CHURCHILL, Man. — When the sun finally broke through a blizzard that lasted three days in a northern Manitoba town, a local leader said it looked like the moon.Churchill declared a state of local emergency on Friday after about 60 centimetres had fallen since earlier in the week, driven by wind gusts of up to 120 km/h.Deputy mayor Shane Hutchins says there were nine metre drifts in some streets.The once-a-week train that normally delivers supplies couldn't make it when the line was shut down, but Hutchins says the Northern store has arranged to fly goods in on Sunday.The town has called it an "unprecedented weather event" and that the emergency declaration will allow it to acquire extra resources to deal with the cleanup.Hutchins says it's the worst combination of snow and wind he's seen in his 50 years in Churchill."All that wind-driven snow is like cement," Hutchins said Saturday. He said the landscape had a lunar appearance to it.The blizzard that hit many of the areas of the province also left six people stranded on a highway northwest of Thompson for three days. The Town of Churchill is getting ready to tackle the aftermath of a three-day blizzard that blanketed the community in snow and shut down some essential services.The northern Manitoba town declared a state of local emergency on Friday evening, emerging on the other side of the winter storm that included 60 centimetres of snow and wind gusts of up to 120 km/h."It is evident there is significant cleanup work to be done that will impact the town's existing resources to complete this work and bring the community back to a state of normalcy," the town wrote in a release shared on Facebook.The emergency declaration will allow the town to obtain additional resources and personnel for the cleanup effort, and gives it use of personal property "considered necessary to mitigate the effects of the emergency."Churchill Mayor Mike Spence said he can't remember such a significant dump of snow in town in his lifetime. He said he's proud of how his community came together, from city staff working long hours to volunteer firefighters and local rangers helping to shovel residents out."It's been challenging. The community has responded very well," Spence said. "What a hearty community — this community has a lot of heart."Spence said cleanup is underway but predicted a long road ahead. (Reuters) - Wildfires devastated a Smithfield Foods Inc [SFII.UL] hog farm in Laverne, Oklahoma, killing at least several thousand pigs, company and local officials said on Friday.The exact number of swine killed in the Oklahoma fire, which began on Monday, was not immediately known. Smithfield did not say how many died in the blaze, but said no workers were harmed.The Smithfield farm housed about 45,000 sows, according to the company's website.Luke Kanclerz, spokesman for the Oklahoma Forestry Services, said on Friday that several thousand hogs "were lost.""Such a large area was impacted by these fires, it's taking time to collect information," he said. "There are no accurate numbers yet."Kanclerz said state officials were at the Smithfield farm on Friday, collecting information on how many animals had died and other data."While we are deeply thankful that no employees were harmed in the fire, we lament the unnecessary loss of animals and the devastation to the surrounding community," Smithfield spokeswoman Kathleen Kirkham said.Smithfield is the world's largest pork producer, raising about 16 million hogs per year. Mar, 17:37-EU leaders in a discussion about the future of Europe after Brexit on Friday (10 March) stressed the need for unity but disagreed over calls for a so-called multi-speed Europe.The 27 leaders agreed informally on the main elements of declaration to be formally adopted at a summit in Rome on 25 March.They struggled however to find common ground between countries which want to speed up integration in some areas, and those, mainly from central and eastern Europe, who fear this could lead to the disintegration of the bloc."Our main objective should be to strengthen mutual trust and unity", European Council president Donald Tusk said after the meeting, adding that it was "clear" that unity was the EU's "most precious asset"."On the Europe of different speeds, some raised concerns that this might mean that there are different classes of Europeans. I said such a difference is in a way is already laid down in the treaties, it is a reality," German chancellor Angela Merkel told journalists."United in diversity", is the message the 27 EU want to send out from Rome, she said.The EU treaties already provide the possibility for member states to move ahead in certain areas with deeper integration. The European Council, which includes leaders of EU member states, normally issues a consensus document at the end of each meeting. On Thursday, it failed to do so because one member -- Polish Prime Minister Beata Szydlo -- refused to approve it. The spat tells us something about the rocky future of a multispeed Europe.Szydlo's snub had nothing to do with the document's content. Poland's nationalist government tried to defeat the re-election of former Polish Prime Minister Donald Tusk as European Council president, but its protests were ignored. Tusk was first chosen in 2014 in recognition of Poland's, and Eastern Europe's, growing role in the bloc. But there's bad blood between Tusk and the current Polish government's chief ideologist and informal leader Jaroslaw Kaczynski, and Poland fought to get him removed. Szydlo, in a huff, refused to back the anodyne communique and was conspicuously late for Friday's session.The subsequent vote showed Poland didn't really have a veto and that the EU has no qualms in supporting the opposition, not the government, in a member state. That's a strong warning not just to Poland but also to Hungary, another illiberal dissident in the EU: If they insist on being ornery, the bloc could, for all practical purposes, abolish its consensus procedure and start making majority decisions. It looks like the multi-speed Europe has already arrived.The idea of a European Union of many speeds, in which nations progress toward a federation at their own pace, might be looked upon as something of a blackmail tool for the EU's Big Four -- Germany, France, Spain and Italy -- to force the other 23 EU members to accept their leadership. But if it became an official EU policy, how would it actually work? This week's EU summit has provided some clues.EU leaders, which make up the Council, debated what they should say later this month as they commemorate the 1957 Treaty of Rome, which opened the path toward the EU. One of the final passages in the draft document bothered Eastern European governments and independent-minded Scandinavians:We will work together to promote the common good, on the understanding that some of us can move closer, further and faster in some areas, keeping the door open to those who want to join later, and preserving the integrity of the single market, the Schengen area, and the EU as a whole. An undivided and indivisible union, which acts together whenever possible, at different paces and intensity whenever necessary.The language seems intended to reassure those on the slow-track that they are still part of the team. And in the white paper on the future of Europe, recently presented by European Commission President Jean-Claude Juncker, the multispeed option was illustrated with innocuous examples, such as when 12 EU countries agree to harmonize connected vehicle regulations. But that's mainly sugar-coating.In reality, multispeed Europe would most likely mean a core of euro zone members moving toward a fiscal union. It's unclear which of them would want to go ahead with this, and whether those who want it would qualify, but the development would set off alarm bells to all net recipients of EU funds who are not part of the euro zone. With a two-tier budget, the net contributors would be more likely to keep most of the money inside the first tier, sharing it among the more close-knit group.The core group, in theory, would be more likely to arrive at a consensus in all matters, such as borders, immigration, labor laws, even taxes. Inevitably, the EU would become a more German sort of organization where a discussion precedes any decision but there's no coddling of those who don't go along with the majority. That's the kind of approach French presidential candidate Emmanuel Macron has been pushing in his campaign appearances. He said last week:If the euro zone has not made progress in recent years it is because it is ashamed of itself and because it is afraid to face up to those that preferred to stay on the balcony or in the entrance hall. Let’s dare to go for a multi-speed Europe.If the implicit threat is that the core won't care if they stay in the EU or leave it, it's hard to see that as very credible. There is no consensus on fiscal policies among euro members. They can't even seem to agree on a project to introduce a single financial transaction tax, put forward by the European Commission back in 2011. The 11 nations that formed the working group on the proposed levy are the potential core of a multispeed Europe. But they've barely progressed, and Estonia has even dropped out of the working group.The EU's original sin is that it failed to define its federalist goals in specific terms, making the economic benefits of the union available to many countries that didn't feel like sacrificing much of their sovereignty in exchange. Relegating them to second class status isn't as easy as outvoting them the way Poland was outvoted this week. It takes federalist determination on the part of a group of economically powerful EU members. If someone is sidelined for moving too slowly, another must be prepared to move fast.In Germany, both Chancellor Angela Merkel and her main rival in the upcoming election, Social Democrat leader Martin Schulz, are likely to show the necessary determination for a closer union; so will Macron, if he wins the French presidency. But Spanish, Italian, Dutch and Belgian leaders won't be as psyched, given these countries' fractured political systems and the governments' precariousness. And in any case, it's almost impossible to start putting the inner circle, "high-speed" group together until this year's elections are over. Meanwhile, the architecture talks will continue and various configurations will be tried. Belgium, Netherlands and Luxembourg on Friday invited the Visegrad Four -- Poland, Hungary, Slovakia and the Czech Republic -- for separate talks on the future of the EU. The Benelux countries' leaders also plan to meet with their counterparts from the Baltics. Dutch Prime Minister Mark Rutte, who is behind the initiative, wants to try the traditional Dutch consensus-building technique in the hope that it will work better than thinly veiled exclusion threats.Perhaps a new consensus will emerge; or maybe the Eastern European and Nordic members will simply have their own contingency plans. That's not a desirable outcome for some of the nations that could potentially be part of the core EU. NEW YORK (Reuters) - The U.S. Securities and Exchange Commission on Friday denied a request to list what would have been the first U.S. exchange-traded fund built to track bitcoin, the digital currency.Investors Cameron and Tyler Winklevoss have been trying for more than three years to convince the SEC to let it bring the Bitcoin ETF to market. CBOE Holdings Inc's Bats exchange had applied to list the ETF.The digital currency's price plunged, falling as much as 18 percent in trading immediately after the decision before rebounding slightly. It last traded down 7.8 percent to $1,098.Bitcoin had scaled to a record of nearly $1,300 this month, higher than the price of an ounce of gold, as investors speculated that an ETF holding the digital currency could woo more people into buying the asset.Bitcoin is a virtual currency that can be used to move money around the world quickly and with relative anonymity, without the need for a central authority, such as a bank or government.Yet bitcoin presents a new set of risks to investors given its limited adoption, a number of massive cybersecurity breaches affecting bitcoin owners and the lack of consistent treatment of the assets by governments."Based on the record before it, the Commission believes that the significant markets for bitcoin are unregulated," the SEC said in a statement. "The commission notes that bitcoin is still in the relatively early stages of its development and that, over time, regulated bitcoin-related markets of significant size may develop."The regulators have questions and concerns about how the funds would work and whether they could be priced and trade effectively, according to a financial industry source familiar with the SEC's thinking."We began this journey almost four years ago, and are determined to see it through," said Tyler Winklevoss, CFO of Digital Asset Services LLC. The former Olympic rowers ultimately settled their legal dispute, which was dramatized in the 2010 film "The Social Network."Since then they have become major investors in the digital currency, which relies on "mining" computers that validate blocks of transactions by competing to solve mathematical puzzles. The first to solve the puzzle and clear the transaction is rewarded with new bitcoins. NEW YORK (Reuters) - Jurors in Manhattan federal court on Friday prepared to weigh charges against a Florida software engineer and a New Jersey pastor accused of scheming to help an illegal bitcoin exchange escape scrutiny.The unlicensed bitcoin exchange, Coin.mx, was linked to an investigation of a data breach at JPMorgan Chase & Co that exposed more than 83 million accounts. The company disclosed the breach in 2014.Prosecutors claim that Yuri Lebedev helped arrange bribes to pastor Trevon Gross, including $150,000 in donations to his church. In exchange, they say, Gross helped the operator of Coin.mx, Anthony Murgio, take over a small credit union Gross ran from his church.Murgio used the credit union to evade scrutiny of banks wary of processing payments involving the virtual currency, prosecutors say. Lebedev is accused of working for Coin.mx through a front called "Collectables Club."But lawyers for Lebedev, 39, and Gross, 47, have painted a different picture, saying their clients did not know that Murgio was running an illegal operation.In a closing statement on Thursday, Assistant U.S. Attorney Eun Young Choi reviewed numerous text messages, emails and voice recordings presented to jurors during the four-week trial, which she said proved that Lebedev and Gross acted with "corrupt intent."Lebedev's lawyer, Eric Creizman, in his closing statement called the evidence a "hodgepodge" designed to "maximize the smoke" around Lebedev."But if you look behind the smoke, there's no fire there," he said.Henry Klingeman, Gross' lawyer, likewise said his client "never thought, at the time these things were happening, that he was doing anything illegal."In a rebuttal delivered on Friday morning, Assistant U.S. Attorney Daniel Noble again urged the jury to consider what he called a "mountain of documentary evidence."The trial followed a probe rooted in the JPMorgan data breach, which lead to charges against nine people.Gross, Lebedev and Murgio were not accused of hacking. But prosecutors said Coin.mx was owned by an Israeli who was behind the breach, Gery Shalon.Prosecutors say Shalon, together with Maryland-born Joshua Samuel Aaron, orchestrated cyber attacks that resulted in the theft of information from more than 100 million people.Prosecutors said they carried out the hacks to further other schemes with another Israeli, Ziv Orenstein, including pumping up stock prices with promotional emails. BEIRUT (Reuters) - Syrian President Bashar al-Assad said U.S. forces in Syria were "invaders" and he had yet to see "anything concrete" emerge from U.S. President Donald Trump's vow to prioritize the fight against Islamic State.Assad has said he saw promise in Trump's statements emphasizing the battle against Islamic State in Syria, where U.S. policy under President Barack Obama had backed some of the rebels fighting Assad and shunned him as an illegitimate leader."We haven't seen anything concrete yet regarding this rhetoric," Assad said in an interview with Chinese TV station Phoenix. "We have hopes that this administration in the United States is going to implement what we have heard," he said.The United States is leading a coalition against Islamic State in Iraq and Syria.In Syria, it is working with an alliance of Kurdish and Arab militias. MOSUL, Iraq (Reuters) - After two and a half years under Islamic State control, all that is left in Mosul's museum are the traces of looting and destruction.Inside the rubble-strewn building, where militants filmed themselves destroying ancient artifacts, the large stone wing of a statue of lamassu -- an Assyrian winged bull deity -- lies on the dusty floor among other broken remnants of the past.A block engraved with Arabic Islamic calligraphy lies close by, and some Islamic manuscripts have been left undamaged. But almost everything else has gone."What they didn't loot they destroyed," said Lieutenant Colonel Abdel Amir al-Mohammedawi, of Iraq's elite Rapid Response units, who captured the museum building from Islamic State just days ago.The battle against the militants still raged nearby on Saturday, however, as a Reuters cameraman visited the site with Iraqi troops.Dozens of Assyrian, Akkadian, Babylonian, Persian and Roman artifacts that the ransacked museum held have all been stolen or damaged."Some were smuggled out of Iraq," Mohammedawi said.Islamic State militants filmed themselves smashing some of the building's contents including priceless statues with sledgehammers in 2015, as part of their highly publicized campaign to erase any cultural history that contravenes their extreme interpretation of Sunni Islam.-SOURCE OF INCOME-But they have also used the antiquities as a source of income. (Reuters) - A federal judge in Florida on Friday revoked the bail and release order previously granted the widow of the gunman who killed 49 people at an Orlando nightclub, ruling that she remain jailed for the duration of criminal proceedings against her.U.S. District Judge Paul Byron of Orlando overruled a federal magistrate in Northern California who found earlier in March that Noor Salman, 30, posed no danger to the community or serious flight risk.In his order canceling Salman's release, Byron said that her mother and uncle own an apartment in the Israeli-occupied West Bank, governed by the Palestinian National Authority, where Salman has previously stayed.Salman, who was living with her mother in the San Francisco Bay area after the Orlando massacre, was arrested in California on charges of obstructing justice and aiding her husband, Omar Mateen, in his attempt to provide material support to a terrorist organization.She is accused of concealing prior knowledge of her husband's plans to carry out the attack and of concocting a cover story for him.Mateen, a U.S. citizen of Afghan descent, was killed by police at the end of a bloody three-hour shooting rampage last June at the Pulse, a gay nightclub, during which he paused to call emergency-911 dispatchers to profess his allegiance to Islamic State militants.It was the deadliest mass shooting in modern U.S. history and the most lethal attack on American soil by Islamist militants since the suicide hijackings of jet airliners on Sept. 11, 2001.Salman has said she was herself a victim of domestic abuse by Mateen and was unaware of his intentions to attack the nightclub.U.S. Magistrate Judge Donna Ryu cast doubt on the weight of the government's evidence against Salman in her March 1 order clearing the way for her conditional release on $500,000 bond to the custody her uncle in Rodeo, California.That release order was stayed by Byron the following day.Byron's order on Friday means that Salman will remain in detention pending the outcome of the case. Maryland to join other states in court challenge to Trump's travel ban-[Reuters]-YAHOONEWS-March 11, 2017

WASHINGTON (Reuters) - Maryland became the latest state to join in legal challenges against President Donald Trump's revised temporary travel ban on Friday, with its attorney general saying it would join a lawsuit brought by Washington and other states.Attorney General Brian Frosh said his office would formally join the suit on Monday."The administration persists in an effort to implement a policy that is inhumane and unconstitutional, but also makes us less safe, not more safe," Frosh said in a statement.The new travel order, which is set to take effect on Wednesday, replaced a more sweeping ban issued on Jan. 27 that caused chaos and protests at airports.The first order, which temporarily halted the entry of refugees and travelers from seven Muslim-majority countries, was hit by more than two dozen lawsuits.Detractors claimed it discriminated against Muslims and violated the U.S. Constitution.The government has said the president has wide authority to implement immigration policy and that the travel rules are necessary to protect against terrorist attacks."Trump's second executive order is still a Muslim ban," Frosh said in the statement.The state of Washington brought one of the suits against the original ban, and last month a federal judge in Seattle ordered an emergency halt to the policy. That ruling was upheld by an appeals court in San Francisco.Washington is now asking the court to apply the emergency halt to the new ban, arguing it is a veiled version of the old one.The new order keeps a 90-day ban on travel to the United States by citizens of Iran, Libya, Somalia, Sudan, Syria and Yemen, but excludes Iraq. Refugees are still halted from entering the country for 120 days, but the new order removed an indefinite ban on all refugees from Syria.Oregon and Minnesota also are joining Washington's challenge. WASHINGTON (Reuters) - An intruder carrying a backpack was arrested after scaling a fence around the White House and entering the grounds, the U.S. Secret Service said on Saturday, in the latest breach of security at the president's official residence.President Donald Trump was inside the White House when the male suspect climbed over the fence on the complex's South Grounds at 11:38 p.m. on Friday, and uniformed officers arrested him, the Secret Service said in a statement.The suspect, identified in court documents as California resident Jonathan Tran, 26, is scheduled to appear in federal court on Monday after a judge on Saturday ordered him held without bond, a spokesman for the U.S. Attorney for the District of Columbia said.Trump earlier thanked the Secret Service and commended the agents for apprehending the intruder."Secret Service did a fantastic job," Trump told reporters at the start of a working lunch on Saturday afternoon with several Cabinet members at his golf course outside Washington. Before participants eventually surrendered, police shot occupier Robert "LaVoy" Finicum to death during a roadside confrontation-Jason Patrick and Darryl Thorn were each found guilty of conspiring to prevent federal workers from doing their jobs at the Malheur National Wildlife Refuge in remote eastern Oregon, the U.S. Attorney's office in Oregon said in a written statement.Duane Ehmer and Jake Ryan were cleared of those charges but found guilty of depredation of government property for using an excavator to dig trenches at the refuge during last year's occupation of the site, according to prosecutors."Over a period of weeks leading up to and during the Malheur National Wildlife Refuge occupation, these defendants made choices. AMMAN, Jordan — A Jordanian soldier who killed seven Israeli schoolgirls during a class trip to his country was released Sunday, after serving 20 years in prison, an official said.Ahmed Daqamseh had killed the eighth graders in a 1997 shooting rampage at the scenic “Island of Peace” border post where he was stationed. Seven other girls were wounded at the time. The late-night release comes a day before the 20th anniversary of the massacre.The release could raise tensions between Israel and Jordan. In 2011, Israel summoned Jordan’s ambassador to express anger after the kingdom’s justice minister at the time called for Daqamseh’s release.Daqamseh was received early Sunday at his family home in the northern Jordanian town of Irbid with celebrations, including music and singing around his home. Media outlets in the kingdom carried photos of the celebrations.Daqamseh is considered a hero by many in the country. Israeli media reported early Sunday that Jordanian authorities’ decision to release him in the middle of the night, at approximately 2 a.m. Sunday, was intended to prevent larger celebrations from being held for him in his hometown.Amer Sartawi, a spokesman for Jordan’s Public Security Directorate, said Daqamseh was freed early Sunday.A military court deemed him mentally unstable at the time and sentenced him to life in prison, which in Jordan typically means 25 years. Jordanian lawmakers had lobbied for his early release.After the shooting, Jordan’s King Hussein — the late father of the current king, Abdullah II — rushed to Israel and paid condolence visits to the girls’ families, a gesture that touched many Israelis at the time.The shooting came three years after Israel and Jordan signed a peace treaty.

Almost 700 million women worldwide got married before turning 18, some as young as 10 or 11, and 15 million more join them each year. Some are coerced; others enter into marriage voluntarily for reasons of tradition, culture or economic necessity. But the outcomes are similar: Dropping out of school, social isolation, early pregnancy, maternal mortality and limited future opportunities are common consequences.Abaynesh, Ramgani and Nayane are three girls whose stories illustrate the causes and effects of early unions across different cultures. Their stories, their lives, are only three of many._____Abaynesh-“Once married, I tried to continue my studies, but my family and my in-laws decided I shouldn’t study anymore,” says Abaynesh, 14, as she paces the hut of wood, sun-dried brick and straw that she shares with her husband and two mules in Gindero, which is in the Amhara region of Ethiopia.Surrounded by fields, with high green mountains in the distance and a night lit only by the stars, this is a lonely, timeless place. There are no neighbors, running water, electricity or clocks.The sun has not yet risen, and Abaynesh is ready to go to the river to get water. She carries a 20-liter drum on her back, and neither its weight nor her advanced pregnancy slows her.Her in-laws changed her name to Jemata when she married three years ago. She wasn’t happy with the change but accepted it as in keeping with tradition. “When I was little, I had very good grades. I wanted to be a doctor,” she says, looking back on her abbreviated childhood with nostalgia.Ethiopia has about 1.9 million women aged 20 to 24 who were married before 18, placing it fifth in the world. It also ranks second in the number of women who have undergone genital mutilation, which has affected 23.8 million women, or 74 percent of the female population between 15 and 49 years old, according to UNICEF.Abaynesh contributes to both statistics. Her inner labia, or labia minora, were cut a few days after she was born, a practice common in more than 20 countries, mostly in Africa.Genital mutilation and child marriage are related and stem from some of the same social conditions: gender inequality, a patriarchal culture and the desire to control the sexual freedom of women. Genital mutilation is presented as a way to give women characteristics valued by their society.Abaynesh was not mutilated to guarantee her purity, nor to make intercourse less pleasurable, but to “facilitate male penetration once married,” explains Mesel Nigusie, who has done female circumcision for the last 28 years. “It must be done before girls reach 15 days old because the body is stronger and heals faster,” she says, adding that the wound heals and stops hurting within eight to 10 days.Abaynesh’s father-in-law says that families prefer circumcised women for cultural reasons. He believes that girls who have undergone the procedure adapt better to their husband’s family, are less rebellious and become better wives.The diversity of cultures and ethnic groups in Ethiopia makes it difficult to generalize about sexual and marriage patterns. Ethiopian girls often are married off young as part of an agreement between the two families. But sometimes, if the bride’s family refuses the proposal, the man kidnaps his would-be bride, and by tradition the girl’s family must accept the union.Abaynesh’s eyes reflect the exhaustion that her body hides. She prepares coffee after dinner, crouching in the middle of her in-laws’ room. She speaks hardly a word and takes no part in the family’s conversation around her. This will be her routine for the foreseeable future as her dream of becoming a doctor fades away.-Ramgani-“I want to finish my studies,” says Ramgani, 18, with the conviction of someone who is planning on changing her luck and maybe the luck of other girls and women like her.She is late to school because her chores have kept her busy longer than usual. She bursts into the playground with energy and raises a cloud of dust when she runs toward the fountain. Ramgani is not wearing the female uniform of her school; she wears the same white trousers as the boys. Her body language conveys a certainty and strength that are at odds with her delicate and shy speech.Ramgani was married as a young girl, but the marriage became “effective” when she was 14 and her husband’s family made her come live with them. Her story is one of a continuing struggle to escape her destiny as a woman in a rural village in Bhilwara District, in the state of Rajasthan, India.According to figures from UNICEF, 27 million Indian women between 20 and 24 were married before they turned 18. In Rajasthan, among women in the same age bracket, 65 percent were married as children.But Kailash Brijwasi, director of the NGO Jatan Sansthan, which has worked in India for the past 15 years to end this practice, says, “These statistics only gather registered data by the government,” and the “official number is lower than reality.”Three-quarters of the women in Rajasthan live outside of cities, and 55 percent of those are illiterate.Ramgani fights not to become one of them. She bears the weight of being a woman in a society that is deeply patriarchal and is also subject to rules of caste. Ramgani is part of the Jat caste. Married Jat women in the countryside do not sit at the same level as their husbands or male relatives. If a man sits on a chair, a woman must sit on the ground. If a man is standing, a woman must do the same until he leaves the room.The gender roles and caste system are deeply rooted in society, abetted by weak legal protections, an overwhelmingly male power structure, and the precarious economic conditions of a large part of the population. Those factors also conspire to make child marriages common.Ramgani is the fifth of nine sisters, all of whom were married in ceremonies on consecutive days. In India, the bride’s family provides the dowry and hosts the ceremony. To save money, it is common to marry several daughters at the same time to men from the same family, which results in younger brides.Although the girls are paired with their husbands when they are very young, they usually do not leave their parents’ house until they reach puberty. Therefore, the wedding for most is a distant memory by the time they are claimed by the in-laws. One of Ramgani’s younger sisters, who is 11 years old, already spends time at her in-laws’.Once they leave the family home, girls take over the house chores in their new home, and few are allowed to continue their education. Chandra Ramesh, a teacher at the GGSS Kahla School in Bhilwara, Rajasthan, says that only 30 percent of these girls go back to their studies.Ramgani had to leave school when she moved in with her husband’s family, but eventually, with the help of Jatan Sansthan, she persuaded her father to bring her home so that she could continue in school. She now divides her time between her family home and her in-laws, but she is pressured by both families to return to her husband. She frequently fights with her father about her insistence on continuing her studies. Nevertheless, she has managed to stay in school.Arti Khatik, 16, has not had the same luck. The mother of a 10-month-old, she was married when she was around 7, and six or seven years later she moved to her husband’s house. She explains how she was forced to lose her virginity at 14. Now she dreams of a life away from a husband who drinks and doesn’t provide for their child, except when he forces her to have sex, saying, “Shut up, I’ll give you money for the baby.”Indian legislation is strict on paper. Any union in which the woman is under 18 or the man is under 21 is considered illegal. However, the government lacks the resources to enforce the law, according to Paresh Ram Bhali, one of the government representatives in Bhilwara District, and so the practice of child marriage continues.Back home, Ramgani straddles the motorbike that a family member lent her and smiles shyly. “If they make me go back to my husband, I will escape,” she says, almost whispering.-Nayane-Nayane, 15, and her twin sister, Nayara, have their eyes glued to their phones, which vibrate with each incoming message. Nayara hasn’t left the house in three months. The drug-trafficking gang controlling her community imposed this punishment, along with a beating that landed her in the hospital, for having a forbidden relationship with a man from a rival group. Nayane keeps her company during her confinement.They are on the bed in a small faded room in a house in Parque União, in the Maré favela complex, north of Rio de Janeiro. In Nayane’s lap is Ana Sophia, her 10-month-old daughter.Neither of the twins goes to school. Nayane is getting ready to go to a funk-music party like the one where she met the father of her daughter. The young mother has his photo on her T-shirt. He died six months ago. He was involved in drug trafficking and was shot in a police raid. Nayane was never married to him.Brazil ranks fourth worldwide in the number of child marriages. Almost 1 million women between ages 20 and 24 were married before 15, and 3 million were married before 18. The minimum age to get married is 16, with parental consent. But in certain circumstances, including pregnancy, this rule can be suspended.Brazil differs from other countries in that the young women involved are often already pregnant and consent to marriage rather than being forced into it — and the unions may be unofficial and unrecorded.Girls get married or initiate a stable cohabitation with family encouragement after an unplanned pregnancy because of social pressure, as described in a study by the NGO Promundo.Vanessa Fonseca, project coordinator of Promundo, highlights two main reasons why girls enter into an early marriage in Brazil: financial stability and freedom in a society where girls living at home are often subject to very strict family control. And many of Nayane’s friends decided to live with their partners, leaving their families and their rules.Unlike brides in some other countries, such as India or Ethiopia, these young girls are not forced into unions. “They get married and ‘separated’ when they think they have to,” says Fonseca. However, they can suffer the same consequences: domestic violence, dropping out of school, diminished job prospects and maternal health problems.It is a problem often overlooked by the government. Some time ago, Christiane Pereira, who lives in the same favela as Nayane, began a relationship and married very young after getting pregnant with her first daughter, born when she was 16. Now, divorced from that man and the mother of two other girls, she sees this pattern repeating among other girls in her neighborhood who seek to escape abuse and lack of affection at home.Nayane’s friends have come to pick her up for the dance. With braces on their teeth and too much makeup on their faces, they play at being grownups, a game that for many will end with a pregnancy and a life of drudgery.

ESSEN, Germany (Reuters) - German police sealed off and closed a shopping mall in the heart of the western city of Essen on Saturday after the security services warned of a possible terrorist attack.Germany is on high alert following deadly militant Islamist attacks in France and Belgium and after a failed asylum seeker from Tunisia drove a truck into a Berlin Christmas market in December, killing 12 people."Yesterday, we received very serious indications from security sources that a possible attack was planned here for today and would be carried out," a spokesman for Essen police told Reuters Television. "That is why we were forced to take these measures."Earlier, a police spokesman told a German broadcaster they believed the Limbecker Platz shopping center was under threat of a possible terrorist attack.Armed police and vans surrounded the shopping center, one of the biggest in Germany with more than 200 retail outlets, but roads nearby were open to traffic.In the afternoon, police said they had searched an apartment in the nearby town of Oberhausen and the owner was being questioned. BEIRUT/DAMASCUS (Reuters) - A double bomb attack targeting Shi'ite pilgrims in Damascus killed at least 40 Iraqis and wounded 120 more who were going to pray at a nearby shrine, the Iraqi foreign ministry said.There was no immediate claim of responsibility for Saturday's attack, which the Hezbollah-run al-Manar TV station said had been carried out by two suicide bombers.Footage broadcast by Syrian state TV showed two badly damaged buses with their windows blown out. Those leaks have created a false narrative that the FBI has been predominantly focused on Trump ties to Russia, officials said.In fact, any FBI activity involving the president’s associates or advisers was mostly ancillary to a wider counterintelligence probe into Russian efforts to influence the election or curry favor with U.S. figures, the sources said.“The (Trump-Russia) narrative in the media hasn’t been our primary focus and mostly involves pieces of information that came in incidentally. We check them out and we move on,” one official said, adding most of the work has involved old-fashioned investigative tactics and not surveillance.Added another official: “I’ve never seen a case so misrepresented and leaks so damaging to a process that was meant to be conducted in secret so that foreign powers don’t know what we know and people’s reputations aren’t tarnished unfairly.”Several sources with direct knowledge say the FBI’s interest in investigating possible Moscow efforts to influence the 2016 election was born out of its long expertise on Russian players gathered back from the 2001 Robert Hansen espionage affair and the 2010 Anna Chapman spy ring scandal.-Russian activity raised suspicions-Other intelligence agencies also were gathering similar evidence highlighting Russian activity like computer hacking and propaganda.The bureau, along with other intelligence agencies, had early signs of political-motivated hacking by Russia and uncorroborated information from among others a former British intelligence officer about possible contacts between Russian intelligence and people close to Trump.“There were indicators of Russian activity and uncorroborated allegations of Trump associates having contact with key figures and we needed to know if they were connected or not,” one source described. “We’d be remiss if we did not answer that question for the national security community.”-Probe starts into Russian connections with US citizens-Officials decided the best course of action was to pursue a classic counterintelligence investigation focused on what the Russians were actually doing and whether anyone in the United States, including on the Trump team, might be encouraging or facilitating those actions or financially benefitting from them.One of the documents that agents tried to corroborate became known as the “Trump dossier,” the work of a trusted ex-British intelligence agent hired by political operatives to find damaging evidence on Trump in Russia. Some of the information in the dossier was explicit and salacious and uncorroborated -- like an alleged interlude between Trump and a prostitute in Moscow a few years back and an alleged Russian bribe that could have spelled billions of dollars for Trump’s companies.-Information could not be corroborated-Agents were able to corroborate some details in the dossier, mostly public source intelligence about meetings and decisions involving Russian figures. But much of the information about Trump and associates could not be corroborated. Some was disproven and other facts took on new connotations when additional investigation was concluded.-FISA used in probe-For instance, the FBI and Justice Department received a Foreign Intelligence Surveillance Act warrant in October to help further the Russia investigation. Officials stressed there were no intercepts of Trump’s phone or emails.Separately, they used traditional investigative techniques to review a computer server tied to the the soon-to-be-president's businesses in Trump Towers in New York but located elsewhere.Agents were examining allegations of computer activity tied to Russia.. Very quickly, they concluded the computer activity in question involved no nefarious contacts, bank transactions or encrypted communications with the Russians, and likely involved routine computer signals.The towers are home to Trump’s business, personal residence and then-campaign headquarters.-The Flynn connection-The officials also strongly disputed that the FBI’s intercepts of conversations in December between soon-to-to-be U.S. National Security Adviser Michael Flynn and Russian Ambassador Sergey Kislyak were part of a continuing Trump-focused national security investigation. In fact, they were part of a long-established special intelligence program in which the FBI is routinely permitted to review intercepts of Russian embassy officials.Americans are often incidentally intercepted, and the FBI has authority to review those conversations without a specific warrant when they involve national security matters. Flynn fell into that category in part because he had a security clearance, the sources said.The sources said Flynn exchanged a handful of calls or text messages to the Russian ambassador in December, including holiday wishes and condolences for recent Russian tragedies.Some involved more substantive policy issues, something the FBI flagged for the larger intelligence community because Obama was still in power and Trump was not yet in power."We'd be remiss if we did not answer that question for the national security community."—U.S. official-What Flynn and Kislyak talked about-For instance, after the Russian ambassador sent a text message seeking a phone call, Flynn and Kislyak talked about sanctions imposed by Obama on Russia on Dec. 29, but the message the American official gave was mostly that a new sheriff was about to take over the White House and Russians shouldn’t react to the new sanctions in a way that would foreclose better dialog in the future under a Trump administration, sources said.-Currently, no evidence against Flynn-There was also a discussion of a possible conference about Kazakhstan the next month, they added. To date, the FBI has not found anything that rises to criminal activity in the Flynn conversations, though the ultimate decision will reside with prosecutors in the Justice Department, the sources said.-Russia was hacking to try and influence the election-The information gathered during 2016 by the FBI, however, did further a robust portrait already being built by numerous intelligence agencies, like the National Security Agency, the Central Intelligence Agency and Directorate of National Intelligence, that Russia and its related actors had taken actions like hacking to influence the U.S. election with the apparent aim of hurting Hillary Clinton’s election chances or helping Trump.There also was evidence of Russian-friendly figures trying to curry favor with those close to Trump, something that happens at all levels when a new president is poised to take office.But there was no concrete evidence of bribes, illicit money or other criminal activity related to the Russian effort to influence elections. So the FBI proceeded to process security clearances for key Trump players about to take jobs in the new administration, the sources said.-Obama and Trump briefed-At Obama’s request, a highly classified briefing was prepared for the outgoing and incoming presidents, which was given to both men over the December holiday break. Obama, who had received updates through 2016 on the issue, used his detailed briefing as the final justification for the new sanctions on Moscow announced on Dec. 29, which included expelling three dozen Russians from America.Trump used his briefing to dispel what he saw was a myriad of “fake news” reports suggesting his team was complicit with Russians in trying to hijack the election.The FBI contributions to the briefing included mention of the uncorroborated Russian dossier created by the British intelligence agent.The FBI chose to include the information to educate the new president in particular to the tactics of Russian intelligence agencies, including the planting of false stories in documents like the dossier and the use of money and sex to compromise Western leaders or to leave them open to bribery, sources said.Until that point, the FBI surveillance process was mostly free of political interference and followed the normal rigors of a counter-intelligence investigation closely monitored by a supervisory court of federal judges and other intelligence apparatus.-The leaks begin-But the start of the New Year brought with it an unexpected politicizing of the intelligence gathered in secret. While the computer server was investigted, Trump’s phones and emails were never wiretapped, officials said.Comey’s request was designed to combat any insinuation that the FBI was used by the Obama administration as a political-enemy intelligence gathering agency in the midst of the election.But inside the intelligence community it also conveyed another powerful message: Comey has always insisted the bureau won’t comment on ongoing probes.
