Two-thirds of Jewish British university students believe they have been targeted due to their religion and more than a quarter worry about being the victim of an anti-Semitic attack, a new study found.Twenty-six percent of Jewish university students told a survey conducted by the National Union of Students that they were either “fairly worried” or “very worried” about suffering a physical attack, property damage, verbal abuse or theft because they are Jewish.The study results released Monday come as the number of anti-Semitic incidents reported at British educational institutions nearly doubled from last year, to 41 from 21, The Independent newspaper reported. It also comes as Jewish students continue to express concern about anti-Semitism within the National Union of Students, or NUS.Fewer than half, or 49%, of Jewish students who responded to the survey said they would feel comfortable attending NUS events, while two-thirds thought the union would not respond appropriately to allegations of anti-Semitism.Some 485 students responded to the survey carried out by an NUS research team in cooperation with the Union of Jewish Students between November and February.The survey also found that 45% of Jewish students said they did need feel comfortable voicing their opinions on the Israeli-Palestinian conflict. It also found anecdotal evidence of students feeling victimized by lecturers who made anti-Semitic remarks.Nearly two-thirds of Jewish students said they had encountered problems with classes and exams being scheduled on important Jewish holidays, and almost half reported difficulties accessing kosher food on their campuses.

UNITED NATIONS, United States (AFP) — The UN Security Council will hold an emergency meeting on Wednesday to discuss a suspected chemical attack in Syria that has left dozens dead and fanned global outrage over the six-year war.Britain and France called for the urgent meeting following reports of the strike on a rebel-held town in northwestern Idlib province early Tuesday that they blamed on President Bashar Assad’s forces.US Ambassador Nikki Haley, who holds the council presidency this month, announced the meeting at 10 am (1400 GMT) Wednesday to discuss the “terrible chemical weapons attack in Syria.”The council will hear a briefing and “we are hoping to get as much information on the Syrian attack as we can,” Haley said.The attack on the town of Khan Sheikhun killed at least 58 civilians and left dozens more suffering from respiratory problems and symptoms including vomiting, fainting and foaming at the mouth, according to the Syrian Observatory for Human Rights.At least 11 children were among the dead, the Observatory said. From the left and the right, from the center and extremes, Israeli politicians clamored over one another to declare their disgust at the apparent chemical weapons attack in Idlib, Syria, on Tuesday. But amid a cacophony of calls for action, it’s not clear what, if anything, Israel can or will do to stop the atrocities next door.Soon after news of the attack reached Israel, Education Minister Naftali Bennett called for an emergency meeting of the security cabinet to “discuss all the options.” As of Tuesday night, that meeting had yet to be scheduled, his office said.At least 58 people were killed, including 11 children, in the Idlib gas attack, with unconfirmed reports putting the death toll closer to 100.The United States, United Kingdom and European Union all laid the blame for the attack at the door of Syrian President Bashar Assad.In Israel, the attack also spurred security officials into action.The security services prepared what’s known as a “situational assessment,” detailing what the defense agencies know about the attack and the potential risks to the Jewish state, officials said.According to Channel 10 news, part of that assessment is that Russia approved the alleged gas attack, believing it would “only” draw international condemnation, but no action.This was not the first reported use of chemical weapons this year. Despite Assad agreeing to give up his chemical weapons in 2013, his regime has been accused of carrying out at least eight gas attacks in the first quarter of 2017 alone.But most of the reported chemical attacks in Syria since 2013 were said to have been carried out with mustard or chlorine gas. Tuesday’s attack was reportedly conducted with sarin gas, an organophosphate, which interrupts the communication between nerves, preventing regular body functions like breathing.It has yet to be officially confirmed that sarin gas was used, but videos from Idlib hospitals showed victims with unresponsive, constricted pupils — a tell-tale sign of exposure to the nerve agent.Israeli politicians’ responses to the alleged chemical attack included including some calls on the country to do more about the suffering across the border, but they uniformly lack detailed proposals.And military intervention seems to be off the table.Maj. Gen. (res.) Amos Yadlin, head of the Institute for National Security Studies think-tank and former head of Military Intelligence, was one of the few people to urge direct action against Assad, calling the chemical attack a “crime against humanity.”Speaking to Army Radio, Yadlin encouraged Israel to destroy the planes used in Idlib “from afar,” in an apparent reference to a missile attack.“An action that weakens Assad is right morally and strategically,” he said.Yadlin later walked back on the call to bomb the planes, but said Israel could use military deterrence to ensure Syria doesn’t use them again to carry out chemical weapon attacks.Official policy maintains that Israel should stay out of Syria, unless a “red line” is crossed. That refers to: Israeli civilians being attacked; Israeli sovereignty being breached; or the transfer of advanced weapons to terrorist groups. Gas attacks on Syrian children, as horrible as they are, do not cross that line.Israel has every reason to avoid being dragged into the Syrian quicksand, not the least of which is that it would put the country at odds with Russia. Israel would also be inviting retaliatory strikes by Syria and/or its ally, the Iran-backed Hezbollah.Therefore, should Israel decide to take action in light of this latest apparent chemical attack, it will likely be in a behind-the-scenes or humanitarian way.Israel could try to be more vocal and exert more pressure on the US and Russia to remove Assad’s remaining chemical weapons stocks.The Jewish state has already provided medical care for more than 3,000 Syrians, it could expand those efforts as well and begin to take in refugees.But well over half a decade into a civil war that has torn Syria asunder as the international community has mostly watched from the sidelines, and with little appetite in Israel, the US or elsewhere for expanded military engagement, one would also be forgiven for thinking Jerusalem and the rest of the world might continue to do what they have done to Assad for the past six years: Nothing.

In view of the isolationist policies of U.S. President Trump, the time for hesitation is gone," Kauder said in a statement after his meetings in Japan.Trump has worried countries like Germany with talk of imposing import taxes. LONDON (AP) — The 19-country eurozone economy has just enjoyed its strongest quarter for nearly six years, a closely watched survey showed Wednesday.In its wrap-up of economic developments in March, financial information company IHS Markit said its composite purchasing managers' output index — a broad gauge of economic activity — rose to a 71-month high of 56.4 in March from 56.0 in February.Though that's slightly down on the initial estimate of 56.7, the index remains well above the 50 mark that indicates expansion.The firm said output growth was registered across manufacturing and services, with the rates of expansion running at near six-year highs for both sectors. It estimates that quarterly economic growth is running at a more than healthy 0.6 percent, with the upturn broad-based across the region. Though the eurozone emerged from recession years ago, its rates of growth have been generally modest."Most welcome for a region still suffering near-double digit unemployment is a rise in the survey's employment index to its highest for almost a decade, suggesting we should expect to see the jobless rate fall further in coming months," said Chris Williamson, the firm's chief business economist.While the growth outlook appears to be improving, the firm says inflation pressures remain elevated and look set to feed through to higher consumer prices in the months to come.However, few economists think the European Central Bank will start withdrawing its stimulus measures until later this year, not least because policymakers want to be sure that inflation is heading back toward more normal levels. A recent uptick in inflation has been largely due to rising oil prices, evidenced by the fact that the core rate, which strips out volatile items such as food and energy, remains stubbornly low.

Manitoba's second-largest city is gearing up as the Assiniboine River rises, with a crest expected to arrive sometime next week.Municipal crews have started shoring up a dike, sealing manholes and drains and preparing water pumps in preparation for the crest, expected to happen between April 10 and 17.Forecasters are currently projecting the river to crest at levels lower than in 2014, when one of Brandon's main arteries, First Street, was closed as flood waters from the Assiniboine covered the roadway.City officials say they don't expect they'll have to close the street this year, but that could change if conditions become unfavourable.As a precaution, the city closed public access on Tuesday to Dinsdale Park and Queen Elizabeth Park, which are both in low-lying areas adjacent to the river, as well as a pedestrian bridge at the Riverbank Discovery Centre.Overland flooding remains a concern-Ice jams and spring runoff are continuing to cause overland flooding across parts of southern Manitoba.Provincial flood officials say much of the ice has moved out on some rivers but some stubbornly remains in place along the Assiniboine River.The latest flood bulletin says ice jams are still possible and are hard to predict.Officials say the Red River is continuing to rise but is nearing its crest.Water levels in some smaller Red River tributaries are starting to decline.The province says high water advisories, flood watches and flood warnings remain in place on several creeks and rivers across the province."Much of the snow has already melted in southern Manitoba, with snow remaining in wooded areas," said the bulletin issued Tuesday."Flows on waterways across the province are continuing to react to the runoff from the melt and water levels remain high on many waterways."

EU ambassador denounces Israel's West Bank demolitions policy-[Reuters]-By Luke Baker-YAHOONEWS-April 4, 2017

JERUSALEM (Reuters) - The European Union has expressed frustration with Israel over its demolition of Palestinian homes in the occupied West Bank, with the EU ambassador taking the unusual step of reading out a joint statement denouncing the practice.At a meeting last week with the Israeli foreign ministry's newly appointed director-general, the ambassador delivered a stern diplomatic message, saying Israel was failing in its international legal obligations and needed to change policy.The issue came to a head after Israel issued demolition orders last month against 42 homes in the Bedouin village of Khan al-Ahmar, east of Jerusalem, where EU member states Belgium and Italy have funded a school and helped build structures for the local population of around 150."The practice of enforcement measures such as forced transfers, evictions, demolitions and confiscations of homes and humanitarian assets (including EU-funded) and the obstruction of delivery of humanitarian assistance are contrary to Israel's obligations under international law," ambassador Lars Faaborg-Andersen said, with envoys from all EU member states present."We therefore call on Israel, as the occupying power, to meet its obligations vis-Ă -vis the Palestinian population ... completely stop these demolitions and confiscations and allow full access of humanitarian assistance."Faaborg-Andersen's intervention was first reported by Israel's Haaretz newspaper.The Israeli foreign ministry summoned Faaborg-Andersen's deputy on Monday, a ministry spokesman said. DUBAI (Reuters) - The United Nations called on Yemen's warring parties on Wednesday to safeguard the strategic Red Sea port of Hodeidah as a lifeline for millions of Yemenis facing potential famine.The Yemeni government and its Arab allies are preparing an assault on Hodeidah port, which has been the entry of nearly 80 percent of Yemen's food imports, because they say the Iran-aligned Houthis use it to smuggle weapons and ammunition.Local officials say the government and its allies have positioned two recently-trained brigades for a possible attack. TIKRIT, Iraq (Reuters) - At least 31 people were killed, including 14 police officers, and more than 40 wounded in attacks overnight by Islamic State militants in the northern Iraqi city of Tikrit, security and medical sources said on Wednesday.The militants wore police uniforms and used a police vehicle to enter the city, 175 km (110 miles) north of Baghdad, police colonel Khalid Mahmoud told Reuters. He said there were around 10 attackers, including two suicide bombers.Islamic State's Amaq news agency said seven suicide fighters attacked a police position and the home of the head of the city's counter-terrorism service, who was killed. The assailants blew themselves up when they ran out of ammunition, it said.A total of 31 bodies were taken to hospital, including 14 policemen, said Nawfal Mustafa, a doctor at the city's main hospital. Storm clouds, both literal and figurative, loomed overhead as the first two batteries of Israel’s latest missile defense system — the David’s Sling — went operational on Sunday.At a ceremony at the Hatzor Air Base not far from the Gaza Strip, Israel’s top defense officials boasted of the capabilities afforded by the state-of-the-art batteries, as tensions with Hamas threaten to put them to a real-time test soon.Terror group Hamas has reportedly now also acquired rockets with much larger warheads, and tensions have spiraled in recent weeks following the killing of a Hamas commander.Hamas has accused Israel of the apparent assassination of its terror chief Mazen Faqha on March 25 and threatened revenge.Israel has not acknowledged any role in the hit and early Syunday Defense Minister Avigdor Liberman insinuated the terrorist group was responsible for killing Faqha.As the ceremony was taking place, Hamas rejected Liberman’s hints and said it came from a place of fear.While Liberman also said Sunday that Israel has no plans for another “adventure” in Gaza, some analysts and officials have raised the possibility that a fourth round of violence between the Israel Defense Forces and Hamas approaches.Just before the event, the head of the Israeli Air Force’s Aerial Defense Command, Brig. Gen. Most Israelis don’t think there is any justification for holding early elections, according to a poll released Tuesday.Following a coalition crisis during which Prime Minister Benjamin Netanyahu threatened to dissolve the government and call elections, the monthly Israel Democracy Institute and Tel Aviv University Peace Index found that almost 70 percent of Jewish Israelis thought there was no rationale for such a move. Among Arab Israelis, on the other hand, more than half said they saw a need for early elections.According to the survey, if elections were to be held in the near future, some 70% of Jews would want either a right-wing or a center-right government to take office, while 57% of Arab Israelis would prefer to see a center-left or left-wing government. Almost 80% of the respondents as a whole thought that either a center-right or right-wing government had a greater chance of taking office if elections were held soon.Claims by politicians that most people don’t understand the controversy over the new broadcast authority that nearly brought down the government are well-founded, the poll found: 53% of Jewish Israelis and 60% of Arabs didn’t know what the dispute was about.The fight over the new broadcast authority known as Kan was resolved last Thursday with an agreement whereby the soon-to-be-launched corporation will lose its centerpiece news division, although protests and lawsuits over the deal are ongoing.Some 61% of Jews and 84.5% of Arabs thought that the prime minister’s motive for the shakeup in the Israel Broadcasting Authority and the new regulator Kan was his desire to strengthen his control of the media. Jewish Israelis were more evenly split, with 43% thinking Trump would seek a two-state solution and 41% saying he would not.The survey found little hope for peace in the near term, with only 26% of all respondents saying they believed that negotiations between Israel and the Palestinian Authority would lead to peace in the coming years, and over 70% saying they would not.With regard to expanding West Bank settlements without consent of the US, 55% of Jews thought that it would prompt a painful backlash against Israel by the Trump administration.The Midgam Research Institute conducted the survey among 600 respondents, with a margin of error of 4.1% at a confidence level of 95%.

Dozens of civilians, among them children, were killed and more than 200 were injured in an airstrike early Tuesday that released “toxic gas” on a town in northwest Syria.The Britain-based Syrian Observatory for Human Rights, an opposition monitoring group, put the number of dead at 58, although unconfirmed reports said over 100 were killed.The nature of the substance has yet to be confirmed, but a British doctor at the scene tweeted that the chemical released was sarin gas.The Syrian Coalition, an opposition group based outside the country, said government planes carried out the airstrike on Khan Sheikhoun, south of the city of Idlib, the provincial capital. SAINT PETERSBURG, Russia — Russia’s health minister raised the death toll from Monday’s blast on the Saint Petersburg subway to 14.Veronika Skvortsova said in a televised briefing on Tuesday that 11 people died on the spot, one died in an ambulance and two at the hospital. Forty-nine people are still hospitalized, Skvortsova said.Saint Petersburg residents on Tuesday laid flowers outside the city’s subway where the bomb blast occurred. Thousands of miles to the east, authorities in the former Soviet republic of Kyrgyzstan identified one suspect as a Kyrgyz-born Russian citizen.There was no immediate claim of responsibility for the attack, which came while Russian President Vladimir Putin was visiting the city, Russia’s second biggest and Putin’s hometown.Residents have been bringing flowers to the stations near where the blast occurred. Every corner and windowsill at the ornate, Soviet-built Sennaya Square station on Tuesday was covered with red and white carnations.The entire subway system in this city of 5 million was shut down and evacuated before partial service resumed six hours later.
