And it could further complicate cooperation between the two world powers in combating something they both oppose — North Korea's nuclear program.The U.S. military said Tuesday it has started bringing in equipment for the deployment of the Terminal High-Altitude Area Defense system, or THAAD. It says the system is designed to intercept and destroy short and medium-range ballistic missiles during the last part of their flights.The announcement came after North Korea on Monday launched four ballistic missiles into ocean off Japan — a show of force in response to annual U.S.-South Korean military drills. The allies say they are routine but Pyongyang views them as rehearsal for an invasion.China is concerned that THAAD has powerful radar that could track Chinese missiles and weaken its deterrence against the United States. Manitoba remains in the grip of a massive blizzard for a second night -- a brutal blast of winter weather that has closed highways, knocked out power, and blinded drivers with extreme white-out conditions.Hundreds were trapped inside their cars along major highways, some buried in half-meter high drifts, unable to move until the relentless storm passes. Many were forced into survival mode, spending a frigid Monday night behind the wheel as temperatures plunged into the mid-minus teens.“It was just terrible. You couldn’t see anything,” Jean Pasche told CTV Winnipeg after spending the night trapped at the roadside along Highway 1.Firefighters used snowmobiles to bring food and gas to stranded motorists trapped along a stretch of the Trans-Canada Highway near Alexander. About 70 stranded motorists are preparing to hunker down for a second night inside a makeshift shelter at a local public school until roads reopen.The majority of the province remains under blizzard warnings from Environment Canada, with snowfall ranging from 10 centimeters near the Canada-U.S. border to as much as 60 centimeters in the northern regions.Powerful winds continue to gust up to 90 km/h. Visibility remains virtually non-existent in many areas.“It’s extremely challenging. You can imagine the roads are quite dangerous and treacherous today,” said Cpl. DENVER (Reuters) - A wind-driven wildfire erupted on the eastern plains of Colorado on Monday, scorching 30,000 acres of grassland, prompting the temporary evacuation of a small farming town and destroying at least three homes, emergency officials said.The fire erupted around midday east of the town of Sterling and quickly grew out of control as gale-force winds fanned the flames, said Marilee Johnson, spokeswoman for the Logan County Office of Emergency Management.Mandatory evacuations were lifted for the town of Haxtun late in the afternoon but some 900 homes remain threatened and those residents have been warned to prepare to flee should shifting winds drive flames their way, she said.The 30,000-acre fire was 50 percent contained, the Logan County Office of Emergency Management said in a statement.No injuries have been reported but three homes and a fourth structure were burned to the ground. A rolled-over tractor-trailer has spilled 23,000 litres of fuel near a conservation area in Caledon — and it's still leaking into nearby ditches.The truck's pup trailer rolled over overnight on Highway 9, near Airport Road and the Glen Haffy Conservation area.OPP Const. Stephanie Hammond said the fuel spill so far has been significant and up to 33,000 litres could spill if the leak isn't stopped soon."It's gone into the ditches, it's gone into the catch basin. But the catch basin does not flow into the Humber River itself," she said.A stretch of Highway 9 near the spill is currently closed, and will likely stay that way until 3 or 4 p.m. as emergency crews — including firefighters from Caledon and Brampton, Halton Spill Control, the Ministry of the Environment and Ontario Provincial Police — remain on scene for spill control.Crews trying to prevent wetland contamination-"This'll be a big effort here to get this cleaned up," Hammond said from the scene, adding rain is complicating the situation.Caledon Mayor Allan Thompson said three basins have been set up in the ditch to catch fuel. A similar Benelux paper has been circulated at the Malta summit in early February.But some Nordic and eastern European countries are wary of making multi-speed Europe an official policy of the EU after Brexit, fearing it could lead to disintegration of the bloc or disadvantages for them.European Commission president Jean-Claude Juncker came out last week with a white paper, which spelled out 5 possible scenarios for the EU's future, one of them being a multi-speed Europe.While member states have already had the opportunity to move closer together on various areas where others don't want to, under the so-called enhanced cooperation scheme, further economic and political integration has always been the core driving narrative of the EU.However, a senior EU official said the Rome summit should not be about that, but rather a display of unity among the 27 member states."After Brexit, Rome should be not a message of disunity, but the unity of 27," he told journalists.The official acknowledged that the final decision rests with leaders but argued "if in Rome a new baby is to be born of the 27, the name of it should be Unity, not Multi-speed""Multi-speed should not be seen as an objective, but it is a warning ... Last year, hundreds of members had to be evacuated from their West Kalimantan base after being attacked by residents who opposed their beliefs.Gafatar was labeled by Indonesia's Ulema Council a deviant sect and authorities had described its teachings as "dangerous". People associated with the group say it is a social organization, not religious.A panel of judges at the East Jakarta court on Tuesday jailed Mahful Muis Tumanurung and Ahmad Mussadeq for five years and Andry Cahya for three years for blasphemy. The men were cleared of treason charges.A lawyer for the men, Yudhistira, described it as a "malicious prosecution" that had tainted Indonesia's justice system and said would consider whether to appeal.Indonesia's blasphemy laws have come under greater scrutiny since Basuki Tjahaja Purnama, Jakarta's Christian governor, was put on trial for allegedly insulting the Koran. He has denied wrongdoing but his trial has inflamed religious tensions. NEW YORK (Reuters) - A new round of bomb threats against Jewish community centers across the United States and in Canada forced lockdowns and evacuations on Tuesday, and all 100 U.S. senators asked the federal government to help them enhance security.Threats were phoned in or emailed to JCCs in states including New York, Wisconsin, Illinois and Florida overnight and early on Tuesday. TOKYO (Reuters) - Rattled by North Korean military advances, influential Japanese lawmakers are pushing harder for Japan to develop the ability to strike preemptively at the missile facilities of its nuclear-armed neighbor.Japan has so far avoided taking the controversial and costly step of acquiring bombers or weapons such as cruise missiles with enough range to strike other countries, relying instead on its U.S. ally to take the fight to its enemies.But the growing threat posed by Pyongyang, including Monday's simultaneous launch of four rockets, is adding weight to an argument that aiming for the archer rather than his arrows is a more effective defense."If bombers attacked us or warships bombarded us, we would fire back. Striking a country lobbing missiles at us is no different," said Itsunori Onodera, a former defense minister who heads a ruling Liberal Democratic Party committee looking at how Japan can defend against the North Korean missile threat. "Technology has advanced and the nature of conflict has changed."For decades, Japan has been stretching the limits of its post-war, pacifist constitution. Successive governments have said Tokyo has the right to attack enemy bases overseas when the enemy's intention to attack Japan is evident, the threat is imminent and there are no other defense options.But while previous administrations shied away from acquiring the hardware to do so, Prime Minister Shinzo Abe's LDP has been urging him to consider the step."It is time we acquired the capability," said Hiroshi Imazu, the chairman of the LDP's policy council on security. "I don’t know whether that would be with ballistic missiles, cruise missiles or even the F-35 (fighter bomber), but without a deterrence North Korea will see us as weak."The idea has faced stiff resistance in the past but the latest round of North Korean tests means Japan may move more swiftly to enact a tougher defense policy.“We have already done the ground work on how we could acquire a strike capability,” said a source with knowledge of Japan's military planning. He asked not to be identified because of the sensitivity of the issue.Any weapon Japan acquired with the reach to hit North Korea would also put parts of China's eastern seaboard within range of Japanese munitions for the first time. That would likely anger Beijing, which is strongly protesting the deployment of the advanced U.S. Terminal High Altitude Area Defense (THAAD) anti-missile system in South Korea."China has missiles that can hit Japan, so any complaints it may have are not likely to garner much sympathy in the international community," said Onodera.-GROWING THREATS-Currently, more than three missiles at one would be too many for Japan's already stretched ballistic missile defense to cope with, another source familiar with Japan’s capability said.One serious concern for Japan is North Korea's development of solid fuel systems demonstrated last month that will allow it to conceal preparations for missile strikes because it no longer needs fuel its missiles just prior to firing.That test also demonstrated a cold launch, with the rocket ejected from its launcher before engine ignition, minimizing damage to the mobile launch pads. Japanese officials also noted that the launch truck was equipped with tracks rather than wheels, allowing it to hide off road.North Korea says its weapons are needed to defend against the threat of attack from the United States and South Korea, which it is still technically at war with.Japan is already improving its ballistic missile defenses with longer-range, more accurate sea-based missiles on Aegis destroyers in the Sea of Japan and from next month will start a $1 billion upgrade of its ground-based PAC-3 Patriot batteries.Also under consideration is a land-based version of the Aegis system or the THAAD system.Those changes, however, will take years to complete and may not be enough to keep pace with rocket technology advances by Pyongyang, the sources said.A quicker option would be for Japan to deploy ground-to-ground missiles to defend against an attack on its Yonaguni island near Taiwan fired from bases on Japanese territory several hundred kilometers to the east.A missile with that range could also hit sites in North Korea.Japan could also buy precision air launched missiles such as Lockheed Martin Corp's extended-range Joint Air-to-Surface Standoff Missile (JASSM) or the shorter-range Joint Strike missile designed by Norway's Kongsberg Defence Aerospace AS for the F-35 fighter jet.But with limited capability to track mobile launchers, some Japanese officials still fear any strike would leave North Korea with enough rockets to retaliate with a mass attack."A strike could be justified as self defense, but we have to consider the response that could provoke," said another LDP lawmaker, who asked not to be identified.(Editing by Lincoln Feast)

North Korea’s successful launch of four ballistic missiles into the waters off northwest Japan on Monday was just a dry run of a nuclear attack against US military bases in Japan, state media in Pyongyang said on Tuesday.It's doubtful that North Korea could carry out that threat. But analysts say that if the country doesn't yet have a nuclear warhead small enough to fit on a missile, it is well on its way to developing such a weapon as well as the means to reach the West Coast of the United States.“They are going to get those capabilities eventually,” says Miles Pomper, a senior fellow at the James Martin Center for Nonproliferation Studies at the Middlebury Institute of International Studies at Monterey, Calif. “It is just a question of when.”Recommended: Kim 101: How well do you know North Korea's leaders? Striking a country lobbing missiles at us is no different," said Itsunori Onodera, a former defense minister who heads a ruling Liberal Democratic Party committee looking at how Japan can defend against the North Korean missile threat. "Technology has advanced and the nature of conflict has changed."For decades, Japan has been stretching the limits of its post-war, pacifist constitution. Successive governments have said Tokyo has the right to attack enemy bases overseas when the enemy's intention to attack Japan is evident, the threat is imminent and there are no other defense options.But while previous administrations shied away from acquiring the hardware to do so, Prime Minister Shinzo Abe's LDP has been urging him to consider the step."It is time we acquired the capability," said Hiroshi Imazu, the chairman of the LDP's policy council on security. But China and North Korea view it as a threat.That adds to strains in the high-stakes relationship between Washington and Beijing weeks into Donald Trump's presidency. And it could further complicate cooperation between the two world powers in combating something they both oppose — North Korea's nuclear program.The U.S. military said Tuesday it has started bringing in equipment for the deployment of the Terminal High-Altitude Area Defense system, or THAAD. It says the system is designed to intercept and destroy short and medium-range ballistic missiles during the last part of their flights.The announcement came after North Korea on Monday launched four ballistic missiles into ocean off Japan — a show of force in response to annual U.S.-South Korean military drills. Manitoba remains in the grip of a massive blizzard for a second night -- a brutal blast of winter weather that has closed highways, knocked out power, and blinded drivers with extreme white-out conditions.Hundreds were trapped inside their cars along major highways, some buried in half-meter high drifts, unable to move until the relentless storm passes. Many were forced into survival mode, spending a frigid Monday night behind the wheel as temperatures plunged into the mid-minus teens.“It was just terrible. You couldn’t see anything,” Jean Pasche told CTV Winnipeg after spending the night trapped at the roadside along Highway 1.Firefighters used snowmobiles to bring food and gas to stranded motorists trapped along a stretch of the Trans-Canada Highway near Alexander. About 70 stranded motorists are preparing to hunker down for a second night inside a makeshift shelter at a local public school until roads reopen.The majority of the province remains under blizzard warnings from Environment Canada, with snowfall ranging from 10 centimeters near the Canada-U.S. border to as much as 60 centimeters in the northern regions.Powerful winds continue to gust up to 90 km/h. Stephanie Hammond said the fuel spill so far has been significant and up to 33,000 litres could spill if the leak isn't stopped soon."It's gone into the ditches, it's gone into the catch basin. But the catch basin does not flow into the Humber River itself," she said.A stretch of Highway 9 near the spill is currently closed, and will likely stay that way until 3 or 4 p.m. as emergency crews — including firefighters from Caledon and Brampton, Halton Spill Control, the Ministry of the Environment and Ontario Provincial Police — remain on scene for spill control.Crews trying to prevent wetland contamination-"This'll be a big effort here to get this cleaned up," Hammond said from the scene, adding rain is complicating the situation.Caledon Mayor Allan Thompson said three basins have been set up in the ditch to catch fuel. BRUSSELS, Today, 09:18-The possibility of a multi-speed Europe should not be an objective, but a warning to all of Europe, a senior EU official said on Tuesday (7 March) as EU leaders gather in Brussels to discuss which way the bloc should be headed after the UK leaves.Twenty-seven EU leaders will gather on the second day of the EU summit on Friday (10 March) to prepare the message for the Rome summit later this month, aimed at commemorating the 60th anniversary of the signing of the Rome Treaty which gave birth to European integration.Germany, France, Italy and Spain have endorsed the idea of multi-speed Europe, in which some countries could forge ahead with deeper integration, even if others do not want to follow suit. A similar Benelux paper has been circulated at the Malta summit in early February.But some Nordic and eastern European countries are wary of making multi-speed Europe an official policy of the EU after Brexit, fearing it could lead to disintegration of the bloc or disadvantages for them.European Commission president Jean-Claude Juncker came out last week with a white paper, which spelled out 5 possible scenarios for the EU's future, one of them being a multi-speed Europe.While member states have already had the opportunity to move closer together on various areas where others don't want to, under the so-called enhanced cooperation scheme, further economic and political integration has always been the core driving narrative of the EU.However, a senior EU official said the Rome summit should not be about that, but rather a display of unity among the 27 member states."After Brexit, Rome should be not a message of disunity, but the unity of 27," he told journalists.The official acknowledged that the final decision rests with leaders but argued "if in Rome a new baby is to be born of the 27, the name of it should be Unity, not Multi-speed""Multi-speed should not be seen as an objective, but it is a warning ... The information is based on documents from the agency's internal discussion forum.The leaked documents included a guide for CIA hackers on how to prepare for their trip to Germany.“Be aware that your coworkers here are all under cover. While cover seems like an administrative thing back home, it is vital in the Field,” the guide said.The document said the hackers' cover story should be “Supporting technical consultations at the Consulate”.It also contained practical tips, like knowing when German holidays are, that on Sunday most shops are closed, and that they should not leave any electronic equipment in the hotel room.“Paranoid, yes, but better safe then sorry.”The guide also recommended flying with Lufthansa instead of United: “Booze is free so enjoy (within reason)!” and personal pages, like a long list of smileys.The vast majority of the released documents – 8,761, according to WikiLeaks – appear to be technical information on possible hacking techniques.It included information on how to exploit vulnerabilities in the security of Apple, Android, and Windows devices, but also Samsung TVs.-Big Brother-Some documents point to a collaboration with a counterpart from the United Kingdom. Last year, hundreds of members had to be evacuated from their West Kalimantan base after being attacked by residents who opposed their beliefs.Gafatar was labeled by Indonesia's Ulema Council a deviant sect and authorities had described its teachings as "dangerous". People associated with the group say it is a social organization, not religious.A panel of judges at the East Jakarta court on Tuesday jailed Mahful Muis Tumanurung and Ahmad Mussadeq for five years and Andry Cahya for three years for blasphemy. The men were cleared of treason charges.A lawyer for the men, Yudhistira, described it as a "malicious prosecution" that had tainted Indonesia's justice system and said would consider whether to appeal.Indonesia's blasphemy laws have come under greater scrutiny since Basuki Tjahaja Purnama, Jakarta's Christian governor, was put on trial for allegedly insulting the Koran. NEW YORK (Reuters) - A new round of bomb threats against Jewish community centers across the United States and in Canada forced lockdowns and evacuations on Tuesday, and all 100 U.S. senators asked the federal government to help them enhance security.Threats were phoned in or emailed to JCCs in states including New York, Wisconsin, Illinois and Florida overnight and early on Tuesday. Centers in Toronto and elsewhere in Ontario also said they were threatened.U.S. federal authorities have been investigating a surge of threats against Jewish organizations, including more than 100 hoax bomb threats in five separate waves in January and February against JCCs in dozens of states.The Trump Administration denounced the newest round of threats "in the strongest terms," White House spokesman Sean Spicer told a news briefing."As long as they do continue, we'll continue to condemn them and look at ways in which we can stop them," Spicer said.Tuesday's incidents appeared unconnected to the majority of previous threats, according to the Secure Community Network, which provides security expertise to Jewish groups.A letter signed by all 100 U.S. senators was sent on Tuesday to top U.S. law enforcement officials asking that they help Jewish groups enhance security."We are concerned that the number of incidents is accelerating and failure to address and deter these threats will place innocent people at risk and threaten the financial viability of JCCs," the letter said.One arrest was made last week, when a former journalist was charged in St. Louis with using fake email accounts to threaten to bomb Jewish sites while posing as his ex-girlfriend. But he is not believed to be responsible for the majority of threats.Threats came in to Jewish centers and day schools on Tuesday in cities including Chicago, Milwaukee and the greater Rochester area in upstate New York.The Anti-Defamation League, a Jewish civil rights organization, also said it received bomb threats at four of its locations.In addition to violent threats, some Jewish organizations received harassing phone calls. At the East Midwood Jewish Center in Brooklyn, police said, an anonymous caller threatened to spray the center's synagogue with pig's blood."We’ve never seen such a period of concentrated threats against the Jewish community," New York Mayor Bill de Blasio told a news conference. If one Conservative leadership candidate has her way, immigrants hoping to start a new life in Canada will be pressed for their views on women's equality, the use of violence and how to provide for their families.In a sponsored email sent to subscribers of the conservative website TheRebel.media, Kellie Leitch promises that if she becomes Conservative leader, and then prime minister, she would require each immigrant to Canada to be screened for Canadian values.The email includes three examples of questions she wants asked of immigrants: - Are men and woman equal, and entitled to equal protection under the law? - Is it ever OK to coerce or use violence against an individual or a group who disagrees with your views? - Do you recognize that to have a good life in Canada you will need to work hard to provide for yourself and your family, and that you can't expect to have things you want given to you? It is unclear if the email, which was first reported by iPolitics.ca, was sent to all Conservative Party members, or just subscribers to TheRebel.media.Leitch's campaign spokesman Michael Diamond said he would not be able to shed any more light on the email because he does "not discuss strategy or tactics with the media."The cornerstone of Leitch's campaign to be the next leader of the federal Conservatives has so far been her pledge to redraft Canada's immigration policy.Not only would her plan require each immigrant to be screened for anti-Canadian values, but everyone seeking to start a new life in Canada would have to undergo a face-to-face interview with an immigration official before being granted entry."I believe that every single potential immigrant, without exception, should have a face-to-face interview with a trained immigration officer and asked questions to ascertain whether or not their values are consistent with our way of life," Leitch says in the email.-Drawing controversy-It is an idea Leitch has been advocating since she first launched her campaign. It was also a key part of her widely lampooned online video launched last month."Do they support the ideas of hard work, generosity, freedom and tolerance? Do they believe men and women are equal?" Leitch asks in the video."Do they agree that violence has no place in political disagreements? Do they agree that all should be left to worship how they see fit? Do they agree that there is one law that applies to all Canadians equally?" Leitch has used the policy to garner the attention of the press, but some of her fellow candidates say the kind of press coverage her "Canadian values" pitch is getting is actually hurting the party.Leadership candidate Deepak Obhrai issued a statement critical of Leitch's plans on the same day Leitch sent out her email through TheRebel.media. Obhrai said Leitch's "Canadian values" test questions risk painting the Conservatives as an "anti-immigrant party.""Ms. Leitch's proposal to screen every immigrant and visitor is nothing but Donald Trump's executive order, disguised as Canadian values, and crafted to keep Muslims out of Canada," he said in the statement."This is a dangerous environment to create in Canada, and I am outraged by this," he added.
