In those conditions, respiratory and intestinal ailments abound and children are "the first to get sick," Fornara said."They live in tents when there are tents and at night they start to get cold," she said.Nationwide, nearly 15 percent of Peruvian children suffer from malnutrition. In many of the areas devastated by floods those numbers are even higher. In Piura, for example, 20 percent of children are considered malnourished."In an emergency situation, the situation is even more severe," Fornara said. BRUSSELS, Today, 17:34-The EU is reducing its overall target of how many asylum seekers need to be relocated from Italy and Greece by September.Governments around the EU had committed to initially relocating 160,000 under a two-year scheme that was later amended to around 98,000.That figure is likely to drop again to just over 33,000, given that the number of people eligible for the scheme is far lower than the initially stated ceiling."The number of those who are eligible for relocation in Italy and in Greece is indeed turning out to be lower than the original targets," EU migration commissioner Dimitris Avramopoulos told reporters on Wednesday (12 April).It means that even if EU states don't meet their stated quotas, they are still likely to relocate those who have been registered.People who are eligible usually have a high chance of receiving asylum, but the nationalities of the individuals change over time.Since earlier this month, only people from Antigua and Barbuda, Bahrain, British overseas countries and territories, Eritrea, Grenada, Guatemala, Syria and Yemen are eligible.The EU commission is now calling the scheme a success even though only 16,340 people have been relocated as of 10 April.Some 14,000 people in Greece and around 3,500 in Italy are registered and ready to be relocated."It is absolutely possible to relocate all those eligible in Greece and in Italy by the end of September," said Avramopoulos."The numbers I gave you today proves finally that this scheme has started working," he said.But unless far more people become eligible for the scheme, a total of only around 33,840 will be relocated by the end of September.Avramopoulos also listed a number of recommendations to "reach this objective" of relocating "eligible" asylum seekers.He then praised Austria for agreeing to take in 50 children from Italy after Vienna had asked for a one-year exemption earlier this year.When pressed on whether the amended 98,000 target for September is no longer valid, an EU commission official said the ceiling figure had been based on the migrant flows at the time of the decision almost two years ago.The official noted that times have changed, with the number of people leaving from Turkey to reach the Greek Aegean islands no longer being a big issue.Even though some 25,000 people arrived in Italy since the start of the year, national authorities are struggling to get people into the scheme, given the administrative bottlenecks, delays in response times, and stringent demands from receiving states.Some EU member states will only take single mothers with children and refuse single men.Others, such as Bulgaria, refuse Eritreans even though 21,000 arrived in Italy alone last year.States are also refusing people over security issues, despite having already been vetted by the Greek and Italian authorities.Logistical restrictions on flights demanded by EU countries only serve to complicate matters further.Some, like Germany and France, only want monthly transfers of people to take place at the end of the month on chartered flights.Others demand transfers that are scattered throughout the month, but only on commercial flights.

Raida Farzat uses her artwork to help her cope with the horrors she and her family experienced before escaping war-torn Syria.The soft-spoken 13-year-old vividly remembers hearing bomb blasts. She was particularly traumatized when she saw pictures how people tore apart their family home in the small city of Homs, located in western Syria."Everything was destroyed, I remember my toys were all scattered on the floor and dirty and even pictures were burned," Farzat said.Her family arrived in Windsor in November 2014 as refugees. While her parents say Farzat suffered from depression, they say they've noticed an improvement recently and credit her artwork."I'm not really good with speaking so drawing is my way of expressing myself," Farzat explains. "It's my hobby and I really like it. I really like drawing my feelings."One of her paintings shows a young girl with bombs, fire and images of war behind her."When I was drawing this I was thinking of any refugee who is escaping from war. The maple leaf represents how they came to Canada and to safety," said Farzat.-'Very creative'-That's not an uncommon coping mechanism, according to a clinical psychologist."It's sounds like a very creative and very healthy way for this young girl to express herself, " says Dr. Ben Kuo, who is beginning a five-year national study on the physical and mental health of Syrian refugees. "I think what is difficult for refugees, regardless of the age, when they are fleeing from their hometowns there's really not a lot of time to really make sense of what happened to them."Farzat also likes helping others. She's donated five drawings to the Diocese of London so they could sell them and use the money to help other refugee children in need. Claire Roque says the money was used to buy toys to keep children occupied while their parents go through their refugee hearings.

UNITED NATIONS (Reuters) - The United States told Russia at the United Nations on Wednesday that is it isolating itself by continuing to support Syrian President Bashar al-Assad, while Britain said its scientists found sarin was used in a deadly toxic gas attack on Syrian civilians last week.Russia is set to block a push by Western powers at the United Nations later on Wednesday to bolster support for international inquiries into the April 4 toxic gas attack in Syria. It will be Moscow's eighth veto in support of the Assad government since the Syrian war began six years ago."To my colleagues from Russia - you are isolating yourselves from the international community every time one of Assad's planes drop another barrel bomb on civilians and every time Assad tries to starve another community to death," U.S. Ambassador to the United Nations Nikki Haley, told the U.N. Security Council.During a heated Security Council meeting, Russia's deputy U.N. envoy Vladimir Safronkov told the 15-member body that Western countries were wrong to blame Assad for the attack in the town of Khan Sheikhoun."I'm amazed that this was the conclusion. No one has yet visited the site of the crime. CARACAS (Reuters) - Venezuelans blocked streets and lit fires during scattered protests across the country on Tuesday night with over 40 people arrested during the growing anti-government unrest in the midst of a crippling economic crisis.In a worrying sign for leftist President Nicolas Maduro, groups in low-income, traditionally pro-government neighborhoods took to the streets in nighttime protests during the typically calm Easter week, witnesses and opposition lawmakers reported.Many were galvanized by footage of a crowd in the poor town of San Felix heckling and throwing objects at the usually closely-protected Maduro during a rally on Tuesday, before state television cut off the broadcast."Last night's protests in Caracas and the provinces are not isolated occurrences, we Venezuelans are sick of living in a dictatorship," said opposition lawmaker Olivia Lozano on Twitter, as the coalition prepared for another protest on Thursday.Witnesses said residents of a number of working-class Caracas neighborhoods blocked streets with trash or burning debris, describing confused street melees and clashes with security forces.Government officials did not provide an official account of the events, and the Information Ministry did not respond to an email seeking comment.The opposition says Maduro has morphed into a dictator after a Supreme Court decision in late March to assume the functions of the opposition-led congress. PORT-AU-PRINCE, Haiti (AP) — The Haitian girl known Victim No. 1 was 12 when she first had sex with a Sri Lankan peacekeeper. She says she didn't even have breasts yet.The boy, known as Victim No. 9, was 15 when his ordeal began. Over the course of three years, he said he had sex with more than 100 Sri Lankan peacekeepers, averaging about four a day.From 2004 to 2007, nine Haitian children were exploited by a child sex ring involving at least 134 Sri Lankan peacekeepers, according to a U.N. report obtained by The Associated Press.Often the children were given cookies or a few dollars in exchange for sex. Although 114 of the peacekeepers were sent home, none was ever jailed for the abuse.Justice for victims is rare. An Associated Press investigation of U.N. missions during the past 12 years found an estimated 2,000 allegations of sexual abuse and exploitation by peacekeepers and U.N. personnel around the world — signaling the crisis is much larger than previously known. More than 300 of the allegations involved children, the AP found, but only a fraction of the alleged perpetrators were jailed.In March, U.N. Secretary-General Antonio Guterres announced new measures to tackle peacekeeper misconduct. But the proclamation had a depressingly familiar ring: More than a decade ago, the United Nations commissioned a report that promised to do much the same thing, yet most of the reforms never materialized.For a full two years after those promises were made, the children in Haiti were passed around from soldier to soldier. And in the years since, peacekeepers have been accused of sexual abuse the world over.U.S. Sen. Bob Corker, who chairs the Senate Foreign Relations Committee, has been calling for reforms in the United Nations for more than a year. He may well get them under President Donald Trump, whose administration has proposed a 31 percent reduction to the U.S. foreign aid and diplomacy budget."If I heard that a U.N. peacekeeping mission was coming near my home in Chattanooga," he told AP, "I'd be on the first plane out of here to go back and protect my family."The Haitian children had made a home for themselves at Habitation Leclerc, a resort was once well-known throughout Port-au-Prince as a lush refuge amid the capital's grimy alleyways. During its heyday in the 1980s, celebrities like Mick Jagger and Jackie Onassis would perch by the pool or stroll past the property's Voodoo temple.By 2004, the resort was a decrepit clutch of buildings and several children, either orphaned or abandoned by their parents, were living in its ruins.It was there that the girl identified as Victim No. 1, or V01, met other children in the same straits: two young girls referred to in the U.N. report as "V02" and "V03," and a young boy, "V08." The boy initially supported them by occasionally bringing food from his aunt, but they were often hungry.The peacekeepers had arrived that year as part of a new mission to help stabilize the country in the wake of President Jean-Bertrande's ouster. Some of the peacekeepers in the Sri Lankan contingent were based nearby.In August 2007, the U.N. received complaints of "suspicious interactions" between Sri Lankan soldiers and Haitian children.V02, who was 16 when the U.N. team interviewed her, told them she had sex with a Sri Lankan commander at least three times, describing him as overweight with a moustache and a gold ring. Israel Travels: Passover-A walk above history on Jerusalem’s northern ramparts-The Old City walls offer glimpses, from a unique angle, of the Crusaders, Turks, Jordanians, Arabs and Jews who have manned the fortifications for 2,000 years-By Aviva and Shmuel Bar-Am April 11, 2017, 10:05 am-THE TIMES OF ISRAEL

A few days after the recapture of Jerusalem in 1967, Knesset member and former prime minister David Ben-Gurion called for the government to demolish the walls surrounding the Old City. He was speaking at a rally for members Rafi, the political party he had founded in 1965. In a voice vibrant with passion, he stressed that the wall – built by the Turks – was not Jewish, and with its destruction the Holy City would be united for all to see.His listeners were stupefied. But after the moment that it took to absorb what Ben-Gurion had proposed, they broke into stormy applause.In his book “One Jerusalem,” Teddy Kollek recalls the incident but writes that he never spoke to Ben-Gurion about his idea. Kollek, who was mayor of Jerusalem at the time, believed that he understood the rationale behind it, but found the idea rather bizarre for historical, aesthetic and cultural reasons.Fortunately, the walls are still there, and they are impressive: Just over four kilometers in length, they are 12 meters high, studded with towers and topped with crenellations. Atop the walls are ramparts (fortified walkways) that visitors can tread for wonderful views of the city both inside and outside the walls.Most popular with tourists is the southern portion of the ramparts that begins behind David’s Tower and ends at Mount Zion, a walk that we have taken often, and even written about in the past. Looking for something different, we decided to go in the opposite direction last week, and strolled the ramparts from Jaffa Gate to Damascus Gate.Our guide was Gura Berger, spokesperson for the East Jerusalem Development Company (PAMI) that operates the ramparts, along with the (unusually clean) restrooms in the Old City, the Ophel Archeological Gardens and Zedekiah’s Cave (near Damascus Gate).Our tour began with a plaza, actually the roof on one of the 35 towers built by Turkish Sultan Suleiman the Magnificent when he restored the walls of the Old City. He began his repairs around the year 1537, twenty years after the Turks conquered the Holy Land from the Mamlukes. In most places the Sultan’s engineers followed the line of far older walls, for the city has been surrounded off and on for at least 2,000 years.Long slits in the tower walls gave archers the opportunity to shoot at any enemy attempting to invade the city. The more important positions were large enough so that an archer could stand on either side of the slit, thus covering the entire area below.Soldiers also had access to parapets built into towers like this one. Their floors contain machicolations, openings from which soldiers could dump boiling oil or hot tar on enemy forces approaching the gate.All of which were totally unnecessary, as no one attacked the city during the entire 400-year period of Turkish rule. And in 1917, during World War I, Jerusalem surrendered to the British without a fight. However, after the division of Jerusalem in 1948, and until the city’s reunification in 1967, Jordanian soldiers sniped at Jewish neighborhoods from high atop these very ramparts.From this portion of the ramparts you are high above the Old City’s Christian Quarter and encounter sights from an entirely new angle: red rafters typical of houses in the Quarter, a variety of lovely gardens, an unusual stone chimney with a weird resemblance to a minaret, and Armenian tile decorations on one of the homes.Although the Crusaders established a Latin (Catholic) Patriarchate in Jerusalem in 1099, Catholics fled to Acre when Saladin conquered the city in 1187. It wasn’t until 1847 that Pope Pius the 19th reinstated the Jerusalem Patriarchate, in the long white building that stretches all the way to the corner. Among the enterprises operating inside its walls is Knights Palace, a guesthouse constructed in the 1880’s originally as a dormitory for seminary students and decorated with Crusader figures, symbols, mosaics and paintings.As the building is also home to the Patriarch, a lovely chapel, hundreds of religious personnel and a school, rampart walkers invariably find children playing basketball down below, and nuns in the gardens or hanging up laundry.Turning the corner, IDF Square and the early 20th century buildings along Jaffa Road come into view – including Jerusalem’s first City Hall. Constructed in 1930 with money from Barclay’s Bank, the rounded building still features jagged holes made from Jordanian bullets during the years in which Jerusalem was divided.That green patch below, part of the Builders of the Wall Garden, contains the base of a tower. Legend has it that King David buried Goliath’s head on this site – giving rise to the name “Goliath’s Tower.” It is also called Tancred’s Tower, for the Crusader who helped Godfrey of Bouillon attack the city from this direction on July 15, 1099. Tancred and his troops camped nearby and, 100 years later, Crusaders built a tower-studded fortress here and named it in his honor.Surprising to find in the Christian Quarter, perhaps, a stone mosque fits perfectly into its location next to the walls. Called Kamra – a Moslem woman’s name that is the feminine form of “moon” in Arabic – it is topped by a very tall, decorative crescent.Further down, outside the walls and across the street, are buildings constructed by the French in the late 19th century. Le Hȏpital Saint-Louis (we call it the French Hospital) was designed in Baroque Renaissance style and houses terminal patients.Next door, Notre Dame de Jerusalem, the largest single building constructed in Jerusalem before World War I, played an important part during the War of Independence. Early in the war, the Jordanian Legion tried to conquer the complex as part of a plan to move into the heart of New Jerusalem. In a fierce battle between Jewish forces – including a number of teenage volunteers – and the Legion, the Arab advance was halted..This part of the walk offers unique views of East Jerusalem, Mount Scopus and the Mount of Olives, Builders of the Wall Garden and the Light Rail, which runs for much of its route along the border between Jordan and Israel until the reunification. Hard to imagine, but during those 19 years, the road and tracks below were only masses of barbed wire in a forbidding No-Man’s Land.The huge Terra Sancta complex on the other side of the walkway houses the offices of the Franciscan Order responsible for the Holy Sites in the Middle East, along with a printing press, educational institutions and the stunning St. Savior Church designed by famous architect Antonio Barluzzi in 1924.The Moslem Quarter that comes into view is incredibly crowded, and every roof is topped with a satellite dish. Clay pipes in unusual formations on one roof are meant to provide natural air conditioning. Called mashrubiye in Arabic, they permit women to sit outside without being seen, offering them a bit of fresh air.Protruding from the wall below are golden henbane flowers which contain strong chemicals like scopolamine. A hallucinogenic that can kill you if you get too much of it, it is said to be good for making spies “sing.” Golden henbane, which grows in the cracks of walls and old ruins, flowers through May.Before descending at Damascus Gate – the most beautiful of Old City gates – we had a view of its dazzling decorations at a most unusual angle.Berger calls this jaunt an historical urban “trek” because the stones are sometimes uneven, the walkway can be very narrow, and there are some tricky turns. It is not suitable for strollers, walkers or wheelchairs. Babies should be carried in slings or other carriers. The American Meteor Society has received hundreds of reports of a bright green fireball shooting across the Southern California sky Monday.The event was captured by at least one woman who was live streaming at the time.While witnesses reported seeing the fireball from as far away as Arizona and New Mexico, it was primarily seen in the San Diego area, according to AMS reports.The fireball occurred at about 9 p.m. PDT. Just seven people reported hearing either a concurrent or delayed sound, AMS said. WASHINGTON — The United States has made a preliminary conclusion that Russia knew in advance of Syria's chemical weapons attack last week, but has no proof of Moscow's involvement, a senior U.S. official said Monday.The official said that a drone operated by Russians was flying over a hospital as victims of the attack were rushing to get treatment. Hours after the drone left, a Russian-made fighter jet bombed the hospital in what American officials believe was an attempt to cover up the usage of chemical weapons.The U.S. official said the presence of the surveillance drone over the hospital couldn't have been a coincidence, and that Russia must have known the chemical weapons attack was coming and that victims were seeking treatment.The official, who wasn't authorized to speak publicly on intelligence matters and demanded anonymity, didn't give precise timing for when the drone was in the area, where more than 80 people were killed. The official also didn't provide details for the military and intelligence information that form the basis of what the Pentagon now believes.Another U.S. official cautioned that no final American determination has been made that Russia knew ahead of time that chemical weapons would be used. Monitor says Syrian forces use barrel bombs despite U.S. warning, Syria denies-[Reuters]-YAHOONEWS-April 11, 2017

BEIRUT (Reuters) - The Syrian Observatory for Human Rights said Syrian government warplanes dropped barrel bombs on rebel-held areas of Hama province on Tuesday, a day after the United States said their use could lead to further U.S. strikes in Syria.A Syrian military source denied the Observatory report and said the army did not use barrel bombs - drums or cylinders packed with explosives and shrapnel that cause indiscriminate destruction on the ground.The United States fired cruise missiles at a Syrian air base last week in response to a poison gas attack on a town in northwestern Syria which Washington says was carried out by government forces. The government denies responsibility.The Observatory said "a number" of barrel bombs had been dropped on the towns of Taybat al-Imam and Soran north of Hama city in an area where rebel groups spearheaded by jihadist factions launched a major offensive last month.Observatory director Rami Abdulrahman said the number of barrel bombs dropped by government warplanes was relatively small. U.N. investigators have recorded regular use of such bombs by government forces in Syria.The Syrian army said it had targeted "terorist groups in the northern Hama countryside" near Soran, killing "a large number" of militants and destroying weapons including four tanks, artillery, and rocket launching platforms.A statement from a Syrian military source did not say what type of weapons had been used by the army.White House spokesman Sean Spicer on Monday mentioned barrel bombs alongside poison gas as weapons that were causing "babies and children" to suffer. JERUSALEM — Israel closed its Taba border crossing to the Sinai peninsula on Monday following warnings by its anti-terrorism office of an "imminent" militant attack there and urged its citizens to leave Egypt hours before the start of the Passover holiday, when Sinai is a popular destination for many secular Israelis.Soon after the announcement, sirens wailed in parts of southern Israel alerting residents to a rocket attack. The military said a rocket fired from Sinai exploded in southern Israel, hitting a greenhouse but causing no injuries. The Islamic State group later claimed responsibility for the attack.Yisrael Katz, Israel's transportation and intelligence minister, said in a statement Monday there was intel regarding a potential "terror attack" against tourists in the Sinai peninsula. The crossing remains open for those wanting to return from Egypt.The border closure comes a day after militants in Egypt bombed two churches, killing dozens of Christian worshippers during Palm Sunday ceremonies. In the wake of those attacks, Israel's anti-terrorism office called on all Israeli tourists in Sinai to return home immediately and asked Israelis planning trips to the Sinai to cancel.Prime Minister Benjamin Netanyahu issued a statement Monday sending Israel's "condolences to the families of those who were murdered in yesterday's terrorist attacks in Egypt" and wishing a "quick and full recovery to the wounded."He said "the world must unite and fight terrorism everywhere."The Israeli government statement says that intelligence information shows "increased activity by Islamic State" militants in Sinai. BANGKOK (Reuters) - Thailand's junta lifted restrictions on movement at the country's biggest Buddhist temple on Tuesday, a month after police ended a siege of the complex whose former abbot is accused of money laundering.A three-week standoff at the Dhammakaya temple between thousands of police and saffron-robed monks became one of the biggest challenges to government authority since a 2014 coup. Police failed to find the monk."Restriction on the Dhammakaya temple is revoked," Prime Minister Prayuth Chan-ocha told reporters after a meeting between the junta and the cabinet.The junta had used its Article 44 emergency law to declare the temple a restricted area and allow security forces to search for Phra Dhammachayo, who is wanted on charges of money laundering and taking over land without permission.A government spokesman said the situation at the temple, just north of Bangkok, had relaxed so the restriction was no longer necessary.The temple has been linked to more than 350 cases, police have said. It is also being investigated for three new cases involving possible financial crimes.The temple - nearly 10 times the area of the Vatican City and topped by a UFO-shaped gold dome - dwarfs Thailand's 40,000 or so other temples in wealth as well as size. MANILA (Reuters) - Philippine troops killed at least five suspected Abu Sayyaf militants and suffered three fatalities during a firefight in Bohol province on Tuesday, the military said, days after Western travel warnings about visiting the holiday island.The clash took place after the United States and Canadian embassies in Manila warned citizens against traveling to Central Visayas, which includes Cebu and Bohol, where rebel groups may attempt to conduct kidnappings during Holy Week in the predominantly Catholic nation.Cebu and Bohol are two of the country's most popular tourist destinations, far away from the island strongholds of Abu Sayyaf, an Islamic State-linked group known for extortion, piracy and kidnaps for ransom.Abu Sayyaf is currently holding more than two dozen captives on the southern island of Jolo."We have received a report that five of the enemies were killed and we have also recovered from them four high-powered firearms," said military spokesman Colonel Edgard Arevalo."But sadly, three on the government side were also killed while two others were wounded."Security forces launched the operation after receiving intelligence that a heavily armed group of 10 people was seen on three boats along the riverside of Sitio Ilaya in Inabanga town, Armed Forces chief General Eduardo Ano said.The group's motive for traveling to Bohol was not known. GRANDE-SYNTHE, France (AP) — Several hundred migrants have disappeared after they were evacuated from a camp in northern France that was ravaged by a shocking fire that left 10 injured, according to authorities and aid workers trying to ensure alternative shelter and calm tensions.Police cordoned off the camp in the Dunkirk suburb of Grande-Synthe on Tuesday and investigators inspected the site to try to determine the cause of the Monday night fire, which broke out following a fight between rival groups of migrants.Most of the camp near the English Channel is now reduced to the charred remains of wooden shelters and sparse belongings of the migrants, who converged on northern France in hopes of reaching Britain.As many as 1,600 people were in the camp when the blaze broke out, according to the Grande-Synthe mayor and the prefect, the top government official for the region. Some 500 were taken to three local gymnasiums, including one set aside for children and families — but most of the other migrants remain unaccounted-for, the mayor and prefect told reporters Tuesday.Doctors Without Borders, which set up the site a year ago to replace filthy makeshift camps in the region, is holding meetings Tuesday to decide what to do next. Other aid groups are planning to distribute meals Tuesday to migrants in the gymnasiums and anywhere else they are found around town.The first priority is to find the migrants dispersed by the blaze, said Corenne Torre, head of the humanitarian group in France."We just don't know where they are," she told The Associated Press. She estimated that at least 600 migrants remain unaccounted-for. Some fear the authorities, and others fear rejoining a camp with rival gangs, she said.She said that 10 migrants are in local hospitals with light injuries following the fire, which came hours after a clash involving up to 150 migrants.Authorities say they believe the fire was set intentionally and was linked to a fight earlier Monday between Kurdish and Afghan migrant groups.The camp will remain closed during the investigation, and local authorities will consider whether to open a new camp to replace it.It's a sensitive issue in France just 12 days ahead of a presidential election in which immigration is a key issue. "I just have only this paper that says I'm a refugee in France.""We are refugees here in France. We don't have any place. ... We don't know what to do.
