Washington (AFP) - Moscow has apparently deployed military forces to a base in western Egypt, a US official said Tuesday, a sign Russia could be increasing its involvement in nearby Libya.The official, speaking on condition of anonymity, told AFP that Russia appears to have deployed special operations forces to an air base at Sid Barrani, which is located about 100 kilometers (60 miles) east of the Libyan border.The official said the American military is monitoring the situation closely.A Western diplomat, who also requested anonymity, confirmed reports that Russian forces are now at a western Egypt army "facility."The move comes after forces of eastern Libya's military strongman Khalifa Haftar this month conceded the loss of a key oil export terminal they seized last year in ongoing fighting for the country's resource wealth.The capture of Ras Lanuf and the other three eastern oil ports in September enabled Haftar to keep up his challenge to the authority of the UN-backed government in Tripoli and demand a major role in a replacement administration.The Russian Defense Ministry denied special forces were in Sidi Barrani."There are no Russian special forces units in Sidi Barrani in Egypt," the ministry said in a statement."This is not the first time such leaks from anonymous sources in the Western media have excited the public."Kremlin spokesman Dmitry Peskov said he had "no information" on any Russian troops being sent to Egypt, and he also denied Moscow had interest in deepening its activity in Libya.Still, he added that Russia is interested in Libya's stabilization so the country "does not become a breeding ground for terrorist recruits."Following the ouster and killing of dictator Moamer Kadhafi in 2011, an array of rivals has been vying for control of Libya.Adding to the chaos, the Islamic State group also established a presence in the North African country, though US-backed local forces expelled the jihadists from Sirte, the coastal city they once held.

PODGORICA, Montenegro (AP) — Montenegro's former prime minister called on the European Union on Tuesday to stop Russia's "destructive" influence in the Balkans — including a disinformation campaign — following what prosecutors said was a thwarted attempt to overthrow its pro-Western government and kill the tiny country's most influential leader.Milo Djukanovic stepped down after the alleged pro-Russian plot in October to prevent the country from joining NATO.In an interview with The Associated Press, Djukanovic said that Moscow "is waging a kind of war against Europe and the West as a whole" and is threatening "the very existence of the European Union" by supporting right-wing groups which are against the 28-nation bloc."Montenegro has found itself in the line of fire," Djukanovic said. Kosovo's president seeks NATO support for creating army-[Associated Press]-YAHOONEWS-March 14, 2017

PRISTINA, Kosovo (AP) — Kosovo's president has called on NATO to support the transformation of its security force into a regular army with heavy weaponry.President Hashim Thaci sent a draft law to parliament last week seeking approval to form a regular army. The move was immediately denounced by Serbian leaders, who refuse to recognize the independence its former province declared in 2008.Relations between Kosovo and Serbia have been tense recently and the move is likely to make things worse.NATO and the U.S. have warned they could scale back cooperation with Kosovo's security services if the government goes ahead with plans to transform its lightly armed security force into an army without amending the country's Constitution.The Western military alliance has helped train Kosovo's security force.The president regretted that NATO Secretary-General Jens Stoltenberg mentioned potential consequences and asked him to clarify to NATO member countries they haven't put "into question our sovereign right" to create an army, but that they only question "the approach.""Kosovo is determined to complete this process gradually in a transparent and inclusive way," Thaci said.In a letter sent to Stoltenberg, Thaci says that securing the necessary parliamentary backing for constitutional amendments isn't viable since lawmakers representing the country's ethnic Serb minority are boycotting parliament. Constitutional amendments would require voting approval from ethnic minorities at Kosovo's parliament.Kosovo's independence has been recognized by 114 countries, but not by Serbia.The draft law sent by Thaci can be approved with a simple majority vote of lawmakers, not needing those of the Serb representatives.If Kosovo gradually establishes its defensive capabilities, it "becomes legally eligible to aspire for NATO membership," he said."Serbia, being backed strongly by Russia, does not share the same goal as Kosovo to become a NATO member," according to Thaci.

New York (AFP) - Winter Storm Stella dumped sleet and snow across the northeastern United States on Tuesday but spared New York from the worst after authorities cancelled thousands of flights and shut schools.Blizzard warnings were in effect in parts of Connecticut, Massachusetts and upstate New York, but were lifted for New York City, the US financial capital home to 8.4 million residents, where snow turned to sleet, hail and rain.Dire forecasts forced the postponement of the first meeting between US President Donald Trump and German Chancellor Angela Merkel in Washington until Friday, but in the end snowfall in the US capital was light.The National Weather Service (NWS) revised down New York City's expected accumulation to four to eight inches (10 to 21 centimeters) but 10-13 inches was recorded in parts of New Jersey, upstate New York and Connecticut.The trajectory of the storm shifted west and north, meaning up to two feet (60 centimeters) of snow were still expected to fall in parts of New England and upstate New York with strong winds causing whiteout conditions."The storm is not delivering as much snow as forecasted at all and that is very good for the people of New York City, but the conditions are still very dangerous out there," Mayor Bill de Blasio told reporters.He urged people to stay indoors as much as possible, warning that snow, sleet and freezing rain would continue throughout the afternoon combined with wind gusts as high as 50 miles per hour (80 kilometers per hour).- 'We're stuck' -Temperatures would dip below freezing overnight, making roads and sidewalks dangerous and a city-wide state of emergency would remain in place until midnight (0400 GMT Wednesday), he said.Governor Andrew Cuomo said New York had been worst hit in the central part of the state where 30 inches were predicted and where some of the more than 5,000 plows mobilized would be moving to help respond.The NWS issued a coastal flood advisory for areas around New York, but while the subway and bus services were operating, much of the city remained quiet with schools, shops and businesses largely closed as workers shovelled snow.New York's John F. Madagascar produces nearly half the world's crop, according the U.N. Food and Agriculture Administration.In 2015, Madagascar was estimated to have produced 3,914 tonnes out of a global total of 8,294 tonnes, projected U.N. data showed. No more recent data was available because of the lag in harvesting time.Cyclone Enawo tore through the East African island last week, displacing 150,000 people and destroying vanilla fields."The destruction of uprooted fields and plants (means) losses are estimated at 30 percent," said Mamy Razakarivony, president of national vanilla exporter's group.He said he feared higher prices would drive away buyers and that locals would sell immature vanilla pods damaged by the storm, introducing poor quality vanilla to the market. Nova Scotia is familiar with launching ships, but never quite like this.The province will soon be the site of a $110-million rocket spaceport that will be used to launch commercial satellites into space as early as 2020. On Tuesday, U.S.-based Maritime Launch Services confirmed plans to build the facility near Canso, N.S., and begin construction within one year.The company hopes to launch eight rockets annually by 2022.Canso-Hazel Hill was selected from 14 different sites across North America for the Ukrainian Cyclone 4M medium-class rocket. Maritime Launch Services president Steve Matier said the company evaluated "access to polar/sun synchronous orbit, very low population density, proximity to multi-modal transportation, and interest from the community, province and government."The Ukrainian-built rockets will be able to carry up to 3,350 kilograms of payload and deliver satellites into orbit.The project is entirely private sector, said Matier, and doesn't plan to ask the government for any money."We believe there is a solid market," he said.-Why Canso-Hazel Hill? But why was this remote Nova Scotia community selected? Members of the community asked the same question at an open house the company hosted in February."They had much the same question, they also had the correct answer in that they described Canso as not at the end of the earth but you can see it there," Matier told CBC's Maritime Noon.Matier said the area is well suited to launching rockets with satellites on board. He said it has the right flight trajectory, a significant buffer from population centres and is close to infrastructure such as access to a port that can receive delivery of rocket components."We selected this location because it's a large area that has a really good buffer," he said."It's not a zero risk thing when you're launching a rocket. We've got probably the most reliable rocket in operation these days. With Yuzhnoye's background in developing rockets and Yuzhmash with manufacturing them — we feel like we've got the risks mitigated."-'A great tourist draw'-The company said it has received enthusiastic support from the community and multiple levels of government. It said it still has to work through the regulatory process, but remains optimistic it will break ground within one year."I think it's going to be a fantastic thing for the town," said Vernon Pitts, warden of the Municipality of the District of Guysborough."It's going to be a great tourist draw. Where's the closest destination you can go to actually watch rockets taking off? I think this is just fantastic as long as they keep the people informed."Matier agrees that the project will have great implications for the local tourism sector."You'll be able to see [a rocket launch] pretty far down the Eastern Shore," he said.-What this means for jobs-Employment in the area has historically been tied to the fishery and forestry sector. A downturn in the fishery in recent years left a lot of people in the community out of work."Unemployment is fairly high and I think this is a win-win situation," said Pitts."There's an opportunity here for jobs for local residents as well. It should be a significant boost to the local economy with people coming in from outside to work."Matier said the construction phase for the facility will be "quite significant." Once up and running, it will require 30 to 50 people working around the clock including scientists, engineers, technicians, as well as "wrench turners", security personnel and fire services.The number of people working on site will jump to about 150 in the weeks leading up to a launch.Not the first time N.S. considered for space hub-Nova Scotia has been considered previously as a site for rocket launches.In 2006, PlanetSpace — a partnership between an Ontario-based company and one in Chicago — wanted to set up a launch pad for NASA in Cape Breton.In 2010, the Canadian Space Agency was also looking at Cape Breton as a possible site to blast small satellites into orbit using a rocket launch system.There was even a Kickstarter campaign in 2014, started by a Halifax-based company called Open Space Orbital Incorporated, to raise money to develop a small prototype engine and market analysis with an aim to launch rockets from Nova Scotia.Maritime Launch Services Ltd. is registered as a company in the province, and is managed by a group of American aerospace experts.The chief executive officer and president each have decades of experience in the space industry, including time spent working at NASA.Funding for the project initially came from United Paradyne Corporation, a California-based company that specializes in creating and distributing rocket fuel.

BRUSSELS (Reuters) - Companies may ban staff from wearing Islamic headscarves and other visible religious symbols under certain conditions, the European Union's top court ruled on Tuesday, setting off a storm of complaint from rights groups and religious leaders.In its first ruling on an issue that has become highly charged across Europe, the Court of Justice (ECJ) found a Belgian firm which had a rule that employees who dealt with customers should not wear visible religious or political symbols may not have discriminated against a Muslim receptionist it dismissed for wearing a headscarf.The judgment on that and a French case came on the eve of a Dutch election in which Muslim immigration is a key issue and weeks before a similarly charged presidential vote in France, where headscarves are banned in public service jobs.French conservative candidate Francois Fillon hailed the ECJ ruling as "an immense relief" to companies and workers that would contribute to "social peace".But a group backing the fired employees said the ruling may shut many Muslim women out of the workforce. BRUSSELS, Today, 12:44-Banning Islamic headscarves in the workplace is not "direct discrimination" and can be "objectively justified", ruled the European Court of Justice on Tuesday (14 March).Judges said that the dismissal of a Muslim employee who insisted on wearing a headscarf - despite an internal company rule prohibiting any sign of political, philosophical or religious beliefs - did not constitute a breach of EU law.They followed the opinion of the court's advocate general, published last year.The Luxembourg-based court had been solicited by the Court of Cassation, Belgium's court of last resort, over the case of Samira Achbita, who was dismissed in 2006 by the service company G4S. G4S had told Achbita that wearing a veil was contrary to the company's policy of neutrality in its contact with customers.Achbita was hired in 2003 and started to wear a veil in 2006. G4S amended its internal rules to ban signs after Achbita started to wear the veil.EU judges said that the internal rule, which banned signs from all religions or political affiliations, did "not introduce a difference of treatment that is directly based on religion or belief" and that it was therefore in line with the EU directive on equal treatment in employment and occupation."It is not evident from the material in the file available to the Court that that internal rule was applied differently to Ms. Achbita as compared to other G4S employees," they said in their ruling.The EU court said however that an internal company rule could be discriminatory if it introduced "a difference of treatment that is indirectly based on religion or belief", putting people that are "adhering to a particular religion or belief … at a particular disadvantage".But it added that such indirect discrimination could be "objectively justified by a legitimate aim, such as the pursuit by the employer, in its relations with its customers, of a policy of political, philosophical and religious neutrality, provided that the means of achieving that aim are appropriate and necessary."In Achbita's case, the EU court said that the prohibition must cover "only G4S workers who interact with customers"."If that is the case, the prohibition must be considered strictly necessary for the purpose of achieving the aim pursued," it said, adding that it will be up to the Belgian Court of Cassation to check those conditions.In another case referred to it, the ECJ provided other criteria to determine whether banning veils at work was legitimate or not.Judges said that "wishes of a customer no longer to have the services" of a company where employees wear an Islamic headscarf could not be considered "genuine and determining occupational requirement".The court gave their opinion about the case of a design engineer, Asma Bougnaoui, who was dismissed in 2008 by a French company, Micropole, after a customer's complaint.Bougnaoui had been told before starting an internship at the company that wearing a headscarf would be problematic when coming into contact with customers. MEXICO CITY (AP) — The top prosecutor in Mexico's Gulf coast state of Veracruz confirmed Tuesday that more than 250 skulls have been found in what appears to be a drug cartel mass burial ground on the outskirts of the city of Veracruz.State Prosecutor Jorge Winckler said the clandestine burial pits appear to contain the victims of drug cartels killed years ago."For many years, the drug cartels disappeared people and the authorities were complacent," Winckler said, in apparent reference to the administration of fugitive former Gov. Javier Duarte and his predecessors.In an interview with the Televisa network, Winckler did not specify when the skulls were found or by whom. But they appear to have been found over the course of months.Victims' advocacy groups like Colectivo Solecito have excavated and pressed authorities to excavate such sites to find missing loved ones.The skulls and other bones were found in a wooded area known as Colinas de Santa Fe where activists have been exploring since at least mid-2016, sinking rods into the ground and withdrawing them to detect the telltale odor of decomposition. When they find what they believe are burial pits, they alert authorities, who carry out the final excavations.Winckler said excavations have covered only a third of the lot where the skulls were found, and more people may be buried there."I cannot imagine how many more people are illegally buried there," Winckler said, noting the state has reports of about 2,400 people who are still missing."Veracruz is an enormous mass grave," he said.The victims' advocacy groups have criticized authorities for doing little to try to find or identify the state's missing people, many of whom were kidnapped and never heard from again.The state had long been dominated by the ferocious Zetas cartel. Erik Hoeksema, the church's outreach director who was travelling with the group, said they intended to spend March break cleaning up and rehabilitating neighbourhoods affected by Hurricane Sandy.U.S. border law says Canadians do not require a visa to enter the country for volunteer work, as long as they can provide proof that their work will not be compensated.Hoeksema says the group was told they had failed to have a letter sent from the host church "paroling" them into the country."So what ends up happening is the organization that you're going to work with sends a letter to border patrol saying this is what they're going to be doing. What our group did not do, is we did not send that ahead of time," he admitted.Hoeksema said the border patrol officer, who treated them cordially, told the group he would grant an exception and let them through if the host church managed to fax or email a letter right away.-'Stealing American construction jobs'-Hoeksema says he contacted Rev. Seth Kaper-Dale, the pastor at the Reformed Church of Highland Park in central New Jersey, which would be hosting the group, so he could fax a letter to border patrol explaining their intended purpose.When the first letter was deemed "not specific enough" by a border patrol officer, Hoeksema said he texted Kaper-Dale to send another, being careful not to make any specific reference to construction."In general, mission teams do team-building, tour mercy ministries of the church (food pantries, re-entry programs, thrift shops, etc) and assist with neighbourhood cleanup projects," said the second letter.It was this last part that was interpreted as "work for hire," says Hoeksema. After receiving several warnings from officials, the congressman and other demonstrators were placed in plastic handcuffs and briefly detained. Officials released them later that day, and Gutiérrez called off the protest as business hours drew to a close."Their response was, 'We can't get you an answer today,' and if we don't leave, 'you will be arrested,' " Gutiérrez told reporters as he left the office. "We told them, 'Place the handcuffs (on us); we're ready to go to jail.' That footage, which now appears to depict the second of two visits to the Ferguson Market and Liquor store by Brown within a span of a few hours, showed Brown pushing a worker before walking out with cigarillos in an apparent robbery.Brown's family and protesters had criticized the release of the video as an effort to demonize the teenager.Witnesses have given conflicting accounts of Brown's encounter a short time later with police officer Darren Wilson. Local and federal investigations cleared Wilson of criminal wrongdoing.The new video, which appears in the documentary "Stranger Fruit," shows Brown in an earlier, seemingly more amicable exchange.It shows him giving store employees what appears to be a small bag, the contents of which the staff pass around and sniff. PARIS — European rabbis condemned an EU court’s ruling allowing firms to prohibit employees’ religious clothes and symbols, saying the ruling amounts to saying that “faith communities are no longer welcome.”The ruling Tuesday by the European Court of Justice in Luxembourg also said that customers cannot simply demand that workers remove headscarves if the company has no policy barring religious symbols. “An internal rule of an undertaking which prohibits the visible wearing of any political, philosophical or religious sign does not constitute direct discrimination,” the court said in a statement.The ruling, which came amid a rise in the popularity of anti-Muslim politicians in Europe over the proliferation of jihadist attacks on the continent and ethnic and religious tensions, was on two lawsuits filed by Muslim employees who were sanctioned for wearing religious symbols or prohibited from doing so.“This decision sends signals to all religious groups in Europe,” Rabbi Pinchas Goldschmidt, president of the Conference of European Rabbis, said in a statement Tuesday. “With the rise of racially motivated incidents and today’s decision, Europe is sending a clear message; its faith communities are no longer welcome. Ordained in December in Argentina, the Brazilian-born psychologist and mother of one also will coordinate the synagogue’s teaching department.“CIP began to tread a path that is possible only within Judaism and particularly within such a pluralist community,” Tomchinsky-Galanternik said. “But it can only be done with the presence and the action of all. Hours after his release from 20 years in jail for gunning down seven Israeli schoolgirls, ex-Jordanian solider Ahmed Daqamseh declared on Sunday that Israelis are “human waste” that must be eradicated.Daqamseh made his remarks to al-Jazeera TV station, shortly after returning from jail to his home village of Ibdir to cheering friends and family.“The Israelis are the human waste of people, that the rest of the world has vomited up at our feet,” he told the TV station.“We must eliminate them by fire or by burial. If this is not done by our hands, the task will fall on the future generations to do.”In remarks directed to the Jordanian people, Daqamseh urged: “Do not believe the lie that is normalization with the Zionist entity. Do not believe the lie that is the two-state solution. Palestine is one land from the river to the sea, there is no state called ‘Israel.'”In a later interview with Jordan’s “Al-Rad” newspaper, Daqamseh said that he did not want to cause political instability in Jordan, and indicated he was not planning to carry out future attacks.“My position regarding Zionists is known. A senior member of Hamas’s political bureau threatened Israel on Monday with an “explosion” of violence should Israel not ease its blockade of the Gaza Strip.Gaza is suffering from high unemployment, a severe housing shortage and, according to the UN and other organizations, the collapse of its water, sewage and electrical infrastructure.“If Israel does not take apart its siege of Gaza, then an explosion is coming,” said Fathi Hamad, during a rally outside the UN headquarters in the Strip.Hamas is a terror group that seeks the destruction of Israel and has fought three major rounds of conflict against it since seizing Gaza in 2007. Over the years, it has fired thousands of rockets into Israel, tunneled under the border to carry out attacks, and orchestrated suicide bombings that have killed hundreds of Israelis.Hamad yelled the slogan, “Take apart the siege or [expect] an explosion,” which was repeated by participants in the rally, according to a recording of his remarks published on Hamas’s Al Aqsa Voice news site.“The features of this explosion have already begun to appear in a number of places,” added Hamad, without specifying. “The explosion of the people in the West Bank and Gaza will encompass everyone who besieges us and stands in our way.”Israel has seen an uptick in rocket attacks from Gaza over the past month. Dear Mr. Greenblatt, I wish you only success as you set out on your bid to pave a path to progress on the Israeli-Palestinian front. You may be as surprised to be here as we all are to see you. And I’ve no idea how much authority you actually have, or what is supposed to happen when you head back home from the region. You may not know either.But since this has not hitherto been your prime preoccupation, and since you are the first official dispatched here by the new president for the purpose of peacemaking, allow me to offer some insights, from the perspective of an Israeli who has unhappily watched well-intentioned efforts at peacemaking fail time and again over the years.The Israeli mainstream wants to separate from the Palestinians, not necessarily out of any particular love of our neighbors, but out of simple self-interest. This is the only country on earth with a Jewish majority. And we insist that it remain a democracy. Since there are today almost as many non-Jews as Jews between the Mediterranean Sea and the Jordan River, we need to separate from many of the Palestinians or risk losing our Jewish state or our democracy. We emphatically assert a historic right to the disputed West Bank, the biblical Judea and Samaria, but exercising that right risks dooming Jewish-democratic Israel, so we recognize the imperative to compromise with the millions of Palestinians who also have rights in this land.Plenty of us also believe it is bad for them and corrosive for us to be running the lives of the Palestinians, to the reduced extent that we still do. (Israel does not control day-to-day life in the West Bank cities.) Most of us Israelis, for this reason too, are baffled by calls from some on the political right to annex much or all of the West Bank. Why would we choose to have millions of hostile Palestinians forced to live under our rule? We also tend to think time is working against us. Demographers argue among themselves, and many of us argue with the demographers, but the general consensus is that, come back in a few decades, and the Jews will be outnumbered between the river and the sea. There is thus an urgency for separation.Why, if this is so obvious, have we not then disconnected ourselves from the Palestinians? Why did we so frustrate your predecessors in the Obama Administration, spurning their entreaties to take territorial risks for peace, deriding their talk of multilayered security fences and other arrangements that would ostensibly keep us safe after a withdrawal to a slightly amended version of the pre-1967 borders? Why? Because we don’t trust the Palestinians. We think we would be vulnerable to aggression they might initiate. And even if we were to put aside our doubts about the current regime of Mahmoud Abbas, we know he could be easily swept aside by Hamas or other extremists were the Israel Defense Forces no longer deployed in the West Bank. And were Hamas or other extremists to take over there, as they took over in Gaza after we left in 2005, Israel would be paralyzed. Everywhere in Israel is within rudimentary rocket range of everywhere in the West Bank. We managed to function, somehow, during 50 days of war with Hamas in Gaza in 2014. We would not be able to function for a single day with Hamas in control of the West Bank.We didn’t always mistrust Abbas as much as we do today. We concluded, after the 2000 attempt at peacemaking under the Clinton Administration was doomed by Yasser Arafat, that Arafat was never going to genuinely come to terms with Israel the Jewish state, and we saw him return from those talks to foster the strategic onslaught of suicide bombings against us in the Second Intifada. But we did not regard Abbas as an Arafat-style duplicitous sponsor of terrorism, even though we lamented that Abbas failed to counter the false narrative bequeathed by Arafat, to the effect that there were no Jewish temples in Jerusalem, and thus that we Jews have no right to be here.In recent years, however, we have also watched Abbas preside over a hierarchy that relentlessly defamed and demonized Israel, that incited his Palestinian people against us, and that did encourage terrorism. We saw his Palestinian Authority immortalizing terrorists by naming streets and squares in their memory, and paying salaries to families of terrorists. And latterly, we saw him personally escalate the tensions surrounding the incendiary Temple Mount, by hailing the pure blood of Palestinian martyrs spilled in defense of Al-Aqsa — directly contributing to the hysteria surrounding the site, and thus to the car-rammings and stabbings and shootings.How, then, in this near-impossible context, Mr. Greenblatt, as a lover of Israel and doubtless as a seeker of peace, are you to succeed in your mission? Peacemaking requires both decisive leadership and grassroots support — each benefiting from the other.There is grassroots Israeli support in principle for an agreement because most Israelis, as I noted above, regard separation from the Palestinians as a vital Israeli interest. And I would argue that Israel has chosen leaders down the decades who proved their readiness for peacemaking, and has ousted leaders — including Benjamin Netanyahu in 1999 — when it feared that opportunities for peacemaking were being missed.But there is no parallel on the Palestinian side. It seems to me that there is woefully inadequate grassroots Palestinian support for an accord, because the widespread Palestinian conviction remains that the Jews have no right to be here, and that if they hang tough enough, for long enough, they will be able to see off this iteration of Jewish sovereignty. Any Palestinian leader who thus agrees to the far-reaching compromises an accord would necessitate will be regarded as a traitor and betrayer of the cause.As their veteran, ultra-credible leader, Arafat could have worked to change the mindset of his Palestinian people more easily than Abbas. Arafat could have impressed upon them that the only viable path to their independence winds via true recognition of Israel. But he had no desire to do so. Abbas would likely have been risking his life in seeking to tell his people the inconvenient truth that the Jews have rights here too. He chose not to.How to shift this picture, Mr. Greenblatt? One word: Education.Change what Palestinians are taught and told about Israel in their schools and mosques, by their political leaders and via social media, and you begin to create a climate in which, one day — who knows, perhaps even in your era? — genuine progress toward an accommodation becomes possible.And how do you achieve that change? By insisting upon it, and using America’s leverage to have others insist upon it, too — as a condition for financial aid to the Palestinians, and diplomatic support for the Palestinians. Make the inculcation of a “culture of peace” a core element of your efforts at peacemaking. In the Obama administration’s predictably abortive attempt at forging a deal in 2013-14, the two sides did make some progress toward a joint document devoted precisely to this issue — to fostering tolerance and understanding and mutual respect. Israel’s one-time chief negotiator Tzipi Livni gave me some details in an interview in September 2014. Go back to that document. Revive it.Educate, open minds, boost understanding, and you start to change the nature of interaction. You give your mission some prospect of success.I’m not saying that all the onus is on the Palestinian side. Plainly, your administration is already giving some thought as to how Israel could contribute to the beginning of a change in climate. Already, the president has indicated some concerns over the settlement enterprise. President Obama’s mistake was to castigate all building beyond the 1967 lines as a crime of equal gravity. A wiser approach would be for Israel, in coordination with your administration, to refrain from building in areas that we will have to relinquish, however reluctantly, if we are to serve our long-term imperative to separate from the Palestinians.There is also more that can be done to help bolster the Palestinian economy and freedom of movement, within the limitations of Israel’s valid security concerns. A thriving West Bank economy is unfortunately not a sufficient condition for peace, but it is a necessary one.Mr. Greenblatt, you begin your mission in, potentially, a slightly more encouraging era than some of your predecessors. Shared concerns about Iran mean that others in this region are more ready than in the past to ally with Israel, privately if not publicly. There was dismay in parts of this region at the perceived weakness of the Obama Administration — failing to support reformists in Iran; failing to intervene when Syria’s Bashar Assad gassed his own people.You have a clean slate.Your administration is deemed unpredictable. And your president relishes deal-making.What would seem to have been logical for years — the need to invest strategic efforts in education in order to create a grassroots Palestinian climate that backs compromise — was ignored by your various predecessors. They instead followed decades of conventional wisdom and sought to strong-arm the sides into an impossible deal within an impossible time frame. I urge you to defy conventional wisdom. Do the unexpected. It happens to be the smartest course.Assuming, that is, that your mission actually has presidential potential to lead anywhere at all.

NICOSIA, Cyprus (AP) — The discovery of a huge natural gas deposit in Egyptian waters has boosted hopes of other such finds in the eastern Mediterranean that could help meet Europe’s energy needs, a senior official with Italian oil and gas company Eni said Tuesday.Eni SpA Chief Exploration Officer Luca Bertelli said his company’s “milestone” discovery of Zohr, estimated to hold 30 trillion cubic feet of gas, has reinvigorated the interest of other major oil and gas companies in the region.He said waters off Cyprus hold potential for new discoveries while exploration opportunities are coming up with Lebanon and Israel later this year offering offshore areas, or blocks, to bidders for exploration licensing.“I believe the potential is here, but we need to go step by step,” Bertelli told a gas conference. “If we don’t drill, we don’t know.”Bertelli said Eni expects the first gas to start flowing from Zohr by the end of 2017 to meet Egypt’s domestic demand for decades. Fully developing the deposit will cost up to 12 billion euros ($12.8 billion).For export, Bertelli said Egypt could bring two idle processing plants back on stream to liquefy gas so it can be exported to the European markets.He said geological features off Cyprus are similar to those around where the Zohr deposit was discovered, raising hopes for new finds. Earlier drilling by Texas-based Noble Energy discovered a field estimated to contain over four trillion cubic feet in reserves.If more fields are discovered off Cyprus, the island could opt to build a processing plant of its own to export gas, said Bertelli.Eni SpA is licensed either on its own or in partnership with South Korea’s Kogas and France’s Total to carry out exploratory drilling in six of Cyprus’s 13 offshore blocks.Bertelli said an alternative option for export purposes is to build pipelines linking east Mediterranean gas fields with Turkey and Europe. AND AT LEAST ONE OF THE VEHICLES WAS A TRUCK FULL OF HYDROCHLORIC ACID. WHICH SOME HOW STARTED LEAKING. THE HAZMAT CREWS ARE ON THE SCENE. AND ALL THE PEOPLE WHO WERE SICKENED BY OR IN CONTACT WITH THE HYDROCHLORIC ACID. WERE BEING EVACUATED TO HOSPITALS IN THE AREA. LEEDS, Ont. — A crash involving at least 30 vehicles on a major highway east of Toronto caused a chemical spill on Tuesday, prompting police to evacuate the area.The pile-up on Highway 401 east of Kingston, Ont., involved cars and about a dozen transport trucks, provincial police Const. Sandra Barr said."One of the transports involved is leaking a toxic substance," Barr said. "As a precaution, we've done an evacuation because there are residents within the vicinity."It was not clear how many residents were involved in the evacuation or what the chemical was but first responders were dealing with the situation in white-out conditions, Barr said.No one was reported killed in the crash that happened in poor weather at about 2 p.m. ET in the area of Lansdowne, Ont., police said.However, people in need of medical attention were being sent to hospitals in Kingston and Brockville. The Kingston general hospital said it was told to expect about 10 casualties, including one person in critical condition, but gave no more details.The crash occurred in the eastbound lanes but the highway was closed in both directions around the accident site. It was not clear when the highway would reopen.Despite the poor weather conditions, that included icy roads and blowing snow, Barr said officers were trying to stop one motorist speeding at about 160 kilometres an hour on the highway that has a 100 kilometre an hour limit before the crash, but she said that incident was not related to the pileup.The Canadian Press.

Highway 401 is closed in both directions between Reynolds Road and Mallorytown Road after some 30 vehicles collided in what police described as near-whiteout conditions.OPP say the hazardous material unit has been called because some of the tractor-trailers involved in the crash were holding potentially caustic materials."One of the involved transports is leaking a toxic substance, as a precaution the area is being evacuated," said Const. Sandra Barr in a news release. "Both east and westbound 401 will be closed to allow for the investigation. Detours have been set up."Gananoque Police posted a message on their Facebook page saying according to the Leeds Fire Department, the hazardous material that leaked turns into hydrofluoric acid if exposed to heat."Hydrofluoric acid is a highly toxic, highly corrosive and poisonous solution which is harmful to skin, lungs and eyes."OPP are asking motorists at the scene to stay in their vehicles while emergency crews work on the scene.The collision happened Tuesday afternoon in the eastbound lanes of the highway at kilometre 659, which is near the exit to the Thousand Islands.About 30 vehicles, mostly tractor-trailers, were involved in the collision, according to OPP Acting Sgt. Angie Atkinson.It is not known if there are any serious injuries at the scene.
