UNITED NATIONS — Britain, France and the United States on Wednesday held off calling a vote at the UN Security Council on a resolution demanding an investigation of the suspected chemical attack in Syria to allow time for negotiations with Russia.However, a vote on the draft text presented by the Western trio could be held as early as Thursday, diplomats said.Diplomats at the UN Security council sparred on Wednesday over whether to hold Syrian President Bashar Assad’s government responsible for the chemical weapons attack that killed more than 80 people in northern Syria, while US intelligence officials, Doctors Without Borders and the UN healthy agency said evidence pointed to nerve gas exposure.The Trump administration and other world leaders said the Syrian government was to blame, but Moscow, a key ally of Assad, said the assault was caused by a Syrian airstrike that hit a rebel stockpile of chemical arms.Early US assessments showed the use of chlorine gas and traces of the nerve agent sarin in the attack Tuesday that terrorized the Syrian town of Khan Sheikhoun, according to two US officials who weren’t authorized to speak publicly on the matter and demanded anonymity.Israeli military intelligence officers also believe Syrian government forces were behind the attack, Israeli defense officials told the Associated Press. But Trump said Tuesday’s attack “had a big impact on me — big impact.”“My attitude towards Syria and Assad has changed very much,” he said.Trump said of this week’s attack that “it crossed a lot of lines for me. “When you kill innocent children, innocent babies — babies, little babies — with a chemical gas that is so lethal, people were shocked to hear what gas it was, that crosses many, many lines.” US officials said the gas was likely chlorine, with traces of a nerve agent like sarin.Since the attack Tuesday in rebel-held territory in northern Syria, Trump has been under increasing pressure to explain whether the attack would bring a US response. Israeli military intelligence believes Syrian President Bashar Assad’s forces were behind the suspected chemical attack that killed at least 72 civilians, defense officials said Wednesday.The officials said that Israel believes Assad has tons of chemical weapons currently in his arsenal. They spoke to The Associated Press on condition of anonymity as they are not allowed to brief media.Other countries also blamed Assad’s regime for the attack, which took place in Khan Sheikhun in the rebel-held Idlib province.US President Donald Trump denounced the attack. “These are very troubled times in the Middle East,” he said as he welcomed King Abdullah II of Jordan to the White House on Wednesday.He called the attack a “horrible thing, unspeakable” and added, “It’s a terrible affront to humanity.”Asked how he planned to respond to the attack, which he blamed on Assad, Trump said, “You’ll see.”US Ambassador to the UN Nikki Haley lashed out at Russia for failing to rein in its ally Syria.“How many more children have to die before Russia cares?” Haley told an emergency meeting of the UN Security Council. “If Russia has the influence in Syria that it claims to have, we need to see them use it. We need to see them put an end to these horrific acts.”Doctors Without Borders said that its team had found victims showing symptoms consistent with toxins such as sarin gas after the attack.The team saw victims at the Bab al-Hawa hospital, 100 kilometres (62 miles) north of the attack, the charity said in a statement Thursday.“Eight patients showed symptoms –- including constricted pupils, muscle spasms and involuntary defecation -– which are consistent with exposure to a neurotoxic agent such as sarin gas or similar compounds,” the statement said.The teams reported smelling bleach at other hospitals treating victims, suggesting they were also exposed to chlorine gas. The Foreign Ministry on Wednesday appointed Rasha Atamny, 31, to represent the Jewish state in Ankara, Turkey, making her Israel’s first female Muslim diplomat.Atamny, who is completing the final months of the ministry’s cadet course, will serve as the embassy’s first secretary in the influential Muslim nation.Turkey is an important regional ally for Israel, with strong economic ties. The two countries signed a reconciliation agreement in June, 2016, ending a six-year rift.Atamny hails from the Arab town of Baqa al-Gharbiya in central Israel, located just inside the pre-1967 Green Line between Israel and the West Bank.She is not Israel’s first female Arab diplomat. Christian-Arab Rania Jubran, the daughter of Supreme Court Justice Salim Jubran, worked for the ministry from 2006 to 2009, but left shortly before she was due to be sent to Cairo.Israel also has several male Muslim and Christian diplomats.Atamny, who studied psychology at the Hebrew University in Jerusalem, said in a blog (Hebrew) posted to the Foreign Ministry’s website that she honed her diplomatic skills in her collegiate Model UN club.While in university, she wrote,”The concept of the ‘UN’ fascinated me. At the time I did not know too much about the organization, but I did know that I, a girl who grew up in Baqa al-Gharbiya and experienced the Israeli-Palestinian and Arab-Jewish conflict in the flesh, believed and still believe in peace between nations of the world.”One year after joining the Model UN club, Atamny applied for and was accepted to represent Israel at the actual UN in New York City as a youth ambassador for three months.“From the three months I was at the UN, one turning point will forever accompany me. One day, I sat at the Israeli seat as usual in the Human Rights Assembly Committee, and I listened with great interest to the discussion that took place — the violation of women’s rights,” she wrote.She continued: “By this point, I had become used to hearing the series of charges against Israel from many countries on the council, as [United States UN envoy] Nikki Haley recently described in the media. A US federal court has ruled that four college professors can sue the American Studies Association over its academic boycott of Israel.The United States District Court for the District of Columbia on Friday ruled that the professors’ lawsuit, a case called Bronner v. Duggan, can go forward after the American Studies Association, or ASA, asked the court to dismiss it.The court rejected ASA’s argument that going forward with the lawsuit infringes on its First Amendment rights.The lawsuit charges the ASA with violating the District of Columbia law governing tax-exempt nonprofit organizations. That rule limits a nonprofit from acting beyond its chartered purposes, which in the case of the ASA, according to the plaintiffs lawyers, includes promoting knowledge and the “strengthening of relations among persons and institutions in this country and abroad.”The four plaintiffs, who are longtime members of the association, also charge that the boycott violates the group’s internal rules. They are American studies professors Simon Bronner, Michael Rockland, Michael Barton and Charles Kupfer.In December 2013, the ASA membership approved the boycott with two-thirds of the 1,252 members who voted in support. At the time of the vote, there were 3,853 eligible voters, meaning one third of the membership participated. The boycott is not binding on members and targets institutions, not individuals.The judge dismissed the lawsuit’s claim that a boycott of another country is outside the scope of ASA’s charter.At least four US universities withdrew their membership in the association following the vote — Brandeis University, Indiana University, Kenyon College and Penn State Harrisburg — and at least 55 American universities and colleges rejected the boycott resolution.Since the ASA boycott vote, the American Anthropological Association and the Modern Language Association have both failed to pass boycott measures.

Senior Fatah member hit with lawsuit upon arrival at JFK-Jibril Rajoub served with civil claim for $250 million by family of Palestinian-American man allegedly tortured, killed by PA-By Times of Israel staff April 6, 2017, 4:13 am

A senior member of the Palestinian Authority was served with a $250 million civil lawsuit on Wednesday, upon his arrival at a New York airport, over his alleged involvement in the torture and killing of a Palestinian-American man.Jibril Rajoub, who is a senior Fatah member and heads the PA Olympic committee, was handed the writ for $250 million and a court summons as he descended from the plane at JFK airport, Ynet news reported Wedmesday.The suit accuses Rajoub of involvement in the alleged torture and killing of Azzam Rahim by the Palestinian Authority security forces in 1995.The suit was filed by Rahim’s family on Tuesday in their home state of Texas against Rajoub, who at the time of the alleged killing served as head of Palestinian security in the West Bank. According to the writ, Rahim was detained by the PA on September 29, 1995, and tortured to death.The claimants accused Rajoub of playing a major role in the arrest, torture and death of their relative. The family testified that Rahim was visiting his home town of Ein Yabrud, near Ramallah, over 20 years ago, when plainclothes security forces detained him while he was playing backgammon in a local coffee house and took him to prison in Jericho. Two days later an ambulance delivered his dead body back to the town.The ambulance driver allegedly told the family that Rahim died of a heart attack in the Jericho hospital. However the hospital told the family that Rahim was already dead when he arrived there.An autopsy revealed injuries to Rahim’s head and face, broken teeth and cut lips, and cigarette burns all over his body. He also had broken ribs, but no heart damage.The family claimed that Rahim was taken for ransom on the assumption that he was a rich American, and that when he refused to pay he was tortured to death.Rahim left behind a wife and six children.Rajoub is not likely to be detained or questioned by US authorities, according to the Ynet report, which added that the lawsuit was first filed 11 years ago but had been erased since Rajoub was not physically present in the US at the time.

The Defense Ministry has recognized six Israelis killed or injured in recent attacks abroad as state victims of terror following a legislation amendment recently approved by a Knesset committee.They are Shmuel Benalal, killed in Mali in November 2015; Chaim Winternitz and Mendy Farkash, injured in Brussels in March 2016; Dalia Elyakim, killed in Berlin in December 2016 and her husband Rami who was injured in the attack; and Lian Zaher Nasser, killed in January 2017 in Istanbul.Israeli victims who die or are injured in terror attacks either within Israel or abroad are considered “victims of hostilities” by the state, under a law drafted in 1970. Those injured receive special benefits from Israel’s tax authority and compensation from Israel’s social security, as do the families of those who are killed. But the terror attacks must specifically target Israelis for the victims to be eligible for the benefits.After the amendment approved on March 21, the law would apply to those injured or killed outside of Israel in terror attacks if the group behind the attack states that one of its objectives is to harm Israel, citizens of Israel or Jews, even if the purpose of the specific attack was not directed at Israelis or Jews.The law change applies retroactively to those injured or killed since April 1, 2012.Benalal was 60 at the time of an attack which killed 27 people on November 20, 2015. Terrorists stormed the Radisson Blu Hotel in Bamako and laid siege to the luxury hotel for some nine hours. RCMP reveals use of secretive cellphone surveillance technology for the first time-[CBC]-YAHOONEWS-April 5, 2017

The RCMP for the first time is publicly confirming it uses cellphone surveillance devices in investigations across Canada — but at the same time says the potential of unauthorized snooping in Ottawa, as reported by CBC News, poses a threat to national security."Absolutely," RCMP Chief Supt. Jeff Adam, who is in charge of technical investigations services, said in an unprecedented technical briefing Wednesday with reporters from CBC News, the Toronto Star and the Globe and Mail.The RCMP held the briefing in the wake of a CBC News investigation that found evidence that devices known as IMSI catchers may be in use near government buildings in Ottawa for the purpose of illegal spying."Not everyone uses the equipment in the way the RCMP does," Adam said. "It is publicly known there is equipment out there that is not limited in its capturing of communications between devices. And so it's a security risk when it is used in proximity to government and/or any other commercial enterprises."Public Safety Minister Ralph Goodale said Tuesday the devices detected did not belong to any Canadian police or intelligence agency.Adam told reporters that while he isn't "personally aware" of foreign agencies using the technology in Canada, "I can't rule that out."The RCMP and CSIS are now investigating.- CBC INVESTIGATES | Someone is spying on cellphones in the nation's capital-But on Wednesday, after shrouding their own use of the technology in secrecy for years, the RCMP took the unprecedented step of speaking publicly about the devices — also known as Stingrays or Mobile Device Identifiers (MDIs) — to address public concern amidst mounting questions about their use.-Other police forces have them, too-The RCMP says that MDIs — of which it owns 10 — have become "vital tools" deployed scores of times to identify and track mobile devices in 19 criminal investigations last year and another 24 in 2015.He says in all cases but one in 2016, police got warrants. The one exception was an exigent circumstance — in other words, an emergency scenario "such as a kidnapping," said Adam, whose office tracks every instance where an MDI has been used by the RCMP."This technology is a vital tool in providing valuable assistance to criminal investigations," Adam said, adding some recent media reporting has misstated how police use MDIs and what the technology can actually do.He says using an MDI requires senior police approval as well as getting a judge's order. And he says the technology provides only a first step in an investigation allowing officers to identify a device.He says only then can police apply for additional warrants to obtain a user's "basic subscriber information" such as name and address connected to the phone. Then, he says, only if the phone and suspect are targets of the investigation can police seek additional warrants to track the device or conduct a wiretap to capture communications.Adam says the RCMP currently has 24 technicians trained and authorized to deploy the devices across Canada. He knows other police forces own and use them too, but declined to name them.-RCMP device 'does not collect' texts, emails, calls-He said the RCMP's devices are restricted in their use, with software that only allows them to identify a mobile device and to potentially track the location of that phone."What the RCMP technology does not do is collect private communication," Adam said. "In other words, it does not collect voice and audio communications, email messages, text messages, contact lists, images, encryption keys or basic subscriber information."There do exist interception tools that allow eavesdropping on phone calls and direct interception of digital messages but Adam said the RCMP does not own them or use them.He said anyone operating in Canada without a proper licence or judge's authorization would be breaking section 191.1 of the Criminal Code that prohibits possession of these kinds of interception devices. He also said it would be a violation of the Radiocommunications Act.-RCMP lacked proper approval-Adam conceded that until two months ago the RCMP itself failed to get express approval to use MDIs from Innovation, Science and Economic Development Canada (ISED, formerly Industry Canada), the government body responsible for regulating technology that might interfere with wireless communications.He said the RCMP believed at one point that an exemption introduced in early 2015 to the Radiocommunications Act allowing the use of cellular "jammers" might also exempt the use of MDIs — but ISED ultimately disagreed.Otherwise, he said police have almost always sought a warrant, though he noted a few exceptions.He said in recent years the law has changed to catch up with emerging technologies.Police used to apply for a general warrant to use the technology. In 2015, Adam said there was a period of at least six months — between March and October — when the RCMP didn't seek a warrant at all, acting on advice from the Department of Justice and government prosecutors.RCMP say that in the past five years — including this period — police used the devices without a warrant in 11 investigations.-Innocent users' data-IMSI catchers have been highly controversial for fear that hundreds of innocent device users can be swept up in the collection of cellular data.Adam said all data collected is strictly protected, isolated and reported to judges, preserved until it is no longer needed and then destroyed."The data, once it is seized lawfully to the judge, will be secured and locked up for criminal court purposes. It will not be accessed other than the target information," Adam said.He said the RCMP has been fully co-operating with the Office of the Information and Privacy Commissioner, which has been investigating police use of cellphone-tracking equipment in Canada.He also said police are very aware that cell MDIs can potentially disrupt mobile users' signals and even, in older phones, interfere with the ability to dial 911.Adam said the RCMP has developed protocols to ensure the MDIs — which essentially highjack all cellular signals in a given area — are only used for a few minutes at a time to limit potential disruption for users.He said that while his office is tracking the numbers of warrants and applications, currently the law requiring police to report to Parliament on interception techniques does not expressly require them to detail how many times they use cellphone-catching technology."We're not averse to reporting, to a degree, on the number of times this technology is used, but there is as of yet no requirement to do so," Adam said.

NAYPYITAW (Reuters) - China has shifted its position in a lengthy dispute with Myanmar over the building of a $3.6 billion dam, seven sources said, signalling its willingness to abandon the project in exchange for other economic and strategic opportunities in Myanmar.Myanmar President Htin Kyaw will discuss a potential deal on the massive Myitsone dam during a trip to China beginning on Thursday, two senior Myanmar officials and a person familiar with the matter told Reuters.Until recently, China had been pushing hard for the 6,000 megawatt project to go ahead despite widespread opposition within Myanmar which forced the suspension of work in 2011.Now, it is discussing alternative options with Myanmar including developing a number of smaller hydropower projects and securing preferential access to a strategically important port to compensate it for shelving the project, the sources said.The seven sources include senior Myanmar government officials, a person familiar with the original deal and a person close to the Chinese state-owned operator of the dam. They declined to be named due to the sensitivity of the matter.Executives at the developer, the Sino-Myanmar joint venture Upstream Ayeyawady Confluence Basin Hydropower, are "deeply concerned" the project will get scrapped, according to a person close to the company.In a statement, the company said it was looking forward to "an impartial and fair" review by the Myanmar government into the environmental and social impact of the project. Apr, 12:49-The European Parliament on Wednesday (5 April) adopted its position on Brexit, by 516 votes in favour, 133 against, and 50 abstentions, setting out its red lines for the upcoming discussions."The UK and Council now know the red lines of the parliament can now take them into account in their negotiations," Belgian liberal MEP Guy Verhodtadt, the parliament's point man on Brexit, told a news conference after the vote.The parliament will not directly participate in the talks. However, when the two-year negotiation time-frame comes to an end, the institution is legally required to give its consent for the final Brexit deal. For this reason, the institution's positions will have to be taken into consideration by the negotiators.Verhofstadt summarised the parliament's position as "citizens first".MEPs are setting out their red lines and mirroring the principles set out by the EU-27 member states. BRUSSELS, Today, 16:57-Senior ministers in Brussels spoke out against the chemical attacks in Syria, with Germany saying that Russia has to clarify its role, and Britain and France claiming they have evidence that Assad was behind the war crime.The UK-based monitoring group the Syrian Observatory for Human Rights says around 20 children and 52 adults were killed in a nerve agent gas attack in the Idlib province on Tuesday (4 April).The attack came one day ahead of Wednesday's large donor conference on Syria in Brussels and has rattled leaders in their efforts to find a peaceful solution to the six-year-old raging war."I know it sounds surreal, especially today, but if you want peace you have to start building peace," said the EU's foreign policy chief Federica Mogherini in light of the attacks.Both the UK and France have called for an emergency Security Council meeting at the United Nations in New York. TORONTO — The RCMP says they've charged a man for allegedly leaving Canada to join Islamic State militants.The Mounties say they began investigating in January 2016 after hearing allegations that Pamir Hakimzadah had travelled to Turkey during the fall of 2014 to join the Islamic State of Iraq and the Levant.They say Hakimzadah was returned to Canada after being detained by Turkish authorities.The RCMP says Hakimzadah was charged Wednesday afternoon with leaving Canada to participate in the activity of a terrorist group.The force says Hakimzadah is in custody in Toronto and is expected to appear in court on Thursday.It says his arrest was part of an extensive national security criminal investigation named Project Sachet.The RCMP says there was never any risk to public safety at any time during the investigation.The Canadian Press.

BEIRUT — Diplomats at the U.N. Security council sparred Wednesday over whether to hold President Bashar Assad's government responsible for a chemical weapons attack that killed more than 80 people in northern Syria, while U.S. intelligence officials, Doctors Without Borders and the U.N. healthy agency said evidence pointed to nerve gas exposure.The Trump administration and other world leaders said the Syrian government was to blame, but Moscow, a key ally of Assad, said the assault was caused by a Syrian airstrike that hit a rebel stockpile of chemical arms.Early U.S. assessments showed the use of chlorine gas and traces of the nerve agent sarin in the attack Tuesday that terrorized the Syrian town of Khan Sheikhoun, according to two U.S. officials who weren't authorized to speak publicly on the matter and demanded anonymity.Israeli military intelligence officers also believe Syrian government forces were behind the attack, Israeli defence officials told the Associated Press. Israel believes Assad has tons of chemical weapons still in his arsenal, despite a concerted operation three years ago by the Organization for the Prohibition of Chemical Weapons to rid the government of its stockpile, said the officials, who spoke on condition of anonymity because they weren't authorized to brief the media. Turkish President Recep Tayyip Erdogan also blamed the Syrian government for the attack.In Khan Sheikhoun, rescue workers found terrified survivors still hiding in shelters as another wave of airstrikes battered the town Wednesday. Two-thirds of Jewish British university students believe they have been targeted due to their religion and more than a quarter worry about being the victim of an anti-Semitic attack, a new study found.Twenty-six percent of Jewish university students told a survey conducted by the National Union of Students that they were either “fairly worried” or “very worried” about suffering a physical attack, property damage, verbal abuse or theft because they are Jewish.The study results released Monday come as the number of anti-Semitic incidents reported at British educational institutions nearly doubled from last year, to 41 from 21, The Independent newspaper reported. It also comes as Jewish students continue to express concern about anti-Semitism within the National Union of Students, or NUS.Fewer than half, or 49%, of Jewish students who responded to the survey said they would feel comfortable attending NUS events, while two-thirds thought the union would not respond appropriately to allegations of anti-Semitism.Some 485 students responded to the survey carried out by an NUS research team in cooperation with the Union of Jewish Students between November and February.The survey also found that 45% of Jewish students said they did need feel comfortable voicing their opinions on the Israeli-Palestinian conflict. It also found anecdotal evidence of students feeling victimized by lecturers who made anti-Semitic remarks.Nearly two-thirds of Jewish students said they had encountered problems with classes and exams being scheduled on important Jewish holidays, and almost half reported difficulties accessing kosher food on their campuses.

UNITED NATIONS, United States (AFP) — The UN Security Council will hold an emergency meeting on Wednesday to discuss a suspected chemical attack in Syria that has left dozens dead and fanned global outrage over the six-year war.Britain and France called for the urgent meeting following reports of the strike on a rebel-held town in northwestern Idlib province early Tuesday that they blamed on President Bashar Assad’s forces.US Ambassador Nikki Haley, who holds the council presidency this month, announced the meeting at 10 am (1400 GMT) Wednesday to discuss the “terrible chemical weapons attack in Syria.”The council will hear a briefing and “we are hoping to get as much information on the Syrian attack as we can,” Haley said.The attack on the town of Khan Sheikhun killed at least 58 civilians and left dozens more suffering from respiratory problems and symptoms including vomiting, fainting and foaming at the mouth, according to the Syrian Observatory for Human Rights.At least 11 children were among the dead, the Observatory said. Israel’s loud talk after Syria gas attack unlikely to lead to action-With no interest in getting mired in civil war across the border, politicians high on outrage, but low on what to do about it-By Judah Ari Gross April 4, 2017, 11:53 pm-THE TIMES OF ISRAEL

From the left and the right, from the center and extremes, Israeli politicians clamored over one another to declare their disgust at the apparent chemical weapons attack in Idlib, Syria, on Tuesday. But amid a cacophony of calls for action, it’s not clear what, if anything, Israel can or will do to stop the atrocities next door.Soon after news of the attack reached Israel, Education Minister Naftali Bennett called for an emergency meeting of the security cabinet to “discuss all the options.” As of Tuesday night, that meeting had yet to be scheduled, his office said.At least 58 people were killed, including 11 children, in the Idlib gas attack, with unconfirmed reports putting the death toll closer to 100.The United States, United Kingdom and European Union all laid the blame for the attack at the door of Syrian President Bashar Assad.In Israel, the attack also spurred security officials into action.The security services prepared what’s known as a “situational assessment,” detailing what the defense agencies know about the attack and the potential risks to the Jewish state, officials said.According to Channel 10 news, part of that assessment is that Russia approved the alleged gas attack, believing it would “only” draw international condemnation, but no action.This was not the first reported use of chemical weapons this year. Despite Assad agreeing to give up his chemical weapons in 2013, his regime has been accused of carrying out at least eight gas attacks in the first quarter of 2017 alone.But most of the reported chemical attacks in Syria since 2013 were said to have been carried out with mustard or chlorine gas. Tuesday’s attack was reportedly conducted with sarin gas, an organophosphate, which interrupts the communication between nerves, preventing regular body functions like breathing.It has yet to be officially confirmed that sarin gas was used, but videos from Idlib hospitals showed victims with unresponsive, constricted pupils — a tell-tale sign of exposure to the nerve agent.Israeli politicians’ responses to the alleged chemical attack included including some calls on the country to do more about the suffering across the border, but they uniformly lack detailed proposals.And military intervention seems to be off the table.Maj. Gen. (res.) Amos Yadlin, head of the Institute for National Security Studies think-tank and former head of Military Intelligence, was one of the few people to urge direct action against Assad, calling the chemical attack a “crime against humanity.”Speaking to Army Radio, Yadlin encouraged Israel to destroy the planes used in Idlib “from afar,” in an apparent reference to a missile attack.“An action that weakens Assad is right morally and strategically,” he said.Yadlin later walked back on the call to bomb the planes, but said Israel could use military deterrence to ensure Syria doesn’t use them again to carry out chemical weapon attacks.Official policy maintains that Israel should stay out of Syria, unless a “red line” is crossed. That refers to: Israeli civilians being attacked; Israeli sovereignty being breached; or the transfer of advanced weapons to terrorist groups. Gas attacks on Syrian children, as horrible as they are, do not cross that line.Israel has every reason to avoid being dragged into the Syrian quicksand, not the least of which is that it would put the country at odds with Russia. Israel would also be inviting retaliatory strikes by Syria and/or its ally, the Iran-backed Hezbollah.Therefore, should Israel decide to take action in light of this latest apparent chemical attack, it will likely be in a behind-the-scenes or humanitarian way.Israel could try to be more vocal and exert more pressure on the US and Russia to remove Assad’s remaining chemical weapons stocks.The Jewish state has already provided medical care for more than 3,000 Syrians, it could expand those efforts as well and begin to take in refugees.But well over half a decade into a civil war that has torn Syria asunder as the international community has mostly watched from the sidelines, and with little appetite in Israel, the US or elsewhere for expanded military engagement, one would also be forgiven for thinking Jerusalem and the rest of the world might continue to do what they have done to Assad for the past six years: Nothing.
