Ahead of sit-down with US envoy, PM promises new settlement-Cabinet members applaud as PM recommits to resettling Amona evacuees, says he’ll negotiate with US envoy on West Bank construction-By Raphael Ahren March 16, 2017, 12:50 pm-THE TIMES OF ISRAEL

Prime Minister Benjamin Netanyahu vowed Thursday morning to fulfill his promise to establish a new settlement for settlers evacuated from the illegal Amona outpost last month.Hours before he was set to meet for a second time this week with US President Donald Trump’s special envoy for international negotiations, Jason Greenblatt, he also reiterated his pledge to reach an agreement with Washington on the expansion of settlements in the West Bank.“We’re in the middle of a process of dialogue with the White House and it is our intention to get to an agreed-upon policy on construction in the settlements,” Netanyahu said at the weekly cabinet meeting. He noted that it was preferable to reach such understandings quickly rather than engaging in drawn-out negotiations.“To the residents of Amona I say again: I made a commitment to you to establish a new community and I stand by this commitment,” Netanyahu declared. In response, Transportation Minister Yisrael Katz asked Netanyahu if it he could applaud. Seconds later, he and other right-leaning ministers started clapping their hands in approval. Education Minister Naftali Bennett, the leader of the pro-settlement Jewish Home party, then said that he had never been worried about Netanyahu reneging on his promise.Last month, Netanyahu, after a meeting with Trump in Washington, reportedly told members of his security cabinet that the government may have to back off its pledge to build the new settlement, drawing vociferous protests from the settlers and their allies in the coalition. In early February, the West Bank outpost of Amona was forcibly evacuated by Israeli security after the courts ruled that it had been built illegally on private Palestinian land. Netanyahu, in response, promised to compensate Amona’s evicted residents with the creation of a new settlement. In exchange, the residents committed to a peaceful evacuation.Netanyahu has reportedly been seeking approval from Greenblatt to build the new settlement, which would be the first entirely new state-sanctioned town to be built in the West Bank in more than 20 years. On Monday, Greenblatt held a first meeting with Netanyahu in Jerusalem. During the five-hour meeting, Netanyahu raised Jerusalem’s intention to establish a new settlement to compensate the evicted settlers from Amona, a source close to Netanyahu said. The two also discussed opportunities for advancing peace between Israel and its neighbors, and tried to formulate a coordinated approach for the two leaderships on the issue of settlements.“The Prime Minister and Mr. Greenblatt continued discussions relating to settlement construction in the hope of working out an approach that is consistent with the goal of advancing peace and security,” according to a joint statement released after the meeting. On Wednesday, Netanyahu said his talk with Greenblatt had been substantive but that no agreement was reached on the thorny issue of settlements. “I cannot tell you that we finished,” he said. “We agreed, we are in a process, but a process of genuine mutual, very frank dialogue, in the good sense of the word. Very open and very frank, just not open to the press. You will need to wait a little, I do not think for long.”Greenblatt has been shuttling between Jerusalem and Ramallah for the past few days, meeting with Netanyahu, President Reuven Rivlin, opposition leader Isaac Herzog and the Coordinator of Government Activities in the Territories, Maj. Gen. Yoav Mordechai, as well as with Palestinian Authority President Mahmoud Abbas. On Wednesday Greenblatt made an unannounced trip to Jordan to meet with King Abdullah II in his palace in Amman. A joint statement later described the meeting as “very positive” and said the US envoy and his Jordanian host “both stressed the importance of peace between Israelis and Palestinians and the transformative effect it could have on the region.”Readout of meeting between HM King Abdullah II and Special Rep for Intl Negotiations @jdgreenblatt45. @USCGJerusalem @usembassyta pic.twitter.com/s9b5gGDiR3— U.S. Embassy Jordan (@USEmbassyJordan) March 16, 2017-According to Jordan’s official Petra news agency, the king stressed the importance of the US to breaking the peace process deadlock.Greenblatt also visited Yeshivat Hakotel, a Jewish Talmudic seminary in Jerusalem’s Old City.Earlier on Wednesday, he met Palestinian youth leaders in the Jalazoun refugee camp near Ramallah “to understand their daily experiences,” as he wrote on his Twitter account. He also met with senior PA security officials and visited recruits at a Jericho training center to review “our joint work to build their capacity to fight terrorism and provide security that benefits both Palestinians and Israelis.”Back in the White House, Trump “expressed his strong desire to achieve a comprehensive, just, and lasting settlement to the Israeli-Palestinian conflict and to continue the two countries’ consultations to help reach solutions for regional issues,” according to a statement released after Trump’s meeting Wednesday with Saudi Arabia’s Deputy Crown Prince Mohammed bin Salman.Greenblatt’s trip is part of an opening attempt to try and broker fresh peace talks after years of stagnation. His visit marks the first major attempt by the new US administration to address the Israeli-Palestinian conflict, after two months that have seen officials dither on support for the two-state solution, the possible relocation of the US Embassy and opposition to building in settlements.

Israel fumes as UN board slams its ‘apartheid, racial domination’ over Palestinians-Jerusalem’s envoy urges UN chief to reject ‘biased and deceitful’ report by Economic and Social Commission for Western Asia-By Times of Israel staff March 15, 2017, 9:09 pm

Israel’s ambassador to the United Nations slammed the UN’s Economic and Social Commission for Western Asia (ESCWA) on Wednesday after the commission released a report accusing Israel of establishing “an apartheid regime that oppresses and dominates the Palestinian people as a whole.”The report, titled “Israeli Practices towards the Palestinian People and the Question of Apartheid,” says that “available evidence establishes beyond a reasonable doubt that Israel is guilty of policies and practices that constitute the crime of apartheid as legally defined in instruments of international law.”The Beirut-based commission slammed Israel’s Law of Return, “conferring on Jews worldwide the right to enter Israel and obtain Israeli citizenship regardless of their countries of origin and whether or not they can show links to Israel-Palestine, while withholding any comparable right from Palestinians, including those with documented ancestral homes in the country,” as a policy of “demographic engineering” meant to uphold Israel’s status as the Jewish state. The report further accuses Israel of “practices” that have fragmented Palestinians, arguing that it is the “principal method by which Israel imposes an apartheid regime.”“This fragmentation operates to stabilize the Israeli regime of racial domination over the Palestinians and to weaken the will and capacity of the Palestinian people to mount a unified and effective resistance,” the report reads.Danny Danon, Israel’s UN envoy, hit back at the report, saying the “attempt to smear and falsely label the only true democracy in the Middle East by creating a false analogy is despicable and constitutes a blatant lie.”“It comes as no surprise that an organization headed by an individual who has called for boycotts against Israel, and compared our democracy to the most terrible regimes of the twentieth century, would publish such a report. We call on the Secretary General to disassociate the UN from this biased and deceitful report,” he said in reference to ESCWA Executive Secretary Rima Khalaf, a Jordanian national. The report was compiled by Richard Falk, a Princeton professor emeritus with a long track record of vehemently anti-Israel rhetoric who previously was the UN’s Special Rapporteur for Human Rights in Palestine, and by Virginia Tilley, an American political scientist who authored the book “The One-State Solution” in 2005.At a press conference accompanying the release of the report, Falk said the document and its findings “come after 50 years of frustrated diplomacy that failed to find a way to liberate the Palestinian people from oppression and denial of rights.”Tilley said “it has become entirely clear that we’re longer talking about risk of apartheid but practice of apartheid.”“There is an urgency for a response as Palestinians are currently suffering from this regime,” she said.

US demands UN pull report accusing Israel of apartheid-Envoy Nikki Haley says Washington outraged by publication; Sec-Gen Guterres distances self from it; Israel slams it as ‘despicable’-By Times of Israel staff and AFP March 15, 2017, 10:16 pm

The United States on Wednesday demanded that UN Secretary-General Antonio Guterres withdraw a report by a UN body accusing Israel of imposing apartheid on the Palestinians and of racially dominating them.Guterres distanced himself from the report by the UN Economic and Social Commission for Western Asia (ESCWA) but US Ambassador Nikki Haley said it should be scrapped altogether.“The United States is outraged by the report,” said Haley in a statement. “The United Nations secretariat was right to distance itself from this report, but it must go further and withdraw the report altogether.”Based in Beirut, ESCWA is comprised of 18 Arab countries, according to its website, which lists the state of Palestine as a full member, and works to strengthen cooperation and promote development.“That such anti-Israel propaganda would come from a body whose membership nearly universally does not recognize Israel is unsurprising,” said Haley.Haley has accused the United Nations of being biased against Israel and has vowed as President Donald Trump’s envoy to staunchly defend Israel at the world body.UN spokesman Stephane Dujarric said “the report as it stands does not reflect the views of the secretary-general” and was done without consultations with the UN secretariat.Israel’s ambassador to the United Nations Danny Danon earlier slammed the commission for releasing the report which accuses Israel of establishing “an apartheid regime that oppresses and dominates the Palestinian people as a whole.”Danon said the “attempt to smear and falsely label the only true democracy in the Middle East by creating a false analogy is despicable and constitutes a blatant lie.”“It comes as no surprise that an organization headed by an individual who has called for boycotts against Israel, and compared our democracy to the most terrible regimes of the twentieth century, would publish such a report. IDF strikes two Hamas facilities after rocket fired from Gaza at Netivot-Projectile believed launched by Salafist group landed in an empty field late Wednesday-By Times of Israel staff March 16, 2017, 1:05 am

Israeli Air Force jets struck two Hamas installations in the north of the Gaza Strip early Thursday in response to the latest rocket fire from the territory at Israeli communities nearby, the army said. There were no immediate reports about damage or casualties from the Israeli strike.Less than two hours before the strike, a rocket fired from the Gaza Strip landed in an empty field in the Sdot Negev Regional Council near Netivot. The rocket exploded on impact. No one was hurt and no damage was reported from the explosion. The “code red” siren did not trigger, as the army’s sensors determined the rocket would not land near a populated area.Security forces combed the area.Initial assessments suggested that the rocket was not fired by Hamas, which rules Gaza, but by radical Salafist groups in the strip, according to Hebrew media reports citing military sources.A rocket was last fired at Israel from Gaza in late February, leading the IDF to launch air strikes against five Hamas installations in the territory.Israel holds Hamas responsible for all rocket fire and other attacks emanating from the territory.

Jordan rejects US demand to extradite woman convicted in Jerusalem bombing-Ahlam Tamimi was an accomplice in the 2001 Sbarro suicide attack; State Department wants to try her over death of 2 Americans in the blast-By Jacob Magid and JTA March 16, 2017, 11:13 am-THE TIMES OF ISRAEL

Jordan rejected on Thursday morning a US demand for the extradition of a Palestinian woman convicted as an accomplice in the 2001 Jerusalem Sbarro suicide bombing, which killed 15 people including two Americans, Shoshana Greenbaum and Malka Roth.On Tuesday, the Justice Department unsealed the charge against Ahlam Aref Ahmad Al-Tamimi, who is in her mid-30s and and also is known as Khalti and Halati, for conspiring to use a weapon of mass destruction against American citizens. The charge had been sealed since July 2013.The bombing also left 122 injured, including four Americans. In 2003, she pleaded guilty in an Israeli court to multiple counts of murder and was sentenced to life in prison, but was released and returned to Jordan in 2011 as part of the deal to free IDF soldier Gilad Shalit, for whom Israel exchanged 1,027 prisoners.Jordanian law forbids the extradition of its nationals.Ahlam Al-Tamimi, wanted for 2001 pizza restaurant attack in Jerusalem, named to #FBI Most Wanted Terrorists List: https://t.co/Xulbi3jQjH pic.twitter.com/9cuvAv4q1C— FBI Most Wanted (@FBIMostWanted) March 14, 2017-According to the US affidavit, Al-Tamimi traveled with the suicide bomber, led the bomber to a crowded area and provided instructions on how to detonate the weapon. She had agreed to carry out attacks on behalf of Hamas’ military wing, the affidavit said. The FBI said it had placed Al-Tamimi on its Most Wanted Terrorist List.Acting Assistant Attorney General for National Security Mary McCord called Al-Tamimi “an unrepentant terrorist who admitted to her role in a deadly terrorist bombing that injured and killed numerous innocent victims.“The charges unsealed today serve as a reminder that when terrorists target Americans anywhere in the world, we will never forget — and we will continue to seek to ensure that they are held accountable,” McCord said in the statement.US Attorney Channing Phillips for the District of Columbia said the US had not forgotten the victims of the 2001 bombing.“We will continue to remain vigilant until Ahlam Aref Ahmad Al-Tamimi is brought to justice,” Phillips said.

For Jewish Feminists, New Set Of Minefields-‘Intersectionality’ moves beyond the quad.By Hannah Dreyfus March 15, 2017, 9:53 am-THE TIMES OF ISRAEL

The intersection of Zionism, feminism and other progressive causes is so fraught these days that young Jewish women are reaching back to middle school math class for the proper metaphor to capture their dilemma.“It’s like a Venn diagram,” said Yael Reisman, 34, the director of outreach at a progressive Jewish women’s organization. “It’s harder and harder to find a place where the Zionist circle and the progressive circle overlap.”Reisman’s comments come as Jewish feminists of all stripes, who are also Israel supporters, find themselves increasingly caught in the crosshairs of a culture war that seeks to isolate them both on campus and far beyond the quad. The bind they are in is a delicate one: jettison the progressive movement altogether, based on its harsh Israel positions, and not have a seat at the table, or agree to disagree on Israel but preserve a much-needed voice in the debate on a whole range of issues. The new political volleys come in the wake of the controversial platform of last week’s International Women’s Strike, which called for the “decolonization of Palestine,” among other political goals. The Women’s Strike, or a “Day Without a Woman,” was intended to be the first major follow-up event to the Jan. 21 Women’s March on Washington, which attracted a record-breaking 500,000 participants and nearly 3 million worldwide.Jewish women participating in the March 8 Women’s March. Via The Jewish Week. For Jewish feminists — many of whom participated enthusiastically in the Women’s March — the March 8 strike’s decision to call for the liberation of Palestine in their official platform raised ambivalence, disappointment and questioning. (The platform includes the “decolonization of Palestine” as one of the seminal goals at the “beating heart of this new feminist movement.” “We want to dismantle all walls, from prison walls to border walls, from Mexico to Palestine,” it reads.)-Organizers of the Strike have not responded to requests for comment.Further complicating the issue was a letter published in The Guardian on Feb. 6 announcing the Women’s Strike; it was signed by Rasmea Yousef Odeh, a Palestinian woman convicted and sentenced by an Israeli military court in 1970 to life in prison for two bombing attacks, including one in 1969 that killed two Israelis and injured nine others. (She was released by Israel in a prisoner exchange as part of an exchange for an Israeli soldier.) The involvement of Odeh infuriated and dismayed many Jewish feminists.“Odeh’s participation is infuriating and appalling,” said Leah Sarna, 25, an Orthodox rabbinical student and passionate feminist. Despite observing the Sabbath, Sarna traveled to Washington, D.C., in January to participate in the Women’s March. “Now, I can’t participate in any part of the strike going forward.” She said that the Women’s Strike day platform, which “singled out Israel as the only example of colonization … smacks of anti-Semitism.Rasmea Yousef Odeh is a Palestinian woman and former United States citizen convicted by Israeli courts for her role in the murder of two Israelis. Courtesy of JTA.“If the only example of colonization you can come up with is Israel, you are out of your mind,” she said.Adding to the controversy, Linda Sarsour, a Palestinian-rights activist and BDS-supporter who was an organizer and featured speaker at the Women’s March, said in an interview this week that Zionism and feminism cannot coexist. “You either stand up for the rights of all women, including Palestinians, or none. There’s just no way around it,” she told The Nation in an article published on Monday. (In recent weeks, Sarsour helped spearhead a campaign titled “Muslims Unite to Repair Jewish Cemetery.” The fundraiser brought in $115,000 to the Chesed Shel Emeth Cemetery in University City, Mo., which was vandalized last month.) Sarsour’s interview was prompted in large part by an article penned by Emily Shire, a journalist and editor living in New York who covers feminism and politics. Last week, Shire, 27, who grew up in a Conservative household in a New York suburb, wrote an op-ed for The New York Times about her conflicted Zionist and feminist identities. The article — headlined “Does Feminism Have Room for Zionists?” — was prompted by the controversial platform of the Women’s Strike and the involvement of Odeh.Speaking to The Jewish Week the day after her piece was published, Shire said the “outrage and negative comments” she received in response to the article were “unlike anything I’ve ever experienced before.“I received my first-ever comment from someone wishing I would die,” she said. Though she received significant positive feedback to the article as well — many praised her for being “brave” — on Twitter, insults were aggressively lobbed her way; in the span of a few hours, she was called a “racist,” a “white supremacist” and a “dixiecrat.”“Intersectionality sounds great in theory,” said Shire, who covers campus protests, among other things, where intersectional campus alliances are the topic du jour. Such alliances frequently leave Jewish students isolated. Groups that have no direct connection to the Israeli-Palestinian conflict, including LGBTQ groups and groups that work to prevent sexual assault, have refused to work with pro-Israel student groups in the past because of their stance. In one instance that garnered headlines in 2015, the Columbia University student advocacy group against sexual assault, No Red Tape, co-sponsored events connecting the experience of sexual assault survivors to that of Palestinians, and used its social media channels to promote anti-Zionist events. But intersectionality and the rigid ideological camps the practice creates have spread far beyond the campus green, said Shire. “It’s a problem when it starts to alienate people.”NCJW supporters and staff convene with fellow Jewish organizations on the National Mall for the Women’s March on Washington, January 21, 2017.Representatives from Jewish women’s organizations were more non-committal about how feminism’s recent embrace of Palestinian rights would affect their involvement moving forward.Nancy Kaufman, chief executive office of the National Council of Jewish Women (NCJW), said that “while I truly hope women leading change doesn’t turn into a cover for Israel bashing … everyone is entitled to freedom of speech.” In terms of future participation, NCJW will “navigate as we go along.”“We will continue to have our voices be heard — we’re not going to tell anyone else that they can’t have their voices be heard,” she said.Kaufman pointed out that while Sarsour’s participation in the Women’s March raised some discomfort among Jewish participants, the event maintained a tenor of inclusivity. She also pointed out that the Women’s Strike platform decries anti-Semitism in the same paragraph that it singles out Palestine.“We understand that the organizers do not want Israel criticism to be associated with anti-Semitism,” she said. The involvement of Odeh made the line between anti-Zionism and anti-Semitism particularly difficult to navigate, said Sharon Weiss-Greenberg, executive director of the Jewish Orthodox Feminist Alliance (JOFA).“Linda Sarsour’s involvement pales in comparison to this,” she said, referring to Odeh’s involvement. “There is a spectrum, and we understand that not everyone is a lover of Israel. But when you have a convicted terrorist as part of the leadership, most are hard pressed to participate, no matter how much you support feminism.”The decision to add the Israeli-Palestinian conflict to the movement’s agenda is not only troubling, but also not strategic, added Weiss-Greenberg. “It hurts our case dramatically. We lost people who were on board with the feminist mission.”Seffi Kogen, 25, a Conservative Jew and feminist “thought leader” among his peers, said Odeh is the “precisely wrong person to be leading the charge on these issues.” (Kogen is also the assistant director of campus affairs at the American Jewish Committee, though he was not speaking in that capacity.)-“There is no easier way for supporters of Donald Trump to raise concerns about refugees and get behind travel bans and restrictions than to simply point to an actual terrorist and say ‘this is who is representing the left,’” he said. Odeh emigrated to the United States in 1995 and lied about her criminal record (she denied having one). She repeated the same falsehoods when applying for U.S. citizenship in 2004 and was arrested in 2013 for lying to the federal government. She served 18 months in prison. She is currently free on bail and awaiting trial.“It’s self-marginalization,” said Kogen. “Having a terrorist murderer as a face to this new feminist movement only adds ammo to those who already seek to marginalize feminists. This is bad for the progressive movement as a whole.”Jewish feminists participate in the March 8 Women’s March in New York. Courtesy of Caroline Harris.Reisman said she felt the same disappointment when the Black Lives Matter movement released a platform in August 2016 which accuses Israel of perpetrating “genocide” against the Palestinian people and describes Israel as an “apartheid state.” The movement’s polarizing platform blindsided many enthusiastic Jewish supporters, and gave ammunition to the already skeptical right wing.“I felt so strongly about the Black Lives Matter platform,” said Reisman, who described herself as an ally. She called the controversial platform a “bait-and-switch.” “I care deeply about racial equality in this country,” she said, “but there was no place in this movement left for me.”Still, others refused to back away from the new energy of the feminist movement, despite the controversy.“We can’t let others dictate whether or not we sit around the table,” said Rabbi Marla Feldman, executive director of Women of Reform Judaism. “We won’t let them push us out.”While collaborating with those who have different beliefs is always “a dance,” Rabbi Feldman said agreeing to disagree is essential. “We’ll disagree where we must, agree where we can, and continue working towards the common good.”Rabbi Iris Richman, a Conservative rabbi who runs a Facebook group for Jewish feminists, said that she intends to “stay involved at all levels.”“We need to be well-represented so that we continue to be heard,” said Richman, who helped a cohort of Sabbath-observant participants travel to Washington, D.C., for the Women’s March. “If we have the opportunity to get involved, our default has to be to get involved.”Focusing on the “big picture” is key, Richman said. “We need to accept allies who we don’t agree with on everything,” she said. “The focus needs to be on changing things and not wallowing in criticism of other groups. Effective organizing 101 is building alliances, something the Jewish community will need even more in years to come.”Lori Weinstein, the CEO of Jewish Women International (JWI), a leading women’s organization that seeks to empower women and girls by fighting sexual violence and domestic abuse, encouraged young feminists to see beyond the moment, despite the platform’s language.“My advice to any young woman – be brave and bold in your political commitments and your activism,” she wrote in an email, “You can certainly be both a feminist and an advocate for Israel – but if you don’t feel welcome or you feel marginalized or discredited because you are a Jewish woman, in whatever group, then encourage dialogue and conversation – and if that doesn’t work, step away. There is too much work to do and too little time.”

BEIJING (Reuters) - China on Thursday pledged a firm response if Japan stirs up trouble in the South China Sea, after Reuters reported on a Japanese plan to send its largest warship to the disputed waters. The Izumo helicopter carrier, commissioned only two years ago, will make stops in Singapore, Indonesia, the Philippines and Sri Lanka before joining the Malabar joint naval exercise with Indian and U.S. naval vessels in the Indian Ocean in July, sources told Reuters. The trip would be Japan's biggest show of naval force in the region since World War Two."If Japan persists in taking wrong actions, and even considers military interventions that threaten China's sovereignty and security... then China will inevitably take firm responsive measures," Foreign Ministry spokeswoman Hua Chunying said at a regular press briefing.China said on Tuesday that it was waiting for an official word on why Japan plans to send the warship on the tour through the South China Sea, but that it hoped Japan would be responsible.Hua did not say on Thursday if China had received confirmation of the plan, but said that the South China Sea issue did not involved Japan and that the country should "reflect deeply" on its "disgraceful" past invasion of the Paracel and Spratly Islands.Japan controlled the islands during World War Two until its surrender in 1945.China claims almost all the South China Sea and its growing military presence in the waterway has fueled concern in Japan and the West, with the United States holding regular air and naval patrols to ensure freedom of navigation.Taiwan, Malaysia, Vietnam, the Philippines and Brunei also claim parts of the sea which has rich fishing grounds, oil and gas deposits and through which around $5 trillion of global sea-borne trade passes each year.Japan does not have any claim to the waters, but has a separate maritime dispute with China in the East China Sea.China regularly states that the dispute should be resolved without interference from non-claimants.Beijing has been speaking with 10 members of the Association of South East Asian Nations since 2010 to agree to a set of rules aimed at avoiding conflict in the South China Sea.Addressing a news conference at the end of the annual meeting of China's parliament on Wednesday, Chinese Premier Li Keqiang said that China hopes to push forward with the negotiations for the code of conduct to maintain stability.(Reporting by Beijing Newsroom; Writing by Christian Shepherd; Editing by Nick Macfie)

Australia calls for enforceable South China Sea pact soon-[Associated Press]-TERESA CEROJANO-YAHOONEWS-March 16, 2017

MANILA, Philippines (AP) — Australia urged Southeast Asian nations and China to conclude a legally binding code of conduct in the South China Sea as soon as possible, voicing concern Thursday about the scale of reclamation and construction by China in the disputed territory.Australian Foreign Minister Julie Bishop, speaking in Manila, urged the 10-member Association of Southeast Asian Nations and China to go beyond ongoing discussions to craft a framework of the code of conduct and rapidly conclude an enforceable regional nonaggression pact."We believe that ASEAN should drive for an enforceable code of conduct," Bishop told the forum of the ADR Institute for Strategic and International Studies. "I would urge ASEAN under the Philippines' leadership to go further and conclude a code of conduct as soon as possible."Acting Philippine Foreign Secretary Enrique Manalo said in a separate news conference that diplomats from ASEAN member states and China were progressing in efforts to draft a framework of the code although he refused to provide details.Negotiations for a stronger code of conduct in the disputed region have dragged on for years with China being blamed for stonewalling while it was quietly transforming seven disputed reefs into islands in recent years.Critics of China's assertive actions say Beijing may be giving a small concession by agreeing to complete a framework of the code because it has completed its current island-making works. China's once-frosty ties with the Philippines have also turned around under President Rodrigo Duterte, who has sought Chinese investments and aid while putting aside territorial disputes with Beijing.Duterte holds ASEAN's rotating chairmanship this year and will host its annual summits of its heads of state with other Asian and Western leaders.Bishop said an enforceable code of conduct could be based on the recommendations made by the Hague-based arbitration tribunal last year when it ruled on a case filed by the Philippines against China. The tribunal invalidated China's sweeping territorial claims in the South China Sea and ruled that China violated the rights of Filipinos to fish at Scarborough Shoal, which lies off the northwestern Philippines. Beijing had seized Scarborough in 2012 after a dangerous standoff with Philippine vessels.China has since allowed Filipino fishermen to return to the shoal, but it does not recognize the tribunal's ruling as valid and insists it has historical claims to almost the entire South China Sea."Australia opposes the scale of reclamation and reconstruction that has occurred and certainly we do not support militarization by any party of the islands and the other features in the South China Sea because it would raise tensions, it would raise the prospect of conflict," Bishop said, referring to reports of China installing a missile-defense system in its man-made islands.A rules-based international order is fundamental to prosperity and stability of countries in the region and "we should all advocate for its preservation and be prepared to defend it, even fight for it, should that be necessary," Bishop said.Australia supports U.S. leadership to preserve that regional order and safeguard international peace but is also committed to a strong Australian defense force to defend its own security interests, she said.Australia will spend $195 billion over the next decade on improving its military and intelligence capability, she said.

Tillerson calls for 'new approach' to North Korea, no details-[Reuters]-By Elaine Lies and Kiyoshi Takenaka-YAHOONEWS-March 16, 2017

TOKYO (Reuters) - U.S. Secretary of State Rex Tillerson said on Thursday the escalating threat from North Korea's nuclear program showed a clear need for a "new approach," although he stopped short of detailing what steps the Trump administration would pursue.Tillerson was speaking at a news conference following talks with Japanese Foreign Minister Fumio Kishida in Tokyo, the start of his first trip to Asia as secretary of state. It was the first time Tillerson, a former oil executive with no prior diplomatic experience, had taken questions from the media since coming into office in early February. Two decades of diplomatic and other efforts, including aid given to North Korea by the United States, had failed to achieve the goal of denuclearizing Pyongyang, he said."So we have 20 years of failed approach," Tillerson said. "That includes a period where the United States has provided $1.35 billion in assistance to North Korea as an encouragement to take a different pathway."He added: "In the face of this ever-escalating threat, it is clear that a different approach is required. Part of the purpose of my visit to the region is to exchange views on a new approach."A Japanese foreign ministry official said U.S. officials had discussed potential new approaches regarding North Korea, but he declined to elaborate.Tillerson visits South Korea and China later in the week. The New York Times reported on Wednesday he will warn Chinese officials that the United States would increase missile defenses in the region and target Chinese banks if Beijing does not constrain North Korea's nuclear and missile ambitions.State Department spokesman Mark Toner said on Wednesday that Tillerson will have "substantive, hard" talks with U.S. partners in Asia on next steps in dealing with North Korea, but his visit was not likely to produce an immediate specific response. In Beijing, Chinese Foreign Ministry spokeswoman Hua Chunying repeated Foreign Minister Wang Yi's proposal last week that North Korea should stop its nuclear and missile tests and South Korea and the United States should stop joint military drills and seek talks instead."We welcome all parties, including the United States, to come up with their own proposals," Hua told a daily news briefing. "As long as these proposals are conducive to ameliorating the present tense situation on the Korean peninsula and are beneficial to maintaining regional peace and stability ... China will have an open attitude."Tillerson made it clear he expected China, North Korea's sole major ally, to do more."We will be having discussions with China as to further actions we believe they might consider taking that would be helpful to bringing North Korea to a different attitude about its future need for nuclear weapons," he said.-SEEKING CLUES-Tillerson had not previously answered questions from reporters during his six weeks in office, and his comments in Japan were eagerly watched by international observers for indications as to what they meant for the Trump administration's foreign policy.Japan is seeking clues to Washington's policies both on North Korea and China's increasing military and economic clout while hoping to steer clear of trade rows.During his stop in Tokyo, Tillerson also held talks with Prime Minister Shinzo Abe and had dinner with Kishida.U.S. President Donald Trump made it a hallmark of his presidential campaign to call on U.S. allies, including Japan, to pay more for hosting U.S. forces and other elements of American protection.During the joint news conference with Kishida, Tillerson issued a far gentler version of that message, first underscoring the "long-standing" U.S.-Japanese alliance."While the security environment in this region can be challenging, the United States is committed to strengthening our role, and we welcome an increased Japanese commitment to their roles and responsibilities in our alliance," he said.Tillerson is the second member of Trump's cabinet to visit Japan. Defense Secretary Jim Mattis visited last month, and Vice President Mike Pence is due to visit in April, underscoring U.S. concerns surrounding North Korea's missile and nuclear programs. Abe was the first foreign leader who met Trump after his November election win.North Korea last week launched four more ballistic missiles and is working to develop nuclear-tipped missiles that can reach the United States, in defiance of U.N. Security Council resolutions and sanctions.Washington has previously said all options, including military, are on the table in its review of policies toward North Korea and Japanese officials are keen to know more details. In the final months of the Obama administration, U.S. officials warned China it would blacklist Chinese companies and banks that do illicit business with North Korea, if Beijing failed to enforce U.N. sanctions against Pyongyang.Tillerson's trip to Asia also comes as the United States has begun deploying the Terminal High Altitude Area Defense (THAAD) missile defense system in South Korea, a move that China strongly objects to because it sees the system's radar as a threat to its security.Pak Myong Ho, a North Korean embassy official speaking in Beijing on Thursday, said the THAAD deployment "will destroy the balance in Northeast Asia and the Pacific region.""The radar is not aimed at just us," Pak said. "It is also aiming for China and Russia."China's assertiveness in the East China Sea, where it has a territorial row with Japan, and the South China Sea, where it has disputes with the Philippines and several other Southeast Asian nations, were also on the agenda during Tillerson's visit.Tillerson's visit to Tokyo came as Abe's government battles a domestic scandal over a nationalist school. Following weeks of questions in parliament about the affair, support for Abe fell five points to 50 percent, a weekend poll by the Mainichi newspaper showed, off highs hit after he met Trump in Washington last month.(Additional reporting by Christine Kim in Seoul, David Brunnstrom in Washington and Ben Blanchard in Beijing; Writing by Yeganeh Torbati; Editing by Raju Gopalakrishnan and Nick Macfie)

PM Rutte wins Dutch election, Wilders contained By Peter Teffer-MAR 16,17-EUOBSERVER

Amsterdam, Today, 07:44-Dutch prime minister Mark Rutte's centre-right Liberal party remains the largest political party in the Netherlands, after lower house elections on Wednesday (15 March). The Party for Freedom (PVV) of anti-EU MP Geert Wilders gained five seats, as of Thursday morning with 95 percent of the votes counted.Wilders ended up in second place with 20 seats out of 150, a less triumphant victory than in the 2010 elections, when his party won 24 seats.Rutte said following the UK's decision to leave the EU, and the US election of Donald Trump, that the Netherlands had said “stop” against “the wrong type of populism”.“The message that we want to continue the course the coming years, to keep this country safe, stable and wealthy, has been heard,” he said, adding that he would “give everything” to form a “stable government that can govern this country wisely the next four years”.Wilders said he would like to participate in a coalition government, but this is highly unlikely given his party's radically different views.“I would have preferred to become the biggest party,” said Wilders. But while Rutte's party came out top, with 33 seats, it was a relative success given that the Liberals lost eight seats. The election result was a harsh verdict for Rutte's pragmatic coalition with the centre-left Labour party.Labour suffered the worst electoral defeat in its history. It had won 38 seats in 2012, but this year received only 9 seats. The mood at a gathering of Labour's top brass in Amsterdam on Wednesday night was gloomy.“This hurts, of course,” said Lilliane Ploumen, Labour's trade and development minister.“We have worked hard for four years to drag the Netherlands out of the crisis, together with the Liberals,” she told EUobserver. “It is important that this job was done. But it is also important that people feel it. Apparently they did not feel it.”Her colleague, foreign minister Bert Koenders told EUobserver that the main reason for the loss was that Labour was the “junior partner” in the coalition.“The coalition has reformed the country, also in a social way, but the credits go to the largest partner. You often see that,” said Koenders. “What I do find relatively positive is the small gains for the PVV. They won, four seats, but it is not the larger success that some had expected.”Koenders spoke when exit polls predicted a four-seat gain for Wilders, instead of five.Labour's defeat also raises the question of whether its member Jeroen Dijsselbloem, who was finance minister, can remain president of the Eurogroup, the body of eurozone finance ministers.Elsewhere in Amsterdam, the supporters of GreenLeft celebrated in a concert hall. Their party's representation in the lower house made a substantial jump from four seats to 14.“Populism has stopped here in the Netherlands,” GreenLeft leader Jesse Klaver told the crowd.“Geert Wilders has won some seats on this election night, but just a couple. It was not the breakthrough he was hoping for,” Klaver later added talking to press. He told EUobserver that the election result did not provide a clear pro- or anti-European picture.“However, it is remarkable that the one who really wants a Nexit, made only limited gains,” he said, noting that his party and the centrist D66, both proudly pro-EU, both increased in size.D66 went from 12 to 19 seats, while the centre-right Christian-Democrats went from 13 to 19 seats.“I do see this as a small helping hand for pro-European forces in the Netherlands,” he added.Former GreenLeft MEP Joost Lagendijk was also present at the party in Amsterdam. He now works as an analyst. He told EUobserver that the “domino theory” - Brexit, Trump, and possibly populist gains in elections in the Netherlands, France, and Germany – has stopped.“If Wilders had become the largest, then that would have been an enormous support for [French far right presidential candidate Marine] Le Pen. This proves that there is a ceiling to populists' [popularity],” said Lagendijk. The Green ex-MEP said he thought Rutte had won because of an “Erdogan effect” - the diplomatic row between the Netherlands and Turkey helped him emit statesmanship.Difficult coalition talks follow next. At least four parties will be needed to form a majority in the lower house. The Dutch voted for a highly fragmented lower house, with representation for 13 parties. Two new parties entered the parliament: Denk and Forum for Democracy. The first says it defends the interests of Dutch citizens with a migration background, the second is an anti-EU think tank that campaigned against the EU-Ukraine association agreement.Voter turnout was 80.4 percent.

Focus-MEPs to reject ban on Arctic oil drilling By Aleksandra Eriksson-MAR 16,17-EUOBSERVER

BRUSSELS, Today, 09:28-EU's relations with Norway have soured after some MEPs suggested that the EU should work for a total ban on oil drilling in the Arctic. The proposal is part of the European Parliament's report on an integrated EU policy for the Arctic, which will opened up for a vote on Thursday (16 March). The parliament wants to step up cooperation between Arctic members so as to better protect the unique ecosystem. It speaks of the importance of listening to indigenous people, such as the Sami, and calls for the creation of a research centre - financed by the EU.The report also calls for a future total ban on oil drilling and extraction of Arctic oil and gas, adding that the EU must cooperate with international partners to put an end to offshore drilling in Arctic waters. The Arctic is estimated to hold 22 percent of the world's undiscovered oil and gas resources. The melting of Arctic ice is unlocking new opportunities in the form of shipping routes and gas and oil stocks, which could further hurt the environment. The parliament's position is non-binding, but Norway has taken it very seriously nonetheless. In the last few weeks, Norwegian MPs have travelled to Brussels in a bid to persuade MEPs to remove the controversial references.Eirik Sivertsen, chair of the Norwegian parliament's delegation for Arctic cooperation, has furthermore sent a letter to MEPs, saying climate change “cannot be solved by symbolic actions.”“The problems of climate change were not created in the Arctic and cannot be solved in the Arctic alone," he said. There have also been calls for the Norwegian EU minister, Frank Bakke-Jensen, to resign over his handling of the situation.Norway was first in the world to ratify the 2015 climate Paris agreement, but all parties are committed to continued Arctic oil drilling.Green pressure groups have taken legal action against the Norwegian government in an attempt to force it to stop offering new drilling licenses for the Barents sea.The European Parliament debated the report on Wednesday evening.Estonian liberal Urmas Paet, a co-rapporteur, reminded MEPs that the EU is dependent on Norway if the bloc wants to reduce its dependence on Russian oil and gas. He argued that there is a need to respect international law, in a reference to the law of the sea, which states that coastal states are sovereign to enjoy resources on the continental shelf.Finnish centre-right MEP Sirpa Pietikainen, the other author of the report, told EUobserver that the center-right EPP group doesn't back the ban on Arctic drilling. This means that part of the report will likely be rejected in plenary. But she said it was problematic that "anyone is drilling for more fossil fuels anywhere in the world, and in such sensitive areas as the Arctic in particular".She argued that there was also a "carbon bubble", the idea that it's economically futile to invest in fossil fuels when most of the existing oil and gas reserves have to stay in the ground if we are to survive as a civilisation. She said that even if the report was non-binding, it was important because it could feed into EU legislation at a later stage, and this was what had made Norway nervous. The Arctic's temperature has increased steadily over the years, about twice as fast as the global average and the sea ice has shrunk significantly to 40 percent less than the amount in summer 35 years ago.

What went wrong on Highway 13, where at least 300 were stranded overnight?-[CBC]-YAHOONEWS-March 15, 2017

Montreal Mayor Denis Coderre is looking to the provincial government for answers after 300 people were stranded in their vehicles overnight on a stretch of Highway 13 just south of the Côte-de-Liesse Highway during Tuesday night's storm. It was 4:30 a.m. Wednesday before police and firefighters began helping to move out the stuck vehicles, and by the time traffic was moving freely once again, more than 12 hours had passed."It's unacceptable when you're stuck in your car for 12, 13 hours," said Coderre. "Of course, we will need to have some answers."Lt. Jason Allard of the Sûreté du Québec said police received a call at 6:08 p.m. that there had been a collision involving a tractor-trailer on Highway 13 near the exit for Hickmore Street. The tractor-trailer jackknifed across the southbound lanes, Allard said, leaving no way for traffic behind it to pass.Patrol officers were dispatched and asked for plowing and towing support. However, by the time the support arrived, there was a long line of vehicles behind the truck, unable to move."They were basically snowed in," said Allard. The Transport Ministry is unable to give a precise time as to when the highway was closed.-No mention of stranded motorists-Coderre has released what he called an "exhaustive report" given to him by his civil security staff, outlining what the city knew about what happened as the events unfurled. The report says the Transport Ministry told city staff about the closure of Highway 13 at 11:50 p.m. but didn't mention there were people trapped in their vehicles. Then, at 1:40 a.m., Montreal city staff convened a second meeting, but no one from the Transport Ministry attended.Stranded drivers made more than 300 calls to 911 for help, but Coderre said it was not until 3:30 a.m.that any city service was informed that there were hundreds of people stuck on the snowbound section of Highway 13.That's when the provincial police contacted the Montreal fire service to ask if it had the capacity to help them with an evacuation of those stranded on the highway.By the time the SQ made an official call for back-up, at 4:30 a.m., the firefighters had already decided to take matters into their own hands. After that, the city sent more help. Why such a slow response? The night-long saga had officials scrambling to explain the slow response in a province used to major snowfalls.Couillard said the storm was "exceptional," but that means it deserved "an exceptional response." He said there needs to be more communication between the victims and the first responders."I put myself in the place of the people who are still stuck in their car and and have no idea what will happen," he said."I would like to know there's someone thinking of me and who will take care of me. I think the least we can do is inform them properly."-Government will pay towing fees, Coiteux says-Public Security Minister Martin Coiteux said Wednesday afternoon that he needs more time to understand what went wrong on Highway 13.Coiteux said there was a communication breakdown, vowing to get to the bottom of it in the next 48 hours."We want to understand better the sequence, the co-ordination of efforts, how it worked," said Coiteux. "To have full information about this, we need to gather all the information."Coiteux also said the government will cover the $218 towing fee that motorists who walked away from their vehicles in the blizzard were handed when they went to recover their cars Wednesday.-Harrowing night, huddled, running out of gas-For the first hour of being stuck, Marcy McCallum laughed off being stuck on a ramp going on to Highway 13.Three hours later, she realized something was seriously wrong. She called police and, when she realized no one was coming, she started reaching out to other drivers behind her to organize a way for everyone to back out off the ramp. There were at least 70 cars behind her. She spoke with the first 20 and dispatched others to tell the people behind them. But people started running out of gas and abandoning their cars, she said."That's the point when I started to lose hope," she said in an interview. After calling police for a second time and being told no one would come with extra fuel, she tried to preserve her own by keeping the car off. She only turned her engine on once every half hour, just to warm up."I just kept telling myself this is going to be over any minute. This is really, really ridiculous."She tried to rest in her vehicle for the rest of the night, leaving it off most of the time to preserve gas. Her car was freed when police created a path in the opposite direction at the Cavendish exit. By the time she drove away, it was 4:35 a.m., nearly nine hours after she got stuck.-Diabetic left with no choice but to ditch car-Some who abandoned their cars had no alternative.Jean-François Grégoire is a Type 1 diabetic and had to flee his vehicle last night in the middle of the snowstorm, when his blood sugars dropped. He walked for 20 minutes to get to his office, where he stayed the night."I'm happy to have my car and to go home to get some sleep," he said.

POISONED WATERS

HOSEA 4:1-3
1 Hear the word of the LORD, ye children of Israel: for the LORD hath a controversy with the inhabitants of the land,(EARTH) because there is no truth, nor mercy, nor knowledge of God in the land.
2  By swearing, and lying, and killing, and stealing, and committing adultery, they break out, and blood toucheth blood.
3  Therefore shall the land mourn, and every one that dwelleth therein shall languish, with the beasts of the field, and with the fowls of heaven; yea, the fishes of the sea also shall be taken away.

ZEPHANIAH 1:2-3
2  I will utterly consume all things from off the land, saith the LORD.
3  I will consume man and beast; I will consume the fowls of the heaven, and the fishes of the sea, and the stumblingblocks with the wicked; and I will cut off man from off the land, saith the LORD.

REVELATION 16:3-7
3 And the second angel poured out his vial upon the sea; and it became as the blood of a dead man: and every living soul died in the sea.(enviromentalists won't like this result)
4 And the third angel poured out his vial upon the rivers and fountains of waters; and they became blood.
5 And I heard the angel of the waters say, Thou art righteous, O Lord, which art, and wast, and shalt be, because thou hast judged thus.
6 For they(False World Church and Dictator) have shed the blood of saints and prophets, and thou hast given them blood to drink; for they are worthy.

Growing algae bloom in Arabian Sea tied to climate change-[The Canadian Press]-YAHOONEWS-March 15, 2017

BANDAR AL-ROWDAH, Oman — The Gulf of Oman turns green twice a year, when an algae bloom the size of Mexico spreads across the Arabian Sea all the way to India.Scientists who study the algae say the microscopic organisms are thriving in new conditions brought about by climate change, and displacing the zooplankton that underpin the local food chain, threatening the entire marine ecosystem.Khalid al-Hashmi, a marine biologist at the Sultan Qaboos University in Oman, wrinkles his nose as the research vessel nears the bloom. "Sea stench," he says, referring to the algae's ammonia secretions. "It's here, you can smell it."He signals the boat to stop as it speeds beneath a gigantic rock arch off the coast of Muscat, the capital of Oman, an arid sultanate on the southeastern corner of the Arabian Peninsula. The captain kills the engine and drops anchor into a slick of bright green muck surrounded by crystal-clear blue water. The swarms of microscopic creatures beneath the surface of the Gulf of Oman were all but invisible 30 years ago — now they form giant, murky shapes that can be seen from satellites.Across the planet, blooms have wrecked local ecosystems. Algae can paralyze fish, clog their gills, and absorb enough oxygen to suffocate them. Whales, turtles, dolphins and manatees have died, poisoned by algal toxins, in the Atlantic and Pacific. These toxins have infiltrated whole marine food chains and have, in rare cases, killed people, according to the U.N. science agency. In the Great Lakes of North America, Thailand and the Seychelles, the algae bloom green. In Florida they are red, in the North Atlantic they are chalky white, and in Puget Sound they are orange. The Irish call it the "sea ghost," and the Taiwanese refer to the blooms as "blue tears."NASA uses satellites and floating robots to monitor the blooms, said Paula Bontempi, the manager for ocean carbon and biology projects at the U.S. space agency. "It's like a Van Gogh painting," she said, referring to satellite images of swirls of chlorophyll spiraling across the world's oceans. "Absolutely beautiful."It's less attractive up close, where it can be "almost guacamole-like" in some lakes. "It smells bad, it looks bad," she said. The satellite technology has enabled scientists to link the algae to higher levels of air and water pollution in recent decades, but Bontempi said questions remain. "We know that our Earth is changing," she said. "It may be in a direction we might not like."Scientists based at the Lamont-Doherty Earth Observatory at Columbia University trace Oman's blooms to melting ice in the Himalayas. Less ice has raised temperatures in South Asia and strengthened the Indian Ocean's southwest monsoon. As this weather front moves across the Arabian Sea every year, it churned up oxygen-poor water thick with nutrients that have fueled the rise of a 1.2-billion-year old algae called noctiluca scintillans. For the past 15 years, observatory biogeochemist Joaquim Goes, al-Hashmi and biological oceanographer Helga do Rosario Gomes have tracked blooms in the Arabian Sea using boats, satellites and remote sensors.Goes said the blooms have caused a "short-circuiting of the food chain," endangering other marine life."Normally these things happen slowly, usually we talk about tens of hundreds of years. Here it's happening overnight," he said. "The transformation is happening before our eyes."The algae blooms pose a number of threats to Oman, whose fishing and trading ships have plied these waters for centuries.Thick blooms reduce visibility, making it difficult for divers to repair undersea gas infrastructure. It can also clog the intake pipes of the desalinization plants that produce up to 90 per cent of the country's fresh water.Fishermen call Oman's marine research centre when they spot blooms.Marine ecologist Ahmad al-Alawi adds these reports to four decades of observations before comparing them with satellite images of the swirling chlorophyll. He says the blooms are growing bigger and lasting longer, displacing the zooplankton at the bottom of the local food chain. The algae has attracted more whale sharks — a major draw for divers — but many tourists have cancelled their trips at the sight of the green, murky waves, said Ollie Clarke, a dive instructor at the Bandar al-Rowdah marina near Muscat. It also poses a threat to the country's fisheries. An outbreak of a different kind of algae in 2008 led to the beaching of 50 tons of oxygen-starved fish, which rotted up and down the coast, al-Alawi said. The researchers have found cause for both despair and hope by studying a live noctiluca culture in their lab: The blooms will likely spread as the Indian Ocean continues to absorb greenhouse gas emissions, but could be contained if they are sprayed with fresh water. Goes and Gomes hope to develop an early-warning system for Oman modeled on one operated by the U.S. National Oceanic and Atmospheric Administration in Florida-But Saleh al-Mashari, who learned to sail and fish as a boy in the small coastal village where he still lives, and who now captains a researcher vessel, said the damage is already done."The fish are migrating," he said. "They can't get enough air here."Sam McNeil, The Associated Press.

2,262 Egyptian children fall ill in suspected food poisoning-Most have been released from hospitals; victims ate government-provided school meals believed to be contaminated-By AP March 16, 2017, 1:19 pm-THE TIMES OF ISRAEL

CAIRO — Egypt’s Health Ministry says hundreds of schoolchildren have been admitted to hospital in a suspected mass food poisoning this week. The ministry says the outbreak involved 2,262 children in eight schools in the southern province of Sohag. They developed symptoms after eating school meals provided as part of a government food program for schoolchildren. The ministry statement late on Tuesday said most of those admitted to hospital have been released. Samples of the meals were being analyzed to ascertain the cause of the suspected poisoning. The independent Al-Shorouk daily says the Sohag governor suspended the food program pending the outcome of the analysis. In 2013, university students protested after some 160 colleagues fell ill after a tuna meal at the University of Al-Azhar, Cairo’s centuries-old seat of Sunni Muslim learning.

Hawaii judge halts Trump's new travel ban before it can go into effect-[Reuters]-By Dan Levine and Mica Rosenberg-YAHOONEWS-March 15, 2017

HONOLULU/NEW YORK (Reuters) - A U.S. federal judge in Hawaii dealt another legal blow to President Donald Trump on Wednesday, issuing an emergency halt to his revised travel ban just hours before it was set to go into effect early on Thursday.U.S. District Judge Derrick Watson put out an emergency stop on Trump's executive order, which aimed to temporarily bar entry to the United States of most refugees as well as travellers from six Muslim-majority countries.Watson said the state of Hawaii showed a strong likelihood of success in its claims that the order violates the establishment clause of the U.S. Constitution, which prevents religious discrimination. Critics of the ban argued it was discriminatory against Muslims. The Republican president has said the policy is critical for national security. The case was one of several that were moving through U.S. courts on Wednesday brought by states' attorneys general and immigrant advocacy groups.Trump's first travel order signed on Jan. 27, which was more sweeping than the second revised order signed on March 6, was also halted by a federal judge.White House spokesman Sean Spicer, asked about the judge's order, did not comment.(Reporting by Dan Levine in Honolulu and Ian Simpson in Greenbelt, Md. Makeshift Syrian rehab center offers hope to paralyzed-[Reuters]-By Bassam Khabieh-YAHOONEWS-March 15, 2017

DOUMA, Syria (Reuters) - Ziad, a paralyzed 14-year-old boy, often stays alone in his room as bombs fall on Douma, the main rebel-stronghold in eastern Ghouta on the outskirts of the Syrian capital Damascus.Limited in scope, number and size, there are no nearby shelters equipped to receive Ziad who cannot be moved quickly or easily during airstrikes because of his spinal injuries."The shelters are not ready to accept people like me," he said.Until last year, treatment options were limited for spinal patients caught in a brutal civil war that has killed hundreds of thousands of people and displaced more than 11 million. Now, the Specialist Centre for the Rehabilitation and Care of Spinal Cord Injuries provides physical and psychological treatment. There are an estimated 500 people with spinal injuries in eastern Ghouta, almost all casualties of the six-year war. The center, currently funded entirely by donations, can treat 12 patients at a time for a course of three to six months.Khalid Al-Hallaj, a physiotherapist who runs the center, says obstacles to rehabilitating patients in the midst of the conflict are formidable.Supplies are scarce, especially mobility chairs and physiotherapy exercise equipment. The makeshift center also lacks adequate facilities to receive patients, with only one entrance for wheelchairs and no safety exits or shelters in case of shelling.Al-Hallaj also struggles to transfer patients to and from the center because he lacks vehicles equipped to transport them. Paralyzed patients, often battling poor mental health, tend to live at home where they feel more comfortable."Many people suffer psychological trauma after an injury, which makes them come late to treatment. This worsens their condition and prolongs the time it takes to treat them," he said.Unlike most patients, Abu Zeid lives inside the center. After his injury, the 23-year-old, whose family lives in a government-controlled area, tried to commit suicide as he struggled to cope with extreme physical pain and come to terms with needing help for basic self-care.Deep, crater-like scars on Abu Zeid's arms are a reminder of what he endured and a marked contrast with his condition today. Having received treatment, Abu Zeid now has limited mobility, can visit the toilet by himself and is even hopeful he will walk again"The doctors say I will walk again, but I need to be patient and exercise a lot," he said.(Reporting by Bassam Khabieh; Writing by Maytaal Angel; Editing by Patrick Johnston and Julia Glover)

Cameroon says regional forces free 5,000 from Boko Haram-held villages-[Reuters]-By Sylvain Andzongo-YAHOONEWS-March 15, 2017

YAOUNDE (Reuters) - West African forces freed 5,000 people being held in villages by Boko Haram, in an operation that killed more than 60 fighters and destroyed the Islamist group's hideout along the Nigeria-Cameroon border, Cameroon said on Wednesday."(The) hostages freed consisted mostly of women, children and elderly people," Communications Minister Issa Tchiroma Bakary told a news conference. He later clarified that "the 5,000 people were saved after a sweep at the border within Cameroonian territory ... who were hostages that could not leave the villages," adding that "more than 60 terrorists were ... neutralized."In addition, 21 Boko Haram suspects had been arrested in the raid in the Mandara Mountains between Feb. 26 and March 7, which destroyed a fuel depot and recovered weapons, motorcycles, around 50 bicycles, flags and "various propaganda objects".Nigerian Islamist group Boko Haram has been fighting since 2009 to try to establish an Islamic caliphate in the Lake Chad region, where Nigeria, Cameroon, Niger and Chad join.A coordinated push by the militaries of the four nations has dismantled much of the territory Boko Haram once held, but the group remains capable of launching lethal attacks, often targeting the civilian population. In 2014 Boko Haram gunmen abducted 276 schoolgirls from the Nigerian village of Chibok, to worldwide horror, and some 200 of them are thought to still be in captivity. The Lake Chad region has witnessed an increase in attacks bearing the hallmarks of Boko Haram in markets and refugee camps since late 2016, and the United Nations says more than seven million people risk starvation owing to insecurity there. As its fighters have been increasingly been killed or locked up, the militants have sometimes resorted to using female captives as suicide bombers.Four female teenage suicide bombers killed two people and injured 16 others on Wednesday in the northeast Nigerian city of Maiduguri, where the uprising first began.Bakary said no Cameroonian soldiers had been killed in the raid, although one had been wounded.(Reporting by Sylvain Andzongo; Writing by Tim Cocks; Editing by Jeremy Gaunt)

U.S. challenges to international treaties put German stability at risk: Foreign Minister-[Reuters]-YAHOONEWS-March 16, 2017

BERLIN (Reuters) - U.S. challenges to international treaties pose large political and economic challenges and put German stability at risk, but will also harm the United States in the long-run, German Foreign Minister Sigmar Gabriel said on Thursday.Gabriel told a conference on international law that the U.S. detention center in Guantanamo, Cuba, and a travel ban on Muslims from certain countries challenged German values. He said Germany would work with the administration of U.S. President Donald Trump to underscore the importance of a host of international treaties. But it would take "many visits to the United States" to get the message across, he added.(Reporting by Andreas Rinke; Writing by Andrea Shalal; Editing by Madeline Chambers)

Europe headed for 'religion wars' despite Wilders' stumble, Turkish minister says-[Reuters]-YAHOONEWS-March 16, 2017

ANKARA (Reuters) - Turkey's foreign minister said on Thursday Dutch anti-Islam politician Geert Wilders' views were shared by all rival parties and were pushing Europe towards "wars of religion", irrespective of his failure to win Dutch elections.Dutch center-right Prime Minister Mark Rutte fended off the challenge of Wilders to score an election victory hailed across Europe by governments facing a rising wave of nationalism. However, the reaction in Ankara - which has been locked in a deepening row with the Netherlands after the Dutch barred Turkish ministers from speaking to rallies of overseas Turks - was less sanguine."Many parties have received a similar share of votes. Seventeen percent, 20 percent, there are lots of parties like this, but they are all the same," Foreign Minister Mevlut Cavusoglu said at a rally in the southern city of Antalya."There is no difference between the mindsets of Geert Wilders and social democrats in the Netherlands. They all have the same mindset...That mindset is taking Europe to the cliff. Soon wars of religion may and will start in Europe."Turkey on Monday suspended high-level relations with the Netherlands after it cited public safety in banning ministers from addressing expatriate Turks in a campaign for a referendum that would give President Tayyip Erdogan sweeping new powers.Erdogan, who is counting on the backing of overseas Turks in the April 16 vote, accused the Dutch government of acting like "Nazi remnants".(Reporting by Ece Toksabay and Tuvan Gumrukcu; Editing by David Dolan and Ralph Boulton)
