TOKYO — North Korea has conducted a ground test of a new type of high-thrust rocket engine that leader Kim Jong Un is calling a revolutionary breakthrough for the country's space program, the North's state media said Sunday.Kim attended Saturday's test at the Sohae launch site, according to the Korean Central News Agency, which said the test was intended to confirm the "new type" of engine's thrust power and gauge the reliability of its control system and structural safety.Kim called the test "a great event of historic significance" for the country's indigenous rocket industry, the KCNA report said.He also said the "whole world will soon witness what eventful significance the great victory won today carries" and claimed the test marks what will be known as the "March 18 revolution" in the development of the country's rocket industry.The report indicated that the engine is to be used for North Korea's space and satellite-launching program.North Korea is banned by the United Nations from conducting long-range missile tests, but it claims its satellite program is for peaceful use, a claim many in the U.S. and elsewhere believe is questionable.North Korean officials have said that under a five-year plan, they intend to launch more Earth observation satellites and what would be the country's first geostationary communications satellite — which would be a major technological advance.Getting that kind of satellite into place would likely require a more powerful engine than its previous ones. BRUSSELS, 17. Mar, 11:22-In his speech on the State of the Union last year, European Commission president Jean-Claude Juncker said: “Yes, we need a vision for the long term. The commission will set out such a vision for the future in a White Paper in March 2017, in time for the 60th anniversary of the Treaties of Rome”.This is the long-term vision we would like to share with you.The fall of the Berlin wall in 1989 brought with it the end of the East-West conflict - capitalism versus communism. A multi-polar world progressively took the shape of North/South “crescents” - mature and ageing Northern countries willing to cooperate with the young and emerging South.A clear vision is necessary, as Roman statesman Seneca once said: “The wind blows in the right direction only for those who know where to go”. But there must be a credible plan for the crescents or the development of the meridian, which could be formed by relying on the existing heavy trends.Yet, since 1989, and especially since 2008, the international economy has been quickly regionalising. Some speak of “globalisation”, but the correct term would be “regionalisation”, which falls between deregulated globalisation and the return to national protectionism.Countries near to each other band together in order to create regional pools, ruled over by regional cooperation agreements. With only twelve examples of regional cooperation existing in 1990, this number has rapidly increased to 380 by 2015.There is a return to geographical and cultural proximity, with alliances such as the European Union, Nafta, Mercosur, Asean, Cedeau, Cemac, the Tripartite, and so on. This regionalisation, with deep integration, is made possible by several different components. But the main one by far is the economy that best structures these regions.Indeed, companies with international aspirations consolidate their value chain into a reduced number of close-knit sites, each of them providing real added value without the risk of dispersion.Consolidating the value chain allows for lowering transport costs, controlling the quality of segments and it also reduces exchange risks. Besides, in these great regions, production is being redeployed.There is a shift from (short-term) trade to sustainable investments and co-production. Suppliers become partners. Co-determination, co-construction are beginning to emerge. Companies, based on partnerships and networks, ensure technology transfer and share the means for added value in various sites.An original form of co-production combines northern companies with southern ones and vice-versa. The value chain is deployed in order to favour a complementary relationship between two neighbouring countries with differing levels of development.Thus, the USA relies on Mexico and Colombia. Germany relies on Central and Eastern European Countries (Ceec) and China relies on South-East Asian Tigers.The three “crescents” are structured and integrated: the main investor and commercial partner of South America is North America; the main investor and commercial partner of South East Asia is China; and the main investor and commercial partner of Africa is Europe.However, the comparison between North America and China with Europe and Southern Europe ends there.The Americans and the Chinese developed with the use of southern financial regional tools, such as the creation of an intercontinental bank, ensuring capital mobility and investment security; prospective tools with the implementation of intercontinental foundations; and demographic tools in regard to mobility and diaspora.-Constant evolution-Europe and Africa have fallen behind in the North-South regionalisation and we are all responsible for it.Indeed, the Europeans have been prisoners of their constant evolution. After the integration of Spain, Portugal and Greece, the negotiations with Turkey, the integration of Eastern countries and the Balkans, and then Brexit - the EU has been in constant evolution and has neglected the South.It has resorted to donations, loans and commercial agreements without any strategic vision or long-term policy.Nevertheless, Arab countries are also responsible for their behaviour following the 1973 oil crisis. Let us recall the warlike declarations of Algerian leader Houari Boumediene at the UN in 1974: “One day, millions of men will leave the Southern Hemisphere to go to the Northern Hemisphere. And they will not go there as friends. Because they will go there to conquer it. And they will conquer it with their sons. The wombs of our women will give us victory.”A deal was then possible between Europe and oil-producing Arab countries: we provide you with petrol and gas, while in exchange you promise to industrialise and co-develop the Southern shore of the Mediterranean.Finally, Sub-Saharan Africans are also responsible for the current mediocre relationship between the North and the South. They preferred short-term solutions and a fascination for the conspiracy theories for some partners and submission to others.How can we catch up with the last fifty years? How can we make this North-South vision of Europe more popular in the world? How can we prepare and manage the integration of Europe, Southern and Eastern Mediterranean countries, but also Africa - between the former rulers and the dominated.Geography and the economy bring them closer, but history pulls them apart. This is why a New Deal is necessary, otherwise we are all heading for disaster.-New Deal-This new deal requires:A change in perception, the old patterns dominant/dominated or centre/periphery are no longer accepted. Cultural diversity and interbreeding are gaining ground. “Interbreeding is the future of humanity”, Leopold Senghor once said.A change in method: taking into account Africans’ needs rather than Europeans’ assumptions. Ensuring co-production and co-development, instead of aiming to increase our market shares in Africa. Market shares will become consequences rather than objectives.A change in behaviour: For Europe, “shifting from conquest to sharing”. For Africa, “shifting from submission to empowerment”.The European Commission must propose this New Deal for a new vision of our common North-South future to southern and eastern Mediterranean countries and African countries.A major debate must be held, with the political sphere, but also with the economic sphere and the civil society of this “crescent”. Europe can no longer impose its vision of the future, it must share it.The player that wins, along with its South - be it America, China or Europe - will be the one that is capable of establishing win-win relationships. Europe has a chance to fairly cooperate with its South because, in addition to the economy, the two have common values.However, the European Union remains weakened. As is often the case, Europeans will only react out of fear: fear of mass migration from the South, fear of terrorism, fear of the daunting effects of climate change in the Mediterranean and in Africa, fear of losing their identity.The Mediterranean is so small that the future of Europe and Africa cannot be anything but related. The risk of seeing the South swarm into the North is real.It is a matter of urgency to work on energy, co-development and to organise a major European-African conference to lay the foundations of a New Deal. LIMA (Reuters) - A sudden and abnormal warming of Pacific waters off Peru has unleashed the deadliest downpours in decades, with landslides and raging rivers sweeping away people, clogging highways and destroying crops.At least 62 people have died and more than 70,000 have become homeless as Peru's rainy season has delivered 10 times as much rainfall than usual, authorities said Friday.About half of Peru has been declared in emergency to expedite resources to the hardest hit areas, mostly in the north where rainfall has broken records in several districts, said Prime Minister Fernando Zavala.Peru is bracing itself for another month of flooding.A local El Nino phenomenon, the warming of surface sea temperatures in the Pacific, will likely continue along Peru's northern coast at least through April, said Dimitri Gutierrez, a scientist with Peru's El Nino committee.Coastal El Ninos in Peru tend to be preceded by the El Nino phenomenon in the Equatorial Central Pacific, which can trigger flooding and droughts around the world, said Gutierrez. Batman has a bit of a sore back this weekend after shovelling cars out of the Montreal snow for several hours on Thursday.A devastating storm covered southern Quebec on Tuesday and Wednesday, leaving residents struggling to get around later in the week.Sidewalks were treacherous and many cars were encased by about 40 centimetres of snow.But the owners of children's entertainment company MJ Anim'Action saw it as an opportunity to brighten people's day.They decided to send Batman to the rescue."We went into all the side streets to find people who were trying to get rid of snow and when we found a person who was working we helped them right away," MJ Anim'Action co-founder Mehdi Bennani Smires told CBC News.The duo stayed close to their headquarters in Montreal's Rosemont borough, delivering about five hours of good deeds to their neighbours.By Saturday, a video compilation of their exploits, which they posted on YouTube, had almost 50,000 views.Bennani Smires said almost everyone was very happy to see the Caped Crusader joining the snow removal efforts — except the first person he offered to help."They didn't want help, but we decided we wouldn't give up," Bennani Smires said.Bennani Smires and MJ Anim'Action's other co-founder, Julien Bauby, also went to senior's residences in costume to help elderly people cross slippery streets.Those searching for a comic book reference to explain why it was Batman roaming the streets with a shovel, instead of another superhero, won't find one. The Batman costume simply had the most insulation."I couldn't be Spiderman. It was too cold," Bennani Smires said.-Volunteering for kids-Shovelling as Batman has all the makings of a publicity stunt, but Bennani Smires says it's the kind of volunteer work that's integral to what his company does."We have nice costumes and we know how to talk to kids because we used to be children's educators. We know children's needs," Bennani Smires said.They now volunteer at Sainte-Justine Hospital, meeting kids in costume, as part of the Starlight Foundation and RĂªves d'enfants — two charities that work to lift the spirits of seriously ill children."We're people who dress up as superheroes but the real superheroes are the kids, the ones fighting illness," Bennani Smires said.The co-founders each have kids of their own and both came to Quebec from France in the past ten years.Bennani Smires said Thursday's creative volunteering was a way thank their new home."We love Quebec, we never want to leave. Researchers have found traces of Earth's crust in the Canadian Shield dating back 4.2 billion years, when our planet was in its infancy.Earth's composition is unlike any other known planet or moon, with rocky crusts forming and moving over the surface. Over time, this has forced older evidence of such crusts — both oceanic and continental — deep below the surface.The oldest crust that exists today is about 2.7 billion years old, and remnants have long been known to be in the Canadian Shield.But older crust, to roughly 4.6 billion years ago when the Earth formed, has remained elusive.Hoping to find evidence of that original crust, Jonathan O'Neil, assistant professor at the University of Ottawa's Department of Earth and Environmental Sciences, and his team of researchers made the trip to a portion of the Shield in northern Quebec to collect samples.-Rock lineage-Rocks have a parentage but that parentage remains hidden. And trying to uncover how they first formed, and what they were comprised of, is an onerous task."Most granite, we believe, comes from the melting of an older crust," said O'Neil, the lead author in the resulting study, published Thursday in the journal Science."We knew that these rocks had an older precursor or an older parent. But how old, we didn't know."Rocks are notoriously difficult to date. But one way to do it is by measuring an isotope that was only produced within the Earth's first 500 million years, neodymium-42; which the team found in the Quebec samples.That means that the samples formed between 4.2 billion and 4.3 billion years ago.Though the findings don't answer every question about Earth's early history, they do shed some light on its development."At least it gives us more tools to understand the early geodynamics," O'Neil said. "Was [the process] the same everywhere on Earth? Or was it local? These are all questions we'll have to answer."O'Neil now hopes that more of these ancient cratons around the world will be studied leading to a better understanding not just about our world, but others."If we understand early processes that shape our planet, we can maybe understand other planets: Why are they different? Mar, 13:06-One year after Europol estimated that 10,000 children have gone missing in Europe, leading EU lawmakers say that better registration of migrant children entering the EU could make it easier to find the ones that are unaccounted for.EU migration commissioner Dimitris Avramopoulos recently told the European Parliament that there is a need to "fully" use the existing instruments to report and record child disappearances, suggesting they were currently not.He said missing children should be recorded in the Schengen Information System (SIS), which is the only EU database used for the purpose of recording missing persons. He also proposed that photographs and fingerprints should be attached to SIS entries.This means that SIS would be linked to Eurodac, another database storing fingerprints of people who apply for asylum or who are found migrating to Europe irregularly.The EU institutions are currently working on an update to Eurodac rules, and the commission has suggested registering fingerprints and photographs of children as young as six years old - down from the current age of 14.Eurodac rapporteur, Romanian conservative MEP Monica Macovei, told EUobserver she agreed with the proposal.-Preventing abuse-"We need to have a system that allows to trace the children, reunite them with their families and protect them from being abused by traffickers and organ smugglers," she said.But Omid Mahmoudi, the founder of Ensamkommandes Forbund, an association for unaccompanied minors in Sweden, told EUobserver that increased fingerprinting could be counterproductive."It's the same kind of argument as saying that closing the borders would prevent children from drowning. Children go missing because they are fighting to survive," he argued.Mahmoudi, who came to Sweden as a lone minor, said he paid smugglers so they would bring him to safety without being stopped on the way."Instead of asking why children disappear, we are creating further measures that scare them. Children are afraid of being fingerprinted, even six-year-olds are afraid of being deported if they are caught," he said."Besides, we already have fingerprints for most missing children, and nobody is looking for them," he said.When the EU's Fundamental Rights Agency (FRA), was asked for a legal opinion on Eurodac last year, it said most of the missing unaccompanied children are already in the system but this doesn't stop them from disappearing and they are rarely traced if they do go missing.The FRA said however that registration is a fundamental component of international refugee protection in general.Macovei, the Romanian MEP, said she included safeguards in her report to protect the best interests of the child."These safeguards include that information should be presented to children in a child-friendly manner, and that they should always be accompanied by a guardian or legal representative," she said.-Europol problems-In a bid to step up search and rescue efforts for missing migrant children, the Romanian MEP also wants to extend the powers of Europol to look for missing children, by giving them greater powers to access Eurodac.At present, the European police agency can only see if a person's fingerprints appear in the system ("hit-or-not"), but then have to ask national police for access to that person's file. In practice, it means Europol, whose headquarters is located in The Hague, needs to turn to Dutch authorities."In practice, the security standards are so high that Europol cannot share information," Macovei said.Some claim this will not be enough to stop children from going missing.The FRA noted the commission's proposal to reform Eurodac only aimed to apply the Dublin asylum system, combat irregular immigration and fight serious crime."For the following reasons and given the evidence available it seems difficult to conclude that the processing of fingerprints for children as young as six years of age is necessary and proportionate," the agency said.The rights agency then suggested expanding the scope of the report to "expressly pursue a child protection objective".Malin Bjork, a Swedish MEP who serves as shadow rapporteur for the left-wing GUE group, said the best way to stop children from going missing was to "make them feel safe"."The only way to stop them from absconding is to create good conditions and guarantee them a good future among us. Mar, 17:58-French authorities are on high alert to head off a cyber-attack that could affect the result of the upcoming presidential election.Prime targets could be candidates' websites and government networks.The threat was publicly recognised by president Francois Hollande, who accused Russia of trying to interfere in the campaign, ahead of the first round on 23 April and a run-off on 7 May."Russia is using all of its means to influence public opinion," he said in a recent interview to several European newspapers."It is not the same ideology as in the time of the USSR, [but] it is sometimes the same methods, with more technology," he said, adding that Russia had "a strategy of influence, of networks, with very conservative moral views"."The threats against French political parties and the vote itself are protean," a source at the National Agency for Security of Information System (Anssi), an agency reporting to the prime minister's office, told EUobserver.The alarm was raised at the highest level by French intelligence services and prompted two security meetings chaired by president Hollande at the Elysee palace.In January, experts from France's foreign intelligence service - the General Directorate for External Security (DGSE) - warned that hackers and cybersoldiers funded by the Kremlin were trying to distort the campaign by favouring far-right candidate Marine Le Pen, while discrediting her competitors, particularly independent candidate Emmanuel Macron.Macron, a former economics minister under Hollande, is a favourite to reach the election's second round, most likely against Le Pen.At the council of defence in early March, Hollande ordered "the mobilisation of all the state's necessary means" to prevent "any malevolent action" from "tarnishing the campaign and the vote".The mission of the DGSE is to protect France's highest interests.The fact that the DGSE raised the alarm over the smooth-running of the election is unprecedented and indicates that cyber-attacks have already been identified or stymied.Until January, the agency was almost exclusively focused on the threat of Islamic State (IS) attacks. After the 2015 Paris attacks and last year's Nice attacks, France's electoral campaign only emphasised the risks to the country's state of emergency.But according to sources, the risk is more diverse than the run up to last year's US election, when alleged Russian hackers focussed mainly on collecting information and compromising documents on Democratic candidate Hillary Clinton.-'Guide d'hygiène informatique'-On 14 February, a source told EUobserver, En Marche! - Macron's political movement's website - was taken down briefly after two unsuccessful hacking attempts.An attempt to access the movement's database was also foiled.According to sources, Macron's website is hosted in the US, in San Francisco, to make cyber-attacks more difficult. Macron's team has made accusations against Russia, but has not been able to prove them.Campaign teams say they have taken to measures, such as switching off mobiles during meetings or using WhatsApp to exchange messages. Some campaigners had previously used Telegram, as it was believed to be safer from hacking, but the mobile application is Russian.However, they still seem unprepared to fend off large-scale attacks.On 28 October last year, the source from Anssi said that the agency organised a meeting with the heads of all candidates' websites - representatives from the National Front's did not attend.They were warned of the risks and threats and given a USB flash drive with a "guide d'hygiène informatique" to help them secure their networks.Four months later in February, Zataz, an online magazine specialised in data security, examined the candidates' websites. It found dozens of security loopholes, especially concerning the protection of personal data.French authorities are also concerned that their own network could be targeted, including hackers trying to alter the voting process.-No electronic voting-In early March, the government decided to ban electronic voting in June's legislative elections for French voters abroad. Electronic voting was not planned for the presidential election itself.Guillaume Poupard, Anssi's chief, publicly said that the current voting platform is "more reliable" than the previous 2012 election, but "the level of threat is much higher today".But other experts have told EUobserver that in addition to the hacking threat, the system is unreliable, with voters unable to connect during preliminary tests.Hacking threats during a French election are not new.In 2012, during the previous presidential election, the computers of several officials at president Nicolas Sarkozy's office were hacked.At a conference some months later, the DGSE's technical manager revealed where the attack came from - the US.

PARIS (Reuters) - Police on Sunday questioned relatives of a man shot dead by soldiers at a Paris airport as they sought clues about why he tried to seize an assault rifle in an incident that has pushed security to the top of France's election campaign.Paris prosecutor Francois Molins said late on Saturday that the man, named as 39-year-old Ziyed Ben Belgacem, had shouted he was there to "die for Allah" when he tried to seize the gun from a woman air force member on patrol at Orly airport.After throwing down a bag containing a can of petrol and putting an air pistol to the head of the soldier, he was shot three times by her colleagues.More than 230 people have died in France in the past two years at the hands of attackers allied to the militant Islamist group Islamic State. These include coordinated bombings and shootings in November 2015 in Paris when 130 people were killed and scores injured.With the country in the throes of a highly-charged election campaign before a two-round presidential election in April and May, the attacks fuelled the political debate about security.Belgacem, who had been in and out of prison for theft and drug offences according to judicial sources, was already on the authorities' radar. They said he became a radicalised Muslim when he served a prison term several years ago for drug-trafficking.He had been reporting regularly to police under the terms of a provisional release from custody for theft and he did not have the right to leave the country.Several hours earlier before he was killed, Belgacem had shot and wounded a police officer with his air pistol after a routine traffic stop north of Paris before fleeing, officials said.Later he entered a bar in Vitry-sur-Seine on the other sideof Paris and opened fire with his air gun without hitting anyone. BEIRUT (AP) — Fierce clashes broke out in the Syrian capital on Sunday after insurgents infiltrated government-held parts of the eastern side of the city through tunnels overnight, state media said.It was a surprising breach of the government's Damascus security perimeter, where it has effectively walled itself off against two opposition enclaves in the eastern parts of the city.Residents said artillery shells and rockets were landing inside the heart of the city, and the activist-run Damascus Today Facebook group reported government air raids over the area of the clashes.Reinforcements arrived on the government side to repel the attack in the afternoon, the group said.The clashes centered around the city's Abasseen neighborhood, a government-held area sandwiched between the besieged, opposition-held Jobar and Qaboun neighborhoods.With its military depleted from six years of fighting and defections, the Syrian government relies on a blend of official and semi-official forces to defend its territory, including Shiite militias from Iran, Iraq, Lebanon, and other Middle Eastern countries.Rebels detonated two large car bombs at 5:20 a.m. Sunday close to the Jobar neighborhood. Syrian state media said the military repelled an attack by an al-Qaida-linked group after "terrorists" infiltrated through tunnels in the middle of the night. TOKYO — North Korea has conducted a ground test of a new type of high-thrust rocket engine that leader Kim Jong Un is calling a revolutionary breakthrough for the country's space program, the North's state media said Sunday.Kim attended Saturday's test at the Sohae launch site, according to the Korean Central News Agency, which said the test was intended to confirm the "new type" of engine's thrust power and gauge the reliability of its control system and structural safety.Kim called the test "a great event of historic significance" for the country's indigenous rocket industry, the KCNA report said.He also said the "whole world will soon witness what eventful significance the great victory won today carries" and claimed the test marks what will be known as the "March 18 revolution" in the development of the country's rocket industry.The report indicated that the engine is to be used for North Korea's space and satellite-launching program.North Korea is banned by the United Nations from conducting long-range missile tests, but it claims its satellite program is for peaceful use, a claim many in the U.S. and elsewhere believe is questionable.North Korean officials have said that under a five-year plan, they intend to launch more Earth observation satellites and what would be the country's first geostationary communications satellite — which would be a major technological advance.Getting that kind of satellite into place would likely require a more powerful engine than its previous ones. BRUSSELS, 17. Mar, 11:22-In his speech on the State of the Union last year, European Commission president Jean-Claude Juncker said: “Yes, we need a vision for the long term. The commission will set out such a vision for the future in a White Paper in March 2017, in time for the 60th anniversary of the Treaties of Rome”.This is the long-term vision we would like to share with you.The fall of the Berlin wall in 1989 brought with it the end of the East-West conflict - capitalism versus communism. A multi-polar world progressively took the shape of North/South “crescents” - mature and ageing Northern countries willing to cooperate with the young and emerging South.A clear vision is necessary, as Roman statesman Seneca once said: “The wind blows in the right direction only for those who know where to go”. But there must be a credible plan for the crescents or the development of the meridian, which could be formed by relying on the existing heavy trends.Yet, since 1989, and especially since 2008, the international economy has been quickly regionalising. Some speak of “globalisation”, but the correct term would be “regionalisation”, which falls between deregulated globalisation and the return to national protectionism.Countries near to each other band together in order to create regional pools, ruled over by regional cooperation agreements. With only twelve examples of regional cooperation existing in 1990, this number has rapidly increased to 380 by 2015.There is a return to geographical and cultural proximity, with alliances such as the European Union, Nafta, Mercosur, Asean, Cedeau, Cemac, the Tripartite, and so on. This regionalisation, with deep integration, is made possible by several different components. But the main one by far is the economy that best structures these regions.Indeed, companies with international aspirations consolidate their value chain into a reduced number of close-knit sites, each of them providing real added value without the risk of dispersion.Consolidating the value chain allows for lowering transport costs, controlling the quality of segments and it also reduces exchange risks. Besides, in these great regions, production is being redeployed.There is a shift from (short-term) trade to sustainable investments and co-production. Suppliers become partners. Co-determination, co-construction are beginning to emerge. Companies, based on partnerships and networks, ensure technology transfer and share the means for added value in various sites.An original form of co-production combines northern companies with southern ones and vice-versa. The value chain is deployed in order to favour a complementary relationship between two neighbouring countries with differing levels of development.Thus, the USA relies on Mexico and Colombia. Germany relies on Central and Eastern European Countries (Ceec) and China relies on South-East Asian Tigers.The three “crescents” are structured and integrated: the main investor and commercial partner of South America is North America; the main investor and commercial partner of South East Asia is China; and the main investor and commercial partner of Africa is Europe.However, the comparison between North America and China with Europe and Southern Europe ends there.The Americans and the Chinese developed with the use of southern financial regional tools, such as the creation of an intercontinental bank, ensuring capital mobility and investment security; prospective tools with the implementation of intercontinental foundations; and demographic tools in regard to mobility and diaspora.-Constant evolution-Europe and Africa have fallen behind in the North-South regionalisation and we are all responsible for it.Indeed, the Europeans have been prisoners of their constant evolution. After the integration of Spain, Portugal and Greece, the negotiations with Turkey, the integration of Eastern countries and the Balkans, and then Brexit - the EU has been in constant evolution and has neglected the South.It has resorted to donations, loans and commercial agreements without any strategic vision or long-term policy.Nevertheless, Arab countries are also responsible for their behaviour following the 1973 oil crisis. Let us recall the warlike declarations of Algerian leader Houari Boumediene at the UN in 1974: “One day, millions of men will leave the Southern Hemisphere to go to the Northern Hemisphere. And they will not go there as friends. Because they will go there to conquer it. And they will conquer it with their sons. The wombs of our women will give us victory.”A deal was then possible between Europe and oil-producing Arab countries: we provide you with petrol and gas, while in exchange you promise to industrialise and co-develop the Southern shore of the Mediterranean.Finally, Sub-Saharan Africans are also responsible for the current mediocre relationship between the North and the South. They preferred short-term solutions and a fascination for the conspiracy theories for some partners and submission to others.How can we catch up with the last fifty years? How can we make this North-South vision of Europe more popular in the world? How can we prepare and manage the integration of Europe, Southern and Eastern Mediterranean countries, but also Africa - between the former rulers and the dominated.Geography and the economy bring them closer, but history pulls them apart. This is why a New Deal is necessary, otherwise we are all heading for disaster.-New Deal-This new deal requires:A change in perception, the old patterns dominant/dominated or centre/periphery are no longer accepted. Cultural diversity and interbreeding are gaining ground. “Interbreeding is the future of humanity”, Leopold Senghor once said.A change in method: taking into account Africans’ needs rather than Europeans’ assumptions. Ensuring co-production and co-development, instead of aiming to increase our market shares in Africa. Market shares will become consequences rather than objectives.A change in behaviour: For Europe, “shifting from conquest to sharing”. For Africa, “shifting from submission to empowerment”.The European Commission must propose this New Deal for a new vision of our common North-South future to southern and eastern Mediterranean countries and African countries.A major debate must be held, with the political sphere, but also with the economic sphere and the civil society of this “crescent”. Europe can no longer impose its vision of the future, it must share it.The player that wins, along with its South - be it America, China or Europe - will be the one that is capable of establishing win-win relationships. Europe has a chance to fairly cooperate with its South because, in addition to the economy, the two have common values.However, the European Union remains weakened. As is often the case, Europeans will only react out of fear: fear of mass migration from the South, fear of terrorism, fear of the daunting effects of climate change in the Mediterranean and in Africa, fear of losing their identity.The Mediterranean is so small that the future of Europe and Africa cannot be anything but related. The risk of seeing the South swarm into the North is real.It is a matter of urgency to work on energy, co-development and to organise a major European-African conference to lay the foundations of a New Deal. LIMA (Reuters) - A sudden and abnormal warming of Pacific waters off Peru has unleashed the deadliest downpours in decades, with landslides and raging rivers sweeping away people, clogging highways and destroying crops.At least 62 people have died and more than 70,000 have become homeless as Peru's rainy season has delivered 10 times as much rainfall than usual, authorities said Friday.About half of Peru has been declared in emergency to expedite resources to the hardest hit areas, mostly in the north where rainfall has broken records in several districts, said Prime Minister Fernando Zavala.Peru is bracing itself for another month of flooding.A local El Nino phenomenon, the warming of surface sea temperatures in the Pacific, will likely continue along Peru's northern coast at least through April, said Dimitri Gutierrez, a scientist with Peru's El Nino committee.Coastal El Ninos in Peru tend to be preceded by the El Nino phenomenon in the Equatorial Central Pacific, which can trigger flooding and droughts around the world, said Gutierrez. Batman has a bit of a sore back this weekend after shovelling cars out of the Montreal snow for several hours on Thursday.A devastating storm covered southern Quebec on Tuesday and Wednesday, leaving residents struggling to get around later in the week.Sidewalks were treacherous and many cars were encased by about 40 centimetres of snow.But the owners of children's entertainment company MJ Anim'Action saw it as an opportunity to brighten people's day.They decided to send Batman to the rescue."We went into all the side streets to find people who were trying to get rid of snow and when we found a person who was working we helped them right away," MJ Anim'Action co-founder Mehdi Bennani Smires told CBC News.The duo stayed close to their headquarters in Montreal's Rosemont borough, delivering about five hours of good deeds to their neighbours.By Saturday, a video compilation of their exploits, which they posted on YouTube, had almost 50,000 views.Bennani Smires said almost everyone was very happy to see the Caped Crusader joining the snow removal efforts — except the first person he offered to help."They didn't want help, but we decided we wouldn't give up," Bennani Smires said.Bennani Smires and MJ Anim'Action's other co-founder, Julien Bauby, also went to senior's residences in costume to help elderly people cross slippery streets.Those searching for a comic book reference to explain why it was Batman roaming the streets with a shovel, instead of another superhero, won't find one. The Batman costume simply had the most insulation."I couldn't be Spiderman. It was too cold," Bennani Smires said.-Volunteering for kids-Shovelling as Batman has all the makings of a publicity stunt, but Bennani Smires says it's the kind of volunteer work that's integral to what his company does."We have nice costumes and we know how to talk to kids because we used to be children's educators. We know children's needs," Bennani Smires said.They now volunteer at Sainte-Justine Hospital, meeting kids in costume, as part of the Starlight Foundation and RĂªves d'enfants — two charities that work to lift the spirits of seriously ill children."We're people who dress up as superheroes but the real superheroes are the kids, the ones fighting illness," Bennani Smires said.The co-founders each have kids of their own and both came to Quebec from France in the past ten years.Bennani Smires said Thursday's creative volunteering was a way thank their new home."We love Quebec, we never want to leave. We really found happiness here."

Researchers have found traces of Earth's crust in the Canadian Shield dating back 4.2 billion years, when our planet was in its infancy.Earth's composition is unlike any other known planet or moon, with rocky crusts forming and moving over the surface. Over time, this has forced older evidence of such crusts — both oceanic and continental — deep below the surface.The oldest crust that exists today is about 2.7 billion years old, and remnants have long been known to be in the Canadian Shield.But older crust, to roughly 4.6 billion years ago when the Earth formed, has remained elusive.Hoping to find evidence of that original crust, Jonathan O'Neil, assistant professor at the University of Ottawa's Department of Earth and Environmental Sciences, and his team of researchers made the trip to a portion of the Shield in northern Quebec to collect samples.-Rock lineage-Rocks have a parentage but that parentage remains hidden. And trying to uncover how they first formed, and what they were comprised of, is an onerous task."Most granite, we believe, comes from the melting of an older crust," said O'Neil, the lead author in the resulting study, published Thursday in the journal Science."We knew that these rocks had an older precursor or an older parent. But how old, we didn't know."Rocks are notoriously difficult to date. But one way to do it is by measuring an isotope that was only produced within the Earth's first 500 million years, neodymium-42; which the team found in the Quebec samples.That means that the samples formed between 4.2 billion and 4.3 billion years ago.Though the findings don't answer every question about Earth's early history, they do shed some light on its development."At least it gives us more tools to understand the early geodynamics," O'Neil said. "Was [the process] the same everywhere on Earth? Or was it local? These are all questions we'll have to answer."O'Neil now hopes that more of these ancient cratons around the world will be studied leading to a better understanding not just about our world, but others."If we understand early processes that shape our planet, we can maybe understand other planets: Why are they different? Or are they similar and where in their life they drift apart in terms of geology?"

Mar, 13:06-One year after Europol estimated that 10,000 children have gone missing in Europe, leading EU lawmakers say that better registration of migrant children entering the EU could make it easier to find the ones that are unaccounted for.EU migration commissioner Dimitris Avramopoulos recently told the European Parliament that there is a need to "fully" use the existing instruments to report and record child disappearances, suggesting they were currently not.He said missing children should be recorded in the Schengen Information System (SIS), which is the only EU database used for the purpose of recording missing persons. He also proposed that photographs and fingerprints should be attached to SIS entries.This means that SIS would be linked to Eurodac, another database storing fingerprints of people who apply for asylum or who are found migrating to Europe irregularly.The EU institutions are currently working on an update to Eurodac rules, and the commission has suggested registering fingerprints and photographs of children as young as six years old - down from the current age of 14.Eurodac rapporteur, Romanian conservative MEP Monica Macovei, told EUobserver she agreed with the proposal.-Preventing abuse-"We need to have a system that allows to trace the children, reunite them with their families and protect them from being abused by traffickers and organ smugglers," she said.But Omid Mahmoudi, the founder of Ensamkommandes Forbund, an association for unaccompanied minors in Sweden, told EUobserver that increased fingerprinting could be counterproductive."It's the same kind of argument as saying that closing the borders would prevent children from drowning. Children go missing because they are fighting to survive," he argued.Mahmoudi, who came to Sweden as a lone minor, said he paid smugglers so they would bring him to safety without being stopped on the way."Instead of asking why children disappear, we are creating further measures that scare them. Children are afraid of being fingerprinted, even six-year-olds are afraid of being deported if they are caught," he said."Besides, we already have fingerprints for most missing children, and nobody is looking for them," he said.When the EU's Fundamental Rights Agency (FRA), was asked for a legal opinion on Eurodac last year, it said most of the missing unaccompanied children are already in the system but this doesn't stop them from disappearing and they are rarely traced if they do go missing.The FRA said however that registration is a fundamental component of international refugee protection in general.Macovei, the Romanian MEP, said she included safeguards in her report to protect the best interests of the child."These safeguards include that information should be presented to children in a child-friendly manner, and that they should always be accompanied by a guardian or legal representative," she said.-Europol problems-In a bid to step up search and rescue efforts for missing migrant children, the Romanian MEP also wants to extend the powers of Europol to look for missing children, by giving them greater powers to access Eurodac.At present, the European police agency can only see if a person's fingerprints appear in the system ("hit-or-not"), but then have to ask national police for access to that person's file. In practice, it means Europol, whose headquarters is located in The Hague, needs to turn to Dutch authorities."In practice, the security standards are so high that Europol cannot share information," Macovei said.Some claim this will not be enough to stop children from going missing.The FRA noted the commission's proposal to reform Eurodac only aimed to apply the Dublin asylum system, combat irregular immigration and fight serious crime."For the following reasons and given the evidence available it seems difficult to conclude that the processing of fingerprints for children as young as six years of age is necessary and proportionate," the agency said.The rights agency then suggested expanding the scope of the report to "expressly pursue a child protection objective".Malin Bjork, a Swedish MEP who serves as shadow rapporteur for the left-wing GUE group, said the best way to stop children from going missing was to "make them feel safe"."The only way to stop them from absconding is to create good conditions and guarantee them a good future among us. Mar, 17:58-French authorities are on high alert to head off a cyber-attack that could affect the result of the upcoming presidential election.Prime targets could be candidates' websites and government networks.The threat was publicly recognised by president Francois Hollande, who accused Russia of trying to interfere in the campaign, ahead of the first round on 23 April and a run-off on 7 May."Russia is using all of its means to influence public opinion," he said in a recent interview to several European newspapers."It is not the same ideology as in the time of the USSR, [but] it is sometimes the same methods, with more technology," he said, adding that Russia had "a strategy of influence, of networks, with very conservative moral views"."The threats against French political parties and the vote itself are protean," a source at the National Agency for Security of Information System (Anssi), an agency reporting to the prime minister's office, told EUobserver.The alarm was raised at the highest level by French intelligence services and prompted two security meetings chaired by president Hollande at the Elysee palace.In January, experts from France's foreign intelligence service - the General Directorate for External Security (DGSE) - warned that hackers and cybersoldiers funded by the Kremlin were trying to distort the campaign by favouring far-right candidate Marine Le Pen, while discrediting her competitors, particularly independent candidate Emmanuel Macron.Macron, a former economics minister under Hollande, is a favourite to reach the election's second round, most likely against Le Pen.At the council of defence in early March, Hollande ordered "the mobilisation of all the state's necessary means" to prevent "any malevolent action" from "tarnishing the campaign and the vote".The mission of the DGSE is to protect France's highest interests.The fact that the DGSE raised the alarm over the smooth-running of the election is unprecedented and indicates that cyber-attacks have already been identified or stymied.Until January, the agency was almost exclusively focused on the threat of Islamic State (IS) attacks. After the 2015 Paris attacks and last year's Nice attacks, France's electoral campaign only emphasised the risks to the country's state of emergency.But according to sources, the risk is more diverse than the run up to last year's US election, when alleged Russian hackers focussed mainly on collecting information and compromising documents on Democratic candidate Hillary Clinton.-'Guide d'hygiène informatique'-On 14 February, a source told EUobserver, En Marche! - Macron's political movement's website - was taken down briefly after two unsuccessful hacking attempts.An attempt to access the movement's database was also foiled.According to sources, Macron's website is hosted in the US, in San Francisco, to make cyber-attacks more difficult. Macron's team has made accusations against Russia, but has not been able to prove them.Campaign teams say they have taken to measures, such as switching off mobiles during meetings or using WhatsApp to exchange messages. Some campaigners had previously used Telegram, as it was believed to be safer from hacking, but the mobile application is Russian.However, they still seem unprepared to fend off large-scale attacks.On 28 October last year, the source from Anssi said that the agency organised a meeting with the heads of all candidates' websites - representatives from the National Front's did not attend.They were warned of the risks and threats and given a USB flash drive with a "guide d'hygiène informatique" to help them secure their networks.Four months later in February, Zataz, an online magazine specialised in data security, examined the candidates' websites. It found dozens of security loopholes, especially concerning the protection of personal data.French authorities are also concerned that their own network could be targeted, including hackers trying to alter the voting process.-No electronic voting-In early March, the government decided to ban electronic voting in June's legislative elections for French voters abroad. Electronic voting was not planned for the presidential election itself.Guillaume Poupard, Anssi's chief, publicly said that the current voting platform is "more reliable" than the previous 2012 election, but "the level of threat is much higher today".But other experts have told EUobserver that in addition to the hacking threat, the system is unreliable, with voters unable to connect during preliminary tests.Hacking threats during a French election are not new.In 2012, during the previous presidential election, the computers of several officials at president Nicolas Sarkozy's office were hacked.At a conference some months later, the DGSE's technical manager revealed where the attack came from - the US.

BERLIN (Reuters) - Turkey has never been less likely to join the European Union than now and the bloc should seek a special relationship with Britain, German Foreign Minister Sigmar Gabriel said as relations between Ankara and Berlin hit a low point."Today Turkey is definitely further away from becoming a member of the European Union than ever before," Gabriel said in an interview with news magazine Der Spiegel published on Saturday.He said he always had doubts about whether Turkey should join the EU but found himself in the minority in his Social Democrat (SPD) party.Before taking power in Germany in 2005, Chancellor Angela Merkel was an outspoken opponent of Turkey's membership and called for a "privileged partnership".Gabriel once thought that would make Turks feel like second-class Europeans but said his opinion had changed since Britain's decision to leave the EU."Today the situation is totally different due to Brexit. We'd be well advised to bring about a 'special relationship' with Great Britain after its exit from the EU," Gabriel said."That will be an important learning process for the EU and perhaps some of it can serve as a blueprint for other countries in the long term," Gabriel said.Luxembourg Foreign Minister Jean Asselborn said in an interview with Deutschlandfunk radio that Turkey's verbal attacks and the way that "the rule of law and order in Turkey has been tramped on" after a failed coup in July meant there was nothing that could help bring the EU and Turkey together at the moment.European Commission President Jean-Claude Juncker told Bild am Sonntag newspaper Turkish accession to the EU "will not fail due to a lack of willingness on the part of EU members but rather due to Turkey not wanting to introduce European standards".Juncker added that if Turkey were to re-introduce the death penalty, that would result in accession talks ending.Turkish President Tayyip Erdogan is courting Turks abroad for support in an April 16 referendum that would grant him sweeping new powers.He infuriated Germany and the Netherlands by describing bans on planned rallies by Turkish ministers as "fascist". MADRID (Reuters) - The Spanish government will give nothing in exchange for disarmament of the Basque militant separatist group ETA, Prime Minister Mariano Rajoy said on Saturday.The group, which has killed more than 800 people over several decades and declared a permanent ceasefire six years ago, has been severely weakened in recent years after hundreds of its members were arrested and police seized several weapons stashes.On Friday, France's Le Monde reported that ETA were set to announce plans to disarm and have scheduled a full handover of weapons for April 8 -- several Basque political leaders said this was credible.Basque independence sympathizers have lobbied for years for imprisoned ETA operatives to be moved to prisons closer to the Basque Country."ETA has made the umpteenth announcement and says it will disarm ... it won't be in exchange for anything," Rajoy said during a meeting of his People's Party in the Basque Country.The group has attempted to broker deals in exchange for disarmament on several occasions but the Spanish and French governments have refused to work with them, insisting only that they hand over their arsenal.According to Etxerat, an association which represents families and associates of the group, at the end of 2015 there were 403 people detained in 74 prisons throughout Spain.(Reporting by Andres Gonzalez; writing by Paul Day; editing by Stephen Powell)

PARIS (Reuters) - Police on Sunday questioned relatives of a man shot dead by soldiers at a Paris airport as they sought clues about why he tried to seize an assault rifle in an incident that has pushed security to the top of France's election campaign.Paris prosecutor Francois Molins said late on Saturday that the man, named as 39-year-old Ziyed Ben Belgacem, had shouted he was there to "die for Allah" when he tried to seize the gun from a woman air force member on patrol at Orly airport.After throwing down a bag containing a can of petrol and putting an air pistol to the head of the soldier, he was shot three times by her colleagues.More than 230 people have died in France in the past two years at the hands of attackers allied to the militant Islamist group Islamic State. These include coordinated bombings and shootings in November 2015 in Paris when 130 people were killed and scores injured.With the country in the throes of a highly-charged election campaign before a two-round presidential election in April and May, the attacks fuelled the political debate about security.Belgacem, who had been in and out of prison for theft and drug offences according to judicial sources, was already on the authorities' radar. They said he became a radicalised Muslim when he served a prison term several years ago for drug-trafficking.He had been reporting regularly to police under the terms of a provisional release from custody for theft and he did not have the right to leave the country.Several hours earlier before he was killed, Belgacem had shot and wounded a police officer with his air pistol after a routine traffic stop north of Paris before fleeing, officials said.Later he entered a bar in Vitry-sur-Seine on the other sideof Paris and opened fire with his air gun without hitting anyone. He also stole a car before arriving at the airport.-"I SCREWED UP"-Belgacem's father, who was initially detained by police but then released, denied his son had been involved in terrorism."My son has never been a terrorist. He has never prayed: he drinks. And, under the influence of alcohol and cannabis, this is what happens," the father, whose name was not given, told Europe 1.He said he had received a phone call from his son in which Belgacem referred to shooting the police officer, saying: "I ask your forgiveness. I screwed up with a policeman."Police said they were questioning a brother and cousin of Belgacem and an autopsy on the dead man would be carried out. Molins said on Saturday they would be examining his telephone to establish with whom he had been in contact.Belgacem was born in Paris, according to the prosecutor. BEIRUT (AP) — Fierce clashes broke out in the Syrian capital on Sunday after insurgents infiltrated government-held parts of the eastern side of the city through tunnels overnight, state media said.It was a surprising breach of the government's Damascus security perimeter, where it has effectively walled itself off against two opposition enclaves in the eastern parts of the city.Residents said artillery shells and rockets were landing inside the heart of the city, and the activist-run Damascus Today Facebook group reported government air raids over the area of the clashes.Reinforcements arrived on the government side to repel the attack in the afternoon, the group said.The clashes centered around the city's Abasseen neighborhood, a government-held area sandwiched between the besieged, opposition-held Jobar and Qaboun neighborhoods.With its military depleted from six years of fighting and defections, the Syrian government relies on a blend of official and semi-official forces to defend its territory, including Shiite militias from Iran, Iraq, Lebanon, and other Middle Eastern countries.Rebels detonated two large car bombs at 5:20 a.m. Sunday close to the Jobar neighborhood. Syrian state media said the military repelled an attack by an al-Qaida-linked group after "terrorists" infiltrated through tunnels in the middle of the night. It reported clashes in Qaboun and Jobar.Jobar is one of three pockets in the Syrian capital still in opposition hands.
