case of Obergefell v. Hodges which legalized same-sex marriage.Haslam said on Friday he believes the law will not change how courts interpret legal precedent."While I understand the concerns raised about this bill, the Obergefell decision is the law of the land, and this legislation does not change a principle relied upon by the courts for more than a century, mitigating the substantive impact of this legislation," he said in a statement.The Tennessee measure is one of more than 100 bills introduced in U.S. state legislatures this year that to curtail LGBT rights, said Cathryn Oakley, senior legislative counsel for the LGBT advocacy group Human Rights Campaign.While public opinion polls and court rulings have shifted in favor of same-sex rights in recent years, there is ongoing pushback from the 2015 ruling, Oakley said.Last month, a Kentucky family court judge made headlines by issuing an order stating he would not hear adoption cases involving same-sex couples due to personal objections.
